    In collaboration with the Japan International Cooperation Agency (JICA), United Nations Development Programme (UNDP) participated in the implementation of a photovoltaic (PV) rural electrification project in Kiribati. Under this project, assistance was provided to the Kiribati Solar Energy Company (SEC) in order to enable it to provide electricity service as a micro utility in a effective manner. The assistance provided included installation of 55 PV-based solar home systems and one community system. In addition, the assistance focussed on technical training of SEC personnel on PV systems and management training on accounting, billing, spare parts inventory, etcetera.     Settlement is a complex process of adjustment for migrants and refugees. Drawing on recent research on the settlement experiences of Kiribati migrants and their families living in New Zealand, this article examines the role of housing as an influencer of the settlement and health of Kiribati migrants. Using qualitative methodology, in-depth interviews were conducted with fourteen Kiribati migrants (eight women and six men) representing 91 family members about the key issues and events that shaped their settlement in New Zealand. The stories told by participants affirm the association between housing and health. The study serves as an important reminder that children bear a great cost from living in poorly insulated and damp housing, and adults bear the mental costs, including social isolation resulting from inadequate rental housing. Detailed information about how this migrant group entered the private rental housing market, by taking over the rental leases of other Kiribati migrants vacating their rental properties, indicated some of the unintended consequences related to a lack of incentives for landlords to make improvements. With the most vulnerable families most at risk from inadequate housing, this research concludes that there is a need for minimum housing standards to protect tenants.

    Kiribati—a low-lying, resource-poor Pacific atoll nation—is one of the most vulnerable countries in the World to the impacts of climate change, including the likely detrimental effects on human health. We describe the preparation of a climate change and health adaptation plan for Kiribati carried out by the World Health Organization and the Kiribati Ministry of Health and Medical Services, including an assessment of risks to health, sources of vulnerability and suggestions for highest priority adaptation responses. This paper identifies advantages and disadvantages in the process that was followed, lays out a future direction of climate change and health adaptation work in Kiribati, and proposes lessons that may be applicable to other small, developing island nations as they prepare for and adapt to the impacts of climate change on health.     The experience of Kiribati in PV-based rural electrification is unusual and important, as Kiribati originally failed in its attempt to use PV for rural electrification through purchase of systems by rural households. Kiribati then changed the institutional structure of the solar implementation agency to a service-based institution and turned failure into success. The energy service concept developed by the Solar Energy Company has assured reliable operation of solar home systems during the past ten years. A currently ongoing project, funded by the European Union, is dealing with the extension of this concept to increase the solar home systems from the existing 300 to 2100, bringing the coverage of the electrified rural households to 20%

  8. First molecular epidemiology study of Mycobacterium tuberculosis in Kiribati.

    Full Text Available Tuberculosis incidence rates in Kiribati are among the highest in the Western Pacific Region, however the genetic diversity of circulating Mycobacterium tuberculosis complex strains (MTBC and transmission dynamics are unknown. Here, we analysed MTBC strains isolated from culture positive pulmonary tuberculosis (TB cases from the main TB referral centre between November 2007 and October 2009. Strain genotyping (IS6110 typing, spoligotyping, 24-loci MIRU-VNTR and SNP typing was performed and demographic information collected. Among 73 MTBC strains analysed, we identified seven phylogenetic lineages, dominated by Beijing strains (49%. Beijing strains were further differentiated in two main branches, Beijing-A (n = 8 and -B (n = 28, that show distinct genotyping patterns and are characterized by specific deletion profiles (Beijing A: only RD105, RD207 deleted; Beijing B: RD150 and RD181 additionally deleted. Many Kiribati strains (59% based on IS6110 typing of all strains occurred in clusters, suggesting ongoing local transmission. Beijing-B strains and over-crowded living conditions were associated with strain clustering (likely recent transmission, however little evidence of anti-tuberculous drug resistance was observed. We suggest enhanced case finding amongst close contacts and continued supervised treatment of all identified cases using standard first-line drugs to reduce TB burden in Kiribati. Beijing strains can be subdivided in different principle branches that might be associated with differential spreading patterns in the population.

    Full Text Available Since the global notion of environmental governance is principally about how to achieve the goals of environmental conservation and sustainable development, analysing approaches to environmental governance invariably requires critical study of the policies and structures in place that determine how power is exercised and how environmental decisions are made not only in the abstract context of internationalism but with particular regard to national situations. This essay examines the legal and policy frameworks regulating environmental protection and the conservation of biodiversity within the broader goal of effective environmental governance in Kiribati . Acknowledging that Kiribati encounters formidable challenges in institutional, normative and policy terms, this essay particularly deals with the issue of pollution and its long- and short-term implications for this nation of many atolls. While highlighting the existence of significant treaties, municipal laws and diverse policy mechanisms, this essay identifies gaps and weaknesses, making suggestions for their reform and enhancement. Recognising that the path to the future lies in the synergy of initiatives and inputs from the government, the people and all other stakeholders in the environmental well-being of Kiribati, this essay proffers some viable trajectories for strategic responses.

    The Republic of Kiribati, formerly known as the Gilbert Islands, is a Micronesian (One of the three groups of islands in the Pacific. The eight territories that make up Micronesia are Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Republic of Kiribati, Republic of the Marshall Islands, Republic of Nauru, Republic of Palau, Territory of Guam and Territory of Wake Island. The other two groups of islands in the Pacific are Melanesia and Polynesia) country in the Pacific. The energy sources utilised in Kiribati include petroleum products, biomass, solar energy and wind power. Solar energy was introduced in Kiribati in the early 1980s (Wade H. Survey of RESCO projects - prepared for OPRET, Fiji Department of Energy, 2003; p. 36). Currently, it makes a very insignificant (less than 1%) contribution to the total annual primary energy supply (South Pacific Regional Environment Programme (SPREP). Solar energy in Kiribati is used mostly in the form of solar photovoltaic (PV) technologies for the provision of lighting and electricity.     Conclusions: TB rates continue to increase in Kiribati and the 2015 goals for TB control are unlikely to be met. This is probably due to the complex mix of risk factors present in Kiribati, including smoking, diabetes, alcohol use, crowded living, and poverty. A comprehensive approach to address these risk factors is needed to mitigate the burden of TB in Kiribati.

  15. Response to a large rotavirus outbreak on South Tarawa, Kiribati, 2013

    Full Text Available Introduction: In July 2013, during annual independence celebrations in Kiribati, staff at Tungaru Central Hospital on South Tarawa reported an increase in children presenting with severe diarrhoea. This report describes the outbreak investigation, findings and response. Method: After notification of the outbreak, all health facilities on South Tarawa began reporting cases of acute diarrhoea and/or vomiting through the early warning syndromic surveillance system on a daily basis. Community awareness was raised and the public was encouraged to present to a health facility if ill with acute gastroenteritis. Specimens were collected and sent for laboratory testing. Results: Between 10 and 24 July 2013, 1118 cases of gastroenteritis were reported; 103 were hospitalized and six died. The median age of cases was one year (range: 0–68 years; 93.4% were aged less than five years. Rotavirus was identified in 81% of specimens tested. The outbreak response included enhanced surveillance, community education, clinical training and changes to in-hospital patient management for infection control. Discussion: This outbreak was the largest diarrhoea outbreak in Kiribati in five years. Factors that may have contributed to the magnitude and severity of the outbreak included high household density, inadequate sanitation infrastructure and a mass gathering – all increasing the chance of transmission – as well as limited clinical response capacity. The current outbreak highlights the importance of clinical management to minimize severe dehydration and death. Rotavirus vaccination should be considered as an adjunct to other comprehensive enteric disease control measures as recommended by the World Health Organization.

  16. Tuberculosis and diabetes mellitus in the Republic of Kiribati: a case-control study.

    To better inform local management of TB-diabetes collaborative activities, we aimed to determine the prevalence of diabetes among persons with and without TB and to determine the association between TB and diabetes in Kiribati, a Pacific Island nation. We compared consecutively enrolled TB cases to a group of randomly selected community controls without evidence of TB. Diabetes was diagnosed by HbA1c, and clinical and demographic data were collected. A tuberculin skin test was administered to controls. The chi-square test was used to assess significance in differences between cases and controls. We also calculated an odds ratio, with 95% confidence intervals, for the odds of diabetes among cases relative to controls. Unweighted multivariate logistic regression was performed to adjust for the effects of age and sex. A total of 275 TB cases and 499 controls were enrolled. The diabetes prevalence in cases (101, 37%) was significantly greater than in controls (94, 19%) (adjusted odds ratio: 2.8; 95% CI 2.0-4.1). Fifty-five percent (108) of all diabetic diagnoses were new; this proportion was higher among controls (64.8%) than cases (46.5%). Five patients with TB were screened to detect one patient with diabetes. There is a strong association between TB and diabetes in Kiribati and bidirectional screening should be conducted in this setting. © 2015 John Wiley & Sons Ltd.

