Purpose and Objectives: Case management directors are in a dynamic position to affect the transition of care of patients across the continuum, work with all levels of providers, and support the financial well-being of a hospital. Most importantly, they can drive good patient outcomes. Although the position is critical on many different levels, there is little to help guide a new director in attending to all the “moving parts” of such a complex role. This is Part 2 of a two-part article written for case management directors, particularly new ones. Part 1 covered the first 4 of 7 tracks: (1) Staffing and Human Resources, (2) Compliance and Accreditation, (3) Discharge Planning and (4) Utilization Review and Revenue Cycle. Part 2 addresses (5) Internal Departmental Relationships (Organizational), (6) External Relationships (Community Agency), and (7) Quality and Program Outcomes. This article attempts to answer the following questions: Are case management directors prepared for an expanded role that affects departments and organizations outside of their own?How does a case management director manage the transition of care of patients while managing required relationships outside the department?How does the director manage program outcomes in such a complex department? Primary Practice Setting: The information is most meaningful to those case management directors who work in either stand-alone hospitals or integrated health systems and have frontline case managers (CMs) reporting to them. Findings/Conclusions: Part 1 found that case management directors would benefit from further research and documentation of “best practices” related to their role, particularly in the areas of leadership and management. The same conclusion applies to Part 2, which addresses the director's responsibilities outside her immediate department. Leadership and management skills apply as well to building strong, productive relationships across a broad spectrum of external organizations

Full Text Available This paper looks at information asymmetry at the board level and how lack of information has played a part in undermining the power of the board of directors. Information is power, and at board level, information is essential to keep the board knowledgeable about the failures and successes of the organization that it is supposed to govern. Although lack of information has become a popular excuse for boards, the mantra could –and should –be changing to, “Ignorance is no excuse” (Mueller, 1993. This paper explores some of these information system solutions that have the aim of resolving some of the problems of information asymmetry. Furthermore, three case studies are used to explore the problem of asymmetric information at board level and the how the boards are trying to solve the problem. The focus of the discussion is to a describe how directors experience the information asymmetry and if they find it troublesome, b how important information is for the control and strategy role of the board and c find out how boards can minimize the problem of asymmetric information. The research is conducted through semi-structured interviews with directors, managers and accountants. This paper offers an interesting exploration into information, or the lack of information, at board level. It describes both from a theoretical and practical viewpoint the problem of information asymmetry at board level and how companies are trying to solve this problem. It is an issue that has only been lightly touched upon in the corporate governance literature but is likely to attract more attention and research in the future.

Full Text Available One of the board of directors' responsibilities is to monitor the quality of information disclosed in financial reports. The board's structural and compositional characteristics can affect the quality of reported accounting information. The aim of this study was to investigate the effects of the board's structural and compositional characteristics on the quality of accounting information of companies listed on the Brazilian Securities, Commodities, and Futures Exchange (Bolsa de Mercadorias e Futuros - BM&FBovespa. Specifically, the characteristics studied were the size and independence of the board of directors and separation of the roles of chairman and executive director. Accounting information relevance and earnings informativeness were used as proxies for the quality of accounting information. The sample included non-financial companies listed on the BM&FBovespa with annual stock market liquidity higher than 0.001, covering the period from 2008–2011. Data were collected from the Economática® database and directly from companies' annual reports and reference forms available on the Securities Commission (Comissão de Valores Mobiliários - CVM or BM&FBovespawebsites. Data analysis was undertaken using the multiple regression technique for calculating the models of accounting information relevance and earnings informativeness. The results reveal that, for companies that trade stocks on the BM&FBovespa in the Brazilian market, the characteristics of board independence and separation of the roles of chairman and executive director positively influence the quality of reported accounting information, specifically regarding the relevance of equity. Earnings informativeness is positively affected by board independence and negatively affected by larger board size (more than nine members. Led by the agency director, the agency engaged in a Strategic Review, based on a comprehensive assessment of agency performance that identified strategies to improve organizational effectiveness through increased data-informed practice and knowledge management. The Strategic Review gathered information on staff perceptions, perceptions of external stakeholders, changing citywide and neighborhood demographics, policy mandates, and budget and workload issues. The need for the review was based upon multiple, substantial changes not addressed in the 2000 Strategic Plan, including the 2004 merger of the Department of Human Services and the Department of Aging and Adult Services, changes among the executive management team, transitions among key political entities, new policy mandates and changing budget allocations. This case study describes the Strategic Review process and content, summarizing key challenges and lessons related to addressing workload demands, fostering positive staff attitudes, balancing internal and external information needs, and integrating data use and planning processes across the agency. The role of the psychiatrist: job satisfaction of medical directors and staff psychiatrists.

