Cytotoxicity of South-African medicinal plants towards sensitive and multidrug-resistant cancer cells.

Traditional medicine plays a major role for primary health care worldwide. Cancer belongs to the leading disease burden in industrialized and developing countries. Successful cancer therapy is hampered by the development of resistance towards established anticancer drugs. In the present study, we investigated the cytotoxicity of 29 extracts from 26 medicinal plants of South-Africa against leukemia cell lines, most of which are used traditionally to treat cancer and related symptoms. We have investigated the plant extracts for their cytotoxic activity towards drug-sensitive parental CCRF-CEM leukemia cells and their multidrug-resistant P-glycoprotein-overexpressing subline, CEM/ADR5000 by means of the resazurin assay. A panel of 60 NCI tumor cell lines have been investigated for correlations between selected phytochemicals from medicinal plants and the expression of resistance-conferring genes (ABC-transporters, oncogenes, tumor suppressor genes). Seven extracts inhibited both cell lines (Acokanthera oppositifolia, Hypoestes aristata, Laurus nobilis, Leonotis leonurus, Plectranthus barbatus, Plectranthus ciliates, Salvia apiana). CEM/ADR5000 cells exhibited a low degree of cross-resistance (3.35-fold) towards the L. leonurus extract, while no cross-resistance was observed to other plant extracts, although CEM/ADR5000 cells were highly resistant to clinically established drugs. The log10IC50 values for two out of 14 selected phytochemicals from these plants (acovenoside A and ouabain) of 60 tumor cell lines were correlated to the expression of ABC-transporters (ABCB1, ABCB5, ABCC1, ABCG2), oncogenes (EGFR, RAS) and tumor suppressors (TP53). Sensitivity or resistance of the cell lines were not statistically associated with the expression of these genes, indicating that multidrug-resistant, refractory tumors expressing these genes may still respond to acovenoside A and ouabain. Efficacy of the core DNA barcodes in identifying processed and poorly conserved plant materials commonly used in South African traditional medicine

Full Text Available Medicinal plants cover a broad range of taxa, which may be phylogenetically less related but morphologically very similar. Such morphological similarity between species may lead to misidentification and inappropriate use. Also the substitution of a medicinal plant by a cheaper alternative (e.g. other non-medicinal plant species, either due to misidentification, or deliberately to cheat consumers, is an issue of growing concern. In this study, we used DNA barcoding to identify commonly used medicinal plants in South Africa. Using the core plant barcodes, matK and rbcLa, obtained from processed and poorly conserved materials sold at the muthi traditional medicine market, we tested efficacy of the barcodes in species discrimination. Based on genetic divergence, PCR amplification efficiency and BLAST algorithm, we revealed varied discriminatory potentials for the DNA barcodes. In general, the barcodes exhibited high discriminatory power, indicating their effectiveness in verifying the identity of the most common plant species traded in South African medicinal markets. BLAST algorithm successfully matched 61% of the queries against a reference database, suggesting that most of the information supplied by sellers at traditional medicinal markets in South Africa is correct. Our findings reinforce the utility of DNA barcoding technique in limiting false identification that can harm public health.

5-HTTLPR Polymorphism: Analysis in South African Autistic Individuals

The serotonin transporter promoter length polymorphism (5-hydroxytryptamine transporter length polymorphism; 5-HTTLPR) has long been implicated in autism and other psychiatric disorders. The use of selective serotonin reuptake inhibitors (SSRIs) has a positive effect on treating some symptoms of autism. The effects of these drugs vary in individuals because of the presence of the S or L allele of 5-HTTLPR. Studies performed on various autistic populations have found different allele frequencies for the L and S alleles. Allele frequencies and genotypes of the South African autistic populations (African, mixed, and Caucasian) were compared with matching South African ethnic control populations. The *S/*S genotype was found to be highly significantly associated with all the South African autistic ethnic populations. In the South African African population the *S/*S genotype was present in 7 (33%) of the autistic individuals but in none of the control subjects, yielding infinitely large odds of developing autism. The odds of developing autism with the *S/*S genotype compared to the *L/*L genotype increased 10.15-fold in the South African mixed group and 2.74-fold in the South African Caucasian population. The allele frequency of the South African autistic population was also compared with studies of other autistic populations around the world, and highly significant differences were found with the Japanese, Korean, and Indian population groups. The difference was not significant for the French, German, Israeli, Portuguese, and American groups. This is the first South African study of autistic individuals of different ethnic backgrounds that shows significant differences in allele and genotype frequencies of 5-HTTLPR. The results of this study open new avenues for investigating the role of transmission of the L and S alleles in families with autism in South Africa.

Full Text Available The concept of using specific regions of DNA to identify organisms processes such as DNA barcoding is not new to South African biologists. The African Centre for DNA Barcoding reports that 12 548 plant species and 1493 animal species had been barcoded in South Africa by July 2013, while the Barcode of Life Database (BOLD contains 62 926 records for South Africa, 11 392 of which had species names (representing 4541 species. In light of this, it is surprising that aquatic macroinvertebrates of South Africa have not received much attention as potential barcoding projects thus fa barcoding of aquatic species has tended to focus on invasive species and fishes. Perusal of the BOLD records for South Africa indicates a noticeable absence of aquatic macroinvertebrates, including families used for biomonitoring strategies such as the South African Scoring System. Meanwhile, the approach of collecting specimens and isolating their DNA individually in order to identify them (as in the case of DNA barcoding, has been shifting towards making use of the DNA which organisms naturally shed into their environments (eDNA. Coupling environmental and bulk sample DNA with high-throughput sequencing technology has given rise to metabarcoding, which has the potential to characterise the whole community of organisms present in an environment. Harnessing barcoding and metabarcoding approaches with environmental DNA (eDNA potentially offers a non-invasive means of measuring the biodiversity in an environment and has great potential for biomonitoring. Aquatic ecosystems are well suited to these approaches but could they be useful in a South African context?

Anthelmintic activity of acetone extracts from South African plants used on egg hatching of Haemonchus contortus

Full Text Available The nematode, Haemonchus contortus, is responsible for major economic losses in the livestock industry. The management of parasites such as H. contortus has been through the use of synthetic parasiticides. This has resulted in the presence of residues in meat and milk, which affects food safety. The development of resistance to available anthelmintics coupled with their high cost has further complicated matters. This has led to the investigation of alternative methods to manage nematodes, including the use of plants and plant extracts as a potential source of novel anthelmintics. Acetone extracts were prepared from 15 South African plant species and their anthelmintic activity determined using the egg hatch assay (EHA. The leaf extract of Cleome gynandra had the best inhibitory activity (68% ± 3% at a concentration of 2.5 mg/mL, followed by the stem extract of Maerua angolensis (65% ± 5%. The extracts had a relatively low toxicity on Vero cells determined by the MTT (3-(4,5-dimethylthiazol-2-yl-2,5- diphenyltetrazolium bromide cellular assay.

The Southern African Development Coordination Conference (SADCC) which unites 9 states with a combined population of 60 million, has as its objective the task of promoting economic development and realizing economic independence. In many respects the strain of neocolonialism that Southern Africa faces at this time is even more virulent than that facing West, Central, and East Africa. In the latter regions the surrender of political authority by colonial administrators frequently left the commercial, agricultural, and industrial interests of the European powers in continued control of the economies of the former colonies. The fate of economic development plans was determined by situations and decisions made in places distant from the African continent. In the case of Southern Africa, the withdrawal or expulsion of European colonialists has found whites in neighboring South Africa most eager to step into the economic breech. For most of the Southern African states this variant strain of the neocolonial virus creates a dual problem: the independent states acting separately have been no match for South Africa; and the acquiescence of independent African states in forging economic links with South Africa has impeded the liberation efforts of Africans in Namibia and the Republic of South Africa. Discussion focus turns to the challenges that confront SADCC; transport as the most significant factor accounting for the dependency of SADCC states upon South Africa; the role of minerals in dependency; other aspects of dependency; South Africa's proposed Constellation of States; the origins and objectives of SADCC; and dollars and donors. SADCC planning for economic liberation has been conducted against the background of a counterproposal advanced by South Africa's government, which put the Republic at the center of an expanded network of economic linkages within the entire southern African region. Full Text Available Objective: The Brunel Mood Scale (BRUMS has proved useful to assess mood states in a range of clinical settings. Its local utility is restricted by the lack of normative data from South Africa. This paper presents preliminary normative data for the use of the BRUMS in the South African health care setting. Method: Participants (N=2200, ranging from 18 to 59 years, employed in the public sector, and were recruited during routine occupational health surveillance, completed the 24-item self-report BRUMS. They came from all South African race and language groups, and from all nine provinces. Results: Significant differences were found between the scores of women and men, and their results are reported separately. Due to the language dependant nature of the BRUMS, results are also reported separately for respondents with English as first language, and those who have other South African languages as mother tongue. Norm tables with T-scores are presented for the full sample, and per gender X language groups. Conclusion: This study presents normative data for a sample of educated and employed South Africans from various backgrounds. Its brevity, and provisionally language friendly nature makes it a useful measure for screening psychological distress in the SA clinical health care context.

Full Text Available The tropical vegetation of Africa is characterized by high levels of species diversity but is undergoing important shifts in response to ongoing climate change and increasing anthropogenic pressures. Although our knowledge of plant species distribution patterns in the African tropics has been improving over the years, it remains limited. Here we present RAINBIO, a unique comprehensive mega-database of georeferenced records for vascular plants in continental tropical Africa. The geographic focus of the database is the region south of the Sahel and north of Southern Africa, and the majority of data originate from tropical forest regions. RAINBIO is a compilation of 13 datasets either publicly available or personal ones. Numerous in depth data quality checks, automatic and manual via several African flora experts, were undertaken for georeferencing, standardization of taxonomic names and identification and merging of duplicated records. The resulting RAINBIO data allows exploration and extraction of distribution data for 25,356 native tropical African vascular plant species, which represents ca. 89% of all known plant species in the area of interest. Habit information is also provided for 91% of these species.

