Full Text Available The purpose of this study was to determine the characteristics and motivational factors of effective Extension advisory leaders. This Delphi study was conducted with a selected group of County Extension Directors and a group of Extension State Advisory Leaders. The study identified 10 characteristics that distinguish an effective Extension advisory leader. Some of these characteristics are explicit and easy to observe, while others are implicit and difficult to directly observe. Therefore, it is practical to use directly observable characteristics of effective advisory leaders when selecting volunteers. Once potential volunteers are spotted in the community, implicit characteristics of effective advisory leaders should be used to further screen them before they are selected. The study also identified the eight most important factors motivating individuals to volunteer as effective advisory leaders. Understanding these motivational factors is helpful for creating an environment for attracting and retaining effective volunteers. Understanding their motivation for volunteer work and creating an environment for them to meet the motivating factors for volunteering will lead to volunteer satisfaction and retention. The findings of this study can be used to build strong Extension advisory councils.

Queensland Energy Advisory Council (QEAC) role covers all forms of energy including renewable, non-renewable, commercialised and non-commercialised energy forms or proposals. While coal developments and electricity matters are discussed and monitored at meetings, the Mines Department and the State Electricity Commission, respectively, retain responsibility for most aspects in these energy sectors. In such cases QEAC's expertise and role is limited and is advisory. In other areas such as energy conservation, management of liquid fuel emergencies, natural gas supply and demand, solar energy, coal conversion, and ethanol production, QEAC made a significant contribution to policy development in 1981/82.

Equality in Healthcare: The Formation and Ongoing Legacy of an LGBT Advisory Council.

This article provides a broad overview of the literature on lesbian, gay, bisexual, transgender (LGBT) health disparities and workplace discrimination, as well as the context that led to the formation of an institutional LGBT Advisory Council. The Council was developed in order to demonstrate our ongoing commitment to LGBT inclusion and to improve the lived experiences for both LGBT patients and staff. A retrospective approach is utilized to explore the LGBT Advisory Council's journey to spearhead advocacy efforts at our institution. The Council's accomplishments include taking a leadership role in obtaining nationally recognized designations such as the Healthcare Equality Index and the Magnet Exemplar for Cultural Sensitivity, as well as adding sexual orientation, gender identity, and gender expression fields to our institution's electronic medical record system. Additionally, the Council guides and promotes ongoing house-wide cultural sensitivity staff training efforts. Most recently, the Council marched as a contingency in the world's largest Pride March for the first time in institutional history. It is our hope that our Council will become an inspiration and exemplar for similar groups to form at healthcare institutions and organizations across the nation. Allowing LGBT members of each individual healthcare community the agency to determine the direction of advocacy efforts is incredibly important; however, this must be coupled with an organizational commitment on behalf of leadership to follow through on these initiatives and to provide them with the resources they need in order to be successful.

The Child Nutrition and WIC Reauthorization Act of 2004 required school districts participating in the federal school meals program to establish by the start of the 2006-2007 school year policies that included nutrition guidelines for all foods sold on school campus during the school day and policy development involving key stakeholders. For many schools, policy development was done by wellness councils. This study examined the association between having a wellness council and availability of low-nutrient, energy-dense foods/beverages in school vending machines following enactment of the federal legislation. In 2006-2007, Minnesota middle (n=35) and high (n=54) school principals reported whether their school and district had a wellness council. Trained research staff observed foods/beverages in vending machines accessible to students. Low-nutrient, energy-dense foods/beverages (snacks >3 g fat or >200 calories/serving, and soda, fruit/sport drinks and reduced-fat/whole milk) were grouped into seven categories (eg, high-fat baked goods) and a food score was calculated. Higher scores indicated more low-nutrient, energy-dense vending fare. Multivariate linear regression, adjusted for school characteristics, was used to examine associations between scores and a three-category council variable (district-only; district and school; no council). Among schools, 53% had district-only councils, 38% district and school councils, and 9% had no council. Schools with both a district and school council had a significantly lower mean food score than schools without councils (P=0.03). The potential of wellness councils to impact availability of low-nutrient, energy-dense vending fare is promising. There may be an added benefit to having both a school and district council. Many electric utility companies have come to realize the Importance of seeking public input before launching corporate resources into major construction projects. One way to organize this input is to establish a Citizen Advisory Council (CAC). This paper describes the purpose of such a group, its advantages and limitations, and how it might be organized. This paper also describes the results of a survey of CAC use for facility siting purposes. Fifty large utility companies were contacted, eleven of which use CACs for siting purposes. Six of these were questioned in greater detail as to their success in using CACs on specific projects. All companies were positive about the use of CACs for public participation because the groups were able to bring valuable information to light and company credibility was enhanced. Full Text Available The stigmatization observed at the interaction between teachers and students at Class Council meetings is the thematic of this paper. In this paper are presented the results from the ethnographic investigation at a basic public school at Rio de Janeiro. The scenario of Class Council under observation and analysis produced clues for comprehension about the pedagogical practices planned by stigmatization, medical treatment and pathologizing the students and sometimes their families as a justification for their failures at school. It was possible to observe that students that do not fit the normal standards imposed by school received a mark, a stigma, starting to be recognized for these assignments. At the teachers speech was present the control that made visible that mark to everyone who lives together with them. The results of this study provide clues to rethink the situation of vulnerability and exclusion that some students are exposed in the evaluation of the class councils, due to difficulties in their educational processes. It also offers the possibility of thinking about the difference by the difference in an inclusive school effectively.

