    Today, Australia is one of the highest producers per capita of carbon dioxide (CO2) in the world, and has the highest-carbon-intensity energy consumption in the world, at 3.08 tonnes of CO2 per tonne of oil equivalent.     Full Text Available Natural resource professionals, ranging from forest managers and educators to floodplain managers, play a critical role in implementing and conducting outreach with regards to climate mitigation and adaptation appropriate to local and regional scales. Natural resource professionals can also pave the way by adopting actions that serve as demonstrations of efforts to mitigate greenhouse gas emissions or adapt natural systems for the future. A web survey of 1488 natural resource professionals across New York State (NYS was conducted to assess their attitudes toward climate change, views toward climate change mitigation and adaptation priorities, actions taken to address climate change, and barriers faced as they relate to their professional responsibilities. The majority of natural resource professionals believe that climate change is happening, but there was slightly less agreement about human causes of climate change. Most natural resource professionals (69% see evidence of how climate change is impacting natural resources in NYS, but few (17% believed that there was sufficient information about how to address climate impacts at the local level. Nearly 60% of natural resources professionals undertook climate mitigation or adaptation actions in their work. Prominent influencing factors for action were proactive leadership and local impacts. Barriers to taking action on climate change were a lack of human and financial resources, the nature of costs relative to benefits, and lack of perceived threat. As managers and educators responsible for local water, land, and wildlife resources, natural resource professionals witness changes resulting from climate change first-hand. This paper will be useful to decision-makers at state and federal government levels regarding policies, incentives, and guidance that can be created with the goal of promoting a sound natural resource strategy in support of climate change readiness.

    Full Text Available Since the first assessment report (FAR of Inter-Governmental Panel on Climate Change (IPCC in 1990, the international scientific community has made substantial progresses in climate change sciences. Changes in components of climate system, including the atmosphere, oceans and cryosphere, indicate that global warming is unequivocal. Instrumental records demonstrate that the global mean temperature has a significant increasing trend during the 20th century and in the latest 50 years the warming become faster. In the meantime, the global sea level has a strong increasing trend, as well as the snow coverage of Northern Hemisphere showed an obvious downward trend. Moreover, the global warming plays a key role in significantly affecting the climate system and social-economy on both global and regional scales, such as sea level rise, melting of mountain glaciers and ice sheets, desertification, deforestation, increase of weather extremes (typhoon, hurricane and rainstorm and so on. The state of the art understanding of IPCC Fourth Assessment Report (AR4 was most of the observed increase in global average temperatures since the mid-20th century is very likely due to the observed increase in the concentrations of anthropogenic greenhouse gases. Climate change issues, as a grave challenge to the sustainable development of the human society, have received ever greater attention from the international community. Deeply cognizant of the complexity and extensive influence of these issues and fully aware of the arduousness and urgency of the task of addressing climate change, the Chinese government is determined to address climate change in the process of pursuing sustainable development. The facts of climate change in China and its impacts, and China’s policies and actions for addressing climate change are introduced in this paper.

  9. Modelling the economic impacts of addressing climate change

    This Power Point report presents highlights of the latest economic modelling of Canada's Kyoto commitment to address climate change. It presents framework assumptions and a snapshot under 4 scenarios. The objective of this report is to evaluate the national, sectoral, provincial and territorial impacts of the federal reference case policy package in which the emissions reduction target is 170 Mt from a business-as-usual scenario. The reference case policy package also includes 30 Mt of sinks from current packages of which 20 Mt are derived from the forestry sector and the remainder from agricultural sector. The report examined 4 scenarios based on 2 international carbon prices ($10 and $50) per tonne of carbon dioxide in 2010. The scenarios were also based on the fiscal assumptions that climate change initiatives and revenue losses would directly affect the governments' balances, or that the government balances are maintained by increasing personal income tax.     There is an increasingly hot debate on whether the replacement of conventional vehicles (CVs) by electric vehicles (EVs) should be delayed or accelerated since EVs require higher cost and cause more pollution than CVs in the manufacturing process. Here we reveal two hidden benefits of EVs for addressing climate change to support the imperative acceleration of replacing CVs with EVs. As EVs emit much less heat than CVs within the same mileage, the replacement can mitigate urban heat island effect (UHIE) to reduce the energy consumption of air conditioners, benefitting local and global climates. To demonstrate these effects brought by the replacement of CVs by EVs, we take Beijing, China, as an example. EVs emit only 19.8% of the total heat emitted by CVs per mile. The replacement of CVs by EVs in 2012 could have mitigated the summer heat island intensity (HII) by about 0.94°C, reduced the amount of electricity consumed daily by air conditioners in buildings by 14.44 million kilowatt-hours (kWh), and reduced daily CO2 emissions by 10,686 tonnes.

  13. Quadrenniel Symposium Addresses Important Water and Climate Change Issues

    The International Symposium on Isotope Hydrology, Marine Ecosystems and Climate Change Studies was held from 27 March to 1 April 2011 in Monaco. This major IAEA meeting was jointly organized by the IAEA Water Resources Programme and the Marine and Environment Programme. The symposium was held at the Oceanographic Museum of Monaco to commemorate the 50th anniversary of the establishment of the IAEA Laboratory in the Principality of Monaco. The symposium also represented the thirteenth edition of the quadrennial symposium on isotope hydrology and water resources management, which has been regularly organized by the IAEA since 1963. The symposium attracted 278 participants and observers from 67 Member States, covering aspects related to the use and application of isotope tools to address a broad spectrum of scientific disciplines through invited talks, oral and poster presentations and workshops. Developing countries were well represented with 120 participants attending. There were 49 oral presentations in the morning sessions and workshops, and 142 posters were shown. Brent Newman and Luis Araguas from the IAEA Water Resources Programme and Hartmut Nies from the IAEA Marine Environment Laboratory were the symposium's scientific secretaries.

    Despite the scientific consensus about global climate change (GCC) and the potential risk, the media often portrays the science as controversial and as a debate (Kellstedt, Zahran, & Vedlitz, 2008; Washington & Cook, 2011). According to a recent report, young adults are divided on the issue of global warming (Feldman, Nisbet, Leiserowitz, & Maibach, 2010). Understanding both the science and the nature of this issue is especially important for future teachers. Also, given that K-12 students have numerous alternative conceptions or lack of prior knowledge, it is critical that teachers have an understanding of the fundamental science underlying climate change. This study examines undergraduate science methods students' views of GCC, the relationship between students' views and their knowledge of GCC, and the impact of the course instructional approach. Students' views of GCC were assessed using the Views of Global Climate Change instrument (VGCC), a survey developed by the authors of this study (Lambert et al., 2010). The survey was developed to specifically measure students' views on: 1) their knowledge of GCC, 2) causes of GCC, 3) evidence (or indicators) of GCC, 4) impacts of GCC, 5) actions or solutions, 6) influence of politics on the issue of GCC, 7) scientific consensus, 8) trust of sources of information, and 9) concern about GCC. The Knowledge of Global Climate Change instrument (KGCC) (Lambert, Bleicher, & Lindgren, 2011) was employed to measure students' understanding of the greenhouse effect, carbon cycle, causes, and consequences of GCC. Pre-surveys indicated that 49% of the students felt that human activity was the main cause of climate change. At the conclusion of the course, 72% of the students thought that humans were causing climate change, and students' overall views about global warming significantly shifted toward being more concerned. It not only causes sea level rise, drought, crop failure, vector-borne diseases, extreme events, degradation of water and air quality, heat waves, and other phenomena, but it is also a threat multiplier wherein concatenation of multiple events may lead to frequent human catastrophes and intranational and international conflicts. In particular, urban areas may bear the brunt of climate change because of the amplification of climate effects that cascade down from global to urban scales, but current modeling and downscaling capabilities are unable to predict these effects with confidence. These were the main conclusions of a NATO Advanced Research Workshop (ARW) sponsored by the NATO Science for Peace and Security program. Thirty-two invitees from 17 counties, including leading modelers; natural, political, and social scientists; engineers; politicians; military experts; urban planners; industry analysts; epidemiologists; and health care professionals, parsed the topic on a common platform.

    Personal and political action on climate change is traditionally thought to be motivated by people accepting its reality and importance. However, convincing the public that climate change is real faces powerful ideological obstacles, and climate change is slipping in public importance in many countries. Here we investigate a different approach, identifying whether potential co-benefits of addressing climate change could motivate pro-environmental behaviour around the world for both those convinced and unconvinced that climate change is real. We describe an integrated framework for assessing beliefs about co-benefits, distinguishing social conditions (for example, economic development, reduced pollution or disease) and community character (for example, benevolence, competence). Data from all inhabited continents (24 countries; 6,196 participants) showed that two co-benefit types, Development (economic and scientific advancement) and Benevolence (a more moral and caring community), motivated public, private and financial actions to address climate change to a similar degree as believing climate change is important. Critically, relationships were similar for both convinced and unconvinced participants, showing that co-benefits can motivate action across ideological divides. These relationships were also independent of perceived climate change importance, and could not be explained by political ideology, age, or gender. Communicating co-benefits could motivate action on climate change where traditional approaches have stalled.

  1. Risk perceptions, general environmental beliefs, and willingness to address climate change

    The research reported here examines the relationship between risk perceptions and willingness to address climate change. The data are a national sample of 1,225 mail surveys that include measures of risk perceptions and knowledge tied to climate change, support for voluntary and government actions to address the problem, general environmental beliefs, and demographic variables. Risk perceptions matter in predicting behavior intentions. Risk perceptions are not a surrogate for general environmental beliefs, but have their own power to account for behavioral intentions. There are four secondary conclusions. First, behavioral intentions regarding climate change are complex and intriguing. People are neither nonbelievers who will take no initiatives themselves and oppose all government efforts, nor are they believers who promise both to make personal efforts and to vote for every government proposal that promises to address climate change. Second, there are separate demographic sources for voluntary actions compared with voting intentions. Third, recognizing the causes of global warming is a powerful predictor of behavioral intentions independent from believing that climate change will happen and have bad consequences. Finally, the success of the risk perception variables to account for behavioral intentions should encourage greater attention to risk perceptions as independent variables. Risk perceptions and knowledge, however, share the stage with general environmental beliefs and demographic characteristics.   3. From Principle to Action. An Analysis of the Financial Sector's Approach to Addressing Climate Change

    The Ministry of the Housing, Spatial Planning and the Environment of the Netherlands (VROM), has taken the initiative to commission a study to determine best practice approaches within the financial sector regarding climate change. This study focuses on the indirect climate change footprint of the financial sector, i.e. the impact of the financial sector's clients on climate change. The study sets out to further the body of knowledge relating to the financial sector's approach to understanding and managing the effects of climate change on their clients' business. Specifically, it offers recommendations and potential next steps for both the financial sector and the Dutch government to enable a more focused and definitive approach to understanding, addressing and incorporating climate change considerations into decision-making procedures and policy development. The paper comprises the following analysis: Chapter 1 is an introduction describing why climate change is relevant to the financial sector, and introduces 18 financial institutions which were selected as the basis for the study. Chapter 2 elaborates on challenges for the financial sector regarding the incorporation of climate change considerations into enhanced risk analysis and decision making. Chapter 3 provides a comprehensive overview of the main international business initiatives regarding climate change and sustainability. It can be seen as a summary of Annex I to this report, which identifies which initiatives the 18 financial institutions are involved in. Chapter 4 highlights selected best practices amongst the 18 financial institutions assessed.     The response to climate change and the stabilization of atmospheric greenhouse gas concentrations has major implications for the global energy system. Stabilization of atmospheric carbon dioxide (CO2) concentrations requires a peak and an indefinite decline of global CO2 emissions. Nuclear energy, along with other technologies, has the potential to contribute to the growing demand for energy without emitting CO2. Nuclear energy is of particular interest because of its global prevalence and its current significant contribution, nearly 20%, to the world’s electricity supply. We have investigated the value of nuclear energy in addressing climate change, and have explored the potential challenges for the rapid and large-scale expansion of nuclear energy as a response to climate change. The scope of this study is long-term and the modeling time frame extends out a century because the nature of nuclear energy and climate change dictate that perspective. Our results indicate that the value of the nuclear technology option for addressing climate change is denominated in trillions of dollars. Several-fold increases to the value of the nuclear option can be expected if there is limited availability of competing carbon-free technologies, particularly fossil-fuel based technologies that can capture and sequester carbon. Challenges for the expanded global use of nuclear energy include the global capacity for nuclear construction, proliferation, uranium availability, and waste disposal. While the economic costs of nuclear fuel and power are important, non-economic issues transcend the issues of costs. In this regard, advanced nuclear technologies and new vision for the global use of nuclear energy are important considerations for the future of nuclear power and climate change.

