After the ITER Engineering Design Activities (EDA) Agreement and Protocol 1 had been signed by the four ITER parties on July 21, 1992 and had entered into force, the ITER Council suggested at its first meeting (Vienna, September 10-11, 1992) that the publication of the ITER Newsletter be continued during the EDA with assistance of the International Atomic Energy Agency. This suggestion was supported by the Agency and subsequently the ITER office in Vienna assumed its responsibilities for planning and executing activities related to the publication of the Newsletter. The ITER EDA Newsletter is planned to be a monthly publication aimed at disseminating broad information and understanding, including the description of the personal and institutional involvements in the ITER project in addition to technical facts about it. The responsibility for the Newsletter rests with the ITER council. In this first issue the signing of the ITER EDA Activities and Protocol 1 is reported. The EDA organizational structure is described. This issue also reports on the first ITER EDA council meeting, the opening of the ITER EDA NAKA Co-Centre, the first meeting of the ITER Technical Advisory Committee, activities of special working groups, an ITER Technical Meeting, as well as ''News in Brief'' and ''Coming Events''

The GeneLetter (http://www.geneletter.org) is an Internet newsletter on ethical, legal, and social issues in genetics, designed for a wide and varied audience, some of whom may not be familiar with genetic science. It appears every two months, with a variety of long and short feature articles on ethics and on genetic disorders, a section on new federal and state legislation, an international section, a student corner, book and video reviews, a summary of genetics in the news, and a list of upcoming conferences. Feature articles have ventured into an area of wide general concern, behavioral genetics. The newsletter also has an interactive chatbox and the opportunity of more private communications with the editors via email. The purpose of the GeneLetter is to help fill a communication and knowledge gap on ethical, legal and social issues surrounding genetics.

This issue of the Newsletter announces the development of a draft international standard to facilitate the transboundary shipment of sterile insects stands out. This was developed in response to requests from Member States and the private sector for regulation of the shipping of sterile insects. The draft standard will be considered, reviewed and hopefully endorsed over the next years by the Interim Commission on Phytosanitary Measures (ICPM), the governing body of the International Plant protection Convention (IPPC). Also of significance are the Fruit Fly Trapping Guidelines that have been developed to support the harmonization of monitoring procedures for these pest insects in view of the increasing fruit fly related transboundary interactions resulting from the rapidly growing trade in agricultural commodities, as well as travel, transport and tourism. An upcoming event also in the normative area is an FAO/IAEA Expert Meeting on 'Risk Assessment of Transgenic Arthropods' to be held at FAO, Rome from 8-12 April, 2002. The objective of the meeting are to a) assess current status of transgenesis in pest arthropods; b) to assess biosafety concerns for transgenic arthropod release; c) to provide guidance for future risk assessment protocols for case by case analysis; and d) to assess the possibility of establishing a working group under IPPC for setting guidelines for development and use of transgenic insect technology. An important event at the end of 2001 was the Resolution on the Pan African Tsetse and Trypanosomosis Eradication Campaign (PATTEC) adopted by the FAO Conference held in Rome, 2-13 November 2001 (for the full text of the resolution see page 39).. The resolution acknowledges the severity of the trypanosomosis problem in sub-Saharan Africa, and the potential benefits of tsetse elimination, and calls upon affected member nations to include tsetse eradication in their Poverty Reduction Strategy Papers and for the FAO to support them in their efforts to

This is a Special Issue of the SSDL Newsletter. After forty years of operation, the service has verified the calibration of approximately 8000 radiotherapy beams in about 1700 hospitals worldwide. Several hundreds of dosimetry deviations have been identified and reconciled, thus avoiding potential dose misadministration to patients. An announcement of the upcoming International Dosimetry Symposium on Standards, Applications and Quality Assurance in Medical Radiation Dosimetry (IDOS) is included on page 5. IDOS will be held at IAEA Headquarters in Vienna during 9-12 November 2010. The IAEA's Dosimetry and Medical Radiation Physics Section focuses on services provided to Member States through the IAEA/WHO SSDL Network and on a system of dose quality audits. The measurement standards of Member States are calibrated, free of charge, at the IAEA's Dosimetry Laboratory. The audits are performed through the IAEA/WHO TLD postal dose audit service for SSDLs and radiotherapy centres. The IAEA Calibration and Measurement Capabilities (CMCs) have been reviewed and published in the CIPM's (Comite International des Poids et Mesures) Appendix C. The Dosimetry Laboratory's Quality Management System has been reviewed and accepted by the Joint Committee of the Regional Metrology Organizations and the BIPM (JCRB)

A Canadian recycling newsletter. Final phase

A study was performed to publish a Canadian recycling newsletter, to be distributed gradually throughout the country. This report reviews the format, data collection procedures, printing, mailing, advertising, marketing, promotion, and finances of the publication. In the final phase of the study, publication and distribution was to extend to various segments of the secondary materials industry. This would include publishing articles and industry briefs related to the ferrous and non-ferrous metals industry. The publication would be increased to 12 pages and would attempt to become financially self-sufficient. In this phase, the newsletter became firmly established as the voice of Canada's secondary materials market, especially waste paper, where the price guide published by the newsletter became a sort of recognized standard. It was found that financially independent operation was achieved within one year. The newsletter was published on schedule and reader response was positive. Examples of the newsletter, called Recoup, are included in the appendix.

