Multiple Sources of Pressure for Change: The Barroso Commission and Energy Policy for an Enlarged EU

Full Text Available This article presents a preliminary analysis of how and why the role, work and status of the European Commission are changing in an enlarged European Union. It does so by focusing on multiple sources of pressure for change. These include: enlargement, new modes of governance, administrative reforms and changed leadership under Barroso. Combined, though not interlinked, these multiple sources of pressure are evidence of the increasing difficulty for the Commission to design and propose Community-wide answers to complex challenges in a more diverse Union. For this reason, the Commission under Barroso relies less on its traditional monopoly power to propose formal legislation and more on non-traditional modes of policy-making. Energy policy, especially its external dimension, constitutes a policy field that has been affected by enlargement, i.e. characterised by an increasing heterogeneity of needs and preferences among the member states. Not only does it resists Community-wide answers, it also allows the Commission, as an agent, to make use of bureaucratic drifts, i.e. exploit its strategic position in the EU’s governance system and use of a range of formal and informal resources of expertise. To deliver sustainable European added value to this complex policy area, however, the Commission must focus more on pragmatic policy results by making smart use of the EU’s increasing asymmetry, diversity and subsidiarity in a bottom-up approach. A non-legislative approach can serve as a modus vivendi to keep the momentum going in the Union’s difficult struggle to establish a workable energy regime.

The relations between educational research, policy, planning and implementation in Thailand are the topic of this paper. The major focus is on the research/policy linkage. A complex educational administrative structure and a pluralistic informal power structure characterize the Thai research context. A tetrahedral model of linkages provides the conceptual framework for the analysis. Details are then provided with respect to the actual operationalization of the model in terms of the Thai approach in practice. Major elements in the Thai approach include the use of expert policy committees, joint committees involving both administrators and researchers, problem-oriented seminars, and commissioned research. Actual examples of research efforts described are an educational reform study, local level school mapping, a school cluster experiment, a budget exercise to improve the equity of primary school resource allocations, and a policy evaluation of sub-district secondary schools. Finally, lessons to be learned from the Thai experience are summarized. Thailand has experienced some success in building analytical educational research capacity and ensuring its utilization. Key elements in this success have been an emphasis on strengthening human capacities; judging political will in a timely, flexible manner; creatively utilizing bureaucratic forms such as committees; and remaining both politically detached and sensitive.

Enacting localist health policy in the English NHS: the 'governing assemblage' of Clinical Commissioning Groups.

Objectives The Health and Social Care Act 2012 introduced Clinical Commissioning Groups to take responsibility for commissioning (i.e. planning and purchasing) the majority of services for local populations in the English NHS. Constituted as 'membership organizations', with membership compulsory for all GP practices, Clinical Commissioning Groups are overseen by, and are accountable to, a new arm's-length body, NHS England. This paper critically engages with the content and policy narrative of the 2012 Act and explores this in relation to the reality of local policy enactment. Methods Set against a careful review of the 2012 Act, a case study of a nascent Clinical Commissioning Groups was conducted. The research included observations of Clinical Commissioning Group meetings and events (87 h), and in-depth interviews (16) with clinical commissioners, GPs, and managers. Results The 2012 Act was presented as part of a broader government agenda of decentralization and localism. Clinical Commissioning Group membership organizations were framed as a means of better meeting the needs and preferences of local patients and realizing a desirable increase in localism. The policy delineated the 'governing body' and 'the membership', with the former elected from/by the latter to oversee the organization. 'The membership' was duty bound to be 'good', engaged members and to represent their patients' interests. Fieldwork with Notchcroft Clinical Commissioning Group revealed that Clinical Commissioning Groups' statutory duty to NHS England to 'ensure the continuous improvement' of GP practice members involved performance scrutiny of GP practices. These governance processes were carried out by a varied cast of individuals, many of whom did not fit into the binary categorization of membership and governing body constructed in the policy. Participatory approaches to environmental policy-making. The European Commission Climate Policy Process as a case study

The paper investigates the relevance of participatory approaches to environmental policy-making when sustainable development is taken as the encompassing normative basis for environmental governance. In the first section, we illustrate the frequent references to participatory approaches in environmental decision-making. We then look at environmental issue attributes as determinants of the problem-solving requirements for environmental decision-making. We conclude the section by investigating whether and how participatory approaches could answer some of these requirements. In the second section, an illustration is proposed with the presentation of a participatory process that took place in 1997, during the last phase of the international negotiations that led to the Kyoto Conference of the Parties to the UN Framework Convention on Climate Change, and in 1998 in the preparation of the post-Kyoto phase. The process, organised by the European Commission, consisted of a series of workshops whose objective was to furnish timely inputs responding to the European Commission's information needs for climate policy formation in the pre- and post-Kyoto periods. This was to be achieved through the establishment of interfaces between: (1) the research community; (2) the EC Climate negotiation team and through it the EU Member States representatives; (3) other Commission interests (the 'inside stakeholders'); (4) a range of 'outside' stakeholders including industry, finance and commerce, employment, environment, consumer and citizen interests. We reflect on the participatory nature of the process and show how the process met some of the decision-making requirements identified in the first section. 27 refs

Full Text Available The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA. This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

Full Text Available To increase transparency of the Transatlantic Trade and Investment Partnership (TTIP negotiations, the European Commission has reformed existing information sharing systems for trade policy. The Commission has moved from a strategy of providing transparency in the form of access to documents to one of access to information, geared specifically towards enhancing consumption of the available information. In both public and institutional transparency policy, the width of the target audience and the depth of the information have increased, and the manner of provision has shifted from reactive to proactive provision of information. As a result, the TTIP is now being coined as the most transparent trade negotiation ever in the EU’s history and a pilot project for transparency policy in future trade negotiations. The article adopts a supply-centred perspective to explain a transparency policy that goes beyond the legal minimum imposed by formal requirements. It relies on interview data of the changes brought about in inter-institutional relations since 2014, basic quantitative and qualitative analysis of document material, and a five-month participatory observation by the author in the secretariat of the European Parliament’s Committee on International Trade.

Globalisation, transnational policies and adult education - This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author's main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem "representations" that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. Finally, she considers two of the effects produced by these problem representations.