African immigrants in South Africa: Job takers or job creators?

Full Text Available During the last decade African immigrants have been met with and exposed to severe forms of hostility towards their presence in this country. A significant number of these migrants have successfully applied their entrepreneurial flair in establishing small enterprises and employing workers, often to the envy of their local counterparts. This paper presents the findings of an empirical study conducted in 2007 on job creation by African immigrant entrepreneurs for South Africans with face-to-face interviews with 120 African immigrant entrepreneurs. These findings were triangulated 7 non-governmental organisations that interact with immigrants in Cape Town. A review of the literature on migration, entrepreneurship and immigrant entrepreneurs formed the basis for the study The findings indicate that more than 80% of African immigrant entrepreneurs interviewed employ South Africans in their businesses. Despite a generally negative national perception towards immigrants, this study has also revealed that entrepreneurial skills are transferred from immigrant entrepreneurs to their South African employees. Whilst the study was only conducted in the suburban areas of Cape Town, the researcher believes that the results represent the general trend for South Africa. Furthermore, the study only involved those migrants who come from African continent. The overall result is the acknowledgement of the contribution that non-citizens are making to the country’s growth and development. The findings suggest recommendations geared towards policy changes regarding South African immigration law, an inclusive research about the role of immigrants on job creation in South Africa, as well as the consideration of immigrant entrepreneurs when allocating financial support.

Even though South Africa is not a country affected by large-scale disasters such as earthquakes, the impact of disasters in South Africa is aggravated significantly by the vulnerability of people living in informal settlements. Humanitarian logistics, as a ‘new’ sub-field in the supply chain management context, has developed significantly recently to assist in disaster situations. This paper provides an overview of the South African humanitarian logistics context. Even though humanitarian logistics plays a critical role in the aftermath of disasters, it extends far beyond events that can typically be classified as ‘disasters’. Therefore the implication of the South African humanitarian logistics context on future research and collaboration opportunities in South African humanitarian logistics is also discussed. Finally, two recent case studies in the South African humanitarian logistics environment are discussed.

South Africa's academic publishing history has been profoundly influenced by its colonial heritage. This is reflected in the publication of Transactions of the South African Philosophical Society (later, the Royal Society of South Africa) from 1878. Although the Society and journal sought to promote original research about South Africa, it was modelled after the Royal Society in London and formed part of an imperial scientific community. As the local higher education institutions grew more independent and research-focused, local scholarly publishing developed as well, with university presses playing an increasingly important role. The University of South Africa (Unisa) Press started publishing departmental journals in the 1950s, with a focus on journals that ‘speak to the student’, and it is today the only South African university press with an active journals publishing programme. As external funding declined and the country became intellectually isolated in the high apartheid period, the Press managed to attract journals that could no longer be subsidized by learned societies and other universities. More recently, new co-publishing arrangements have brought South African journals back into an international intellectual community. Although some argue that this constitutes a re-colonization of South African knowledge production, it is also an innovative strategy for positioning local research in a global context. PMID:26495579

Although South Africa dropped in the global competitiveness ranking, the property sector of South Africa remains very competitive. To survive in a competitive sector, firms around the world practice competitive intelligence(CI. Although the use of CI has been examined in other sectors in South Africa, no study on CI practice has been conducted in the property sector. Objectives: The objective of this research was to establish the extent to which the property sector of South Africa practices CI. Method: This research was quantitative in nature and a web-based questionnaire was used to collect data from estate agencies in the South African property sector. Results: The results indicate that the South African property sector is very competitive and estate agencies practice CI to gain competitive advantage and make quality decisions.Moreover, the results reveal that the property sector practice CI legally and ethically. The results indicate that the majority of estate agencies are very small employing at most five employees and make at most 5 million Rands annual turnover. Conclusion: The South African property sector ethically and legally practices CI to gain competitive advantage and to aid in making quality decisions.

This paper describes the approach adopted by the South African Nuclear Regulatory Authority, the Council for Nuclear Safety (CNS) in licensing nuclear installations in South Africa. An introduction to the current South African legislation and the CNS philosophy pertaining to the licensing of nuclear installations is discussed. A typical process for granting a nuclear licence is then presented. The risk assessment process, which is used to verify compliance with the fundamental safety standards and to establish licensing requirements for a specific nuclear installation, is discussed. Based on the outcome of this assessment process, conditions of licence are set down. The generic content of a nuclear licence and mechanisms to ensure ongoing compliance with the risk criteria are presented. The regulatory process discussed in this paper, based on such a fundamental approach, may be adapted to any type of nuclear installation taking into account plant specific designs and characteristics. Full Text Available Background The statutory recognition of traditional healers as healthcare practitioners in South Africa in terms of the Traditional Health Practitioners Act 22 of 2007 is based on various assumptions, opinions and generalizations. One of the prominent views is that the majority of South Africans regularly consult traditional healers. It even has been alleged that this number can be as high as 80 per cent of the South African population. For medical doctors and other health practitioners registered with the Health Professions Council of South Africa (HPCSA, this new statutory status of traditional health practitioners, means the required presence of not only a healthcare competitor that can overstock the healthcare market with service lending, medical claims and healthcare costs, but also a competitor prone to malpractice. Aims The study aimed to determine if the majority of South Africans regularly consult traditional healers. Methods This is an exploratory and descriptive study following the modern historical approach of investigation and literature review. The emphasis is on using current documentation like articles, books and newspapers, as primary sources to determine if the majority of South Africans regularly consult traditional healers. The findings are offered in narrative form. Results It is clear that there is no trustworthy statistics on the percentages of South Africans using traditional healers. A scientific survey is needed to determine the extent to which traditional healers are consulted. This will only be possible after the Traditional Health Practitioners Act No 22 has been fully enacted and traditional health practitioners have become fully active in the healthcare sector. Conclusion In poorer, rural areas no more than 11.2 per cent of the South African population regularly consult traditional healers, while the figure for the total population seems to be no more than 1.4 per cent. However, South African automotive components manufacturers (ACMs are not internationally competitive and automotive assemblers, also known as original equipment manufacturers (OEMs, often import cheaper components from abroad. All parties in the South African automotive supply chains need each other to ensure optimal efficiency and competitiveness. Furthermore, it is vital that good relationships exist between customers and suppliers in the automotive supply chains in South Africa. ACMs are central to automotive supply chains. A survey was conducted among ACMs to determine the nature of relationships that exist between buyers and suppliers in South Africa’s automotive supply chains. The results showed that collaborative relationships do indeed exist between members of the supply chain but that communication, understanding of the parties’ situations and cooperation can improve this relationship and so create total alliance between OEMs and ACMs.

These therapeutic options include; behavioural modification, pharmaceutical therapy [Desmospressin (DDAVP, Anticholinergic (ACh Agents, Mirabegron (β3-adrenoreceptor agonists, and Tricyclic Antidepressants (TCA], alternative treatments, complementary therapies, urotherapy, alarm therapy, psychological therapy and biofeedback. Conclusion: An independent, unbiased, national evaluation and treatment guideline based on the pathophysiological subcategory is proposed using an updated, evidence based approach. Full Text Available Before 1994 South African teachers in general, but more specifically women teachers, were effectively excluded from fulfilling meaningful roles as leaders at school level. Since 1994 the Department of Education has promulgated a number of policies in an attempt to actualize distributed leadership in South African schools. Fundamental to distributed leadership is the belief that all teachers have the right and potential to participate in decisions that affect their work. This article unpacks the theoretical underpinnings of the notion of distributed leadership and then investigates the numerous and diverse factors which have prevented the actualization of distributed leadership in South African schools. It is suggested that distributed leadership within schools can be actualized if the combined knowledge, expertise and experience of various role-players and stakeholders are harnessed in a collaborative fashion. While a healthy bout of idealism is required it is important that this idealism be moderated by the recognition of the realities of the South African situation.

Urinary excretion of platinum from South African precious metals refinery workers.

Urinary platinum (Pt) excretion is a reliable biomarker for occupational Pt exposure and has been previously reported for precious metals refinery workers in Europe but not for South Africa, the world's largest producer of Pt. This study aimed to quantify the urinary Pt excretion of South African precious metals refinery workers. Spot urine samples were collected from 40 workers (directly and indirectly exposed to Pt) at two South African precious metals refineries on three consecutive mornings prior to their shifts. Urine samples were analysed for Pt using inductively coupled plasma-mass spectrometry and were corrected for creatinine content. The urinary Pt excretion of workers did not differ significantly between sampling days. Urinary Pt excretions ranged from work area (P=0.0006; η 2 =0.567) and the number of years workers were employed at the refineries (P=0.003; η 2 =0.261) influenced their urinary Pt excretion according to effect size analyses. Directly exposed workers had significantly higher urinary Pt excretion compared with indirectly exposed workers (P=0.007). The urinary Pt excretion of South African precious metals refinery workers reported in this study is comparable with that of seven other studies conducted in precious metals refineries and automotive catalyst plants in Europe. An efficient micropropagation protocol of Cyclopia genistoides (L.) Vent., an indigenous South African shrub of economic importance, was established. In vitro shoot cultures were obtained from shoot tip fragments of sterile seedlings cultured on solid Schenk and Hildebrandt (SH) medium supplemented with 9.84 microM 6-(gamma,gamma-dimethylallylamino)purine (2iP) and 1.0 microM thidiazuron (TDZ). Maximum shoot multiplication rate [(8.2 +/- 1.3) microshoots/explant)] was observed on this medium composition. Prior to rooting, the multiplied shoots were elongated for 60 days (two 30-days passages) on SH medium with one-half sucrose concentration, supplemented with 4.92 microM indole-3-butyric acid (IBA). The rooting of explants was only possible in the case of the elongated shoots. The highest root induction rate (54.8%) was achieved on solid SH medium with one-half sucrose and one-half potassium nitrate and ammonium nitrate concentration, respectively, supplemented with 28.54 microM indole-3-acetic acid (IAA) and 260.25 microM citric acid. The plantlets were acclimatized for 30 days in the glasshouse, with the use of peat/gravel/perlite substrate (1:1:1). The highest acclimatization rate (80%) was obtained for explants rooted with the use of IAA-supplemented medium. The phytochemical profile of the regenerated plants was similar to that of the reference intact plant material. HPLC analyses showed that C. genistoides plantlets obtained by the micropropagation procedure kept the ability to produce xanthones (mangiferin and isomangiferin) and the flavanone hesperidin, characteristic of wild-growing shrubs.

