Much attention is paid to the beneficial action of fruits against obesity-related oxidative stress. This study evaluated nutritional and antioxidant properties of banana, litchi, mango, papaya, passion fruit and pineapple from Réunion French Island. Results showed that total amounts of carbohydrates, vitamin C and carotenoids were 7.7-67.3g glucose equivalent, 4.7-84.9mg ascorbic acid equivalent and 26.6-3829.2μg β-carotene equivalent/100g fresh weight, respectively. Polyphenols were detected as the most abundant antioxidants (33.0-286.6mg gallic acid equivalent/100g fresh weight) with the highest content from passion fruit. UPLC-MS analysis led to identify epigallocatechin and quercetin derivatives from banana and litchi, ferulic, sinapic, syringic and gallic acids from pineapple and mango, and piceatannol from passion fruit. Polyphenol-rich extracts protected red blood cells and preadipose cells against oxidative stress. Altogether, these findings highlight nutritional benefits of French tropical fruits and their possible interest to improve antioxidant capacities of the body during obesity. This work is a review of the present state of knowledge concerning the behaviour in the liquid state of materials having semi-conducting properties in the solid state. In the case of many materials it is observed that a 'short-distance order' persists (with modifications) at temperatures above the melting point; this phenomenon is responsible for the semi-conducting properties of certain liquids. A decrease in the mobility of the carriers is generally observed on fusion, whereas the width of the forbidden zone increases: {delta}E{sub g} = {delta}E{sub g1} + {delta}E{sub g2}; {delta}E{sub g1} which is related to the expansion of the crystal is usually positive whereas {delta}E{sub g2} which is related to a change in the short-distance order is negative. According to the relative importance of these two phenomena, {delta}E{sub g} is either positive or negative, involving an increase or a decrease in the semiconducting nature of the material at its melting point. Various examples are presented, in particular that of selenium-tellurium solutions. The experimental study of the electrical properties of liquids comes up against major difficulties (the Hall effect in particular). It is shown nevertheless that the theoretical studies explain semi-quantitatively the known experimental results. Dr. Davy is the Honorary President International Union of Phlebology, Honorary President French Society of Phlebology, Honorary President European Society of Phlebectomy. Dr. Andre Davy was born in 1924 in Basse, Normandy. I met Dr. Davy in 1967 in a World Congress of Phlebology in Amsterdam. I was so impressed with his skills and knowledge that when he later on proposed to be associated in the practice of phlebology, I accepted immediately. That lead to a very long medical and surgical partnership. He was an expert in the Muller phlebectomy and was also interested in chronic venous insufficiency, chronic stasis ulcer and lymphedema. He promoted sclerotherapy as part of the overall treatment of venous disease. In the early seventies, he started a training program that included not only theoretical but also practical knowledge of phlebology. In 1974 he published a book entitled, "Les Varices." He organized the first Franco-British Symposium of Phlebology that was held in Touquet in May 1981. That symposium was a complete success. It was immediately followed by a second Franco-British symposium and later on by the creation of the Venous Forum of the Royal Society of Medicine, the birth of the English journal "Phlebology," the North American Society of Phlebology, and the American Venous Forum. Later, he became Editor in Chief of Phlebologie, the journal of the French Society of Phlebology. He was named President of the French Society of Phlebology in 1986 and in 1989 President of the International Union of Phlebology. This very well educated and calm gentleman with a very outward tranquil appearance and great strength of character has always held strong opinions. He is now retired at his family home in Pont L'Eveque, France and spends his time reading, listening to the music of his favorite composers Verdi and Mahler, continuously visiting old friends such as Jean Van der Stricht, Robert Muller, Claude Gillot, and still remaining very close to his family. For several years now, the CFDT has worked out an approach to sustainable development that is not a pale copy of the grievances expressed by associations or NGOs, but a plan for a new model for developing a fair, environmentally-friendly economy. This French labor union has supported this coherent, global approach in the International Trade Union Confederation (ITUC) and the European Trade Union Confederation (ETUC). In France, it has strongly backed a bill of parliament on the 'energy transition'. To this end, it mobilized its members and means; but more importantly, it has worked through unusual partnerships with associations, businesses, local authorities, parliament and experts. Full Text Available The market is a dynamic market in which the European Union plays a leading role as the main producer and exporter of vine products. In this area, four countries with strong agricultural and viticultural tradition dominate the market: France, Italy, Spain and Germany. But among the new eastern EU members, countries as Romania, with a favorable geography and climate and also a viticultural tradition, some may also play a more prominent role. Romania is part of the top 12 wine-producing countries, however Romania penalty to export large-scale production of wine. In contrast, France is the main producer and exporter of wine country. This situation is primarily due to the strategic choice of a very strong geographic labelisation of wine production and the emphasis on quality and even the excellence of its products, in particular thanks to a promotion policy. Two major non-exclusive solutions seem to emerge for Romania. On the one hand, it can copy to a certain extent the French solution by leveraging labelisation its wines. The French wine market is also the reference of the European Union in particular as regards the creation of the label: Appellation of Origin (PDO. The example of champagne is, in this context, remarkable. This product alone largely not only the volume and value of exports of wines, but also the volume and value of exports of all agricultural products. It can also try to increase its exports to emerging countries outside the European Union. Non-European areas are both a promise of growing opportunities in a context of economic crisis or post-crises and a threat to the European wine sector: in particular we think about America, Asia and Oceania. Indeed, the main third countries also wine producers are trying to increase their market share. This explains the new measures taken by the European authorities aimed at deep modernizing European wine sector.

An understanding of the epidemiology of shoulder dislocation/subluxation in rugby union players could help develop targeted prevention programmes and treatment. We performed a multiyear epidemiological survey of shoulder dislocation/subluxation in a large cohort of rugby players. A descriptive epidemiological study was performed prospectively for five playing seasons (2008-2013) in all players licensed in the French Rugby Union. Rugby players were categorised into five groups by age. The player and the team physician reported the injury to the club insurance company if it occurred during training or a match. The goals of the study were to define the rate, type and causes of shoulder dislocation/subluxation. 88,044 injuries were reported, including 1345 (1.5%) episodes of dislocation/subluxation in 1317 men and 28 women, mean age 22.5±5.9 years. About 10/10,000 men and 5/10,000 women reported an episode of shoulder dislocation/subluxation per season, including 83/10,000 senior professionals, 17/10,000 senior amateurs, 21/10,000 juniors, 12/10,000 cadets and rugby school players. Shoulder dislocation/subluxation was significantly more frequent in senior and junior players (prugby players with a history of shoulder dislocation/subluxation should receive special attention from sports medicine professionals and orthopaedic surgeons. The European Union has just published the environmental side of its action in the fight against climatic change. Like the third 'energy batch', these new legislative proposals are the continuation of the January 2007 communication of the commission which aimed at fixing the trends of the energy policy of the European Communities. Some measures of these last legislative proposals, in particular those treating of biofuels, are sometimes considered as too ambitious and even unrealistic. The overall proposals are waiting for the final adoption during the French presidency. (J.S.)

This paper describes a study of the physico-chemical state of radio-cerium in dilute solutions on the tracer scale, as a function of the pH of the solution. The way in which this radioelement is transported in the blood is studied in vitro and in vivo, with reference to the ionic or colloidal state of the radio-cerium used. The distribution of cerium amongst the various components of the blood is studied by a new method of blood fractionation and by paper electrophoresis. Evidence of a cerium globulin connection is shown in the case of ionic cerium. A study of the initial distribution of radio-cerium in rats, after intravenous administration of ionic or colloidal solutions, shows considerable differences according to the physico-chemical state of the cerium injected. (author) [French] Ce travail presente une etude de l'etat physico-chimique du radiocerium en solutions diluees a l'echelle des indicateurs, en fonction du pH de la solution. En fonction de l'etat ionique ou colloidal du radiocerium utilise, le mode de transport de ce radioelement dans le sang est etudie in vitro et in vivo. La distribution du cerium entre les differents constituants du sang est etudiee par une methode nouvelle de fractionnement du sang et par electrophorese sur papier. L'existence d'une liaison cerium-globuline est mise en evidence dans le cas du cerium ionique. L'etude de la distribution initiale du radiocerium, chez le rat apres administration par voie veineuse de solutions ionique ou colloidale, montre des differences importantes en fonction de l'etat physico-chimique du cerium injecte. For over ten years now, eurobserv'eR has been collecting data on european Union renewable energy sources to describe the state and thrust of the various sectors in its thematic barometers. The first part of this assessment is an updated and completed summary of the work published in 2011. It provides a complete overview of the ten renewable sectors, supplemented by two summary notes on concentrated solar power and ocean energies. Their performances are compared against the european Commission White Paper and Biomass Action plan targets. The eurobserv'eR consortium members will publish their end-of-year estimates of the renewable energy share of overall final energy consumption for each European Union country from this edition onwards. Studying social disparities in health implies the ability to measure them accurately, to compare them between different areas or countries and to follow trends over time. This study proposes a method for constructing a French European deprivation index, which will be replicable in several European countries and is related to an individual deprivation indicator constructed from a European survey specifically designed to study deprivation. Using individual data from the European Union Statistics on Income and Living Conditions survey, goods/services indicated by individuals as being fundamental needs, the lack of which reflect deprivation, were selected. From this definition, which is specific to a cultural context, an individual deprivation indicator was constructed by selecting fundamental needs associated both with objective and subjective poverty. Next, the authors selected among variables available both in the European Union Statistics on Income and Living Conditions survey and French national census those best reflecting individual experience of deprivation using multivariate logistic regression. An ecological measure of deprivation was provided for all the smallest French geographical units. Preliminary validation showed a higher association between the French European Deprivation Index (EDI) score and both income and education than the Townsend index, partly ensuring its ability to measure individual socioeconomic status. This index, which is specific to a particular cultural and social policy context, could be replicated in 25 other European countries, thereby allowing European comparisons. EDI could also be reproducible over time. EDI could prove to be a relevant tool in evidence-based policy-making for measuring and reducing social disparities in health issues and even outside the medical domain.

