Full Text Available Information technology is developed to assist people in minimizing processing time, reducing errors, increasing the accuracy and simplifying the overall process. The process of recording, retrieving and displaying data and information can thus be easily and accurately undertaken. Information technology in its initial development, however, tends to be too costly and complicated to make a real particularly for people in developing countries. Fortunately, universities as the centers of innovation, can be a game changer for the adoption of the innovative processes, for the benefits of the community at large. In all Indonesian universities, this role is associated with a, so called Tri Dharma Perguruan Tinggi (Three Devotions of Higher Education, TDHE. This paper examines the acceptance of the collaborating officials and the obstacles i.e. internal and environmental factors. We proposed the use of GIS-based technology to coordinate the administrative units of local government at all levels, particularly the Kelurahan as the lowest hierarchy of the administrative unit in local government system. The Kelurahan will then be the spearhead in a local government system in Indonesia in promoting administrative services to all Citizens. We undertook an integrated training and tutorial for select official staff of the Kelurahan on the system. Evaluation of shows that the information system can be used to simplify the collaborators’ activities. The evaluation was done through in-depth interview to the collaborating officials. The collaborators interested in learning more about the system as an innovative way in providing service to the community as well as spatial data input to support urban planning and management.

    2005-06-01

Biosecurity is currently a concern for all health-related services, including dentistry, since infection control has a relevant importance. In dental practice, health-related occupations have contact with a great number of individuals who are potentially capable to transmit pathogens. This study comprised a descriptive evaluation of the universal precaution measures for infection control adopted by dental practitioners working at public and private offices in the city of Araçatuba, SP. Data collection was performed by a quiz with questions about individual and collective protection equipments. The results showed that the use of caps was reported by 55% of the professionals working at the public sector and 90% for the private sector. The use of masks and gloves was reported by all professionals surveyed; nevertheless, glove change between patients was not reported by 40% of professionals working at the public sector. There were more flaws in public offices as to the use of protective barriers, since except for the use of gloves, gowns and masks, the frequency of use of those barriers was smaller than at private offices.

Directory of Open Access Journals (Sweden)

    Yahel Giat

    2017-06-01

Full Text Available Aim/Purpose: To develop and introduce a questionnaire that investigates the informing needs, information-seeking behavior, and supplier selection of procurement officers in Israel. The questionnaire’s internal consistency reliability is given. Additionally, we describe the demographic description of the procurement officers in Israel. Background: Procurement science is an important field that affects firms’ profits in the private sector and is significant to growth, innovation, sustainability, and welfare in the public sector. There is little research about the informing needs of procurement officers in general and particularly in Israel. Methodology: A quantitative questionnaire that is sent to all the procurement officers in Israel’s procuring association. Contribution: The questionnaire that is developed in this paper may be used by other researchers and practitioners to evaluate the information needs of procurement officers. Findings: The typical procurement officer is male, with a bachelor degree and is digitally proficient. Recommendations for Practitioners: The procuring side can use the questionnaire to develop better tools for obtaining information efficiently. The supplying side can use this knowledge to improve its exposure to potential customers and address its customer’s needs better. Recommendation for Researchers: The questionnaire can address theoretical questions such as how digital literacy affects the procuring process and provide empirical findings about active research areas such as supplier selection and information-seeking behavior. Future Research: Future research will examine the relationship between the various variables and demographic features to understand why specific information needs and information-seeking behaviors arise.

  15. Information Behavior of Taiwanese Internal Investigation Police Officers

Directory of Open Access Journals (Sweden)

    Shih-Chuan Chen

    2015-06-01

Full Text Available This research explored how Taiwanese internal investigation police officers investigate cases and seek information. The tasks performed by internal investigation police officers are more difficult than those allocated to other officers, because internal investigation officers are investigating colleagues. This study examined the information sources that are available to internal investigation police officers, as well as how the officers analyze collected information. In-depth interviews with eight officers who have held their current positions for between 8 months and 3 years revealed that the main information sources used by the officers were their peer officers, informants, the Internet, personal profile, wiretapping, and surveillance. For each case, the information sources varied according to the stage of investigation. The financial status, keywords used in conversation, daily habits, and some behaviors were the primary information sources when the officers analyzed the collected information. Five factors were identified as contributing to their information barriers: language, laws and regulations, equipment, human resources, and psychological factors. Our observations indicate that police officers have unique information behaviors and sources.

  16. Eradicating Corruption in Public Office in Nigeria

Directory of Open Access Journals (Sweden)

    Wada Attah Ademu

    2013-12-01

Full Text Available This paper attempts to provide a model for dealing with the problem of corruption in Nigeria. It uses an analytical approach to explore the Singapore model of dealing with acts of corruption to serve as a model for Nigeria. Corruption is inimical to socio-economic development of any country where it is practised on any scale. This explains why all nations make efforts to minimize or eradicate corruption in their economies. Nigeria has been ranked among the most corrupt nations of the World by many international anti-corruption agencies. If other nations take measures to eradicate corruption from their economies because of its negative consequences, Nigeria cannot be an exception. Corruption has led to gross misuse of public funds in Nigeria and has caused untold hardship to her citizens via non-payments of people’s benefits and lack of provision of basic public utilities. To deal with corruption in Nigeria, various anti-corruption agencies were set up but the problem remains. This paper therefore recommends the Singapore model as a method of dealing with corruption in Nigeria. This model holds each sectional head responsible for any act of corruption in his/her unit if established. The government was strong and determined to deal with the transgressors; there was political will to tame corruption and therefore there was government support to the anti-corruption agencies. If this model is adopted and faithfully implemented, corruption could be eradicated from Nigeria. In addition, constitutional amendments that would update and clearly define acts that constitute corrupt practices as these acts manifest in various forms are necessary to facilitate interpretation and enforcement of anti-corruption laws.

