The Factors of Forming the National HR-Management Model

Full Text Available There are some factors considered in this article, which influence the forming of national HR-management model. The group-forming criterion is the nature of factors, that determine the system of HR-management as a system of corporate culture values, norms and rules of organizational behavior, ways of realization some important managing functions and dominating approaches to make decisions. This article shows that the plurality of combinations in different factors leads to forming the unique HR-management model. The geoclimatic factor influences the principles of the labor organization (orientation primarily on individual or collective forms of labor, attitude to the management experience of other countries, attitude to resources, etc., the distribution of labor resources, the level of labor mobility, and the psychosocial type of employee. Models of man's labor behavior are constituted In the process of historical development. Attention is focused on the formation of a national HR-model, such as the conducted socio-economic policy, the characteristics of the institutional environment, economic goals and priorities of the country's development, the level of development and the nature of the national productive forces and economic structures. Much attention was paid to the analysis of the historically formed value system and labor traditions, which influence the approaches to HR-management. As far as religion influences the model of person’s inclusion in labor, motives of labor behavior, management culture of a certain employee, preferred payment etc., we examined how the main traditional religions (Christianity, Islam, Judaism, Buddhism, Confucianism, Hinduism influence the HR-management system in different countries.

Full Text Available Life cycle collection management is a way of taking a long-term approach to the responsible stewardship of the British Library's collections and is one of the Library's strategic strands. It defines the different stages in a collection item's existence over time. These stages range from selection and acquisitions processing, cataloguing and press marking, through to preventive conservation, storage and retrieval. Life cycle collection management seeks to identify the costs of each stage in order to show the economic interdependencies between the phases over time. It thereby aims to demonstrate the long-term consequences of what the library takes into its collections, by making explicit the financial and other implications of decisions made at the beginning of the life cycle for the next 100 plus years. This paper describes the work over the past year at the British Library on this complex and complicated subject. It presents the emerging findings and suggests how it can be used for practical reasons (by individual curators and selectors and for economic, governance and political purposes. The paper describes the next steps in the project, for example, on a predictive data model. The British Library is seeking to benchmark itself against comparable organisations in this area. It intends to work with others on specific comparison for example, of life cycle costing of electronic and paper journals, as a prelude to eliding digital and 'traditional' formats.

The U.S. Geological Survey (USGS) is widely recognized in the earth science community as possessing extensive collections of earth materials collected by research personnel over the course of its history. In 2006, a Geologic Collections Inventory was conducted within the USGS Geology Discipline to determine the extent and nature of its sample collections, and in 2008, a working group was convened by the USGS National Geologic and Geophysical Data Preservation Program to examine ways in which these collections could be coordinated, cataloged, and made available to researchers both inside and outside the USGS. The charge to this working group was to evaluate the proposition of creating a Geologic Collections Management System (GCMS), a centralized database that would (1) identify all existing USGS geologic collections, regardless of size, (2) create a virtual link among the collections, and (3) provide a way for scientists and other researchers to obtain access to the samples and data in which they are interested. Additionally, the group was instructed to develop criteria for evaluating current collections and to establish an operating plan and set of standard practices for handling, identifying, and managing future sample collections. Policies and procedures promoted by the GCMS would be based on extant best practices established by the National Science Foundation and the Smithsonian Institution. The resulting report—USGS Circular 1410, “The U.S. Geological Survey Geologic Collections Management System (GCMS): A Master Catalog and Collections Management Plan for U.S. Geological Survey Geologic Samples and Sample Collections”—has been developed for sample repositories to be a guide to establishing common practices in the collection, retention, and disposal of geologic research materials throughout the USGS.

In this study, the Management Assessment of Oral Health in Primary Care in Santa Catarina was used as a benchmark to calculate the indicators. Its model analyzes primary data, collected via an electronic form, and secondary data, available in the Unified Health System (SUS) database. For this study, the form was applied in the cities of Santa Catarina's Coal Region at two different moments to check its reproducibility, followed by a discussion over the answers with the researcher. The results obtained were analyzed and debated in a consensus workshop with specialists in the field, detecting inaccuracies relating to the concept, the source used and the profile of the respondents themselves. The gross agreement rate in the two data collections was 87%, and the inaccuracies amounted to 36% of the answers. Preferential source suggestions, question modifications and guidelines for the correct filling out of the form were some of the proposed changes, improving the original matrix and the data collection instrument.

To ensure that all technology necessary for long term management of transuranic (TRU) wastes is available, the Department of Energy has established the Transuranic Waste Management Program. A principal focus of the program is development of waste forms that can accommodate the very diverse TRU waste inventory and meet geologic isolation criteria. The TRU Program is following two approaches. First, decontamination processes are being developed to allow removal of sufficient surface contamination to permit management of some of the waste as low level waste. The other approach is to develop processes which will allow immobilization by encapsulation of the solids or incorporate head end processes which will make the solids compatible with more typical waste form processes. The assessment of available data indicates that dewatered concretes, synthetic basalts, and borosilicate glass waste forms appear to be viable candidates for immobilization of large fractions of the TRU waste inventory in a geologic repository

The attributes of social ecological systems affect the management of commons. Strengthening and enhancing social capital and the enforcement of rules and sanctions aid in the collective action of communities in forest fire management. Using a set of variables drawn from previous studies on the management of commons, we conducted a study across 20 community forest user groups in Central Siwalik, Nepal, by dividing the groups into two categories based on the type and level of their forest fire management response. Our study shows that the collective action in forest fire management is consistent with the collective actions in other community development activities. However, the effectiveness of collective action is primarily dependent on the complex interaction of various variables. We found that strong social capital, strong enforcement of rules and sanctions, and users' participation in crafting the rules were the major variables that strengthen collective action in forest fire management. Conversely, users' dependency on a daily wage and a lack of transparency were the variables that weaken collective action. In fire-prone forests such as the Siwalik, our results indicate that strengthening social capital and forming and enforcing forest fire management rules are important variables that encourage people to engage in collective action in fire management.

Full Text Available A dynamic, uncertain external environment increases the dependence of the objectives of the system of state and municipal government on the conditions and the actions of environmental factors that entail a change in the behavior of the subjects of management, improving the ability of government to carry out strategic management and interaction of bodies of state and municipal authorities with the city-forming enterprises. The article revealed the lack of alternative mechanisms, based on an integrated management system industries and areas of the municipality and to improve the efficiency of the municipal administration in general. The use of innovative methods and mechanisms is important in the municipal administration. The analysis of innovative technologies and concepts of effective management of a municipality, such as: the “smart city” or high-tech city; “open city” or “open municipality”; city corporation or a city as in excess of corporation; city management is based on the model “contract manager”; quality management technology built into the system of municipal management based on the quality management system model. The analysis showed that the state and municipal institutions in many developed countries and in Russia are converted in order to improve its efficiency, ensuring higher service levels and transparency of its operations, giving a positive example for the extrapolation of the municipalities that have not yet using innovative forms and mechanisms management. In general, the application of innovative developments in the formation of the concept of effective municipal administration should be maintained as the regional and municipal authorities, as well as at the federal level, as innovation is the key to the further development of state and municipal management system.

