Impact of gender on requests for ASGE leadership assignments.

Committee membership in gastroenterology national societies is considered prestigious, opening the door for leadership roles and professional advancement. Some have hypothesized that women ask for leadership opportunities less frequently than men. Our aim was to examine the gender representation of requests for placement on an American Society for Gastrointestinal Endoscopy (ASGE) committee. We analyzed deidentified records of all requests for assignment to ASGE committees from 2011 to 2014, including applicant's gender, prior service to ASGE, year of application, and whether the applicant was appointed. The primary outcome was the proportion of requests from women compared with the overall ASGE female membership. There were 513 requests for ASGE committee appointments; 101 (20%) were from women, exceeding the active ASGE female membership (15%; P = .004). Overall, the total number of committee requests increased over time from 89 to 195 (P = .08); the proportion of requests from women remained stable at 16% to 21% (P = .51). Compared with men, women were significantly less likely to have had previous ASGE service (28% vs 42%; P = .01) and more likely to have a statement of endorsement from a mentor (33% vs 24%; P = .06). The rate of appointment to a committee was 47% (95% confidence interval [CI], 41-52) overall, 42% (95% CI, 37-48) for male applicants, and 65% (95% CI, 54-76) for female applicants. Female gender (odds ratio [OR] 2.6; 1.5-4.5), endorsement from a mentor (OR 3.4; 2.1-5.6), and prior ASGE service (OR 2.3; 1.5-3.5) predicted committee appointment. For ASGE committee appointments, it appears that women who make requests are successful in receiving these appointments. Future work should evaluate requests and appointments by gender among other gastroenterology societies and explore whether service translates into leadership opportunities for women. The Service Review Committee (SRC) was established by the Board of the Faculty of Clinical Radiology in 2000. At the time, the RCR identified a clear need to respond appropriately and swiftly to requests for review of service provision in clinical radiology departments where trusts were concerned about standards or performance issues. It was recognized by the College that the poorly performing radiologist is often part of a department that is itself dysfunctional, and that sub-optimal performance may often reflect inadequate management, lack of support, overwhelming workload, or inadequate facilities. Following the completion of a range of service reviews during its first 6 years, the SRC recognized that among the reviews there were recurring themes and causes for poorly functioning departments. The committee felt it appropriate to share these with the wider radiological community. In doing so, it is hoped that other departments may recognize their own problems at an early stage and take appropriate steps to prevent any escalation of difficulties

In July 2011, in response to language in the Affordable Care Act (ACA) the Office of the Assistant Secretary for Planning and Evaluation of the US Department of Health and Human Services (HHS) tasked the Institute of Medicine (IOM) to develop a report on the clinical preventive services necessary for women. The committee proposed eight new clinical preventive service recommendations aimed at closing significant gaps in preventive healthcare. This article reviews the process, findings, and the implications for obstetrician gynecologists and other primary care clinicians. Obstetricians and gynecologists play a major role in delivering primary care to women and many of the services recommended by the Committee are part of the core set of obstetrics and gynecology services. The women's health amendment to the ACA (Federal Register, 2010) requires that new private health plans cover - with no cost-sharing requirements - preventive healthcare services for women. Congress requested that a review be conducted to ascertain whether there were any additional needed preventive services specific to women's health that should be included. The IOM Committee on Preventive Services for Women recommended eight clinical measures specific to women's health that should be considered for coverage without co-payment. The US Department of HHS reviewed and adopted these recommendations, and, as a result, new health plans will need to include these services as part of insurance policies with plan years beginning on or after 1 August 2012. The authors discuss the implications of the IOM recommendations on practicing clinicians and on their potential impact on women's health and well being.

The aim of the article, based on field data collected from a continuing education program for primary health clinic administrators, was to analyze the functioning of a health service management strategy called "management committees". Different meanings and operational modalities emerged in the committees. Various antimonies appeared in the way the committees operate (autonomy versus heteronomy, reproduction of "instituted" versus "instituting" processes, and communicative versus instrumental reasoning), thus reflecting the level of complexity in this management mechanism. Healthcare provision per se by the clinics only appeared occasionally on the committees' agenda, which mainly focused on administrative issues. The article suggests that further research is needed on the coordinator's involvement in the field of forces constituting the management committee, besides developing pedagogical strategies to support the clinic coordinators and health teams in building the committees. The primary data were submitted to an epistemological discussion anchored in the idea of double hermeneutics, multiple validation of research results, and the relationship between theory and practice.