On September 25, 2002, the French government adopted the project of law relative to the energy markets. This project of law takes up the essential part of the measures proposed by the directive no 98/30/CE of the European Union from June 22, 1998, about the 'common rules of the internal natural gas market'. This paper makes a brief comment of the version of this project adopted by the senate. It presents also the position of the French gas association (AFG) about this transposition, its action during the first phase of the parliamentary debate, and what will be AFG's role after the enforcement of this law. Finally, a testimony of the Swiss society of gas and waters industry (SSIGE) about the opening of the natural gas market is given in conclusion. (J.S.)

Full Text Available The Accord du Papillon started the Belgium Sexième réforme de l’Etat. After a long institutional crisis, an agreement between the major parties seemed the best way to ensure a stable government to the country and to enhance a new season of constitutional reforms. It consisted, so far, in two sessions (2012 and 2014 that brought to the adoption of both legislative and constitutional acts. Two reforms appear crucial. First and foremost, the Sexième réforme de l’Etat set forth the criteria to divide the Bruxelles-Hal Vilvorde district. Furthermore, it determined the Senate reform. Nonetheless, in the past months, the reformist enthusiasm decreased gradually, but probably this is a temporary situation: in Belgium, things are more complicated than they seem, so it is hard to have the last word.

Comments on the Lambert case: the rulings of the French Conseil d'État and the European Court of Human Rights.

This study examines the decisions of the French Conseil d'Etat (Supreme Administrative Court) and the European Court of Human Rights in the Lambert case concerning the withdrawal of life-sustaining treatments. After presenting the facts of this case, the main legal question will be analyzed from an ethical and medical standpoint. The decisions of the Conseil d'État and then of the European Court of Human Rights are studied from a comparative legal perspective. This commentary focuses on the autonomous will of an unconscious patient and on the judicial interpretation of the right to life as recognized in article 2 of the European Convention on Human Rights. Furthermore, it medically classifies artificial nutrition and hydration (ANH) as a "treatment" which has ethical and legal implications. While the majority of the bioethical community considers ANH a medical treatment, a minority argues that ANH is basic care. This classification is ambiguous and has conflicting legal interpretations. In the conclusion, the author highlights how a French lawmaker in February 2016, finally clarified the status of ANH as a medical treatment which reconciled the different values at stake.

This study presents the results of 40236 recorded levels of caesium {sup 134}Cs and {sup 137}Cs activities carried out on French food. These controls, performed through gamma-spectrometry, have been carried out in France by the Veterinary Services and the CNEVA-LCHA (Centre National d`Etudes Veterinaires - Laboratoire Central d`Hygiene Alimentaire), as part of a radionuclides survey after the Chernobyl accident. The results have been collected by the CNEVA-LCHA, and show in 1992 that 99.6% of the radioactivity levels in the French food are below 50 Bq/kg. The present situation seems to be satisfying. However, very small amounts of {sup 137}Cs residues were noticed in some mushroom species, such as Cantharellus tubaeformis. (authors). 3 figs., 1 tab.

Full Text Available Unions, which can be regarded as one of the constitutive elements of democracy, are the pressure groups in political and social fields. Unions were born out of industrial confrontations and expanded into the field of public services over time, and thus teachers – who are also public employees-, also obtained the right to establish and affiliate to unions. In this research the views of union member and non-union member teachers on the most important functions and operational effectiveness of unions, teachers’ expectations from unions and teachers’ evaluation of the solidarity, competition and cooperation between unions were determined and the perspectives of teachers on unionization were revealed. qualitative research design was used. The data needed were collected through semi-structured interviews from volunteering union member and non-union member teachers who were working in the primary and secondary schools in Ankara province and who were selected through “maximum variation sampling approach”. The data were then analyzed by using the content analysis technique. In conclusion, it was found that political ideology was the most important reason for membership of teachers’ unions. Protection and development of personal rights was found to be the most important function of teacher unions and unions were thought to be insufficient in performing those functions.

Following the last expansion of the European Union and the recent nuclear renouncement decision of Germany, the member states frankly favourable to nuclear energy are now a minority among the fifteen states. The French government also has some doubts with respect to this energy source, even if France is the first producer of electric power of nuclear origin. Starting from this statement, the French Senate delegation for the European Union has wondered about the present day situation and the future perspectives of nuclear energy in Europe. Full Text Available The article discusses some implications of the Brexit referendum for institutional and political development of the European Union and for relations between the EU and the UK. The most obvious consequence of the referendum is the collapse of ideology of continuous and progressing development of integration. Instead of endless, irreversible, a priori beneficial for everyone integration process, the European Union has become an organization that does not have a Messianic goal and obliged to prove its usefulness in everyday life. EU systemic crisis will inevitably lead to a profound transformation of its institutional and political structure. After the British referendum, only two options are possible. First of all, partial deconstruction of the European Union. The idea that European integration has gone too far lies in the basis of this strategy. According to this logic, the single market is the main EU achievement. Return to the basics - this is a pragmatic approach to integration, which should replace attempts to fix rotten projects (like Euro or to achieve the unattainable (political Union. This option is hardly probable. Second option is transformation of the EU into the "core and periphery" system having the basis flexible integration. Over the past 20 years, flexibility transformed from temporary phenomenon into a permanent and formalized mechanism; its elements exist in many EU politics. Brexit would be able to accelerate significantly the formation of a cohesive core within the Eu. The core will not be homogeneous; it will include as governing structures: the German-French axis and a group of EU founding countries.

The decision taken by the French government as early as 1946 to pursue an extensive atomic energy development program laid immediate stress on the importance of finding adequate raw materials sources. The effort expended in this direction, as it is known through various publications on the subject, has culminated in very definite success: by the end of the present mining program, that is to say in 1961, France will occupy a significant position amongst world producers of uranium, and will be entirely independent in satisfying her requirements in uranium and thorium. Full Text Available Pendant l’entre-deux-guerres, pour améliorer la difficile situation nationale et internationale du commerce des vins (fraudes, mévente, surproduction endémique, fermetures de marchés, politiques protectionnistes, le gouvernement français profite des débats internationaux pour imposer les normes hexagonales de vente et de production à l’étranger. En dépit de nombreuses réussites au sein de l’OIV ou lors de congrès, et malgré une propagande organisée, l’Etat français ne parvient pas à restaurer la confiance. La régionalisation des enjeux et les luttes pour ou contre l’instauration des appellations déclasse en partie les initiatives centralisées de l’Etat. Aussi, les syndicats vignerons tentent-ils d’organiser eux-mêmes leur propagande. Les démarches bourguignonnes vers les Etats-Unis évoquent ce processus d’exportation de la notion d’appellation d’origine. Dans un même temps, ces actions deviennent un moyen efficace pour légitimer nationalement ces nouvelles normes marchandes. L’apposition de normes légitimes semble, dans ce cas, un préalable nécessaire à tout bon fonctionnement du marché. Full Text Available This paper analyzes what channels trade unions in Europe use when trying to influence European Union (EU policies. It compares and contrasts trade unions in different industrial relations regimes with regard to the degree to which they cooperate with different actors to influence EU policies, while also touching on the importance of sector differences and organizational resources. The study is based on survey data collected in 2010–2011 from unions affiliated with the European Trade Union Confederation and from below peak unions in 14 European countries. Results of the survey show that the ‘national route’ is generally the most important for trade unions in influencing EU policies in the sense that this channel is, on average, used to the highest degree. In addition, the survey delineates some important differences between trade unions in different industrial relations regimes with regard to the balance between the national route and different access points in the ‘Brussels route’.

From coups attempts to coup, from constitutional developments to national reconciliation, the Union is fragile and tries to resist with an endemic balkanization. It is embodied with the political affiliation of the fourth island of the Comoros archipelago, Mayotte, in the French Republic and with the separatist attempts of Anjouan and Moheli.In this tense political context occurred on March 25, 2008 the landing in Anjouan of an international force under the aegis of the African Union to overthrow President Mohamed Bacar. Union of the Comoros illustrates the obstacles of a national cohesion within a multi-insular state wrestling with heavy political difficulties and persistent economic and human development problems.

Full Text Available Réunion (French: La Réunion, formerly: Īle Bourbon is beside the Mauritius the largest and the youngest island on the Mascarene Plateau in the Indian Ocean. The island is of volcanic origin, formed through volcanic activity initiated by deeply settled “hot spot” inside the Earth’s mantle. It was formed within the last 2 million years from lava effusions whose volume is up to now nearly 75,000 km3. Only 3% of its volume is emergent and the total height from the sea floor is 6,500 m. The island is about 40 km in width with about 800,000 inhabitants. The capital city is St Denis. The nature of the island is impressive: active volcano, mountains above 3,000 m in height and deep canyon, frequently exceeding 2,000 m in depth. Since 2010, about 40% of its area is announced a National park and a UNESCO World Heritage site.

