The Council for the Advancement of Nursing Science aims to "facilitate and recognize life-long nursing science career development" as an important part of its mission. In light of fast-paced advances in science and technology that are inspiring new questions and methods of investigation in the health sciences, the Council for the Advancement of Nursing Science convened the Idea Festival for Nursing Science Education and appointed the Idea Festival Advisory Committee (IFAC) to stimulate dialogue about linking PhD education with a renewed vision for preparation of the next generation of nursing scientists. Building on the 2005 National Research Council report Advancing The Nation's Health Needs and the 2010 American Association of Colleges of Nursing Position Statement on the Research-Focused Doctorate Pathways to Excellence, the IFAC specifically addressed the capacity of PhD programs to prepare nursing scientists to conduct cutting-edge research in the following key emerging and priority areas of health sciences research: omics and the microbiome; health behavior, behavior change, and biobehavioral science; patient-reported outcomes; big data, e-science, and informatics; quantitative sciences; translation science; and health economics. The purpose of this article is to (a) describe IFAC activities, (b) summarize 2014 discussions hosted as part of the Idea Festival, and (c) present IFAC recommendations for incorporating these emerging areas of science and technology into research-focused doctoral programs committed to preparing graduates for lifelong, competitive careers in nursing science. The recommendations address clearer articulation of program focus areas; inclusion of foundational knowledge in emerging areas of science in core courses on nursing science and research methods; faculty composition; prerequisite student knowledge and skills; and in-depth, interdisciplinary training in supporting area of science content and methods. The absorbed dose to water standards for HDR brachytherapy dosimetry developed by the Radiology Science Laboratory, Brazil (LCR) and the National Research Council, Canada (NRC), were compared. The two institutions have developed absorbed dose standards based on the Fricke dosimetry system. There are significant differences between the two standards as far as the preparation and readout of the Fricke solution and irradiation geometry of the holder. Measurements were done at the NRC laboratory using a single Ir-192 source. The comparison of absorbed dose measurements was expressed as the ratio Dw(NRC)/Dw(LCR), which was found to be 1.026. Utilizing the National Research Council's (NRC) Conceptual Framework for the Next Generation Science Standards (NGSS): A Self-Study in My Science, Engineering, and Mathematics Classroom

Given the reality that active and competitive participation in the 21 st century requires American students to deepen their scientific and mathematical knowledge base, the National Research Council (NRC) proposed a new conceptual framework for K--12 science education. The framework consists of an integration of what the NRC report refers to as the three dimensions: scientific and engineering practices, crosscutting concepts, and core ideas in four disciplinary areas (physical, life and earth/spaces sciences, and engineering/technology). The Next Generation Science Standards (NGSS ), which are derived from this new framework, were released in April 2013 and have implications on teacher learning and development in Science, Technology, Engineering, and Mathematics (STEM). Given the NGSS's recent introduction, there is little research on how teachers can prepare for its release. To meet this research need, I implemented a self-study aimed at examining my teaching practices and classroom outcomes through the lens of the NRC's conceptual framework and the NGSS. The self-study employed design-based research (DBR) methods to investigate what happened in my secondary classroom when I designed, enacted, and reflected on units of study for my science, engineering, and mathematics classes. I utilized various best practices including Learning for Use (LfU) and Understanding by Design (UbD) models for instructional design, talk moves as a tool for promoting discourse, and modeling instruction for these designed units of study. The DBR strategy was chosen to promote reflective cycles, which are consistent with and in support of the self-study framework. A multiple case, mixed-methods approach was used for data collection and analysis. The findings in the study are reported by study phase in terms of unit planning, unit enactment, and unit reflection. The findings have implications for science teaching, teacher professional development, and teacher education.

Full Text Available The article is focused on the analysis of organizational and legal conditions for the functioning of the highest advisory bodies in the fields of research and higher education, created at the state level at the central governing institutions in Ukraine and selected European countries. The article is aimed at the research of the model of formation and functioning of the national advisory bodies on research and higher education in Poland, Germany, and Czech Republic in the system of science management, based on the national legislation. The following national bodies are studied in the paper: National Council of Science and Higher Education of Poland, the Committee of Science Policy of Poland, the Council for Research, Development and Innovation of Czech Republic, National Council for Research, Innovation and Science Policy of Hungary, the German Research Council and others. It is proved that advisory bodies are an important element of the system of public governance, as well as actors in shaping of the national science and higher education policy. They are formed in a democratic way due to the principle of shared governance and mostly of institutional representation. The article considered selected aspects of the establishment of the National R&D Council of Ukraine, as stated in the Law of Ukraine «On Scientific and R&D Activity» comparing with the relevant European institutions. The analysis of the concept for the National Council for Science and Technologies (R&D of Ukraine along with the administrative and management risks could be considered while implementation of the Law of Ukraine «On Scientific and R&D Activity».

A study was carried out to produce a compendium of electric and magnetic field levels in various environments throughout Canada. The contribution of the National Research Council of Canada in cooperation with Ottawa Hydro was to study the magnetic field environment of 29 sites in the Ottawa area, including private residences, place of employment, distribution and transmission lines, and close to padmount transformers. At most sites the electric fields were too low to be measured. Magnetic fields near padmount transformers can be larger than 300 mG, however this rapidly decreases and at 3 feet from the transformers is below 20 mG. Magnetic fields of unbalanced distribution lines can be larger than the fields of balanced lines. The magnetic fields of a high voltage transmission line were measurable at distances up to 100 m from the line. Electric fields were low outside the right-of-way. 6 refs., 4 figs., 2 tabs

We made a descriptive inference about the role of the U.S. National Academies in the U.S. radioactive waste disposal projects on the basis of literature-based information and compared the U.S. National Academies with the Science Council of Japan to determine their implications on the progress of social acceptability of radioactive waste disposal projects in Japan. The descriptive inference was made as follows. We described the organizational characteristics of the U.S. National Academies and the U.S. federal governments related to the projects. We outlined the related bills and demonstrated chronologically the activities related to the projects by the U.S. National Academies and the U.S. Government. As a consequence, we identified some specific roles that the U.S. National Academies played in the U.S. radioactive waste disposal projects. The U.S. National Academies have acted not only as a scientific and engineering adviser for the governments but also as an anchor for some political decision making or judicial actions. Furthermore, we analyzed the credibility of the Science Council of Japan and the U.S. National Academies from the viewpoint that a reliable third party must exhibit fairness, expertise and continuity. From the results of the comparison, it was found that the Science Council of Japan has the possibility to become a reliable third party that can help the radioactive waste disposal projects in Japan. This descriptive field study examines processes used to evaluate simulation for senior-level Bachelor of Science in Nursing (BSN) students in a capstone course, discusses challenges related to simulation evaluation, and reports the relationship between faculty evaluation of student performance and National Council Licensure Examination for Registered Nurses (NCLEX-RN) first-time passing rates. Researchers applied seven terms used to rank BSN student performance (n = 41, female, ages 22-24 years) in a senior-level capstone simulation. Faculty evaluation was correlated with students' NCLEX-RN outcomes. Students evaluated as "lacking confidence" and "flawed" were less likely to pass the NCLEX-RN on the first attempt. Faculty evaluation of capstone simulation performance provided additional evidence of student preparedness for practice in the RN role, as evidenced by the relationship between the faculty assessment and NCLEX-RN success. Simulation has been broadly accepted as a powerful educational tool that may also contribute to verification of student achievement of program outcomes and readiness for the RN role.

Science communication has emerged as a new field over the last 50 years, and its progress has been marked by a rise in jobs, training courses, research, associations, conferences and publications. This paper describes science communication internationally and the trends and challenges it faces, before looking at the national level. We have documented science communication activities in Brazil, the training courses, research, financial support and associations/societies. By analyzing the publication of papers, dissertations and theses we have tracked the growth of this field, and compared the level of activity in Brazil with other countries. Brazil has boosted its national research publications since 2002, with a bigger contribution from postgraduate programs in education and communication, but compared to its national research activity Brazil has only a small international presence in science communication. The language barrier, the tradition of publishing in national journals and the solid roots in education are some of the reasons for that. Brazil could improve its international participation, first by considering collaborations within Latin America. International publication is dominated by the USA and the UK. There is a need to take science communication to the next level by developing more sophisticated tools for conceptualizing and analyzing science communication, and Brazil can be part of that.

