The economic viability of producing baseload wind energy was explored using a cost-optimization model to simulate two competing systems: wind energy supplemented by simple- and combined cycle natural gas turbines ('wind+gas'), and wind energy supplemented by compressed air energy storage ('wind+CAES'). Pure combined cycle natural gas turbines ('gas') were used as a proxy for conventional baseload generation. Long-distance electric transmission was integral to the analysis. Given the future uncertainty in both natural gas price and greenhouse gas (GHG) emissions price, we introduced an effective fuel price, p NGeff , being the sum of the real natural gas price and the GHG price. Under the assumption of p NGeff =$5/GJ (lower heating value), 650 W/m 2 wind resource, 750 km transmission line, and a fixed 90% capacity factor, wind+CAES was the most expensive system at cents 6.0/kWh, and did not break even with the next most expensive wind+gas system until p NGeff =$9.0/GJ. However, under real market conditions, the system with the least dispatch cost (short-run marginal cost) is dispatched first, attaining the highest capacity factor and diminishing the capacity factors of competitors, raising their total cost. We estimate that the wind+CAES system, with a greenhouse gas (GHG) emission rate that is one-fourth of that for natural gas combined cycle plants and about one-tenth of that for pulverized coal plants, has the lowest dispatch cost of the alternatives considered (lower even than for coal power plants) above a GHG emissions price of $35/tC equiv. , with good prospects for realizing a higher capacity factor and a lower total cost of energy than all the competing technologies over a wide range of effective fuel costs. This ability to compete in economic dispatch greatly boosts the market penetration potential of wind energy and suggests a substantial growth opportunity for natural gas in providing baseload power via wind+CAES, even at high natural gas prices

This report presents the Phase I results of the National Renewable Energy Laboratory's (NREL's) WindPACT (Wind Partnership for Advanced Component Technologies) Advanced Wind Turbine Drive Train Designs Study. Global Energy Concepts, LLC performed this work under a subcontract with NREL. The purpose of the WindPACT project is to identify technology improvements that will enable the cost of energy (COE) from wind turbines to be reduced. Other parts of the WindPACT project have examined blade and logistics scaling, balance-of-station costs, and rotor design. This study was designed to investigate innovative drive train designs.

When an LLC-type parallel resonant converter (LLC-PRC) operates above resonant frequency, the switching transistors can be turned off at zero voltage. Further study reveals that the LLC-PRC possesses the advantage of lower converter voltage gain as compared with the conventional PRC. Based on analytic results, a complete set of design curves is obtained, from which a systematic design procedure is developed. Experimental results from a 150 W 150 kHz multioutput LLC-type PRC power supply are presented.

BPA has been asked by PPM Energy, Inc. to interconnect 300 megawatts (MW) of electricity generated from the proposed Klondike III Wind Project to the Federal Columbia River Transmission System. Orion Energy LLC has also asked BPA to interconnect 400 MW of electricity from its proposed Biglow Canyon Wind Farm, located north and east of the proposed Klondike III Wind Project. (Portland General Electric recently bought the rights to develop the proposed Biglow Canyon Wind Farm from Orion Energy, LLC.) Both wind projects received Site Certificates from the Oregon Energy Facility Siting Council on June 30, 2006. To interconnect these projects, BPA would need to build and operate a 230-kV double-circuit transmission line about 12 miles long, expand one substation and build one new substation. The wind projects would require wind turbines, substation(s), access roads, and other facilities. Two routes for the transmission line are being considered. Both begin at PPM's Klondike Schoolhouse Substation then travel north (Proposed Action) or north and westerly (Middle Alternative) to a new BPA 230-kV substation next to BPA's existing John Day 500-kV Substation. BPA is also considering a No Action Alternative in which BPA would not build the transmission line and would not interconnect the wind projects. The proposed BPA and wind projects would be located on private land, mainly used for agriculture. If BPA decides to interconnect the wind projects, construction of the BPA transmission line and substation(s) could commence as early as the winter of 2006-07. Both wind projects would operate for much of each year for at least 20 years. The proposed projects would generally create no or low impacts. Wildlife resources and local visual resources are the only resources to receive an impact rating other than ''none'' or ''low''. The U.S. Department of Energy (DOE), through the National Renewable Energy Laboratory (NREL), has been working in partnership with the U.S. Agency for International Development (USAID) in an ongoing process to quantify the Philippine wind energy potential and foster wind farm development. As part of that process, NREL retained Global Energy Concepts, LLC (GEC) to review and update the policy needs as well as develop a site-screening process applicable for the Philippines. GEC worked closely with the Philippines National Power Corporation (NPC) in completing this work. This report provides the results of the policy needs and site selection analyses conducted by GEC.

