Recognizing the central importance of effective communication, education, and policy across all of the domains of radiation safety and radiation protection, the National Council on Radiation Protection and Measurements (NCRP) established a new committee in 2013. Program Area Committee 7 (PAC 7) was created to develop projects and provide guidance on "Radiation Education, Risk Communication, Outreach, and Policy." After identifying individuals with relevant expertise who were willing to serve, the Committee held its inaugural meeting in 2014. In 2015, the Committee increased its membership and began carrying out an expanded program of activities. One area of activity has involved providing input and feedback on risk communication issues to NCRP and other agencies. Another area of work has involved liaising with other NCRP committees (e.g., Council Committee 1 and PAC 3) to help incorporate psychosocial and risk communication issues into projects. Future efforts of NCRP's newest PAC are expected to include the development of authoritative reports and commentaries dealing with critical issues and challenges in radiation risk communication, education, and policy.

The article analyzes the role of Permanent Committees of Teaching-Service Integration (CIES) in the implementation of Permanent Education in Health Policy (EPS). It is a multicenter study with a qualitative-quantitative approach which used a self-applied online questionnaire and a semi-structured interview for data collection. The key respondants were the responsible for EPS Policy of the 27 State Health Secretariats (SES) and 7 coordinators of CIESs of the five regions of Brazil. The findings showed the existence of a specific EPS sector in most SES; high level of schooling, experience and stable employment status of the managers. Regarding CIESs, it was verified: existence in most of the states; creative process diversity; plural composition; regularity of meetings; good relationship with training institutions; difficulties in the use and management of resources destined for EPS. The study indicated progress, showing the importance of these instances as spaces of negotiation, agreement and development of EPS. However, challenges still need to be overcome in order to consolidate projects in the SES, strengthening the PNEPS.
This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan

Access to safe abortion hinges upon the availability of trained abortion providers. The American College of Obstetricians and Gynecologists supports education for students in health care fields as well as clinical training for residents and advanced practice clinicians in abortion care in order to increase the availability of trained abortion providers. The American College of Obstetricians and Gynecologists supports the expansion of abortion education and an increase in the number and types of trained abortion providers in order to ensure women's access to safe abortions. Integrated medical education and universal opt-out training policies help to lessen the stigma of abortion provision and improve access by increasing the number of abortion providers. This Committee Opinion reviews the current status of abortion education, describes initiatives to ensure the availability of appropriate and up-to-date abortion training, and recommends efforts for integrating and improving abortion education in medical schools, residency programs, and advanced practice clinician training programs.

Full Text Available OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states. METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i level of institutionality, classified as advanced, intermediate, or incipient; (ii agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii political processes, considering the character and scope of intergovernmental relations; and (iv capacity of operation, assessed as high, moderate, or low. RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast. CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes

To conduct a follow-up survey of curriculum committee chairs in US colleges and schools of pharmacy to describe current committee structures and functions and determine whether changes have occurred over time. A descriptive cross-sectional study design using a 30-item survey instrument regarding the structure, function, and charges of curriculum committees was sent to 100 curriculum committee chairs. Several new variables were added to the questionnaire to explore the use of systematic reviews, oversight of experiential education, and the impact of accreditation standards on work focus. Eighty-five chairs responded. Curriculum committees are on average 1 person larger, less likely to have a student vote, more likely to have formal charges, and more likely to be involved in implementing an outcomes-based curriculum compared with 1994. Committees have shifted their work focus from review of curricular content to curricular revision. Curriculum committees continue to evolve as they respond to changes in pharmacy education and accreditation standards.

To study knowledge and attitudes of hospital ethics committee members at the first workshop for ethics committees in Croatia. Before/after cross-sectional study using a self administered questionnaire. Educational workshop for members of hospital ethics committees, Zagreb, 2003. Knowledge and attitudes of participants before and after the workshop; everyday functioning of hospital ethics committees. The majority of the respondents came from committees with at least five members. The majority of ethics committees were appointed by the governing bodies of their hospitals. Most committees were founded after the implementation of the law on health protection in 1997. Membership structure (three physicians and two members from other fields) and functions were established on the basis of that law. Analysis of research protocols was the main part of their work. Other important functions-education, case analysis, guidelines formation-were neglected. Members' level of knowledge was not sufficient for the complicated tasks they were supposed to perform. However, it was significantly higher after the workshop. Most respondents felt their knowledge should be improved by additional education. Their views on certain issues and bioethical dilemmas displayed a high level of paternalism and over protectiveness, which did not change after the workshop. The committees developed according to bureaucratic requirements. Furthermore, there are concerns about members' knowledge levels. More efforts need to be made to use education to improve the quality of the work. Additional research is necessary to explore ethics committees' work in Croatia especially in the hospital setting.