This is the first issue of the Nuclear Power Newsletter in 2012. The 55th IAEA General Conference was successfully held in September 2011 with various events, including the exhibition of the Department of Nuclear Energy and the three side events on nuclear power issues, i.e. highlights of INPRO, developments in the introduction of nuclear power, and the Nuclear Industry Cooperation Forum. Other major activities during the past few months included the preparation of detailed actions, in the short, mid, and long term, for the IAEA Action Plan on Nuclear Safety, the International Workshop on Public Information and Understanding to Introduce New Nuclear Power Plants held in the Republic of Korea in October, an Integrated Nuclear Infrastructure Review (INIR) mission to Bangladesh in November and the 18th INPRO Steering Committee Meeting in November. A good number of publications were issued recently and a listing of them is found in this newsletter. The first retreat on administrative matters was held on 5 August with all general service staff of the NENP Division and Heads of the Sections/Groups. We are now planning the 4th Divisional Retreat during the first quarter of 2012. A great opportunity for networking and getting to know new colleagues was the first 'Divisional Sports Day' on 10 September on the outskirts of Vienna. In this issue, three staff members are introducing their home towns - Ballycastle, Northern Ireland (Brian Molloy), Phoenix, Arizona (Ness Kilic), and Multan, Pakistan (Kamran Qureshi). The Nuclear Power Newsletters will now be published only three times per year, in January, May and September. The January and May issues will be published electronically only on the IAEA's websites, while the September issue will also be available in printed form for the participants of the General Conference.

The status of existing coordinated research programmes is summarized, and a new coordinated research programme on the development of supplementation strategies for milk-producing animals in tropical and subtropical environments is announced. Supporting parents in the first three years of a child's life has the potential to produce successful outcomes. Present government initiatives such as Sure Start focus on this age group. An American educational intervention, in the style of a monthly newsletter, was adapted for use in the UK for parents of young children. Topics were presented in an easy-to-read format and focused on infant emotional development, parent interaction and play. Newsletters, called Baby Express were posted at monthly intervals to the family home providing age-paced information which could meet the specific needs of parents at that stage of their child's life. The aim of the study was to determine the applicability of the newsletter to UK parents and evaluate their satisfaction. Sixty home-based interviews were conducted and 95 per cent of mothers reported reading all or part of the newsletter. Changes in parenting style were spontaneously reported by 28 per cent of mothers. This study found that an aged-paced parenting newsletter was an acceptable and useful method of supporting parents in the early months of a child's life and promotes positive changes in parenting behaviour.

This issue reports on the creation of the Agency's Subprogramme of Sustainable Intensification of Crop Production Systems (E1) through the merger of the Soils and Plant Breeding and Genetics Subprogrammes together with part of the Entomology Subprogramme activities. Implementation of a new Coordinated Research Project (CRP) on the Effects of Mutagenic Agents on the DNA Sequence in Plants, and the successful submission of a new CRP proposal on Pyramiding of Mutated Genes Contributing to Crop Quality and Resistance to Stress Affecting Quality were among the major activities of our Subprogramme during the last six months. We actively participated in the International Year of Rice (IYR 2004) events such as the Meeting of the Informal International Working Group on the International Year of Rice (IIWG) and the FAO Rice Conference on Rice in Global Markets and Sustainable Production Systems (Rome, Italy), both in February this year. A lot of work has been concentrated this last semester on the preparation of Programme and Budget for the biennium 2006-2007 and the appraisal of TC proposals for the biennium 2005-2006. The Mutation Breeding Newsletter and the Mutation Breeding Review will merge to become the Mutation Breeding Newsletter and Reviews (MBN and R). Starting at the end of July, the MBN and R will appear on a regular basis

Evaluation of a public health newsletter intended for travel agents.