In a previous survey of Columbia University Public Psychiatry Fellowship alumni, medical directors reported experiencing higher job satisfaction compared to staff psychiatrists. To further this inquiry, the authors conducted an expanded survey among the membership of the American Association of Community Psychiatrists (AACP). We mailed a questionnaire to all AACP members. Respondents categorized their positions as staff psychiatrist, program medical director or agency medical director, and rated their overall job satisfaction. The form also included a number of demographic and job characteristic items. Of 479 questionnaires mailed, a total of 286 individuals returned questionnaires (61%-12 forms were undeliverable). As in our previous survey, medical directors experience significantly higher job satisfaction compared to staff psychiatrists. Program and agency medical directors do not differ significantly. In addition, job satisfaction is strongly and negatively correlated with age for staff psychiatrists but not for medical directors. This survey strengthens the previously reported advantage medical directors have over staff psychiatrists regarding job satisfaction. The finding that job satisfaction decreases with increasing age of staff psychiatrists but not medical directors is particularly interesting, suggesting that staff psychiatrist positions may come to be regarded as "dead-end" over time. Psychiatrists are advised to seek promotions to program medical director positions early in their careers, since these positions are far more available, and provide equal job satisfaction, compared to agency medical director positions.

Case management directors are in a dynamic position to affect the transition of care of patients across the continuum, work with all levels of providers, and support the financial well-being of a hospital. Most importantly, they can drive good patient outcomes. Although the position is critical on many different levels, there is little to help guide a new director in attending to all the "moving parts" of such a complex role.This is Part 2 of a two-part article written for case management directors, particularly new ones.Part 1 covered the first 4 of 7 tracks: (1) Staffing and Human Resources, (2) Compliance and Accreditation, (3) Discharge Planning and (4) Utilization Review and Revenue Cycle. Part 2 addresses (5) Internal Departmental Relationships (Organizational), (6) External Relationships (Community Agency), and (7) Quality and Program Outcomes.This article attempts to answer the following questions: : The information is most meaningful to those case management directors who work in either stand-alone hospitals or integrated health systems and have frontline case managers (CMs) reporting to them. Part 1 found that case management directors would benefit from further research and documentation of "best practices" related to their role, particularly in the areas of leadership and management. The same conclusion applies to Part 2, which addresses the director's responsibilities outside her immediate department. Leadership and management skills apply as well to building strong, productive relationships across a broad spectrum of external organizations that include payer, provider, and regulatory agencies. At the same time, they must also develop the skills to positively influence the revenue cycle and financial health of both the organization for which they work and those to whom they transition patients. Differences in how services are organized and delivered can contribute significantly to variation in outcomes experienced by children and families. However, few comparative studies identify the strengths and limitations of alternative delivery system configurations. The current study provides the first empirical typology of private agencies involved with the formal child welfare system. Data collected in 2011 from a national sample of private agencies were used to classify agencies into five distinct groups based on internal management capacity, service diversification, integration, and policy advocacy. Findings reveal considerable heterogeneity in the population of private child and family serving agencies. Cross-group comparisons suggest that differences in agencies' strategic and structural characteristics correlated with agency directors' perceptions of different pressures in their external environment. Future research can use this typology to better understand local service systems and the extent to which different agency strategies affect performance and other outcomes. Such information has implications for public agency contracting decisions and could inform system-level assessment and planning of services for children and families.

The purpose of this two-part article is to provide case management directors, particularly new ones, with a framework for understanding and fulfilling their role.We have divided the guide into seven tracks of responsibility. Part 1 discusses the first four tracks: (1) staffing and human resources, (2) compliance and accreditation, (3) discharge planning, and (4) utilization review and revenue cycle. Part 2 addresses (5) internal departmental relationships (organizational), (6) external relationships (Community agency), and (7) quality and program outcomes. Full Text Available Tension often arises when Chapter 6 business rescue practitioners (BRPs are appointed by directors to rescue their distressed businesses. Regulating by means of standard agency contracting becomes irrelevant in the resulting multiple relationships. Looking through the agency lens, using analytic autoethnography and compiling narratives, this paper explains the perceptions of what appear to be quasiagency relationships and obtains a better understanding of these. The findings suggest that the apparent principal-agent relationships suffer from asymmetries of goals, information access, informal power and diverging perceptions of moral hazard, transaction costs and adverse selection. As a solution, contracting has been shown to have limited value owing to outcome uncertainty and measurability. This is because the tasks of the BRP are non-programmable and term-dependent. The findings provide filing directors, shareholders, creditors, regulatory authorities and BRPs in this newly instituted regime, with enhanced understanding of how the relationships manifest in practice and overcome the non-contractibility of the newly formed relationships.