Biofuel market and carbon modeling to analyse French biofuel policy

In order to comply with European Union objectives, France has set up an ambitious biofuel plan. This plan is evaluated on the basis of two criteria: tax exemption on fossil fuels and greenhouse gases (GHG) emission savings. An economic marginal analysis and a life cycle assessment (LCA) are provided using a coupling procedure between a partial agro-industrial equilibrium model and an oil refining optimization model. Thus, we determine the minimum tax exemption needed to place on the market a targeted quantity of biofuel by deducting the biofuel long-run marginal revenue of refiners from the agro-industrial marginal cost of biofuel production. With a clear view of the refiner's economic choices, total pollutant emissions along the biofuel production chains are quantified and used to feed an LCA. The French biofuel plan is evaluated for 2008, 2010 and 2012 using prospective scenarios. Results suggest that biofuel competitiveness depends on crude oil prices and demand for petroleum products and consequently these parameters should be taken into account by authorities to modulate biofuel tax exemption. LCA results show that biofuel production and use, from 'seed to wheel', would facilitate the French Government's compliance with its 'Plan Climat' objectives by reducing up to 5% GHG emissions in the French road transport sector by 2010

The objective of the French-Soviet ARAKS experiments (Artificial Radiation and Aurora between Kerguelen and the Soviet Union) was to study the injection of an electron beam in the ionospheric plasma. Two rockets were launched which were magnetically conjugated with a point on the ground, and many ground-based measurement facilities were set up in conjunction with these experiments, with emphasis on radar measurements in the Northern Hemisphere as well as on the VLH and VHF measurements in both hemispheres. One of the important results of the experiments is that they have demonstrated the possibility of detecting the ionization trails created by the beam penetrating the conjugate atmosphere by ground-based radar observations. The observations discussed include those related to neutralization of the electron gun and wave emission. 6 references

Oral surgery in the European Union: challenges of diversity in training and practice.

At the crossroads of medicine and dentistry, oral surgery with orthodontics are the only recognised dental specialties by the European Union. The goal of our study is to evaluate the current state of oral surgery in Europe from its teaching to its practice, the hypothesis being that a notable diversity persists despite European Union harmonisation process. To understand the impact of this diversity applied to European Union freedom of movement and its ethical implications for the practice of oral surgery, English and French questionnaires were sent by email to universities and organisations delivering authorisation to practise in France, Germany, Spain, Sweden and United Kingdom chosen based upon inclusion and exclusion criteria. An analysis of documents on these organisations' official websites was also conducted. Demographic information was obtained from the aforementioned organisations. The profile of practising oral surgeons is different dependent on the country. The university and hospital trainings conform to European recommendations and span 3-4 years. European Board certification is not required. Continuing education is mandatory only in France, Germany and United Kingdom. As for curricula and scope of practice, no consensus can be derived. There is potential conflict of interest between European Union principles of freedom of movement and protection of all citizens, as member countries do not uniformly apply Directives and recommendations. A new survey of all European Union oral surgery programmes as well as organisations delivering authorisation to practise is necessary to implement across the board harmonisation of training and practice to insure patient safety in light of the migration of European Union practitioners. © 2015 John Wiley & Sons A/S. RTE, the manager of the French power system, announces a high increase in electricity exports to the other countries of the European Union in 2002. In France, the year 2002 was marked by stable power consumption, but a noteworthy increase in generation due to the rise of exports. In 2002, the RTE network conveyed 512.3 billion kWh (TWh) versus 503.1 billion kWh (TWh) in 2001, an increase of 1.8%. Overall French exports made considerable strides forward from 72.9 TWh in 2001 to 80.6 TWh in 2002, i.e. 10.6% more than in 2001. On the other hand, overall French imports fell substantially, from 4.4 TWh in 2001 to 3.8 TWh in 2002, or a drop of about 14%. In all, the export balance came to 76.8 TWh in 2002, versus 68.5 TWh in 2001, i.e. a rise of 12%. On Sunday, 22 December 2002, the historical record of the capacity export balance with a value of 13,277 MW, up 2.2%, was bettered. The particularly mild weather conditions in 2002 led to a drop in heating-related consumption, evaluated at 7 billion kWh compared with the prior year. A slight upturn in industrial consumption was to be noted, from 92.7 TWh in 2001 to 93.2 TWh in 2002, i.e. a growth of 0.5%. Total French consumption thus rose in 2002 to 448.7 TWh. Total consumption, adjusted for climate contingencies, showed a rise of 1.6% in 2002. French power producers showed an increase of nearly 2% and the first wind farm was connected to the power transmission network. French electricity output came to 532.9 TWh in 2002, a growth of 1.9%. This increase is divided up between nuclear generation, up 4%, and conventional thermal generation, on the rise by 15.3%. The substantial share of thermal generation can be explained by a correlative drop in hydro generation (less 16.6% compared with 2001) mainly due to extremely low water availability observed during the first months of the year. With 415.5 TWh in output, nuclear power plants provided 78% of French generation, fossil-fired power plants 9.9% with an output of 52.9 TWh

The author gives the actual state of our knowledge on uranium deposits found in recent years. Till now in precambrian formations only one important deposit has been found, at Mounana (Gabon) in a series of conglomeratic sandstones belonging to the 'Francevillien'. The observed mineralization is of the uranium-vanadium type. To the carboniferous formations corresponds in France a series of deposits, among which the most important ones are located at Saint-Hippolyte. Uranium as carburans, organic-bound complexes, is contained in lacustrine schists of Westphalian or lower Stephanian formations. A number of occurrences are also known in permo-triassic formations, particularly in the Vanoise Alps, in the Maritime Alps and in the Herault, where important occurrences have recently been found not far from Lodeve. The cretaceous and tertiary systems contain uranium deposits in phosphate rocks (Morocco, Senegal, Togo, Middle-Congo). Two sedimentary oligocene deposits are known in France. Lastly, the Vinaninkarena deposit in Madagascar, known for a long time, is the only important one reported in the quaternary series. The authors used gamma cardiology during the abatement of 16 cases of asthma with a view to detecting heart attacks not otherwise visible with routine methods of examination: clinical, radiological and electro-cardio-graphical. In gamma cardiology, a radioactive indicator is used and its path followed in the cavities of the heart. The method makes it possible to study the circulation in the right heart, the pulmonary crossing, and the left heart, as well as evaluation of the heart-flow. As a result of their investigations the authors, after having discussed the significance of the data obtained with the method, suggest that it is possible by the use of gamma cardiography during the abatement of an asthma attack: 1- To confirm attacks of the right heart which have already been detected by ordinary methods. 2- To confirm the presence of modifications in the recorded curves which suggest, in the case of the left heart, possible attack; such on attack is also indicated, in a small number of cases, by electrocardiography curves. Some considerations are put forward by the authors concerning the physiopathology of attacks on the left heart. Full Text Available The European Union attempts to improve the European energy market so that it is better coordinated because in a unified Europe it is no longer possible to act in isolation. The production of energy form renewable sources of great proportions demands a mutually linked European energy market if the aims established in the “Energy and Climate” programme and adopted in 2009 are to be achieved. The aim of this paper is to establish how the principles of European Law influence legal norming in energy issues and in the battle against global warming. The development of energy which does not emit carbon dioxide is in accordance with the aims set by the European Union. In that area, this development relies on regions, and not just countries which are not always able to implement defined ambitious aims. Energy continues in the majority of cases to depend on the power of countries and European control is limited. The European Union participates mainly in the co-ordination and support of national policy, within provisions relating to trans-European networks and within environment protection policy. In principle, the measures relating to the choice of each country from the various sources of energy and on the general structure of providing energy have been unanimously accepted. Particular attention has been given to comparing the French legal rules which are applied in the development of renewable sources of energy and the adaptation of the law on renewable sources of energy and laws on environmental protection to urban planning and the importance of supervision with European legal standards of regulation.

The study of metal to metal contact from the stand-point of the leak rate has been carried on a copper ring located between two hard-steel flanges. The analysis of the results confirms the hysteresis phenomenon already seen. Some curves (leak rate versus force and leak rate versus true deformation) in semi-logarithmic coordinates are straight lines. Likewise some curves (electrical contact resistance versus force) in bi-logarithmic coordinates are straight lines. All these results can be understood by looking at the conductance introduced by the deformations of the micro-geometry of the surfaces in contact. Some tests carried out in rising the temperature confirm these hypothesis. A new approach to quantifying physical demand in rugby union.

The objective of the study was to describe an original approach to assessing individual workload during international rugby union competitions. The difference between positional groups and between the two halves was explored. Sixty-seven files from 30 French international rugby union players were assessed on a computerised player-tracking system (Amisco Pro(®), Sport Universal Process, Nice, France) during five international games. Each player's action was split up into exercise and recovery periods according to his individual velocity threshold. Exercise-to-recovery (E:R) period ratios and acceleration were calculated. Results indicated that about 65% of exercise periods lasted less than 4 s; half of the E:Rs were less than 1:4, and about one-third ranged between 1 and 1:4 and about 40% of exercise periods were classified as medium intensity. Most acceleration values were less than 3 m·s(-2) and started from standing or walking activity. Back row players showed the highest mean acceleration values over the game (P physical performance was seen between the first and second halves of the games except for back rows, who showed a significant decrease in mean acceleration (P physical performance.

