The state-of-the-art report presented by the Swedish National Council for Nuclear Waste (KASAM) in 2007 is of a slightly different character than the state-of-the-art reports published previously. This year KASAM felt the need to provide an overall picture in relatively easily accessible form of all its assessments since the first state-of-the-art report in 1986. Some of it has of course been rendered obsolete by subsequent events, but surprisingly much is still relevant. Full Text Available At the recent decades, the business activity in Islamic Financial Institutions consists of funding, financing, and service. These are addressed to economic development and improving the society welfare. In the line of funding, the people can invest their money such saving and deposit. Uniquely, deposits may be withdrawn at any time with the use of checks, gyro, forms of payment order, or money transfer. But, not all gyro transactions can be justified by Islamic law (Sharia in which uses the principle of sharia mutual benefit. Therefore, the National Sharia Council National Sharia Council of Indonesian Council of Ulama (NSC-ICU deems it necessary to be set in the Fatwa mu’ā mala form that can be used as the guidelines for the implementation of current accounts in Sharia Banking Institution. Full Text Available This article argues that the press played a key role in defining the Tate Gallery by facilitating a national debate about the siting, nature, and purpose of the proposed National Gallery of British Art. Art critics, politicians, journalists and a variety of newspaper editors weighed in on whether Britain should create a museum of modern art, a museum of national art, or both. The understanding of British art as quintessentially modern at the time of the founding of the Gallery meant that from the beginning the Tate Gallery was founded as both the National Gallery of British Art and a museum of modern art. The changing definition of modern art in the twentieth century, however, created fractures between these two identities that eventually led to the split between Tate Britain and Tate Modern.

Full Text Available The article tries to explore the practical application of the soft law, in concrete terms, the documents adopted by the Organization for Security and Co-operation in Europe, referring to the models of participation of national minorities in public life in the case of Bosnia and Herzegovina. The objective of the research was to assess the legal and political grounds for functioning national minority councils as participation and consultative mechanisms, scope of responsibilities and capacities in relation to their effectiveness and impact and to identify relevant good practices on such mechanisms. The political and decision-making structures in Bosnia and Herzegovina demonstrated lack of actual commitment to the realization of the rights of minorities referring to participation in decision-making processes. Bearing in mind formal position within parliaments, visibility, and a significant promotional capacity for presence in the public sphere, the councils on national minorities may represent a significant body and channel for the minority – majority dialogue. However, at the moment, the national minority councils’ capacity to ensure participation of national minorities in Bosnian political life and their influence in decision-making process remains insufficient. In general, the consultative mechanisms, within their mandated responsibilities, have had insignificant and minimal impact on the practical, political and legislative segment.

Reflective practices at the Security Council: Children and armed conflict and the three United Nations.

The United Nations Security Council passed its first resolution on children in armed conflict in 1999, making it one of the oldest examples of Security Council engagement with a thematic mandate and leading to the creation of a dedicated working group in 2005. Existing theoretical accounts of the Security Council cannot account for the developing substance of the children and armed conflict agenda as they are macro-oriented and focus exclusively on states. I argue that Security Council decision-making on thematic mandates is a productive process whose outcomes are created by and through practices of actors across the three United Nations: member states (the first United Nations), United Nations officials (the second United Nations) and non-governmental organizations (the third United Nations). In presenting a practice-based, micro-oriented analysis of the children and armed conflict agenda, the article aims to deliver on the empirical promise of practice theories in International Relations. I make two contributions to practice-based understandings: first, I argue that actors across the three United Nations engage in reflective practices of a strategic or tactical nature to manage, arrange or create space in Security Council decision-making. Portraying practices as reflective rather than as only based on tacit knowledge highlights how actors may creatively adapt their practices to social situations. Second, I argue that particular individuals from the three United Nations are more likely to become recognized as competent performers of practices because of their personality, understood as plural socialization experiences. This adds varied individual agency to practice theories that, despite their micro-level interests, have focused on how agency is relationally constituted.

