The increasing demand on academics and researchers to publish has led to the development of fake journals (also known as predatory journals). Such journals lack peer review and precipitate unfair criticism toward legitimate open access journals. Predatory journals tend to bombard a researcher's mailbox on a daily basis, inviting authors to submit a review/manuscript/opinion/short case to their journal while promising expedited publication - against a fee. This study assessed the unsolicited emails received over the period of November 2017 by a young and by a senior researcher. The young researcher received a substantially higher amount of emails (n = 101) compared to the senior researcher (n = 23). The article processing costs for solicited journals received, ranged between $49 and $3019. These journals are almost all only indexed in Google Scholar and do not display any meaningful journal metrics. Furthermore, the majority of the unsolicited emails were not relevant to the researcher's field of study. Therefore authors and readers alike should evaluate emails received with regard to journal legitimacy prior to submission of work to possibly predatory journals. Copyright © 2018 Elsevier B.V. Since November 1997 we have been actively trying to reduce the amount of unsolicited electronic mail, commonly known as SPAM mail that arrives in CERN mailboxes. Unfortunately this is not an easy job since the spammers are constantly finding new ways of breaking our defences! Today spammers are 'forging' addresses in the headers and envelopes of mail in such a way that it is difficult to distinguish between legitimate mail and spams. An additional problem, that does not directly affect most CERN users but does use CERN resources and affects the reputation of CERN, is caused by the spammers who try to make mail look as if it comes from a CERN machine.They either try to route the mail via a CERN machine or simply forge the mail headers to a CERN address so it will have less chance of being blocked by the recipient's anti-spam defences.Although some anti-spam measures can be automated, for many someone has to look at the system logs and spam reports from users and make a human judgement as to what should be bloc...

The Infrared Processing and Analysis Center (IPAC) is NASA's multi-mission center of expertise for long-wavelength astrophysics. Proposals for various IPAC missions and programs are ingested via MySQL/PHP web database applications. Proposers use web forms to enter coversheet information and upload PDF files related to the proposal. Upon proposal submission, a unique directory is created on the webserver into which all of the uploaded files are placed. The coversheet information is converted into a PDF file using a PHP extension called FPDF. The files are concatenated into one PDF file using the command-line tool pdftk and then forwarded to the review committee. This work was performed at the California Institute of Technology under contract to the National Aeronautics and Space Administration.

Doctors occasionally make diagnoses in strangers outside of formal medical settings by using the medical skill of visual inspection, such as noticing signs of melanoma or the symptoms of hyperthyroidism. This may cause considerable moral unease and doubts on the side of the diagnosing physician. Such encounters force physicians to consider whether or not to intervene by introducing themselves to the stranger and offering an unsolicited medical opinion despite the absence of a formal doctor-patient relationship. A small body of literature has addressed the topic of the unsolicited medical opinion, often with a primary focus on practical advice. This article seeks to establish an ethical-theoretical basis for physicians' ethical obligation to offer an unsolicited medical opinion when they make a diagnosis by visual inspection in a stranger outside of the formal medical context. Using a utilitarian approach, it is argued that, if it is in the physicians' power to prevent a possible loss of well-being, without thereby sacrificing anything of equal value, physicians have an ethical obligation to intervene. © 2018 John Wiley & Sons Ltd.