Full Text Available A partir de la similitude observée entre l'évolution de la production pétrolière d'un pays et celle de la pénétration d'un produit dans un marché (fonction logistique, l'auteur expose le principe d'une méthode originale qui permet, sous certaines conditions, de prévoir quelle sera la production annuelle probable d'un pays producteur à un horizon de 10 à 15 ans. La validité de cette méthode est d'abord démontrée sur l'exemple de la production pétrolière aux Etats-Unis. Elle est ensuite illustrée par les résultats obtenus pour un certain nombre de pays : production future de gaz aux Etats-Unis, production pétrolière future du Canada, de l'URSS, du Venezuela et de l'ensemble du monde hors Moyen-Orient. On the basis of the similarity observed between the variation in the petroleum production of a country and that of the penetration of a product into the market (logistic function, this article describes the principle of an original method that can be used, under certain conditions, to forecast the probable annual production of a producing country in 10 to 15 years. The validity of this method is first demonstrated for the example of oil production in the United States. Clinical features and prognosis of paraquat poisoning in French Guiana

Abstract Paraquat is a nonselective contact herbicide of great toxicological importance, being associated with high mortality rates. Because of its high toxicity, the European Union withdrew it from its market in 2007. The aim of this study is to analyze all cases of paraquat poisoning hospitalized in French Guiana in order to assess their incidence and main characteristics. Medical records of all paraquat intoxicated patients hospitalized from 2008 until 2015 were reviewed in this retrospective study. Demographics, clinical presentation, and laboratory data were evaluated. A total of 62 cases were reviewed. The incidence of paraquat poisoning was 3.8/100,000 inhabitants/year. There were 44 adults and 18 children younger than 16 years of age. The median ages were 31 years [18.08–75.25] in adults and 13.4 years [0.75–15.08] in children, respectively. The median duration of hospitalization was longer in children [15.5 days (1–24)] than in adults [2 days (1–30)], P < .01. The majority of cases was due to self-poisoning (84%). Children had ingested a lower quantity of paraquat [48.8 mg/kg (10–571.1)] than adults [595.8 mg/kg (6–3636.4), P = .03]. There were more deaths among adults (65%) than in children (22%), P = .004. The severity and outcome was determined primarily by the amount of paraquat ingested. In conclusion, French Guiana has the largest cohort of paraquat poisonings in the European Union. The major factor affecting the prognosis of patients was the ingested amount of paraquat. The administration of activated charcoal or Pemba, in situ, within the first hour after ingestion of paraquat is essential. PMID:29642226

Dans cet article on examine cette proposition à partir d'une définition opérationnelle de l'Etat Providence, de significations attribuées à sa crise et de la réunion des preuves dont on dispose, pour conclure que, tandis que des scénarios de retrait et de fin proche peuvent être écartés, d'autres dangers tels que la privatisation des politiques sociales, semblent plus menaçants. On suggère, pour conclure, que l'étendue de ces dangers visant une négociation de l'âme de l'Etat Providence doit être évaluée non seulement selon des critères économiques et financiers, mais aussi par des considérations normatives.

The author gives the actual state of our knowledge on uranium deposits found in recent years. Till now in precambrian formations only one important deposit has been found, at Mounana (Gabon) in a series of conglomeratic sandstones belonging to the 'Francevillien'. The observed mineralization is of the uranium-vanadium type. To the carboniferous formations corresponds in France a series of deposits, among which the most important ones are located at Saint-Hippolyte. Uranium as carburans, organic-bound complexes, is contained in lacustrine schists of Westphalian or lower Stephanian formations. A number of occurrences are also known in permo-triassic formations, particularly in the Vanoise Alps, in the Maritime Alps and in the Herault, where important occurrences have recently been found not far from Lodeve. The cretaceous and tertiary systems contain uranium deposits in phosphate rocks (Morocco, Senegal, Togo, Middle-Congo). Two sedimentary oligocene deposits are known in France. Lastly, the Vinaninkarena deposit in Madagascar, known for a long time, is the only important one reported in the quaternary series. Job satisfaction and employee’s unionization decision: the mediating effect of perceived union instrumentality

Purpose: Given the current lack of literature in the background of China labor force, this study aims to investigate the relationships among job satisfaction, perceived union instrumentality, and unionization from a reference-frame-based perspective and explore the referred relationships in the context of Chinese labor market. Design/methodology/approach: The study introduces perceived union instrumentality as a mediator to the relationship between job satisfaction and unionization. The applicability of western theories was tested in the Chinese context by a questionnaire survey on 390 employees who were working in private sectors of Jiangsu Province in China. Four hypothesis were proposed and tested by data analysis to verify the model. Findings: The study found that most aspects of job satisfaction were negatively correlated with unionization and perceived union instrumentality, while perceived union instrumentality had a positive relationship with unionization. Perceived union instrumentality was also found to have a mediating effect on the relationship between job satisfaction and unionization. Originality/value: The paper adapted and tested a number of western industrial relation theories in the backdrop of China, contributing to the gap in Chinese-context research by examining the relationships between job satisfaction, unionization and union instrumentality of Chinese employees. It pays a regular contribution to labor union studies both inside and outside China. (Author)

Despite a 16% increase in power prices for French industrial consumers since 2008, they retain on average a 23% electricity price advantage compared to their German counterparts, the CAE report said, quoting data provided by the International Energy Agency. The production cost per megawatt hour for other forms of generation that could be implemented before 2030, such as renewable energy, new-build nuclear plants or gas-fired generation, is 'noticeably higher' than those of the country's existing nuclear plants, the CAE said. France should reduce its trade deficit by relying on nuclear generation and renewable energy, said Jean-Jacques Nieuviaert, senior adviser for strategy and economic studies at the French Union of Electricity (UFE). Longer- term, the country should aim to substitute oil and gas with electricity for uses such as rail transport and household heating. France spends euro 50 bn on oil and euro 15 bn on gas every year, he said. The official goal of the French energy debate is to develop the country's energy policy, but the real question is what to do with nuclear generation, said Nieuviaert. The only relevant groups that support closures of nuclear plants are non-governmental organisations, he said. They are opposed by the UFE, France's association of employers and industry MEDEF and trade unions, all of which support the utilities, he explained. Demand for power in France will keep increasing, said Nieuviaert. Demand for power will outpace the reduction in consumption achieved through greater energy efficiency, mainly because of electricity used for communications and information technology, he said. French Society Abroad: The Popularization of French Dance throughout Europe, 1600-1750

Full Text Available This paper explores the dissemination of French dance, dance notation, and dance music throughout Europe, and it explains the reasons why French culture had such an influence on other European societies from 1600-1750. First, the paper seeks to prove that King Louis XIV played a significant role in the outpour of French dance and the arts. Next, the paper discusses prominent French writers of dance notation who influenced the spread of French dance literature and training throughout Europe. Finally, the paper delineates European composers and their involvement in the development and production of French dance music. Using academic, peer-reviewed journal articles, books, and other scholarly sources, this paper seeks to accurately present the information in an orderly fashion. The paper contains visual evidence of dance and music notation to assist the reader in understanding the subject matter. Additionally, theories of contemporary authors as well as authors from the time period are discussed to present concrete evidence. The two main types of dance discussed in the paper are ballroom and court dances, which were prominent within the French royal court. One major finding of the research is the fact that French court and ballroom dances were specifically designed to communicate the power and prestige of King Louis XIV; consequently, other European countries were influenced to strive for similar prestige. Another finding is that many forms of French dance notation were translated and published in other countries, which increased the use of French dance throughout Europe. Musically, European composers such as Handel and Mozart included elements of French dance music in their compositions, and thus played a significant role in prevalence of French dance music throughout Europe. Overall, this paper proves that French dance received wide recognition due to political influence, availability of dance notation, and the involvement of prominent composers.

On 28 June, the French 2006 law on the sustainable management of radioactive waste and materials was promulgated, after 15 years of research required by the Bataille law. How is it perceived out of our borders? Can it be a contribution to a European policy? What are the progresses in the other Member States and what lessons can we draw from those? A spectrophotometric determination was made of the complexes of cerium and uranides in their different degrees of oxidation with diethylenetriaminepentaacetic acid (DTPA). Two physico-chemical states, the ionic and hydrolysis ones, were considered. In the former case, we studied the influence of the pH on the formation of the complex, and whenever the complexes were stable, we determined the molecular ratio and calculated their stability constants. In the latter case, we studied the conditions of solubilization of the precipitate by formation of complexes soluble in water as a function of pH, age of the precipitate and time of precipitate-chelate contact. Full Text Available The financial crisis showed that banks were not able to face the loss, because there is no framework for a resolution, so that it intervened with money from taxpayers. So, it has been highlighted the need to update the regulations applicable to the banking sector. Creating a single supervisory mechanism in the fall of 2014 was a time reference point to achieve a banking union in Europe. Banking Union is one of the four foundations for a genuine Economic and Monetary Union. The paper’s purpose is to analyze the Banking Union structure, based on three pillars: (i The Single Supervisory Mechanism - the transfer of the main responsibility regarding banking supervision from national to European level, (ii The Single Resolution Mechanism - introduction of common provisions to ensure legal support required to manage bank failures problem, (iii The Deposit Guarantee Schemes - harmonization of deposit guarantee rules. These measures were adopted at European Union level to ensure the stability of the European banking system and to prevent future crises. Because countries that are not part of the euro area are not required to join the Banking Union, the dilemma of these countries lies in the decision to join the Banking Union quickly or to wait. It is the case of Romania, also, so, this paper analyze the opportunity of Romania's accession to the Banking Union before adopting the euro. There are analyzed the advantages and disadvantages of Romania's participation in the Banking Union, showing that, in the context of single currency introduction, Romania's participation is required. So far, there are reduced debates regarding the need, advantages and disadvantages of Romania's participation in the European Banking Union, the top representatives of the National Bank of Romania being among the few who expressed their views in public and published papers on the subject.

