The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

The following report summarizes the life of the AFIP-4 experiment through end of irradiation, including a brief description of the safety analysis, as-run neutronic analysis results, hydraulic testing results, and thermal analysis results.

Analysis of the AFIP-6 experiment is summarized in this report in order to determine the cause of gaseous fission product release observed during irradiation. During the irradiation, a series of small fission product releases were observed. In order to limit the potential for primary coolant contamination, the operating cycle was terminated and the AFIP-6 experiment was removed for examination. Both in-canal and post-irradiation examination revealed the presence of an unusually thick oxide layer and discrete surface blisters on the fuel plates. These blisters were the likely cause of fission product release. Subsequent detailed thermal hydraulic analysis of the experiment indicated that the combination of the high operating power and test vehicle configuration led to high nominal operating temperatures for the fuel plates. This elevated temperature led to accelerated surface corrosion and eventually spallation of the fuel plate cladding. The thermal insulating nature of this corrosion layer led to significantly elevated fuel meat temperatures that induced blistering. Analysis was performed to validate a corrosion rate model and criteria for onset of spallation type surface corrosion were determined. The corrosion rate model will be used to estimate the oxide thickness anticipated for experiments in the future. The margin to the spallation threshold will then be used to project the experiment performance.
The first fuel plate frame assembly of the AFIP-6 MKII experiment was irradiated as planned from December, 2011 through February, 2012 in the center flux trap of the Advanced Test Reactor during cycle 151A. Following irradiation in this cycle and while reconfiguring the experiment in the ATR canal, a non-fueled component (the bottom plate) of the first fuel plate frame assembly became separated from the rail sides. There is no evidence that the fueled region of the fuel plate frame assembly was compromised by this incident or the irradiation conditions. The separation of this component was determined to have been caused by flow induced vibrations, where vortex shedding frequencies were resonant with a natural frequency of the bottom plate component. This gave way to amplification, fracture, and separation from the assembly. Although parallel flow induced vibrations were analyzed, vortex shedding flow induced vibrations was an unfamiliar failure mode that was difficult to identify. Both the once-irradiated first fuel plate and un-irradiated second fuel plate frame assemblies were planned for irradiation in the subsequent cycle 151B. The AFIP-6 MKII experiment was excluded from irradiation in cycle 151B because non-trivial design modifications would be needed to mitigate this type of incident during the second irradiation cycle. All items of the experiment hardware were accounted for and cycle 151B occurred with a non-fueled AFIP backup assembly in the center flux trap. Options for completion of the AFIP-6 MKII experiment campaign are presented and future preventative actions are recommended.

This project seeks to assess the geometric stability of the U-Mo monolithic fuel system by evaluating the radiation-induced changes in the AFIP-7 experiment device. Neutron radiography and computed tomography (CT) provide valuable information about the post-irradiation condition of the fuel specimen. Tomographic reconstructions of the AFIP-7 fuel element will be analyzed to assess the geometric condition of the element after irradiation and provide information regarding the condition of the fuel, including gross geometric defects, bowing, twist, plate buckling, cracks, and other defects. The INL, in collaboration with Oregon State University (OSU), Missouri University of Science and Technology (Missouri S&T), and Real Time Tomography, is developing advanced neutron detector systems and tomographic reconstruction techniques to evaluate the AFIP-7 fuel element. Neutron computed tomography using the current neutron radiography technique available at the Neutron Radiography reactor (NRAD) is impractical due to the long time and high cost to produce a set of images for tomographic reconstruction. Advanced neutron radiography systems such as the micro-channel plate (MCP) detector and neutron computed radiography (CR) may reduce the time and cost of acquiring images for neutron CT. The MCP detector system tested at OSU and Missouri S&T provides neutron radiographs and has lower gamma sensitivity compared to other digital acquisition image systems. However, some significant, but not prohibitive, challenges must be overcome to make its use for imaging nuclear fuel more practical. Images taken with the MCP require significant image processing to reduce distortions and correct for the dynamic detector response. Also, the small active area of the detector (~30 mm diameter) requires the collection and combination of several images of a specimen, which may become time-consuming. Twelve AFIP in-process foil samples, fabricated by either Y-12 or LANL, were shipped from LANL to PNNL for potential characterization using optical and scanning electron microscopy techniques. Of these twelve, nine different conditions were examined to one degree or another using both techniques. For this report a complete description of the results are provided for one archive foil from each source of material, and one unirradiated piece of a foil of each source that was irradiated in the Advanced Test Reactor. Additional data from two other LANL conditions are summarized in very brief form in an appendix. The characterization revealed that all four characterized conditions contained a cold worked microstructure to different degrees. The Y-12 foils exhibited a higher degree of cold working compared to the LANL foils, as evidenced by the highly elongated and obscure U-Mo grain structure present in each foil. The longitudinal orientations for both of the Y-12 foils possesses a highly laminar appearance with such a distorted grain structure that it was very difficult to even offer a range of grain sizes. The U-Mo grain structure of the LANL foils, by comparison, consisted of a more easily discernible grain structure with a mix of equiaxed and elongated grains. Both materials have an inhomogenous grain structure in that all of the characterized foils possess abnormally coarse grains.

The cleaning, canning, rolling and final trimming of Low Enriched Uranium-10 wt. pct. Molybdenum (LEU-10Mo) foils for ATR (Advanced Test Reactor) fuel plates to be used in the AFIP-7 (ATR Full Size Plate In Center Flux Trap Position) experiments are summarized. Six Zr-clad foils were produced from two LEU-10Mo castings supplied to Los Alamos National Laboratory (LANL) by Y-12 National Security Complex. Details of cleaning and canning procedures are provided. Hot- and cold-rolling results are presented, including rolling schedules, images of foils in-process, metallography and local compositions of regions of interest, and details of final foil dimensions and process yield. The experiment was designed to test two monolithic fuel plates at power and burn-ups which bounded the operating conditions of both ATR and HFIR driver fuel. Both plates contain a solid U-Mo fuel foil with a zirconium diffusion barrier between 6061-aluminum cladding plates bonded by hot isostatic pressing. The experiment was designed with an orifice to restrict the coolant flow in order to obtain prototypic coolant temperature conditions. While these coolant temperatures were obtained, flow restriction resulted in low heat transfer coefficients and the failure of the fuel plates. The results from the post irradiation examinations and some observations of the failure mechanisms are outlined herein.

The blister-threshold temperature is indicative of the ability of fuel to operate at high temperatures for short periods of time (transient conditions) without failure. This method of testing was applied to the newly developed U-Mo monolithic fuel system. Blister annealing studies on the U-Mo monolithic fuel plates began in 2007, with the Reduced Enrichment for Research and Test Reactors (RERTR)-6 experiment, and they have continued as the U-Mo fuel system has evolved through the research and development process. Blister anneal threshold temperatures from early irradiation experiments (RERTR-6 through RERTR-10) ranged from 400 to 500 deg C. These temperatures were projected to be acceptable for NRC-licensed research reactors and the high-power Advanced Test Reactor (ATR) and the High Flux Isotope Reactor (HFIR) based on current safety-analysis reports (SARs). Initial blister testing results from the RERTR-12 experiment capsules X1 and X2 showed a decrease in the blister-threshold temperatures. Blister threshold temperatures from this experiment ranged from 300 to 400 deg C. Selected plates from the AFIP-4 experiment, which was fabricated using a process similar to that used to fabricate the RERTR-12 experiment, also underwent blister testing to determine whether results would be similar. The measured blister-threshold temperatures from the AFIP-4 plates fell within the same blister-threshold temperature range measured in the RERTR-12 plates. Objective: To analyze the clinicopathological spectrum of urothelial carcinoma of urinary bladder. Study Design: Descriptive case series. Place and Duration of Study: Armed Forces Institute of Pathology (AFIP), from 1st January 2012 to 31st October 2013. Patients and methods: All cases of urothelial carcinoma were retrieved from AFIP tumour registry. Age, gender, histological type, grade and variant of tumour was noted. The data was analyzed by using computer software program SPSS version 19. Descriptive statistics and frequencies were calculated for age, gender, histological type, grade and variants. Results: A total of 541 cases of urothelial carcinoma were included in the study. The age at presentation ranged from 22 to 94 years with median age of 63.56 ± 12 years. A number (61%) of the cases were from 6th to 8th decade of life. The gender distribution showed 92.8% of patients (n=502) were males and 7.2 % (n=39) were females with male to female ratio of 12.9: 1. The most common histological type was papillary urothelial carcinoma; present in 493 cases (91.1%) followed by nonpapillary urothelial carcinoma; 48 cases (8.9%). Among papillary urothelial carcinomas, 302 cases (61.3%) were high grade and 191 cases (38.7%) were low grade. Among nonpapillary urothelial carcinomas, all were high grade and variant histology was observed in all cases. The variants included squamoid differentiation which was present in 27 cases (56.3%), nested variant in 8 cases (16.7%). The sarcomatoid, undifferentiated and clear cell variants in 3 cases (6.3%) each, micropapillary variant in 2 cases (4.2%), lymphoepithelial-like and plasmacytoid variant in 1 case (2.1%) each. Conclusion: Urothelial carcinoma is more common in males. Most of the tumours are papillary urothelial carcinomas. Most of them are high grade and pure urothelial carcinomas. A number of histologic variants are also recognized. Among them, squamoid differentiation is the most common variant histology. (author)