Noise pollution is an important factor in selecting suitable sites for wind turbines in order to realize 1000 MW of wind power as planned by the Dutch government for the year 2000. Therefore an accurate assessment of wind turbine noise is important. The amount of noise pollution from a wind turbine depends on the wind conditions. An existing standard method to assess wind turbine noise is supplemented and adjusted. In the first part of the investigation the method was developed and applied for a solitary sound source. In the second part attention is paid to the use of the method for wind turbine arrays. It appears that the adjusted method results in a shift of the contours of the permitted noise level. In general the contours are 15-25% closer to the wind farm, which means that the minimal permitted distance between houses and wind turbine arrays can be reduced. 14 figs., 1 tab., 4 appendices, 7 refs

Full Text Available In view of the high cost and sparse spatial resolution of offshore meteorological observations, ocean winds retrieved from satellites are valuable in offshore wind resource assessment as a supplement to in situ measurements. This study examines satellite synthetic aperture radar (SAR images from ENVISAT advanced SAR (ASAR for mapping wind resources with high spatial resolution. Around 181 collected pairs of wind data from SAR wind maps and from 13 meteorological stations in Hangzhou Bay are compared. The statistical results comparing in situ wind speed and SAR-based wind speed show a standard deviation (SD of 1.99 m/s and correlation coefficient of R = 0.67. The model wind directions, which are used as input for the SAR wind speed retrieval, show a high correlation coefficient (R = 0.89 but a large standard deviation (SD = 42.3° compared to in situ observations. The Weibull probability density functions are compared at one meteorological station. The SAR-based results appear not to estimate the mean wind speed, Weibull scale and shape parameters and wind power density from the full in situ data set so well due to the lower number of satellite samples. Distributions calculated from the concurrent 81 SAR and in situ samples agree well.

The United States Department of Energy (DOE) through the National Renewable Energy Laboratory (NREL) implemented the Wind Partnership for Advanced Component Technologies (WindPACT) program. As part of the WindPACT program, Global Energy Concepts, LLC (GEC), was awarded contract number YAM-0-30203-01 to examine Technical Area 1-Blade Scaling, Technical Area 2-Turbine Rotor and Blade Logistics, and Technical Area 3-Self-Erecting Towers. This report documents the results of GEC's Technical Area 1-Blade Scaling. The primary objectives of the Blade-Scaling Study are to assess the scaling of current materials and manufacturing technologies for blades of 40 to 60 meters in length, and to develop scaling curves of estimated cost and mass for rotor blades in that size range.

This report quantifies Alaska's offshore wind resource capacity while focusing on its unique nature. It is a supplement to the existing U.S. Offshore Wind Resource Assessment, which evaluated the offshore wind resource for all other U.S. states. Together, these reports provide the foundation for the nation's offshore wind value proposition. Both studies were developed by the National Renewable Energy Laboratory. The analysis presented herein represents the first quantitative evidence of the offshore wind energy potential of Alaska. The technical offshore wind resource area in Alaska is larger than the technical offshore resource area of all other coastal U.S. states combined. Despite the abundant wind resource available, significant challenges inhibit large-scale offshore wind deployment in Alaska, such as the remoteness of the resource, its distance from load centers, and the wealth of land available for onshore wind development. Throughout this report, the energy landscape of Alaska is reviewed and a resource assessment analysis is performed in terms of gross and technical offshore capacity and energy potential.

The Wind Forecasting Improvement Project (WFIP) is a multi-year U.S. Department of Energy (DOE)/National Oceanographic and Atmospheric Administration (NOAA) sponsored study whose main purpose is to demonstrate the scientific and economic benefits of additional atmospheric observations and model enhancements on wind energy production forecasts. WFIP covers two geographical regions of the U.S.: (1) the upper Great Plains, or Northern Study Area, and (2) most of Texas-the Southern Study Area. The Southern campaign is being led by AWS Truepower LLC, and includes a team of private, government, and academic partners with collective experience and expertise in all facets required to ensure a successful completion of the project. In addition presenting a summary of the state-of-the-art forecasting techniques used and phenomena-based analysis mentioned above, a brief synopsis of how ''lessons learned'' from the WFIP Southern Study Area can be articulated and applied to other wind resource regions will be described. Wind energy resources in Denmark are among the best in Europe. In recent years there has been a rapid growth in number of wind turbines connected to the grid in Denmark. By the end of 1995 more than 3800 wind turbines were installed on-shore with a capacity of over 600 MW. The total production of electricity from these turbines in 1995 was more than 1200 GWh, corresponding to approximately 3.6 % of the Danish electricity consumption. For several years Denmark has pursued an energy policy with an increasing weight on environmental aspects and new and renewable energy sources like wind energy. Therefore wind energy already plays an important part as supplement to the traditional sources of fuel in the electricity production, and the share of wind energy and other renewables is expected to increase significantly in the years to come. 1 ref., 9 figs.