Full Text Available This retrospective look at the 1979 British Council travelling exhibition to Paris, Un Certain Regard Anglais, considers whether it was an accurate picture of English art practices at the end of the decade. I examine the aims of its English and French curators, and its reception by art critics and audiences. I find that the exhibition raises timely questions about how national characteristics might be reflected in art practice, and how, despite the cultural and societal shifts of the 1970s, omissions on the grounds of colour and gender prevail. With this in mind, my short essay finds that the radical objectives which are often attributed to this period of English art practice were not so widespread as history would have us believe.

A study was carried out to produce a compendium of electric and magnetic field levels in various environments throughout Canada. The contribution of the National Research Council of Canada in cooperation with Ottawa Hydro was to study the magnetic field environment of 29 sites in the Ottawa area, including private residences, place of employment, distribution and transmission lines, and close to padmount transformers. At most sites the electric fields were too low to be measured. Magnetic fields near padmount transformers can be larger than 300 mG, however this rapidly decreases and at 3 feet from the transformers is below 20 mG. Magnetic fields of unbalanced distribution lines can be larger than the fields of balanced lines. The magnetic fields of a high voltage transmission line were measurable at distances up to 100 m from the line. Electric fields were low outside the right-of-way. 6 refs., 4 figs., 2 tabs

Full Text Available Established in accordance with the provisions of the National Security Act of 1947, the U.S. National Security Council is the main advisory body to the President of the United States tasked with helping the head of state to make the right decisions on matters related to national security. NSC system has been constantly evolving for some 70 years, and the NSC staff became a separate 'ministry' of a kind, allowing presidential administrations to focus ever-increasing control over American foreign policy in the White House. That is why serious attention is devoted to the National Security Council by American researches studying foreign policy decision-making. Here, a 'three-pronged consensus' exists: functioning and efficiency of the decision-making process is primarily a result of presidential actions; the President will make the best decision after becoming aware of the whole range of possible alternatives and assessing the consequences of each policy option; the position of the National Security Advisor, who is often one of the closest officials to the President and serves as a coordinator of the decision-making process, is considered to be one of the most notable in today's U.S. presidential administrations - and the most influential of those not being a subject to approval by the legislative branch of U.S. government. Any fundamental changes in the practice of U.S. foreign policy mechanism, as well as a decline of the White House influence on foreign policy are unlikely in the short term.

Full Text Available The artistic development in China experienced drastic changes during the Cultural Revolution from 1966 to 1976. Traditional Chinese art was denounced, whereas propaganda art became predominant in shaping the public’s loyalty towards the Communist Party and the country. Two major groups of art exhibitions emerged during the Revolution—the unofficial Red Guard art exhibitions organized by student activists in collaboration with local communes and art schools between 1966 and 1968, and the state-run national exhibitions from 1972 to 1975. These exhibitions were significant to this period because they were held frequently in the capital city Beijing and occasionally elsewhere, and through art they presented unique revolutionary beliefs to the Chinese people in a public setting. While the Red Guard art exhibitions and the national exhibitions certainly created different national narratives, I argue that the national exhibitions were in fact an attempt to revise the national narrative created by the Red Guard art exhibitions in order to re-establish a more utopian, consistent, and official national narrative. This paper unravels the intricate relationship between the two groups of exhibitions by comparing their exhibition venues, ideological focuses, work selection and quality editing. 

Enhancing Science Literacy and Art History Engagement at Princeton Through Collaboration Between the University Art Museum and the Council on Science and Technology

The importance of innovative science education for social science and humanities students is often under-appreciated by science departments, because these students typically do not take science courses beyond general education requirements, nor do they contribute to faculty research programs. However, these students are vitally important in society—for example as business leaders or consultants, and especially as voters. In these roles, they will be confronted with decisions related to science in their professional and personal lives. The Council on Science and Technology at Princeton University aims to fill this education gap by developing and supporting innovative programs that bring science to cross-disciplinary audiences. One of our most fruitful collaborations has been with the Princeton University Art Museum, which has an encyclopedic collection of over 92,000 works of art, ranging from antiquity to the contemporary. Our work includes 1) bringing introductory environmental science courses to the Museum to explore how original works of art of different ages can serve as paleo-environmental proxies, thereby providing a means for discussing broader concepts in development of proxies and validation of reconstructions; 2) sponsoring a panel aimed at the general public and composed of science faculty and art historians who discussed the scientific and art historical contexts behind Albert Bierstadt's Mount Adams, Washington, 1875 (oil on canvas, gift of Mrs. Jacob N. Beam, accession number y1940-430), including the landscape's subjects, materials, technique, and style; and 3) collaborating on an installation of photographs relevant to a freshman GIS course, with an essay about the artwork written by the students. This first-hand study of works of art encourages critical thinking and an empathetic approach to different historical periods and cultures, as well as to the environment. Implementing the National Council of Teachers of Mathematics Standards: A slow process

