    Full Text Available When firms engage in cooperative efforts, interfirm relations get particular interest to be studied. A direct interlock occurs when an executive or director of one firm sits on the board of another firm, and an indirect interlock occurs when two firms have directors or executives who sit on the board of a third firm. The three commonly used theoretical models such as social network theory, learning theory, and theory of strategic choice are more relevant for the formation and management of interlocking directorates. Uncertainty, resource scarcity, mutual trust, dependency, etc. influence the formation of interlocking directorates. Consequently, interlocking directorates allow sharing of information and overall cooperation between partners through learning, collaboration, networking, and effective relationship, etc. Proper management of interlocking directorates requires communication and collaboration among partners that enhance exchange of knowledge and cooperation.

    Ever since the Y2K scare, boards have grown increasingly nervous about corporate dependence on information technology. Since then, computer crashes, denial of service attacks, competitive pressures, and the need to automate compliance with government regulations have heightened board sensitivity to IT risk. Unfortunately, most boards remain largely in the dark when it comes to IT spending and strategy, despite the fact that corporate information assets can account for more than 50% of capital spending. A lack of board oversight for IT activities is dangerous, the authors say. It puts firms at risk in the same way that failing to audit their books would. Companies that have established board-level IT governance committees are better able to control IT project costs and carve out competitive advantage. But there is no one-size-fits-all model for board supervision of a company's IT operations. The correct approach depends on what strategic "mode" a company is in whether its operations are extremely dependent on IT or not, and whether or not it relies heavily on keeping up with the latest technologies. This article spells out the conditions under which boards need to change their level of involvement in IT decisions, explaining how members can recognize their firms' IT risks and decide whether they should pursue more aggressive IT governance. The authors delineate what an IT governance committee should look like in terms of charter, membership, duties, and overall agenda. They also offer recommendations for developing IT policies that take into account an organization's operational and strategic needs and suggest what to do when those needs change. Given the dizzying pace of change in the world of IT, boards can't afford to ignore the state of their IT systems and capabilities. Appropriate board governance can go a long way toward helping a company avoid unnecessary risk and improve its competitive position.

    Full Text Available Building on the recent finding that agency experiences do not merely rely on sensorimotor information but also on cognitive cues, this exploratory study uses electroencephalographic recordings to examine functional connectivity during agency inference processing in a setting where action and outcome are independent. Participants completed a computerized task in which they pressed a button followed by one of two color words (red or blue and rated their experienced agency over producing the color. Before executing the action, a matching or mismatching color word was pre-activated by explicitly instructing participants to produce the color (goal condition or by briefly presenting the color word (prime condition. In both conditions, experienced agency was higher in matching versus mismatching trials. Furthermore, increased electroencephalography (EEG-based connectivity strength was observed between parietal and frontal nodes and within the (prefrontal cortex when color-outcomes matched with goals and participants reported high agency. This pattern of increased connectivity was not identified in trials where outcomes were pre-activated through primes. These results suggest that different connections are involved in the experience and in the loss of agency, as well as in inferences of agency resulting from different types of pre-activation. Moreover, the findings provide novel support for the involvement of a fronto-parietal network in agency inferences.

