The role of advisory organizations in ionizing radiation protection science and policy: A proposal

Funding for radiation protection science and policy has been in decline for more than a decade. Agencies that set policies and standards for radiation protection depend on external expert groups for advice, and unless the funding situation is stabilized, the ability of these advisory organizations to provide timely advice will be compromised. This paper examines the history of radiation protection policy in the United States, reviews the funding patterns of international and national radiation protection advisory bodies, and suggests recommendations for assuring that radiological and radiation protection science remains an important part of the nation's public health policy agenda. Five major advisory organizations are the focus of this paper--ICRP, ICRU, NCRP, National Research Council BEIR Committees, and UNSCEAR. The recommendations developed in this paper address the following issues: (1) the need to coordinate activities among national and international advisory bodies in order to minimize overlap of work scope and ensure comprehensive coverage of major radiation protection issues; (2) the need to reevaluate activities and operations of advisory groups in the context of an ever-changing radiation protection landscape; and (3) the need to establish the NCRP as the major federal advisory organization for radiation protection in the United States and to stabilize funding through Congressional appropriations

Fish consumption advisories are used to inform citizens in the United States about noncommercial game fish with hazardous levels of methylmercury (MeHg). The US Environmental Protection Agency (USEPA) suggests issuing a fish consumption advisory when concentrations of MeHg in fish exceed a human health screening value of 300 ng/g. However, states have authority to develop their own systems for issuing fish consumption advisories for MeHg. Five states in the south central United States (Arkansas, Louisiana, Mississippi, Oklahoma, and Texas) issue advisories for the general human population when concentrations of MeHg exceed 700 ng/g to 1000 ng/g. The objective of the present study was to estimate the increase in fish consumption advisories that would occur if these states followed USEPA recommendations. The authors used the National Descriptive Model of Mercury in Fish to estimate the mercury concentrations in 5 size categories of largemouth bass–equivalent fish at 766 lentic and lotic sites within the 5 states. The authors found that states in this region have not issued site-specific fish consumption advisories for most of the water bodies that would have such advisories if USEPA recommendations were followed. One outcome of the present study may be to stimulate discussion between scientists and policy makers at the federal and state levels about appropriate screening values to protect the public from the health hazards of consuming MeHg-contaminated game fish.

Since its inception in 1996, the purpose of the International Physical Protection Advisory Service (IPPAS) has been to provide advice and assistance to International Atomic Energy Agency (IAEA) Member States on strengthening and enhancing the effectiveness of their state system of physical protection of nuclear materials and facilities. Since the protection of nuclear materials and facilities is a Member State's responsibility, participation within the IPPAS program is voluntary. At the request of a Member State, the IAEA forms a multinational IPPAS team consisting of physical protection specialists. These specialists have broad experience in physical protection system design, implementation, and regulatory oversight. The exact make-up of the team depends upon the needs of the requesting state. IPPAS missions to participating states strive to compare the domestic procedures and practices of the state against international physical protection guidelines (IAEA Information Circular 225) and internationally accepted practice. The missions utilize a top to bottom approach and begin by reviewing the legal and regulatory structure and conclude with reviews of the implementation of the state regulations and international guidelines at individual facilities. IPPAS findings are treated as IAEA Safeguards Confidential Information. To date, IPPAS missions have been concluded in Slovenia, Bulgaria, Romania, Hungary, and Poland

IAEA Completes Nuclear Security Advisory Mission in France

An International Atomic Energy Agency (IAEA) team of experts today completed a nuclear security advisory mission in France. The mission was carried out at the request of the French Government. The scope of the two-week International Physical Protection Advisory Service (IPPAS) follow-up mission included France’s responses to the recommendations of the initial mission in 2011, the regulatory framework for the security of nuclear material and facilities as well as computer security. The IPPAS team also reviewed the country’s implementation of the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM). As part of the review, the team visited the Georges Besse II uranium enrichment plant at the Tricastin nuclear site in Pierrelatte, south-eastern France. The team observed that the nuclear security regime in France is robust and well-established, and incorporates the fundamental principles of the amended CPPNM. The team provided recommendations and suggestions to support France in enhancing and sustaining nuclear security. Good practices were identified that can serve as examples to other IAEA Member States to help strengthen their nuclear security activities.