Full Text Available The purpose of this study was to look at inservice teachers’ pedagogical beliefs about the National Council of Teachers of Mathematics Standards (1989 & 2000.  The Standards’ Belief Instrument (Zollman and Mason, 1992 was administered on teachers.  An ANOVA was used to look for a significant difference between teachers with five years or less experience of teaching mathematics, and those with more than five years teaching experience. One expectation was  that teachers who are recent graduates of teacher education programmes may have more training  on the NCTM Standards. Although there were no statistically significant differences between the two groups, this study did support the expectation. Current training with in-service teachers shows that many of the teachers are familiar with neither the National Council of Teachers of Mathematics nor their Standards.  It seems then from this study that the implementation process of the NCTM Standards, and  perhaps any standards or best practices and new curriculum implementation, is very sluggish.

We made a descriptive inference about the role of the U.S. National Academies in the U.S. radioactive waste disposal projects on the basis of literature-based information and compared the U.S. National Academies with the Science Council of Japan to determine their implications on the progress of social acceptability of radioactive waste disposal projects in Japan. The descriptive inference was made as follows. We described the organizational characteristics of the U.S. National Academies and the U.S. federal governments related to the projects. We outlined the related bills and demonstrated chronologically the activities related to the projects by the U.S. National Academies and the U.S. Government. As a consequence, we identified some specific roles that the U.S. National Academies played in the U.S. radioactive waste disposal projects. The U.S. National Academies have acted not only as a scientific and engineering adviser for the governments but also as an anchor for some political decision making or judicial actions. Furthermore, we analyzed the credibility of the Science Council of Japan and the U.S. National Academies from the viewpoint that a reliable third party must exhibit fairness, expertise and continuity. From the results of the comparison, it was found that the Science Council of Japan has the possibility to become a reliable third party that can help the radioactive waste disposal projects in Japan. Full Text Available William Rothstein’s article “National metrical types in music of the eighteenth and early nineteenth centuries” (2008 proposes a distinction between the metrical habits of 18th and early 19th century German music and those of Italian and French music of that period. Based on theoretical treatises and compositional practice, he outlines these national metrical types and discusses the characteristics of each type. This paper presents the results of a study designed to determine whether, and to what degree, Rothstein’s characterizations of national metrical types are present in 19th century French and German art song. Studying metrical habits in this genre may provide a lens into changing metrical conceptions of 19th century theorists and composers, as well as to the metrical habits and compositional style of individual 19th century French and German art song composers.

Full Text Available Instituições participativas têm sido descritas como elementos de mitigação de tradicionais desigualdades políticas, ampliando o acesso de atores excluídos do sistema formal. Entretanto, também têm sido alvo de críticas que apontam a reprodução de desigualdades sociais e políticas em seu interior. O presente artigo empreende investigação empírica sobre desigualdades nos conselhos nacionais. Para tanto, são analisados dados de survey com767 conselheiros nacionais, membros de 21 conselhos e 3 comissões nacionais. A análise dos dados focou nas desigualdades entre os conselheiros quanto a renda, escolaridade, gênero, raça/cor, região de residência e setor de representação. Procura identificar se, nas dimensões citadas, os conselhos incluem atores tradicionalmente excluídos do processo político. As interpretações revelam um quadro complexo no que se refere à questão das desigualdades nos conselhos nacionais. Quando observado de forma agregada, o perfil dos conselheiros nacionais indica atores que possuem renda e escolaridade substancialmente superiores à média da população. No entanto, há considerável variação entre os conselhos nacionais ligados a distintas áreas de políticas públicas. Em algumas áreas, os conselhos exibem uma composição plural, sendo mais inclusivos e criando novas oportunidades de acesso a espaços decisórios.Participatory institutions have been described as mitigating factors for traditional political inequalities, since they broaden the access of actors excluded from the formal system. However, they have also borne some criticism, with claims that social and political inequalities are reproduced within them. This paper describes an empirical research on inequalities within the national councils on public policies. In order to generate the gains that can come from analysing and linking big datasets, data holders need to consider the ethical frameworks, principles and applications that help to maintain public trust. In the USA, the National Science Foundation helped to set up a Council for Big Data, Ethics and Society, of which there is no equivalent in the UK. In November 2015, the Royal Statistical Society convened a workshop of 28 participants from government, academia and the private sector, and discussed the practical priorities that might be assisted by a new Council of Data Ethics in the UK. This article draws together the views from that meeting. Priorities for policy-makers and others include seeking a public mandate and informing the terms of the social contract for use of data; building professional competence and due diligence on data protection; appointment of champions who are competent to address public concerns; and transparency, across all dimensions. For government data, further priorities include improvements to data access, and development of data infrastructure. In conclusion, we support the establishment of a national Data Ethics Council, alongside wider and deeper engagement of the public to address data ethics dilemmas.This article is part of the themed issue 'The ethical impact of data science'. © 2016 The Author(s).