The evolution of software architectures led to the rising importance of the Service Oriented Architecture (SOA) concept. Persistent identifiers for web service requests relying on a provenance ontology design pattern

Delivering provenance information for datasets produced from static inputs is relatively straightforward: we represent the processing actions and data flow using provenance ontologies and link to stored copies of the inputs stored in repositories. If appropriate detail is given, the provenance information can then describe what actions have occurred (transparency) and enable reproducibility. When web service-generated data is used by a process to create a dataset instead of a static inputs, we need to use sophisticated provenance representations of the web service request as we can no longer just link to data stored in a repository. A graph-based provenance representation, such as the W3C's PROV standard, can be used to model the web service request as a single conceptual dataset and also as a small workflow with a number of components within the same provenance report. This dual representation does more than just allow simplified or detailed views of a dataset's production to be used where appropriate. It also allow persistent identifiers to be assigned to instances of a web service requests, thus enabling one form of dynamic data citation, and for those identifiers to resolve to whatever level of detail implementers think appropriate in order for that web service request to be reproduced. In this presentation we detail our reasoning in representing web service requests as small workflows. In outline, this stems from the idea that web service requests are perdurant things and in order to most easily persist knowledge of them for provenance, we should represent them as a nexus of relationships between endurant things, such as datasets and knowledge of particular system types, as these endurant things are far easier to persist. We also describe the ontology design pattern that we use to represent workflows in general and how we apply it to different types of web service requests. Accreditation of diagnostic imaging services in developing countries.

In recent decades, medical imaging has experienced a technological revolution. After conducting several surveys to assess the quality and safety of diagnostic imaging services in Latin America and the Caribbean, the Pan American Health Organization (PAHO) developed a basic accreditation program that can be implemented by the ministry of health of any developing country. Patterned after the American College of Radiology's accreditation program, the PAHO program relies on a national accreditation committee to establish and maintain accreditation standards. The process involves a peer review evaluation of: (1) imaging and processing equipment, (2) physician and technologist staff qualifications, (3) quality control and quality assurance programs, and (4) image quality and, where applicable, radiation dose. Public and private conventional radiography/fluoroscopy, mammography, and ultrasound services may request accreditation. The radiography/fluoroscopy accreditation program has three modules from which to choose: chest radiography, general radiography, and fluoroscopy. The national accreditation committee verifies compliance with the standards. On behalf of the ministry of health, the accreditation committee also issues a three-year accreditation certificate. As needed, the accreditation committee consults with foreign technical and clinical experts.

These processes aim to enhance CORBA's value and provide interoperability for specific vertical industries. At the Orlando meeting, the Domain Technology Committee issued the following requests to industry: Telecom Wireless Access Request For Information (RFI); Statistics RFI; Clinical Image Access Service Request For Proposal (RFP); Distributed Simulation Request For Comment (RFC). The newly-formed Statistics group at OMG plans to standarize interfaces for Statistical Services in CORBA, and their RFI, to which any person or company can respond, asks for input and guidance as they start this work which will impact the broad spectrum of industries and processes which use statistics. The Clinical Image Access Service will standarize access to important medical images including digital x-rays, MRI scans, and other formats. This software provides a new set of capabilities for the Mars Relay Operations Service (MaROS) in support of Strategic and Tactical relay, including a highly interactive relay request Web user interface, mission control over relay planning time periods, and mission management of allowed strategic vs. tactical request parameters. Together, these new capabilities expand the scope of the system to include all elements critical for Tactical relay operations. Planning of replay activities spans a time period that is split into two distinct phases. The first phase is called Strategic, which begins at the time that relay opportunities are identified, and concludes at the point that the orbiter generates the flight sequences for on board execution. Any relay request changes from this point on are called Tactical. Tactical requests, otherwise called Orbit - er Relay State Changes (ORSC), are highly restricted in terms of what types of changes can be made, and the types of parameters that can be changed may differ from one orbiter to the next. For example, one orbiter may be able to delay the start of a relay request, while another may not. The legacy approach to ORSC management involves exchanges of e-mail with "requests for change" and "acknowledgement of approval," with no other tracking of changes outside of e-mail folders. MaROS Phases 1 and 2 provided the infrastructure for strategic relay for all supported missions. This new version, 3.0, introduces several capabilities that fully expand the scope of the system to include tactical relay. One new feature allows orbiter users to manage and "lock" Planning Periods, which allows the orbiter team to formalize the changeover from Strategic to Tactical operations. Another major feature allows users to interactively submit tactical request changes via a Web user interface. Full Text Available The review of requests for a positive opinion of the ethics committees (application procedure as a requirement to start a clinical trial in Germany has been completely redesigned with the transposition of EU Directive 2001/20/EC in the 12th Amendment of the German Medicines Act in August 2004. The experience of applicants (sponsors, legal representatives of sponsors in the EU and persons or organizations authorized by the sponsors to make the application, respectively in terms of interactions with the ethics committees in Germany has been positive overall, especially with respect to ethics committee adherence to the statutory timelines applicable for review of requests. However, inconsistencies between ethics committees exist in terms of the form and content of the requirements for application documents and their evaluation.With the objective of further improving both the quality of applications and the evaluation of those applications by ethics committees, a survey among members of the German Association of Research-Based Pharmaceutical Companies (VFA was conducted from January to April 2008. Based on reasoned opinions issued by the respective ethics committee in charge of the coordinating principal investigator (coordinating ethics committee, the type and frequency of formal and content-related objections to applications according to § 7 of the German Good Clinical Practice (GCP Regulation were systematically documented, and qualitative and quantitative analyses performed. 21 out of 44 members of the VFA participated in the survey. 288 applications for Phase I–IV studies submitted between January and December 2007 to 40 ethics committees were evaluated.This survey shows that about one in six applications is incomplete and has formal and/or content objections, respectively, especially those that pertain to documents demonstrating the qualification of the investigator and/or suitability of the facilities. COSMO-SkyMed is a dual-use program for both civilian and defense provides user community (institutional and commercial) with SAR data in several environmental applications. In the context of COSMO-SkyMed data and User management, one of the aspects carefully monitored is the user satisfaction level, it is links to satisfaction of submitted user requests. The operational experience of the first years of operational phase, and the consequent lessons learnt by the COSMO-SkyMed data and user management, have demonstrated that a lot of acquisition rejections are due to conflicts (time conflicts or system conflicts) among two or more civilian user requests, and they can be managed and solved implementing an improved coordination of users and their requests on a daily basis. With this aim a new Service Support Tool (SST) has been designed and developed to support the operators in the User Request coordination. The Tool allow to analyze conflicts among Acquisition Requests (ARs) before the National Rankization phase and to elaborate proposals for conflict resolution. In this paper the most common causes of the occurred rejections will be showed, for example as the impossibility to aggregate different orders, and the SST functionalities will be described, in particular how it works to remove or minimize the conflicts among different orders.