African mourning of loss of lives in South Africa has been shaped by discursive practices of both traditional African cultures and the sociopolitical developments under apartheid and in post-apartheid South Africa. This article reports on changes in mourning practices on the basis of a literature review and uses a collection of examples to highlight the navigation of some cultural and gendered issues relating to mourning, against the backdrop of the everyday experiences of loss of life in South Africa due to violence and HIV/AIDS. The article draws on African womanist and feminist scholarship and focuses on the intersections between cultural and gender practices of bereavement in the lives of professional urban African women. The authors argue for the use of positioning theory and witnessing practices to honor and story the ongoing struggle of African women as these women take different agentic positions by accepting, questioning, resisting, and/or changing cultural mourning practices while they compassionately witness the self and others in the narratives they live.

The South African invasive legume Dipogon lignosus (Phaseoleae) produces nodules with both determinate and indeterminate characteristics in New Zealand (NZ) soils. Ten bacterial isolates produced functional nodules on D. lignosus. The 16S ribosomal RNA (rRNA) gene sequences identified one isolate as Bradyrhizobium sp., one isolate as Rhizobium sp. and eight isolates as Burkholderia sp. The Bradyrhizobium sp. and Rhizobium sp. 16S rRNA sequences were identical to those of strains previously isolated from crop plants and may have originated from inocula used on crops. Both 16S rRNA and DNA recombinase A (recA) gene sequences placed the eight Burkholderia isolates separate from previously described Burkholderia rhizobial species. However, the isolates showed a very close relationship to Burkholderia rhizobial strains isolated from South African plants with respect to their nitrogenase iron protein (nifH), N-acyltransferase nodulation protein A (nodA) and N-acetylglucosaminyl transferase nodulation protein C (nodC) gene sequences. Gene sequences and enterobacterial repetitive intergenic consensus (ERIC) PCR and repetitive element palindromic PCR (rep-PCR) banding patterns indicated that the eight Burkholderia isolates separated into five clones of one strain and three of another. One strain was tested and shown to produce functional nodules on a range of South African plants previously reported to be nodulated by Burkholderia tuberum STM678(T) which was isolated from the Cape Region. Thus, evidence is strong that the Burkholderia strains isolated here originated in South Africa and were somehow transported with the plants from their native habitat to NZ. It is possible that the strains are of a new species capable of nodulating legumes.

Stable carbon isotope analysis has been successfully employed in various fields, including botany, geochemistry, archaeology and, more recently, as an analytical tool in the food industry. In the analysis of food, it has been primarily directed at quality control and the detection of cheap adulterants to 'natural' foods. The method is based on the known characteristic of differences in the 13 C to 12 C ratios produced by two groups of plants with different photosynthetic mechanisms, known as C 3 and C 4 . This patterning is useful because the cheapest sources of alcohol, sweeteners and flavourings are derived from C 4 plants, maize and sugar cane, whereas traditional Old World sources such as grapes, nectar and fruit are derived from C 3 plants. The results of an informal isotopic survey of South African honeys are reported. This isotopic method is particularly useful in that it is not possible to circumvent it by manipulation of the sugars or any of the other constituents

Introduction: Lead exposure in shooting ranges has been under scrutiny for decades, but no information in this regard is available in respect of African settings, and in South Africa specifically. The aim of this study was to determine the blood lead levels in the users of randomly selected private shooting ranges in South Africa's Gauteng province. Methods: An analytical cross sectional study was conducted, with participants recruited from four randomly selected shooting ranges and three archery ranges as a comparator group. Results: A total of 118 (87 shooters and 31 archers) were included in the analysis. Shooters had significantly higher blood lead levels (BLL) compared to archers with 36/85 (42.4%) of shooters versus 2/34 (5.9%) of archers found to have a BLL ≥10 μg/dl (p<0.001). Conclusion: Shooting ranges may constitute an import site of elevated exposure to lead. Improved ventilation, low levels of awareness of lead hazards, poor housekeeping, and inadequate personal hygiene facilities and practices at South African shooting ranges need urgent attention. - Highlights: • This is the first study, to our knowledge, of lead exposure in shooting ranges in an African setting. • This study indicates highly elevated lead exposure amongst the users of certain private shooting ranges in South Africa. • Lead exposure may be a serious, yet under-studied, source of adult lead exposure in South Africa, and possibly elsewhere on the African continent.

Waterberg coal characteristics and SO2 minimum emissions standards in South African power plants.

Key characteristics of coal samples from the supply stock to the newly commissioned South African National Power Utility's (Eskom's) Medupi Power Station - which receives its supply coal from the Waterberg coalfield in Lephalale (Limpopo Province, South Africa) - were evaluated. Conventional coal characterisation such as proximate and ultimate analysis as well as determination of sulphur forms in coal samples were carried out following the ASTM and ISO standards. Coal was classified as medium sulphur coal when the sulphur content was detected in the range 1.15-1.49 wt.% with pyritic sulphur (≥0.51 wt.%) and organic sulphur (≥0.49 wt.%) accounted for the bulk of the total sulphur in coal. Maceral analyses of coal showed that vitrinite was the dominant maceral (up to 51.8 vol.%), whereas inertinite, liptinite, reactive semifusinite and visible minerals occurred in proportions of 22.6 vol.%, 2.9 vol.%, 5.3 vol.% and 17.5 vol.%, respectively. Theoretical calculations were developed and used to predict the resultant SO 2 emissions from the combustion of the Waterberg coal in a typical power plant. The sulphur content requirements to comply with the minimum emissions standards of 3500 mg/Nm 3 and 500 mg/Nm 3 were found to be ≤1.37 wt.% and ≤0.20 wt.%, respectively. The botanical content in the South African curriculum: A barren desert or a thriving forest?

Full Text Available Botanists who are interested in education have often expressed their dismay at how plant sciences are neglected in Biology curricula, despite the important roles that plants play. While botanists in several overseas countries have studied the ways in which plant sciences are represented in curricula, no research has been done on how botany is neglected in the South African curriculum. Currently, the South African curriculum is known as the Curriculum and Assessment Policy Statements (CAPS for Grades R–12. In this study, a comparison was made among the content that is generally taught in introductory plant sciences courses, the American Society of Plant Biologists’ principles for plant biology education and the relevant CAPS documents. The time spent on plant, animal or human-focused content was established and compared at both phase and grade level. It was found that while the curriculum addresses all the major concepts in the plant sciences, very little time was being allocated to exclusively plant-focused content as compared to animal and human-focused content. This neglect was particularly prevalent in the Foundation Phase. The way in which the content is structured and presented in the curriculum may in all likelihood not be sufficient to provide a strong knowledge and skills foundation in the plant sciences, nor will it encourage the development of positive values towards plants. While consensus regarding the content of a curriculum will be difficult to achieve, awareness of potential gaps in the curriculum should be brought to the attention of the botanical and educational communities.

Full Text Available A description is provided of work performed as part of the fruit logistics infrastructure project commissioned by the South African Deciduous Fruit Producers’ Trust and coordinated by the South African Council for Scientific and Industrial Research, as described in [Van Dyk FE & Maspero E, 2004, An analysis of the South African fruit logistics infrastructure, ORiON, 20(1, pp. 55–72]. After a brief introduction to the problem, two models (a single-commodity graph theoretic model and a multi-commodity mathematical programming model are derived for determining the maximal weekly flow or throughput of fresh fruit through the South African national export infrastructure. These models are solved for two extreme seasonal export scenarios and the solutions show that no export infrastructure expansion is required in the near future - observed bottlenecks are not fundamental to the infrastructure and its capacities, but are rather due to sub-optimal management and utilisation of the existing infrastructure.

Full Text Available Depression is a common psychiatric disorder and can be costly, having a significant impact on the individual and employers. The South African Depression and Anxiety Group (SADAG in partnership with HEXOR, with the support of Lundbeck, undertook research into depression in the workplace, because South African information is not available on this topic. It provides insight into the prevalence of depression within the workplace in South Africa, as well as the impact of depression on the employees and employers in terms of sick leave and levels of productivity, especially when the symptoms include cognitive impairment. It is apparent that stigma plays a pivotal role in the reasons for non-disclosure to employers. It further highlights the magnitude of awareness, early detection and the provision of a holistic support system within the work environment, free from bias, to ensure that optimum benefit can be achieved for both employer and employee.

This overview of psychology in South Africa presents a concise and historical account of its science and practice, from its early origins in the late nineteenth century to the present, and traces seminal influences on the discipline. It is a review of how psychology in South Africa developed over more than a century to become one of the most popular subjects in universities and an established and recognized profession, whose members play a variety of roles in the South African polity and larger society. The impact that apartheid racism had on key aspects of psychology's development is traversed, and the influences that previous ruling party politics had on professional psychological organizations are delineated. The unification of psychology under the Psychological Society of South Africa, a few months before the advent of democracy in South Africa, is explicated. The protection of the title of psychologist in law and certain other changes in the legislative environment, enabling a greater role for psychologists, are reported. The primary research sites for psychology and its funding and the main university psychology programs are described, as are the requirements for registration and licensure. The genesis and the importance of the work of internationally acclaimed South African psychologists, such as J. Wolpe and A. A. Lazarus, are contextualized. With the increased participation of progressive black psychologists in leadership and research in the past two decades, a transformed psychology has the potential to play a significant role in addressing human issues confronting South Africa.