Information is the lifeblood of the health care organization. In the past, chief information officers were responsible for nothing else but assuring a constant flow of information. Today, they are being asked to do a great deal more. From E-business to E-health strategy, the chief information officer is the focal point of an organization's ability to leverage new technology.

    Science.gov (United States)

    Wiesmüller, G A; Etschenberg, W; Koch, T; Konteye, C; Zahmel, J

    2002-03-01

Since November, 1999 environmental medical advice is offered to interested citizens in the Aachen district at the District Aachen Public Health Office in cooperation with the outpatient unit of environmental medicine (UEM) of the Institute of Hygiene and Environmental Medicine of the University Hospital at Aachen, Germany. Advisory cases are documented in a data bank of Microsoft(R) Access 97. Until now, all advisory cases between November, 1999 and March, 2001 have been descriptively analysed. In this period, 34 personal and two telephonic advices were performed. The frequency of advisory activities is in the lower rang of published experiences in environmental medicine. Age distribution, more frequent advice utilization by women than by men and predominance of unspecific health disorders are comparable with published environmental medical experiences. However, in respect of suspected exposures, unspecific indoor-related environmental factors are predominant. In the past this was true for wood preservatives. Judgement about possible relationships between suspected environmental factors and health disorders or diseases was positive among 11.8 % of the persons seeking advice. This percentage is higher than published experiences which mostly show values below 10 %. It must be considered that this judgement depends primarily on the physician. Other reasons may be the too small number of advice seeking persons and selective influences. Furthermore, a definite judgement can be made only after environmental medical diagnostics (biological monitoring, local inspection, ambient monitoring) and differential diagnostics. Conspicuously, 76.5 % of the advisory cases had no contact to environmental medicine prior to the environmental medical advice at the Aachen District Public Health Office. This points to an information deficit about possibilities to clarify questions concerning environmental medicine in the population. In this context a regional guide on environmental

    Science.gov (United States)

Lee, Sangbok; Park, Myoung Hwan; Jeong, Byung Yong

    2017-01-19

This study investigates differences between male and female public office workers' satisfaction levels, sick building syndrome (SBS) symptoms and musculoskeletal disorder (MSD) complaints in workplace and office environments. Questionnaire surveys were performed in 30 offices from 15 public institutions. Male and female workers of the same age were coupled and selected from each office, gathering a total of 120 male and 120 female subjects. The results show that differences exist between genders in noise and lighting satisfaction levels, SBS-related symptoms (eye, nose, skin) and MSD complaints of hand/wrist/finger, while there is no difference in overall satisfaction level of office environments. The study also suggests that office design for public office workers should take into account gender differences in preventing MSDs and also SBS. The findings of this study are expected to serve as basic data for designing effective public office environments.

  15. Towards Behaviorally Informed Public Interventions

Directory of Open Access Journals (Sweden)

    Karol Olejniczak

    2015-06-01

Full Text Available Purpose: This article informs readers about the theoretical and practical origins of the behaviorally informed interventions (BIPI, analyzes examples of the BIPI from different policy sectors and strategies they offer for policy and regulatory design, and discusses applications and implications of BIPI for public interventions Methodology: This paper is based on a review of literature, as well as an inspection of administrative practices in OECD countries. It encompasses a systematic analysis of scientific papers fromthe SCOPUS database and a query carried out at the library of George Washington University. Findings: The traditional approach to public policy research is based on rational choice theory. It offers limited support, because by assuming perfect rationality of policy decisions, it overlooks existence of systematic errors and biases of human decision-making. The authors argue that behaviorally informed public interventions (BIPI might contribute to improving the effectiveness of a number of public measures – regulation, projects, programs, and even entire policies. Practical implications: The behavioral approach allows decision-makers to better understand the decisions and behaviors of citizens, as well as to design more effective interventions with minimum effort by adapting the existing solutions to real decision mechanisms of citizens. Originality: By combining the concepts of traditional approach with the growing behavioral approach, the authors aim to propose a new theoretical framework (BIPI to be used as a tool for policy design, delivery and evaluation.

    Hrvoje Jakopović

    2013-06-01

Full Text Available Public relations is involved in all communication between an organization and the public. In the contemporary world, PR practitioners have become the facilitators of information. Information and communication technology (ICT have imposed new rules in the field of public relations. Communication strategy and information management have become crucial parts of modern public relations. People change their habits with regard to the consumption of traditional and new media. The challenges imposed by the development of information and communication technology are also related to understanding the new information society. 11. Office of Legacy Management. Information and Records Management. Transition Guidance

    Energy Technology Data Exchange (ETDEWEB)

    None

    2004-03-01

The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and

  19. Ergonomic analysis of the use of open-plan offices in Brazilian public sector offices.

    Science.gov (United States)

Costa, Ana Paula Lima; Villarouco, Vilma

    2012-01-01

The open-plan office is a layout used in government offices in Brazil aimed at saving on space occupied and integrating employees. However, the design of these work-stations must follow the characteristics of tasks and their interrelationships, since adverse physical and organizational conditions may have a negative impact on work productivity. From this perspective, this study sought to identify, from the viewpoint of the ergonomics of the built environment, the adequacy of the open-plan government offices for financial auditing accounts and analyzing documents. Use was made of the Ergonomic Methodology for Evaluating the Built Environment--MEAC (in Portuguese) which systematically analyzes the physical space, by using a mix of physical-spatial assessments and tools for identifying how the environment is perceived. The MEAC was employed in three analytical phases of the physical aspects, namely: an analytical phase of the user's perception; a diagnostic phase; and a final phase of propositions.

