    Full Text Available Medzi základné práva a slobody, upravené v druhej hlave Ústavy Slovenskej republiky patrí aj právo na ochranu zdravia, bezplatnú zdravotnú starostlivosť na základe zdravotného poistenia, právo na zdravotnícke pomôcky za zákonom stanovených podmienok. Tieto práva sú garantované v ustanovení Čl. 40 Ústavy Slovenskej republiky v rámci ekonomických, sociálnych a kultúrnych práv a vzťahujú sa na každú fyzickú osobu, t. j. na človeka. Keďže sú tieto práva považované za ľudské práva v zmysle medzinárodného práva, sú garantované aj v mnohostranných medzinárodných zmluvách, ktorých signatárom je aj Slovenská republika, ako napríklad Medzinárodný pakt o hospodárskych, sociálnych a kultúrnych právach. Právna úprava prevádzkovania lekární v Slovenskej republike zahŕňa široké spektrum otázok a je pomerne rozsiahla. Snahou zákonodarcu bolo nastaviť také pravidlá, ktoré by stransparentnili a zjednodušili právne prostredie v tomto sektore. V niektorých oblastiach sú pravidlá dané legislatívou Európskej únie a slovenský právny poriadok ich iba prevzal. Najdôležitejším prvokom v tejto sfére, ktorý nie je priamo upravovaný legislatívou EÚ, je poskytovanie lekárenskej starostlivosti a využívanie systému verejného zdravotného poistenia v tejto oblasti. Hlavným cieľom príspevku je poukázať na vybrané problémy, ktoré sa spájajú s postavením prevádzkovateľa lekárne a jeho povinnosťami, ktoré mu vyplývajú zo zákona o liekoch a s ktorými sa musí ako prevádzkovateľ lekárne vysporiadať. Táto oblasť podnikania je pomerne prísne regulovaná a preto je potrebné byť oboznámený s príslušnými právnymi predpismi. Príspevok z právno-teoretického hľadiska rieši viaceré otázky upravené v zákone o liekoch, či vyhláške o správnej lekárenskej praxi.

    Full Text Available Medzinárodná konferencia o ochrane orla kriklavého (Aquila pomarina sa konala 25. - 27. septembra 2014 v Penzióne Lesanka v Košickej Belej na Slovensku. Zorganizovala ju Ochrana dravcov na Slovensku (RPS v spolupráci s Východoslovenskou energetikou Holding a.s. Konferencia bola zameraná na prípravu podkladov pre aktualizáciu európskeho akcného plánu pre orla kriklavého, zdielanie informácií o biológii a ekológia druhu a na výmenu skúseností s osvedcenými alebo inovatívnymi opatreniami pre zachovanie orla kriklavého. Konferencie sa zúcastnilo celkom 59 úcastníkov zo 14 krajín. Na konferencii odznelo 17 príspevkov a bolo prezentovaných 7 posterov. Niektoré z týchto príspevkov sú publikované v casopise Slovak Raptor Journal 9 (2015, dalších 23 príspevkov sú publikované formou konferencných abstraktov. Program konferencie zahrnal aj 2 exkurzie, pocas ktorých mali úcastníci možnost vidiet ukážku inštalácie konzolových chrániciek na stlpoch 22 kV elektrického vedenia a typické biotopy orla kriklavého. Konferencia bola organizovaná v rámci projektu LIFE09NAT/SK/000396 Ochrana orla kriklavého na Slovensku, ktorý realizovala Ochrana dravcov na Slovensku, Východoslovenská energetika Holding a.s., Stredoslovenská energetika, a.s. a Stredoslovenská energetika-Distribúcia, a.s. Projekt bol spolufinancovaný Európskou úniou prostredníctvom financného nástroja LIFE a Ministerstvom životného prostredia Slovenskej republiky.

[Slovensky] Hlavnym cielom tohto orientacneho inziniersko-geologickeho prieskumu bolo dat charakteristiku vybranych miest obyvatelov nad 10000 a okresnych miest s vysokym a strednym radonovym rizikom z hladiska zivotneho prostredia a pobytovych priestorov radonom z geologickeho podlozia a tiez radioaktivitou formou zatriedenia daneho mesta do kategorii radonoveho rizika v mierke 1:10000 v ramci celeho uzemia Slovenskej republiky. Bolo vybranych celkovo 29 miest pre meranie radonoveho rizika a dalsich 25 okresnych miest , v ktorych bolo aspon na casti uzemia zistene stredne alebo vysoke radonove riziko. Konkretne terenne merania boli robene systemom referencnych ploch. Jedna referencna plocha pozostavala z 15 odberov podneho vzduchu z hlbky 0.8 m, alebo podla konkretnych terennych podmienok aj zmensenej. Jednotlive odberne body na referencenej ploche boli rozmiestnene v sieti 3 x 5 bodov v obdlzniku 30 x 40 m. V strede refencnej plochy bola priamo na povrchu merana spektrometria gama, ktorou sa zmerala prirodna radioaktivita na danej ploche v jej jednotlivych zlozkach (K, U, a Th) a bol hlbeny vrt do hlbky cca 2 m, z ktoreho bola odobrata vzorka na laboratornu granulometricku analyzu. Celkove bolo premeranych 905 referencnych ploch radonoveho rizika, odvrtanych 905 vrtov na odber vzorky na granulometricku analyzu a na kazdej referencnej ploche bola zmerana spektrometria gama - 905 merani. Mapy radonoveho rizika jednotlivych miest su zostavene v mierke 1:10000. Jednotlive mapy obsahuju nasledujuce zakladne udaje: lokalizaciu referencnych ploch (RP) s ciselnym oznacenim a vyznacenou hodnotou koncentracie U-235, stupen plynovej priepustnosti hornin na RP, charakteristiku radonoveho rizika na jednotlivych RP, celkove radonove riziko referencnej plochy. Referencne plochy su v pomere priblizne 51 % : 46 % : 3 %, zaradene do nizkeho, stredneho a vyskoeho radonoveho rizika, zodpovedajuco.