The influence of directors has been one of the most engaging topics recently, but surprisingly little research has been done to quantitatively evaluate the influence and power of directors. We analyze the structure of the US corporate governance network for the 11-year period 1996-2006 based on director data from the Investor Responsibility Research Center director database, and we develop a centrality measure named the influence factor to estimate the influence of directors quantitatively. The US corporate governance network is a network of directors with nodes representing directors and links between two directors representing their service on common company boards. We assume that information flows in the network through information-sharing processes among linked directors. The influence factor assigned to a director is based on the level of information that a director obtains from the entire network. We find that, contrary to commonly accepted belief that directors of large companies, measured by market capitalization, are the most powerful, in some instances, the directors who are influential do not necessarily serve on boards of large companies. By applying our influence factor method to identify the influential people contained in the lists created by popular magazines such as Fortune, Networking World, and Treasury and Risk Management, we find that the influence factor method is consistently either the best or one of the two best methods in identifying powerful people compared to other general centrality measures that are used to denote the significance of a node in complex network theory.

Cortical information flow during inferences of agency

Full Text Available Building on the recent finding that agency experiences do not merely rely on sensorimotor information but also on cognitive cues, this exploratory study uses electroencephalographic recordings to examine functional connectivity during agency inference processing in a setting where action and outcome are independent. Participants completed a computerized task in which they pressed a button followed by one of two color words (red or blue and rated their experienced agency over producing the color. Before executing the action, a matching or mismatching color word was pre-activated by explicitly instructing participants to produce the color (goal condition or by briefly presenting the color word (prime condition. In both conditions, experienced agency was higher in matching versus mismatching trials. Furthermore, increased electroencephalography (EEG-based connectivity strength was observed between parietal and frontal nodes and within the (prefrontal cortex when color-outcomes matched with goals and participants reported high agency. This pattern of increased connectivity was not identified in trials where outcomes were pre-activated through primes. These results suggest that different connections are involved in the experience and in the loss of agency, as well as in inferences of agency resulting from different types of pre-activation. Moreover, the findings provide novel support for the involvement of a fronto-parietal network in agency inferences.

The agency intends to develop and research nuclear ships according to the principles of the atomic energy act and contribute to advance the utilization of atomic energy and the development of ship building and marine transportation. It shall be a juridical person, and its main office shall be in Tokyo Metropolis. The agency may increase, if necessary, its capital with the approval of the competent minister. Its executives consist of a chief director, a representative director, directors not more than 3 and an auditor. The chief director and the auditor are appointed by the competent minister after hearing opinions of the Atomic Energy Commission. The representative and other directors are determined by the chief director with approval of the competent minister. The term of office is four years for the chief director, the representative director and other directors, and two years for the auditor. The agency performs business, such as study and research necessary for the development of nuclear ships, design, building and operation of these ships and the training of crew for these nuclear ships, etc. It is under the superintendence of the competent minister. Creating quality improvement culture in public health agencies.

We conducted case studies of 10 agencies that participated in early quality improvement efforts. The agencies participated in a project conducted by the National Association of County and City Health Officials (2007-2008). Case study participants included health directors and quality improvement team leaders and members. We implemented multiple qualitative analysis processes, including cross-case analysis and logic modeling. We categorized agencies according to the extent to which they had developed a quality improvement culture. Agencies were conducting informal quality improvement projects (n = 4), conducting formal quality improvement projects (n = 3), or creating a quality improvement culture (n = 4). Agencies conducting formal quality improvement and creating a quality improvement culture had leadership support for quality improvement, participated in national quality improvement initiatives, had a greater number of staff trained in quality improvement and quality improvement teams that met regularly with decision-making authority. Agencies conducting informal quality improvement were likely to report that accreditation is the major driver for quality improvement work. Agencies creating a quality improvement culture were more likely to have a history of evidence-based decision-making and use quality improvement to address emerging issues. Our findings support previous research and add the roles of national public health accreditation and emerging issues as factors in agencies' ability to create and sustain a quality improvement culture.

The Energy and Environment Directorate (E and ED) is one of 13 directorates at Lawrence Livermore National Laboratory (LLNL), which is operated by the University of California (UC) for the U.S. Department of Energy's National Nuclear Security Administration (NNSA). We operate in the context of a national security laboratory and focus on meeting major national needs, especially from a long-term perspective. In the LLNL context, E and ED is a hybrid ''program'' and ''discipline'' directorate, combining the program development responsibilities in the national energy and environment arenas to the benefit of the entire Laboratory and also serving as the Laboratory's science base of atmospheric, earth, environmental, and energy science. This Status Report is part of the annual evaluation process required by the Department of Energy (DOE) as part of its contract with UC. The annual review typically will focus on about one third of the activities and programs of a directorate, so that the entire organization is evaluated over a three-year window. This year's review is focused on the basic science foundations for the directorate and two major program areas in the directorate, with an update from a third program. The programs for review are: (1) Earth System Science and Engineering; (2) Nuclear Systems Science and Engineering; and (3) NARAC/IMAAC update. Major questions to be addressed during this review include: (1) Are the programmatic directions appropriate? How can they be improved? (2) What actions can E and ED take to ensure success? Factors Influencing Trust in Agencies That Disseminate Tobacco Prevention Information.