Large-scale resettlement is nothing new to the people of Kiribati. In colonial times people from various islands were resettled. The Phoenix Island Settlement Scheme (PISS is one of these efforts to allegedly bring people to safety. Making use of primary sources that have become available only recently the paper raises the question if there is anything to learn from PISS for present times, or if PISS has historical value only, as the ­United Kingdom’s last colonial expansion scheme. The paper asks about conflicting intentions of colonial authorities and assesses if and possibly why strategic political considerations resulted in a situation where humanitarian motivations retreated into the background leading to a sub-optimal preparation of the scheme, which then finally led to its failure. The paper comes to the conclusion that behind reportedly noble purposes there is a layer of colonial interests which lets settlers appear as objects in a larger colonial game.

    Economic development policies may have important economic and ecological consequences beyond the sector they target. Understanding these consequences is important to improving these policies and finding opportunities to align economic development with natural resource conservation. These issues are of particular interest to governments and non-governmental organizations that have new mandates to pursue multiple benefits. In this case study, we examined the direct and indirect economic and ecological effects of an increase in the government-controlled price for the primary agricultural product in the Republic of Kiribati, Central Pacific. We conducted household surveys and underwater visual surveys of the coral reef to examine how the government increase in the price of copra directly affected copra labor and indirectly affected fishing and the coral reef ecosystem. The islands of Kiribati are coral reef atolls and the majority of households participate in copra agriculture and fishing on the coral reefs. Our household survey data suggest that the 30% increase in the price of copra resulted in a 32% increase in copra labor and a 38% increase in fishing labor. Households with the largest amount of land in coconut production increased copra labor the most and households with the smallest amount of land in coconut production increased fishing the most. Our ecological data suggests that increased fishing labor may result in a 20% decrease in fish stocks and 4% decrease in coral reef-builders. We provide empirical evidence to suggest that the government increase in the copra price in Kiribati had unexpected and indirect economic and ecological consequences. In this case, the economic development policy was not in alignment with conservation. These results emphasize the importance of accounting for differences in household capital and taking a systems approach to policy design and evaluation, as advocated by sustainable livelihood and ecosystem-based management frameworks.

  1. Relocation due to Climate Change: Mapping the Divergent Responses of the Governments of Tuvalu and Kiribati

    Climate change will continue to impact Pacific Island livelihoods in diverse and complex ways. At the 2009 Copenhagen Conference of Parties to discuss the United Nations Framework Convention on Climate Change, Pacific governments argued for the need to limit warming to 1.5°C. A growing body of literature demonstrates that warming beyond this 2°C threshold is likely and will result in numerous negative impacts on socio-ecological systems across the world, particularly for low-lying coastal communities (Parry et al, 2009; Smith et al, 2009). These communities will need to manage, if possible,a series of interconnected impacts, such as declining freshwater and food security and diminishing land availability, as a result of sea level rise and increasing extreme weather events (Adger and Barnett, 2009). Discussions concerning climate change as a trigger for relocation for low-lying Pacific nations have been contentious, and are fuelled by emotion and varying degrees of sensitivity. As Hayward-Jones (2010: 2) lamented: 'What is at stake over the next decade is not a sinking island but the very viability of life on this fragile atoll state. The land mass of Tuvalu will still exist in 2020 but it may be unable to support the population'. While this debate has historical roots, and indeed the phenomenon of relocation due to localised environmental degradation is not something new in the Pacific, it remains a significant contemporary issue. Scholars have argued that a 'successful mix of strategies' is required to develop culturally-appropriate solutions to this concern about the need for low-lying coastal communities in the Pacific to relocate (Bedford and Bedford, 2010: 93). As such, this paper assesses how the national governments of two low-lying nations in the Pacific - Tuvalu and Kiribati - are mapping out very different long-term strategies to respond to climate change impacts and concerns about the possibility of relocation.   2. Effect of diabetes on tuberculosis presentation and outcomes in Kiribati.

    To determine the association between diabetes and the clinical features and treatment outcomes of TB in Kiribati. We enrolled consecutive patients with TB who presented from August 2010 to February 2012 and compared clinical features and TB treatment outcomes for patients with and without diabetes, as measured by haemoglobin A1c assay. Poor outcome was defined as death, default or treatment failure, and good outcome as treatment success or cure. Two hundred and seventy-five eligible persons with TB disease were enrolled; 101 (37%) had diabetes. TB patients with diabetes were more likely to have acid-fast bacilli (AFB) seen on sputum smear microscopy (RR: 1.3; 95% CI: 1.03-1.62). The risk of poor outcome did not differ between patients with or without diabetes (RR: 1.1; 95% CI: 0.5-2.7). TB patients with diabetes are more likely than those without to have sputum with AFB on microscopy. This could increase transmission in the community. Early detection of TB by screening patients with diabetes, and the converse, could be important public health interventions where diabetes and TB are prevalent. © 2015 John Wiley & Sons Ltd.

    Ciguatera is food poisoning caused by human consumption of reef fish contaminated with ciguatoxins (CTXs). The expanding international trade of tropical fish species from ciguatera-endemic regions has resulted in increased global incidence of ciguatera, and more than 50000 people are estimated to suffer from ciguatera each year worldwide. The Republic of Kiribati is located in the Pacific Ocean; two of its islands, Marakei and Tarawa, have been suggested as high-risk areas for ciguatera. The toxicities of coral reef fish collected from these islands, including herbivorous, omnivorous and carnivorous fish (24% [n=41], 8% [n=13] and 68% [n=117], respectively), were analyzed using the mouse neuroblastoma assay (MNA) after CTX extraction. The MNA results indicated that 156 fish specimens, or 91% of the fish samples, were ciguatoxic (CTX levels >0.01 ng g(-1)). Groupers and moray eels were generally more toxic by an order of magnitude than other fish species. All of the collected individuals of eight species (n=3-19) were toxic. Toxicity varied within species and among locations by up to 10000-fold. Cephalapholis argus and Gymnothorax spp. collected from Tarawa Island were significantly less toxic than those from Marakei Island, although all individuals were toxic based on the 0.01 ng g(-1) threshold. CTX concentrations in the livers of individuals of two moray eel species (Gymnothorax spp., n=6) were nine times greater than those in muscle, and toxicity in liver and muscle showed a strong positive correlation with body weight. The present study provides quantitative information on the ciguatoxicity and distribution of toxicity in fish for use in fisheries management and public health. Copyright © 2011 Elsevier Ltd.   5. Climate change adaptation under uncertainty in the developing world: A case study of sea level rise in Kiribati

    Climate change is expected to have the greatest impact in parts of the developing world. At the 2010 meeting of U.N. Framework Convention on Climate Change in Cancun, industrialized countries agreed in principle to provide US$100 billion per year by 2020 to assist the developing world respond to climate change. This "Green Climate Fund" is a critical step towards addressing the challenge of climate change. However, the policy and discourse on supporting adaptation in the developing world remains highly idealized. For example, the efficacy of "no regrets" adaptation efforts or "mainstreaming" adaptation into decision-making are rarely evaluated in the real world. In this presentation, I will discuss the gap between adaptation theory and practice using a multi-year case study of the cultural, social and scientific obstacles to adapting to sea level rise in the Pacific atoll nation of Kiribati. Our field research reveals how scientific and institutional uncertainty can limit international efforts to fund adaptation and lead to spiraling costs. Scientific uncertainty about hyper-local impacts of sea level rise, though irreducible, can at times limit decision-making about adaptation measures, contrary to the notion that "good" decision-making practices can incorporate scientific uncertainty. Efforts to improve institutional capacity must be done carefully, or they risk inadvertently slowing the implementation of adaptation measures and increasing the likelihood of "mal"-adaptation.

