The Main Directions of Improving the Management of the Higher Education System

Full Text Available The article is aimed at determining the mechanisms of improving the management of the system of higher education in the context of the current regulatory support, which will be the means to solve the problem of inefficient functioning, lack of financing, and low quality of higher education. The factors, causing negative impact on development of the higher education system were analyzed, the most important of which are the lack of financing and the shortcomings of the legal support of the education sector. It has been determined that a shortage of funds and lack of communication between the education sphere and employers reduces the efficiency of management of the system of higher education. The legal support of the educational activities requires improvement due to the declarative nature of individual provisions on the management of the system of higher education. Consideration of the legal factor is necessary for regulating the decentralization of management in the education sphere, improvement of financing, perfection of the system of control of the education quality. Ways for decentralizing the management of the education sphere, increasing its effectiveness, and improving the economic status of higher education institutions, have been suggested. The scientific-practical recommendations have been formulated to attract potential consumers of educational services to reforming the higher education system and increasing its effectiveness.

One area in which ICT has made enormous impact is in open and distance learning. Undoubtedly, the demand on the conventional higher education delivery system in the country is high and ever increasing that the system at the moment is unable to accommodate the number of candidates seeking admission. This paper, therefore, attempts some definition of open and distance learning as well as its practices with a view to advancing the prospects of open and distance as alternative system of higher education in Nigeria. Furthermore, it concludes that considering the level of infrastructural decay in the conventional higher education system, open and distance learning as an alternative system of education has become imperative for the realization of the primary objectives of higher education in Nigeria. Recommendations that will enhance the prospects of open and distance learning as viable alternative system of higher education were proffered.

Information base of the research is formed, based on education laws in Ukraine, Russia and the Donetsk People’s Republic, educational standards of higher professional education, as well as publications of scientists on the subject matter under study. In the given research it was used such methods: textological, analysis, generalization and modeling. The results. In the research, it is comprehensively examined the concept of noosphere, analyzed the modern theories and concepts of its development in relation to the development of society, an integral part of which is the system of education. It is indicated that there is the relationship between the noosphere and management in general, and with modern system of education, in particular. The concept of noospheric education is introduced and studied its impact on holistic  development of personality. The comparative characteristic of the structure and levels of the educational system of Ukraine, the Russian Federation and the Donetsk People’s Republic is performed; the types of educational institutions of the abovementioned states are compared. And, EU policy is aimed at supporting the efforts of member states and trying to find solutions for the common challenges which appear. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. Full Text Available The goal of the article lies in generalisation of the modern theoretical and methodological, methodical and instrumentation provision of building of efficient system of higher education. Analysis of literature on the problems of building educational systems shows that there is a theoretical and methodological and instrumentation level of study of this issue. The article considers a theoretical and methodological level of the study and specifies theories and philosophic schools, concepts, educational paradigms and scientific approaches used during formation of the educational paradigm. The article considers models of education and models and technologies of learning as instrumental provision. In the result of the analysis the article makes a conclusion that the humanistic paradigm, which is based on the competency building approach and which assumes the use of modern (innovation technologies of learning, should be in the foundation of reformation of the system of higher education. The prospect of further studies in this directions is formation of competences of potential specialists (graduates of higher educational establishments with consideration of requirements of employers and market in general.

The main objective of the study was to investigate the impact of changes in Higher Learning Institutions on the quality of education in Rwanda. This research had three hypotheses, namely; there is an impact of changes in Higher Learning Institutions on quality of education in Rwanda; the current complexity in Rwandan education system is affecting the quality of education in HLIs; Tailoring education system to the regional reforms and implementation strategies is affecting the quality of education in Rwanda. This study was carried out in 10 higher learning institutions (5 public, 5 private and 2 Ministry of Education directorates (HEC and REB. Key informants were the senior management/head of institutions, experienced academic staff, and students. The parameters considered included; the learning methods, assessment styles, workloads, language of instruction, merging of public HLIs, curriculum, and the transformation of some private higher learning institutions into company forms. Main research instruments were questionnaires and interview guides. Both qualitative and quantitative research was collected. Analyses were done using SPSS and excel packages. This paper focuses on the usage of a learning management system in an educational institution for higher education in Greece. More specifically, the paper examines the literature on the use of different learning management systems for blended learning in higher education in Greek Universities and Technological Educational Institutions and reviews the advantages and disadvantages. Moreover, the paper describes the usage of the Open eClass platform in a Technological Educational Institution, TEI of Ionian Islands, and the effort to improve the educational material by organizing it and adding video-lectures. The platform has been evaluated by the students of the TEI of Ionian Islands based on six dimensions: namely student, teacher, course, technology, system design, and environmental dimension. The results of this evaluation revealed that Open eClass has been successfully used for blended learning in the TEI of Ionian Islands. Despite the instructors' initial worries about students' lack of participation in their courses if their educational material was made available online and especially in video lectures; blended learning did not reduce physical presence of the students in the classroom. Instead it was only used as a supplementary tool that helps students to study further, watch missed lectures, etc.

This definition makes it possible to better understand the proliferation of interactive, or high-quality, cosmopolitanism through the activity of state agencies in modern China. Full Text Available The attention in the article has been drawn to the nature and characteristics of commercialization in the higher education system of Ukraine. It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. The factors of development and dynamics of the Ukrainian forms of commercialization, as well as recommendations for avoiding the negative consequences of the economization and commercialization in higher education structure of modern Ukraine have been considered in the article. Full Text Available This study offers insight into the European Qualifications Framework (EQF, as agreed and detailed by the Romanian qualifications framework, applied to the economic sector. By means of a survey conducted on 92 employing companies, it validates the importance of competencies for the Romanian labour market and employers` degree of satisfaction with the competencies of business graduates. In terms of typology, employers attach more importance to transversal competencies than to professional competencies, both at conceptual level and as degree of acquirement following higher education. The empirical analysis provides data on employers` ranking of transversal and professional competencies and identifies the classes of competencies deemed to be in short supply on the labour market. Through its results, the study enhances the relationship between the higher education system and the labour market, providing key information for an efficient implementation of the competence-based education system.

Full Text Available In this paper, document analysis was used to investigate the Germany’s dual system of higher education. Notable examples include the models of Baden-Württemberg, Nordrhein-Westfalen and Bayer. Students in this system of education can satisfy the demands of industry; the job prospects of graduates has been enhanced where 85 percent of those who graduate from Baden-Wuerttemberg Cooperative State University found work in their field prior to graduation. For a long time, there has been a distance between higher education and the realities of the wider society; however, due to recent developments in modern times, academia is becoming more relevant and connected to the society as a whole. As a result, a close relationship has been developed between university education and vocational education. This relationship is based not only on the needs of the society, but also on changes in epistemology, the rise of the competition state, and the difficulties arising from the gap between what students learn at universities and the actual needs of the industry. Germany’s dual system of higher education is seen as a paragon. By contrast, in Taiwan there remains a large gap between what students learn at universities and the actual needs of the industry, resulting in an imbalance of supply and demand in the labor market. Thus the educational authorities in Taiwan may consider the applicability of adopting the German system of dual education.