Education is strongly affected by federal and local policies, such as testing requirements and program funding, and many scientists and science teachers are increasingly interested in becoming more engaged with the policy process. To address this need, I worked with the American Association of Physics Teachers (AAPT) --- a professional membership society of scientists and science teachers that is dedicated to enhancing the understanding and appreciation of physics through teaching --- to create advocacy tools for its members to use, including one-page leave-behinds, guides for meeting with policymakers, and strategies for framing issues. In addition, I developed a general tutorial to aid AAPT members in developing effective advocacy strategies to support better education policies. This work was done through the Society for Physics Students (SPS) Internship program, which provides a range of opportunities for undergraduates, including research, education and public outreach, and public policy. In this presentation, I summarize these new advocacy tools and their application to astronomy education issues.

Bioethicists working on national ethics commissions frequently think of themselves as advisors to the government, but distance themselves from any claims to actual authority. Governments however may find it beneficial to appear to defer to the authority of these commissions when designing laws and policies, and might appoint such commissions for exactly this reason. Where does the authority for setting laws and policies come from? This question is best answered from within a normative political philosophy. This paper explains the locus of moral authority as understood within one family of normative political theories--liberal political theories--and argues that most major "liberal" commentators have understood both the source and scope of ethics commissions' authority in a manner at odds with liberalism, rightly interpreted. The author argues that reexamining the implications of liberalism for bioethics commissions would mean changing what are considered valid criticisms of such commissions and also changing the content of national bioethics commission mandates. The author concludes that bioethicists who participate in such commissions ought to carefully examine their own views about the normative limits of governmental authority because such limits have important implications for the contribution that bioethicists can legitimately make to government commissions.

For that, we follow the analysis of the concepts of State, federalism, and educational policies from the classics of Machiavelli (2001, Locke (1998, Rousseau (1999, Hamilton, Jay and Madison (2003, Abrucio Arretche (1996, among others. Therefore, we see that the new Brazilian federalism based on the model proposed by the American Constitution brings the local powers – the municipalities – as new agents within the educational policy and the collaboration regime as a means of effecting cooperative federalism in Brazil. We conclude that the federalism, in Brazilian model, presents itself as demos constraining the national sub-governments.

Social networking use has increased exponentially in the past few years. A literature review related to social networking and nursing revealed a research gap between nursing practice and education. Although there was information available on the appropriate use of social networking sites, there was limited research on the use of social networking policies within nursing education. The purpose of this study was to identify current use of social media by faculty and students and a need for policies within nursing education at one institution. A survey was developed and administered to nursing students (n = 273) and nursing faculty (n = 33). Inferential statistics included χ², Fisher exact test, t test, and General Linear Model. Cronbach's α was used to assess internal consistency of social media scales. The χ² result indicates that there were associations with the group and several social media items. t Test results indicate significant differences between student and faculty for average of policies are good (P = .0127), policies and discipline (P = .0315), and policy at the study school (P = .0013). General Linear Model analyses revealed significant differences for "friend" a patient with a bond, unprofessional posts, policy, and nursing with class level. Results showed that students and faculty supported the development of a social networking policy.

The politics of federal environmental education policy

Both environmental governance1 and education governance 2 occupy contested territory in contemporary US political discourse. Environmental education (EE) policy has emerged at this intersection and taken on aspects of both controversies. Central to debates surrounding environmental education are still unresolved issues concerning the role of the federal government in education, the role of education in citizen-making, and the role of the public in environmental governance. As a case study of the politics of environmental education policy, I explore these issues as they relate to the National Environmental Education Act of 1990,3 attempts at its reauthorization, its continued appropriations, and its current state of policy stasis. The political controversy over the federal role in environmental education is an appropriate case study of environmental education politics insofar as it reflects the different positions held by actor groups with regard to the definition, efficacy, and legitimacy of environmental education. At the core of these debates, as we will see, is a definitional crisis---that is, there is no common understanding across the relevant actor groups as to what environmental education is, or should be. I suggest here that this definitional issue can be best understood as having technical, ideological, and structural components4---all of which are mutually reinforcing and thus perpetuate the stasis in federal environmental education policy. 1I rely on Durant, Fiorino and O'leary's definition of environmental governance in Environmental Governance Reconsidered ; "In the term environmental governance, we refer to the increasingly collaborative nature of [environmental and natural resource] policy formulation and implementation. The data was collected during a semester in two mixed classes totaling 65 students from the Physical Education, Literature, Biology, Chemistry, Mathematics and Physics undergraduate courses. As part of the integration project of the graduate program in education with the undergraduate program, the professor of the policy line of the program in education began using methodologies focused on research activities in their undergraduate classes, aiming to broaden learning and to familiarize students with themes related to education policies. The research results indicate that the learning process in the area goes from the initial rejection to the construction of a critical position on political and governance issues surrounding Brazilian education.

The following symposium scheduled to happen in Brasilia, 1997 could not be realized and was followed by a weakening and reduction of the involved group. Those three symposia were focused on the aspects of soil science taught at the university educational level, mainly in agrarian sciences. The concern about what was going on at basic education and perception by society was not much present. The commission was revitalized in 2005 and in 2007 realized its first meeting at the Brazilian Congress of Soil Science in Gramado, Rio Grande do Sul. At that meeting it was already an urge to assume the approach of soil education instead of soil science teaching, within a major concern how society consider soils. It was accepted and adequate under the structural reorganization undergone by the national society following the IUSS main lines. The commission was renamed and got two new mates at the newly created Division IV, Soils, Environment and Society, of the Brazilian Soil Science Society: Soils and Food Safety and History, Epistemology and Sociology of Soil Science. The national symposia were relaunched to happen biannually. An inventory of the soil education experiences around the country started and the geographic distribution of the future symposia intended to rescue and bring together experiences in different parts of the country that would not be known by other means. Three symposia were already realized: Piracicaba, Sao Paulo, 2008 (southeast); Curitiba, Paraná, 2010 (south) and Sobral, Ceará, 2012 (northeast). In February 2000, the German Bundestag established a Study Commission on 'Sustainable Energy Supplies in View of Globalisation and Liberalisation' (cf. Final Report, 2002). The Commission's Final Report is a contribution made by Germany toward implementing the sustainable development objectives defined in 1992 at the World Summit in Rio de Janeiro (Agenda 21). Despite minority votes of several members of the Study Commission, the main outcomes of the Final Report are worthwhile discussing in other industrial countries. The Commission had been given the mandate to identify 'robust, sustainable development paths' for the energy sector for the period up to 2050, which represent a scientific basis for the German parliament's further decision-making in the field of long-term energy policy. The applied backcasting approach showed that an ambitious climate-protection goal--reducing CO 2 emissions by 80% by 2050 - is technically and economically feasible. A brief review is given of the changes that took place in 1972-73 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters is of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973 the Government decided to prepare a comprehensive energy policy programme for the period 1975-85 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations. These were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper then describes how the public, by its activities in the energy study circles, was given a possibility to influence the formulation of the new Swedish energy policy. It outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the key energy issues, especially as regards the future role of nuclear power. Finally, it also tries to evaluate to what extent this effort in education and involvement can be expected to react on the implementation of the energy policy programme and on future energy policy decisions

