Institutions and organisations in Russian higher education: the example of Rostov region education services market

Full Text Available The paper examines the process of transformation in institutional and organizational structures of Russian Higher Education (Rostov Region is taken as an example. Adaptive economic behavior of key actors on the Russian education services market has been studied in the context of constantly changing institutional and organizational environments. Original institutional approach in the tradition of J. Commons and J. Hodgson has been applied to analyze interconnections between institutions and organizations. The evolution of institutional and organizational structures in Russian Higher education has been divided into three stages. We distinguish between those stages taking into account the dynamics of quantitative indicators and the change in norms and standards that regulate actors’ behavior in the field. The period of 1990-2002 can be characterized by weakening of government regulation and, simultaneously, lack of financial support of Higher Education. Meanwhile, private Higher Education and paid university programmes developed rapidly during that period. These changes resulted in quantitative growth in the field on the one hand, and devaluation of Higher Education, on the other hand. It is assumed that the “bubble” in Russian Higher Education, which arose in 2002-2008, occurred to a great extent because of the expansion in extramural and lowquality full-time education aimed only at getting graduate diplomas. During the period of bubble formation and latter decline in demand on the Russian education services market, the Government strengthened norms and standards referring to regulation of Higher Education. Recent “optimization processes” of 2009-2015 resulted in reducing the number of students and lecturers, universities and their branches.

Impact of bandwidth for various services in heterogeneous network and quality of service via communication technologies in Malaysian higher educational

Full Text Available This study focuses on heterogeneous services and communication technologies for retrieving and sending information between students and lecturers in Malaysian higher educational institutes. It intends to investigate pattern and significant level of various services implementation, convergence of communication technologies and bandwidth capacity for last mile users (students and lecturers. It is designed to determine which communication technologies, services, bandwidth capacity and QoS will achieve the highest level acceptance in Malaysian higher educational institutes. Heterogeneous environment can also generate mobility approaches. A survey method is used to collect data from respondents (System Network Administrator in Malaysian higher educational institutes. Statistical Analysis using t-test shows that implementation of high speed bandwidth for Internet (WAN achieved significant level. Frequency test are used to analyze the various services implementation via convergence of communication technologies in heterogeneous environment for retrieving information. The most apparent finding of this study is that various services implementation in higher educational institutes can affect convergence of communication technologies usage in accessing information over heterogeneous network environment between students and lecturers. The study or analysis confirms that Malaysia higher educational institutes have not achieved a maximum level of various services implementation via convergence of communication technologies between students and lecturers in heterogeneous network environment. Therefore, low convergence of communication technologies can produce a low mobility and ubiquitous interaction between students and lectures in Malaysian higher educational institutes.

An Empirical Investigation into the Construct of Higher Education Service Quality

Full Text Available The paper addresses the issue of higher education service quality measurement and stresses the need of devising psychometrically as well as diagnostically sound measurement instruments, suitable to the context being investigated. The study builds upon the SERVQUAL scale, the inventory successfully tried and tested across a broad spectrum of service industries. Notwithstanding significant resemblance with the original five dimensions of service quality, research findings indicate six-dimensional structure of the construct of higher education service quality. Study performed on a sample of Engineering Management students reveals perceptions falling short of expectations across all of the determinants of service quality. The largest negative gap between students’ perceptions and expectations has been discovered concerning the potential for future career development, whereas research findings indicate the same dimension to be the most important predictor of students’ future behavioral intentions. In an attempt to inspire further interests in this field, managerial implications and directions for future research have been discussed.

There is global recognition that the inclusion of service users in the education of health and social care students in higher education can lead to more compassionate professional identities which will enable better decision making. However, to date there is no systematic tool to explore learning and service user involvement in the curriculum. To generate and validate a psychometric instrument which will allow educators to evaluate service user pedagogy. Construction and validation of a new scale. 365 undergraduate students from health and social care departments in two universities. A two correlated factor scale. Factor 1 - perceived presence of service users in the taught curriculum and factor 2 - professionals and service users working together (correlation between factor 1 and factor 2 - r = 0.32). The Huddersfield Service User Pedagogy Scale provides a valid instrument for educators to evaluate student learning. Full Text Available The article deals with the analysis of the developed market of higher educational services, various problems in the regional higher education service markets are designated and disproportions in the educational services market are revealed which in case of a suspense pass into the category of barriers to representatives of all interested parties.In the unstable conditions of a social and economic situation in our society, absence of the forecast of economy development, formation of profile structure of specialist training is complicated. Full Text Available The recent changes in higher education impose an increased usage of marketing in this field, because this is the path to a more profound understanding of consumers' needs and to identifying the correct market position of the higher education institution. Moreover, it is helpful in developing various study programmes which provide graduates with the necessary skills to successfully meet the requirements of the labour market. At the same time, the employment of marketing in the academic environment not only contributes to correctly informing the public as regards the education offer and the benefits of being the holder of an academic degree, but it also strengthens the academic image and reputation on the market. Full Text Available The intangible nature of education is one contributor to consumers’ perception of risk prior to their purchase and consumption. This risk includes: functional risk, financial risk, temporal risk, physical risk, psychological risk and social risk. The presence of these risks often makes consumer evaluation prior to purchase and consumption difficult. Invoking a service guarantee is a platform available to enable higher educational institutions to minimize such risk perception so as to induce purchase. Specifically, service guarantee for higher education entails the application of teaching performance guarantee. This form of guarantee focuses on two important customer groups of higher educational institutions namely, students and faculty members, and focuses only on a specific performance aspect such as instructor’s performance. Thus, if students are dissatisfied with an instructor’s performance they are entitled to receive their money back. The imposition of such a teaching performance guarantee would implicate instructor’s accountability for certain aspects of their performance. It also establishes a mechanism to solicit feedback to better understand why and how instructors fail. Full Text Available The evaluation of a program’s compliance with service delivery and features necessary for the attainment of the programs educational objectives, student outcomes and continuous improvement is an important element in program accreditation and continuous improvement process. The study reported in this paper investigated the possible effects of students’ feedback on the improvement of adult higher education distance learning service quality in a South African rural-based university. The study interrogated the service provision factors that seemingly helped in improving the delivery of the program. Such information are vital for planning, good governance, policy formulation, monitoring and evaluation, and for decision-making. The study used a quantitative descriptive statistics analysis of data generated ranging from 2013-2014. It comprised of overall student satisfaction as the dependent variable and the explanatory variables were given by program management, facilitation, assessment, learner support, systems, resources, program outcomes and subject matter. Analytical results were obtained from the Mann Whitney Test. The population consisted of students enrolled in the Advanced Certificate in Education (ACE program by distance mode. The 313 respondents sampled were randomly selected from a total population of 916 students. Data were collected using a semi-structured questionnaire. The results revealed that service qualities linked to effective management, facilitation, academic support and subject matter delivery were the main qualities that the students recommended for the improvement of the program. It is therefore recommended that adult higher education programs must have a documented systematically utilized and effective process involving program service delivery constituencies like assessment, academic support and resources provided, for the periodic review of the program educational objectives to ensure that the program remains consistent

