    National Wildlife Refuges in Alaska and throughout the U.S. have begun developing a spatially comprehensive monitoring program to inform management decisions, and to provide data to broader research projects. In an era of unprecedented rates of climate change, monitoring is essential to detecting, understanding, communicating and mitigating climate-change effects on refuge and other resources under the protection of U.S. Fish and Wildlife Service, and requires monitoring results to address spatial scales broader than individual refuges. This document provides guidance for building a monitoring program for refuges in Alaska that meets refuge-specific management needs while also allowing synthesis and summary of ecological conditions at the ecoregional and statewide spatial scales.

    More than 31 million hectares of land are protected and managed in 16 refuges by the U.S. Fish and Wildlife Service (USFWS) in Alaska. The vastness and isolation of Alaskan refuges give rise to relatively intact and complete ecosystems. The potential for these lands to provide habitat for trust species is likely to be altered, however, due to global climate change, which is having dramatic effects at high latitudes. The ability of USFWS to effectively manage these lands in the future will be enhanced by a regional inventory and monitoring program that integrates and supplements monitoring currently being implemented by individual refuges. Conceptual models inform monitoring programs in a number of ways, including summarizing important ecosystem components and processes as well as facilitating communication, discussion and debate about the nature of the system and important management issues. This process can lead to hypotheses regarding future changes, likely results of alternative management actions, identification of monitoring indicators, and ultimately, interpretation of monitoring results. As a first step towards developing a monitoring program, the 16 refuges in Alaska each created a conceptual model of their refuge and the landscape context. Models include prominent ecosystem components, drivers, and processes by which components are linked or altered. The Alaska refuge system also recognizes that designing and implementing monitoring at regional and ecoregional extents has numerous scientific, fiscal, logistical, and political advantages over monitoring conducted exclusively at refuge-specific scales. Broad-scale monitoring is particularly advantageous for examining phenomena such as climate change because effects are best interpreted at broader spatial extents. To enable an ecoregional perspective, a rationale was developed for deriving ecoregional boundaries for four ecoregions (Polar, Interior Alaska, Bering Coast, and North Pacific Coast) from the

    The Carboniferous Lisburne Group of northern Alaska formed an extensive carbonate platform, which was later deformed as part of the Brooks Range fold and thrust belt. In the northeast, the Lisburne Group is parautochthonous and analogous to that at Prudhoe Bay. The Lisburne's paleogeography and facies relationships pertain to assessment of the petroleum potential of the Arctic National Wildlife Refuge (ANWR). The Franklinian paleogeology, unconformably underlying the Ellesmerian sequence, has influenced sedimentation patterns in the Lisburne Group. The transgressive Endicott Group (Kekiktuk Conglomerate and Kayak, Shale) and Lisburne Group thin northward over Franklinian basement highs. In the Sadlerochit Mountains, the Katakturuk Dolomite formed a paleotopographic high over which the Endicott Group inched out and the Lisburne Group thinned. Shallow-marine oolitic grainstone developed in the cyclic Pennsylvanian Wahoo Limestone.

The Franklinian paleogeology, unconformably underlying the Ellesmerial sequence, has influenced sedimentation patterns in the Lisburne Group. The transgressive Endicott Group (Kekiktuk conglomerate and Kayak Shale) and Lisburne Group thin northward over Franklinian basement highs. In the Sadlerochit Mountains, the Katakturuk Dolomite formed a paleotopographic high over which the Endicott Group pinched out and the Lisburne Group thinned. Shallow-marine oolitic grainstone developed in the cyclic Pennsylvanian Wahoo Limestone. To the south in the Shublik Mountains, a repeated sequence of Katakturuk Dolomite and the Nanook Limestone were lower, so the Endicott Group lapped over the area and was later overlain by comparable Lisburne Group rocks. In the Fourth Range, the Lisburne Group is thicker and limestones also occur in the upper Endicott Group. Oolitic grainstone in the Wahoo Limestone is rare, and broad ooid shoals apparently pinched out into deeper water carbonates on a southward sloping carbonate ramp.

    Peatlands in the northern permafrost region store large amounts of organic carbon, most of which is currently stored in frozen peat deposits.     We summarize recent (2002–17) publicly available information from studies within the 1002 Area of the Arctic National Wildlife Refuge as well as terrestrial and coastal ecosystems elsewhere on the Arctic Coastal Plain that are relevant to the 1002 Area. This report provides an update on earlier research summaries on caribou (Rangifer tarandus), forage quality and quantity, polar bears (Ursus maritimus), muskoxen (Ovibos moschatus), and snow geese (Chen caerulescens). We also provide information on new research related to climate, migratory birds, permafrost, coastal erosion, coastal lagoons, fish, water resources, and potential effects of industrial disturbance on wildlife. From this literature review, we noted evidence for change in the status of some wildlife and their habitats, and the lack of change for others. In the 1002 Area, muskox numbers have decreased and the Porcupine Caribou Herd has exhibited variation in use of the area during the calving season. Polar bears are now more common on shore in summer and fall because of declines in sea ice in the Beaufort Sea. In a study spanning 25 years, there were no significant changes in vegetation quality and quantity, soil conditions, or permafrost thaw in the coastal plain of the 1002 Area. Based on studies from the central Arctic Coastal Plain, there are persistent and emerging uncertainties about the long-term effects of energy development for caribou. In contrast, recent studies that examined direct and indirect effects of industrial activities and infrastructure on birds in the central Arctic Coastal Plain found little effect for the species and disturbances examined, except for the possibility of increased predator activity near human developments.