Published by the ANCCLI scientific committee, this report comments and sometimes criticizes the content of a modification request file proposed by EDF for the Fessenheim nuclear power plant. After some comments on the legal procedure regarding these modifications, the three proposed modifications are analysed and discussed. They concern the possibility of using ethanolamine for the conditioning of the secondary circuit, the evolution of limits adopted for water takings, thermal releases and releases of liquid and gaseous (chemical and radioactive) effluents, and the dredging of the head-race canal and the cleaning of water rivulets and 'JPD' cavities. For each of these modifications, the report presents the origin of releases or the parameter function which is the matter of the request, present limits, returns on experience if available, and requests for new limits. This study aimed to verify the performance of blood transfusion committees in transfusion services linked to the public blood bank network of the state of Minas Gerais. A cross-sectional observational study was conducted between 2007 and 2008 using questionnaires and proficiency tests to evaluate the reporting and investigation of transfusion reactions comparing transfusion services with and without transfusion committees in the public transfusion services of the state of Minas Gerais. Nineteen of Hemominas own transfusion services and 207 that contracted the services of the foundation located in 178 municipalities were visited between 2007 and 2008. Established transfusion committees were present in 63.4% of the services visited. Transfusion incidents were reported by 53 (36.8%) transfusion services with transfusion committees and by eight (9.6%) without transfusion committees (p < 0.001) with 543 (97.5%) and 14 (2.5%) notifications, respectively. Of the reported transfusion incidents, 40 (75.5%) transfusion services with transfusion committees and only two (25%) of those without transfusion committees investigated the causes. The incidence of notification and investigation of the causes of transfusion reactions was higher in transfusion services where a transfusion committee was present. Despite these results, the performance of these committees was found to be incipient and a better organization and more effective operation are required.

The nuclear data center of Japan Atomic Energy Research Institute (JAERI/NDC) is playing the role of Japanese domestic nuclear data center and gateway to foreign data centers. As the domestic nuclear data center, activities of JAERI/NDC are 1) compiling the Japanese Evaluated Nuclear Data Library (JENDL) for both general and special purposes, 2) importing and exporting nuclear data, 3) nuclear data services for the domestic users, and 4) organizing japanese Nuclear Data Committee (JNDC) as a secretariat. Compiled JENDL General Purpose Files up to now are JENDL-1, 2, 3, 3.1 and 3.2. The data for 340 nuclei in the energy range from 10 -5 eV to 20 MeV are available in JENDL-3.2. JENDL Special Purpose Files were also prepared in order to meet the requests from the specified application fields. JNDC has about 140 members. JNDC consists of Main Committee, Steering Committee, Subcommittee on Nuclear Data, Subcommittee on Reactor Constants, Subcommittee on Nuclear Fuel Cycle and Standing Groups. Above subcommittees are performing essential evaluation for the files described above, checking the JENDL files through the benchmark and integral testing as well as considering the standard group constant, and considering about evaluation of decay heat and nuclide generation/depletion and fission product yields. Embryo-fetal experimentation is intuitively associated with a therapeutic intent, according to a consolidated line of thought on the international and national levels. We report on a researcher's request for Ethics Committee approval to perform intrauterine transplantation of stem cells via cordocentesis on a fetus diagnosed with dystrophic epidermolysis bullosa, using stem cells obtained from a sibling's umbilical cord blood. The Ethics Committee rejected the request because of deontological issues and clinical judgments about the potential good to be derived from the procedure. In particular, in this case there was no preclinical or animal research on the procedure, the risk factors for mother and fetus were unknown, there was no way to guarantee compliance with Italian laws regarding safety and quality of the donor cells, and there was lack of clear informed consent.