The European Pressure Equipment Research Council (EPERC) is a European Network of industries, research laboratories, inspection bodies and governmental institutions set up to foster co-operative research for the greater benefit of the European industry. The concept of a European Research Council originated at the PVRC meeting in Cannes in 1989 and since this time volunteers from the industry, research laboratories and of the European Commission Joint Research Centre, Petten have worked together to create a Statute for EPERC. In the context of the pressure equipment industry, the creation of EPERC is extremely pertinent, since in the near future, a Council directive on pressure equipment will replace the existing national regulations. In parallel to this, work is in progress for the elaboration of European Standards. It is useful to recall that ''Harmonised Standards'' will be the privileged means of complying with the Essential Safety Requirements of the directive. (author)

In 2013, the National Heart, Lung, and Blood Institute assembled a working group on epidemiology and population sciences from its Advisory Council and Board of External Experts. The working group was charged with making recommendations to the National Heart, Lung, and Blood Advisory Council about how the National Heart, Lung, and Blood Institute could take advantage of new scientific opportunities and delineate future directions for the epidemiology of heart, lung, blood, and sleep diseases. Seven actionable recommendations were proposed for consideration. The themes included 1) defining the compelling scientific questions and challenges in population sciences and epidemiology of heart, lung, blood, and sleep diseases; 2) developing methods and training mechanisms to integrate "big data" science into the practice of epidemiology; 3) creating a cohort consortium and inventory of major studies to optimize the efficient use of data and specimens; and 4) fostering a more open, competitive approach to evaluating large-scale longitudinal epidemiology and population studies. By building on the track record of success of the heart, lung, blood, and sleep cohorts to leverage new data science opportunities and encourage broad research and training partnerships, these recommendations lay a strong foundation for the transformation of heart, lung, blood, and sleep epidemiology. © The Author 2015. In 1998, the National Research Council, the working arm of the National Academy of Sciences, charged the Astronomy and Astrophysics Survey Committee to "survey the field of space- and ground-based astronomy and astrophysics" and to "recommend priorities for the most important new initiatives of the decade 2000-2010." In a report released today, the committee wrote that it "re-affirms the recommendations of the 1991 Astronomy and Astrophysics Survey Committee by endorsing the completion of . . . the Millimeter Array (MMA, now part of the Atacama Large Millimeter Array)." In the 1991 report "The Decade of Discovery," a previous committee chose the Millimeter Array as one of the most important projects of the decade 1990-2000. Early last year, the National Science Foundation signed a Memorandum of Understanding with a consortium of European organizations that effectively merged the MMA Project with the European Large Southern Array project. Whereas the very birth of the U.S. Geological Survey arose from the recommendations of a National Academy of Sciences report, water science has not always had a prominent place at that institution. Prior to the 1980s, water issues were dealt with on an ad hoc basis by various boards related to science, engineering, and policy. With the birth of the Water Science and Technology Board (WSTB) in 1982, a diversity of water-related issues are now handled under one roof. The "business" of the WSTB is to produce consensus reports on a spectrum of topics in water science. Some of the projects that the WSTB works on are self-generated. The majority are generated either by Congress, or by government agencies. The WSTB takes on several different kinds of studies. Some of these are designed to advance the science of hydrology itself. This category would include the report Opportunities in the Hydrologic Sciences, which helped to establish hydrologic science as something separate from applied hydrology in Congress, the White House, and agencies such as NSF. However, the majority of the board's consensus studies involve hydrology in the interests of improving the natural and human environment. For example, Water for the Future: The West Bank and Gaza Strip, Israel, and Jordan outlined consensus principles backed by scientists from all of these entities for sustaining freshwater resources of the region. Closer to home, but no less controversial, a WSTB committee recently reached consensus on improving the process by which states determine which water bodies are polluted enough to require clean-up, and develop Total Maximum Daily Loads for these pollutants. Another committee recently sorted through the scientific bases for using natural attenuation for various contaminants in ground water and soil. And an ongoing committee is trying to help the South Florida scientific community to determine the best strategies for restoring the Everglades to some semblance of its former self

The establishment of scientific collaborations with researchers abroad can be considered a good practice to make appropriate use of their knowledge and to increase the possibilities of them returning to their country. This paper analyses the collaboration between Spanish researchers abroad devoted to health sciences and national science institutions. We used the Fontes' approach to perform a study on this collaboration with Spanish researchers abroad. We measured the level of national and international cooperation, the opportunity provided by the host country to collaborate, the promotion of collaboration by national science institutions, and the types of collaboration. A total of 88 biomedical researchers out of the 268 Spanish scientists who filled up the survey participated in the study. Different data analyses were performed to study the variables selected to measure the scientific collaboration and profile of Spanish researchers abroad. There is a high level of cooperation between Spanish health science researchers abroad and international institutions, which contrasts with the small-scale collaboration with national institutions. Host countries facilitate this collaboration with national and international scientific institutions to a larger extent than the level of collaboration promotion carried out by Spanish institutions. The national collaboration with Spanish researchers abroad in the health sciences is limited. Thus, the practice of making appropriate use of the potential of their expertise should be promoted and the opportunities for Spanish health science researchers to return home should be improved.

Nanoscience and nanotechnology made their appearance in the scientific scene at a time when both the economy of Spain and the Spanish Research and Innovation System were experiencing strong growth. This circumstance resulted in a remarkable development of nanoscience and nanotechnology especially in universities and public research institutions such as the Spanish National Research Council (Consejo Superior de Investigaciones Científicas-CSIC). However, this development in academia has not been reflected in a similar increment in the transfer of knowledge to the productive sector despite several efforts and initiatives were launched. The CSIC, the main generator of scientific knowledge in Spain, has designed and implemented a series of actions in order to take advantage of the knowledge generated in nanotechnology by its research groups by mean of an appropriate transfer to both the Spanish and the international industry. Internal methodologies used in CSIC in order to protect and commercialize nanotechnology based intellectual property as well as their effects are reviewed. The evolution of CSIC nanotechnology patents portfolio is also analyzed. There has been a clear increase in the patent license agreements of CSIC in the period 2002- 2015 in the field of nanotechnology. This increase is correlated to these facts: (i) Highly qualified team managing Intellectual Property issues, (ii) The presence of CSIC in international fairs, and (iii) Proactive search of companies and investors. Successful results can be achieved in technology transfer when the appropriate resources are available and properly organized with an adequate combination of efforts in knowledge protection, promotion and commercialization of technologies and support to the scientific entrepreneurs of the institution. The past 2-3 years have brought great changes to the Navy's mission with the dissolution of the former Soviet Union and challenges presented by conflicts in newly independent states and developing nations. The new mission was recently enunciated in a white paper, “From the Sea: A New Direction for the Naval Service,” which is signed by the secretary of the Navy, the chief of naval operations, and the commandant of the Marine Corps. It departs from previous plans by proposing a heavier emphasis on amphibious operations and makes few statements about the traditional Navy mission of sea-lane control.

Full Text Available The article tries to explore the practical application of the soft law, in concrete terms, the documents adopted by the Organization for Security and Co-operation in Europe, referring to the models of participation of national minorities in public life in the case of Bosnia and Herzegovina. The objective of the research was to assess the legal and political grounds for functioning national minority councils as participation and consultative mechanisms, scope of responsibilities and capacities in relation to their effectiveness and impact and to identify relevant good practices on such mechanisms. The political and decision-making structures in Bosnia and Herzegovina demonstrated lack of actual commitment to the realization of the rights of minorities referring to participation in decision-making processes. Bearing in mind formal position within parliaments, visibility, and a significant promotional capacity for presence in the public sphere, the councils on national minorities may represent a significant body and channel for the minority – majority dialogue. However, at the moment, the national minority councils’ capacity to ensure participation of national minorities in Bosnian political life and their influence in decision-making process remains insufficient. In general, the consultative mechanisms, within their mandated responsibilities, have had insignificant and minimal impact on the practical, political and legislative segment.

The opportunities and ethics of big data: practical priorities for a national Council of Data Ethics.

In order to generate the gains that can come from analysing and linking big datasets, data holders need to consider the ethical frameworks, principles and applications that help to maintain public trust. In the USA, the National Science Foundation helped to set up a Council for Big Data, Ethics and Society, of which there is no equivalent in the UK. In November 2015, the Royal Statistical Society convened a workshop of 28 participants from government, academia and the private sector, and discussed the practical priorities that might be assisted by a new Council of Data Ethics in the UK. This article draws together the views from that meeting. Priorities for policy-makers and others include seeking a public mandate and informing the terms of the social contract for use of data; building professional competence and due diligence on data protection; appointment of champions who are competent to address public concerns; and transparency, across all dimensions. For government data, further priorities include improvements to data access, and development of data infrastructure. In conclusion, we support the establishment of a national Data Ethics Council, alongside wider and deeper engagement of the public to address data ethics dilemmas.This article is part of the themed issue 'The ethical impact of data science'. © 2016 The Author(s).