This manual describes the National Renewable Energy Laboratory's System Advisor Model (SAM) wind power performance model. The model calculates the hourly electrical output of a single wind turbine or of a wind farm. The wind power performance model requires information about the wind resource, wind turbine specifications, wind farm layout (if applicable), and costs. In SAM, the performance model can be coupled to one of the financial models to calculate economic metrics for residential, commercial, or utility-scale wind projects. This manual describes the algorithms used by the wind power performance model, which is available in the SAM user interface and as part of the SAM Simulation Core (SSC) library, and is intended to supplement the user documentation that comes with the software.

Wind energy is not only cheap and clean, it is also safe. It has been very low external and social costs, and it has no liabilities related to decommissioning of obsolete plants, such as nuclear power. Wind turbines do not pose any substantial threat to birds and other wildlife. Accidents with extremely rare, and there are no recorded cases of person hurt by parts of blades or ice loosened from a wind turbine. Wind turbines provide a good energy balance - the energy invested in the production, installation, operation and maintenance and decommissioning of a typical wind turbine has a 'pay-back' time of less than six months of operation, while its average productive life is about 20 years. Wind energy plants can be installed fast and the capacity can be increased as per demand, any time, without decommissioning the previous installations. Wind energy is a domestic source of energy, hence it can improve a nation's degree of self electrification of rapidly industrializing countries. However, it is realized that wind power alone cannot satisfy the world's increasing demand for electrical power. But wind energy represents a feasible supplement in a diversified energy supply portfolio. In order to develop a renewable energy culture in our society, the government must provide a variety of incentives, as have been provided in those countries where the renewable energies have grown to become important sources of power generation during the recent years. This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

Final Project Report, Bristol Bay Native Corporation Wind and Hydroelectric Feasibility Study

The Bristol Bay Native Corporation (BBNC) grant project focused on conducting nine wind resource studies in eight communities in the Bristol Bay region of southwest Alaska and was administered as a collaborative effort between BBNC, the Alaska Energy Authority, Alaska Village Electric Cooperative, Nushagak Electric Cooperative (NEC), Naknek Electric Association (NEA), and several individual village utilities in the region. BBNC’s technical contact and the project manager for this study was Douglas Vaught, P.E., of V3 Energy, LLC, in Eagle River, Alaska. The Bristol Bay region of Alaska is comprised of 29 communities ranging in size from the hub community of Dillingham with a population of approximately 3,000 people, to a few Native Alaska villages that have a few tens of residents. Communities chosen for inclusion in this project were Dillingham, Naknek, Togiak, New Stuyahok, Kokhanok, Perryville, Clark’s Point, and Koliganek. Selection criteria for conduction of wind resource assessments in these communities included population and commercial activity, utility interest, predicted Class 3 or better wind resource, absence of other sources of renewable energy, and geographical coverage of the region. Beginning with the first meteorological tower installation in October 2003, wind resource studies were completed at all sites with at least one year, and as much as two and a half years, of data. In general, the study results are very promising for wind power development in the region with Class 6 winds measured in Kokhanok; Class 4 winds in New Stuyahok, Clark’s Point, and Koliganek; Class 3 winds in Dillingham, Naknek, and Togiak; and Class 2 winds in Perryville. Measured annual average wind speeds and wind power densities at the 30 meter level varied from a high of 7.87 meters per second and 702 watts per square meter in Kokhanok (Class 6 winds), to a low of 4.60 meters per second and 185 watts per square meter in Perryville (Class 2 winds).