    Part A of this document provides an overview of technical cooperation activities from 1 April 2007 to 31 March 2008. In 2007 the programme delivered support to 122 countries and territories; 3546 expert and lecturer assignments were carried out, 4149 participants attended meetings, 2287 people took part in training courses and 1661 benefited from fellowships and scientific visits. 2007 saw a range of activities to enhance the effectiveness of the Technical Cooperation (TC) programme. Standardized quality criteria were introduced for project screening and design, and additional enhancements were made to the Programme Cycle Management Framework (PCMF) IT application. Factors affecting project delivery, including Member State support required for timely implementation, have been monitored and assessed as a basis for further improvements. Strengthening Member State capacities is a key technical cooperation objective, and a range of actions were carried out in 2007 with this goal in mind. Technical cooperation among developing countries continued throughout 2007, building on the expanding knowledge and capacities of Member States to enhance self-reliance and sustainability. Knowledge management, an essential component in building sustainable capacities at all levels, was also addressed. In Europe, a regional project to establish policies and strategies to preserve nuclear knowledge is supporting the development of common approaches to knowledge management in nuclear technology, while IAEA support to the World Nuclear University enabled 21 participants from developing countries to attend courses at the WNU Summer Institute in the Republic of Korea. In 2007, the Agency reached out to partners ranging from UN organizations to development banks and from regional groups to theme-based institutions. In the Latin America region, cooperation between the IAEA and UNEP's Caribbean Regional Co-ordinating Unit (CAR/RCU) was formalized, focusing on the promotion of integrated

    The period under review was one of considerable satisfaction for the TC programme. New resources reached a record high of $101.0 million with $76.8 million for the Technical Cooperation Fund, $22.3 million in extra budgetary resources and $1.9 million in in-kind contributions. Net new obligations during the year were $104.5 million, which represented an increase of more than 30% over 2005. The year 2007 marks the 50th anniversary of the IAEA and provides an opportunity to look back on the history of TC activities. In its early days, the technical assistance programme, as it was then called, was modest: in 1960 the Board of Governors approved 28 projects in 16 Member States. Over time, the demand for Agency assistance and expertise has grown steadily: the TC programme that was approved by the Board of Governors in 2006 featured more than 780 projects in 115 Member States. In recent years, there has been shift in attitudes towards nuclear power in a number of countries around the world. This trend can be traced to a fast growing global energy demand, increased emphasis on energy security and a heightened awareness of the risks of climate change. This has led to a rising number of requests for energy planning projects, which may include nuclear power as an option. In 2006, the Secretariat developed and finalized the TC programme for the 2007-2008 biennium using the Programme Cycle Management Framework in close collaboration with national authorities. The PCMF is supported by a dedicated website, which facilitates collaboration among stakeholders in the Member States and the Secretariat. In line with the TC Strategy, the Secretariat concentrated on building partnerships with national, regional and international development organizations. This includes, inter alia, support for the New Partnership for Africa's Development and partnership with the United Nations Environment Programme.     This report is part of a wide range of documentation which the Agency provides to Member States on its technical co-operation activities at various times during the year. It is, in particular, complemented by the achievement reporting submitted to the Technical Assistance and Co-operation Committee of the Board in the annual implementation reports that give the status of the technical co-operation programmes as at 30 September in each year. Following the 1986 Technical Co-operation Seminar and based on continuing consultations with Member States various steps to improve the quality of the programme were taken in 1987: for example, new project request forms and management plans were introduced and preparatory assistance was expanded. Office automation was intensified and the computerized data base covering technical co-operation was enhanced further. Work continues on the adaptation of data provided by the new Financial Information and Control System (FIGS) to the needs of the technical co-operation programmes and vice-versa. While several problems have still to be overcome, it has on the whole, been possible in this report to re-establish data comparability with previous years. Evaluation has become an integral part of the Agency's technical cooperation activities. In addition to on-going mid-project and end-of-project evaluations, expert services and fellowships were evaluated in 1987 and the first country programme evaluation was also undertaken. During 1987, a total of 962 projects were operational and 64 training courses were held. These activities involved 1808 expert assignments while 1975 persons received training abroad. Of the provisions in the 1987 total adjusted programme, one half was earmarked for equipment, while the other half was equally divided between ear markings for experts and for training.     