Full Text Available The paper for the first time discusses nine formal characteristics and certifications of the outstanding Russian scientist Anatoly Ivanovich Kitov related to the military and the first postwar years (1944–1950. Their analysis allows detecting the manifestations of the properties of the personality and character of the young combat officer, and then of a student of the military Academy, which later became the basis of his scientific achievements, but also determined the conflict with the administrative-command system.

Full Text Available El trabajo aborda la figura del eminente jurista ruso Anatoliĭ Fedorovich Koni, representativa de la corriente jurídica liberal-moderada en la etapa prerevolucionaria de Rusia. Recupera en su obra su interés por el gran mentor de la literatura rusa moderna, Pushkin, que vincula al programa de modernización inaugurado con las reformas judiciales de 1864. Detalla igualmente las relaciones personales con escritores contemporáneos, entre los que aparecen Chéjov, Dostoiesvki y Tolstói. Sobre esta base proyecta las imbricaciones Derecho y Literatura en una doble dirección, incluyendo las reflexiones jurídicas a partir de textos literarios así como las potencialidades de las categorías jurídicas en la creación literaria. Finalmente, inserta ambas construcciones en el ambiente de una cultura literaria y jurídica que estaba prefigurando el modernismo literario y (efímero y fallido modernismo jurídico.

The method of Levchenkov and Shukolyukov for calculating age and time disturbance of minerals without correction for original lead is generalized to include the cases when (1) original lead and radiogenic lead leach differently, and (2) the crystals studied consist of a core and a mantle. Full Text Available Le fonds ethnographique des réfugiés grecs d’Anatolie : questions d’histoire et d’historiographie. En Grèce, par le mot « réfugiés » (en grec prosfyges, on entend toujours et exclusivement les 1 200 000 Grecs d’Asie Mineure et de Thrace qui arrivèrent sur le territoire grec en 1922 après la défaite de l’armée grecque en Asie Mineure, puis, de 1923 à 1925, dans le cadre de l’Échange des populations. Le texte du Traité de Lausanne qualifie ces populations d’« émigrants ». Le qualificatif « réfugiés » est associé à la Catastrophe d’Asie Mineure et à l’Échange des populations, qui a définitivement sonné le glas de la politique d’irrédentisme et d’expansion de l’État grec moderne, de ce qu’on appelle, en d’autres termes, la Grande Idée. De ce point de vue, les réfugiés sont le symbole du martyre résultant d’un échec national dans la rhétorique qui s’est développée dans l’historiographie grecque : ils sont les héros et les victimes de la catastrophe et du déracinement. En même temps, ils sont le symbole-même de ces précurseurs qui ont travaillé au regroupement de la Grèce moderne, puisque l’on considère que leur réhabilitation et leur réintégration y a très largement contribué. Les idéologies et stéréotypes qui se sont formés et installés dans le corps de l’historiographie ont d’abord été le produit de la charge que provoquait, et continue à provoquer, l’événement même, tragique, de la défaite et de l’exode qui suivit ; ensuite, celui du difficile processus d’apaisement progressif des secousses provoquées dans la société grecque par l’intégration des réfugiés. D’autres paramètres sont cependant aussi intervenus. Les États cherchant à homogénéiser leur population le firent de deux manières : par les traités ou par la force. Les statistiques démographiques devinrent ainsi un instrument politique et commença alors « la manipulation ethnique ». Parmi les Chrétiens anatoliens, les Grecs ottomans furent la première cible du CUP qui craignait de perdre « le dernier territoire restant ». Talat Pacha, ministre de l'Intérieur parla aux diplomates allemands de débarrasser le pays « des ennemis de l’intérieur ». Expulsions, terreur et déportations : entre 1912 et 1918, sur les deux rives de l’Égée, près de la moitié des 17,5 millions d’habitants ont été « déplacés ». Le legs le pire de cette période est la tendance des États à croire qu’ils ont le droit d’échanger ou de déporter leurs populations comme du bétail.With the Balkan Wars, the whole region was introduced to a new concept: Ethnic cleansing. States looking to homogenize their population did this in two ways: either by treaty or by force. Population statistics thus became one political instrument and then started the “ethnic engineering”. Among Anatolian Christians, Ottoman Greeks were the first target of the CUP who feared losing the “last remaining territory”. Talat Pasha, Minister of the Interior, talked to German diplomats about ridding the country of “internal enemies”. After expulsions, terrorism and deportations between 1913 and 1918, on both sides of the Aegean, almost half the population of 17.5 million changed places. The era’s worst legacy is the idea that states have a right to exchange or deport their populations like property.