Collective dynamics of glass-forming polymers at intermediate length scales

Deep understanding of the complex dynamics taking place in glass-forming systems could potentially be gained by exploiting the information provided by the collective response monitored by coherent neutron scattering. We have revisited the question of the characterization of the collective response of polyisobutylene at intermediate length scales observed by neutron spin echo (NSE) experiments. The model, generalized for sub-linear diffusion - as it is the case of glass-forming polymers - has been successfully applied by using the information on the total self-motions available from MD-simulations properly validated by direct comparison with experimental results. From the fits of the coherent NSE data, the collective time at Q → 0 has been extracted that agrees very well with compiled results from different experimental techniques directly accessing such relaxation time. We show that a unique temperature dependence governs both, the Q → 0 and Q → ∞ asymptotic characteristic times. The generalized model also gives account for the modulation of the apparent activation energy of the collective times with the static structure factor. It mainly results from changes of the short-range order at inter-molecular length scales

In the past decade, there has been a progressive paradigm shift in the management of peri-pancreatic fluid collections after acute pancreatitis. Refinements in the definitions of fluid collections from the updated Atlanta classification have enabled better communication amongst physicians in an effort to formulate optimal treatments. Endoscopic ultrasound (EUS)-guided drainage of pancreatic pseudocysts has emerged as the procedure of choice over surgical cystogastrostomy. The approach provides similar success rates with low complications and better quality of life compared with surgery. However, an endoscopic "step up" approach in the management of pancreatic walled-off necrosis has also been advocated. Both endoscopic and percutaneous drainage routes may be used depending on the anatomical location of the collections. New-generation large diameter EUS-specific stent systems have also recently been described. The device allows precise and effective drainage of the collections and permits endoscopic necrosectomy through the stents.

Peripancreatic fluid collections are a well-known complication of pancreatitis and can vary from fluid-filled collections to entirely necrotic collections. Although most of the fluid-filled pseudocysts tend to resolve spontaneously with conservative management, intervention is necessary in symptomatic patients. Open surgery has been the traditional treatment modality of choice though endoscopic, laparoscopic and transcutaneous techniques offer alternative drainage approaches. During the last decade, improvement in endoscopic ultrasound technology has enabled real-time access and drainage of fluid collections that were previously not amenable to blind transmural drainage. This has initiated a trend towards use of this modality for treatment of pseudocysts. In this review, we have summarised the existing evidence for endoscopic drainage of peripancreatic fluid collections from published studies.

The management of patients with complex forms of bronchial asthma and COPD is not usually addressed in the major international guidelines and management documents which exclusively address pure forms. AIMAR thus undertook a survey to obtain information about: a) the perceived frequency of complex forms of asthma/COPD in adult patients and in the elderly; b) patient management regarding the complex forms (focus on therapeutic goals and consequent treatment); c) the management problems perceived in diagnosis, management, monitoring, indices of appropriateness in pharmacological treatment and adherence to treatment. The survey consisted of 18 multiple choice questions, completed by means of a web-based electronic form published in internet. All the data and responses inserted in the system were checked on-line for coherence and completeness directly during the phase of insertion and each participant had one only possibility of participating. The data thus collected were memorized directly within a relational database, based on consolidated open-source MySQL technology, and thus were immediately available for examination also during the course of the survey. Access to the data, mediated by a "back office" system of interrogation and report, enabled constant monitoring of the survey as it was being carried out, as well as extractions and verification, even on smaller data sets. The survey was carried out in the full month of December 2013 and first half of January 2014. A total of 252 questionnaires were collected from the following physician groups: pneumologists (n = 180), general practitioners (GPs) (n = 32), allergologists (n = 8), internal medicine specialists (n = 20), other specialists (n = 12). Complex forms of bronchial asthma and COPD are frequently observed and considered present in variable percentages ranging from about 10% to about 50% of patients visited and considered typical of patients with a previous history of asthma. Selective Collection Quality Index for Municipal Solid Waste Management

Full Text Available Trentino (an Italian Province located in the northern part of the country is equipped with a management system of municipal solid waste collection at the forefront. Among the most positive aspects, there is a great ability for waste separation at the source and a consequent low production of residual municipal solid waste for disposal. Latest data show a gross efficiency of selective collection that has recently reached 80%, one of the highest values in Italy. This study analyzed the “Trentino system” to identify the main elements that have been at the base of the current efficient model. This provided an opportunity to propose a selective collection quality index (SCQI, including collection efficiency for each fraction, method of collection, quality of the collected materials, presence of the punctual tariff and tourist incidence. A period relevant for the transition of the collection system to the recent one was chosen for the demonstrative adoption of the proposed indicators in order to determine the potential of the index adoption. Results of the analysis of this case study were obtained in a quantitative form thanks to the sub-parameters that characterize the proposed index. This allowed selected collection decision makers to focus intently on a territory to find criticalities to be solved. For instance, the use of the index and its sub-indicators in the case of Trentino identified and comparatively quantified the local problems resulting from the presence of a large museum in a small town, tourism peaks in some valleys, and a delay in the punctual tariff adoption. The index has been proposed with the aim to make available an integrated tool to analyze other areas in Italy and abroad.

The incidence of acute pancreatitis in children has increased over the last few decades. The development of pancreatic fluid collection is not uncommon after severe acute pancreatitis, although its natural course in children and adolescents is poorly understood. Asymptomatic fluid collections can be safely observed without any intervention. However, the presence of clinically significant symptoms warrants the drainage of these fluid collections. Endoscopic management of pancreatic fluid collection is safe and effective in adults. The use of endoscopic ultrasound (EUS)-guided procedure has improved the efficacy and safety of drainage of pancreatic fluid collections, which have not been well studied in pediatric populations, barring a scant volume of small case series. Excellent results of EUS-guided drainage in adult patients also need to be verified in children and adolescents. Endoprostheses used to drain pancreatic fluid collections include plastic and metal stents. Metal stents have wider lumens and become clogged less often than plastic stents. Fully covered metal stents specifically designed for pancreatic fluid collection are available, and initial studies have shown encouraging results in adult patients. The future of endoscopic management of pancreatic fluid collection in children appears promising. Prospective studies with larger sample sizes are required to establish their definitive role in the pediatric age group.

Urban areas are recognised to be significant global energy consumers, and therefore high CO 2 emitters, making energy management at urban scales a relevant research focus. However, one of the main obstacles faced with upgrading existing urban systems to meet target energy reductions is the current rate of refurbishment and new build, where it is estimated that 75% of existing buildings will still be in place by 2050. Moreover limited renewable resources and predicted warming trends place further limitations on policies aimed at carbon management. This paper examines current thinking around energy management associated with building operational and regulated loads and the role of urban form. Its focus is on cooling loads for office buildings in central London and offers a new perspective on energy management at an urban scale by demonstrating (within the 25% redevelopment rate) that when building energy management is considered within an urban context, the overall performance of an urban system can be significantly improved. The work highlights the often overlooked role of urban form on building energy performance (both individually and in combination) and demonstrates that as we move towards a low energy future; the role of urban form becomes increasing significant. - Highlight: ► The work reports on the energy performance patterns of modern office building groups. ► Mutual shading from adjacent buildings significantly lowers cooling loads. ► Demonstrates the role of urban form as an urban energy management parameter.

Occupational health staff and managers play important roles in supporting workers with mental health concerns and mutual co-operation among them is a necessary element. However, when co-operating with other professionals, several problems arise that often make such co-operation a challenge. Effective mutual actions are needed to promote such co-operation, and relationships must be formed for this purpose. Therefore, in this study, we aimed to clarify how occupational health nurses form relationships for facilitating co-operation with managers to provide support to workers with mental health concerns. Data were collected using semi-structured interviews with 11 occupational health nurses who provide individualized mental health support and who have at least 5 years of experience as occupational health nurses. Analysis of the recorded interviews was performed using a qualitative statistical method (KJ method). Six elements that constitute the formation of relationships were identified. When occupational health nurses form relationships for facilitating co-operation with a manager to provide support to workers, they "form relationships through strategic communication" with them and when co-operation is required, they form a relationship by "acting in a manner that suits the manager," such as his/her character and the situation. To support this relationship, occupational health nurses "provide mental support to the manager" by listening to his/her anxiety or real intention about supporting the subordinate with mental health concerns and provide relief while understanding their burdens during the co-operation. Occupational health nurses even "provide support to the manager in their activities," which assessed the situation at the workplace as the specialist and advised the manager to understand how to concern to the subordinate specifically. Integrating Flow, Form, and Function for Improved Environmental Water Management