Full Text Available The concept of integrated management system in higher education is a new approach to organizing, and it has an aim to increase efficiency and coordinate all levels of management, decision making, and implementation of the teaching-learning process. Each level of management and decision-making is correlated with factors of internal and external environment. Integrated management system does not introduce new elements, but rationalize the use of the common elements, and thus provides a common synergy effect elements such as policy, planning, continuous improvement, teamwork and process approach. Full Text Available The aim of the article is to summarize the international experience of reforming the system of higher education governance and develop directions that will contribute to increasing the effectiveness of the Ukrainian model for governance of higher education and ensuring its autonomy. There identified common elements and trends in European higher education reforms: greater autonomy for higher education institutions with less direct administrative intervention; greater emphasis on private rather than public funding; emphasis on the quality and effectiveness of education. The tools for implementing reforms in the European higher education system are identified: the New Public Management (NPM model, governance through networks, and new forms of governance. The changes in the university autonomy of European countries for the period of 2010-2016 are summarized. The content of the reforms in terms of increasing the autonomy of HEIs in the countries of Asia is disclosed. Possible vectors for reforming the system of higher education governance in Ukraine are identified: introduction of a model for funding HEIs on the basis of combining a one-time full budgeting and financing by results; assigning universities ownership of their buildings and their sale in the market; strengthening the decentralization of government control of higher education; development of legislative bases for the self-sufficiency of HEIs; inclusion of external stakeholders in decision-making governing bodies of HEIs; maximum involvement of students in decision-making.

Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Full Text Available The higher education system in the state of Bahia, Brazil, comprises four universities offering, altogether, several undergraduation and graduation courses, in a number of areas. The system configuration is around 20 years old, but the colleges which gave rise to it were structured back in the late sixties. The aim of this study is to highlight the teacher training role in the system formation. Also, it is presented a discussion on the possibilities and limitations originated from the teacher training colleges in the higher education democratization process. The conclusion is that, although the teacher training courses have been the driving force of the higher education system in Bahia for more than 40 years, the number of vacancies offered by the course is not sufficient to equate the historical problem regarding the lack of titled teachers in the state.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

Humans are equipped with an approximate number system (ANS) supporting non-symbolic numerosity representation. Studies indicate a relationship between ANS-precision (acuity) and math achievement. Whether the ANS is a prerequisite for learning mathematics or if mathematics education enhances the ANS remains an open question. We investigated the association between higher education and ANS acuity with university students majoring in subjects with varying amounts of mathematics (mathematics, business, and humanities), measured either early (First year) or late (Third year) in their studies. The results suggested a non-significant trend where students taking more mathematics had better ANS acuity and a significant improvement in ANS acuity as a function of study length that was mainly confined to the business students. The results provide partial support for the hypothesis that education in mathematics can enhance the ANS acuity.

Full Text Available The article presents the critical perspectives of students from higher education system of Romania on the ethics and ethics management of institutions where they study. Their point of view reflects also their experience but also the image of universities in the common perception. The methodology used a questionnaire on a number of 113 students from more than ten cities and more institutions, from private and public system also. This study was conducted in parallel with another research made on managers’ perspective in order to bring equilibrium and a more realistic image of the ethics management in Romania’s universities. Results reflect the lacks in this system and the poor image in education sector and create numerous opportunities for an improvement by implementing the tools of ethics management. There is an important gap between the two perspectives, both subjective of course, but this reality addresses a lot of questions to debate on, for a considerable change in the way managers use ethics management as a powerful tool to increase their competitiveness on education market.

Innovation and debatable concept of "barrier-free didactics" determined the content of scientific discourse and terminology of the description field. Many universities have their own Facebook page, being used by both students and teachers, and creating Facebook groups increasingly facilitates communication with students. Thus, this paper aims to identify the importance that Facebook holds in the academic communication process and highlights the implications it has in higher education. Full Text Available As the number of students and higher education institutions in the world increases and there is a growing difficulty in financing the higher education systems, decision-makers have begun to show more interest in quality assurance. As quality assurance is given special attention in European countries, developing countries such as Turkey are interested in importing quality assurance systems. It is not possible to set quality assurance without sensitivity toward quality and without having quality as a cultural practice. The most likely encountered quality assurance approach in the world is that the higher education institution itself is responsible for its quality. In addition, external quality assurance procedures used are based on (academic peer review rather than on bureaucratic evaluations. Moreover, there is a lively debate across the world regarding the bureaucratic regulations of the quality assurance agencies and institutions that restrict the autonomy of higher education institutions. Without taking into consideration of the existing centralized structure of the higher education system in Turkey, of meeting social demands for the higher education, and of current higher education enrollment rates, the possible establishment of a quality assurance mechanism that may have sanctions on universities in Turkey is a threat to already limited autonomy of universities and is having a risk of additional bureaucratic burden. By laying out the roles and responsibilities of Turkish Council of Higher Education, the government and universities, this article discusses policies that should be adopted regarding the quality assurance.

Full Text Available This paper describes the crucial issues and challenges facing Afghanistan’s universities as they begin the demanding task of rebuilding and restructuring their university system after two decades of war and civil unrest. The setting for this qualitative study is a four-day professional development conference for Afghan university presidents and academic deans sponsored and funded by the United Nations Educational, Scientific and Cultural Organization and the Afghanistan Ministry of Higher Education. Cooperative Studies (an NGO, not-for-profit educational organization located in Kansas City provided a team of academics to Kabul, Afghanistan, to offer professional development workshops. Using the Grounded Theory Methodology as a theoretical framework for this research, data was derived from interactive sessions, questionnaires, informal dialogue, small group sessions and question and answer sessions; the perspectives of the 39 Afghan academic leaders are presented as they describe the problems facing university administrators in their country today. Findings identify these challenges and center on 1 the lack of autonomy; 2 the need for qualified faculty; 3 concerns regarding students’ access and preparation; and 4 concerns about funding and budget issues. Based on these findings, policy suggestions and recommendations are provided.