    It has been estimated that there are more than 60 million Hepatitis C virus (HCV) carriers in the World Health Organisation's Western Pacific region (WHO-WPR), where liver cancer is among the top three causes of cancer death. WHO and the US Centres for Disease Control and Prevention report the prevalence of HCV in the South Pacific islands (countries within the WHO-WPR) to be high (5–10% and >2% respectively). However, since HCV is not tested for in many of these countries, there is sparse data available to support this assertion. We screened ∼2000 apparently healthy individuals from Papua New Guinea, Fiji and Kiribati and found a sero-prevalence of 2.0%, 0.1% and 0%, respectively. All sero-positive samples tested negative for HCV RNA. Curious as to why all the sero-positive individuals were negative for HCV-RNA, we also screened them for the HCV protective IL28B SNP markers rs12979860 and rs8099917. All antibody-positive participants bar one had HCV protective haplotypes. Our results suggest that HCV is present in these Pacific island countries, albeit at a prevalence lower than previous estimates. As none of our participants had undergone antiviral treatment, and therefore must have cleared infection naturally, we hypothesise that genotypes 1 and/or 4 are circulating in South Pacific Island people and that these peoples are genetically predisposed to be more likely to spontaneous resolve HCV infection than to become chronic carriers.     The Regional Energy Meeting (REM 2000) was held in Tarawa, Kiribati, from September 20 to September 26, 2000. This meeting was sponsored by the South Pacific Applied Geoscience Commission. Countries present in the meeting were the Cook Islands, Micronesia, the Fiji Islands, Kiribati, Nauru, Niue, Papua New Guinea, Pitcairn, Samoa, Tonga, Tuvalu, Vanuatu and Japan. In the meeting, a draft Regional Energy Logical Framework Matrix was recognized, and it was advised that the plan should be achieved by June 2001 by cooperation of CROP-EWG (the Committee of the Regional Organizations of the Pacific Working Group). In the meeting, the report on hydrogen fuel and solar energy power generation was presented by CROP-EWG. For the hydrogen fuel and solar energy power generation, efforts have been made, but they are still in a stage of the laboratory level. There is arising a feeling of unrest because the commercial exhibition is being made only in the Pacific region.     National tuberculosis programmes (NTPs) in Kiribati and the Marshall Islands, 2006-2010. To determine the proportion of all tuberculosis (TB) cases that were pulmonary smear-negative, and for these patients to determine how many sputum smears were examined and the time from sputum smear examination to registration. A retrospective cross-sectional study involving a record review of national TB and laboratory registers. Of 2420 TB cases identified, 709 (29%) were registered as smear-negative pulmonary TB. Of the 695 (98%) with information on smear examination, 222 (32%) had no smear recorded, 61 (9%) had one smear, 86 (12%) two smears and 326 (47%) three smears. Among the 473 patients who had at least one smear, 238 (50%) were registered before sputum examination, 131 (28%) within 1 week, 72 (15%) between 1 and 4 weeks, and 34 (7%) >4 weeks after sputum examination. NTPs in Kiribati and the Marshall Islands are diagnosing 29% of all TB patients as smear-negative pulmonary TB. Many patients do not have smears done or are registered before undergoing smear examination. Corrective measures are needed.

  5. Early Substance Use Initiation and Suicide Ideation and Attempts among School-Aged Adolescents in Four Pacific Island Countries in Oceania

    Full Text Available This study aimed to investigate the correlations between early initiation (<12 years of smoking cigarettes, alcohol use, and drug use (cannabis with suicidal ideation and suicide attempts in school-aged adolescents in four Pacific Island countries in Oceania. The sample included 6540 adolescents (≤13 to ≥16 years old from Kiribati, Samoa, Solomon Islands, and Vanuatu. Bivariate and multivariable analyses were conducted to assess the association between pre-adolescent substance use initiation and suicidal ideation and suicide attempts. Results indicate a prevalence of 25.8% suicidal ideation in the past 12 months (ranging from 17.2% in Vanuatu to 34.7% in Kiribati and 34.9% suicide attempts in the past 12 months (ranging from 23.5% in Vanuatu to 62.0% in Samoa. The prevalence of early cigarette smoking initiation was 15.7%, early alcohol initiation 13.8%, and early drug use initiation was 12.9%. Students who reported pre-adolescent substance use initiation, compared with non-substance users, were more likely reporting suicidal ideation and suicide attempts. The concurrent initiation of cigarette smoking, alcohol, and drug use should be targeted in early prevention programmes in order to prevent possible subsequent suicidal behaviours.

  6. Multiple Factors Affect Socioeconomics and Wellbeing of Artisanal Sea Cucumber Fishers

    Small-scale fisheries are important to livelihoods and subsistence seafood consumption of millions of fishers. Sea cucumbers are fished worldwide for export to Asia, yet few studies have assessed factors affecting socioeconomics and wellbeing among fishers. We interviewed 476 men and women sea cucumber fishers at multiple villages within multiple locations in Fiji, Kiribati, Tonga and New Caledonia using structured questionnaires. Low rates of subsistence consumption confirmed a primary role of sea cucumbers in income security. Prices of sea cucumbers sold by fishers varied greatly among countries, depending on the species. Gender variation in landing prices could be due to women catching smaller sea cucumbers or because some traders take advantage of them. Dissatisfaction with fishery income was common (44% of fishers), especially for i-Kiribati fishers, male fishers, and fishers experiencing difficulty selling their catch, but was uncorrelated with sale prices. Income dissatisfaction worsened with age. The number of livelihood activities averaged 2.2–2.5 across countries, and varied significantly among locations. Sea cucumbers were often a primary source of income to fishers, especially in Tonga. Other common livelihood activities were fishing other marine resources, copra production in Kiribati, agriculture in Fiji, and salaried jobs in New Caledonia. Fishing other coastal and coral reef resources was the most common fall-back livelihood option if fishers were forced to exit the fishery. Our data highlight large disparities in subsistence consumption, gender-related price equity, and livelihood diversity among parallel artisanal fisheries. Improvement of supply chains in dispersed small-scale fisheries appears as a critical need for enhancing income and wellbeing of fishers. Strong evidence for co-dependence among small-scale fisheries, through fall-back livelihood preferences of fishers, suggests that resource managers must mitigate concomitant effects on

    The Republic of Kiribati's Phoenix Islands Protected Area (PIPA), located in the equatorial central Pacific, is the largest and deepest UNESCO World Heritage site on earth. Created in 2008, it was the first Marine Protected Area (MPA) of its kind (at the time of inception, the largest in the world) and includes eight low-lying islands, shallow coral reefs, submerged shallow and deep seamounts and extensive open-ocean and ocean floor habitat. Due to their isolation, the shallow reef habitats have been protected de facto from severe exploitation, though the surrounding waters have been continually fished for large pelagics and whales over many decades. PIPA was created under a partnership between the Government of Kiribati and the international non-governmental organizations-Conservation International and the New England Aquarium. PIPA has a unique conservation strategy as the first marine MPA to use a conservation contract mechanism with a corresponding Conservation Trust established to be both a sustainable financing mechanism and a check-and-balance to the oversight and maintenance of the MPA. As PIPA moves forward with its management objectives, it is well positioned to be a global model for large MPA design and implementation in similar contexts. The islands and shallow reefs have already shown benefits from protection, though the pending full closure of PIPA (and assessments thereof) will be critical for determining success of the MPA as a refuge for open-ocean pelagic and deep-sea marine life. As global ocean resources are continually being extracted to support a growing global population, PIPA's closure is both timely and of global significance.

    One of the core challenges of climate communication is finding the balance between honestly portraying the science, with all its complexity, and effectively engaging the audience. At a time when all politics are partisan and the media measures value in clicks, complicated stories can become black-and-white. This loss of nuance is acute in tales told of climate change impacts in the developing world, particularly in the low-lying island states of the Pacific. Atoll countries like Kiribati, Tuvalu, the Marshall Islands and the Maldives are certainly existentially threatened by climate change and sea-level rise. Yet the islands and their residents are also more resilient than the dramatic headlines about sinking islands would have you think. Casting the people as helpless victims, however well-intentioned, can actually hurt their ability to respond to climate change. This presentation examines the risks and benefits of providing such nuance on a climate issue that the public and policy-makers generally view as black-and-white. Drawing on efforts a decade of research in Kiribati and other small island developing states in the Pacific, I describe how a mix of cultural differences, geopolitics, and the legacy of colonialism has made the Pacific Islands a narrative device in a western discussion about climate change. I then describe in detail the challenging process of writing a popular magazine story which questions that narrative - but not the long-term threat of sea-level rise - and the personal and political aftermath of its publication. Building upon this humbling experience and findings from psychology, communications and science and technology studies, I outline the key benefits and risks of engaging publicly with the nuances of a climate change issue, and provide a template for effectively communicating nuance in a politically charged atmosphere.