Several health-related agencies administer national and targeted public education campaigns to provide health information and change health-related behaviors. The trust the public has in these agencies as the source of the message impacts the effectiveness of their communication campaigns. In this study, we explore the perceived trust of agencies that communicate health messages in the tobacco control field. As part of a larger tobacco regulatory science study, we conducted six 90-min focus groups comprising 41 participants. Five main themes emerged pertinent to the agency: (1) its integrity, (2) its competence, (3) its motives, (4) how it is portrayed in the media, and (5) skepticism and mistrust about it. Given the significant resources spent on health messaging to the public and potential benefits offered by this communication, an understanding of public trust in the agencies as the source of health messages is important. Findings suggest health information may be ignored or discounted when there is mistrust in the agency sending those messages.

Creating Quality Improvement Culture in Public Health Agencies

Objectives. We conducted case studies of 10 agencies that participated in early quality improvement efforts. Methods. The agencies participated in a project conducted by the National Association of County and City Health Officials (2007–2008). Case study participants included health directors and quality improvement team leaders and members. We implemented multiple qualitative analysis processes, including cross-case analysis and logic modeling. We categorized agencies according to the extent to which they had developed a quality improvement culture. Results. Agencies were conducting informal quality improvement projects (n = 4), conducting formal quality improvement projects (n = 3), or creating a quality improvement culture (n = 4). Agencies conducting formal quality improvement and creating a quality improvement culture had leadership support for quality improvement, participated in national quality improvement initiatives, had a greater number of staff trained in quality improvement and quality improvement teams that met regularly with decision-making authority. Agencies conducting informal quality improvement were likely to report that accreditation is the major driver for quality improvement work. Agencies creating a quality improvement culture were more likely to have a history of evidence-based decision-making and use quality improvement to address emerging issues. Conclusions. Our findings support previous research and add the roles of national public health accreditation and emerging issues as factors in agencies’ ability to create and sustain a quality improvement culture. The Foundation Role for Theories of Agency in Understanding Information Systems Design

Full Text Available In this paper we argue that theories of agency form a foundation upon which we can build a deeper understanding of information systems design. We do so by firstly recognising that information systems are part of purposeful sociotechnical systems and that consequently theories of agency may help in understanding them. We then present two alternative theories of agency (deliberative and situational, mainly drawn from the robotics and artificial intelligence disciplines, and in doing so, we note that existing information system design methods and ontological studies of those methods implicitly adhere to the deliberative theory of agency. We also note that while there are advantages in specific circumstances from utilising the situated theory of agency in designing complex systems, because of their differing ontological commitments, such systems would be difficult to analyse and evaluate using ontologies currently used in information systems. We then provide evidence that such situational information systems can indeed exist, by giving a specific example (the Kanban system, which has emerged from manufacturing practice. We conclude that information systems are likely to benefit from creating design approaches supporting the production of situational systems.

The Agency aims at developing nuclear-ships according to the priciples of the Atomic Energy Basic Law to promote the uses of atomic energy and help the progress of shipbuilding and marine transportation. The capital is 100 million yen plus the funds invested by the persons other than the government. The investment certificates are issued for the funds invested. The officers consist of the chief director, the representative director, not more than three directors and one auditor. The chief director and the auditor are appointed by the competent minister (the Prime Minister and the Minister of Transport) consulting with the Atomic Energy Commission. The representative director and directors are nominated by the chief director with approval of the competent minister. The scope of business includes the undertakings concerning nuclear ships, such as; the planning, building and operation; the training of the crew; the research and study; popularization of the results of such operations, etc. These activities are to be made in accordance with the basic program of nuclear-ship development determined by the competent minister. A chapter is dedicated to the finance and accounting, which includes provisions on the business year, authorization of the business program and others, the disposition of the business program and others, the disposition of profits and losses, and loans, etc. The Agency is supervised by the competent minister. The Secretariat of the Agency received on 1 August 2005 a Note Verbale dated 1 August 2005 from the Permanent Mission of the Islamic Republic of Iran (Iran). In accordance with the request contained in the Note Verbale, the text is attached herewith for the information of all Member States. In the Note Verbale, Iran informed the Agency, inter alia, that Iran had 'decided to resume the uranium conversion activities at UCF [Uranium Conversion Facility] in Esfahan on 1 August 2005'. Iran requested the Agency 'to be prepared for the implementation of the Safeguards related activities in a timely manner prior to the resumption of the UCF activities'. In response to the Note Verbale, the Agency, in a letter dated 1 August 2005, informed Iran that, in order to implement effective safeguards at UCF, the Agency would need to install additional surveillance equipment at the input and output stages of certain process lines prior to any resumption of any such activities and that, prior to the planned movement of U 3 O 8 , the Agency would need to verify the nuclear material in question. The Agency further informed Iran that, to that end, the Agency was in the process of preparing the necessary equipment for UCF, and would expect to be in a position to install the equipment some time next week. The Agency also informed Iran that, 'to ensure continuity of knowledge, it is essential that Iran refrain from removing the Agency's seals and from moving any nuclear material at UCF until such time as the surveillance equipment is installed and the Agency has verified the material'. In its resolution adopted on 29 November 2004 (GOV/2004/90), the Board, inter alia, welcomed Iran's decision to continue and extend its suspension of all enrichment related and reprocessing activities, and underlined that the full and sustained implementation of the suspension, which was a voluntary, non-legally-binding, confidence building measure, to be verified by the Agency, was essential to addressing