Full Text Available On average, EU countries allocate 6.4% of total public expenditure for the direct support of the public sector at all levels of education. In view of a more rational allocation of resources seriously diminished by the crisis there are made efforts to identify educational areas considered problematic in terms of accessing various education programs. This paper presents pre-school funding policies and policies to support families with preschool and school age children in the European Union through a comparative analysis of the focus group type. There are also presented concrete ways of achieving that family support such as tax cuts, family allowances or by taking into account certain factors in order to establish fees. As central banks become more and more independent, transparency gained importance based upon accountability arguments. An important fact for adopting an increasing central bank transparency lies in its importance of influencing the development of expectations. The concept of central bank transparency has emerged in the economic literature relatively later than some other key concepts. The widespread agreement of an inflation targeting regime and a more transparent central bank is desired by the most central banks around the world in the context of the need of the public disclosure of macroeconomic models, the quarterly time series for indicators like: inflation, output, budgetary deficit, public debt, interest rate, inflation expectations, the public announcement of the monetary policy decisions, objectives and targets, the publication of some key monetary tools like: inflation report, financial stability report, monetary policy committee report, annual report. A well-educated, sufficient nursing workforce improves population health and standards of nursing care. Analysing workforce policies assists nurses to learn from the past and develop better future policies. Describe policy-making processes in the first Thai government plan to increase nursing capacity and improve nursing education quality. A qualitative study employing Longest's model to examine policy-making processes. Data were obtained from 28 in-depth interviews with key informants, who had been committee members and former deans of nursing involved with the policy processes in the 1990s. Both qualitative and quantitative data were extracted from relevant documents, and content analysis employed with all data. Three policy phases were identified. Policy formulation, where three streams of problems, politics and policy resulted in identification of nursing shortage, changes of government incumbents and needing to increase nurse production; Policy implementation included creating methods of implementation, appointing responsible people and committees, creating operational plans, producing more nurses and faculty development projects and Policy modification which incorporated implementing the first Thai international doctoral degree in English, a collaborative programme between universities. Not all key informants could be accessed due to the passage of time. Findings are unique to Thailand but inform internationally of nurses' abilities and need to be involved in policy. Nurses were involved in all policy phases. While the policy produced positive developments in growing nursing capacity and education in the past, nursing shortages remained and are now acute in Thailand. Lessons learned from this policy analysis help explain why the nursing education and nursing shortage policy was legislated through the government agenda, and the active involvement of Thai nurses in this process. Educational R & D in Sweden is to a large extent policy-oriented. It has been an integrated part of the Swedish educational reform system and has brought about a dialogue between politicians, administrators and researchers. Several circumstances have contributed to the `Swedish model'. One is the system with government-appointed committees in which researchers often play an active part. Another is that the Swedish educational system is highly centralized, with the National Board of Education (NBE) as the central authority, responsible for primary, secondary and adult education. A third — and a crucial one — is that, since 1962, the NBE has had increasing funds for educational R & D at its disposal. These funds account for the main part of the economic resources for R & D, along with resources allocated to research appointments at research departments of universities. Educational R & D, conducted primarily within the NBE funds, has recently been evaluated by a government-appointed committee. In its evaluations of the impact of educational R & D, the committee distinguished between the effects of R & D and the effect correlates. It concluded that the impact of R & D is more indirect than direct, more long-term than immediate. The effects are also more easily recognized at levels above the actual school situation. This finding could be interpreted as a consequence of the policy-orientation of educational R & D, which at the same time shows the difficulties in reaching the `school level' with research and development results. There are two general trends in Sweden, which will influence both research planning and research use. First, there is a trend towards the decentralization of decision-making and responsibility for the educational system. Secondly, there is a trend towards the `sectionalization' of the R & D system as a whole. The key study objective was to enhance the capacity of the HPAC and equip its members with the skills/competence required for the committee to effectively promote evidence informed policy-making and function as a KT platform. Full Text Available This short chapter discusses the rights and capabilities of, and development approaches to, education in developing countries, the recent evolution of developing countries’ education systems in the present century, the ‘leaderless globalisation’ of the international institutions currently responsible for education, and the initial effects of the data and evaluation revolution on education. It concludes with five recommendations: evidence should be used more in education strategies, policies and practices; innovation needs to be encouraged; international funding should target more the neediest countries; assessment, benchmarking, and evaluation should be further encouraged; and a new international governance mechanism is needed for education, possibly led from outside the education sector itself.

Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA. This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

This is the second annual report of the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC). CIRRPC was established on April 9, 1984, to replace the Committee on Interagency Radiation Policy and was assigned responsibilities of the former Interagency Radiation Research Committee and former Radiation Policy Council. CIRRPC is chartered under the Federal Coordinating Council for Science, Engineering and Technology (FCCSET) and reports to the Office of Science and Technology Policy (OSTP), Executive Office of the President. Its overall charge is to coordinate radiation matters between agencies, evaluate radiation research, and provide advice on the formulation of radiation policy. Community/public health nursing (C/PHN) educators and practitioners need a framework from which to plan, implement, and evaluate curriculum and community-based practice. The Association of Community Health Nursing Educators (ACHNE) periodically updates the Essentials of Baccalaureate Nursing Education for Entry Level Community/Public Health Nursing to reflect changes in core knowledge, basic competencies, and practice. This update reflects relevance to 21st-century health care and to national trends influencing nursing education. The 2009 revision is based on critical analysis of key C/PHN literature and input from public health nursing educators and practitioners. A key assumption is that a baccalaureate nursing degree is the minimum requirement for professional C/PHN. Fifteen essential concepts for baccalaureate nursing education are delineated along with related competencies. Newly defined essentials include communication, social justice, and emergency preparedness, response, and recovery. Issues related to didactic and clinical experiences are addressed. The ACHNE Essentials is an important guide for baccalaureate education curriculum planning and evaluation. The Essentials may be useful as a baseline from which to develop competencies of graduate nursing programs. The document is also useful for guiding practice setting orientation and professional development.

Most governments today accept in principle that provision of education is a basic human right as embodied in article 26 of the Declaration of Human Rights. Through education, peace, good international relations, better prospects for economic developments, and improvement of human resources are possible. Despite this awareness, most governments cannot fulfill this requirement of education due to large population sizes, rapid growth and competition for scarce natural resources. An historical survey of the development of educational policies in Nigeria reveals that the Machiavellian policy of the colonial period largely created the present imbalance in the educational development of the Moslem north (where slow development was encouraged) compared to the Christian south. The 1st government participation in education by 1877 was minimal. The colonial government relied heavily on missionary educational activities. Political motives and religious conflicts between the northern and southern regions retarded missionary activities. Not until 1926 did active cooperation begin between the government and local states, reinforced by Elliot's Commission Report, the Phillipson Commission Report and the memorandum on Educational Policy in Nigeria. These reports laid out guidelines for government's aid and participation in provision of educational facilities. Post independence requirements for skilled manpower led to the adoption of the Ashby Commission Report as a basis for higher education. 1980 was set as the desired date for free compulsory education by a conference of African states. Nigeria, persuing this ideal goal, aimed at making education free at all levels and for every citizen. The burden and implications of these policies are examined in the context of projections of primary and secondary school enrollments, costs, and manpower needs. Globalisation, transnational policies and adult education - This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author's main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem "representations" that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. Finally, she considers two of the effects produced by these problem representations.

