THE PAPER ADDRESSES THE INTERSECTIONS BETWEEN RESEARCH FINDINGS AND CANADIAN EDUCATIONAL POLICIES FOCUSING ON FOUR MAJOR AREAS: (a) core and immersion programs for the teaching of French to Anglophone students, (b) policies concerning the learning of English and French by students from immigrant backgrounds, (c) heritage language teaching, and (d) the education of Deaf and hard-of hearing students. With respect to the teaching of French, policy-makers have largely ignored the fact that most core French programs produce meager results for the vast majority of students. Full Text Available The paper addresses the intersections between research, ideology, and Canadian educational policies focusing on four major areas: (a core and immersion programs for the teaching of French to Anglophone students, (b policies concerning the learning of English and French by students from immigrant backgrounds, (c heritage language teaching, and (d the education of Deaf and hard-of hearing students. With respect to the teaching of French, policy-makers have largely ignored the fact that most core French programs produce meager results for the vast majority of students. Only a small proportion of students (< 10% attend more effective alternatives (e.g. French immersion and Intensive French programs. With respect to immigrant-background students, a large majority of teachers and administrators have not had opportunities to access the knowledge base regarding effective instruction for these students nor have they had opportunities for pre-service or in-service professional development regarding effective instructional practices. Educational policies have also treated the linguistic resources that children bring to school with, at best, benign neglect. In some cases (e.g., Ontario school systems have been explicitly prohibited from instituting enrichment bilingual programs that would promote students’ bilingualism and biliteracy. Finally, with respect to Deaf students, policy-makers have ignored overwhelming research on the positive relationship between academic success and the development of proficiency in natural sign languages, preferring instead to perpetuate the falsehood that acquisition of languages such as American Sign Language by young children (with or without cochlear implants will impede children’s language and academic development. The paper reviews the kinds of policies, programs, and practices that could be implemented (at no additional cost if policy-makers and educators pursued evidence-based educational policies.

The study of language policy in highly developed countries can make a considerable contribution to solving language and national problems of the states that have begun democratic transformation not long ago. Now, some politicians and scientists again raise the question of the recognition of English official, despite the fact that English is the official language, de facto and this status is not threatened. Therefore, using the statistical method, and the analysis of the collected data and documentary sources, the author examines the classification of statements of U.S. researchers on the need of the state language policy in the U.S., the history of debates and legal disputes over the language policy of the state language, different points of view as to why the founding fathers did not secure the official status of English in the constitution. The author also discusses the differences between assimilation and multicultural model of the state. In conclusion, the author says that minority groups are now realizing the value of their languages and making great efforts to save them. Status of the English language is currently not threatened, so the desire of many scientists and politicians to legalize the official status of the English language is most likely due to the approval of the English language as a national symbol.

Abstract: The lexicographical presentation of terms from the field of language planning often lacks clear and unambiguous distinction and proper explanation. Too often dictionaries even fail to include these terms in the lemma list, and some central terms have not been treated in any general or special purpose dictionary. This article utilises results from research in the field of language policy to make suggestions for the lexicographical presentation and treatment of a number of relevant terms. The emphasis on a distinction between language policy as applied to the intralingual and the interlingual level and the motivation for the introduction of the notion of a communication policy should help lexicographers to give a more comprehensive account of terms from this field and it will also benefit scholars in the field of language policy. A second aspect of this article is the discussion of ways in which dictionaries participate in the implementation of language policy. It is indicated that lexicographers make ever so many decisions of a language political nature. In this regard the lexicographical influence of issues like linguistic hegemony and language purism are discussed. Suggestions are also made for future lexicographical procedures.

Conflict is the most intriguing aspect of contact linguistics. Throughout history ever since the Tower of Babel was left unfinished, contacts between speakers of different languages have unavoidably resulted in conflicts between speakers of those languages. Without any doubt, the European Union (EU)--above all after the decision to enlarge the community--has accepted the multidisciplinary symbolic function of language and culture as a basis for European political unification. Accordingly, European Union policy makers have had to analyze conflicts caused by monolingualism and multilingualism, all aspects of contact linguistics. Can these conflicts be solved, minimized or neutralized by strategies of language planning, language policies and language politics? Initial results of European language policy strategies permit at least a cautious measure of optimism and open broad perspectives for the future of a New Multilingualism which will be discussed in our contribution.

Full Text Available This study investigates language advising in a self-access center (SAC with the purpose of informing language policy. This center is located in a new Japanese university and has shifted from an initially teacher-imposed ‘English-only’ language policy into one which encourages “translanguaging” (Blackledge & Creese, 2010, p. 105 between the students’ and center advisors’ (termed as mentors in this center L1 (Japanese and their L2 (English. Data from audio-recordings of interaction with advisors and students and between students themselves, interviews with mentors, and student questionnaires all reveal how translanguaging occurs in practice and how it helps to create a learning space in which the “local, pragmatic coping tactics” (Lin, 2005, p. 46 of code-switching offer a more viable approach for learning than under its initial monolingual policy. Mentor interviews and student questionnaires indicate generally positive attitudes towards translanguaging; however, some students still favor an ‘English-only’ policy. Conclusions reveal that a looser language policy in the center is emerging in which mentors now guide students towards their own individualized language policies. It is argued in this paper that this “code choice” (Levine, 2011 in language use is therefore aligned more closely to the principles of student-direction in self-access use.

Full Text Available This paper explores the phenomena of academic multiliteracy (the habit of writing academically in more than one language and of L2 monoliteracy (that of only writing academically in a language that is not one’s own and their impact on policy. Based on interviews and surveys conducted with 33 multiliterate and 15 L2 monoliterate scholars connected to one university in Central Europe between 2010 and 2014, I show how incentives to publish in English constructed by educational policies often push ambitious young researchers whose first language is not English away from engaging in academic and societal debates in their first language community. They may thus disengage from the national community, with negative consequences for the interaction between global and local that is essential for good governance. To overcome the difficulty young scholars encounter in writing in their native languages, they should be taught writing both in their native language and in English. Furthermore, university and state policies should reward scholars for writing not only for the international community but also for local society.

While current and emergent applications become more and more complex, most of existing security policies and models only consider a yes/no response to the access requests. Consequently, modelling, formalizing and implementing permissions, obligations and prohibitions do not cover the richness of all the possible scenarios. In fact, several applications have access rules with the recommendation access modality. In this paper we focus on the problem of formalizing security policies with recommendation needs. The aim is to provide a generic domain-independent formal system for modelling not only permissions, prohibitions and obligations, but also recommendations. In this respect, we present our logic-based language, the semantics, the truth conditions, our axiomatic as well as inference rules. We also give a representative use case with our specification of recommendation requirements. Finally, we explain how our logical framework could be used to query the security policy and to check its consistency.
The Policy-Based Management Natural Language Parser (PBEM) is a rules-based approach to enterprise management that can be used to automate certain management tasks. This parser simplifies the management of a given endeavor by establishing policies to deal with situations that are likely to occur. Policies are operating rules that can be referred to as a means of maintaining order, security, consistency, or other ways of successfully furthering a goal or mission. PBEM provides a way of managing configuration of network elements, applications, and processes via a set of high-level rules or business policies rather than managing individual elements, thus switching the control to a higher level. This software allows unique management rules (or commands) to be specified and applied to a cross-section of the Global Information Grid (GIG). This software embodies a parser that is capable of recognizing and understanding conversational English. Because all possible dialect variants cannot be anticipated, a unique capability was developed that parses passed on conversation intent rather than the exact way the words are used. This software can increase productivity by enabling a user to converse with the system in conversational English to define network policies. PBEM can be used in both manned and unmanned science-gathering programs. Because policy statements can be domain-independent, this software can be applied equally to a wide variety of applications.

It has done this since the Middle Ages, by allowing the French language to serve as a political tool. On an international level, language was a way of subjugating conquered peoples (former colonies. It promoted France’s international status (by the 18th century French was the diplomatic language of Europe. On a national level, the French language was one of the ways governments were able to centralise political power (suppression of regional languages. One of the ways French language authorities have promoted the use of language has been through education policies and the way language is taught in schools. For example, the French language was imposed on the colonised territories of France through teaching in missionary schools. Within France, stringent laws were adopted, in particular during the nineteenth century, allowing the French language to replace local languages in schools. In France today, language policies continue to exist and to have an influence on the way we view language and society. One of the main priorities of French language policy is to protect the status of the national language in particular with respect to the increasing use of English as a global dominant language in areas such as science, technology, tourism, entertainment and the media (Nunan: 2007, 178. It reviews some important landmarks in language policies aimed at sign languages in these countries and discusses how certain actions directly impact political decisions related to sign language translation and interpreting. In this context, two lines of argument are developed. The first one addresses the role of sign language translation and interpreting in the Portuguese-speaking context, since Portuguese is the official language in both countries; the other offers some reflections about the Deaf movements and the movements of sign language translators and interpreters, the legal recognition of sign languages, the development of undergraduate courses and the contemporary challenges in the work of translation professionals. Finally, it is suggested that sign language translators and interpreters in both Brazil and Mozambique undertake efforts to press government bodies to invest in: (i area-specific training for translators and interpreters, (ii qualification of the services provided by such professionals, and (iii development of human resources at master’s and doctoral levels in order to strengthen research on sign language translation and interpreting in the Community of Portuguese-Speaking Countries.

This review of the literature synthesizes methodological recommendations for the use of translators and interpreters in cross-language qualitative research. Cross-language qualitative research involves the use of interpreters and translators to mediate a language barrier between researchers and participants. Qualitative nurse researchers successfully address language barriers between themselves and their participants when they systematically plan for how they will use interpreters and translators throughout the research process. Experienced qualitative researchers recognize that translators can generate qualitative data through translation processes and by participating in data analysis. Failure to address language barriers and the methodological challenges they present threatens the credibility, transferability, dependability and confirmability of cross-language qualitative nursing research. Through a synthesis of the cross-language qualitative methods literature, this article reviews the basics of language competence, translator and interpreter qualifications, and roles for each kind of qualitative research approach. Methodological and ethical considerations are also provided. By systematically addressing the methodological challenges cross-language research presents, nurse researchers can produce better evidence for nursing practice and policy making when working across different language groups. Findings from qualitative studies will also accurately represent the experiences of the participants without concern that the meaning was lost in translation.