Travel agents are in a key position to encourage travelers to seek consultation in travel clinics. Since the beginning of the year 2000, a newsletter specifically designed to sensitize travel agents to travel health has been published by the public health authorities and distributed to all travel agencies in Quebec. This study was undertaken to evaluate the utilization and appreciation of the newsletter by travel agents and its impact on preventive practices. During the autumn of 2001, a cross-sectional descriptive survey was carried out among travel agencies in Quebec. Data were collected using a self-administered questionnaire sent by fax with a postal follow-up. A total of 252 of the 950 travel agencies contacted (27%) answered our questionnaire. In all, 78% of respondents said their agency receives the newsletter. Among these agencies, the majority of respondents considered that the subjects discussed in the newsletter are interesting (often or in general: 96%), that the subjects and preventive recommendations for travel destinations are useful in the travel agent's practice (often or in general: 89%), and generally presented in an adequate way (96%). According to the respondents, the newsletter encouraged them, often or very often, to inform travelers about travel-related health problems (70%) or to recommend a consultation in a travel clinic (63%). The impact of the newsletter on the recommendation to consult was greater among agents having more than 10 years' experience (odds ratio [OR] 3.2). When asked about the best way to send them the newsletter, only 31% identified bulk mailing, which was the current mode of distribution. Satisfaction rate with the newsletter appears to be high among respondents who receive it. However, the low response rate to the survey may indicate that as a whole, the travel agents' interest in the newsletter is mitigated. Despite the limitations of this study, the results will allow us to modify some aspects of the publication

This Newsletter has been prepared in accordance with the recommendations of the International Regular Advisory Group on Spent Fuel Management and the Agency's programme (GC XXXII/837, Table 76, item 14). The main purpose of the Newsletter is to provide Member States with new information about the state-of-the-art in one of the most important parts of the nuclear fuel cycle - Spent Fuel Management. The contents of this publication consists of two parts: (1) IAEA Secretariat contribution -work and programme of the Nuclear Materials and Fuel Cycle Technology Section of the Division of Nuclear Fuel Cycle and Waste Management, recent and planned meetings and publications, Technical Co-operation projects, Co-ordinated Research programmes, etc. (2) Country reports - national programmes on spent fuel management: current and planned storage and reprocessing capacities, spent fuel arisings, safety, transportation, storage, treatment of spent fuel, some aspects of uranium and plutonium recycling, etc. The IAEA expects to publish the Newsletter once every two years between the publications of the Regular Advisory Group on Spent Fuel Management. The biggest event this year was undoubtedly, the successful International Symposium on Sustainable Improvement of Animal Production and Health that was held from 8 to 11 June 2009, here in Vienna. It was attended by more than 400 participants from about 100 Member States of the IAEA and FAO, including several international organizations, with oral and poster contributions. The most important aspects of the symposium were to renew old and form new acquaintances, to discuss common topics and strategies and to form networks and partnerships to address animal production and health problems. The symposium was indeed topical and designed to address issues of importance to our Member States. The new and emerging areas of interest such as One Heath, Food Security and Safety and our ability to produce more and healthier animals and animal products in an 'environmentally safe, clean and ethical' way were hotly discussed. Some of the conclusions and challenges that animal scientists face, whose primary concern have been improving livestock productivity, are more extensively reported on in this newsletter. In addition, we will publish full length papers of all the oral presentations, and some of the most imminent poster presentations, as symposium proceedings shortly. Both past and future activities are described in further detail in this newsletter

This issue of the SSDL Newsletter (No. 66) is the first one published only in electronic form. This change in format will open new possibilities by allowing us to use more interactive materials in the future. We would like also to increase the interaction between the members of the IAEA/WHO SSDL Network and thus invite all members to send new ideas and articles for the Newsletter. One of our services is to organize comparisons for members of the IAEA/WHO SSDL Network. We provide comparison services for standards used for radiation therapy, diagnostic radiology and radiation protection calibrations. To be able to provide these services, we also have to take part in comparisons to support our calibration and measurement capabilities. The first article of this newsletter is one example of this kind of comparison and provides comparison results of the radiation therapy level standards of the National Research Council of Canada (NRC) and the IAEA. In this newsletter, we have included several reports from different meetings and courses. The article starting from page 9 provides a comprehensive information package for countries establishing and developing dosimetry audit centres. The article that follows introduces a new publication in progress for establishing an SSDL. Training courses about radiation protection calibrations and preparing a quality management system for SSDLs were both organized under IAEA technical cooperation. The uncertainty workshop organised in April by DMRP had more than 80 participants and, in addition to the guidance on uncertainty estimations, it provided the participants a good opportunity to meet other dosimetry experts

Since May 2003, the Newsletter is operated interactively from the Internet. The new site uses a dedicated database that automatically generates HTML pages. This system developed at the Univ. of Cambridge provides an innovative approach to improve the dissemination of project information. (authors)

In the June 2004 Newsletter, we focused on the topic of molecular diagnostic technologies and the way forward. It is clear from the feedback, that there is a strong desire for having reliable, definitive, sensitive, specific, cost effective and on-site diagnostic tests, in parallel with so-called herd or population surveillance tests. This will allow for the implementation of more effective disease control strategies. It is indeed exciting to consider the current technological explosion and its consequences and what potential advantages might be in store for many of our Member States. This will also help to ensure that we keep abreast of new developments and employ the most appropriate tools.The conclusions and recommendations will be placed on the web as soon as they are available and published in the next Newsletter. The second topic under discussion in this Newsletter will focus on the management of animal genetic resources. Both past and future activities are described in further detail in this issue