Academic nursing leaders play a crucial role in the policy context for nursing education. Effectiveness in this role requires that they work together in presenting nursing education issues from a position of strength, informed by a critical analysis of policy pertaining to the delivery of quality nursing education and scholarship. We describe a collective process of dialog and critical analysis whereby nurse leaders in one Canadian province addressed pressing policy issues facing governments, nursing programs, faculty, and students. Consensus among academic nurse leaders, formalized through the development of a policy action framework, has enabled us to take a stand, at times highly contested, in the politicized arena of the nursing shortage. We present the components of a policy action framework for nursing education and share examples of how we have used a critical approach to analyze and frame policy issues in nursing education for inclusion on policy agendas. We believe our work has influenced provincial and national thinking about policy in nursing education is the foundation of our conclusion that political presence and shared strategy among academic nursing leaders is undeniably critical in the global context of nursing today. The Commission of Inquiry on ''Future nuclear energy policy'' of the 8th Deutscher Bundestag has examined the question of the longterm exploitation of nuclear energy in the Federal Republic of Germany within a more general framework of energy policy and, for this purpose, created the concept of energy paths. To calculate these energy paths, the SOPKA-E simulation model has been developed and applied at the Karlsruhe Nuclear Research Center. In Chapter 2, the central part of this report, the form and contents of path modeling are described in detail. To help readers understand the energy paths concept, the general background of energy policy in the seventies, which gave rise to the contents of the energy paths, is outlined in a survey article in Chapter 1. Chapter 3 is a description of the energy projections contained in the joint expert opinion on the third updated version of the Energy Program in the light of the energy paths. In Chapter 4 some approaches - albeit fragmentary - are outlined which have been adopted by the Commission of Inquiry of the 9th Deutscher Bundestag in adapting energy paths to the present situation. Full Text Available The present article has as its aim to illustrate and discuss the impacts of individualization strategies on equity educational policies through the analysis of individualized teaching strategies applied within the framework of educational priority policies in Sweden. The methodology used in our research work includes: (a the study of research literature about the individualization of teaching implemented in the Swedish comprehensive compulsory school; and (b the study of research literature about educational priority policies aimed at children from socially and ethnically segregated areas. Comparative research of educational policies considers the individualization of teaching carried out in the Swedish comprehensive compulsory school as a relevant explanation for the successful application of equitable educational policies in that country. However, research studies published during the 2000s in Sweden show a more complex perspective regarding the effects of individualized teaching strategies. This contribution reviews European comparative research studies on individualization strategies followed in the context of equity policies. It raises questions about the lack of analyses referring to the impacts of individualization on schools located in socially and ethnically segregated areas. It argues that this ideology tends to reduce the issue of school failure to ethnic segregation and individualized teacher support. This article claims that Individualization strategies based on differentiated curricula for students run the risk of increasing the discrimination of students for reasons of language or ethnic background. Even though the present study focuses on the Swedish experience, it can lead to a better understanding of the impacts caused by individualization strategies on equity in other European countries.

Portugal's special education law: implementing the International Classification of Functioning, Disability and Health in policy and practice.

The International Classification of Functioning, Disability and Health (ICF) was introduced in Portuguese education law as the compulsory system to guide eligibility policy and practice in special education. This paper describes the implementation of the ICF and its utility in the assessment process and eligibility determination of students for special education. A study to evaluate the utility of the ICF was commissioned by the Portuguese Ministry of Education and carried out by an external evaluation team. A document analysis was made of the assessment and eligibility processes of 237 students, selected from a nationally representative sample. The results provided support for the use of the ICF in student assessment and in the multidimensional approach of generating student functioning profiles as the basis for determining eligibility. The use of the ICF contributed to the differentiation of eligible and non eligible students based on their functioning profiles. The findings demonstrate the applicability of the ICF framework and classification system for determining eligibility for special education services on the basis of student functioning rather than medical or psychological diagnose. The use of the International Classification of Functioning, Disability and Health (ICF) framework in special education policy is as follows: • The functional perspective of the ICF offers a more comprehensive, holistic assessment of student needs than medical diagnoses. • ICF-based assessment of the nature and severity of functioning can serve as the basis for determining eligibility for special education and habilitation. • Profiles of functioning can support decision making in designing appropriate educational interventions for students.

Emerging professionals and new Certified Health Education Specialists often lack academic training in and actual experience in National Commission for Health Education Credentialing Area of Responsibility VII: Communicate, Promote, and Advocate for Health, Health Education/Promotion, and the Profession. For undergraduate and graduate students who have an opportunity to complete an internship or practicum experience, gaining experience in Competencies 7.2: Engage in advocacy for health and health education/promotion and 7.3: Influence policy and/or systems change to promote health and health education can have a profound impact on their career development and their ability to advocate for policies that promote health and health equity. Compelling evidence suggests that interventions that address social determinants of health such as poverty and education and those that change the context through improved policy or healthier environments have the greatest impact on public health, making it vital for emerging public health professionals to gain experience in policy advocacy and systems change. In this commentary, students and faculty from two large universities in the U.S.-Mexico border region reflect on the value of policy advocacy in academic internship/fieldwork experiences. Based on their experiences, they highly recommend that students seek out internship opportunities where they can participate in policy advocacy, and they encourage university faculty and practicum preceptors to provide more opportunities for policy advocacy in both classroom and fieldwork settings.