The IAEA International Physical protection Advisory Service (IPPAS) provides advice to Member States to assist them in strengthening the effectiveness of their national physical protection system whilst recognizing the ultimate responsibility for physical protection is that of the Member State. The IPPAS is available to all countries with nuclear materials and facilities. The basic concepts, purposes and functions of physical protection are provided in INFCIR/225, 'The Physical Protection of Nuclear Material and Nuclear Facilities' as amended from time to time and 'the Convention on the Physical Protection of Nuclear Material (INFCIR/247/Rev.1). The guidance given in INFCIR/225 recognizes that implementation of these requirements vary from country to country depending on their existing constitutional, legal and administrative systems; the assessment of the threat for the potential theft of nuclear material or sabotage of nuclear facilities; the technical skills and professional and financial resources available to the competent authority; and social customs and cultural traditions. IPPAS missions are performance oriented in that they accept different approaches to the implementation of national physical protection system

The Drinking Water Health Advisory, Office of Water, U.S. Environmental Protection Agency, has issued its report on the chemical, naphthalene. Naphthalene is used in the manufacture of phthalic and anthranilic acids and other derivatives, and in making dyes; in the manufacture of resins, celluloid, lampblack and smokeless gunpowder; and as moth repellant, insecticide, anthelmintic, vermicide, and intestinal antiseptic. The report covers the following areas: the occurrence of the chemical in the environment; its environmental fate; the chemical's absorption, distribution, metabolism, and excretion in the human body; and its health effects on humans and animals, including its mutagenicity and carcinogenicity characteristics. Also included is the quantification of its toxicological effects.

The International Atomic Energy Agency, the World Health Organization, the International Labour Organisation and the Nuclear Energy Agency of the OECD have undertaken to provide jointly a world-wide basis for harmonized and up-to-date radiation protection standards. The new Basic Safety Standards for Radiation Protection are based upon the latest recommendations by the International Commission on Radiological Protection (ICRP) which are essentially contained in its Publication No.26. These new Basic Safety Standards have been elaborated by an Advisory Group of Experts which met in Vienna from 10-14 October 1977, from 23-27 October 1978 and from 1-12 December 1980 under the joint auspices of the IAEA, ILO, WHO and the Nuclear Energy Agency of the OECD. Comments on the draft Basic Safety Standards received from Member States and relevant organizations were taken into account by the Advisory Group in the process of preparation of the revised Basic Safety Standards for Radiation Protection, which are published by the IAEA on behalf of the four sponsoring organizations. One of the main features of this revision is an increased emphasis on the recommendation to keep all exposures to ionizing radiation as low as reasonably achievable, economic and social factors being taken into account; consequently, radiation protection should not only apply the basic dose limits but also comply with this recommendation. Detailed guidance is given to assist those who have to decide on the implementation of this recommendation in particular cases. Another important feature is the recommendation of a more coherent method for achieving consistency in limiting risks to health, irrespective of whether the risk is of uniform or non-uniform exposure of the body.

This study examines the comparative effectiveness of using law enforcement agencies for child protective investigation (CPI), in contrast with the traditional approach of CPI conducted by the public child welfare agency. The analysis uses 2006-2007 data from a natural experiment conducted in Florida to show modest differences in performance and cost-efficiency between the two approaches to CPI. These findings may have implications for other states considering outsourcing CPI to law enforcement.