This article addresses the inclusion of immigrant minority language students in Content and Language Integrated Learning (CLIL) bilingual education programmes. It reviews results of research on (1) the reasons, beliefs and attitudes underlying immigrant minority language parents' and students' choice for CLIL programmes; (2) these students' proficiency in the languages of instruction and their academic achievement; and (3) the effects of first language typology on their second and third language proficiency. The author explores conditions and reasons for the effectiveness of CLIL pedagogy, as well as the comparative suitability of CLIL programmes for immigrant minority language students. The review shows that CLIL programmes provide a means to acquire important linguistic, economic and symbolic capital in order to effect upward social mobility. Findings demonstrate that immigrant minority language students enrolled in CLIL programmes are able to develop equal or superior levels of proficiency in both languages of instruction compared to majority language students; with previous development of first language literacy positively impacting academic language development. CLIL programmes are found to offer immigrant minority language students educational opportunities and effective pedagogical support which existing mainstream monolingual and minority bilingual education programmes may not always be able to provide. In light of these findings, the author discusses shortcomings in current educational policy. The article concludes with recommendations for further research.[Figure not available: see fulltext.

Full Text Available Canada went through a tough discussion in July 2013 when it was revealed that between 1942 and 1952 unethical and harmful research was conducted on Aboriginal peoples, most of whom were children. Beyond simply condemning unethical research with Indigenous populations, we need to examine why this happened and understand what the implications and lessons are for "policy research" moving forward. Policy research is a powerful tool when conducted in the proper way. We must never lose sight of the reason we are engaged in the activity: to improve well-being through the improvement of understanding that leads to change. In principle, a child can seemingly easily acquire any given language. First language acquisition follows a certain pattern which to some extent is found to be language independent. Since time immemorial, it has been of interest why children are able to acquire language so easily. Different disciplinary and methodological orientations addressing this question can be identified. A selective literature search in PubMed and Scopus was carried out and relevant monographies were considered. Different, partially overlapping phases can be distinguished in language acquisition research: whereas in ancient times, deprivation experiments were carried out to discover the "original human language", the era of diary studies began in the mid-19th century. From the mid-1920s onwards, behaviouristic paradigms dominated this field of research; interests were focussed on the determination of normal, average language acquisition. The subsequent linguistic period was strongly influenced by the nativist view of Chomsky and the constructivist concepts of Piaget. Speech comprehension, the role of speech input and the relevance of genetic disposition became the centre of attention. The interactionist concept led to a revival of the convergence theory according to Stern. Each of these four major theories--behaviourism, cognitivism, interactionism and nativism--have given valuable and unique impulses, but no single theory is universally accepted to provide an explanation of all aspects of language acquisition. Moreover, it can be critically questioned whether clinicians consciously refer to one of these theories in daily routine work and whether therapies are then based on this concept. It remains to be seen whether or not new theories of grammar, such as the so-called construction grammar (CxG), will eventually change the general concept of language acquisition.

The problem of regulating access to XML documents has attracted much attention from both academic and industry communities.In existing approaches, the XML elements specified by access policies are either accessible or inac-cessible according to their sensitivity.However, in some cases, the original XML elements are sensitive and inaccessible, but after being processed in some appropriate ways, the results become insensitive and thus accessible.This paper proposes a policy language to accommodate such cases, which can express the downgrading operations on sensitive data in XML documents through explicit calculations on them.The proposed policy language is called calculation-embedded schema (CSchema), which extends the ordinary schema languages with protection type for protecting sensitive data and specifying downgrading operations.CSchema language has a type system to guarantee the type correctness of the embedded calcula-tion expressions and moreover this type system also generates a security view after type checking a CSchema policy.Access policies specified by CSchema are enforced by a validation procedure, which produces the released documents containing only the accessible data by validating the protected documents against CSchema policies.These released documents are then ready tobe accessed by, for instance, XML query engines.By incorporating this validation procedure, other XML processing technologies can use CSchema as the access control module.

Full Text Available This paper is an elaboration of a theoretical framework we developed in the introductory chapter of our co-edited volume, State Traditions and Language Regimes (McGill-Queen’s University Press, 2015. Using a historical institutionalism approach derived from political science, we argue that language policies need to be understood in terms of their historical and institutional context. The concept of ‘state tradition’ focuses our attention on the relative autonomy of the state in terms of its normative and institutional traditions that lead to particular path dependencies of language policy choices, subject to change at critical junctures. ‘Language regime’ is the conceptual link between state traditions and language policy choices: it allows us to analytically conceptualize how and why these choices are made and how and why they change. We suggest that our framework offers a more robust analysis of language politics than other approaches found in sociolinguistics and normative theory. It also challenges political science to become more engaged with scholarly debate on language policy and linguistic diversity.

Although English is the dominant language in many parts of these countries, immigrants generally prefer speaking their native language when they are in their homes. Whatever the reason for using native language at home is, when we consider the children in these families, we can say that being exposed to different languages at home and at school may be a problem for their language development.Purpose of Study: There are many studies conducted in order to better understand the problems of language minority children. A great deal of literature on language minority students focuses on the ties between these children‟s literacy development and their literacy practices at home. In other words, these studies aim to see how the literacy events these children are exposed to at home affect their literacy learning in the second language.Methods: This paper is an attempt to put together and discuss various theoretical and empirical studies conducted on the literacy development of language minority children in English speaking countries.Findings: Literacy education of language minority students is not an easy task. Full Text Available This study, as a concise and critical literature review, examines related studies that investigated the interplay of the three constructs: ethnic identity, national identity and language policy. To do this, five related research articles were located and their similarities and differences in terms of their findings and methodologies were compared and contrasted. The literature review reveals that the researchers have utilized both quantitative and qualitative methods to obtain data. The findings show that ethnic identity is the contextualization of history, beliefs, customs, spiritual values, etc. of a speech community which practice their culture and values via the medium of language. National identity which emerges in time can be defined as an embodiment of the all common cultural values and social practices of different ethnic groups inside the borders of any country, and this is also manifested through a common language used as the formal and official language of their country. However, identity is a notion that remains rather illusive in its operationalization. Finally, language policy may be representative of a body of law, regulation and authoritative linguistic planned programs which are imposed on societies by governments. Language policies as nation building activities can improve the sense of nationality and reduce ethnic discords, and in the event may also suppress the maintenance or development of ethnic identity.

Full Text Available The present study was conducted to identify the perceptions of the Iranian foreign language practitioners about Iran‟s foreign language education policy within a systemic functional linguistics approach. To this end, 8 Iranian male and female foreign language practitioners were interviewed and asked to talk about what they thought about Iran‟s foreign language policy. The findings obtained from analysing the process types and participants employed by the Iranian foreign language practitioners within a systemic functional linguistics approach point out that the FLEP document is heavily influenced by and draws on well entrenched ideological, historical, religious, economic, and political discourses. Further investigations within a systemic functional linguistics approach indicate that the Iranian teachers believed that while English is a tool for understanding cultural exchanges and transferring technological advances, achieving these goals through the teaching of English is sometimes problematic within an absolute Islamic framework. The findings obtained from a transitivity analysis for the Iranian foreign language practitioners by subjecting their responses to the questions on the interviews to a systemic functional linguistics approach are also indicative of the Iranian foreign language teachers‟ loyalty to the “the younger, the better” belief. Likewise, course content was a topic for controversy. Some of the practitioners believed that course content should be developed around a variety of topics. Whereas others asserted that the inclusion of different topics in the foreign language education policy document may increase the workload on the part of the teachers. Other issues such as culture, the Islamic ideology, and imperialism were identified as causes of different understandings among the Iranian foreign language practitioners as well.

This qualitative case study explored a third grade bilingual teacher's transformative language ideologies through participating in a collaborative action research project. By merging language ideologies theory, Cultural Historical Activity Theory (CHAT), and action research, I was able to identify the analytic focus of this study. I analyzed how one teacher and I, the researcher, collaboratively reflected on classroom language practices during the video analysis meetings and focus groups. Further, I analyzed twelve videos that we coded together to see the changes in the teacher's language practices over time. My unit of analysis was the discourse practice mediated by additive language ideologies. Throughout the collaborative action research process, we both critically reflected on the classroom language use. We also developed a critical consciousness about the participatory shifts and learning of focal English Learner (EL) students. Finally, the teacher made changes to her classroom language practices. The results of this study will contribute to the literacy education research field for theoretical, methodological, and practical insights. The integration of language ideologies, CHAT, and action research can help educational practitioners, researchers, and policy makers understand the importance of transforming teachers' language ideologies in designing additive learning contexts for ELs. From a methodological perspective, the transformative language ideologies through researcher and teacher collaborated video analysis process provide a unique contribution to the language ideologies in education literature, with analytic triangulation. As a practical implication, this study suggests action research can be one of the teacher education tools to help the teachers transform language ideologies for EL education.

Full Text Available Malaysia is an example of a diverse nation with communities facing multiplicities in religions, languages, linguistic practices and cultural beliefs. These multiplicities and polarities need to be understood and managed in order to maintain harmony and unity in this multilingual and multicultural nation. Malaysia, therefore, has to strategize and build up paths that would lead to a solid foundation of trust and cohesiveness among its citizens. This paper seeks to achieve a better and clearer understanding of Malaysian language policies and the relationships in linguistic practices that are seen to contribute to the reconciliation among diverse communities. The paper investigates the language phenomenon through a survey questionnaire that would give information about the relative emphases given to the use of the various languages, and perceptions about issues pertaining to language maintenance. Data reveal diversities in language use in relation to ethnicity and the reconciliations that emerge from these diversities. The reconciliation is an adopted move towards a more united and inclusive community creating “oneness” within multi-ethnic, multi-lingual and multi-cultural Malaysia. The results are also linked to the current program for transformation of Malaysian society under the context of a mission for unity.

Full Text Available Language Policy (LP with language planning as its implementation is now a well-established field; yet, as evidenced by the scarcity of scholarly literature, seldom concerned with personal names. The paper looks at personal names (given names and surnames and discusses the ways in which they can be perceived as objects of minority LP. Policies regarding personal names are analysed within the framework of the traditional division of language planning into status, corpus and acquisition planning. These policies are then further examined according to other dimensions: what the object of a LP is, who its agent is, what motivates a LP, what effects it exerts, and how a LP is carried out. Finally, the paper looks at EU minority legislation with reference to personal names,especially at the country-specific opinions which reflect the FCNM monitoring process, highlighting areas of controversy. In conclusion, it is shown how vital personal names are to personal and group identity and, consequently, how control over them helps the nation-state control a minority, although – it is argued – not every regulation constitutes a minority LP.