Wind energy applications of synthetic aperture radar

Synthetic aperture radars (SAR), mounted on satellites or aircraft, have proven useful for ocean wind mapping. Wind speeds at the height 10 m may be retrieved from measurements of radar backscatter using empirical model functions. The resulting wind fields are valuable in offshore wind energy planning as a supplement to on site measurements, which are costly and sparse, and model wind fields, which are not fully validated. Two applications of SAR measurements in offshore wind energy planning are addressed here: the study of wind farm wake effects and the potential of using SAR winds in offshore wind resource assessment. Firstly, wind wakes behind two large offshore wind farms in Denmark Horns Rev and Nysted are identified. A region of reduced wind speed is found downstream of both wind farms from the SAR wind fields. The wake extent and magnitude depends on the wind speed, the atmospheric stability, and the fraction of turbines operating. Wind farm wake effects are detected up to 20 km downwind of the last turbine. This distance is longer than predicted by state-of-the art wake models. Wake losses are typically 10-20% near the wind farms. Secondly, the potential of using SAR wind maps in offshore wind resource assessment is investigated. The resource assessment is made through Weibull fitting to frequency observations of wind speed and requires at least 100 satellite observations per year for a given site of interest. Predictions of the energy density are very sensitive to the wind speed and the highest possible accuracy on SAR wind retrievals is therefore sought. A 1.1 m s{sup -1} deviation on the mean wind speed is found through comparison with mast measurements at Horns Rev. The accuracy on mean wind speeds and energy densities found from satellite measurements varies with different empirical model functions. Applying value sensitive design (VSD) to wind turbines and wind parks: an exploration.

Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the 'objects' which elicit certain behavioral responses and attitudes-the wind turbine and parks. More concretely, this paper explores Value Sensitive Design (VSD) as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as 'building blocks' of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks.

This study combines Ordinary Kriging, odor monitoring, and wind direction data to demonstrate how these elements can be applied to identify the source of an industrial odor. The specific case study used as an example of how to address this issue was the University Park neighborhood of Portland, Oregon (USA) where residents frequently complain about industrial odors, and suspect the main source to be a nearby Daimler Trucks North America LLC manufacturing plant. We collected 19,665 odor observations plus 105,120 wind measurements, using an automated weather station to measure winds in the area at five-minute intervals, logging continuously from December 2014 through November 2015, while we also measured odors at 19 locations, three times per day, using methods from the American Society of the International Association for Testing and Materials. Our results quantify how winds vary with season and time of day when industrial odors were observed versus when they were not observed, while also mapping spatiotemporal patterns in these odors using Ordinary Kriging. Our analyses show that industrial odors were detected most frequently to the northwest of the Daimler plant, mostly when winds blew from the southeast, suggesting Daimler's facility is a likely source for much of this odor.