Full Text Available This article addresses three topics. The first concerns the reasons that American education, which served the United States so well for the first three-quarters of the twentieth century, is not adequate today, and is especially not successful in providing disadvantaged children with the skills they need to escape poverty. The second concerns lessons from policy analyses about the efficacy of alternative approaches to improving American education, especially the education of its most disadvantaged children. I will make the case that research provides encouraging evidence on several policy approaches. At the same time, the research reveals puzzles that I believe we need to take seriously in thinking about future research to inform the design of the next round of policies. Finally, I suggest some directions for policy research that come from taking seriously puzzles in the evidence.

The Accreditation Council for Graduate Medical Education (ACGME) requires programs to engage annually in program evaluation and improvement. We assessed the value of creating educational competency committees (ECCs) that use successful elements of 2 established processes-institutional special reviews and institutional oversight of annual program evaluations. The ECCs used a template to review programs' annual program evaluations. Results were aggregated into an institutional dashboard. We calculated the costs, sensitivity, specificity, and predictive value by comparing programs required to have a special review with those that had ACGME citations, requests for a progress report, or a data-prompted site visit. We assessed the value for professional development through a participant survey. Thirty-two ECCs involving more than 100 individuals reviewed 237 annual program evaluations over a 3-year period. The ECCs required less time than internal reviews. The ECCs rated 2 to 8 programs (2.4%-9.8%) as "noncompliant." One to 13 programs (1.2%-14.6%) had opportunities for improvement identified. Institutional improvements were recognized using the dashboard. Zero to 13 programs (0%-16%) were required to have special reviews. The sensitivity of the decision to have a special review was 83% to 100%; specificity was 89% to 93%; and negative predictive value was 99% to 100%. The total cost was $280 per program. Of the ECC members, 86% to 95% reported their participation enhanced their professional development, and 60% to 95% believed the ECC benefited their program. Educational competency committees facilitated the identification of institution-wide needs, highlighted innovation and best practices, and enhanced professional development. The cost, sensitivity, specificity, and predictive value indicated good value.

Both environmental governance1 and education governance 2 occupy contested territory in contemporary US political discourse. Environmental education (EE) policy has emerged at this intersection and taken on aspects of both controversies. Central to debates surrounding environmental education are still unresolved issues concerning the role of the federal government in education, the role of education in citizen-making, and the role of the public in environmental governance. As a case study of the politics of environmental education policy, I explore these issues as they relate to the National Environmental Education Act of 1990,3 attempts at its reauthorization, its continued appropriations, and its current state of policy stasis. The political controversy over the federal role in environmental education is an appropriate case study of environmental education politics insofar as it reflects the different positions held by actor groups with regard to the definition, efficacy, and legitimacy of environmental education. At the core of these debates, as we will see, is a definitional crisis---that is, there is no common understanding across the relevant actor groups as to what environmental education is, or should be. The German graduate medical education system is going through an important phase of changes. Besides the ongoing reform of the national guidelines for graduate medical education (Musterweiterbildungsordnung), other factors like societal and demographic changes, health and research policy reforms also play a central role for the future and competitiveness of graduate medical education. With this position paper, the committee on graduate medical education of the Society for Medical Education (GMA) would like to point out some central questions for this process and support the current discourse. As an interprofessional and interdisciplinary scientific society, the GMA has the resources to contribute in a meaningful way to an evidence-based and future-oriented graduate medical education strategy. In this position paper, we use four key questions with regards to educational goals, quality assurance, teaching competence and policy requirements to address the core issues for the future of graduate medical education in Germany. The GMA sees its task in contributing to the necessary reform processes as the only German speaking scientific society in the field of medical education.

Social networking use has increased exponentially in the past few years. A literature review related to social networking and nursing revealed a research gap between nursing practice and education. Although there was information available on the appropriate use of social networking sites, there was limited research on the use of social networking policies within nursing education. The purpose of this study was to identify current use of social media by faculty and students and a need for policies within nursing education at one institution. A survey was developed and administered to nursing students (n = 273) and nursing faculty (n = 33). Inferential statistics included χ², Fisher exact test, t test, and General Linear Model. Cronbach's α was used to assess internal consistency of social media scales. The χ² result indicates that there were associations with the group and several social media items. t Test results indicate significant differences between student and faculty for average of policies are good (P = .0127), policies and discipline (P = .0315), and policy at the study school (P = .0013). General Linear Model analyses revealed significant differences for "friend" a patient with a bond, unprofessional posts, policy, and nursing with class level. Results showed that students and faculty supported the development of a social networking policy.