1984 made it possible to achieve substantial increases in the implementation of the expert and training components. In 1984, almost 2700 individuals were involved in the programme, as experts, lecturers, fellows, scientific visitors and training course participants. This represents an increase of about one third over 1983. Regarding the third aim, the Technical Co-operation Evaluation Unit introduced an interim project implementation reporting system in 1984 which relies on national counterparts to report regularly on the progress of their projects; in this way, the Secretariat is alerted to implementation problems as they arise. Approximately 65% of all on-going projects had been covered by this system by the end of 1984. Work on the technical co-operation computer system continued during the year, information on UNDP-financed projects being added to the system and considerable improvements being made to the programs dealing with expert recruitment. For the purpose of monitoring and analysing data related to new assistance requests, a 'project pipeline system' was designed and made operational for use on microcomputers. The system facilitates the preparation of documentation for the Technical Assistance and Co-operation Committee. A Joint Inspection Unit (JIU) study of Agency technical co-operation, which began in 1983, was completed in 1984. In its report, the JIU concluded that Agency assistance was indeed valuable to Member States and that project implementation proceeded in most instances without delay. The Technical Assistance and Co-operation Committee and the Board assessed the JIU's report, endorsing most of the recommendations put forward. A management review of technical co-operation was completed in 1984 by an independent consultant. As a result, a number of actions are planned that should help the Secretariat to cope more effectively with increasing responsibilities in the coming years

    Although total resources and disbursements were higher in 1985 than in previous years, the growth rates for both declined somewhat. New resources for the Technical Assistance and Co-operation Fund (TACF) increased by 13%, the TACF accounting for over 66% of all technical co-operation resources in 1985. Pledges made towards the 1985 target for voluntary contributions to the TACF came close to 90% of the target. Although a significant loss on exchange had to be absorbed by the Fund, 96.9% of the target was covered thanks to additional income. Although extrabudgetary resources declined in 1985, they still accounted for one fifth of all technical assistance resources. There was a significant increase in in-kind contributions; this was attributable to the support for non-destructive testing training in Latin America given by Canada, which was the second largest donor of in-kind assistance after the United States. UNDP resources rose very slightly. With UNDP's new five-year programming cycle beginning in 1987, there may be further increases if new projects are identified and timely action taken. New information on implementation expressed as net expenditure and net expenditure rates has been introduced in the form of Expenditure Summaries I, II and III, which provide a more precise picture of performance by fund, geographic area, programme component, field of activity and technical Division. Net expenditure against all funds stood at 57.9%. Net expenditure against the TACF was 66.3%. As UNDP resources and funds in trust account for relatively small shares of the programme, their utilization does not influence the overall net expenditure rate significantly. However, the slow utilization of extrabudgetary resources did have an adverse effect on programme performance as a whole. The board's structural and compositional characteristics can affect the quality of reported accounting information. The aim of this study was to investigate the effects of the board's structural and compositional characteristics on the quality of accounting information of companies listed on the Brazilian Securities, Commodities, and Futures Exchange (Bolsa de Mercadorias e Futuros - BM&FBovespa. Specifically, the characteristics studied were the size and independence of the board of directors and separation of the roles of chairman and executive director. Accounting information relevance and earnings informativeness were used as proxies for the quality of accounting information. The sample included non-financial companies listed on the BM&FBovespa with annual stock market liquidity higher than 0.001, covering the period from 2008–2011. Data were collected from the Economática® database and directly from companies' annual reports and reference forms available on the Securities Commission (Comissão de Valores Mobiliários - CVM or BM&FBovespawebsites. Data analysis was undertaken using the multiple regression technique for calculating the models of accounting information relevance and earnings informativeness. The results reveal that, for companies that trade stocks on the BM&FBovespa in the Brazilian market, the characteristics of board independence and separation of the roles of chairman and executive director positively influence the quality of reported accounting information, specifically regarding the relevance of equity. Earnings informativeness is positively affected by board independence and negatively affected by larger board size (more than nine members.     