This Atlas is structured as a supplement to the book: T.E. Tallian: Failure Atlas for Hertz Contact Machine Elements, 2nd edition, ASME Press New York, (1999). The content of the atlas comprises plate pages from the book that contain bearing failure images, application data, and descriptions of failure mode, image, and suspected failure causes. Rolling bearings are a critical component of the mainshaft system, gearbox and generator in the rapidly developing technology of power generating wind turbines. The demands for long service life are stringent; the design load, speed and temperature regimes are demanding and the environmental conditions including weather, contamination, impediments to monitoring and maintenance are often unfavorable. As a result, experience has shown that the rolling bearings are prone to a variety of failure modes that may prevent achievement of design lives. Morphological failure diagnosis is extensively used in the failure analysis and improvement of bearing operation. Accumulated experience shows that the failure appearance and mode of failure causation in wind turbine bearings has many distinguishing features. The present Atlas is a first effort to collect an interpreted database of specifically wind turbine related rolling bearing failures and make it widely available. This Atlas is structured as a supplement to the book: T. E. Tallian: Failure Atlas for Hertz Contact Machine Elements, 2d edition, ASME Press New York, (1999). The main body of that book is a comprehensive collection of self-contained pages called Plates, containing failure images, bearing and application data, and three descriptions: failure mode, image and suspected failure causes. The Plates are sorted by main failure mode into chapters. Each chapter is preceded by a general technical discussion of the failure mode, its appearance and causes. Project objective is to develop and disseminate accurate, objective information on critical wind energy issues impacting market acceptance of hundreds of land-based projects and vast off-shore wind developments proposed in the 6-state New England region, thereby accelerating the pace of wind installation from today's 140 MW towards the region's 20% by 2030 goals of 12,500 MW. Methodology: This objective will be accomplished by accumulating, developing, assembling timely, accurate, objective and detailed information representing the 'state of the knowledge' on critical wind energy issues impacting market acceptance, and widely disseminating such information. The target audience includes state agencies and local governments; utilities and grid operators; wind developers; agricultural and environmental groups and other NGOs; research organizations; host communities and the general public, particularly those in communities with planned or operating wind projects. Information will be disseminated through: (a) a series of topic-specific web conference briefings; (b) a one-day NEWEEP conference, back-to-back with a Utility Wind Interest Group one-day regional conference organized for this project; (c) posting briefing and conference materials on the New England Wind Forum (NEWF) web site and featuring the content on NEWF electronic newsletters distributed to an opt-in list of currently over 5000 individuals; (d) through interaction with and participation in Wind Powering America (WPA) state Wind Working Group meetings and WPA's annual All-States Summit, and (e) through the networks of project collaborators. The Remote Sensing in Wind Energy report provides a description of several topics and it is our hope that students and others interested will learn from it. The idea behind it began in year 2008 at DTU Wind Energy (formerly Risoe) during the first PhD Summer School: Remote Sensing in Wind Energy. Thus it is closely linked to the PhD Summer Schools where state-of-the-art is presented during the lecture sessions. The advantage of the report is to supplement with in-depth, article style information. Thus we strive to provide link from the lectures, field demonstrations, and hands-on exercises to theory. The report will allow alumni to trace back details after the course and benefit from the collection of information. This is the third edition of the report (first externally available), after very successful and demanded first two, and we warmly acknowledge all the contributing authors for their work in the writing of the chapters, and we also acknowledge all our colleagues in the Meteorology and Test and Measurements Sections from DTU Wind Energy in the PhD Summer Schools. We hope to continue adding more topics in future editions and to update and improve as necessary, to provide a truly state-of-the-art 'guideline' available for people involved in Remote Sensing in Wind Energy. A summary of wind data from nuclear power plant sites is presented. National Weather Service archives are an immediately obvious source of wind data, but additional data sources are also available. Utility companies proposing to build nuclear power plants are required to establish on-site meteorological monitoring programs that include towers for collecting wind and temperature data for use in environmental impact assessments. These data are available for more than one hundred planned or operating nuclear power plant sites. A list of the sites, by state, is provided in Appendix A, while Appendix B contains an alphabetical list of the sites. This site wind data provides a valuable addition to the existing NWS data sets, and significantly enlarges the multilevel data presently available. The wind data published through the NRC is assembled and assessed here in order to provide a supplement to existing data sets.

With the trend toward increasingly complex designs of civil infrastructure combined with the escalating potential for losses by extreme wind events, a new culture of research needs to be established based on innovative and collaborative solutions for better management of the impact of extreme wind events. To address this change, this paper presents a new paradigm of a multiscale cyber-based laboratory framework for the analysis/design, modeling, and simulation of wind load effects based on an ongoing collaborative cyberinfrastructure-based platform, Virtual Organization for Reducing the Toll of EXtreme Winds (VORTEX-Winds, https://vortex-winds.org, and discusses its current status since its inception in 2007 and ongoing developments. This collaborative framework as it evolves would enable a paradigm shift by offering advanced cyber-enabled modules (e-modules for accelerating advances in research and education to achieve improved understanding and better modeling of wind effects on structures. Accordingly, it will enhance wind community’s analysis and design capabilities to address next-generation challenges posed by wind. Through empowering those without computational or experimental resources, the e-modules will encompass a large set of subject areas and topics categorized as Database-enabled design, Full-scale/Field site data repository, Statistical/Stochastic toolboxes, Tele-experimentation, Uncertainty modeling, Damage assessment, and Computational platforms. This prototype will allow access to the individual e-module, while it is envisaged that next level of development in VORTEX-Winds will have the capability for an automated and integrated analysis/design through a nexus of e-modules. The main objective of the THERMIE Associated Measure WE05 is to study the conditions for utilising wind power and estimate the market for wind power in Eastern Europe. This report describes the results of a study of the conditions in the Czech and Slovak republics, which has been concentrated on the following areas: A collection of information on the wind energy potential in these countries and the present structure of the power production system including costs; A search for information concerning payback prices, subsidies, etc. with relation to renewable energy sources, especially wind power, existing wind turbines and their production; An estimate of the possibilities for co-production of wind turbines by Czech, Slovak, and EC factories; A compilation of information on rules and legislation pertaining to the establishment of wind turbines and to power production by wind, e.g. regulations related to grid connections, safety, and environmental production. In order to promote the utilisation of wind power in the Czech and Slovak Republics, some recommendations based on this study may be put forward: the operation of pilot plants should be evaluated in order to compare the recorded production with that which is estimated theoretically based on measured wind data. Existing wind data should be supplemented with new measurements especially at sites that based on current knowledge may be suitable for establishing wind parks. The economic feasibility of wind power in these countries should be calculated based on the best available physical and economic data. (EG)