  16. Genomics in Public Health: Perspective from the Office of Public Health Genomics at the Centers for Disease Control and Prevention (CDC

Directory of Open Access Journals (Sweden)

    Ridgely Fisk Green

    2015-09-01

Full Text Available The national effort to use genomic knowledge to save lives is gaining momentum, as illustrated by the inclusion of genomics in key public health initiatives, including Healthy People 2020, and the recent launch of the precision medicine initiative. The Office of Public Health Genomics (OPHG at the Centers for Disease Control and Prevention (CDC partners with state public health departments and others to advance the translation of genome-based discoveries into disease prevention and population health. To do this, OPHG has adopted an “identify, inform, and integrate” model: identify evidence-based genomic applications ready for implementation, inform stakeholders about these applications, and integrate these applications into public health at the local, state, and national level. This paper addresses current and future work at OPHG for integrating genomics into public health programs.

  17. Applications of health information exchange information to public health practice.

    Science.gov (United States)

Kierkegaard, Patrick; Kaushal, Rainu; Vest, Joshua R

    2014-01-01

Increased information availability, timeliness, and comprehensiveness through health information exchange (HIE) can support public health practice. The potential benefits to disease monitoring, disaster response, and other public health activities served as an important justification for the US' investments in HIE. After several years of HIE implementation and funding, we sought to determine if any of the anticipated benefits of exchange participation were accruing to state and local public health practitioners participating in five different exchanges. Using qualitative interviews and template analyses, we identified public health efforts and activities that were improved by participation in HIE. HIE supported public health activities consistent with expectations in the literature. However, no single department realized all the potential benefits of HIE identified. These findings suggest ways to improve HIE usage in public health.

  18. Building emergency public information structures for response: Lessons learned from New York City.

    Science.gov (United States)

    Silvestri, Nancy

    2017-12-01

For an effective response, emergency public information operations should be structured to facilitate the provision of timely, accurate, accessible information to the public. A frequent challenge in building a public information structure is identifying the potential staff to allow the operation to get big enough, fast enough. A plan for managing public information operations should define roles to fulfil basic functions (responding to media enquiries, writing materials, disseminating information, media and social media monitoring, community engagement and identifying and addressing rumours). This paper will offer tips for developing a plan and concept of operations for quickly assembling and maintaining public information operations. It will also describe the public information principles implemented during recent incidents in New York City, including the 2015 visit of Pope Francis to New York City. Having a coordinated, flexible model; a trained network of public information officers who are ready to staff public information roles as needed; and a structure that embeds social media into overall public information operations, will leave public information officers and their organisations more prepared to deal with the challenges and opportunities of communicating with the public during emergencies of varying types and sizes.

  1. Evaluating student discipline practices in a public school through behavioral assessment of office referrals.

    Science.gov (United States)

Putnam, Robert F; Luiselli, James K; Handler, Marcie W; Jefferson, Gretchen L

    2003-09-01

Office discipline referrals are a common practice in public schools to address students' problem behaviors. The authors report two descriptive studies in a public elementary-middle school to illustrate frequency of office referrals as an evaluative data source. Study I was a behavioral assessment of office referrals to determine the types of discipline problems confronting school personnel and the distribution of referrals among teachers, students, and grade level. In Study II, a fifth-grade class that had the most office referrals in the school received whole-class and individual-student interventions that produced a decrease in the number of referrals. These findings support use of office referrals as a readily available index by which to identify school discipline problems, design interventions, and evaluate outcome.

    Energy Technology Data Exchange (ETDEWEB)

    Carnes, S.A.

    2001-02-15

Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities). Such an application would serve to refine the proposed approach in terms of its clarity, its workability, and its potential for full-scale use by EM and, potentially, other government

  16. Physicochemical treatment of office and public buildings greywater.

    Science.gov (United States)

    Friedler, Eran; Alfiya, Yuval

    2010-01-01

The current study analyses the performance of deep sand filtration of greywater from an office building and the performance of a combined physicochemical process comprising of coagulation, sedimentation and filtration. Raw greywater quality exhibited very high variability with average turbidity of 35 NTU, and TSS, COD(t), and BOD of 45, 240, 75 mg/l respectively. The stand-alone filter removed 50 and 70% of the turbidity and TSS, but failed to remove COD and BOD. Quality of the produced effluent was too low to allow any reuse. Clogging rate of the filter was high and under hydraulic loading of 3-4 m(3)/(m(2) h) the filtration cycle had to be terminated after 5-8 h. Clogging occurred mainly on the upper layer, indicating the dominance of "cake" filtration mechanism. Addition of coagulation and sedimentation prior to sedimentation dramatically improved effluent quality, reaching overall removal efficiencies of 92, 94, 65 and 57% of turbidity, TSS COD(t) and BOD respectively. The filtration cycle could be prolonged to 20 h. The effluent produced was of much better quality, yet, it has to be further treated (either biological treatment or membrane filtration). Most of the removal occurred in the coagulation-sedimentation step, while the filter acted as a polishing unit.