    A rapid transition to a low-carbon, climate-resilient society is not only possible, but could also bring many co-benefits for public health, economic wellbeing, social equity, and more. The science supporting an urgent need for such a transition has never been clearer. Yet, social science data are also clear: the public in the US (and many other similar developed economies) does not, on average, share this sense of urgency, nor have policymakers shown a willingness to put scientific evidence above the perceptions of their constituents. The gulf between scientific and public understanding of climate change has spurred research on climate change communication, learning, and decision-making, identifying barriers such as misconceptions and faulty mental models of the climate and energy systems; poor understanding of complex, dynamic systems generally; and affective and social barriers to learning and action. There is also a growing opportunity to address these barriers, through tools that rely on active learning, that are social, engaging (and even fun), and that are grounded in rigorous science. An increasing number of decision-support computer simulations are being developed, intended to make complex technical problems accessible to non-experts in an interactive format. At the same time, the use of scenario planning, role-playing games, and active learning approaches are gaining ground in policy and education spheres. Simulation-based role-playing games bring these approaches together and can provide powerful learning experiences: they offer the potential to compress time and reality; create experiences without requiring the 'real thing;' explore the consequences of our decisions that often unfold over decades; and open affective and social learning pathways. Here, we offer a perspective on the potential of these tools in climate change education, communication, and decision-support, and a brief demonstration of one tool we have developed, World Energy.

  10. Building Partnerships and Research Collaborations to Address the Impacts of Arctic Change: The North Atlantic Climate Change Collaboration (NAC3)

    Changes in Arctic warming influence the various atmospheric and oceanic patterns that drive Caribbean and mid-latitude climate events, including extreme events like drought, tornadoes, and flooding in Kentucky and the surrounding region. Recently, the establishment of the North Atlantic Climate Change Collaboration (NAC3) project at Western Kentucky University (WKU) in partnership with the University of Akureyri (UNAK), Iceland Arctic Cooperation Network (IACN), and Caribbean Community Climate Change Centre (CCCCC) provides a foundation from which to engage students in applied research from the local to global levels and more clearly understand the many tenets of climate change impacts in the Arctic within both a global and local community context. The NAC3 project encompasses many facets, including joint international courses, student internships, economic development, service learning, and applied research. In its first phase, the project has generated myriad outcomes and opportunities for bridging STEM disciplines with other fields to holistically and collaboratively address specific human-environmental issues falling under the broad umbrella of climate change. WKU and UNAK students desire interaction and exposure to other cultures and regions that are threatened by climate change and Iceland presents a unique opportunity to study influences such as oceanic processes, island economies, sustainable harvest of fisheries, and Arctic influences on climate change. The project aims to develop a model to bring partners together to conduct applied research on the complex subject of global environmental change, particularly in the Arctic, while simultaneously focusing on changing how we learn, develop community, and engage internationally to understand the impacts and find solutions.

    Climate change is defined as any long-term and significant change in the expected patterns of a specific region's average weather for an appropriately significant period of time. It is the result of several factors, including Earth?s dynamic processes, external forces, and more recently, human activity. External factors that shape climate include such processes as variations in solar radiation, deviations in Earth's orbit, and variations in the level of greenhouse gas concentrations. Evidence of climatic change taken from a variety of sources can, in turn, be used to reconstruct past climates. Most climate evidence is inferred from changes in key climate indicators, including vegetation, ice cores, dendrochronology, sea-level change, and glacial geology. Climate change represents one of the greatest environmental, social, and economic threats facing the planet today. In developing countries, Swaziland included, climate change will likely have a significant impact on the livelihoods and living conditions of the poor. It is a particular threat to the attainment of the Millennium Development Goals (MDGs) and progress in sustainable development in Sub-Saharan Africa. Increasing temperatures and shifting rain patterns across Africa reduce access to food and create effects that impact regions, farming systems, households, and individuals in varying ways. Additional global changes, including changed trade patterns and energy policies, have the potential to exacerbate the negative effects of climate change on some of these systems and groups.

  12. Using Just in Time Teaching in a Global Climate Change Course to Address Misconceptions

    Just in Time Teaching (JiTT) is employed in an introductory Global Climate Change college course with the intention of addressing common misconceptions and climate myths. Students enter the course with a variety of prior knowledge and opinions on global warming, and JiTT can be used as a constructivist pedagogical approach to make use of this prior knowledge. Students are asked to watch a short video or do a reading, sometimes screen capture videos created by the professor as review of material from the previous class, a video available on the web from NASA or NOAA, for example, or a reading from an online article or their textbook. After the video or reading, students answer a question carefully designed to pry at a common misconception, or simply are asked for the 'muddiest point' that remains on the concept. This assignment is done the night before class using a web program. The program aggregates the answers in an organized way so the professor can use the answers to design the day's lesson to address common misconceptions or concerns students displayed in their answers, as well as quickly assign participation credit to students who completed the assignment. On the other hand, if students display that they have already mastered the material, the professor can confidently move on to the next concept. The JiTT pedagogical method personalizes each lecture period to the students in that particular class for maximum efficiency while catching and fixing misconceptions in a timely manner. This technique requires students to spend time with the material outside of class, acts as review of important concepts, and increases engagement in class due to the personalization of the course. Evaluation results from use of this technique will be presented. Examples of successful JiTT videos, questions, student answers, and techniques for addressing misconceptions during lecture will also be presented with the intention that instructors can easily apply this technique to their

  15. Polluter-Pays-Principle: The Cardinal Instrument for Addressing Climate Change

    Full Text Available This article traces the evolution of polluter-pays-principle (PPP as an economic, ethical and legal instrument and argues that it has the potential of effecting global responsibility for adaptation and mitigation and for generating reliable funding for the purpose. However, the contradiction is that while it rests on neoliberal market principles, the UN Framework Convention on Climate Change did not include the PPP as its provision though the principle of “common but differentiated responsibility based on respective capabilities” (Article 3.1 implicitly recognizes this. The article raises the basic question that under a free-market global system: why should the polluters not take responsibility of their actions so that the global society does not suffer? The Organization of Economic Cooperation and Development (OECD countries apply this PPP in many of its forms. Some developing countries are also applying it albeit still more as a governmental rather than polluter responsibility. Currently there is an emerging consensus that a carbon tax should be applied globally to address the intractable problem of climate change. Since the problem relates to a global commons, the issue is how to apply the PPP globally yet equitably. This article brings in Caney’s proposal that as complementary to the PPP. The “ability to pay principle” (APP can take care of emissions of the past agreed by the Parties and current and future legitimate emissions of the disadvantaged countries and groups of people. He calls the latter poverty-sensitive PPP. While PPP is primarily a market principle, APP is a principle of justice and equity. That polluters should pay the social and environmental costs of their pollution reflects the most fundamental principles of justice and responsibility.

    Species distribution models (SDMs) have been criticized for involving assumptions that ignore or categorize many ecologically relevant factors such as dispersal ability and biotic interactions. Another potential source of model error is the assumption that species are ecologically uniform in their climatic tolerances across their range. Typically, SDMs to treat a species as a single entity, although populations of many species differ due to local adaptation or other genetic differentiation. Not taking local adaptation into account, may lead to incorrect range prediction and therefore misplaced conservation efforts. A constraint is that we often do not know the degree to which populations are locally adapted, however. Lacking experimental evidence, we still can evaluate niche differentiation within a species' range to promote better conservation decisions. We explore possible conservation implications of making type I or type II errors in this context. For each of two species, we construct three separate MaxEnt models, one considering the species as a single population and two of disjunct populations. PCA analyses and response curves indicate different climate characteristics in the current environments of the populations. Model projections into future climates indicate minimal overlap between areas predicted to be climatically suitable by the whole species versus population-based models. We present a workflow for addressing uncertainty surrounding local adaptation in SDM application and illustrate the value of conducting population-based models to compare with whole-species models. These comparisons might result in more cautious management actions when alternative range outcomes are considered.

    The Ministry of the Housing, Spatial Planning and the Environment of the Netherlands (VROM), has taken the initiative to commission a study to determine best practice approaches within the financial sector regarding climate change. This study focuses on the indirect climate change footprint of the financial sector, i.e. the impact of the financial sector's clients on climate change. The study sets out to further the body of knowledge relating to the financial sector's approach to understanding and managing the effects of climate change on their clients' business. Specifically, it offers recommendations and potential next steps for both the financial sector and the Dutch government to enable a more focused and definitive approach to understanding, addressing and incorporating climate change considerations into decision-making procedures and policy development. The paper comprises the following analysis: Chapter 1 is an introduction describing why climate change is relevant to the financial sector, and introduces 18 financial institutions which were selected as the basis for the study. Chapter 2 elaborates on challenges for the financial sector regarding the incorporation of climate change considerations into enhanced risk analysis and decision making. Chapter 3 provides a comprehensive overview of the main international business initiatives regarding climate change and sustainability. It can be seen as a summary of Annex I to this report, which identifies which initiatives the 18 financial institutions are involved in. Chapter 4 highlights selected best practices amongst the 18 financial institutions assessed. Chapter 5 provides the main conclusions of the study and puts forward general and specific recommendations and potential next steps for the Dutch government and the financial sector. The Annexes contain fact sheets containing information about the climate change strategy and main activities of these organisations.

    Adaptation and mitigation share the ultimate purpose of reducing climate change impacts. However, they tend to be considered separately in projects and policies because of their different objectives and scales. Agriculture and forestry are related to both adaptation and mitigation: they contribute to greenhouse gas emissions and removals, are vulnerable to climate variations, and form part of adaptive strategies for rural livelihoods. We assessed how climate change project design documents (PDDs) considered a joint contribution to adaptation and mitigation in forestry and agriculture in the tropics, by analyzing 201 PDDs from adaptation funds, mitigation instruments, and project standards [e.g., climate community and biodiversity (CCB)]. We analyzed whether PDDs established for one goal reported an explicit contribution to the other (i.e., whether mitigation PDDs contributed to adaptation and vice versa). We also examined whether the proposed activities or expected outcomes allowed for potential contributions to the two goals. Despite the separation between the two goals in international and national institutions, 37 % of the PDDs explicitly mentioned a contribution to the other objective, although only half of those substantiated it. In addition, most adaptation (90 %) and all mitigation PDDs could potentially report a contribution to at least partially to the other goal. Some adaptation project developers were interested in mitigation for the prospect of carbon funding, whereas mitigation project developers integrated adaptation to achieve greater long-term sustainability or to attain CCB certification. International and national institutions can provide incentives for projects to harness synergies and avoid trade-offs between adaptation and mitigation.