Preventing falls and fall-related injuries among older people is an urgent public health challenge. This paper provides an overview of the background to and research planned for a 5-year National Health and Medical Research Council Partnership Grant on implementing falls prevention research findings into policy and practice. This program represents a partnership between key Australian falls prevention researchers, policy makers and information technology companies which aims to: (1) fill gaps in evidence relating to the prevention of falls in older people, involving new research studies of risk factor assessment and interventions for falls prevention; (2) translate evidence into policy and practice, examining the usefulness of new risk-identification tools in clinical practice; and (3) disseminate evidence to health professionals working with older people, via presentations, new evidence-based guidelines, improved resources and learning tools, to improve the workforce capacity to prevent falls and associated injuries in the future.

This study aims to explore the perceptions and attitudes toward Public Communication of Science and Technology of the researchers of the National Council of Science and Technology (Conacyt), in order to provide a diagnosis about the ways the Mexican scientists are involved in public communication and to contribute to the visibility of researchers' needs in being able to popularize science. The results show significant differences among the researchers' opinions with respect to their perceptions about science communication, the ways they participate in PUS activities and their identified needs. In general, the researchers of Conacyt perceived public communication as very important. However, lack of time and of academic recognition stood out as determining factors in their low contribution to science popularization. We conclude that, to achieve a culture of Public Engagement in public communication of science and technology among R&D institutions, the Mexican Administration should address the above-mentioned unfavorable professional circumstances.

The Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) was established on April 9, 1984 by the Office of Science and Technology Policy (OSTP) under the authority of the Federal Coordinating Council for Science, Engineering and Technology (FCCSET). It is chaired by OSTP. CIRRPC membership consists of those agencies having specific responsibilities or interest in radiation research and/or policy. CIRRPC has two elements: The Committee itself, consisting of subcabinet and senior policy level representatives, and a Science Panel, consisting of senior radiation scientists from the respective member agencies. The structure and membership of CIRRPC is shown in Figure 2. It was decided at the inception of CIRRPC to identify the radiation issues of concern to the Federal agencies, Congress, and professional societies faced with radiation policy or scientific issues. It was felt that a current list of national radiation issues should be assembled so that CIRRPC could concentrate on these issues and the dividends from CIRRPC's resources could be maximized at the earliest possible time. We report on the development of an item test bank and associated instruments based on the National Research Council (NRC) K–8 life sciences content standards. Utilizing hundreds of studies in the science education research literature on student misconceptions, we constructed 476 unique multiple-choice items that measure the degree to which test takers hold either a misconception or an accepted scientific view. Tested nationally with 30,594 students, following their study of life science, and their 353 teachers, these items reveal a range of interesting results, particularly student difficulties in mastering the NRC standards. Teachers also answered test items and demonstrated a high level of subject matter knowledge reflecting the standards of the grade level at which they teach, but exhibiting few misconceptions of their own. In addition, teachers predicted the difficulty of each item for their students and which of the wrong answers would be the most popular. Teachers were found to generally overestimate their own students’ performance and to have a high level of awareness of the particular misconceptions that their students hold on the K–4 standards, but a low level of awareness of misconceptions related to the 5–8 standards. Findings in behavioral science, including psychology, have influenced policies and reforms in many nations. Choice architecture can affect outcomes even if material incentives are not involved. In some contexts, default rules, simplification, and social norms have had even larger effects than significant economic incentives. Psychological research is helping to inform initiatives in savings, finance, highway safety, consumer protection, energy, climate change, obesity, education, poverty, development, crime, corruption, health, and the environment. No nation has yet created a council of psychological advisers, but the role of behavioral research in policy domains is likely to grow in the coming years, especially in light of the mounting interest in promoting ease and simplification ("navigability"); in increasing effectiveness, economic growth, and competitiveness; and in providing low-cost, choice-preserving approaches.

There is growing recognition that the space environment can have substantial, deleterious, impacts on society. Consequently, research enabling specification and forecasting of hazardous space effects has become of great importance and urgency. This research requires studying the entire Sun-Earth system to understand the coupling of regions all the way from the source of disturbances in the solar atmosphere to the Earth's upper atmosphere. The traditional, region-based structure of research programs in Solar and Space physics is ill suited to fully support the change in research directions that the problem of space weather dictates. On the observational side, dense, distributed networks of observations are required to capture the full large-scale dynamics of the space environment. However, the cost of implementing these is typically prohibitive, especially for measurements in space. Thus, by necessity, the implementation of such new capabilities needs to build on creative and unconventional solutions. A particularly powerful idea is the utilization of new developments in data engineering and informatics research (big data). These new technologies make it possible to build systems that can collect and process huge amounts of noisy and inaccurate data and extract from them useful information. The shift in emphasis towards system level science for geospace also necessitates the development of large-scale and multi-scale models. The development of large-scale models capable of capturing the global dynamics of the Earth's space environment requires investment in research team efforts that go beyond what can typically be funded under the traditional grants programs. This calls for effective interdisciplinary collaboration and efficient leveraging of resources both nationally and internationally. This presentation will provide an overview of current and planned initiatives, programs, and activities at the National Science Foundation pertaining to space weathe research.

By reason of its mandate, vision, and strategic positioning, NRC-CISTI has been rapidly and effectively mobilizing Canadian stakeholders and resources to become a lead player on both the Canadian national and international scenes in matters relating to the organization and management of scientific research data. In a previous communication (CODATA International Conference, 2008, the orientation of NRC-CISTI towards this objective and its short- and medium-term plans and strategies were presented. Since then, significant milestones have been achieved. This paper presents NRC-CISTI's most recent activities in these areas, which are progressing well alongside a strategic organizational redesign process that is realigning NRC-CISTI's structure, mission, and mandate to better serve its clients. Throughout this transformational phase, activities relating to data management remain vibrant.

Based on the project information of NSFC and previous scholars’ research, the paper update the index of basic research competitiveness, and analyzes project number and project funding of medical science during 2006-2016. At the same time, the competitiveness of medical science basic research and its changing trend in 31 provinces of China are analyzed. [Result/conclusion] The result shows that, in recent years, China’s basic scientific research has greatly improved, but there is a large gap between the provinces.

The National Nursing Research Roundtable (NNRR) meets annually to provide an opportunity for the leaders of nursing organizations with a research mission to discuss and disseminate research findings to improve health outcomes. In 2014, the NNRR addressed the science of caregiving, a topic of increasing importance given that more people are living with chronic conditions and that managing chronic illness is shifting from providers to individuals, their families, and the communities where they live. The NNRR consisted of scientific presentations in which leading researchers discussed the latest advances in caregiving science across the life span and breakout sessions where specific questions were discussed. The questions focused on the policy and practice implications of caregiving science and provided an opportunity for nursing leaders to discuss ways to advance caregiving science. The nursing community is ideally positioned to design and test caregiver health interventions and to implement these interventions in clinical and community settings. Published by Elsevier Inc.

On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. Conference highlights and recommendations are available to the public on NCSE's conference website, www.OurChangingOceans.org.

In March, 1955, the Prime Minister requested that the Medical Research Council should appoint an independent committee to report on the medical and genetic aspects of nuclear radiation and in the following month the Council appointed us members of such a committee, under the chairmanship of Sir Harold Himsworth, to undertake this task. In June, 1956, our Report to the Medical Research Council (Cmd. 9780) was presented to Parliament by the Lord President of the Council. In the following months our Genetics Panel met twice for the primary purpose of putting forward further recommendations for research and in June, 1958, we ourselves, at the Council's request, met again in full session to prepare a statement (Cmnd. 508) on the Report of the United Nations Scientific Committee on the Effects of Atomic Radiation. During the whole of this period the subject has been kept under regular review by various standing committees of the Council. We ourselves met again in November, 1959, following a request from the Medical Research Council that we should prepare a further considered statement of the position in this field and the report which follows is the result of this request.