Full Text Available The aim of this article is to investigate the institutionalisation of the state Public Defender's Offices before and after the reform that granted independence and new functions to the Public Defender's Offices in Brazil. We attempt to understand these processes based on theories of judicial empowerment (ideational and governance perspectives, analyse them in the Brazilian states by means of an analysis of two indicators in three different time periods (before, during and after the reform and verify to what extent the formal (de jure advances were involved in the exercise of autonomy in the states. The analysis reveals that in spite of the formal achievement of independence, the majority of state Public Defender's Offices are not actually independent and there is a great gap between what the laws stipulate and what actually happens in the public provision of access to justice in Brazil.

  19. Grand Junction Projects Office Remedial Action Project Building 2 public dose evaluation. Final report

    Morris, R.

    1996-05-01

Building 2 on the U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) site, which is operated by Rust Geotech, is part of the GJPO Remedial Action Program. This report describes measurements and modeling efforts to evaluate the radiation dose to members of the public who might someday occupy or tear down Building 2. The assessment of future doses to those occupying or demolishing Building 2 is based on assumptions about future uses of the building, measured data when available, and predictive modeling when necessary. Future use of the building is likely to be as an office facility. The DOE sponsored program, RESRAD-BUILD, Version. 1.5 was chosen for the modeling tool. Releasing the building for unrestricted use instead of demolishing it now could save a substantial amount of money compared with the baseline cost estimate because the site telecommunications system, housed in Building 2, would not be disabled and replaced. The information developed in this analysis may be used as part of an as low as reasonably achievable (ALARA) cost/benefit determination regarding disposition of Building 2.

Bluetooth advertising proves to be a cheap and strong tool for enriching and improving the experience offered by a public transport system, by delivering dense and essential information about topics of interest. Alongside the Java platform, new applications can be designed and implemented to make use of the already available Bluetooth technology incorporated in devices in the target public’s custody. The paper sets focus on the segment of ready to be made available content regarding general information about the routes and timetables of the vehicles integrated in a public transport system.

In order to create the Mars Pathfinder s mission-critical airbags in the 1990s, NASA s Jet Propulsion Laboratory collaborated with New Ipswich, New Hampshire s Warwick Mills Inc. to weave multi-layer textiles for the airbags for both Pathfinder and the Mars Exploration Rovers. Warwick Mills applied techniques from the collaboration to its puncture- and impact-resistant TurtleSkin product line. The company's metal flex armor (MFA) vests offer stab protection comparable with rigid steel plates and over 50,000 of the vests have sold. The SoftPlate body armor offers protection from handgun bullets, and like the MFA, is designed to be more comfortable than rigid vests. International public safety and military customers are now benefiting from the TurtleSkin products.

  3. Informal payments in public hospitals in Greece.

    2008-07-01

Informal payments are an ingrained social institution in Greece. In some cases, they are also part of corruption in the health area, which includes a variety of other forms. The objective of this paper is to measure and analyze the size and nature of informal payments in the Greek public hospitals, concentrating on payments made to health personnel to facilitate access to services and preferred providers. We used a randomized countrywide sample of 1616 households, amounting to 4738 individuals. The survey methodology was telephone interviews with a questionnaire supported by the software of Computer Assisted Telephone Interviewing. Out of the total number of those reporting treatment in public hospitals (N=336), 36% reported at least one informal payment to a doctor. Of these, 42% reported it was given because of the fear of receiving sub-standard care (if they did not pay) and another 20% claimed that the doctor demanded such a payment. None of the socio-economic characteristics of the family were related to the size of extra (informal) payments. The probability of extra payments is 72% higher for patients aiming to "jump the queue", compared to those admitted through normal procedures. Also, surgical cases had a 137% higher probability for extra payments compared to non-surgical patients. A very high percentage of informal payments are made in order to gain access to public hospitals and to receive a higher quality of services. Despite near universal coverage of the population by public health insurance, informal payments are widespread and a major source of inequity and inefficiency in the Greek health care system.

    Energy Technology Data Exchange (ETDEWEB)

    Neef, C.A.

    1988-01-01

This is the fourth edition of the Publications Manual. It was written to help the staff of the Energy Information Administration (EIA) who are involved in the production process to create and format uniform publications that not only provide information, but readily identify the agency. The manual reflects the substantial changes that have taken place to streamline methods of producing EIA publications over the past few years. Whereas the first edition, in 1979, was written for writers and typists which struggled with producing reports on manual typewriters, this report now reflects the increased use of automation in preparing most EIA publications. EIA has a fully automated photocomposition publishing system. Many of the style features discussed in this manual are automatically produced using EPIC/ICEF2. The need for format sheets and illustrations produced by graphic artists has been significantly reduced. However, the basic style has changed very little. EIA style continues to be based on the Government Printing Office Style Manual with some deviations tailored specifically for EIA.