As the learning laboratory for gaining actual patient care experience, clinical agencies play an essential role in nursing education. With an information technology revolution transforming healthcare, nursing programs are eager for their students to learn the latest informatics systems and technologies. However, many healthcare institutions are struggling to meet their own information technology needs and report limited resources and other as barriers to nursing student training. In addition, nursing students' information technology access and use raise security and privacy concerns. With the goal of a fully electronic health record by 2014, it is imperative that agencies and educational programs collaborate. They need to establish educationally sound, cost-effective, and secure policies and procedures for managing students' use of information technology systems. Strategies for evaluating options, selecting training methods, and ensuring data security are shared, along with strategies that may reap clinical, economic, and educational benefits. Students' information technology use raises numerous issues that the nursing profession must address to participate in healthcare's transformation into the digital age.

Bootstrapping agency: How control-relevant information affects motivation.

How does information about one's control over the environment (e.g., having an own-action effect) influence motivation? The control-based response selection framework was proposed to predict and explain such findings. Its key tenant is that control relevant information modulates both the frequency and speed of responses by determining whether a perceptual event is an outcome of one's actions or not. To test this framework empirically, the current study examines whether and how temporal and spatial contiguity/predictability-previously established as being important for one's sense of agency-modulate motivation from control. In 5 experiments, participants responded to a cue, potentially triggering a perceptual effect. Temporal (Experiments 1a-c) and spatial (Experiments 2a and b) contiguity/predictability between actions and their potential effects were experimentally manipulated. The influence of these control-relevant factors was measured, both indirectly (through their effect on explicit judgments of agency) and directly on response time and response frequency. The pattern of results was highly consistent with the control-based response selection framework in suggesting that control relevant information reliably modulates the impact of "having an effect" on different levels of action selection. Use of social media by residency program directors for resident selection.

Pharmacy residency program directors' attitudes and opinions regarding the use of social media in residency recruitment and selection were studied. A 24-item questionnaire was developed, pilot tested, revised, and sent to 996 residency program directors via SurveyMonkey.com. Demographic, social media usage, and opinions on social media data were collected and analyzed. A total of 454 residency program directors completed the study (response rate, 46.4%). The majority of respondents were women (58.8%), were members of Generation X (75.4%), and worked in a hospital or health system (80%). Most respondents (73%) rated themselves as either nonusers or novice users of social media. Twenty percent indicated that they had viewed a pharmacy residency applicant's social media information. More than half (52%) had encountered e-professionalism issues, including questionable photos and posts revealing unprofessional attitudes, and 89% strongly agreed or agreed that information voluntarily published online was fair game for judgments on character, attitudes, and professionalism. Only 4% of respondents had reviewed applicants' profiles for residency selection decisions. Of those respondents, 52% indicated that the content had no effect on resident selection. Over half of residency program directors were unsure whether they will use social media information for future residency selection decisions. Residency program directors from different generations had different views regarding social media information and its use in residency applicant selections. Residency program directors anticipated using social media information to aid in future decisions for resident selection and hiring.

Full text: In Turkey, the law enforcement agencies are gathered into two main authorities. These are as below. 1. Under the Ministry of Interior: General Commander of Gendarmarie; General Directorate of National Police; General Commandery of Coast Guard; 2. Within the Undersecretariat of Customs there are two main service units to combat smuggling. These are: General Directorate of Customs Enforcement (GDCE) and General Directorate of Customs. The responsible areas of these administrations are legally as below: The region of Gendarmarie: It covers rural areas. In that region, Gendarmarie is responsible, inter alia, combating smuggling; The region of police: General Directorate of National Police has performed its tasks, one of which is to combat smuggling in the city areas; The region of Territorial Waters: Coast Guard is related authority in territorial water for, among other things, fighting smuggling. The region of Customs: General Directorate of Customs Enforcement fulfills in these regions as the authority and responsible law enforcement agent. The main difference between GDCE and other law enforcement agencies are: GDCE is the only Administration whose main aim is to struggle against smuggling; Generally, all units conduct their operations in their responsible region, however, if it is necessary, depending on the case, an operation can be performed jointly only in another region in cooperation with the relevant agent. In that context, as far as General Directorate of Customs Enforcement is concerned, fulfilling an operation in other regions is not a legal necessity. Any units of GDCE can seize and do operation all over Turkey by itself, without any regional limitations from legislation. This study examined the practices of home care agencies and home health nursing agencies in the management and treatment of homebound clients with behavioral problems, dementia, and undiagnosed mental illnesses. A survey was mailed to all 54 directors of agencies in Rhode Island in 2003; 53 responded, either by mail or telephone. Data indicated a lack of psychiatric services, a reluctance to address behavioral problems, and a failure to identify undiagnosed disorders. There was also a bias against accepting individuals with primary psychiatric disorders. Although the population of homebound elders with mental illness is increasing, their needs are not being met by these agencies.