Full Text Available The Purpose of the ResearchNumerous decisions regarding the psychological counseling and guidance (PCG services were taken during the Turkish National Education Councils (TNE Council, which convened eighteen times between 1939 and 2010. The present study evaluates the decisions made about the PCG services addressed in the TNE Councils held between 1939 and 2010. MethodThe study employed the case study design among qualitative research designs. Case study is an empirical research method that studies a contemporary phenomenon in its own real-life circumstances and makes a multidirectional, systematic, and in-depth examination of cases (Büyüköztürk, Kılıç-Çakmak, Akgün, Karadeniz ve Demirel, 2009. The study universe consists of the Turkish National Education Councils held between 1939 and 2010. No sampling was performed since the entire universe was available. The study employed the embedded singlecase design (type 2 among the case study designs. Written document analysis was used as the data collection method and the obtained data were analyzed through descriptive analysis. Furthermore, the data obtained from the documents are also presented in quantitative form. For this purpose, the “yes or no method” and the “covered area method” were used and frequency and percentage distributions are provided.

In December 1995, the National Safety Council (NSC) entered into Cooperative Agreement No.DE-FC02-96EW 12729 with the US Department of Energy (DOE) to work together over the next few years on safety and health initiatives surrounding the management of radioactive materials. As a result, three publications, including print and non-print deliverables, were developed and distributed: (1) Series of Backgrounders, Web Services for WIPP; (2) A Guide to Foreign Research Reactor Spent Fuel; and (3) A Guide to the US Department of Energy's Low-Level Radioactive Waste. DOE and its predecessor agencies have maintained a record of safe transportation of radioactive materials for more than 50 years. Thousands of shipments involving three million packages of radioactive materials are shipped each year in the United States. Historically, DOE shipments constitute less than one percent of the total radioactive material shipments; however, they comprise a significant portion (approaching 75 percent) of the curies, or amounts of radioactivity shipped annually. DOE operations and field offices are responsible for detailed planning and for ensuring full regulatory compliance for their shipments. Packaging is designed to protect workers and limit the risk to the public during transportation. DOE headquarters and program offices provide policy direction and oversight for packaging and transportation activities for their respective offices. The National Research Council is a private, nonprofit organization chartered by Congress in 1916 as an expansion of the U.S. National Academy of Sciences. Its mission is to improve the use of science in government decision making and public policy, increase public understanding, and promote the acquisition and dissemination of knowledge in matters involving science, engineering, technology, and health. Within the National Research Council, the Ocean Studies Board (OSB) mission is to explore the science, policies, and infrastructure needed to understand, manage, and conserve coastal and marine environments and resources. OSB undertakes studies and workshops on emerging scientific and policy issues at the request of federal agencies, Congress, and others; provides program reviews and guidance; and facilitates communication on oceanographic issues among different sectors. OSB also serves as the U.S. National Committee to the international, nongovernmental Scientific Committee on Oceanic Research (SCOR). OSB has produced reports on a wide range of topics of interest to researchers and educators, the federal government, the non-profit sector, and industry. Recent reports have focused on ecosystem services in the Gulf of Mexico after the Deepwater Horizon oil spill, sea level rise on the U.S. west coast, scientific ocean drilling needs and accomplishments, requirements for sustained ocean color measurements, critical infrastructure for ocean research, tsunami warning and preparedness, ocean acidification, and marine and hydrokinetic power resource assessments. Studies that are currently underway include responding to oil spills in the Arctic, evaluating the effectiveness of fishery stock rebuilding plans, and reviewing the National Ocean Acidification Research Plan. OSB plays an important role in helping create policy decisions and disseminating important information regarding various aspects of ocean science.