    This paper discusses the possible economic consequences of a change in the tuna fisheries in the Pacific Ocean resulting from climate change. On the background of Lehodey's (2000) study of potential changes in the tuna fisheries, we survey possible economic impacts in terms of quantities and values and give examples of macroeconomic impacts. The two main effects of climate change on tuna fishing are likely to be a decline in the total stock and a migration of the stock westwards. This will lead to various changes in the catch in different countries. The price of the fish in the export market may also change as a result. The Pacific islands are generally dependent on fisheries, and may therefore be vulnerable to these changes, although some will probably gain while others will lose. Based on a very simple macroeconomic model, it is shown that the resulting effects for the national economy in general may diverge substantially from the expected. This applies, in particular, if the national economies are inflexible and a large part of the population relies on subsistence production, which is the case for many developing countries. (author)

  12. Preservice Teacher Preparation in International Contexts: A Case-Study Examination of the International Student Teacher Programs

    Full Text Available This article examines the teacher preparation experiences of preservice teachers in six international contexts: China, Fiji, Kiribati, Mexico, Samoa, and Tonga. More specifically, it looks at the value-added components in an international teacher education program, with an emphasis on effective teaching and employability. Theoretically the study is based on Straus and Corbin’s (1998a substantive grounded theory and Patton’s (1997 Theory of Action Framework. Verbal and non-verbal forms of feedback were identified as essential aspects of the international preservice training experience. Cultural diversity, teaching English as a second language, collaboration, and exposure to a different educational system were identified among several components as advantages to individuals who conduct their preservice teacher training in international settings.

    Ciguatera fish poisoning (CFP) is a foodborne illness caused by consumption of coral reef fishes contaminated by ciguatoxins (CTXs); of the known CTX congeners, the Pacific ciguatoxins (P-CTXs) are the most toxic. Little is known about the trophodynamics of P-CTXs in coral reef systems. The present study explores the distribution, transfer, and trophic magnification of P-CTX-1, -2, and -3 in coral reef systems with high (ciguatoxic) and low (reference) ciguatoxicity in a CFP-endemic nation by use of liquid chromatography-tandem mass spectrometry (LC-MS/MS). In ciguatoxic coral reef systems, P-CTXs were detected in 54% of herbivorous fishes [total P-CTXs weight (ww)], 72% of omnivorous fishes (<0.500-1810 pg/g ww), and 76% of carnivorous fishes (<0.500-69 500 pg/g ww), as well as a lobster ( Panulirus penicillatus ; 2.36 pg/g ww) and an octopus (Octopodidae; 2.56 pg/g ww). The dominant P-CTXs in grazers and piscivorous fishes were P-CTX-2 and -1, respectively. No significant correlation between P-CTX levels and lipid content in three target predatory fishes indicated that accumulation of P-CTXs does not depend on fat content. A weak but significant positive relationship was observed between δ(15)N and P-CTX-1 levels, but further investigation is required to confirm its biomagnification potential.

    Full Text Available This paper reviews the separation of the Ellice Islands from the Gilbert and Ellice Islands Colony, in the central Pacific, in 1975: one of the few agreed boundary changes that were made during decolonization. Under the name Tuvalu, the Ellice Group became the world’s fourth smallest state and gained independence in 1978. The Gilbert Islands, (including the Phoenix and Line Islands, became the Republic of Kiribati in 1979. A survey of the tortuous creation of the colony is followed by an analysis of the geographic, ethnic, language, religious, economic, and administrative differences between the groups. When, belatedly, the British began creating representative institutions, the largely Polynesian, Protestant, Ellice people realized they were doomed to permanent minority status while combined with the Micronesian, half-Catholic, Gilbertese. To protect their identity they demanded separation, and the British accepted this after a UN-observed referendum.

  17. A Proxy Method for Estimation of EE-index using MAGDAS/CPMN Data

    EE-index (EDst, EU, and EL) is a new index proposed by Space Environment Research Center, Kyushu University (see Uozumi et al., 2008) to monitor temporal and long-term variations of the equatorial electrojet (EEJ). EU and EL mainly represent the range of EEJ and CEJ (equatorial counter electrojet) components, respectively. The baseline levels of EU and EL are obtained by averaging the H-component magnetic variations observed at the nightside (LT = 18-06) MAGDAS/CPMN stations along the magnetic equator. EDst, defined by Uozumi et al. (2008) fluctuates depending on the number of stations in the nightside sector (LT = 18-06). If the number is few, EDst may include some local fluctuations: the partial ring current component, substorm component and so on. Such local components cause some error in estimating the baseline level of EU or EL. Therefore, we need to use as many stations' data as possible in order to derive EU and EL properly. Pacific region is one of the most difficult areas to measure the magnetic field near the dip equator, because there are few islands. In the present paper, we developed a new method to use the data obtained from Ewa Beach (EWA; G. Lat. = 21.32N, G. Long. = 158.0W, Dip Lat. = 38.03), Hawaii, USA for estimation of EDst. EWA is not the equatorial station, but its nighttime H-component magnetic variations are found to be similar to those of Christmas Island (CXI; G. Lat. = 2.05N, G. Long. = 157.5W, Dip Lat. = 5.24), Kiribati. Data from EWA can be used as a proxy of that from CXI for monitoring temporal and long-term variations of the equatorial electrojet (EEJ) in real time.     Full Text Available This paper presents a feasibility study of a large simulated stadium-scale photovoltaic generation system (PVGS on a small island. Both the PVGS contribution to the energy demand on the island and its financial analysis were analysed in this study. The maximum allowable PVGS installation capacity is obtained by executing load flow analysis without violating the voltage magnitude and voltage variation ratio limits. However, the estimated power generation of PVGS is applied to know its impact on the power system according to the hourly solar irradiation and temperature. After that, the cost-benefit analysis of payback years (PBY and net present value (NPV method is derived considering the cash flow from utilities annual fuel and loss saving, the operation and maintenance (O&M cost, and the capital investment cost. The power network in Kiribati (PUB DNST is selected for study in this paper. The simulation results are very valuable and can be applied to the other small islands for reducing the usage of fossil fuel and greenhouse gas emissions.

    Microbialite-forming microbial mats in a hypersaline lake on the atoll of Kiritimati were investigated with respect to microgradients, bulk water chemistry, and microbial community composition. O2, H2S, and pH microgradients show patterns as commonly observed for phototrophic mats with cyanobacteria-dominated primary production in upper layers, an intermediate purple layer with sulfide oxidation, and anaerobic bottom layers with sulfate reduction. Ca(2+) profiles, however, measured in daylight showed an increase of Ca(2+) with depth in the oxic zone, followed by a sharp decline and low concentrations in anaerobic mat layers. In contrast, dark measurements show a constant Ca(2+) concentration throughout the entire measured depth. This is explained by an oxygen-dependent heterotrophic decomposition of Ca(2+)-binding exopolymers. Strikingly, the daylight maximum in Ca(2+) and subsequent drop coincides with a major zone of aragonite and gypsum precipitation at the transition from the cyanobacterial layer to the purple sulfur bacterial layer. Therefore, we suggest that Ca(2+) binding exopolymers function as Ca(2+) shuttle by their passive downward transport through compression, triggering aragonite precipitation in the mats upon their aerobic microbial decomposition and secondary Ca(2+) release. This precipitation is mediated by phototrophic sulfide oxidizers whose action additionally leads to the precipitation of part of the available Ca(2+) as gypsum. © 2014 John Wiley & Sons Ltd.

  1. Exposure of coastal built assets in the South Pacific to climate risks

    Pacific island countries (PICs) are situated in a highly dynamic ocean-atmosphere interface, are dispersed over a large ocean area, and have highly populated urban centres located on the coastal margin. The built infrastructure associated with urban centres is also located within close proximity to the coastlines, exposing such infrastructure to a variety of natural and climate change-related hazards. In this research we undertake a comprehensive analysis of the exposure of built infrastructure assets to climate risk for 12 PICs. We show that 57% of the assessed built infrastructure for the 12 PICs is located within 500 m of their coastlines, amounting to a total replacement value of US$21.9 billion. Eight of the 12 PICs have 50% or more of their built infrastructure located within 500 m of their coastlines. In particular, Kiribati, Marshall Islands and Tuvalu have over 95% of their built infrastructure located within 500 m of their coastlines. Coastal adaptation costs will require substantial financial resources, which may not be available in developing countries such as the PICs, leaving them to face very high impacts but lacking the adaptive capacity.

A byproduct of this perturbation has been a reduction of the number of shark species present in their waters, even though sharks play an important in the economy and culture of the Gilbertese. Here we examine how shark communities changed over time periods that predate the written record in order to understand the magnitude of ecosystem changes in the Central Pacific. Using a novel data source, the shark tooth weapons of the Gilbertese Islanders housed in natural history museums, we show that two species of shark, the Spot-tail (Carcharhinus sorrah) and the Dusky (C. obscurus), were present in the islands during the last half of the 19(th) century but not reported in any historical literature or contemporary ichthyological surveys of the region. Given the importance of these species to the ecology of the Gilbert Island reefs and to the culture of the Gilbertese people, documenting these shifts in baseline fauna represents an important step toward restoring the vivid splendor of both ecological and cultural diversity.

