However, not all these policies have successfully addressed current global trends like the economic downturn, demographic change, the changing nature of the labour market, and pressing social needs. This paper posits that introducing lifelong learning principles to the formulation and implementation of higher education policies may provide more inclusive and comprehensive frameworks for meeting the needs and aspirations of the multiple stakeholders of higher education.

These changes underline the importance of certain terms and values more than ever before. The terms transparency, diversity, quality, cooperation and competition started to be used together with higher education in recent years. Higher education systems are being reorganised in accordance with these changes. Higher education which is started to be evaluated within the frame of information society, is also interlinked with the basic dynamics of economy though labour force, employment policies and innovation. This situation necessitates internationalization for countries in line with their need for establishing bilateral and regional partnerships. This article aims to analyse current indicators in the dynamically evolving Turkish Higher Education Area and to suggest predictions and new policies based on these indicators and international trends for the mid and long-term targets. It is accepted by many international platforms that Turkey is a rising economy. However, it is difficult to state that higher education is addressed systematically through economic perspective. Estimating higher education as the leading sector, reorganising legal and structural reforms considering international trends in the mid-long term plans, quality assured capacity building, qualitative and quantitative increase of human resources, transparently defined qualifications framework, data-based policies, coordination between the related institutions and defining internationalisation strategy around these paradigms will significantly contribute Turkey's higher education outcomes to achieve the 2023 targets.

    Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. The results of the research undertaken could be used either by the policy makers within the area of higher education or by the administrative management of public universities in order to correlate the funding with the results obtained and/or the objectives assumed by both the

With this objective discusses the trajectory of the evaluation policy of higher education with an emphasis on construction of the current National Assessment of Higher Education (Sinaes. From this perspective, conducts exploratory research with a descriptive analysis of the constituent elements of Sinaes, instruments and indicators, and evaluation results of the cycle in 2004, 2007 and 2010 in order to characterize and compare the evolution of courses in health and design improvements in its development. Finally, the comparison of these results, especially the nursing courses, the remarkable expansion in the period, shows its importance as an inducer of changing personal and professional attitudes of teachers and others involved in the educational process. It also enables the IES, proposing changes to the curriculum to meet the prospect of improving the training of students, contributing to the establishment of the evaluation culture in higher education to society to ensure reliable results on the quality and credibility of the courses offered.

  3. Analysis of higher education policy frameworks for open and distance education in Pakistan. (United States)

    The constant rise in demand for higher education has become the biggest challenge for educational planners. This high demand has paved a way for distance education across the globe. This article innovatively analyzes the policy documentation of a major distance education initiative in Pakistan for validity that will identify the utility of policy linkages. The study adopted a qualitative research design that consisted of two steps. In the first step, a content analysis of distance learning policy framework was made. For this purpose, two documents were accessed titled "Framework for Launching Distance Learning Programs in HEIs of Pakistan" and "Guideline on Quality of Distance Education for External Students at the HEIs of Pakistan." In the second step, the policy guidelines mentioned in these two documents were evaluated at two levels. At the first level, the overall policy documents were assessed against a criterion proposed by Cheung, Mirzaei, and Leeder. At the second level, the proposed program of distance learning was assessed against a criterion set by Gellman-Danley and Fetzner and Berge. The distance education program initiative in Pakistan is of promising nature which needs to be assessed regularly. This study has made an initial attempt to assess the policy document against a criterion identified from literature. The analysis shows that the current policy documents do offer some strengths at this initial level, however, they cannot be considered a comprehensive policy guide. The inclusion or correction of missing or vague areas identified in this study would make this policy guideline document a treasured tool for Higher Education Commission (HEC). For distance education policy makers, this distance education policy framework model recognizes several fundamental areas with which they should be concerned. The drive of associations of universities and individuals, such as the National Association of Universities (ANUIES and later the Consortium of Mexican Universities (CUMEX, as well as the Mexican Association for International Education (AMPEI has been key in promoting international cooperation, as a catalyst for higher-education internationalization. It is now recognized that emerging work and sharing environments need a variety of competences as well as knowledge that sometimes researchers, professors or government officials do not have. In addition, there is a need to obtain knowledge and skills that do not come through traditional teaching and learning, but through processes of interaction with the world. The internationalization of higher education appears as a strategy that can help universities improve their quality, thus strengthening the need to cooperate with similar institutions and other organizations beyond our borders. Moreover, the type of academic achievement to which internationalization processes can lead are viewed by some authors as part of the very concept of quality and educational excellence in the 21st century.There is logic in the sequence in which policies and reforms have been implemented in the field of education in different parts of the world, as certain needs that the political class sees as priorities are met: expansion of coverage and access, education quality and, finally, international cooperation.     Full Text Available Presenting key elements of post-1990 historical developments in the Romanian higher education system, the emphasis is put on recent (2011policies of increasing higher education institutional differentiation. The view is that, in policy design, due attention should be paid to both historical roots and predicted developments. Building on an institutional analysis approach, we put forward a theoretical model that aims to explore the predictive implications of some recently promoted higher education policies. These policies are expected to increase institutional differentiation at the systemic level and enhance quality in teaching and research at university level. The predictive capacity of a model of reference is tested against a concurrent model. The key assumption of the latter is that of considering higher education institutions (HEIs as “cooperative systems” that are unable to generate those outputs and outcomes that, by aggregation, would contribute to the construction of an institutionally diverse and heterogeneous higher education landscape.