Full Text Available Since the 1990s, English public support for the arts has drawn closer to the continental model of administration of culture while retaining and even creating idiosyncracies: funds are increasing but come partly from the National Lottery rather than taxes, and they are still distributed by Non-Departmental Public Bodies (NDPBs. However, the State intervenes more directly than in the past, and public opinion accepts public funding of culture more readily. One may wonder if there is still a style of arts administration characteristic of England, and in this case, what its features are. This article analyses the relationship between the State and the arts supported by Arts Council England, a NDPB responsible for distributing public funds to live and visual arts organisations in line with the Department for Culture, Media and Sport’s policy.

Training in the modern form of cardiopulmonary resuscitation (CPR) started in Singapore in 1983. For the first 15 years, the expansion of training programmes was mainly owing to the interest of a few individuals. Public training in the skill was minimal. In an area of medical care where the greatest opportunity for benefit lies in employing core resuscitation skills in the prehospital environment, very little was being done to address such a need. In 1998, a group of physicians, working together with the Ministry of Health, set up the National Resuscitation Council (NRC). Over the years, the NRC has created national guidelines on resuscitation and reviewed them at five-yearly intervals. Provider training manuals are now available for most programmes. The NRC has set up an active accreditation system for monitoring and maintaining standards of life support training. This has led to a large increase in the number of training centres, as well as recognition and adoption of the council's guidelines in the country. The NRC has also actively promoted the use of bystander CPR through community-based programmes, resulting in a rise in the number of certified providers. Improving the chain of survival, through active community-based training programmes, will likely lead to more lives being saved from sudden cardiac arrest. This study aims to evaluate the impact of a national mental health arts festival for the general public, encompassing a wide variety of art forms and themes. An evaluation was undertaken with 415 attendees from 20 different events, combining qualitative and quantitative approaches. The findings demonstrate positive impact on the relationship between arts and mental health. Events increased positive attitudes, including positive representations of people's contributions, capabilities and potential to recover. They did not decrease negative attitudes. Intended behaviour change was modest and one film event increased audience perceptions of dangerousness. The paper argues that the arts can change stigma by constructing shared meanings and engaging audiences on an emotional level. Carefully programmed, collaborative, community-based arts festivals should form an integral part of national programmes to address stigma and to promote mental health and wellbeing, alongside traditional social marketing and public education approaches. © 2010 John Wiley & Sons A/S.

The Economic and Social Council of the UN met in Geneva for its fifty-third summer session from July 3-28. A request for a study regarding the world's multinational corporations, a call on the Governments concerned for action to stop the reported clandestine trafficking in labor from Africa to Europe, far-reaching recommendations on land reform, and measures to eliminate mass poverty and unemployment in the developing countries, were some of the major decisions taken by the Economic and Social Council. Of particular interest to the Agency are the following matters: 1. Science and Technology A standing committee on science and technology, for which the Council at this session approved terms of reference and a programme of work, was established last year to provide guidance and to make recommendations on matters relating to assistance in the application of science and technology to development. Under the mandate as approved, the standing committee was given the power to suggest scientific and technological policies to promote development in the interest of all mankind. It will assist the Council in co-ordinating the activities of United Nations bodies in the field of science and technology and in appraisal of this field during the decade of the 1970s. 2. The Council also decided to return to the question of United Nations sponsorship of the Protein Advisory Group (PAG) in the summer of 1973. We did not have information on maternal socio-economic status, but this factor is accounted for in the sibship analyses. We also had no information on whether fresh or frozen embryos were replaced. The reduction in birth weight and increased risk of SGA in ART singletons with VTS may suggest the presence of harmful intrauterine factors with long-term health impact. While vanishing twins are not routinely observed in naturally conceived pregnancies, loss of a twin is potentially a risk factor for the surviving foetus in any pregnancy. This could be further explored in large samples of naturally conceived pregnancies with the necessary information. Virtual Tour Environment of Cuba's National School of Art