    Full Text Available V èlánku sa venuje pozornos možnostiam výroby aktívneho koksu zo slovenského hnedého uhlia Bane Cíge¾. Príprava aktívneho koksu bola uskutoènená v laboratórnych podmienkach a v poloprevádzke. Surové uhlie sa podrobilo vysokoteplotnej pyrolýze v retorte s pevným roštom, v klasickej rotaènej peci, ako aj vo fluidnom reaktore. Následne boli urèované adsorpèné charakteristiky získaného aktívneho koksu, ktoré sa porovnávali s charakteristikami komerène vyrábaného koksu. V príspevku sa taktiež diskutujú možnosti aplikácie pripraveného aktívneho koksu v technológiách ochrany životného prostredia.

    Full Text Available Purpose of the article: Slovakia's accession to the EU caused an increased role for small and medium entrepreneurship in the economy and simultaneously increased the requirements for this sector of the economy in view of the high competition in the European market. At the same time small and medium-sized enterprises SR face major difficulties which adversely affect their development. In this context, it is necessary to continuously monitor the business environment for the purpose of removing obstacles to business. Methodology/methods: The method of research is time series analysis of small and medium-sized enterprises SR, analysis of the structure of economic activity, synthesis of information provided by various institutions dealing with the rating business. Scientific aim: The article is to examine trends in the development of small and medium enterprises in Slovakia during the year 2004 - 2009 and evaluate the current business environment of the SR. Findings: The analysis shows that the number of small and medium-sized enterprises in the years 2004-2009 in Slovakia has an increasing trend. During this period, major barriers have been removed in the normative and legal acts, particularly the creation of new firms, has made tax reform introduced a flat tax on income, to adopt transparent rules on state aid to investors. Positive impact on the development of small and medium-sized enterprises have so stable macroeconomic and political situation in Slovakia. Conclusions (limits, implications etc However, there remains a considerable number of factors that complicate their development. In particular, it is a poor law enforcement, inadequate capacity, quality and availability of credit information for efficient and safe lending, which has restricted access to bank loans, lack of qualified entrepreneurs, large scale and long term to meet the established administrative procedures, high tax and contribution burden , fee burden on businesses, the low level of protection of investors. To improve the business environment is necessary to remove these barriers.

    The present paper deals with the use of basic methods of effective monitoring of development of environmental quality. We use the test of pollen grains abortivity of native flora and we also assess the incidence of chromosomal aberrations in somatic and reproductive cells using Tradescantia MCN test. The target location is around the town Ziar Hronom in which we rely on secular research in this extremely environmentally loaded area. Together with the results of this research in this field we create and update the overall mosaic of development of environmental conditions. (authors)

    This analytical study analyses the present state as well as strategy of perspectives of development of Slovak society. This strategy of development of Slovak society is scientific testimony of the authors, the manner and extent of its use will determine political representation. Future economic growth and development of Slovak's regions will mainly depend on the availability of raw materials, energy resources, water, food processes and improving the environment. A key issue in the next 5 to 10 years in the energy sector will address energy security, diversification of energy sources, utilization of domestic raw materials and renewable energy and energy savings.     Full Text Available Pestovanie energetickych rastlin a drevin na poľnohospodarskej pode a ďalšie využitie ich energie predstavuje zasadny vyznam pre realizaciu dlhodobej strategie Slovenska v oblasti ziskavania a využivania obnoviteľnych zdrojov energie (OZE. Energeticke rastliny spĺňaju ciele strategie Europa 2020 a prispievaju k diverzifi kacii energetickych zdrojov. Prispevok vychadza z pravnych predpisov EU a narodnej legislativy upravujucej OZE. Analyzovane su Smernica 2009/28/ES Europskeho parlamentu a Rady z 23. aprila 2009 o podpore využivania energie z obnoviteľnych zdrojov a o zmene a naslednom zrušeni smernic 2001/77/ES a 2003/30/ES. Tema obnoviteľnych zdrojov energie je integrovana do Programu rozvoja vidieka 2014 - 2020. Konkretne Akčny plan pre biomasu 2008-2013, Strategia vyššieho využitia obnoviteľnych zdrojov energie na Slovensku a Strategia energetickej bezpečnosti Slovenska bola prijata až do roku 2030. Trvalo udržateľne využivanie poľnohospodarskej pody, jeho riadenie a využivanie, ako aj ochrana jeho kvality a funkcie su upravene zakonom č 220/2004 Zb. o ochrane a využivani poľnohospodarskej pody a ktorym sa meni zakon č. 245/2003 Zb., o integrovanej prevencii a kontrole znečisťovania životneho prostredia a o zmene niektorych zakonov v zneni neskoršich predpisov, ktory nadobudol učinnosť 1. maja 2004. Zakon č. 57/2013 Zb., ktory je platny od 1. aprila 2013, stanovuje zasady a postup zriaďovania plantaži rychlorastucich drevin na poľnohospodarskej pode. Slovenska pravna uprava zaviedla register rychlo rastucich drevin na každom okresnom urade (72, na pozemkovom a lesnom odbore na Slovensku. Prieskum tychto registrov ukazuje, že tato pravna uprava podporuje poľnohospodarov, aby začali použivať marginalne pody pre rychlo rastuce dreviny.