Full Text Available The following paper will investigate the acquisition of Macedonian languages in public schools and universities, focusing on the Albanian and Macedonian languages. As the saying goes: "The more languages you speak, the more human you are". Abiding by this proverb, the citizens of the Republic of Macedonia should be encouraged to become multilingual by learning the national languages. The acquisition of the national languages in a multilingual, multiethnic and multicultural country like Macedonia is, in my opinion, a necessary step toward the establishment of smooth and peaceful communication between the country's two largest cultural groups (Macedonians and Albanians, and is therefore also a prerequisite for the successful integration of every citizen into their home country's society. This paper also investigates Switzerland's multilingual and multicultural society, which serves as a successful and positive example of how a nation can deal with a multilingual population and the integration of its population. With this in mind, the question is raised here whether the model of Switzerland's language policy and national language instruction can perhaps also serve as an example for the Republic of Macedonia.
Science and policy in health and medicine have interacted in new ways in Britain since 1945. The relationship between research and policy has a history. The changing role of social medicine, the rise of health services research and "customer contractor" policies in government have been important. The relationship between research and policy has been analysed by different schools of thought. This chapter categorises them as several groups: "evidence-based", "journalism", "sociology of scientific knowledge" and "science policy studies". The chapters in the book illuminate aspects of these changing relationships. The role of chronic disease epidemiology, of new networks in public health, of media-focussed activism, and of health technology and its advocates have been more important than political interest.

This article provides an overview of current American Speech-Language-Hearing Association (ASHA) policies for the appropriate use and supervision of speech-language pathology assistants with an emphasis on the need to preserve the role of fully qualified speech-language pathologists in the service delivery system. Seven challenging issues surrounding the appropriate use of speech-language pathology assistants are considered. These include registering assistants and approving training programs; membership in ASHA; discrepancies between state requirements and ASHA policies; preparation for serving diverse multicultural, bilingual, and international populations; supervision considerations; funding and reimbursement for assistants; and perspectives on career-ladder/bachelor-level personnel. The formation of a National Leadership Council is proposed to develop a coordinated strategic plan for addressing these controversial and potentially divisive issues related to speech-language pathology assistants. This council would implement strategies for future development in the areas of professional education pertaining to assistant-level supervision, instruction of assistants, communication networks, policy development, research, and the dissemination/promotion of information regarding assistants.

Language issues and social inclusion consistently remain two major concerns for member countries of the European Union (EU). Despite an increasing awareness of the importance of language learning in migrants' social inclusion, and the promotion of language policies at European and national levels, there is still a lack of common actions at the European level. Challenged by questions as to whether language learning should be prioritised as a human right or as human capital building, how host/mainstream language learning can be reinforced while respecting language diversity, and other problems, member countries still need to find solutions. It explores the potential of enhancing the effectiveness of language policies via a dialogue between policies and practices in different national contexts and research studies in the field of language and social inclusion. The research data are derived from two databases created by a European policy for active social inclusion project called INCLUDE. This project ran from 2013 to 2016 under the EU's lifelong learning programme, with funding support from the European Commission. Through an analysis of these two project databases, the paper reviews recent national language policies and their effect on the social inclusion of migrants. In the second part of her article, the author interprets the process of language learning and social inclusion using poststructuralist theories of language and identity.
Full Text Available In this note, we outline various possible long-run effects of an English-only acquisition policy in the European Union. The point of departure is how individual behaviour adapts to constraints in the environment. This leads to changes in collective behaviour, which becomes part of the environment, again influencing individual behaviour. Possible equilibria of this feedback mechanism are discussed. It is argued that domain loss and diglossia may result. The process is further characterized by external effects. Looking at language knowledge as a merit good, path dependencies and multiple stable equilibria can be explained.

Full Text Available Recent studies have suggested that teachers beliefs have a significant influence on actual classroom practice and, consequently, on students achievements. However, little research has been done to investigate the influence of Indonesian language policy and teachers beliefs. The study reported seeks to examine the influence of English language policy on pre-service teacher's beliefs about the teaching of English language grammar in Indonesian schools. The research participants were pre-service teachers who have taken the subjects of Structure, Teaching Methods, and Micro-teaching in three public and private universities in Central Java and Yogyakarta Special District. Due to time and scheduling limitations, the sampling method used in this study was convenient sampling. Documentation, survey schedules, interviews, focus group discussions were used to gather the data. The findings revealed that although the language policy in Indonesia has put English language teaching and learning within the framework of communicative competence since the enactment of the 2006 School-based Curriculum, the pre-service teachers still believed that traditional method of teaching grammar (explicit grammar instruction was imperative to use. The pre-service teachers tended to exclude English language policy enacted by Indonesian government in their discussion about teachers beliefs. Instead, the pre-service teachers constructed their beliefs about English language grammar teaching and learning process on their prior experiences in learning and teaching grammar.

Full Text Available Abstract This article discusses applications of Second Language Acquisition (SLA research to the preparation of language coursebooks. The author suggests a number of ways in which SLA research findings can help improve coursebooks and thereby enhance the learning of large numbers of students. Research leads us to consider learners as genuine speakers of the L2, as bilinguals who still have an L1 present in their minds and who do not all go about learning the L2 in the same way. Few coursebooks take into account these and other findings of SLA research, for example: that the acquisition of basic syntax precedes the acquisition of inflectional morphology, that most of the syntax to be learned is really part of the lexicon, or that vocabulary needs to be encountered in a structural and semantic context in order to be effectively acquired. Coursebook authors also need to bear in mind that pronunciation is necessary not only for communication but also for the actual learning of L2 forms, and that some aspects of the L2 writing system need to be explicitly taught. The author provides two sample lessons to illustrate how these research findings might be applied to the writing of a coursebook.

Ecuador is implementing a programme of indigenous bilingual intercultural education. Work began systematically in 1978 through a research centre of the Catholic University, and throughout the 1980s the government has become increasingly committed to the principle of indigenous education. In 1980 agreement was reached on a common alphabet for all indigenous languages. In the same year the government accepted that vernacular languages might be used for education, and the "Macac" educational model was devised by the Catholic University's research centre. By 1984 there were 300 bilingual primary schools, but the government then suspended its experiment. This was restored four years later, with the addition of secondary education and teacher training colleges. What is stressed by NGOs active in promoting indigenous education is not only its use of vernacular languages, but the need for intercultural exchange, recognizing in a modified curriculum the cultural values of the indigenous population and their socioeconomic reality. This change has not been understood by all government agencies, although a new Directorate for Bilingual Intercultural Education was established in 1988 to provide education for people of all ages in indigenous communities. The traditional Spanish-language formal education system has exercised a restricting influence on innovation, and the response of the dominant Spanish-speaking majority has generally been indifference.

Full Text Available The paper investigates the survival of two South-Guan minority dialects, Leteh and Efutu, in the context of the Ghana language-in-education policy. The study is done from the perspective of the UNESCO Universal Declaration on Linguistic Rights (1996. In every multilingual state, the formulation of policies concerning language use has always presented challenges. The government has to decide which of the languages need to be promoted and for what purposes. In Ghana, since the introduction of formal education, English has indubitably been the language of education, trade, law, media, government and administration. However, there has always been a debate surrounding the language-in-education policy, especially at the basic level of education. The argument has always been whether English should be emphasised or Ghanaian languages. For purposes of formal education, the government of Ghana has promoted nine languages known as government-sponsored languages. These are languages which have literary tradition and can be used as media of instruction in schools. This decision was to the detriment of some Ghanaian languages; languages which are often described as minority languages, and which are not government-sponsored. The paper argues that, if language and culture are intertwined, and the culture of a people must be preserved, then language policymakers need to consider the linguistic rights of speakers of the so-called minority languages. Full Text Available The paper begins by approaching the concept of CLIL (Content and Language Integrated Learning providing a brief overview of the history of bilingual education. The influence of the linguistic policies of the European Union is discussed along with some beliefs about language teaching and how both have influenced the celerity of CLIL implementation, momentum and expansion. There are some indicators of the lack of a theoretical framework for CLIL, of insufficient teacher education and or inadequacy of materials. It is necessary to reflect systematically on to what extent commercially published textbooks match the demands of bilingual education. The second section centers on CLIL textbooks, mainly those commercialized by publishers, by referring to some recent studies which attempt to approach systematically their design and use. Since, by definition CLIL includes both content and language, our research question is if content books (in English also include content and language objectives. A corpus of 25 books from different subjects, years, and publishers is analyzed. The analysis shows an insufficient presence of linguistic objectives. Some reflections are made about this scarcity with the warning that this lack could hindrance an efficient implementation of CLIL. There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit-based (i.e., policies that ban exploitation entirely without a species-specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target-based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. Full Text Available This paper examines the impact of gender representations in Spanish/L2 textbooks on perpetuation or deconstruction of gender stereotypes in the classroom. Although the results of numerous studies of gender representation in such books performed in the past two decades suggest that teaching materials have been an important instrument in perpetuating gender stereotypes, recent researches have revealed certain changes in this area. The present analysis supports these findings. The research corpus consists of eleven textbooks of Spanish/L2 (level A1 and A2 by different Spanish publishers, all of them published in the last four years. The gender roles in which women and men appear are critically analyzed. The results of the analysis suggest that there has been a conscious effort by both authors and editors in order to change the stereotypical gender representation in these didactic materials. We offer an explanation for these changes suggesting that they can be accounted for by the action of a different model of gender sensitive language policies, the bottom-up model, where the crucial factors of change are not the activities of the official institutions but rather are to be found in different communities of practice, i.e., all people involved in creating, publishing and distributing teaching materials, as well as linguists who investigate the relationship between language and gender.