Rivers are complex, dynamic natural systems. The performance of river ecosystem functions, such as habitat availability and sediment transport, depends on the interplay of hydrologic dynamics (flow) and geomorphic settings (form). However, most river restoration studies evaluate the role of either flow or form without regard for their dynamic interactions. Despite substantial recent interest in quantifying environmental water requirements to support integrated water management efforts, the absence of quantitative, transferable relationships between river flow, form, and ecosystem functions remains a major limitation. This research proposes a novel, process-driven methodology for evaluating river flow-form-function linkages in support of basin-scale environmental water management. This methodology utilizes publically available geospatial and time-series data and targeted field data collection to improve basic understanding of river systems with limited data and resource requirements. First, a hydrologic classification system is developed to characterize natural hydrologic variability across a highly altered, physio-climatically diverse landscape. Next, a statistical analysis is used to characterize reach-scale geomorphic variability and to investigate the utility of topographic variability attributes (TVAs, subreach-scale undulations in channel width and depth), alongside traditional reach-averaged attributes, for distinguishing dominant geomorphic forms and processes across a hydroscape. Finally, the interacting roles of flow (hydrologic regime, water year type, and hydrologic impairment) and form (channel morphology) are quantitatively evaluated with respect to ecosystem functions related to hydrogeomorphic processes, aquatic habitat, and riparian habitat. Synthetic river corridor generation is used to evaluate and isolate the role of distinct geomorphic attributes without the need for intensive topographic surveying. Data Collection management has become an essential activity at the National Computation Infrastructure (NCI) in Australia. NCI's partners (CSIRO, Bureau of Meteorology, Australian National University, and Geoscience Australia), supported by the Australian Government and Research Data Storage Infrastructure (RDSI), have established a national data resource that is co-located with high-performance computing. This paper addresses the metadata management of these data assets over their lifetime. NCI manages 36 data collections (10+ PB) categorised as earth system sciences, climate and weather model data assets and products, earth and marine observations and products, geosciences, terrestrial ecosystem, water management and hydrology, astronomy, social science and biosciences. The data is largely sourced from NCI partners, the custodians of many of the national scientific records, and major research community organisations. The data is made available in a HPC and data-intensive environment - a ~56000 core supercomputer, virtual labs on a 3000 core cloud system, and data services. By assembling these large national assets, new opportunities have arisen to harmonise the data collections, making a powerful cross-disciplinary resource.To support the overall management, a Data Management Plan (DMP) has been developed to record the workflows, procedures, the key contacts and responsibilities. The DMP has fields that can be exported to the ISO19115 schema and to the collection level catalogue of GeoNetwork. The subset or file level metadata catalogues are linked with the collection level through parent-child relationship definition using UUID. A number of tools have been developed that support interactive metadata management, bulk loading of data, and support for computational workflows or data pipelines. Chiari malformation type I is a hindbrain abnormality characterized by descent of the cerebellar tonsils beneath the foramen magnum, frequently associated with symptoms or brainstem compression, impaired cerebrospinal fluid circulation, and syringomyelia. Foramen magnum decompression represents the most common way of treatment. Rarely, subdural fluid collection and hydrocephalus represent postoperative adverse events. The treatment of this complication is still debated, and physicians are sometimes uncertain when to perform diversion surgery and when to perform more conservative management. We report an unusual occurrence of subdural fluid collection and hydrocephalus that developed in a 23-year-old patient after foramen magnum decompression for Chiari malformation type I. Following a management protocol, based on a step-by-step approach, from conservative therapy to diversion surgery, the patient was managed with urgent external ventricular drainage, and then with conservative management and wound revision. Because of the rarity of this adverse event, previous case reports differ about the form of treatment. In future cases, finding clinical and radiologic features to identify risk factors that are useful in predicting if the patient will benefit from conservative management or will need to undergo diversion surgery is only possible if a uniform form of treatment is used. Therefore, we believe that a management algorithm based on a step-by-step approach will reduce the use of invasive therapies and help to create a standard of care. Copyright © 2017 Elsevier Inc. Full Text Available The process of developing a digital collection in the context of a research project often involves a pipeline pattern during which data growth, data types, and data authenticity need to be assessed iteratively in relation to the different research steps and in the interest of archiving. Throughout a project’s lifecycle curators organize newly generated data while cleaning and integrating legacy data when it exists, and deciding what data will be preserved for the long term. Although these actions should be part of a well-oiled data management workflow, there are practical challenges in doing so if the collection is very large and heterogeneous, or is accessed by several researchers contemporaneously. There is a need for data management solutions that can help curators with efficient and on-demand analyses of their collection so that they remain well-informed about its evolving characteristics. In this paper, we describe our efforts towards developing a workflow to leverage open science High Performance Computing (HPC resources for routinely and efficiently conducting data management tasks on large collections. We demonstrate that HPC resources and techniques can significantly reduce the time for accomplishing critical data management tasks, and enable a dynamic archiving throughout the research process. We use a large archaeological data collection with a long and complex formation history as our test case. We share our experiences in adopting open science HPC resources for large-scale data management, which entails understanding usage of the open source HPC environment and training users. These experiences can be generalized to meet the needs of other data curators working with large collections.

Greenhouse gases emission from municipal waste management: The role of separate collection.

The municipal solid waste management significantly contributes to the emission in the atmosphere of greenhouse gases (e.g. CO(2), CH(4), N(2)O) and therefore the management process from collection to treatment and disposal has to be optimized in order to reduce these emissions. In this paper, starting from the average composition of undifferentiated municipal solid waste in Italy, the effect of separate collection on greenhouse gases emissions from municipal waste management has been assessed. Different combinations of separate collection scenarios and disposal options (i.e. landfilling and incineration) have been considered. The effect of energy recovery from waste both in landfills and incinerators has also been addressed. The results outline how a separate collection approach can have a significant effect on the emission of greenhouse gases and how wise municipal solid waste management, implying the adoption of Best Available Technologies (i.e. biogas recovery and exploitation system in landfills and energy recovery system in Waste to Energy plants), can not only significantly reduce greenhouse gases emissions but, in certain cases, can also make the overall process a carbon sink. Moreover it has been shown that separate collection of plastic is a major issue when dealing with global warming relevant emissions from municipal solid waste management.

Full Text Available Introduction. Foot disorders such as ulceration, infection, and gangrene which are often due to diabetes mellitus are some major causes of morbidity and high amputation. Aim. This study aims to use a group of methods for the management of diabetic foot ulcers (DFU in order to salvage the lower limb so as to reduce the rate of high amputations of the lower extremity. Materials and Methods. A group of different advanced methods for the management of DFU such as sharp debridement of ulcers, application of vacuum therapy, and other forms of reconstructive plastic surgical procedures were used. Data collection was done at 3 different hospitals where the treatments were given. Results. Fifty-four patients with type 2 diabetes mellitus were enrolled in the current study: females n=37 (68.51% and males n=17 (31.49% with different stages of PEDIS classification. They underwent different methods of surgical management: debridement, vacuum therapy (some constructed from locally used materials, and skin grafting giving good and fast results. Only 4 had below knee amputations. Conclusion. Using advanced surgical wound management including reconstructive plastic surgical procedures, it was possible to reduce the rate of high amputations of the lower limb.

Hand hygiene is one of the most important interventions in the quest to eliminate healthcare-associated infections, and rates in healthcare facilities are markedly low. Since hand hygiene observation and feedback are critical to improve adherence, we created an easy-to-use, platform-independent hand hygiene data collection process and an automated, on-demand reporting engine. A 3-step approach was used for this project: 1) creation of a data collection form using Google Forms, 2) transfer of data from the form to a spreadsheet using Google Spreadsheets, and 3) creation of an automated, cloud-based analytics platform for report generation using R and RStudio Shiny software. The on-demand reporting tool can be accessed at: https://crsp.louisville.edu/shiny/handhygiene. This data collection and automated analytics engine provides an easy-to-use environment for evaluating hand hygiene data; it also provides rapid feedback to healthcare workers. By reducing some of the data management workload required of the infection preventionist, more focused interventions may be instituted to increase global hand hygiene rates and reduce infection. It presents the different forms of implementation of the methanation or anaerobic digestion of organic fermentescible wastes. Advances in the endoscopic management of pancreatic collections.