  3. Making the climate part of the human world: Why addressing beliefs and biases is necessary part of effective climate change education

    Efforts to raise public awareness and understanding of the social, cultural and economic consequences of climate change often encounter skepticism. The primary causes of this skepticism, whether in the form of a mild rejection of proposed policy responses or an outright rejection of the basic scientific findings, is often cited to be the poor framing of issues by the scientific community, the quality of science education or public science literacy, disinformation campaigns by representatives of the coal and gas industry, individual resistance to behavioral change, and the hyperactive nature of the modern information culture. However, the root cause may be that the weather and climate, and by association climate change, is viewed as independent of the sphere of human influence in ancient and modern societies. In this presentation, I will outline how long-standing human beliefs in the separation between the earth and the sky and the modern framing of climate change as an “environmental” issue are limiting efforts to education the public about the causes, effects and possible response to climate change. First, sociological research in the Pacific Islands (Fiji, Kiribati, Tuvalu) finds strong evidence that beliefs in divine control of the weather and climate limit public acceptance of human-induced climate change. Second, media analysis and polling data from North America supports the role of belief and provides further evidence that climate change is viewed as a threat to an “other” labeled “the environment”, rather than a threat to people or society. The consequences of these mental models of the climate can be an outright reject of scientific theory related to climate change, a milder distrust of climate change predictions, a lack of urgency about mitigation, and an underestimate of the effort required to adapt to climate change.   4. Strategies for addressing climate change: policy perspectives from around the world

    The greenhouse effect is intrinsically global. Accordingly, effective responses require global coordination. While limited policies have been adopted, notably for phasing out chlorofluorocarbons, there is no clear consensus as to what to do about other greenhouse gases. In this paper, we survey attitudes and policy responses among the nations of the world. Public opinion surveys are consistent in showing that considerable sensitivity to environmental issues exists virtually everywhere. On the other hand, there is acute awareness that other issues, especially economic development, can conflict with global climate-change mitigation goals. In such a state of uncertainty there is a strong argument to be made for implementing policies which are good ideas independent of greenhouse-gas considerations. There is also good reason to expand research. What is feasible depends strongly on present and changing attitudes of the citizens of the world, and of their governments. It is thus critical to follow closely the evolution of attitudes. The kind of work summarized in this paper needs to be updated on a continuing basis, and the results made available routinely to the global policy community. We conclude our review with several recommendations for research designed specifically to reduce uncertainty about costs and institutional issues relating to responses to global climate change.   5. IPCC and other assessments as vehicles for integrating natural and social science research to address human dimensions of climate change

    IPCC and other assessments address both natural and social science aspects of climate change, but this approach has historically involved relatively little integration across the two sets of disciplines. In a framing that is only slightly oversimplified, past relationships were mostly sequential. From a physical climate perspective, human behavior was a boundary condition setting the trajectory of atmospheric forcing. And from an impacts perspective, changes in the physical climate set the stage upon which humans experienced impacts and made decisions about adaptation and mitigation. Integrated assessment models have been the main locus of research on questions about bi-directional coupling, where the trajectory of the physical climate influences GHG balance related to the need for agricultural land as well as GHG emissions from other activities. In the IPCC AR4 (2007), feedbacks from the natural carbon cycle to climate were a focus, but with little discussion of the potentially important feedbacks from climate-carbon interactions in the human domain. Detailed research and modeling in this area are still in the relatively early stages. For the future, IPCC and other assessments potentially provide a vehicle for new insights about the interaction of natural and social science dimensions of climate change. Several aspects could be interesting. Some of these relate to the decisions that modulate GHG emissions. For example, how does scientific understanding of climate change influence people's interest in mitigation and adaptation? How does it influence their willingness to pay? How are these modulated by regional and global geopolitics? Other potentially interesting aspects relate to interactions between mitigation and adaptation. For example, how does local experience of climate change alter the balance of focus on adaptation and mitigation? Still others relate to the nature of impacts and the role of sustainable development.   6. Future Earth -- New Approaches to address Climate Change and Sustainability in the MENA Region

    Interactions and feedbacks between rapidly increasing multiple pressures on water, energy and food security drive social-ecological systems at multiple scales towards critical thresholds in countries of the Eastern Mediterranean, the Middle East and North Africa (MENA Region). These pressures, including climate change, the growing demand on resources and resource degradation, urbanization and globalization, cause unprecedented challenges for countries and communities in the region. Responding to these challenges requires integrated science and a closer relationship with policy makers and stakeholders. Future Earth has been designed to respond to these urgent needs. In order to pursue such objectives, Future Earth is becoming the host organization for some 23 programs that were previously run under four global environmental change programmes, DIVERSITAS, the International Geosphere-Biosphere Programme (IGBP), the International Human Dimensions Programme (IHDP) and the World Climate Research Programme (WCRP). Some further projects arose out of the Earth System Science Partnership (ESSP). It thus brings together a wide spectrum of expertise and knowledge that will be instrumental in tackling urgent problems in the MENA region and the wider Mediterranean Basin. Future Earth is being administered by a globally distributed secretariat that also includes a series of Regional Centers, which will be the nuclei for the development of new regional networks. The Cyprus Institute in Nicosia, Cyprus (CyI; www.cyi.ac.cy) is hosting the Regional Center for the MENA Region. The CyI is a non-profit research and post-graduate education institution with a strong scientific and technological orientation and a distinctive regional, Eastern Mediterranean scope. Cyprus at the crossroads of three continents and open to all nations in the region provides excellent conditions for advancing the research agenda of Future Earth in the MENA Region.   7. REVIEW OF THE POTENTIAL OF NUCLEAR HYDROGEN FOR ADDRESSING ENERGY SECURITY AND CLIMATE CHANGE

    Nuclear energy has the potential to exert a major positive impact on energy security and climate change by coupling it to the transportation sector, primarily through hydrogen production. In the short term, this coupling will provide carbon-free hydrogen for upgrading increasingly lower quality petroleum resources such as oil sands, offsetting carbon emissions associated with steam methane reforming. In the intermediate term, nuclear hydrogen will be needed for large-scale production of infrastructure-compatible synthetic liquid fuels. In the long term, there is great potential for the use of hydrogen as a direct vehicle fuel, most likely in the form of light-duty pluggable hybrid hydrogen fuel cell vehicles. This paper presents a review of the potential benefits of large-scale nuclear hydrogen production for energy security (i.e. displacing imported petroleum) and reduction of greenhouse gas emissions. Lifecycle benefits of nuclear energy in this context are presented, with reference to recent major publications on this topic. The status of US and international nuclear hydrogen research programs are discussed. Industry progress toward consumer-grade hydrogen fuel cell vehicles are also be examined.

  8. The role of the Carbon Market in proposals for addressing climate change post-2012

    The primary purpose of this study is to analyse the now wide array of proposals included in reports of post-2012 initiatives and literature through the lens of two key questions: How would these ideas work with the carbon market? How could the carbon market work for these ideas? Section 2 starts with a general discussion about emission trading and how this relates to the carbon market. It then explores why carbon market mechanisms are favoured by a range of 'actors'. Finally it describes the carbon market and its prospects to 2012. An understanding of these issues and 'base' settings helps to assess and consider issues for the post-2012 period. Section 3 summarizes the proposals for a post-2012 international climate change regime that are assessed. Section 4 outlines a number of key assessment criteria that have been chosen to elucidate the issues that arise in responding to the study's two key questions. Section 5 provides a discussion on a number of key themes, issues and insights that emerged from the assessments that are detailed in Appendix A.   11. Wind power: Addressing wildlife impacts, assessing effects on tourism, and examining the link between climate change perceptions and support

    As the world's most rapidly growing source of energy, wind power has vast potential for mitigating climate change and advancing global environmental sustainability. Yet, the challenges facing wind energy remain both complex and substantial. Two such challenges are: 1) wildlife impacts; and 2) perceived negative effects on tourism. This dissertation examines these challenges in a multi-paper format, and also investigates the role that climate change perceptions play in garnering public support for wind power. The first paper assesses optimal approaches for addressing wind power's wildlife impacts. Comparative analysis reveals that avian mortality from turbines ranks far behind avian mortality from a number of other anthropogenic sources. Additionally, although bats have recently emerged as more vulnerable to wind turbines than birds, they are generally less federally protected. The Migratory Bird Treaty Act (MBTA) protects over 800 bird species, regardless of their threatened or endangered status. Moreover, it criminalizes the incidental take of birds without a permit and simultaneously grants no permits for such incidental take, thereby creating a legal conundrum for the wind industry. An examination of the legislative and case history of the MBTA, however, reveals that wind operators are not likely to be prosecuted for incidental take if they cooperate with the U.S. Fish & Wildlife Service (FWS) and take reasonable steps to reduce siting and operational impacts. Furthermore, this study's analysis reveals modest wildlife impacts from wind power, in comparison with numerous other energy sources. Scientific-research, legal, and policy recommendations are provided to update the present legal and regulatory regime under the MBTA and to minimize avian and bat impacts. For instance, FWS should: establish comprehensive federal guidelines for wind facility siting, permitting, monitoring, and mitigation; and promulgate regulations under the MBTA for the issuance of

An overview of global effects of climate change was presented, as well as details of BC's current climate change action plan. Indicators examined in the paper for the BC coastal region included long-term trends in air temperature; long-term trends in precipitation; coastal ocean temperatures; sea levels on the BC coast; and the sensitivity of the BC coast to sea level rise and erosion. Data suggested that average air temperatures have become higher in many areas, and that Springtime temperatures have become warmer over the whole province. Winters have become drier in many areas of the province. Sea surface temperature has risen over the entire coast, with the North Coast and central Strait of Georgia showing the largest increases. Deep-water temperatures have also increased in 5 inlets on the South Coast. Results suggested that the direction and spatial pattern of the climate changes reported for British Columbia are consistent with broader trends in North America and the type of changes predicted by climate models for the region. Climate change will likely result in reduced snow-pack in southern BC. An earlier spring freshet on many snow-dominated river systems is anticipated as well as glacial retreat and disappearance. Warmer temperatures in some lakes and rivers are expected, as well as the increased frequency and severity of natural disturbances such as the pine mountain beetle.     The Polish Country Study Project was initiated in 1992 as a result of the US Country Study Initiative whose objective was to grant the countries -- signatories of the United Nations` Framework Convention on Climate Change -- assistance that will allow them to fulfill their obligations in terms of greenhouse gases (GHG`s) inventory, preparation of strategies for the reduction of their emission, and adapting their economies to the changed climatic conditions. In February 1993, in reply to the offer from the United States Government, the Polish Government expressed interest in participation in this program. The Study proposal, prepared by the Ministry of Environmental Protection, Natural Resources and Forestry was presented to the US partner. The program proposal assumed implementation of sixteen elements of the study, encompassing elaboration of scenarios for the strategy of mission reduction in energy sector, industry, municipal management, road transport, forestry, and agriculture, as well as adaptations to be introduced in agriculture, forestry, water management, and coastal management. The entire concept was incorporated in macroeconomic strategy scenarios. A complementary element was the elaboration of a proposal for economic and legal instruments to implement the proposed strategies. Numerous studies project greater morbidity and mortality as a result of extreme weather events and other climate-sensitive hazards. Public health impacts on the U.S. Gulf Coast may be severe as the region is expected to experience increases in extreme temperatures, sea level rise, and possibly fewer but more intense hurricanes. Through myriad pathways, climate change is likely to make the Gulf Coast less hospitable and more dangerous for its residents, and may prompt substantial migration from and into the region. Public health impacts may be further exacerbated by the concentration of people and infrastructure, as well as the region’s coastal geography. Vulnerable populations, including the very young, elderly, and socioeconomically disadvantaged may face particularly high threats to their health and well-being. This paper provides an overview of potential public health impacts of climate variability and change on the Gulf Coast, with a focus on the region’s unique vulnerabilities, and outlines recommendations for improving the region’s ability to minimize the impacts of climate-sensitive hazards. Public health adaptation aimed at improving individual, public health system, and infrastructure resilience is urgently needed to meet the challenges climate change may pose to the Gulf Coast in the coming decades.

  2. Identifying and Addressing Infrastructure Vulnerabilities Under Climate Change in Data-Scarce Regions: the Role of Conservation

    Climate change is expected to have dramatic impacts on built infrastructure, particularly in the water resources sector where infrastructure tends to have long lifespans and performance is highly sensitive to climate conditions. However, adapting to water resources infrastructure to climate change is challenging due to the considerable uncertainty surrounding projections of future hydrologic conditions. This has prompted the development of a number of approaches aimed at supporting planning under "deep-uncertainty" which cannot be represented probabilistically. One such method is robust decision making (RDM), which uses simulation models to assess how systems perform over a wide range of future scenarios and identify vulnerable scenarios where system performance is unacceptable. With the Lake Tana basin in Ethiopia as a case study, we use an RDM analysis to assess the vulnerability of planned irrigation infrastructure to climate change and environmental uncertainties related to data limitations. We find that planned infrastructure is vulnerable not only to climate change, but also to poorly characterized environmental conditions today. This suggests areas for research that could provide important insights into the long-term sustainability and effectiveness of the planned projects. Additionally, we evaluate the degree to which methods such as irrigation efficiency and upstream land conservation can improve the long-term performance of the proposed infrastructure. In doing so, we demonstrate how robust decision frameworks can provide decision support in data-scarce regions where more complex modeling and analysis may be impractical.