A web service is an interface of the software component that can be accessed by standard Internet protocols. The web service technology enables an application to application communication and interoperability. The increasing number of web service providers throughout the globe have produced numerous web services providing the same or similar functionality. This necessitates the use of tools and techniques to search the suitable services available over the Web. UDDI (universal description, discovery and integration) is the first initiative to find the suitable web services based on the requester's functional demands. However, the requester's requirements may also include non-functional aspects like quality of service (QoS). In this paper, the authors define a QoS model for QoS aware and business driven web service publishing and selection. The authors propose a QoS requirement format for the requesters, to specify their complex demands on QoS for the web service selection. The authors define a tree structure called quality constraint tree (QCT) to represent the requester's variety of requirements on QoS properties having varied preferences. The paper proposes a QoS broker based architecture for web service selection, which facilitates the requesters to specify their QoS requirements to select qualitatively optimal web service. A web service selection algorithm is presented, which ranks the functionally similar web services based on the degree of satisfaction of the requester's QoS requirements and preferences. The paper defines web service provider qualities to distinguish qualitatively competitive web services. The paper also presents the modelling and selection mechanism for the requester's alternative constraints defined on the QoS. The authors implement the QoS broker based system to prove the correctness of the proposed web service selection mechanism.

We have recently commenced the campaign to develop an interface where users can issue requests for WoT apps entirely in natural language. This requires an effort to build a system that can learn to identify relevant WoT functions that fulfill user's requests. In our preceding work, we trained a supervised learning system with thousands of publicly-available IFTTT app recipes based on conditional random fields (CRF. However, the sub-par accuracy and excessive training time motivated us to devise a better approach. In this paper, we present a novel solution that creates a separate learning engine for each trigger service. With this approach, parallel and incremental learning becomes possible. For inference, our system first identifies the most relevant trigger service for a given user request by using an information retrieval technique. Then, the learning engine associated with the trigger service predicts the most likely pair of trigger and action functions. We expect that such two-phase inference method given parallel learning engines would improve the accuracy of identifying related WoT functions. We verify our new solution through the empirical evaluation with training and test sets sampled from a pool of refined IFTTT app recipes. We also meticulously analyze the characteristics of the recipes to find future research directions.

Full Text Available Pharmacists, more than drug producer, is being a co-responsible for drug therapy and promoter of the rational use of medicines, enhancing their role. Appearance of a new philosophy, pharmaceutical care, came to organize, enhance and allowing this new role of the pharmacist in primary health care. Objectives of the present study were to determine the existence and to characterize the request for pharmaceutical care services and to assess the wiliness to pay for these services in a privately owned community pharmacy. An interview following a check-list was used by researchers to gather data. In 236 interviewed customers, 88.1% did not know the term ‘pharmaceutical care’, 67.2% showed to be interested on the service. Regarding the wiliness to pay, 39.9% conditioned it to the amount, and 10.1% stated that they would pay for the service. This allows us to conclude than in this setting, a demand existed, what allows repeating this survey in other settings, what lead us to the necessity of defining a standard of practice in Brazil, and in the rest of the world, to provide care to those who need it.

WRENDA 83/84 is the eighth edition of the World Request List for Nuclear Data. This list is produced from a computer file of nuclear data requests, maintained by the Nuclear Data Section of the International Atomic Energy Agency (IAEA). The requests are provided by official bodies, such as national nuclear data committees, through four regional data centers serving all Member States of the IAEA. Each request included indicates: that the estimated accuracy of the nuclear data available does not satisfy the requirements encountered, and that, consequently, new data measurements and/or data evaluations with improved accuracy are highly desirable. Early integration of palliative care (PC) is recommended. The determination of predictors for patients' request for PC may guide implementation in clinical practice. Toward this end, we analyzed the symptom burden and distress of cancer patients in outpatient care and examined their need and request for PC. Between October 2013 and March 2016, 705 patients receiving outpatient cancer treatment took part in the survey. We used the new MInimal DOcumentation System to detect symptom clusters. Additionally, patients' request for palliative and psychosocial support was assessed. Groups of patients with PC request were compared to patients without PC request regarding their symptom clusters. Logistic regression analysis was applied to discover significant predictors for the requested inclusion of PC. A total of 159 patients (25.5%) requested additional support by PC. Moderate and severe tiredness (40.3%), weakness (37.9%), pain (25.0%), loss of appetite (22.3%), and dyspnea (19.1%) were the most frequent symptoms. The group of patients requesting PC differed significantly in terms of pain, nausea, dyspnea, constipation, weakness, loss of appetite, tiredness, depression, and anxiety from patients without request for PC (p < .01). The perceived need for PC was identified by the significant predictors "depression," "anxiety," and "weakness" with an explained variance of 22%. Combining a standardized screening questionnaire and the assessment of patients' request for PC allows systematic monitoring for patients' need for PC in a large Medical Oncology clinic. Depression, anxiety, and weakness are predictors of requesting PC service by patients receiving outpatient cancer treatment.