Extensive fuel-matrix interactions leading to plate pillowing have proven to be a significant impediment to the development of a suitable high density low-enriched uranium molybdenum alloy (U-Mo) based dispersion fuel for high power applications in research reactors. The addition of silicon to the aluminum matrix was previously demonstrated to reduce interaction layer growth in mini-plate experiments. The AFIP-1 project involved the irradiation, in-canal examination, and post-irradiation examination of two fuel plates. The irradiation of two distinct full size, flat fuel plates (one using an Al-2wt%Si matrix and the other an Al-4043 (∼4.8 wt% Si) matrix) was performed in the INL ATR reactor in 2008-2009. The irradiation conditions were: ∼250 W/cm2 peak Beginning Of Life (BOL) power, with a ∼3.5e21 f/cm3 peak burnup. The plates were successfully irradiated and did not show any pillowing at the end of the irradiation. This paper reports the results and interpretation of the in-canal and post-irradiation non-destructive examinations that were performed on these fuel plates. It further compares additional PIE results obtained on fuel plates irradiated in contemporary campaigns in order to allow a complete comparison with all results obtained under similar conditions. Except for a brief indication of accelerated swelling early in the irradiation of the Al-2Si plate, the fuel swelling is shown to evolve linearly with the fission density through the maximum burnup.

Perhaps the four most popular 'ergonomic' office culprits are: (1) the computer or visual display terminal (VDT); (2) the office chair; (3) the workstation; and (4) other automated equipment such as the facsimile machine, photocopier, etc. Among the ergonomics issues in the office environment are visual fatigue, musculoskeletal disorders, and radiation/electromagnetic (VLF,ELF) field exposure from VDT's. The 2000-2002 AGU officers assumed their leadership roles on July l.On the weekend of May 27-29 the new council members and committee chairmen participated in a leadership conference. The primary focus for this was to set priorities and goals and to exchange information that will help each member of AGU's leadership team contribute effectively throughout his or her term. Participants emphasized the importance of continuing to encourage communication and the need for strengthening ties throughout the world and to address many of the complex problems of interest to us today. Another primary topic was continuing to increase the effectiveness of AGU's electronic communications—both formal electronic publications and informal communication among the leadership and members.
The Idaho National Engineering Laboratory (INEL) Sample Management Office (SMO) was formed as part of the EG ampersand G Idaho Environmental Restoration Program (ERP) in June, 1990. Since then, the SMO has been recognized and sought out by other prime contractors and programs at the INEL. Since December 1991, the DOE-ID Division Directors for the Environmental Restoration Division and Waste Management Division supported the expansion of the INEL ERP SMO into the INEL site wide SMO. The INEL SMO serves as a point of contact for multiple environmental analytical chemistry and laboratory issues (e.g., capacity, capability). The SMO chemists work with project managers during planning to help develop data quality objectives, select appropriate analytical methods, identify special analytical services needs, identify a source for the services, and ensure that requirements for sampling and analysis (e.g., preservations, sample volumes) are clear and technically accurate. The purpose of this process analysis was to analyze the Badge Offices’ current processes from a systems perspective and consider ways of pursuing objectives set forth by SEC-PS, namely increased customer flow (throughput) and reduced customer wait times. Information for the analysis was gathered for the project primarily through Badge Office Subject Matter Experts (SMEs), and in-person observation of prevailing processes. Using the information gathered, a process simulation model was constructed to represent current operations and allow assessment of potential process changes relative to factors mentioned previously. The overall purpose of the analysis was to provide SEC-PS management with information and recommendations to serve as a basis for additional focused study and areas for potential process improvements in the future.
In order to enable Technical Coordination to manage the detector configuration and to be aware of all changes in this configuration, a baseline of the envelopes has been created in April 2001. Fifteen system and multi-system envelope drawings have been approved and baselined. An EDMS file is associated with each approved envelope, which provides a list of the current known unsolved conflicts related to the envelope and a list of remaining drawing inconsistencies to be corrected. The Integrated Budget Office Toolbox (IBOT) combines budgeting, resource allocation, organizational funding, and reporting features in an automated, integrated tool that provides data from a single source for Johnson Space Center (JSC) personnel. Using a common interface, concurrent users can utilize the data without compromising its integrity. IBOT tracks planning changes and updates throughout the year using both phasing and POP-related (program-operating-plan-related) budget information for the current year, and up to six years out. Separating lump-sum funds received from HQ (Headquarters) into separate labor, travel, procurement, Center G&A (general & administrative), and servicepool categories, IBOT creates a script that significantly reduces manual input time. IBOT also manages the movement of travel and procurement funds down to the organizational level and, using its integrated funds management feature, helps better track funding at lower levels. Third-party software is used to create integrated reports in IBOT that can be generated for plans, actuals, funds received, and other combinations of data that are currently maintained in the centralized format. Based on Microsoft SQL, IBOT incorporates generic budget processes, is transportable, and is economical to deploy and support.

The NASA Glenn Office of Equal Opportunity Programs works to provide quality service for all programs and/or to assist the Center in becoming a model workplace. During the summer of 2004, I worked with Deborah Cotleur along with other staff members to create and modify customer satisfaction surveys. This office aims to assist in developing a model workplace by providing functions as a change agent to the center by serving as an advisor to management to ensure equity throughout the Center. In addition, the office serves as a mediator for the Center in addressing issues and concerns. Lastly, the office provides assistance to employees to enable attainment of personal and organizational goals. The Office of Equal Opportunities is a staff office which reports and provides advice to the Center Director and Executive Leadership, implements laws, regulations, and presidential executive orders, and provides center wide leadership and assistance to NASA GRC employees. Some of the major responsibilities of the office include working with the discrimination complaints program, special emphasis programs (advisory groups), management support, monitoring and evaluation, contract compliance, and community outreach. During my internship in this office, my main objective was to create four customer satisfaction surveys based on EO retreats, EO observances, EO advisory boards, and EO mediation/counseling. I created these surveys after conducting research on past events and surveys as well as similar survey research created and conducted by other NASA centers, program for EO Advisory group members, leadership training sessions for supervisors, preventing sexual harassment training sessions, and observance events. Office-based vocal fold injection (VFI), though initially described more than a century ago, has recently reemerged as an attractive alternative to VFI performed during microsuspension laryngoscopy. Multiple office-based approaches exist, including percutaneous, peroral, and transnasal endoscopic approaches. Surgeon preference typically dictates the approach, although patient tolerance or anatomic variations are also key factors. Regardless of the approach or indication, a myriad of technical considerations make preparation and familiarity requisite for optimal patient outcomes. The word frequencies of the speeches of some contemporary politicians have been determined over a decade of office. By fitting Mandelbrot's simple canonical law (a development of Zipf 's law) to the data, the average cybernetic temperature θ was determined for each year of office. Two contrasting cases were examined. The first, that of the British Prime Minister Tony Blair, showed a steady decline of θ punctuated by partial recovery following certain key events such as re-election. The second, that of the Australian Prime Minister John Howard, showed a more uniform temperature. It is suggested that the first case is an example of the phenomenon of fatigue or habituation, inevitable in any complex system rich in equilibrium states, and the partial de-habituation observed is a consequence of a sharp disturbance to the system. Given the relative ease of carrying out the analysis, it could become a routine tool regularly applied to holders of high office to determine their continuing fitness to occupy the office.