The French history of nuclear development clearly shows the inseparability of its civilian use from military use. In France, Commissariat a l'Energie Atomique (CEA) and Electricite de France (EDF) have played an important role in research and development of nuclear technology since the postwar period. At first, the two organizations had kept great autonomy, but the government reinforced its control on them because France needed nuclear deterrence against the Soviet Union. France began using plutonium in 1952, and the Suez crisis in 1956 showed the need for nuclear force to ensure its independence. After this event, France managed the first nuclear test using plutonium in 1960. As for enriched uranium, they have long had great difficulty in securing it. The uranium enrichment technology became crucial also in civilian use in this period. EDF proposed the pressurized water reactor (PWR), which requires enriched uranium, as the future reactor type because of its economic advantage, but CEA wanted to continue developing the gas-cooled reactor (GCR) because of its independence in nuclear fuel supply. Finally, they chose PWR because a French enrichment facility was built in 1967. From such French history, we can say that the civilian and military use of nuclear technology are inseparable. Founded in 1919, the International Union of Pure and Applied Chemistry (IUPAC) was successor to the International Association of Chemical Societies (IACS), which had been founded eight years earlier at the initiative of Albin Haller. The statutes of the IUPAC (like those of the IACS) were written in French, and it was agreed that the IUPAC's administrative headquarters should be in Paris. With these arrangements in place, the role of French chemists generally, and of Haller and Charles Moureu in particular, assumed crucial importance. In 1927, on the occasion of the centenary of Marcelin Berthelot's birth, plans were laid for an international centre for chemistry in Paris, soon to be known as the Maison de la Chimie. From the start, the Maison de la Chimie project was led by the French, most conspicuously by Jean Gérard, general secretary of the Société de chimie industrielle and of the IUPAC. Gérard's contribution to a number of national and international committees, notably for scientific documentation, left an enduring legacy. The years between 1918 and 1927, especially 1918-1919, were decisive for the rebuilding, on many fronts, of international networks embracing individuals and institutions recently separated by war. This article examines the particular case of chemistry, with reference to this wider context and to the widely shared determination to fashion an organisation that would transcend national boundaries and embrace both the pure and the applied aspects of the discipline.

Full Text Available What would a history of medieval literature in French that is not focused on France and Paris look like? Taking as its starting point the key role played in the development of textual culture in French by geographical regions that are either at the periphery of French-speaking areas, or alternatively completely outside them, this article offers three case studies: first of a text composed in mid-twelfth century England; then of one from early thirteenth-century Flanders; and finally from late thirteenth-century Italy. What difference does it make if we do not read these texts, and the language in which they are written, in relation to French norms, but rather look at their cultural significance both at their point of production, and then in transmission? A picture emerges of a literary culture in French that is mobile and cosmopolitan, one that cannot be tied to the teleology of an emerging national identity, and one that is a bricolage of a range of influences that are moving towards France as well as being exported from it. French itself functions as a supralocal written language (even when it has specific local features and therefore may function more like Latin than a local vernacular.

Although trade unions have long been recognized as a critical advocate for employee safety and health, safety climate research has not paid much attention to the role unions play in workplace safety. We proposed a multiple constituency model of workplace safety which focused on three central safety stakeholders: top management, ones' immediate supervisor, and the labor union. Safety climate research focuses on management and supervisors as key stakeholders, but has not considered whether employee perceptions about the priority their union places on safety contributes contribute to safety outcomes. We addressed this gap in the literature by investigating unionized retail employee (N=535) perceptions about the extent to which their top management, immediate supervisors, and union valued safety. Confirmatory factor analyses demonstrated that perceived union safety values could be distinguished from measures of safety training, workplace hazards, top management safety values, and supervisor values. Structural equation analyses indicated that union safety values influenced safety outcomes through its association with higher safety motivation, showing a similar effect as that of supervisor safety values. These findings highlight the need for further attention to union-focused measures related to workplace safety as well as further study of retail employees in general. We discuss the practical implications of our findings and identify several directions for future safety research. 2009 Elsevier Ltd. All rights reserved.

Full Text Available France, one of the founding members of the European Union, is a unitary state from the administrativeterritorial point of view, based on deep centralism. Having territorial collectivities with highly complex structure (communes, departments, regions, sui-generis collectivities and overseas collectivities, France committed itself to cooperation not only between its own administrative structures, but also to cross-border cooperation within the European Union. After showing reluctance to external actions underwent by territorial collectivities, France ended up with acknowledging this right of its territorial collectivities within the «decentralized cooperation», expressly brought under regulation by the Law of 6 February 1992. According to the law, there is no need for any ratification on behalf of the State to allow cooperation between territorial collectivities, within the boundaries of their competence. The Law of 1992 thus authorized the territorial collectivities to close agreements with other collectivities from abroad. Furthermore, the Law of 4 February 1995 allowed several treaties with the border states to be signed, thus creating the SAAR-LOR-LUX region (an European cross-border region that made way for cooperation between Germany, France and Luxembourg. The French legislation also allowed several European districts to be created, acting as local groups for cross-border cooperation, created on the initiative of territorial collectivities. The aim of our study is to identify the main relationship between territorial collectivities in France and EU and to analyze the cooperation instruments used by the French collectivities in order to foster the cross-border cooperation.

The first 900 MWe units, built under the American Westinghouse licence and with reference to the U. S. regulation, were followed by 28 standardized units, C P1 and C P2 series. Increasing knowledge and lessons learned from starting and operating experience of French nuclear power plants, completed by the experience learned from the operation of foreign reactors, has contributed to the improvement of French PWR design and safety philosophy. As early as 1976, this experience was taken into account by French Safety organisms to discuss, with Electricite de France, the safety options for the planned 1300 MWe units, P4 and P4 series. In 1983, the new reactor scheduled, Ni4 series 1400 MWe, is a totally French design which satisfies the French regulations and other French standards and codes. Based on a deterministic approach, the French safety analysis was progressively completed by a probabilistic approach each of them having possibilities and limits. Increasing knowledge and lessons learned from operating experience have contributed to the French safety philosophy improvement. The methodology now applied to safety evaluation develops a new facet of the in depth defense concept by taking highly unlikely events into consideration, by developing the search of safety consistency of the design, and by completing the deterministic approach by the probabilistic one

Trade Union Cooperation in the EU: Views Among Swedish Trade Unions and Their Members

Full Text Available This article compares views among Swedish trade unions with those of their members regarding cross-national union cooperation in Europe or the EU. Data are derived from two different surveys, one among trade unions in 2010–2011 and the other among employees in 2006. It turns out that trade unions are generally more affirmative than their members to transnational union cooperation. In the employee survey, differences appear between members of the three peak-level organizations—the LO (manual workers, the TCO (white-collar workers, and Saco (professionals. However, controlling for education, these differences cannot be verified statistically. Higher education—which above all Saco members have—is linked to more positive attitudes toward transnational union cooperation. The gap between the organizations and their affiliates concerning engagement in European issues appears to be larger in the LO than in Saco, with the TCO somewhere in the middle.

Paraquat is a nonselective contact herbicide of great toxicological importance, being associated with high mortality rates. Because of its high toxicity, the European Union withdrew it from its market in 2007. The aim of this study is to analyze all cases of paraquat poisoning hospitalized in French Guiana in order to assess their incidence and main characteristics.Medical records of all paraquat intoxicated patients hospitalized from 2008 until 2015 were reviewed in this retrospective study.Demographics, clinical presentation, and laboratory data were evaluated.A total of 62 cases were reviewed. The incidence of paraquat poisoning was 3.8/100,000 inhabitants/year. There were 44 adults and 18 children younger than 16 years of age. The median ages were 31 years [18.08-75.25] in adults and 13.4 years [0.75-15.08] in children, respectively. The median duration of hospitalization was longer in children [15.5 days (1-24)] than in adults [2 days (1-30)], P < .01. The majority of cases was due to self-poisoning (84%).Children had ingested a lower quantity of paraquat [48.8 mg/kg (10-571.1)] than adults [595.8 mg/kg (6-3636.4), P = .03]. There were more deaths among adults (65%) than in children (22%), P = .004. The severity and outcome was determined primarily by the amount of paraquat ingested.In conclusion, French Guiana has the largest cohort of paraquat poisonings in the European Union. The major factor affecting the prognosis of patients was the ingested amount of paraquat. The administration of activated charcoal or Pemba, in situ, within the first hour after ingestion of paraquat is essential.