    Full Text Available In the framework of the key role of higher education for the development of society, we understand the public policy in this field as the decision-making assembly and non-decisions with respect to the tertiary sector of the country's education, by the government or institutions. Also, we assume that the process of establishing a public policy - in any field - assume both its design and implementation and evaluation of its results. Starting from these premises, this chapter explains the historical context and background of higher education policies in Venezuela in the last twelve years (1999-2011, to highlight the particular feature that it takes this country during that period. Only with the panorama that offers this context and its history, as the setting for the design and implementation of higher education policies, it is possible to understand or approach to the description of the factors that determine them and their characteristics. In this work - as far as possible, given the lack of reliable information - we approach the evaluation of the results of the policies implemented and their possible future implications. In Venezuela, the facts indicate that the trend of the core concept of public policy is oriented towards more control and state intervention and focus on the establishment of conditions that tend to strike the college market; whereas in most of the region and even the world, the trend observed is marked by the discourse of commodification and its impact on the state's role in their treatment of higher education.

    Full Text Available This paper critically examines the role of government policy with respect to e-learning as an agent of change in the higher education sector. The potential impact of e-learning on the structure and organisation of the higher education sector has become a central issue for managers at institutional level and government policy makers across the globe. There is clear evidence from a range of policy documents from various nations of a general acceptance that an imperative exists to engage with the ‘knowledge economy’ in order to secure or retain a competitive economic advantage in the global order. It is seen that emerging digital technologies have a central role to play in this task and many governments have been active in promoting the development of e-learning as an agent of improvement, capacity building and organisational change in the higher education sector. Evidence is available that such technologies, supported by government policy, have served to enhance the quality of the student experience within the existing organisational and pedagogical frameworks which characterise the majority of higher education institutions. There is, however, little evidence of radical restructuring or the ‘transformation’ of existing institutions into the ‘virtual universities’ envisioned by some early commentators. This paper explores the wider policy context within which governments must work if they are to reap the full benefits of emerging technologies.

The research for Impact of Policies for Plagiarism in Higher Education Across Europe (IPPHEAE, completed in November 2013, was conducted by teams at five higher education institutions from UK, Poland, Lithuania, Cyprus and Czech Republic. The research included an EU-wide survey of higher education institutions across 27 EU member states. Separate reports were prepared for the countries surveyed, each containing details of findings and recommendations for what could and should be done to improve academic quality and integrity at national, institutional and individual levels. An EU-wide comparative study provided an assessment of the maturity of policies and processes for academic integrity in each country, based on the data collected and the research conducted for each national report.This paper presents selected comparisons of results from the research, especially looking at evidence for maturity of policies, consistency of approach, examples of good practice and highlighting where serious effort is needed to strengthen current policies and practices.

    This is a qualitative descriptive exploratory study, conducted in Higher Education Institutions (HEI) which offers Nursing course, in Joao Pessoa-PB. The study aimed to understand the concept of managers about the need for organizational changes to attend customers with special needs. Four managers participated in the study. A semi-structured interview with guiding questions was used to collect information and to interpret the data we used the method of discourse analysis based on Fiorin. It was noticed that the managers have a concern to meet the demands of inclusive policies, including the adequacy of physical spaces and the pedagogy adopted to meet the students' needs. However, some of them admitted to have little knowledge on how to deal with students with special needs and also mentioned that the institutions do not have an efficient and logistic work which can meet the current legislation of inclusion. We concluded that the process of structural and pedagogical changes is built in a slow and gradual way and it requires an involvement of qualified managers who are committed to execute the policies of inclusion of customers with special needs in a civil and legal way.

