Full Text Available The article describes aspects of the implementation of information and educational environment in order to implement the priorities for the development and implementation of innovative distance learning technologies for the transition from a traditional institution in the model of the innovation Institute, which connects professional, cultural or scientific competence of bachelors. A Top Down Strategy to Enhance Information Technologies into Israeli Higher Education

Full Text Available This article examines the integration of the new information technologies (IT into Israeli higher education, and most particularly its research universities through a top-down strategy, initiated by the Israeli Council for Higher Education since the end of 1999. This top-down strategy has created a systemic change that will affect the many layers of university activities rather than in a random, sporadic manner undertaken by enthusiastic individuals. This article discusses the built-in contradictions and dilemmas in the process of adapting distance teaching methods by conventional universities in Israel (as well as in other higher education systems. It examines the merits of a top-down strategy aimed to implement the IT through a macro-level, systemic approach, and analyses the differential uses of the IT in Israeli higher education institutions, relating to variables of: access-outreach; teaching-learning processes; study materials production; data and information retrieval; administrative functions; the creation of researchers' communities; inter-institutional collaboration; and associated costs. The article concludes with some suggestions for effective implementation of the IT in different types of higher education institutions in a comprehensive and systematic manner, that will take into account their academic ethos and organizational infrastructure, and cater to the unique needs and characteristics of their relevant constituencies.

Full Text Available The paper gives a description of modern approaches to the modelling of informational and analytical support of higher education in persons with disabilities. It proposes a model of such support depending on the type of disability and provides a detailed description of structure components of informational and analytical support. It is argued that the main areas of support of individuals with disabilities are the following: adaptational and orientating (pre-university; organizational and coordinative; psychological and educational; academic; sociocultural; medical and health-improving; vocational (postgraduate etc. Each area is comprehensively defined. The paper reveals the principles underlying the modelling of informational and analytical support of higher inclusive education, such as: the principle of expanding and shaping a tolerant ‘barrier-free’ environment; the principle of subjectivity and socialization; the principle of strong motivation and activity; the principle of dialogue; the principle of variation; and, finally, the principle of informational openness. Material and Methods: electronic educational methodical materials of departments are analysed on sites of higher physical culture and sport of Ukraine for the opened access students, magistrate. Results: viewing of web pages of libraries of institutes of higher of physical culture and sport of Ukraine allowed to set that majority from them is not formed by electronic collections of educational resources and does not give their remote users. Higher education has undergone profound transformation due to recent technological advancements. Resultantly health profession students have a strong base to utilize information technology for their professional development. Studies over recent past reflect a striking change in pattern of technology usage amongst medical students expanding prospects exponentially by e-books, science apps, readymade power-point presentations, evidence based medicine, Wikipedia, etc. Aim & Objectives: The study was undertaken with an aim to explore the general perceptions of medical students and faculties about the role of Information Communication Technology in higher education and to gauge student's dependence on the same for seeking knowledge and information. Cross-sectional, mixed research design. The study was conducted in Department of Physiology, Datta Meghe Institute of Medical Sciences (Deemed University). Study population included students (n=150) and teaching faculty (n=10) of I(st) phase of medical curriculum. The survey questionnaire (10 closed ended and 5 open ended items) and Focus group discussion (FGD) captured the perceptions and attitudes of students and faculties respectively regarding the role and relevance of technology in higher education. Quantitative analysis of closed ended responses was done by percentage distribution and Qualitative analysis of open ended responses and FGD excerpts was done by coding and observing the trends and patterns respectively. Overall the observations were in favour of increasing usability and dependability on technology as ready reference tool of subject information. Learners valued text books and technology almost equally and regarded computer training as a desirable incorporation in medical curriculum. Role of technology in education should be anticipated and appropriate measures should be undertaken for its adequate and optimum utilization by proper training of students as well as facilitators.

Full Text Available The article presents the results of the expert survey conducted to determine the perspective of development of information and communication technology of education of students in higher educational institutions of Ukraine. The lines of ICT development are forming four generalized sections (organizational, psychological and pedagogical, hardware and software, methodological sections. On the basis of an expert assessment are identified perspectives of 68 lines. The ranking of priority's lines of development of ICT are presented. Full Text Available Changes that occur in the socio-economic environment determine new challenges for individuals that strive to acquire new, more valuable competencies. The universities, considered one of the most important pillars in developing such competencies, are challenged to develop and harmonize different forms of education (formal, informal and non-formal in order to respond to individuals’ and organizations’ needs. The mixture of learning forms can bring competitive advantage for the universities. However mixing the learning forms is not so easy to accomplish, considering that the stakeholders’ requirements could be divergent and the resources are limited. This paper aims at presenting the advantages and disadvantages of these forms of learning and also outlines few examples of the interferences. At last, the paper presents some preliminary results of a quantitative research regarding the perception on the usage of the three forms of learning of one of its stakeholders - the higher education candidates. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. The factors of development and dynamics of the Ukrainian forms of commercialization, as well as recommendations for avoiding the negative consequences of the economization and commercialization in higher education structure of modern Ukraine have been considered in the article. Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Full Text Available Canada's postsecondary institutions are becoming increasingly involved with technology enhanced learning, generally under the rubric of distance education. Growth and activity in distance education stems from rapid developments in communication and information technologies such as videoconferencing and the Internet. This case study focuses on the use of new technologies, primarily within the context of higher education institutions operating in Canada's English speaking provinces. Capitalising on the interactive capabilities of "new" learning technologies, some distance education providers are starting to behave more like conventional educational institutions in terms of forming study groups and student cohorts. Conversely, new telecommunications technologies are having a reverse impact on traditional classroom settings, and as a result conventional universities are beginning to establish administrative structures reflective of those used by distance education providers. When viewed in tandem, these trends reflect growing convergence between conventional and distance learning modes, leading to the hybridisation of higher education in Canada.