The aim of the meeting was to review the activities of the Nuclear Data Section (NDS) covering the period 2002-2003, to evaluate the NDS program of work for the two-year period of 2004-2005, and to advise on future activities (2006-2007). The presentations and deliberations in plenary and working group sessions led to many conclusions and recommendations which are given in the full report of the meeting. Conclusions of particular significance have been: Specific nuclear data compilation activities undertaken by NDS are unique. INDC members appreciated that more attention is now being devoted to the compilation of charged-particle data for EXFOR. The Committee recommends to consider further improved methods or data storage and compilation for EXFOR. Furthermore, as a result of recent geopolitical changes, especially in Europe, the relevant IAEA and NEA responsibilities need to be slightly readjusted. The Committee took note that the data dissemination and international co-ordination of data exchange represent the most important components of NDS activities, and that improvement of services has always been the top priority. The co-ordination role of NDS for NRDC and NSDD is highly appreciated, and should be further strengthened. The Committee noted with satisfaction that the data dissemination services of NDS are utilized by scientists working in all parts of the world. These requests pertain to data for all branches of nuclear applications. INDC members appreciated that continued efforts are underway in the NDS to update the general purpose libraries. The Committee finds it important that the NDS continues to maintain and update the photonuclear, RIPL, cross-section standards and FENDL-2 libraries (considering that the latter is the Reference Library for the ITER project). The Committee members briefly described on-going nuclear data projects in their countries/regions, and also spelt out nuclear data requirements in various fields. While most of these needs are

These groups generally have not operated in concert with each other and, prior to the establishment of CAMOS, there was no single committee or organization that accepted the responsibility of monitoring the continuing development and assessing the general public health of the field as a whole. CAMOS has accepted this responsibility and currently provides a focus for the AMO community that is unique and essential. The membership of CAMOS is drawn from research laboratories in universities, industry, and government. Areas of expertise on the committee include atomic physics, molecular science, and optics. A special effort has been made to include a balanced representation from the three subfields. (A roster is attached.) CAMOS has conducted a number of studies related to the health of atomic and molecular science and is well prepared to response to requests for studies on specific issues. The Rare Isotope Science Assessment Committee (RISAC) was convened by the National Research Council in response to an informal request from the DOE's Office of Nuclear Physics and the White House Office of Management and Budget. The charge to the committee is to examine and assess the broader scientific and international contexts of a U.S.-based rare-isotope facility. The committee met for the first time on December 16-17, 2005, in Washington, DC, and held three subsequent meetings. The committee's's final report was publicly released in unedited, prepublication form on Friday, December 8, 2006. The report was published in full-color by the National Academies Press in April 2007. Copies of the report were distributed to key decision makers and stakeholders around the world.

Full Text Available This study aimed: 1 study the present state and adverse conditions of administration with the participation of the basic education in schools. 2 Development of a participatory Management approach of the Committee for Basic Education school under the Nongbualamphu Primary Educational Service Area Office 2. Split data into 2 phases. Phase 1: The sample used for this research consisted of 128 members of the committee on basic education in school under the Nongbualamphu Primary Educational Service Area Office 2. Selected by using stratified random sampling. Instruments used included a set of rating scale questionnaires. Phase 2: Data from the interviews using a structured questionnaire and focus group discussion. The basic statistics used for analyzing the collected data were percentage, means and standard deviation. The results of this study were as follows: 1. On the present state administration with the participation of the basic education commission in schools underunder the Nongbualamphu Primary Educational Service Area Office 2 overall participation in management is moderate. Considering the individual aspects, found that the academic administration overall participation in management and budget management were moderate. The personnel management and general and administrative overall participation in management at a high level. 2. Adverse conditions of administration with the participation of the school board for basic education in schools underunder the Nongbualamphu Primary Educational Service Area Office 2 overall in a high level. Journal of the Canadian Health Libraries Association, 37(1, 6-11. http://dx.doi.org/10.5596/c16-009 Abstract Objective – To analyze article sharing requests for health sciences literature on Twitter, received through the #icanhazpdf protocol. Design – Social media content analysis. Setting – Twitter. Subjects – 302 tweets requesting health sciences articles with the #icanhazpdf tag. Methods – The authors used a subscription service called RowFeeder to collect public tweets posted with the hashtag #icanhazpdf between February and April 2015. Rowfeeder recorded the Twitter user name, location, date and time, URL, and content of the tweet. The authors excluded all retweets and then each reviewed one of two sets. They recorded the geographic region and affiliation of the requestor, whether the tweet was a request or comment, type of material requested, how the item was identified, and if the subject of the request was health or non-health. Health requests were further classified using the Scopus subject category of the journal. A journal could be classified with more than one category. Any uncertainties during the coding process were resolved by both authors reviewing the tweet and reaching a consensus. Main results – After excluding all the retweets and comments, 1079 tweets were coded as heath or non-health related. A final set of 302 health related requests were further analyzed. Almost all the requests were for journal articles (99%, n=300. The highest-ranking subject was medicine (64.9%, n=196, and the lowest was dentistry (0.3%, n=1. This paper was written to introduce methods of using the research ethics committee (RES) from requesting the initial review to reporting the close-out for nursing researchers. General ethical principles were described by reviewing the 'Bioethics and Safety Act' and other related guidelines, and constructing some questions and answers. The results were composed of three parts; definition of RES, steps in using RES, and archiving. The 7 steps for using RES were; identifying whether the study needed to be reviewed, by the RES identifying whether the study could be exempted, requesting the initial review after preparing documents, requesting the re-review, requesting an amendment review, requesting a continuing review and reporting the close-out. Nursing researchers need to receive RES approval before starting nursing research involving human subjects. Nursing researchers are urged to use the steps reported in this paper to receive RES approval easily and quickly.