It is concluded that equality for women in education, which was a state aim in 1980, is no longer a state concern in Zimbabwe. It is argued that protection of the patriarchal order has been the operating principle of both colonial and post-colonial periods, and education is used to maintain the gender imbalance. Black women under colonialism were subjected to both sexism and racism. The socioeconomic order was maintained by ensuring that Blacks remained uneducated and unskilled. Colonial policy was race specific. Education was free and compulsory for Whites only. Black parents paid fees for a son's education. Post colonialism and in 1971, only 43.5% of Black children were enrolled in school, of which 3.9% were in secondary school. Only 19 girls with at the highest level in school. School curriculum was gender based, which meant girls were taught cooking and typing. During independence, education policy was instituted, and education was considered as a human right and gender neutral. Tuition fees in primary grades were eliminated, and education was expanded. However, changes after independence did not result in equal advantage for girls. By 1985-91, girls had lower enrollments at all grade levels. The widest gaps in enrollment were at the highest levels. School curriculum changed very little, and girls were directed to the "feminine" courses of study. Girls performed poorly in math and sciences. Girls were underenrolled in technical and vocational institutions. After 1989, structural adjustment programs negatively impacted on women. There was reduced access to employment, limited access to services, and increased demands on women's time in order to compensate for gaps created by cuts in services. New changes in education policy are expected to negatively impact on girl's education. Fees for primary school were reintroduced in urban areas, and secondary school fees were increased. The Europeanization of energy policies is desirable because the three main objectives of energy policy (climate protection, security of supply and competitiveness) have cross-border impacts. Hence, it is good that the European Union has been granted a competence for energy policy in the article 194 of the Lisbon treaty. In addition, it is good that the European Commission has published its long-term strategy to stabilize expectations which is important for infrastructure investment. Full Text Available This article addresses priority education policies developed in Portugal and focuses on the latest intervention trends in this regard. Firstly, the contexts in which these policies emerged are described with respect to the country’s specificity concerning the universalization of basic education and compulsory schooling, as well as social and educational equity. Secondly, the main current governmental initiative in the field, Priority Intervention Education Territories (TEIP2, is analyzed. It aims to reduce school failure and school dropout in deprived areas and attempts to fulfill the goals set for Europe in terms of education and training. We analyze TEIP2 program’s impact on students’ school achievement, dropout and on the possibilities of innovating pedagogical practices. We argue that significant changes have occurred in the conceptions and goals of priority education in Portugal, especially in what concerns the need for schools to acknowledge the sociological and cultural diversity of their students and families. However, it cannot be neglected that current policies show an important vulnerability in what concerns their ambitious goals, as they simultaneously try to achieve system modernization, social cohesion and reduction of social inequalities. In our opinion, the question of knowing if these principles and logics of action are compatible or can coexist is remaining, especially in the context of a deep economic and financial crisis that is nowadays prevailing in Portugal.

at all up front. This means that banning embedded commissions would lead to a reduction in demand for advice from modest-income households. The U.K. provides an example which should not be followed. Regulators there have banned embedded commissions, forcing clients to pay directly for financial advice. The result is that modest-income clients have decided not to seek financial advice, even though that decision will likely negatively affect their portfolios. The dangers of this “advice gap” are being downplayed by those who believe that robo-advisors and banks can fill the need instead. In fact, robo-advisors and banks are mostly not equipped to step into the gamma role of coaching their clients. A ban would also mean less choice in the market for a service that needs to be competitive and innovative to serve the broad spectrum of clients’ circumstances, risk appetites and needs. In addition, smaller and independent product manufacturers and distributors would be squeezed out, creating a market concentration in the hands of the bigger players. Pricing transparency might very well be another victim of a ban as a market with significant disparities in fee levels is created. In crafting their policies, regulatory authorities should bear in mind that people need to have wide access to financial advice and to have an opportunity to become more financially literate. Keeping the market for financial services and products competitive, innovative and transparent is the path to continued success. A ban on embedded sales commissions would severely hamper these goals.

It is a theoretical and documentary study and had as its axis of analysis the tensions and ruptures that had as a background (direct or indirect the National Education System and in its contribution the very system of collaboration, as specific policies of the Brazilian cooperative pact. Thus, we emphasize the role of social participation in the implementation of EC 59/2009, in the National Education Conferences (from 2010 to 2018 and in the constitution of SASE as spaces of agreement and broad and democratic dialogue. Based on this context, it was possible to highlight the ruptures with the process of affirmation of cooperative federalism in guaranteeing the right to quality public education with social and democratic participation, evidencing the necessary strengthening of federal pacts, in the face of the challenges facing the federalism and effectiveness of educational policies in Brazil.

Public spending programmes to reduce poverty, expand primary education and improve the economic status of women are recommended priorities of aid agencies and are now gradually being reflected in third world governments' policies, in response to aid conditions imposed by the World Bank and OECD countries. However outcomes fall short of aspiration. This paper shows that donors' lending policies, especially those restricting public spending on education to the primary level, (1) perpetuate poverty, (2) minimise socio-economic impact of public health programmes and (3) prevent significant improvement in the economic status of women. These effects are the result of fundamental flaws in donors' education policy model. Evidence is presented to show that health status in developing countries will be significantly enhanced by increasing the proportion of the population which has at least post-primary education. Heads of households with just primary education have much the same probability of experiencing poverty and high mortality of their children as those with no education at all. Aid donors' policies, which require governments of developing countries to limit public funding of education to the primary level, have their roots in what is contended here to be an erroneous interpretation of human capital theory. This interpretation focuses only on the declining marginal internal rates of return on public investments in successive levels of schooling and ignores the opposite message of the increasing marginal net present values of those investments. Cars do not travel fastest in their lowest gear despite its fastest acceleration, life's long journey is not most comfortable for those with only primary schooling.

Full Text Available Since gaining independence in 1957, the Federation of Malaya and now Malaysia has implemented education policies to broaden access, to unify an ethnically diverse population through a common curriculum and language, to enable the disadvantaged to catch up through affirmative action, and to build human capital as the country seeks to become an advanced country in the face of globalization. While some policies, such as enhancing access have achieved their objectives, others, such as unification and development of a national identity, have not. No less important are the unintended consequences of these policies. While some, like the expansion of private higher education and transnational higher education, have been a boon to Malaysian education, others, such as ethnic polarization in education, have been damaging. Some of these consequences, while unintended, have not been unexpected.

Full Text Available Higher education has come to be included in the list of items considered to be of priority and of strategic importance for the future of a nation: a generally accepted conviction that development requires an ever increasing level of education in the population. In Brazil, however, only 10.6% of those aged between 18 and 24 manage to enter higher education. How to increase access and obtain greater equity whilst providing quality education is a central issue in education policy. In the last decade solutions have been proposed to provide greater access and equity based on the diversification of the system with the creation of new types of HEIs, new types and modalities of courses, as well as those proposals including affirmative action (PROUNI and the policy of quotas. The analysis of statistical data, interviews, documents, and legislation reveals the current situation: the amplification of access as well as the implementation of social inclusion policies, has, particularly in the private higher education sector, resulted in the production of a socially perverse democratization effect.