Treatment of pancreatic collections has experienced great progress in recent years with the emergence of alternative minimally invasive techniques comparing to the classic surgical treatment. Such techniques have been shown to improve outcomes of morbidity vs surgical treatment. The recent emergence of endoscopic drainage is noteworthy. The advent of endoscopic ultrasonography has been crucial for treatment of these specific lesions. They can be characterized, their relationships with neighboring structures can be evaluated and the drainage guided by this technique has been clearly improved compared with the conventional endoscopic drainage. Computed tomography is the technique of choice to characterize the recently published new classification of pancreatic collections. For this reason, the radiologist's role establishing and classifying in a rigorously manner the collections according to the new nomenclature is essential to making therapeutic decisions. Ideal scenario for comprehensive treatment of these collections would be those centers with endoscopic ultrasound and interventional radiology expertise together with hepatobiliopancreatic surgery. This review describes the different types of pancreatic collections: acute peripancreatic fluid collection, pancreatic pseudocysts, acute necrotic collection and walled-off necrosis; the indications and the contraindications for endoscopic drainage, the drainage technique and their outcomes. The integrated management of pancreatic collections according to their type and evolution time is discussed.

Managing unforeseen events in anesthesia: collective trade-off between "understanding" and "doing".

This study aims to describe how anesthesia teams handle unforeseen events that may affect the patients' health. More precisely, it investigates the mechanisms of decisions made by anesthesia teams to manage unthought-of situations, i.e. situations that have not been foreseen as "possible" ones before their occurrence. An empirical study, based on the analysis of simulated situations, was conducted in a pediatric anesthesia service of a university hospital in France. The results highlighted three ways of managing unthought-of situations (determined management, cautious management and overwhelmed management). They support the hypothesis of a collective cognitive trade-off, whereby teams would behave as virtual operators, with their own collective trade-off between "understanding" and "doing". The discussion of the results questions the assessment criteria, the safety perspectives we adopt and the possible ways to improve the management of unforeseen situations.

Full Text Available Gun violence persists in the United States, claiming lives and escalating healthcare costs. This article seeks to contribute to social justice work on the “gun problem” by studying gun collectives. To understand gun culture and to identify gun violence reduction strategies, we study places where gun owners organize – legal (and sometimes illegal settings that facilitate dialogue about gun issues. Based on participant observation and collaborative event ethnography at gun shows and a private shooting party, this analysis presents findings about the practices gun collective members use to manage stigma. We conclude that when participants in gun events attempt to subvert core stigma through everyday stigma management practices, they effectively facilitate the unfettered exchange of potentially dangerous goods, promote the invisibility of oppressive structures, and normalize violence.

Full Text Available Integrated Water Resources Management (IWRM recommends, among other things, that the management of water resources systems be carried out at the lowest appropriate level in order to increase the transparency, acceptability and efficiency of the decision-making process. Empowering water users and stakeholders transforms the decision-making process by enlarging the number of point of views that must be considered as well as the set of rules through which decisions are taken. This paper investigates the impact of different group decision-making approaches on the operating policies of a water resource. To achieve this, the water resource allocation problem is formulated as an optimization problem which seeks to maximize the aggregated satisfaction of various water users corresponding to different approaches to collective choice, namely the utilitarian and the egalitarian ones. The optimal operating policies are then used in simulation and compared. The concepts are illustrated with a multipurpose reservoir in Chile. The analysis of simulation results reveals that if this reservoir were to be managed by its water users, both approaches to collective choice would yield significantly different operating policies. The paper concludes that the transfer of management to water users must be carefully implemented if a reasonable trade-off between equity and efficiency is to be achieved.

Dilemmas of natural resources governance have been a central concern for scholars, policy makers, and users. Major debates occur over the implications of property rights for common resources management. After the Mexican Revolution (1910-1917), land was distributed mainly as ejidos conceived as a hereditary but unalienable collective form of property. In 1992, a new Agrarian Law was decreed that allows individual ownership by removing various restrictions over the transfer of land. Scholars have examined the reform mainly focusing on land-tenure changes and environmental fragmentation. This study examines how the new ownership regime is affecting collective decision-making in ejidos located in a tropical dry forest (TDF) ecosystem. Information on decision-making processes before and after the 1992 reform was gathered through 52 interviews conducted in four ejidos selected along a gradient including agricultural, cattle-raising, and TDF use. The new individualized land property system reduced collective action in ejidos but did not trigger it. Collective action responses to the 1992 reform were buffered by self-organization each ejido already had. Heterogeneous users who shared a short history and showed little understanding of TDF and low dependence on its resources seemed to explain why ejidos have not been able to share a sense of community that would shape the construction of institutions for the collective management of forest resources. However, when a resource is scarce and highly valuable such as water the same users showed capacities for undertaking costly co-operative activities.

This research aims to present the implementation of the collective and decentralized management model in functional units of a public hospital in the city of Ribeirão Preto, state of São Paulo, according to the view of the nursing staff and the health technical assistant. This historical and organizational case study used qualitative thematic content analysis proposed by Bardin for data analysis. The institution started the decentralization of its administrative structure in 1999, through collective management, which permitted several internal improvements, with positive repercussion for the care delivered to users. The top-down implementation of the process seems to have jeopardized workers adherence, although collective management has intensified communication and the sharing of power and decision. The study shows that there is still much work to be done to concretize this innovative management proposal, despite the advances regarding the quality of care.

The (un)managed self: paradoxical forms of agency in self-management of bipolar disorder.

Self-management of mental illness is a therapeutic paradigm that draws on a distinctly biomedical conceptualization of the isolability of personhood from pathology. This discourse posits a stable and rational patient/consumer who can observe, anticipate, and preside over his disease through a set of learned practices. But in the case of bipolar disorder, where the rationality of the patient is called into question, the managing self is elusive, and the disease that is managed coincides with the self. While humanist critiques of the biomedical model as applied to mental illness have argued that its logic fatalistically denies patients intentionality and effectiveness (Luhrmann, Of Two Minds: The Growing Disorder in American Psychiatry, 2000), biomedical proponents claim that psychiatry's way of envisioning the body as under the control of the intentional mind actually returns agency to the patient/consumer. Rose (The Psychiatric Gaze, 1999) remarks that biomedical models have the potential to "[open] that which was considered natural to a form of choice" (p. 37), and that techniques of medical self-control help constitute the free embodied liberal subject who is obliged to calculate and choose. Through an examination of clinical literature as well as the practices and narratives of members of a bipolar support group, this paper explores ethnographically the possibilities for subjectivity and agency that are conditioned or foreclosed by the self-management paradigm, which seems to simultaneously confer and deny rational selfhood to bipolar patients. To express their expertise as rational self-managers, patients/consumers must, paradoxically, articulate constant suspicion toward their present thoughts and emotions, and distrust of an imagined future self. Financial and economic determinants of collective action: The case of wastewater management

Where public environmental funds support development of wastewater infrastructure, funding institutions ensure the economic use of funds, while the beneficiaries minimize their own costs. In rural areas, there is often a choice between decentralized or centralized (multi-village) systems: if the centralized system is most economic, then only this system is eligible for public funding. However, its implementation requires a voluntary cooperation of the concerned communities, who need to organize themselves to develop and run the infrastructure. The paper analyzes the social determinants of collaboration in a generic case study, using the following variables: method of (economic) assessment, modeled by the social discount rate, funding policy, modeled by the funding rate, and users' self-organization, modeled by cost sharing. In a borderline situation, where the centralized system turns out to be most economic, but this assessment is contingent on the assessment method, collective action may fail: the advantages of collective action from funding are too small to outweigh organizational deficiencies. Considering in this situation sanitation as a human right, authors recommend using innovative forms of organization and, if these fail, reassessing either the amount of funding or the eligibility for funding of more acceptable alternatives. - Highlights: ► A generic case study models collective action and funding in wastewater management. ► Determinants of success: economic assessment, funding policy and self-organization. ► Success indicators: conflict rate, funds needed to make cost shares fair. ► Method for analyzing centralized vs. decentralized disputes. ► If collective action has less benefits, innovative cost sharing may ensure success.