    Full Text Available This article considers higher education in the context of global knowledge economy policies as a site for the production of economic subjectivities. Drawing insights from poststructuralist theory and feminist economics, it explores how the incorporation of economic discourse and market metaphors into education policy and practice functions as a disciplinary technique of governmentality. The article argues that while economic discourse displaces, disciplines and disrupts educational discourse, there is a need for greater acknowledgement of the productive potential of the intersection of education and economy as a means through which agency is in part accomplished. Implications for university learning and labour are considered, with a view to contributing to dialogues about new ways of undisciplining economic subjectivities, through which new ways of doing and being might enact alternative educational economies.

    Research purpose: The aim of this study was to investigate the awareness levels of academic staff members at higher education institutions in South Africa of sexual harassment policies and procedures in their institutions. Motivation for the study: A number of high profile court cases emphasised the need for effective policies to reduce the incidence of sexual harassment complaints. Research design, approach and method: A cross-sectional survey design was conducted amongst 161 academic staff members, representing 10 higher education institutions in South Africa. The measuring instrument that was used is the Sexual Harassment Questionnaire (SHQ that was developed specifically for this study. Main findings: The results showed that despite indications that sexual harassment policies do exist and that they are regarded as effective tools in addressing sexual harassment, the implementation of such policies is not effective and few academic staff members received training and/or guidance on the utilisation of the policy. Significant correlation coefficients were found between the elements of an effective policy and between population group and some of the elements. Practical/managerial implications: Employers across the board should regularly conduct an audit to determine the level of awareness of sexual harassment policies and procedures and plan interventions. Contribution: No other study in South Africa attempted to measure the awareness levels of academics and its impact on the management of sexual harassment.

    Full Text Available The aim of the paper is to raise awareness of the importance of the policy makers’ knowledge and expertise about quality infrastructure (QI for the successful policy-making. This article, which addresses the role of higher education in Serbian quality infrastructure policy-making, is an analysis of QI related contents of higher education institution curriculum. The target institutions are public faculties from whose official websites the data were collected. Depending on the keywords, the analysis was performed in order to classify the faculties into three categories. After reviewing the 307 subject titles and descriptions of undergraduate courses, the results show that the concepts of QI are widely recognized as an important and popular topic. The analysis of the QI adoption and diffusion indicates that although some of the faculties might be ‘leaders’ in a particular dimension, they still do not necessarily fall into the ‘leader’ category.     Full Text Available This article contextualize social and educational policies in the forms of government intervention characterized by a pragmatism at keeps the suction set "friendly approaches to the market" which will swing less to greater coordination between them. These reforms, which are governed by the growth stimulated by the market are based on government practices, which combine two important strategies that provide flexibility: the global frame design with different ways to achieve the focused objectives in the growth and use of OMCs operating with a degree of variability which are monitored through regular monitoring ongoing for several organizations and social partners. Thus, the purpose of this discussion is to understand the place of politics in contemporary forms of government, analyzing both the scope as the questions related to the reform process driven by the Bologna Declaration. Besides this, the debate deepens the affectations of policies generated in countries like Colombia, showing how one of its most visible effects is presented by the guidelines for skills and the mass evaluation, conceived as a strategic place, as a kind of hinge, which seeks to articulate the world education with the productive sector. To illustrate some of the effects produced by these strategies of government, the text also thematizes the new issues raised, particularly the level of hierarchy, stratification and inequality derived from forms of social regulation undertaken in higher education that took place in Colombia in the last decade. In conclusion presents a few current guidelines from the environment experienced in recent years in the country, showing that a reform in higher education confirms this trend .; but it managed to contain this movement thanks to the active role of the student movement which secured the transforming role of education, the nature of the common good that belongs to all of society making possible the opportunity to provide a dignified life

    Full Text Available The last 5 years have seen a growing number of universities use social media services such as Twitter, Facebook and YouTube to engage with past, present and prospective students. More recently still, a number of universities have published policy or guidance documents on the use of social media for a range of university-related purposes including learning, teaching and assessment. This study considers the social media policies of 14 universities in the United Kingdom (UK that are currently in the public domain. It addresses some of the ways in which Higher Education Institutions (HEIs are responding to both the positive potential of social media as well as its perceived threats. Drawing inspiration, if not actual method, from critical discourse analysis, this study argues that marketisation has been the main policy driver with many social media policies being developed to promote university “brands” as well as protect institutional reputation. The creation and implementation of social media policies are therefore playing a role in helping universities manage both the risks and the benefits of social media in the context of an increasingly marketised Higher Education (HE environment in which protecting institutional reputation has become a priority. However, in the defence of the metaphorical institutional “share price”, some policies constrain both academic autonomy and the possibilities for innovation and risk-taking.

