DOD Electronic Commerce (EC)/Electronic Data Interchange (EDI) in contracting report

Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.

Toward Integrated DoD Biosurveillance: Assessment and Opportunities.

In the context of the 2012 National Strategy for Biosurveillance, the Office of Management and Budget (OMB) asked the Department of Defense (DoD) to review its biosurveillance programs, prioritize missions and desired outcomes, evaluate how DoD programs contribute to these, and assess the appropriateness and stability of the department's funding system for biosurveillance. DoD sought external analytic support through the RAND Arroyo Center. In response to the questions posed by OMB request, this study finds the following: (1) Current DoD biosurveillance supports three strategic missions. Based mostly on existing statute, the highest-priority mission is force health protection, followed by biological weapons defense and global health security. (2) Guidance issued by the White House on June 27, 2013, specified priorities for planning fiscal year 2015 budgets; it includes an explicit global health security priority, which strengthens the case for this as a key DoD biosurveillance strategic mission. (3) DoD biosurveillance also supports four desired outcomes: early warning and early detection, situational awareness, better decision making at all levels, and forecast of impacts. (4) Programs and measures that address priority missions-force health protection in particular-and desired outcomes should be prioritized over those that do not do so. (5) More near-real-time analysis and better internal and external integration could enhance the performance and value of the biosurveillance enterprise. (6) Improvements are needed in key enablers, including explicit doctrine/policy, efficient organization and governance, and increased staffing and improved facilities for the Armed Forces Health Surveillance Center (AFHSC). (7) AFHSC has requested additional funding to fully implement its current responsibilities under the 2012 Memorandum of Understanding between the Assistant Secretaries of Defense for Health Affairs and for Nuclear, Chemical, and Biological Defense Programs

The U.S. Department of Defense (DOD) annually consumes about $3 Billion in energy to operate facilities at military installations worldwide, representing about 80% of utility operating expense for all Federal facilities. Recent legislation and a Presidential Executive Order have directed DOD by Fiscal Year 2000 to reduce facility energy consumption by 20%, from the level of energy used in Fiscal Year 1985. To achieve this goal it is estimated that energy efficiency improvement investments between $2-3 billion would be required. Considering the competition for resources within DOD as it experiences downsizing and restructuring, DOD will need to seek opportunities to tap alternative investment strategies through energy service contracting to leverage Federal resources. Shared Energy Savings and Operations and Maintenance Energy Services contracting activities in the Department of the Navy will be used to address how such acquisition methods can contribute to achieving DOD energy efficiency goals

The DoD investment of nominally $200 million per year is focused on four high power laser (HPL) concepts: Space-Based Laser (SBL), a Ballistic Missile Defense Organization effort that addresses boost-phase intercept for Theater Missile Defense and National Missile Defense; Airborne Laser (ABL), an Air Force effort that addresses boost-phase intercept for Theater Missile Defense; Ground-Based Laser (GBL), an Air Force effort addressing space control; and Anti-Ship Missile Defense (ASMD), a Navy effort addressing ship-based defense. Each organization is also supporting technology development with the goal of achieving less expensive, brighter, and lighter high power laser systems. These activities represent the building blocks of the DoD program to exploit the compelling characteristics of the high power laser. Even though DoD's HPL program are focused and moderately strong, additional emphasis in a few technical areas could help reduce risk in these programs. In addition, a number of options are available for continuing to use the High-Energy Laser System Test Facility (HELSTF) at White Sands Missile Range. This report provides a brief overview and guidance for the five efforts which comprise the DoD HPL program (SBL, ABL, GBL, ASMD, HELSTF).