Innovative technologies have enabled new opportunities for collecting, analyzing, and sharing information about cultural heritage sites. Through a combination of two of these technologies, spherical imaging and virtual tour environment, we preliminarily documented one of Cuba's National Schools of Art, the National Ballet School.The Ballet School is one of the five National Art Schools built in Havana, Cuba after the revolution. Due to changes in the political climate, construction was halted on the schools before completion. The Ballet School in particular was partially completed but never used for the intended purpose. Over the years, the surrounding vegetation and environment have started to overtake the buildings; damages such as missing bricks, corroded rebar, and broken tie bars can be seen. We created a virtual tour through the Ballet School which highlights key satellite classrooms and the main domed performance spaces. Scenes of the virtual tour were captured utilizing the Ricoh Theta S spherical imaging camera and processed with Kolor Panotour virtual environment software. Different forms of data can be included in this environment in order to provide a user with pertinent information. Image galleries, hyperlinks to websites, videos, PDFs, and links to databases can be embedded within the scene and interacted with by a user. By including this information within the virtual tour, a user can better understand how the site was constructed as well as the existing types of damage. The results of this work are recommendations for how a site can be preliminarily documented and information can be initially organized and shared.

Full Text Available The paper deals with the structure, mechanisms, practices and perspectives of the Human Rights Council, the UN body that, at universal level is the most important body in this area. Introductory section provides for a brief overview of the origins of human rights and the work of the Commission on Human Rights, in whose jurisdiction were questions of human rights before the establishment of the Council. After the introductory section the author gives an analysis of the structure, objectives, mandate and main procedures for the protection of human rights within the united Nations. Full Text Available Innovative technologies have enabled new opportunities for collecting, analyzing, and sharing information about cultural heritage sites. Through a combination of two of these technologies, spherical imaging and virtual tour environment, we preliminarily documented one of Cuba’s National Schools of Art, the National Ballet School.The Ballet School is one of the five National Art Schools built in Havana, Cuba after the revolution. Due to changes in the political climate, construction was halted on the schools before completion. The Ballet School in particular was partially completed but never used for the intended purpose. Over the years, the surrounding vegetation and environment have started to overtake the buildings; damages such as missing bricks, corroded rebar, and broken tie bars can be seen. We created a virtual tour through the Ballet School which highlights key satellite classrooms and the main domed performance spaces. Scenes of the virtual tour were captured utilizing the Ricoh Theta S spherical imaging camera and processed with Kolor Panotour virtual environment software. Different forms of data can be included in this environment in order to provide a user with pertinent information. Image galleries, hyperlinks to websites, videos, PDFs, and links to databases can be embedded within the scene and interacted with by a user. By including this information within the virtual tour, a user can better understand how the site was constructed as well as the existing types of damage. The results of this work are recommendations for how a site can be preliminarily documented and information can be initially organized and shared.

Full Text Available Development of the National Strategy for Action on Children for 2012–2017 implemented in two phases (2012–2014 and 2015–2017 coincided with the Council of Europe Strategies for the Rights of the Child for 2012–2015, and the new Council of Europe Strategies for the Rights of the Child for 2016–2022 takes effect in 2016. Author provides description of a new European instrument: the main current challenges in the field of children safeguarding; top areas and measures to respond to these challenges; methods to implement the strategy including based on the recommendations of the Committee of Ministers of the Council of Europe to the Member States. The article gives examples of Russia’s accession to the international legal community through the ratification of various conventions that allowed to take domestic measures to ensure international standards to secure children from such crimes as trafficking in children, underage prostitution and por- nography, sexual abuse. The present paper examines opportunity to take into ac- count the new European guidelines and standards in Russian childhood policy and describes action taken in Russia to protect children’s rights as a response to the integrated European challenges, taking into account social and cultural differences.