    Global sea-level rise due to the thermal expansion of the warming oceans and freshwater input from melting glaciers and ice-sheets is threatening to inundate low-lying islands and coast-lines worldwide. At present global mean sea level rises at 3.1 ± 0.7 mm/yr with an accelerating tendency. However, the magnitude of recent decadal sea-level trends varies greatly spatially attaining values of up to 10 mm/yr in some areas of the western tropical Pacific. Identifying the causes of recent regional sea-level trends and understanding the patterns of future projected sea-level change is of crucial importance. Using a wind-forced simplified dynamical ocean model, we show that the regional features of recent decadal and multidecadal sea-level trends in the tropical Indo-Pacific can be attributed to changes in the prevailing wind-regimes. Furthermore it is demonstrated that within an ensemble of ten state-of-the art coupled general circulation models, forced by increasing atmospheric CO2 concentrations over the next century, wind-induced re-distributions of upper-ocean water play a key role in establishing the spatial characteristics of projected regional sea-level rise. Wind-related changes in near- surface mass and heat convergence near the Solomon Islands, Tuvalu, Kiribati, the Cook Islands and French Polynesia oppose, but can not cancel the regional signal of global mean sea-level rise.

    Full Text Available The Commonwealth Local Government Forum (CLGF Pacific Project works with local government and other stakeholders in nine Pacific Island countries – Cook Islands, Fiji Islands, Kiribati, Samoa, Papua New Guinea, Solomon Islands, Tonga, Tuvalu and Vanuatu. It seeks to strengthen local democracy and good governance, and to help local governments deal with the increasing challenges of service delivery and urban management in the unique Pacific environment. Human settlement patterns in the region are changing rapidly. The Pacific has traditionally been a rural agricultural/subsistence society, but this is no longer the case. The accelerated pace of urbanisation has impacted significantly on Pacific nations and in the very near future the majority of Pacific Islanders will be found in urban areas. Already over 50% of Fiji’s population are urban dwellers. Rapid urbanisation brings with it unique challenges and opportunities. Local governments are at the forefront of this phenomenon, with the responsibility to manage urban development and the transition from rural areas to cities and towns. Their success or failure to manage urbanisation and provide the required levels of physical and social infrastructure will affect many lives in a new urban Pacific. The project now has three components – the main Pacific Regional Project and two country-specific programmes: the Honiara City Council Institutional Capacity Building Project and the Commonwealth Local Government Good Practice Scheme in Papua New Guinea.

  6. Measuring and tracking the flow of climate change adaptation aid to the developing world

    The developed world has pledged to mobilize at least US 100 billion per year of ‘new’ and ‘additional’ funds by 2020 to help the developing world respond to climate change. Tracking this finance is particularly problematic for climate change adaptation, as there is no clear definition of what separates adaptation aid from standard development aid. Here we use a historical database of overseas development assistance projects to test the effect of different accounting assumptions on the delivery of adaptation finance to the developing countries of Oceania, using machine algorithms developed from a manual pilot study. The results show that explicit adaptation finance grew to 3%-4% of all development aid to Oceania by the 2008-2012 period, but that total adaptation finance could be as high as 37% of all aid, depending on potentially politically motivated assumptions about what counts as adaptation. There was also an uneven distribution of adaptation aid between countries facing similar challenges like Kiribati, the Marshall Islands, and the Federated States of Micronesia. The analysis indicates that data allowing individual projects to be weighted by their climate change relevance is needed. A robust and mandatory metadata system for all aid projects would allow multilateral aid agencies and independent third parties to perform their own analyses using different assumptions and definitions, and serve as a key check on international climate aid promises.

    Full Text Available Abstract Background Mortality statistics are essential for population health assessment. Despite limitations in data availability, Pacific Island Countries are considered to be in epidemiological transition, with non-communicable diseases increasingly contributing to premature adult mortality. To address rapidly changing health profiles, countries would require mortality statistics from routine death registration given their relatively small population sizes. Methods This paper uses a standard analytical framework to examine death registration systems in Fiji, Kiribati, Nauru, Palau, Solomon Islands, Tonga and Vanuatu. Results In all countries, legislation on death registration exists but does not necessarily reflect current practices. Health departments carry the bulk of responsibility for civil registration functions. Medical cause-of-death certificates are completed for at least hospital deaths in all countries. Overall, significantly more information is available than perceived or used. Use is primarily limited by poor understanding, lack of coordination, limited analytical skills, and insufficient technical resources. Conclusion Across the region, both registration and statistics systems need strengthening to improve the availability, completeness, and quality of data. Close interaction between health staff and local communities provides a good foundation for further improvements in death reporting. System strengthening activities must include a focus on clear assignment of responsibility, provision of appropriate authority to perform assigned tasks, and fostering ownership of processes and data to ensure sustained improvements. These human elements need to be embedded in a culture of data sharing and use. Lessons from this multi-country exercise would be applicable in other regions afflicted with similar issues of availability and quality of vital statistics.

  8. The epidemiology of tuberculosis in the Pacific, 2000 to 2013.

    Tuberculosis (TB) poses a significant public health challenge in the 22 Pacific island countries and territories. Using TB surveillance data and World Health Organization (WHO) estimates from 2000 to 2013, we summarize the epidemiology of TB in the Pacific. This was a descriptive study of incident TB cases reported annually by Pacific island national TB programmes to WHO. We counted cases and calculated proportions and case notification rates per 100,000 population. We calculated the proportion of TB patients who completed TB treatment and summed estimates of national incidence, prevalence and mortality, provided by WHO, to produce regional incidence, prevalence and mortality rates per 100,000 population. Estimated TB incidence in the Pacific has remained high but stable from 2000 to 2013; estimated prevalence and mortality have fallen by 20% and 47%, respectively. The TB case notification rate increased by 58%, from 146 to 231 per 100,000 population in the same time period. In 2013, 24,145 TB cases were notified, most (94% or 22,657) were from Papua New Guinea. Kiribati had the highest TB case notification rate at 398 cases per 100,000 population. TB case notification rates were also high in Papua New Guinea, the Marshall Islands and Tuvalu (309, 283 and 182, respectively). TB in the Pacific is improving in some areas; however, high rates affect many countries and the estimated regional incidence rate is stable. To further reduce the burden of TB, a combination of dedicated public health and system-wide approaches are required along with poverty reduction and social protection initiatives.

  9. Climate Change in the Pacific Islands

    Climate change have been a major concern among Pacific Islanders since the late 1990s. During that period, Time Magazine featured a cover story that read: Say Goodbye to the Marshall Islands, Kiribati, and Tuvalu from sea level rise. Since that time, the South Pacific Regional Environment Programme, UN and government agencies and academic researchers have been assessing the impacts of long-term climate change and seasonal to inter-annual climate variability on the Pacific Islands. The consensus is that long-term climate change will result in more extreme weather and tidal events including droughts, floods, tropical cyclones, coastal erosion, and salt water inundation. Extreme weather events already occur in the Pacific Islands and they are patterned. El Niño Southern Oscillation (ENSO) events impact rainfall, tropical cyclone and tidal patterns. In 2000, the first National Assessment of the Consequences of Climate Variability and Change concluded that long-term climate change will result in more El Niño events or a more El Niño like climate every year. The bad news is that will mean more natural disasters. The good news is that El Niño events can be predicted and people can prepare for them. The reallly bad news is that some Pacific Islands are already becoming uninhabitable because of erosion of land or the loss of fresh water from droughts and salt water intrusion. Many of the most vulnerable countries already overseas populations in New Zealand, the US, or larger Pacific Island countries. For some Pacific Islander abandoning their home countries will be their only option.

    The UNFPA country support team (CST) for the South Pacific is the action-arm at the regional level of the new Technical Support Services arrangement introduced by the agency. Operational since April 1993, the CST currently covers the following Pacific island countries or territories: the Cook Islands, the Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. The CST office is located in Suva, Fiji, with the main goal of strengthening national capacity and building self-reliance in the countries of the region. The office in Suva is currently staffed by six highly qualified advisors with extensive experience in the population and related fields; two more advisors are expected to join the Team in early 1994. The Team is well equipped to provide countries and territories of the region with a wide range of technical support services ranging from ad hoc technical advisory services to the conceptualization and development of comprehensive population policies and programs. Services are offered in the areas of basic data collection, processing, and research in population dynamics; population policy formulation, evaluation, and implementation; family planning and maternal-child health; information, education, and communication; women in population and development; and population program management. The team also plays an advocacy role in mainstreaming population concerns into the programs and activities of international, regional, and national organizations. The team leader responds to questions about population problems experienced by the countries served, the scope of UNFPA assistance to country governments in the subregion, the importance of population information in the subregion, and how Asia-Pacific POPIN may help the team and countries served.