Full Text Available Abstract Background Understanding people's social lived experiences of chronic illness is fundamental to improving health service delivery and health outcomes, particularly in relation to self-management activity. In explorations of social lived experiences this paper uncovers the ways in which Aboriginal and Torres Strait Islander people with chronic illness experience informal unsolicited support from peers and family members. Methods Nineteen Aboriginal and Torres Islander participants were interviewed in the Serious and Continuing Illness Policy and Practice Study (SCIPPS. Participants were people with Type 2 diabetes (N = 17, chronic obstructive pulmonary disease (N = 3 and/or chronic heart failure (N = 11 and family carers (N = 3. Participants were asked to describe their experience of having or caring for someone with chronic illness. Content and thematic analysis of in-depth semi-structured interviews was undertaken, assisted by QSR Nvivo8 software. Results Participants reported receiving several forms of unsolicited support, including encouragement, practical suggestions for managing, nagging, growling, and surveillance. Additionally, participants had engaged in 'yarning', creating a 'yarn' space, the function of which was distinguished as another important form of unsolicited support. The implications of recognising these various support forms are discussed in relation to responses to unsolicited support as well as the needs of family carers in providing effective informal support. Conclusions Certain locations of responsibility are anxiety producing. Family carers must be supported in appropriate education so that they can provide both solicited and unsolicited support in effective ways. Such educational support would have the added benefit of helping to reduce carer anxieties about caring roles and responsibilities. Dissemination of information on a genetically increased risk should according to guidelines primarily be family-mediated. Incomplete and incorrect information spread has, however, been documented and implies missed possibilities for prevention. In Denmark, the national HNPCC register has been granted an exception to send unsolicited letters with information on hereditary colorectal cancer and an invitation to genetic counseling to members of families with familial and hereditary colorectal cancer. To evaluate this approach, we investigated reactions and attitudes to unsolicited letters in 708 members of families with genetic predisposition and in 1600 individuals from the general population. Support for information letters was expressed by 78% of the family members and by 82% of the general population. Regarding route of information, 90% of family members preferred a letter to no information, 66% preferred information from the hospital rather than from family members and 40% preferred to obtain information from a close family member. Our results suggest that use of unsolicited information letters from the health care system may be a feasible and highly acceptable strategy to disseminate information to families at high risk of colorectal cancer.

Reports of unregulated birth workers attending birth at home, with no registered midwife in attendance (freebirth), have become more frequent in Australia in recent years. A Coronial Inquiry (2012) into the deaths of three babies born at home in South Australia resulted in a call for legislation to restrict the practice of midwifery to registered midwives. A Proposal to Protect Midwifery Practice in South Australia was issued as a consultation paper in January 2013. To report the views of those making a submission to the Proposal to Protect Midwifery Practice in South Australia. Thirty submissions to the South Australian Government were downloaded, read and thematically analysed. Twenty-five (81%) submissions supported the legislation, 5 (16%) opposed it and 2 (6%) were neither for nor against. Support for the proposed legislation was strong, however the underlying root causes that have led to the rise of UBWs attending homebirth in Australia were not addressed. Recommendations called for all stakeholders to work with women to develop a better framework of care that respected and met their needs and choices whilst safeguarding maternal and neonatal health. The Proposal to Protect Midwifery Practice may promote greater protection of midwifery practice however, Private Indemnity Insurance (PII), collaborative agreements and power struggles associated with the medical domination of childbirth continue to marginalise homebirth and prevent women from accessing the care they want and need. These unresolved issues represent the root causes for UBWs attending homebirth; hence the proposal is only a partial solution. Copyright © 2014 Australian College of Midwives. Based on the experiences of the NASA Breakthrough Propulsion Physics Project, suggestions are offered for constructively responding to proposals that purport breakthrough propulsion using mechanical devices. Because of the relatively large number of unsolicited submissions received (about 1 per workday) and because many of these involve similar concepts, this report is offered to help the would-be submitters make genuine progress as well as to help reviewers respond to such submissions. Devices that use oscillating masses or gyroscope falsely appear to create net thrust through differential friction or by misinterpreting torques as linear forces. To cover both the possibility of an errant claim and a genuine discovery, reviews should require that submitters meet minimal thresholds of proof before engaging in further correspondence; such as achieving sustained deflection of a level-platform pendulum in the case of mechanical thrusters.

Wave-front shaping has emerged over the past decade as a powerful tool to control wave propagation through complex media, initially in optics and more recently also in the microwave domain with important applications in telecommunication, imaging, and energy transfer. The crux of implementing wave-front shaping concepts in real life is often its need for (direct) feedback, requiring access to the target to focus on. Here, we present the shaping of a microwave field based on indirect, unsolicited, and blind feedback which may be the pivotal step towards practical implementations. With the example of a radio-frequency harvester in a metallic cavity, we demonstrate tenfold enhancement of the harvested power by wave-front shaping based on nonlinear signals detected at an arbitrary position away from the harvesting device.