    LaPorte, R E

    1994-06-25

Applications of networking to health care have focused on the potential of networking to transmit data and to reduce the cost of health care. In the early 198Os networks began forming among academic institutions; one of them was Bitnet. During the 1980s Internet evolved, which joined diverse networks, including those of governments and industry. The first step is to connect public health organizations such as ministries of health, the World Health Organization, the Pan-American Health Organization, and the United Nations. Computer-based telecommunication will vastly increase effective transmission of information. Networking public health workers in local health departments, academia, governments, industry, and private agencies, will bring great benefits. One is global disease telemonitoring: with new epidemiological techniques such as capture-recapture, accurate estimates of incidences of important communicable and non-communicable diseases can now be obtained. Currently all countries in the Americas except Haiti are connected through Internet. No systematic integration of telecommunication and public health systems across countries has occurred yet. On-line vital statistics could be usable almost instantaneously to facilitate monitoring and forecasting of population growth and the health needs of mothers and children. Linking global disease telemonitoring (morbidity data for non-communicable diseases) with environmental data systems would considerably improve understanding of the environmental determinants of disease. Internet is already linked to the National Library of Medicine through Bitnis. Computer based distance education is rapidly improving through E-mail searches. Reading materials, video, pictures, and sound could be transmitted across huge distances for low costs. Hundreds of schools are already networked together. On-line electronic journals and books have the potential for instantaneous dissemination of free information through gopher servers. Global

    2003-01-01

Be it to restore the confused image of clinical research in relation to the lay public, or to develop new ways of accruing healthy volunteers or patients for clinical trials, there is a need to draft some guidance on how best to provide information on research. Although the French legal and regulatory armamentarium in this area is essentially liberal, there is currently little-justified reluctance among study sponsors to advertise publicly. A group of academic and pharmaceutical industry researchers, assembled for a workshop, together with regulators, journalists, representatives from ethics committees, social security, patient and health consumer groups and other French institutional bodies, has suggested the following series of recommendations: there is no need for additional legal or regulatory constraints; sponsors should be aware of and make use of direct public information on trials; a 'good practice charter' on public communication about clinical trials should be developed; all professionals should be involved in this communication platform; communication in the patient's immediate vicinity should be preferred (primary-care physician, local press); clinical databases and websites accessible to professionals, but also to patients and non-professionals, should be developed; genuine instruction on clinical trials for physicians and health professionals unfamiliar with such trials should be developed and disseminated; media groups should receive at least some training in the fundamentals of clinical research.

  12. INFORMAL STRATEGIZING IN A PUBLIC ORGANIZATION

Directory of Open Access Journals (Sweden)

    Marcelo Pedro Vieira

    2013-09-01

Full Text Available Strategy as Practice analyzes what people do in relation to the development of strategy in organizations, providing insights into current issues in strategy that require a more micro level of understanding (JOHNSON et al., 2007. Considering the perspective of strategy as practice arising from the emerging strategies, we noticed the lack of studies to understand how these activities occur in a daily basis of organization characterizing as informal strategies (WHITTINGTON, 2007. Therefore, this study proposes to address this issue, showing the occurrence of informal strategizing at a public organization under the strategy-as-practice perspective. For this we held a qualitative research through a single case study (EISENHARDT, 1989 in a municipality in southern Brazil. Data were collected through semi-structured interviews with officials of different levels of the organization; direct observation, with notebook guide and analysis of documents provided by the organization, encouraging the triangulation of data. Informal strategies were mainly identified on customer service activities when an applicant’s request is not strictly met under the law or the legislation is dubious and opens room for double-meaning surveying, interpretation and information communication.

  13. The information needs of female Police Officers involved in undercover prostitution work

Directory of Open Access Journals (Sweden)

    Lynda M. Baker

    2004-01-01

Full Text Available The purpose of this study was to examine the information behavior of female police officers involved in undercover prostitution work. Seven Vice Officers were interviewed during the summer of 2003 and two were observed during one decoy operation. The model, Information Seeking of Professionals, provided the framework for understanding their needs within the context of their role as decoys. The results revealed that the officers need a variety of information and start seeking it before they transfer to the Vice Unit. Their work demands the use several methods of informal communication, including signals and dress code. Information sources include the men who solicit their services, the female sex workers with whom they share space, members of the community, and their fellow officers who are responsible for protecting their lives.

  14. Public health ethics: informing better public health practice.

    Science.gov (United States)

Carter, Stacy M; Kerridge, Ian; Sainsbury, Peter; Letts, Julie K

    2012-01-01

Public health ethics has emerged and grown as an independent discipline over the last decade. It involves using ethical theory and empirical analyses to determine and justify the right thing to do in public health. In this paper, we distinguish public health ethics from clinical ethics, research ethics, public health law and politics. We then discuss issues in public health ethics including: how to weigh up the benefits, harms and costs of intervening; how to ensure that public health interventions produce fair outcomes; the potential for public health to undermine or promote the rights of citizens; and the significance of being transparent and inclusive in public health interventions. We conclude that the explicit and systematic consideration of ethical issues will, and should, become central to every public health worker's daily practice.

  4. RSS based CERN Alerter. Information broadcast to all CERN offices.

    CERN Multimedia

    Otto, R

    2007-01-01

Nearly every large organization uses a tool to broadcast messages and information across the internal campus (messages like alerts announcing interruption in services or just information about upcoming events). These tools typically allow administrators (operators) to send "targeted" messages which are sent only to specific groups of users or computers, e/g only those located in a specified building or connected to a particular computing service. CERN has a long history of such tools: CERNVMS€™s SPM_quotMESSAGE command, Zephyr and the most recent the NICE Alerter based on the NNTP protocol. The NICE Alerter used on all Windows-based computers had to be phased out as a consequence of phasing out NNTP at CERN. The new solution to broadcast information messages on the CERN campus continues to provide the service based on cross-platform technologies, hence minimizing custom developments and relying on commercial software as much as possible. The new system, called CERN Alerter, is based on RSS (Really Simpl...