This issue of the Soils Newsletter summarises the activities of the Soil and Water Management and Crop Nutrition Section of the IAEA during 1998. A total of six Research Co-ordination Meetings (RCMs) were held during 1998, four at HQ in Vienna, one in Bucharest, Romania, and one in Oeiras, Portugal. Of the meetings held at HQ, two were final meetings (CRPs on 'Irrigated Wheat' and 'Phosphatic Fertilizers'), while another was the first (CRP on 'Rainfed Agriculture'). A Consultants' Meeting was also held at HQ on 'The Comparison of Three Soil Water Content Assessment Methods'. Another significant meeting in 1998 was Workshop D at the 16th World Congress of Soil Science in Montpellier, France ('The Use of Nuclear Techniques for Developing Sustainable Soil, Water and Nutrient Management Practices') which was sponsored by the Joint FAO/IAEA Division. A Workshop or Symposium convened by the Sub-programme has become a regular event at the World Congress of Soil Science which is held every four years. Details of all Meetings are given in the Newsletter. Four RCMs are planned for 1999, one at HQ (first RCM in 'Agroforestry'), one in Barcelona, Spain (third RCM in 'Soil Erosion'), one in Rabat, Morocco (third RCM in 'Organic Matter') and one in Kuala Lumpur, Malaysia (final RCM in 'Irradiated Sewage Sludge'). In addition, a Consultants' Meeting to plan for a new CRP on 'Acid Soils' will be held in Vienna early in 1999. Detailed planning for an International Symposium on Nuclear Techniques for Developing Sustainable Soil, Water and Nutrient Management Practice, to be held at HQ in October 2000, will also be initiated early in 1999

In previous newsletters we have focussed on some aspects of the Section's work such as EXFOR or Atomic and Molecular data. In the current one there are details of the work of the Nuclear Data Development Unit. A major event in the last six months has been the Nuclear Data for Science and Technology ND2013 Conference held in New York, USA. High attendance and high quality of papers indicate the continuing interest in nuclear data worldwide. An area of current discussion is new representations of the familiar data formats established for all data files, evaluated reaction data, experimental reaction data and evaluated structure data. One possibility is the use of XML and this is being discussed in various international fora. Feedback from readers on this topic is very much welcomed

For many of us, THE nuclear data event of 2016 was the International Conference on Nuclear Data for Science and Technology in Bruges. A short report is available in this issue of the Nuclear Data Newsletter. During the summer, our Section organized a final Technical Meeting of the Data Development Project on Neutron Standards, which are going to be essential for the next release of various world nuclear data libraries, and a Consultancy Meeting on maintenance and improvement of the Fusion Evaluated Nuclear Data Library (FENDL). A relatively new activity is the Meeting on R-matrix codes development, which was held for the second consecutive year, in December 2016. It was interesting to see the development of new R-matrix codes, both from the neutron evaluation community and other fields such as astrophysics.

The top story of this Newsletter highlights the very important subject how to ensure a secure and continuous supply of radioactive isotopes for medical use. During the last year and a half interruptions have occurred in the supply of such isotopes, not least molybdenum 99 ( 99 Mo), which is the mother nuclide for technetium 99 m that is used in many different types of medical examinations and treatments. Most of the world demand of 99 Mo is produced in only five research reactors. When these, for different reasons, have had problems the vulnerability of the supply comes to the surface. The multifaceted actions described are thus very timely to improve the middle- to long term situation. Two reports are dedicated on new services provided by the IAEA, the Uranium Production Site Appraisal Team (UPSAT) and the Decommissioning Peer Review. This issue of the SSDL Newsletter contains the report of the 12th SSDL Scientific Committee (SSC) Meeting held at the IAEA Headquarters from 7-10 March 2006. The SSC conducts biennial reviews and evaluations of the Dosimetry and Medical Radiation Physics activities. Following each meeting, the report of the SSC is addressed to the Directors General of the IAEA and WHO and circulated subsequently to Member States through this Newsletter. The report is pending acceptance by the IAEA and WHO. The second article is a brief note on the polarity of electrometers. The IAEA has received many queries from SSDLs on the definitions used by manufacturers of ionization chambers concerning the sign of the polarity of the chamberelectrometer connecting systems. The lack of clarity has also induced mistakes in some dosimetry comparison exercises where inconsistent polarities were used by some participants. It is hoped that this note will help clarify the issue. The readers were informed in the SSDL Newsletter No. 51 on the extension of the calibration facilities at Seibersdorf. It is a pleasure to announce that less than one year later, the construction of the new wing was completed. The inauguration ceremony was held on June 1 2006