In Ethiopia, the publicly funded antiretroviral treatment (ART) program was started in 2005. Two hundred seventy-five thousand patients were enrolled in the national ART program by 2012. However, there is limited data on mortality and predictors of death among adult patients in the ART program. The study aimed to estimate mortality and risk factors for death among adult, ART-naïve patients, started in the national ART program from January 2009 to July 2013. Multi-site, prospective, observational cohort study of adult, age > 18 years, ART-naïve patients, started in the national ART program at seven university-affiliated hospitals from January 2009 - July 2013. Kaplan-Meier and Cox regression analyses were used to estimate survival and determine risk factors for death. A total of 976 patients, 594 females (60.9 %), were enrolled into the study. Median age of the cohort was 33years. The median CD4 count at start of ART was 144 cells/µl (interquartile range (IQR) 78-205), and 34.2% (330/965) had CD4 ART. Cox regression analyses showed that the following measures independently predicted mortality: age >51 years, (Adjusted Hazard Ratio (AHR) 4.01, P=0.003), WHO stages III&IV, (AHR 1.76, p = 0.025), CD4 count, 5 log copies /ml (CHR 1.71, p = 0.037). There is high early on- ART mortality in patients presenting with advanced immunodeficiency. Detecting cases and initiating ART before onset of advanced immunodeficiency might improve survival.

Full Text Available Strategic marketing instruments such as segmentation and targeting can benefit performing arts institutions and render their offer more competitive. To segment classical performing arts audiences, however, the traditionally used variable is social class. In this paper, it is argued that such often suggested traditional segmentation criteria can prove to be context-insensitive and as such cannot be applied invariably across different settings. Based on an analysis of Czech National Theater audiences and its motivations, we propose the sought benefit of the theater visit as an alternative segmentation basis that may prove to be more context-sensitive.

Civil society participation in the health system: the case of Brazil's Health Councils.

Brazil created Health Councils to bring together civil society groups, heath professionals, and government officials in the discussion of health policies and health system resource allocation. However, several studies have concluded that Health Councils are not very influential on healthcare policy. This study probes this issue further by providing a descriptive account of some of the challenges civil society face within Brazil's Health Councils. Forty semi-structured interviews with Health Council Members at the municipal, state and national levels were conducted in June and July of 2013 and May of 2014. The geographical location of the interviewees covered all five regions of Brazil (North, Northeast, Midwest, Southeast, South) for a total of 5 different municipal Health Councils, 8 different state Health Councils, and the national Health Council in Brasilia. Interview data was analyzed using a thematic approach. Health Councils are limited by a lack of legal authority, which limits their ability to hold the government accountable for its health service performance, and thus hinders their ability to fulfill their mandate. Equally important, their membership guidelines create a limited level of inclusivity that seems to benefit only well-organized civil society groups. There is a reported lack of support and recognition from the relevant government that negatively affects the degree to which Health Council deliberations are implemented. Other deficiencies include an insufficient amount of resources for Health Council operations, and a lack of training for Health Council members. Lastly, strong individual interests among Health Council members tend to influence how members participate in Health Council discussions. Brazil's Health Councils fall short in providing an effective forum through which civil society can actively participate in health policy and resource allocation decision-making processes. Full Text Available The year 1998 marked the advent of the new Council of Europe’s Framework Convention for the Protection of National Minorities (FCNM. It is legally binding and has been ratified by almost all of the Council of Europe’s members. The FCNM offers an objective, apolitical way of responding to the needs of minorities by agreeing minimal norms that must be met. It is a unique, legally binding instrument, offering individual protection with a collective dimension. In most countries there is intolerance and prejudice towards immigrants, asylum-seekers, and towards certain ethnic minorities. In particular, discrimination against Roma has continued across Europe at government and community level. If the FCNM is properly applied, it will put an end to this and many other injustices. Five years after it entered into force, it is time to assess the effectiveness of the monitoring of FCNM which is crucial for measuring and managing the protection of national minorities and for the promotion of tolerance throughout society. I will focus on the most significant problems that the Advisory Committee —the key monitoring body— have faced in the last five years and I will analyse the most outstanding issues related to the FCNM that States have failed to accomplish.