Small-scale fisheries are important for preventing poverty, sustaining local economies, and rural livelihoods, but tend to be negatively impacted by traditional forms of management and overexploitation among other factors. Marine Areas for Responsible Fishing (Áreas Marinas de Pesca Responsable, AMPR) have emerged as a new model for the co-management of small-scale fisheries in Costa Rica, one that involves collaboration between fishers, government agencies, and NGOs. The primary objective of this paper is to elucidate some of the key variables that influence collective action among small-scale fishers in Tárcoles, a community in the Gulf of Nicoya. We examined collective action for the formation of a local marketing cooperative and participation in management through the AMPR. We apply the social-ecological framework as a diagnostic and organizational tool in the analysis of several types of qualitative data, including interviews with key informants, informal interviews, legal documents, and gray literature. Findings illustrate the importance of socio-economic community attributes (e.g., group size, homogeneity, previous cooperation), as well as that of social (e.g., equity) and ecological (e.g., improved stocks) outcomes perceived as favorable by actors. In addition, our work demonstrates the importance of certain kinds of external NGOs for facilitating and sustaining collective action.

This exploratory research aims to understand how teams organize themselves and collectively manage risky dynamic situations. The objective is to assess the plausibility of a model of a collective trade-off between "understanding" and "doing". The empirical study, conducted in the pediatric anesthesia service of a French university hospital, was supported by a "high fidelity" simulation with six teams. Data on the teams' behavior and on the verbal communications were collected through video recordings. The results highlight three modes for management of dynamic situations (determined management, cautious management, and overwhelmed management). These modes are related to the way in which teams manage their cognitive resources. More precisely, they are related to the teams' ability to collectively elaborate a trade-off between "understanding" and "doing". These results question existing perspectives on safety and suggest improvements in the design of crisis management training (concerning for example the recommendation of "calling for help"). Within a digital library, collections may range from an ad hoc set of objects that serve a temporary purpose to established library collections intended to persist through time. The objects in these collections vary widely, from library and data center holdings to pointers to real-world objects, such as geographic places, and the various metadata schemas that describe them. The key to integrated use of such a variety of collections in a digital library is collection metadata that represents the inherent and contextual characteristics of a collection. The Alexandria Digital Library (ADL) Project has designed and implemented collection metadata for several purposes: in XML form, the collection metadata "registers" the collection with the user interface client; in HTML form, it is used for user documentation; eventually, it will be used to describe the collection to network search agents; and it is used for internal collection management, including mapping the object metadata attributes to the common search parameters of the system.

Full Text Available The preconditions and problems of developing the concept of the study and transformation of collective professional mobility of management personnel are generalized. The necessity of specifying the content and structure of the scientific and methodological concept of «paradigm» is justified. The possibility of using philosophy and economic theory to determine the initial ideas on the development of technique for studying collective professional mobility of management personnel are analyzed; contradictions, which resolution would create a constructive theoretical basis of such a study are revealed. The need to focus on the interdisciplinary approach in the development of the conceptual preconditions of studying collective professional mobility is substantiated. The versions of the world view allowing to ensure productive discussions of representatives of various scientific disciplines at the phenomenological stage of building a new paradigm are developed.

Where public environmental funds support development of wastewater infrastructure, funding institutions ensure the economic use of funds, while the beneficiaries minimize their own costs. In rural areas, there is often a choice between decentralized or centralized (multi-village) systems: if the centralized system is most economic, then only this system is eligible for public funding. However, its implementation requires a voluntary cooperation of the concerned communities, who need to organize themselves to develop and run the infrastructure. The paper analyzes the social determinants of collaboration in a generic case study, using the following variables: method of (economic) assessment, modeled by the social discount rate, funding policy, modeled by the funding rate, and users' self-organization, modeled by cost sharing. In a borderline situation, where the centralized system turns out to be most economic, but this assessment is contingent on the assessment method, collective action may fail: the advantages of collective action from funding are too small to outweigh organizational deficiencies. Considering in this situation sanitation as a human right, authors recommend using innovative forms of organization and, if these fail, reassessing either the amount of funding or the eligibility for funding of more acceptable alternatives. - Highlights: Black-Right-Pointing-Pointer A generic case study models collective action and funding in wastewater management. In the e-b process SO 2 and NO x are converted into ammonium sulphate and ammonium nitrate, which condenses from gas phase in the form of submicrone particles. These salts are a valuable fertilizer and should be removed from cleaned gas. Bag filter, ESP and wet gravel bed filter were applied for collecting of salt particles in pilot plant facilities. Up to now ESP is considered to be the best filtration method of aerosols formed after irradiation of flue gas. Collected salts after granulation may be used as a fertilizer enriching soil in nitrogen and sulphur or as a component of mixed fertilizer. Analysis of by-products from different e-b pilot plants confirms that it does not contain any harmful substances like heavy metals and fulfill all standards for commercial fertilizers. For patients recovering from acute pancreatitis, the development of a pancreatic fluid collection (PFC) predicts a more complex course of recovery, and introduces difficult management decisions with regard to when, whether, and how the collection should be drained. Most PFCs resolve spontaneously and drainage is indicated only in pseudocysts and walled-off pancreatic necrosis when the collections are causing symptoms and/or local complications such as biliary obstruction. Historical approaches to PFC drainage have included surgical (open or laparoscopic cystgastrostomy or pancreatic debridement), and the placement of percutaneous drains. Endoscopic drainage techniques have emerged in the last several years as the preferred approach for most patients, when local expertise is available. Lumen-apposing metal stents (LAMS) have recently been developed as a tool to facilitate potentially safer and easier endoscopic drainage of pancreatic fluid collections, and less commonly, for other indications, such as gallbladder drainage. Physicians considering LAMS placement must be aware of the complications most commonly associated with LAMS including bleeding, migration, buried stent, stent occlusion, and perforation. Because of the patient complexity associated with severe pancreatitis, management of pancreatic fluid collections can be a complex and multidisciplinary endeavor. Successful and safe use of LAMS for patients with pancreatic fluid collections requires that the endoscopist have a full understanding of the potential complications of LAMS techniques, including how to recognize and manage expected complications.

Method: Cross-sectional descriptive study. Data were collected using a questionnaire that was applied in four internal medicine units of a hospital of reference in Portugal. Results: The sample was composed of 50 nurses aged 26 to 55 years (mean age of 34.88 years; 80% were women, 58% had a Bachelor’s degree, and had 5-30 years of nursing practice (X̄ =11.94;±5.92. The vast majority of nurses (90% reported complying with the existing recommendations on hand hygiene in pre-established moments. However, none of the nurses were able to identify all the moments for hand hygiene using water and soap or alcohol-based handrub. Conclusion: This study shows that continuous training, adequate materials/structures in the units, and redesigned administration/supervision practices are determining factors to achieve higher levels of adherence to hand hygiene among nurses, as well as increased quality and safety in care delivery, which is a current collective health challenge.

The management of diversity for conservation and breeding is of great importance for all plant species and is particularly true in perennial species, such as the coffee Coffea canephora. This species exhibits a large genetic and phenotypic diversity with six different diversity groups. Large field collections are available in the Ivory Coast, Uganda and other Asian, American and African countries but are very expensive and time consuming to establish and maintain in large areas. We propose to improve coffee germplasm management through the construction of genetic core collections derived from a set of 565 accessions that are characterized with 13 microsatellite markers. Core collections of 12, 24 and 48 accessions were defined using two methods aimed to maximize the allelic diversity (Maximization strategy) or genetic distance (Maximum-Length Sub-Tree method). A composite core collection of 77 accessions is proposed for both objectives of an optimal management of diversity and breeding. This core collection presents a gene diversity value of 0.8 and exhibits the totality of the major alleles (i.e., 184) that are present in the initial set. The seven proposed core collections constitute a valuable tool for diversity management and a foundation for breeding programs. The use of these collections for collection management in research centers and breeding perspectives for coffee improvement are discussed.