The New European Wind Atlas project will create a freely accessible wind atlas covering Europe and Turkey, develop the model chain to create the atlas and perform a series of experiments on flow in many different kinds of complex terrain to validate the models. This paper describes the experiments of which some are nearly completed while others are in the planning stage. All experiments focus on the flow properties that are relevant for wind turbines, so the main focus is the mean flow and the turbulence at heights between 40 and 300 m. Also extreme winds, wind shear and veer, and diurnal and seasonal variations of the wind are of interest. Common to all the experiments is the use of Doppler lidar systems to supplement and in some cases replace completely meteorological towers. Many of the lidars will be equipped with scan heads that will allow for arbitrary scan patterns by several synchronized systems. Two pilot experiments, one in Portugal and one in Germany, show the value of using multiple synchronized, scanning lidar, both in terms of the accuracy of the measurements and the atmospheric physical processes that can be studied. The experimental data will be used for validation of atmospheric flow models and will by the end of the project be freely available. Net energy payback and CO2 emissions from three midwestern wind farms: An update

This paper updates a life-cycle net energy analysis and carbon dioxide emissions analysis of three Midwestern utility-scale wind systems. Both the Energy Payback Ratio (EPR) and CO2 analysis results provide useful data for policy discussions regarding an efficient and low-carbon energy mix. The EPR is the amount of electrical energy produced for the lifetime of the power plant divided by the total amount of energy required to procure and transport the materials, build, operate, and decommission the power plants. The CO2 analysis for each power plant was calculated from the life-cycle energy input data. A previous study also analyzed coal and nuclear fission power plants. At the time of that study, two of the three wind systems had less than a full year of generation data to project the life-cycle energy production. This study updates the analysis of three wind systems with an additional four to eight years of operating data. The EPR for the utility-scale wind systems ranges from a low of 11 for a two-turbine system in Wisconsin to 28 for a 143-turbine system in southwestern Minnesota. The EPR is 11 for coal, 25 for fission with gas centrifuge enriched uranium and 7 for gaseous diffusion enriched uranium. The normalized CO2 emissions, in tonnes of CO2 per GW eh, ranges from 14 to 33 for the wind systems, 974 for coal, and 10 and 34 for nuclear fission using gas centrifuge and gaseous diffusion enriched uranium, respectively. ?? (PIT) tags to track growth and movement of individuals. We snorkeled nine stream sections during 2004. Juvenile steelhead populations have varied greatly between streams and between years. Numbers of age-0 steelhead have increased substantially since 2000 within the MINE reach (rkm 35.0-40.0) section of the upper Wind River. Because of potential negative interactions with steelhead, naturally spawned populations of introduced juvenile Chinook salmon are of concern in the mainstem of the Wind River. During 2004, we deployed over 3,000 PIT tags in the Wind River subbasin, primarily in juvenile steelhead, but also in juvenile Chinook. We are compiling a dataset of recapture information on these tagged fish as well as interrogation information from Bonneville Dam and other sites. The habitat and fish data collected have been used in Ecosystem Diagnosis and Treatment modeling efforts, the Wind River Subbasin Plan, and the Total Maximum Daily Load report from Washington Department of Ecology. Continued monitoring of changes in habitat, combined with data on fish populations, will help guide planning efforts of land and fish managers. As long-term active and passive restoration actions are implemented in the Wind River and its tributaries, these data will provide the ability to measure change. Because the Wind River subbasin has no steelhead hatchery or supplementation, these data will be useful to compare population trends in subbasins with hatchery or supplementation management.

Current Mode Control for LLC Series Resonant DC-to-DC Converters

Full Text Available Conventional voltage mode control only offers limited performance for LLC series resonant DC-to-DC converters experiencing wide variations in operational conditions. When the existing voltage mode control is employed, the closed-loop performance of the converter is directly affected by unavoidable changes in power stage dynamics. Thus, a specific control design optimized at one particular operating point could become unacceptable when the operational condition is varied. This paper presents a new current mode control scheme which could consistently provide good closed-loop performance for LLC resonant converters for the entire operational range. The proposed control scheme employs an additional feedback from the current of the resonant tank network to overcome the limitation of the existing voltage mode control. The superiority of the proposed current mode control over the conventional voltage mode control is verified using an experimental 150 W LLC series resonant DC-to-DC converter.