Information systems vary for different applications and specifically in academia domain, a range of information systems are available for different institutions worldwide. Integration of e-learning can optimize implementation of computer-based and computer-assisted educational processes at all levels. Therefore it is imperative to assess and evaluate integration of these information systems because they have serious impact on e-learning processes. In this study an instrument survey is presented for evaluating integration of information technology systems and practices in an educational environment. Survey is constructed using descriptive questions related to information technology tools to assess qualitative impact and usage of such tools. Critical feedback, analysis and suggestions from 25 educationists played a pivotal role in finalizing proposed survey questionnaire. A subsequent test evaluation by teachers and students is also carried out to assess adequate utilization of information systems in Yanbu University College. The results showed that feedback using this survey can help in identifying technological gaps and facilitate effective integration of information technology in an educational environment. Survey instrument proposed in this research can greatly enhance integration of IT tools as it can identify shortcomings by collecting statistical data from feedback of both faculty and students. Solution to these problems is deterministic and can be easily implemented to optimize overall performance of e-learning systems.

And, EU policy is aimed at supporting the efforts of member states and trying to find solutions for the common challenges which appear. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

Full Text Available Economy in Bosnia and Herzegovina is striving towards growth and increased employment and it has been proven by empirical studies worldwide that higher education contributes to socio-economic development of a country. Universities are important for generation, preservation and dissemination of knowledge in order to contribute to socio-economic benefits of a country. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

Full Text Available The article presents a thesis that the primary premise of creating marketing strategies for higher education institution is a three-dimensional notion of marketing. The first dimension lies in the theoretical notions of the essence of marketing, including the transactional marketing (1.0, relationship marketing (2.0 and spiritual marketing (3.0. The second dimension is formed by methods of marketing research and accurate notions of marketing, while the third are channels of marketing information. Harmonizing these three dimensions is a precondition for effective marketing. Among other conditions for effective strategies there are: aligning goals of the chosen strategy with the mission of higher education institution, correct choice of targeted segments of the market and of marketing tools. The article also gives a sample classification of marketing strategies based on these criteria, with emphasis on the fact, that every higher education institution employs its own strategy.

Full Text Available This study aims to find higher education students’ perceptions about environmental issues and how the perceptions are related to perceptions of media coverage. This study investigates higher education students’ perceptions of the seriousness of environmental issues and their relation to perceptions of media coverage. Higher education students perceived a global problem, lack of clean water, as most serious environmental problem. Media has had an effect on students’ perceptions on environmental issues: when students perceived the problem as serious they also perceived the information in media concerning it appropriate. Students perceived that the media underestimate and obscure some environmental problems such as biological diversity and global warming. It was concluded that higher education educators need more knowledge of students’, future decision makers’ concerns and perceptions about environmental issues to develop more effective teaching practices in higher education. Through education environmental issues literacy, which is a precursor for engaged protection of the environment, can be fostered. This study offers some insights into higher education students’ perceptions of the media’s role in environmental issues.

Information barriers and social stratification in higher education: evidence from a field experiment.

Our contribution assesses the role of information barriers for patterns of participation in Higher Education (HE) and the related social inequalities. For this purpose, we developed a large-scale clustered randomised experiment involving over 9,000 high school seniors from 62 Italian schools. We designed a counseling intervention to correct student misperceptions of the profitability of HE, that is, the costs, economic returns and chances of success of investments in different tertiary programs. We employed a longitudinal survey to test whether treated students' educational trajectories evolved differently relative to a control group. We find that, overall, treated students enrolled less often in less remunerative fields of study in favour of postsecondary vocational programmes. Most importantly, this effect varied substantially by parental social class and level of education. The shift towards vocational programmes was mainly due to the offspring of low-educated parents; in contrast, children of tertiary graduates increased their participation in more rewarding university fields. Similarly, the redistribution from weak fields to vocational programmes mainly involved the children of the petty bourgeoisie and the working class, while upper class students invested in more rewarding university fields. We argue that the status-maintenance model proposed by Breen and Goldthorpe can explain these socially differentiated treatment effects. Overall, our results challenge the claim that student misperceptions contribute to horizontal inequalities in access to HE. © London School of Economics and Political Science 2017.