Historical and contemporary livestock production—the most widespread and long-running commercial use of public lands—can alter vegetation, soils, hydrology, and wildlife species composition and abundances in ways that exacerbate the effects of climate change on these resources. Excess abundance of native ungulates (e.g., deer or elk) and feral horses and burros add to these impacts. Although many of these consequences have been studied for decades, the ongoing and impending effects of ungulates in a changing climate require new management strategies for limiting their threats to the long-term supply of ecosystem services on public lands. Removing or reducing livestock across large areas of public land would alleviate a widely recognized and long-term stressor and make these lands less susceptible to the effects of climate change. Where livestock use continues, or where significant densities of wild or feral ungulates occur, management should carefully document the ecological, social, and economic consequences (both costs and benefits) to better ensure management that minimizes ungulate impacts to plant and animal communities, soils, and water resources. Reestablishing apex predators in large, contiguous areas of public land may help mitigate any adverse ecological effects of wild ungulates.

  5. Addressing Disaster Risk Management and Adaptation to Climate Change in the Context of Sustainable Development in Africa

    The IPCC Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) demonstrates that an extreme event which used to occur infrequently and perceived today as abnormal will be tomorrow's 'normal' weather. For example the drought events in the African Sahel which once came every decade could now come every couple of years bringing a new challenge and leading to severe disturbances and rapid environmental changes. The report identified and analyzed the problems associated with extreme climatic events, and examined how human responses to these events and the consequent disasters could contribute to adaptation objectives, and how adaptation to climate change could become better integrated with Disasters Risk Management (DRM) practices. Moreover, a number of studies explored the linkages and interactions between disasters and development and clearly demonstrates how the exposure to extremes and vulnerability to climate change can hinder development efforts, emphasizing the need for much smarter development and economic policies that consider managing disaster risk and implement adaptation measures as main components of sustainable development. The proposed presentation will provide an overview of findings from IPCC reports and other studies and will draw on existing experiences and lessons learned to explore the linkages between disaster risk management, adaptation and economic development in Africa. It will also shed light on some of the regional and global interventions which aim at mitigating the impacts of extremes and disasters in African countries characterized by high exposure & vulnerability and low adaptive capacity. It concludes by highlighting the need for broader cooperation and partnership between development partners and agencies working on disaster risk management & climate change adaptation including the private sector, bilateral and multilateral agencies in order to ensure sustainable development.

    Changing climate conditions may have beneficial or adverse effects on the social-ecological systems we are living in. In any case, the possible effects result from complex and interlinked physical and social processes embedded in these systems. Traditional research addresses these bio-physical and societal issues in a separate way. Therefore, in general, studies on risks related to climate change are still mono-disciplinary in nature with an increasing amount of work following a multi-disciplinary approach. The quality and usefulness of the results of such research for policy or decision making in practice may further be limited by study designs that do not acknowledge appropriately the significance of integrating or at least mixing qualitative and quantitative information and knowledge. Finally, the acceptance of study results - particularly when containing some kind of assessments - is often endangered by insufficient and / or late involvement of stakeholders and users. The above mentioned limitations have often been brought up in the recent past. However, despite that a certain consensus could be achieved in the last years recognising the need to tackle these issues, little progress has been made in terms of implementation within the context of (research) studies. This paper elaborates in detail on reasons that hamper the application of - interdisciplinary (i.e. natural and social science), - trans-disciplinary (i.e. co-production of knowledge) and - integrative (i.e. combining qualitative and quantitative approaches) work.     The 'Adaptation in Europe' report describes the policies and some of the measures taken at EU level and by European countries. So far half of the 32 EEA member countries have plans for adaptation, and some have started to take action, although all countries still have a lot of work to do. While global mitigation efforts should continue to aim to limit global temperature increases to 2 deg. C, the report states that it is necessary to prepare for a greater range of temperature increases and other climate changes. This is needed to properly account for the many uncertainties in climatic and socio-economic projections. The report recommends a combination of different measures - 'grey' measures such as technological and engineering projects, 'green' ecosystem-based approaches using nature, and so-called 'soft' measures such as policies to change governance approaches. The most effective adaptation projects often combine two or more different approaches, the report says. For example, adaptation on France's Mediterranean coast uses an integrated approach considering climate change, tourism, transport and biodiversity. In urban areas green spaces and water bodies work together with building design to reduce heatwave risks. Barcelona has also started to adapt to water shortages with a new highly efficient desalination plant. This 'grey' project works in tandem with other 'soft' initiatives such as incentives to reduce water consumption, reducing the impacts from prolonged droughts. While the cost of adaptation may be high in some cases, the report emphasises the overall savings from some adaptation actions. One of the largest ecosystem-based adaptation projects is restoring the Danube river basin to its previously natural state.     The various agents of global change that will affect the state of natural resources 50-100 years from now are discussed. These include economic and population growth, technological progress, and climatic change. The importance of climatic change lies in its effects on natural resources and on human activities that depend on those resources. Other factors affecting those resources include the demand on those resources from an increasing population and from a growing economy, and a more efficient use of those resources that comes from technological changes and from the consequences of economic growth itself. It is shown that there is a considerable ability to adapt to climatic change, since humans already have an intrinsic ability to adapt to the wide variations in climates that already exist and since technological developments can make it easier to cope with climatic variability. It appears that agents other than climatic change are more significant to the future state of natural resources than climatic change. Criteria for selecting options for addressing climatic change are outlined. Technological change and economic growth are seen to be key response options, since the vulnerability to climatic change depends on economic resources and technological progress.     Distinguished Ministers, guests, ladies and gentlemen, it is an honor for me to take part in this important conference and I thank Mr. Sokolov and the IAEA for providing me with the opportunity to be here today In this session we are discussing 'Energy Resources and the Environment'. Using this important occasion, I would like to share with you the IEA's view on the world's energy future. In the regard, we are facing two challenges; Energy Security and climate change. In the energy sector, climate change mitigation and energy security go hand in hand. Investment in clean energy technologies will ensure better energy security while at the same time mitigating climate change. And nuclear power has a key role to play in this regard. Though the current economic downturn results world energy demand shrinking in short term, in longer term, it is inevitable to see strong demand increase if only existing policies were to remain in place until 2030 (our so called 'Reference Scenario' or 'business as usual model'). Our World Energy Outlook 2008 published November last year demonstrates that world primary energy demand will grow by 45% from 2006 to 2030, which is an average annual growth rate of 1.6%. Though it is not shown in the graph, it is important to note that non-OECD countries account for 87% of global energy demand growth between 2006 and 2030. The increase in China's energy demand outpaces that of all other countries and regions. Huge inflows of capital are needed to meet such demand growth and replace existing and future supply facilities that will be retired,. This shows the cumulative investment in energy supply needed to 2030 in the business as usual scenario. It amounts to $26.3 trillion (in year-2007 dollars) from 2007 to 2030; Electricity generation represents half of this. Oil and gas account for almost all of the remainder; 63% of this total will be needed in non-OECD countries - clearly highlighting that the investment challenge is a global issue. As

The part on international policy responses to climate change describes multilateral efforts to reduce greenhouse gas emissions and to adapt to the effects of climate change, and also discusses the role of the current trade and environment negotiations in promoting trade in technologies that aim to mitigate climate change. The final part of the Report gives an overview of a range of national policies and measures that have been used in a number of countries to reduce greenhouse gas emissions and to increase energy efficiency. It presents key features in the design and implementation of these policies, in order to draw a clearer picture of their overall effect and potential impact on environmental protection, sustainable development and trade.     Climate change is a cause for concern both globally and locally. In order for it to be tackled holistically, its governance is an important topic needing scientific and practical consideration. Climate change governance is an emerging area, and one which is closely related to state and public administrative systems and the behaviour of private actors, including the business sector, as well as the civil society and non-governmental organisations. Questions of climate change governance deal both with mitigation and adaptation whilst at the same time trying to devise effective ways of managing the consequences of these measures across the different sectors. Many books have been produced on general matters related to climate change, such as climate modelling, temperature variations, sea level rise, but, to date, very few publications have addressed the political, economic and social elements of climate change and their links with governance. This book will address this gap.     The Colorado State University (CSU) Multi-scale Modeling Framework (MMF) is a new type of general circulation model (GCM) that replaces the conventional parameterizations of convection, clouds and boundary layer with a cloud-resolving model (CRM) embedded into each grid column. The MMF that we have been working with is a “super-parameterized” version of the Community Atmosphere Model (CAM). As reported in the publications listed below, we have done extensive work with the model. We have explored the MMF’s performance in several studies, including an AMIP run and a CAPT test, and we have applied the MMF to an analysis of climate sensitivity.

The uncertain but potentially severe impacts of the recent climate change issue (e.g. sea level rise, extreme river discharges, salinisation) amplify the wicked and controversial character of flood safety policy issues. Policy proposals in this area generally involve drastic infrastructural works and long-term investments. They face the difficult challenge of framing problems and solutions in a publicly acceptable manner in ever changing circumstances. In this paper, we analyse and compare (1) how three key policy proposals publicly frame the flood safety issue, (2) the knowledge referred to in the framing and (3) how these frames are rhetorically connected or disconnected as statements in a long-term conversation. We find that (1) framings of policy proposals differ in the way they depict the importance of climate change, the relevant timeframe and the appropriate governance mode; (2) knowledge is selectively mobilised to underpin the different frames and (3) the frames about these proposals position themselves against the background of the previous proposals through rhetorical connections and disconnections. Finally, we discuss how this analysis hints at the importance of processes of powering and puzzling that lead to particular framings towards the public at different historical junctures

  4. Natural gas reserves/total energy consumption: a useful new ratio for addressing global climate change concerns

    Energy analysts have used the reserves/production ratios for oil and natural gas for decades as indicators of the ability of countries to maintain or increase their production of those fuels. The global community is now faced with the challenge of reducing carbon dioxide emissions from a variety of sources, with the energy sector being the largest contributor to the anthropogenic emissions of greenhouse gases. Natural gas has emerged as a highly desirable fuel, since it produces lower emissions of carbon dioxide than coal or oil for equivalent amounts of energy supplied. The ratio of a country's proven natural gas reserves to its total energy consumption is a good indicator of its ability to improve its air quality situation or address greenhouse gas reduction targets from domestic natural gas sources. This paper provides the ratio for several countries at different stages of development, and discusses some of the implications. In countries where exploration for natural gas has been limited, the estimated resources in place may sometimes be a more useful indicator than proven reserves, and could be used instead. (author)

    A significant contributor to public confusion about climate change is the surplus of misinformation available on the Internet and in the mainstream media. However, psychological research into effective myth refutation reveals an unexpected opportunity in the face of this wave of misinformation. Experiments in higher education classrooms have shown that directly refuting misinformation is more effective in reducing the influence of myths than merely teaching the facts (Kowalski & Taylor 2009) and can facilitate teaching critical thinking skills (Bedford 2010). Refutation lessons are also shown to result in more cognitive engagement from students (Muller 2008). This presentation summarizes the psychological research on refutation and how it can be applied to climate education. Practical examples and resources are provided, empowering teachers to effectively refute climate myths in the classroom.