Although there is increased understanding of language barriers in cross-language studies, the point at which language transformation processes are applied in research is inconsistently reported, or treated as a minor issue. Differences in translation timeframes raise methodological issues related to the material to be translated, as well as for the process of data analysis and interpretation. In this article we address methodological issues related to the timing of translation from Portuguese to English in two international cross-language collaborative research studies involving researchers from Brazil, Canada, and the United States. One study entailed late-phase translation of a research report, whereas the other study involved early phase translation of interview data. The timing of translation in interaction with the object of translation should be considered, in addition to the language, cultural, subject matter, and methodological competencies of research team members. © The Author(s) 2014.
Full Text Available Language is the spirit of nations; the cement of the culture mosaic. Its education has a critical role especially for multi-national societies and states. According to Human Rights, every individual has the right to develop, teach and learn his native language in any setting. But this democratic right is required to be regularized with a healthy, efficient and long term multilingual education policy. As one of the most powerful multi-ethnic empires of history, Ottoman Empire embraced numerous cultures and several unique languages. As a policy, the Empire followed a relatively flexible and irregular language policy which fostered national homogeneity and unity in time. On the other hand, the Empire always kept the gap between Anatolian Turkish language by employing Ottoman language as official language. The imbalanced policies of multilingual education and Porte’s distance to Anatolian Turkish contributed a lot to the disintegration of the Empire. This study focuses on why Ottoman language policies adversely affected the unity of the multilingual Empire, scrutinizes the insufficient multilingual education models among Muslim society with its outcomes and discusses how multilingual education in minority schools contributed the disintegration process.

Full Text Available The importance of public policy as a complementary framework for telehealth, telemedicine, and by association telerehabilitation, has been recognized by a number of experts. The purpose of this paper is to review literature on telerehabilitation (TR policy and research methodology issues in order to report on the current state of the science and make recommendations about future research needs. An extensive literature search was implemented using search terms grouped into main topics of telerehabilitation, policy, population of users, and policy specific issues such as cost and reimbursement. The availability of rigorous and valid evidence-based cost studies emerged as a major challenge to the field. Existing cost studies provided evidence that telehomecare may be a promising application area for TR. Cost studies also indicated that telepsychiatry is a promising telepractice area. The literature did not reference the International Classification on Functioning, Disability and Health (ICF. Rigorous and comprehensive TR assessment and evaluation tools for outcome studies are tantamount to generating confidence among providers, payers, clinicians and end users. In order to evaluate consumer satisfaction and participation, assessment criteria must include medical, functional and quality of life items such as assistive technology and environmental factors. Full Text Available The present article analyzes two documents Parâmetros Curriculares Nacionais – Língua Portuguesa (BRASIL, 1998 and Parâmetros Curriculares Nacionais – Temas Transversais – Pluralidade Cultural (BRASIL, 1998b, conceiving these documents as constituents of language policies (RICENTO, 2006; SHOHAMY, 2006 and literacy policies, and it focuses the intercultural dialogues/conflicts that these documents promote when guiding that the teaching of the language should have as main object the text and indicating which genres should be privileged. Thereby, the text deals with language policies, more specifically focusing in literacy policies (bringing to bear the concept of literacy formulated by the New Literacy Studies (STREET, 1984, 1993, 2003; BARTON; HAMILTON, 1998; SIGNORINI, 2001 and interculturality (JANZEN, 2005. The analysis of the documents is undertaken to the light of the bakhtinian conception of language and it mobilizes the following concepts of the Circle of Bakhtin: dialogism, utterance and genres of speech. Furthermore, this text is based methodologically on the orientations of the authors of this Circle for the study of the language (BAKHTIN/ VOLOSHINOV, 1986; BAKHTIN, 2003. The analysis indicates that the official documents, when promoting literacy policies, also promote intercultural conflicts, because they privilege the dominant literacies, silencing other literacy practices. We understood that this silencing and invalidating local literacy practices has implications for the constitutions of the students’ identities and local language policies.

Full Text Available The current political debates in England highlight the role of language in citizenship, social exclusion, and discrimination. Similar debates can also be found around the world. Correspondingly, research addressing different language communities is burgeoning. Service providers and academics are increasingly employing bilingual community researchers or interpreters to carry out research. However, there is very little written about the effect of working with bilingual researchers. What it means to be bilingual is often essentialised and rarely problematised. Bilingual researchers are seen as unproblematically acting as bridges between communities just because they are bilingual. Their ties to communities, their use of language, and their perspectives on the research are rarely investigated. Language is tied in an unproblematic way to meaning, values, and beliefs. In this article, I use examples from my own research to question what it means to be bilingual and to do cross-language research. I argue that there is no straightforward way in which meanings can be read off from researchers’ ties to language and that being bilingual is not the same for everyone.

Understanding how to mitigate language barriers is becoming increasingly important for health care providers around the world. Language barriers adversely affect patients in their access to health services; comprehension and adherence; quality of care; and patient and provider satisfaction. In 2003, the United States (US) government made a major change in national policy guidance that significantly affected limited English proficient patients' ability to access language services. The objectives of this paper are to describe the state of the language barriers literature inside and outside the US since 2003 and to compare the research that was conducted before and after a national policy change occurred in the US. We hypothesize that language barrier research would increase inside and outside the US but that the increase in research would be larger inside the US in response to this national policy change. We reviewed the research literature on language barriers in health care and conducted a cross sectional analysis by tabulating frequencies for geographic location, language group, methodology, research focus and specialty and compared the literature before and after 2003. Our sample included 136 studies prior to 2003 and 426 studies from 2003 to 2010. In the 2003-2010 time period there was a new interest in studying the providers' perspective instead of or in addition to the patients' perspective. The methods remained similar between periods with greater than 60% of studies being descriptive and 12% being interventions. There was an increase in research on language barriers inside and outside the US and we believe this was larger due to the change in the national policy. We suggest that researchers worldwide should move away from simply documenting the existence of language barriers and should begin to focus their research on documenting how language concordant care influences patient outcomes, providing evidence for interventions that mitigate language barriers

Full Text Available This paper examines the impact of language planning and language policy in the competing roles of the national language and English in the educational system of Malaysia and the Philippines. These countries have emphasised the national language (i.e. Malay in Malaysia and Filipino in the Philippines to foster national unity, and the international language-English for global communication. Educational expansion as documented with globalisation has also repositioned the role of the English language. While English has become a necessary tool to increase competitiveness in the global market, calls to 'switch back' or 'retain' the national language to instil a sense of national unity has also been equally advocated. Although planning and policy may have specific objectives, these may not be reflected in actual language use. The findings of this study reveal the social reality of contrasting language planning and policy initiatives in Malaysia and the Philippines and the actual use of these languages.

I begin with a discussion of the value of privacy and what we lose without it. I then turn to the difficulties of preserving privacy for genetic information and other medical records in the face of advanced information technology. I suggest three alternative public policy approaches to the problem of protecting individual privacy and also preserving databases for genetic research: (1) governmental guidelines and centralized databases, (2) corporate self-regulation, and (3) my hybrid approach. None of these are unproblematic; I discuss strengths and drawbacks of each, emphasizing the importance of protecting the privacy of sensitive medical and genetic information as well as letting information technology flourish to aid patient care, public health and scientific research.

Full Text Available The Roma constitute an ideal case of educational injustice meeting linguistic difference, racism, social marginalization, and poverty. This paper asks whether human-rights or capabilities approaches are best suited to address issues related to the language education of Roma students in Europe. Full Text Available Language policies in education in multilingual postcolonial contexts are often driven by ideological considerations more veered towards socio-economic and political viability for the country than towards the practicality at implementation level. Centuries after the advent of colonisation, when culturally and linguistically homogenous countries helped to maintain the dominion of colonisers, the English language still has a stronghold in numerous countries due to the material rewards it offers. How then are the diversity of languages – often with different statuses and functions in society – reconciled in the teaching and learning process? How do teachers deal with the intricacies that are generated within a situation where children are taught in a language that is foreign to them? This paper is based on a study involving pre-primary teachers in Mauritius, a developing multilingual African country. The aim was to understand how their approach to the teaching of English was shaped by their biographical experiences of learning the language. The narrative inquiry methodology offered rich possibilities to foray into these experiences, including the manifestations of negotiating their classroom pedagogy in relation to their own personal historical biographies of language teaching and learning, the policy environment, and the pragmatic classroom specificities of diverse, multilingual learners. These insights become resources for early childhood education and teacher development in multilingual contexts caught within the tensions between language policy and pedagogy.

Full Text Available First language (L1 transfer has been a key issue in the field of applied linguistics, second language acquisition (SLA, and language pedagogy for almost a century. Its importance, however, has been re-evaluated several times within the last few decades. The aim of this paper is to examine current research that has investigated the role of L1 transfer in second language (L2 writing. The paper begins by discussing the different views of L1 transfer and how they have changed over time and then reviews some of the major studies that have examined the role of L1 transfer both as a learning tool and as a communicative strategy in L2 writing. The paper concludes with a number of suggestions for L2 writing instruction and future research.

Full Text Available The last decade has seen unprecedented policy emphasis on the Less Commonly Taught Languages (LCTLs – whether broadly, as indicated by the regular publication of lists of languages critical to the national interest, such as that of the US Department of Education (2010, or in the particular languages included in the multiple new Federal programs that comprise the National Security Language Initiative (NSLI, such as the National Language Service Corps, STARTALK, the Language Flagship, the English for Heritage Language Speakers program, or the NSLI for Youth, to cite several examples. The LCTLs predominate in these lists, reflecting a national level policy emphasis on the LCTLs. This emphasis derives from perceived and actual needs for specific LCTLs required for the common weal – for national security, economic well being, and social justice (Brecht et al., 2007; Brecht & Rivers, 2000. This emphasis, consisting in its entirety of programs promulgated, funded, and directed by the Federal government, stands in contrast to the ongoing perception in our professional fields that Foreign Languages (FLs, and the LCTLs among them, are under increasing and unprecedented stress in the educational system, and that furthermore, that the teaching of LCTLs lacks public support, or is even actively opposed in the broader US society (Wiley, 2007.