Full Text Available The following paper is a curricular critique of an environmental education policy framework called Acting Today, Shaping Tomorrow (2009. It is founded upon: (a an examination of the conventional argument for integrated curriculum models and its relevance to K-12 environmental education; and (b utilization of a typology of integrated curriculum models to analyze an environmental education policy framework within the jurisdiction of Ontario, Canada. This paper presents an analysis of the current state of development of social media policies at institution of higher education. Content analysis of social media policies for all institutions listed in the Carnegie Classification Data File revealed that less than one-quarter of institutions had an accessible social media policy. Analysis was done by institution and campus unit, finding that social media policies were most likely to appear at doctorate-granting institutions and health, athletics, and library units. Policies required that those affiliated with the institution post appropriate content, represent the unit appropriately, and moderate conversations with coworkers and external agencies. This analysis may inform the development and revision of social media policies across the field of higher education, taking into consideration the rapidly changing landscape of social media, issues of academic freedom, and notions of interoperability with policies at the unit and campus levels.

Full Text Available Development education is an approach to learning that questions dominant paradigms of development and inspires citizen- and community-driven change towards a world of greater social justice. This article provides an overview of development education and reflects on the extent to which development education principles are currently reflected in, or missing from, mainstream educational policies pursued within an international development framework. In particular, the article addresses the issue of quality in education – one of the key current debates within international education policy – and suggests that, through its critical pedagogy and focus on the development of global skills, development education has a significant contribution to make to these debates. The article suggests that greater collaboration between the field of development education and international education policy could facilitate the creation of an agenda that focuses on education quality and learning processes, as opposed to the current preoccupation with education access and outcomes.

Smoke-free policies among Asian-American women: comparisons by education status.

California has significantly decreased racial/ethnic and educational disparities in smoke-free home and indoor work policies. California's ethnic-specific surveys present an opportunity to disaggregate data and examine the impact of California's smoke-free social norm campaign for Asian-American women. The California Tobacco Use Surveys for Chinese Americans and Korean Americans were conducted in 2003 and analyzed in 2008 to compare women with lower (education status for smoke-free policy adoption and enforcement. Lower-educated and higher-educated women had similar proportions of smoke-free policies at home (58%) or indoor work (90%). However, lower-educated women were more likely than higher-educated women to report anyone ever smoking at home (OR=1.62, 95% CI=1.06, 2.48, p=0.03) and exposure during the past 2 weeks at an indoor workplace (OR=2.43, 95% CI= 1.30, 4.55, p=0.005), even after controlling for ethnicity, smoke-free policy, knowledge about the health consequences of secondhand smoke exposure, and acculturation. There was no interaction between education and knowledge about secondhand smoke health harms. The intended consequences of California's tobacco-control efforts have resulted in similar rates of smoke-free policies at home and in indoor work environments among Asian-American women across educational levels. However, an unintended consequence of this success is a disparity in enforcement by educational status, with lower-educated Asian-American women reporting greater smoke exposure despite similar rates of knowledge about the health consequences of secondhand smoke exposure. Besides establishing policies, lower-educated Asian-American women may need to be empowered to assert and enforce their right to smoke-free environments.

Full Text Available The purpose of this paper is to show features of formation of Ukrainian education policy. According to the author, the formation of the national education policy in Ukraine, as the European Union in its time, must find the thin boundary i.e. the balance between unity and dissimilarity of two dif erent education systems such as Soviet education system, which was inherited after the collapse of the Soviet Union, and European education system, which was unified by requirements of the Bologna Declaration. The author examines the features of the formation and development of Soviet and European education systems. Each of them has certain advantages and disadvantages. The author also presents that major educational reforms, which were only started in Ukraine, took place in Central and Eastern Europe in the late twentieth century. This process was caused by the collapse of bipolar world and scores of countries, which were formed in Europe and sought to European values and democratic reforms. Poland, Hungary, Romania, Slovenia and many other new independent states, which paid in full for socialist regimes, began reforms in education, politics, economics and other areas of activity. We can confidently say that the education system in the new founding countries of Europe not only shifted from one model (Soviet model to another (European model, but rather to achieve high performance in their development. The author points out that it is necessary to require continuing professional development of all categories of people, from teachers to car drivers. This growth must be accompanied with the received diplomas at the reputable higher educational institutions not only in Ukraine, but also abroad. Through this paper the author also wants to suggest that the main provisions of national education policy Ukraine is based on Ukrainian national idea. This national idea sounds as «Ukraine is as keeper of harmony between Eastern and Western Europe».

Smoke-Free Policies Among Asian-American Women: Comparisons by Education Status

Background California has significantly decreased racial/ethnic and educational disparities in smoke-free home and indoor work policies. California's ethnic-specific surveys present an opportunity to disaggregate data and examine the impact of California's smoke-free social norm campaign for Asian-American women. Methods The California Tobacco Use Surveys for Chinese Americans and Korean Americans were conducted in 2003 and analyzed in 2008 to compare women with lower (≤ high school graduate) or higher education status for smoke-free policy adoption and enforcement. Results Lower-educated and higher-educated women had similar proportions of smoke-free policies at home (58%) or indoor work (90%). However, lower-educated women were more likely than higher-educated women to report anyone ever smoking at home (OR=1.62, 95% CI=1.06, 2.48, p=0.03) and exposure during the past 2 weeks at an indoor workplace (OR=2.43, 95% CI= 1.30, 4.55, p=0.005), even after controlling for ethnicity, smoke-free policy, knowledge about the health consequences of secondhand smoke exposure, and acculturation. There was no interaction between education and knowledge about secondhand smoke health harms. Conclusions The intended consequences of California's tobacco-control efforts have resulted in similar rates of smoke-free policies at home and in indoor work environments among Asian-American women across educational levels. However, an unintended consequence of this success is a disparity in enforcement by educational status, with lower-educated Asian-American women reporting greater smoke exposure despite similar rates of knowledge about the health consequences of secondhand smoke exposure. Besides establishing policies, lower-educated Asian-American women may need to be empowered to assert and enforce their right to smoke-free environments. PMID:19591754

We measure highest educational degree according to the international standard classification of education (ISCED and assess work stress in terms of the demand-control and the effort-reward imbalance model. National labour market policies are measured on the basis of policy indicators which are divided into (1 'protective' policies offering financial compensation to those excluded from the labour market (e.g. replacement rate, and (2 'integrative' policies supporting disadvantaged individuals on the labour market (e.g. investments into active labour market policies or possibilities for further qualification in later life. The process of implementation of the Integral Education Program (PEI, Brazilian Portuguese abbreviation in High School Reference Institutions (EREMs, Brazilian Portuguese abbreviation and in the State Technical Schools (ETEs, Brazilian Portuguese abbreviation. Based on document and content analyses, a qualitative study was carried out whose data collection instruments were interviews with managers, teachers, students and technicians, along with questionnaires applied to the students. The theoretical background included Freitas (2012, Ravitch (2011, Algebaile (2009, among others. The results revealed that in the PEI implementation process, the evaluation through results is related to command-and-control strategies which broaden and intensify teachers‟ and students‟ school hours, working as a neoliberal and managerial laboratory in education. From this research perspective, the conclusion was that strategies such as increasing the years of study and the school hours disguise problems such as the crisis of structural unemployment and the reduction in investments provided for in social policies as a whole.