    Along the southeast border of the 1002 Assessment Area in the Arctic National Wildlife Refuge, Alaska, an explicit link between gas generation and deformation in the Brooks Range fold and thrust belt is provided through petrographic, fluid inclusion, and stable isotope analyses of fracture cements integrated with zircon fission-track data. Predominantly quartz-cemented fractures, collected from thrusted Triassic and Jurassic rocks, contain crack-seal textures, healed microcracks, and curved crystals and fluid inclusion populations, which suggest that cement growth occurred before, during, and after deformation. Fluid inclusion homogenization temperatures (175-250??C) and temperature trends in fracture samples suggest that cements grew at 7-10 km depth during the transition from burial to uplift and during early uplift. CH4-rich (dry gas) inclusions in the Shublik Formation and Kingak Shale are consistent with inclusion entrapment at high thermal maturity for these source rocks. Pressure modeling of these CH4-rich inclusions suggests that pore fluids were overpressured during fracture cementation. Zircon fission-track data in the area record postdeposition denudation associated with early Brooks Range deformation at 64 ?? 3 Ma. With a closure temperature of 225-240??C, the zircon fission-track data overlap homogenization temperatures of coeval aqueous inclusions and inclusions containing dry gas in Kingak and Shublik fracture cements. This critical time-temperature relationship suggests that fracture cementation occurred during early Brooks Range deformation. Dry gas inclusions suggest that Shublik and Kingak source rocks had exceeded peak oil and gas generation temperatures at the time structural traps formed during early Brooks Range deformation. The timing of hydrocarbon generation with respect to deformation therefore represents an important exploration risk for gas exploration in this part of the Brooks Range fold and thrust belt.     Lesser snow geese (Chen caerulescens caerulescens) of the Western Canadian Arctic Population feed intensively for 2-4 weeks on the coastal plain of the Beaufort Sea in Canada and Alaska at the beginning of their autumn migration. Petroleum leasing proposed for the Alaskan portion of the staging area on the Arctic National Wildlife Refuge (ANWR) could affect staging habitats and their use by geese. Therefore we studied availability, distribution, and use by snow geese of tall and russett cotton-grass (Eriophorum angustifolium and E. russeolum, respectively) feeding habitats on the ANWR. We studied selection of feeding habitats at 3 spatial scales (feeding sites [0.06 m2], feeding patches [ca. 100 m2], and feeding areas [>1 ha]) during 1990-93. We used logistic regression analysis to discriminate differences in soil moisture and vegetation between 1,548 feeding sites where snow geese exploited individual cotton-grass plants and 1,143 unexploited sites at 61 feeding patches in 1990. Feeding likelihood increased with greater soil moisture and decreased where nonforage species were present. We tested the logistic regression model in 1991 by releasing human-imprinted snow geese into 4 10 × 20-m enclosed plots where plant communities had been mapped, habitats sampled, and feeding probabilities calculated. Geese selected more feeding sites per square meter in areas of predicted high quality feeding habitat (feeding probability ≥ 0.6) than in medium (feeding probability = 0.3-0.59) or poor (feeding probability grass (r = 0.56). Feeding probability and relative availability of cotton-grass forage were highest in flooded soils along the ecotone of flooded and upland habitats. In 1992, we also used the logistic regression model to estimate availability of high quality feeding sites on 192 80 × 90-m plots that were randomly located on 24 study areas. A mean of 1.6% of the area sampled in each plot was classified as high quality feeding habitat at 23 of the study areas

    The structural style of the range-front region of the northeastern Brooks Range in Arctic National Wildlife Refuge (ANWR) is strongly controlled by (1) the existence of detachment horizons in both pre-Mississippian rocks and the unconformably overlying Mississippian to Lower Cretaceous cover sequence, and (2) lithology and structural competency of the pre-Mississippian rocks. These variables strongly influence lateral changes in structural style. The Brooks Range of northwestern ANWR is dominated by a series of narrow linear anticlinoria, whereas in northeastern ANWR the Brooks Range is characterized by only two broad and strongly arcuate anticlinoria. In both areas, the anticlinoria are controlled by the geometry of a duplex bounded by a floor thrust in pre-Mississippian rocks and a roof thrust in the Kayak Shale, near the base of the cover sequence. In the west, where the pre-Mississippian partially consists of structurally competent carbonates, each anticlinorium marks a single horse in the duplex. However, in the east, pre-Mississippian rocks are relatively incompetent and each anticlinorium is cored by multiple horses. In the west, shortening above the roof thrust is by detachment folding, except where the shale detachment horizon is depositionally absent. In contrast, in eastern ANWR shortening above the roof thrust is by major thrust duplication of the entire cover sequence, perhaps due to lithology and thickness changes within the detachment horizon.