More specifically, we explored the following research question: How does collaboration among higher educators from various disciplines shape their beliefs and practices of teaching for social justice? Over three years of collaboration and conversation, not only did we expand our own knowledge and understandings of notions of social justice, but we began to take important steps towards increasing our social justice actions in our teaching. Taking as an example one of theUSuniversities, the author demonstrates the capacity of information education environment and its impact on the multilevel educational process. The comparative analysis of the existing information education environments of Russian an American universities reveals that such effective improvements as increasing number of students working on the individual curricula,__ implementation of the learning outcome monitoring, inclusive education, etc require immediate and substantial development of the information education environment of Russian universities. Both the development level and informational content of the environment in question remain unsatisfactory due to the financial, economic and staff related reasons. Consequently, the higher school reorganization is lagging behind retarded by the lack of synchronization between the attempts to improve the education quality and competitiveness on the one hand, and insufficient level of the information education environment characteristic of Russian universities on the other hand.

Recreation education, whose beginning is under the s port education, has started at faculties of tourism since 2009. This is a new field in tourism education in Turkey when it’s compared with the examples of the world. Thus, the main objective of this study is to investigate structure and current status of r ecreation education in higher education. For this purpose, dealing with the process of the recreational education, the present situation and the educational structure of the recreational education at higher schools in Turkey has been investigated. Also, re creation education was investigated with the structuring in undergraduate, graduate as well as tourism education and sports education. Besides, in order to put the recreation of recreation education with other disciplines, graduate theses have been investi gated by the programs. According to the data obtained, it has been found out that recreation education at undergraduate level was largely performed in Higher Schools of Physical Education and Sports and the theses prepared were organized under Graduate Sch ool of Natural and Applied Sciences and on Landscape Architecture. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Fifth, it discusses the issue of private vs. public higher education. Last, but not least, it tackles the issue of Brain Drain.

The topicality of this study lies in posing a problem of higher education development within the boundaries of a Russian macroregion. The objective of this article is to reveal barriers to the implementation of nonlinear processes in Russian higher education, which trigger the emergence of institutional traps and to determine the ways to avoid them. The purpose of this article is to identify barriers to the implementation of nonlinear processes in Russian higher education, which cause the emergence of institutional traps and determine the ways out of them. Materials and Methods: an institutional approach and the concept of non-linear models of higher education are the methodological basis of this research. The methods were developed by the research group of the Ural Federal University for sociological estimation of higher education transformation in the region. The procedure for selecting experts was realized according to the sociological methodology of I. E. Shteinberg (eight-window selection. Results: a summary analysis is made; inter-institutional interaction in terms of the “higher education – stakeholders” dyad is presented; the principal problematic areas are highlighted; and institutional traps preventing potential nonlinear development in Russian higher education are described. In the first problem zone, motivation traps, traps of formalisation/individualisation of the educational process, traps of intensification of the introduction of new information technologies in education and traps of unification of management were revealed. In the second problem area, traps of network interactions, traps of network interactions of higher education and employers, as well as traps of global/local orientation of universities were identified and analysed. It is analysed the current state of higher agricultural education and integration current state policy of Ukraine Higher Education into the European educational space which allowed to identify problems and highlighted areas for further development. It is considered that it is necessary to establish cooperation in the triangle «production ­ education – science», extend the impact of scientists and experts on the content of  educational sector, come educational standards to needs and challenges of the real economy, as upgrades of industry standards for higher education, forming curricula, new teaching methods. Professionals training is possible only in a simulation of modern production principles, including the European Union. It is necessary to strengthen the position of agricultural universities as international educational and scientific centers in the framework of the European educational space. This refers to the practice and teaching students abroad, teachers training, participation in international programs, joint research. Ukrainian agricultural education system has competitive advantages despite the general neglect and can be considered unique in the educational market, it has conditions for the creation and testing of innovative products for different agro­climatic zones within a region. This provides the results of knowledge­based real conditions of agricultural production. Among the weaknesses of the education system it is possible to note a lack of cooperation with employers, lack of logistical and information and communication resources, mismatch of modern innovative designs and high technologies. The population of this study was all graduate students studying in the Department of the State University in academic year 2010-2011. In first stage, Tehran, Allameh-Tabatabaee, San’ati-Sharif, Isfahan, Shiraz and Kurdistan Universities were selected as samples. Among these universities, 460 patients were randomly selected in proportion. Data were collected via a questionnaire. Reliability using Cronbach's alpha coefficient respectively 0/94, and its validity was confirmed by several professors. The data were calculated using SPSS statistical software and then analyzed. In Descriptive statistics level, indicators of frequency, percentage and standard deviation, and in inferential statistics level, T test, ANOVA and post hoc test was used. The results showed that in cultural-social  dimension including the important challenges were the high ratio of computers to students, poor students searching spirit, and lack of English language teachers and students. In human resource dimension are also unfamiliar of the students with the how access to information in databases, shortage or lack of professional expertise in information technology, faculty and administrators do not understand the capabilities of information technology, were most important challenges Information technology in Iran's higher education.