The Technical Cooperation Report for 2004 highlights activities and achievements of the technical cooperation programme for the past year. During 2004, the Secretariat finalized the technical cooperation programme for the 2005-2006 biennium, which was approved by the Board of Governors in November 2004. A revised project appraisal process was carried out for the 2005-2006 programme, which yielded additional information regarding government commitment, national capabilities and project performance indicators and outcomes. Included in the 2005-2006 biennium is a strengthened programme for upgrading radiation protection infrastructure. The Secretariat used the experience of the past ten years, as well as conclusions from evaluations, to create a programme that would build upon the successes and lessons learned to provide the safe use of nuclear technology with well-regulated infrastructures. Activities carried out in 2004 built upon previous achievements through national and regional projects in many thematic areas. The programme continued to reinforce the capacity for cancer diagnosis and therapy by providing training and expertise and supporting the procurement of equipment. Consistent support for surveillance techniques using nuclear technology is helping to fight trans-boundary animal diseases, and is leading to countries becoming rinderpest-free. The Secretariat continued to provide expertise and support to assist with the repatriation of highly enriched uranium reactor fuel to the country of origin. The development of partnerships with other United Nations organizations, as well as non-governmental organizations, continues to be of great importance to the technical cooperation programme.     Full Text Available This paper looks at information asymmetry at the board level and how lack of information has played a part in undermining the power of the board of directors. Information is power, and at board level, information is essential to keep the board knowledgeable about the failures and successes of the organization that it is supposed to govern. Although lack of information has become a popular excuse for boards, the mantra could –and should –be changing to, “Ignorance is no excuse” (Mueller, 1993. This paper explores some of these information system solutions that have the aim of resolving some of the problems of information asymmetry. Furthermore, three case studies are used to explore the problem of asymmetric information at board level and the how the boards are trying to solve the problem. The focus of the discussion is to a describe how directors experience the information asymmetry and if they find it troublesome, b how important information is for the control and strategy role of the board and c find out how boards can minimize the problem of asymmetric information. The research is conducted through semi-structured interviews with directors, managers and accountants. This paper offers an interesting exploration into information, or the lack of information, at board level. It describes both from a theoretical and practical viewpoint the problem of information asymmetry at board level and how companies are trying to solve this problem. It is an issue that has only been lightly touched upon in the corporate governance literature but is likely to attract more attention and research in the future.

    Purpose and Objectives: Case management directors are in a dynamic position to affect the transition of care of patients across the continuum, work with all levels of providers, and support the financial well-being of a hospital. Most importantly, they can drive good patient outcomes. Although the position is critical on many different levels, there is little to help guide a new director in attending to all the “moving parts” of such a complex role. This is Part 2 of a two-part article written for case management directors, particularly new ones. Part 1 covered the first 4 of 7 tracks: (1) Staffing and Human Resources, (2) Compliance and Accreditation, (3) Discharge Planning and (4) Utilization Review and Revenue Cycle. Part 2 addresses (5) Internal Departmental Relationships (Organizational), (6) External Relationships (Community Agency), and (7) Quality and Program Outcomes. This article attempts to answer the following questions: Are case management directors prepared for an expanded role that affects departments and organizations outside of their own?How does a case management director manage the transition of care of patients while managing required relationships outside the department?How does the director manage program outcomes in such a complex department? Blending critical social science theories with practice development principles and the situational leadership framework can assist the DoNM to enact transformational leadership to support the development of individuals and teams to meet the complex healthcare needs of patients within the clinical setting. IMPLICATIONS FOR NURSE MANAGEMENT: This article contributes through the practical application of critical social science theories, practice development principles and situational leadership framework within transformational leadership as an approach for enacting DoNM leadership.     Several health-related agencies administer national and targeted public education campaigns to provide health information and change health-related behaviors. The trust the public has in these agencies as the source of the message impacts the effectiveness of their communication campaigns. In this study, we explore the perceived trust of agencies that communicate health messages in the tobacco control field. As part of a larger tobacco regulatory science study, we conducted six 90-min focus groups comprising 41 participants. Five main themes emerged pertinent to the agency: (1) its integrity, (2) its competence, (3) its motives, (4) how it is portrayed in the media, and (5) skepticism and mistrust about it. Given the significant resources spent on health messaging to the public and potential benefits offered by this communication, an understanding of public trust in the agencies as the source of health messages is important. Findings suggest health information may be ignored or discounted when there is mistrust in the agency sending those messages.