Analogical reasoning, the ability to understand phenomena as systems of structured relationships that can be aligned, compared, and mapped together, plays a fundamental role in the technology rich, increasingly globalized educational climate of the 21st century. Flexible, conceptual thinking is prioritized in this view of education, and schools are emphasizing 'higher order thinking', rather than memorization of a cannon of key topics. The lack of a cognitively grounded definition for higher order thinking, however, has led to a field of research and practice with little coherence across domains or connection to the large body of cognitive science research on thinking. We review literature on analogy and disciplinary higher order thinking to propose that relational reasoning can be productively considered the cognitive underpinning of higher order thinking. We highlight the utility of this framework for developing insights into practice through a review of mathematics, science, and history educational contexts. In these disciplines, analogy is essential to developing expert-like disciplinary knowledge in which concepts are understood to be systems of relationships that can be connected and flexibly manipulated. At the same time, analogies in education require explicit support to ensure that learners notice the relevance of relational thinking, have adequate processing resources available to mentally hold and manipulate relations, and are able to recognize both the similarities and differences when drawing analogies between systems of relationships. © 2015 John Wiley & Sons, Ltd.

Full Text Available The article is devoted to the problem of the humanitarisation of higher technical education. In detail, analysing the history of this issue, the authors of the article substantiate the system-forming role of humanitarian knowledge, primarily literature and history, in the process of forming the competencies of bachelors in technical specialty. Particular emphasis is placed on the role of general cultural and moral values in the training of scientific and technical intelligentsia. The article proposes the introduction into the learning process a number of integrated disciplines that are of applied nature and are aimed at the development of both professional thinking and the universal abilities of students. Based on their own experience in teaching integrated disciplines and theoretical understanding of the question posed, the authors of the article singled out the fundamental features of the systemic concept of lifelong learning of humanitarian in the training system for bachelors in higher technical education, that not only enable them to master the general cultural competencies required in educational standards, but also develop stable personal qualities understood in Russian society as intelligence.

It also studies the performance and impact of the organizations that join the European Quality Assurance Agencies together. The main sources of data collection were in situ semi-structured interviews to members of these agencies. It was found that in higher education institutions there is a strong trend towards the development of ‘internal quality assurance systems' in response to the public policies known as 'quality audits'. This overview about what is taking place in Europe may provide innovative instruments that could be considered for higher education quality evaluation and accreditation in Latin-American countries: quality audits, disciplinary agencies, evaluation of the quality assurance agencies, among others.

The result of the research shows that to bridge the indicators that are used by Indonesian Ministry or Research, Technology, and Higher Education with web-based ranking system like Webometrics and 4icu so that the Indonesian higher education institutions need to open access towards either scientific or non-scientific that are publicly used into web-based environment. One of the strategies that can be used to improve the openness and access towards scientific work of a university is by involving in open science and collaboration.

Priority strategies of higher education internationalization and types of international academic cooperation between universities regarding education services were defined. It has been substantiated that the most important manifestation of higher education internationalization is international cooperation between universities regarding rendering education services, while the highest level of internationalization of this service is joint educational programs. A complex analysis of international accreditation requirements to joint education programs was made on the basis of the system of education quality improvement, its advantages were proven and its distinct features that influence the choice and substantiation of international cooperation, marketing and branding of individual programs were characterized. Technology of international accreditation for joint programs was detailed. Special attention was paid to the practical component of launching joint degree programs between Ukrainian and foreign higher education institutions. The experience of joint master’s degree programs of Kyiv National Economic University named after Vadym Hetman and the University of Redlands Business School (California, USA was analyzed.

Full Text Available The paper is devoted to introduction and implementation of quality management system in the sphere of Russian higher education. The research demanded the prehistory observation of the above processes, their legal bases analysis, as well as setting the existing practices of the state control and supervision of education in compliance with the principles of TQM (Total Quality Management. Different normative acts and documents have been reviewed concerning accreditation of higher educational establishments, and determining the state policy of quality improvement of the higher school functioning. The author emphasizes that participation of different organizations - including educational ones – in certification procedures and competitions in the quality sphere is considered voluntary according to the Russian legislation. However, for getting the state accreditation educational establishments have no other way apart from setting the internal structures responsible for students training quality. The above structures in educational establishments look rather strange and alien duplicating in their best the state control and supervision system. They appear to be quite expansive for educational establishments and demanding extra time and effort from the staff. In conclusion the author points out that the state policy forcing the quality management issues reflects the interests of certain social groups, namely those who directly participate in external supervision of higher educa- tional institutions. The research findings can be applied while correcting the educational policy of the Russian Federation, and developing the concepts of regulatory legal acts in the higher educational sphere.

The Internal Quality Assurance System (in Indonesian: SPMI (Sistem Penjaminan Mutu Internal) is a systemic activity of quality assurance of higher education in Indonesia. SPMI should be done by all higher education or universities in Indonesia based on the Regulation of the Minister of Research, Technology and Higher Education of the Republic of Indonesia Number 62 of 2016. Implementation of SPMI must refer to the principle of SPMI that is independent, standardize, accurate, well planned and sustainable, documented and systematic. To assist the SPMI cycle properly, universities need a supporting software to monitor all the activities of SPMI. But in reality, many universities are not optimal in building this SPMI monitoring system. One of the obstacles is the determination of system requirements in support of SPMI principles is difficult to achieve. In this paper, we observe the initial phase of the engineering requirements elicitation. Unlike other methods that collect system requirements from users and stakeholders, we find the system requirements of the SPMI principles from SPMI guideline book. The result of this paper can be used as a choice in determining SPMI software requirements. This paper can also be used by developers and users to understand the scenario of SPMI so that could overcome the problems of understanding between this two parties.

Full Text Available The accreditation systems of higher education institutions and/or programs are becoming a policy measure used to find a balance between their autonomy and public assurance concerning the quality of the qualifications they award. This article analyses, from the point of view of this balance of power, the process of development of the Portuguese accreditation system aimed at providing public assurance that initial teacher education programs are more driven by social demand, namely by the changing school education needs. This was a political and cultural process rather than a merely rational and technical one. Thus the emergence of the need for, and possibility of, external pressure upon higher education institutions is related to the evolution of several social factors. On the other hand, the implementation of the accreditation system means a significant change for these institutions which implies new practices and comes into conflict with some of their values and with power sharing within and among them and with society. For these reasons a strategy of wide participation of significant stakeholders was deemed more suitable for the formulation, adoption and implementation of this new public policy. The way in which government, the accreditation body, and the significant stakeholders exercised their power in this process influenced the characteristics of the system, the rhythm of its implementation, and the abrupt governmental decision to put it on stand-by, until now.