This text is a transcript of a discussion between Ellysa Cahoy, past chair of the of the ACRL Information Literacy Competency Standards Committee, and the ACRL Information Literacy Competency Standards Review Task Force, and Craig Gibson and Trudi Jacobson who are currently co-chairs of the ACRL Information Literacy Standards Revision Task Force. This Task Force is charged with reviewing and revising the current ACRL Information Literacy Competency Standards for Higher Education, that were originally adopted by ACRL in 2000. In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Studies about globalization and internationalization demonstrate different attitudes in explaining these concepts. Since there is no consensus among Iranian specialists about these concepts, the purpose of this study is to explain the concepts of internationalization and globalization in Iran. This study is a systematic review done in the first half of 2016. To explain the concept of globalization and internationalization, articles in Scientific Information D atabase, Magiran database, and Google Scholar were searched with the keywords such as globalization, scientific exchange, international cooperation, curriculum exchange, student exchange, faculty exchange, multinational cooperation, transnational cooperation, and collaborative research. Articles, used in this study, were in Persian and were devoted to internationalization and globalization between 2001 and 2016. The criterion of discarding the articles was duplicity. As many as 180 Persian articles were found on this topic. After discarding repetitive articles, 64 remained. Among those, 39 articles mentioned the differences between globalization and internationalization. Definitions of globalization were categorized in four categories, including globalization, globalizing, globalization of higher education, and globalizing of higher education. Definitions about internationalization were categorized in five categories such as internationalization, internationalization of higher education, internationalization of the curriculum, internationalization of curriculum studies, and internationalization of curriculum profession. The spectrum of the globalization of higher education moves from dissonance and multipolarization to unification and single polarization of the world. Full Text Available This paper reports on a master’s study undertaken to investigate the impact of the digital divide on information literacy(IL training of Extended Curriculum Programme (ECP students at the Durban University of Technology (DUT. Since1994 the demographics of higher education institutions in South Africa have changed. Today these institutions compriseheterogeneous groups of students, by race, economic background, digital background, etc. and consequently with differentlevels of literacy, information and otherwise. The problem that this study addressed was the impact of having both digitallyadvantaged and digitally disadvantaged students in the same information literacy classroom, expecting them to reachlearning outcomes without frustrating students from either group. The objective of the study was to investigate the impactof the digital divide on IL training of ECP students at the DUT and to recommend guidelines for teaching and learning of ILthat would accommodate both digitally advantaged and digitally disadvantaged students. The study employed a mixedmethod approach in its research design. Data was collected from ECP students (of 2010 by means of a questionnaire; aninterview schedule was used to collect data from Subject Librarians involved in teaching the IL module to ECP students; aseparate interview schedule was used to collect data from the ECP Coordinator. Qualitative and quantitative datacollected were prepared for analysis by means of content analysis and numerical coding, respectively and then subjectedto statistical analysis via SPSS, which produced percentage and frequency distributions to ascertain findings. The findingsof the study revealed that the digital divide does impact on IL training in ways such as: slowing down the progress of ILlessons; basic computer skills need to be taught in the IL classroom; and that digitally disadvantaged students find itdifficult to follow online lessons while advantaged students already have the

Besides a variety of knowledge and skills, ability to work independently and assume responsibility, learning, communication and social competence skills, such as domain specific competencies and professional competence is intended to gain to the students. This approach needs to teaching cognitive (logical, intuitive and creative thinking and practical (manual skills, methods, materials, tools to use skills, that is to say language, mental, social and emotional skills in higher education. Teaching of skills is different from teaching of the information in methods and practice. Therefore the universities should be developed for the assessment of teaching and coaching skills. Full Text Available The role that higher education plays in the promotion of sustainable development outstands in the declarations on Education for Sustainable Development (ESD, besides being a research priority in higher education. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Sustainable spatial development in higher education

Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

This paper wants to point out the student’s perception regarding two main directions: one about the master students’ expectation regarding how an internationalized master should be organized and should function, and second the degree of satisfaction of the beneficiaries of internationalized master programs from Babe-Bolyai University. Building capacity in Australian interprofessional health education: perspectives from key health and higher education stakeholders.

A substantial literature engaging with the directions and experiences of stakeholders involved in interprofessional health education exists at the international level, yet almost nothing has been published that documents and analyses the Australian experience. Accordingly, this study aimed to scope the experiences of key stakeholders in health and higher education in relation to the development of interprofessional practice capabilities in health graduates in Australia. Twenty-seven semi-structured interviews and two focus groups of key stakeholders involved in the development and delivery of interprofessional health education in Australian higher education were undertaken. Interview data were coded to identify categories that were organised into key themes, according to principles of thematic analysis. Three themes were identified: the need for common ground between health and higher education, constraints and enablers in current practice, and the need for research to establish an evidence base. Five directions for national development were also identified. The study identified a range of interconnected changes that will be required to successfully mainstream interprofessional education within Australia, in particular, the importance of addressing issues of culture change and the need for a nationally coordinated and research informed approach. These findings reiterate those found in the international literature.