Secular variation in the heritability of educational attainment are proposed to be due to the implementation of more egalitarian educational policies leading to increased equality in educational opportunities in the second part of the 20th century. The action of effect is hypothesized to be a decrease of shared environmental (e.g., family socioeconomic status or parents’ education) influences on educational attainment, giving more room for genetic differences between individuals to impact on the variation of the trait. However, this hypothesis has not yet found consistent evidence. Support for this effect relies mainly on comparisons between countries adopting different educational systems or between different time periods within a country reflecting changes in general policy. Using a population-based sample of 1271 pairs of adult twins, we analyzed the effect of the introduction of a specific educational policy in Spain in 1970. The shared-environmental variance decreased, leading to an increase in heritability in the post-reform cohort (44 vs. 67%) for males. Unstandardized estimates of genetic variance were of a similar magnitude (.56 vs. .57) between cohorts, while shared environmental variance decreased from .56 to .04. Heritability remained in the same range for women (40 vs. 34%). Our results support the role of educational policy in affecting the relative weight of genetic and environmental factors on educational attainment, such that increasing equality in educational opportunities increases heritability estimates by reducing variation of non-genetic familial origin. The relations between educational research, policy, planning and implementation in Thailand are the topic of this paper. The major focus is on the research/policy linkage. A complex educational administrative structure and a pluralistic informal power structure characterize the Thai research context. A tetrahedral model of linkages provides the conceptual framework for the analysis. Details are then provided with respect to the actual operationalization of the model in terms of the Thai approach in practice. Major elements in the Thai approach include the use of expert policy committees, joint committees involving both administrators and researchers, problem-oriented seminars, and commissioned research. Actual examples of research efforts described are an educational reform study, local level school mapping, a school cluster experiment, a budget exercise to improve the equity of primary school resource allocations, and a policy evaluation of sub-district secondary schools. Finally, lessons to be learned from the Thai experience are summarized. Thailand has experienced some success in building analytical educational research capacity and ensuring its utilization. Key elements in this success have been an emphasis on strengthening human capacities; judging political will in a timely, flexible manner; creatively utilizing bureaucratic forms such as committees; and remaining both politically detached and sensitive.
A brief review is given of the changes that took place in 1972-73 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters is of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973 the Government decided to prepare a comprehensive energy policy programme for the period 1975-85 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations. These were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper then describes how the public, by its activities in the energy study circles, was given a possibility to influence the formulation of the new Swedish energy policy. It outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the key energy issues, especially as regards the future role of nuclear power. Finally, it also tries to evaluate to what extent this effort in education and involvement can be expected to react on the implementation of the energy policy programme and on future energy policy decisions
Full Text Available The purpose of this paper is to show features of formation of Ukrainian education policy. According to the author, the formation of the national education policy in Ukraine, as the European Union in its time, must find the thin boundary i.e. the balance between unity and dissimilarity of two dif erent education systems such as Soviet education system, which was inherited after the collapse of the Soviet Union, and European education system, which was unified by requirements of the Bologna Declaration. The author examines the features of the formation and development of Soviet and European education systems. Each of them has certain advantages and disadvantages. The author also presents that major educational reforms, which were only started in Ukraine, took place in Central and Eastern Europe in the late twentieth century. This process was caused by the collapse of bipolar world and scores of countries, which were formed in Europe and sought to European values and democratic reforms. Poland, Hungary, Romania, Slovenia and many other new independent states, which paid in full for socialist regimes, began reforms in education, politics, economics and other areas of activity. We can confidently say that the education system in the new founding countries of Europe not only shifted from one model (Soviet model to another (European model, but rather to achieve high performance in their development. The author points out that it is necessary to require continuing professional development of all categories of people, from teachers to car drivers. This growth must be accompanied with the received diplomas at the reputable higher educational institutions not only in Ukraine, but also abroad. Through this paper the author also wants to suggest that the main provisions of national education policy Ukraine is based on Ukrainian national idea. This national idea sounds as «Ukraine is as keeper of harmony between Eastern and Western Europe».

Payment of research participants helps to increase recruitment for research studies, but can pose ethical dilemmas. Research ethics committees (RECs) have a centrally important role in guiding this practice, but standardisation of the ethical approval process in Ireland is lacking. Our aim was to examine REC policies, experiences and concerns with respect to the payment of participants in research projects in Ireland. Postal survey of all RECs in Ireland. Response rate was 62.5% (n=50). 80% of RECs reported not to have any established policy on the payment of research subjects while 20% had refused ethics approval to studies because the investigators proposed to pay research participants. The most commonly cited concerns were the potential for inducement and undermining of voluntary consent. There is considerable variability among RECs on the payment of research participants and a lack of clear consensus guidelines on the subject. The development of standardised guidelines on the payment of research subjects may enhance recruitment of research participants.

This article provides a summary of the discussions, conclusions and recommendations from that meeting. Meeting sessions included: updated policy recommendations on the use of sulphadoxine-pyrimethamine for Intermittent Preventive Treatment of malaria in pregnancy, as well as the use of single dose primaquine as a Plasmodium falciparum gametocytocide; the need to develop a Global Technical Strategy for Malaria Control and Elimination 2016– 2025 and a global strategy for control of Plasmodium vivax; the Affordable Medicines Facility for malaria independent evaluation and promoting malaria case management in the private sector; updates from the Technical Expert Group on drug resistance and containment and the Evidence Review Group on malaria burden estimation; update on the RTS,S/AS01 malaria vaccine; progress on the policy setting process for malaria vector control; and the process for updating the WHO Guidelines for the Treatment of Malaria. The Arctic is changing rapidly as average temperatures rise. As an Arctic nation, the United States is directly affected by these changes. It is imperative that these changes be understood to make effective policy decisions. Since the research needs of the Arctic are large and wide-ranging, most Federal agencies fund some aspect of Arctic research. As a result, the U.S. government regularly works to coordinate Federal Arctic research in order to reduce duplication of effort and costs, and to enhance the research's system perspective. The government's Interagency Arctic Research Policy Committee (IARPC) accomplishes this coordination through its policy-driven five-year Arctic Research Plans and collaboration teams (CTs), which are research topic-oriented teams tasked with implementing the plans. The policies put forth by IARPC thus inform science, however IARPC has been less successful of making these science outcomes part of an iterative decision making process. IARPC's mandate to facilitate coordinated research through information sharing communities can be viewed a prerequisite step in the science-to- decision making process. Research collaborations and the communities of practice facilitated by IARPC allow scientists to connect with a wider community of scientists and stakeholders and, in turn, the larger issues in need of policy solutions. These connections help to create a pathway through which research may increasingly reflect policy goals and inform decisions. IARPC has been growing into a more useful model for the science-to-decision making interface since the publication of its Arctic Research Plan FY2017-2021, and it is useful to evaluate how and why IARPC is progressing in this realm. To understand the challenges facing interagency research collaboration and the progress IARPC has made, the Chukchi Beaufort and Communities CTs, were evaluated as case studies. The objective of this paper is to inform about the aspects of radiation protection public policies concerning the public spheres and the ordinary population. It is known that information has been considered a very important good in several knowledge areas. However, the efficiency of their transmission mechanisms should be periodically evaluated, checking existing critical and stagnation points. Nuclear area can be mentioned as a historically typical case, where the public policies assume relevant importance as tool for promotion, control and education of the population in general. Considering the polemic nature of such subject, it is clear that there is a need for conducting the construction of educational contents taking in account the educator training necessities. The addressing of radiation protection aspects applied to nuclear techniques conducts, for example, to the awareness on the benefits of radiation and its industrial and medical applications, which are established considering the worldwide adopted basic principles of radiation protection. Such questions, concerned with (or related to) public policies, establish a link between radiation protection and education, themes explored in this article to provide a better view of the current Brazilian scenario. The Exxon Valdez oil spill of March 24, 1989 resulted in thousands of pages of analytical reports assessing the environmental, organizational, legal, procedural, social, economic, and political aspects of the event. Even though the accident was a transportation incident, it had a major impact on the public and political perception of offshore oil operations. This caused the OCS Policy Committee, which advises the Secretary of the Interior and the Minerals Management Service on Outer Continental Shelf resource development and environmental matters, to undertake a review of the reports for the purpose of developing recommendations to the secretary for improvements in OCS operations that would insure maximum efforts to prevent spills and optimal ability to deal with any that occur. The Committee felt strongly that 'a credible national spill prevention and response program from both OCS and non-OCS oil spills in the marine environment is needed to create the political climate for a viable OCS program.' The report of the Committee described eight essential elements of this program; four of these focused on the environmental aspects of oil spills, calling for (1) adequate characterization of the marine and coastal environment, including both information and analysis, accessible to decision makers, (2) the capacity to restore economic and environmental resources as quickly as possible if damage occurs, (3) a mechanism for research on oil spill impacts, and (4) a meaningful role for all interested and responsible parties, including the public, in as many of these activities as possible, from spill prevention and contingency planning to environmental oversight of ongoing operations and participation in clean-up and restoration activities