Full Text Available This paper applies models in the extant literature that have been used to forecast operating cash flows to predict the cash flows of South African firms listed on the Johannesburg Stock Exchange. Out-of-sample performance is examined for each model and compared between them. The reported results show that some accrual terms, i.e. depreciation and changes in inventory do not enhance cash flow prediction for the average South African firm in contrast to the reported results of studies in USA and Australia. Inclusion of more explanatory variables does not necessarily improve the models, according to the out-of-sample results. The paper proposes the application of moving average model in panel data, and vector regressive model for multi-period-ahead prediction of cash flows for South Africa firms.

Full Text Available The purpose of this study was to explore difficulties and challenges that confront African immigrant teachers as they attempt to reconstruct their professional identities in South African schools. The study was qualitative in nature and utilized narrative inquiry and the case study approach. Data-gathering techniques included a mix of semi-structured interviews, observations, focus group interviews, field notes and researcher journals. Data were analysed using grounded theory and content analysis methods. Findings of the study revealed that immigration status, employment status, attitudes of indigenous learners and holding on to former culture or way of knowing due to lack of induction or mentoring, were impediments to the successful reconstruction of African immigrant teachers' professional identities in South African schools.

Uranium-production forecasting: the simulation of a South African gold mine

A computer program is described that estimates the amount of uranium that will be produced from a mine as a co-product of gold subject to a changing economic environment. The program makes use of two models. The first simulates activities underground, whereas the second simulates the performance of processing plant on the surface. The combination of these models generates a description of the flow of ore from stopes and from development, through hoisting, sorting, and the metallurgical plant to the despatch of saleable product. The total production of uranium to the end of the life of the mine constitutes the uranium reserve. The effects on production forecasts and reserve estimates of future trends in cost and price factors are illustrated by results generated from the application of the program to a typical South African mine producing gold and uranium. The graphs presented show that South Africa's future uranium production from underground sources is critically dependent on the gold price in the years ahead. (author)

Review of carbon dioxide capture and storage with relevance to the South African power sector

Full Text Available Carbon dioxide (CO2 emissions and their association with climate change are currently a major discussion point in government and amongst the public at large in South Africa, especially because of the country's heavy reliance on fossil fuels for electricity production. Here we review the current situation regarding CO2 emissions in the South African power generation sector, and potential process engineering solutions to reduce these emissions. Estimates of CO2 emissions are presented, with the main sources of emissions identified and benchmarked to other countries. A promising mid-term solution for mitigation of high CO2 emissions, known as CO2 capture and storage, is reviewed. The various aspects of CO2 capture and storage technology and techniques for CO2 capture from pulverised coal power plants are discussed; these techniques include processes such as gas absorption, hydrate formation, cryogenic separation, membrane usage, sorbent usage, enzyme-based systems and metal organic frameworks. The latest power plant designs which optimise CO2 capture are also discussed and include integrated gasification combined cycle, oxy-fuel combustion, integrated gasification steam cycle and chemical looping combustion. Each CO2 capture technique and plant modification is presented in terms of the conceptual idea, the advantages and disadvantages, and the extent of development and applicability in a South African context. Lastly, CO2 transportation, storage, and potential uses are also presented. The main conclusions of this review are that gas absorption using solvents is currently most applicable for CO2 capture and that enhanced coal bed methane recovery could provide the best disposal route for CO2 emissions mitigation in South Africa.

Intrinsic rewards and work engagement in the South African retail industry

Research purpose: The purpose of this research was to determine whether there is a relationship between intrinsic rewards and work engagement in the South African retail industry. Furthermore, it sought to validate an instrument to measure intrinsic rewards within the South African context. Motivation for the study: There is currently a paucity of research exploring intrinsic rewards, specifically their importance for work engagement. Furthermore, there is a lack of instruments validated in South Africa that can be used to measure intrinsic rewards. Research approach, design and method: This quantitative study was conducted using a cross-sectional design and non-probability sampling of 181 employees from a South African retail organisation. The questionnaire included a demographic section, the Utrecht Work Engagement Scale and the Work Engagement Profile. Main findings: Statistically significant, positive relationships were found between all subscales of the two instruments. There were significant differences in the means for intrinsic rewards and work engagement for gender and age. Notably, the exploratory factor analysis for both instruments did not support the factor structure indicated in the literature. Practical/managerial implications: South African retail organisations should create work environments that provide intrinsic rewards as part of their reward package, to encourage work engagement. Contribution/value-add: These findings add to the current body of literature regarding intrinsic rewards and work engagement and provide insight into variables that promote work engagement within the South African retail context.

South African teachers’ exposure to workplace bullying

Full Text Available Research on workplace bullying (WPB in occupations, identified teaching as a high risk job. Yet there is a dearth of research on WPB among teachers. The aim of this study is to contribute to the limited body of knowledge on the prevalence of WPB within an international and South African schooling context. This article reports on results from an exploratory study on South African teachers’ exposure to WPB. Self-reporting questionnaires were completed by a convenient, voluntary sample of teachers (n=999. The respondents had to indicate their exposure to 43 pre-defined acts of WPB clustered into four categories. This study exposes the commonness of WPB among participating teachers: 90.8% of them were victims of WPB during the 12 months that preceded the study, and 89.1% of the victims had been exposed to at least two different categories of WPB. The perpetrators tried especially to undermine the victims’ professional status and isolate them. The study identified the constant evaluation of victims’ performance as the most common of the 43 negative acts. The results are discussed with reference to other studies. It is concluded that WPB is a serious problem in South African schools and needs to be addressed on policy and institutional levels.

This article is an attempt to highlight the importance of biographic research to South African nursing. The writer believes that a particular attention should be paid to the contributions of South African Black/African nurse practitioners. South Africa has produced remarkable African nurses: they range from nurse Professors and Head of the University Nursing Departments to clinical nursing specialists and nursing administrators. The writer--having used the biographical approach in his Doctoral thesis--will highlight some practical and professional issues around biographic research. For the purpose of this publication, however, discussion will be confined to defining biographic research, reviewing different types of biographies, and discussing the value of the biographical research. Furthermore, the writer will identify some biographic concepts, examine their relationships, draw inferences and (hopefully) emerge with an increased understanding of the impact of biography as scientific concept.

Full Text Available The South African electricity industry has seen a dramatic increase in prices over the past 3 years. This increase has been blanketed across all sectors and is based on a number of factors such as sector, usage and, in the case of domestic pricing, suburb. The cost of electricity in South Africa, particularly to the industrial sector, has been among the lowest in the world. In this paper, we analyse the recent price increases in the South African electricity sector and discuss the price determination mechanism employed by Eskom, South Africa's electricity provider. We also analyse the revenue and sales of Eskom and review the electricity price from an international perspective. The concept of differential pricing and international benchmarking is analysed as a possibility for the South African industrial electricity industry, so that all sectors are not adversely affected by across-the-board increases. Our aim is to raise the question of whether South Africa's electricity prices are in line with international increases and to suggest the possibility of differentiated prices in the local electricity sector.

Paraphilia and sex offending - A South African criminal law perspective.

Historically, the link between sexual deviance and criminality has been described and documented, asserted by psychiatry, and manifested in law. Laws that have regulated sexual behaviour have referred to terms such as 'sexual deviation', 'sexual perversion' or even archaic moral terms such as 'unnatural acts and unspeakable crimes against nature'. A possible link between sexual perversion, psychopathy, and criminality, specifically manifesting in sexual homicide, has been the subject of remarkable research in forensic psychiatry. This contribution examines the phenomenon of paraphilia with specific reference to its definition, diagnostic classification and characteristics, as well as a few selections of incidences of paraphilia in South African criminal case law. A brief assessment is made of how South African criminal courts have dealt with paraphilia. In this regard, an analysis is made of the criminal liability of the paraphiliac. The South African response to sexual deviation as addressed in the Criminal Law (Sexual Offences and Related Matters) Amendment Act 32 of 2007 will also be addressed with reference to its efficacy in addressing paraphilia within South African criminal law. The interface between criminal law and medical ethics within the context of this theme will also be canvassed. In conclusion, recommendations for possible reform are canvassed. Copyright © 2016. Full Text Available Genetic variability at 7 blood-group and 10 biochemical genetic loci was examined in 3 South African horse breeds, the Nooitgedacht, Boerperd and Basuto Pony. Observed heterozygosity for these breeds was intermediate for domestic horses, with the highest heterozygosity in the Boerperd and the lowest in the Basuto Pony. The 3 breeds show greater genetic similarity to each other than to other domestic horse breeds. Compared to other breeds, the South African breeds show greater genetic similarity to breeds such as the Thoroughbred, Holstein, Trakehner and Hanovarian and also to North American breeds such as the Saddlebred, Standardbred and Morgan Horse.

Full Text Available Little urban ecological research has been done in South Africa. The papers in the Ecology and Society special feature Urban Ecological and Social-Ecological Research in the City of Cape Town make, therefore, an important contribution to the development of urban ecology locally and globally. Different approaches have been used in the study of urban ecology of different urban areas in South Africa. Cape Town is situated in a biodiversity hotspot and is the only South African city which includes a national park. As a result the urban ecological studies were mainly driven by urban nature conservation concerns. In other cities such as Durban, open space planning and environmental management were the major issues which focused ecological studies on urban areas whereas other studies of urban areas in the Eastern Cape and North-West provinces included private and public open spaces and man-made habitats. We reflect on the Cape Town studies in a South African context and highlight conservation of biodiversity, protection of ecosystem services, management of control measures, and the conflict between humans and nature. A brief synthesis has also been given of South African urban ecological research in general.

Colonialism, Biko and AIDS: reflections on the principle of beneficence in South African medical ethics.

This paper examines the principle of beneficence in the light of moral and epistemological concerns that have crystallized in the South African context around clinical care. Three examples from the South African experience affecting the development of bioethics are examined: medical colonialism, the death in detention of Steve Biko, and the HIV/AIDS epidemic. Michael Gelfand's book [(1948). The sick African: a clinical study. Cape Town: Stewart Printing Company.] on African medical conditions captures the ambiguous nature of colonial medicine that linked genuine medical treatment with the civilizing mission. Biko's death was a key historical event that deeply implicated the medical profession under apartheid. The present HIV/AIDS epidemic presents the gravest social and political crisis for South African society. All three experiences influence the meaning and relevance of beneficence as a bioethics principle in the South African context. This paper argues for a South African bioethics informed by a critical humanism that takes account of the colonial past, and that does not model itself on an "original wound" or negation, but on positive care-giving practices.