    We documented landscape change over a 60 year period in the Arctic National Wildlife Refuge in northeastern Alaska using aerial photographs and satellite images. We used a stratified random sample to allow inference to the whole refuge (78,050 km2), with five random sites in each of seven ecoregions. Each site (2 km2) had a systematic grid of 100 points for a total of 3500 points. We chose study sites in the overlap area covered by acceptable imagery in three time periods: aerial photographs from 1947 - 1955 and 1978 - 1988, Quick Bird and IKONOS satellite images from 2000 - 2007.At each point a 10 meter radius circle was visually evaluated in ARC-MAP for each time period for vegetation type, disturbance, presence of ice wedge polygon microtopography and surface water. A landscape change category was assigned to each point based on differences detected between the three periods. Change types were assigned for time interval 1, interval 2 and overall. Additional explanatory variables included elevation, slope, aspect, geology, physiography and temperature. Overall, 23% of points changed over the study period. Fire was the most common change agent, affecting 28% of the Boreal Forest points. The next most common change was degradation of soil ice wedges (thermokarst), detected at 12% of the points on the North Slope Tundra. The other most common changes included increase in cover of trees or shrubs (7% of Boreal Forest and Brooks Range points) and erosion or deposition on river floodplains and at the Beaufort Sea coast. Changes on the North Slope Tundra tended to be related to landscape wetting, mainly thermokarst. Changes in the Boreal Forest tended to involve landscape drying, including fire, reduced area of lakes and tree increase on wet sites. The second time interval coincided with a shift towards a warmer climate and had greater change in several categories including thermokarst, lake changes and tree and shrub increase.

The thrust-controlled range front of eastern ANWR extends north of the batholith, suggesting that the batholith itself may be underlain by a thrust fault.

    The National Wildlife Refuge System (Refuge System), established in 1903 and managed by the U.S. Fish and Wildlife Service (Service), is the leading network of protected lands and waters in the world dedicated to the conservation of fish, wildlife and their habitats. There are 560 national wildlife refuges and 38 wetland management districts nationwide, encompassing more than 150 million acres. The Refuge System attracts nearly 45 million visitors annually, including 34.8 million people who observe and photograph wildlife, 9.6 million who hunt and fish, and nearly 675,000 teachers and students who use refuges as outdoor classrooms. Understanding visitor perceptions of refuges and characterizing their experiences on refuges are critical elements of managing these lands and meeting the goals of the Refuge System. The Service collaborated with the U.S. Geological Survey to conduct a national survey of visitors regarding their experiences on national wildlife refuges. The purpose of the survey was to better understand visitor experiences and trip characteristics, to gauge visitors’ levels of satisfaction with existing recreational opportunities, and to garner feedback to inform the design of programs and facilities. The survey results will inform performance, planning, budget, and communications goals. Results will also inform Comprehensive Conservation Plans (CCPs), visitor services, and transportation planning processes. This Data Series consists of 25 separate data files.     Carboniferous and older carbonate rocks are potential hydrocarbon reservoir facies for four plays in the 1002 area of the Arctic National Wildlife Refuge. These rocks include several units in the pre-Carboniferous basement and the Carboniferous Lisburne Group. Data from exploratory wells west of the 1002 area, outcrops south of the 1002 area, seismic lines, and well logs are synthesized herein to infer carbonate lithofacies, extent, and reservoir character beneath the northeastern Arctic coastal plain.A chiefly shallow-water basement carbonate succession of Late Proterozoic through Early Devonian age (Katakturuk Dolomite, Nanook Limestone, and Mount Copleston Limestone) is interpreted to be present beneath much of the south-central 1002 area; it reaches 3,700 m thick in outcrop and is the primary reservoir for the Deformed Franklinian Play. A more heterogeneous lithologic assemblage of uncertain age forms basement in the northwestern part of the 1002 area; well data define three subunits that contain carbonate intervals 5- 50 m thick. These strata are prospective reservoirs for the Undeformed Franklinian Play and could also be reservoirs for the Niguanak- Aurora Play. Regional lithologic correlations suggest a Cambrian-Late Proterozoic(?) age for subunits one and two, and a slightly younger, later Cambrian-Silurian age for subunit three. Seismic and well data indicate that subunit one overlies subunit two and is overlain by subunit three. The Mississippian and Pennsylvanian Lisburne Group, a predominantly carbonate platform succession as much as 1 km thick, is projected beneath the southernmost part of the 1002 area and is a potential reservoir for the Ellesmerian Thrust-belt and Niguanak-Aurora Plays.Carbonate rocks in the 1002 area probably retain little primary porosity but may have locally well developed secondary porosity.