The right to get a proper education for every citizen had been regulated by the government, but not all citizens have the same opportunity. This is due to the other factors in the nation's infrastructure, Frontier, Outermost, and Disadvantaged (3T) which have not beenaccomodatedto access information and communication technology (ICT), and the ideal learning environment in order to pursue knowledge. This condition could be achieved by reforming higher education. Such reforms include the provision of educational services in the form of a flexible learner-oriented, and to change the curriculum with market based.These changes would include the provision of lecturers, professors, and professional teaching force. Another important effort is to update the quality of higher education with resource utilization. This paper proposes a new education business model to realize the Smart Education (SE), with an orientation on the proven skills and competitive.SE is the higher education system to optimize output (outcome) learning with combine individual learning and collaboration techniques based network system, informal practice learning and formal theory. UtilizingICT resources can improve the quality and access to higher education in supporting activities of higher education.This paper shows that ICT resources can support virtual connected with the use of shared resources, such as resource of information, learning resources, computing resources, and human resources.

Information of unsatisfactory level of physical preparedness of university entrants and graduating students of higher institutes is resulted. The lacks of construction of process of physical education are shown on the basis of normatively-command approach. Absence of the programs, which take into account motivation and terms of activity of higher institutes, disparity the requirements of integration in the river-bed of the Bologna Process, is shown. According to the Spellings Commission, the answer to the above question is yes. The commission declared that a crisis exists in American higher education. In their report published in 2005, they claim that colleges and universities are becoming less accessible and less accountable. They indicate that colleges and universities are failing to prepare the students to meet the demanding challenges of the present day workforce and are struggling to maintain an international status (Johnson, K. 2013). The Spellings Report called for information about the quality and cost of college degrees. Authors, Richard Arum and Josipa Roksa claim that American students are learning very little during their first two years of college. Higher education in the United States is examined by these two authors. Josipa Roksa is an Associate Professor of Sociology and Education at the University of Virginia. She is currently serving as Special Advisor to the Provost and Associate Director of the Center for Advanced Study of Teaching and Learning in Higher Education. Richard Arum is an American sociologist who is currently professor of sociology and education at New York University. Arum is also a senior fellow at the Bill and Melinda Gates Foundation. Their research draws on transcript data, the Collegiate Learning Assessment, and survey responses from more than 2,300 undergraduates at twenty-four institutions in their first semester and again at the end of their second year. The analysis reveals that 45 percent of these students demonstrated no significant improvement in a range of skills--including critical thinking, complex reasoning, and writing--during their first two years of college (Arum and Roksa, 2011). Making a real quality of education in universities has made legislative basis. In this context, correct information to all stakeholders and decision-makers with a set of standards and recommendations to really contribute to quality assurance becomes an immediate need. It is mandatory to take the constructive decisions in all academic structures designed to ensure and assess the quality and conservation values and experience to date of the institution empowered to ensure this fundamental parameter of education and its financing. Full Text Available In this article we share the paths of an investigation carried out by a group of researchers from different Brazilian universities (FORPEC, which, based on the results of the investigation, built a network of information and research involving various education institutions. While describing this group’s pathway, the text presents innovating experiences of curriculums in higher education which provided important and significant pedagogic changes in their projects. During the period of investigation, 6 (six projects of university courses with innovation proposals were brought up and analyzed. This analysis allowed for the elaboration of innovation concepts for Higher Education, identify active innovating methodologies, create and implant innovative projects in Higher Education, as well as give the start off to investigation concerning the development of the docents integrating the innovating curricular projects. The groups’ pathway in itself may be considered an innovative research project.