In this context teachers are given a main role since they are cornerstones in educational processes. Currently, teacher quality is assessed through an assessment or evaluation system. Almost every university evaluates its teachers, but there is no legal regulation on how to do it, in most institutions there is a professional in charge of designing and applying assessment instruments according to the authors he/she prefers. In most universities, on the one hand, it is used a traditional questionnaire aiming to collect data about dimensions associated with teaching, on the other hand, there is another option in which assessment models include self-evaluation, as in some cases in Chile. That’s why one of the concerns of this research is to propose guidelines for a more qualitative and formative assessment not exclusively following political parameters –based on administrative decisions–, but following emerging proposals with a deeper analysis. Nowadays the main actors in teacher evaluation are teachers, students and administrative staff, every six months these actors are evaluated by using an assessment tool that they usually do not know. The research investigates the perception actors in teacher evaluation have regarding its objectives, methods and stages, so they put forward ideas on how to restructure the current institutional assessment and propose improvements aiming at both the quantitative aspect and the qualitative analysis of performances and skills.

Full Text Available Introduction: the article deals with the main strategies used by foreign authorities and leading universities in order to foster the material base of the research and educational process. The article also addresses the role of international organisations and programmes in promoting education development. It is important to allocate funds of the diaspora transfers in a targeted manner to education, engaging highly skilled migrants to the joint research projects and otherwise helping to ensure that “brain drain” can be turned into a sharing of knowledge, skills and technology. Materials and Methods: the study is based on the statistic materials, allowing us to make a preliminary assessment of the scope of migrant transfers in the field of higher education, as well as to supply empirical evidence about the so-called “knowledge networks” that demonstrates their quantitative and geographical distribution. The methodological basis of the research is composed of the following methods: a comparative analysis of structural and system analysis and SWOT-analysis. Results: the study confirms the importance of such organisational forms of scientific cooperation as a major inter-university research groups and consortia. Current trends in international migration lead to the strengthening of foreign diasporas both in quantitative and qualitative terms (with regards to education or welfare. At the same time, universities are facing a set of problems related to funding, the complexity of the production of knowledge and innovation, resource-taking upgrades of educational programmes. In this situation, it is reasonable to assume that the migrants of the first and succeeding generations will be able to offset some of the costs, given that there will be a certain stim ulus. Topicality of the research is confirmed by increasing student involvement into the educational process, when not only the academic staff and administration participate in the improvement of higher education institution's activity, but also education customers - students. This adds a new dimension to the issue of monitoring education quality and student satisfaction with higher education. This issue echoes the ideas of M. Weber about the relationship between such components as cognitive motivation, personal development and student satisfaction with higher education. Besides, it is essential to focus on the approach of R. Barnet to defining the quality of education with the emphasis on a priority of development of an educational institution as the system that meets customers' needs. Monitoring student satisfaction with education quality has become an integral part of the educational process not only in a number of European universities, which have used this monitoring for decades, but also in Russian universities, which are interested in education quality improvement. Leading universities in Russia, including Peter the Great St. Petersburg Polytechnic University, are implementing policies targeted at increasing student satisfaction with higher education quality. Education quality monitoring as a key element in the system of providing feedback to students contributes greatly to this process.

Investing on education especially on higher education, is essential for growth and employment as a more skilled and well educated workforce will support further productivity gains, innovation and wealth. Correspondingly, this results in growing and diversifying of higher education system in all countries to compete world-wide in recent decades. The Turkish higher education system has been facing an unprecedented transformation in the last decade. This transformation has been driven by economic and demographic changes. Higher education in Turkey is changing and opening up to increase in size and to respond to increasing demands from society with the efforts of competing in world-wide. The aim of this study is to investigate the quantitative changes in higher education in Turkey shedding light on the expansion in terms of universities, institutions, students, academic staff and schooling ratio in the last fifteen years starting from 1999 till 2015. The results indicate that Turkey has seen a rapid expansion and a substantial rise in the number of enrollment rate in higher education since 1999 but still not enough when compared to OECD countries.

System model of professional training of future masters of tourism in higher education, which is considered by us as an open, integrative, multi, mobile, adequate social requirements and individual needs of students, the educational system contains components: theoretical, methodological, structural and functional, design and technology, analytical criterion. The author proved that the model provides the opportunity to reflect, recreate individual readiness of future masters of tourism with a view to understanding its forecasting features, operation and further successful implementation in educational practice.The author researched and proposed algorithm productive use of the system model of training future tourism masters in the field of higher education. Based on the results of research made a some conclusion. Further prospective research directions are also provided.

Full Text Available Introduction: the article deals with the problems arising in the Russian higher education system during its transformation. The topicality of this study lies in posing a problem of higher education development within the boundaries of a Russian macroregion. The objective of this article is to reveal barriers to the implementation of nonlinear processes in Russian higher education, which trigger the emergence of institutional traps and to determine the ways to avoid them. The purpose of this article is to identify barriers to the implementation of nonlinear processes in Russian higher education, which cause the emergence of institutional traps and determine the ways out of them. Materials and Methods: an institutional approach and the concept of non-linear models of higher education are the methodological basis of this research. The methods were developed by the research group of the Ural Federal University for sociological estimation of higher education transformation in the region. The procedure for selecting experts was realized according to the sociological methodology of I. E. Shteinberg (eight-window selection. Results: a summary analysis is made; inter-institutional interaction in terms of the “higher education – stakeholders” dyad is presented; the principal problematic areas are highlighted; and institutional traps preventing potential nonlinear development in Russian higher education are described. In the first problem zone, motivation traps, traps of formalisation/individualisation of the educational process, traps of intensification of the introduction of new information technologies in education and traps of unification of management were revealed. For several years the Spanish University has been experiencing changes that affect not only the educational area but also innovation and investigation in the classroom. Even the use of so-called New Technologies has been focus of much attention in the Higher Educational System, student mentoring has been revealed as an important factor in the first university courses. In this sense, we carried out a first step in a senior student mentor project in order to facilitate adaptation of the new students, providing information, advice and guidance on different academic and social aspects. Here, we understand mentoring as a relationship between a more senior student (mentor) and a few junior lesser experienced students (mentees). Mentoring is intended to develop and grow the skills, knowledge, confidence, and cultural understanding of the mentees aiming to help them succeed. Consequently, this work arises from our concern about students need. A test has been designed to assess students interest in the three fundamental aspects of mentoring: academic, social and administrative orientation. The test involved 16 questions related to these three different aspects on mentoring, evaluating each question from 1 (none) to 4 (totally). Surveys have been conducted on this topic at the Universidad Politécnica de Madrid (UPM) with students on different levels and modules of degrees in Agricultural Engineering. The same activity has been applied to the new degrees that have started at 2010-11 course in the Bologna Plan's requirements and are replacing the precedents progressively. We have analysed the answers performing a multifactor analysis of variance for each question. It constructs various tests and graphs to determine which questions have statistically significant interactions, given sufficient data. It is necessary to strengthen the position of agricultural universities as international educational and scientific centers in the framework of the European educational space. Ukrainian agricultural education system has competitive advantages despite the general neglect and can be considered unique in the educational market, it has conditions for the creation and testing of innovative products for different agro­climatic zones within a region. Full Text Available The subject-matter of the analysis are the characteristics and forms of cooperation between universities of Ural Federal District on the basis of their typology. The purpose of the article is to substantiate the necessity and possibility of network interaction between universities of the macro-region. We prove the importance and potential effectiveness of universities network interaction in the terms of socio-economic uncertainty of the development of Ural Federal District and its higher education. Networking interaction and multilateral cooperation are considered as a new type of inter-universities relations, which can be activated and intensified by strengthening the relations of universities with stakeholders. The authors examine certain concrete forms and formats of network interaction and cooperation between universities and discuss selected cases of new type of relations. In it, they see the real and potential innovation of higher school nonlinear development processes. The statements of the article allow to confirm the hypothesis about the reality of strengthening the network interaction in macro-region. It can transform higher education in the driver of socio-economic development of Ural Federal District; ensure the competitiveness of higher education of the macro-region in the Russian and global educational space; enhance its role in the society; become one of the most significant elements of nonlinear models of higher education development in the country. The authors’ research is based on the interdisciplinary methodology including the potential of theoretical sociology, sociology of higher education, economic sociology, management theory, regional economics. The results of the study can form the basis for the improvement of the Ural Federal District’s educational policy.