Full Text Available This paper examines the effects of director ownership and the proportion of outside directors on firms’ commitment to corporate social responsibility (CSR. Using a sample of 453 Hong Kong listed companies for 2005, we find that there is a non-linear relationship between the level of director ownership and firms’ engagement in CSR behavior. Commitment to CSR first increases as the proportion of director ownership increases up to 50% and then decreases as that proportion of ownership grows higher. Further, the proportion of outside directors on the board exhibits a positive relationship with the level of CSR commitment. These results provide explanations for firms’ commitment to CSR from the corporate governance perspective.

Implementing evidence-based practice in community mental health agencies: a multiple stakeholder analysis.

We sought to identify factors believed to facilitate or hinder evidence-based practice (EBP) implementation in public mental health service systems as a step in developing theory to be tested in future studies. Focusing across levels of an entire large public sector mental health service system for youths, we engaged participants from 6 stakeholder groups: county officials, agency directors, program managers, clinical staff, administrative staff, and consumers. Participants generated 105 unique statements identifying implementation barriers and facilitators. Participants rated each statement on importance and changeability (i.e., the degree to which each barrier or facilitator is considered changeable). Data analyses distilled statements into 14 factors or dimensions. Descriptive analyses suggest that perceptions of importance and changeability varied across stakeholder groups. Implementation of EBP is a complex process. Cross-system-level approaches are needed to bring divergent and convergent perspectives to light. Examples include agency and program directors facilitating EBP implementation by supporting staff, actively sharing information with policymakers and administrators about EBP effectiveness and fit with clients' needs and preferences, and helping clinicians to present and deliver EBPs and address consumer concerns.

Full Text Available In the Chinese securities market, with its characteristics of influence through personal relationships (Guanxi and underdeveloped standards of law and enforcement, can independent directors play the supervisory role expected by securities regulators? In this study we use the degree of precision and accuracy in corporate earnings forecasts as proxies for the quality of information disclosure by listed companies and examine the supervisory efficiency of independent directors with respect to information disclosure. Using data from 2007 to 2009, we find that in the absence of ownership balance, independent directors have a significant positive effect on the accuracy of management forecasts. In addition, the personal backgrounds of independent directors have specific effects on management earnings forecasts. Directors with certified public accountant (CPA expertise significantly improve the precision of management forecasts. However, directors with industrial expertise significantly reduce the precision of management forecasts. In other words, having directors with CPA expertise improves the independence of boards, but having independent directors with industrial expertise has the opposite effect.

The formal leadership of mental health care organizations commonly resides in an executive director, who may or may not have had clinical training. The medical director is a psychiatrist who reports to the executive director. For some, this arrangement suggests that the medical director lacks or has lost power in the organization. This paper examines more specifically the types of power available to the medical director using French & Raven (1959) and Raven (2008) bases of power framework. The executive director/medical director relationship can be thought of as a relationship between individuals holding formal and informal power, respectively. Although medical directors lack formal or positional power, they potentially have and can gain more informal power based on their recognized clinical/medical expertise, their personal presence and an assertive involvement and focus on the organizational mission.