This year marks the 45th anniversary since the creation of INIS. INIS has come a long way since the IAEA Board of Governors approved the International Nuclear Information System in 1969. Officially, INIS started operations in January 1970, but it wasn’t until May 1970 that its first product, the INIS Atomindex, was issued. This date is considered the ‘birth’ of INIS. This special issue of the Nuclear Information Newsletter is devoted to the first forty-five years of INIS. To describe Zika Virus (ZIKV) epidemiology, current phobia, and the required preparedness for its prevention during the upcoming Mass Gathering (MG) events. Electronic databases of PubMed, WHO, CDC, Pan American Health Organization (PAHO), Google, and Cochrane library were extensively searched for ZIKV. Articles were reviewed, scrutinized and critically appraised and the most relevant articles were utilized. ZIKV is an emerging Flavivirus which was first isolated from Uganda in 1947. It is transmitted mainly through bite of Aedes mosquitoes. Sexual, perinatal and blood-borne transmissions are implicated. ZIKV is incriminated to cause microcephaly and Guillain-Barré syndrome. The spiky spread of ZIKV and its epidemic potential are especially problematic in countries which host big MGs with endogenous ZIKV circulation. This put millions of international travelers and local inhabitants at risk of acquiring ZIKV, especially in absence of vaccine until now. Brazil Olympic and Paralympics Games, and Muslims Hajj in Saudi Arabia are important upcoming MGs. Regarding Brazil, swiftly epidemic of ZIKV causes phobia and provokes claims and counter-claims about possible postponing or cancellation of such events. Intensifying ZIKV epidemiological surveillance (sentinel, syndromic, environmental, laboratory and electronic), and conduction of educational programs are required. Controlling Aedes vector (chemically & biologically) is essential. Multidisciplinary cooperation is required to win the war against ZIKV.

This issue of the SSDL Newsletter (No. 67) is a special issue dedicated to the IAEA/WHO SSDL Network. The SSDL Network was established in 1976 and its main aim is to support Member States to maintain the traceability of their dose measurements. The first article of this newsletter is a historical review of the SSDL Network. The SSDL Charter explains the privileges, rights and duties of the Network members and it was originally drawn up and published in 1999. The original SSDL Charter has now been reviewed and updated and electronic version of the 2nd edition is available on our website. The second article of this Newsletter is the foreword of the new Charter. It describes the new edition of the Charter and explains how the requirements for the Network members have changed. One of the requirements of a full SSDL Network member is to fill out and submit the annual report form. This data has been gathered from 2015 and 2016 annual reports and a summary is given in the third article. The article gives a statistical overview of the services provided by the SSDL Network members. In the future, we would like to share this data with you. We are creating a new database called Dosimetry Laboratory Network i.e. DOLNET. The preliminary version of this database is currently available on our new website. However, we are currently working on revising and upgrading it to be able to provide more information about the services available at the SSDLs of the IAEA/WHO SSDL Network.

There are three groups of contributions forming the present Newsletter in Stereology which are such of theoretical type, stereological activities in bio-sciences and quatitative image analysis in materials science. The report is introduced by two papers treating theoretical problems as the definition of particle size based on the total curvature and the definition of pattern recognition categories. It than follows a summarizing description and comparison of alternative techniques used to measure and conclude stereological parameters in bio-sciences. The discussion includes the sample preparation, semi- and complete automatic measuring procedures as well as the computation of primary data. The biological part ends by considering the use of those quantitative microscopical methods to investigate and classify foreign compounds inside the human liver stereologically. The materials science part reports about tests made on steel specimens to evaluate the accuracy of automatic microstructural analyses and about the use of image 'erosion' and 'dilatation' to measure microstructural parameters automatically. The last subject is part of a serie on morphology in quantitative metallography started in the previous Newsletter '76. The last paper on materials sciences considers the use of stereology and microstructural analysis in respect to a quality control, choosing WC-Co hardmetals as an example, where stereologically defined microstructural parameters do not serve only to describe microstructures quantitatively but also provide a usefull tool to determine properties indirectly. INDAG, so far, has been the only IAEA group to publish its Newsletter regularly before each General Conference Meeting. It is no doubt mainly this motivation for communication with complete transparency, coupled with expert advice, that led the independent panel for the evaluation of IAEA's nuclear desalination activities to highly commend INDAG for its actions. This time, INDAG brings you some concrete results of the International cooperation activities, strongly supported by INDAG and carried out under the aegis of IAEA's INT/4/134 programme: Thus, the Kalpakkam nuclear desalination complex in India is nearly completed, the Pakistani project for desalination with the Karachi nuclear power plant is now well on the way. At the same time, two technical and economic feasibility studies of nuclear desalination have also been completed. The final report on the feasibility of SMART + MED based integrated desalination system for the Madura island in Indonesia (Collaboration between South Korea and Indonesia) has already been published. That from the French -Tunisian collaboration, known as the TUNDESAL project, would come out as this Newsletter reaches you. As INDAG has consistently tried to communicate, these two studies have independently concluded that nuclear desalination is indeed a viable option for the future. The CRP on the economic assessment of site-specific cases, launched after INDAG's recommendation, continues to move forward. It was indeed the revised new models in DEEP that permitted the comprehensive economic evaluation of desalination costs in the two international feasibility studies