Astronomy for teachers: A South African Perspective

South Africa has nominated Astronomy as a “flagship science” and aims to be an international Astronomy hub through projects such as the Square Kilometre Array (SKA) and the South African Large Telescope (SALT). These projects open up career opportunities in maths, science and engineering and therefore offers a very real door for learners to enter into careers in science and technology through Astronomy. However, the Trends in International Mathematics and Science Survey (TIMSS), the Global Competitiveness Report (GCR) and Annual National Assessment (ANA) have highlighted that South Africa’s Science and Mathematics education is in a critical condition and that South African learners score amongst the worst in the world in both these subjects. In South Africa Astronomy is generally regarded as the worst taught and most avoided Natural Science knowledge strand, and most teachers that specialised in Natural Sciences, never covered Astronomy in their training.In order to address these issues a collaborative project between the University of South Africa (UNISA) and the Hartebeesthoek Radio Astronomy Observatory (HartRAO) was initiated, which aims to assist teachers to gain more knowledge and skills so that they can teach Astronomy with confidence. By collaborating we aim to ensure that the level of astronomy development will be raised in both South Africa and the rest of Africa.With the focus on Teaching and Learning, the research was conducted within a quantitative paradigm and 600 structured questionnaires were administered to Natural Science teachers in Public primary schools in Gauteng, South Africa. This paper reports the findings of this research and makes recommendations on how to assist teachers to teach Astronomy with confidence.

Full Text Available Under the "complementarity" regime of the Rome Statute of the International Criminal Court (ICC, the jurisdiction of the ICC is secondary to the jurisdiction of domestic courts. States Parties, not the ICC, have the primary responsibility of investigating and prosecuting international crimes. The ICC acts only when States are "unable" or "unwilling" to prosecute. As a State Party, in order to give effect to the complementarity principle, South Africa enacted the Implementation of the Rome Statute of the International Criminal Court Act 27 of 2002, which determines the modalities of prosecuting perpetrators of the crimes of genocide, crimes against humanity and war crimes in South African courts. The Implementation Act also provides that South African courts will have jurisdiction over these crimes not only when they are committed on the territory of South Africa but also when they are committed outside the Republic. By granting South African courts jurisdiction over a person who commits a crime outside the Republic when that person is later found on South African territory, without regard to that person's nationality or the nationality of the victims, the Implementation Act empowers South African courts with universal jurisdiction over international crimes. This paper seeks to determine whether and to what extent foreign State officials, such as foreign heads of State, heads of government and ministers of foreign affairs, can plead immunity when they are accused of international crimes before South African courts when exercising their universal jurisdiction in terms of the Implementation Act and in accordance with the complementarity regime of the Rome Statute. In other words, the article endeavours to determine whether international law rules regarding immunities of State officials may or may not limit the ability of South African courts to exercise universal jurisdiction over international crimes committed in foreign States.

Full Text Available Fusarium wilt, caused by the soil-borne fungus Fusarium oxysporum f.sp. cubense (Foc, is a serious vascular disease of bananas in most subtropical and tropical regions of the world. Twenty-four vegetative compatibility groups (VCGs and three pathogenic races have been identified in Foc, reflecting a relatively high genetic diversity for an asexual fungus. To characterise a South African population of Foc, a collection of 128 isolates from diverse geographic origins were isolated from diseased Cavendish bananas and subjected to VCG analysis and sequencing of the translation elongation factor 1-α (TEF gene region. The presence of mating type genes was also determined using MAT-1 and MAT-2 specific primers. VCG 0120 was established as the only VCG of Foc present in the South African population studied. Only the MAT-2 idiomorph was present in all the local isolates of Foc. A phylogenetic analysis of DNA sequences of the TEF gene region revealed that the South African isolates grouped closely with VCG 0120 isolates from Australia and Asia. These results suggest that the South African population of Foc was most likely introduced in a limited number of events and that it had spread with infected planting material within the country. The presence of only one mating type and the limited diversity in this pathogen render it unlikely to rapidly overcome disease management strategies involving host resistance.

Full Text Available South Africa has a variety of mineral resources, and several minerals beneficiation plants are currently in operation. These plants must be operated effectively to ensure that the end-users of its products remain internationally competitive. To achieve this objective, plants need a sustainable continuous improvement programme. Several frameworks for continuous improvement are used, with variable success rates, in beneficiation plants around the world. However, none of these models specifically addresses continuous improvement from a minerals-processing point of view. The objective of this research study was to determine which factors are important for a continuous improvement model at a minerals beneficiation plant, and to propose a new model using lean manufacturing, six sigma, and the theory of constraints. A survey indicated that managers in the industry prefer a model that combines various continuous improvement models.

Full Text Available Research on youth ministry in Africa and specifically South Africa traces its origin to much research conducted in America and Europe. Many African scholars also draw on research and practices within these international spheres. Empirical research on youth ministry in Africa is however of great importance. For this purpose, comparative analysis research provides a research methodology in the social sciences that aims to make comparisons across different countries or cultures. A major problem in comparative research is that the data sets in different countries may not use the same categories, or define categories differently. This article makes use of a faith formation case study conducted in South Africa to highlight the value of this methodology when reflecting on international research from an African perspective. The main argument of this article is that international research on youth ministry is valuable in an African context but this research needs to be culturally contextualised through using comparative analysis as a research tool. This will reflect that there are many similarities between international youth ministry and the African context but there are also many cross-cultural disparities. After comparison, differences that are unique to the African context are noted. The article focuses on South Africa as a reflection of youth ministry within the broader African context.

Hand-arm vibration syndrome (HAVS) is associated with the use of hand-held vibrating tools. Affected workers may experience symptoms of tingling, numbness, loss of grip strength and pain. Loss of dexterity may impair everyday activities, and potentially increase the risk of occupational accidents. Although high vibration levels (up to 31 m/s(2)) have been measured in association with rock drills, HAVS has not been scientifically evaluated in the South African mining industry. The aim of this study was to determine the prevalence and severity of HAVS in South African gold miners, and to identify the tools responsible. A cross-sectional study was conducted in a single South African gold-mine. Participants were randomly selected from mineworkers returning from annual leave, comprising 156 subjects with occupational exposure to vibration, and 140 workers with no exposure. Miners who consented to participate underwent a clinical HAVS assessment following the UK Health and Safety Laboratory protocol. The prevalence of HAVS in vibration-exposed gold miners was 15%, with a mean latent period of 5.6 years. Among the non-exposed comparison group, 5% had signs and symptoms indistinguishable from HAVS. This difference was statistically significant (P < 0.05). All the cases of HAVS gave a history of exposure to rock drills. The study has diagnosed the first cases of HAVS in the South African mining industry. The prevalence of HAVS was lower than expected, and possible explanations for this may include a survivor population, and lack of vascular symptom reporting due to warm-ambient temperatures.

The main idea behind the article is that the strategic aspects of the South African nuclear proliferation programme might be seen from a different point of view. The goal is to gain a perspective by looking into South African history, politics and international status, using these factors as the context for the nuclear programme. First, the authors define the necessary theoretical background, emphasizing the various motivations behind nuclear proliferation. The main focus of the article is on South Africa's motivation – where it came from and which factors influenced it. Among the examined aspects are: historical development and emergence of the regime, internal and external opposition (enemies), international status and the nature of the local political system. The various options South Africa had for actual usage of its nuclear weapons are also considered, The questions as to the motivation, results of nuclear proliferation (whether or not it was successful) and practical use of weapons developed are answered in the conclusion. 1976 was a difficult year for the South African gold and uranium ore mining industry, the region of Witwatersrand (Transvaal province) producing some 75% of all the gold mined in the western world besides being an important producer of uranium oxide. Despite the gold production, declining since 1971, not showing a downward tendency anymore as far as the quantity was concerned, the economic result, however, deteriorated as a consequence of continuously falling gold prices, but also on account of the inflationary rise in wages and the prices for energy and materials. Much higher prices for uranium oxide, which some mines produce as interim products from the 'degolded' slurries of their gold ore leaching plants, improved the economic overall result only to a small degree. South Africa, along with Canada and the United States, submitted forecasts of uranium capacities and capabilites to the year 2025 for the 1979 'Red Book' edition. This report deals with the methodologies used in arriving at the South African forecasts. As the future production trends of the South African uranium producers cannot be confidently defined, chiefly because uranium is extracted as a by-product of the gold mining industry and is thus highly sensitive to market fluctuations for both uranium and gold, the Evaluation Group of the Atomic Energy Board has carried out numerous forecast exercises using current and historical norms and assuming various degrees of 'adverse', 'normal' and 'most favourable' conditions. The two exercises, which were submitted for the 'Red Book', are shown in the Appendices. The efficiency and quality dilemma: What drives South African call centre management performance indicators?

Research purpose: This study explored the key performance indicators that drive management practices in the South African call centre industry in the context of the dilemma between efficiency and quality. Motivation for the study: The South African government has identified call centres as a method of creating jobs and foreign investment. Management practices affect centres’ performance. Understanding these practices will help to achieve these aims. Research design: The researchers used a web-based questionnaire in a survey with South African call centre managers in more than 44 different organisations that represented nine industry sectors. Main findings: This study indicated that the dilemma between efficiency and quality is prevalent in South African call centres and that efficiency key performance indicators drive management practices. Practical/managerial implications: The inconsistencies the study reported mean that South African organisations should assess the alignment between their organisational visions, the strategic intentions of their call centres and the performance measures they use to assess their call centre managers. Contribution/value-add: This study adds to the relatively small amount of empirical research available on the call centre industry in South Africa. It contributes to the industry’s attempt to position itself favourably for local and international outsourcing opportunities.