Priority setting in health care has been long recognized as an intrinsically complex and value-laden process. Yet, health technology assessment agencies (HTAs) presently employ value assessment frameworks that are ill fitted to capture the range and diversity of stakeholder values and thereby risk compromising the legitimacy of their recommendations. We propose "evidence-informed deliberative processes" as an alternative framework with the aim to enhance this legitimacy. This framework integrates two increasingly popular and complementary frameworks for priority setting: multicriteria decision analysis and accountability for reasonableness. Evidence-informed deliberative processes are, on one hand, based on early, continued stakeholder deliberation to learn about the importance of relevant social values. On the other hand, they are based on rational decision-making through evidence-informed evaluation of the identified values. The framework has important implications for how HTA agencies should ideally organize their processes. First, HTA agencies should take the responsibility of organizing stakeholder involvement. Second, agencies are advised to integrate their assessment and appraisal phases, allowing for the timely collection of evidence on values that are considered relevant. Third, HTA agencies should subject their decision-making criteria to public scrutiny. Fourth, agencies are advised to use a checklist of potentially relevant criteria and to provide argumentation for how each criterion affected the recommendation. Fifth, HTA agencies must publish their argumentation and install options for appeal. The framework should not be considered a blueprint for HTA agencies but rather an aspirational goal-agencies can take incremental steps toward achieving this goal. Full Text Available The implementation of information technology in tourism brings numerous advantages for all participants in the chain of the tourism offer. Traditional tourist agencies also orient themselves towards online business doing via the Internet. On the other hand, the Internet has an influence on the reduction in the mediation role of tourist agencies. The subject matter of the research done in this paper is the implementation of the Internet in the business doing of tourist agencies with the aim to improve their marketing performances. The aim of the research is the influence of the quality of the Internet offer of tourist agencies on the development of the relationships with buyers and the improvement of the image of tourist agencies operating in The Republic of Serbia. The research results presented in the paper have shown that a higher level of the quality of agencies’ Internet offer has a positive influence on buyer loyalty, as well as on the image of an agency. The business success of tourist agencies is based on a combined approach of traditional and online business doing.

IAEA Director General expresses satisfaction with shutdown of Chernobyl nuclear power plant

Full text: The Director General of the International Atomic Energy Agency (IAEA), Mohamed ElBaradei, today expressed his satisfaction with the decision of the Government of Ukraine to close the Chernobyl nuclear power plant on 15 December in response to concerns about the safety of the plant. He said he very much appreciated the Ukrainian Government's commitment to maintain high levels of safety at nuclear facilities in Ukraine, which he described as being in line with the high international priority attached to the safety of nuclear facilities. The Director General noted that the year 2001 will mark the 15th anniversary of the nuclear accident in unit 4 at Chernobyl, which had a significant impact on life, health and the environment in Ukraine, Belarus and the Russian Federation and prompted concerns in other countries about the effects of radiation. Since the Chernobyl accident the Agency has assisted, and will continue to assist, Ukraine and the other affected countries, in overcoming the consequences of the accident and enhancing the safe and reliable operation of other nuclear power plants. In the case of Ukraine, the Director General said the Agency intends to assist in the development of an integrated approach to planning, management, and implementation of the decommissioning of units 1 to 3 of the Chernobyl plant as well as in the management of radioactive waste at the plant. More generally, the IAEA is helping Ukraine to strengthen the effectiveness of its nuclear regulatory regime. Since the accident at Chernobyl the IAEA has significantly expanded its nuclear safety programme. It has facilitated the negotiation of a convention on the safety of nuclear installations and other international agreements in the areas of notification and assistance in the case of nuclear accidents, liability and waste management. It has expanded the corpus of international safety standards and put into place an enhanced system of safety review missions to Member States. The

The Agency's Technical Co-operation activities in 1987. Report by the Director General

This report is part of a wide range of documentation which the Agency provides to Member States on its technical co-operation activities at various times during the year. It is, in particular, complemented by the achievement reporting submitted to the Technical Assistance and Co-operation Committee of the Board in the annual implementation reports that give the status of the technical co-operation programmes as at 30 September in each year. Following the 1986 Technical Co-operation Seminar and based on continuing consultations with Member States various steps to improve the quality of the programme were taken in 1987: for example, new project request forms and management plans were introduced and preparatory assistance was expanded. Office automation was intensified and the computerized data base covering technical co-operation was enhanced further. Work continues on the adaptation of data provided by the new Financial Information and Control System (FIGS) to the needs of the technical co-operation programmes and vice-versa. While several problems have still to be overcome, it has on the whole, been possible in this report to re-establish data comparability with previous years. Evaluation has become an integral part of the Agency's technical cooperation activities. In addition to on-going mid-project and end-of-project evaluations, expert services and fellowships were evaluated in 1987 and the first country programme evaluation was also undertaken. During 1987, a total of 962 projects were operational and 64 training courses were held. These activities involved 1808 expert assignments while 1975 persons received training abroad. Of the provisions in the 1987 total adjusted programme, one half was earmarked for equipment, while the other half was equally divided between ear markings for experts and for training. Of the Agency's technical co-operation resources in 1987, 72.5% came from the Technical Assistance and Co-operation Fund, 13.7% from extra budgetary

Recent developments, and especially the new and critical interest of developing countries, have helped to mark the turning of a page in the Agency's history. If the present situation in the economics of nuclear power does not change there is a danger that developing countries will lag further and further behind the advanced countries in its use. Shortage of resources impose a brake on Agency efforts to promote benefits of nuclear techniques, especially by technical assistance. These were some of the points made by Dr. Sigvard Eklund, the Director General, when he presented the Agency's annual report to the Economic and Social Council (ECOSOC) in July. (author)