This paper analyzes the relation between temperature satisfaction ratings expressed on a questionnaire and unsolicited complaint rates recorded in a maintenance database. The key findings are as follows: (i) the satisfaction ratings and complaint rates are negatively correlated with a moderate magnitude (r(s) = -0.31 to -0.36), and the correlation is statistically significant (P = 0.01-0.005), and (ii) the percent dissatisfied with temperature and the complaint rate are positively correlated with moderate magnitude (r(s) = 0.31-0.36), and the correlation is statistically significant (P = 0.01-0.004). Both data sets contain 'real-world' measures of temperature satisfaction, with the complaints contributing directly to the cost of operations and maintenance. The relationship between two validates a new method of assessing the economic cost of thermal discomfort in commercial buildings. Complaints in commercial buildings indicate occupants' dissatisfaction to their environments. It not only deteriorates occupants' performance and organization productivity, but also increases building maintenance and operating cost. Nailing economic consequences of complaints will enable monetary comparison of discomfort cost with building and operating costs. This comparison may be desirable for building owners and tenants to make well-informed decisions on construction, rental, and retrofit. It may also be used to evaluate complaint diagnostic and eliminating techniques.

Screening can increase detection of clinically relevant depressive symptoms, but screen-positive persons are not necessarily willing to accept a subsequent unsolicited treatment offer. Our objective was to explore limiting and motivating factors in accepting an offer to join a "coping with depression" course, and perceived needs among persons aged ≥75 years who screened positive for depressive symptoms in general practice. In a randomized controlled trial, in which 101 persons who had screened positive for depressive symptoms were offered a "coping with depression" course, a sample of 23 persons were interviewed, of whom five (22%) accepted the treatment offer. Interview transcripts were coded independently by two researchers. All five individuals who accepted a place on the course felt depressed and/or lonely and had positive expectations about the course. The main reasons for declining to join the course were: not feeling depressed, or having negative thoughts about the course effect, concerns about group participation, or about being too old to change and learn new things. Although perceived needs to relieve depressive symptoms largely matched the elements of the course, most of those who had been screened were not (yet) prepared to accept an intervention offer. Many expressed the need to discuss this treatment decision with their general practitioner. Although the unsolicited treatment offer closely matched the perceived needs of people screening positive for depressive symptoms, only those who combined feelings of being depressed or lonely with positive expectations about the offered course accepted it. Treatment should perhaps be more individually tailored to the patient's motivational stage towards change, a process in which general practitioners can play an important role.

Social dominance and forceful submission fantasies: feminine pathology or power?

This study addresses forceful submission fantasies in men and women. Although many approaches implicitly or explicitly cast women's force fantasies in a pathological light, this study seeks to explore the associations of such fantasy to female power. By adopting an evolutionary meta-theoretical perspective (and a resource control theory perspective), it was hypothesized that highly agentic, dominant women prefer forceful submission fantasies (more than subordinate women) as a means to connect them to agentic, dominant men. In addition, it is suggested that dominant women would ascribe a meaning to the object of the fantasy different from that assigned by subordinate women (i.e., "warrior lover" vs. "white knight"). Two studies were conducted with nearly 900 college students (men and women) from a large Midwestern university. Hypotheses were largely supported. Analysis of meaning supports theoretical perspectives proposing that forceful submission reflects desires for sexual power on behalf of the fantasist. Implications for evolutionary approaches to human mate preferences are discussed.

This paper explores the relationship between a new assertiveness measure (the Scale for Interpersonal Behaviour--SIB), social comparison and submissive behaviour. The paper investigates these measures in relation to the personality traits of neuroticism and introversion. Findings suggest: (a) that social comparison may be an important variable in assertiveness and submissive behaviour and shows a strong relationship to neuroticism and introversion; (b) that submissive behaviour is not the mirror opposite of assertive behaviour; and (c) submissive behaviour seems more strongly associated with introversion and neuroticism than assertive performance.