It is concluded that equality for women in education, which was a state aim in 1980, is no longer a state concern in Zimbabwe. It is argued that protection of the patriarchal order has been the operating principle of both colonial and post-colonial periods, and education is used to maintain the gender imbalance. Black women under colonialism were subjected to both sexism and racism. The socioeconomic order was maintained by ensuring that Blacks remained uneducated and unskilled. Colonial policy was race specific. Education was free and compulsory for Whites only. Black parents paid fees for a son's education. Post colonialism and in 1971, only 43.5% of Black children were enrolled in school, of which 3.9% were in secondary school. Only 19 girls with at the highest level in school. School curriculum was gender based, which meant girls were taught cooking and typing. During independence, education policy was instituted, and education was considered as a human right and gender neutral. Tuition fees in primary grades were eliminated, and education was expanded. However, changes after independence did not result in equal advantage for girls. By 1985-91, girls had lower enrollments at all grade levels. The widest gaps in enrollment were at the highest levels. School curriculum changed very little, and girls were directed to the "feminine" courses of study. Girls performed poorly in math and sciences. Girls were underenrolled in technical and vocational institutions. After 1989, structural adjustment programs negatively impacted on women. There was reduced access to employment, limited access to services, and increased demands on women's time in order to compensate for gaps created by cuts in services. New changes in education policy are expected to negatively impact on girl's education. Fees for primary school were reintroduced in urban areas, and secondary school fees were increased. Graduate education in the pharmaceutical sciences is a cornerstone of research within pharmacy schools. Pharmaceutical scientists are critical contributors to addressing the challenges of new drug discovery, delivery, and optimal care in order to ensure improved therapeutic outcomes in populations of patients. The American Association of Colleges of Pharmacy (AACP) charged the 2016-2017 Research and Graduate Affairs Committee (RGAC) to define the competencies necessary for graduate education in the pharmaceutical sciences (Charge 1), recommend collaborative curricular development across schools of pharmacy (Charge 2), recommend AACP programing for graduate education (Charge 3), and provide guidance on emerging areas for innovation in graduate education (Charge 4). With respect to Charges 1 and 2, the RGAC committee developed six domains of core competencies for graduate education in the pharmaceutical sciences as well as recommendations for shared programming. For Charge 3, the committee made 3 specific programming recommendations that include AACP sponsored regional research symposia, a professional development forum at the AACP INterim Meeting, and the addition of a graduate research and education poster session at the AACP Annual Meeting. For Charge 4, the committee recommended that AACP develop a standing committee of graduate program deans and directors to provide guidance to member schools in support of graduate program representation at AACP meetings, develop skills for interprofessional teamwork and augment research through integration of Pharm.D., Ph.D., postdoctoral associates, resident, and fellow experiences. Two proposed policy statements by the committee are that AACP believes core competencies are essential components of graduate education and AACP supports the inclusion of research and graduate education focuses in its portfolio of meetings and programs.

A brief review is given of the changes that took place in 1972-1973 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973, the Government decided to prepare a comprehensive energy policy programmme for the period 1975-1985 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision-making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations, which were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the energy issues. Full Text Available According to Gartner estimates, due to increased variety, speed and data volume, by 2015 there will be a global demand of 4.4 million professionals for real-time analysis of data from sources with different structures, but only one third of the demand will be met. The purpose of this research is to identify possible solutions for improved academic results in the IT domain, considering the time management policies, the content and the student motivations, as well as the business strategy tendencies. These proposals are targeted toward meeting the IT specialists demand. The research is composed of two parts: the first explores the Romanian IT labour market characteristics, while the second investigates the academic education policies that can help mitigate deficiencies and attain higher performance. The deficiencies are identified through a series of statistical research and analysis based on national level databases, adopting a quantitative approach. The policies proposed are supported by a flow model developed considering the students' activity, motivation, traits and results, measured and analysed quantitatively.