  9. Diversity of tasks and information technologies used by office workers at and away from work.

    Science.gov (United States)

Ciccarelli, Marina; Straker, Leon; Mathiassen, Svend Erik; Pollock, Clare

    2011-11-01

Computer use is associated with musculoskeletal complaints among office workers. Insufficient exposure diversity between tasks is a proposed etiological factor, but little information exists on diversity of tasks and information and communication technologies (ICT) among office workers. Direct observation and self-report data were collected on tasks performed and ICT used among 24 office workers, over 12 h in work and non-work environments. Self-reports were repeated on four additional days. Observations were for a mean [SD] 642[40] min. Productive tasks comprised 63% of observations, instrumental 17%, self-care 12% and leisure 8%. Non-ICT tasks comprised 44% of observations; New electronic-based ICT 36%; Old paper-based ICT 15%, and Combined ICT tasks 4%. Proportions of tasks and ICT use differed between environments and days. Information about diversity in tasks and ICT provides the basis for future investigations into exposure variation in ICT-intensive environments and possible musculoskeletal health risks. STATEMENT OF RELEVANCE: Information and communication technologies (ICT) provide office workers access to perform work-related tasks after work hours and in away-from-work locations. Musculoskeletal disorder risk assessment for office workers should account for actual tasks performed over a work day, including away from work exposures. This study provides rich, detailed data on occurrence of tasks performed and ICT used by office workers throughout the day.

  10. From the Office of the National Coordinator: the strategy for advancing the exchange of health information.

    Science.gov (United States)

Williams, Claudia; Mostashari, Farzad; Mertz, Kory; Hogin, Emily; Atwal, Parmeeth

    2012-03-01

Electronic health information exchange addresses a critical need in the US health care system to have information follow patients to support patient care. Today little information is shared electronically, leaving doctors without the information they need to provide the best care. With payment reforms providing a strong business driver, the demand for health information exchange is poised to grow. The Office of the National Coordinator for Health Information Technology, Department of Health and Human Services, has led the process of establishing the essential building blocks that will support health information exchange. Over the coming year, this office will develop additional policies and standards that will make information exchange easier and cheaper and facilitate its use on a broader scale.

Beck-Winchatz, Bernhard [DePaul University, NASA Space Science Center for Education and Public Outreach, 990 W Fullerton, Suite 4400, Chicago, IL 60614 (United States)

    2005-01-15

Since the mid-1990's NASA's Office of Space Science (OSS) has embarked on an astronomy and space science education and public outreach (E/PO) program. Its goals are to share the excitement of space science discoveries with the public, and to enhance the quality of science, mathematics and technology education, particularly at the precollege level. A key feature of the OSS program is the direct involvement of space scientists. The majority of the funding for E/PO is allocated to flight missions, which spend 1%-2% of their total budget on E/PO, and to individual research grants. This paper presents an overview of the program's goals, objectives, philosophy, and infrastructure.

  4. Indoor pollutants emitted by office equipment: A review ofreported data and information needs

    Energy Technology Data Exchange (ETDEWEB)

Destaillats, Hugo; Maddalena, Randy L.; Singer, Brett C.; Hodgson, Alfred T.; McKone, Thomas E.

    2007-02-01

There is concern that potentially harmful pollutants may be emitted from office equipment. Although office equipment has been a focal point for governmental efforts to promote energy efficiency through programs such as the US EPA's Energy Star, little is known about the relationship between office equipment use and indoor air quality, and information on pollutant emissions is sparse. In this review, we summarize available information on emission rates and/or ambient concentrations of various pollutants that are related to office equipment use. Experimental methods used in the characterization of emissions are briefly described. The office equipment evaluated in this review includes computers (desktops and notebooks), printers (laser, ink-jet and all-in-one machines) and photocopy machines. Reported emission rates of the following pollutant groups are summarized: volatile organic chemicals (VOCs), ozone, particulate matter and several semivolatile organic chemicals (SVOCs). The latter include phthalate esters, brominated flame retardants, organophosphate flame retardants and polycyclic aromatic hydrocarbons (PAHs). We also review studies reporting airborne concentrations in indoor environments where office equipment was present and thought to be a significant contributor to the total pollutant burden (offices, residences, schools, electronics recycling plants). For certain pollutants, such as organophosphate flame retardants, the link between emission by office equipment and indoor air concentrations is relatively well established. However, indoor VOCs, ozone, PAHs and phthalate esters can originate from a variety of sources, and their source apportionment is less straightforward. This literature review identifies substances of toxicological significance, with the purpose of serving as a guide to evaluate their potential importance with respect to human exposures.