EU internal energy market policy: new dynamics in the Brussels policy game?

The paper analyses the September 2007 European Commission proposal for a third internal energy policy package. It asks if the proposal reflected fundamental changes in the Brussels policy game from 2003, when the existing legislation had been adopted. A multi-level governance approach has inspired this check of alternative propositions. We find that the proposal was primarily the result of greater will on the part of the Commission to pressure unwilling member-state governments. There is also strong evidence that the Commission pursued a new form of multi-level game, pressing non-state agents directly to change the political game at the national level. Our study finally discusses whether different network approaches would add explanatory power to our study, acknowledging that agents working in larger networks could have greater thrust on the Commission. The main conclusion is that EU policy networks have become less stable and more issue-specific, making policy predictions less certain than before. (author).refs.,tab

Diabetes is recognized as a complex, long term, largely asymptomatic condition requiring self management skills, a range of health care professionals and articulated health services. Diabetes Networks have been introduced to provide guidance from people with diabetes and local health professionals with different skills to ensure that diabetes care is well organized, sustainable and delivers quality care. We have considered the role of Diabetes Networks in the English setting. Drawing on studies of health service organization and health policy, we describe the context in which diabetes commissioning is currently occurring in England, the role of Diabetes Networks and key components for an effective Diabetes Network. We have identified that Diabetes Networks are not currently mandatory and discovered policy approaches that are likely to work against safe, timely, integrated approaches to diabetes services with potentially harmful impacts on people with diabetes in the future. Practice Based Commissioning, where it sidelines Diabetes Networks, is a particular concern. We have identified key components of Diabetes Networks including explicit frameworks for leadership, membership, funding, decision making, communication and action. Diabetes is a condition requiring collaboration between all involved. Diabetes Networks include patients and all relevant health professionals and should dictate what and how diabetes care should be commissioned within the local health economy. Full Text Available The purpose of this study is to explore the way higher education institutions adapt to environmental pressures. These pressures can be represented either by various demands or by specific policies. Dropout policy is examined on a Czech case study in order to demonstrate that at the end of the day, higher education institutions respond mainly to the most pressing challenges of an economic nature in the most rational way. As a result, their traditional mission (teaching, research, the third mission, and mainly the social function of the higher education system, may be at stake. At the same time, this study illustrates how difficult it is to introduce any higher education policy without thorough evaluation of other policies in place and of various factors affecting institutional behaviour.

A brief review is given of the changes that took place in 1972-1973 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973, the Government decided to prepare a comprehensive energy policy programmme for the period 1975-1985 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision-making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations, which were given financial incentives to start energy study circles and prepared their own study material. The Association between Education and Work Stress: Does the Policy Context Matter?

Objectives Several studies report socioeconomic differences in work stress, where people in lower socioeconomic positions (SEP) are more likely to experience this burden. In the current study, we analyse associations between education and work stress in a large sample of workers from 16 European countries. In addition we explore whether distinct national labour market policies are related to smaller inequalities in work stress according to educational attainment. Methods We use data collected in 2010/11 in two comparative studies (‘Survey of Health, Ageing and Retirement in Europe’ and the ‘English Longitudinal Study of Ageing’; N = 13695), with samples of men and women aged 50 to 64 from 16 European countries. We measure highest educational degree according to the international standard classification of education (ISCED) and assess work stress in terms of the demand-control and the effort-reward imbalance model. National labour market policies are measured on the basis of policy indicators which are divided into (1) ‘protective’ policies offering financial compensation to those excluded from the labour market (e.g. replacement rate), and (2) ‘integrative’ policies supporting disadvantaged individuals on the labour market (e.g. investments into active labour market policies or possibilities for further qualification in later life). In addition to country-specific analyses, we estimate multilevel models and test for interactions between the indicators of national policies and individual education. Results Main findings demonstrate consistent associations between lower education and higher levels of work stress in all countries. The strength of this association, however, varies across countries and is comparatively small in countries offering pronounced ‘integrative’ policies, in terms of high investments into measures of an active labor market policy and high participation rates in lifelong learning activities. This study analyzes the impact of armed conflicts on the development of education policy and particularly science education program in Uganda. Since independence from the British colonial rule, Uganda has experienced a series of armed conflicts, with the most devastating being the 21 years of conflict in Northern Uganda. The research study was guided by the following questions: (1) What is the level of government funding towards improving science education program in Uganda? (2) Have recent initiatives, such as free Primary and Secondary education, compulsory science, and 75% sponsorship for science-based courses, had a measurable impact on the proportion of students from the conflict-affected regions who enter tertiary institutions to pursue science and technology programs? (3) To what extent do the Ugandan Education Policy and, in particular, the Science Education Policy effectively address the educational needs of students affected by armed conflicts? The study employed a mixed method design where both quantitative and qualitative data were collected and analyzed. Quantitative data were obtained from a comprehensive search of policy documents and content analysis of literature on education policy, science education programs, and impact of conflicts on educational delivery. Qualitative data were obtained from surveys and interviews distributed to policy makers, central government and the local government officials, teachers, and students from the war-ravaged Northern Uganda. Analysis of policy documents and respondents' views revealed that Uganda does not have a science education policy, and the present education policy does not fully address the educational needs of students studying in conflict-affected regions. It was further observed that fewer students from the conflict-affected regions qualify for government scholarship to study science courses in higher institutions of learning. Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. Background The Centers for Disease Control and Prevention (CDC) issued recommendations for school programs to reduce skin cancer. Objective Personnel at U.S. secondary schools were surveyed to describe sun protection policy and education prior to these recommendations. Methods School principals or other personnel at 484 secondary schools in 27 cities responded to a telephone survey in January and February 2002 (response rate = 31%). Results A sun protection policy was reported at 10% of the schools but sun protection education occurred at nearly all schools (96%). Policies were more prevalent in regions with high ultraviolet radiation (pprotection was a low policy priority for U.S. schools. Sun safety education was prevalent but written materials were used infrequently. A substantial proportion of school personnel were receptive to the CDC’s advice. PMID:16488293