David Stern argues that some basic features of the American high school must be modified if it is to serve all students successfully. He notes, for example, that only three-quarters of U.S. high school students graduate four years after beginning ninth grade and that the National Assessment of Educational Progress found no improvement in reading or mathematics for seventeen-year-olds between 1971 and 2004. The nation's system for educating teenagers, says Stern, seems to be stuck, despite the constant efforts of teachers and repeated waves of reform. Citing two widely accepted public purposes of educating teenagers-preparation for civic participation and for economic self-sufficiency-Stern proposes four new strategies to achieve those goals. He draws on empirical evidence suggesting that these are promising directions for research and policy, but acknowledges that existing studies provide only limited guidance. First, he says, schools should continue the current trend toward integrating educational options to provide young people with skills and experiences that pave the way to both college and careers. Second, states and districts should tie education funding not simply to the number of students attending school, but also to what young people learn, whether they graduate, and whether they find jobs or enroll in postsecondary education. Such a move, he argues, would encourage teaching and learning formats that use students' time more effectively. Third, more adults in addition to classroom teachers should be involved in educating teenagers. Other adults acting as academic advisers, learning coaches, student advocates, internship supervisors, mentors, and college counselors could help guide the education of teenagers inside and outside of school and provide some relief for the chronic shortage of teachers. The Interagency Arctic Research Policy Committee (IARPC) envisions a prosperous, sustainable, and healthy Arctic understood through innovative and collaborative research coordinated among Federal agencies and domestic and international partners. IARPC's approach is to harnesses the talent of the scientific and stakeholder community through Federally-run but broadly open collaboration teams, and an innovative website that expands the frontiers of collaborative research. The Obama Administration released the five-year Arctic Research Plan: FY2013-2017 in February 2013. The Plan focuses on advancing knowledge and sustainability of the Arctic by improving collaboration in seven priority research areas: sea ice and marine ecosystems, terrestrial ice and ecosystems, atmospheric studies, observing systems, regional climate models, human health studies, and adaptation tools for communities. From these seven research areas, 12 collaboration teams were formed to respond to the 145 milestones laid out in the Plan. The collaboration teams are charged with enhancing inter-institutional and interdisciplinary implementation of scientific research on local, regional, and circumpolar environmental and societal issues in the Arctic. This paper discusses the challenges involved in adopting an integrated approach to urban water policies and management, a particularly problematic issue in Brazil due to the incomplete nature of urbanization, defined as the lack of adequate and/or universalized access to infrastructure and services, informal housing and conflicts between environmental protection and social housing needs. In the last two decades strong social movements have influenced urban environmental policies from national to local levels. In Belo Horizonte since 1993, decision-making processes have involved important mechanisms of democratic inclusion, which have contributed to fairer urban policies. A brief discussion of the concept of governance follows, introducing the municipal urban policy within which drainage and sanitation policies have been implemented. This paper presents the constitutional and institutional role of the five municipal committees dealing with water governance issues, as they are important arenas for civil society participation. The main constraints to achieving integrated urban water governance at the local level and the extent to which such policies are able to reduce social inequalities and promote social environmental justice in the use and appropriation of urban water, are discussed. Full Text Available This paper analyses the adoption of education policies in Central America and Panama during the 2010 decade in three areas: the increase in education expenditure, curricular reforms and teacher recruitment and evaluation rules. The paper argues that greater foreign direct investment and more international trade are associated with the adoption of these policies. This, in turn, relates to the incentives produced by varieties of capitalism within the region. It is hypothesised that conservative governments under systems with stronger executive powers, have a preference for policy reform in teacher recruitment and evaluation. Historical factors contribute to explain policy change in Costa Rica and the statu quo in Guatemala.

Entrustable professional activities represent another means to determine learner proficiency and evaluate educational outcomes in the workplace and training environment. The objective of this project was to develop entrustable professional activities for pathology graduate medical education encompassing primary anatomic and clinical pathology residency training. The Graduate Medical Education Committee of the College of American Pathologists met over the course of 2 years to identify and define entrustable professional activities for pathology graduate medical education. Nineteen entrustable professional activities were developed, including 7 for anatomic pathology, 4 for clinical pathology, and 8 that apply to both disciplines with 5 of these concerning laboratory management. The content defined for each entrustable professional activity includes the entrustable professional activity title, a description of the knowledge and skills required for competent performance, mapping to relevant Accreditation Council for Graduate Medical Education Milestone subcompetencies, and general assessment methods. Many critical activities that define the practice of pathology fit well within the entrustable professional activity model. The entrustable professional activities outlined by the Graduate Medical Education Committee are meant to provide an initial framework for the development of entrustable professional activity-related assessment and curricular tools for pathology residency training.

Integrating Natural and Social Sciences to Inspire Public Confidence in Radioactive Waste Policy Case Study: Committee on Radioactive Waste Management Implementing effective long-term radioactive waste management policy is challenging, and both UK and international experience is littered with policy and programme failures. Policy must not only be underpinned by sound science and technical rationale, it must also inspire the confidence of the public and other stakeholders. However, in today's modern society, communities will not simply accept the word of scientists for setting policy based purely on technical grounds. This is particularly so in areas where there are significant social and ethical issues, such as radioactive waste disposal. To develop and implement effective policy, governments, waste owners and implementing bodies must develop processes which effectively integrate both complex technical and scientific issues, with equally challenging social and ethical concerns. These integrating processes must marry often intricate technical issues with broad public and stakeholder engagement programmes, in programmes which can expect the highest levels of public scrutiny, and must invariably be delivered within challenging time and budget constraints. This paper considers a model for how such integrating processes can be delivered. The paper reviews, as a case study, how such challenges were overcome by the Committee on Radioactive Waste Management (CoRWM), which, in July 2006, made recommendations to the UK government for the establishment of a long-term radioactive waste policy. Its recommendations were underpinned by sound science, but also engendered public confidence through undertaking the largest and most significant deliberative public and stakeholder engagement programme on a complex policy issue in the UK. In December 2014, the Energy and Commerce Committee of the US House of Representatives sent an open letter requesting interested parties to respond to 7 questions on graduate medical education (GME). More than 100 organizations and individuals responded. An online search for responses yielded 27 organizations that had published their responses to the committee's open letter. Responses included answers to the 7 questions and additional recommendations. The 27 respondents proposed a total of 80 unique interventions. Each intervention was screened for concordance with those from other organizations, and then categorized as supportive, in opposition, or making no mention. Data were entered into a spreadsheet and rank ordered on the frequency of support. At the top of the rankings were several interventions with significant support from many respondents. Given the broader GME constituency represented by the 27 stakeholders in this analysis, the 80 proposed interventions represent a comprehensive inventory of the extant ideas regarding the financing, governance, and oversight of GME. This objective analysis could help both spur productive discussions and form the foundation for a larger public policy deliberation of GME financing.