First among the many important challenges facing American higher education is the need to improve the effectiveness of our educational programs. Public concern has heightened the sense of urgency for colleges and universities to make progress on improving and measuring educational outcomes, which is made more challenging by the varieties of diversity facing us. Diversity is not just an issue related to student recruitment or experience, but rather it is one that also relates to institutions and their faculties. New educational methods must address such diversity to be effective, and one possible example can be found in ongoing research at the University of Michigan that explores the educational implications of implementing a web-based lecture capture system in large lecture courses. Student use of and reactions to such systems is important, as is the potential to influence course performance for students in general, but also for underrepresented and at-risk student subpopulations. In addition to helping bring our current landscape into focus, this paper will identify effective practices as well as continuing challenges to improving educational practice for undergraduate students.

This paper aims to discuss the effectiveness of the Learning Outcome Attainment Measurement System in assisting Outcome Based Education (OBE) for Aviation Engineering Higher Education in Malaysia. Direct assessments are discussed to show the implementation processes that become a key role in the successful outcome measurement system. A case study presented in this paper involves investigation on the implementation of the system in Aircraft Structure course for Bachelor in Aircraft Engineering Technology program in UniKL-MIAT. The data has been collected for five semesters, starting from July 2014 until July 2016. The study instruments used include the report generated in Learning Outcomes Measurements System (LOAMS) that contains information on the course learning outcomes (CLO) individual and course average performance reports. The report derived from LOAMS is analyzed and the data analysis has revealed that there is a positive significant correlation between the individual performance and the average performance reports. The results for analysis of variance has further revealed that there is a significant difference in OBE grade score among the report. Independent samples F-test results, on the other hand, indicate that the variances of the two populations are unequal.

The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Starting with an overview of the academic literature around the concepts of globalisation and internationalisation, and their interrelationship particularly in the context of higher education, the paper focuses on the specific issues of Indian higher education especially within the context of internationalisation. Reviewing the current landscape of the Indian higher education sector, the paper concludes that, in the context of a globally connected world, higher education in India is characterised by asymmetry in flows and unclear policies. Recommending that the internationalisation strategy focuses on the four strands of student and programme mobility; infrastructure and policy support; development of research capability; and the employment of technology as an enabler, the paper concludes that a clear approach to internationalisation would offer the potential to secure India a formidable global standing in higher education.

Full Text Available In recent years, the sphere of science and education in Russia undergoes significant reforms. However, the existing framework guiding the development of the higher education contradict the Strategy of Scientific and Technological Development of Russia. These contradictions concern the conditions for building an integral system of personnel reserve and recruitment, which is necessary for the scientific and technological development of the country. The change of the funding model and the transition to two-tier higher education contribute to the outflow of talented youth to the cities where branded universities are concentrated. It creates threats to the human capacity of regional higher education institutions (both regarding staffing number, and regarding personnel reserve. Decreasing trend in number of students because of the federal budget appropriation and the existing system of per capita funding for regional higher education institutions are the threats for regional higher education. These threats can result in permanent reduction of the number of academic teaching staff and in potential decline in quality of education due to increasing teachers’ workloads. The transition to the two-tier model of university education has changed the approach to evaluating the efficiency of scientific research. The number of publications in the journals, which are indexed in the Web of Science and Scopus, has increased, but the patent activity of the leading higher education institutions has decreased many times. The ratio of number of articles to the number of the granted patents in the leading Russian universities significantly exceeds a similar indicator of the leading foreign universities. It can be regarded as «brain drain». Furthermore, this fact explains why the specific weight of income from the results of intellectual activity in total income in the majority of the Russian universities is close to zero. Full Text Available Conditioned by globalisation and constant change, higher education institutions (HEIs are forced to pursue new instruments for quality assurance in higher education. States seem to pursue this aim by attempting to create an efficiently operating system of higher education that satisfies needs of diverse societal groups. Quality dimension is the most important element of efficient and effective higher education. From the perspective of a state, assessment and monitoring of quality are instruments for the management of processes of higher education. The article substantiates these statements using the evolution of the dimension of quality in the European and Lithuanian higher education in the course of the Bologna Process. The article also presents a benchmarking method and discusses its development and application tendencies in business organisations. Also, it looks at possibilities to apply this method in higher education. The main aim of this article is to explore benchmarking as an effective instrument for the improvement of performance quality in HEIs and complement the already implemented quality management systems. Another aim is to suggest this method to national agencies for quality assurance in higher education for monitoring and analysis of qualitative changes on the systematic level. The object of the article is the improvement of performance quality in HEIs. Benchmarking is proposed for the use in higher education on the institutional level as an instrument that complements presently introduced quality management systems in Lithuanian HEIs. This way, it will contribute to the formation of the culture of quality in higher education.