    One manifestation of climate change is the increasingly severe extreme weather that causes injury, illness and death through heat stress, air pollution, infectious disease and other means. Leading health organisations around the world are responding to the related water and food shortages and volatility of energy and agriculture prices that threaten health and health economics. Environmental and climate ethics highlight the associated challenges to human rights and distributive justice but rarely address health or encompass bioethical methods or analyses. Public health ethics and its broader umbrella, bioethics, remain relatively silent on climate change. Meanwhile global population growth creates more people who aspire to Western lifestyles and unrestrained socioeconomic growth. Fulfilling these aspirations generates more emissions; worsens climate change; and undermines virtues and values that engender appreciation of, and protections for, natural resources. Greater understanding of how virtues and values are evolving in different contexts, and the associated consequences, might nudge the individual and collective priorities that inform public policy toward embracing stewardship and responsibility for environmental resources necessary to health. Instead of neglecting climate change and related policy, public health ethics and bioethics should explore these issues; bring transparency to the tradeoffs that permit emissions to continue at current rates; and offer deeper understanding about what is at stake and what it means to live a good life in today's world.     The climate issue is a great political and scientific challenge for several reasons: (1) There are many uncertain aspects of the climate problem, such as future emission of climate gases, the response of the climate system upon these gases, and the effects of climate changes. (2) It is probable, however, that anthropogenic emission of climate gases, deforestation etc. will cause noticeable climate changes in the future. This might be observed as increased frequency of extreme weather situations. This appears to be a greater threat than a gradual increase of temperature and precipitation. (3) Since the climate system is large and react only relatively slowly on changes in for instance the emission of climate gases, the climate problem can only be solved by means of long-term measures. (4) The climate changes may be irreversible. A rational short-term strategy is to ensure maximum flexibility, which can be done by ''slowing down'' (curtailing emissions) and by avoiding irreversible actions as much as possible. The long-term challenge is to develop an economically responsible alternative to the present fossil-based energy system that permits carbon-efficient technologies to compete on price with coal and unconventional oil and gas. Norway is in a special position by being a large exporter of fossil fuel and at the same time wanting to appear responsible in environmental matters. This combination may incur considerable expenses upon Norway and it is therefore important that environmental commitments like the Kyoto agreement can be honoured to the lowest possible cost. The costs can be minimized by: (1) minimizing the measure costs in Norway, (2) working to make the international quota price as low as possible, and (3) reducing the loss of petroleum income as much as possible.     The reality of a changing climate means that transportation and planning agencies need to understand the potential effects of changes in storm activity, sea levels, temperature, and precipitation patterns; and develop strategies to ensure the continuing robustness and resilience of transportation infrastructure and services. This is a relatively new challenge for California's regional planning agencies - adding yet one more consideration to an already complex and multifaceted planning process. In that light, the California Department of Transportation (Caltrans) is developing a strategy framework using a module-based process that planning agencies can undertake to incorporating the risks of climate change impacts into their decision-making and long-range transportation plans. The module-based approach was developed using a best practices survey of existing work nationally, along with a set of structured interviews with metropolitan planning organizations (MPOs) and regional transportation planning agencies (RTPAs) within California. Findings led to the development of a process, as well as a package of foundational geospatial layers (i.e. the Statewide Transportation Asset Geodatabase - STAG), primarily comprising state and Federal transportation assets. These assets are intersected with a set of geospatial layers for the climate stressors of relevance in the state which are placed in the same reference layers as the STAG; thus providing a full set of GIS layers that can be a starting point for MPOs/RTPAs that want to follow the step-by-step module-based approach in its entirety. The fast-paced changes in science and climate change knowledge requires a flexible platform to display continuously evolving information. To this end, the development of the modules are accompanied by a set of geospatial analysis disseminated using an online web portal.     For almost two decades both national polls and in-depth studies of global warming perceptions have shown that people commonly conflate weather and global climate change. Not only are current weather events such as anecdotal heat waves, droughts or cold spells treated as evidence for or against global warming, but weather changes such as warmer weather and increased storm intensity and frequency are the consequences most likely to come to mind. Distinguishing weather from climate remains a challenge for many. This weather 'framing' of global warming may inhibit behavioral and policy change in several ways. Weather is understood as natural, on an immense scale that makes controlling it difficult to conceive. Further, these attributes contribute to perceptions that global warming, like weather, is uncontrollable. This talk presents an analysis of data from public opinion polls, focus groups, and cognitive studies regarding people's mental models of and 'frames' for global warming and climate change, and the role weather plays in these. This research suggests that priming people with a model of global warming as being caused by a "thickening blanket of carbon dioxide" that "traps heat" in the atmosphere solves some of these communications problems and makes it more likely that people will support policies to address global warming.

  13. The adaptation to climate change

    The authors address the issue of adaptation to climate change. They first address the physical aspects related to this issue: scenarios of temperature evolution, main possible impacts. Then, they address the social impacts related to climate risks, and the adaptation strategies which aim at reducing the exposure and vulnerability of human societies, or at increasing their resilience. Some examples of losses of human lives and of economic damages due to recent catastrophes related to climate change are evoked. The authors address the international framework, the emergence of an international regime on climate, the quite recent emergence of adaptation within international negotiations in 2001, the emergence of the idea of a support to developing countries. National and local policies are presented in the next chapter (in the European Union, the Netherlands which are faced with the issue of sea level rise, programs in developing countries) and their limitations are also outlined.   15. Aerosol-Cloud Interactions in the South-East Atlantic: Knowledge Gaps, Planned Observations to Address Them, and Implications for Global Climate Change Modeling

    Southern Africa produces almost a third of the Earth's biomass burning (BB) aerosol particles, yet the fate of these particles and their influence on regional and global climate is poorly understood. Particles lofted into the mid-troposphere are transported westward over the South-East (SE) Atlantic, home to one of the three permanent subtropical Stratocumulus (Sc) cloud decks in the world. The stratocumulus "climate radiators" are critical to the regional and global climate system. They interact with dense layers of BB aerosols that initially overlay the cloud deck, but later subside and are mixed into the clouds. These interactions include adjustments to aerosol-induced solar heating and microphysical effects. As emphasized in the latest IPCC report, the global representation of these aerosol-cloud interaction processes in climate models is one of the largest uncertainty in estimates of future climate. Hence, new observations over the SE Atlantic have significant implications for global climate change scenarios. We discuss the current knowledge of aerosol and cloud property distributions based on satellite observations and sparse suborbital sampling, and describe planned field campaigns in the region. Specifically, we describe the scientific objectives and implementation of the following four synergistic, international research activities aimed at providing a process-level understanding of aerosol-cloud interactions over the SE Atlantic: 1) ORACLES (Observations of Aerosols above Clouds and their interactions), a five-year investigation between 2015 and 2019 with three Intensive Observation Periods (IOP), recently funded by the NASA Earth-Venture Suborbital Program, 2) CLARIFY-2016 (Cloud-Aerosol-Radiation Interactions and Forcing: Year 2016), a comprehensive observational and modeling programme funded by the UK's Natural Environment Research Council (NERC), and supported by the UK Met Office. 3) LASIC (Layered Atlantic Smoke Interactions with Clouds), a funded

  17. Climate change plan for Canada

    This document updates Natsource's previous briefing on the October 24 Climate change draft plan' outlining significant changes and modifications incorporated in the November 21, 2002 version of the Climate change plan for Canada' as tabled in the House of Commons by the Minister of the Environment. The changes in the new version of the Plan are the result of continued consultations with industry and the provinces. The revised Plan addresses nine of the 12 concerns expressed by the provinces. Key changes include: (1) establishment of sectoral emissions reduction targets through negotiated covenants with a regulatory or financial backstop; (2) guaranteeing a limit of 55 Megatonnes reductions for covered sectors under the covenants and trading system; (3) introducing flexibility in timing by signaling willingness on the part of the Government to discuss acceptance of commitments over a longer term; (4) promising to work with industry on options for providing protection against risks associated with sustained carbon prices above certain levels; (5) designing implementation system in such a way as to not disadvantage those companies that have taken early action in emission reductions; (6) building in contingencies, assessing progress and adjusting the Federal approach and level of investment; (7) remaining engaged in joint efforts with the United States to minimize impacts on Canadian competitiveness.     The author addresses the relationship between competitiveness and climate policy beyond the issue of emission quota trading, and with taking into account links between different activities. For some sectors, demand may depend on measures undertaken to reduce emissions in the transport and building sectors.     This paper argues that Entertainment-Education (E-E) is a striking communication strategy for reaching middle and lower socio-economic classes with climate-friendly lifestyle messages. On the international level (e.g. in the US and the Netherlands) E-E approaches are being theoretically grounded, whereas in Germany they are not yet. Therefore further theoretical discussion and mapping of E-E approaches is central for future research. As a first step towards providing further theoretical foundations for E-E in the field of sustainability, the authors suggest a threefold mapping of E-E approaches. The threefold mapping of E-E approaches for communicating climate-friendly lifestyles to middle and lower class consumers is based on recent results from academic research and practical developments on the media market. The commonalities among the three is that they all promote pro-sustainability messages in an affective-orientated rather than cognitive-orientated, factual manner. Differences can be found in: the sender of the sustainability message, the targeted consumer groups and the media approach in use. Based on this, the paper draws the conclusion that two new paths for further research activities in the field of Entertainment-Education can be proposed: (1) Improving the existing approaches in practice by using theoretical foundation from the E-E field. This comprises at its core (A) to do formative, process and summative effect research on the messages and (B) to use E-E theory from the field of social psychology, sociology and communication science for further improvement and (2) Generating new E-E theories by analyzing the existing practical approaches in the media to communicate climate change.

    The climate agreement that will take place from 2013 onwards needs to address some of the concerns that were not considered in the Kyoto Protocol. Such concerns include the absence of emission targets for big emitters developing countries and the impacts of unequal carbon-policies on the competitiveness of Annex 1 energy-intensive sectors. Sectoral approaches for energy-intensive sectors can be a solution to both concerns, mainly if they address climate change issues involving all the countries in which these sectors have a significant participation. A sector is a good candidate to the sectoral approaches if it has some characteristics. Such characteristics are high impact to the competitiveness of Annex 1 enterprises derived of the lack of compromises of enterprises located in non Annex 1 countries, high level of opportunities to mitigate GHG emissions based on the application of sectoral approaches and easy sectoral approaches implementation in the sector. Then, this work assesses the petroleum refining sector fitness to the sectoral approaches to address climate change.   8. Can Climate Change Negotiations Succeed?

    Full Text Available More than two decades of climate change negotiations have produced a series of global climate agreements, such as the Kyoto Protocol and the Copenhagen Accords, but have nevertheless made very limited progress in curbing global emissions of greenhouse gases. This paper considers whether negotiations can succeed in reaching an agreement that effectively addresses the climate change problem. To be effective, a climate agreement must cause substantial emissions reductions either directly (in the agreement's own lifetime or indirectly (by paving the way for a future agreement that causes substantial emissions reductions directly. To reduce global emissions substantially, an agreement must satisfy three conditions. Firstly, participation must be both comprehensive and stable. Secondly, participating countries must accept deep commitments. Finally, the agreement must obtain high compliance rates. We argue that three types of enforcement will be crucial to fulfilling these three conditions: (1 incentives for countries to ratify with deep commitments, (2 incentives for countries that have ratified with deep commitments to abstain from withdrawal, and (3 incentives for countries having ratified with deep commitments to comply with them. Based on assessing the constraints that characterize the climate change negotiations, we contend that adopting such three-fold potent enforcement will likely be politically infeasible, not only within the United Nations Framework Convention on Climate Change, but also in the framework of a more gradual approach. Therefore, one should not expect climate change negotiations to succeed in producing an effective future agreement—either directly or indirectly.