The purpose of this thesis was to investigate the factors affecting the allowability determination of defense contractor environmental remediation costs. The primary objective of this thesis was to determine what policies and contracting cost principles the Department of Defense (DOD) should develop to address environmental costs in a consistent manner, providing a `single face` to industry. A secondary objective was to develop an audit framework and questions to allow for consistent policy analysis and application to a contractor`s proposed environmental remediation costs based upon the materiality of the situation. Background material was presented to show the amount and complexity of environmental regulations, the effects of current judicial decisions and DOD`s efforts to develop a consistent policy. Research material was provided from Congress, the General Accounting Office, DOD, defense contractors, California, Washington, industry associations and environmental protection coalitions. The researcher`s analysis of the material produced an environmental cost principle. This cost principle was applied to a current environmental claim, producing an audit framework and tailored list of cost and/or pricing data analysis, questions. Both the cost principle and audit framework are recommended for incorporation into DOD`s final environmental cost allowability decision.

The U.S. Department of Defense (US-DOD) service members are at risk of exposure to ionizing radiation due to radiation accidents, terrorist attacks and national defense activities. The use of biodosimetry is a standard of care for the triage and treatment of radiation injuries. Resources and procedures need to be established to implement a multiple-parameter biodosimetry system coupled with expert medial guidance to provide an integrated radiation diagnostic system to meet US-DOD requirements. Current US-DOD biodosimetry capabilities were identified and recommendations to fill the identified gaps are provided. A US-DOD Multi-parametric Biodosimetry Network, based on the expertise that resides at the Armed Forces Radiobiology Research Institute and the Naval Dosimetry Center, was designed. This network based on the use of multiple biodosimetry modalities would provide diagnostic and triage capabilities needed to meet US-DOD requirements. These are not available with sufficient capacity elsewhere but could be needed urgently after a major radiological/nuclear event. (authors)

Proven and innovative logistics management approaches and techniques used for developing and supporting DoD and Strategic Defense Initiative Office (SDIO) systems are described on the basis of input from DoD to the SEI Synthesis Group; SDIO-developed logistics initiatives, innovative tools, and methodologies; and logistics planning support provided to the NASA/Johnson Planet Surface System Office. The approach is tailored for lunar/Martian surface operations, and provides guidelines for the development and management of a crucial element of the SEI logistics support program. A case study is presented which shows how incorporation of DoD's proven and innovative logistics management approach, tools, and techniques can substantially benefit early logistics planning for SEI, while also implementing many of DoD's recommendations for SEI.

The Department of Defense (DoD) recognizes climate change as a threat to its mission and recently issued policy to implement climate change adaptation measures. However, the DoD has not conducted a comprehensive assessment of health-related climate change effects. To catalyze the needed assessment--a first step toward a comprehensive DoD climate change adaptation plan for health--this article discusses the DoD relevance of 3 selected climate change impacts: heat injuries, vector-borne diseases, and extreme weather that could lead to natural disasters. The author uses these examples to propose a comprehensive approach to planning for health-related climate change impacts in the DoD.

The Model Low Energy Installation Program is a demonstration of an installation-wide, comprehensive energy conservation program that meets the Department of Defense (DoD) energy management goals of reducing energy usage and costs by at least 20%. It employs the required strategies for meeting these goals, quantifies the environmental compliance benefits resulting from energy conservation and serves as a prototype for DoD wide application. This project will develop both analysis tools and implementation procedures as well as demonstrate the effectiveness of a comprehensive, coordinated energy conservation program based on state-of-the-art technologies. A military installation is in reality a small to medium sized city. It generally has a complete utilities infrastructure including water supply and distribution, sewage collection and treatment, electrical supply and distribution, central heating and cooling plants with thermal distribution, and a natural gas distribution system. These utilities are quite extensive and actually consume about 10-15% of the energy on the facility not counting the energy going into the central plants

The Department of Defense (DOD) is the major consumer of energy within the Federal government, and it has been directed to implement cost cutting measures related to energy dependence through numerous Executive Orders and Congressional legislation. As a result, the DOD released an Energy Strategy which outlines ways to reduce energy requirements in order to meet both Presidential and Congressional mandates for energy security. With this research, we provide a historical review (1973–2014) of energy policy, legislation, and research. Additionally we identify gaps between strategy and research. The results show that DOD energy research lacks a unifying structure and guiding framework. We propose a knowledge management framework to unify and guide research efforts in direct support of the DOD Energy Strategy. - Highlights: •Unification of effort is needed to support strategic goals. •Provides the current state of DOD energy research. •Proposes a framework to guide DOD energy research. •Frames the DOD energy research context and landscape. •Promotes a unifying structure for DOD energy research.