THE INCORPORATION OF DOUBLE TAXATION AGREEMENTS INTO SOUTH AFRICAN DOMESTIC LAW

Full Text Available There are different opinions as to the process whereby double taxation agreements (DTAs are incorporated into South African law. This contribution aims to discuss some of the existing opinions and to offer a further perspective on the matter. At the heart of the debate lies the interpretation of two provisions, namely section 231 of the Constitution of the Republic of South Africa and section 108 of the Income Tax Act and the interaction between the two. This contribution argues that South Africa's DTAs are not self-executing (a term referred to in section 231(4 of the Constitution and should therefore be enacted into law by national legislation. It is furthermore argued that section 108(2 of the Income Tax Act enables a DTA to be incorporated into South African domestic law, by means of publication in the Government Gazette. An analysis of the case law supports this argument. Whether or not DTAs are regarded as self-executing, the status of a DTA in relation to the Income Tax Act still has to be determined. In other words, once the DTA forms part of South African domestic law, does it rank higher, lower or on a par with the Income Tax Act? It is submitted that the status of DTAs in South Africa is determined by the Constitution. It is furthermore submitted that South Africa's DTAs do not attain a status on the same level as the Constitution and that the Constitution allows for the possibility that South Africa's DTAs may be overridden by subsequent legislation (for example, by amendments to the Income Tax Act. Whether or not an override will take place in a specific case should, it is submitted, be determined by the application of the principles of statutory interpretation which apply in the case of conflict. Although this latter submission finds support in the minority judgement in Glenister, both the AM Moolla and Tradehold decisions express contrary views. The hope is expressed that the South African courts will provide clarity on this

This study summarizes and expands on economic simulation results from the author’s reviews of the South-African Government’s Draft Integrated Energy Plan (IEP) and Integrated Resource Plan Update 2013 (IRP Update). The Levellized Cost of Electricity (LCOE), as a function of the pre-tax Weighted Average Cost of Capital (WACC%) and the pre-tax % rate of return and the pre-tax nominal profit per unit power sold (R/kWh), as a function of the electricity selling price, are compared for a new Generation III nuclear plant and a new pulverized coal plant with Flue Gas Desulphurization (FGD), built in South Africa. All monetary amounts are expressed in constant real 2012 South African Rand (R), i.e. inflation has been removed. An exchange rate of R8.01/$ was assumed. Since the key economic features of HTRs and Generation III water-cooled nuclear plants are similar, e.g. high initial capital cost followed by low fuel and other variable costs and long plant lives, these results for Generation III nuclear plants are also applicable to HTRs. The results show that the LCOE for nuclear increases sharply with the pre-tax WACC%. For low WACC percentages, nuclear power is much cheaper than coal and vice versa. However the pre-tax nominal profit per unit nuclear power sold (R/kWh) greatly outperforms coal for all values of the electricity selling price, even if the nuclear overnight cost increases to the much maligned $7,000/kW-installed. Especially impressive is the result that nuclear already breaks even at R 0.30/kWh while coal will run at a loss until the price is increased to R 0.68/kWh. This result, that nuclear produces the most profitable power of all readily available sources in South Africa, implies the following power plant construction strategy: Supply the minimum expected new base-load with nuclear plants, augmented by peaking plants, such as hydro and gas turbine in order to balance the constant base-load power supply with the varying demand during different times

Full Text Available This article investigates the impact of change and organisational culture on the growth and development of the South African Military Academy. It explores the impact of Nationalist Party rule since 1948 and black majority rule since 1994 on the institutional culture of the South African military and how that influenced the development of the Military Academy. This is intertwined with an investigation of the nature and impact of the diverging military and academic subcultures at the Academy. The article contends that, together with the historical exclusion of blacks and women from the military, the marginalisation of white English-speaking citizens by Nationalist Party rule denied the Academy the exploitation of a significant portion of the country’s human resource potential in the interest of institutional development. The same happened with the introduction of racial quotas and the marginalisation of whites since 1994. The Military Academy has, furthermore, historically been too reflective of the organisational culture of the South African National Defence Force and its predecessors instead of informing that culture to meet the challenges of military professionalism. The Academy has a potentially vital educational role to play in the South African and Sub-Saharan African militaries, but requires some changes in its organisational culture to fulfil that mission. On the one hand, it follows the same liberal economic expansionist logic as their Western media counterparts and can pose a serious threat to the development of the national/local media of the recipient countries. On the other, it can foster new forms of cooperation among developing countries in the areas such as programme exchange and local media content production. Full Text Available This article presents a comparison of central debates in South African labor sociology in the1970s and the contemporary era. I argue that scholars can break through impasses in currentlabor sociology debates by reviving attention to the land-labor-livelihood (LLL connections thatinspired theoretical advancements in the South African literature of the 1970s. After anintroduction and definition of LLL connections, the paper analyzes an exemplary work of thelabor literature of the 1970s, giving special attention to the way in which the LLL focus shapedthe questions asked by the authors. The article proceeds to a review of central debates from thecurrent labor literature, which focuses primarily on issues of the labor movement. It is arguedthat this focus on movements has limited the scope of labor scholarship, resulting in an impassein South African labor debates. The sample used in this study was a convenience sample of 240 employees working for a Banking group. Exploratory factor analysis of the LTSI was used to determine if an interpretable factor structure of latent transfer system constructs when applied in the South African context could be identified. From the results it appears that the factor structure of the LTSI, as revealed by means of the exploratory approach, appears differently in the South African context.

Relationship between sustainable development initiatives and improved company financial performance: A South African perspective

Research purpose: The study analysed the relationship between sustainability performance and FP in South African listed companies. Motivation for the study: Some South African listed companies acknowledge in their sustainability reports that there is a link between sustainability development and long-term shareholder value. This implies that FP is linked to sustainable development performance. This relationship has not been researched for South African listed companies and therefore needs to be investigated. Research design, approach and method: A similar research method was used as for an international study. Forty-five listed South African companies were selected as the sample. Their sustainable development reports were used for analysis. Data were analysed with the use of content and a canonical correlation analysis. Main findings: The results of the study revealed that an overall positive relationship exists between sustainability performance and FP. Practical implications: South African companies that have a high involvement and focus on specific sustainable development initiatives that are integrated into overall sustainable development strategy can deliver improved FP for the organisation and deliver long-term value to its shareholders. Contribution: Six sustainable development aspects were found to be significantly correlated with improved FP and if incorporated into a company’s sustainable development strategy can lead to increased successes.

South African universities need to adopt a systemic approach to inclusion, which fosters an understanding of inclusion as a fundamental right rather than as a luxury.

Mental illness and lost income among adult South Africans.

Little is known regarding the links between mental disorder and lost income in low- and middle-income countries. The purpose of this study was to investigate the association between mental disorder and lost income in the first nationally representative psychiatric epidemiology survey in South Africa. A probability sample of South African adults was administered the World Health Organization Composite International Diagnostic Interview schedule to assess the presence of mental disorders as defined in the Diagnostic and Statistical Manual of Mental Disorders, version IV. The presence of severe depression or anxiety disorders was associated with a significant reduction in earnings in the previous 12 months among both employed and unemployed South African adults (p = 0.0043). In simulations of costs to individuals, the mean estimated lost income associated with severe depression and anxiety disorders was $4,798 per adult per year, after adjustment for age, gender, substance abuse, education, marital status, and household size. Projections of total annual cost to South Africans living with these disorders in lost earnings, extrapolated from the sample, were $3.6 billion. These data indicate either that mental illness has a major economic impact, through the effect of disability and stigma on earnings, or that people in lower income groups are at increased risk of mental illness. The indirect costs of severe depression and anxiety disorders stand in stark contrast with the direct costs of treatment in South Africa, as illustrated by annual government spending on mental health services, amounting to an estimated $59 million for adults. The findings of this study support the economic argument for investing in mental health care as a means of mitigating indirect costs of mental illness.

South Africa's Constitution guarantees everyone, including persons with disabilities, the right to education. A variety of laws are in place obliging higher education institutions to provide appropriate physical access to education sites for all. In practice, however, many buildings remain inaccessible to people with physical disabilities. To describe what measures South African universities are taking to make their built environments more accessible to students with diverse types of disabilities, and to assess the adequacy of such measures. We conducted semi-structured in-depth face-to-face interviews with disability unit staff members (DUSMs) based at 10 different public universities in South Africa. Challenges with promoting higher education accessibility for wheelchair users include the preservation and heritage justification for failing to modify older buildings, ad hoc approaches to creating accessible environments and failure to address access to toilets, libraries and transport facilities for wheelchair users. South African universities are still not places where all students are equally able to integrate socially. Proportionality in enterprise development of South African towns

Full Text Available We investigated proportionalities in the enterprise structures of 125 South African towns through examining four hypotheses, (1 the magnitude of enterprise development in a town is a function of the population size of the town; (2 the size of an enterprise assemblage of a town is a function of the town’s age; (3 there are statistically significant relationships, and hence proportionalities, between the total number of enterprises in towns and some, if not all, of the enterprise numbers of different business sectors in towns; and (4 the implications of proportionalities have far-reaching implications for rural development and job creation. All hypotheses were accepted on the basis of statistically significant (p < 0.05 correlations, except for the second hypothesis – the age of a town does not determine the size of its enterprise assemblage. Analysis for the fourth hypothesis suggested that there are two broad entrepreneurial types in South African towns: ‘run-of-the-mill’ entrepreneurs and ‘special’ entrepreneurs, which give rise to different enterprise development dynamics. ‘Run-of-the-mill’ enterprises are dependent on, and limited by, local demand and if there is only a small demand, the entrepreneurial space is small. By comparison, ‘special’ enterprises have much larger markets because their products and/or services are exportable. We propose that the fostering of ‘special’ entrepreneurs is an imperative for local economic development in South African towns.