    Concerns over the economics, supply chain, and emissions of greenhouse gases associated with the wide use of fossil fuels have led to increasing interest in developing alternative and renewable fuels for stationary power generation and transportation systems. Although there is considerable uncertainty regarding the economic and environmental impacts of alternative and renewable fuels, there is a great need for assessment of potential and emerging fuels to guide research priorities and infrastructure investment. Likewise, there is a great need to identify potential unintended adverse impacts of new fuels and related power systems before they are widely adopted. Historically, the environmental impacts of emerging fuels and power systems have largely focused on carbon dioxide emissions, often called the carbon footprint, which is used to assess impacts on climate change. Such assessments largely ignore the large impacts of emissions of other air pollutants. Given the potential changes in emissions of air pollutants associated with the large-scale use of new and emerging fuels and power systems, there is a great need to better guide efforts to develop new fuels and power systems that can avoid unexpected adverse impacts on the environment and human health. This review covers the nature of emissions, including the key components and impacts from the use of fuels, and the design criteria for future fuels and associated power systems to assure that the non-CO2 adverse impacts of stationary power generation and transportation are minimized. Here, we argue that psychological research should inform efforts to address climate change, to avoid misunderstandings about human behaviour and motivations that can lead to ineffective or misguided policies. We review three key research areas: describing human perceptions of climate change; understanding and changing individual and household behaviour that drives climate change; and examining the human impacts of climate change and adaptation responses.   13. Fair adaptation to climate change

    This article identifies social justice dilemmas associated with the necessity to adapt to climate change, examines how they are currently addressed by the climate change regime, and proposes solutions to overcome prevailing gaps and ambiguities. We argue that the key justice dilemmas of adaptation include responsibility for climate change impacts, the level and burden sharing of assistance to vulnerable countries for adaptation, distribution of assistance between recipient countries and adaptation measures, and fair participation in planning and making decisions on adaptation. We demonstrate how the climate change regime largely omits responsibility but makes a general commitment to assistance. However, the regime has so far failed to operationalise assistance and has made only minor progress towards eliminating obstacles for fair participation. We propose the adoption of four principles for fair adaptation in the climate change regime. These include avoiding dangerous climate change, forward-looking responsibility, putting the most vulnerable first and equal participation of all. We argue that a safe maximum standard of 400-500 ppm of CO2 concentrations in the atmosphere and a carbon tax of $20-50 per carbon equivalent ton could provide the initial instruments for operationalising the principles. Indeed, many authors have reported on the current trend towards global warming (average surface temperature has augmented by 0.6 °C over the past 100 years), decreased precipitation, atmospheric humidity changes, and global rise in extreme climatic events. The magnitude and cause of these changes and their impact on human activity have become important matters of debate worldwide, representing climate change as one of the greatest challenges of the modern age. Although many articles have been written based on observations and various predictive models of how climate change could affect social, economic and health systems, only few studies exist about the effects of this change on skin physiology and diseases. However, the skin is the most exposed organ to environment; therefore, cutaneous diseases are inclined to have a high sensitivity to climate. For example, global warming, deforestation and changes in precipitation have been linked to variations in the geographical distribution of vectors of some infectious diseases (leishmaniasis, lyme disease, etc) by changing their spread, whereas warm and humid environment can also encourage the colonization of the skin by bacteria and fungi.     The Canadian Association of Petroleum Producers (CAPP) is a firm believer in the need to take action to mitigate the risks associated with climate change, and that clear government policy is called for. The principles of sustainable development must guide this policy development effort. The initiatives required to address greenhouse gas emissions over both the short and long term must be carefully considered, and it is up to industries to ensure their production efficiency and emission intensity. Promoting improved performance of industries in Canada and developing technology that can be deployed internationally for larger global effects represents Canada's best contribution to progress on greenhouse gas emissions. The increase in energy demand along with increases in population and economic growth have contributed to an increase in greenhouse gas emissions despite improved energy efficiency in industry. Significant damage to the economy will result if Canada is to meet its commitment under the Kyoto Protocol, forcing the country to buy large quantities of foreign credits instead of using those funds for increased research and development. CAPP indicated that an effective plan must be: balanced, equitable, responsible, competitive, focused on technology and innovation, and based on agreements on sectoral plans. Each of these principles were discussed, followed by the fundamentals of approach for upstream oil and gas. The framework for climate change policy was described as well as the elements of a sector plan. CAPP wants to work with all levels of government on an appropriate plan for Canada, that considers our unique circumstances.     The issue of climate change has attracted increasing business attention in the past decade. Whereas companies initially aimed primarily at influencing the policy debate, corporate strategies increasingly include economic responses. Existing classifications for climate change strategies however still reflect the political, non-market components. Using empirical information from the largest multinational companies worldwide, this article examines current market responses, focusing on the drivers (threats and opportunities) and the actions being taken by companies to address climate change. It also develops a typology of climate strategies that addresses the market dimensions, covering both the aim (strategic intent) and the degree of cooperation (form of organisation). The aim turns out to be either innovation or compensation, while the organisational arrangements to reach this objective can be oriented at the company level (internal), at companies' own supply chain (vertical) or at cooperation with other companies (competitors or companies in other sectors - horizontal).     Complex socio-ecological demographics are factors that must be considered when addressing adaptation to the potential effects of climate change. As such, a suite of deployable climate change adaptation frameworks is necessary. Multiple frameworks that are required to communicate the risks of climate change and facilitate adaptation. Three principal adaptation frameworks have emerged from the literature; Scenario - Led (SL), Vulnerability - Led (VL) and Decision - Centric (DC). This study aims to identify to what extent these adaptation frameworks; either, planned or deployed are used in a neighbourhood vulnerable to climate change. This work presents a criterion that may be used as a tool for identifying the hallmarks of adaptation frameworks and thus enabling categorisation of projects. The study focussed on the coastal zone surrounding the Sizewell nuclear power plant in Suffolk in the UK. An online survey was conducted identifying climate change adaptation projects operating in the study area. This inventory was analysed to identify the hallmarks of each adaptation project; Levels of dependency on climate model information, Metrics/units of analysis utilised, Level of demographic knowledge, Level of stakeholder engagement, Adaptation implementation strategies and Scale of adaptation implementation. The study found that climate change adaptation projects could be categorised, based on the hallmarks identified, in accordance with the published literature. As such, the criterion may be used to establish the matrix of adaptation frameworks present in a given area. A comprehensive summary of the nature of adaptation frameworks in operation in a locality provides a platform for further comparative analysis. Such analysis, enabled by the criterion, may aid the selection of appropriate frameworks enhancing the efficacy of climate change adaptation.

The creationist effort to deny climate change, in addition to evolution and radiometric dating, is part of a broader denial of the methodology and validity of science itself. Creationist misinformation can pose a serious problem for science educators, who are further hindered by the poor treatment of the earth sciences and climate change in state science standards. Recent changes to Texas’ science standards, for example, require that students learn “different views on the existence of global warming.” Because of Texas’ large influence on the national textbook market, textbooks presenting non-scientific “different views” about climate change—or simply omitting the subject entirely because of the alleged “controversy”—could become part of K-12 classrooms across the country.

  11. Climate change: Recent findings

    In the late eighties several reports have been published on climate change and sea level rise. In the meantime insights may have changed due to the availability of better and more observations and/or more advanced climate models. The aim of this report is to present the most recent findings with respect to climate change, in particular of sea level rise, storm surges and river peak flows. These climate factors are important for the safety of low-lying areas with respect to coastal erosion and flooding. In the first chapters a short review is presented of a few of the eighties reports. Furthermore, the predictions by state of the art climate models at that time are given. The reports from the eighties should be considered as 'old' information, whereas the IPCC supplement and work, for example, by Wigley should be considered as new information. To assess the latest findings two experts in this field were interviewed: dr J. Oerlemans and dr C.J.E. Schuurmans, a climate expert from the Royal Netherlands Meteorological Institute (KNMI). Their views are presented together with results published in recent papers on the subject. On the basis of this assessment, the report presents current knowledge regarding predictions of climate change (including sea-level rise) over the next century, together with an assessment of the uncertainties associated with these predictions. 14 figs., 11 tabs., 24 refs

  12. Climate change. Managing the risks

    In order to address the key question if a targeted approach to climate change response is feasible, different aspects of this question are analyzed. First, the scientific and political aspects of different options to determine specific long-term objectives for climate change are evaluated on the basis of the current scientific insights and the experiences over the last 5 years to develop climate objectives. Preliminary directions for such objectives are given. Next, important analytical tools are discussed that can be applied to analyze the different options and their implications in detail. In order to evaluate the implications of mitigation options, strategies that are consistent with the preliminary climate goals are analyzed in the third part. In chapter 2, the concept of long-term environmental goals, derived from critical levels of climate change, is discussed. Also a historical perspective is provided. A new, systematic regionalized and risk-based approach to elaborate the ultimate objective of the Framework Convention on Climate Change is proposed. In chapter 3 scenarios and integrated models are discussed. Central is the description of scenarios that were developed with RlVM's Integrated Model to Assess the Greenhouse Effect (IMAGE) and the US-EPA's Atmospheric Stabilization Framework (ASF). In chapter 4 potential long-term international emissions control strategies for the different sources and sinks of the most important greenhouse gases are analyzed. Carbon dioxide from energy, carbon dioxide from deforestation, and non-CO2 greenhouse gases are dealt with subsequently.     Climate change as a global challenge has evolved through a series of stages in the last few decades. We are now on the brink of a new era which will see the terms of the debate shift once again. The different eras are characterised by the scientific evidence, public perceptions, responses and engagement of different groups to address the problem. In the first era, from the late 1980s to 2000, climate change was seen as an “environmental” problem to do with prevention of future impacts on the planet's climate systems over the next fifty to hundred years, through reductions in emissions of greenhouse gases, known as “mitigation”. The second era can be said to have started around the turn of the millennium, with the recognition that there will be some unavoidable impacts from climate change in the near term (over the next decade or two). These impacts must be coped with through “adaptation”, as well as mitigation, to prevent much more severe and possibly catastrophic impacts in the longer term. It has become clear that many of the impacts of climate change in the near term are likely to fall on the poorest countries and communities. The third era, which we are just about to enter, will see the issue change from tackling an environmental or development problem to a question of “global justice”. It will engage with a much wider array of citizens from around the world than previous eras.

    This paper attempts to draw a connection between information that can be gained from measurements with accelerator mass spectrometry (AMS) and the study of climate change on earth. The power of AMS to help in this endeavor is demonstrated by many contributions to these proceedings. Just like in archaeology, we are entering a phase of an 'integrated approach' to understand the various components of climate change. Even though some basic understanding emerged, we are still largely in a situation of a phenomenological description of climate change. Collecting more data is therefore of paramount interest. Based on a recent suggestion of 'geo-engineering' to take out CO{sub 2} from the atmosphere, this radical step will also be briefly discussed.

    This paper attempts to draw a connection between information that can be gained from measurements with accelerator mass spectrometry (AMS) and the study of climate change on earth. The power of AMS to help in this endeavor is demonstrated by many contributions to these proceedings. Just like in archaeology, we are entering a phase of an 'integrated approach' to understand the various components of climate change. Even though some basic understanding emerged, we are still largely in a situation of a phenomenological description of climate change. Collecting more data is therefore of paramount interest. Based on a recent suggestion of 'geo-engineering' to take out CO 2 from the atmosphere, this radical step will also be briefly discussed.

  9. Climatic change. What solutions?

    From 1990 to the present day, worldwide greenhouse gas emissions have increased by about 25%. Fighting climatic change has become an urgency: we only have 15 years in front of us to inflect the trajectory of worldwide emissions and to avoid a temperature rise of more than 2 deg. C during this century. Therefore, how is it possible to explain the shift between the need of an urgent action and the apparent inertia of some governing parties? How is it possible to implement a worldwide governance capable to answer the urgency of the fight against climatic change? These are the two questions that this pedagogical and concrete book tries to answer by analysing the different dimensions of climatic change and by making a first status of the building up of the international action, and in particular of the Kyoto protocol. For the post-2012 era, research and negotiations are in progress with the objective of reaching an agreement for the Copenhagen conference of December 2009. Several architectures are possible. This book shades light on the advantages and limitations of each of them with the possible compromises. It supplies a pluri-disciplinary approach of the international negotiations, often considered as complex by the general public.     Full Text Available Amphibian life histories are exceedingly sensitive to temperature and precipitation, and there is good evidence that recent climate change has already resulted in a shift to breeding earlier in the year for some species. There are also suggestions that the recent increase in the occurrence of El Niño events has caused declines of anurans in Central America and is linked to elevated mortality of amphibian embryos in the northwestern United States. However, evidence linking amphibian declines in Central America to climate relies solely on correlations, and the mechanisms underlying the declines are not understood. Connections between embryo mortality and declines in abundance have not been demonstrated. Analyses of existing data have generally failed to find a link between climate and amphibian declines. It is likely, however, that future climate change will cause further declines of some amphibian species. Reduced soil moisture could reduce prey species and eliminate habitat. Reduced snowfall and increased summer evaporation could have dramatic effects on the duration or occurrence of seasonal wetlands, which are primary habitat for many species of amphibians. Climate change may be a relatively minor cause of current amphibian declines, but it may be the biggest future challenge to the persistence of many species

    Climate change velocity is a vector depiction of the rate of climate displacement used for assessing climate change impacts. Interpreting velocity requires an assumption that climate trajectory length is proportional to climate change exposure; longer paths suggest greater exposure. However, distance is an imperfect measure of exposure because it does not quantify the extent to which trajectories traverse areas of dissimilar climate. Here we calculate velocity and minimum cumulative exposure (MCE) in degrees Celsius along climate trajectories for North America. We find that velocity is weakly related to MCE; each metric identifies contrasting areas of vulnerability to climate change. Notably, velocity underestimates exposure in mountainous regions where climate trajectories traverse dissimilar climates, resulting in high MCE. In contrast, in flat regions velocity is high where MCE is low, as these areas have negligible climatic resistance to movement. Our results suggest that mountainous regions are more climatically isolated than previously reported.