Full Text Available Waste disposal in landfill sites causes a potentialhazard for the human health, as they release substantial amounts of gas, odours and pollutants to the environment. There have been vast reductions in the volume of waste being landfilledin many European countries and a reduction in the number of illegal landfills The European Parliament’s laws obliged the Member States to amend the national waste law; the main objectives of the implemented directives are to create the conditions for the prevention of excessive waste. Directive 2008/98/EC establishes, as a goal for 2020, that waste reuse and recycling reach 50% of the total waste produced. Poland, having joined the European Union, committed itself to implementing many changes related to waste management. The amendment of the law on the maintenance of cleanliness and order in the municipalities imposed new obligations regarding the waste management (WM on the local government and residents. By adopting a municipal waste management system, the selected municipality made all its residents responsible for their waste. However, the fact of introducing changes does not solve the waste problem. The implementation of EU directives and the development of strategic documents such as the National Waste Management Plan (NWMP have made a clear change in the WM approach. One of the changes was the establishment of selective collection of municipal selective waste (MSW, with the issue of collecting the waste by the residents being a priority. This work describes the legal context of selective collection of MSW as one of the most effective means of reducing the amount of waste being landfilled.

Results from three years on the prairie - improving management through volunteer-collected data

Citizen science is a nascent and diversifying field with the ability to support wide-ranging outcomes from volunteer education and empowerment to data-driven decisions. Adventure Scientists is a nonprofit organization that focuses on the latter. We approach citizen science through a solutions-oriented lens, in which quality data can influence decisions leading to improved policy, land management and business practices. All our work is interdisciplinary, as we collaborate with partners in government, academia, industry and nonprofits to help fill their data collection needs. In addressing our partners' data needs, it is critical that we align any newfound knowledge with tangible outcomes. Therefore, our projects and partnerships incorporate concrete theories of change and involve the collaborations and relationships necessary to support decision-making. In this presentation, we will highlight Landmark, a landscape-scale project spanning 30,000 acres of North American prairie in Montana, to illustrate one example of a partnership that resulted in improved management from our volunteer-collected data. This was a multi-year citizen science project, where we assisted the American Prairie Reserve's effort to create the largest grasslands and wildlife protected area in the continental U.S. Our partners identified a need to better understand the extent and diversity of wildlife inhabiting and migrating through the space. To provide this enhanced understanding, we helped design and implement a program to collect key wildlife data on the prairie. We recruited, trained and managed specialized volunteers from the outdoor adventure community. Volunteers were responsible for collecting data year-round on animals moving through the landscape to support their management and protection. After three years of data collection and over 19,000 wildlife observations made while monitoring 29 species, the grasslands preserve is now moving forward with an expansive wildlife dataset to

Extensive monitoring data on waste generation is increasingly collected in order to implement cost-efficient and sustainable waste management operations. In addition, geospatial data from different registries of the society are opening for free usage. Novel data analytics approaches can be built on the top of the data to produce more detailed, and in-time waste generation information for the basis of waste management and collection. In this paper, a data-based approach based on the self-organizing map (SOM) and the k-means algorithm is developed for creating a set of waste generation type profiles. The approach is demonstrated using the extensive container-level waste weighting data collected in the metropolitan area of Helsinki, Finland. The results obtained highlight the potential of advanced data analytic approaches in producing more detailed waste generation information e.g. for the basis of tailored feedback services for waste producers and the planning and optimization of waste collection and recycling. Full Text Available The study was aimed to build institution model of sustainable forest management, through analysis of action arena, community attributes and forest management rules in Arau Watershed Unit Management Area. To achieve sustainable forest management, recognition and incorporation of local institutions in forest policy formulation is very important because it had great potential for collective action and had characteristics of common pools resources sustainable management needed. To achieve a successful local collective action, the institution must be had: the rules in use suitable with local community norms; the organization has power to give reward and punishment as well as recognized and respected by society; specific management according location; rules of the game was made participatory; there are economic incentives for owners and users; there is an instrument for controlling sustainable use; and conflict resolution through negotiations to reach an concencus agreement. The finding of institutional models analysis show that co-management model between government and local communities, called Nagari Forest Management Model is more suitable, because it gives greater opportunities for indigenous rights recognition to communal forest, until the capacity of villages get better, then the choice of forest management can be shifted into Nagari Community Based Forest Management Model.Keywords: sustainable forest management, institution, collective action, nagari

Full Text Available The new approach is considered to the process of forming of personality qualities of students from positions of the guided system. A management object is presented in an aggregate with a managing subsystem as an open system. The bifurcation phenomena are watched in an educational process. In an experiment took part 326 students in age 17-20 years. The system of pedagogical technologies, able to provide forming of personality qualities of graduating student of higher educational establishment is certain. It is certain that this system allow in the compressed terms to adapt oneself to the corporate culture of firm-employer. Introduction is recommended in practice of preparation of students of complex special fitness of the programs. Underline, that these programs are directed on complex achievement of indexes of physical development and spiritual level. It is marked that the use of synergetics approach in modern practical activity of higher school is instrumental in enriching of educational educate process the methods of pedagogical co-operation.

The article considers the processes of forming the strategic system of innovative activity management at the enterprises of a high-tech mechanical engineering complex (MEC) that are traditionally decisive in shaping the economic base of Russia. The authors proposed a method of designing a strategic system of innovative activity management at the MEC’s enterprises of the region which is based on the consideration of means and opportunities of the enterprise to implement intellectual activity. The proposed methodology and the empirical results constituted a ground for developing a system of strategic innovation management when performing the state-guaranteed order at the hi-tech MEC enterprises. Mobile learning technologies are being introduced and adopted by an increasing number of medical schools. Following the implementation of these devices, institutions are tasked with the challenge of their integration into curriculum delivery and presented with the opportunity to facilitate data collection from large student cohorts. Since 2011, Manchester Medical School (MMS) has undertaken the largest deployment of iPads within UK Higher Education. Working towards the more efficient collation of students' compulsory workplace-based assessment data led us to evaluate how existing information management software could replace previously paper-based systems. Following an evaluation of six, and a trial of one, commercially available packages, the existing software solutions were found to be inflexible and unfit for purpose. This resulted in the development of a new digital solution that addressed the limitations of the previous system. "University of Manchester (UoM) eForms" consists of an app and a web-based administration system that respectively permit high volume data collection and management. UoM eForms has now replaced the preceding paper-based and electronic systems within MMS for workplace-based assessment administration, due to the improved usability and dynamicity built into its interface and infrastructure. This new system has found many further useful applications, including research data collection, feedback, placement evaluations, quality assurance and interview marking.

There have been no reports on the use of "foods allergy disease lifestyle guidance and management forms at day care centers" (life management guidance forms) for understanding details of pupils with food allergies. The contents of lifestyle management guidance forms obtained in Sagamihara city from licensed nurseries were investigated prospectively. We compared and analyzed for the use of life management guidance forms initially in 2013 and in the fiscal year of 2014 in Sagamihara city licensed nurseries. In all, in 2013 and 2014, 9,567 and 10,069 pupils were included in licensed nurseries, and 426 (4.5%) and 447 (4.4%) pupils had food allergies, 61 (0.6%) and 61 (0.6%) had anaphylaxis, respectively.The causative foods in 2013 and 2014, respectively, included unheated hen's egg in 71.6% and 69.6%; heated hen's egg in 54.2% and 54.8%; milk in 23.0% and 23.3%; peanuts in 17.8% and 17.0%; buckwheat in 7.3% and 8.5%; and wheat in 6.3% and 8.3%. There are no significant differences in the distribution of causative foods between 2013 and 2014.Immediate-type food allergy was significantly more frequent in 2014 than in 2013 (73.0% and 78.8%, respectively; p=0.040). Using a life management guidance form will make it easier to manage food allergies in children.