Full Text Available In this study we intended, in the first place, to analyse and determine if the online environment represents an efficient environment for promoting educational services offered by higher education institutions in Romania. Another major objective of this paper is to describe a context in which online marketing tools like Facebook and Google AdWords could contribute to promote higher education services in the online environment. In order to achieve the goal, a causal research based on experiment was designed and implemented. The type of the experiment is 'before-after with control group', design. For conducting the experiment, after developing the landing page, two advertising campaigns were designed: one of them through the tools offered by Facebook and the other one by using Google AdWords. The test units considered are two masters of the faculty of economics (one master is the experimental unit and the other is for control. The independent variable is the extent to which the masters are promoted in the online environment and the dependent variable is the number of students enrolled in the two masters during the admission period. Based on the results from this experiment, but also on data of other studies, we consider that the best results in designing online promotion campaigns for higher education institutions - when considering the tools involved in this experiment - are obtained when they are used as complementary tools. According with our observations, Google AdWords has more potential for attracting prospective students on the landing pages containing information dedicated to them, but Facebook’s features can be successfully used in particular for creating and developing relationships with potential students so that they will subsequently want to become students of that institution.

Full Text Available The attention in the article has been drawn to the nature and characteristics of commercialization in the higher education system of Ukraine. It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. The factors of development and dynamics of the Ukrainian forms of commercialization, as well as recommendations for avoiding the negative consequences of the economization and commercialization in higher education structure of modern Ukraine have been considered in the article. Full Text Available Economy in Bosnia and Herzegovina is striving towards growth and increased employment and it has been proven by empirical studies worldwide that higher education contributes to socio-economic development of a country. Universities are important for generation, preservation and dissemination of knowledge in order to contribute to socio-economic benefits of a country. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

The purpose of the present review paper was to provide guidance on the use of service-learning within higher education, relevant to the preventive medicine and public health topics of healthful eating, physical activity, and obesity prevention. In service-learning, coursework is structured to address community needs, and to benefit students through the real-world application of knowledge. The benefits for students include positive impacts on social skills, empathy, awareness, understanding, and concern regarding community issues, plus greater confidence and skills to work with diverse populations, increased awareness of community resources, improved motivation, and enhanced knowledge. Educational institutions may also benefit through improved "town and gown" relations, as strong ties, partnerships, and mutually beneficial activities take place. The present literature review describes several service-learning applications such as nutrition education for kids, dietary improvement for seniors, foodservice recipe modification on a college campus, an intergenerational physical activity program for nursing home residents, motor skill development in kindergarteners, organized elementary school recess physical activities, health education, and obesity prevention in children. From this review, service-learning appears to have great potential as a flexible component of academic coursework in the areas of preventive medicine and public health.

Full Text Available The existing conceptual and technological approaches to the organization and implementation of international cooperation between higher education institutions with the performance of international accreditation based on education quality system have been characterized in complex, considering the key trends of internationalization of higher education. Priority strategies of higher education internationalization and types of international academic cooperation between universities regarding education services were defined. It has been substantiated that the most important manifestation of higher education internationalization is international cooperation between universities regarding rendering education services, while the highest level of internationalization of this service is joint educational programs. A complex analysis of international accreditation requirements to joint education programs was made on the basis of the system of education quality improvement, its advantages were proven and its distinct features that influence the choice and substantiation of international cooperation, marketing and branding of individual programs were characterized. Technology of international accreditation for joint programs was detailed. Special attention was paid to the practical component of launching joint degree programs between Ukrainian and foreign higher education institutions. The experience of joint master’s degree programs of Kyiv National Economic University named after Vadym Hetman and the University of Redlands Business School (California, USA was analyzed.

Institutions of higher education provide a specific kind of services to their users, which makes these institutions a part of the public sector. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

This paper describes an impending shortage of higher-educated labor in Indonesia. Dynamic change is occurring in both Indonesia's population and economy. Its rapidly growing population demands annual national economic growth of 2.2% to avoid declining per capita output. Accordingly, investments have surged in banking and manufacturing industries as Indonesia undergoes structural change from an agricultural to service-based economy. Plagued by a majority of low productivity, elementary-level educated workers, increased productivity is called for to ensure continued development. As the age structural shift progresses, many of these workers will be absorbed in the services sector. Jobs exist requiring workers of all skill levels. This paper is mainly concerned, however, with higher-educated labor's failure to be oriented to the research and development required for sustained economic growth and development, and their entry into clerical positions potentially filled by less educated and less skilled labor. The services sector, particularly public services, is responsible for absorbing much of this labor. As professional, technical, and managerial capabilities and qualifications become increasingly needed in the near future as sector investments take effect, a shortage of higher-educated labor will become apparent. Policy makers are advised to anticipate these shortages and contemplate investments in human capital to facilitate a more smooth adjustment to structural change.

Full Text Available The professional with a bachelor in Secretarial Science is increasingly placed on the labor market, both in the private and the public sector. However, recent public service entrance examination, on several occasions, offer positions for executive secretary – in which, neither the undergraduate degree in Secretarial Science nor the professional registry is mandatory, allowing undergraduates in different areas enter the public sector as executive secretaries. On the above, this article aims at identifying and introduce the public service entrance examinations for executive secretary, specifically in the Federal Institutions of Higher Education (IFES, from 2009 to 2015. It was identified 110 public service entrance examination rules which provided 531 positions. Of these, only 308 positions (from 57 public service entrance examination rules were exclusively intended for applicants professionally qualified according to the Law No 7.377 of September 30th, 1985. It was noted that some IFES did not demand, in their public service entrance examination rules, the professional qualification required by the Circular Letter No 015/2005 from MEC, causing a loss to the professionals with the professional qualification.