Clinical ethics committees have recently been established in nearly all Norwegian hospital trusts. One important task for these committees is clinical ethics consultations. This qualitative study explores significant barriers confronting the ethics committees in providing such consultation services. The interviews with the committees indicate that there is a substantial need for clinical ethics support services and, in general, the committee members expressed a great deal of enthusiasm for the committee work. They also reported, however, that tendencies to evade moral disagreement, conflict, and 'outsiders' are common in the hospitals. Sometimes even the committees comply with some of these tendencies. The committees agree that there is a need to improve their routines and procedures, clarify the committees' profile and field of responsibility, to make the committees well-known, to secure adequate operating conditions, and to develop organizational integration and support. Various strategies to meet these challenges on a local, regional or national level are also explored in this paper.

The paper concerns a new research area that is Quality of Web Service (QoWS). The need for QoWS is motivated by a still growing number of Internet users, by a steady development and diversification of Web services, and especially by popularization of e-commerce applications. The goal of the paper is a critical analysis of the literature concerning scheduling algorithms for e-commerce Web servers. The paper characterizes factors affecting the load of the Web servers and discusses ways of improving their efficiency. Crucial QoWS requirements of the business Web server are identified: serving requests before their individual deadlines, supporting user session integrity, supporting different classes of users and minimizing a number of rejected requests. It is justified that meeting these requirements and implementing them in an admission control (AC) and scheduling algorithm for the business Web server is crucial to the functioning of e-commerce Web sites and revenue generated by them. The paper presents results of the literature analysis and discusses algorithms that implement these important QoWS requirements. The analysis showed that very few algorithms take into consideration the above mentioned factors and that there is a need for designing an algorithm implementing them.

The development of recommendations for physicians, nurse practitioners, and nutritionists to guide the evaluation and treatment of overweight children and adolescents. The Maternal and Child Health Bureau, Health Resources and Services Administration, the Department of Health and Human Services convened a committee of pediatric obesity experts to develop the recommendations. The Committee recommended that children with a body mass index (BMI) greater than or equal to the 85th percentile with complications of obesity or with a BMI greater than or equal to the 95th percentile, with or without complications, undergo evaluation and possible treatment. Clinicians should be aware of signs of the rare exogenous causes of obesity, including genetic syndromes, endocrinologic diseases, and psychologic disorders. They should screen for complications of obesity, including hypertension, dyslipidemias, orthopedic disorders, sleep disorders, gall bladder disease, and insulin resistance. Conditions that indicate consultation with a pediatric obesity specialist include pseudotumor cerebri, obesity-related sleep disorders, orthopedic problems, massive obesity, and obesity in children younger than 2 years of age. Recommendations for treatment evaluation included an assessment of patient and family readiness to engage in a weight-management program and a focused assessment of diet and physical activity habits. The primary goal of obesity therapy should be healthy eating and activity. The use of weight maintenance versus weight loss to achieve weight goals depends on each patient's age, baseline BMI percentile, and presence of medical complications. The Committee recommended treatment that begins early, involves the family, and institutes permanent changes in a stepwise manner. Parenting skills are the foundation for successful intervention that puts in place gradual, targeted increases in activity and targeted reductions in high-fat, high-calorie foods. The objective of this article is to compare various ethical issues considered by social scientists and research ethics committees in the evaluation of mental health social research protocols. We contacted 47 social scientists and 10 members of ethics committees in Mexico with two electronic national surveys that requested information from both groups related to the application of ethical principles in mental health social research. The results showed no significant difference between these groups in the value placed on the ethical issues explored. Based on this finding, we make proposals to strengthen the collaboration between the two groups.

In 1995 the Technical Committee TC88 of the International Electrotechnical Commission decided to start a new work item, namely to prepare a standard for the certification procedures for wind turbines with respect to safety, performance, interaction with the public grid, environmental requirements and the documentation requested by the certification bodies. The purpose was to provide a common basis for certification of wind turbines, including a basis for accreditation of certification bodies and mutual recognition of certificates. A working group (WG9) was created to prepare a committee draft. WG9 submitted the result late in 1998 to TC88. This paper presents the committee draft Standard, which defines a certification system for Wind Turbine Generator Systems. Full Text Available Subject of Research.The paper deals with analysis of the effectiveness of redundant queries based on untrusted computing in computer systems, represented by multi-channel queuing systems with a common queue. The objective of research is the possibility of increasing the efficiency of service requests while performing redundant copies of requests in different devices of a multi-channel system under conditions of calculations unreliability. The redundant service of requests requires the infallibility of its implementation at least in one of the devices.Method. We have considered estimation of the average time spent in the system with and without the use of redundant requests at the presentation of a simple queuing model of the M / M / n type to analyze the effectiveness of redundant service of requests. Presented evaluation of the average waiting time in the redundant queries is the upper one, since it ignores the possibility of reducing the average waiting time as a result of the spread of the probability of time querying at different devices. The integrated efficiency of redundant service of requests is defined based on the multiplicative index that takes into account the infallibility of calculations and the average time allowance with respect to the maximum tolerated delay of service. Evaluation of error-free computing at reserved queries is received at the requirement of faultless execution of at least one copy of the request. Main Results. We have shown that the reservation of requests gives the gain in efficiency of the system at low demand rate (load. We have defined the boundaries of expediency (efficiency for redundant service of requests. We have shown the possibility of the effectiveness increasing of the adaptive changes in the multiplicity of the reservation of requests, depending on the intensity of the flow of requests. Affordability as a discursive accomplishment in a changing National Health Service.