The Economic and Social Council of the UN met in Geneva for its fifty-third summer session from July 3-28. A request for a study regarding the world's multinational corporations, a call on the Governments concerned for action to stop the reported clandestine trafficking in labor from Africa to Europe, far-reaching recommendations on land reform, and measures to eliminate mass poverty and unemployment in the developing countries, were some of the major decisions taken by the Economic and Social Council. Of particular interest to the Agency are the following matters: 1. Science and Technology A standing committee on science and technology, for which the Council at this session approved terms of reference and a programme of work, was established last year to provide guidance and to make recommendations on matters relating to assistance in the application of science and technology to development. Under the mandate as approved, the standing committee was given the power to suggest scientific and technological policies to promote development in the interest of all mankind. It will assist the Council in co-ordinating the activities of United Nations bodies in the field of science and technology and in appraisal of this field during the decade of the 1970s. 2. The Council also decided to return to the question of United Nations sponsorship of the Protein Advisory Group (PAG) in the summer of 1973. It invited the Secretary-General, in the meantime, to work out proposals for the operation and administration of a special protein fund. 3. United Nations Revolving Fund for Natural Resources Exploration The Council further has recommended that at its forthcoming session the General Assembly should consider the establishment of a United Nations Revolving Fund for Natural Resources Exploration with a view to finalizing and approving the Statute. Recent fusion research in the National Institute for Fusion Science

The National Institute for Fusion Science (NIFS), which was established in 1989, promotes academic approaches toward the exploration of fusion science for steady-state helical reactor and realizes the establishment of a comprehensive understanding of toroidal plasmas as an inter-university research organization and a key center of worldwide fusion research. The Large Helical Device (LHD) Project, the Numerical Simulation Science Project, and the Fusion Engineering Project are organized for early realization of net current free fusion reactor, and their recent activities are described in this paper. The LHD has been producing high-performance plasmas comparable to those of large tokamaks, and several new findings with regard to plasma physics have been obtained. The numerical simulation science project contributes understanding and systemization of the physical mechanisms of plasma confinement in fusion plasmas and explores complexity science of a plasma for realization of the numerical test reactor. In the fusion engineering project, the design of the helical fusion reactor has progressed based on the development of superconducting coils, the blanket, fusion materials and tritium handling. STAR: Preparing future science and math teachers through authentic research experiences at national laboratories

The STEM Teacher and Researcher (STAR) Program provides 9-week paid summer research experiences at national research laboratories for future science and math teachers. The program, run by the Cal Poly Center for Excellence in Science and Mathematics Education (CESaME) on behalf of the entire California State University (CSU) System, has arranged 290 research internships for 230 STEM undergraduates and credential candidates from 43 campuses over the past 6 years. The program has partnered with seven Department of Energy labs, four NASA centers, three NOAA facilities, and the National Optical Astronomy Observatory (NOAO). Primary components of the summer experience include a) conducting research with a mentor or mentor team, b) participating in weekly 2-3 hour workshops focused on translating lessons learned from summer research into classroom practice, and c) presenting a research poster or oral presentation and providing a lesson plan linked to the summer research experience. The central premise behind the STAR Program is that future science and math teachers can more effectively prepare the next generation of science, math, and engineering students if they themselves have authentic experiences as researchers.

EMBL Australia Bioinformatics Resource (EMBL-ABR) is a developing national research infrastructure, providing bioinformatics resources and support to life science and biomedical researchers in Australia. EMBL-ABR comprises 10 geographically distributed national nodes with one coordinating hub, with current funding provided through Bioplatforms Australia and the University of Melbourne for its initial 2-year development phase. The EMBL-ABR mission is to: (1) increase Australia's capacity in bioinformatics and data sciences; (2) contribute to the development of training in bioinformatics skills; (3) showcase Australian data sets at an international level and (4) enable engagement in international programs. Background Since 2007, the National Congress of American Indians (NCAI) Policy Research Center (PRC) has partnered with the Universities of New Mexico and Washington to study the science of community-based participatory research (CBPR). Our goal is to identify facilitators and barriers to effective community–academic partnerships in American Indian and other communities, which face health disparities. Objectives We have described herein the scientific design of our National Institutes of Health (NIH)-funded study (2009–2013) and lessons learned by having a strong community partner leading the research efforts. Methods The research team is implementing a mixed-methods study involving a survey of principal investigators (PIs) and partners across the nation and in-depth case studies of CBPR projects. Results We present preliminary findings on methods and measures for community-engaged research and eight lessons learned thus far regarding partnership evaluation, advisory councils, historical trust, research capacity development of community partner, advocacy, honoring each other, messaging, and funding. Conclusions Study methodologies and lessons learned can help community–academic research partnerships translate research in communities. PMID:22982842

National Energy Research Scientific Computing Center (NERSC) provides researchers with high-performance computing tools to tackle science`s biggest and most challenging problems. Founded in 1974 by DOE/ER, the Controlled Thermonuclear Research Computer Center was the first unclassified supercomputer center and was the model for those that followed. Over the years the center`s name was changed to the National Magnetic Fusion Energy Computer Center and then to NERSC; it was relocated to LBNL. NERSC, one of the largest unclassified scientific computing resources in the world, is the principal provider of general-purpose computing services to DOE/ER programs: Magnetic Fusion Energy, High Energy and Nuclear Physics, Basic Energy Sciences, Health and Environmental Research, and the Office of Computational and Technology Research. NERSC users are a diverse community located throughout US and in several foreign countries. Full Text Available The Purpose of the ResearchNumerous decisions regarding the psychological counseling and guidance (PCG services were taken during the Turkish National Education Councils (TNE Council, which convened eighteen times between 1939 and 2010. The present study evaluates the decisions made about the PCG services addressed in the TNE Councils held between 1939 and 2010. MethodThe study employed the case study design among qualitative research designs. Case study is an empirical research method that studies a contemporary phenomenon in its own real-life circumstances and makes a multidirectional, systematic, and in-depth examination of cases (Büyüköztürk, Kılıç-Çakmak, Akgün, Karadeniz ve Demirel, 2009. The study universe consists of the Turkish National Education Councils held between 1939 and 2010. No sampling was performed since the entire universe was available. The study employed the embedded singlecase design (type 2 among the case study designs. Written document analysis was used as the data collection method and the obtained data were analyzed through descriptive analysis. Furthermore, the data obtained from the documents are also presented in quantitative form. For this purpose, the “yes or no method” and the “covered area method” were used and frequency and percentage distributions are provided.

Women have historically been underrepresented in science. Much positive progress in attracting women to research careers has been achieved in recent years; however, the most influential and high profile positions in most countries are still predominantly occupied by men. The European Research Council (ERC), Europe's premiere funding agency for frontier research, views gender equality as an important challenge. The ERC monitors closely gender figures on every call and has taken actions to tackle gender imbalances and potential unconscious biases. The ERC talk is focused on efforts made to understand and ensure equal treatment of all candidates, with particular focus on gender balance and with specific attention to geosciences. Data and statistics collected from ERC's internationally recognised funding schemes are presented.

Full Text Available Established in accordance with the provisions of the National Security Act of 1947, the U.S. National Security Council is the main advisory body to the President of the United States tasked with helping the head of state to make the right decisions on matters related to national security. NSC system has been constantly evolving for some 70 years, and the NSC staff became a separate 'ministry' of a kind, allowing presidential administrations to focus ever-increasing control over American foreign policy in the White House. That is why serious attention is devoted to the National Security Council by American researches studying foreign policy decision-making. Here, a 'three-pronged consensus' exists: functioning and efficiency of the decision-making process is primarily a result of presidential actions; the President will make the best decision after becoming aware of the whole range of possible alternatives and assessing the consequences of each policy option; the position of the National Security Advisor, who is often one of the closest officials to the President and serves as a coordinator of the decision-making process, is considered to be one of the most notable in today's U.S. presidential administrations - and the most influential of those not being a subject to approval by the legislative branch of U.S. government. Any fundamental changes in the practice of U.S. foreign policy mechanism, as well as a decline of the White House influence on foreign policy are unlikely in the short term.

The results of a National Research Council study on the effect that advances in computational fluid dynamics (CFD) will have on conventional aeronautical ground testing are reported. Current CFD capabilities include the depiction of linearized inviscid flows and a boundary layer, initial use of Euler coordinates using supercomputers to automatically generate a grid, research and development on Reynolds-averaged Navier-Stokes (N-S) equations, and preliminary research on solutions to the full N-S equations. Improvements in the range of CFD usage is dependent on the development of more powerful supercomputers, exceeding even the projected abilities of the NASA Numerical Aerodynamic Simulator (1 BFLOP/sec). Full representation of the Re-averaged N-S equations will require over one million grid points, a computing level predicted to be available in 15 yr. Present capabilities allow identification of data anomalies, confirmation of data accuracy, and adequateness of model design in wind tunnel trials. Account can be taken of the wall effects and the Re in any flight regime during simulation. CFD can actually be more accurate than instrumented tests, since all points in a flow can be modeled with CFD, while they cannot all be monitored with instrumentation in a wind tunnel.