This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

The increasing complexity of the dental office environment influences productivity and workflow for dental clinicians. Advances in technology, and with it the range of products needed to provide services, have led to sprawl in operatory setups and the potential for awkward postures for dental clinicians during the delivery of oral health services. Although ergonomics often addresses the prevention of musculoskeletal disorders for specific populations of workers, concepts of workflow and productivity are integral to improved practice in work environments. This article provides suggestions for improving workflow and productivity for dental clinicians. The article applies ergonomic principles to dental practice issues such as equipment and supply management, office design, and workflow management. Implications for improved ergonomic processes and future research are explored. PMID:20448328

The main goal of the economic regulation of network industries is to ensure a balance between the interests of consumers and investors and to encourage providing high-quality goods and services. The task of the regulatory authority is to protect the interests of consumers against monopolistic behaviour of regulated enterprises. At the same time, the regulatory office has to protect the interests of investors by giving them an opportunity to achieve an adequate return on their investments. And last, but not least, the regulatory office has to provide regulated enterprises with appropriate incentives to make them function in an efficient and effective manner and to guarantee the security of delivery of energies and related services. All this creates an efficient regulatory framework that is capable of attracting the required amount and type of investments. The envelopes, which come in packets of ten, each featuring a different aspect of CERN, will be on sale from 6 June onwards. Office chromatography (OC) harnesses the novel combination of miniaturized planar separation science and modern print & media technologies. Interdisciplinary knowledge is the essence: Printing of solutions on powerful miniaturized planar separation materials in combination with image capturing and evaluation tools enables an innovative analytical online system. Site-specific printing as lines or areas on defined sections of the layer comprises important steps like application of samples, feeding of the mobile phase as well as supply of the derivatization reagent. Also printing of bioassays can be combined for effect-directed detections and the homogeneous printing of the ultrathin layer itself, enabling tailor-made gradient-layer or multi-layer plates. OC exploits image-giving miniaturized chromatograms being captured and processed with a flatbed scanner or mini-camera. Thus, miniaturized separation materials are the core of OC. Monolithic, electrospun, nanostructured glancing angle deposition and carbon nanotube-templated microfabricated layers or even pillar arrays or polymer brush coated sub-μm silica particles were demonstrated, showing promising results. Layer thicknesses from 50 μm down to few micrometers were explored. A high-throughput capacity is given through the parallel development of as many as possible tiny-printed samples on the separation material. The migration time was reduced to a few minutes and the calculated analysis time per sample lasted few seconds. Considering a substantially reduced solvent consumption at short run times for parallel analysis of numerous samples at the same time, OC is an appropriate analytical technique for green chemistry. OC facilitates the whole planar separation process to be performed with no other equipment but a combined device of printer and flatbed scanner or mini-camera. At the same time, OC can be expected to become a widespread and economical technique with the user-friendliness of high-end office tools
2007 was a year of progress and challenges for the Office of the Chief Financial Officer (OCFO). I believe that with the addition of a new Controller, the OCFO senior management team is stronger than ever. With the new Controller on board, the senior management team spent two intensive days updating our strategic plan for the next five years ending in 2012, while making sure that we continue to execute on our existing strategic initiatives. In 2007 the Budget Office, teaming with Human Resources, worked diligently with our colleagues on campus to reengineer the Multi-Location Appointment (MLA) process, making it easier for our Principal Investigators (PIs) to work simultaneously between the Laboratory and UC campuses. The hiring of a point-of-contact in Human Resources to administer the program will also make the process flow smoother. In order to increase our financial flexibility, the OCFO worked with the Department of Energy (DOE) to win approval to reduce the burden rates on research and development (R&D) subcontracts and Intra-University Transfers (IUT). The Budget Office also performed a 'return on investment' (ROI) analysis to secure UCRP funding for a much needed vocational rehabilitation counselor. This new counselor now works with employees who are on medical leave to ensure that they can return to work in a more timely fashion, or if not able to return, usher them through the various options available to them. Under the direction of the new Controller, PriceWaterhouse Coopers (PWC) performed their annual audit of the Laboratory's financial data and reported positive results. In partnership with the Financial Policy and Training Office, the Controller's Office also helped to launch self-assessments of some of our financial processes, including timekeeping and resource adjustments. In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010

We introduce a simple model to investigate the underlying dynamics driving movie box office. Without an explicit reliance on time, the box office of movies evolves naturally by movie-movie competition through reviews listed on a centralized recommender system. A simple mean-field approximation is employed which assumes an average interaction between the competing movies, and describes the interesting box office dynamics. Box office hits are found for movies with quality beyond a critical value, leading to booms in gross box office. Such critical value is dependent on the reviewing behaviors, intention of movie goers for new movies, and the quality of the peer competing movies. Finally we compare our analytical results with simulations and real system and obtain qualitative agreements, suggesting the present model in describing the fundamental dynamics of box office.

On May 7-10, 2012, the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Geothermal Technologies Office conducted its annual program peer review in Westminster, CO. Full Text Available Photo-ID is widely used in security settings, despite research showing that viewers find it very difficult to match unfamiliar faces. Here we test participants with specialist experience and training in the task: passport-issuing officers. First, we ask officers to compare photos to live ID-card bearers, and observe high error rates, including 14% false acceptance of 'fraudulent' photos. Second, we compare passport officers with a set of student participants, and find equally poor levels of accuracy in both groups. Finally, we observe that passport officers show no performance advantage over the general population on a standardised face-matching task. Across all tasks, we observe very large individual differences: while average performance of passport staff was poor, some officers performed very accurately--though this was not related to length of experience or training. We propose that improvements in security could be made by emphasising personnel selection.

The renovation work on the Users Office, which began on 29 November, was completed last week. The Office's staff have now returned to their modernised and more spacious premises in Building 61. For four months, the Users' Office was housed in Building 2-R-030 thanks to the LHCb experiment collaboration, which was kind enough to temporarily loan some office space. For 15 years, the team has been helping Users with their administrative tasks. It provides them with all the information necessary on the procedures to be followed after their arrival at CERN as well as on cultural activities in the region. Since the beginning of January, the team is also looking after the Unpaid Associates. CERN hosts 4489 Users from Member States and 1909 from non-Members States, representing over 50 nationalities.

Full Text Available Fluid office documents, as semi-structured data often represented by Extensible Markup Language (XML are important parts of Big Data. These office documents have different formats, and their matching Application Programming Interfaces (APIs depend on developing platform and versions, which causes difficulty in custom development and information retrieval from them. To solve this problem, we have been developing an office document query (ODQ language which provides a uniform method to retrieve content from documents with different formats and versions. ODQ builds common document model ontology to conceal the format details of documents and provides a uniform operation interface to handle office documents with different formats. The results show that ODQ has advantages in format independence, and can facilitate users in developing documents processing systems with good interoperability.