Trajectories of gender identity were examined from Grade 6 (M age  = 11.9 years) to Grade 9 in European French (n = 570) and North African French (n = 534) adolescents, and gender and ethnic group differences were assessed in these trajectories. In Grade 6, boys of both ethnic groups reported higher levels of gender typicality and felt pressure for gender conformity than girls. European French girls and boys and North African French girls reported decreasing gender typicality from Grade 6 to Grade 9, whereas North African French boys did not change. Felt pressure decreased among girls, did not change in European French boys, and increased in North African French boys. Full Text Available Using descriptive evidence, this paper contributes to the debate on French public finances’ consolidation by examining the long-term sustainability of France’s fiscal position. We trace the historical trends of government’s tax receipts and expenditures. We illustrate that while the level of public expenditure in France is larger than in the Euro Area, its trend is comparable to its neighbours. French net debt is comparable to Eurozone’s while French net wealth remains positive. However, the French tax system is not progressive with only 6% of compulsory levies raised that way, and too complex. The paper then acknowledges the efficient debt management of French authorities. As a conclusion, we see no risk of future unsustainability linked to the nature or the level of current French public finances.

On 19 April 1946 the French national assembly passed a law for nationalizing the mineral fuel industry by a vote of 516 against only 31. 'Charbonnages de France' (CDF), the French coal board, was created and prospects were promising. During the reconstruction period (1945 - 1960), coal industry was a pillar of the French economy, the production of coal had been steadily growing to reach its top in 1958 with 59 Mt. The sixties showed the beginning of the decline of coal to the benefit of oil, natural gas and later nuclear energy. As early as 1967 CDF had a policy of promoting new industries in regions of mines in order to break down the mono-industry scheme and to favor staff conversion massively. In 1947 the number of people on the payroll of CDF was 360.000, this number was decreasing steadily to reach 23.000 in 1990. In 2004 the last deep mine to work in France was closed down. It was imperative to establish a Tobacco Observatory in Francophone Africa (OTAF) in order to resituate the African tobacco situation, contribute to the development of the French-speaking nations in Africa, and to make known and increase awareness of its needs, its initiatives, and its actions across the world, and finally to effectively fight against tobacco and the industry's practices. One year after OTAF was established in Bamako thanks to the consolidated efforts of all its members and support of the French League against Cancer and the International Union against Cancer, OTAF OTAF is an independent entity whose mission is to gather, analyse and disseminate information on all aspects of tobacco with the objective of soliciting and supporting public health activities and interventions. It is a reference centre for Francophone Africa and a technical advisory group for the public authorities on tobacco issues. OTAF's work is counted upon to inform the public authorities on the most effective measures to use in the fight against tobacco. OTAF's duty is to promote activities which protect the health of young people and non-smokers, and communicate on the harmful effects of tobacco and the tobacco industry's practices. The goal is to organise a fight against tobacco based on solid, scientific data of the highest level of quality. Most of the work force are employed in agriculture or food processing and associated industries. Most permanent residents of Guadeloupe are of mixed Afro European descent. A few thousand Metropolitan French reside there. Most French Guianese live along the coast, about 1/2 of them in the capital. Martinique is the northernmost of the Windward Islands, which are part of the Lesser Antilles chain in the Caribbean Sea southeast of Puerto Rico. Guadeloupe comprises 2 of the Leeward Islands, which are also part of the Lesser Antilles chain. French Guiana is located on the northern coast of South America, a few degrees north of the Equator. Indians were the 1st known indigenous inhabitants of French Guiana and the French Antilles. Columbus sighted Guadeloupe in 1493, Martinique in 1493 or 1502, and the Guiana coast probably during his 3rd voyage in 1498. Self-reported complaints in people having tattoos, including swelling, itch, and photosensitivity, are frequent. Tattooists are usually heavily tattooed with multiple extended colored tattoos and constitute a specific population of interest. To assess the prevalence of cutaneous complications on tattoos among a cohort of French tattooists. An observational self-reported internet survey was performed among the tattooists of the French Tattoo Union in November 2013 to report on complaints about their tattoos. Of the 448 respondents, 42.6% reported a "tattoo reaction" on a least one of their previous tattoos: transient itch (45.7%), wax-and-waning swelling (57%), and swelling after sun exposure (23%). A tattoo "allergy" on one color of the tattoo was found in 8%. Permanent itch, swelling, and cutaneous infection were rare. No skin cancer on tattoos was reported. The binary regression analysis revealed that the area of the tattooed body surface was the main driver of the risk of developing a tattoo reaction, mainly transient or permanent swelling triggered by sun exposure or not. The tattoo reaction, transient itch, and swelling on tattoos seemed to be associated with the sun protection habits of the tattooed individuals. Professional tattooists have a high prevalence of minor complaints (transient itch and swelling) and photosensitivity on their tattoos such as in the general tattooed population. © 2015 The International Society of Dermatology.

As member states in the European Union now recognize the national qualifications of other member states, doctors will be able to move more freely within Europe according to the opportunities on offer and the constraints imposed by the different health-care systems. The aim of this study is to understand the reasons why French doctors choose to work in Great Britain. A self-completed questionnaire was used to conduct a survey among French doctors registered with the British Medical Council in 2005 who had done their studies in France and for whom the address was correct. The response rate, which was difficult to assess (impossible to distinguish between incorrect addresses and absence of response), was about 37%. The results show that doctors move to Britain for various reasons. In most cases (59%), the decision to emigrate is made for both professional and personal reasons. The second most common profile (29%), including essentially women, comprises those who emigrate to join a spouse. The third profile (12%) concerns those who emigrate for purely professional reasons: this group is made up of men who, for the most part, are disappointed with conditions in the French-hospital system: lack of recognition, poor pay and limited career prospects. Doctors who are dissatisfied with working conditions and low revenues in France seem to find that the National Health Service provides a better environment. Whatever the original reasons for expatriation, doctors particularly appreciate the salaried status, organization of working hours and teamwork, as well as more recognition of the work done. Because of uncertainties in the representativity of the returned questionnaires, the results of our study cannot be generalized to the whole population of French doctors currently working in Britain, but it does bring to light the principal reasons for their move to Britain. The Developmental Coordination Disorder Questionnaire (DCDQ'07) is a Canadian-English instrument recommended for screening children aged 5 to 15 years who are at risk for developmental coordination disorder. While a Canadian-French version of the DCDQ'07 presently exists, a European-French version does not. To produce a cross-cultural adaptation of the DCDQ'07 for use in areas of Europe where French is spoken and to test its cultural relevance in French-speaking Switzerland. Cross-cultural adaptation was done using established guidelines. Cultural relevance was analyzed with cognitive interviews of thirteen parents of children aged 5.0 to 14.6 years (mean age: 8.5 years, SD = 3.4), using think-aloud and probing techniques. Cultural and linguistic differences were noted between the European-French, the Canadian-French, and the original versions of the DCDQ'07. Despite correct translation and expert committee review, cognitive interviews revealed that certain items of the European-French version were unclear or misinterpreted and further modifications were needed. After rewording items as a result of the outcomes of the cognitive interview, the European-French version of the DCDQ'07 is culturally appropriate for use in French-speaking Switzerland. Further studies are necessary to determine its psychometric properties.

This article bridges scholarship in criminology and family sociology by extending arguments about "precocious exits" from adolescence to consider early union formation as a salient outcome of violent victimization for youths. Research indicates that early union formation is associated with several negative outcomes; yet the absence of attention to union formation as a consequence of violent victimization is noteworthy. We address this gap by drawing on life course theory and data from the National Longitudinal Study of Adolescent Health (Add Health) to examine the effect of violent victimization ("street" violence) on the timing of first co-residential union formation-differentiating between marriage and cohabitation-in young adulthood. Estimates from Cox proportional hazard models show that adolescent victims of street violence experience higher rates of first union formation, especially marriage, early in the transition to adulthood; however, this effect declines with age, as such unions become more normative. Importantly, the effect of violent victimization on first union timing is robust to controls for nonviolent delinquency, substance abuse, and violent perpetration. We conclude by discussing directions for future research on the association between violent victimization and coresidential unions with an eye toward the implications of such early union formation for desistance.

Electricity consumers under the state and the private sector: comparing the price performance of the French and UK electricity industries 1990-2000

Particularly because a preoccupation with process has tended to dominate the debate about electricity privatisation and liberalisation, this paper focuses on price outcomes by comparing the relative price performance of the French and UK electricity industries between 1990 and 2000. The main conclusion is that in 1990 the state-owned French electricity industry was performing better for most consumers than the state-owned UK industry, and a decade later it was still doing so with respect to the privately-owned UK industry. While this conclusion could be qualified by saying that, heavily prompted or assisted by the Regulator, the UK privately-owned industry has shown itself capable of achieving faster reductions in prices to close the gap between itself and the French, this achievement has been concentrated in the industrial market and even there the very significant gains were mainly restricted to the very largest consumers. In the context of the European Union the UK is shown to have performed relatively poorly for the smallest domestic consumers and, while both countries did much better in the rankings of industrial prices, they were still a long way behind the top performers. Adolescent Violent Victimization and Precocious Union Formation*