Reflective practices at the Security Council: Children and armed conflict and the three United Nations.

The United Nations Security Council passed its first resolution on children in armed conflict in 1999, making it one of the oldest examples of Security Council engagement with a thematic mandate and leading to the creation of a dedicated working group in 2005. Existing theoretical accounts of the Security Council cannot account for the developing substance of the children and armed conflict agenda as they are macro-oriented and focus exclusively on states. I argue that Security Council decision-making on thematic mandates is a productive process whose outcomes are created by and through practices of actors across the three United Nations: member states (the first United Nations), United Nations officials (the second United Nations) and non-governmental organizations (the third United Nations). In presenting a practice-based, micro-oriented analysis of the children and armed conflict agenda, the article aims to deliver on the empirical promise of practice theories in International Relations. I make two contributions to practice-based understandings: first, I argue that actors across the three United Nations engage in reflective practices of a strategic or tactical nature to manage, arrange or create space in Security Council decision-making. Portraying practices as reflective rather than as only based on tacit knowledge highlights how actors may creatively adapt their practices to social situations. Second, I argue that particular individuals from the three United Nations are more likely to become recognized as competent performers of practices because of their personality, understood as plural socialization experiences. This adds varied individual agency to practice theories that, despite their micro-level interests, have focused on how agency is relationally constituted.

Despite significant advances in Arctic and Antarctic marine science over the past years, the polar Southern Ocean remains a formidable frontier due to challenging technical and operational requirements. Thus, key data and observations from this important region are still missing or lack adequate lateral and temporal coverage, especially from time slots outside optimal weather seasons and ice conditions. These barriers combined with the obligation to efficiently use financial resources and funding for expeditions call for new approaches to create optimally equipped, but cost-effective infrastructures. These must serve the international science community in a dedicated long-term mode and enable participation in multi-disciplinary expeditions, with secured access to optimally equipped marine platforms for world-class research in a wide range of Antarctic science topics. The high operational and technical performance capacity of a future joint European Research Icebreaker and Deep-sea Drilling Vessel (the AURORA BOREALIS concept) aims at integrating still separately operating national science programmes with different strategic priorities into joint development of long-term research missions with international cooperation both in Arctic and Antarctica. The icebreaker is planned to enable, as a worldwide first, autonomous year-round operations in the central Arctic and polar Southern Ocean, including severest ice conditions in winter, and serving all polar marine disciplines. It will facilitate the implementation of atmospheric, oceanographic, cryospheric or geophysical observatories for long-term monitoring of the polar environment. Access to the biosphere and hydrosphere e.g. beneath ice shelves or in remote regions is made possible by acting as advanced deployment platform for instruments, robotic and autonomous vehicles and ship-based air operations. To determine the percentage of research projects funded by the National Health and Medical Research Council in the period 2000-2014 that aimed specifically to deliver health benefits to Australians living in rural and remote areas and to estimate the proportion of total funding this represented in 2005-2014. This is a retrospective analysis of publicly available datasets. National Health and Medical Research Council Rural and Remote Health Research 2000-2014. 'Australian Rural Health Research' was defined as: research that focussed on rural or remote Australia; that related to the National Health and Medical Research Council's research categories other than Basic Science; and aimed specifically to improve the health of Australians living in rural and remote areas. Grants meeting the inclusion criteria were grouped according to the National Health and Medical Research Council's categories and potential benefit. Funding totals were aggregated and compared to the total funding and Indigenous funding for the period 2005-2014. Of the 16 651 National Health and Medical Research Council-funded projects, 185 (1.1%) that commenced funding during the period 2000-2014 were defined as 'Australian Rural Health Research'. The funding for Australian Rural Health Research increased from 1.0% of the total in 2005 to 2.4% in 2014. A summary of the funding according to the National Health and Medical Research Council's research categories and potential benefit is presented. Addressing the health inequality experienced by rural and remote Australians is a stated aim of the Australian Government. While National Health and Medical Research Council funding for rural health research has increased over the past decade, at 2.4% by value, it appears very low given the extent of the health status and health service deficits faced by the 30% who live in rural Australia. © 2018 The Authors. The role of the Science Mission Directorate (SMD) is to enable NASA to achieve its science goals in the context of the Nation's science agenda. SMD's strategic decisions regarding future missions and scientific pursuits are guided by Agency goals, input from the science community including the recommendations set forth in the National Research Council (NRC) decadal surveys and a commitment to preserve a balanced program across the major science disciplines. Toward this end, each of the four SMD science divisions -- Heliophysics, Earth Science, Planetary Science, and Astrophysics -- develops fundamental science questions upon which to base future research and mission programs. Often the breakthrough science required to answer these questions requires significant technological innovation, e.g., instruments or platforms with capabilities beyond the current state of the art. STAR - Research Experiences at National Laboratory Facilities for Pre-Service and Early Career Teachers

Preliminary analyses indicate that STAR fellows have maintained a strong distributed community of support following their summer experience, including continued contact with their research mentors and other fellows. The STAR research experience has also reinforced and strengthened many of the teachers' commitment to teaching. Additionally, teachers report how their STAR experience contributed to specific practices they use in the classroom to help students develop hypotheses, design experiments, and report their findings to the class. The STAR Program was presented to and cited by the Presidential Council of Advisors on Science and Technology (PCAST) as a national model for addressing K-12 science and math teacher workforce needs. It has also been recognized as a uniquely promising model for recruiting, preparing and retaining outstanding STEM teachers in such national publications as the American Association of Colleges and Universities (AAC&U) Peer Review journal and the National Science Teachers Association NSTA Reports. STAR was also recently cited in an editorial in Science (May 4, 2012) as a model teacher-researcher program that enhances professionalism in science teaching.

The Federal government plays a key role in supporting the country's science infrastructure, a national treasure, and scientific research, an investment in our future. Scientific discoveries transform the way we think about our universe and ourselves, from the vastness of space to molecular-level biology. In innovations such as drugs derived through biotechnology and new communications technologies we see constant evidence of the power of science to improve lives and address national challenges. We had not yet learned to fly at the dawn of the 20th century, and could not have imagined the amazing 20th century inventions that we now take for granted. As we move into the 21st century, we eagerly anticipate new insights, discoveries, and technologies that will inspire and enrich us for many decades to come. This report presents the critical responsibilities of our Federal science enterprise and the actions taken by the Federal research agencies, through the National Science and Technology Council, to align our programs with scientific opportunity and with national needs. The many examples show how our science enterprise has responded to the President's priorities for homeland and national security, economic growth, health research, and the environment. In addition, we show how the science agencies work together to set priorities; coordinate related research programs; leverage investments to promote discovery, translate science into national benefits, and sustain the national research enterprise; and promote excellence in math and science education and work force development.

A rare opportunity to examine accomplishments and identify ways to advance research in end-of-life and palliative care was offered by the National Institute of Nursing Research (NINR) through a summit meeting held in August 2011. The Science of Compassion: Future Directions in End-of-Life and Palliative Care brought together nationally recognized leaders in end-of-life and palliative care research, including grantees of NINR, as well as more than 700 attendees from all disciplines. It was an exciting affirmation of the importance of moving forward in the field. Presented in this article is a summary of the summit and a call to action for end-of-life and palliative care social workers to engage in seeking funding to conduct needed research and to ensure our unique perspective is represented.

Full Text Available Marine Research in Spain was funded mainly by the National Plans of the Ministry of Science and Technology. These have four-year duration and comprise priority research areas addressed by Research and Development Programmes. Marine Sciences has been identified as a Programme since 1995, and forms part of two National Plans. The Programme made annual invitations to tender with the following objectives: global change, ecosystems, sustainable fisheries, coastal zone, pollution and new technologies. Each objective had several sub-objectives. In the first period (1995-1999 Aquaculture was one of the objectives, and it had its own Programme in the second. The 1995-1999 Programme approved 189 projects (47% of the proposals submitted with a budget of 9.14 M€ and a participation of 550 persons/year. In the 2000-2003 Programme 175 projects were approved (51% of the proposals submitted corresponding to €12.42 M and 780 persons/year. The universities were the principal actors (58% of the projects, followed by the Science Council (25% of the projects. Catalonia is the region with the greatest participation both in projects and in funding, followed by Galicia and Andalusia. Considering that in the first period there were five invitations to tender and Aquaculture was the main objective (63 projects and €2.26 M, the increase in participation and funding is considerable. This trend is also confirmed by the increase in success rate (approval of proposals rose from 47% in the first invitation to tender to 51% in the second and the increase in the mean budget per project (from €48.300 to €70.900 respectively.