    Full Text Available The underpinning essence of being part of a regional organisation such as the Southern African Development Community (SADC is to achieve development through integration. Regional integration thus becomes the bedrock from which the treaties governing SADC and its member states are to be interpreted. The SADC Treaty and its various protocols articulate that members should eliminate obstacles to the free movement of people, goods and services. This should include the progressive reduction of immigration formalities in order to facilitate the freer movement of students and staff for the specific purposes of study, teaching, research and any other pursuits relating to education and training. Relying on international law principles such as pacta sunt servanda, this article establishes that though South Africa has made much progress in meeting most of the SADC obligations relating to migration and education, there are still grey policy areas that fall short of SADC standards and regional commitments. It also appraises the role of the SADC Council of Ministers, the Parliamentary Forum, the Tribunal and the National Committees in addressing these areas.

    Full Text Available It is in the context of the increasing Europeanization of educational policies that the latest and important legislative changes generated in the Portuguese higher education system must be understood. Convergent with the creation of the European Higher Education Area (EHEA, Portugal allied to the Bologna process and reformed, in the second half of the 2000s, its higher education system in the structures and ways of institutional government. Considering that the academic profession is a key element in the mission of the university (WILSON 1962; ALTABCH, 2011, it also is central in the construction of the EHEA. The purpose of this article is to examine how the new educational policies have produced changes in the context and working conditions of teachers/researchers at public universities in Portugal. The text begins by identifying the main policy measures that form the new legal framework of higher education, with particular emphasis to the new Statute of Teaching Career. Then we analyze the perceptions of academics around the development of the academic profession occurred over the past forty years linking it with the dimension of the internationalization of higher education. The results obtained allow us to state that the academic profession is international by nature. However, this nature complicated itself and diversified, resizing the internationalization, moving from ‘optionality logic' to 'mandatory logic'.

    Full Text Available The article attempts to revise the issue of the State regulation of the macroeconomic processes associated with the economic, energy, fiscal, and educational reforms that are being carried out in Ukraine. In order to implement the State energy policy, fiscal approaches have been emphasized. The use of the fiscal stimulus of «carbon tax» can be seen as an effective measure for implementation of the existing State energy strategy. A review of introduction of such a tax in the developed countries confirms the expediency of applying fiscal mechanism in order to encourage investment in energy-efficient technologies. Prospects for introduction of this tax in Ukraine were considered. To this end, actual CO2 emissions have been generalized and prediction calculations for the energy sector have been accomplished. The calculated estimates of possible tax revenues have been provided. For further studies on the outlined topic, there is an impelling need to detalize the financial statistics of the ecologic tax revenues in terms of sources.

The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

This is because Civic education plays an indispensable role in creating awareness among the citizens about their rights and responsibilities. Ethiopia too commencing its transition to democracy has taken significant steps to do so. In this regard one of the significant departures of the EPRDF government from its predecessors in terms of curriculum reform is the inclusion of Civic education in tertiary education. The study shed light to assess the role of Civic education in shaping students attitude in terms of appropriate service provision good governance tolerance of diversity and others. Using sample respondents of 201 students randomly selected from the three universities namely Arba Minch Wolayta Sodo and Hawassa universities generalizations were deduced. The facts drawn from both the qualitative and quantitative surveys indicated that Civic education is playing a crucial role for cultivating informed reasonable and active citizens and the subsequent building of constitutional democracy in Ethiopia. The study indicated that the problems related to good governance in the various government offices are not the result of lack of the required skills but due to the lack of Civic knowledge. The Civic dispositions that build the citizens traits are not inherited and as such every new generation is required to acquire the knowledge learn the skills and develop the dispositions or traits of private and public character that undergird a constitutional democracy. Civic education therefore is-or should be-a prime concern. There is no more important task than the development of an informed effective and responsible citizenry.     Full Text Available We focus this paper on the conditions to build reliable science, technology and higher education systems in Latin America, based on international comparative studies, fieldwork and interviews conducted over the last three years. The analysis shows that science can have a major role in furthering the democratization of society through public policies that foster opportunities to access knowledge and the advanced training of human resources. Broadening the social basis for higher education promotes the qualification of the labour force and contributes to social and economic development. The need to guarantee higher education diversity, strengthening scientific institutions and investing in a strong science base, is deemed as critical, but goes far beyond policies centred on innovation and industry-science relationships. It requires adequate training and attraction of skilled people, as well as the social promotion of a scientific and technological culture.