    Full Text Available Purpose of the article: SMEs play an important role as producers of new goods and services, as carriers of innovation. They are promoters of intense competition, creating a culture of entrepreneurial energy, and also have the ability to establish and improve relations between enterprises. The remarkable feature is constantly creating new ideas, what innovative companies liquidate stagnant firms during economic cycles. Methodology/methods: In formulating the scientific paper was used scientific methods of research, based on the classification of data from domestic and foreign sources, using conventional scientific methods such as analysis, synthesis and comparison. We also used the statistical method to query and scaling. Scientific aim: The scientific paper is to determine the status of SMEs in the region of Bratislava. The main focus is on strengths and weaknesses of the business through empirical research. The focus of work will consist of a comparison of results in the diapason from 2002–2010. In the design of the proposed measures will improve the condition. The aim of our study was to detect the possibility of obtaining external funds for business. Findings: Small and Medium Enterprises provides for the creation of new jobs. In the Slovak Republic, especially in the Bratislava region is business on increase evidenced by what also increase the number of businesses. Bridge financing used sources of business loans are. The most important criterion for obtaining funds from external sources for businesses is the interest rate. Conclusions: The business community is crucial for competitiveness in a market economy at all levels. Because it has an important role in coping with competitive pressures of market forces. Businesses are carriers of stabilization, development and employment. The primary source of regional competitiveness, the competitiveness of its business units, which is determined by factors in the general environment, specific environmental factors of the region in which businesses operate and place-specific factors, internal and external business environment. Convenient location of the Bratislava region provides favorable conditions for building a position economically the most important region in Slovakia. The other positives are educated workforce, many universities and financial institutions.

    The Ministry of Foreign Affairs of the Slovak Republic (as well as the Secretary-General of the United Nations, acting in his capacity as depository, of 6 May 1998) communicates the following: at the Fourth Meeting of the Conference of the Parties to the Basel Convention, held in Kuching, Malaysia, from 23 to 27 February 1998, the Parties proposed an amendment to Annex I and adopted two new Annexes (VIII and IX) to the Basel Convention on the Control of transboundary movements of hazardous wastes and their disposal. The texts of the amendment and the Annexes are transmitted herewith. The changes in the Annex I and Annexes VIII and IX for the Slovak Republic shall into effect on 6 November 1998. The thorium scrap and rare earth scrap are included into the Annex IX, List B.

    pursuant to Act No 211/2000 of Coll. was published on UJD web site (www.ujd.gov.sk). From January 2001, 56 requests were registered asking for the information (by phone, e-mail, letter or personally). One written request from Greenpeace was not satisfied since the information is a matter of business secret. The matter is in the proceeding of the Supreme Court of the Slovak Republic. The Slovak press agencies, daily newspapers and electronic media were provided with 63 contributions on domestic and foreign UJD activities. UJD, together with SUJB, issues the expert journal 'Bezpecnost jadrovej energetiky (Nuclear Sector Safety)'. Two important articles on UJD legislative activities and on informing the public were published in monthly 'Verejna sprava (Public Administration)'. Contributions on supervisory activity and on UJD international co-operation are published regularly in 'Spravodajstvo SE (SE Information Service)', company journals 'Mochovce' and 'Bohunice'. Domestic and foreign UJD activities were presented in 5 issues of 'Bulletin Slovenskej nuklearnej spolocnosti (Slovak Nuclear Society Bulletin)'. This year, the report on nuclear facilities safety and on handling with spent nuclear fuel and radioactive waste in the Slovak Republic was published in European Nuclear Society journal 'Nuclear Europe Worldscan No 7-8/2001'. Several important contributions were published in journal 'Energia (Energy)'. Contributions on UJD tasks and mission in the Slovak Republic were published in 'Energia almanach (Energy Almanac 2001/2002)' and in 'Euro Nuclear'. Three contributions on domestic and foreign UJD activities were prepared for the world information Agency NucNet. Slovak-English additional information document on UJD was elaborated and issued for the public in December 2001. The 2001 Yearbook on UJD activities and on nuclear facilities safety in the Slovak Republic was prepared and issued in Slovak and English version.