The GIIDA (Gestione Integrata e Interoperativa dei Dati Ambientali) project is an initiative of the Italian National Research Council (CNR) launched in 2008 as an inter-departmental project, aiming to design and develop a multidisciplinary e-infrastructure (cyber-infrastructure) for the management, processing, and evaluation of Earth and Environmental resources -i.e. data, services, models, sensors, best practices. GIIDA has been contributing to the implementation of the GEO (Group of Earth Observation) Science and Technology (S&T) roadmap by: (a) linking relevant S&T communities to GEOSS (GEO System of Systems); (b) ensuring that GEOSS is built based on state-of-the-art science and technology. GIIDA co-ordinates the CNR's digital infrastructure development for Earth Observation resources sharing and cooperates with other national agencies and existing projects pursuing the same objective. For the CNR, GIIDA provides an interface to European and international interoperability programmes (e.g. INSPIRE, and GMES). It builds a national network for dialogue and resolution of issues at varying scientific and technical levels. To achieve such goals, GIIDA introduced a set of guidance principles: • To shift from a "traditional" data centric approach to a more advanced service-based solution for Earth System Science and Environmental information. • To shift the focus from Data to Information Spatial Infrastructures in order to support decision-making. • To be interoperable with analogous National (e.g. SINAnet, and the INSPIRE National Infrastructure) and international initiatives (e.g. INSPIRE, GMES, SEIS, and GEOSS). • To reinforce the Italian presence in the European and international programmes concerning digital infrastructures, geospatial information, and the Mega-Science approach. • To apply the National and International Information Technology (IT) standards for achieving multi-disciplinary interoperability in the Earth and Space Sciences (e.g. ISO, OGC

Advances in human health require the efficient and rapid translation of scientific discoveries into effective clinical treatments; this process in turn depends upon observational data gathered from patients, communities, and public-health research that can be used to guide basic scientific investigation. Such bidirectional translational science, however, faces unprecedented challenges due to the rapid pace of scientific and technological development, as well as the difficulties of negotiating increasingly complex regulatory and commercial environments that overlap the research domain. Further, numerous barriers to translational science have emerged among the nation’s academic research centers, including basic structural and cultural impediments to innovation and collaboration, shortages of trained investigators, and inadequate funding. To address these serious and systemic problems, in 2006, the National Institutes of Health created the Clinical and Translational Science Awards (CTSA) program, which aims to catalyze the transformation of biomedical research at a national level, speeding the discovery and development of therapies, fostering collaboration, engaging communities, and training succeeding generations of clinical and translational researchers. The authors report in detail on the planning process, begun in 2008, that was used to engage stakeholders and to identify, refine, and ultimately implement the CTSA program’s overarching strategic goals. Objective The purpose of this review is to evaluate the impact of recent epidemiologic literature on the National Research Council (NRC) assessment of the lung and bladder cancer risks from ingesting low concentrations (ecologic nature of the Taiwanese studies on which the NRC estimates are based present certain limitations, the data from these studies have particular strengths in that they describe lung and bladder cancer risks resulting from lifetime exposure in a large population and remain the best data on which to conduct quantitative risk assessment. Continued follow-up of a population in northeastern Taiwan, however, offers the best opportunity to improve the cancer risk assessment for arsenic in drinking water. Future studies of arsenic < 100 μg/L in drinking water and lung and bladder cancer should consider adequacy of the sample size, the synergistic relationship of arsenic and smoking, duration of arsenic exposure, age when exposure began and ended, and histologic subtype. Conceptualizing In-service Secondary School Science Teachers' Knowledge Base for Promoting Understanding about the Science of Global Climate Change

Efforts to adapt and mitigate the effects of global climate change (GCC) have been ongoing for the past two decades and have become a major global concern. However, research and practice for promoting climate literacy and understanding about GCC have only recently become a national priority. The National Research Council (NRC), has recently emphasized upon the importance of developing learners' capacity of reasoning, their argumentation skills and understanding of GCC (Framework for K-12 Science Education, National Research Council, 2012). This framework focuses on fostering conceptual clarity about GCC to promote innovation, resilience, and readiness in students as a response towards the threat of a changing environment. Previous research about teacher understanding of GCC describes that in spite of the prevalent frameworks like the AAAS Science Literacy Atlas (AAAS, 2007) and the Essential Principles for Climate Literacy (United States Global Climate Research Program, 2009; Bardsley, 2007), most learners are challenged in understanding the science of GCC (Michail et al., 2007) and misinformed perceptions about basic climate science content and the role of human activities in changing climate remain persistent (Reibich and Gautier, 2006). Our teacher participants had a rather simplistic knowledge structure. While aware of climate change, teacher participants lacked in depth understanding of how change in climate can impact various ecosystems on the Earth. Furthermore, they felt overwhelmed with the extensive amount of information needed to comprehend the complexity in GCC. Hence, extensive efforts not only focused on assessing conceptual understanding of GCC but also for teaching complex science topics like GCC are essential. The recent Philippine National Health Research System (PNHRS) Week Celebration highlighted the growing commitment to Disaster Risk Reduction (DRR) in the Philippines. The event was lead by the Philippine Council for Health Research and Development of the Department of Science and Technology and the Department of Health, and saw the participation of national and international experts in DRR, and numerous research consortia from all over the Philippines. With a central focus on the Sendai Framework for Disaster Risk Reduction, the DRR related events recognised the significant disaster risks faced in the Philippines. They also illustrated the Philippine strengths and experience in DRR. Key innovations in science and technology showcased at the conference include the web-base hazard mapping applications 'Project NOAH' and 'FaultFinder'. Other notable innovations include 'Surveillance in Post Extreme Emergencies and Disasters' (SPEED) which monitors potential outbreaks through a syndromic reporting system. Three areas noted for further development in DRR science and technology included: integrated national hazard assessment, strengthened collaboration, and improved documentation. Finally, the event saw the proposal to develop the Philippines into a global hub for DRR. The combination of the risk profile of the Philippines, established national structures and experience in DRR, as well as scientific and technological innovation in this field are potential factors that could position the Philippines as a future global leader in DRR. The purpose of this article is to formally document the key messages of the DRR-related events of the PNHRS Week Celebration.

The need for cross-disciplinary scientific inquiries that facilitate improved natural resource management outcomes through increased understanding of both the biophysical and human dimensions of management issues has been widely recognized. Despite this broad recognition, a number of obstacles and barriers still sometimes challenge the successful implementation of cross-disciplinary approaches. Improving understanding of these challenges and barriers will help address them and thereby foster appropriate and effective utilization of cross-disciplinary approaches to solve natural resource management challenges. This research uses a case study analysis of the United States National Estuarine Research Reserve System to improve understanding of the critical factors that influence practitioners' decisions related to incorporating social science into their natural resource management work. The case study research is analyzed and evaluated within a Theory of Planned Behavior framework to (1) determine and describe the factors that predict practitioners' intent to incorporate social science into their natural resource related activities and (2) recommend potential strategies for encouraging and enabling cross-disciplinary approaches to natural resource management. The results indicate that National Estuarine Research Reserve practitioners' decisions related to incorporating social science are primarily influenced by (1) confidence in their own capability to incorporate social science into their work and (2) beliefs about whether the outcomes of incorporating social science into their work would be valuable or beneficial.