A change of course: The importance to DoD of international standards for electronic commerce

The U.S. Department of Defense (DoD) is committed to using electronic commerce in the future with the over 300,000 vendors interested in doing business with DoD. Electronic commerce will move DoD from a paper-based world to one based on electronic transactions enabled by the exchange of formatted, electronic messages referred to as electronic data interchange (EDI). With electronic commerce, DoD plans to reduce costs, increase effectiveness, and make it easier for vendors to deal with DoD. Benefits from electronic commerce are enhanced when many businesses use the same standards for EDI messages themselves and their transmission. The fewer standards used, the less time and resources must be spent translating messages and agreeing on how to use different standards. To enhance benefits and smooth the transition to electronic commerce for itself and its vendors, DoD has chosen to use the widely accepted American National Standards Institute (ANSI) X12 standards for EDI messages, coupled with international standards for delivering messages and organizing addresses. In the past 18 months, EDI standards sponsored by a United Nations body and serving the same purpose as ANSI X12 message standards have begun to gain wider acceptance internationally.

This report describes the licensing process (both safety and environmental) that would apply if the Department of Defense (DOD) chooses to obtain licenses from the US Nuclear Regulatory Commission (NRC) for using nuclear energy for power and luminous sources. The specific nuclear energy sources being considered include: small or medium-size nuclear power reactors; radioisotopic thermoelectric generators with 90 Sr or 238 Pu; radioisotopic dynamic electric generators with 90 Sr or 238 Pu; and applications of radioisotopes for luminous sources (lights) with 3 H, 85 Kr, or 147 Pm. This project is aimed at providing the U.S. Department of Defense (DoD) with a comprehensive analysis of the uncertainty associated with generating climate projections at the regional scale that can be used by stakeholders and decision makers to quantify and plan for the impacts of future climate change at specific locations. The merits and limitations of commonly used downscaling models, ranging from simple to complex, are compared, and their appropriateness for application at installation scales is evaluated. Downscaled climate projections are generated at selected DoD installations using dynamic and statistical methods with an emphasis on generating probability distributions of climate variables and their associated uncertainties. The sites selection and selection of variables and parameters for downscaling was based on a comprehensive understanding of the current and projected roles that weather and climate play in operating, maintaining, and planning DoD facilities and installations.

There are 367 active radiological instrument calibration laboratories within the U.S. Department of Defense (DoD). Each of the four services in DoD manages, operates, and certifies the technical proficiency and competency of those laboratories under their cognizance. Each service has designated secondary calibration laboratories to trace all calibration source standards to the National Institute of Standards and Technology. Individual service radiological calibration programs and capabilities, present and future, are described, as well as the measurement quality assurance (MQA) processes for their traceability. National Voluntary Laboratory Accreditation Program (NVLAP) programs for dosimetry systems are briefly summarized. Planned NVLAP accreditation of secondary laboratories is discussed in the context of current technical challenges and future efforts.

Review of defense display research programs

Display research has comprised a substantial portion of the defense investment in new technology for national security for the past 13 years. These investments have been made by the separate service departments and, especially, via several Defense Research Projects Agency (DARPA) programs, known collectively as the High Definition Systems (HDS) Program (which ended in 2001) and via the Office of the Secretary of Defense (OSD) Defense Production Act (DPA) Title III Program (efforts ended in 2000). Using input from the Army, Navy, and Air Force to focus research and identify insertion opportunities, DARPA and the Title III Program Office have made investments to develop the national technology base and manufacturing infrastructure necessary to meet the twin challenge of providing affordable displays in current systems and enabling the DoD strategy of winning future conflicts by getting more information to all participants during the battle. These completed DARPA and DPA research and infrastructure programs are reviewed. Service investments have been and are being made to transition display technology; examples are described. Display science and technology (S&T) visions are documented for each service to assist the identification of areas meriting consideration for future defense research.