On 23 September, CERN was visited by two Ministers, Anatoly Rusetsky, Chairman of the Committee on Science and Technology of the Republic of Belarus, and Professor Gvozden Flego, Croatian Minister of Science and Technology. On 7 March, CMS handed out the three latest Gold Awards under its scheme for honouring its best suppliers suppliers (c.f. Bulletin n°10/2003). Three Russian and Bielorussian firms were honoured, on the occasion of a visit by dignitaries from the two countries. The editor A. Libermann has taken pains to cover Stéfan Einarsson's main scholarly interests, i.e. phonetics, semantics, metrics, folklore and historiography. Moreover, he has provided the reader with some very important discussions and views on Nordic, and particularly Icelandic linguistic and literary topics, which are nevertheless interesting for Germanic and other philologists in general. Though Icelandic and Scandinavian are at the centre of interest, examples and parallels are drawn from other languages and cultures parti cularly English and Finnish.

Full Text Available Examinamos en este artículo la influencia del activismo pedagógico en los primeros tiempos de la educación soviética, desde 1918 hasta el final de la década de 1920. El estudio partió de la hipótesis según la cual, en este período, la pedagogía soviética habría mezclado tal influencia con principios marxistas de la escuela del trabajo. En cuanto a las principales fuentes, nos hemos basado en discursos y artículos de tres figuras importantes de la revolución y la educación en dicho período: Anatoli Lounatcharski, Nadezja Konstantínovna Krupskaya y Vladimir Ilitch Lênin. Hacemos uso también de un texto poco explorado de John Dewey sobre su visita a la Unión Soviética en 1928. El estudio llegó a la conclusión de que la presencia del activismo pedagógico fue típica del periodo de efervescencia política de la revolución, coincidiendo con la campaña de alfabetización y el inicio de la construcción del sistema nacional de escuelas públicas, comenzando a decaer en la década de 1930 con la consolidación de la revolución.

Spiral Tectonics (ST) is a new window to global tectonics introduced as alternative model for Plate Tectonics (PT). ST based upon Dahw(rolling) and Tahw(spreading) dynamics. Analogues to electric and magnetic components in the electromagnetic theory we could consider Dahw and Tahw as components of geodynamics, when one component increases the other decreases and vice versa. They are changed to each other during geological history. D-component represents continental crust and T-component represents oceanic crust. D and T are two arm of spiral-cell. T-arm 180 degree lags behind D-arm so named Retard-arm with respect to D or Forward-arm. It seems primary cell injected several billions years ago from Earth's center therefore the Earth's core was built up first then mantel and finally the crust was build up. Crust building initiate from Arabia (Mecca). As the universe extended gravitation wave swirled the earth fractaly along cycloid path from big to small scale. In global scale (order-0) ST collect continents in one side and abandoned Pacific Ocean in the other side. Recent researches also show two mantels upwelling in opposite side of the Earth: one under Africa (tectonic pose) and the other under Pacific Ocean (tectonic tail). In higher order (order-1) ST build up Africa in one side and S.America in the other side therefore left Atlantic Ocean meandered in between. In order-n e.g. Khoor Musa and Bandar-Deylam bay are seen meandered easterly in the Iranian part but Khoor Abdullah and Kuwait bay meandered westerly in the Arabian part, they are distributed symmetrically with respect to axis of Persian Gulf(PG), these two are fractal components of easterly Caspian-wing and westerly Black Sea-wing which split up from Anatoly. Caspian Sea and Black Sea make two legs of Y-like structure, this shape completely fitted with GPS-velocity map which start from PG and split up in the Catastrophic Point(Anatoly). New 24-hour monitors (eg, BPLab® and Vasotens® provide several PWV measurements over a period of 24–72 hours. A new parameter, ie, the Pulse Time Index of Norm (PTIN, can be calculated from these data. The PTIN is defined as the percentage of a 24-hour period during which the PWV does not exceed 10 meters per second. The aim of the present study was to test the new PTIN for clinical feasibility using day-to-day repeatability analysis. Oscillometrically generated waveform files (n=85, which were previously used for research studies, were reanalyzed using the new 2013 version software of the Vasotens technology program, which enables calculation of PTIN. The intraclass correlation coefficient was 0.98 and Cronbach's alpha was 0.97, indicating that the PTIN has excellent day-to-day repeatability and internal consistency. The present results show adequate repeatability, and PTIN assessment using the Vasotens technology appears to be feasible. The aim of this study is to test the new PTIN for correlation with the left ventricular mass index (LVMI. Full Text Available Political actionism is the fenomen in social and art space, that appeared in middle of XX century as the practice of critic and protest with using different artistic methods and techniques. Political actionism as art and political tradition exist in postsoviet space, especially in Russia where actionism appeared in 1990 years and develops for actually days. In other countries this phenomenon not such systematic. But analyze and compare actions in different countries appears the possibility to understand social and cultural context, their difference and similarity. Actionism is a reaction to external public, social and political situation, but its appearance more like the symptom of some problem than its critic or display – traditional approaches in art. Appearance of actionism also connected with inability of manifestation of personal and civil liberty, that’s why in actions liberty affairs in such radical and hyperbolized forms. First volume of Russian political actionism began in 1990 years (Oleg Kulik, Alexander Brener, Anatoly Osmolovsky etc. and Second volume in 2010 (art-group Voina, Pussy Riot, Pyotr Pavlensky. This process not only a transformation of artistic and traditional space, but also modification of reaction on social and political situation. Actionism becomes a source of new type of knowledge, that give a possibility to see the habitual reality from another side and find in it new pointes and concepts. Political actionism contracting own interpretation of already well-established phenomenon. Usual concepts of liberty, authority, social control are deconstructed in actions. Those destructions of reality and cultural reorientation destroys traditional imposed patterns of interaction and social structure. IAEA Delivers Report on Nuclear Power Development to Belarus Deputy Prime Minister