Given the many different types of professionals working in public health and their diverse roles, it is likely that their information needs, information-seeking behaviors, and problem-solving abilities differ. Although public health professionals often work in interdisciplinary teams, few studies have explored their information needs and behaviors within the context of teamwork. This study explored the relationship between Canadian public health professionals' perceptions of their problem-solving abilities and their information-seeking behaviors with a specific focus on the use of evidence in practice settings. It also explored their perceptions of collaborative information seeking and the work contexts in which they sought information. Key Canadian contacts at public health organizations helped recruit study participants through their list-servs. An electronic survey was used to gather data about (a) individual information-seeking behaviors, (b) collaborative information-seeking behaviors, (c) use of evidence in practice environments, (d) perceived problem-solving abilities, and (e) demographic characteristics. Fifty-eight public health professionals were recruited, with different roles and representing most Canadian provinces and one territory. A significant relationship was found between perceived problem-solving abilities and collaborative information-seeking behavior (r = -.44, p information seeking. The results suggested that when public health professionals take a shared, active approach to problem solving, maintain personal control, and have confidence, they are more likely collaborate with others in seeking information to complete a work task. Administrators of public health organizations should promote collaboration by implementing effective communication and information-seeking strategies, and by providing information resources and retrieval tools. Public health professionals' perceived problem-solving abilities can influence how they collaborate in

Methods Data collected from a sample of twenty office-based urban/suburban general pediatricians consisted of: (a a demographic survey about participants' practice and computer use, (b semi-structured interviews on their use of different types of information resources and (c semi-structured interviews on perceptions of information needs and resource preferences in response to clinical vignettes representing cases in Genetics and Infectious Diseases. Content analysis of interviews provided participants' perceived use of resources and their perceived questions and preferred resources in response to vignettes. Results Participants' average time in practice was 15.4 years (2–28 years. All had in-office online access. Participants identified specialist/generalist colleagues, general/specialty pediatric texts, drug formularies, federal government/professional organization Websites and medical portals (when available as preferred information sources. They did not identify decision-making texts, evidence-based reviews, journal abstracts, medical librarians or consumer health information for routine office use. In response to clinical vignettes in Genetics and Infectious Diseases, participants identified Question Types about patient-specific (diagnosis, history and findings and general medical (diagnostic, therapeutic and referral guidelines information. They identified specialists and specialty textbooks, history and physical examination, colleagues and general pediatric textbooks, and federal and professional organizational Websites as information sources. Participants with access to portals identified them as information resources in lieu of texts. For Genetics vignettes, participants identified questions about prenatal history, disease etiology and treatment guidelines. For Genetics vignettes, they identified

  17. Institutional Uncertainties of the Rule of Law – The Public Prosecutor’s Office Between the Executive and the Judiciary

Directory of Open Access Journals (Sweden)

    Mihaela CĂRĂUŞAN

    2009-12-01

Full Text Available The Romanian society, the state, the administration and the judiciary are facing several essential challenges of the contemporary world, and these challenges have to be addressed as soon as possible. The position and the role of the Public Prosecutor’s Office within the rule of law should be clarified since it is a well known fact that the judiciary and public administration systems are not yet capable to manage the changes necessary for the integration in the European juridical space. With the advancement of the Romanian public administration reform, the Public Prosecutor’s Office and the public administration have become the two main actors involved in the struggle against corruption. Corruption is considered to be an important factor underlying the inability of the public administration and the judiciary systems to act and to meet the citizen’s needs. The Romanian citizen has been facing the burden of corruption and bureaucracy, and the Public Prosecutor’s Office is one of the institutions called upon not to eradicate this phenomenon, but to prevent it and to keep it under control. Within the current framework, when the political and legal debate raises issues regarding a new review of the Romanian Constitution, one of the questions raised is whether the Public Prosecutor’s Office is a public authority belonging to the executive or to the judiciary. The following paper studies the place of the Public Prosecutor’s Office within the legal systems and consequently will indentify and determine its place and role at the intersection between the executive and the judiciary.

Cyberscientometrics is becoming a popular topic in the scientific evaluation research front, mainly because it is relatively easy to apply traditional bibliometrics methods to formal electronic journals. Some of the results obtained correlate well with previous studies and major discrepancies are best explained by the not yet fully developed electronic new paradigm. But the Web offers more possibilities for evaluation purposes than those restricted to formal electronic publications. Today in ...

How do we reach the public with the exciting story of Solar System Exploration? How do we encourage girls to think about careers in science, math, engineering and technology? Why should NASA scientists make an effort to reach the public and informal education settings to tell the Solar System Exploration story? These are questions that the Solar System Exploration Forum, a part of the NASA Office of Space Science Education (SSE) and Public Outreach network, has tackled over the past few years. The SSE Forum is a group of education teams and scientists who work to share the excitement of solar system exploration with colleagues, formal educators, and informal educators like museums and youth groups. One major area of the SSE Forum outreach supports the training of Girl Scouts of the USA (GS) leaders and trainers in a suite of activities that reflect NASA missions and science research. Youth groups like Girl Scouts structure their activities as informal education.

  15. The Influence of Rehabilitative and Punishment Ideology on Correctional Officers' Perceptions of Informal Bases of Power.

    Science.gov (United States)

Gordon, Jill A; Stichman, Amy J

    2016-10-01

Maintaining order is a key goal for prison managers. Much of the research on order maintenance focuses, however, on disruptions of order, even when order is more common. Examining factors related to perceptions on how officers get inmates to comply is, therefore, an important consideration. Using a survey of correctional officers from a Mid-Atlantic state, this study considers three dimensions of French and Raven's theory on the bases of power. The focus is to examine correctional orientation and compliance regarding three dimensions of power that rely on informal control and relationships. The results indicate that officers' belief in rehabilitative ideals is consistently related to the dimensions of legitimate, referent, and expert control. Other individual and organizational factors are also related to dimensions of power. Implications for policies and for future research are discussed. © The Author(s) 2015.

