To help manage chronic and cumulative impacts of human activities on marine mammals, the National Oceanic and Atmospheric Administration (NOAA) convened two working groups, the Underwater Sound Field Mapping Working Group (SoundMap) and the Cetacean Density and Distribution Mapping Working Group (CetMap), with overarching effort of both groups referred to as CetSound, which (1) mapped the predicted contribution of human sound sources to ocean noise and (2) provided region/time/species-specific cetacean density and distribution maps. Mapping products were presented at a symposium where future priorities were identified, including institutionalization/integration of the CetSound effort within NOAA-wide goals and programs, creation of forums and mechanisms for external input and funding, and expanded outreach/education. NOAA is subsequently developing an ocean noise strategy to articulate noise conservation goals and further identify science and management actions needed to support them.

A revised (phase 2) single-channel algorithm for aerosol optical thickness, tau(sup A)(sub SAT), retrieval over oceans from radiances in channel 1 (0.63 microns) of the Advanced Very High Resolution Radiometer (AVHRR) has been implemented at the National Oceanic and Atmospheric Administration's National Environmental Satellite Data and Information Service for the NOAA 14 satellite launched December 30, 1994. It is based on careful validation of its operational predecessor (phase 1 algorithm), implemented for NOAA 14 in 1989. Both algorithms scale the upward satellite radiances in cloud-free conditions to aerosol optical thickness using an updated radiative transfer model of the ocean and atmosphere. Application of the phase 2 algorithm to three matchup Sun-photometer and satellite data sets, one with NOAA 9 in 1988 and two with NOAA 11 in 1989 and 1991, respectively, show systematic error is less than 10%, with a random error of sigma(sub tau) approx. equal 0.04. First results of tau(sup A)(sub SAT) retrievals from NOAA 14 using the phase 2 algorithm, and from checking its internal consistency, are presented. The potential two-channel (phase 3) algorithm for the retrieval of an aerosol size parameter, such as the Junge size distribution exponent, by adding either channel 2 (0.83 microns) from the current AVHRR instrument, or a 1.6-microns channel to be available on the Tropical Rainfall Measurement Mission and the NOAA-KLM satellites by 1997 is under investigation. The possibility of using this additional information in the retrieval of a more accurate estimate of aerosol optical thickness is being explored.

Atmospheric and oceanic excitation of decadal-scale Earth orientation variations

The contribution of atmospheric wind and surface pressure and oceanic current and bottom pressure variations during 1949-2002 to exciting changes in the Earth's orientation on decadal timescales is investigated using an atmospheric angular momentum series computed from the National Centers for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR) reanalysis project and an oceanic angular momentum series computed from a near-global ocean model that was forced by surface fluxes from the NCEP/NCAR reanalysis project. Not surprisingly, since decadal-scale variations in the length of day are caused mainly by interactions between the mantle and core, the effect of the atmosphere and oceans is found to be only about 14% of that observed. More surprisingly, it is found that the effect of atmospheric and oceanic processes on decadal-scale changes in polar motion is also only about 20% (x component) and 38% (y component) of that observed. Therefore redistribution of mass within the atmosphere and oceans does not appear to be the main cause of the Markowitz wobble. It is also found that on timescales between 10 days and 4 years the atmospheric and oceanic angular momentum series used here have very little skill in explaining Earth orientation variations before the mid to late 1970s. This is attributed to errors in both the Earth orientation observations prior to 1976 when measurements from the accurate space-geodetic techniques became available and to errors in the modeled atmospheric fields prior to 1979 when the satellite era of global weather observing systems began.

In this study, we evaluated the effects of springtime Indian Ocean's sea surface temperature (SST) on the Tibetan Plateau's role as atmospheric heat source (AHS) in summer. The SST data of the National Oceanic and Atmospheric Administration (NOAA), European Centre for Medium-Range Weather Forecasts (ECMWF) and the Hadley Centre Sea Ice and Sea Surface Temperature data set (HadISST) and the reanalysis data of the National Center for Environmental Prediction (NCEP) and National Center for Atmospheric Research (NCAR) for 33 years (from 1979 to 2011) were used to analyze the relationship between the Indian Ocean SST and the Tibetan Plateau's AHS in summer, using the approaches that include correlation analysis, and lead-lag analysis. Our results show that some certain strong oceanic SSTs affect the summer plateau heat, specially finding that the early spring SSTs of the Indian Ocean significantly affect the plateau's ability to serve as a heat source in summer. Moreover, the anomalous atmospheric circulation and transport of water vapor are related to the Plateau heat variation.