This paper, therefore, attempts some definition of open and distance learning as well as its practices with a view to advancing the prospects of open and distance as alternative system of higher education in Nigeria. Furthermore, it concludes that considering the level of infrastructural decay in the conventional higher education system, open and distance learning as an alternative system of education has become imperative for the realization of the primary objectives of higher education in Nigeria. An attractive university is a university with a large demand for studies, with many partners and projects, with a high visibility at national and international level, with a considerable research production. At present, the lack of resources characterizes the difficult situation for decision making process which is a real challenge for the academic leadership. On one hand, the competiton requires the need of continuous development and of differentiation strategy while on the other hand, insufficient financial, human, material, informational resources, including time as a specific restriction generate huge opportunities and threats for institutions. Possibilities of being efficient are to be explored. The aim of this paper is to explore possible strategies to increase productivity in higher education institutions. Main objectives of the study are the following: a. to define productivity in higher education institutions, on the basis of the academics’ perceptions, as well as of students’ perceptions; b. to provide a diagnosis of the current state of the prductivity in higher education institutions; c. to contribute to new clarifications on leadership strategies for increasing productivity in higher education institutions. Full Text Available The features of organization and creation of health protective educational environment are exposed in higher institute. They foresee creation of the special terms for realization structurally of functional model of organization of students' healthy way of life. A model plugs in itself pedagogical, organizational, material and technical, sanitary-hygenic, informatively-methodical, skilled and financial economic terms. A questionnaire is conducted 95 students of 1-3 courses. It is set that the level of factors of risk for the health of students is high enough: prevalence of smoking is 47%, swizzles use more than 20%. It is discovered that the number of students with active physical activity makes not more than 45%. Most students consider that for the health they are responsible, ready and want to get information on forming of healthy way of life. Last month's editorial pointed out that higher education may well change significantly as a result of the tremendous impact that information technologies are having on society. It quoted a white paper (1) by Russell Edgerton, Director of the Education Program of the Pew Charitable Trusts. Edgerton argued that higher education is currently failing to meet three challenges: to provide higher quality education; to reduce costs; and to regain its former stature as an important player in shaping public policy. Edgerton recommended that the Pew Trusts should encourage colleges and universities to set more ambitious goals for undergraduate education, to enter the public arena and play a major role in the reform of K-12 education, and to develop an academic profession interested in working toward these goals. Four new aims for undergraduate education were identified: "encouraging institutions to take learning seriously, encouraging faculty to take pedagogy seriously, demonstrating that technology can be used to reduce costs as well as to enhance learning, and developing new incentives for continuous quality improvement." One wonders why institutions of higher education should need to be encouraged toward goals that seem obviously congruent with their mission and self interest, but today's colleges and universities seem more likely to respond to outside offers of funding than to develop their own plans of action. As members of the faculty of such institutions, it behooves us to consider what some of those outside influences are likely to be and what effects they are likely to have on us, on our institutions, and on our students. Higher education is seen as a growth market by Michael Dolence and Donald Norris (2). In 1995 they projected that in five years there would be an increase of 20 million full-time equivalent enrollments in the U.S. and more than 100 million world wide. Full Text Available Recent research shows both students and professors rushing to adapt learning and teaching activities accessing ever-upgrading digital and social media formats like Facebook, Twitter, YouTube, Pinterest and Prezi. Many institutions of higher education are embracing social media as viable, student-centered-classroom communication tools in a full range of subject disciplines, as well as in emerging interdisciplinary activities that prepare students for current trends in the job force. The new communication channels offer students a direct voice in discussion of topics of subject matter and current events, avenues for expedited exchange of information, and also introduction to skills needed to operate mobile computing devices, such as tablets and portable hand-held devices. The advancing tools of online technology are also being used creatively in general communication across college campuses in higher education following standardized-use policies. The use of social media, for example, is effective in recruiting and interacting with prospective students and their parents or in expedited sharing of news or updated policies and procedures. The current endorsement of new technologies in various higher-education settings aligns with historical enthusiasm in education for interactive classroom dialogue. Over the years, progressive and pragmatic educators, such as John Dewey, Paulo Freire, Elliot Eisner and Larry Cuban have promoted interactive, inclusive pedagogical communication and experiential education since the early 1900s to the present. It does this by elucidating aspects of the proceedings of the Education Commission at the African Network on Evidence-to-Action on Disability (AfriNEAD) Symposium, which took place in Zimbabwe in November 2011. The presentations specifically focused on the education of people with disabilities from early childhood through to higher education. This article, however, is informed by presentations focusing on increasing access to higher education. The article is focused on the implementation of evidence in practice, research and policies stemming from rigorous debate and scientific foundations, whilst taking into account the dynamic realities of the higher education context. The authors note that the deficiency of general data theories in pedagogical literature, - on the one hand, and active development of learning types essentially complicate framing and contents of modern education didactic system. Methods. The authors give the key feature of the generic difference betweenthe traditional and e-learning on the basis of the analysis and correlation made by various researchers’ viewpoints; the key feature - the information resources’ usage in educational process (i.e. devices for data processing, storage, transmission, and the information is presented in digital format. The authors single out that blended learning means implementation of traditional types and methods of specific educational tasks including the e-learning elements. Distance learning is proposed to be electronic itself; it’s supposed to be the final variation of e-learning.Scientific novelty and practical significance. The presented approach based on the digital resources’ level application permits to determine all-existing higher education learning types; to establish connection and show differences between them. The authors draw the conclusion that recommended approach can be usedfor further methodology development of modeling the specialists’ training variants in higher school. It is specially noted that this very training is considered as the collaboration of teachers and students focused on knowledge acquisition, work methods and communication features that correspond the future profession requirements. A mention should be made that it is necessary to use educational information material supplement and needed electronic devices or equipment.

Full Text Available La educación virtual se constituye en una alternativa para el acceso de un mayor número de estudiantes al sistema de educación superior. En Colombia se ha incrementado el número de programas de pregrado en esta modalidad, pero la documentación sobre el trabajo pedagógico desarrollado en la implementación de estas propuestas educativas es insuficiente para examinar su calidad. Esta investigación propuso como una de sus categorías de análisis indagar las percepciones y experiencias de agentes educativos acerca del desarrollo de la alfabetización informacional en los programas que se ofrecen en esa modalidad para especificar transformaciones, avances, rupturas, entre otros aspectos. El estudio empleó técnicas cuantitativas y cualitativas para la recolección de información de profesores, coordinadores, tutores y estudiantes de nueve instituciones de educación superior que contaban con programas con un alto componente virtual. Los resultados muestran que se ha dado inicio al fortalecimiento de las competencias informacionales de los estudiantes, pero que aún se requiere del trabajo colectivo entre profesores, tutores y estudiantes para refinar los criterios de búsqueda, valoración y aplicación de la información. Se evidencia también la necesidad de capacitación para expertos temáticos y la necesidad de reflexionar sobre estrategias para combatir el plagio.Abstract: Virtual education has become an alternative for students to access the higher education system. Full Text Available The recent changes in higher education impose an increased usage of marketing in this field, because this is the path to a more profound understanding of consumers' needs and to identifying the correct market position of the higher education institution. Moreover, it is helpful in developing various study programmes which provide graduates with the necessary skills to successfully meet the requirements of the labour market. At the same time, the employment of marketing in the academic environment not only contributes to correctly informing the public as regards the education offer and the benefits of being the holder of an academic degree, but it also strengthens the academic image and reputation on the market. Results show that higher education encompasses the particularities of services, and therefore, the marketing activities should be adapted to this field. Furthermore, adopting marketing in current activities not only helps higher education institutions in elaborating some concrete actions of attracting quality students, but it also consolidates the academic image on the market.