As technology in medical education expands from teaching tool to crucial component of curricular programming, new demands arise to innovate and optimize educational technology. While the expectations of today's digital native students are significant, their experience and unique insights breed new opportunities to involve them as stakeholders in tackling educational technology challenges. The objective of this paper is to present our experience with a novel medical student-led and faculty-supported technology committee that was developed at Vanderbilt University School of Medicine to harness students' valuable input in a comprehensive fashion. Key lessons learned through the initial successes and challenges of implementing our model are also discussed. A committee was established with cooperation of school administration, a faculty advisor with experience launching educational technologies, and a group of students passionate about this domain. Committee membership is sustained through annual selective recruitment of interested students. The committee serves 4 key functions: acting as liaisons between students and administration; advising development of institutional educational technologies; developing, piloting, and assessing new student-led educational technologies; and promoting biomedical and educational informatics within the school community. Participating students develop personally and professionally, contribute to program implementation, and extend the field's understanding by pursuing research initiatives. The institution benefits from rapid improvements to educational technologies that meet students' needs and enhance learning opportunities. Students and the institution also gain from fostering a campus culture of awareness and innovation in informatics and medical education. The committee's success hinges on member composition, school leadership buy-in, active involvement in institutional activities, and support for committee initiatives. Students

Although nutrition-related health education policies exist at national, state and local levels, the degree to which those policies affect the everyday practices of health education teachers who are charged with executing them in schools is often unclear. The purpose of this study was to examine the nutrition-related health education policy matrix that affected one urban school district, the health education teachers' awareness of those policies, the impact of nutrition policies on teachers' instruction and challenges teachers perceived in executing comprehensive nutrition education. The study used interpretive ethnography to examine the educational contexts and perspectives of 27 health educators from 24 middle schools in one urban district in the Midwestern United States. Data were collected through school observations, interviews with key personnel and document collection. We found that a network of nutrition-related education policies governed health education teachers' instruction, but that teachers were uniformly unaware of those policies. Without institutional coherence and clear directives, health education teachers taught little nutrition content, primarily due to poor training, professional development, instructional resources and administrative accountability. The results are discussed in light of the enormous challenges in many urban schools and the need for nutrition education professional development.

All is not well with the clinical research industry. Instances of scientific misconduct by investigators, cutting corners by sponsors, irregularities by regulators, have brought a bad name to the industry. These however form a small part of the clinical research done in this country. The US FDA has conducted over 40 audits, and not made any major observations, suggesting that the clinical research in India is by and large above board. Regulators have amended trial rules recently which have cost the industry dear. A committee appointed to formulate the policy and guidelines for approval of new drugs, clinical trials and banning of the drugs has made 25 recommendations of which most are either superfluous or not likely produce the desired effect. Clubbing banning of the drugs with approval of new drugs and clinical trials also does not make sense, since the mechanisms involved are totally different. Barring a few, most recommendations are counterproductive and should be rejected outright. It is time we learnt that appointment of a committee is not the best way to solve a problem.

Ethical and effective oversight of the use of wildlife species in research and education requires consideration of issues and methods not relevant to work with traditional laboratory or domesticated animals, just as the effective oversight of biomedical research requires consideration of issues and methods not germane to wildlife research. Institutional Animal Care and Use Committees or other institutional review committees can meet their responsibilities in these disparate types of animal activities only by using resources tailored to the animals and situations encountered. Here we review the issues and the resources that facilitate effective oversight of such activities in the wildlife research arena available to researchers, institutional review committees, regulatory bodies, and accrediting bodies. Issues covered include an understanding of the fundamental differences between wildlife research and biomedical research; the profound differences between wildlife species and traditional laboratory subjects, most of which are domesticated animals; and the unique issues presented when the research subjects are members of wild populations and communities. We review the resources available for effective oversight of wildlife projects and emphasize that competent oversight of wildlife research demands the use of appropriate resources. Full Text Available Higher Education Area is going through fast changes as a result of the changes in technology, economy, communication and demographic and social structures both in Turkey and in the world. These changes underline the importance of certain terms and values more than ever before. The terms transparency, diversity, quality, cooperation and competition started to be used together with higher education in recent years. Higher education systems are being reorganised in accordance with these changes. Higher education which is started to be evaluated within the frame of information society, is also interlinked with the basic dynamics of economy though labour force, employment policies and innovation. This situation necessitates internationalization for countries in line with their need for establishing bilateral and regional partnerships. This article aims to analyse current indicators in the dynamically evolving Turkish Higher Education Area and to suggest predictions and new policies based on these indicators and international trends for the mid and long-term targets. It is accepted by many international platforms that Turkey is a rising economy. However, it is difficult to state that higher education is addressed systematically through economic perspective. Estimating higher education as the leading sector, reorganising legal and structural reforms considering international trends in the mid-long term plans, quality assured capacity building, qualitative and quantitative increase of human resources, transparently defined qualifications framework, data-based policies, coordination between the related institutions and defining internationalisation strategy around these paradigms will significantly contribute Turkey's higher education outcomes to achieve the 2023 targets.

Research on the social determinants of health has demonstrated robust correlations between several social factors, health status, and life expectancy. Some of these factors could be modified through policy intervention. National-level public policies explicitly based on population health research are in various stages of development in many Western countries, but in spite of evident need, seemingly not at all in the United States. Because research shows such a strong association between education and good health, we offer evidence to show that at least two pressing problems in American society, namely the uneven distribution of educational attainment and health disparities linked to socioeconomic position, may be ameliorated through policy initiatives that link quality early childhood care, child development programs, and parental training in a seamless continuum with strengthened K-12 education.

Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. This paper aims at providing a critical account of foreign language education policy in Colombia, with special attention to English. It outlines the impact of its multiple transitions over the past decades through a historical description that overviews all previous policies, the critical reception by scholars, and present-day initiatives. We then move on to analysing the choice of English as a synonym for bilingualism and conclude with emerging questions that are to be considered for future debates and reassessments of Colombia’s English-Spanish bilingual education policy.