CO 2 is one of the primary agents of global climate changes. The increase of atmospheric CO 2 concentration is essentially related to human-induced emissions and, particularly, to the burning of fossil fuel whose (delta) 13 C values are quite negative. Consequently, an increase of the CO 2 concentration in the atmosphere should be paralleled by a decrease of its (delta) 13 C. Continuous and/or spot measurements of CO 2 concentrations were repeatedly carried out during the last decade and in the same period of the year along hemispheric courses from Italy to Antarctica on a vessel of the Italian National Research Program in Antarctica. During these expeditions, discrete air samples were also collected in 4-l Pyrex flasks in order to carry out precise carbon isotope analyses on atmospheric CO 2 from different areas, including theoretically 'clean' open ocean areas, with the main purpose of comparing these open ocean results with the results obtained by the National Oceanic and Atmospheric Administration/World Meteorological Organization (NOAA/WMO) at land-based stations. According to the data obtained for these two variables, a relatively large atmospheric pollution is apparent in the Mediterranean area where the CO 2 concentration has reached the value of 384 ppmv while quite negative (delta) 13 C values have been measured only occasionally. In this area, southerly winds probably help to reduce the effect of atmospheric pollution even though, despite a large variability of CO 2 concentrations, these values are consistently higher than those measured in open ocean areas by a few ppmv to about 10 ppmv. A marked, though non-continuous, pollution is apparent in the area of the Bab-el-Mandeb strait where (delta) 13 C values considerably more negative than in the Central and Southern Red Sea were measured. The concentration of atmospheric CO 2 over the Central Indian Ocean increased from about 361 ppmv at the end of 1996 to about 373 ppmv at the end of 2003 (mean growth

Southern hemisphere ocean CO2 uptake: reconciling atmospheric and oceanic estimates

Using an atmospheric inversion model we investigate the southern hemisphere ocean CO 2 uptake. From sensitivity studies that varied both the initial ocean flux distribution and the atmospheric data used in the inversion, our inversion predicted a total (ocean and land) uptake of 1.65-1.90 Gt C/yr. We assess the consistency between the mean southern hemisphere ocean uptake predicted by an atmospheric inversion model for the 1991-1997 period and the T99 ocean flux estimate based on observed pCO 2 in Takahashi et al. (2002; Deep-Sea Res II, 49, 1601-1622). The inversion can not match the large 1.8 Gt C/yr southern extratropical (20-90 deg S) uptake of the T99 ocean flux estimate without producing either unreasonable land fluxes in the southern mid-latitudes or by increasing the mismatches between observed and simulated atmospheric CO 2 data. The southern extratropical uptake is redistributed between the mid and high latitudes. Our results suggest that the T99 estimate of the Southern Ocean uptake south of 50 deg S is too large, and that the discrepancy reflects the inadequate representation of wintertime conditions in the T99 estimate

The Community Climate Model at the National Center for Atmospheric Research has been coupled to a simple mixed-layer ocean model and to a coarse-grid ocean general circulation model (OGCM). This paper compares the responses of simulated climate to increases of atmospheric carbon dioxide (CO 2 ) in these two coupled models. Three types of simulations were run: (1) control runs with both ocean models, with CO 2 held constant at present-day concentrations, (2) instantaneous doubling of atmospheric CO 2 (from 330 to 660 ppm) with both ocean models, and (3) a gradually increasing (transient) CO 2 concentration starting at 330 ppm and increasing linearly at 1% per year, with the OGCM. The mixed-layer and OGCM cases exhibit increases of 3.5 C and 1.6 C, respectively, in globally averaged surface air temperature for the instantaneous doubling cases. The transient-forcing case warms 0.7 C by the end of 30 years. The mixed-layer ocean yields warmer-than-observed tropical temperatures and colder-than-observed temperatures in the higher latitudes. The coarse-grid OGCM simulates lower-than-observed sea surface temperatures (SSTs) in the tropics and higher-than-observed SSTs and reduced sea-ice extent at higher latitudes. Sensitivity in the OGCM after 30 years is much lower than in simulations with the same atmosphere coupled to a 50-m slab-ocean mixed layer. The OGCM simulates a weaker thermohaline circulation with doubled CO 2 as the high-latitude ocean-surface layer warms and freshens and the westerly wind stress decreases. Convective overturning in the OGCM decreases substantially with CO 2 warming