Full Text Available Abstract Background Hospital-based clinicians have been shown to use and attain benefits from online evidence systems. To our knowledge there have been no studies investigating whether and how ambulance officers use online evidence systems if provided. We surveyed ambulance officers to examine their knowledge and use of the Clinical Information Access Program (CIAP, an online evidence system providing 24-hour access to information to support evidence-based practice. Methods A questionnaire was completed by 278 ambulance officers in New South Wales, Australia. Comparisons were made between those who used CIAP and officers who had heard of, but not used CIAP. Results Half the sample (48.6% knew of, and 28.8% had used CIAP. Users were more likely to have heard of CIAP from a CIAP representative/presentation, non-users from written information. Compared to ambulance officers who had heard of but had not used CIAP, users were more likely to report better computer skills and that their supervisors regarded use of CIAP as a legitimate part of ambulance officers' clinical role. The main reasons for non-use were lack of access(49.0% and training(31.4%. Of users, 51.3% rated their skills at finding information as good/very good, 67.5% found the information sought all/most of the time, 87.3% believed CIAP had the potential to improve patient care and 28.2% had directly experienced this. Most access to CIAP occurred at home. The databases frequently accessed were MIMS (A medicines information database (73.8% and MEDLINE(67.5%. The major journals accessed were Journal of Emergency Nursing(37.5%, American Journal of Medicine(30.0% and JAMA(27.5%. Conclusion Over half of ambulance officers had not heard of CIAP. The proportion who knew about and used CIAP was also low. The Office of Energy Research sponsors long-term research in certain fundamental areas and in technical areas associated with energy resources, production, use, and resulting health and environmental effects. This document describes these activities, including recent accomplishments, types of facilities, and gives some impacts on energy, science, and scientific manpower development. The document is intended to respond to the many requests from diverse communities --- such as government, education, and public and private research --- for a summary of the types of research sponsored by the Department of Energy's Office of Energy Research. This is important since the Office relies to a considerable extent on unsolicited proposals from capable university and industrial groups, self-motivated interested individuals, and organizations that may wish to use the Department's extensive facilities and resources. The Office of the US Nuclear Waste Negotiator was created as an independent federal agency by the US Congress pursuant to the 1987 amendments to the Nuclear Waste Policy Act of 1982. Full Text Available Background: House officers training has always been regarded as a highly stressful environment to doctors. The objectives of our study were to assess perceived stress and sources of stress among house officers. Materials and Methods: A cross-sectional questionnaire-based survey was carried out among house officers working in Civil Hospital, Karachi, Pakistan, and Jinnah Postgraduate Medical Centre, Karachi, Pakistan, during November and December, 2013. Perceived stress was assessed using perceived stress scale. A 15-item questionnaire was used to assess sources of stress and was graded by Likert scale (1 = very low, 5 = very high. To calculate the difference of mean for stressors by gender of house officers, t-test with 95% confidence interval was used. Results: The overall response rate was 81.5% (269 out of 330. One hundred twenty-nine (47.9% were found to be under stress of whom 32 (24.8% were males and 97 (75.2% were females. Top five stressors reported by house officers were night calls, workload, time pressure, working alone, and coping with diagnostic uncertainty. Significant differences for stressors by gender were found for night calls (P < 0.05, unrealistically high expectation by others (P < 0.05, financial issues (P < 0.05, and lack of senior support (P < 0.05. Conclusion: Majority of house officers working in Civil Hospital, Karachi, and Jinnah Postgraduate Medical Centre, Karachi, were under high level of stress. Therefore, immediate steps should be taken for control of stress and its management.

Graft failure continues to be a problem for surgery of the perforated eardrum. We present our experience of six cases managed using commercially available superglue (cyanoacrylate) for myringoplasty. This method is simple, office based, less time consuming and cost effective. An insulin syringe was used to deliver the glue after a temporalis fascia graft was tucked under the edges of the perforation.

To maximize office productivity, dentists should focus on performing tasks that only they can perform and not spend office hours performing tasks that can be delegated to non-dentist personnel. An important element of maximizing productivity is to arrange the schedule so that multiple patients are seated simultaneously in different operatories. Doing so allows the dentist to work on one patient in one operatory without needing to wait for local anesthetic to take effect on another patient in another operatory, or for assistants to perform tasks (such as cleaning up, taking radiographs, performing prophylaxis, or transporting and preparing equipment and supplies) in other operatories. Another way to improve productivity is to structure procedures so that fewer steps are needed to set up and implement them. In addition, during procedures, four-handed dental passing methods can be used to provide the dentist with supplies or equipment when needed. Deception detection research has shown that police officers are less truth-biased and make their veracity judgments with greater confidence than do nonofficers. Here we examined nonofficers, novice officers, and experienced officers' response bias, confidence, and generalized communicative suspicion. In Experiment 1, novice officers aligned with nonofficers in terms of both generalized communicative suspicion scores and confidence, with both these groups scoring lower than experienced officers. Generalized communicative suspicion scores and veracity judgments were not significantly related for either sample. However, novice officers aligned with experienced officers in terms of judgments: both police groups were lie-biased, whereas nonofficers were truth-biased. These findings suggest that unlike experienced officers, who have embraced the police culture to a greater degree, novice officers are not dispositionally suspicious (generalized communicative suspicion); however, they are able to mirror the prototypical police behavior (deception judgments) in police-related contexts. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. Full Text Available Increased competition for research funding has led to growth in proposal submissions and lower funding-success rates. An agent-based model of the funding cycle, accounting for variations in program officer and reviewer behaviors, for a range of funding rates, is used to assess the efficiency of different proposal-submission strategies. Program officers who use more reviewers and require consensus can improve the chances of scientists submitting fewer proposals. Selfish or negligent reviewers reduce the effectiveness of submitting more proposals, but have less influence as available funding declines. Policies designed to decrease proposal submissions reduce reviewer workload, but can lower the quality of funded proposals. When available funding falls below 10-15% in this model, the most effective strategy for scientists to maintain funding is to submit many proposals.

This paper presents the results of 11 after-hours walk-throughs of offices in the San Francisco CA and Washington D.C. areas. The primary purpose of these walk-throughs was to collect data on turn-off rates for various types of office equipment (computers, monitors, printers, fax machines, copiers, and multifunction products). Each piece of equipment observed was recorded and its power status noted (e.g. on, off, low power). Whenever possible, we also recorded whether power management was enabled on the equipment. The floor area audited was recorded as well, which allowed us to calculate equipment densities. We found that only 44 percent of computers, 32 percent of monitors, and 25 percent of printers were turned off at night. Based on our observations we estimate success rates of 56 percent for monitor power management and 96 percent for enabling of power management on printers.

In much the same way that the automobile industry develops new technologies in racing cars and then brings them to a broader market for commercial and consumer vehicles, CIE Division 8 is trying to spread color management from the graphic arts market into the broader office and home markets. In both areas, the professional environment is characterized by highly motivated, highly trained practitioners who see their activity as an end in itself and have access to expensive technology, state of the art measurement and calibration equipment, and an environment that, if not as sedate as a research laboratory, is controlled and well-understood. In contrast, the broader market features users who have relatively little training at the imaging tasks and see them as a means to an end, which is where their real attention is focused. These users have mass-market equipment and little or no equipment for measurement and calibration. They use their tools (cars or imaging equipment) in a variety of environments under highly unpredictable conditions. The challenge to the automobile and imaging engineering communities is to design practical solutions to work in these real world environments that are less demanding in terms of strict performance, but more demanding in terms of flexibility and robustness. In the graphic arts, we have standards that tell us how to perform comparisons between printed images (hardcopy) and images displayed on a screen (softcopy). The users are told to use sequential binocular comparisons using memory matching, where they first adapt completely to one viewing condition, study one image, and then adapt to the other viewing condition and compare the second image against their memory of the first. This provides a nicely controlled environment where the observer's state of adaptation is easy to calculate. A comparison of Japanese and Swiss studies on keyboard operators in office work shows that objective and subjective symptoms of injuries in muscles and tendons of te cervicobrachial region are frequent in both countries. It is possible to demonstrate a clear relation between workplace dimensions, postures and impairments. Summary Introduction The emerging operational role of the “Chief Clinical Informatics Officer” (CCIO) remains heterogeneous with individuals deriving from a variety of clinical settings and backgrounds. The CCIO is defined in title, responsibility, and scope of practice by local organizations. The term encompasses the more commonly used Chief Medical Informatics Officer (CMIO) and Chief Nursing Informatics Officer (CNIO) as well as the rarely used Chief Pharmacy Informatics Officer (CPIO) and Chief Dental Informatics Officer (CDIO). Background The American Medical Informatics Association (AMIA) identified a need to better delineate the knowledge, education, skillsets, and operational scope of the CCIO in an attempt to address the challenges surrounding the professional development and the hiring processes of CCIOs. Discussion An AMIA task force developed knowledge, education, and operational skillset recommendations for CCIOs focusing on the common core aspect and describing individual differences based on Clinical Informatics focus. The task force concluded that while the role of the CCIO currently is diverse, a growing body of Clinical Informatics and increasing certification efforts are resulting in increased homogeneity. The task force advised that 1.) To achieve a predictable and desirable skillset, the CCIO must complete clearly defined and specified Clinical Informatics education and training. 2.) Future education and training must reflect the changing body of knowledge and must be guided by changing day-to-day informatics challenges. Conclusion A better defined and specified education and skillset for all CCIO positions will motivate the CCIO workforce and empower them to perform the job of a 21st century CCIO. Walter Massey, Director of the National Science Foundation, announced on January 13 that he has elevated the status of the Division of Polar Programs (DPP). It is now the Office of Polar Programs and, organizationally, part of the Office of the Director. Effective immediately, the newly created office began reporting to NSF's deputy director. Massey is also reactivating the Board's Committee on Polar Programs to provide NSF with continuing policy guidance and advice.In announcing the program's move, Massey said that NSF's Antarctic and Arctic activities have grown increasingly prominent in recent years as international attention has focused on research programs, environmental concerns, law enforcement, and other issues in both polar regions. “With the increased responsibility we have been given [in the polar regions] comes increased accountability,” Massey said. “I believe that heightening the stewardship for polar programs is an important way to help ensure that we meet the expectations and needs of the polar research communities and others,” he added.