The premises of Kampf dem Atomtod (KdA) and Citizens for a Sane Nuclear Policy (SANE) were based on nineteenth century traditions of liberal peace advocacy. Both groups gained substantial public support for their goals to prevent the nuclear armament of the Bundeswehr and to stop nuclear testing. Both organizations won well-educated middle-class and mostly white supporter. The dissertation examines the role of women: whether housewife or doctor, women stressed their special concerns as mothers. Both KdA and SANE had troubled relations with the labor movement. Their leaders hoped to gain government leaders' respect by winning a respectable, non-Communist constituency and claiming their goals were reasonable ones. Government officials attacked KdA and SANE as dupes of Moscow. Many supporters left the organizations because of their strict anti-Communism. Local groups accused their leaders of lacking initative. KdA and SANE's leaders wasted time and energy rehashing issues and postponing decisions. After a period of providing initiatives and ideas local committees disintegrated. Both organizations considered education their paramount goal but their arguments primarily reached the converted, who often preferred more political action. KdA and SANE's leaders instead chose to support respectable projects based on humanitarian ideals. Since these projects offered little in the way of concrete action agendas, supporters defected to more active organizations or slipped into apathy. Neither organization achieved its national goals. Both governments generally denied them access to the policymaking process, ignored them as irrelavant, or attacked them as Communist sympathizers. While SANE and KdA were heard by those concerned by nuclear policy, and while members of SANE's National Board did help muster support for the Partial Test Ban Treaty, both organizations failed to make liberal peace values productive in the nuclear decisionmaking process

The Open Educational Resources (OER implementations are expressed through different point of views. This book focused on three themes: policy, costs and transformation. Policy theme is related to the establishment of priorities for supporting the decisions made by an institution or organization. Costs theme explores the funding of OER, particularly in the sense of cost effectiveness. Transformation theme provides examples that demonstrate how OER can be used in ways that go beyond replication of current teaching and learning models. The constant rise in demand for higher education has become the biggest challenge for educational planners. This high demand has paved a way for distance education across the globe. This article innovatively analyzes the policy documentation of a major distance education initiative in Pakistan for validity that will identify the utility of policy linkages. The study adopted a qualitative research design that consisted of two steps. In the first step, a content analysis of distance learning policy framework was made. For this purpose, two documents were accessed titled "Framework for Launching Distance Learning Programs in HEIs of Pakistan" and "Guideline on Quality of Distance Education for External Students at the HEIs of Pakistan." In the second step, the policy guidelines mentioned in these two documents were evaluated at two levels. At the first level, the overall policy documents were assessed against a criterion proposed by Cheung, Mirzaei, and Leeder. At the second level, the proposed program of distance learning was assessed against a criterion set by Gellman-Danley and Fetzner and Berge. The distance education program initiative in Pakistan is of promising nature which needs to be assessed regularly. This study has made an initial attempt to assess the policy document against a criterion identified from literature. The analysis shows that the current policy documents do offer some strengths at this initial level, however, they cannot be considered a comprehensive policy guide. The inclusion or correction of missing or vague areas identified in this study would make this policy guideline document a treasured tool for Higher Education Commission (HEC). Full Text Available This article attempts to review the rhetoric and the educational policies on the use of history for citizenship education from 1880-1990 in England. In many instances, the rhetoric served as powerful tools to gain the support of educational authorities, namely, the Board of Education, Ministry of Education and Examination Boards. Their support was reflected in the change of educational policies and school syllabi that followed. This study shows that there was strong and consistent widespread rhetoric on history's contribution to citizenship education throughout the century, neither stopped by the two great wars nor impeded by the challenge of social studies as a citizenship subject after the Second World War. Instead it was challenged by the discipline itself in the early 1980s when some historians began to doubt the "new" history on the ground that the "real" history was being devalued. Consequently, there was evidence that the "new" history did not take off widely. In many schools, history was taught for its own sake. Its value for the education of modern citizenship was not being emphasised. This article ends with the argument that under the environment of the National Curriculum, first implemented in the country in 1989, history still claims its relevance for citizenship education.

The American Geophysical Union Space Physics and Aeronomy Section Education and Public Outreach Committee (AGU SPA-EPO Committee) was established in 1990 to foster the growth of a culture of outreach and community engagement within the SPA Section of the AGU. The SPA was the first AGU Section to establish an EPO Committee. The Committee has initiated several key Section EPO programs that have grown to become Union programs. The "new online" (Web 2.0) world is evolving rapidly, and the digital information, education, and networking resources available to radiologists have exploded over the past 2 decades. The 2012 Intersociety Committee Summer Conference attendees explored the online resources that have been produced by societies, universities, and commercial entities. Specific attention was given to identifying the best products and packaging them in tablet computers for use by residents and practicing radiologists. The key functions of social networking websites and the possible roles they can play in radiology were explored as well. It was the consensus of the attendees that radiologic digital resources and portable electronic devices have matured to the point that they should become an integral part of our educational programs and clinical practice. Education is both a human right in itself and an indispensable mean of a better future. Removing Barriers to Achievement, published by the Department for Education and Skills (DfES, 2004a), highlights its vision for giving children with special educational needs and disabilities the opportunity to achieve their full potential. Chapter two in particular focuses on removing barriers to learning and it is here where the Government focuses, emphasises and justifies the issue of inclusion of children with learning difficulties into mainstream education (DfES, 2004a). The aim of this article is to explore inclusion and simply challenge whether the policy is effective in its purpose by considering educational practice today. It is important that nurses from all fields have some level of understanding regarding the education of children in the community. This is vital to fulfil our role and provide the necessary support to users and families of the service.
In this article, the author presents a descriptive survey of China's policies in the field of lifelong education in the 1980s and early 1990s, undertaken as part of the country's overall drive towards modernization. With the second largest illiterate population in the world, one of China's highest priorities is the promotion of literacy, and a variety of initiatives with this aim have been launched at national and local level. In China, the concept of lifelong education is taken literally to encompass all ages from infancy onwards. Recognizing the importance of the family, and especially of the mother, in educating the young, China has created a programme for strengthening family education through workshops, lectures, advisory services and the mass media. The author goes on to survey recent policies in primary and secondary education, vocational education, workers' in-service training, continuing education for specialists, and the development of a radio and television university, the expansion of evening classes and correspondence courses, education for the aged, and examinations for independent learners.