However, the unusual circumstances that happened in Iraq were affected on a universities course. The revolution in information technology (IT affects most of our activations. As a result, it is important to consider the impact of IT on accounting careers. Developing accenting information system course content can generate an accountant who is armed with the knowledge and skills before entering accounting job. Also the development process required instructors have characteristics that make the integrating process of IT knowledge components in AIS course content more smoothly. Iraq is the country facing many difficulties that makes its higher education institutions (HEIs suffered from un updated learning environment and technological backwardness. This causes a low level of accounting graduates’ knowledge and in turn leads to led to consider the Iraqi accountant incapable of working with international organizations and companies or conducting was it professionally. The aim of this paper is to explain the role of IT knowledge elements in developing AIS course content in Iraqi HEIs with considering the moderate effect of the instructors’ characteristics. Higher Education: Reputational Effects, Distorted Signaling and Propitious Selection

Full Text Available In the paper the authors attempt to underpin the hypothesis that under certain conditions a propitious selection may take place on the higher education market. It is a phenomenon when brand universities automatically reproduce their positive reputation without improving the quality of teaching due to influx of talented entrants. The authors apply econometric modelling and regression analysis based on survey of first-year students from Moscow to demonstrate that graduates with high USE marks really prefer to choose among brand universities; moreover, they appreciate a possibility to obtain a prestigious diploma even more than that of acquiring a particular profession. However, entrants do not possess full information about the quality of teaching in a particular university. The analysis presented in the paper shows that university rankings do not contribute to overcoming of this information asymmetry, since they transmit distorted signals caused by the methodology of ranking. The rankings, first of all, accentuate academic activity of teachers rather than educational process and interaction with students. For this reason, higher schools often adopt such a strategy to meet the ranking criteria as much as possible; they also tend to improve namely these indicators disregarding the other to become a leader. As a result, brand universities may surpass ordinary universities not due to rendering educational services of higher quality but due to selection of best entrants and peer-effects. These factors allow them to have excellent graduates, thus maintain positive reputation in employers’ opinion and simultaneously raise the brand value by advancing in a ranking.

Bully University? The Cost of Workplace Bullying and Employee Disengagement in American Higher Education

Full Text Available Workplace bullying has a detrimental effect on employees, yet few studies have examined its impact on personnel in American higher education administration. Therefore, two central research questions guided this study: (a What is the extent of workplace bullying in higher education administration? and (b What is the cost of workplace bullying specifically to higher education administration? Participants from 175 four-year colleges and universities were surveyed to reveal that 62% of higher education administrators had experienced or witnessed workplace bullying in the 18 months prior to the study. Race and gender were not parameters considered in the sample. A total of 401 (n = 401 higher education respondents completed the instrument from various departments on a campus: academic affairs, student affairs, athletics, development/advancement, admissions/financial aid, information technology, arts faculty, sciences faculty, and executives. Employment disengagement served as the theoretical lens to analyze the financial cost to higher education when employees mentally disengage from organizational missions and objectives. With this lens, the study examined staff hours lost through employee disengagement and the associated costs.

To develop the pedagogic efficiency of informal education in science teaching, promoting a close cooperation between institutions is suggested by Monteiro, Janerine, de Carvalho, and Martins. In their article, they point out effective examples of how teachers and educators work together to develop programs and activities at informal education places such as science museums. Their study explored and discussed the viability and relevancy of school visits to museums and possibilities to enhance the connection between students' visits in informal contexts and their learning in schools. Given that students learn science by crossing the boundaries of formal and informal learning contexts, it is critical to examine ways of integrated and collaborative approach to develop scientific literacy to help students think, act and communicate as members of problem solving communities. Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Full Text Available Service quality, students' satisfaction and their behavioural intentions are recognised as rather important aspects in higher education institution's strategy in a competitive higher education marketplace, which enable them to attract and retain students in science, technology, engineering and mathematics (STEM and information-communication (IC study areas. This research aimed to study the relationship between service quality, students' satisfaction and behavioural intentions of STEM and IC students of the University of Rijeka Departments. Partial least squares structural equation modelling using SmartPLS 3.0 software was performed on student survey data, confirming a direct, positive and significant relationship between higher education service quality and students' satisfaction and between students' satisfaction and their behavioural intentions. According to indirect effects analysis, perceived higher education service quality has an an indirect, positive and significant impact on students' behavioural intentions through students' satisfaction. The results indicate that higher education service quality is an imperative for higher education sector. Based on the findings of this study, useful to policy makers in the services industry in general and in higher education sector in particular, improvements can be planned all service quality dimensions as a key factor to attract, educate and retain STEM and IC students in Croatia.