Implementing Indigenous Education Policy Directives in Ontario Public Schools: Experiences, Challenges and Successful Practices

Full Text Available The Ontario Ministry of Education has declared a commitment to Indigenous student success and has advanced a policy framework that articulates inclusion of Indigenous content in schooling curriculum (Ontario Ministry of Education, 2007. What are the perceptions among educators and parents regarding the implementation of policy directives, and what is seen to encourage or limit meaningful implementation? To answer these questions, this article draws on interviews with 100 Indigenous (mainly Haudenosaunee, Anishinaabe, and Métis and non-Indigenous parents and educators from Ontario Canada. Policy directives are seen to benefit Indigenous and non-Indigenous students. Interviews also reveal challenges to implementing Indigenous curricular policy, such as unawareness and intimidation among non-Indigenous educators regarding how to teach material. Policy implications are considered.

The inclusion of constitutional provisions and laws regarding family planning and the creation of the Population Commission in the Philippines are examples of the growing recognition in many developing countries that proper and humane control of population growth is a key factor in economic progress. Similar provisions have recently appeared in Thailand, Mexico, and the Brazilian state of Rio de Janeiro. Awareness of the need for adequate public education to ensure the success of family planning programs has resulted in the formation of commissions for that purpose in Australia, Belgium, Chile, Ecuador, Egypt, El Salvador, Guatemala, Italy, Mexico, New Zealand, Portugal, and Sri Lanka. Voluntary sterilization is gradually gaining support. 3 South Asian nations (Pakistan, Singapore, and New Zealand) were among 12 to liberalize laws in 1974 and 1975. However, the prevailing opinion is that a massive public education program will have to be waged before acceptance becomes widespread in the region. Singapore's sterilization law can be used as a guideline for other nations in the area contemplating policy changes.

Full Text Available In positioning student voice within the Irish education policy discourse it is imperative that this emergent and complex concept is explored and theorized in the context of its definition and motivation. Student voice can then be positioned and critiqued as it emerged within Irish education policy primarily following Ireland’s ratification of the United Nations Charter on the Rights of the Child (UNCRC in 1992. Initially emerging in policy from a rights-based and democratic citizenship perspective, the student council became the principal construct for student voice in Irish post-primary schools. While central to the policy discourse, the student council construct has become tokenistic and redundant in practice. School evaluation policy, both external and internal, became a further catalyst for student voice in Ireland. Both processes further challenge and contest the motivation for student voice and point to the concept as an instrument for school improvement and performativity that lacks any centrality for a person-centered, rights-based, dialogic and consultative student voice within an inclusive classroom and school culture.

Full Text Available In the framework of the key role of higher education for the development of society, we understand the public policy in this field as the decision-making assembly and non-decisions with respect to the tertiary sector of the country's education, by the government or institutions. Also, we assume that the process of establishing a public policy - in any field - assume both its design and implementation and evaluation of its results. Starting from these premises, this chapter explains the historical context and background of higher education policies in Venezuela in the last twelve years (1999-2011, to highlight the particular feature that it takes this country during that period. Only with the panorama that offers this context and its history, as the setting for the design and implementation of higher education policies, it is possible to understand or approach to the description of the factors that determine them and their characteristics. In this work - as far as possible, given the lack of reliable information - we approach the evaluation of the results of the policies implemented and their possible future implications. In Venezuela, the facts indicate that the trend of the core concept of public policy is oriented towards more control and state intervention and focus on the establishment of conditions that tend to strike the college market; whereas in most of the region and even the world, the trend observed is marked by the discourse of commodification and its impact on the state's role in their treatment of higher education.

The Atomic Energy Commission asked the public to comment on the draft and held Public Hearings at five different venues. The Planning Council finalized the draft, taking the 1717 opinions from 701 citizens thus gathered into the consideration. Full Text Available Since the 1990s, many education researchers and policy makers worldwide have reviewed education research to attempt to provide strategies to improve the quality of such research in their countries. Taiwan’s government has launched policies and funded support to set the benchmark for Taiwan’s leading universities in international academic competition. The external environment of global competition based on research policy influences the ecosystem of social science research production. To assure the quality of education policy, peer review from within the education community is one approach to supplementing the government’s governance, including the establishment of research institutes, promotion, rewards, and research value. This study tracked the mode of academic research and provides an overview of the status of academic education research in Taiwan. Because education research is part of the humanities and social sciences fields, this study identified the challenges in educational research by examining the trend of social science research and by analyzing research organizations, policy, and the evaluation of research performance. Full Text Available This article attempts to review the rhetoric and the educational policies on the use of history for citizenship education from 1880-1990 in England. In many instances, the rhetoric served as powerful tools to gain the support of educational authorities, namely, the Board of Education, Ministry of Education and Examination Boards. Their support was reflected in the change of educational policies and school syllabi that followed. This study shows that there was strong and consistent widespread rhetoric on history's contribution to citizenship education throughout the century, neither stopped by the two great wars nor impeded by the challenge of social studies as a citizenship subject after the Second World War. Instead it was challenged by the discipline itself in the early 1980s when some historians began to doubt the "new" history on the ground that the "real" history was being devalued. Consequently, there was evidence that the "new" history did not take off widely. In many schools, history was taught for its own sake. Its value for the education of modern citizenship was not being emphasised. This article ends with the argument that under the environment of the National Curriculum, first implemented in the country in 1989, history still claims its relevance for citizenship education.

Teacher-student relationship climate and school outcomes: implications for educational policy initiatives.

In recent discussions regarding concerns about the academic achievement of US students, educational policy makers have suggested the implementation of certain teacher policies. To address the limited empirical research on the putative educational impact of such policies, this study used multilevel structural equation models to investigate the longitudinal associations between teacher evaluation and reward policies, and student mathematics achievement and dropout with a national sample of students (n = 7,779) attending one of 431 public high schools. The student sample included an equal number of boys and girls averaging 16 years of age, and included a White (53%) majority. This study examined whether associations between teacher policies and student achievement were mediated by the teacher-student relationship climate. Results of this study were threefold. First, teacher evaluation policies that allowed students to evaluate their teachers were associated with more positive student reports of the classroom teaching climate. Second, schools with teacher reward policies that included assigning higher performing teachers with higher performing students had a negative association with student perceptions of the teaching climate. Lastly, schools with better student perceptions of the teaching climate were associated with lower student dropout rates by students' senior year. These findings are discussed in light of their educational policy implications.