Full text: The International Atomic Energy Agency today delivered the final report from an IAEA Integrated Nuclear Infrastructure Review (INIR) mission to Belarus. The report concludes that Belarus has made important progress in its development of nuclear infrastructure for a nuclear power programme and that Belarus is on its way to being well-prepared with its infrastructure to support the construction of a nuclear power plant. The report makes 16 recommendations and 22 specific recommendations to assist the national authorities in preparing the infrastructure necessary for the project. ''Belarus has already implemented some of the recommendations that we shared with them in June, and the Government plans to implement all the remaining ones,'' IAEA Deputy Director General Alexander Bychkov said after delivering the document to Belarusian Deputy Prime Minister Anatoly Tozik. ''This shows that the country is taking the report seriously.'' The main recommendations in the report include to revise Belarusian nuclear legislation to adequately address issues such as radioactive waste and spent fuel management, review the enforcement process, and norms relevant to civil liability for nuclear damage; to strengthen the regulatory body and the regulatory framework for licensing; and to develop comprehensive management systems for the nuclear project. Additionally, specific suggestions were made about its infrastructure development activities based on guidance contained in the publication Milestones in the Development of a National Infrastructure for Nuclear Power. ''The report acknowledges Belarus' strong expertise in radiation protection and environmental monitoring and recognizes that good coordination in the development of Belarus' nuclear power programme is beneficial,'' Bychkov said. This work has been carried out in a period of great changes in Russia that have brought extreme hardships to the scientific community. We have been fortunate in establishing excellent relationships with the Russian scientific community and believe we have helped to retain coherence in circumstances where the continuation of research was in doubt. We have learned much and have been effective in advancing, even establishing, scholars and programs in Russia that might not otherwise have survived the transition. The vigor of the International Boreal Forest Research Association (IBFRA) is one sign of the value and success of these activities. Largely due to the current political and economic transitions in the former Soviet Union, the forests of much of the FSU are under reduced logging pressure. In addition, there is a decline in air pollution as heavy industry has waned, at least for now. Russian forestry statistics and our personal experience indicate a decline, perhaps as high as 60%, in forest harvesting over the last few years. But, new international market pressures on the forests exist in European Russia and in the Far East. The central government, still the "owner" of Russian forests, is having difficulty maintaining control over forest use and management particularly in the Far East and among the southern territories that have large, nonRussian ethnic populations. Extraordinarily large areas of mixed forest and grasslands, sparse or open forests, and mixed forests and tundra must be considered when calculating forest area It is insufficient to think of Russia as simply forest and nonforest Forest productivity, measured as growth of timber, appears to be in decline in all areas of Russia except in European Russia. The Erciyes stratovolcano, in Central Anatolia, exhibits rhyodacitic domes on its flanks that emplaced after important eruptive pyroclastic events. The changes in eruption dynamics are well defined. Measurements of density and porosity of pumices have been carried out. Initial gas content of erupted magma decreased during the first Plinian phase (units 1 to 3) and then the gas content progressively increased in U4 and in pumiceous ash flow. The latter two deposits contain bread crust bombs that become very abundant in following phreatomagmatic products. The Last Plinian phase, rich in vitreous fragments, where porosity is minimum while density is maximal, preceded the dome extrusion. Although mineralogical and chemical compositions, further thermodynamical conditions of erupted magmas did not change during the eruptive sequence, the eruption mode changed. These changes in eruption mode are the results of the degassing of magma and the meteoric water contribution to the eruption. Full text: Siberian snakes are showing themselves to be even more deadly than expected in killing their prey, the depolarizing resonances which would make it very difficult to accelerate polarized protons to TeV energies at accelerators such as the Tevatron, UNK, LHC, and SSC. The snake concept was proposed in the mid-1970s by Siberians Yaroslav Derbenev and Anatoly Kondratenko at Novosibirsk, but the snakes lay almost dormant until Owen Chamberlain, Ernest Courant, Alan Krisch, and the late Kent Terwilliger organized the 1985 Superconducting Supercollider (SSC) polarized beam workshop in Ann Arbor, which highlighted the need to test the concept. The idea is to rotate the spin through 180° on each turn in the ring. With such successive spin flips, the depolarizing effects seen in one turn should be cancelled by an equal and opposite perturbation on the subsequent turn. The new Cooler Ring at the Indiana University Cyclotron Facility then seemed an excellent test site for these eager but untested serpents. The Michigan/lndiana/Brookhaven team led by Krisch constructed the world's first snake and found that it could easily overcome its initial enemy, the imperfection depolarizing resonances caused by ring magnet imperfections (January/February 1990, page 20). In the next few years the growing team of ''herpetologists'' showed that Siberian snakes could overcome all kinds of depolarizing resonances, including the intrinsic kind (caused by the vertical betatron oscillations which keep the beam focused) and the synchrotron resonances (caused by synchrotron oscillations in energy). The team also discovered a new type of snake that was inadvertently built into the cooling section. This socalled type-3 snake rotates the spin around the vertical direction. A full type-1 snake (such as the team's superconducting solenoid magnet) rotates the spin by 180° around the beam direction; a type-2 snake rotates the spin around the radial direction