Full Text Available Background: The ability to identify and authenticate users is regarded as the foundation of computer security. Although new authentication technologies are evolving, passwords are the most common method used to control access in most computer systems. Research suggests that a large portion of computer security password breaches are the result of poor user security behaviour. The password creation and management practices that online consumers apply have a direct effect on the level of computer security and are often targeted in attacks. Objectives: The objective of this study was to investigate South African online consumers’ computer password security practices and to determine whether consumers’ perceptions regarding their password security ability is reflected in the password creation and management practices that they apply. Method: A Web-based survey was designed to (1 determine online consumers’ perceptions of their skills and competence in respect of computer password security and (2 determine the practices that South African online consumers apply when creating and managing passwords. The measures applied were then compared to (1 the users’ perceptions about their computer password security abilities and (2 the results of international studies to determine agreement and inconsistencies. Results: South African online consumers regard themselves as proficient password users. However, various instances of unsafe passwords practices were identified. The results of this South African study correspond with the results of various international studies confirming that challenges to ensure safe online transacting are in line with international challenges. Conclusion: There is a disparity between South African online consumers’ perceived ability regarding computer password security and the password creation and management practices that they apply.

Full Text Available Previous studies have recognised entrepreneurship as a tool capable of driving a nation’s economy. This study explored tourism entrepreneurial intention of South African youth, and analysed relationships between entrepreneurship statements on the one hand, and entrepreneurial intention and entrepreneurial impact on the other hand. A questionnaire survey was used to collect data from simple-randomly selected 220 youth living in Mtubatuba Local Municipality, KwaZulu-Natal Province of South Africa. Descriptive, bivariate and multivariate data analyses yield information to address research objectives. Significant proportion of the youth have entrepreneurial intention, these youth want to solve problems, are willing to pursuing their dreams, have internal locus of control, have positive outlook, have the ability to identify opportunities, and above all have strong sense of empathy. South African Department of Labour needs to develop an operational plan to provide business education, entrepreneurial skills, and relevant support that can empower the youth to start their own businesses. This study validates the alignment of entrepreneurship roles to those of making a difference, innovation, leadership, and self-belief; and shares a positive outlook for the South African economy if the enabling political and economic conditions are created.

Trauma and posttraumatic stress disorder in South Africa: analysis from the South African Stress and Health Study.

South Africa's unique history, characterised by apartheid, a form of constitutional racial segregation and exploitation, and a long period of political violence and state-sponsored oppression ending only in 1994, suggests a high level of trauma exposure in the general population. The aim of this study was to document the epidemiology of trauma and posttraumatic stress disorder (PTSD) in the South African general population. The South African Stress and Health Study is a nationally representative survey of South African adults using the WHO's Composite International Diagnostic Interview (CIDI) to assess exposure to trauma and presence of DSM-IV mental disorders. The most common traumatic events were the unexpected death of a loved one and witnessing trauma occurring to others. Lifetime and 12-month prevalence rates of PTSD were 2.3% and 0.7% respectively, while the conditional prevalence of PTSD after trauma exposure was 3.5%. PTSD conditional risk after trauma exposure and probability of chronicity after PTSD onset were both highest for witnessing trauma. Socio-demographic factors such as sex, age and education were largely unrelated to PTSD risk. The occurrence of trauma and PTSD in South Africa is not distributed according to the socio-demographic factors or trauma types observed in other countries. The dominant role of witnessing in contributing to PTSD may reflect the public settings of trauma exposure in South Africa and highlight the importance of political and social context in shaping the epidemiology of PTSD.

Skin lightening practices: an epidemiological study of South African women of African and Indian ancestries.

Cutaneous adverse sequelae of skin lightening creams present with myriad skin complications and affect dermatology practice, particularly in sub-Saharan Africa where such products are widely used, with a prevalence of 25-67%. To examine the skin lightening practices of both African and Indian women living in South Africa. A cross-sectional survey was undertaken in the general outpatient departments of two regional university hospitals in Durban, South Africa. All consenting African and Indian women aged 18-70 years were recruited and asked to complete a questionnaire. Six hundred women completed the questionnaire, of whom 32·7% reported using skin lightening products. The main reasons cited were treatment of skin problems (66·7%) and skin lightening (33·3%). Products were purchased from a variety of sources. Twenty-five percent reported using sunscreen. The use of skin lightening cosmetics is common among darkly pigmented South African women, including those of both African and Indian ancestries. Despite more than 20 years of governmental regulations aimed at prohibiting both the sale of cosmetics containing mercury, hydroquinone and corticosteroids, and the advertising of any kind of skin lightener, they are far from having disappeared. The main motivations for using these products are the desire to treat skin disorders and to achieve a lighter skin colour. Television and magazine advertisements seem to influence women's choice of these products and, thus, would be efficient channels for raising public awareness about the dangers of using uncontrolled skin lighteners. © 2015 The Authors BJD © 2015 British Association of Dermatologists.

Tenancy and African American Marriage in the Postbellum South.

The pervasiveness of tenancy in the postbellum South had countervailing effects on marriage between African Americans. Tenancy placed severe constraints on African American women's ability to find independent agricultural work. Freedwomen confronted not only planters' reluctance to contract directly with women but also whites' refusal to sell land to African Americans. Marriage consequently became one of African American women's few viable routes into the agricultural labor market. We find that the more counties relied on tenant farming, the more common was marriage among their youngest and oldest African American residents. However, many freedwomen resented their subordinate status within tenant marriages. Thus, we find that tenancy contributed to union dissolution as well as union formation among freedpeople. Microdata tracing individuals' marital transitions are consistent with these county-level results.

Full Text Available Abstract Background In terms of the Nelson Mandela Fidel Castro Medical Collaboration programme, an agreement between the governments of South Africa and Cuba, cohorts of South African students receive their initial five years medical training at a Cuban university before returning to South Africa for a six to twelve months orientation before integration into the local final year class. It is common for these students to experience academic difficulty on their return. Frequently this is viewed merely as a matter of a knowledge deficit. Discussion We argue that the problem arises from a fundamental divergence in the outcomes of the Cuban and South African medical curricula, each of which is designed with a particular healthcare system in mind. Using the discrepancy theory of identity proposed by Higgins in 1987, we discuss the challenges experienced by the returning Nelson Mandela Fidel Castro Medical Collaboration students in terms of a potential crisis of identity and suggest interventions which may prove valuable in promoting academic success and successful integration. Conclusions Though providing additional training to address the gap in skills and knowledge in returning students is an important part of their successful reintegration, this could be insufficient on its own and must be complemented by a range of measures designed to ameliorate the discrepancies in identity which arise from the transition from one educational model to another.

Assimilating South African medical students trained in Cuba into the South African medical education system: reflections from an identity perspective.

In terms of the Nelson Mandela Fidel Castro Medical Collaboration programme, an agreement between the governments of South Africa and Cuba, cohorts of South African students receive their initial five years medical training at a Cuban university before returning to South Africa for a six to twelve months orientation before integration into the local final year class. It is common for these students to experience academic difficulty on their return. Frequently this is viewed merely as a matter of a knowledge deficit. We argue that the problem arises from a fundamental divergence in the outcomes of the Cuban and South African medical curricula, each of which is designed with a particular healthcare system in mind. Using the discrepancy theory of identity proposed by Higgins in 1987, we discuss the challenges experienced by the returning Nelson Mandela Fidel Castro Medical Collaboration students in terms of a potential crisis of identity and suggest interventions which may prove valuable in promoting academic success and successful integration. Though providing additional training to address the gap in skills and knowledge in returning students is an important part of their successful reintegration, this could be insufficient on its own and must be complemented by a range of measures designed to ameliorate the discrepancies in identity which arise from the transition from one educational model to another.

Full Text Available Historical studies of nature conservation and literary criticism of fiction concerned with the natural environment provide some pointers for the study of South African children’s literature in English. This kind of literature, in turn, has a contribution to make to studies of South African social history and literature. There are English-language stories, poems and picture books for children which reflect human interaction with nature in South Africa since early in the nineteenth century: from hunting, through domestication of the wilds, the development of scientific agriculture, and the changing roles of nature reserves, to modern ecological concern for the entire environment. Until late in the twentieth century the literature usually endorsed the assumption held by whites that they had exclusive ownership of the land and wildlife. In recent years English-language children’s writers and translators of indigenous folktales for children have begun to explore traditional beliefs about and practices in conservation.

Full Text Available There is currently no uniform social security dispute resolution system in South Africa due to the piecemeal fashion in which schemes were established or protection against individual risks regulated. The result is that each statute provides for its own dispute resolution institution(s and processes. There are also various gaps and challenges in the current social security dispute resolution systems, some of these relating to the uncoordinated and fragmented nature of the system; inaccessibility of some social security institutions; inappropriateness of some current appeal institutions; the lack of a systematic approach in establishing appeal institutions; a limited scope of jurisdiction and powers of adjudication institutions; inconsistencies in review and/or appeal provisions in various laws; an unavailability of alternative dispute resolution procedures; and an absence of institutional independence of adjudication institutions or forums. The system is therefore in need of reform. In developing an appropriate system, much can be learned from innovative experiences in comparative South African non-social security jurisdictions on the establishment of effective and efficient dispute resolution frameworks. Dispute resolution systems in the labour relations, business competition regulation and consumer protection jurisdictions have been established to realise the constitutional rights of their users (especially the rights of access to justice, to a fair trial and to just administrative action. They thus provide a benchmark for the development of the South African social security dispute resolution system.

Full Text Available Although the flora of Africa is rather poor in plant species when compared to the floras of Tropical America or South-east Asia, this vast continent is the home of a wide range of plants useful to Man. Many of these have become famous in cultivation around the world. Coffee now provides an important source of income for certain countries, and the Yams yield one of the world’s staple foods. The Oil Palm and Cola trees are widely cultivated in Africa itself and elsewhere. African Mahoganies and Ironwoods are much sought after timber trees of excellent quality. Numerous grasses and pulses are well-known for their food value, and some of the native Cucurbitaceae are appreciated additions to our vegetable diet. African plants have also made their contribution to horticulture, ranging from world-famous trees such as the African or Gabon Tulip tree and many of the South African species of Proteaceae to the multitude of East and South African succulents. The present paper provides a survey of the most important of these useful plants and will emphasize the need of further research for forestry and agricultural as well as horticultural purposes, especially as far as some still little-known but potentially important plants species are concerned.