    In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

There are several approaches on how to achieve competitiveness and performance in higher education and international academic mobility; students’ exchange programs, partnerships are some of the aspects that can play a significant role in this process. This paper wants to point out the student’s perception regarding two main directions: one about the master students’ expectation regarding how an internationalized master should be organized and should function, and second the degree of satisfaction of the beneficiaries of internationalized master programs from Babe-Bolyai University. This article is based on an empirical qualitative research that was implemented to students of an internationalized master from the Faculty of Economics and Business Administration. This research can be considered a useful example for those preoccupied to increase the quality of higher education and conclusions drawn have relevance both theoretically and especially practically.

Therefore, abundant existing Literature on the matter of “europeanization of public policies” are taken into account, in addition to selected investigation tracks, based on a set of interviews carried out within the framework of another study and different documentary sources.

The first use of the distance education as a term goes back to 1924 in Turkey. Establishment of the Open Education Faculty of Anadolu University is the first initiative for the appearance of distance education in the Turkish Higher Education. Distance education is offered at different levels of higher education at present. Changes happening in technology and students characteristics in higher education over the years have made distance education delivered over the internet popular. Systems used to offer education over the internet are called Learning Management Systems. Commercial and non-commercial Learning Management Systems are available and used in different level of higher education to offer distance education. Programs and Learning Management Systems preferred to offer distance education over the internet in Turkish Higher Education are investigated in this study. Results of the study indicated that Management and Computer Technology programs are dominantly preferred in various level of the Turkish Higher Education. It was also found that commercially and open source freely available Learning Management Systems are also used to offer distance education in the Turkish Higher Education. It seems that distance education programs in higher education will continue to grow to respond to the changing needs of students.

  18. Need for a comprehensive, consistently applied national hepatitis B vaccination policy for healthcare workers in higher educational institutions: a case study from South Africa. (United States)

    Hepatitis B virus (HBV) is transmitted by infected blood and other body fluids, placing healthcare workers (HCWs) and student HCWs at increased risk of HBV infection through occupational exposure. To establish the existence, content and implementation of hepatitis B (HB) vaccination policies for student HCWs being trained at higher educational institutions (HEIs) in South Africa. Self-administered structured questionnaires were sent to 23 nursing colleges and 11 universities in South Africa that train doctors, nurses or dentists. Twelve (35%) questionnaires were returned. Ten HEIs had a policy consisting mainly of recommendations given to students at registration. Nine HEIs made HB vaccinations available, with four HEIs covering the cost through student fees. Seven HEIs did not require a record of previous vaccination. Six HEIs did not accept non-responders (NRs), three HEIs would only accept an NR after receiving a second three-dose vaccination series and counselling, six HEIs regarded an HBV carrier as infectious, and 10 HEIs would accept HBV carriers as students. The low response rate makes it difficult to generalize the results, but may suggest a lack of an HB vaccination policy for student HCWs at non-responding HEIs. Policies of responding HEIs regarding HB vaccination, HBV carriage and response to HB vaccination were variable, sometimes inappropriate and not sufficiently comprehensive to protect student HCWs against occupationally acquired HBV. This emphasizes the need for a comprehensive, consistently applied, nationally coordinated vaccination policy to ensure that student HCWs receive proper protection against HBV infection. The degradation of quality in the Romanian education system is a current affairs subject. Successive and rather incoherent reforms suggest the lack of a long-term vision, as well as that of a political consensus on the role and place of education within the Romanian economy and society. The reference points identified as a result of the needs analysis and the student opinion polls have indicated the necessity to focus the academic teaching and learning activities on the student, on their level of development, using active-participative strategies, using a specific academic group management and applying various evaluation techniques focused on the student’s performance and his acquired competences. All of these elements signal, at the level of institutional strategic decisions, a direction towards the improvement of professional development of the teaching staff, one concentrated on education quality and performance. The modern school of leadership is based on applied methods, the delegation of responsibilities, regulation of centralized-decentralized relations, research and creativity development and the reinforcement of psychological and social aspects. Unlike management, considered to be a formal and institutionalized type of leadership, leadership is perceived as a process carried out at an informal group level, while the leader as a boss is someone who leads this group.