Higher education faces unprecedented challenges. The confluence of changing economic and demographic tends; new patterns of federal and state spending; more explicit expectations by students and their families for affordable, accessible education; and heightened scrutiny by those who claim a legitimate interest in higher education is inescapably altering the environment in which this system operates. Higher education will never again be as it was before. Further, many believe that tinkering around the margins is no longer an adequate response to the new demands. Fundamental change is deemed necessary to meet the challenge of this melange of pressures. A number of commentators have observed that political and corporate America have responded to their challenges by instituting a fundamental restructuring of those institutions. The medical community is also in the midst of a similar basic restructuring of the health care delivery system in this country. Now its education's turn. People are questioning the historically expressed mission of higher education. They make the claim that we cost too much, spend carelessly, teach poorly, plan myopically, and when questioned, act defensively. Educational administrators, from department chairs up, are confronted with the task of simultaneously reforming and cutting back. They have no choice. They must establish politically sophisticated priority settings and effect a hard-nosed reallocation of resources in a social environment where competing public needs have equivalent--or stronger--emotional pulls. Triage in a medical context involves confronting an emergency in which the demand for attention far outstrips available assistance by establishing a sequence of care in which one key individual orchestrates the application of harsh priorities which have been designed to maximize the number of survivors. Full Text Available The growing economic inability in Latin-American states to finance public universities, has positioned public funding as a common theme in almost all targeted reforms of higher education. Insufficient public resources are compromising the effectiveness of academic management in public universities, without knowing the key economic issues for strengthening public sector policies. This essay is intended to: propose a new system of criteria for funding of higher education; based on the analysis of the Venezuelan experience in allocations of public resources used to finance higher education institutions during the 2000-2015 period. It is a documentary research. The proposal contains seven (7 integrating elements that would lead to the establishment of a funding policy for higher education. Finally, it is suggested that the State exceeds the old negotiated "incremental “schemes, "rigid" budget formulas and deferred funding allocations, which fail to identify basic needs and costs associated to the academic management of higher education institutions, in terms of promoting efficiency, equity and decentralization in public funding for the Venezuelan higher education system.

Full Text Available Governance in higher education, both at institutional and systemic levels, has experienced substantial changes within recent decades because of a range of world-historical processes such as massification, growth, globalization, marketization, public sector reforms, and the emergence of knowledge economy and society. These developments have made governance arrangements and decision-making processes in higher education more complex and multidimensional more than ever and forced scholars to build new analytical and heuristic tools and strategies to grasp the intricacy and diversity of higher education governance dynamics. This article provides a systematic discussion of how and through which tools prominent scholars of higher education have analyzed governance in this sector by examining certain heuristic frameworks and analytical models. Full Text Available This essay somehow arbitrarily freezes my ongoing attempt to grasp the present situation and future possibilities of higher education courses, programs, institutions and initiatives that are inspired by integral and likeminded approaches. The focus in this essay is on the European Higher Education Area and its specifics, whereas some implicit or explicit comparisons with the USA are made. My reflections are triggered by the recurrent observation that in Europe there seems to be i more demand than offer of integrally oriented higher education programs, ii an imbalance between overused but little successful and underused but potentially more promising strategies to implement such programs, iii little or no learning from past failures, and iv little mutual awareness, communication and collaboration between different activists and initiatives in this field. The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Given that; most past attempts to implement programs inspired by an integral worldview have failed from the start, or disappeared after a relatively short period, or are marginalised or becoming remainstreamed, this essay aims to devise a potentially more promising strategic corridor and describes the contours of the results that could be brought about when following a developmental trajectory within this corridor. Optimization of educational paths for higher education

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Thefocus in this essay is on the European Higher Education Area and its specifics, whereassome implicit or explicit comparisons with the USA are made. My reflections aretriggered by the recurrent observation that in Europe there seems to be i more demandthan offer of integrally oriented higher education programs, ii an imbalance betweenoverused but little successful and underused but potentially more promising strategies toimplement such programs, iii little or no learning from past failures, and iv little mutualawareness, communication and collaboration between different activists and initiatives inthis field.The context for this essay is i the current societal macroshift, ii the unfolding ofacademic level integral and likeminded research worldwide, and iii the large scalereform of the European Higher Education systems brought about by the Bologna process,its (false promises and the potential it nevertheless has for realizing examples of a moreintegral higher education. In the context of the mentioned interrelationships, there are given the examples of studies offered by the USA and Daugavpils University, as well as the access to value structuring and typology found in scientific literature. The surveyed study results render the public evaluation on the instrumental and terminal values of the higher education. Authors pay a special attention to systemic view or four quadrant matrix use in the analysis of value formation process. Semantic analysis of the concept “knowledge” and hermeneutic interpretation depict the direct connection of the education with individual and collective values. By determining the values dominating in the public, one can predict its expectations in the field of education and adapt it to the necessary changes.

Moreover, the existence of young volunteers of human resources in universities urges the necessity of making these people familiar with disaster management rules and responses in emergency conditions. Creating appropriate tools for disaster management assessment makes it correct and precise in higher education systems using the presented conceptual model. The present model was planned so as to cover three phases which exist before, during, and after disaster. Studies were performed in one of the largest higher education centers in Tehran: Science and Research Branch of Islamic Azad University Campus. Results showed high-risk disasters in these centers which must be taken into consideration continuously. The objective of this study was to create appropriate patterns of disaster risk management in these centers.

Full Text Available The article is focused on the analysis of organizational and legal conditions for the functioning of the highest advisory bodies in the fields of research and higher education, created at the state level at the central governing institutions in Ukraine and selected European countries. The article is aimed at the research of the model of formation and functioning of the national advisory bodies on research and higher education in Poland, Germany, and Czech Republic in the system of science management, based on the national legislation. The following national bodies are studied in the paper: National Council of Science and Higher Education of Poland, the Committee of Science Policy of Poland, the Council for Research, Development and Innovation of Czech Republic, National Council for Research, Innovation and Science Policy of Hungary, the German Research Council and others. It is proved that advisory bodies are an important element of the system of public governance, as well as actors in shaping of the national science and higher education policy. They are formed in a democratic way due to the principle of shared governance and mostly of institutional representation. The article considered selected aspects of the establishment of the National R&D Council of Ukraine, as stated in the Law of Ukraine «On Scientific and R&D Activity» comparing with the relevant European institutions. The analysis of the concept for the National Council for Science and Technologies (R&D of Ukraine along with the administrative and management risks could be considered while implementation of the Law of Ukraine «On Scientific and R&D Activity».