In children, craniofacial changes due to facial growth complicate facial approximations and require specific knowledge of soft tissue thicknesses (STT). The lack of South African juvenile STT standards of particular age groups, sex and ancestry is problematic. According to forensic artists in the South African Police Service the use of African-American values to reconstruct faces of Black South African children yields poor results. In order to perform a facial approximation that presents a true reflection of the child in question, information regarding differences in facial soft tissue at different ages, sexes and ancestry groups is needed. The aims of this study were to provide data on STT of South African Black and Coloured children and to assess differences in STT with respect to age, sex and ancestry. STT was measured using cephalograms of South African children (n=388), aged 6-13 years. After digitizing the images, STT measurements were taken at ten mid-facial landmarks from each image using the iTEM measuring program. STT comparisons between groups per age, sex and ancestry were statistically analyzed. The results showed that STT differences at lower face landmarks are more pronounced in age groups per ancestry as opposed to differences per age and sex. Generally, an increase in STT was seen between 6-10 year old groups and 11-13 year old groups, regardless of ancestry and sex, at the midphiltrum, labiale inferius, pogonion, and beneath chin landmarks. This research created a reference dataset for STT of South African children of Black and Coloured ancestry per age and sex that will be useful for facial reconstruction/approximation of juvenile remains. The role of small satellites in the development of the South African space programme

In the 1990s a team of scientists and engineers at Stellenbosch University built the first South African satellite to fly in space, the 64-kg Sunsat. This university-based satellite programme took advantage of the skills and facilities developed in the previous South African space programme of the 1980s and early 1990s, which had developed a much larger satellite (Greensat), but was cancelled in the mid-1990s prior to launch. Sunsat incorporated a number of novel capabilities for a microsatellite platform, and interest was shown in these technologies by other groups developing similar satellites. As the University was not the ideal environment to develop the commercial potential of these microsatellite technologies, a company called Sunspace was later established, thus creating industrial capacity in South Africa in a niche area of space technology. This new industrial capability, together with the infrastructure from the previous space programme, have created a foundation upon which to build the new South African space programme. This paper discusses the historical, current and possible future roles of small satellites in the development of the South African space programme.

Evaluating research recruitment strategies to improve response rates amongst South African nurses

Research purpose: The aim of this study was to evaluate three research recruitment methods for their impact on recruitment and participation rates amongst South African nurses. Motivation for the study: A limited number of studies exist that formally evaluates different recruitment strategies to improve participation in research amongst nurses within developing contexts, especially South Africa. Research approach, design and method: Participants were recruited using three different methods. Of the 250 nurses randomly selected and invited to participate in a cross-sectional survey, 201 agreed and 162 (81% returned the questionnaires. Main findings: Nursing management participation in the recruitment and data collection process produces more favourable response rates. Reminders and the use of shorter questionnaires also aid higher response rates. Practical/managerial implications: Reminders as well as face-to-face recruitment strategies (especially by a familiar person successfully improved participation rates amongst South African nurses in this study. Contribution/value-add: This study identifies some strategies that could be used more widely to increase the recruitment and participation of South African nurses in research whilst potentially improving their work situation.

Full Text Available This paper examines the nexus of intelligence education and training from a South African perspective with the focus on current practices in light of the country’s transition towards democracy. A brief overview is provided on the history and development of the South African intelligence community with specific focus on the civilian intelligence services from the period prior 1994 to date (2015. The main focus, however, is on intelligence education that is currently available from training institutions and universities in South Africa as registered with the Department of Higher Education as well as private training institutions on the one hand, and the intelligence training practices within the statutory intelligence environment on the other. To this extent, the relations between academic institutions and the intelligence structures in terms of education and training within South Africa are perused against other practices within the African continent and internationally. The approaches to the study of intelligence are also addressed within this paper. Likewise, the how, what as well as to whom – pertaining to intelligence education and training availability and accessibility to students and practitioners within South Africa, is reviewed and analysed with the focus on making recommendations for the enhancement and improvement thereof to enable a focus on preparing the next generation of professional intelligence officers.

An estimated 27 million South Africans use indigenous medicines (Mander, 1997, Medicinal plant marketing and strategies for sustaining the plant supply in the Bushbuckridge area and Mpumalanga Province. Although herbal remedies are freely available in amayeza stores, or Xhosa chemists, for self-medication, little is known about the motivations of consumers. According to African belief systems, good health is holistic and extends to the person's social environment. The paper makes a distinction between traditional medicines which are used to enhance personal well-being generally and for cultural purposes, on the one hand, and medicines used to treat physical conditions only, on the other. Drawing on an eight-month study of Xhosa chemists in Eastern Cape Province, South Africa, in 1996, the paper identifies 90 medicines in stock which are used to enhance personal well-being. Just under one-third of all purchases were of medicines to enhance well-being. Remedies particularly popular included medicines believed to ward off evil spirits and bring good luck. The protection of infants with medicines which repel evil spirits is a common practice. Consumer behaviours indicate that the range of medicines available is increased by indigenisation of manufactured traditional medicines and cross-cultural borrowing. Case studies confirm that self- and infant medication with indigenous remedies augmented by indigenised medicines plays an important role in primary health care by allaying the fears and anxieties of everyday life within the Xhosa belief system. thereby promoting personal well-being.

Full Text Available This paper identifies the basic empirical characteristics and changes of the South African business cycle since 1960. As such, the paper examines changes in volatility as well as the co-movement between several national account variables and real GDP. To examine the co-movements the paper follows Kydland and Prescott, Gavin and Kydland as well as Bergman, Bordo and Jonung and uses correlation coefficients and Granger causality tests. Following Ramos, the paper extends the results of the Granger causality tests using variance decomposition analysis in the context of a VAR (vector auto regression to establish the contribution that selected national account variables make to the h-period-ahead forecast error variance of themselves and the other variables included in the VARs. The paper indicates that since 1994 volatility in the South African economy decreased significantly, while durable consumption appears to lead the business cycle.

According to de Klerk, the weapons were dismantled before South Africa signed the Nuclear Non-Proliferation Treaty on July 10, 1991. An evaluation of nasal bone and aperture shape among three South African populations.

Reliable and valid population specific standards are necessary to accurately develop a biological profile, which includes an estimation of peer-reported social identification (Hefner, 2009). During the last 300 years, colonialism, slavery and apartheid created geographic, physical and social divisions of population groups in South Africa. The purpose of this study was to evaluate variation in nasal bone and aperture shape in a modern population of black, white, and coloured South Africans using standard craniometric variables and geometric morphometrics, namely general Procrustes and elliptical Fourier analyses. Fourteen standard landmarks were digitally recorded or computationally derived from 310 crania using a 3D coordinate digitizer for discriminant function, principal components and generalized Procrustes analyses. For elliptical Fourier analysis, outlines of the nasal aperture were generated from standardized photographs. All classification accuracies were better than chance; the lowest accuracies were for coloured and the highest accuracies were for white South Africans. Most difficulties arose in distinguishing coloured and black South African groups from each other. Generally, misclassifications were noted between the sexes within each group rather than among groups, which suggests that sex has less influence on nasal bone and aperture shape than ancestry. Quantifiable variation in shape of the nasal aperture region between white and non-white South African groups was observed. Copyright © 2015 Elsevier Ireland Ltd. All rights reserved.

RECOUNTING STORIES IN SOUTH AFRICAN CHILD WELFARE

Full Text Available In order to proactively bring about change, it is critical in a post-apartheid context for South African social workers to appreciate how colonial and apartheid forces have shaped the inherited welfare priorities, structures, legislation, policies and practices. It is as necessary also to identify stories of resistance as these offer hope and alternative possibilities. Authors such as McKendrick (2001, Patel (2005 and Loffell (2000 have tracked many aspects of South African welfare history. In its submission to the Truth and Reconciliation Commission – a body set up to formally acknowledge past injustices with the goal of bringing about political reconciliation – the welfare sector set out how it had contributed to historical discrimination and wrongs (Truth and Reconciliation Commission, 1999. While these narratives provide the framework for the development of child welfare in South Africa, relatively little is known about its particular history, especially its earliest roots. Beukes and Gannon (1999 and Allsopp (2005 have attempted to explore the origins of that profession in the child and youth work field. Badroodien (2001 examined the extensive impact of one institution, the Ottery School of Industry, on “coloured” youths and their families. Scordillis and Becker (2005 recount briefly the history of adoption practice in South Africa. Some of the child welfare societies have been able to provide sketches of their agency history. Traditional medicine is an important aspect of healthcare delivery in South Africa and is used by at least 70% of the country's population. The trade in medicinal plants is a multi-million rand business which is a major driver for rural economies. However, the conditions in which these plant products are transported and stored make them prone to fungal contamination which results in economic losses to the traders and pose potential health hazards to consumers. Of major concern is the possible presence of toxigenic fungi and mycotoxins. This study assessed fungal and mycotoxin contamination of African herbal products sold in Cape Town and Tshwane (formerly Pretoria) in South Africa. Of the 16 samples analyzed, 15 were contaminated with at least one of these three fungal genera: Aspergillus, Fusarium, and Penicillium. Fumonisin B(1) was present in 13 of the samples in quantities ranging from 14 to 139 microg/kg (detection limit 5 microg/kg). None of the samples was contaminated with aflatoxigenic fungi or aflatoxin (detection limit 0.5 microg/kg). This is the first study to report on mycological and mycotoxin contamination of commercial traditional African medicines in South Africa. There is a need to expand the study to other urban centers to gain enough insight into this problem and then to intervene with measures that can protect the public from potential harm.

Professional psychology associations in South Africa have overtly and covertly furthered the aims of apartheid. Guidance about the ethical obligations of psychologists in the South African context has been singularly lacking, and as a result blacks have not been attracted to the profession of psychology in sufficient numbers to administer to psychological needs of the client population. The political dimension of psychological practice in South Africa needs to be addressed directly so that healing strategies relevant to the burgeoning racial conflict in South Africa can be implemented.