    Collection of nationwide food consumption data at the individual level is the preferred option for planning fortification programs. However, such data are seldom collected in low-income countries. In contrast, Food Balance Sheets (FBS), published annually for approximately 180 countries, may provide a source of national data for program planning. To explore the use of micronutrient densities from FBS data to identify likely deficits for eight micronutrients in national diets. Micronutrient densities in the daily available food supply per capita were calculated from the micronutrient contents of 95 food commodities in 17 Western Pacific Region countries. Densities were compared with reference nutrient density goals developed to ensure that at least 95% of individuals, irrespective of life-stage group, are likely to have adequate intakes. Of the eight micronutrients, Cambodia and Korea D.P.R. had likely deficits for six; China, Fiji, Kiribati, Korea Republic, Lao P.D.R., Philippines, Solomon Islands, Vanuatu, and Viet Nam had likely deficits for five; Brunei Darussalam, Malaysia, Mongolia, New Zealand, and Papua New Guinea had likely deficits for four; and New Caledonia had likely deficits for three. The most frequent deficits were for iron, zinc, and calcium (all countries), followed by vitamin B2 and vitamin A (n = 13), vitamin B1 (n = 2), and vitamin B12 (n = 1). The nutrient density approach could be applied to FBS data for ranking countries according to likely micronutrient deficits, but it provides no information on distribution of nutrient supply for fortification program planning. The approach described here could be applied to data from Household Consumption and Expenditures Surveys (HCES) to characterize households at greatest risk.

    Full Text Available Objective: Tuberculosis (TB poses a significant public health challenge in the 22 Pacific island countries and territories. Using TB surveillance data and World Health Organization (WHO estimates from 2000 to 2013, we summarize the epidemiology of TB in the Pacific. Methods: This was a descriptive study of incident TB cases reported annually by Pacific island national TB programmes to WHO. We counted cases and calculated proportions and case notification rates per 100 000 population. We calculated the proportion of TB patients who completed TB treatment and summed estimates of national incidence, prevalence and mortality, provided by WHO, to produce regional incidence, prevalence and mortality rates per 100 000 population. Results: Estimated TB incidence in the Pacific has remained high but stable from 2000 to 2013; estimated prevalence and mortality have fallen by 20% and 47%, respectively. The TB case notification rate increased by 58%, from 146 to 231 per 100 000 population in the same time period. In 2013, 24 145 TB cases were notified, most (94% or 22 657 were from Papua New Guinea. Kiribati had the highest TB case notification rate at 398 cases per 100 000 population. TB case notification rates were also high in Papua New Guinea, the Marshall Islands and Tuvalu (309, 283 and 182, respectively. Discussion: TB in the Pacific is improving in some areas; however, high rates affect many countries and the estimated regional incidence rate is stable. To further reduce the burden of TB, a combination of dedicated public health and system-wide approaches are required along with poverty reduction and social protection initiatives.

  13. Loneliness, Insomnia and Suicidal Behavior among School-Going Adolescents in Western Pacific Island Countries: Role of Violence and Injury

    This study aimed to examine whether being bullied, fighting, and injury, regarded in terms of frequency and nature, were significantly associated with psychological distress and suicidal behavior, independent of substance abuse and parental support in adolescents. Secondary analysis of data from the Global School-based Student Health Survey from Kiribati, the Solomon Islands, and Vanuatu was conducted. Binomial logistic regression analysis was used to examine the association of being bullied, fighting and injury with psychological health outcomes (loneliness, insomnia, suicidal ideation and suicide attempt) at a 5% level of significance. A total of 4122 students were included; 45.5% were male, and 52.0% were 14 years of age or younger. Of the total, 9.3% felt lonely and 9.5% had insomnia most of the time over the last 12 months; 27.6% had suicidal ideation, and 30.9% reported at least one suicide attempt in the last 12 months. Multivariable logistic regression analysis showed that being bullied, fighting and injury were significantly associated with psychological health outcomes; adjusted odds ratios (AORs) of loneliness, insomnia, suicidal ideation and suicide attempt increased with increased exposure to bullying, fighting, and injury compared to non-exposed group. Among the types of bullying victimization, the highest AORs of insomnia and suicide attempt were among students who were left out of activities, compared to the non-bullied. Among the causes of injury, adolescents injured due to a physical attack were the most likely to report the highest AORs of loneliness, insomnia and suicidal ideation compared to those not injured.   14. Value, market preferences and trade of Beche-de-mer from Pacific Island sea cucumbers.

    Full Text Available Market preferences of natural resources contribute to shape their exploitation and production. Beche-de-mer, the product after gutting, cooking, salting and drying sea cucumbers, is exported worldwide to Asian dried seafood markets. A better understanding of the trade, value and market preferences of Pacific island beche-de-mer could identify critical postharvest processing techniques and management strategies for fisheries and aquaculture. Data were collected on export prices and trade of beche-de-mer from Kiribati, Fiji, Tonga and New Caledonia, and the selling prices, respective sizes and organoleptic properties of the products in stores in China. Export prices varied considerably within and among the four countries and low-value species were the most exported by volume. Most of the beche-de-mer from the four Pacific islands is exported to Hong Kong, where quality products are sold and others are distributed to mainland China. Prices of the beche-de-mer in Chinese stores varied up to ten-fold and were mostly influenced by species, body size and, to a lesser extent, physical damage to the products. Market prices across species (averaging US$15-385 kg-1 appear to have mostly increased six- to twelve-fold over the past decade. The data allude that fisheries for Holothuria scabra, H. lessoni, H. fuscogilva, H. whitmaei and Thelenota ananas should be most carefully managed because they were the highest-value species and under greatest demand. The relationships between size of beche-de-mer and sale price were species specific and highly varied. This study also highlights the need for better regulations and/or enforcement of minimum size limits in sea cucumber fisheries, which can help to maximise economic benefits of wild stocks.

  15. A Crucial Time for Reefs: Climate Change, El Niño, and the 2014-16 Global Bleaching Event

    Anthropogenic climate change has caused an increase in the frequency and intensity of coral bleaching, mortality, and other impacts detrimental to the health and survival of coral reefs around the world. In 2014, a global-scale bleaching event, anticipated to last two years or more, began in the Pacific Ocean. Severe bleaching was documented in Guam, the Commonwealth of the Northern Mariana Islands, Hawaii, and the Marshall Islands, among other locations. By mid-2015, severe bleaching had reached many south Pacific Islands and islands of the central to eastern equatorial Pacific, especially Kiribati and Howland and Baker Islands. Bleaching followed in the Indian Ocean, and at the time of this writing is again striking Hawaii, and parts of the Caribbean. As the ongoing El Niño continues to strengthen, long-term outlooks suggest the cycle of bleaching will continue into 2016 in at least the Pacific and Indian Oceans. Caribbean bleaching may follow again in 2016 if this event follows historical patterns. Warming of the global ocean, the El Niño, a new Pacific oceanic feature known as "The Blob", and other patterns are imposing thermal stress capable of causing widespread negative impacts on reefs in many countries and archipelagos. If a subsequent La Niña follows, as is often the case, even more reefs will be subjected to stressful high temperatures. This is resulting in widespread bleaching, disease, and mortality at a frequency and intensity predicted in climate models nearly two decades ago. The question now is if we are seeing the onset of annually returning coral bleaching or if this is just a hint of conditions coming in future decades. This presentation will discuss the latest information on the ongoing third global bleaching event and the impacts it may have on the biology, ecology, and potential for conservation and restoration of corals and coral reefs worldwide.