Full Text Available The main aim of this research was to study the relationship between perceived quality (PQ and satisfaction in Higher education, and especially to identify if these variables could differ between groups of students exposed to different teaching methods. A quantitative study was conducted at a Portuguese Faculty of Health Sciences, through a survey applied to a final sample of 359 students. Data analysis was performed through a structural equation model, using, for this purpose, the PLS method. Results confirm that PQ is positively related to students' satisfaction in the Higher Education Institutions (HEI context, and that PQ and satisfaction are significantly different when students are exposed to different teaching approaches. Although there is a substantial body of evidence regarding teaching methods in HEI, to our knowledge there is no reliable prior study that explicitly approached the influence of alternative teaching methods on students' satisfaction and their perception of service quality.

Full Text Available Introduction: this paper deals with the foreign and domestic experience of creation and use of educational institution management automation systems. The problems of higher educational institutions management are essential in conditions of growing competition between educational institutions. Their complexity and timeliness defines multifunctional activity of higher educational institutions, diversity of funding sources, the variety of forms and types of educational, scientific, industrial and economic activities, the need for monitoring of the market of educational services and the labor market (including the need for employment of graduates, the necessity for adaptation to continuously changing economic conditions. Materials and Methods: system approach and method of comparison were used in analysing the current state of development and organisation of the automated information systems of higher education. These methods were also used to compare the qualitative characteristics of different technologies and methods of creation of the automated information systems. Results: the foreign and domestic educational institution management automation systems SIMS. net, Capita Education, SPRUT, Galaxy of Higher Educational Institution Management”, and “GSVedomosty” were analysed. Disadvantages of the functional module AIS – AWP pertaining to the University Rector of the higher educational institution were found. The improvement of higher educational institution AIS by implementing decision support systems for the management, made on the basis of the model of SaaS (software as a service is discussed. The author developed a model of automated score-rating system to assess the individual performance of students. Full Text Available The rise in the living standards in most of the world, the rise in population and schooling rates have increased the demand for higher education. The attribution of semi public property becomes determinant to decide whom will provide the supply and the production in semi public properties is realized by means of a supply and demand mechanism. The supply of higher education is mostly secured in accordance with the public demand as well as the resources available.  In addition, the fact that higher education services have produced significant benefits has led to over demand. This situation relates to a simple economic rule that a commodity or service which costs almost nothing or little will increase until the mariginal benefit of its demand equals to 0 or almost 0. However, the educational supply and demand is difficult to identify in accordance to the supply and demand and balance of price as observed in the economic theory. The high profits that would be attracted in the future are significant factors influencing individual’s decisions for investment. The decision for investment depends on the possible return in the future, the cost of investment, and the current interest rates. Higher education with investment purposes is influenced by these three factors and higher education is demanded more and more by individuals on the expectation that they will gain high profits In theory, it is accepted that the basic factors identifying the demand for higher education are in harmony with empirical research results in several countries including Turkey.

Full Text Available Purpose: Higher Education Institutions have become a highly competitive market, where consumers (i.e. students are highly involved in their choices, and managers need to focus on competitive edges. This paper aims to understand the factors that influence student choice behaviour and fulfil student expectations of customer value in higher education institutions (HEIs. Design/methodology/approach: with qualitative information (focus groups collected from international students of several universities in Spain, Britain and China, the paper investigates the formation of customer value, as a trade-off between benefits and costs. This qualitative approach aims first at assessing this particular service through the concept of value through verifying both the positive and negative dimensions of HE, and second, to comment on the intercultural aspects of this dual approach to higher education consumption. Findings: the results show different levels of benefits: the functional value generally comes from infrastructures and good teachers that offer abundant practical experiences. The benefits from quality education also derived from teamwork with the colleagues who possess equal academic strength. Social benefits come from experiences outside the academic environment, working with people from different cultural backgrounds who have different perspectives. Emotional rewards come from University reputation and relationships with instructors. Costs of time and effort are differently seen across programs and vary widely upon nationalities and cultural backgrounds. Practical implications: since the competitive environments are fast becoming more and more complex added to the fact that it changes rapidly and dynamically, to concentrate on a few key elements are most important to the organizations survival. In an effort to modernize the educational offer, higher education institutions placed, in their programs of studies, different possibilities of teaching using „distance learning”. This trend is already very common in the world’s largest universities. The Polish higher education system, keeping the pace with current trends, has created a legal foundation for the use of modern forms of teaching. The current approach to teaching is also a response to the offer of leading universities of the world and thus the search for competitive advantage in the international educational market. The aim of the article is to present main objectives of the teaching method of e ‑learning, and at the same time, to present the legal status and the rules for the use of e ‑learning in Polish higher education. Disability inclusion in higher education in Uganda: Status and strategies.

Uganda has embraced inclusive education and evidently committed itself to bringing about disability inclusion at every level of education. Both legal and non-legal frameworks have been adopted and arguably are in line with the intent of the Convention on the Rights of Persons with Disabilities (CRPD) on education. The CRPD, in Article 24, requires states to attain a right to education for persons with disabilities without discrimination and on the basis of equal opportunities at all levels of education. Despite Uganda's robust disability legal and policy framework on education, there is evidence of exclusion and discrimination of students with disabilities in the higher education institutions. The main objective of this article is to explore the status of disability inclusion in higher education and strategies for its realisation, using evidence from Emong's study, workshop proceedings where the authors facilitated and additional individual interviews with four students with disabilities by the authors. The results show that there are discrimination and exclusion tendencies in matters related to admissions, access to lectures, assessment and examinations, access to library services, halls of residence and other disability support services. The article recommends that institutional policies and guidelines on support services for students with disabilities and special needs in higher education be developed, data on students with disabilities collected to help planning, collaboration between Disabled Peoples Organisations (DPO's) strengthened to ensure disability inclusion and the establishment of disability support centres.

There substantiated the formation of a new national financial strategy in the field of higher education, which is based on the introduction of a mechanism for distributing financial responsibility between the state and consumers of educational services represented by employers and business structures, which can be implemented within multi-channel financing; adaptation of the experience in creation of endowment funds as a tool for additional financing of the higher education system; increase in the effectiveness of the export policy in the market for educational services. The globalization culture of the higher education system in Ukraine is primarily associated with the process of innovative education of society. Then a certain complexity takes place, which is conditioned by the continuous inclusion of the totalitarian system into Ukrainian space. As a result, its economy, as well as social and cultural spheres, could not develop freely and independently. That is why advancing the globalization of higher education the Anglo-American model of the world order should be taken as a basis, as well as the expansion of Euro-Atlantic cultural values, which are approved particularly for a foreign higher school, which main advantage is critical thinking, that contributes to the formation of a creative approach to any human activity. Continuous quality improvement (CQI), often implemented as part of an integrated management system called total quality management (TQM), has been institutionalized within many manufacturing, military and service organizations in the USA as a response to declining market share, low productivity and customer complaints about poor quality. Signs and symptoms suggest that higher education has similar problems which are systematic and relate to the quality ot higher education, financing, facilities, curriculum and graduates. In the 1990S, the quality movement has begun to spread to the field of education as a means of diagnosing and treating the problems widely recognized as residing in US educational institutions, especially in colleges and universities. Many business leaders and authors believe that 'quality is the most important strategic issue facing top management in the 1990s'. This belief arises partly due to the fact that managers are beginning to understand the relationship between healthy, high quality organizations and healthy profits. This article traces the recent US quality movement from its roots in manufacturing and the military, its adoption by service institutions, and its more recent application by higher education institutions.