Full Text Available Background: Chronic fatigue is a problem affecting a still growing number of people. Among them there are representatives of different professions who are forced to cope not only with occupational stress, but also with the problem of fatigue. The police is one of such occupational groups, in which exposure to stressful and often traumatic situations, contact with those who violate the law, shift work and contact with superiors can play a key role in the development of chronic fatigue. However, chronic fatigue, induced by the above mentioned factors, does not affect all police officers since its occurrence also depends on many personal traits, including temperament. Material and methods: We studied a group of 61 police officers of the Kuyavian-Pomeranian garrison. The study was conducted using the Buss and Plomin EAS (emotionality, activity, sociability Temperament Questionnaire, CIS-20R (community, innovation, survey Questionnaire, developed by Vercoulen et al. and a questionnaire on socio-demographic data. Results: The results indicated the relationship between chronic fatigue and emotionality. Statistical analyses showed a negative correlation between the nature of emotional components, distress, fear, anger, and the general rate of chronic fatigue. There was no statistically significant correlation between age, and service experience and the level of chronic fatigue. Conclusions: The results indicate that the officers of the study group show dramatically high levels of chronic fatigue. The results also revealed that temperament characteristics, such as sociability and activity, reported in the literature as factors reducing fatigue and stress, did not show relevance to chronic fatigue in the study group. Full Text Available The 'history from below' entered the common phraseology of historians from 1966 onwards. Edward Thomson and Eic Hobsbawn in their expositions on the 'history from below' indicated the need to reconstruct the 'mental order of the lower orders' and reconstruct the 'culture of those subordinate classes' which will in fact help to establish their identity. In Deccan Region or South India, the Vijayanagar Empire attained its grandeur through the sound local administration. The local administration was headed at various stages by various people in Rajyams or Provinces. In Tamil Country, a few Rajayams functioned well and these Rajayams had maintained a uniform system of administration. The local judicial officers were the custodians of the existing law, usages, conventions, and practices. They were not assigned a separate identity with a particular function. They not only did judicial business and other administrative works. Collective works were shouldered by them .At the same time they carried out judicial works with clear conviction and sincerity. They tried the cases properly and conducted many tests to find out the real culprits. Many inscriptions of the different regions in Tamil Country testify the various function of the local Judicial Officers. It was an acknowledged fact that even the Central and Provincial Governments could not intervene in the realms of the local Judicial Officers. Even though they were government officials, they were not Government paid servants. They were assigned with income from the land sources. Full Text Available Current office buildings are becoming more and more energy efficient. In particular the importance of heating is decreasing, but the share of electricity use is increasing. When the CO2 equivalent emissions are considered, the CO2 emissions from embodied energy make up an important share of the total, indicating that the building materials have a high importance which is often ignored when only the energy efficiency of running the building is considered. This paper studies a new office building in design phase and offers different alternatives to influence building energy consumption, CO2 equivalent emissions from embodied energy from building materials and CO2 equivalent emissions from energy use and how their relationships should be treated. In addition this paper studies how we should weight the primary energy use and the CO2 equivalent emissions of different design options. The results showed that the reduction of energy use reduces both the primary energy use and CO2 equivalent emissions. Especially the reduction of electricity use has a high importance for both primary energy use and CO2 emissions when fossil fuels are used. The lowest CO2 equivalent emissions were achieved when bio-based, renewable energies or nuclear power was used to supply energy for the office building. Evidently then the share of CO2 equivalent emissions from the embodied energy of building materials and products became the dominant source of CO2 equivalent emissions. The lowest primary energy was achieved when bio-based local heating or renewable energies, in addition to district cooling, were used. The highest primary energy was for the nuclear power option.

Full Text Available Starting from the data of a field research conducted among soldiers with asymmetric warfare experiences from nine different countries, the author seeks to identify and shed light on the various problems that officers with command responsibilities had to face during their missions. A picture emerges of feelings and experiences relating to their first impression upon arriving in the theatre, relations with local armed forces, relations with the local population and local authorities, relations with NGOs, relations with other armies, the impact of the rules of engagement (ROEs, training and education, and operational experiences. Indoor temperature is one of the fundamental characteristics of the indoor environment. It can be controlled with a degree of accuracy dependent on the building and its HVAC system. The indoor temperature affects several human responses, including thermal comfort, perceived air quality, sick building syndrome symptoms and performance at work. In this study, we focused on the effects of temperature on performance at office work. We included those studies that had used objective indicators of performance that are likely to be relevant in office type work, such as text processing, simple calculations (addition, multiplication), length of telephone customer service time, and total handling time per customer for call-center workers. We excluded data from studies of industrial work performance. We calculated from all studies the percentage of performance change per degree increase in temperature, and statistically analyzed measured work performance with temperature. The results show that performance increases with temperature up to 21-22 C, and decreases with temperature above 23-24 C. The highest productivity is at temperature of around 22 C. For example, at the temperature of 30 C, the performance is only 91.1% of the maximum i.e. the reduction in performance is 8.9%.

Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Full Text Available Electrochromic (EC glazing is now considered a viable alternative to fixed transmittance glazing. It has the potential to enable occupants to control daylight glare and solar heat gain without the use of blinds or external shading devices, giving users more access to daylight with all its inherent benefits. Furthermore, EC glazing can reduce energy consumption by decreasing cooling loads and electric lighting usage. Most research to date has studied the effects of EC glazing in scale models, computer simulations and full scale test rooms, and some of these studies have included human participants. However, there is a general lack of understanding regarding the performance and suitability of EC glazing in real-world working environments. A case study of the first UK retrofit application of EC glazing is being conducted in two adjacent offices in a university campus building. The offices are occupied by administration staff and have large southeastfacing windows. The existing double glazed units were replaced with commercially-available EC glazed units in 2012. Over a period of more than 18 months, the rooms were monitored intensively to record the effect of the EC glazing on both the physical room environment and the occupants themselves. A large amount of data from the monitoring programme is currently undergoing detailed analysis. Initial findings emerging from the installation and post-installation period are described in this paper.
The purpose of this research has been to support the energy technology development programs by providing insight into fundamental science and associated phenomena and developing new or advanced concepts and techniques. Today, this responsibility rests with the Office of Energy Research (ER), DOE, whose present programs have their origins in pioneering energy-related research which was initiated nearly 40 years ago. The Director, Office of Energy Research, also acts as the chief scientist and scientific advisor to the Secretary of Energy for the entire spectrum of energy research and development (R and D) programs of the Department. ER programs include several thousand individual projects and hundreds of laboratories, universities, and other research facilities throughout the United States. The correctional goal in South Korea has recently changed from the straightforward punishment of inmates to rehabilitation. Currently, emphases are being placed on education, counseling, and other treatment programs. These changes have consequently begun to also change the corrections officers' roles from a purely custodial role to a human service role, in which officers are expected to manage rehabilitation and treatment programs. Despite these changes, few studies have examined the attitudes of corrections officers toward rehabilitation programming. This is an important dimension to examine in rehabilitation programming, as corrections officers play a major role in the delivery of institutional programs. This study examines the attitudes of South Korean corrections officers toward rehabilitation programs. Approximately 430 corrections officers were sampled. Results show that correctional attitudes are largely influenced by not only officers' own motivations for joining corrections but also by institutional factors such as job stress. The IAEA’s mandate to “foster the exchange of scientific and technical information on peaceful uses of atomic energy”, as stated in Article III, paragraph A.3 of the Statute of the Agency, and in Article VIII, paragraph C that the “Agency …shall take positive steps to encourage the exchange among its members of information relating to the nature and peaceful uses of atomic energy and shall serve as an intermediary among its members for this purpose” , was the catalyst in the 1960’s for the Agency’s undertaking to provide a comprehensive computerized system for the retrieval and storage of information related to the peaceful uses of nuclear science and technology. The establishment of an International Nuclear Information System, a decentralized information system to foster the exchange of nuclear information, began to take concrete shape in 1966 with the formation, at the direction of the IAEA’s Director General, Dr. Eklund, of a Working Group on International Nuclear Information System (INIS). The vision was to centralize the processing of the information, as well as the output products, while decentralizing the selection, scanning, cataloguing, indexing and abstracts of the information, which would be done by participating Member States and international organizations. Each country would provide bibliographic input for literature produced within their geographic territories. Following the approval of INIS by the IAEA’s Board of Governors in 1969 and at the invitation of the IAEA’s Director General, Member States (MS) were invited to designate a national INIS Liaison Officer (ILO) to act as the official contact for the INIS Secretariat, which would be located at IAEA Headquarters in Vienna. The Member States were encouraged to submit input to the system by April 1970. Thus began many years of fruitful partnership and cooperation between INIS and its Members. The U.S. Support Program to IAEA Safeguards (USSP) has funded more than 25 Junior Professional Officer (JPO) positions in the IAEA Department of Safeguards since 2005. JPOs are college graduates with zero to two years’ work experience who work alongside experienced IAEA staff members for one to two years and assist with basic, yet essential work while obtaining valuable experience. They contribute to equipment development, testing, integration, open source information collection and analysis, and software and database development. This paper will study the trends in career progression for the JPOs who have completed assignments with the IAEA in the Department of Safeguards. Brookhaven National Laboratory, in its role in managing the USSP, has compiled information that can be analyzed for this purpose.