Widespread spontaneous evacuation, the tendency for people to evacuate even when not advised to do so, has been highlighted as one of the likely behavior responses to a nuclear power plant emergency. Utility company representatives contend that protective action advisories can be structured so as to stifle the magnitude and geographic extent of spontaneous evacuation. Data from a utility-company-sponsored telephone survey of households on Long Island, New York, where the Shoreham Nuclear Power Station is located, are used in this paper to test this proposition. Analyses of responses given to three sets of increasingly serious reactor accident scenarios, with and without information instructing people what protective actions to take, raise serious questions about the ability of emergency notification messages to affect human behavior in a radiological emergency. The results suggest firstly, that even if people are specifically advised not to evacuate, most would be inclined to do so; and secondly, that attempts to stifle the propensity to evacuate among those who are not at risk are likely to increase the propensity to stay behind among those who are at risk and should evacuate

The author talks about the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA), the new regulatory authority which will combine the existing resources of the Australian Radiation Laboratory and the Nuclear Safety Bureau. Most uses of radiation in Australia are regulated by State or Territory authorities, but there is presently no regulatory authority for Commonwealth uses of radiation. To provide for regulation of the radiation practices of the Commonwealth, the Australian Government has decided to establish the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) and a Bill has passed through the House of Representatives and will go to the Spring sitting of the Senate. The new agency will subsume the resources and functions of the Nuclear Safety Bureau and the Australian Radiation Laboratory, with additional functions including the regulation of radiation protection and nuclear safety of Commonwealth practices. Another function of ARPANSA will be the promotion of uniform regulatory requirements for radiation protection across Australia. This will be done by developing, in consultation with the States and Territories, radiation health policies and practices for adoption by the Commonwealth, States and Territories. ARPANSA will also provide research and services for radiation health, and in support of the regulatory and uniformity functions. The establishment of ARPANSA will ensure that the proposed replacement research reactor, the future low level radioactive waste repository and other Commonwealth nuclear facilities and radiation practices are subject to a regulatory regime which reflects the accumulated experience of the States and Territories and best international practice, and meets public expectations

Development of a single-meal fish consumption advisory for methyl mercury

Methyl mercury (meHg) contamination of fish is the leading cause of fish consumption advisories in the US. These advisories have focused upon repeated or chronic exposure, whereas risks during pregnancy may also exist from a single-meal exposure if the fish tissue concentration is high enough. In this study, acute exposure to meHg from a single fish meal was analyzed by using the one-compartment meHg biokinetic model to predict maternal hair concentrations. These concentrations were evaluated against the mercury hair concentration corresponding to the US Environmental Protection Agency's reference dose (RfD), which is intended to protect against neurodevelopmental effects. The one-compartment model was validated against blood concentrations from three datasets in which human subjects ingested meHg in fish, either as a single meal or multiple meals. Model simulations of the single-meal scenario at different fish meHg concentrations found that concentrations of 2.0 ppm or higher can be associated with maternal hair concentrations elevated above the RfD level for days to weeks during gestation. A single-meal fish concentration cutoff of {ge} 2.0 ppm is an important consideration, especially because this single high exposure event might be in addition to a baseline meHg body burden from other types of fish consumption. This type of single-meal advisory requires that fish sampling programs provide data for individual rather than composited fish, and take into account seasonal differences that may exist in fish concentrations.

IAEA Completes Nuclear Security Advisory Mission in Ecuador

An International Atomic Energy Agency (IAEA) team of experts today completed a nuclear security advisory mission in Ecuador. The mission was carried out at the request of the Government of Ecuador. The scope of the two-week International Physical Protection Advisory Service (IPPAS) mission included the legislative and regulatory framework for the security of radioactive material, regulatory licensing, inspection and enforcement as well as coordination among authorities and other stakeholders involved in nuclear security. In September 2017, Ecuador ratified the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM) and its incorporation into the nuclear security regime was also included in the scope of the mission. The IPPAS team carried out a number of visits, including to a steel company that uses gamma radiography, two hospitals, the National Polytechnic University and a company that transports radioactive material. In addition, the team visited a temporary storage facility for disused radioactive sources in Alóag, a town about 50 km south of the capital, Quito. The team observed that Ecuador is making efforts towards enhancing its national nuclear security regime. The team provided recommendations and suggestions to support Ecuador in enhancing and sustaining nuclear security. Good practices were identified that can serve as examples to other IAEA Member States to help strengthen their nuclear security activities.