Pursuant to the questionnaire, the obtained data were aimed at establishing if the use of a correct language might increase employment possibilities, if service suppliers talking correctly were stronger preferred, what sources designated for language culture were used in order to revise the accuracy of the employed terminol- ogy (or word, etc. The questionnaire also presents terms more relevant to transport staff and investigates the frequency of the used terminology both correct and incorrect. Full Text Available The aim of the empirical part of the research was to explore the attitude of the Serbian academic community towards the English language used as lingua franca (ELF, i.e. neutral variety of the English language. The results might be a starting point in considering whether to include ELF in the language policy and, consequently, into English curricula in Serbia. The research included members of Serbian academic community, students of different departments, and English language teachers in the state owned and privately owned universities in Belgrade, Novi Sad and Nis. After examining their attitudes towards key postulates of ELF the conclusions are that it is necessary to start discussions about the concepts of the variety and to reassess current deeply rooted ideas about the English language from the perspective of modern linguistic trends. The need for a more liberal approach to the variety is not generated only in the needs of the market, i.e. those people to whom English is a practical means of international communication, but also the need to adjust ELT (English Language Teaching to modern linguistic tendencies and the European Council recommendations.
Educational R & D in Sweden is to a large extent policy-oriented. It has been an integrated part of the Swedish educational reform system and has brought about a dialogue between politicians, administrators and researchers. Several circumstances have contributed to the `Swedish model'. One is the system with government-appointed committees in which researchers often play an active part. Another is that the Swedish educational system is highly centralized, with the National Board of Education (NBE) as the central authority, responsible for primary, secondary and adult education. A third — and a crucial one — is that, since 1962, the NBE has had increasing funds for educational R & D at its disposal. These funds account for the main part of the economic resources for R & D, along with resources allocated to research appointments at research departments of universities. Educational R & D, conducted primarily within the NBE funds, has recently been evaluated by a government-appointed committee. In its evaluations of the impact of educational R & D, the committee distinguished between the effects of R & D and the effect correlates. It concluded that the impact of R & D is more indirect than direct, more long-term than immediate. The effects are also more easily recognized at levels above the actual school situation. This finding could be interpreted as a consequence of the policy-orientation of educational R & D, which at the same time shows the difficulties in reaching the `school level' with research and development results. There are two general trends in Sweden, which will influence both research planning and research use. First, there is a trend towards the decentralization of decision-making and responsibility for the educational system. Full Text Available Since the 1990s, many education researchers and policy makers worldwide have reviewed education research to attempt to provide strategies to improve the quality of such research in their countries. Taiwan’s government has launched policies and funded support to set the benchmark for Taiwan’s leading universities in international academic competition. The external environment of global competition based on research policy influences the ecosystem of social science research production. To assure the quality of education policy, peer review from within the education community is one approach to supplementing the government’s governance, including the establishment of research institutes, promotion, rewards, and research value. This study tracked the mode of academic research and provides an overview of the status of academic education research in Taiwan. Because education research is part of the humanities and social sciences fields, this study identified the challenges in educational research by examining the trend of social science research and by analyzing research organizations, policy, and the evaluation of research performance. Due to the environment of education research in Taiwan is not friendly to education researcher to accumulate papers in SSCI or international journal, additional concerns entail how education research communities can develop and agree on its quality.
Many scientists are striving to identify and promote the policy implications of their global change research. Much basic research on global environmental change cannot advance policy directly, but new projects can determine the relevance of their research to decision makers and build policy-relevant products into the work. Similarly, many ongoing projects can alter or add to the present science design to make the research policy relevant. Thus, this paper shows scientists working on global change how to make their research policy relevant. It demonstrates how research on physical global change relates to human dimensions studies and integrated assessments. It also presents an example of how policy relevance can be fit retroactively into a global change project (in this case, SRBEX-the Susquehanna River Basin Experiment) and how that addition can enhance the project's status and science. Romania has entered a period of rapid and dramatic population aging. Older Romanians are expected to make up more than 30% of the total population by 2050. Yet, gerontological research is sparse and the few studies of older Romanians that exist are not well used by policy makers. Much of the research is descriptive and focused on needs assessments. Most databases created from studies of older adults are not available for secondary analysis, nor is Romania among the countries included in the Survey of Health and Retirement in Europe. The pension and health insurance systems and the system of social welfare services address the specific needs of older Romanians, but comparing the social protection systems in the European Union with those in Romania suggests the existence of a development lag. The relevant legislation exists but there are still issues regarding the implementation of specially developed social services for older persons. As a result, there are major inadequacies in the organization of the social service system: too few public services, insufficient budget funds, insufficient collaboration between public and private services, and frequently overlapping services.

Many scientists conduct research with direct policy relevance, whether it be producing sea-level projections that are taken-up by local decision-makers, or developing new agricultural technologies. All scientists are affected by policies made by their respective local, regional, and federal governments. For example, budgets affect the grant resources available to conduct research and policies on visas influence the accessibility of new positions for foreign scientists. As a result, many scientists would like to engage with the policy domain, and either bring their science to bear on new policies that are in the works (science-for-policy) or inform policies on the scientific research enterprise (policy-for-science). Some scientists prefer to engage and be neutral to the policy outcome, serving primarily as an information resource. Many may choose to also advocate for a particular outcome based on their expertise and experience. Research shows that policy decisions benefit greatly from the input of scientific experts. We explore the spectrum between informing policies in a "non-prescriptive" manner to working on policies in an advocacy space. We highlight tips for successful engagement along this spectrum. Finally, we review current science-for-policy and policy-for-science issues of relevance to the geophysical sciences.

Two prior studies, conducted in 1966 and in 1979, examined the role of economic research in health policy development. Both concluded that health economics had not been an important contributor to policy. Passage of the Affordable Care Act offers an opportunity to reassess this question. We find that the evolution of health economics research has given it an increasingly important role in policy. Research in the field has followed three related paths over the past century-institutionalist research that described problems; theoretical research, which proposed relationships that might extend beyond existing institutions; and empirical assessments of structural parameters identified in the theoretical research. These three strands operating in concert allowed economic research to be used to predict the fiscal and coverage consequences of alternative policy paths. This ability made economic research a powerful policy force. Key conclusions of health economics research are clearly evident in the Affordable Care Act. © The Author(s) 2015.

This paper advances the application of the methodology, contrast explanation, to energy policy research. Research in energy policy is complex and often involves inter-disciplinary work, which traditional economic methodologies fail to capture. Consequently, the more encompassing methodology of contrast explanation is assessed and its use in other social science disciplines explored in brief. It is then applied to an energy policy research topic—in this case, nuclear energy policy research in the UK. Contrast explanation facilitates research into policy and decision-making processes in energy studies and offers an alternative to the traditional economic methods used in energy research. Further, contrast explanation is extended by the addition of contested and uncontested hypotheses analyses. This research focuses on the methods employed to deliver the new nuclear programme of the UK government. In order to achieve a sustainable nuclear energy policy three issues are of major importance: (1) law, policy and development; (2) public administration; and (3) project management. Further, the research identifies that policy in the area remains to be resolved, in particular at an institutional and legal level. Lack of physical activity is one of the greatest challenges of the 21st century. The Physical Activity Policy Research Network (PAPRN) is a thematic network established in 2004 to identify determinants, implementation, and outcomes of policies that are effective in increasing physical activity. The purpose of this study is to describe the products of PAPRN and make recommendations for future research and best practices. A mixed methods approach was used to obtain both quantitative and qualitative data on the network. First, in 2014, PAPRN's dissemination products from 2004 to 2014 were extracted and reviewed, including 57 publications and 56 presentations. Next, semi-structured qualitative interviews were conducted with 25 key network participants from 17 locations around the U.S. The transcripts were transcribed and coded. The results of the interviews indicated that the research network addressed several components of its mission, including the identification of physical activity policies, determinants of these policies, and the process of policy implementation. However, research focusing on physical activity policy outcomes was limited. Best practices included collaboration between researchers and practitioners and involvement of practitioners in research design, data collection, and dissemination of results. PAPRN is an example of a productive research network and has contributed to both the process and content of physical activity policy research over the past decade. Future research should emphasize physical activity policy outcomes. Additionally, increased partnerships with practitioners for collaborative, cross-sectoral physical activity policy research should be developed. Full Text Available Various newspaper articles report that British ministers, university representatives, exam chiefs and business bodies agree that foreign languages skills in primary, secondary and tertiary UK education are in crisis. Lower funding and policy changes have caused language skills deficiencies felt gravely in the business sectors. Funding and support initiatives pledged by policy makers appear to be election-driven, barely outliving newly elected governments. Others blame secondary school language curriculum for failing to inspire students to take up a language when they reach 13 or 14. Others still argue that severe A-level examinations marking deters students from taking up a foreign language at 6th form level, producing fewer prospective language learners for university departments. Community languages are also undervalued as small-entry languages could soon be axed from GCSE and A-level examinations. In a world increasingly interconnected, it is essential the importance of language learning be reinstated in all our educational institutions. This paper reviews two decades of the conditions of language provision in the UK in general, with an emphasis on Leeds Beckett University. Full Text Available Purpose – The shift in the function of English as a medium of instruction together with its use in knowledge construction and dissemination among scholars continue to fuel the global demand for high-level proficiency in the language. These components of the global knowledge economy mean that the ability of nations to produce multilinguals with advanced English proficiency alongside their mastery of other languages has become a key to global competitiveness. That need is helping to drive one of the greatest language learning experiments the world has ever known. It carries significant implications for new research agendas and teacher preparation in applied linguistics. Design/methodology/approach – Evidence-based decision-making, whether it pertains to language policy decisions, instructional practices, teacher professional development or curricula/program building, needs to be based on a rigorous and systematically pursued program of research and assessment. Findings – This paper seeks to advance these objectives by identifying new research foci that underscore a student-centered approach. Originality/value – It introduces a new theoretical construct – multilingual proficiency – to underscore the knowledge that the learner develops in the process of language learning that makes for the surest route to the desired high levels of language proficiency. The paper highlights the advantages of a student-centered approach that focuses on multilingual proficiency for teachers and explores the concomitant conclusions for teacher development.

In response to recent mass shootings, policy makers have proposed multiple policies to prevent persons with serious mental illness from having guns. The political debate about these proposals is often uninformed by research. To address this gap, this review article summarizes the research related to gun restriction policies that focus on serious mental illness. Gun restriction policies were identified by researching the THOMAS legislative database, state legislative databases, prior review articles, and the news media. PubMed, PsycINFO, and Web of Science databases were searched for publications between 1970 and 2013 that addressed the relationship between serious mental illness and violence, the effectiveness of gun policies focused on serious mental illness, the potential for such policies to exacerbate negative public attitudes, and the potential for gun restriction policies to deter mental health treatment seeking. Limited research suggests that federal law restricting gun possession by persons with serious mental illness may prevent gun violence from this population. Promotion of policies to prevent persons with serious mental illness from having guns does not seem to exacerbate negative public attitudes toward this group. Little is known about how restricting gun possession among persons with serious mental illness affects suicide risk or mental health treatment seeking. Future studies should examine how gun restriction policies for serious mental illness affect suicide, how such policies are implemented by states, how persons with serious mental illness perceive policies that restrict their possession of guns, and how gun restriction policies influence mental health treatment seeking among persons with serious mental illness.