Some reasons, why the MET Standards for Electro-Technical had to be developed and implemented are shortly analyzed and described. A legislative way towards and a short description of the minimum standards competence for ETO are presented. Next, new tools supporting ETO’s standards implementation are appointed. OPHSA using the principles of total quality management and integrated teams will evaluate, compare, and modify preventive services delivery guidelines to preserve the fighting force by preventing illness and injuries in military populations. OPHSA will evaluate and formulate health care delivery guidelines to improve health care access and delivery to military patient populations. OPHSA will develop data to determine the health status and health needs to beneficiary populations so medical managers can deliver medical care in the most cost effective manner. OPHSA is located at Brooks Air Force Base in San Antonio, Texas. OPHSA will have thirty seven active duty military, civil service, and contract employees and should be fully functional by the end of 1995.
DOE's Office of Technology Development manages an aggressive national program for applied research, development, demonstration, testing, and evaluation. It is essential as Facilities Management Manager to understand the effects of the workspace design satisfactions on the generational of office employee and to improve the office working spaces. This research is focused only for government offices building in Selangor which consisted of ten (10 departments. This study aims to investigate the office workspace configuration that has been implemented in government offices as this influence the satisfaction of the employee and the organisation as a whole a long with creating better office workspace in reaching suitable office workspace. The study is a cross-sectional survey that used self-administered structured questionnaire to the target population of employees. Out of the one hundred and ninety (190 questionnaire administered, one hundred and eighty six (186 questionnaire were obtained constituting 98% for analysis. Data are sparse regarding the impact of psychosocial work stress on the health and well-being of aging workers, even for employees working in high-stress occupations, such as law enforcement. To improve our understanding of this issue in older workers, we assessed and characterized work stress, coping strategies, and stress-related health outcomes in a sample of police officers aged 50 years and older (n = 105). The most important risk factors associated with officers' perceived work stress were maladaptive coping behaviors (e.g., excessive drinking or problem gambling) (odds ratio [OR], 4.95; 95% confidence interval [CI], 2.11 to 11.6) and exposure to critical incidents (e.g., shootings) (OR, 3.84; 95% CI, 1.71 to 8.65). In turn, perceived work stress was significantly associated with anxiety (OR, 6.84; 95% CI, 2.81 to 16.65), depression (OR, 9.27; 95% CI, 3.81 to 22.54), somatization (OR, 5.74; 95% CI, 2.47 to 13.33), posttraumatic stress symptoms (OR, 2.89; 95% CI, 1.29 to 6.47), symptoms of "burnout" (OR, 5.93; 95% CI, 2.54 to 13.86), chronic back pain (OR, = 3.55; 95% CI, 1.57 to 8.06), alcohol abuse (OR, 3.24; 95% CI, 1.45 to 7.22), and inappropriately aggressive behavior (OR, 4.00; 95% CI, 1.34 to 11.88). These data suggest that older workers in high-stress jobs may be at increased risk for work stress-related health problems, especially if they rely on risky health behaviors to cope with stress. Given the size of the rapidly aging US workforce and the likelihood that many are employed in high-stress jobs, interventions are urgently needed to address this emerging public health issue. Relocation from a cool to a hot climate is a frequent occurrence in military service. Acclimatization requires time and exposure to heat. Nonacclimatized individuals frequently consume inadequate fluid leading to hypohydration, which can quickly result in dehydration with increased risk of heat illness/injury. This descriptive cross-sectional study assessed the hydration status of 196 officers attending the US Army Medical Department's Officer Basic Course (67%) or Captain's Career Course (33%) in San Antonio, Texas, prior to taking the Army Physical Fitness Test (APFT). Consenting Soldiers provided a first morning void urine sample and demographic survey (age, rank, sex, previous geographic location, etc) prior to the APFT. Height, weight, and APFT event scores were collected from a subject-coded, APFT scorecard without personal information data. Binary logistic regression was performed to identify variables that contribute to predicting hypohydration status. The sample population was 54% male, a mean age of 30 years, 5.2 years of military service, and a mean body mass index of 25 kg/m². Nearly one-third met the criteria for hypohydration (≥1.02 urine specific gravity). Soldiers who relocated from a cool environment within 9 days of taking the APFT had 2.1 higher odds of being hypohydrated compared with individuals who had resided in a hot environment for more than 9 days. Women had a 0.5 lower odds of being hypohydrated as compared to males. Significantly more Soldiers were hypohydrated on Monday compared to those tested on Tuesday (33% vs 16%, P=.004). Given these findings, the authors provided 5 recommendations to reduce the number of Soldiers exercising in a hypohydrated state. PMID:26874093

Research about the attitudes and beliefs of correctional officers has historically been conducted in prison facilities while ignoring jail settings. This study contributes to our understanding of correctional officers by examining the perceptions of those who work in jails, specifically measuring professional orientations about counseling roles, punitiveness, corruption of authority by inmates, and social distance from inmates. The study also examines whether officers are accurate in estimating these same perceptions of their peers, a line of inquiry that has been relatively ignored. Findings indicate that the sample was concerned about various aspects of their job and the management of inmates. Specifically, officers were uncertain about adopting counseling roles, were somewhat punitive, and were concerned both with maintaining social distance from inmates and with an inmate's ability to corrupt their authority. Officers also misperceived the professional orientation of their fellow officers and assumed their peer group to be less progressive than they actually were. PMID:23422025

The aim of this study was to evaluate the content of local tourism office websites in Turkey. To do this, 22 website specifications was identified and 81 Turkish local tourism offices’ websites were evaluated according to these specifications. It was found at the study that the office websites do not have enough content for the tourists and the majority of office websites also do not have foreign language option for international visitors.