This study aims to analyze the role of HRIS in human resource planning, especially in the stages of needs planning activities, recruitment and selection, human resources development, promotion and promotion, and assessment of work and remuneration. The output of research resulted in the form of HRIS-based human resource planning concepts for Higher Education Institutions. The research method was designed using qualitative descriptive approach. Data collection is done through observation technique and interview with research location in University of Brawijaya. The results show that the existing HRIS has not played an optimal role because the function of the system is still limited as a data gathering medium and the submission of employment reports that have not been able to contribute as a decision support system for leaders in HR planning.

Gains in Life Expectancy Associated with Higher Education in Men.

Many studies show large differences in life expectancy across the range of education, intelligence, and socio-economic status. As educational attainment, intelligence, and socio-economic status are highly interrelated, appropriate methods are required to disentangle their separate effects. The aim of this paper is to present a novel method to estimate gains in life expectancy specifically associated with increased education. Our analysis is based on a structural model in which education level, IQ at age 18 and mortality all depend on (latent) intelligence. The model allows for (selective) educational choices based on observed factors and on an unobserved factor capturing intelligence. Our estimates are based on information from health examinations of military conscripts born in 1944-1947 in The Netherlands and their vital status through age 66 (n = 39,798). Our empirical results show that men with higher education have lower mortality. Using structural models to account for education choice, the estimated gain in life expectancy for men moving up one educational level ranges from 0.3 to 2 years. The estimated gain in months alive over the observational period ranges from -1.2 to 5.7 months. The selection effect is positive and amounts to a gain of one to two months. Decomposition of the selection effect shows that the gain from selection on (latent) intelligence is larger than the gain from selection on observed factors and amounts to 1.0 to 1.7 additional months alive. Our findings confirm the strong selection into education based on socio-economic status and intelligence. They also show significant higher life expectancy among individuals with higher education after the selectivity of education choice has been taken into account. Based on these estimates, it is plausible therefore that increases in education could lead to increases in life expectancy.

Full Text Available Socially significant steps of Ukraine in the issue of European integration are measures to reform the legislation on higher education in the context of the Bologna process, namely: the adoption of the National Qualifications Framework and the new edition of the Law of Ukraine "On Higher Education." The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Full Text Available In the new millennium, the internet plays an important role in improving the quality of education. Internet has become one of the means of communication, discussion, and even exploration of varieties of information from and between different worlds. In the world of education in the West, for example, the internet is used as a means of transforming education, especially by those who are dealing with the limitations of time and geographical location. The internet allows students and professors to communicate and coordinate with each other on the progress of the research they are doing. The internet, through its search engines, also has made it easier for education person to find diverse scientific literatures. Thousands of books, studies, research articles, reports and scientific papers are now available online. However, behind the ease and benefit of the search engines, educational practitioners scrutinize the implications of the use of the internet to the world of education. The internet is often misused or used as a medium to perform a variety of crimes. Stealing other people's private information and money, provocation and scorn as well as accessing pornographic sites are a a few number of examples that are always connected to the use of internet. The issue of infringement on intellectual property rights and other plagiarism is also very often associated with the misuse of the internet today. But this particular article describes the benefits of the internet through search engines, potential challenges, and benefits for higher education.

The Russian polytechnic education is going through the sequence of transformations started with introduction of bachelor and master degrees in the higher education instead of the previous “specialists”. The next stage of reformation in the Russian polytechnic education should imply the growth in quality of teaching and learning experience that is possible to achieve by accumulating the best education practices of the world-class universities using the benchmarking method. This paper gives an overview of some major distinctive features of the foreign benchmark higher education institution and the Russian university of polytechnic profile. The parameters that allowed the authors to select the foreign institution for comparison include the scope of educational profile, industrial specialization, connections with the leading regional corporations, size of the city and number of students. When considering the possibilities of using relevant higher education practices of the world level, the authors emphasize the importance of formation of a new mentality of an engineer, the role of computer technologies in engineering education, the provision of licensed software for the educational process which exceeds the level of a regional Russian university, and successful staff technologies (e.g., inviting “guest” lecturers or having 2-3 lecturers per course).

However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Even when planning the structure and content of an academic process, one meets some problems concerning the necessity to assess the correlation between degree programmes and demands of educational and professional standards and to consider today’s job-market and students demands. The paper presents examples of ontological simulations for solutions of organizing educational process problems in a higher educational institution and gives descriptions of model development. The article presents two examples: ontological simulation when planning an educational process in a higher educational institution and ontological simulation for describing competences of an IT-specialist. The paper sets a conclusion about ontology application perceptiveness for formalization of educational process organization in a higher educational institution.