Health systems worldwide face the challenges of rationing. The English National Health Service (NHS) was founded on three core principles: universality, comprehensiveness, and free at the point of delivery. Yet patients are increasingly hearing that some treatments are unaffordable on the NHS. We considered affordability as a social accomplishment and sought to explore how those charged with allocating NHS resources achieved this in practice. We undertook a linguistic ethnography to examine the work practices of resource allocation committees in three Primary Care Trusts (PCTs) in England between 2005 and 2012, specifically deliberations over 'individual funding requests' (IFRs)--requests by patients and their doctors for the PCT to support a treatment not routinely funded. We collected and analysed a diverse dataset comprising policy documents, legal judgements, audio recordings, ethnographic field notes and emails from PCT committee meetings, interviews and a focus group with committee members. We found that the fundamental values of universality and comprehensiveness strongly influenced the culture of these NHS organisations, and that in this context, accomplishing affordability was not easy. Four discursive practices served to confer legitimacy on affordability as a guiding value of NHS health care: (1) categorising certain treatments as only eligible for NHS funding if patients could prove 'exceptional' circumstances; (2) representing resource allocation decisions as being not (primarily) about money; (3) indexical labelling of affordability as an ethical principle, and (4) recontextualising legal judgements supporting refusal of NHS treatment on affordability grounds as 'rational'. The overall effect of these discursive practices was that denying treatment to patients became reasonable and rational for an organisation even while it continued to espouse traditional NHS values. Since 1970, Revista Médica de Chile applies the peer review system as a main step in the selection and improvement of the manuscripts to be published. Over 150 experts participate in this process annually, reviewing up to 5 manuscripts per year. The final decision with regards to to the acceptability of a manuscript remains a responsibility of the Editor. The reviewers are selected by the Editor and his Associates among clinical investigators, prominent subspecialits and basic scientists, according to the nature of the manuscript. Most of them work in Chile. Their names are published and their confidential work is acknowledged in a special chronicle published in the Revista once a year. A small number of these reviewers appears in every issue of the journal identified as Members of its Editorial Advisory Committee. They have been selected by the Editors among those reviewers who deal with a greater number of manuscripts and also those experienced specialists whose opinion is requested when an exceptional conflict of opinions is raised by the authors and their reviewers. The IEC, founded in 1906, is an independent international standards organization. Its standardization work deals with almost all branches of electrotechnology in the electrotechnical, electronical and data-processing field, covering all applications, as for example telecommunications and nuclear energy. The IEC Central Office is situated in Geneva (Switzerland). The Technical Committee No. 45 was set up in 1960 at the IEC general meeting in New Delhi, with the scope as given in the IEC Directory. Its revised scope is under consideration in the Committee of Action of the IEC and reads: ''To prepare international standards relating to electrical and electronic equipment and systems specific to nuclear applications''. The chart shows the organigram of the Technical Committee which comprises about 75 experts in the nuclear field from about 20 industrial countries. We can see here the standard diagram of a Technical Committee with its Sub-committees and Working Groups. The meetings are held in a member country at the request of its National Committee. One shows the places of the plenary meetings of TC 45 as well as the meetings of its Sub-committees and their Working Groups held till now. The Technical Committee 45 has in addition to its seven Working Groups also two Sub-committees having several further Working Groups of their own. The Sub-committee 45 A ''Reactor Instrumentation''. Most current astronomical archive services are based on an HTML/ CGI architecture where users submit HTML forms via a browser and CGI programs operating under a web server process the requests. Most services return an HTML result page with URL links to the result files or, for longer jobs, return a message indicating that email will be sent when the job is done. This paradigm has a few serious shortcomings. First, it is all too common for something to go wrong and for the user to never hear about the job again. Second, for long and complicated jobs there is often important intermediate information that would allow the user to adjust the processing. Finally, unless some sort of custom queueing mechanism is used, background jobs are started immediately upon receiving the CGI request. When there are many such requests the server machine can easily be overloaded and either slow to a crawl or crash. Request Object Management Environment (ROME) is a collection of middleware components being developed under the National Virtual Observatory Project to provide mechanism for managing long jobs such as computationally intensive statistical analysis requests or the generation of large scale mosaic images. Written as EJB objects within the open-source JBoss applications server, ROME receives processing requests via a servelet interface, stores them in a DBMS using JDBC, distributes the processing (via queuing mechanisms) across multiple machines and environments (including Grid resources), manages realtime messages from the processing modules, and ensures proper user notification. The request processing modules are identical in structure to standard CGI-programs -- though they can optionally implement status messaging -- and can be written in any language. ROME will persist these jobs across failures of processing modules, network outages, and even downtime of ROME and the DBMS, restarting them as necessary.