In 2013, the National Heart, Lung, and Blood Institute assembled a working group on epidemiology and population sciences from its Advisory Council and Board of External Experts. The working group was charged with making recommendations to the National Heart, Lung, and Blood Advisory Council about how the National Heart, Lung, and Blood Institute could take advantage of new scientific opportunities and delineate future directions for the epidemiology of heart, lung, blood, and sleep diseases. Seven actionable recommendations were proposed for consideration. The themes included 1) defining the compelling scientific questions and challenges in population sciences and epidemiology of heart, lung, blood, and sleep diseases; 2) developing methods and training mechanisms to integrate "big data" science into the practice of epidemiology; 3) creating a cohort consortium and inventory of major studies to optimize the efficient use of data and specimens; and 4) fostering a more open, competitive approach to evaluating large-scale longitudinal epidemiology and population studies. By building on the track record of success of the heart, lung, blood, and sleep cohorts to leverage new data science opportunities and encourage broad research and training partnerships, these recommendations lay a strong foundation for the transformation of heart, lung, blood, and sleep epidemiology. © The Author 2015. Full Text Available This research aims to investigate the history of secondary school student councils in North-eastern Thailand (Isan, to study the present conditions and problems of secondary school student councils in Isan and to study a model for promoting democracy by using the corporate culture of secondary school student councils in Isan. The study area encompassed Kalasin Province, including Somdetpittayakom School in Somdet District and Yangtaladwittayakarn School in Yangtalat District, Mahasarakham Province, including Sarakhampittayakhom School in Muang District and Kantarawichai School in Kantarawichai District, and Khon Kaen Province, including Kallayanawat School in Muang District and Nampong Suksa School in Nampong District. This research employed interview, observation and focus groups as data collection tools with a purposive sample of student councils in secondary schools in Isan. Data was verified and validated using a triangulation method and analyzed by descriptive analysis. Research results show that the student councils in the secondary schools of Isan were established to promote democracy among youth. Students gained knowledge, understanding of the democratic system, experience in student administration and governance by students for students. It was also found that student council activities in secondary schools give students opportunities to know about their roles, acceptance, respect rights and duties, use intellect to solve problems, have faith in the democratic system, develop morality and ethics and preserve and disseminate traditions and culture according to the principles of Dharma. Current problems with student councils include no student interest in duties and no relationship between the elected leaders and their constituency. Full Text Available The present article aims to discuss the pedagogical work culture in the scope of the class council. Several studies have shown that often the class council acts in a bureaucratic way and against a project able to align the educational practices of theschool with the social interests. Therefore, we seek to question what are the ritualized forms, meanings and beliefs implied in the pedagogical work of the class council and whether or not they are related to the permanence of the diffi culties encountered. This work is part of larger research in which, by means of a qualitative approach along with an interpretive methodology, from the perspective of the cultural studies, we have investigated two public schools in the city of Ponta Grossa, State of Paraná, in order to reveal and understand their school culture and, consequently, unveil the methods of evaluation employed and how the pedagogical work was managed. To perform our analysis, we rely on the contributions of Viñao Frago (1998, Dalben (1992, 2004, Mattos (2005 and Oliveira (2002, 2004, 2009. We were able to perceive that in the surveyed schools there is a shared sense of classifi catory evaluation, of the school council as a bureaucratic step to be fulfi lled, and not as a process inherent to the pedagogical work.

Full Text Available Technical School Councils are chartered organizations responsible for the achievement of students’ learning, and the identification of challenges that schools have to face to promote their improvement. Thus, this article aims to analyze, based on follow-up and evaluation, the performance of schools and what they have developed to guarantee an inclusive education. A participatory research-action proposal was designed in two stages to reach this aim. The first stage related to the preparation of a situational diagnostic with participants from different levels and modalities (which included basic education: primary and secondary schools, in the areas of educational quality, inclusion, and equity. The second one related to a pedagogic intervention proposal during the school year 2015-2016 in 214 technical school councils, selected among 1,222 schools in the state. In addition to imprecise strategies to avoid situations of risk and educational exclusion, the results obtained identified school planning, collaborative work, technical pedagogic counseling, and leadership as themes to be consolidated.

Full Text Available The paper presents a qualitative research of exploratory nature, which was developed in two phases. Initially, it has been carried out a literature review in order to discuss the contributions of the social management model for strengthening the school councils as a democratic space. Then it has been conducted a case study about the regulation of the School Council in the School System of Brumadinho, Minas Gerais. The main results showed that the model of social management has features such as dialogue, participation, democratization and empowerment, which can contribute to the strengthening of the school board as a democratic space.

The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU's Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC's task to incorporate stakeholder knowledge into the EU's fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.