This article bridges scholarship in criminology and family sociology by extending arguments about “precocious exits” from adolescence to consider early union formation as a salient outcome of violent victimization for youths. Research indicates that early union formation is associated with several negative outcomes; yet the absence of attention to union formation as a consequence of violent victimization is noteworthy. We address this gap by drawing on life course theory and data from the National Longitudinal Study of Adolescent Health (Add Health) to examine the effect of violent victimization (“street” violence) on the timing of first co-residential union formation—differentiating between marriage and cohabitation—in young adulthood. Estimates from Cox proportional hazard models show that adolescent victims of street violence experience higher rates of first union formation, especially marriage, early in the transition to adulthood; however, this effect declines with age, as such unions become more normative. Importantly, the effect of violent victimization on first union timing is robust to controls for nonviolent delinquency, substance abuse, and violent perpetration. We conclude by discussing directions for future research on the association between violent victimization and coresidential unions with an eye toward the implications of such early union formation for desistance. According to the results of this inquiry, the CEPN (study centre on assessment of protection in the nuclear sector) has been created by the main actors of the nuclear industrial sector (EFG, Cogema, CEA and IRSN) and is at the origin of the ETHOS and CORE projects. Moreover, these projects have been financed by public funds. It also shows that the FNSEA (farmer trade union) has been allied to the French nuclear lobby for the distribution probably contaminated and radioactive foodstuff. It evokes the case of Belarus researcher who denounced such contamination and the misappropriation of international funds, and who was sent to jail. It comments the collaboration between the French nuclear sector and the Belarus regime, denounces how the truth about Chernobyl has been hidden, the cynical results of the ETOS program which would imply the consumption of contaminated foodstuff in France in case of nuclear accident. Some proposals are made: to dismantle the CEPN, to stop the participation of French organisations to the CORE and FARMING programs, creation of an independent commission on the consequences of the Chernobyl accident, and so on. National survey of health in the tattoo industry: Observational study of 448 French tattooists

Full Text Available Objectives: The data regarding the health of professional tattooists is inexistent. Tattooists are usually heavily tattooed and exposed daily to body fluids and skin-to-skin contacts with customers, tattoo inks, solvents, allergens, irritants, and work for hours often in inadequate positions using vibrating tattoo machines. We analyzed the health status of active French professional tattooists. Material and Methods: An observational self-reported Internet survey was performed among 448 tattooists who were members of the French Tattoo Union in November 2013. Results: The main physical complaints were musculoskeletal: back pain (65%, finger pain (41.5% and muscular pain (28.8%. Finger pain, back pain, muscular pain and carpal tunnel symptoms/tingling sensations on the fingers occurred among 88%, 61.5%, 68% and 84% of the cases after having started their activity (p < 0.001. Other chronic diseases, autoimmune diseases and cancers remained at a low level here. Conclusions: Professional tattooists have a high prevalence of musculoskeletal complaints about back pain due to repetitive movements, awkward postures and use of a vibrating tattoo machine. Water and Biofuels in 2030. Water impacts of French biofuel development at the 2030 time horizon

In 2006, French biofuel production occupied nearly 800,000 hectares, amounting to around 2.8% of agricultural land and supplying 1.8% of the country's total fuel supply. By 2020, each Member State of the European Union is required to source at least 10% of its national fuel consumption from renewable sources. One of the main goals of this requirement is to contribute to greenhouse gas reductions in the transport sector, all while conserving natural resources. Against this backdrop, diverse environmental issues are involved in the planning and development of these industries. Protecting water resources is a main concern for the French, especially when it comes to formulating agricultural strategy for any given territory. The goal of the present study is thus to propose a prospective assessment of the potential water impacts of different biofuel production scenarios in France through the year 2030. These scenarios, with their contrasting situations regarding agriculture, technology, and environmental priority, put forth a vision of possible futures in biofuel development. Their evaluation at the level of the Adour-Garonne and Seine-Normandy Basins has made it possible to produce comparative results, based on indicators quantified at this scale. (authors)

Full Text Available CONTEXT: Many authors have emphasized the importance of worker strength through unionized organizations, in relation to the improvement of working procedures, and have reported on the decisiveness of labor movement actions in achieving modifications within the field of work and health. OBJECTIVE: To describe the ways in which Brazilian unions have tried to intervene in health-illness and work processes, identifying the existence of commonality in union actions in this field. TYPE OF STUDY: Qualitative study. SETTING: Postgraduate Program, Environmental Health Department, Faculdade de Saúde Pública, Universidade de São Paulo, São Paulo, Brazil. METHODS: Union health advisers and directors were interviewed. Documents relating to union action towards protecting workers' health were collected and analyzed. RESULTS: Unions articulate actions regarding workers' health of a technical and political nature that involve many aspects and high complexity. These have been divided into thematic categories for better analysis. DISCUSSION: Union actions regarding workers' health in Brazil are restricted to some unions, located mainly in the southern, southeastern and northeastern regions of the country. Nonetheless, the unions undertaking such actions represent many professions of great economic and political importance. CONCLUSIONS: The recent changes in health and safety at work regulations, recognition of professional diseases, creation of workers' health services and programs within the unified health system, and operational improvements in companies' specialized safety and occupational medicine services, all basically result from union action. There is commonality of union action in this field in its seeking of technical and political strengthening for all workers and their general and local representation. Full Text Available There is no question nowadays as to the international and powerful status of English at a global scale and, consequently, as to its presence in non-English speaking countries at different levels.  It is the languages which have mostly influenced French after the Two World War. So that now Anglicism exists in all levels of French. In this paper, besides the phenomenon of Anglicism, we will mainly focus on the reasons of increasing French interest in using of this phenomenon and also on the reactions taken against it in France. The method used in this research is descriptive – analytical.   The Result of this study shows that there is no purely linguistic reason for “Anglicism” in a country like France. In fact this paper remarks that the strong impact of English on French rather than being influenced by linguistic reasons is influenced by the cultural & social reasons. Additionally, the finding shows that the French especially the youth like using English for several reasons which include “prestige”, “snobbery” and “superiority”. Amongst the mentioned reasons in this paper, what caused the French to worry about the spread of Anglicism is due to fear of the American cultural influence, what is changing in the American cultural hegemony.

The present characteristics can be summarized in one word: expansion. The aim is to work efficiently, quickly and profitably. This is achieved through close collaboration between the big state organisations and private industry. It is chiefly along the following lines that this large scale effort is carried on: - thorough chemical treatment of increasing tonnages of ores from the French Union, with the aim of producing pure, plentiful and cheap uranium. - careful preparation of nuclear fuels, economical and perfectly adapted to the various types of reactor in operation or under construction. - Further treatment of irradiated fuels to extract the plutonium completely, as well as the uranium and certain fission products. industrial manufacture of material of nuclear purity or corrosion resistant required by the technology of energy producing or research reactors. - Supply to the many foreign or French users of isotopes and radioactive tracers required by medicine, industry and agriculture in ever-increasing numbers. - Meticulous chemical treatment of gaseous or liquid effluent in strictly controlled stations in order that reactors and their annexes will be perfectly safe to use. This account shows the great extent of the effort laid out by a young, energetic chemical industry in full swing. New Insights into the Geographic Distribution of Mycobacterium leprae SNP Genotypes Determined for Isolates from Leprosy Cases Diagnosed in Metropolitan France and French Territories.

Between 20 and 30 bacteriologically confirmed cases of leprosy are diagnosed each year at the French National Reference Center for mycobacteria. Patients are mainly immigrants from various endemic countries or living in French overseas territories. We aimed at expanding data regarding the geographical distribution of the SNP genotypes of the M. leprae isolates from these patients. Skin biopsies were obtained from 71 leprosy patients diagnosed between January 2009 and December 2013. Data regarding age, sex and place of birth and residence were also collected. Diagnosis of leprosy was confirmed by microscopic detection of acid-fast bacilli and/or amplification by PCR of the M. leprae-specific RLEP region. Single nucleotide polymorphisms (SNP), present in the M. leprae genome at positions 14 676, 1 642 875 and 2 935 685, were determined with an efficiency of 94% (67/71). Almost all patients were from countries other than France where leprosy is still prevalent (n = 31) or from French overseas territories (n = 36) where leprosy is not totally eradicated, while only a minority (n = 4) was born in metropolitan France but have lived in other countries. SNP type 1 was predominant (n = 33), followed by type 3 (n = 17), type 4 (n = 11) and type 2 (n = 6). SNP types were concordant with those previously reported as prevalent in the patients' countries of birth. SNP types found in patients born in countries other than France (Comoros, Haiti, Benin, Congo, Sri Lanka) and French overseas territories (French Polynesia, Mayotte and La Réunion) not covered by previous work correlated well with geographical location and history of human settlements. The phylogenic analysis of M. leprae strains isolated in France strongly suggests that French leprosy cases are caused by SNP types that are (a) concordant with the geographic origin or residence of the patients (non-French countries, French overseas territories, metropolitan France) or (b) more likely random in regions where diverse

Full Text Available Banking Union is very important for financial stability of EU, for preventing any future crisis, for improving corporate governance in the banking sector, for completing the single market for financial services and for the strengthening of monetary union, for opening the way to fiscal union and to political union. There is not enough theoretical research in the field of banking union, but there are many recent contributions on behalf of foreign and Romanian experts and analysts, which refer mainly to the three components/pillars of EU banking union: a Single Supervision Mechanism (SSM, a Single Resolution Mechanism (SRM and an harmonized system of deposit guarantee schemes. Some micro studies and surveys carried out by prestigious institutions, like Deutsche Bank, Brookings Institution, CEPS have been run over and analyzed together with the positions and opinions of different European officials, and also with the content of EU secondary legislation. An empirical research was made with the aim to identify all essential aspects relating to EU banking union, which may concern the academics, researchers and business community. The paper is based on a previous research study coordinated by author and contains his own conclusions focused on the main arguments in favour of banking union.