An underlying tension has existed throughout the history of NASA between the human spaceflight programs and the external scientific constituencies of the robotic exploration programs. The large human space projects have been perceived as squandering resources that might otherwise be utilized for scientific discoveries. In particular, the history of the relationship of science to the International Space Station Program has not been a happy one. The leadership of the Constellation Program Office, created in NASA in October, 2005, asked me to serve on the Program Manager s staff as a liaison to the science community. Through the creation of my position, the Program Manager wanted to communicate and elucidate decisions inside the program to the scientific community and, conversely, ensure that the community had a voice at the highest levels within the program. Almost all of my technical contributions at NASA, dating back to the Apollo Program, has been within the auspices of what is now known as the Science Mission Directorate. However, working at the Johnson Space Center, where human spaceflight is the principal activity, has given me a good deal of incidental contact and some more direct exposure through management positions to the structures and culture of human spaceflight programs. I entered the Constellation family somewhat naive but not uninformed. In addition to my background in NASA science, I have also written extensively over the past 25 years on the topic of human exploration of the Moon and Mars. (See, for example, Mendell, 1985). I have found that my scientific colleagues generally have little understanding of the structure and processes of a NASA program office; and many of them do not recognize the name, Constellation. Willelm Roentgen discovered X-rays in 1895 while the discovery of radioactivity was in 1896 by Henry Becqueral. The first successful use of X-rays to cure cancer was in 1899. The International Commission of Radiological Protection (ICRP) was established based on prevention of harmful radiation effects. The dose limits for deeper tissue of 1 cm and a shallow tissue of 0.007 cm were 300 and 600 mrems per week respectively. A deep dose of 5 mrems per year was recommended in ICRP publication 2 in 1959. In ICRP 26, recognized cancer as the main effect to be avoided and recommended a maximum effective dose of 50 mSv (5000 mrems) in a year. This led to the introduction of the concept of effective dose, which reconsiders the probability of stochastic effects from non-uniform irradiation. ICRP 60 issued in 1990 recommended the limit on effective dose equivalent for occupational exposure of 20mSv (2000 Mrems) average over a 5 year period (100 mSv, or 10 000 mrems in 5 Years), with a limit of 50 mSv (5000 mrems) in any single year. In 1956, International Atomic Energy Agency (IAEA) was established to promote the peaceful uses of nuclear energy. It recommends basic safety standards. IAEA is empowered to provide for the application if safety for protection against radiation. The appearance of ICRP 60 in 1990 led to the IAEA, in 1995, to publish a 3. edition of the basic Safety standards for protection against ionizing radiation and for the safety of radiation sources. Floor dust from Danish offices was collected and analyzed. The dust was to be used in an exposure experiment. The dust was analyzed to show the composition of the dust which can be a source of airborne dust indoors. About 11 kg of dust from vacuum cleaner bags from seven Danish office buildings with about 1047 occupants (12 751 m 2) was processed according to a standardized procedure yielding 5.5 kg of processed bulk dust. The bulk dust contained 130.000-160.000 CFU g -1 microorganisms and 71.000-90.000 CFU g -1 microfungi. The content of culturable microfungi was 65-123 CFU 30 g -1 dust. The content of endotoxins ranged from 5.06-7.24 EU g -1 (1.45 ng g -1 to 1.01 ng g -1). Allergens (ng g -1) were from 147-159 (Mite), 395-746 (dog) and 103-330 (cat). The macro molecular organic compounds (the MOD-content) varied from 7.8-9.8 mg g -1. The threshold of release of histamine from basophil leukocytes provoked by the bulk dust was between 0.3 and 1.0 mg ml -1. The water content was 2% (WGT) and the organic fraction 33%. 6.5-5.9% (dry) was water soluble. The fiber content was less than 0.2-1.5% (WGT) and the desorbable VOCs was 176-319 μg g -1. Most of the VOC were aldehydes. However, softeners for plastic (DBP and DEHP) were present. The chemical composition includes human and animal skin fragments, paper fibers, glass wool, wood and textilefibers and inorganic and metal particles. The sizes ranged from 0.001-1 mm and the average specific density was 1.0 g m -3. The bulk dust was resuspended and injected into an exposure chamber. The airborne dust was sampled and analyzed to illustrate the exposures that can result from sedimented dirt and dust. The airborne dust resulting from the bulk dust reached concentrations ranging from 0.26-0.75 mg m -3 in average contained 300-170 CFU m -3. The mission of the Office of Integrated Assessments and Policy Analysis (OIAPA) is to examine current and future policies related to the development and use of energy technologies. The principal ongoing research activity to date has focused on the impacts of several energy sources, including coal, oil shale, solar, and geothermal, from the standpoint of the Resource Conservation and Recovery Act. An additional project has recently been initiated on an evaluation of impacts associated with the implementation of the Toxic Substances Control Act. The impacts of the Resource Conservation and Recovery Act and the Toxic Substances Control Act on energy supply constitute the principal research focus of OIAPA for the near term. From these studies a research approach will be developed to identify certain common elements in the regulatory evaluation cycle as a means of evaluating subsequent environmental, health, and socioeconomic impact. It is planned that an integrated assessment team examine studies completed or underway on the following aspects of major regulations: health, risk assessment, testing protocols, environment control cost/benefits, institutional structures, and facility siting. This examination would assess the methodologies used, determine the general applicability of such studies, and present in a logical form information that appears to have broad general application. Full Text Available Objective – The purpose of this study was to analyze the data from a referencestatistics-gathering mechanism at Colorado State University (CSU Libraries. It aimedprimarily to better understand patron behaviours, particularly in an academic librarywith no reference desk.Methods – The researchers examined data from 2007 to 2010 of College LiaisonLibrarians’ consultations with patrons. Data were analyzed by various criteria,including patron type, contact method, and time spent with the patron. Theinformation was examined in the aggregate, meaning all librarians combined, andthen specifically from the Liberal Arts and Business subject areas.Results – The researchers found that the number of librarian reference consultationsis substantial. Referrals to librarians from CSU’s Morgan Library’s one public servicedesk have declined over time. The researchers also found that graduate students arethe primary patrons and email is the preferred contact method overall.Conclusion – The researchers found that interactions with patrons in librarians’ offices – either in person or virtually – remain substantial even without a traditional reference desk. The data suggest that librarians’ efforts at marketing themselves to departments, colleges, and patrons have been successful. This study will be of value to reference, subject specialist, and public service librarians, and library administrators as they consider ways to quantify their work, not only for administrative purposes, but in order to follow trends and provide services and staffing accordingly.