Full Text Available Researchers are frequently confronted with unanswered questions or items on their questionnaires and tests, due to factors such as item difficulty, lack of testing time, or participant distraction. This paper first presents results from a poll confirming previous claims (Rietveld & van Hout, 2006; Schafer & Gra- ham, 2002 that data replacement and deletion methods are common in research. Language researchers declared that when faced with missing answers of the yes/no type (that translate into zero or one in data tables, the three most common solutions they adopt are to exclude the participant’s data from the analyses, to leave the square empty, or to fill in with zero, as for an incorrect answer. This study then examines the impact on Cronbach’s α of five types of data insertion, using simulated and actual data with various numbers of participants and missing percentages. Our analyses indicate that the three most common methods we identified among language researchers are the ones with the greatest impact n Cronbach's α coefficients; in other words, they are the least desirable solutions to the missing data problem. On the basis of our results, we make recommendations for language researchers concerning the best way to deal with missing data. Given that none of the most common simple methods works properly, we suggest that the missing data be replaced either by the item’s mean or by the participants’ overall mean to provide a better, more accurate image of the instrument’s internal consistency.

Full Text Available Abstract Background Policy is frequently identified in the behavioural nutrition and physical activity research literature as a necessary component of effective research and practice. The purpose of this commentary is to promote a dialogue to contribute towards the further development of conceptual understandings and theories of the relationship between policy practice and behavioural research and how these two activities might work synergistically to improve public health outcomes. Methods Drawing on policy and public health literature, this commentary presents a a conceptual model of the interaction and mediation between nutrition and physical activity-relevant policy and behavioural nutrition and physical activity research, environments, behaviours and public health implications. The selling of food in school canteens in several Australian states is discussed to illustrate components of the relationship and the interactions among its components. Results The model depicts a relationship that is interdependent and cyclic. Policy contributes to the relationship through its role in shaping environmental and personal-cognitive determinants of behaviours and through these determinants it can induce behaviour change. Behavioural research describes behaviours, identifies determinants of behaviour change and therefore helps inform policy development and monitor and evaluate its impact. Conclusion The model has implications for guiding behavioural research and policy practice priorities to promote public health outcomes. In particular, we propose that policy practice and behavioural research activities can be strengthened by applying to each other the theories from the scientific disciplines informing these respective activities. This paper is an exploratory study on energy policymaking in Lebanon aiming at investigating the contributing factors to the absence of evidence-informed policy by analyzing the relation between energy-related research and policy. It uses a qualitative approach in which two complementary types of data sources are employed. Data was mainly obtained from in-depth semi-structured interviews conducted with 40 key stakeholders. The data was further enhanced by an extensive review of related documents available in the public domain as well as research-related activities. Data were analyzed using iterative thematic content analysis which findings served to illustrate the theoretical perspectives in the relevant prevailing literature on linking policy and research. This paper suggests that the politicization of energy policy, the nature of the generated evidence and the lack of communication of evidence among policy actors as well as the weak and non-institutionalized links between researchers and policymakers have posed as an obstacle to an effective, efficient and evidence-based policy. There is a dearth of academic studies that have investigated this issue from a policy perspective. Full Text Available A central issue of this paper is to study the patterns in variation of attitudes toward minority language varieties in four minority communities from Hungary: German, Slovak, Serb and Romanian. This study takes part from the research which focuses on how to obtain significant information about the mechanism of the language shift process concerning autochthonous minorities in Hungary. The results demonstrate that in the course of language shift communities at an advanced stage of language shift have less positive attitudes toward their minority languages than individuals from communities where language shift is in a less advanced stage.In Hungarian minority groups speakers’ attitudes toward minority language varieties (dialect vs. standard are the symptoms of language shift.
As one of the major factors affecting second language learners' success to their acquisition achievement, motivation has been examined in a wide variety of research papers. It is thus instructive to conduct a critical review of both theoretical and empirical developments in SLA research from over the last few decades. This approach will provide a broad, and integrated perspective onto the current understanding of the complex topic of motivation. Such an undertaking is valuable for teachers, and researchers alike, in developing useful teaching methods, and finding future avenues of SLA motivation research respectively.The following paper provides an overview of recent theoretical and empirical findings, examines some of the problems and contradictions found/11 current SLA research, and gives an initial departure point for future directions of research in the area of motivation. Full Text Available This article reports the results of a survey of third-grade teachers of English Language Learners (ELLs in Arizona regarding school language and accountability policies—Proposition 203, which restricts bilingual education and mandates sheltered English Immersion; the federal No Child Left Behind Act of 2001 (NCLB; and Arizona LEARNS, the state’s high-stakes testing and accountability program. The instrument, consisting of 126 survey questions plus open-ended interview question, was designed to obtain teacher’s views, to ascertain the impact of these polices, and to explore their effectiveness in improving the education of ELL students. The survey was administered via telephone to 40 teacher participants from different urban, rural and reservation schools across the state. Each participant represents the elementary school in their respective school district which has the largest population of ELL students. Analyses of both quantitative and qualitative data reveal that these policies have mostly resulted in confusion in schools throughout the state over what is and is not allowed, and what constitutes quality instruction for ELLs, that there is little evidence that such policies have led to improvements in the education of ELL students, and that these policies may be causing more harm than good. Specifically, teachers report they have been given little to no guidance over what constitutes sheltered English immersion, and provide evidence that most ELL students in their schools are receiving mainstream sink-or-swim instruction. In terms of accountability, while the overwhelming majority of teachers support the general principle, they believe that high-stakes tests are inappropriate for ELLs and participants provided evidence that the focus on testing is leading to instruction practices for ELLs which fail to meet their unique linguistic and academic needs. While an integrated assessment approach will be required to achieve and sustain improvements in the air quality of Mexico City Metropolitan Area's (MCMA), policy strategies must be based on a solid understanding of the pollutant emissions and atmospheric processes that lead to unacceptable levels of air pollution. The required level of understanding can only be achieved by comprehensive atmospheric measurements followed by a coordinated atmospheric modeling program. The innovative, two-phase atmospheric measurement program, which was a collaborative effort between Massachusetts Institute of Technology and the Mexican Metropolitan Environmental Commission, with exploratory measurements in February 2002 and extensive measurements from late March through early May of 2003, was an important step towards meeting these requirements. Although the extensive data sets from the two measurement programs are still being analyzed by the investigators, their preliminary analysis efforts have yielded important insights into the nature and extent of air pollution problem in the MCMA, which in turn will have important policy implications.

The weak link between science and policy jeopardizes the wellbeing of people and the planet. Climate change is a pressing example of this disconnect. Policies are not keeping pace with the best of our knowledge from climate change research. We are working to bridge the science-policy divide and advance climate solutions by focusing on the positive health, ecosystem, and economic benefits of policy action. In 2013, we brought together an interdisciplinary team to estimate the co-benefits of U.S. power plant carbon standards for air quality and health, plus the economic value of the benefits. The results demonstrate that strong carbon standards with flexible compliance options can change the power sector, yielding substantial air quality and health benefits nationwide. The results also show that the economic value of these benefits outweighs the costs nationally and regionally. We advanced the policy applications of this research through a strategic campaign with three key elements: media communication, targeted outreach, and information for policymakers. Our strategy was to build widespread awareness of the research outcomes via media engagement, amplify our message via targeted outreach to citizens groups, and inform policy solutions by sharing research results with decision makers. The research was reported in more than 600 unique news stories in mainstream media outlets and received social media posts by members of Congress and senior White House officials. We amplified the messages via 14 webinars for citizens groups. We also held 16 briefings for policymakers and the public, in addition to meetings with relevant policy staff. Regional, state and federal policy leaders have used the research to understand air quality and health benefits of power plant carbon standards. Full Text Available It is estimated that each year many people, most of whom are teenagers and young adults die by suicide worldwide. Suicide receives special attention with many countries developing national strategies for prevention. Since, more medical information is available in text, Preventing the growing trend of suicide in communities requires analyzing various textual resources, such as patient records, information on the web or questionnaires. For this purpose, this study systematically reviews recent studies related to the use of natural language processing techniques in the area of people’s health who have completed suicide or are at risk. After electronically searching for the PubMed and ScienceDirect databases and studying articles by two reviewers, 21 articles matched the inclusion criteria. This study revealed that, if a suitable data set is available, natural language processing techniques are well suited for various types of suicide related research.

Linguistics, psychology, and neuroscience all have rich histories in language research. Crosstalk among these disciplines, as realized in studies of phonology, is pivotal for understanding a fundamental challenge for first and second language learners (SLLs): learning verbs. Linguistic and behavioral research with monolinguals suggests that infants attend to foundational event components (e.g., path, manner). Language then heightens or dampens attention to these components as children map word to world in language-specific ways. Cross-linguistic differences in semantic organization also reveal sources of struggles for SLLs. We discuss how better integrating neuroscience into this literature can unlock additional mysteries of verb learning.