Full Text Available This paper takes as a starting point Lewis Hyde’s (2007, xvi assertion that art is a gift and not a commodity: “Works of art exist simultaneously in two ‘economies’, a market economy and a gift economy. Only one of these is essential, however: a work of art can survive without a market, but where there is no gift there is no art.” I want to argue that the same claim should be made for those aspects of academic labour that refer to teaching and education. Education can survive without a market, but where there is no gift there is no education. However the gift that is part of all educational processes gets rather obscured in regimes where higher education is either a public good or a private good. In regimes of higher education as public good the gift gets obscured by the provision of a service by the state. In regimes of higher education as a private good (e.g. higher education in the UK the gift gets even more obscured, obviously so. It is only in a third educational regime, where education is a common good (e.g. the recent rise of the free universities, that the gift character of education can properly shine. Whilst this should be celebrated, the notion of a higher education commons poses some severe challenges. The paper ends with an examination of possibilities of academic activists to rescue or even strengthen the gift-like character of education.

In order to examine this study, the author explains the concept of educational fever and discusses the relation between Confucianism and education zeal. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

Full Text Available Successful learning in higher education incorporates various factors related to knowledge, skills, habits, and motivation. Additionally, students’ personalities and self-efficacy may contribute to their adjustment, planning of activities, and achieving success. The objective of this paper is to analyze students’ needs for support services, which enhance the effectiveness of their learning environment at higher education institutions. Answers received from a sample of undergraduate freshmen at one American University and one Croatian University were analyzed and compared. The students from both countries agree that there is a need for developing self-reliance and personal responsibility in using support services, as well as for the timely and accurate information on availability of these services. Students’ suggestions and their desire to enhance effectiveness of their learning environment may be used in creating and improving support services in higher education institutions as well as training their staff.

The franchising seems to be a mechanism, which is most predestined for this type of actions covering the area of educational services. The essence and the possibilities of the implementation of franchising methods are presented in this paper. The process of creation of a franchising system and factors determining its choice as well as the mechanism of its implementation in the education were described. Methods: The paper is based on the analysis of literature sources and indicates the possibility to use the potential of franchising in the management of a university. The attempt was made to present this problem in the context of a franchisor and a franchisee as well as possible market changes. Results and conclusions: The paper is a study of the literature and uses the experiences of the implementation of franchising in various services areas. Its purposefulness as well as the possibilities of its application in higher education was shown. The lack of results of researches in this area makes impossible to precise the system and the scope of its implementation. The need of such researches was shown as well as the need of preparing a report showing the existing facts and possibilities to use franchising methods in this area.

Higher fees paid to US physicians drive higher spending for physician services compared to other countries.

Higher health care prices in the United States are a key reason that the nation's health spending is so much higher than that of other countries. Our study compared physicians' fees paid by public and private payers for primary care office visits and hip replacements in Australia, Canada, France, Germany, the United Kingdom, and the United States. We also compared physicians' incomes net of practice expenses, differences in financing the cost of medical education, and the relative contribution of payments per physician and of physician supply in the countries' national spending on physician services. Public and private payers paid somewhat higher fees to US primary care physicians for office visits (27 percent more for public, 70 percent more for private) and much higher fees to orthopedic physicians for hip replacements (70 percent more for public, 120 percent more for private) than public and private payers paid these physicians' counterparts in other countries. US primary care and orthopedic physicians also earned higher incomes ($186,582 and $442,450, respectively) than their foreign counterparts. We conclude that the higher fees, rather than factors such as higher practice costs, volume of services, or tuition expenses, were the main drivers of higher US spending, particularly in orthopedics.

Full Text Available The article is aimed at determining the mechanisms of improving the management of the system of higher education in the context of the current regulatory support, which will be the means to solve the problem of inefficient functioning, lack of financing, and low quality of higher education. The factors, causing negative impact on development of the higher education system were analyzed, the most important of which are the lack of financing and the shortcomings of the legal support of the education sector. It has been determined that a shortage of funds and lack of communication between the education sphere and employers reduces the efficiency of management of the system of higher education. The legal support of the educational activities requires improvement due to the declarative nature of individual provisions on the management of the system of higher education. Consideration of the legal factor is necessary for regulating the decentralization of management in the education sphere, improvement of financing, perfection of the system of control of the education quality. Ways for decentralizing the management of the education sphere, increasing its effectiveness, and improving the economic status of higher education institutions, have been suggested. The scientific-practical recommendations have been formulated to attract potential consumers of educational services to reforming the higher education system and increasing its effectiveness.

Full Text Available In the present article we aim to study thoroughly and detail aspects related to architectures specific for e-learning and management of human resources training interconnected to management of qualifications. In addition, we take into consideration combining e-learning architectures with software in an e-learning system interconnected with the National Registry of Qualifications of Higher Education, in view of developing and information system that correlates educational supply from higher education from Romania with labor market demands through qualifications. The scientific endeavor consists of original architectural solutions to integrate data, systems, processes, services from various sources and to use them in the proposed system. The practical result of the scientific endeavor is represented by design of architectures required for developing an e-learning system interconnected with the National Registry of Qualifications from Romania, which involve in first stage the qualifications provided by higher education. The proposed innovative solution consists in the fact that the proposed information system combines the advantages of content management system (CMS with learning content management system (LCMS and with reusable learning objects (RLO. Thus, the architecture proposed in the research ensures the integration of a content management system with a portal for information, guidance and support in making a professional project. The integration enables correlation of competences with content areas and specific items from various teaching subjects, thus evaluating the usefulness for this registry from learning/educational perspective. Using the proposed information system in enables correlation among qualifications, content of educational program and continuous self-evaluation opportunities, which facilitate monitoring of progress and adjustment of learning content.