  16. Radiation doses to local populations near nuclear weapons test sites worldwide.

    Nuclear weapons testing was conducted in the atmosphere at numerous sites worldwide between 1946 and 1980, which resulted in exposures to local populations as a consequence of fallout of radioactive debris. The nuclear tests were conducted by five nations (United States, Soviet Union, United Kingdom, France, and China) primarily at 16 sites. The 16 testing sites, located in nine different countries on five continents (plus Oceania) contributed nearly all of the radioactive materials released to the environment by atmospheric testing; only small amounts were released at a fewother minor testing sites. The 16 sites discussed here are Nevada Test Site, USA (North American continent), Bikini and Enewetak, Marshall Islands (Oceania); Johnston Island, USA (Oceania), Christmas and Malden Island, Kiribati (Oceania); Emu Field, Maralinga, and Monte Bello Islands, Australia (Australian continent); Mururoa and Fangataufa, French Polynesia (Oceania), Reggane, Algeria (Africa), Novaya Zemlya and Kapustin Yar, Russia (Europe), Semipalatinsk, Kazakhstan (Asia), and Lop Nor, China (Asia). There were large differences in the numbers of tests conducted at each location and in the total explosive yields. Those factors, as well as differences in population density, lifestyle, environment, and climate at each site, led to large differences in the doses received by local populations. In general, the tests conducted earliest led to the highest individual and population exposures, although the amount of information available for a few of these sites is insufficient to provide any detailed evaluation of radiation exposures. The most comprehensive information for any site is for the Nevada Test Site. The disparities in available information add difficulty to determining the radiation exposures of local populations at each site.     Full Text Available Benthic dinoflagellates in the genus Gambierdiscus produce the ciguatoxin precursors responsible for the occurrence of ciguatera toxicity. The prevalence of ciguatera toxins in fish has been linked to the presence and distribution of toxin-producing species in coral reef ecosystems, which is largely determined by the presence of suitable benthic habitat and environmental conditions favorable for growth. Here using single factor experiments, we examined the effects of salinity, irradiance, and temperature on growth of 17 strains of Gambierdiscus representing eight species/phylotypes (G. belizeanus, G. caribaeus, G. carolinianus, G. carpenteri, G. pacificus, G. silvae, Gambierdiscus sp. type 4-5, most of which were established from either Marakei Island, Republic of Kiribati, or St. Thomas, United States Virgin Island (USVI. Comparable to prior studies, growth rates fell within the range of 0-0.48 divisions day(-1. In the salinity and temperature studies, Gambierdiscus responded in a near Gaussian, non-linear manner typical for such studies, with optimal and suboptimal growth occurring in the range of salinities of 25 and 45 and 21.0 and 32.5°C. In the irradiance experiment, no mortality was observed; however, growth rates at 55 μmol photons · m(-2 · s(-1 were lower than those at 110-400 μmol photons · m(-2 · s(-1. At the extremes of the environmental conditions tested, growth rates were highly variable, evidenced by large coefficients of variability. However, significant differences in intraspecific growth rates were typically found only at optimal or near-optimal growth conditions. Polynomial regression analyses showed that maximum growth occurred at salinity and temperature levels of 30.1-38.5 and 23.8-29.2°C, respectively.     Full Text Available Abstract Background Cuba has extended its medical cooperation to Pacific Island Countries (PICs by supplying doctors to boost service delivery and offering scholarships for Pacific Islanders to study medicine in Cuba. Given the small populations of PICs, the Cuban engagement could prove particularly significant for health systems development in the region. This paper reviews the magnitude and form of Cuban medical cooperation in the Pacific and analyses its implications for health policy, human resource capacity and overall development assistance for health in the region. Methods We reviewed both published and grey literature on health workforce in the Pacific including health workforce plans and human resource policy documents. Further information was gathered through discussions with key stakeholders involved in health workforce development in the region. Results Cuba formalised its relationship with PICs in September 2008 following the first Cuba-Pacific Islands ministerial meeting. Some 33 Cuban health personnel work in Pacific Island Countries and 177 Pacific island students are studying medicine in Cuba in 2010 with the most extensive engagement in Kiribati, the Solomon Islands, Tuvalu and Vanuatu. The cost of the Cuban medical cooperation to PICs comes in the form of countries providing benefits and paying allowances to in-country Cuban health workers and return airfares for their students in Cuba. This has been seen by some PICs as a cheaper alternative to training doctors in other countries. Conclusions The Cuban engagement with PICs, while smaller than engagement with other countries, presents several opportunities and challenges for health system strengthening in the region. In particular, it allows PICs to increase their health workforce numbers at relatively low cost and extends delivery of health services to remote areas.     Between 2010 and 2012, the World Health Organization Division of Pacific Technical Support led a regional climate change and health vulnerability assessment and adaptation planning project, in collaboration with health sector partners, in 13 Pacific island countries-Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. We assessed the vulnerabilities of Pacific island countries to the health impacts of climate change and planned adaptation strategies to minimize such threats to health. This assessment involved a combination of quantitative and qualitative techniques. The former included descriptive epidemiology, time series analyses, Poisson regression, and spatial modeling of climate and climate-sensitive disease data, in the few instances where this was possible; the latter included wide stakeholder consultations, iterative consensus building, and expert opinion. Vulnerabilities were ranked using a "likelihood versus impact" matrix, and adaptation strategies were prioritized and planned accordingly. The highest-priority climate-sensitive health risks in Pacific island countries included trauma from extreme weather events, heat-related illnesses, compromised safety and security of water and food, vector-borne diseases, zoonoses, respiratory illnesses, psychosocial ill-health, non-communicable diseases, population pressures, and health system deficiencies. Adaptation strategies relating to these climate change and health risks could be clustered according to categories common to many countries in the Pacific region. Pacific island countries are among the most vulnerable in the world to the health impacts of climate change.   20. Making the climate part of the human world: Why addressing beliefs and biases is necessary part of effective climate change education

    Efforts to raise public awareness and understanding of the social, cultural and economic consequences of climate change often encounter skepticism. The primary causes of this skepticism, whether in the form of a mild rejection of proposed policy responses or an outright rejection of the basic scientific findings, is often cited to be the poor framing of issues by the scientific community, the quality of science education or public science literacy, disinformation campaigns by representatives of the coal and gas industry, individual resistance to behavioral change, and the hyperactive nature of the modern information culture. However, the root cause may be that the weather and climate, and by association climate change, is viewed as independent of the sphere of human influence in ancient and modern societies. In this presentation, I will outline how long-standing human beliefs in the separation between the earth and the sky and the modern framing of climate change as an “environmental” issue are limiting efforts to education the public about the causes, effects and possible response to climate change. First, sociological research in the Pacific Islands (Fiji, Kiribati, Tuvalu) finds strong evidence that beliefs in divine control of the weather and climate limit public acceptance of human-induced climate change. Second, media analysis and polling data from North America supports the role of belief and provides further evidence that climate change is viewed as a threat to an “other” labeled “the environment”, rather than a threat to people or society. The consequences of these mental models of the climate can be an outright reject of scientific theory related to climate change, a milder distrust of climate change predictions, a lack of urgency about mitigation, and an underestimate of the effort required to adapt to climate change.     The relationship between migration and development in the ESCAP region including southeast and south Asian countries and the Pacific island of Fiji, Papua New Guinea, Vanuatu, Kiribati, Samoa, and the Solomon Islands is discussed in terms of mobility transition and origin and destination factors. The changing patterns of mobility in Asia are further delineated in the discussion of internal movements and international movement. Emigration in the smaller countries of the Pacific are treated separately. Future predictions are that the Asia Pacific region will experience continued fertility decline and stabilization of low rates over the next 20 years. The declines will result in slow labor force growth, and increased demand for labor in traditional core and neocore countries as defined and presented in table form by Friedman will be heightened. International movements are likely to increase in large urban areas within destination countries. Tokyo and Singapore are the principal cities in Asia. Tokyo by restrictive government policy has limited immigration, but future labor shortages of unskilled labor from southeast Asia and China are expected. Singapore is already dependent on foreign labor by 10%. Current labor shortages have led to the creation of a growth triangle between Singapore, Indonesia, and Malaysia. Other cities expected to emerge as primary cities in international regional complexes with spillover into the hinterlands include the Hong Kong, Guangzhou, and Macau triangle in the Pearl River delta, Taipei and Seoul, and possibly Kuala Lumpur. Internal migration is expected to increase in the capital cities of Bangkok, Manila,j and centers such as Shanghai, Beijing, and other large cities of southeast Asia. These cities will be linked through the flows of skilled international migrants, which began in the 1960s and is expected to become a future major flow.     Trends and approaching limits of population pressure on coral atolls is discussed by examining the atoll environment in terms of the physical geography, the production systems, and resource distribution. Atoll populations are grouped as dependent and independent, and demographic trends in population growth, migraiton, urbanization, and political dependency are reviewed. Examination of the carrying capacity includes a dynamic model, the influences of the West, and philopsophical considerations. The carrying capacity is the "maximal population supportable in a given area". Traditional models are criticized because of a lack in accounting for external linkages. The proposed model is dynamic and considers perceived needs and overseas linkages. It also explains regional disparities in population distribution, and provides a continuing model for population movement from outer islands to district centers and mainland areas. Because of increased expectations and perceived needs, there is a lower carrying capacity for outlying areas, and expanded capacity in district centers. This leads to urbanization, emigration, and carrying capacity overshot in regional and mainland areas. Policy intervention is necessary at the regional and island community level. Atolls, which are islands surrounding deep lagoons, exist in archipelagoes across the oceans, and are rich in aquatic life. The balance in this small land area with a vulnerable ecosystem may be easily disturbed by scarce water supplies, barren soils, rising sea levels in the future, hurricanes, and tsunamis. Traditionally, fisheries and horticulture (pit-taro, coconuts, and breadfruit) have sustained populations, but modern influences such as blasting, reef mining, new industrial technologies, population pressure, and urbanization threaten the balance.     During a study of the anaerobic microbial community of a lithifying hypersaline microbial mat of Lake 21 on the Kiritimati atoll (Kiribati Republic, Central Pacific) strain L21-RPul-D2(T) was isolated. The closest phylogenetic neighbor was Spirochaeta africana Z-7692(T) that shared a 16S rRNA gene sequence identity value of 90% with the novel strain and thus was only distantly related. A comprehensive polyphasic study including determination of the complete genome sequence was initiated to characterize the novel isolate. Cells of strain L21-RPul-D2(T) had a size of 0.2 - 0.25 × 8-9 μm, were helical, motile, stained Gram-negative and produced an orange carotenoid-like pigment. Optimal conditions for growth were 35°C, a salinity of 50 g/l NaCl and a pH around 7.0. Preferred substrates for growth were carbohydrates and a few carboxylic acids. The novel strain had an obligate fermentative metabolism and produced ethanol, acetate, lactate, hydrogen and carbon dioxide during growth on glucose. Strain L21-RPul-D2(T) was aerotolerant, but oxygen did not stimulate growth. Major cellular fatty acids were C14:0, iso-C15:0, C16:0 and C18:0. The major polar lipids were an unidentified aminolipid, phosphatidylglycerol, an unidentified phospholipid and two unidentified glycolipids. Whole-cell hydrolysates contained L-ornithine as diagnostic diamino acid of the cell wall peptidoglycan. The complete genome sequence was determined and annotated. The genome comprised one circular chromosome with a size of 3.78 Mbp that contained 3450 protein-coding genes and 50 RNA genes, including 2 operons of ribosomal RNA genes. The DNA G + C content was determined from the genome sequence as 51.9 mol%. There were no predicted genes encoding cytochromes or enzymes responsible for the biosynthesis of respiratory lipoquinones.   5. Near-Field Population Response During the 2 April 2007 Solomon Islands Tsunami