Chaplains play important roles in caring for Veterans and Service members with mental health problems. As part of the Department of Veterans Affairs (VA) and Department of Defense (DoD) Integrated Mental Health Strategy, we used a sequential approach to examining intersections between chaplaincy and mental health by gathering and building upon: 1) input from key subject matter experts; 2) quantitative data from the VA / DoD Chaplain Survey (N = 2,163; response rate of 75% in VA and 60% in DoD); and 3) qualitative data from site visits to 33 VA and DoD facilities. Findings indicate that chaplains are extensively involved in caring for individuals with mental health problems, yet integration between mental health and chaplaincy is frequently limited due to difficulties between the disciplines in establishing familiarity and trust. We present recommendations for improving integration of services, and we suggest key domains for future research.

The US Department of Defense (DOD) is evolving to meet new security challenges in the twenty-first century. Today's challenges result from growing political, environmental, and economic instability in important areas of the globe that threaten national and global security. Immediate outreach to foreign nations in times of violent instability or natural disaster fosters security and stability both for the affected country and for the United States. Foreign humanitarian assistance (FHA) is a rapidly evolving military mission that addresses conflict prevention, conflict, postconflict, and natural disasters. With DOD's extensive global medical resources, it is often uniquely qualified to execute a critical role in relief and/or public health efforts. When and how the American military will act in FHA and disaster relief is a still evolving doctrine with three issues deserving particular attention: aligning operations with host government leadership, preserving humanitarian space, and tailoring the US military's unique resources to the specific political and medical situation at hand. The DOD's response to a large-scale earthquake in Peru suggests useful approaches to these three issues, provides a template for future FHA mission, and points to strategic decisions and operational capabilities that need further development to establish the FHA mission firmly within DOD's repertoire of security engagement activities.

The recently published Department of Defense (DoD) strategic guidance highlights the need to ?shape a joint force for the future.? Supporting requirements to shape the joint force while the overall DoD force structure is reduced will be challenging. Fortunately, based on its unique training and experience, the Army Environmental Science and Engineering Officer (ESEO) profession is positioned today to fill anticipated joint public health requirements. Obtaining the U.S. Army Medical Department (AMEDD) approval to meet these requirements will have near-term consequences for the ESEO profession as some existing (albeit antiquated) authorizations may go unfilled. However, long-term dividends for the Medical Service Corps (MSC), AMEDD, Army, and DoD will be achieved by realigning critical resources to future joint and interagency requirements. Assigning ESEOs now to organizations such as the Theater Special Operations Commands (TSOCs), U.S. Agency for International Development (USAID), and the North Atlantic Treaty Organization (NATO) with perceived and real joint force health protection/public health requirements through unique means will ensure our profession remains relevant today and supports the joint force of tomorrow. 2013.