Full Text Available As the new millennium dawned, it became clear that American higher education had done some serious soul-searching in light of concerns that it was losing distinctiveness in pursuit of prestige. Moreover, many institutions began returning to their roots in response to exhortations to take a new leadership role in preparing students for active, responsible citizenship. Ernest Boyer struck a responsive chord when he proposed the scholarship of engagement as a means whereby the academy would employ its considerable resources to tackle the social, civic, and ethical problems that beset our communities (Boyer, 1996. In 1999, higher education leaders across the country articulated their commitment to the civic purposes of their institutions as vital agents and architects of a flourishing democracy (Campus Compact, 2000. The present decade has witnessed a widespread renewal of higher education’s historical commitment to public engagement and the growth of service-learning as a pedagogical approach to developing civic knowledge and skills. However, much work remains to be done. Social problems persist, locally and globally; today’s youth view political involvement with skepticism; civic learning is lacking, or lagging. The quality of educational services has always been a major concern for higher education managers. Interviewing stakeholders and experts increases our understanding of different aspects of the subject in order to create a native model with high performance capability based on existing conditions and the cultural and political infrastructure of our country. Therefore, we aimed to define the perception and experiences of educational service stakeholders.Methods: In this qualitative thematic content analysis that adapted a deductive approach using Graneheim and Lundman’s method. Initially, purposeful sampling was done to identify and select the students (as first level stakeholders studying paramedical majors at one of the medical science universities of the country during the educational year 2015-2016. Altogether, 20 people were interviewed consisting of 6 students, 4 faculty members, 2 student affairs employees, 1 counselor, 2 education officers, and 2 education office managers.Data were analyzed and coded using MAXQDA software.Results: Of the 400 initial codes extracted through data analysis, 336 abstract codes, 48 sub-categories, 20 categories, and 7 themes were obtained. The level of abstraction was different in the categories. The extracted themes were as follows: information gap before and after entering university, the difference between expected and perceived services and factors contributing to expectations, the university’s approach in enhancing service quality, the student and management of educational problems, the system-student interaction in educational planning, and the professors’ responsibilities and performance in enhancing quality, and the role on the university management system in enhancing the quality of services

Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Fifth, it discusses the issue of private vs. public higher education. Last, but not least, it tackles the issue of Brain Drain.

In this system, the services are substantially provided by the state free of charge or at quite low prices. Since the services are financed by taxes, additional sources cannot be provided; and because of the fact that it doesn't entail a real cost benefit comparison by the users, it leads to inefficiency. From the early 80s on, there has been a tendency towards the marketing mechanisms in the provision of many public services such as education due to both strong theoretical and empirical reason, and the restrictions in public financing. Together with this tendency, the question of who benefits from education services is tried to be answered in order to discuss the stimulation of activities and additional resources on a reasonable base. The aim of this study is to determine whether it is the individual or the society who benefits from this public service at the higher education level by calculating private and social return rates through internal return rate technique which is one of the cost benefit analysis method. Findings from calculations have shown that the individual gains more than the society after a four-year university education.

Full Text Available Higher education reforms in Russia had been initiated in response to the challenge of time, such as new technologies development, optimization of government expenditures, commercialization of higher education and its “mass” character. Currently implemented reforms rely upon the ideas of neo-liberal thinking, which is operationalized in the methods of regulation within the New Public Management approach. Institutional and organizational change in the higher education are the subject of research in Neo-institutional economics and Original Institutional economics. This paper deals primarily with the Original Institutionalist approach, with its focus on the institutional context of reforms: embedded working rules and social values, corporate culture and organizational specificities. For the recent decades, many Western countries have implemented, and are implementing nowadays, higher education reforms. Related change not only affects proportions of public and private expenditures on higher education, universities’ funding sources, but issues of academic freedom, social value of higher education and its role in the modern society as well. In terms of direction, higher education in Russia is convergent with the world-wide trends: integration into the global market of educational services and rethinking the role of the university as a business organization. However the paradox occurs that performance of the university under the ideas of New Public Management implies market or quasi-market environment. This environment should be much about decentralization of administrative hierarchies and growing autonomy of the universities. But in reality these processes are much about reduced academic freedom and tightened control over the universities’ performance through a system of the objectives and targets.

However in the recent years, a widespread belief suggests that public resources are not fit for efficient use, therefore alternative means of higher education finance are being explored. As the labour of academics and students is increasingly driven by a commodity-valuation rooted in the measurement of performance, the ability for academics and students to respond to crises from inside the university is constrained by the market. This article argues that in understanding the relationship between the university and society, and in responding to a crisis of sociability, revealing the bounded nature of the curriculum is central. One possible way to address this crisis is by re-imagining the university through the co-operative practices of groups like the Dismantling the Masters House community and the Social Science Centre. Such an exploration, rooted in the organising principles of the curriculum, asks educators to consider how their curriculum reproduces an on-going colonisation by Capital. It is argued that such work enables a re-imagination of higher education that is rooted in a co-operative curriculum, and which might enable activist-educators to build an engaged curriculum, through which students and academics no longer simply learn to internalise, monitor and manage their own alienation.

Psychosocial risks evaluation factors: study with higher education teachers

Method: The study consisted of the administration of two instruments, one for the characterization of the sample and the other for assessing psychosocial risk factors — the Copenhagen Psychosocial Questionnaire — consisting of 76 items (5-point Likert scale, distributed in five dimensions, which measure indicators of exposure to psychosocial risks and their effects. Results: The study included 59 teachers, mostly men (50.8%, aged between 41 - 50 years (45.8%, with master's degree (59%, assistant professors (47.5%; with a stable employment relationship (68%, years of service between 14-17 years (18.7% and teaching between 11 - 17 hours a week (64.4%. The analysis of the various subscales revealed a psychosocial risk, showing that teachers are in a situation of vulnerability. There were significant differences between the risks experienced in public higher education and those experienced in private higher education. Gender, age, academic background, and professional category influenced the type of psychosocial risk. Conclusions: The study confirms the importance of the evaluation of psychosocial risk factors in the exercise of the teaching profession in higher education. It is recognized that it is necessary to assess and manage psychosocial risks in order to promote healthy working conditions, ensure respect and fair treatment, and encourage the promotion of work / family life balance, in order to minimize psychosocial risks and situations of vulnerability in higher education teachers.