Plasma sciences represent a broad and diverse field. The PLSC has accepted the responsibility of monitoring the continuing development and assessing the general health of the field as whole. Although select advisory bodies have been created to address specific issues that affect plasma science, such as the Fusion Policy Advisory Committee (FPAC), the PLSC provides a focus for the plasma science community that is unique and essential. The membership of the PLSC is drawn from research laboratories in universities, industry, and government. Areas of expertise on the committee include accelerators and beams, space physics, astrophysics, computational physics and applied mathematics, fusion plasmas, fundamental experiments and theory, radiation sources, low temperature plasmas, and plasma-surface interactions. The field of bioethics aims to ensure that modern scientific and technological advancements have been primarily developed for the benefits of humankind. This field is deeply rooted in the traditions of Western moral philosophy and socio-political theory. With respect to the view that the practice of bioethics in certain community should incorporate religious and cultural elements, this paper attempts to expound bioethical tradition of the Malay-Muslim community in Malaysia, with shedding light on the mechanism used by the National Fatwa Council to evaluate whether an application of biological sciences is ethical or not. By using the application of the genetically modified food as a case study, this study has found that the council had reviewed the basic guidelines in the main references of shari'ah in order to make decision on the permissibility of the application. The fatwa is made after having consultation with the experts in science field. The council has taken all factors into consideration and given priority to the general aim of shari'ah which to serve the interests of mankind and to save them from harm. © 2014 John Wiley & Sons Ltd.

Science or public relations? The inside story of the Asbestosis Research Council, 1957-1990.

In 1957, the leading British asbestos companies (Turner & Newall, Cape Asbestos, and British Belting & Asbestos) founded the Asbestosis Research Council (ARC). This was a response to rising asbestosis and asbestos cancer mortality in the UK and the attendant political and social problems that threatened the existence of the asbestos industry. An ARC research program was launched, that by the 1970s was mainly based within the Institute of Occupational Medicine at Edinburgh University. By the end of the 1980s, well over a hundred papers had been published with ARC support. The bulk of the work involved animal experiments and the chemical analysis of fibers, but the asbestos companies showed little enthusiasm for wider epidemiological studies or for exploring the cancer threat. The sponsoring companies dictated the ARC's research strategy and also vetted (and sometimes censored) publications; while using the ARC as a counterweight to government regulation and media attacks. The ARC's history highlights the compromises that were made by individual scientists and demonstrates the dilemmas inherent in industry-controlled research. Copyright 2000 Wiley-Liss, Inc.

In December 1995, the National Safety Council (NSC) entered into Cooperative Agreement No.DE-FC02-96EW 12729 with the US Department of Energy (DOE) to work together over the next few years on safety and health initiatives surrounding the management of radioactive materials. As a result, three publications, including print and non-print deliverables, were developed and distributed: (1) Series of Backgrounders, Web Services for WIPP; (2) A Guide to Foreign Research Reactor Spent Fuel; and (3) A Guide to the US Department of Energy's Low-Level Radioactive Waste. DOE and its predecessor agencies have maintained a record of safe transportation of radioactive materials for more than 50 years. Thousands of shipments involving three million packages of radioactive materials are shipped each year in the United States. Historically, DOE shipments constitute less than one percent of the total radioactive material shipments; however, they comprise a significant portion (approaching 75 percent) of the curies, or amounts of radioactivity shipped annually. DOE operations and field offices are responsible for detailed planning and for ensuring full regulatory compliance for their shipments. Packaging is designed to protect workers and limit the risk to the public during transportation. DOE headquarters and program offices provide policy direction and oversight for packaging and transportation activities for their respective offices. The publications NSC produced under the agreement also included primary points of contact for external audiences, including the press, the public, and stakeholders who would not have access to DOE regulations, manuals, and practices

Identifying research priorities is key to innovation and economic growth, since it informs decision makers on effectively targeting issues that have the greatest potential public benefit. As such, the process of setting research priorities is of pivotal importance for favouring the science, technology, and innovation (STI)-driven development of low- and middle-income countries. We report herein on a major cross-sectoral nationwide research priority setting effort recently carried out in Tanzania by the Tanzania Commission for Science and Technology (COSTECH) in partnership with the Council on Health Research for Development (COHRED) and the NEPAD Agency. The first of its type in the country, the process brought together stakeholders from 42 sub-sectors in science, technology, and health. The cross-sectoral research priority setting process consisted of a 'training-of-trainers' workshop, a demonstration workshop, and seven priority setting workshops delivered to representatives from public and private research and development institutions, universities, non-governmental organizations, and other agencies affiliated to COSTECH. The workshops resulted in ranked listings of research priorities for each sub-sector, totalling approximately 800 priorities. This large number was significantly reduced by an expert panel in order to build a manageable instrument aligned to national development plans that could be used to guide research investments. The Tanzania experience is an instructive example of the challenges and issues to be faced in when attempting to identify research priority areas and setting an STI research agenda in low- and middle-income countries. As countries increase their investment in research, it is essential to increase investment in research management and governance as well, a key and much needed capacity for countries to make proper use of research investments.

To evaluate the profile and the scientific production of researchers in Pediatrics with scholarship from the National Counsel of Technological and Scientific Development. The Lattes curricula of 34 researchers in Pediatrics with active scholarships, from 2006 to 2008 were included in the analysis. The variables of interest were: gender, affiliation, time since PHD, tutoring of undergraduate students, mentorship of masters and doctors, scientific production and the papers' impact. In a total of 411 researchers in Medicine, 34 (8%) belonged to Pediatrics. Males (77%) and scholars in the category 2 of productivity (62%) prevailed. Three states of Brazil were responsible for approximately 90% of the researchers: São Paulo (53%), Minas Gerais (21%), and Rio Grande do Sul (15%). During their academic career, the Pediatrics researchers have published 3,122 articles with a median of 89 articles per researcher (interquartile range - IQ=51-119). Of the total, 40 and 59% articles were indexed in the Web of Science and Scopus databases, respectively. The Pediatrics researchers have published papers in 599 journals with a median impact factor of 2.35 (IQ=1.37-3.73) for the 323 indexed journals. The Pediatrics researchers have a relevant scientific output from the quantity point of the view, but there is a need to improve quality.

Research priorities in Maternal, Newborn, & Child Health & Nutrition for India: An Indian Council of Medical Research-INCLEN Initiative

Full Text Available In India, research prioritization in Maternal, Newborn, and Child Health and Nutrition (MNCHN themes has traditionally involved only a handful of experts mostly from major cities. The Indian Council of Medical Research (ICMR-INCLEN collaboration undertook a nationwide exercise engaging faculty from 256 institutions to identify top research priorities in the MNCHN themes for 2016-2025. The Child Health and Nutrition Research Initiative method of priority setting was adapted. The context of the exercise was defined by a National Steering Group (NSG and guided by four Thematic Research Subcommittees. Research ideas were pooled from 498 experts located in different parts of India, iteratively consolidated into research options, scored by 893 experts against five pre-defined criteria (answerability, relevance, equity, investment and innovation and weighed by a larger reference group. Ranked lists of priorities were generated for each of the four themes at national and three subnational (regional levels [Empowered Action Group & North-Eastern States, Southern and Western States, & Northern States (including West Bengal]. Research priorities differed between regions and from overall national priorities. Delivery domain of research which included implementation research constituted about 70 per cent of the top ten research options under all four themes. The results were endorsed in the NSG meeting. There was unanimity that the research priorities should be considered by different governmental and non-governmental agencies for investment with prioritization on implementation research and issues cutting across themes.