Abstract Objective To investigate the characteristics of health policy and systems research training globally and to identify recommendations for improvement and expansion. Methods We identified institutions offering health policy and systems research training worldwide. In 2014, we recruited participants from identified institutions for an online survey on the characteristics of the institutions and the courses given. Survey findings were explored during in-depth interviews with selected key informants. Findings The study identified several important gaps in health policy and systems research training. There were few courses in central and eastern Europe, the Middle East, North Africa or Latin America. Most (116/152) courses were instructed in English. Institutional support for courses was often lacking and many institutions lacked the critical mass of trained individuals needed to support doctoral and postdoctoral students. There was little consistency between institutions in definitions of the competencies required for health policy and systems research. Collaboration across disciplines to provide the range of methodological perspectives the subject requires was insufficient. Moreover, the lack of alternatives to on-site teaching may preclude certain student audiences such as policy-makers. Conclusion Training in health policy and systems research is important to improve local capacity to conduct quality research in this field. We provide six recommendations to improve the content, accessibility and reach of training. First, create a repository of information on courses. Second, establish networks to support training. Third, define competencies in health policy and systems research. Fourth, encourage multidisciplinary collaboration. Fifth, expand the geographical and language coverage of courses. There is an emerging body of literature suggesting that the evidence-practice divide in health policy is complex and multi-factorial but less is known about the processes by which health policy-makers use evidence and their views about the specific features of useful evidence. This study aimed to contribute to understandings of how the most influential health policy-makers view useful evidence, in ways that help explore and question how the evidence-policy divide is understood and what research might be supported to help overcome this divide. A purposeful sample of 18 national and state health agency CEOs from 9 countries was obtained. Participants were interviewed using open-ended questions that asked them to define specific features of useful evidence. The analysis involved two main approaches 1)quantitative mapping of interview transcripts using Bayesian-based computational linguistics software 2)qualitative critical discourse analysis to explore the nuances of language extracts so identified. The decision-making, conclusions-oriented world of policy-making is constructed separately, but not exclusively, by policy-makers from the world of research. Research is not so much devalued by them as described as too technical- yet at the same time not methodologically complex enough to engage with localised policy-making contexts. It is not that policy-makers are negative about academics or universities, it is that they struggle to find complexity-oriented methodologies for understanding their stakeholder communities and improving systems. They did not describe themselves as having a more positive role in solving this challenge than academics. These interviews do not support simplistic definitions of policy-makers and researchers as coming from two irreconcilable worlds. Full Text Available Main research strategies in the humanitarian sphere, connected with the transformation-communicative approach by K.-O. Apel, have been studied in the article. This approach is based on I. Kant’s classic transcendental method, but has much wider sphere of application. Syncretic tendencies in humanitarian sciences cause the search of criteria or generalizing principles, which would allow not only combining basic research strategies, but also covering variable forms of the social-dynamics. Language in its various forms becomes the common ground, where it is possible not only to describe, but to explain disparate elements of the society’s functioning. These elements, when developed, cause the formation of culture. The basis for the analysis of the interdisciplinary communication features are relevant branches of philosophy. Specific realities of the research activity are understood by the methodologist as the deep interrelation of language tools and specific features of scientific knowledge’s changes. In fact, the researcher simultaneously performs double task: interprets scientific texts, improves his/her understanding of their structural characteristics, and also studies social, cultural, humanistic priorities of the available practices. Based on the characteristics of the modern culture (rapidity of development, lack of self-awareness and «maturation» vector, non-manifestation of methodological tools, sociological and linguistic sciences become to be a model in the humanitarian area. At the same time, awareness of the structural maturation of such knowledge is low. The development of linguistic sciences has more advanced conceptual design and it resonates with the evolution of the language philosophy. Full Text Available Abstract Background Public health includes policy, practice and research but to sufficiently connect academic research, practice and public health policy appears to be difficult. Collaboration between policy, practice and research is imperative to obtaining more solid evidence in public health. However, the three domains do not easily work together because they emanate from three more or less independent 'niches'. Work cycles of each niche have the same successive steps: problem recognition, approach formulation, implementation, and evaluation, but are differently worked out. So far, the research has focused on agenda-setting which belongs to the first step, as expressed by Kingdon, and on the use of academic knowledge in policy makers' decision-making processes which belongs to the fourth step, as elaborated by Weiss. In addition, there are more steps in the policy-making process where exchange is needed. Method A qualitative descriptive research was conducted by literature search. We analyzed the four steps of the policy, practice and research work cycles. Next, we interpreted the main conflicting aspects as disconnections for each step. Results There are some conspicuous differences that strengthen the niche character of each domain and hamper integration and collaboration. Disconnections ranged from formulating priorities in problem statements to power roles, appraisal of evidence, work attitudes, work pace, transparency of goals, evaluation and continuation strategies and public accountability. Creating awareness of these disconnections may result in more compatibility between researchers, policy makers and practitioners. Conclusion We provide an analysis that can be used by public health services-related researchers, practitioners and policy makers to be aware of the risk for disconnections. In this article, we address several tangible and intangible factors, which are difficult to quantify and often overlooked yet are crucial for research success. We discuss three dimensions which encompass: (1) policy, (2) people, and (3) space. Policies, such as rules and regulations, define the culture of any research program/initiative. Governing rules and regulations defined within these policies are dictated by cultural values. Individuals who exhibit strong leadership, promote innovation, and exercise strategic planning often determine the governing policies. People are the most valuable asset available to any institution. Ensuring the professional growth (personal and scientific) and creating an environment which supports collaborative and collegial research through teamwork are factors that are important for individuals. Space, the physical work environment, is the third dimension of our model and is often an underutilized resource. In addition to the physical layout and design of the space, creating a positive work atmosphere which supports research initiatives is equally important and can create valuable momentum to research efforts. Collectively, these three dimensions (policy, people, and space) have a significant impact on the success of any research initiative. The primary objective of this article is to create awareness and emphasize the importance of implementing these variables within research initiatives in academic settings.

Teen childbearing is affected by many individual, family, and community factors; however, another potential influence is state policy. Rigorous studies of the relationship between state policy and teen birth rates are few in number but represent a body of knowledge that can inform policy and practice. This article reviews research assessing associations between state-level policies and teen birth rates, focusing on five policy areas: access to family planning, education, sex education, public assistance, and access to abortion services. Overall, several studies have found that measures related to access to and use of family planning services and contraceptives are related to lower state-level teen birth rates. These include adolescent enrollment in clinics, minors' access to contraception, conscience laws, family planning expenditures, and Medicaid waivers. Other studies, although largely cross-sectional analyses, have concluded that policies and practices to expand or improve public education are also associated with lower teen birth rates. These include expenditures on education, teacher-to-student ratios, and graduation requirements. However, the evidence regarding the role of public assistance, abortion access, and sex education policies in reducing teen birth rates is mixed and inconclusive. These conclusions must be viewed as tentative because of the limited number of rigorous studies that examine the relationship between state policy and teen birth rates over time. Many specific policies have only been analyzed by a single study, and few findings are based on recent data. Internet protocols encapsulate a significant amount of state, making implementing the host software complex. In this paper, we define the Statecall Policy Language (SPL) which provides a usable middle ground between ad-hoc coding and formal reasoning. It enables programmers to embed automata in their code which can be statically model-checked using SPIN and dynamically enforced. The performance overheads are minimal, and the automata also provide higher-level debugging capabilities. We also describe some practical uses of SPL by describing the automata used in an SSH server written entirely in OCaml/SPL.

This study provides a systematic review of existing research that has evaluated unique gambling experiences in Taiwan. A comprehensive review of electronic databases, including Scopus, PubMed, Chinese Electronic Periodical Services and the Index to Taiwan Periodical Literature System, was conducted to identify evaluations of gambling experiences in Taiwan. Studies that met inclusion criteria were synthesized and assessed. Various types of gambling are prevalent in Taiwan, even though the laws of Taiwan forbid illegal gambling. Both traditional and novel types of gambling have brought adverse impacts to Taiwanese people in multiple aspects of everyday life. The strategies and attitudes of the government towards gambling have been forced to change as gambling has flourished. Various types of gambling have developed in Taiwan in response to social, economic and cultural changes over time. The psychological aspects of gambling, however, need further study to provide fundamental information for developing intervention models for pathological gambling. © 2012 The Authors, Addiction © 2012 Society for the Study of Addiction.

Language barriers present a substantial communication challenge in the hospital setting. To describe how clinicians with various levels of Spanish language proficiency work with interpreters or their own Spanish skills in common clinical scenarios. Survey of physicians and nurses who report ever speaking Spanish with patients on a general medicine hospital floor. Spanish proficiency rated on a 5-point scale, self-reported use of specific strategies (own Spanish skills, professional or ad-hoc interpreters) to overcome the language barrier. Sixty-eight physicians and 65 nurses participated. Physicians with low-level Spanish proficiency reported frequent use of ad-hoc interpreters for all information-based scenarios, except pre-rounding in the morning when most reported using their own Spanish skills. For difficult conversations and procedural consent, most used professional interpreters. Comparatively, physicians with medium proficiency reported higher rates of using their own Spanish skills for information-based scenarios, lower rates of professional interpreter use, and little use of ad-hoc interpreters. They rarely used their own Spanish skills or ad-hoc interpreters for difficult conversations. Physicians with high-level Spanish proficiency almost uniformly reported using their own Spanish skills. The majority (82%) of nurses had low-level Spanish proficiency, and frequently worked with professional interpreters for educating patients, but more often used ad hoc interpreters and their own Spanish skills for information-based scenarios, including medication administration. Physicians and nurses with limited Spanish proficiency use these skills, even in important clinical circumstances in the hospital. Health-care organizations should evaluate clinicians' non-English language proficiency and set policies about use of language skills in clinical care.

Full Text Available The article considers the United Kingdom language policy on the territory of Azerbaijan after the Soviet Union collapse, which is a bright example of the world political map redrawing. Taking into account the fact that the language is an important tool of the extending one’s influence over the country, we can say with certainty that the success of the specific state laying a claim to play the leading role in on the global political arena strongly depends on its ability to promote its language abroad, to enhance its status and to create such conditions where in the foreign country its language conquers the status close to the status of the native language. In this regard, the United Kingdom activity can serve as an example of a successful foreign language state policy.The authors analyze the activity of such organizations as the British Council, the BBC and BP on spreading the English language. The aforesaid British organizations are the master plate of the efficient language state policy tools, as long as they not only actively develop the global picture of the world, but also promote the interests of the United Kingdom on the territory of the former Soviet Union.Azerbaijan encourages the United Kingdom intention to spread the English language on its territory and does its best in assisting in the implementation of the proposed initiatives, realizing that the spread of the English language being the language of a global communication in Azerbaijan would contribute to the raising of Azerbaijan status on the world arena.