The Department of Defense has been a leader in Radiology re- engineering for the past decade. Efforts have included the development of two landmark PACS specifications (MDIS and DIN- PACS), respective vendor selection and implementation programs. A Tri-Service (Army, Navy and Air Force) Radiology re-engineering program was initiated which identified transitioning to digital imaging, PACS and teleradiology as key enabling technologies in a changing business scenario. Subsequently, the systematic adjustment of procurement process for radiological imaging equipment included a focus on specifying PACS-capable-digital imaging modalities and mini- PACS as stepping stones to make the hospitals and health clinics PACS-ready. The success of the PACS and teleradiology program in the DOD is evidenced by the near filmless operation of most Army and Air Force Medical Centers, several community hospitals and several operational teleradiology constellations. Additionally, the MDIS PACSystem has become the commercial PACS product for General Electric Medical Systems. The DOD continues to forge ahead in the PACS arena by implementing advanced configurations and operational concepts such as the VRE (Virtual Radiology Environment), the negotiation of Regional Archiving and Regional PACS Maintenance Programs. Newer regulations (HIPAA, the FDA approval of digital mammography) have been promulgated impacting the culture and conduct of our business. Incorporating their requirements at the very outset will enable us to streamline the delivery of radiology. The DOD community has embraced the information age at multiple levels. The Healthcare portion of this community with these initiatives is integrating itself into DOD's future. The future holds great possibilities, promises and challenges for the DOD PACS programs.

A methodology developed to select a preferred nuclear power system for a US Department of Defense (DOD) application has been used to evaluate preferred nuclear power systems for a remote island community in Southeast Asia. The plant would provide ∼10 MW of electric power, possibly low-temperature process heat for the local community, and would supplement existing island diesel electric capacity. The nuclear power system evaluation procedure was evolved from a disciplined methodology for ranking ten nuclear power designs under joint development by the US Department of Energy (DOE) and DOD. These included six designs proposed by industry for the Secure Military Power Plant Program (now termed Multimegawatt Terrestrial Reactor Program), the SP-100 Program, the North Warning System Program, and the Modular Advanced High-Temperature Gas-Cooled Reactor (HTGR) and Liquid-Metal Reactor (LMR) programs. The 15 evaluation criteria established for the civil application were generally similar to those developed and used for the defense energy systems evaluation, except that the weighting factor applied to each individual criterion differed. An attempt is made at illustrating the many contributions to rock mechanics from US defense programs, over the past 30-plus years. Large advances have been achieved in the technology-base area covering instrumentation, material properties, physical modeling, constitutive relations and numerical simulations. In the applications field, much progress has been made in understanding and being able to predict rock mass behavior related to underground explosions, cratering, projectile penetration, and defense nuclear waste storage. All these activities stand on their own merit as benefits to national security. But their impact is even broader, because they have found widespread applications in the non-defense sector; to name a few: the prediction of the response of underground structures to major earthquakes, the physics of the earth's interior at great depths, instrumentation for monitoring mine blasting, thermo-mechanical instrumentation useful for civilian nuclear waste repositories, dynamic properties of earthquake faults, and transient large-strain numerical modeling of geological processes, such as diapirism. Pharmaceutical spending more than doubled in DoD, from $3 billion in FY02 to $6.5 billion in FY07. The largest increase occurred in the DoD community pharmacy network, where utilization grew from 6 million 30-day equivalent prescriptions in the first quarter of FY02 to more than 16 million in the last quarter of FY07. The smallest increase in annual spending occurred in FY07 (5.5%), down from a high of 27.5% in FY03. The MHS has experienced rapid growth in pharmaceutical spending since FY02. However, there are signs that growth in pharmaceutical spending may be slowing.

The Renewables and Energy Efficiency Planning (REEP) program was developed at the US Army Construction Engineering Research Laboratories (USACERL). This program allows for the analysis of 78 energy and water conservation opportunities at 239 major DOD installations. REEP uses a series of algorithms in conjunction with installation specific data to estimate the energy and water conservation potential for entire installations. The program provides the energy, financial, pollution, and social benefits of conservation initiatives. The open architecture of the program allows for simple modification of energy and water conservation variables, and installation database values to allow for individualized analysis. The program is essentially a high-level screening tool that can be used to help identify and focus preliminary conservation studies. The REEP program requires an IBM PC or compatible with a 80386 or 80486 microprocessor. It also requires approximately 4 megabytes of disk space and at least 8 megabytes of RAM. The system was developed for a Windows environment and requires Microsoft Windows 3.1{trademark} or higher to run properly.