It is shown that the recognized leaders of the education market have the best positions in terms of cost-effectiveness. There has been carried out a comparative analysis of budget expenditures on higher education in Ukraine and other countries, which allowed to make a conclusion about the impossibility of growth of budget expenditures in the nearest future and possible significant reduction in the number of higher education institutions as a result of increasing the competition from Eastern European countries with the reformed education system.

In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Desde o final do século XX esta expansão vem adquirindo uma faceta mercantil. Ao Estado brasileiro, contudo, apetece a estratégia da "não-decisão". Escolhe o setor privado para expandir a oferta de educação superior. E escolhe a via comercial, a partir de 1997, para fazê-lo. Mas não revela tal escolha. Deixa-a ao sabor, senão olhar, do analista das políticas públicas. Resta analisar as conseqüências desta "não-decisão" brasileira. Admitting that the qualification of the country's population at this level may constitute a national strategic interest, this article examines the characteristics of the Brazilian case and discusses the country's past choices, as well as the future ones that could be at its disposal. Brazil has decided, even thought not explicitly, to expand its tertiary education by means of the private sector. Since the end of the 20th century, this expansion has been gaining a mercantile facet. The Brazilian state, however is interested in a 'non-decision' strategy. It chooses the private sector to expand the offer of higher education. And since 1997 it has chosen the commercial path to do it.     The author states that there is a need in all higher education, including the health professions, for racial, ethnic, and other kinds of diversity, and describes two court cases involving the University of Michigan's undergraduate and law school affirmative action admission policies. The outcomes of these cases will profoundly affect the quality of U.S. higher education, professional education, and graduate education. Affirmative action is one of the tools that many universities use to ensure the kind of comprehensively diverse student body that helps teach students to participate fully in this country's heterogeneous democracy and the global economy. Students are exposed to classmates with different life experiences, their prior assumptions are challenged, and they discover what they and their classmates have in common. And a variety of Fortune 500 corporations state that employees and managers who graduated from institutions with diverse student bodies demonstrate a variety of key skills that are crucial in the U.S. workplace. The author discusses why "colorblind" and "socioeconomically oriented" admission policies do not work and that they have only a tiny effect on white students' chances of acceptance. Until K-12 education is greatly improved for minorities, affirmative action is needed to give a "leg up" to students who might not otherwise be admitted but who can do the academic work. In medical education, there is a special urgency for diversity, since it is known that minority physicians are more likely to practice in areas where there are high concentrations of minorities.

Uno de los más relevantes en la actualidad tiene que ver con la adaptación/armonización de las estructuras universitarias en un marco común denominado Espacio Europeo de Educación Superior (EEES. Tras casi seis décadas de progresos y avances educativos, es necesario examinar la forma en que estas actuaciones han sido planteadas e implementadas desde las instancias políticas. Para abordar esta cuestión se propone desarrollar un análisis retrospectivo que describa los aspectos más representativos de las decisiones y acuerdos aprobados en materia educativa, advirtiendo la importancia o condicionamiento que ha tenido el contexto sociológico de la Unión Europea. Starting with an overview of the academic literature around the concepts of globalisation and internationalisation, and their interrelationship particularly in the context of higher education, the paper focuses on the specific issues of Indian higher education especially within the context of internationalisation. Reviewing the current landscape of the Indian higher education sector, the paper concludes that, in the context of a globally connected world, higher education in India is characterised by asymmetry in flows and unclear policies. Recommending that the internationalisation strategy focuses on the four strands of student and programme mobility; infrastructure and policy support; development of research capability; and the employment of technology as an enabler, the paper concludes that a clear approach to internationalisation would offer the potential to secure India a formidable global standing in higher education.

    Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.