The biggest event in 2011 was the declaration of global freedom from rinderpest by the Food and Agriculture Organization of the United Nations and the World Organisation for Animal Health (OIE). The IAEA celebrated this momentous occasion on the 20th of September 2011, during the IAEA 55th General Conference. The commitment, dedication and hard work of past and present IAEA staff were commended by all participants as the contribution of the IAEA was a critical and essential component of the eradication success. Building on the success of the rinderpest campaign, technology transfer in the field of animal health continued to be a top priority of the Subprogramme during 2011 and this will continue for the future since our next target disease for eradication is peste des petits ruminants (PPR). Member States received support through Technical Cooperation Projects. In most of the tropics, climatic variation, rainfall patterns and droughts reduce plant growth and feed availability and quality leading to extensive livestock losses and reduced productivity. With the assistance of the IAEA, tremendous improvement has been achieved in terms of quantity and quality of the available feed resource base, particularly, in terms of nutritive value, palatability and/or cold and drought tolerance - vital benefits whose effectiveness can be monitored using nuclear technology. Both past and future activities are described in detail in this newsletter and are also accessible at our website (http://www-naweb.iaea.org/nafa/aph/index.html); I thus need not mention them in this section. Please contact us if you have any further ideas, comments, concerns or questions. It is with great excitement we welcome you to the first edition of the NAHRES E-Newsletter. We intend to issue an E-Newsletter several times per year to share information about our latest projects, events, publications and more. Adequate nutrition is a fundamental cornerstone of development. The burden of malnutrition hinders the advancement of individuals, communities and countries and a concerted effort is needed to combat malnutrition in all its forms. The Nutritional and Health-Related Environmental Studies section of the IAEA complements the efforts of other UN agencies and NGO’s by supporting the use of nuclear techniques to understand changes in body composition following an intervention, and how the body is using the nutrients in the food we eat. This information helps nutrition policymakers decide what interventions will be most effective to reduce malnutrition. This mandate resonates with Article II of the IAEA's Statute: ''The Agency shall seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world.''Nuclear techniques add value by improving the specificity and sensitivity of nutritional evaluations such as the assessment of body composition, total daily energy expenditure, intake of human milk in breastfed infants, vitamin A status, and bioavailability of micronutrients from foods. The IAEA has promoted extensive use of these techniques in Member States through supporting national and regional nutrition projects via the Technical Cooperation Program and through Coordinated Research Projects addressing priority areas in nutrition.

This issue focuses on the specific biotechnological methods that have the greatest potential for livestock production and health in developing countries, and which of these require nuclear and related techniques? The consultants' meeting that we held during 2001 (http://www.iaea.org/programmes/nafa/d3/public/ gene-technologies.pdf) provided us with the answers. We have subsequently discussed these concepts further with FAO, ILRI and other partners, and have planned a series of activities over the next two years to facilitate the transition of our Sub-programme. The first is an FAO/IAEA International Symposium on 'Applications of Gene Based Technologies for Improving Animal Production and Health in Developing Countries' which will be held here in Vienna from 6 to 10 October 2003. The official announcement is included in this Newsletter. This will be followed by three inter-regional training courses, to be held during 2004 and 2005, to train scientists in developing countries on the molecular techniques currently being used in the fields of animal nutrition, genetics and disease diagnosis. Subsequently, four new CRPs will be initiated during 2005-2006, dealing with (a) rumen molecular techniques for predicting and enhancing productivity; (b) manipulation of nutrition in utero to alter gene expression; (c) characterization of small ruminant genetic resources aimed at selection for parasite resistance; and (d) improvement of diagnostic tests for African Swine Fever to assist in molecular epidemiology. The announcements for the first two have already appeared in previous Newsletters and that for the third will be in the next issue. The projects that have been approved for implementation during the next biennium (2003-2004) are listed in this Newsletter.