    When the magnitude 8.1 earthquake and subsequent tsunami hit the Solomon Islands on 2 April 2007 it killed 52 people. On Ghizo Island, home of the capital of the Western Province, Gizo, waves approaching 4 m in height inundated the south coast villages. Eyewitness accounts supported by geologic data from the offshore coral reef and sediment deposited on land suggest a wave that came in as the shaking stopped as a rapidly-rising tide rather than a turbulent bore- vehicles and houses were floated inland with very little damage. Those that survived in villages affected by the tsunami had indigenous knowledge of prior events, whereas immigrant populations died in higher proportions. While buoy-based early warning systems are necessary to mitigate the effects of teletsunamis, they would have done little good in this near-field environment. In Pailongge, a village of 76 indigenous Solomon Islanders on Ghizo's south coast, there were no deaths. Village elders directed the people inland following the shaking and the almost immediate withdrawal of water from the lagoon, and heads of household made sure that children were accounted for and evacuated. Of the 366 Gilbertese living in Titiana, however, 13 people died, 8 of which were children who were exploring the emptied lagoon. A large proportion of the dead were children (24) as they were likely too weak to swim against the non-bore flow. The Gilbertese migrated from Kiribati in the 1950"s, and had not experienced a major earthquake and tsunami, hence had no cultural memory. In the case of the Solomon Islands tsunami, as was the case in the 2004 Indian Ocean tsunami, indigenous knowledge served the people in the near-field well. In the case of the Indian Ocean where there was 10-20 minutes separation between the time the shaking began and the waves arrived, the combination of an in-place plan and a suitable physical geography allowed the population of Simeulue Island and the Moken people of Thailand to escape before the

    Background In 2010, overweight and obesity were estimated to cause 3.4 million deaths, 3.9% of years of life lost, and 3.8% of DALYs globally. The rise in obesity has led to widespread calls for regular monitoring of changes in overweight and obesity prevalence in all populations. Comparative, up-to-date information on levels and trends is essential both to quantify population health effects and to prompt decision-makers to prioritize action. Methods We systematically identified surveys, reports, and published studies (n = 1,769) that included information on height and weight, both through physical measurements and self-reports. Mixed effects linear regression was used to correct for the bias in self-reports. Age-sex-country-year observations (n = 19,244) on prevalence of obesity and overweight were synthesized using a spatio-temporal Gaussian Process Regression model to estimate prevalence with 95% uncertainty intervals. Findings Globally, the proportion of adults with a body mass index (BMI) of 25 or greater increased from 28.8% (95% UI: 28.4-29.3) in 1980 to 36.9% (36.3-37.4) in 2013 for men and from 29.8% (29.3-30.2) to 38.0% (37.5-38.5) for women. Increases were observed in both developed and developing countries. There have been substantial increases in prevalence among children and adolescents in developed countries, with 23.8% (22.9-24.7) of boys and 22.6% (21.7-23.6) of girls being either overweight or obese in 2013. The prevalence of overweight and obesity is also rising among children and adolescents in developing countries as well, rising from 8.1% (7.7-8.6) to 12.9% (12.3-13.5) in 2013 for boys and from 8.4% (8.1-8.8) to 13.4% (13.0-13.9) in girls. Among adults, estimated prevalence of obesity exceeds 50% among men in Tonga and women in Kuwait, Kiribati, Federated States of Micronesia, Libya, Qatar, Tonga, and Samoa.     -like lava flow geology adds to Mauna Kea / Moon similarities. Operating amidst the extinct volcano's fine grain lava and dust particles offers experience for major challenges posed by silicon-edged, powdery, deep and abundant lunar regolith. Power stations for lunar observatories, both robotic and low cost at first, are an immediate enabling necessity and will serve as a commercial-industrial driver for a wide range of lunar base technologies. Both microwave rectenna-transmitters and radio-optical telescopes, maybe 1-meter diameter, can be designed using the same, new ultra-lightweight materials. Five of the world's six major spacefaring powers - America, Russia, Japan, China and India, are located around Hawaii in the Pacific / Asia area. With Europe, which has many resources in the Pacific hemisphere including Arianespace offices in Tokyo and Singapore, they have 55-60% of the global population. New international business partnerships such as Sea Launch in the mid-Pacific, and national ventures like China's Hainan spaceport, Japan's Kiribati shuttle landing site, Australia and Indonesia's emerging launch sites, and Russia's Ekranoplane sea launcher / lander - all combine with still more and advancing technologies to provide the central Pacific a globally representative, state-of-the-art and profitable access to space in this new century. The astronomer / engineers tasked with operation of the lunar observatory / power station will be the first to voyage from Hawaii to the Moon, before this decade is out. Their scientific and technical training at the world's leading astronomical complex on the lunar-like landscape of Mauna Kea may be enhanced with the learning and transmission of local cultures. Following the astronomer / engineers, tourism and travel in the commercially and technologically dynamic Pacific hemisphere will open the new ocean of space to public access in the 21st century like they opened the old ocean of sea and air to Hawaii in the 20th - with Hawaii

    , the LM 3B can be upgraded to send 1.5-ton to 3-ton payloads into lunar orbit. The next generation rockets based on the Long March series currently being developed will meet the requirements for sample return and human missions. The development of the new launchers is expected to be completed within about six years. Launch centers: Two of the three existing centers, in Jiuquan and Xichang, can be used to launch missions to the Moon. In addition, Chinese space experts have been pushing for building the 4th launch center on Hainan island for new exploration missions and commercial satellite launch, which would be the embarkation point for China's future lunar missions. Tracking and control: The existing tracking and control network, including the TT&C stations in Swakopmund, Namibia and on Tarawa Atoll in Kiribati, and the Long View fleet of 4 tracking ships, can be used for lunar missions. However, a deep space tracking station needs to be built in either Kashi, Xinjiang or Beijing to improve efficiency. But the ground stations within China's territory can only track lunar probes for 8 hours daily. The global DSN needs to be utilized in order to ensure 24-hour tracking operation. Therefore, international cooperation is necessary. International Cooperation CNSA hopes to cooperate with foreign space agencies, using NASA's DSN stations in Madrid, Goldstone and Canberra to support its lunar expeditions. As compared to other space activities in LEO, lunar exploration, the Chinese reason, is basically scientific endeavour and is unrelated to military. Therefore, it is likely that other countries would cooperate with China. China has been cooperating with Russia in many areas. CNSA also has been closely working with ESA on the Double Star project. Most recently, NASA administrator Sean O'Keefe expressed that NASA was interested in China's participation in the ISS. If such cooperation materializes, joint efforts in lunar expeditions should be a logical extension, and the