This life cycle assessment study analyses material and energy recovery within integrated municipal solid waste (MSW) management systems, and, in particular, the recovery of the source-separated materials (packaging and organic waste) and the energy recovery from the residual waste. The recovery of materials and energy are analysed together, with the final aim to evaluate possible optimum levels of source-separated collection that lead to the most favourable energetic and environmental results; this method allows identification of an optimum configuration of the MSW management system. The results show that the optimum level of source-separated collection is about 60%, when all the materials are recovered with high efficiency; it decreases to about 50%, when the 60% level is reached as a result of a very high recovery efficiency for organic fractions at the expense of the packaging materials, or when this implies an appreciable reduction of the quality of collected materials. The optimum MSW management system is thus characterized by source-separated collection levels as included in the above indicated range, with subsequent recycling of the separated materials and energy recovery of the residual waste in a large-scale incinerator operating in combined heat and power mode.

Full Text Available For resilience building, cities need to foster learning and innovation processes among all actors in order to develop transformative capacities of urban governance regimes to manage extraordinary situations as well as continuous change. A close collaboration of urban governmental actors and citizens is, therefore, of high importance. This paper explores two different discourses on urban governance: participation and self-organized collective action for the management of the commons. Both address the involvement of citizens into governance, albeit from different perspectives: on the one hand from the viewpoint of the government, selectively handing some of its power over to citizens, on the other hand from the perspective of citizens who self-organize for a collective management of urban commons. Based on experiences in the Austrian city of Korneuburg, it is argued that the collective action literature may help overcome some of the self-criticisms and shortcomings of the participation discourse. More specifically, Elinor Ostrom’s design principles for the management of the commons provide valuable input to overcome restrictions in thinking about citizen participation and to effectively design institutions for long-term urban co-management.

A student's perspective of managing data collection in a complex qualitative study.

To highlight from a doctoral student's perspective some of the unexpected and challenging issues that may arise when collecting data in a complex, qualitative study. Using a qualitative approach to undertaking a PhD requires commitment to the research topic, the acquisition of a variety of research skills and the development of expertise in writing. Despite close research supervision and guidance, the first author of this paper experienced unexpected hurdles when collecting data. This article highlights these hurdles and compares them with similar and dissimilar challenges raised by a social researcher with 30 years' experience (White 2012). The first author's experience of field research during her PhD candidature. Informed by a critical theoretical perspective, a snowballing technique was used to examine issues related to data collection by a doctoral student in a qualitative research study. The first author found the logistics of qualitative data collection, concerns about transparency, role confusion and power differentials with participants, and the effective use of video recording technology, unexpectedly challenging. Many of these issues are highlighted in the literature and/or during research supervision. However, the student researcher remains a novice when entering the field. It is often only on reflection after encountering the hurdle that the student recognises future pre-emptive or alternative methods of data collection. The challenges faced as a doctoral student managing the data collection phase of the study concurred with White's discussion of some of the 'real life challenges that novice researchers might face' (2012). Specific guidance and prudence are needed by research students to know when enough data have been collected for manageable analysis within the limits of candidature. Culture collections no matter their size, form, or institutional objectives play a role in underpinning microbiology, supplying the resources for study, innovation, and discovery. Their basic roles include providing a mechanism for ex situ conservation of organisms; they are repositories for strains subject to publication, taking in safe, confidential, and patent deposits from researchers. They supply strains for use; therefore, the microorganisms provided must be authentic and preserved well, and any associated information must be valid and sufficient to facilitate the confirmation of their identity and to facilitate their use. The organisms must be collected in compliance with international conventions, international and national legislation and distributed to users indicating clearly the terms and conditions under which they are received and can be used. Collections are harmonizing approaches and characterizing strains to meet user needs. No one single collection can carry out this task alone, and therefore, it is important that output and strategy are coordinated to ensure culture collections deliver the basic resources and services microbiological innovation requires. This chapter describes the types of collection and how they can implement quality management systems and operate to deliver their basic functions. The links to information sources given not only provide support for the practitioners within collections but also provide guidance to users on accessing the huge resource available and how they can help ensure microbiology has the resources and a solid platform for future development. Full Text Available The need for conflict management in crisis poses questions about the decision of the leaders of emerging new challenges and dialogue in the team. Ignoring conflicts that arise in the collective unacceptable, because it can lead to wrong actions in the administration. Therefore, conflicts must be analyzed from the standpoint of the theory of organization, considering it as a set of relationships between organizational units. The experience of conflict resolution points to a sequence of actions for constructive management. The article discusses the strategy of effective interventions by the manager on the conflicts (personnel manager or psychologist for the purpose of settlement, and provides a sequence of structuring the conflict in block diagram form. Aqueous film-forming foams (AFFFs) used in fire-fighting are one of the main contamination sources of perfluorooctane sulfonate (PFOS) to the subterranean environment, requiring high costs for remediation. In this study, a method that combined aeration and foam collection was presented to remove PFOS from a commercially available AFFF solution. The method utilized the strong surfactant properties of PFOS that cause it to be highly enriched at air-water interfaces. With an aeration flow rate of 75 mL/min, PFOS removal percent reached 96% after 2 h, and the PFOS concentration in the collected foam was up to 6.5 mmol/L, beneficial for PFOS recovery and reuse. Increasing the aeration flow rate, ionic strength and concentration of co-existing surfactant, as well as decreasing the initial PFOS concentration, increased the removal percents of PFOS by increasing the foam volume, but reduced the enrichment of PFOS in the foams. With the assistance of a co-existing hydrocarbon surfactant, PFOS removal percent was above 99.9% after aeration-foam collection for 2 h and the enrichment factor exceeded 8400. Aeration-foam collection was less effective for short-chain perfluoroalkyl substances due to their relatively lower surface activity. Aeration-foam collection was found to be effective for the removal of high concentrations of PFOS from AFFF-contaminated wastewater, and the concentrated PFOS in the collected foam can be reused. Full Text Available Libraries are seen as non-profit organizations, their main objective is to offer quality in information mediation, in order to meet the user´s specific information needs. Thus, as organizations, libraries need to apply management strategies that aim to guarantee its effectiveness and efficiency to ensure its survival. Amongst some strategies is quality management. This article aims to propose a debate regarding quality management applied to Collections Development in Legal Libraries. In order to attend these objectives, literature review was realized considering the areas of Quality, Collection Development. In this process, the research identifies the main characteristics applied to Law Libraries, characterizes Legal information as well as points out the main challenges in this area and possible solutions. Based on the reflections given, it can be confirmed that the role of the legal library is to disseminate legal information in the institutions to which they belong to, support legal decisions, work with law in its raw state so it can be interpreted, aiming to reach certain standards contributing to peace in society. It is concluded that for this process to be fulfilled it is necessary the effective implementation of strategies for ensuring the quality of the provided services.

The chemical management of the black leaf streak disease in banana caused by Mycosphaerella fijiensis (Morelet) requires numerous applications of fungicides per year. However this has led to fungicide resistance in the field. The present study evaluated the activities of six fungicides against the mycelial growth by determination of EC50 values of strains collected from fields with different fungicide management programs: Rustic management (RM) without applications and Intensive management (IM) more than 25 fungicide application/year. Results showed a decreased sensitivity to all fungicides in isolates collected from IM. Means of EC50 values in mg L(-1) for RM and IM were: 13.25 ± 18.24 and 51.58 ± 46.14 for azoxystrobin, 81.40 ± 56.50 and 1.8575 ± 2.11 for carbendazim, 1.225 ± 0.945 and 10.01 ± 8.55 for propiconazole, 220 ± 67.66 vs. 368 ± 62.76 for vinclozolin, 9.862 ± 3.24 and 54.5 ± 21.08 for fludioxonil, 49.2125 ± 34.11 and 112.25 ± 51.20 for mancozeb. A molecular analysis for β-tubulin revealed a mutation at codon 198 in these strains having an EC50 greater than 10 mg L(-1) for carbendazim. Our data indicate a consistency between fungicide resistance and intensive chemical management in banana fields, however indicative values for resistance were also found in strains collected from rustic fields, suggesting that proximity among fields may be causing a fungus interchange, where rustic fields are breeding grounds for development of resistant strains. Urgent actions are required in order to avoid fungicide resistance in Mexican populations of M. fijiensis due to fungicide management practices.