    The talk addresses the scientific consensus concerning climate change, and outlines the many paths that are open to mitigate climate change and its effects on human activities. Diverse aspects of the changing water cycle on Earth are used to illustrate the reality climate change. These include melting snowpack, glaciers, and sea ice; changes in runoff; rising sea level; moving ecosystems, an more. Human forcing of climate change is then explained, including: greenhouse gasses, atmospheric aerosols, and changes in land use.     In the last decade marked changes of climatic factors have been observed, such as increases in average global earth temperatures, the amount of precipitation and the number of extreme weather events. Green house gases influence the energy flow in the atmosphere by absorbing infra-red radiation. An overview of the Austrian greenhouse gas emissions is given, including statistical data and their major sources. In 1999 the emissions of all six Kyoto greenhouse gases ( CO2, CH4, N2O, HFCs, PFCs and SF6) amounted to 79.2 million tonnes of CO2 equivalents . A comparison between the EC Members states is also presented. Finally the climate change strategy prepared by the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management together with other ministries and the federal provinces is discussed, which main aim is to lead to an annual emission reduction of 16 million tonnes of CO2.     Studies of the earth's present forms of vegetation show that the climate change to be expected from double the current greenhouse gas concentrations would have a fundamental impact on forest structures. This problem can be confronted in two ways: Either by adusting long-term silvicultural planning according to predictions derived from vegetation model calculations; or by managing forests in the manner of a flexible response strategy until changes actually occur. An evaluation of representative surveys of forests in Bavaria has shown that contrary to widerspread regions of Bavaria. This suggests that in the event of a warning by 1 to 2 C, assuming all other climate parameters to remain roughly constant, the beech could play a major role in the forest structure in large parts of Bavaria. The data material also shows that in defiance of all pessimistic forecasts the growth of beech has markedly improved over the past decade. To date the only explanations offered for this phenomenon are growth-stimulating changes in the chemical composition of the atmosphere, specifically the rise in carbon dioxide; and the enhanced nitrogen deposition in the soil. This example shows that the immense number of unpredictable influences prohibit long-term forecasts on forest development. Now if the forest is made up of a large number of tree species whose most favoured climatic ranges are known, then it is possible to meet climate changes with early silvicultural interventions and so preclude forest destruction. Scientifically founded silviculature can thus become an important support for the stability of our forests. (orig.)

    Issues of uncertainty, scale and delay between action and response mean that 'dangerous' climate change is best managed within a risk assessment framework that evolves as new information is gathered. Risk can be broadly defined as the combination of likelihood and consequence; the latter measured as vulnerability to greenhouse-induced climate change. The most robust way to assess climate change damages in a probabilistic framework is as the likelihood of critical threshold exceedance. Because vulnerability is dominated by local factors, global vulnerability is the aggregation of many local impacts being forced beyond their coping ranges. Several case studies, generic sea level rise and temperature, coral bleaching on the Great Barrier Reef and water supply in an Australian catchment, are used to show how local risk assessments can be assessed then expressed as a function of global warming. Impacts treated thus can be aggregated to assess global risks consistent with Article 2 of the UNFCCC. A 'proof of concept' example is then used to show how the stabilisation of greenhouse gases can constrain the likelihood of exceeding critical thresholds at both the both local and global scale. This analysis suggests that even if the costs of reducing greenhouse gas emissions and the benefits of avoiding climate damages can be estimated, the likelihood of being able to meet a cost-benefit target is limited by both physical and socio-economic uncertainties. In terms of managing climate change risks, adaptation will be most effective at reducing vulnerability likely to occur at low levels of warming. Successive efforts to mitigate greenhouse gases will reduce the likelihood of reaching levels of global warming from the top down, with the highest potential temperatures being avoided first, irrespective of contributing scientific uncertainties. This implies that the first cuts in emissions will always produce the largest economic benefits in terms of avoided

    In a time when sensationalism rules the online world, it is best to keep things short. The people of the online world are not passing back and forth lengthy articles, but rather brief glimpses of complex information. This is the target audience we attempt to educate. Our challenge is then to attack not only ignorance, but also apathy toward global climate change, while conforming to popular modes of learning. When communicating our scientific material, it was difficult to determine what level of information was appropriate for our audience, especially with complex subject matter. Our unconventional approach for communicating the carbon crisis as it applies to global climate change caters to these 'recreational learners'. Using story-telling devices acquired from Carolyne's biomedical art background coupled with Peter's extensive knowledge of carbon cycle and ecosystems science, we developed a dynamic series of illustrations that capture the attention of a callous audience. Adapting complex carbon cycle and climate science into comic-book-style animations creates a channel between artist, scientist, and the general public. Brief scenes of information accompanied by text provide a perfect platform for visual learners, as well as fresh portrayals of stale material for the jaded. In this way art transcends the barriers of the cerebral and the abstract, paving the road to understanding.;

  14. Climate Change and Forests

    The causes for climatic change in the period between 3000 and 1250 BC was different from what present scenario portends. After industrialization, temperatures has arisen by 0.5 degrees centigrade every 100 years since factories started to spew out smoke. Over the last two centuries, the concentration of Carbon Dioxide in the atmosphere has increased by more than 25% from about 275ppm in the 18th Century to more than 350ppm at the present time while the current level is expected to double by the year 2050. The increase in Carbon Dioxide and together with other greenhouse gases in the atmosphere will trap the sun's radiation causing the mean global temperatures to rise by between 1 degree and 5 degrees centigrade by 2050. The climatic change affects forestry in many ways for instance, temperatures determines the rate at which enzymes catalyze biochemical reactions while solar radiation provide the energy which drive light reactions in photosynthesis.     How will increases in levels of CO2 and changes in temperature affect food production? A recently issued report analyzes prospects for US agriculture 1990 to 2030. The report, prepared by a distinguished Task Force, first projects the evolution of agriculture assuming increased levels of CO2 but no climate change. Then it deals with effects of climate change, followed by a discussion of how greenhouse emissions might be diminished by agriculture. Economic and policy matters are also covered. How the climate would respond to more greenhouse gases is uncertain. If temperatures were higher, there would be more evaporation and more precipitation. Where would the rain fall? That is a good question. Weather in a particular locality is not determined by global averages. The Dust Bowl of the 1930s could be repeated at its former site or located in another region such as the present Corn Belt. But depending on the realities at a given place, farmers have demonstrated great flexibility in choosing what they may grow. Their flexibility has been increased by the numerous varieties of seeds of major crops that are now available, each having different characteristics such as drought resistance and temperature tolerance. In past, agriculture has contributed about 5% of US greenhouse gases. Two large components have involved emissions of CO2 from farm machinery and from oxidation of organic matter in soil due to tillage. Use of diesel fuel and more efficient machinery has reduced emissions from that source by 40%. In some areas changed tillage practices are now responsible for returning carbon to the soil.   19. Accounting for Climate Change: Introduction

    The assessment of greenhouse gases (GHGs) emitted to and removed from the atmosphere is high on both political and scientific agendas internationally. As increasing international concern and cooperation aim at policy-oriented solutions to the climate change problem, several issues have begun to arise regarding verification and compliance under both proposed and legislated schemes meant to reduce the human-induced global climate impact. The approaches to addressing uncertainty introduced in this article attempt to improve national inventories or to provide a basis for the standardization of inventory estimates to enable comparison of emissions and emission changes across countries. Authors of the accompanying articles use detailed uncertainty analyses to enforce the current structure of the emission trading system and attempt to internalize high levels of uncertainty by tailoring the emissions trading market rules. Assessment of uncertainty can help improve inventories and manage risk.     The UNEP Collaborating Centre on Energy and Environment (UCCEE) in conjunction with the Southern Centre for Energy and Environment (SCEE) hosted a conference on 'Climate Change Mitigation in Africa' between 18 and 20 May. The Conference set out to address the following main objectives: to present to a wider audience the results of UNEP/GEF and related country studies; to present results of regional mitigation analysis; exchange of information with similar projects in the region; to expose countries to conceptual and methodological issues related to climate change mitigation; to provide input to national development using climate change related objectives. This volume contains reports of the presentations and discussions, which took place at the conference at Victoria Falls between 18 and 20 May 1998. Representatives of 11 country teams made presentations and in addition two sub-regions were discussed: the Maghreb region and SADC. The conference was attended by a total of 63 people, representing 22 African countries as well as international organisations. (EG)

  4. Mitigating climate change: The Philippine case

    The Government of the Philippines signed the UN Framework Convention on Climate change on June 12, 1992 and the Philippine Congress ratified it in 1994. The Philippine Government has also subsequently created the Inter-Agency Committee on Climate Change (IACCC). The GOP is currently preparing the Philippine Country Study to address climate change. The first phase of the work was financed by a grant from the US Country Studies Program which is led by the US Department of Energy. The Study includes the following elements: a) development of a National Inventory of GHG emission and Sinks; b) vulnerability assessment and evaluation of adaptations of coastal resources; c) identification of alternative programs and measures to promote mitigation and/or adaptation to climate change; d) public information and education campaign; and e) development of the National Action Plan on Climate Change.   5. Scenarios of climate change

    This article provides an overview of current and prospected climate changes, their causes and implied threats, and of a possible route to keep the changes within a tolerable level. The global mean temperature has up to 2005 risen by almost 0.8 C deg., and the change expected by 2100 is as large as glacial-interglacial changes in the past, which were commonly spread out over 10 000 years. As is well known, the principle actor is man-made CO2, which, together with other anthropogenic gases, enhances the atmosphere's greenhouse effect. The only man-made cooling agent appears to be atmospheric aerosols. Atmospheric CO2 has now reached levels unprecedented during the past several million years. Principal threats are a greatly reduced biodiversity (species extinction), changes in the atmospheric precipitation pattern, more frequent weather extremes, and not the least, sea level rise. The expected precipitation pattern will enhance water scarcity in and around regions that suffer from water shortage already, affecting many countries. Sea level rise will act on a longer time scale. It is expected to amount to more than 50 cm by 2100, and over the coming centuries the potential rise is of the order of 10 m. A global-mean temperature increase of 2 C deg. is often quoted as a safe limit, beyond which irreversible effects must be expected. To achieve that limit, a major, rapid, and coordinated international effort will be needed. Up to the year 2050, the man-made CO2 releases must be reduced by at least 50%. This must be accompanied by a complete overhaul of the global energy supply toward depending increasingly on the Sun's supply of energy, both directly and in converted form, such as wind energy. Much of the information and insight available today has been generated by the Intergovernmental Panel on Climate Change (IPCC), in particular its Fourth Assessment Report of 2007, which greatly advanced both public attention and political action.     At the request of Congress, the National Academy of Sciences convened a series of coordinated activities to provide advice on actions and strategies the nation can take to respond to climate change. This suite of activities included a panel report on Advancing the Science of Climate Change. The report concludes that a strong, credible body of scientific evidence shows that climate change is occurring, is caused largely by human activities, and poses significant risks for a broad range of human and natural systems. As decision makers respond to these risks, the nation's scientific enterprise can contribute both by continuing to improve understanding of the causes and consequences of climate change, and by improving and expanding the options available to limit the magnitude of climate change and adapt to its impacts. To make this possible, the nation needs a comprehensive, integrated, and flexible climate change research enterprise that is closely linked with action-oriented programs at all levels. The report recommends that a single federal entity or program be given the authority and resources to coordinate a national research effort integrated across many disciplines and aimed at improving both understanding and responses to climate change. The U.S. Global Change Research Program, established in 1990, could fulfill this role, but it would need to address weaknesses in the current program and form partnerships with action-oriented programs at all levels. A comprehensive climate observing system, improved climate models and other analytical tools, investment in human capital, and better linkages between research and decision making are also essential for advancing the science of climate change.