QUALITY OF HIGHER EDUCATION IN BANGLADESH: APPLICATION OF A MODIFIED SERVQUAL MODEL

Full Text Available Progressive importance, swelling investment, and mounting national and global competition necessitate evaluation of the service quality of higher education. Quantifiable indicators such as student teacher ratio, student number, women participation, establishing new departments, and increase in the number of universities are no longer enough unless the student’s stand point is considered. This research probed the service quality of higher education in a public university in southern Bangladesh utilizing modified SERVQUAL gap model. The t-test results suggest that there is a significant service gap in all the selected service dimensions such as learning, teaching, recognition, assessment system, internet and library facilities, campus life, and non-academic administration. The results also mirror that little more than half (54.1% students are satisfied with the service quality of the selected university and almost similar proportion (52.1 % of the students have future interest in studying in the same university. Regression analysis reveals that learning and recognition are two important determinants of client’s overall satisfaction with the service of selected university. Importance Performance Analysis (IPA advocates that the university should take immediate step in improving internet and library facilities, campus life, and non-academic administration. Factor analysis output confirms that slight modification of the proposed seven set model into six set factors can be employed by the management as off-the-rack service quality measurement tool.

Congenital Heart Defects and Receipt of Special Education Services.

We investigated the prevalence of receipt of special education services among children with congenital heart defects (CHDs) compared with children without birth defects. Children born from 1982 to 2004 in metropolitan Atlanta with CHDs (n = 3744) were identified from a population-based birth defect surveillance program; children without birth defects (n = 860 715) were identified from birth certificates. Cohorts were linked to special education files for the 1992-2012 school years to identify special education services. Children with noncardiac defects or genetic syndromes were excluded; children with CHDs were classified by presence or absence of critical CHDs (ie, CHDs requiring intervention by age one year). We evaluated the prevalence of receipt of special education services and prevalence rate ratios using children without birth defects as a reference. Compared with children without birth defects, children with CHDs were 50% more likely to receive special education services overall (adjusted prevalence rate ratio [aPRR] = 1.5; 95% confidence interval [CI]: 1.4-1.7). Specifically, they had higher prevalence of several special education categories including: intellectual disability (aPRR = 3.8; 95% CI: 2.8-5.1), sensory impairment (aPRR = 3.0; 95% CI: 1.8-5.0), other health impairment (aPRR = 2.8; 95% CI: 2.2-3.5), significant developmental delay (aPRR = 1.9; 95% CI: 1.3-2.8), and specific learning disability (aPRR = 1.4; 95% CI: 1.1-1.7). For most special education services, the excess prevalence did not vary by presence of critical CHDs. Children with CHDs received special education services more often than children without birth defects. These findings highlight the need for special education services and the importance of developmental screening for all children with CHDs. Copyright © 2015 by the American Academy of Pediatrics.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Defining Service and Education in Pediatrics.

Program directors (PDs) and trainees are often queried regarding the balance of service and education during pediatric residency training. We aimed to use qualitative methods to learn how pediatric residents and PDs define service and education and to identify activities that exemplify these concepts. Focus groups of pediatric residents and PDs were performed and the data qualitatively analyzed. Thematic analysis revealed 4 themes from focus group data: (1) misalignment of the perceived definition of service; (2) agreement about the definition of education; (3) overlapping perceptions of the value of service to training; and (4) additional suggestions for improved integration of education and service. Pediatric residents hold positive definitions of service and believe that service adds value to their education. Importantly, the discovery of heterogeneous definitions of service between pediatric residents and PDs warrants further investigation and may have ramifications for Accreditation Council for Graduate Medical Education and those responsible for residency curricula.

Special Education Services Received by Students with Autism Spectrum Disorders from Preschool through High School.

Little is known about how special education services received by students with Autism Spectrum Disorders (ASDs) differ by age, disability severity, and demographic characteristics. Using three national datasets, the Pre-Elementary Education Longitudinal Study (PEELS), the Special Education Elementary Longitudinal Study (SEELS), and the National Longitudinal Transition Study-2 (NLTS2), this study examined the age trends in special education services received by students with ASDs from preschool through high school. Elementary-school students with ASDs had higher odds of receiving adaptive physical education, specialized computer software or hardware, and special transportation, but lower odds of receiving learning strategies/study skills support than their preschool peers. Secondary-school students had lower odds of receiving speech/language or occupational therapy and of having a behavior management program, but higher odds of receiving mental health or social work services than their elementary-school peers. Both disability severity and demographic characteristics were associated with differences in special education service receipt rates.

The modernisation of higher education implies new educational requirements that, stimulated by the innovative telecommunication technologies together with novel educational materials and methodologies, lead to the development of distance learning environments. In order to provide the basis for the development of a distance learning environment based on video conferencing systems and develop a blended learning courses methodology, the TEMPUS Project VICES Videoconferencing Educational Services (2009-2012) was launched in 2009. The project is being carried out by the University of Florence and the Ss Cyril and Methodius University in Skopje with the co-operation and expertise of consortium members in Europe and Western Balkans and it foresees the implementation of videoconferencing educational modules in the frame of the DEREC Curriculum. In all above projects, the technical and methodological aspects related to environment protection and natural resources enhancement is highlighted.

Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Educational Experiences and Needs of Higher Education Students with Autism Spectrum Disorder.

Little research directly examines the needs of post-secondary students with ASD. The experiences and support needs of 23 students with ASD enrolled in two universities and four colleges, and 15 family members were explored in 15 semi-structured focus groups. Thematic analysis identified five themes: core ASD features, co-morbid conditions, transition, disclosure, and services and support. Most students felt educationally but not socially supported; most families felt support was poor in both areas. Transition from secondary school was often unplanned, and disclosure of diagnosis usually occurred after enrolment, often following a significant problem. Many parents provided substantial student support. Thus disclosure of ASD diagnosis and meeting the individual needs of these students are important considerations as higher education enrolments increase.