The National Museum of Natural History, Smithsonian Institution, is home to the world's largest curated rock collection. The collection houses 160,680 physical rock and ore specimen lots ("samples"), all of which already have a digital record that can be accessed by the public through a searchable web interface (http://collections.mnh.si.edu/search/ms/). In addition, there are 66 accessions pending that when catalogued will add approximately 60,000 specimen lots. NMNH's collections are digitally managed on the KE EMu° platform which has emerged as the premier system for managing collections in natural history museums worldwide. In 2010 the Smithsonian released an ambitious 5 year Digitization Strategic Plan. In Mineral Sciences, new digitization efforts in the next five years will focus on integrating various digital resources for volcanic specimens. EMu sample records will link to the corresponding records for physical eruption information housed within the database of Smithsonian's Global Volcanism Program (GVP). Linkages are also planned between our digital records and geochemical databases (like EarthChem or PetDB) maintained by third parties. We anticipate that these linkages will increase the use of NMNH collections as well as engender new scholarly directions for research. Another large project the museum is currently undertaking involves the integration of the functionality of in-house designed Transaction Management software with the EMu database. This will allow access to the details (borrower, quantity, date, and purpose) of all loans of a given specimen through its catalogue record. We hope this will enable cross-referencing and fertilization of research ideas while avoiding duplicate efforts. While these digitization efforts are critical, we propose that the greatest challenge to sample curation is not posed by digitization and that a global sample registry alone will not ensure that samples are available for reuse. Full Text Available The aim of the article is to develop the theoretical principles of forming the bank relations with clients as part of the client-oriented strategy implementation. As a result of the conducted research there has been presented the definition of client-orientation, mechanism and system of management. The system of management of the bank relations with clients, the purpose and objectives of its formation have been substantiated. The hierarchy of subjects of forming and managing the process of the bank relations with client has been presented. The ways of implementing in practice the functions of the mechanism of managing relations with clients have been revealed. It has been proved that for implementation of the client-oriented approach the banking institution should have a comprehensive view of its clients’ behavior, which detailed understanding will allow for a more accurate segmentation and building individualized partnership relations. Implementing the principle of totality of client relationships level and comprehensive knowledge, development of employee behavior techniques and special techniques for working with the most valuable clients, the use of analytics and forecasting tools will provide targeting of marketing campaigns and lead to minimization of additional costs, satisfaction of every client, loyalty, increase in the market share, growth of sales volume, increase in profits of the banking institution.

The chemical management of the black leaf streak disease in banana caused by Mycosphaerella fijiensis (Morelet) requires numerous applications of fungicides per year. However this has led to fungicide resistance in the field. The present study evaluated the activities of six fungicides against the mycelial growth by determination of EC50 values of strains collected from fields with different fungicide management programs: Rustic management (RM) without applications and Intensive management (IM) more than 25 fungicide application/year. Results showed a decreased sensitivity to all fungicides in isolates collected from IM. Means of EC50 values in mg L−1 for RM and IM were: 13.25 ± 18.24 and 51.58 ± 46.14 for azoxystrobin, 81.40 ± 56.50 and 1.8575 ± 2.11 for carbendazim, 1.225 ± 0.945 and 10.01 ± 8.55 for propiconazole, 220 ± 67.66 vs. 368 ± 62.76 for vinclozolin, 9.862 ± 3.24 and 54.5 ± 21.08 for fludioxonil, 49.2125 ± 34.11 and 112.25 ± 51.20 for mancozeb. A molecular analysis for β-tubulin revealed a mutation at codon 198 in these strains having an EC50 greater than 10 mg L−1 for carbendazim. Our data indicate a consistency between fungicide resistance and intensive chemical management in banana fields, however indicative values for resistance were also found in strains collected from rustic fields, suggesting that proximity among fields may be causing a fungus interchange, where rustic fields are breeding grounds for development of resistant strains. Urgent actions are required in order to avoid fungicide resistance in Mexican populations of M. fijiensis due to fungicide management practices. PMID:24948956

Full Text Available With the development of economy and society, big data storage in enterprise management has become a problem that can’t be ignored. How to manage and optimize the allocation of tasks better is an important factor in the sustainable development of an enterprise. Now the enterprise information intelligent management has become a hot spot of management mode and concept in the information age. It presents information to the business managers in a more efficient, lower cost, and global form. The system uses the SG-UAP development tools, which is based on Eclipse development environment, and suits for Windows operating system, with Oracle as database development platform, Tomcat network information service for application server. The system uses SOA service-oriented architecture, provides RESTful style service, and HTTP(S as the communication protocol, and JSON as the data format. The system is divided into two parts, the front-end and the backs-end, achieved functions like user login, registration, password retrieving, enterprise internal personnel information management and internal data display and other functions.

The emerging technology, transactive energy network, can allow multiple interconnected micro-grids (a.k.a. micro-grid clusters) to exchange energy for greater energy efficiency. Existing research has demonstrated that the micro-grid clusters can achieve some collective interests (e.g., minimizing total energy cost). However, some micro-grids may have to make sacrifices of their individual interests (e.g., increasing cost) for collective interests of the clusters. To bridge these research gaps, we propose four different transactive energy management models for micro-grid clusters where each micro-grid is allowed to have energy transactions with others. The first model focuses on maximizing collective interests, both the collective and individual interests are considered in the second model, and the last two models aim to maximize both the collective and individual interests. The performances of the proposed models are evaluated using a cluster of sixteen micro-grids with different energy profiles. It is demonstrated that 1) all of the four models can maximize the collective interests, 2) the third model can maximize the relative individual interests where each micro-grid can achieve the same percentage of cost savings as the clusters, and 3) the fourth model can maximize the absolute individual interests where each micro-grid can achieve the same amount of cost savings. - Highlights: • A modeling framework is developed for transactive energy management of the micro-grid clusters. • Four operation decision models are developed to balance the collective and individual interests. • The prices of local energy transaction are modeled. • The micro-grid clusters can achieve 15.34% energy cost savings.

Full Text Available im: The aim of our research was to design and implement data collection instruments to be use in context of an observational prospective clinical study with follow-up conducted on new born with intrauterine growth restriction. Methods: The structure of the data collection forms (paper based and electronic based was first identified and for each variable the best type to accomplish the research aim was established. The code for categorical variables has also been decided as well as the units of measurements for quantitative variables. In respect of good practice, a set of confounding factors (as gender, date of birth, etc. have also been identified and integrated in data collection instruments. Data-entry validation rules were implemented for each variable to reduce data input errors when the electronic data collection instrument was created. Results: Two data collection instruments have been developed and successfully implemented: a paper-based form and an electronic data collection instrument. The developed forms included demographics, neonatal complications (as hypoglycemia, hypocalcemia, etc., biochemical data at birth and follow-up, immunological data, as well as basal and follow-up echocardiographic data. Data-entry validation criteria have been implemented in electronic data collection instrument to assure validity and precision when paper-based data are translated in electronic form. Furthermore, to assure subject’s confidentiality a careful attention was given to HIPPA identifiers when electronic data collection instrument was developed. Conclusion: Data collection instruments were successfully developed and implemented as an a priori step in a clinical research for assisting data collection and management in a case of an observational prospective study with follow-up visits.