As part of the National Aeronautics and Space Administration's Aviation Safety and Security Program, the Tropospheric Airborne Meteorological Data Reporting project (TAMDAR) developed a low-cost sensor for aircraft flying in the lower troposphere. This activity was a joint effort with support from Federal Aviation Administration, National Oceanic and Atmospheric Administration, and industry. This paper reports the TAMDAR sensor performance validation and verification, as flown on board NOAA Lockheed WP-3D aircraft. These flight tests were conducted to assess the performance of the TAMDAR sensor for measurements of temperature, relative humidity, and wind parameters. The ultimate goal was to develop a small low-cost sensor, collect useful meteorological data, downlink the data in near real time, and use the data to improve weather forecasts. The envisioned system will initially be used on regional and package carrier aircraft. The ultimate users of the data are National Centers for Environmental Prediction forecast modelers. Other users include air traffic controllers, flight service stations, and airline weather centers. NASA worked with an industry partner to develop the sensor. Prototype sensors were subjected to numerous tests in ground and flight facilities. As a result of these earlier tests, many design improvements were made to the sensor. The results of tests on a final version of the sensor are the subject of this report. The sensor is capable of measuring temperature, relative humidity, pressure, and icing. It can compute pressure altitude, indicated air speed, true air speed, ice presence, wind speed and direction, and eddy dissipation rate. Summary results from the flight test are presented along with corroborative data from aircraft instruments.

Orbital variation in reflected starlight from exoplanets could eventually be used to detect surface oceans. Exoplanets with rough surfaces, or dominated by atmospheric Rayleigh scattering, should reach peak brightness in full phase, orbital longitude (OL) = 180 0 , whereas ocean planets with transparent atmospheres should reach peak brightness in crescent phase near OL = 30 0 . Application of Fresnel theory to a planet with no atmosphere covered by a calm ocean predicts a peak polarization fraction of 1 at OL = 74 0 ; however, our model shows that clouds, wind-driven waves, aerosols, absorption, and Rayleigh scattering in the atmosphere and within the water column dilute the polarization fraction and shift the peak to other OLs. Observing at longer wavelengths reduces the obfuscation of the water polarization signature by Rayleigh scattering but does not mitigate the other effects. Planets with thick Rayleigh scattering atmospheres reach peak polarization near OL = 90 0 , but clouds and Lambertian surface scattering dilute and shift this peak to smaller OL. A shifted Rayleigh peak might be mistaken for a water signature unless data from multiple wavelength bands are available. Our calculations suggest that polarization alone may not positively identify the presence of an ocean under an Earth-like atmosphere; however, polarization adds another dimension which can be used, in combination with unpolarized orbital light curves and contrast ratios, to detect extrasolar oceans, atmospheric water aerosols, and water clouds. Additionally, the presence and direction of the polarization vector could be used to determine planet association with the star, and constrain orbit inclination.