In 2012, as in 2011, the French are favourable to renewable energy. If they could, around 60% of them would opt for solar, fuelwood or heat pumps for heating. Wind power is also viewed favourably. Aware of environmental issues, the French are prepared to change their habits in the face of climate change, and two-thirds are even prepared to make sacrifices. One-third declares having already taken action or intending to do so to reduce their energy consumption. The cost of energy remains a central issue: faced with higher prices, half of French people would reduce their consumption. However, information on the subject of energy needs to be improved. Full Text Available In this paper we study acquired credit unions and analyze their financial performance up to six years prior to merger, on a quarterly basis. The primary focus is on balance sheet (asset liability management and profitability variables (return on assets. We find that acquired credit unions during the period 2008 (third quarter to 2014 (first quarter experienced negative return on assets for several quarters prior to their takeover. This was the result of a declining loan portfolio and increasing charge offs. In spite of decreasing lending activity, such credit unions continued to increase their deposits, i.e., adding to their cost base. Due to declining loans, their net interest margin as a proportion of deposits was also in decline. We argue that this is an indicator of poor management ability. Furthermore, our analysis finds that operating expenses were increasing over time, something that has been documented in previous literature also for smaller credit unions and is attributable to lack of economies of scale. The average asset size of the acquired credit unions in our sample is about $22 million just before acquisition. We attribute our findings to poor business strategy followed by such credit unions. We also conclude that signs of trouble are evident up to two years before merger on average and regulatory policy may have to become more proactive to manage the consolidation challenge faced by the credit union industry in general.

In stark contrast to the American atomic power experience is that of the French. Even the disaster at Chernobyl in 1986, which chilled nuclear programs throughout Western Europe, did not slow the pace of the nuclear program of the state-owned Electricite de France (EDF), based in Paris. Another five units are under construction and are scheduled to be connected to the French national power grid before the end of 1993. In 1989, the EDF's 58 nuclear reactors supplied 73 percent of French electrical needs, a higher percentage than any other country. In the United States, for example, only about 18 percent of electrical power is derived from the atom. Underpinning the success of nuclear energy in France is its use of standardized plant design and technology. This has been an imperative for the French nuclear power industry since 1974, when an intensive program of nuclear power plant construction began. It was then, in the aftermath of the first oil embargo, that the French government decided to reduce its dependence on imported oil by substituting atomic power sources for hydrocarbons. Other pillars supporting French nuclear success include retrofitting older plants with technological or design advances, intensive training of personnel, using robotic and computer aids to reduce downtime, controlling the entire nuclear fuel cycle, and maintaining a comprehensive public information effort about the nuclear program

Medicine has always been and remains the most solid base of the French-speaking world which was born in Africa and Indochina with the admirable action of "colonial" military physicians, the implantation of the Pasteur Institutes and the emergence of resulting overseas medical schools. Obviously, we are referring to the French-speaking medical world. Since the first International Conference of the Deans of French-Speaking Medical Schools in Abidjan in 1981, today medical schools from 40 French-speaking countries participate. The conference undertakes co-operative medical school initiatives in a multi-lateral spirit, comprised by concrete, practical actions to assist universities in developing countries strive for excellence. These actions, which are conducted with the help of both institutional (AUF, MAE, WHO, UNESCO) and private partners mainly concentrate on promoting medical education of medicine, the evaluation of medical schools, the development of scientific and technical information and training teachers in the methodology of scientific clinical research and in public health. For the future, the Conference has three important objectives, to assist in training researchers and consequently in the development of research centres in emerging countries, to promote continuing medical education in rural areas far from medical schools by taking advantage of modern computer technology, and finally to open horizons toward other communities which speak other languages, and first of all, towards non French-speaking countries who live in a French-speaking environment.

In the same way, biosecurity is a relatively new concept and a few EU Member States are known to have introduced national laboratory biosecurity legislation. In France, recent regulations have reinforced biosafety/biosecurity in containment level 3 (CL-3 laboratories but they concern a specific list of pathogens with no correlation in other European Members States. The objective of this review was to summarize European biosafety/biosecurity measures concerning CL-3 facilities focusing on French specificities. Full Text Available The financial crisis of 2008 highlighted the need for a deeper integration of the banking system, as a warranty to support long-term financial stability. It was argued that the grounds of the crisis lie also in an uncoordinated national response to the failure of banks, in a fragmentation of the Single Market in lending and funding and, therefore, a better regulation and supervision of the financial sector can ensure financial stability and growth in the European Union. In order to restore the proper functioning of the internal market and to avoid future crisis, the European Commission launched a set of initiatives, in order to assure a safer and sounder financial sector for the single market; are included here: stronger prudential requirements for banks, improved depositor protection and rules for managing failing banks and a single rulebook for all the 28 Member States of the European Union. The single rule book is the step towards the Banking Union sits. The banking union consists of three pillars: a Single Supervisory Mechanism, a Single Resolution Mechanism and a joint deposit-insurance scheme. As on 4 November 2014 the European Central Bank assumed responsibility for euro area banking supervision, the Banking Union is still under construction. In this framework, the purpose of my paper is to analyse the process of building a Banking Union in Europe. Therefore, the objectives of my paper are to explore the steps to fulfilling a real integration of the European banking system, as a solution to the financial crisis.

Mean risk magnitude judgments expressed by French students on 90 hazardous activities are reported and compared with findings on American, Hungarian, and Norwegian samples. In many respects, rating of perceived risk in the French sample is highly comparable to rating in American subjects. American and French people tend to share the same preoccupations to the same extent. The only major differences concern hallucinatory drugs and oral contraceptives. The Norwegians and French ratings differ much more. Norwegians and French people generally have the same preoccupations (which make Norwegian ratings the best predictor of French ratings) but not to the same extent. The French are much more concerned with a whole series of activities connected to violence, the implementation of high technology or agricultural technology. However, like the Norwegians, the French are extremely concerned about the spread of hallucinogenic drugs. The Hungarian and French ratings differ on practically all instances, except on basic activities or substances in all industrialized nations (caffeine, motorcycles, ...). Differences were observed within the French sample itself. Women more than men consider that home appliances in general and large-scale public transportation are potentially dangerous. Mexico's National Demographic Survey of 1982 indicated that 58.4% of ever married women had been in marriages celebrated both civilly and religiously, 24.4% had been in civil marriages only, 3.0% had been in religious marriages only, and 14.2% had been in consensual unions. Transitions from 1 type of union to another by the same couple are very common, however. 53.6% of women began their conjugal lives in civil and religious marriages, 19.3% in civil marriages only, 2.3% in religious marriages only, and 24.6% in consensual unions. About 1/2 of consensual unions are eventually legalized, but the rate is lower in the less advantaged socioeconomic sectors which have a higher proportion of consensual unions. Corrected data show that only 7.5% of Mexican women remain single at the age of 45. The average age at 1st union is 21.4 years. Marriage patterns differ significantly in different social sectors. The proportion of women consensual unions varied from 16.1% for the new bourgeoisie, defined as administrators, technicians, high-level workers, and professional public officials, to over 30% for nonsalaried workers, peasants, and agricultural wage workers. Peasants, agricultural wage workers and nonagricultural nonsalaried workers had the lowest marriage ages and the highest proportion married by age 20. In the various proletarian groups, only 2.8-3.7% remained single at age 45, and 42.5%-51.3% were married or in union by age 20. Proletarian women had intermediate ages at 1st marriage. Women of the new bourgeoisie had the highest age at 1st union, 23 years, but the lowest proportion single at age 45, 1.8%. The traditional bourgeoisie and new bourgeoisie had the 2nd lowest age at 1st union, 21.9, and a proportion never married at age 45 that was similar to the national average. The proportion single at age 45 was highest among peasants and agricultural wage workers, reaching 11.3%.

A step-by-step review of the tie-in process of new production wells into the Union Gas System is described. Requirements of the producer and those of Union Gas are explained. Also described are the choices available to the producer to sell his gas. He can sell either to Union Gas directly at an agreed upon price, or the producer has the option to have what is called an M13 contract which allows him to sell his gas at Dawn, where it can be stored within parameters of the contract, and sold to any buyer at Dawn at a negotiated rate. This arrangement, while entailing a much greater administrative load than direct sale to Union Gas, nevertheless, allows the producer to take advantage of market fluctuations. A third option provided by Union Gas is to make available to the producer storage space greater than the provisions of the M13 contract at current market rate, thereby opening up the opportunity to the producer to capture additional value in later winter months (when gas is in greater demand)

Full Text Available This paper explores the diachrony of French and reconsiders the classical analysis of French palatalizations. It is widely admitted that the transition from Latin dorsal stops to French palatal fricatives is triggered by an external palatalizing object which affects the constitution of the targeted consonant. While this analysis can satisfyingly explain the palatalization of dorsals before /i/, it makes the palatalization before /a/, which occurred a few centuries later, completely opaque. Revising the internal structure and the melody used to describe segments (Government Phonology 2.0 – Pöchtrager 2006 allows us to give a unified analysis of both palatalizations: whether /i/ or /a/, the vocalic environment is indeed the trigger, as it interferes with the structure of dorsals and lead to internal changes. However, while /i/ adds palatality to the consonant, /a/, by its lack of melody (Pöchtrager & Živanović 2010, leads to an internal reconfiguration of the dorsal, which already contains . In other words, we face two kinds of palatalization: an external one and an internal one. Furthermore, our analysis takes the intermediate stages from Latin dorsals to French palatals into consideration and attested dialectal variations observed in Northern France.