Linking sound scientific data and conclusions to decision and policy support is not a trivial task, and the difficulty in achieving this has been highlighted more than a decade ago (Reid, 2004). There are several reasons why this is the case, inter alia: 1. The language, (vocabularies, framework, and heuristics) adopted by the research community in a specific discipline may not translate into meaningful implementation language (Preston et al., 2015); 2. The researchers may not be in a position of influence (which includes aspects such as writing policy briefs, undertaking personal initiatives, and building up public or industry concern and interest) (Fox and Sitkin, 2015); 3. The frequency, timing, and/or certainty associated with research output is at odds with decision and policy-making cycles. Research typically progresses until there is a defensible level of certainty in statistical assessment of a result, while policy decisions are often made within a regular cycle; 4. Scientists are not trained for, or measured by, the typical work required for decision and policy support: synthesis of scenarios and cost-benefits of such scenarios given sometimes significant uncertainty in the input data, and cross-disciplinary concerns that need to be balanced. There is a significant expectation that research output, being increasingly open, standardised, and managed in formal research data infrastructure, will be useful to policy and decision makers without much additional intervention and modification. We believe that this is unlikely to be feasible in the majority of cases. For most instances, it will be necessary to provide a framework for the translation of scientific output into decision and policy support metrics or indicators at a frequency, with spatial and temporal resolution, and thematic coverage that suits the decision to be made. Stem cell policy in the United States is an amalgam of federal and state policies. The scientific development of human pluripotent embryonic stem cells (ESCs) triggered a contentious national stem cell policy debate during the administration of President George W. Bush. The Bush "compromise" that allowed federal funding to study only a very limited number of ESC derived cell lines did not satisfy either the researchers or the patient advocates who saw great medical potential being stifled. Neither more restrictive legislation nor expansion of federal funding proved politically possible and the federal impasse opened the door for a variety of state-based experiments. In 2004, California became the largest and most influential state venture into stem cell research by passing "Prop 71," a voter initiative that created a new stem cell agency and funded it with $3 billion. Several states followed suit with similar programs to protect the right of investigators to do stem cell research and in some cases to invest state funding in such projects. Other states devised legislation to restrict stem cell research and in five states, criminal penalties were included. Thus, the US stem cell policy is a patchwork of multiple, often conflicting, state and federal policies. © 2016 American Society of Law, Medicine & Ethics.
Seagrasses contribute to the maintenance of human wellbeing. However certain aspects of their role as ecosystem service (ES) providers remain understudied. Here, we synthesise the state of seagrass ES (SGES) research and policy implications. Additionally, we recommend ways in which SGES research can be integrated in to policy design, by drawing lessons from the case of Blue Carbon (BC). SGES research suffers from three main biases: a geographical bias, SGES has been restricted to chartered seagrass areas; a type of service research bias, provisioning and regulating services have received extensive attention while cultural services remain understudied; a type of discipline bias, the ecological aspects of SGES have been well documented while economic and social aspects remain in comparison understudied. These are particularly important, as an understanding of the social and economic considerations of the provision of ES is fundamental to facilitate its integration into policy frameworks. Lessons drawn from the operationalization process of BC show the reoccurrence of certain aspects that have enabled the integration of BC into policy. These aspects are grouped under 4 different categories. From the analysis of these elements we draw lessons that could facilitate the operationalization of other ecosystem services and their incorporation into management policy frameworks.

Research has delivered remarkable benefits for cancer patients and their families since James Watson and Francis Crick wrote the now immortal line, 'We wish to propose a structure for the salt of deoxyribonucleic acid' thus setting the molecular foundations for the modern era of cancer control. The pace of technological innovation from fundamental scientific discoveries to the policy impact of huge population studies has been breathtaking. One has only to contrast a paper on the treatment of solid epithelial cancers written by Henri Tagnon and colleagues in 1966 (Eur J Cancer2 51-7) with the myriad of chemotherapeutic approaches at the oncologists disposal today. Inevitably, as the tide of research has risen so it has bought the flotsam and jetsam of regulations and policies. Some have been helpful, many pointless and too many actually harmful. Naturally, some of these regulatory and general policies (by this I mean those concerned with funding, structure and organization) have been specifically targeted at cancer research, e.g. US National Cancer Act 1971, whilst others have been a product of the general regulatory environment with indirect consequences for cancer research, e.g. EU Data Protection Directive 1995. Policy issues thus cover a vast terrain criss-crossed by complex interdependencies between scientific areas, countries S&T policies and socio-political constructs. Unfortunately, there has been little attention paid to the consequences of these policy issues from which the research community has, by and large, been passenger rather than driver.Global investment in cancer research is now at unprecedented levels. Full Text Available Abstract A major obstacle to the progress of the Millennium Development Goals has been the inability of health systems in many low- and middle-income countries to effectively implement evidence-informed interventions. This article discusses the relationships between implementation research and knowledge translation and identifies the role of implementation research in the design and execution of evidence-informed policy. After a discussion of the benefits and synergies needed to translate implementation research into action, the article discusses how implementation research can be used along the entire continuum of the use of evidence to inform policy. It provides specific examples of the use of implementation research in national level programmes by looking at the scale up of zinc for the treatment of childhood diarrhoea in Bangladesh and the scaling up of malaria treatment in Burkina Faso. A number of tested strategies to support the transfer of implementation research results into policy-making are provided to help meet the standards that are increasingly expected from evidence-informed policy-making practices.

This paper examines two types of information requirements that appear to be basic to DOE solar-energy-policy decisions: (1) how can the future market success of solar energy technologies be estimated, and (2) what factors influence the adoption of solar energy technologies, and what specific programs could promote solar energy adoption most effectively. This paper assesses the ability of a body of research, referred to here as diffusion research, to supply information that could partially satisfy these requirements. This assessment proceeds, first, by defining in greater detail a series of policy issues that face DOE. These are divided into cost reduction and performance improvement issues which include issues confronting the technology development component of the solar energy program, and barriers and incentives issues which are most relevant to problems of solar energy application. Second, these issues are translated into a series of questions that the diffusion approach can help resolve. Third, various elements within diffusion research are assessed in terms of their abilities to answer policy questions. Finally, the strengths and limitations of current knowledge about the diffusion of innovations are summarized, the applicability of both existing knowledge and the diffusion approach to the identified solar-energy-policy issues are discussed, and ways are suggested in which diffusion approaches can be modified and existing knowledge employed to meet short- and long-term goals of DOE. The inquiry covers the field of classical diffusion research, market research and consumer behavior, communication research, and solar-energy market-penetration modeling.

The need for policy makers to understand science and for scientists to understand policy processes is widely recognised. However, the science-policy relationship is sometimes difficult and occasionally dysfunctional; it is also increasingly visible, because it must deal with contentious issues, or itself becomes a matter of public controversy, or both. We suggest that identifying key unanswered questions on the relationship between science and policy will catalyse and focus research in this field. To identify these questions, a collaborative procedure was employed with 52 participants selected to cover a wide range of experience in both science and policy, including people from government, non-governmental organisations, academia and industry. These participants consulted with colleagues and submitted 239 questions. An initial round of voting was followed by a workshop in which 40 of the most important questions were identified by further discussion and voting. The resulting list includes questions about the effectiveness of science-based decision-making structures; the nature and legitimacy of expertise; the consequences of changes such as increasing transparency; choices among different sources of evidence; the implications of new means of characterising and representing uncertainties; and ways in which policy and political processes affect what counts as authoritative evidence. We expect this exercise to identify important theoretical questions and to help improve the mutual understanding and effectiveness of those working at the interface of science and policy. We introduce and evaluate a new, easily accessible tool using a common statistical analysis and business analytics software suite, SAS, which can be programmed to remove specific protected health information (PHI) from a text document. Removal of PHI is important because the quantity of text documents used for research with natural language processing (NLP) is increasing. When using existing data for research, an investigator must remove all PHI not needed for the research to comply with human subjects' right to privacy. This process is similar, but not identical, to de-identification of a given set of documents. PHI Hunter removes PHI from free-form text. It is a set of rules to identify and remove patterns in text. PHI Hunter was applied to 473 Department of Veterans Affairs (VA) text documents randomly drawn from a research corpus stored as unstructured text in VA files. PHI Hunter performed well with PHI in the form of identification numbers such as Social Security numbers, phone numbers, and medical record numbers. The most commonly missed PHI items were names and locations. Incorrect removal of information occurred with text that looked like identification numbers. PHI Hunter fills a niche role that is related to but not equal to the role of de-identification tools. It gives research staff a tool to reasonably increase patient privacy. It performs well for highly sensitive PHI categories that are rarely used in research, but still shows possible areas for improvement. More development for patterns of text and linked demographic tables from electronic health records (EHRs) would improve the program so that more precise identifiable information can be removed. PHI Hunter is an accessible tool that can flexibly remove PHI not needed for research. If it can be tailored to the specific data set via linked demographic tables, its performance will improve in each new document set.

Full Text Available This article presents a methodological construction for research on small groups of minority media producers, especially those who are involved in multilingual settings. The set of qualitative tools are explained and their advantages and disadvantages explored, based on the literature on the subject. Then, the debate is contrasted with the practical experience of its application with minority language producers, indigenous and ethnic radio broadcasters in Colombia and audiovisual producers in Wales. The reflection upon the results leads to a final discussion that brings the adjustments required to increase the advantages and diminish the disadvantages of the proposed combined three-step methodology of an interview to the double (ITTD, a day of participant observation, and a final lengthier semi-structured interview.

Scientific journals may incur scientific error if articles are tainted by research misconduct. While some journals' ethical policies, especially those on conflicts of interest, have improved over recent years, with some adopting a uniform approach, only around half of biomedical journals, principally those with higher impact factors, currently have formal misconduct policies, mainly for handling allegations. Worryingly, since a response to allegations would reasonably require an a priori definition, far fewer journals have publicly available definitions of misconduct. While some journals and editors' associations have taken significant steps to prevent and detect misconduct and respond to allegations, the content, visibility of and access to these policies varies considerably. In addition, while the lack of misconduct policies may prompt and maintain a de novo approach for journals, potentially causing stress, publication delays and even legal disputes, the lack of uniformity may be a matter of contention for research stakeholders such as editors, authors and their institutions, and publishers. Although each case may need an individual approach, I argue that posting highly visible, readily accessible, comprehensive, consistent misconduct policies could prevent the publication of fraudulent papers, increase the number of retractions of already published papers and, perhaps, reduce research misconduct. Although legally problematic, a concerted approach, with sharing of information between editors, which is clearly explained in journal websites, could also help. Ideally, journals, editors' associations, and publishers should seek consistency and homogenise misconduct policies to maintain public confidence in the integrity of biomedical research publications.