Full Text Available Health promotion practice is characterised by a diverse workforce drawn from a broad range of disciplines, bringing together an extensive breadth of knowledge, skills, abilities, attitudes and values stemming from biomedical and social science frameworks. One of the goals of the CompHP Project was to ensure that higher education training would not only reach competency-based standards necessary for best practice, but also facilitate mobility within the EU and beyond through the accreditation of professional practitioners and educational courses. As a result, higher education institutions in Italy and elsewhere are requested to shift the focus from the definition of learning objectives to the identification of teaching strategies and assessment measures to guarantee that students have acquired the competencies identified. This requires reflection on the pedagogical models underpinning course curricula and teaching–learning approaches in higher education, not only to meet the competency-based standards but also to incorporate overarching transversal competencies inherent to the profession and, more specifically, to the online accreditation procedure. Professionals applying for registration require competence in foreign languages, metacognition and be digitally literate. The article provides a brief overview of the development and structure of the International Union for Health Promotion and Education online accreditation system and proposes a pedagogical reflection on course curricula.

Full Text Available The paper is devoted to the problem of professional selfdetermination, which involves selection of and enrolment in a particular educational institution, as well as preparation for a job placement after graduation in the fast changing labor market. Additionally, the authors point out the related complications, caused by deformations in the professional orientation system, and leading to a professional self-identification crisis. The aim of the research is to demonstrate that fostering the competitive university graduates -the priority task of the modern higher school - requires psycho-pedagogical facilitation, and flexible alternative application of available resources of time, content, organization, and technology. However, the necessity to follow the Federal State Educational Standards and other regulatory procedures slows down the higher school’s response to changing realities, and hinders the prompt development of mobile and adaptive educational programs. As an effective tool for solving the problem of professional selfidentification, the author recommends the variational programs of additional education, regarded as an option to the major specialization. The paper discusses the “SchoolofProfessional Success” project, approbated inBashkirskyStatePedagogicalUniversity, based on the competence and person-oriented approaches, and analytical monitoring of students’ requirements for additional skills and knowledge. The above experience can be further extrapolated to different fields of training.

This paper discusses the motivational performance evaluation system for technology transfer process, specifically the patterns’ evaluation of academic units considering micro-cultures and idiosyncrasies’ analysis, in the academic context of autonomy. Based on action research, the existing performance evaluation system was assessed, and multivariate cluster analysis was proposed and tested as a method to enable micro cultures’ identification and evaluation. The analysis proposed enabled a tool for reflexive discussion regarding the effectiveness of the institutional innovation system in academic units and Engineering Education, and its implications for social and technological development of industry and society enabled action proposals for improvement in the university’s technology transfer management process.

Full Text Available The role that higher education plays in the promotion of sustainable development outstands in the declarations on Education for Sustainable Development (ESD, besides being a research priority in higher education. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available Although the move toward implementing technology in higher education is driven by an increasing number of competitors as well as student demand, there is still considerable resistance to embracing it. Adoption of technology requires more that merely installing a product. This paper outlines a framework for a strategic change process that can be utilized by educators for the purpose of the selection as well as successful implementation of educational technologies within their setting, in particular, online course management systems. The four steps of this process include strategic analysis, strategy making, strategic plan design, and strategic plan implementation. The choice to embrace a new system and the extent and speed of its implementation depends upon internal factors such as resources, organizational culture, faculty readiness, anticipated degree of resistance, and the degree of variance from the status quo. A case from the author’s experience provides one example of how the use of distance learning technology was strategically implemented.

International cooperation in the field of education is an important norm of the Bologna Declaration, as actually facilitates increase of mobility of teachers and students, independence of students, their level of self-organization.The purpose of this article is an analysis of the international cooperation departments activities of higher educational institutions of Ukraine as an effective mechanism for the integration of Ukrainian higher education system in the global educational community.Making preparations of the article we conformed to scientific methods of cognition, and also historical methods. We succeeded in  analysis of activity of international connections departments of  higher educational institutions thanks to using of methods of search, analysis and synthesis of empiric material.With accession of Ukraine to the Council of Europe and joining to the Bologna Declaration, there emerged a need for the formation of new structural subdivisions in the higher educational institutions  - departments of international connections.Contacts with higher educational establishments of foreign countries grew into an important resource for rise of the employees qualification by realization of common scientific researches, organization of internship of faculty and student staff.Some features depending on the specific of  personnels training and profile of university take place in activity of departments of international connections of every higher educational institution. From a unitary three-level model— university/department/ teaching and research group—before the reform, the organizational structures of the universities have developed a new organizational structure that is more flexible and more open. This more adaptable structure is intended to meet the developmental demands of modern universities with close links being created between their work and regional economic and social development. China has moved from a very centralized educational system in which the main decisions were taken by the central government to a decentralized educational system. Full Text Available Higher education has come to be included in the list of items considered to be of priority and of strategic importance for the future of a nation: a generally accepted conviction that development requires an ever increasing level of education in the population. In Brazil, however, only 10.6% of those aged between 18 and 24 manage to enter higher education. How to increase access and obtain greater equity whilst providing quality education is a central issue in education policy. In the last decade solutions have been proposed to provide greater access and equity based on the diversification of the system with the creation of new types of HEIs, new types and modalities of courses, as well as those proposals including affirmative action (PROUNI and the policy of quotas. The analysis of statistical data, interviews, documents, and legislation reveals the current situation: the amplification of access as well as the implementation of social inclusion policies, has, particularly in the private higher education sector, resulted in the production of a socially perverse democratization effect.

To identify the barriers and/or obstacles these women experienced during their career paths as women clinical laboratory scientists who transitioned to higher education administration. To identify how being a woman influenced their careers as higher education administrators. A multi-site case study design was selected for this qualitative research involving a purposive sample of eight research participants. Data collection was guided by ten open-ended questions in seven face-to-face and one telephone semi-formal interviews. The purposive sample included women clinical laboratory scientists who held a current higher education administrative position at the dean's level, including associate and assistant dean positions, in a university setting. The participants were located in eight higher education institutions in Nebraska, Illinois, Ohio, Tennessee, Missouri, and Texas. Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Full Text Available Delivery of higher education used to be exclusive to the public sector in Malaysia. However, legislative changes made in 1996 led to the coexistence of public and private higher education institutions. In 2007, there were 20 public universities compared to more than 500 private institutions, of which 30 are currently categorised as universities or university colleges. Looking at their respective roles as higher education providers, public and private institutions display characteristics of being substitutes while at the same time serving complementary roles to one another. This dichotomy between public and private higher education institutions can, in fact, be seen as inclining towards a hybrid model that allows both to operate within a single system of higher education provision in the country. Such a hybrid model is evident in how the clientele is being divided between public and private higher institutions. It is also evident in the different roles played by the respective faculty members as well as in the programmes being made available in either type of institutions.