    How does information about one's control over the environment (e.g., having an own-action effect) influence motivation? The control-based response selection framework was proposed to predict and explain such findings. Its key tenant is that control relevant information modulates both the frequency and speed of responses by determining whether a perceptual event is an outcome of one's actions or not. To test this framework empirically, the current study examines whether and how temporal and spatial contiguity/predictability-previously established as being important for one's sense of agency-modulate motivation from control. In 5 experiments, participants responded to a cue, potentially triggering a perceptual effect. Temporal (Experiments 1a-c) and spatial (Experiments 2a and b) contiguity/predictability between actions and their potential effects were experimentally manipulated. The influence of these control-relevant factors was measured, both indirectly (through their effect on explicit judgments of agency) and directly on response time and response frequency. The pattern of results was highly consistent with the control-based response selection framework in suggesting that control relevant information reliably modulates the impact of "having an effect" on different levels of action selection.     Full Text Available Considering the influence of new agency forms - intervention and interaction among subjects - in the context of information intermediation, we aim to approach information actions in Science and Technology (S&T taking into consideration the institutionalities involved. For such, we assume there is an influence of a theoretical model emerging in Information Science (IS regarding current inventive and interactive form propitiated by the Web. The text is structured in two central topics bringing: i theoretical and epistemic constructions of the "information action" concept; and ii a certain interpretation oriented by the "informational action in S&T" construct, taking as its object the actions performed by IBICT (Brazilian Institute for Information in Science and Technology, directed towards excellence in information.     Inter-country travel of companion animals provides an opportunity for introduction of zoonotic pathogens, such as rabies virus and Echinococcus spp. Regulations are in place to control this threat, but Schengen Agreements mean that border controls between some European countries are minimal, and animals may enter countries without any checks that they have been appropriately treated. Veterinarians provide an important source of information for people intending to travel with their pets. We conducted a telephone survey to investigate provision of correct advice to someone intending to travel with their dog to Norway. Mainland Norway is considered free of both rabies and E. multilocularis and is a signatory to the Schengen Agreement. Ten randomly selected veterinary clinics were surveyed in Austria, Belgium (Wallonia), Finland, France, Germany, Norway, Sweden, Switzerland and United Kingdom. The information provided was scored as correct, incorrect or incomplete. The information provided by secondary information sources (website or government agency), which the clinic had referred the caller to, was also assessed (correct, incorrect, incomplete). Whilst the majority of clinics provided appropriate information regarding rabies, many clinics did not provide correct information regarding treatment for E. multilocularis. Less than one in 10 clinics provided the correct information regarding both pathogens directly at the time of calling. The correct information was obtained, once taking into account secondary sources, just 62% of the time. Countrywise, most clinics in Finland provided correct advice, either directly or indirectly via referring the caller to another source, whilst the majority in Belgium, Germany and France did not. The apparent paucity of readily accessible, correct advice for owners intending to travel with their dogs is concerning.     Full Text Available Modern education is closely connected with implementation and use of information and communication technologies (ICT in the teaching process. ICT is recommended to be used in schools in Europe to develop competences of students to become high-quality professionals and active citizens in the society. A questionnaire survey of teachers and directors of Latvian schools was carried out in order to evaluate the use of ICT in Latvian schools and attitude of teaching staff towards this process. The results of the questionnaire survey showed that Latvian schools are not supplied with ICT to a satisfactory level. It is necessary to raise the competence of many teachers in the field of ICT. The attitude of teachers to the use of ICT in the study process is more positive in comparison with school directors. Important factors for improvement of ICT use in schools are ICT training for teachers, computer accessibility for teaching staff, sufficient supply of qualitative ICT teaching materials and computers in schools and encouragement of teachers to use ICT.

    The main design features, services, and human-machine interface characteristics are described of the CERTA VITA on-line plant information system developed and installed by KFKI AEKI at the Nuclear Safety Directorate (NSD) of the Hungarian Atomic Energy Authority (HAEA) in cooperation with experts from the NSD. The Center for Emergency Response, Training, and Analysis (CERTA) located at the headquarters of NSD, Budapest, Hungary, was established in 1997. The center supports the NSD installation, radiological monitoring, and advisory team in case of nuclear emergencies, with appropriate hardware and software for communication, diagnosis, prognosis, and prediction. The vital information transfer and analysis (VITA) system represents an important part of the CERTA, as it provides for the continuous remote inspection of the four VVER-440/V213 units of the Hungarian Paks nuclear power plant (NPP). The on-line information system maintains a continuous data link with the NPP through a managed leased line that connects CERTA to a gateway computer located at the Paks NPP. The present scope of the system is a result of a 4-yr development project: In addition to the basic safety parameter display functions, the VITA system now includes an on-line break parameter estimation module, an extensive training package based on simulated transients, and on-line data transfer capabilities to feed accident diagnosis/analysis codes