The Information Technology (IT) and the General Services (GS) departments at CERN have decided to combine their extensive experience in support for IT and non-IT services towards a common goal – to bring the services closer to the end user based on Information Technology Infrastructure Library (ITIL) best practice. The collaborative efforts have so far produced definitions for the incident and the request fulfilment processes which are based on a unique two-dimensional service catalogue that combines both the user and the support team views of all services. After an extensive evaluation of the available industrial solutions, Service-now was selected as the tool to implement the CERN Service-Management processes. The initial release of the tool provided an attractive web portal for the users and successfully implemented two basic ITIL processes; the incident management and the request fulfilment processes. It also integrated with the CERN personnel databases and the LHC GRID ticketing system. Subsequent releases continued to integrate with other third-party tools like the facility management systems of CERN as well as to implement new processes such as change management. Independently from those new development activities it was decided to simplify the request fulfilment process in order to achieve easier acceptance by the CERN user community. We believe that due to the high modularity of the Service-now tool, the parallel design of ITIL processes e.g., event management and non-ITIL processes, e.g., computer centre hardware management, will be easily achieved. This presentation will describe the experience that we have acquired and the techniques that were followed to achieve the CERN customization of the Service-Now tool.

This addendum provides additional information and clarification requested by the SPS Committee in response to our previously submitted Beam Time Request (CERN-SPSC-2017-031 [SPSC-P-356]). The ARIADNE research programme is based around developing an optical readout system for use in LAr TPC detectors, which could potentially have a number of benefits over the currently used segmented anode planes - particularly in matters of scalability for future kilo-tonne scale detectors, ease of installation, use and maintenance, and reconstruction resolution. As detailed in our previously submitted Letter of Intent (CERN-SPSC-2016-008 [SPSC-I-244]), ARIADNE itself is a 1-tonne, two-phase LAr TPC detector, designed and built at the University of Liverpool, which uses an array of EMCCD cameras as its optical readout system, alongside PMTs for scintillation light observation and a segmented THGEM for charge readout.

With the rapid development of electronic business, Web services have attracted much attention in recent years. Enterprises can combine individual Web services to provide new value-added services. An emerging challenge is the timely discovery of close matches to service requests among large service pools. In this study, we first define a new semantic similarity measure combining functional similarity and process similarity. We then present a service discovery mechanism that utilises the new semantic similarity measure for service matching. All the published Web services are pre-grouped into functional clusters prior to the matching process. For a user's service request, the discovery mechanism first identifies matching services clusters and then identifies the best matching Web services within these matching clusters. Experimental results show that the proposed semantic discovery mechanism performs better than a conventional lexical similarity-based mechanism.

This study aimed to qualitatively explore medical students' reasons for suspending, or thinking of suspending, their studies and the types of support services they request. Data were collected through an anonymous online survey. Medical students' responses to open-ended questions were analyzed thematically. Responses were received from 475 students. Financial problems, doubts as to whether medicine was the right vocation, and depression were the most commonly reported themes. Students endorsed a wide range of other pressures and concerns, barriers to obtaining assistance, and also suggested solutions and services to address their concerns. Medical students' financial concerns and potential depressive symptoms should be addressed by university and faculty support services. Government financial support mechanisms for students should also be reviewed. Students' suggestions of the types of services and their location must be borne in mind when allocating resources.

Human research ethics committees in technical universities.

Human research ethics has developed in both theory and practice mostly from experiences in medical research. Human participants, however, are used in a much broader range of research than ethics committees oversee, including both basic and applied research at technical universities. Although mandated in the United States, the United Kingdom, Canada, and Australia, non-medical research involving humans need not receive ethics review in much of Europe, Asia, Latin America, and Africa. Our survey of the top 50 technical universities in the world shows that, where not specifically mandated by law, most technical universities do not employ ethics committees to review human studies. As the domains of basic and applied sciences expand, ethics committees are increasingly needed to guide and oversee all such research regardless of legal requirements. We offer as examples, from our experience as an ethics committee in a major European technical university, ways in which such a committee provides needed services and can help ensure more ethical studies involving humans outside the standard medical context. We provide some arguments for creating such committees, and in our supplemental article, we provide specific examples of cases and concerns that may confront technical, engineering, and design research, as well as outline the general framework we have used in creating our committee. © The Author(s) 2014.

Basic nuclear data requirements for industrial application are monitored by the UK Chemical Nuclear Data Committee (UKCNDC), covering half-lives, decay data, fission yields and the content of computerised data files. While the UKCNDC Request List was reviewed at the end of 1989 to reveal new and continued requirements, funding problems have increased during the year. Difficulties in the UK nuclear power industry are reflected in the decline in experimental studies, although evaluation efforts have been maintained. (author)