The Annual Report reviews the results of the Agency's programme according to the three 'pillars' of technology, safety and verification. The main part of the report, starting on page 13, generally follows the programme structure as it applied in 2005. In 1995, the European Commission (Directorate-General for Energy) and the Walloon government set up a biomass-energy agency (ERBE), to promote and build biomass-energy projects in Wallonia (Belgium). A survey of biomass-energy potential indicates that wood-energy seems to offer the best utilization opportunities. Forest and logging residues, sawmills' and joineries' off-cuts, pallets residues, etc. could be burnt in wood district heating units with a significant social benefit. Consequently, the ERBE Agency is trying to set up projects in this way in Austria (+/- 100 wood heating systems) or in Sweden. It serves to inform industries and municipalities about biomass-energy, to advise them in the building of biomass-energy projects, to identify their energy needs and their biomass resources, to carry out prefeasibility studies, to inform them about financing opportunities, and so on. Ten-year survey of program directors: trends, challenges, and mentoring in prosthodontics. Part 1.

This study consisted of two parts. Part 1 was a survey of US program directors, and Part 2 reports on the survey findings distributed to the deans of US dental schools. Both surveys evaluated observations of trends in prosthodontic education. The first survey (2005) of program directors and deans was published in 2007. This second survey was conducted in 2009. The 2009 survey provided 10-year data on trends in prosthodontics as reported by program directors. A national e-mail survey of 46 program directors was used to collect enrollment data for years 1 to 3 of prosthodontics training for US and international dental school graduates, the total number of applicants and applications considered, and the trends over time of applicants to prosthodontics for US dental school graduates and for international graduates. In addition, the program directors were asked to rank 13 key factors that may have contributed to any changes in the prosthodontic applicant pool. Program directors were also asked for information on student financial incentives and whether their programs were state or federally funded, and whether their sponsoring institution was a dental school. Of the 46 program directors, 40 responded, for an 87% response rate. Respondents reported that 66% of their enrollees were graduates of US dental schools. Between 2000 and 2009 the applicant pool in prosthodontics nearly doubled, with 50% of the program directors reporting an increase in US-trained applicants, 42.5% reporting no change, and only 7.5% reporting a decrease. Using the Spearman correlation for the 10-year survey, there was a positive, statistically significant correlation that society's demand for a higher level of training and credentialing and interest in prosthodontics among dental students contributed to an increase in the number of US dental graduates applying to prosthodontic programs. Only four programs offered no financial packages to offset tuition. The remaining 36 respondents reported some

Mike Delucca, a social marketing specialist since 1978, has been named director of a new contraceptive social marketing effort in Guatemala. The project is sponsored by Importadora de Productos Farmaceuticos (IPROFA), S.A., a group of private-sector community leaders who came together specifically to set up the project. IPROFA plan to being marketing 1 brand of oral contraceptive, condom, and foaming tablet in early 1985. Efforts will first be targeted at economically and socially disadvantaged fertile couples between the ages of 18-44 in large urban areas. By the end of 1985 marketing will begin in rural and small urban areas. DeLucca is on assignment IPROFA from Juarez and Associates, a marketing and research firm in Los Angeles. He was formerly with Development Associates of Arlington, Virginia, and served as project director for the social marketing project in El Salvador. He joined the Guatemala project in May 1984, overseeing prelaunch activities that included development of the marketing plan. After the product launch he will coordinate sales and follow-up marketing studies. Full Text Available Modern education is closely connected with implementation and use of information and communication technologies (ICT in the teaching process. ICT is recommended to be used in schools in Europe to develop competences of students to become high-quality professionals and active citizens in the society. A questionnaire survey of teachers and directors of Latvian schools was carried out in order to evaluate the use of ICT in Latvian schools and attitude of teaching staff towards this process. The results of the questionnaire survey showed that Latvian schools are not supplied with ICT to a satisfactory level. It is necessary to raise the competence of many teachers in the field of ICT. The attitude of teachers to the use of ICT in the study process is more positive in comparison with school directors. Important factors for improvement of ICT use in schools are ICT training for teachers, computer accessibility for teaching staff, sufficient supply of qualitative ICT teaching materials and computers in schools and encouragement of teachers to use ICT.

A fluid flow director is disclosed. The director comprises a handle body and combed-teeth extending from one side of the body. The body can be formed of a clear plastic such as acrylic. The director can be used with heat exchangers such as a magnetic heat pump and can minimize the undesired mixing of fluid flows. The types of heat exchangers can encompass both heat pumps and refrigerators. The director can adjust the fluid flow of liquid or gas along desired flow directions. A method of applying the flow director within a magnetic heat pump application is also disclosed where the comb-teeth portions of the director are inserted into the fluid flow paths of the heat pump.