    This presentation will be to introduce to the participants the Conference of Radiation Control Program Directors, Inc. (CRCPD) and the proven methods used by this organization for networking, information exchange, regulation development and standardization, and radiation protection guidance on emerging technologies. The presentation will describe how radiation control programs and staff from all 50 states in the US work collaboratively to ensure adequate radiation protection standards are uniformly applied throughout the country through the pooling of resources and networking between all the states and the federal government, as well as with international members and partners. The products of CRCPD, such as the Suggested State Regulations along with other relevant informational documents, will be discussed along with how participants can access these products for use in their respective countries. CRCPD and its members represent a comprehensive radiation regulatory structure, covering radioactive materials, radioactive waste, X-ray, accelerators, emergency response, environmental monitoring, radon, and security. Networks are in place for all radiation issues. After the presentation, participants will better understand how to develop and implement a cooperative partnership with other countries. They will also know how to access our products that can be tailored for their own use.     Modern, forensics laboratories need Laboratory Information Management Systems (LIMS) implementations that allow the lab to track evidentiary items through their examination lifecycle and also serve all pertinent laboratory personnel. The research presented here presents LIMS core requirements as viewed by respondents serving in different forensic laboratory capacities as well as different forensic laboratory environments. A product-development methodology was employed to evaluate the relative value of the key features that constitute a LIMS, in order to develop a set of relative values for these features and the specifics of their implementation. In addition to the results of the product development analysis, this paper also provides an extensive review of LIMS and provides an overview of the preparation and planning process for the successful upgrade or implementation of a LIMS. Analysis of the data indicate that the relative value of LIMS components are viewed differently depending upon respondents' job roles (i.e., evidence technicians, scientists, and lab management), as well as by laboratory size. Specifically, the data show that: (1) Evidence technicians place the most value on chain of evidence capabilities and on chain of custody tracking; (2) Scientists generally place greatest value on report writing and generation, and on tracking daughter evidence that develops during their analyses; (3) Lab. Managers place the greatest value on chain of custody, daughter evidence, and not surprisingly, management reporting capabilities; and (4) Lab size affects LIMS preference in that, while all labs place daughter evidence tracking, chain of custody, and management and analyst report generation as their top three priorities, the order of this prioritization is size dependent.

    Only a small number of previous efforts to describe the experiences of organizations that produce clinical practice guidelines (CPGs), undertake health technology assessments (HTAs), or directly support the use of research evidence in developing health policy (i.e., government support units, or GSUs) have relied on interviews and then only with HTA agencies. Interviews offer the potential for capturing experiences in great depth, particularly the experiences of organizations that may be under-represented in surveys. We purposively sampled organizations from among those who completed a questionnaire in the first phase of our three-phase study, developed and piloted a semi-structured interview guide, and conducted the interviews by telephone, audio-taped them, and took notes simultaneously. Binary or categorical responses to more structured questions were counted when possible. Themes were identified from among responses to semi-structured questions using a constant comparative method of analysis. Illustrative quotations were identified to supplement the narrative description of the themes. We interviewed the director (or his or her nominee) in 25 organizations, of which 12 were GSUs.     Improving value within critical care remains a priority because it represents a significant portion of health-care spending, faces high rates of adverse events, and inconsistently delivers evidence-based practices. ICU directors are increasingly required to understand all aspects of the value provided by their units to inform local improvement efforts and relate effectively to external parties. A clear understanding of the overall process of measuring quality and value as well as the strengths, limitations, and potential application of individual metrics is critical to supporting this charge. In this review, we provide a conceptual framework for understanding value metrics, describe an approach to developing a value measurement program, and summarize common metrics to characterize ICU value. We first summarize how ICU value can be represented as a function of outcomes and costs. We expand this equation and relate it to both the classic structure-process-outcome framework for quality assessment and the Institute of Medicine's six aims of health care. We then describe how ICU leaders can develop their own value measurement process by identifying target areas, selecting appropriate measures, acquiring the necessary data, analyzing the data, and disseminating the findings. Within this measurement process, we summarize common metrics that can be used to characterize ICU value. As health care, in general, and critical care, in particular, changes and data become more available, it is increasingly important for ICU leaders to understand how to effectively acquire, evaluate, and apply data to improve the value of care provided to patients.