The Department of Defense (DOD), operating through the Directorate of Military Support in the Department of the Army, supports state, local and other federal agency response operations in a wide range of natural and man-caused emergencies. Examples within the past six years include the Ashland Oil tank collapse in Floreffe, Pennsylvania, Exxon Valdez cleanup, Loma Prieta earthquake, hurricanes Hugo and Andrew, Mexico City earthquake, Armero (Columbia) volcanic eruption, and Puerto Rico floods and mud slides. From March 24 to September 27, 1989, the period of the Exxon Valdez initial cleanup operations, DOD provided military and civilian personnel, US Navy ships for housing response workers, cargo and medical evacuation aircraft (fixed wing and helicopters), skimmers, modified dredges, landing craft, Dracones, Zodiak boats, radios, computers, and other miscellaneous equipment. This was in addition to assets of the Alaska Army and Air National Guard, which were committed by the governor. Support was provided to the US Coast Guard on scene coordinator and supervised by the Alaska Oil Spill Joint Task Force. The General Accounting Office, in its January 1990 report, Federal Costs Resulting from the Exxon Valdez Oil Spill, estimated that DOD spent $62.8 million through September 30, 1989, the largest expenditure by any federal agency. Use of military resources is a realistic scenario in certain situations. Primary responders at the federal and state level should understand how to request and employ these assets. This paper provides a background on DOD support to disaster relief operations, and discusses the types of support available to agencies responding to natural or man-caused emergencies, request and approval mechanisms, the Department of Defence organization to provide support, and reimbursement of the department

Battlefield acupuncture is a unique auricular acupuncture procedure which is being used in a number of military medical facilities throughout the Department of Defense (DoD). It has been used with anecdotal published positive impact with warriors experiencing polytrauma, post-traumatic stress disorder, and traumatic brain injury. It has also been effectively used to treat warriors with muscle and back pain from carrying heavy combat equipment in austere environments. This article highlights the history within the DoD related to the need for nonpharmacologic/opioid pain management across the continuum of care from combat situations, during evacuation, and throughout recovery and rehabilitation. The article describes the history of auricular acupuncture and details implementation procedures. Training is necessary and partially funded through DoD and Veteran's Administration (VA) internal Joint Incentive Funds grants between the DoD and the VA for multidisciplinary teams as part of a larger initiative related to the recommendations from the DoD Army Surgeon General's Pain Management Task Force. Finally, Uniformed Services University of the Health Sciences School of Medicine and Graduate School of Nursing faculty members present how this interdisciplinary training is currently being integrated into both schools for physicians and advanced practice nurses at the Uniformed Services University of the Health Sciences. Current and future research challenges and progress related to the use of acupuncture are also presented. Published by Elsevier Inc.

Future energy efficiency improvements within the US department of defense: Incentives and barriers

The present work describes the military impact of improved efficiency and then highlights existing technological, political, and financial barriers for improving overall energy efficiency. As the largest user of energy within the US government, the Department of Defense (DOD) is rightly concerned that any disruption to the nation's energy supply may have an extremely adverse impact on its military capabilities. The total solution to providing energy security will be multi-faceted with progress required on many fronts. Increasing the use of renewable energy sources and improving energy storage capabilities are gradually creating a positive impact, but investing in improving the overall efficiency of the military effort provides both immediate and long-lasting payback. One might suppose that a decrease in the energy used by the DOD should lead to a decrease in military capability, but historical data proves otherwise. It is shown that the military has additional impetus, compared to civilian consumers, to pursue energy-efficiency improvements. Many tools are available to help the DOD along this path, yet there remain obstacles which must first be identified and analyzed as discussed herein.

Full Text Available We examine real activities manipulation by firms prior to their debt issuances and how such manipulation activities affect bond yield spreads. We find that bond-issuing firms increase their real activities manipulation in the five quarters leading to a bond issuance. We document an inverse association between yield spread and pre-issue real activities manipulation, i.e., firms engaged in abnormally high levels of real activities manipulation are associated with subsequent lower cost of debt.