This first edition of the Martin Marietta Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems GWPO for fiscal year (FY) 1993. This introductory section describes the GWPO's staffing, organization, and funding sources. The GWPO is responsible for coordination and oversight for all components of the groundwater program at the three Oak Ridge facilities [ORNL, the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], and the PGDP and PORTS, respectively. Several years ago, Energy systems senior management recognized that the manner in which groundwater activities were conducted at the five facilities could result in unnecessary duplication of effort, inadequate technical input to decisions related to groundwater issues, and could create a perception within the regulatory agencies of a confusing and inconsistent approach to groundwater issues at the different facilities. Extensive interactions among management from Environmental Compliance, Environmental Restoration (ER), Environmental Sciences Division, Environmental Safety and Health, and the five facilities ultimately led to development of a net technical umbrella organization for groundwater. On April 25, 1991, the GWPO was authorized to be set up within ORNL thereby establishing a central coordinating office that would develop a consistent technical and administrative direction for the groundwater programs of all facilities and result in compliance with all relevant U.S. Environmental Protection Agency (EPA) regulations such as RCRA and Comprehensive Environmental Restoration, Compensation and Liability Act (CERCLA) as well as U.S. Department of Energy (DOE) regulations and orders. Although we hear more about violence committed by the police, violence against police officers is also a major problem in the United States. Using data collected from the Orlando, Florida Police Department files, this study examines situational variables, offender characteristics, and officer demographics that may correlate with violence directed at law enforcement officers. Logistic regression results indicate that battery against one or more police officers is significantly more likely when multiple officers are involved, when offenders are women, when offenders are larger than average as measured by body mass index (BMI), and when offenders are known to have recently consumed alcohol. We close with a discussion of policy implications and directions for future research. PMID:24672993
On 15 December 2005, the European Medicines Agency (EMEA) launched an "SME Office" to provide financial and administrative assistance to micro-, small- and medium-sized enterprises (SMEs), with the aim of promoting innovation and the development of new human and veterinary medicinal products by SMEs. According to current EU definition of an SME, companies with fewer than 250 employees, and an annual turnover of not more than 50 million euro or an annual balance sheet total of not more than 43 million euro, are eligible for assistance from the SME Office. Incentives available from the EMEA for SMEs, include: Administrative and procedural assistance from SME Office within the Agency; Fee reductions (90%) for scientific advice and inspections; Fee exemptions for certain administrative services (excluding parallel distribution); Deferral of the fee payable for an application for marketing authorisation or related inspection until after the grant of the marketing authorisation; Conditional fee exemption where scientific advice followed and marketing application is unsuccessful; Assistance with translations of the product information documents. At the end of May 2009, more than 380 companies from 21 countries across the European Economic Area (EEA) had SME status assigned by the EMEA. The large majority of companies are developing medicinal products for human use, 16 are veterinary companies, 15 companies are developing products for both human and veterinary use and 38 are regulatory consultants. Since the SME initiative started the Agency has processed more than 130 requests for scientific advice with fee reductions totalling of 6.9 million euro. Regulatory assistance has been provided to more than 170 companies and 12 companies have benefited from the SME translation service. Plug and process loads (PPLs) in commercial buildings account for almost 5% of U.S. primary energy consumption. Minimizing these loads is a primary challenge in the design and operation of an energy-efficient building. PPLs are not related to general lighting, heating, ventilation, cooling, and water heating, and typically do not provide comfort to the occupants. They use an increasingly large fraction of the building energy use pie because the number and variety of electrical devices have increased along with building system efficiency. Reducing PPLs is difficult because energy efficiency opportunities and the equipment needed to address PPL energy use in office spaces are poorly understood.
The Office Automation Pilot (OAP) Graphics Database system offers the IBM PC user assistance in producing a wide variety of graphs and charts. OAP uses a convenient database system, called a chartbase, for creating and maintaining data associated with the charts, and twelve different graphics packages are available to the OAP user. Each of the graphics capabilities is accessed in a similar manner. The user chooses creation, revision, or chartbase/slide show maintenance options from an initial menu. The user may then enter or modify data displayed on a graphic chart. The cursor moves through the chart in a "circular" fashion to facilitate data entries and changes. Various "help" functions and on-screen instructions are available to aid the user. The user data is used to generate the graphics portion of the chart. Completed charts may be displayed in monotone or color, printed, plotted, or stored in the chartbase on the IBM PC. Once completed, the charts may be put in a vector format and plotted for color viewgraphs. The twelve graphics capabilities are divided into three groups: Forms, Structured Charts, and Block Diagrams. There are eight Forms available: 1) Bar/Line Charts, 2) Pie Charts, 3) Milestone Charts, 4) Resources Charts, 5) Earned Value Analysis Charts, 6) Progress/Effort Charts, 7) Travel/Training Charts, and 8) Trend Analysis Charts. There are three Structured Charts available: 1) Bullet Charts, 2) Organization Charts, and 3) Work Breakdown Structure (WBS) Charts. The Block Diagram available is an N x N Chart. Each graphics capability supports a chartbase. The OAP graphics database system provides the IBM PC user with an effective means of managing data which is best interpreted as a graphic display. The OAP graphics database system is written in IBM PASCAL 2.0 and assembler for interactive execution on an IBM PC or XT with at least 384K of memory, and a color graphics adapter and monitor. The goal of the Environmental Protection Agency's (EPA) Office of Radiation and Indoor Air is to protect the public and the environment from exposures to radiation and indoor air pollutants. The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA's regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution. The Office is EPA's lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality. This research study aims to identify the key stresses encountered by police officers in Lithuania in 2003. A questionnaire was distributed to officers working in police departments throughout Lithuania. The 2003 results were a compared with a similar study carried out among male and female police officers in Lithuania 1999. The stressors determined to have the greatest negative effects were administrative problems, family problems, and an ineffective criminal justice system. Identified consequences of police stress included depression, alcoholism, physical illness, and suicide. Dealing with stressful situations led to more frequent physical illness in female police officers and higher alcohol consumption in male police officers. This paper confirms the findings of previous studies. It adds to the knowledge of the unique stresses affecting police officers. It briefly explores the consequences of stress in police work. Since the study represents a small sample of the 15,000 police officers in Lithuania, caution is urged in the application of the findings to other police departments. PMID:20524505

While recent research has provided valuable information as to the composition of laser printer particles, their formation mechanisms, and explained why some printers are emitters while others are low emitters, questions relating to the potential exposure of office workers remained unanswered. In particular, (i) what impact does the operation of laser printers have on the background particle number concentration (PNC) of an office environment over the duration of a typical working day? (ii) What is the airborne particle exposure to office workers in the vicinity of laser printers? (iii) What influence does the office ventilation have upon the transport and concentration of particles? (iv) Is there a need to control the generation of, and/or transport of particles arising from the operation of laser printers within an office environment? (v) What instrumentation and methodology is relevant for characterizing such particles within an office location? We present experimental evidence on printer temporal and spatial PNC during the operation of 107 laser printers within open plan offices of five buildings. The 8 h time-weighted average printer particle exposure is significantly less than the 8 h time-weighted local background particle exposure, but that peak printer particle exposure can be greater than 2 orders of magnitude higher than local background particle exposure. The particle size range is predominantly ultrafine (difference in such exposure among offices, and propose that such exposure be controlled along with exposure to printer derived particles. We also propose, for the first time, that peak particle reference values be calculated for each office area analogous to the criteria used in Australia and elsewhere for evaluating exposure excursion above occupational hazardous chemical exposure standards. A universal peak particle reference value of 2.0 × 10(4) particles cm(-3) has been proposed. PMID:21662984

In 1849, 50 years before the founding of the American Astronomical Society, the American Nautical Almanac Office was established in Cambridge, Massachusetts. Although the British had published a Nautical Almanac since 1767, both patriotic and practical reasons lay behind the founding of an American Nautical Almanac Office in the context of the growth of science in the United States. Lt. Charles Henry Davis served as the first Superintendent. In 1866 the Office moved to Washington, D. C., and beginning in 1893 it was physically located at the new (present) site of the U. S. Naval Observatory, of which it became a part over the next few years, and where it has since remained. >From its beginning the work of the Office was much broader than the publication of data for navigation. The Office also sought to improve the theories of motion of the Sun, Moon and planets, and the astronomical constants on which the Almanac was based. Under Simon Newcomb, Superintendent of the Office from 1877 until his retirement in 1897, a consistent system of constants was devised; some of these constants remained unchanged until 1984. The American Nautical Almanac Office was dominated before World War II by its Directors William S. Eichelberger (1910-1929) and A. James Robertson (1929-1939). During the War years Wallace J. Eckert introduced punched card techniques to the Office. Gerald Clemence used these techniques to improve planetary theories during his years as Director (1945-1958), and also ushered in the era of the electronic computer for both research and production. International collaboration was a hallmark of the tenures of Clemence, Edgar Woolard, Raynor Duncombe and P. K. Seidelmann, who also implemented changes necessitated by the Space Age. Since 1990 the Nautical Almanac Office has been part of the Astronomical Applications Department of the Naval Observatory.

The project analysed two main office building types - high-rises and low-rises - and calculated a number of parameters, using the simulation program BSim. Calculations showed that the overall building design and orientation effect is moderate compared with, for instance, use of daylight control and low-energy lighting, computers, etc. Considerable energy savings can be achieved by use of natural ventilation in the summer, thus only using mechanical ventilation with heat recovery during the day in the winter. In the Patent Office Einstein hatched his most beautiful ideas, and there he spent his "Happy Bern Years". These wonderful ideas led to his miraculous year works of 1905. Einstein was not an expert in academic matters, and he was out of academic world. Neither did he meet influential professors, or attend academic meetings. He discussed his ideas with his close friends and colleagues from the Patent Office. In 1907 he finally got his foot into the academic doorway; Einstein became a privatdozent and gave lectures at the University of Bern. Full Text Available This article examines the strategies of sourcing the middle office functions in financial institutions. While some functions, in particular the back office functions in financial institutions are popularly and successfully outsourced or co-sourced, it may not be appropriate to do so for sourcing the functions of middle offices. Outsourcing or co-sourcing of the middle offices implies contracting out the risk management function of a financial institution partially or completely. This may reduce the effectiveness of risk management implementation and may potentially expose the institution to great risk. This article compares different strategies, namely outsourcing, co-sourcing, and shared services; and shows that shared services has many advantages over the other two strategies.

VOFilter is an XML based filter developed by the Chinese Virtual Observatory project to transform tabular data files from VOTable format into OpenDocument format. VOTable is an XML format defined for the exchange of tabular data in the context of the Virtual Observatory (VO). It is the first Proposed Recommendation defined by International Virtual Observatory Alliance, and has obtained wide support from both the VO community and many Astronomy projects. OpenOffice.org is a mature, open source, front office applications suite with the advantage of native support of industrial standard OpenDocument XML file format. Using the VOFilter, VOTable files can be loaded in OpenOffice.org Calc, a spreadsheet application, and then displayed and analyzed as other spreadsheet files. This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.