    This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off.     Full Text Available This paper analyses the role of “disruptive” innovative technologies in higher education. In this country and elsewhere, Higher Education Institutions (HEIs have invested significant sums in learning technologies, with Virtual Learning Environments (VLEs being more or less universal, but these technologies have not been universally adopted and used by students and staff. Instead, other technologies not owned or controlled by HEIs are widely used to support learning and teaching. According to Christensen's theory of Disruptive Innovation, these disruptive technologies are not designed explicitly to support learning and teaching in higher education, but have educational potential. This study uses Activity Theory and Expansive Learning to analyse data regarding the impact of disruptive technologies. The data were obtained through a questionnaire survey about awareness and use of technologies, and through observation and interviews, exploring participants’ actual practice. The survey answers tended to endorse Disruptive Innovation theory, with participants establishing meanings for technologies through their use of them, rather than in keeping with a designer's intentions. Observation revealed that learners use a narrow range of technologies to support learning, but with a tendency to use resources other than those supplied by their HEIs. Interviews showed that participants use simple and convenient technologies to support their learning and teaching. This study identifies a contradiction between learning technologies made available by HEIs, and technologies used in practice. There is no evidence to suggest that a wide range of technologies is being used to support learning and teaching. Instead, a small range of technologies is being used for a wide range of tasks.     Full Text Available This study aims to analyze some results of a research conducted on the expansion of teacher education programs, which have as a reference the guidelines issued by international organizations, specifically OREALC/UNESCO. These guidelines focus on the issues related to the value of the teaching profession from studies on initial and continuing training policies and career of basic education teachers implemented by the Brazilian government in the last ten years. In order to achieve this, a documentary and content analysis research was conducted based on the documents used as reference, as well as on statistical data provided by MEC/INEP and CAPES. From these references, we tried to measure the influence of international organizations in teacher education policy in Brazil, and at the same time we sought to identify, through data from the Higher Education Census the growth that may have occurred in training courses for teachers in the country. The conclusions show that despite several laws passed on the subject, the teacher education programs still do not represent a significant option to attract young people to the profession or contribute in a representative way with the expansion of higher education. Finally, the study reveals that the possible expansion in teaching degrees is becoming true because of PARFOR, which means in-service training for teachers who are already working.     Most governments today accept in principle that provision of education is a basic human right as embodied in article 26 of the Declaration of Human Rights. Through education, peace, good international relations, better prospects for economic developments, and improvement of human resources are possible. Despite this awareness, most governments cannot fulfill this requirement of education due to large population sizes, rapid growth and competition for scarce natural resources. An historical survey of the development of educational policies in Nigeria reveals that the Machiavellian policy of the colonial period largely created the present imbalance in the educational development of the Moslem north (where slow development was encouraged) compared to the Christian south. The 1st government participation in education by 1877 was minimal. The colonial government relied heavily on missionary educational activities. Political motives and religious conflicts between the northern and southern regions retarded missionary activities. Not until 1926 did active cooperation begin between the government and local states, reinforced by Elliot's Commission Report, the Phillipson Commission Report and the memorandum on Educational Policy in Nigeria. These reports laid out guidelines for government's aid and participation in provision of educational facilities. Post independence requirements for skilled manpower led to the adoption of the Ashby Commission Report as a basis for higher education. 1980 was set as the desired date for free compulsory education by a conference of African states. Nigeria, persuing this ideal goal, aimed at making education free at all levels and for every citizen. The burden and implications of these policies are examined in the context of projections of primary and secondary school enrollments, costs, and manpower needs.     Full Text Available Introduction and objectives: The New Media Consortium (NMC Horizon Project defines educational technology in a broad sense as tools and resources that are used to improve teaching, learning, and creative inquiry. Each technology has been carefully researched and framed in the context of its potential impact on higher education. Within the Horizon Project there are currently seven categories of technologies, tools, and strategies for their use that the NMC monitors continuously. All they have the potential to foster real changes in education, particularly in the development of progressive pedagogies and learning strategies; the organization of teachers’ work; and the arrangement and delivery of content. Following the recommendations of NMC experts panel, we design an application named Augmented Reality Metabolic Pathways (ARMET in order to improve motivation and to promote student interactivity to the development of skills needed to learn the metabolic pathways. Materials and methods: The ARMET app was developed using Unity, 3D molecules obtained from Protein Data Bank and ChemSpider-chemical structure database, the usage data are stored into a database (MySQL and are analyzed using the statistical software R. Results and conclusions: ARMET mixes several technologies out of seven categories recommend in the NMC Horizon Report: Mobile app, Bring Your Own Device, Flipped Classroom, Learning Analytics and Augmented Reality. The principal criterion for the inclusion of those technologies into the app was its potential relevance to teaching and learning biochemistry. ARMET is available for iOS and Android platforms, and includes PDF files with a set of cards, the game board and classroom worksheet’s. The students and teachers can register for free.     Full Text Available The paper is devoted to introduction and implementation of quality management system in the sphere of Russian higher education. The research demanded the prehistory observation of the above processes, their legal bases analysis, as well as setting the existing practices of the state control and supervision of education in compliance with the principles of TQM (Total Quality Management. Different normative acts and documents have been reviewed concerning accreditation of higher educational establishments, and determining the state policy of quality improvement of the higher school functioning. The author emphasizes that participation of different organizations - including educational ones – in certification procedures and competitions in the quality sphere is considered voluntary according to the Russian legislation. However, for getting the state accreditation educational establishments have no other way apart from setting the internal structures responsible for students training quality. The above structures in educational establishments look rather strange and alien duplicating in their best the state control and supervision system. They appear to be quite expansive for educational establishments and demanding extra time and effort from the staff. In conclusion the author points out that the state policy forcing the quality management issues reflects the interests of certain social groups, namely those who directly participate in external supervision of higher educa- tional institutions. The research findings can be applied while correcting the educational policy of the Russian Federation, and developing the concepts of regulatory legal acts in the higher educational sphere.