  12. River Restoration for a Changing Climate

    Future climate scenarios suggest that riverine habitats will be significantly altered in the next few decades, forcing managers to ask whether and how river restoration activities should be altered to accommodate climate change. Obvious questions include: Will climate change alter river flow and temperature enough to reduce action effectiveness? What types of restoration actions are more likely to remain effective in a climate altered future? To help address these questions, we reviewed literature on habitat restoration actions and river processes to determine the degree to which different restoration actions are likely to either ameliorate a climate effect or increase habitat diversity and resilience. Key findings are that restoring floodplain connectivity and re-aggrading incised channels ameliorate both stream flow and temperature changes and increase lateral connectivity, whereas restoring in-stream flows can ameliorate decreases in low flows as well as stream temperature increases. Other restoration actions (e.g., reducing sediment supply, in-stream rehabilitation) are much less likely to ameliorate climate change effects. In general, actions that restore watershed and ecosystem processes are most likely to be robust to climate change effects because they allow river channels and riverine ecosystems to evolve in response to shifting stream flow and temperature regimes. We offer a decision support process to illustrate how to evaluate whether a project design should be altered to accommodate climate change effects, and show examples of restoration actions that are likely to be resilient to a changing climate.

  15. Financing for climate change

    This paper argues that the 2009 pledge of $100 billion in 2020 by rich countries for mitigation and adaptation should not be used for mitigation by commercial firms in developing countries, since that would artificially create competitive advantage for such firms and provoke protectionist reactions in the rich countries where firms must bear the costs of mitigation, thereby undermining the world trading system. The costs of heating the earth's surface should be borne by all emitters, just as the price of copper and other scarce resources is paid by all users, rich or poor. That will still leave scope for rich country help in adaptation to climate change and in bringing to fruition new technologies to reduce emissions. - Highlights: ► Slowing climate change significantly cannot occur without the participation of the largest emitters among developing countries. ► The cost of GHG mitigation must be the same for all competing firms, wherever they are located. ► The world trading system is seriously at risk in the face of a poorly designed system for global mitigation of greenhouse gases. ► No significantly emitting firm, anywhere, public or private, should be protected from the incentive to reduce its emissions. ► Higher prices for fossil fuels need not reduce national growth rates in consuming countries.

    Advancement in understanding, predicting and mitigating against climate change implies collaboration, close monitoring of Essential Climate Variable (ECV)s through development of Climate Data Record (CDR)s and effective action with specific thematic focus on human and environmental impacts. Towards this end, NCDC's Scientific Data Stewardship (SDS) Program Office developed Climate Long-term Information and Observation system (CLIO) for satellite data identification, characterization and use interrogation. This "proof-of-concept" online tool provides the ability to visualize global CDR information gaps and overlaps with options to temporally zoom-in from satellite instruments to climate products, data sets, data set versions and files. CLIO provides an intuitive one-stop web site that displays past, current and planned launches of environmental satellites in conjunction with associated imagery and detailed information. This tool is also capable of accepting and displaying Web-based input from Subject Matter Expert (SME)s providing a global to sub-regional scale perspective of all ECV's and their impacts upon climate studies. SME's can access and interact with temporal data from the past and present, or for future planning of products, datasets/dataset versions, instruments, platforms and networks. CLIO offers quantifiable prioritization of ECV/CDR impacts that effectively deal with climate change issues, their associated impacts upon climate, and this offers an intuitively objective collaboration and consensus building tool.     China has been experiencing great economic development and fast urbanisation since its reforms and opening-up policy in 1978. However, these changes are reliant on consumption of primary energy, especially coal, characterised by high pollution and low efficiency. China's greenhouse gas (GHG) emissions, with carbon dioxide (CO{sub 2}) being the most significant contributor, have also been increasing rapidly in the past three decades. Responding to both domestic challenges and international pressure regarding energy, climate change and environment, the Chinese government has made a point of addressing climate change since the early 2000s. This thesis provides a comprehensive analysis of China's CO{sub 2} emissions and policy instruments for mitigating climate change. In the analysis, China's CO{sub 2} emissions in recent decades were reviewed and the Environmental Kuznets Curve (EKC) hypothesis examined. Using the mostly frequently studied macroeconomic factors and time-series data for the period of 1980-2008, the existence of an EKC relationship between CO{sub 2} per capita and GDP per capita was verified. However, China's CO{sub 2} emissions will continue to grow over coming decades and the turning point in overall CO{sub 2} emissions will appear in 2078 according to a crude projection. More importantly, CO{sub 2} emissions will not spontaneously decrease if China continues to develop its economy without mitigating climate change. On the other hand, CO{sub 2} emissions could start to decrease if substantial efforts are made. China's present mitigation target, i.e. to reduce CO{sub 2} emissions per unit of GDP by 40-45 % by 2020 compared with the 2005 level, was then evaluated. Three business-as-usual (BAU) scenarios were developed and compared with the level of emissions according to the mitigation target.     Principles that guide Canada's Green Plan with respect to global warming are outlined. These include respect for nature, meeting environmental goals in an economically beneficial manner, efficient use of resources, shared responsibilities, federal leadership, and informed decision making. The policy side of the international Framework Convention on Climate Change is then discussed and related to the Green Plan. The Convention has been signed by 154 nations and has the long-term objective of stabilizing anthropogenic greenhouse gas concentrations in the atmosphere at levels that prevent dangerous interference with the climate system. Some of the Convention's commitments toward achieving that objective are only applicable to the developed countries. Five general areas of commitment are emissions reductions, assistance to developing countries, reporting requirements, scientific and socioeconomic research, and education. The most controversial area is that of limiting emissions. The Convention has strong measures for public accountability and is open to future revisions.     Global economic integration and growth contribute much to the construction of energy plants, vehicles and other industrial products that produces carbon emission and in effect cause the destruction of the environment. A coordinated policy and response worldwide to curb emissions and to effect global climate change must be introduced. Improvement in scientific understanding is required to monitor how much emission reduction is necessary. In the near term, especially in the next seven years, sustained research and development for low carbon or carbon-free energy is necessary.     The earth's annual mean global temperature increased by around 0,6 C during the 20 century, with wide regional differences. Even if solar activity has played some part in the mean temperature rise and some greenhouse gases are present naturally in the atmosphere, enhancing of the greenhouse effect due to the human activities is responsible for a large and increasing part of the observed warming. The work of the Intergovernmental Panel on Climate Change confirms the future increase under all scenarios.     There is a distinct probability that humankind is changing the climate and at the same time raising the sea level of the world. The most plausible projections we have now suggest a rise in mean world temperature of between 1 degree Celsius and 2 degrees Celsius by 2030--just 40 years hence. This is a bigger change in a smaller period than we know of in the experience of the earth's ecosystems and human societies. It implies that by 2030 the earth will be warmer than at any time in the past 120,000 years. In the same period, we are likely to see a rise of 15-30 centimeters in sea level, partly due to the melting of mountain glaciers and partly to the expansion of the warmer seas. This may not seem much--but it comes on top of the 12-centimeter rise in the past century and we should recall that over 1/2 the world's population lives in zones on or near coasts. A quarter meter rise in sea level could have drastic consequences for countries like the Maldives or the Netherlands, where much of the land lies below the 2-meter contour. The cause of climate change is known as the 'greenhouse effect'. Greenhouse glass has the property that it is transparent to radiation coming in from the sun, but holds back radiation to space from the warmed surfaces inside the greenhouse. Certain gases affect the atmosphere in the same way. There are 5 'greenhouse gases' and we have been roofing ourselves with them all: carbon dioxide concentrations in the atmosphere have increased 25% above preindustrial levels and are likely to double within a century, due to tropical forest clearance and especially to the burning of increasing quantities of coal and other fossil fuels; methane concentrations are now twice their preindustrial levels as a result of releases from agriculture; nitrous oxide has increased due to land clearance for agriculture, use of fertilizers, and fossil fuel combustion; ozone levels near the earth's surface have increased due mainly to pollution from motor vehicles; and

    Full Text Available BACKGROUND: Although the message of "global climate change" is catalyzing international action, it is local and regional changes that directly affect people and ecosystems and are of immediate concern to scientists, managers, and policy makers. A major barrier preventing informed climate-change adaptation planning is the difficulty accessing, analyzing, and interpreting climate-change information. To address this problem, we developed a powerful, yet easy to use, web-based tool called Climate Wizard (http://ClimateWizard.org that provides non-climate specialists with simple analyses and innovative graphical depictions for conveying how climate has and is projected to change within specific geographic areas throughout the world. METHODOLOGY/PRINCIPAL FINDINGS: To demonstrate the Climate Wizard, we explored historic trends and future departures (anomalies in temperature and precipitation globally, and within specific latitudinal zones and countries. We found the greatest temperature increases during 1951-2002 occurred in northern hemisphere countries (especially during January-April, but the latitude of greatest temperature change varied throughout the year, sinusoidally ranging from approximately 50 degrees N during February-March to 10 degrees N during August-September. Precipitation decreases occurred most commonly in countries between 0-20 degrees N, and increases mostly occurred outside of this latitudinal region. Similarly, a quantile ensemble analysis based on projections from 16 General Circulation Models (GCMs for 2070-2099 identified the median projected change within countries, which showed both latitudinal and regional patterns in projected temperature and precipitation change. CONCLUSIONS/SIGNIFICANCE: The results of these analyses are consistent with those reported by the Intergovernmental Panel on Climate Change, but at the same time, they provide examples of how Climate Wizard can be used to explore regionally- and temporally

    A growing body of research illuminates the role that changes in climate have had on violent conflict and social instability in the recent past. Across a diversity of contexts, high temperatures and irregular rainfall have been causally linked to a range of conflict outcomes. These findings can be paired with climate model output to generate projections of the impact future climate change may have on conflicts such as crime and civil war. However, there are large degrees of uncertainty in such projections, arising from (i) the statistical uncertainty involved in regression analysis, (ii) divergent climate model predictions, and (iii) the unknown ability of human societies to adapt to future climate change. In this article, we review the empirical evidence of the climate-conflict relationship, provide insight into the likely extent and feasibility of adaptation to climate change as it pertains to human conflict, and discuss new methods that can be used to provide projections that capture these three sources of uncertainty.

    Goal 9 of the LANL FY15 Site Sustainability Plan (LANL 2014a) addresses Climate Change Adaptation. As part of Goal 9, the plan reviews many of the individual programs the Laboratory has initiated over the past 20 years to address climate change impacts to LANL (e.g. Wildland Fire Management Plan, Forest Management Plan, etc.). However, at that time, LANL did not yet have a comprehensive approach to climate change adaptation. To fill this gap, the FY15 Work Plan for the LANL Long Term Strategy for Environmental Stewardship and Sustainability (LANL 2015) included a goal of (1) establishing a comprehensive conceptual model of climate change impacts at LANL and (2) establishing specific climate change indices to measure climate change and impacts at Los Alamos. Establishing a conceptual model of climate change impacts will demonstrate that the Laboratory is addressing climate change impacts in a comprehensive manner. This paper fulfills the requirement of goal 1. The establishment of specific indices of climate change at Los Alamos (goal 2), will improve our ability to determine climate change vulnerabilities and assess risk. Future work will include prioritizing risks, evaluating options/technologies/costs, and where appropriate, taking actions. To develop a comprehensive conceptual model of climate change impacts, we selected the framework provided in the National Oceanic and Atmospheric Administration (NOAA) Climate Resilience Toolkit (http://toolkit.climate.gov/).