Darüşşifa est l’un des noms donnés aux établissements médicaux et éducatifs qui confèrent au peuple des services de santé en fonction de la pratique et de l’observation et qui traitent les patients dans le monde turc et islamique. Les Turcs ont commencé à reconstruire différents bâtiments selon leurs possibilités en Anatolie. Dans une courte période, ils ont construit plusieurs types de constructions tels que caravansérails, médersas, mosquées, darüşşifas. , literary circles were active at different times. Among them was the Revel Literary Circle, founded in 1898, the oldest and most unusual gathering place for educated people. Poets’ workshops in Tallinn and Tartu were among the more interesting societies in Estonia, aimed more specifically at poets of the younger generation. Members of the Tallinn workshop created their own almanac, „Nov“, and published a magazine, Polevõje Tsvetõ. All of these phenomena and problems must be situated in the context of the larger world. The Russian emigration is far from being merely a unique phenomenon of life and work outside of the homeland; indeed, it exerted a strong influence on the culture, scholarship, and literature of the countries of settlement. Among the greatest achievements of 20th century humanity are the works of Nobel laureate and writer Ivan Bunin, prose writer Vladimir Nabokov, artists Marc Chagall, Konstantin Korovin, Aleksander Benois, and Vassily Kandinsky; the theories of Noble laureate, physicist and chemist Ilya Prigogine; the works of composers Sergei Rachmaninoff, and Igor Stravinsky; actor and theatre director Mikhail Chekhov; constructor Igor Sikorsky; chemist Vladimir Ipatjev. No less important in Estonian culture were poet Igor Severjanin, architect Aleksander Vladovski, representatives of Russian classical ballet (Tamara Beck, Jevgenia Litvinova; artists Anatoli Kaigorodov, Nikolai Kalmakov, and Andrei Jegorov.

After the creation of the Academy of Medical Sciences of Ukraine in 1993 the Research Center for Radiation Medicine was among the first institutions to join the Academy (fig. 1). Estab lishing the Academy was among the first steps of the independent Ukrainian government and aimed to provide a high level health care for population. It was extremely needed for the minimization of Chornobyl medical consequences. This choice was related to a growing recognition of the scientific research in fulfilling the Сenter's mission - study of the effects of low dose radiation on human body and radiation protection of the exposed population.The Center entered the Academy as a potent insti tution. Director General Dr. Anatoly Romanenko and his first deputy prof. Oles Pyatak were lucky to concentrate in three institutes of the Center a talent ed workforce including director of the Institute of Clinical Radiology prof Volodymyr Bebeshko, director of the Institute of Epidemiology and Prophylaxis of radiation Injuries prof. Volodymyr Buzunov, director of the Institute of Experimental Radiology prof. Mikhail Rudnev. Drs. T. Azaren kova, S. Galkina, V. Boer, T. Treskunova were appointed as scientific secretaries. Dosimetry divi sion was headed by brilliant prof Ilya Likhtarev and his staff Drs. I. Los, V. Korzun, V. Repin, O. Pere voznikov, O. Bondarenko, V. Chumak and others.The Center met creation of the Academy with expe rienced research and clinical staff encountering 1587 members, including 272 research staff, 28 doctors of science and 98 PhDs, modern diagnostic and labo ratory equipment, 300 beds in clinical departments and construction of hospital and out patient hospi tal in Svyatoshin.