    Full Text Available Turkey has witnessed a rapid massification in its higher education sector. The rate of total gross enrollment in Turkish higher education reached 79 percent in 2014 while it was 31 percent in 2004 and surpassed OECD averages. This study aims to depict the trends observed in the Turkish higher education sector. In this context, changes observed in enrolment rates, faculty and student compositions, expenditures and publication outputs of Turkish higher education institutions during the last decade are discussed. In addition, comparison with OECD averages are provided to understand the relative position of Turkey compared to other countries. Analyses have shown that Turkish higher education system performs very well in terms of higher education enrollment rates, female students, and female faculty members. Meanwhile, this study has revealed that it needs to improve its performance in terms of quantity of faculty members, doctorate students, and international students, funds received from abroad, participation of private sector, and quantity and quality of scientific publications. It is considered that issues which are exacerbated with the rapid expansion of Turkish higher education system can be handled effectively via deploying a comprehensive database regarding Turkish higher education system, promoting data based policy making, determining clear and measurable targets with associated costs in the national policy documents, and establishing a performance evaluation system for universities.

    This paper is based on experiences with designing an educational programme on gerontechnology at Eindhoven University of Technology (TUE) and designing and developing various international gerontechnology courses. There are two major goals for education in gerontechnology: (1) creation of a knowledge base of principles, methods and facts about ageing and technology; (2) creation of an attitude base about the convictions, beliefs and goals for society that are embedded in the concept of gerontechnology. Because the knowledge base of gerontechnology is multi-disciplinary, an outline for a curriculum has been developed that consists of four basic modules: (1) basic concepts, (2) information about people, (3) information about technology and (4) macro aspects. Project-oriented education as educational method is an attractive tool for teaching gerontechnology and the creation of an attitude base. Project-oriented education is an organisational format in which the students collaborate as a team on a case they chose themselves. Relevance to society is a leading factor for the formulation of the cases. This often requires a multi-disciplinary approach. A case-study as such provides a context for integrating disciplines, theory and practise. Besides the two major goals, the courses intend to increase the interest of students in participating in ongoing research projects on gerontechnology. This all stimulates the further development of gerontechnology.

    This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time dashboard and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

    Full Text Available The purpose of this paper is to show features of formation of Ukrainian education policy. According to the author, the formation of the national education policy in Ukraine, as the European Union in its time, must find the thin boundary i.e. the balance between unity and dissimilarity of two dif erent education systems such as Soviet education system, which was inherited after the collapse of the Soviet Union, and European education system, which was unified by requirements of the Bologna Declaration. The author examines the features of the formation and development of Soviet and European education systems. Each of them has certain advantages and disadvantages. The author also presents that major educational reforms, which were only started in Ukraine, took place in Central and Eastern Europe in the late twentieth century. This process was caused by the collapse of bipolar world and scores of countries, which were formed in Europe and sought to European values and democratic reforms. Poland, Hungary, Romania, Slovenia and many other new independent states, which paid in full for socialist regimes, began reforms in education, politics, economics and other areas of activity. We can confidently say that the education system in the new founding countries of Europe not only shifted from one model (Soviet model to another (European model, but rather to achieve high performance in their development. The author points out that it is necessary to require continuing professional development of all categories of people, from teachers to car drivers. This growth must be accompanied with the received diplomas at the reputable higher educational institutions not only in Ukraine, but also abroad. Through this paper the author also wants to suggest that the main provisions of national education policy Ukraine is based on Ukrainian national idea. This national idea sounds as «Ukraine is as keeper of harmony between Eastern and Western Europe».

    Much attention is given to the variety of approaches to the study of higher education. Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, status­role relationships, values and norms . In some extent, commercialization is a transformation of knowledge into a commodity (speaking in the context of consumer society; however, it is the growing influence of market relations on the purpose and objectives of higher education, the growth of the importance of knowledge as a resource for economic development that focuses on  the concept of an economy based on knowledge.