The explosive dynamics of the phenomenon has determined unpredictable evolutions, shaking the very foundations of modern economics, and putting to the test modern managers’ ability, intelligence, and capacity to adapt. In this situation, online marketing is a challenge to organizations, taking into account the opportunities offered by the Internet at global level. In higher education, online marketing is a rapid way to form and develop the image of an institution regarding not only the implementation of strategies, policies, plans, and educational programs, but also the better use of products and services that accompany the offers according to the requests of beneficiaries or interested users. This article stresses the essential aspects of educational marketing whose requests become viable through e-marketing. Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Full Text Available An attempt of Russian universities to move forward to the leading positions in the world rankings has resulted in some initiatives to enhance their activities on the market of education services. Under these conditions, foreign language proficiency is no longer a luxury and it is becoming an important tool to implement goals of university development. In this regard, new methods and techniques of foreign language teaching are highly demanded, which would significantly improve the language competency of both students and faculty members. A search for effective methods to enhance foreign language teaching makes analyze Massive Open Online Courses (MOOCs open educational platforms and consider an opportunity for these platforms to be integrated into the existing system of foreign language teaching in Russian higher education institutions. Based on the research findings, the author concludes that it is irrational to use the resources as embedded components without significant adjustment to the conditions existing in the current higher education system.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Sustainable spatial development in higher education

Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

Full Text Available Business Process Re-engineering (BPR is being used in a number of UK Higher Education Institutions (HEIs as a change management strategy. Whilst the focus of these HEIs is on re-engineering administrative services, there are also tentative attempts to redesign teaching and learning. This paper adopts a case study approach to determine the applicability of BPR to HEIs. The research started from a broad research question: How does organisational culture in HEIs impact on the implementation of BPR programmes? The conclusions drawn from the research are that the organisational culture and structure of HEIs limit the degree of change sought from a BPR project: the focus of the case study HEIs was on incremental process improvement of administrative services. The projects in these institutions were not about radical change. BPR techniques are shown to have something to offer HEIs in terms of co-ordinating administrative activities, but the emphasis on IT and processes in project design means the human resources change necessary for significant gains in efficiency is unlikely.

Higher education for refugees: Lessons from a 4-year pilot project

Refugees experience limited access to adequate education at all levels, but opportunities for higher education are especially lacking. Yet, evidence suggests that education plays an important protective role in helping refugee individuals and communities cope with their daily existence during protracted waiting periods, and the United Nations refugee agency (UNHCR) recently recognised tertiary education as a basic human right. The purpose of this paper is to present findings from the evaluation of a pilot programme, Jesuit Commons: Higher Education at the Margins (JC:HEM), which initially provided higher education to refugees in Kakuma Camp, Kenya and Dzaleka Camp, Malawi; and to urban refugees in Amman, Jordan. The authors of this note review the progress made towards the pilot objectives, as well as student feedback on the benefits and challenges of higher education for refugees and others living at the margins. The refugees interviewed in this study expressed feelings of empowerment, related to their expanded worldview as well as to a specific set of skills obtained through their participation in the programme. Interviewees also noted a number of limitations specific to the context of their living conditions. Particularly in refugee camps, students expressed concerns about what would happen after their having completed their course. The general outcome of the pilot phase, which ended in 2014, was that the programme addresses a critical need and that it should be continued, albeit with key modifications in its design and delivery. Key areas for future growth of the programme include curriculum transformation, integrated service delivery and university engagement.

Full Text Available Young people are confronting a world in which they may not achieve economic strides their parents did. Almost all will have been awarded university degree, worth far less (in the terms and conditions of their employment than that of their parents, if they themselves graduated from university. In the article the author discusses the relationship between higher education and stratification. The concepts of meritocracy and credentialism are considered and a particular attention is paid to an equal/unequal access to education dilemma. Discussed is why a liberal arts education is losing ground and why it is being made a scapegoat for graduate unemployment. Does the nightmare of Weber’s “iron cage of rationalization” come true and is the contemporary university in the service of an economic order with all the related technical requirements of machine production? In the second part of the article the role of meritocratic discourse and educational credential inflation is considered as well as the growth of menial jobs for young people as a case in Poland.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

The UK education and education-related services are said to be one of the fastest-growing export earners in recent years and are known to have had significant impacts at the micro- and macro-levels of the UK. This review looks at energy consumption of this fast growing sector. It concentrates on the energy consumption patterns of the funded higher education institutions in the UK. The findings indicate energy consumption in the sector has been on the increase in the 6 years up to 2006; rising by about 2.7% above the 2001 consumption levels. This increase is, however, not evenly spread across the entire sector. The high energy-consuming institutions appear to be increasing their net consumption, relative to other institutions. Gross internal area, staff and research student full-time equivalent were found to have highest correlation with energy consumption across the sector and may be used as proxy indicators for energy consumption as well as the targets of interventions

Recently, focusing on higher education quality has got increasingly critical. The novel managerial attitudes have defined the customer-demanded quality. Based on this, recognizing the receivers' perception of the quality of the services offered and evaluating the quality of the service is considered of the basic measures taken in order to develop quality promotion programs. Therefore, this is a qualitative research conducted for students' viewpoint on quality of educational services. This qualitative study has been performed by the phenomenological method. The samples have been selected based on goal-oriented approach. In this qualitative research, the required data have been collected in two phases (90 individual interviews and 30 focus group discussions) at Mazandaran University of Medical Sciences during which the participants have conveyed their experiences and expectations encountering the educational quality topic. All the interviews have been recorded and implemented. The interviews analysis has been carried out simultaneously with the implementation and using theme analysis by Smith method. According to the findings regarding the definition of quality, the students have emphasized two important aspects including "educational services standards by the teacher "and "the students' satisfaction". Thus the final education quality resulted from the students' experiences and perception is this way: "Presenting the students educational services in class and out of class compatible with the educational services standards so that it results in the students' satisfaction". When a person views her/him-self rightful as a customer, whatever seems necessary to them appears like a requirement. Then regarding paying attention and reflecting on the customers' perceived needs, it is possible to determine their expectations limit to some extent. Systems thinking perspective is provided using two case studies: the development of European Learner Mobility (EuroLM) service and the delivery of Enterprise System Management (ESM) course at the Birmingham City University, UK. The case studies present how systems thinking using STS approaches like applied organisational change and Cognitive Work Analysis can be used to capture a conceptual model of the education system for understanding the interactions and relationships between the people, technology, processes and the organisations. Using systems thinking perspective, EuroLM has developed a set of technical standards addressed to the European systems developers and ESM delivery ensures that students communicate and collaborate.