So, we examine present applicant's recognition of private intelligence safeguard, and medical imaging issuance condition by CD and DVD medium toward various medical facility and then perform comparative analysis associated with domestic and foreign law and recommendation, lastly suggest standard for medical imaging issuance and process relate with internal environment. First, we surveyed issuance process and required documents when situation of medical image issuance in the metropolitan medical facility by wire telephone between 2008.6.-12008.7.1. in accordance with the medical law Article 21clause 2, suggested standard through applicant's required documents occasionally - (1) in the event of oneself verifying identification, (2) in the event of family verifying applicant identification and family relations document (health insurance card, attested copy, and so on), (3) third person or representative verifying applicant identification and letter of attorney and certificate of one's seal impression. Second, also checked required documents of applicant in accordance with upper standard when situation of medical image issuance in Kyung-hee university medical center during 3 month 2008.5.-12008.7.31. Tobacco use is a major concern to the Military Health System of the Department of Defense (DoD). The 2011 DoD Health Related Behavior Survey reported that 24.5% of active duty personnel are current smokers, which is higher than the national estimate of 20.6% for the civilian population. Overall, it is estimated that tobacco use costs the DoD $1.6 billion a year through related medical care, increased hospitalization, and lost days of work, among others. This study evaluated future health outcomes of Tricare Prime beneficiaries aged 18-64 yr (N = 3.2 million, including active duty and retired military members and their dependents) and the potential economic impact of initiatives that DoD may take to further its effort to transform the military into a tobacco-free environment. Our analysis simulated the future smoking status, risk of developing 25 smoking-related diseases, and associated medical costs for each individual using a Markov Chain Monte Carlo microsimulation model. Data sources included Tricare administrative data, national data such as Centers for Disease Control and Prevention mortality data and National Cancer Institute's cancer registry data, as well as relative risks of diseases obtained from a literature review. We found that the prevalence of active smoking among the Tricare Prime population will decrease from about 24% in 2015 to 18% in 2020 under a status quo scenario. However, if a comprehensive tobacco control initiative that includes a 5% price increase, a tighter clean air policy, and an intensified media campaign were to be implemented between 2016 and 2020, the prevalence of smoking could further decrease to 16%. The near 2 percentage points reduction in smoking prevalence represents an additional 81,240 quitters and translates to a total lifetime medical cost savings (in 2016 present value) of $968 million, with 39% ($382 million) attributable to Tricare savings. Full text: Over the last four years, the U.S. Department of Defense has engaged 17 countries in the former Soviet Union, Eastern/Central Europe, and the Baltic states in two counterproliferation initiatives, i.e., the DOD/FBI and the DOD/U.S. Customs Service Counterproliferation Programs. These activities are designed to train and equip border security and law enforcement personnel to prevent, deter, and investigate incidents related to weapons of mass destruction, as well as the trafficking in chemical, nuclear, and biological weapons materials and technologies. Though these programs have begun to produce tangible successes, some recipient countries have failed to demonstrate an earnest commitment to program goals. The U.S. DOD has fielded varied training courses in the region, together with associated WMD detection equipment. In spite of demands by the political leadership in many of the engaged countries, the most successful training has proven to be the more basic rather than the advanced training. Similarly, the real equipment needs prove to be for low rather than high technology. The presentation will explore the systemic, political/military, and geographic factors contributing to this result. The U.S. Department of Defense will continue to engage participating nations in these international counterproliferation programs, and will continue to respond positively to assistance requests based on recipient country needs and honest commitment. Still there remain numerous opportunities for other donor states and international agencies to make positive contributions in the counterproliferation arena. Only with increased donor state commitment - fiscal, programmatic, and personnel - together with full donor state coordination, can international proliferation and trafficking problems be effectively deterred and resolved.