O presente artigo empreende investigação empírica sobre desigualdades nos conselhos nacionais. Para tanto, são analisados dados de survey com767 conselheiros nacionais, membros de 21 conselhos e 3 comissões nacionais. A análise dos dados focou nas desigualdades entre os conselheiros quanto a renda, escolaridade, gênero, raça/cor, região de residência e setor de representação. Procura identificar se, nas dimensões citadas, os conselhos incluem atores tradicionalmente excluídos do processo político. As interpretações revelam um quadro complexo no que se refere à questão das desigualdades nos conselhos nacionais. Quando observado de forma agregada, o perfil dos conselheiros nacionais indica atores que possuem renda e escolaridade substancialmente superiores à média da população. No entanto, há considerável variação entre os conselhos nacionais ligados a distintas áreas de políticas públicas. Em algumas áreas, os conselhos exibem uma composição plural, sendo mais inclusivos e criando novas oportunidades de acesso a espaços decisórios.Participatory institutions have been described as mitigating factors for traditional political inequalities, since they broaden the access of actors excluded from the formal system. However, they have also borne some criticism, with claims that social and political inequalities are reproduced within them. This paper describes an empirical research on inequalities within the national councils on public policies. The objective of the National Space Science and Technology Center's (NSSTC) Education and Public Outreach program (EPO) is to support K-20 education by coalescing academic, government, and business constituents awareness, implementing best business/education practices, and providing stewardship over funds and programs that promote a symbiotic relationship among these entities, specifically in the area of K-20 Science, Technology, Engineering, and Mathematics (STEM) education. NSSTC EPO Program's long-term objective is to showcase its effective community-based integrated stakeholder model in support of STEM education and to expand its influence across the Southeast region for scaling ultimately across the United States. The Education and Public Outreach program (EPO) is coordinated by a supporting arm of the NSSTC Administrative Council called the EPO Council (EPOC). The EPOC is funded through federal, state, and private grants, donations, and in-kind contributions. It is comprised of representatives of NSSTC Research Centers, both educators and scientists from the Alabama Space Science and Technology Alliance (SSTA) member institutions, the Alabama Space Grant Consortium and the NASA Marshall Space Flight Center's (MSFC) Education Office. Through its affiliation with MSFC and the SSTA - a consortium of Alabama's research universities that comprise the NSSTC, EPO fosters the education and development of the next generation of Alabama scientists and engineers by coordinating activities at the K-20 level in cooperation with the Alabama Department of Education, the Alabama Commission on Higher Education, and Alabama's businesses and industries. A biorepository of human samples is essential to support the research of life science. Lymphoblastoid B cell line (LCL), which is easy to be prepared and can reproduce indefinitely, is a convenient form of sample preservation. LCLs are established from human B cells transformed by Epstein-Barr virus (EBV). Chinese National Immortalized Cell Bank has preserved human LCLs from different ethnic groups in China. As there are many studies on the nature of LCLs and public available resources with genome-wide data for LCLs, they have been widely applied in genetics, immunology, pharmacogenetics/genomics, regenerative medicine, cancer pathogenesis and immunotherapy, screening and generation of fully human neutralizing monoclonal antibodies and study on EBV pathogenesis. Here, we review the characteristics of LCLs and their contributions to scientific research, and introduce preserved samples in Chinese National Immortalized Cell Bank to the scientific community. We hope this bank can support more areas in the scientific research.

The BES user facilities provide open access to specialized instrumentation and expertise that enable scientific users from universities, national laboratories, and industry to carry out experiments and develop theories that could not be done at their home institutions. These forefront research facilities require resource commitments well beyond the scope of any non-government institution and open up otherwise inaccessible facets of Nature to scientific inquiry. For approved, peer-reviewed projects, instrument time is available without charge to researchers who intend to publish their results in the open literature. These large-scale user facilities have made significant contributions to various scientific fields, including chemistry, physics, geology, materials science, environmental science, biology, and biomedical science. Over 16,000 scientists and engineers.pdf file (27KB) conduct experiments at BES user facilities annually. The National Institutes of Health's Office of Behavioral and Social Sciences Research (OBSSR) recently released its Strategic Plan for 2017 to 2021. This plan highlights three scientific priorities: (1) improve the synergy of basic and applied behavioral and social sciences research, (2) enhance and promote the research infrastructure, methods, and measures needed to support a more cumulative and integrated approach to behavioral and social sciences research, and (3) facilitate the adoption of behavioral and social sciences research findings in health research and in practice. This commentary focuses on the challenges and opportunities to facilitate the adoption of research findings in health research and in practice. In addition to the ongoing NIH support for dissemination and implementation (D&I) research, we must address transformative challenges and opportunities such as better disseminating and implementing D&I research, merging research and practice, adopting more rigorous and diverse methods and measures for both D&I and clinical trials research, evaluating technological-based delivery of interventions, and transitioning from minimally adaptable intervention packages to planned adaptations rooted in behavior change principles. Beyond translation into practice and policy, the OBSSR Strategic Plan also highlights the need for translation of behavioral and social science findings into the broader biomedical research enterprise.

Full Text Available Ecological problem solving requires a flexible social infrastructure that can incorporate scientific insights and adapt to changing conditions. As applied to watershed management, social infrastructure includes mechanisms to design, carry out, evaluate, and modify plans for resource protection or restoration. Efforts to apply the best science will not bring anticipated results without the appropriate social infrastructure. For the Long Tom Watershed Council, social infrastructure includes a management structure, membership, vision, priorities, partners, resources, and the acquisition of scientific knowledge, as well as the communication with and education of people associated with and affected by actions to protect and restore the watershed. Key to integrating science and practice is keeping science in the loop, using data collection as an outreach tool, and the Long Tom Watershed Council's subwatershed enhancement program approach. Resulting from these methods are ecological leadership, restoration projects, and partnerships that catalyze landscape-level change.

Building Learning Communities for Research Collaboration and Cross-Cultural Enrichment in Science Education

The GLOBE program has provided opportunities for environmental science research and education collaborations among scientists, teachers and K-12 students, and for cross-cultural enrichment nationally and abroad. In Alaska, GLOBE has also provided funding leverage in some cases, and a base for several other science education programs that share a common goal of increasing student interest, understanding, process skills and achievement in science, through involvement in ongoing research investigations. These programs that use GLOBE methodologies (standardized scientific measurements and learning activities developed by scientists and educators) are: Global Change Education Using Western Science and Native Knowledge also known as "Observing Locally, Connecting Globally" (OLCG); Alaska Earth System Science Education Alliance: Improving Understanding of Climate Variability and Its Relevance to Rural Alaska; Schoolyard Long Term Ecological Research; Alaska Rural Research Partnership; Alaska Partnership for Teacher Enhancement; Alaska Lake Ice and Snow Observatory Network; Alaska Boreal Forest Council Education Outreach; Calypso Farm and Ecology Center; Environmental Education Outreach; and also GLOBE Arctic POPs (persistent organic pollutants) a program that involves countries in the circumpolar North. The University of Alaska GLOBE Partnership has collaborated with the BLM Campbell Creek Science Center Globe Partnership in facilitating GLOBE Training Workshops and providing teacher support. The UK Ecosystem for Fostering Innovation in the Earth & Space Sciences

The UK national government supports an ecosystem of government-funded organisations that carry a specific remit for innovation. By specifically cultivating the commercialisation of research where appropriate, the UK demonstrates a forward-thinking and coordinated approach to deriving economic and societal impact from scientific research activities. This presentation provides an overview of innovation activities at government-backed organisations that support the Earth and space science communities. At the broadest and highest levels, the UK has a whole-of-government approach to fostering innovation. The government also has a designated innovation agency - Innovate UK - which works with people, companies, and partner organisations to find and drive the science & technology innovations that will grow the UK economy. A primary source of scientific funding to UK-based researchers comes from the Research Councils UK (RCUK), which has seven constituent Research Councils. Along with funding activities that support basic research, innovation is supported through a variety of activities. The National Environmental Research Council (NERC), the UK's leading public funder for Earth & environmental science, has brought to market a wide variety of ideas and innovations, including by helping to register patents, negotiating licensing deals, and setting up spin-out companies or joint ventures with commercial organisations. Case studies of NERC commercialization successes will be given, as well as an overview of mechanisms by which NERC supports innovation. These include 'Pathfinder' awards that help enable researchers to develop a greater understanding of the commercial aspects and possibilities of their research. Complementary 'Follow-on Fund' awards provide proof-of-concept funding to support the commercialisation of ideas arising from NERC-funded research. Full Text Available OBJECTIVE: To evaluate the profile and the scientific production of researchers in Pediatrics with scholarship from the National Counsel of Technological and Scientific Development. METHODS: The Lattes curricula of 34 researchers in Pediatrics with active scholarships, from 2006 to 2008 were included in the analysis. The variables of interest were: gender, affiliation, time since PHD, tutoring of undergraduate students, mentorship of masters and doctors, scientific production and the papers' impact. RESULTS: In a total of 411 researchers in Medicine, 34 (8% belonged to Pediatrics. Males (77% and scholars in the category 2 of productivity (62% prevailed. Three states of Brazil were responsible for approximately 90% of the researchers: São Paulo (53%, Minas Gerais (21%, and Rio Grande do Sul (15%. During their academic career, the Pediatrics researchers have published 3,122 articles with a median of 89 articles per researcher (interquartile range - IQ=51-119. Of the total, 40 and 59% articles were indexed in the Web of Science and Scopus databases, respectively. The Pediatrics researchers have published papers in 599 journals with a median impact factor of 2.35 (IQ=1.37-3.73 for the 323 indexed journals. CONCLUSIONS: The Pediatrics researchers have a relevant scientific output from the quantity point of the view, but there is a need to improve quality.

In 1973 the Committee on Nuclear Science of the National Research Council initiated a re-examination of aspects (funding, manpower, and facilities) of the organization and operation of nuclear science research in order to evaluate any changes in the preceding four years and implications of such changes. The reports of the three ad hoc panels established for this purpose (funding and level of effort, nuclear facilities, manpower and education) are presented.