Biotech crops are the fastest adopted crop technology in the history of modern agriculture. The commercialisation of GMO is in many countries strictly regulated laying down the need for traceability and labelling. To comply with these legislations, detection methods are needed. To date, GM events have been developed by the introduction of a transgenic insert (i.e., promoter, coding sequence, terminator) into the plant genome and real-time PCR is the detection method of choice. However, new types of genetic elements will be used to construct new GMO and new crops will be transformed. Additionally, the presence of unauthorised GMO in food and feed samples might increase in the near future. To enable enforcement laboratories to continue detecting all GM events and to obtain an idea of the possible presence of unauthorised GMO in a food and feed sample, an intensive screening will become necessary. A pragmatic, cost-effective, and time-saving approach is presented here together with an overview of the evolution of the GMO and the upcoming needs.

From modest beginnings on its establishment in 1995, the ALMERA (Analytical Laboratories for the Measurement of Environmental Radioactivity) network has expanded to include 118 laboratories, representing 73 of our Member States. ALMERA initially started as a platform for data comparison and analysis in the field of environmental radioactivity, coordinated by the International Atomic Energy Agency laboratories in Seibersdorf (Austria). ALMERA network members are nominated by their countries for their ability to provide reliable and timely analysis of environmental samples in the event of an accidental or intentional release of radioactivity. Today, network activities include annual coordination meetings and proficiency tests, as well as sample collection intercomparison exercises, and development of standard analytical procedures for network members. The network is a voluntary and cooperative effort to achieve global standards and cohesive guidelines in issues related to environmental radioactivity. Among some of the network's objectives are: achieving comparable analytical results traceable to the SI system, preparing guidelines for sampling and analysis methods for use by laboratories worldwide, and being a source of reliable and consistent information and advice for government bodies in their services to the public. This issue of the SSDL Newsletter contains six contributions. The first contribution is a report of the Technical Meeting on Dosimetry and Comparisons in Diagnostic Radiology held at the IAEA in November 2012. The second contribution is a summary from a consultants'meeting on evaluating the Need for an International Code of Practice for Brachytherapy Dosimetry held at the IAEA Headquarters in May 2013. The third contribution is a report of the Regional Training Course on Activity Measurements using Quantitative Image Techniques held at IAEA Laboratories in Seibersdorf in May 2013. The next two contributions describing protection level comparisons organized by the Regional Metrology Organizations in the Africa region (AFRIMETS) and in the Euro-Asian region (COOMET). The main article of this issue of the SSDL Newsletter deals with the calibration of low energy photon sources and beta-ray brachytherapy sources. It contains guidelines to SSDLs and hospital physicists for the calibration of these sources. The report has been prepared in close collaboration with the ICRU Report Committee on this subject, who is also planning to publish a report on the calibration of these types of sources. During the sixties and seventies, the IAEA published documents on computerized radiotherapy dose calculations, such as TRS-8 on Single-Field Isodose Charts for High-Energy Radiation (1962) and the 4 Volumes of the ''Atlas of Radiation Dose Distributions'' (1965-1972). During the eighties and nineties, no document was published by the IAEA in this field, even if major developments had occurred in that period. Specifically, fast computers and powerful Monte Carlo systems and application codes, addressed to radiotherapy treatment planning, were developed with the aim to provide sufficiently accurate dose calculations and great increases in speed. A consultants' meeting was held at the IAEA with a group of experts in the field to discuss current needs and trends, and to make recommendations to the IAEA. The consultants emphasized the need for the IAEA to play an active role in this field. Their full report is the second article of this Newsletter. Four new SSDLs have recently joined our Network: these are from Germany, Greece, Ethiopia and Vietnam. They have been added to the database of the IAEA/WHO Network of SSDLs and are listed on pages 44-45 of Member Laboratories