The coupled ocean–atmosphere–wave–sediment transport (COAWST) modeling system was used to investigate atmosphere–ocean–wave interactions in November 2009 during Hurricane Ida and its subsequent evolution to Nor’Ida, which was one of the most costly storm systems of the past two decades. One interesting aspect of this event is that it included two unique atmospheric extreme conditions, a hurricane and a nor’easter storm, which developed in regions with different oceanographic characteristics. Our modeled results were compared with several data sources, including GOES satellite infrared data, JASON-1 and JASON-2 altimeter data, CODAR measurements, and wave and tidal information from the National Data Buoy Center (NDBC) and the National Tidal Database. By performing a series of numerical runs, we were able to isolate the effect of the interaction terms between the atmosphere (modeled with Weather Research and Forecasting, the WRF model), the ocean (modeled with Regional Ocean Modeling System (ROMS)), and the wave propagation and generation model (modeled with Simulating Waves Nearshore (SWAN)). Special attention was given to the role of the ocean surface roughness. Three different ocean roughness closure models were analyzed: DGHQ (which is based on wave age), TY2001 (which is based on wave steepness), and OOST (which considers both the effects of wave age and steepness). Including the ocean roughness in the atmospheric module improved the wind intensity estimation and therefore also the wind waves, surface currents, and storm surge amplitude. For example, during the passage of Hurricane Ida through the Gulf of Mexico, the wind speeds were reduced due to wave-induced ocean roughness, resulting in better agreement with the measured winds. During Nor’Ida, including the wave-induced surface roughness changed the form and dimension of the main low pressure cell, affecting the intensity and direction of the winds. For example, the increasing input of anthropogenic nitrogen species from the atmosphere to much of the ocean may cause a low level fertilization that could result in an increase in marine 'new' productivity of up to ~3% and thus impact carbon drawdown from the atmosphere. Similarly, much of the oceanic iron, which is a limiting nutrient in significant areas of the ocean, originates from the atmospheric input of minerals as a result of the long-range transport of mineral dust from continental regions. The increased supply of soluble phosphorus from atmospheric anthropogenic sources (through large-scale use of fertilizers) may also have a significant impact on surface-ocean biogeochemistry, but estimates of any effects are highly uncertain. There have been few assessments of the atmospheric inputs of sulfur and nitrogen oxides to the ocean and their impact on the rates of ocean acidification. These inputs may be particularly critical in heavily trafficked shipping lanes and in ocean regions proximate to highly industrialized land areas. Other atmospheric substances may also have an impact on the ocean, in particular lead, cadmium, and POPs. To address these and related issues the United Nations Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP) initiated Working Group 38, The Atmospheric Input of Chemicals to the Ocean, in 2008. This Working Group has had four meetings. To date four peer reviewed papers have been produced from this effort, with a least eight others in the process of being written or published. This paper will discuss some of the results of the Working Group's deliberations and its plans for possible future work.

Radiative energy is critical in controlling the heat and mass balance of sea ice, which significantly affects the polar climate. In the polar oceans, light transmission through the atmosphere and sea ice is essential to the growth of plankton and algae and, consequently, to the microbial community both in the ice and in the ocean. Therefore, the study of radiative transfer in the polar atmosphere, sea ice, and ocean system is of particular importance. Lacking a properly coupled radiative transfer model for the atmosphere-sea ice-ocean system, a consistent study of the radiative transfer in the polar atmosphere, snow, sea ice, and ocean system has not been undertaken before. The radiative transfer processes in the atmosphere and in the ice and ocean have been treated separately. Because the radiation processes in the atmosphere, sea ice, and ocean depend on each other, this separate treatment is inconsistent. To study the radiative interaction between the atmosphere, clouds, snow, sea ice, and ocean, a radiative transfer model with consistent treatment of radiation in the coupled system is needed and is under development.

With the rapid rise in the development of Web technologies and climate services across NOAA, there has been an increasing need for greater collaboration regarding NOAA's online climate services. The drivers include the need to enhance NOAA's Web presence in response to customer requirements, emerging needs for improved decision-making capabilities across all sectors of society facing impacts from climate variability and change, and the importance of leveraging climate data and services to support research and public education. To address these needs, NOAA (during fiscal year 2009) embarked upon an ambitious program to develop a NOAA Climate Services Portal (NCS Portal). Four NOAA offices are leading the effort: 1) the NOAA Climate Program Office (CPO), 2) the National Ocean Service's Coastal Services Center (CSC), 3) the National Weather Service's Climate Prediction Center (CPC), and 4) the National Environmental Satellite, Data, and Information Service's (NESDIS) National Climatic Data Center (NCDC). Other offices and programs are also contributing in many ways to the effort. A prototype NCS Portal is being placed online for public access in January 2010, http://www.climate.gov. This website only scratches the surface of the many climate services across NOAA, but this effort, via direct user engagement, will gradually expand the scope and breadth of the NCS Portal to greatly enhance the accessibility and usefulness of NOAA's climate data and services.