However, universities often face important financial difficulties to extent the externalities they provide. In recent years alternative resources also are employed in financing higher education. For instance it is universally accepted application that some of the costs of higher education are accrued to the direct beneficiaries or the students. In some countries however higher education is solely funded by public resources because higher education in these countries is considered as public good. However in the recent years, a widespread belief suggests that public resources are not fit for efficient use, therefore alternative means of higher education finance are being explored. One such means appears to be an income-contingent system or student borrowing system. This method eases the burden of public finance and allows for students to assume a partial cost of higher education.

Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper is devoted to researching the economic behavior of individuals in the higher education in the term of increasing bureaucratization. Reasons of bureaucracy and inefficiencies generated by it are considered on the example of the higher education sector. Constant changes in the bureaucratic system requirements need to be adapted in the behavior of actors. The authors highlight approaches to adaptation within the framework of the Austrian school of economics. Austrian approaches to adapt and the adaptive rationality concept in institutional economics are compared. The role of rationality in the process of adaptation is shown in the research. The empirical basis of the study is represented by the transcripts of 50 in-depth interviews conducted in 2015 with students, lecturers and heads of higher education institutions of the Rostov region. The main objective of the interview is the allocation of institutional change in higher education. Bureaucratization was named by respondents as one of the most important changes. The paper systematizes the respondents' answers on the impact of bureaucracy and carries out typology of adapting ways to the formal innovations. Imitating practices as a form of adaptation to the growth of the formal requirements are considered clearly. The authors display the negative impact of this adaptation form to the quality of educational activities and organizational culture.

Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Virtual Learning System Usage in Higher Education – A Study at Two South African Institutions

Full Text Available In higher education institutions various VLSs have been formally adopted to support online teaching and learning. However, there has been little research on patterns of VLS use among educators. The purpose of the research was to provide a descriptive analysis of VLS feature usage, and associated challenges at two South African higher education institutions. A case study research strategy was adopted, combining qualitative and quantitative approaches to data collection and analysis. Survey findings revealed four clusters of VLS feature usage, namely, communication, management, content and pedagogic. Analysis showed that the ‘content cluster’ was used more than the other clusters. The average usage of the ‘pedagogic cluster’ for Durban University of Technology (DUT was significantly greater than that of University of KwaZulu-Natal (UKZN, which tentatively indicates that staff development seems to be an important aspect of VLS usage. There was no significant difference in the usage of the ‘communication’ and ‘management’ clusters between the two institutions, DUT and UKZN. The study contributes to the body of system utilisation research by confirming an uneven pattern of VLS feature usage among educators, whilst providing fresh insights into the challenges associated with the usage of two different VLSs in two different universities.

This experience was recently recognized in 2008 by the ENQA: European Association for Quality Assurance in Higher Education through the admission of ARACIS as a full member of EQAR: the European Quality Assurance Register. The Board of ENQA agreed to grant ARACIS’s full membership of ENQA for five years from 2 June 2009. This article explores the benefits of membership for the Romanian Agency for Quality Assurance in Higher Education – ARACIS, comparing to other regional and global quality assurance agencies networks. Full Text Available This article examines the integration of the new information technologies (IT into Israeli higher education, and most particularly its research universities through a top-down strategy, initiated by the Israeli Council for Higher Education since the end of 1999. This top-down strategy has created a systemic change that will affect the many layers of university activities rather than in a random, sporadic manner undertaken by enthusiastic individuals. This article discusses the built-in contradictions and dilemmas in the process of adapting distance teaching methods by conventional universities in Israel (as well as in other higher education systems. It examines the merits of a top-down strategy aimed to implement the IT through a macro-level, systemic approach, and analyses the differential uses of the IT in Israeli higher education institutions, relating to variables of: access-outreach; teaching-learning processes; study materials production; data and information retrieval; administrative functions; the creation of researchers' communities; inter-institutional collaboration; and associated costs. The article concludes with some suggestions for effective implementation of the IT in different types of higher education institutions in a comprehensive and systematic manner, that will take into account their academic ethos and organizational infrastructure, and cater to the unique needs and characteristics of their relevant constituencies.

Full Text Available Over the past decades, the development of the internationalisation of higher education has revised the conceptual framework of higher education, enhanced its scope, scale and importance, and transformed its world, as well as reshaping relationships between countries. More powerful universities play a central role and are suppliers of knowledge, whereas weaker institutions and systems with fewer resources and lower academic standards occupy a peripheral position and are consumers. The centre-periphery dichotomy in the internationalisation of higher education undoubtedly presents considerable challenges to the higher education institutions of the peripheries. For developing regions like Africa, higher education is an important instrument for socio-economic development, and one of the strategies to improve and qualify higher education is internationalisation. In spite of various attempts to enhance the benefits of internationalisation, African higher education has continued to be peripheral, with relationships remaining asymmetrical, unethical and unequal. Along with some positive benefits, internationalisation has brought complicated implications and new challenges, such as the brain drain, cultural values, the commodification of higher education, the persistence of inequality between global north-south universities, and so on. The purpose of the present paper is to highlight the challenges and unintended consequences of the internationalisation of higher education, with a particular focus on Africa.

Energy efficiency interventions in UK higher education institutions

This paper provides an insight into energy efficiency interventions studies, focusing on issues arising in UK higher education institutions (HEIs) in particular. Based on a review of the context for energy efficiency and carbon reduction programmes in the UK and the trends in higher education sector, existing external and internal policies and initiatives and their relevant issues are extensively discussed. To explore the efficacy of some internal intervention strategies, such as technical, non-technical and management interventions, a survey was conducted among UK higher education institutions between February and April 2008. Consultation responses show that there are a relatively high percentage of institutions (83%) that have embarked on both technical and non-technical initiatives, which is a demonstration to the joined-up approach in such area. Major barriers for intervention studies are also identified, including lack of methodology, non-clarity of energy demand and consumption issues, difficulty in establishing assessment boundaries, problems with regards to indices and their effectiveness and so on. According to the definition that “The non-governmental higher education is a major growth point for development of educational career and an important driving force in promoting educational reform”, quoting from The planning outline on the national medium and long-term educational reform and development (The Planning Outline for short issued in 2010 by China’s State Council, China has launched policies of greatly supporting the non-governmental higher education and designed the reform goals of the government as the main body of education, with the active participation of the whole society, and the mutual development of the governmental and non-governmental higher education. Soon afterwards, the nation has started the move of the non-governmental educational system, and positively explored the management of classification of profit and non-profit non-governmental educational institutions. Thus, the development of the Chinese non-governmental institutions of higher learning has been greatly influenced because of the policies and relevant practices. This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. As a result, their traditional mission (teaching, research, the third mission, and mainly the social function of the higher education system, may be at stake. At the same time, this study illustrates how difficult it is to introduce any higher education policy without thorough evaluation of other policies in place and of various factors affecting institutional behaviour.