Introduction: Students and university community are social and human resources of the country. The students’ viewpoints about the quality of educational services can be considered as a basis for planning quality promotion and improving organizational performance. This study was conducted to determine the quality gap in educational services by the students of Health and Nutrition School of Shiraz University of Medical Sciences. Methods: In this cross-sectional study, 140 students participated voluntarily (age range=19 to 40 years). The service quality (SERVQUAL) questionnaire was used for data collection. This questionnaire measured the quality gap in 5 dimensions of educational service including assurance, responsiveness, empathy, reliability, and tangibility. The students’ perception about the current conditions and their expectations as to optimal conditions can be determined, using this questionnaire. The score of the gap in quality of educational services is calculated from difference between perception and expectation scores. Due to non-normality of data, non-parametric tests were used. To this end, data were analyzed by statistical tests including Wilcoxon, Friedman, Kruskal-Wallis and Mann-Whiteny tests in SPSS 14. Results: The results showed that there was quality gap in all 5 dimensions of educational services. The largest and the smallest gaps were observed in "responsiveness" with a mean±SD of -0.94±0.74 and in "reliability" with a mean±SD of -0.76±0.69, respectively. There was a significant difference in quality gap between the 5 dimensions (p<0.001). Conclusion: According to the results, the students’ expectations were higher than their perceptions of current conditions; also, in all aspects of the services their expectations were not met. Full Text Available The purpose of research is evaluation of competitiveness of higher education of Ukraine in comparison with the foreign countries and under the influence of the globalization of market environment. The evaluation of the level of competitiveness of higher education in Ukraine on the modern stage under the influence of the globalization transformation and in the light of international comparisons is investigated insufficiently, which makes up for the purpose and objectives of this research. Methodology. The research is based on a comparison of the data, which are set out in the international reports about the competitiveness of countries in the world, in particular about the higher education. The analysis of the degree of researching the problem of competitiveness of higher education in the works of scientists is made in advance. Results of the research showed that the main components of pillar «High education and training» of the Global Competitiveness Index, namely: secondary education enrollment, tertiary education enrollment, quality of the education system, quality of math and science education, quality of management schools, internet access in schools, availability of research and training services and extent of staff training. The analysis of the dynamics of the indicator “Higher education and training” of Global Competitiveness Index is made for Ukraine and the other countries, which is showed the following: in the last five years the highest index of higher education and training belongs to Finland, the score of which, in the dynamics, significantly increases, concerning Ukraine, it among 132 countries takes 40th place, that is top 50 countries with the highest ranking of the competitiveness of higher education and training, this position for Ukraine is stable, with the exception of 2011, when the position was reduced to 51 in the rankings. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. However, previous studies have not defined wich perspectives are most relevant for public HEIs, which are not for profit by nature. Higher Educational Institutions (HEIs are involved in routine processes of providing tertiary education in colleges, universities, and institutes including both undergraduate and postgraduate programmes, vocational and education training. One of the aims of HEIs is to achieve results in terms of products and services for the customers and other stake holders. Meanwhile, Russian higher education needs reforms. Globalization has intensified competition in the market of educational services. In this connection, the international educational community is searching for a more effective educational policy and a transition to flexible high-tech knowledge delivery systems. The Bologna process is designated to attain these objectives. Any failure to upgrade the system of higher education means its further isolation and a smaller share of the global educational market. Globalization and free assimilation of the above principles by the domestic market would be disastrous for the system of education and the country as a whole. The author agrees with the representatives of the teaching community that the above process is nothing more than survival and adaptation to the ongoing changes in the social and political reality. However there is an obvious inconsistency in the implementation of the planned actions. The reform was developed by a narrow range of officials and it was not accompanied by any extensive public discussions or thorough scientific examinations. Lack of any constructive dialogue between the government and the teaching community and a blind imitation of the Western educational pattern accompanied by underfunding make this reform inefficient, give rise to multiple problems and make the goal of the reform unattainable.

Full Text Available Recent reforms of higher education in Russia are aimed at boosting the quality and efficiency of the educational process. Nevertheless, in most cases, implemented institutional and organizational innovations do not work properly. Calculative technologies and various ratings, which are widespread today, opened up the opportunities for regular managerial interventions. These interventions are not neutral. In Russian higher education, the mania for measurement resulted in a deficit of trust and rampant bureaucracy. Historically, the system of higher education has been based on specific values and institutions. Academic freedom and autonomy are extremely important for the members of the academic community, and these values cannot be eliminated. Implemented reforms destroy old institutions and organizational structures. However, new institutions, being inconsistent with present working rules and practices, are not able to replace the old ones. Such inconsistency can result in inefficiency. Social capital plays a crucial role for development and growth in the field of higher education. The structure of social capital in the field embraces three components: trust, social engagement and social integration. These elements must be taken into account when implementing educational reforms. The higher the employees are motivated and experience personal growth, the more they feel embedded in their job. We have analyzed the discourses of the key actors within the universities of Rostov Region. The discourse analysis shows that bureaucracy, constant institutional and organizational changes and the reduction of academic freedom are perceived as significant factors that influence labor productivity, organizational efficiency and the quality of educational services in the field of higher education.

Full Text Available This paper represents a thorough phase in the effort to identify and assort the strengths and weaknesses of e-learning educational services. This paper reviews a synthesis of the assessments on the e-learning educational services through a survey of the specialized literature from 2000 to 2012 in order to identify the strengths and weaknesses of e-learning educational services which were reported during the past decade. The steps of our approach are the following: 1. The identification of a large number of specialized studies that analyze the above mentioned issue; 2. A basic theoretical review of the research from the perspective of identifying the strengths and weaknesses of the e-learning educational services and some of their implications on the intellectual development of the beneficiaries; 3. A descriptive statistical data analysis which is carried out in order to extract information about strengths and weaknesses relevant to the literature taken into consideration; 4. Results classification and interpretation; 5. Formulating practical suggestions for the notion of e-learning educational services considering the development of studies on the impact of their use on the intellectual development of the beneficiaries. The study results highlighted that strengths and weaknesses are not 'pure', but ambivalent, simultaneously incorporating meanings and limits with different weights. A predictive model of future e-learning educational services can be designed on the basis of the results obtained in the research. This predictive model is based on a pedagogical concept that takes into account the ambivalence of the higher indices which have been identified.

OPTIMIZATION OF FINANCING PUBLIC HIGHER EDUCATION INSTITUTIONS IN UKRAINE

Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

Full Text Available Socially significant steps of Ukraine in the issue of European integration are measures to reform the legislation on higher education in the context of the Bologna process, namely: the adoption of the National Qualifications Framework and the new edition of the Law of Ukraine "On Higher Education." The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Materials and methods. The study was based on the analysis of normative and legal and other normative acts on higher education, the issues of standardization of higher education and the systematization of qualifications, as well as scientific developments on this issue. Methods of research – bibliographic, linguistic, contextual, substantive-legal, comparative-legal, generalization, description of results. Results. Updating the wording of the Law of Ukraine "On Higher Education," which is the basic normative legal act of higher legal action in higher education, the adjustment of its basic principles, concepts and approaches, objectively entailed the renewal of the entire regulatory and legal framework regulating the organization of higher education.