    Science.gov (United States)

Destaillats, Hugo; Maddalena, Randy L.; Singer, Brett C.; Hodgson, Alfred T.; McKone, Thomas E.

Computers, printers, copier machines and other electronic equipment are a common part of the home and office environments. However, human exposure to potentially harmful pollutants emitted from office equipment has not been systematically evaluated, and is currently not well understood. In this review, we summarize available information on emission rates and/or indoor concentrations of various pollutants that are related to office equipment use, briefly describe experimental methods used to characterize emissions and identify critical research needs in this field. The office equipment evaluated in this review includes computers (desktops and notebooks), printers (laser, ink-jet and all-in-one machines) and photocopy machines. We summarize reported emission rates for the following pollutant groups: volatile organic chemicals (VOCs), ozone, particulate matter and several semivolatile organic chemicals (SVOCs). The latter includes phthalate esters, brominated flame retardants, organophosphate flame retardants, and polycyclic aromatic hydrocarbons (PAHs). We also review studies reporting airborne concentrations in indoor environments (offices, residences, schools, electronics recycling plants) where office equipment was present and deemed to be a significant contributor to the total pollutant burden. We find that for some pollutants, such as organophosphate flame retardants, the link between office-equipment emissions and indoor air concentrations is relatively well established. However, indoor VOCs, ozone, PAHs and phthalate esters can originate from a variety of sources, and their source apportionment is less straightforward. We then observe that personal exposures may be significantly larger than those estimated through average pollutant indoor concentrations, due to proximity of users to the sources over extended periods of time. Finally, we observe that the magnitude of emissions, the link from emissions to personal exposure, the toxicological significance of the

Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

Full Text Available The Public Value concept is a Public Management normative process that utilizes efficiency and ethics as co-equal determinants to assess organizational outcomes. As such, Public Value represents what Ghoshal calls intellectual pluralism or the utilization of normative management processes in the social sciences to challenge the intellectual absolutism of the Chicago School. One discipline where Public Value can be used to assess normative results is Legal Studies’ antitrust field. This research applies Public Value criteria in evaluating the U.S. Supreme Court’s 2013 ruling in Association for Molecular Pathology v. Myriad Genetics. The conclusions tentatively found the Court’s decision will (a create Public Value at the macro level but (b trigger public failure at the micro level for poor women because of an asymmetrical information network. This outcome fits with Stiglitz’s hypothesis concerning asymmetrical information and market failure. Further empirical research on Myriad’s policy is recommended.

The internet penetration in Indonesia continues to grow annually. Nevertheless, does it reflect that the internet is the main source of public information? This research explores the public information compliance and dissemination among urban and rural societies. The research method is quantitative with the primary data is a survey at 12 provinces in Indonesia which were selected through probability sampling technique. It is a national survey with 2% margin of error estimation. The sample size reaches 2,500 respondents. The data analysis method is statistic-descriptive as the results as follows: the perception of public information particularly the government policies access is sufficiently well, although the popularity of the MCIT, as well as its local office's official media, is lower than television. The interpersonal relations and social environment influence someone to get and disseminate the information. The face to face communication is a prominent channel to disseminate information both in the urban and rural areas.

    1991-08-01

The issue of discrimination in physically demanding employment, such as police, firefighters, prison guards and military personnel, is contentious. In terms of oxygen transport, the 'action limit' (calling for personnel selection or task redesign) is a steady oxygen consumption of 0.7 L/min, while the maximum permissible limit is 2.1 L/min. Note is taken of the commonly expressed belief that public safety duties are physically demanding, calling for personnel with an aerobic power of at least 3 L/min, or 42 to 45 ml/kg/min. The actual demands of such work can be assessed on small samples by physiological measurements (using heart rate or oxygen consumption meters), but the periods sampled may not be typical of a normal day. A Gestalt can also be formed as to the heaviness of a given job, or a detailed task analysis can be performed; most such analyses of public safety work list distance running and other aerobic activities infrequently. An arbitrary requirement of 'above average fitness' is no longer accepted by courts, but a further approach is to examine the characteristics of those currently meeting the demands of public safety jobs satisfactorily. Young men commonly satisfy the 3 L/min standard, but this is not usually the case for women or older men; in the case of female employees, it also seems unreasonable that they should be expected to satisfy the same standards as men, since a lower body mass reduces the energy cost of most of the tasks that they must perform. A second criterion sometimes applied to physically demanding work (a low vulnerability to heart attacks) is examined critically. It is concluded that the chances that a symptom-free public safety officer will develop a heart attack during a critical solo mission are so low that cardiac risk should not be a condition of employment. Arbitrary age- and sex-related employment criteria are plainly discriminatory, since some women and 65-year-old men have higher levels of physical fitness than the

The Spatial Planning Act regulates the initiation of collecting spatial data at the national level. One of the most important records of spatial data is the Cadastre of Public Infrastructure. In the last decades, gathering data about public infrastructure was confined to its owner or manager. The information on public infrastructure was therefore hard to obtain and lacked standardization. This was causing problems, especially in the domain of spatial planning. The basic purpose of establishin...