Full Text Available This article focuses on the larger project of identifying oppressive structures (during apartheid more specifically in this instance and how educational policy/textbooks (post-apartheid produce transformative knowledge for decolonization. It presents Black South African teacher perceptions and desires of what/how educational policy, history textbooks can intervene in apartheid indoctrination and what role these have in addressing the nation’s meta-narrative of equity and social justice. I take up these teacher narratives as a way to further critique textbooks currently used and examine the written and visual content against post-apartheid decolonizing intentions. Teacher narratives and textbook analysis indicate that even prescriptive post-apartheid textbooks struggle to reimagine history wrought through with colonialism. Decolonizing analysis of visual images in the textbooks show how curriculum policy/practice in South Africa is a collision of anti-apartheid desires and post-apartheid reality. By examining grassroots linkages I attempt to expand the current dialogue on educational policy and textbook studies and to contextualize the field, both historically and contemporarily.

Full Text Available Recent research emphasizes the need for educa tion on global citizenship (GC within higher education (Davis, Evans Reid, 2005; Ibrahim, 2008; Schultz, 2007. However, GC is an ill- defined concept (Schultz, 2007 and its position in university policies is unclear (Holvoet, 2007. Therefore, the GC concept is difficult to impl ement within universities’ educational practice (Fullan, 2002; Hargreaves Goodson, 2006. In order to overcome possible impediments, the reported research aimed at elucidating visions of policy makers on the role of higher education institutes with regard to positioning GC in society. The findings resulted from a two round Delphi inqu iry and in-depth interviews with 20 key figures in the field of academic policy making in five Fl emish universities, representatives of the Flemish government’s education department and members of GC education agencies. Respondents reported two components as basic conditions for universities to educate their students as global citizens: the need for a reflexive learning approach and an international learning environment. Conditions and difficu lties in creating such environments were distinguished. As lifelong learning is defined as “a way of empowering people for active engagement with important personal, social and global issues” (European Commission, 2001, this concept is considered as appropriate to supply a framework for GC.

Nursing education reform in South Africa--lessons from a policy analysis study.

Nursing education reform is identified as an important strategy for enhancing health workforce performance, and thereby improving the functioning of health systems. Globally, a predominant trend in such reform is towards greater professionalisation and university-based education. Related nursing education reform in South Africa culminated in a new Framework for Nursing Qualifications in 2013. We undertook a policy analysis study of the development of the new Nursing Qualifications Framework in South Africa. We used a policy analysis framework derived from Walt and Gilson that interrogated the context, content, actors, and processes of policy development and implementation. Following informed consent, in-depth interviews were conducted with 28 key informants from national and provincial government; the South African Nursing Council; the national nursing association; nursing academics, managers, and educators; and other nursing organisations. The interviews were complemented with a review of relevant legislation and policy documents. Documents and interview transcripts were coded thematically using Atlas-ti software. The revision of nursing qualifications was part of the post-apartheid transformation of nursing, but was also influenced by changes in the education sector. The policy process took more than 10 years to complete and the final Regulations were promulgated in 2013. The two most important changes are the requirement for a baccalaureate degree to qualify as a professional nurse and abolishing the enrolled nurse with 2 years training in favour of a staff nurse with a 3-year college diploma. Respondents criticised slow progress, weak governance by the Nursing Council and the Department of Health, limited planning for implementation, and the inappropriateness of the proposals for South Africa. The study found significant weaknesses in the policy capacity of the main institutions responsible for the leadership and governance of nursing in South Africa, which

The idea of "sustainability" as a core value has slowly permeated policy and practice at governmental and institutional levels, in public and private policy. However, at times when social and economic crises have revealed the fragility of existing institutions and policies, it is important to consider how sustainability is - and could be - integrated into educational policies. In this theoretical contribution to a special issue on "Societal sustainability", the authors draw on available literature and knowledge. They begin their paper by summarising the conditions under which the concept of "sustainability" entered political discourse in the early 1970s and outline how it has influenced educational research. They then introduce the longstanding debate about the relative role of tradition (in terms of traditional cultural and social order) and change (in terms of efforts to provide learning opportunities for everyone) in adult education. Finally, they argue for a rethinking of the ontology of sustainability: this, they suggest, can shed new light on its relationships with adult education and learning and social justice.

While, Central Government issued compulsory study 12 year policy in June 2013 through Ministry of Education and Culture Regulation Number 80/2013 about Universal Secondary Education. Obviously, this is a bold step of Kudus Regency Government in improving the education quality at Kudus Regency. The research objectives are: to know, analyze, and describe about Implementation of compulsory study 12 years policy to increase education in Kudus Regency; and to know, analyze, and describe about supporting and inhibiting factors toward implementation of compulsory study 12 years policy to increase education quality in Kudus Regency. This research resulted that the implementation compulsory study 12 years policy in Kudus Regency has been successfully, viewed from the actor that completely carry out their duties and responsibilities; the existence of funding and programs from Kudus Regency Government and Central Government is supporting the mechanism implementation in accordance with the provisions. The compulsory study 12 years policy in Kudus Regency had positive impact in improving the education quality at Kudus Regency, it is seen from the increase of Gross Enrollment Ratio (GER for secondary education from 60% in 2008 to 80,59% in 2013. The harm reduction policy of Taiwan has been considered a success. However, the HIV incidence among injection drug users declined before the nationwide needle and syringe program and drug substitution treatments were implemented. Thus, other factors in the policy might have contributed to its success. Some authors have suggested that education may have played a pivotal part. In this research, the purported significance of education in the success of the policy is conceptualized by reviewing the studies on harm reduction in Taiwan and reflecting upon my own fieldwork. Moreover, relevant literature is used as reference to reformulate this notion of education. This article shows that harm reduction education may be conducted in numerous forms, most of which are non-formal, improvisational, and contingent. Non-governmental organizations may play a role, but more actors, strategies, infrastructures, and interactions should be considered. This article draws from actor-network theory and refines the current thesis that attributes the policy success to education by utilizing three reflections, namely, appreciating materiality and spatiality, recognizing covert actors in the networking, and treating education as an outcome rather than a means. In conclusion, looking at education as a form of networking offers theoretical insight that increases understanding of its participants, mechanisms, processes, and permutations. © The Author(s) 2014.