The International Conference on Human Resource Development for Nuclear Power Programmes: Building and Sustaining Capacity, was successfully held at the IAEA in mid-May 2014 with over 300 participants. The Conference focused on the global challenges of capacity building, human resource development, education and training, nuclear knowledge management and establishing and maintaining knowledge networks. The Conference concluded that good progress has been made in human resource development in the last few years. Also, capacity building continues to be important in ensuring the continued availability of competent personnel for the safe, secure and sustainable use of nuclear power. During the 58th IAEA General Conference, to be held on 22–26 September 2014, the Division of Nuclear Power is organizing three side events which will address IAEA services on nuclear power infrastructure, the 4th Nuclear Operator Organizations Cooperation Forum, and new developments in power reactor technologies, cogeneration, and fuel cycle back end. Short descriptions of the side events are on the front page of this newsletter. We look forward to welcoming many delegates. The Division will also participate in the exhibi-tion of the Department of Nuclear Energy held during the General Conference. The past few months have been a busy time for all of us. The most important event related to the activity of the Plant Breeding and Genetics sub-programme in the past six months was the 2nd FAO/IAEA Interregional Training Course on 'Mutant Germplasm Characterization using Molecular Markers' which was held at Seibersdorf, 4-29 November 2002. In addition to basic molecular and marker techniques, which were also a subject of the first training course last year, fluorescence in situ hybridisation methods were included in the teaching and demonstration programme. As we informed you in the last edition of this Newsletter, a laboratory manual was published with detailed protocols on molecular markers techniques entitled 'Mutant germplasm characterization using molecular markers. A Manual'. (IAEA Training Course Series No. 19). (available for free distribution under conditions provided on page 11 of this Newsletter). We have also finished editing a book on 'Doubled haploid production in crop plants. A Manual.' This book was prepared in close collaboration with EU COST 851 activities. Ken Kasha (Canada), Brian Forster (UK) and lwona Szarejko (Poland) helped to edit more than 40 protocols for doubled haploid production in at least 23 crop species. The preparation of this manual reflects our our interest in the development and application of this technology for crop improvement. Two CRPs and numerous Technical Co-operation projects greatly contributed to the development of doubled haploid methods and also to implementation of this technology in crop improvement programmes of many countries. Numerous other important activities have been undertaken by the Plant Breeding and Genetics sub-programme during the last 6 months. A consultants meeting on 'Low cost technology in plant tissue culture' was held in Vienna and its results will be summarized in the form of an IAEA-TECDOC which is now in the final stage of preparation. This Newsletter Contains Classifications of 143 New Meteorites from the 1997 ANSMET Collection. Descriptions are given for 6 meteorites;2 eucrites, and 4 ordinary chondrites. We don't expect much excitement from the rest of the 1997 collection. JSC has examined another 100 meteorites to send to the Smithsonian for classification and they appear to be more of the same LL5 shower. However, past experience tells us that there will be some treasures hidden in the remaining samples. Hope rings eternal, but we can't wait to see the 1998 collection described below.

Citizen scientists have many communication tools available, including listservs, blogs, websites, and online discussion groups. What is the role of traditional publications such as newsletters or journals in this new environment? This presentation will summarize lessons learned from the 20-year history of The Volunteer Monitor newsletter, a national publication that provides a networking and information-sharing forum for citizen scientists engaged in water quality monitoring. The presenter, who has been the editor of The Volunteer Monitor since 1990, will emphasize practical tips for editors or prospective editors. Topics will include defining the publication's mission and target audience, obtaining submissions, communicating with authors, and applying basic journalistic techniques to enhance the usefulness and readability of articles.

Temporal and spatial distributions of precursory seismicity rate changes in the Thailand-Laos-Myanmar border region: implication for upcoming hazardous earthquakes

To study the prospective areas of upcoming strong-to-major earthquakes, i.e., M w ≥ 6.0, a catalog of seismicity in the vicinity of the Thailand-Laos-Myanmar border region was generated and then investigated statistically. Based on the successful investigations of previous works, the seismicity rate change (Z value) technique was applied in this study. According to the completeness earthquake dataset, eight available case studies of strong-to-major earthquakes were investigated retrospectively. After iterative tests of the characteristic parameters concerning the number of earthquakes ( N) and time window ( T w ), the values of 50 and 1.2 years, respectively, were found to reveal an anomalous high Z-value peak (seismic quiescence) prior to the occurrence of six out of the eight major earthquake events studied. In addition, the location of the Z-value anomalies conformed fairly well to the epicenters of those earthquakes. Based on the investigation of correlation coefficient and the stochastic test of the Z values, the parameters used here ( N = 50 events and T w = 1.2 years) were suitable to determine the precursory Z value and not random phenomena. The Z values of this study and the frequency-magnitude distribution b values of a previous work both highlighted the same prospective areas that might generate an upcoming major earthquake: (i) some areas in the northern part of Laos and (ii) the eastern part of Myanmar.

EEG potentials predict upcoming emergency brakings during simulated driving

Emergency braking assistance has the potential to prevent a large number of car crashes. State-of-the-art systems operate in two stages. Basic safety measures are adopted once external sensors indicate a potential upcoming crash. If further activity at the brake pedal is detected, the system automatically performs emergency braking. Here, we present the results of a driving simulator study indicating that the driver's intention to perform emergency braking can be detected based on muscle activation and cerebral activity prior to the behavioural response. Identical levels of predictive accuracy were attained using electroencephalography (EEG), which worked more quickly than electromyography (EMG), and using EMG, which worked more quickly than pedal dynamics. A simulated assistance system using EEG and EMG was found to detect emergency brakings 130 ms earlier than a system relying only on pedal responses. At 100 km h-1 driving speed, this amounts to reducing the braking distance by 3.66 m. This result motivates a neuroergonomic approach to driving assistance. Our EEG analysis yielded a characteristic event-related potential signature that comprised components related to the sensory registration of a critical traffic situation, mental evaluation of the sensory percept and motor preparation. While all these components should occur often during normal driving, we conjecture that it is their characteristic spatio-temporal superposition in emergency braking situations that leads to the considerable prediction performance we observed.