Identifying multiple submissions in Internet research: preserving data integrity.

Internet-based sexuality research with hidden populations has become increasingly popular. Respondent anonymity may encourage participation and lower social desirability, but associated disinhibition may promote multiple submissions, especially when incentives are offered. The goal of this study was to identify the usefulness of different variables for detecting multiple submissions from repeat responders and to explore incentive effects. The data included 1,900 submissions from a three-session Internet intervention with a pretest and three post-test questionnaires. Participants were men who have sex with men and incentives were offered to rural participants for completing each questionnaire. The final number of submissions included 1,273 "unique", 132 first submissions by "repeat responders" and 495 additional submissions by the "repeat responders" (N = 1,900). Four categories of repeat responders were identified: "infrequent" (2-5 submissions), "persistent" (6-10 submissions), "very persistent" (11-30 submissions), and "hackers" (more than 30 submissions). Internet Provider (IP) addresses, user names, and passwords were the most useful for identifying "infrequent" repeat responders. "Hackers" often varied their IP address and identifying information to prevent easy identification, but investigating the data for small variations in IP, using reverse telephone look up, and patterns across usernames and passwords were helpful. Incentives appeared to play a role in stimulating multiple submissions, especially from the more sophisticated "hackers". Finally, the web is ever evolving and it will be necessary to have good programmers and staff who evolve as fast as "hackers".

In 2005 a Bill was introduced to the New Zealand parliament to increase the alcohol minimum purchasing age (MPA) from 18 to 20 years and submissions were invited from interested parties. We sought to characterise and critique the arguments tendered for and against the proposal. We used template analysis to study written submissions on the Bill from 178 people and organisations in New Zealand. Independent raters coded submissions according to the source, whether for or opposed, and the arguments employed. The most common sources of submissions were members of the public (28%), the alcohol industry (20%), and NGOs (20%). Overall, 40% opposed increasing the MPA, 40% were in favour, 4% supported a split MPA (18 years for on-premise, 20 years for off-premise), 7% were equivocal, and 8% offered no comment. The most common proponents of increasing the MPA were NGOs (36%) and members of the public (30%) and their arguments concerned the expected positive effects on public health (36%) and public disorder/property damage (16%), while 24% argued that other strategies should be used as well. The most common sources of opposition to increasing the MPA were the alcohol industry (50%) and the public (20%). It was commonly claimed that the proposed law change would be ineffective in reducing harm (22%), that other strategies should be used instead (16%), that it would infringe adult rights (15%), and that licensed premises are safe environments for young people (14%). There were noteworthy examples of NGOs and government agencies opposing the law change. The alcohol industry maximised its impact via multiple submissions appealing to individual rights while neglecting to report or accurately characterise the scientific evidence. Several health and welfare agencies presented confused logic and/or were selective in their use of scientific evidence. Wind turbines used to generate electricity can have important visual, environmental and amenity impacts depending on their location. Planning can contribute to the provision of renewable energy by enabling wind energy development in appropriate locations in a manner that appropriately balances their environmental, social and economic benefits with any demonstrated visual, environmental and amenity impacts. The County of Bruce, Ontario and member municipalities are attempting to balance these matters in favour of an overall net community benefit. Planning applications need to include sufficient information and explanation to allow the approval authorities to come to a sound and timely decision, in order to facilitate a viable wind energy industry. This document outlined the County of Bruce application requirements in order to assist in the design and siting of proposed wind energy facilities and in preparing planning applications. The County of Bruce official plan and policies for large wind energy conversion systems (LWECS) were presented. Modulating effects in learned helplessness of dyadic dominance-submission relations.

In this experiment, learned helplessness was studied from an ethological perspective by examining individual differences in social dominance and its influence on the effects of helplessness. Ninety animals were used, 30 randomly selected and 60 selected because of their clear dominance or submission. Each condition (dominant, submissive, and random) was distributed in three subgroups corresponding to the triadic design. The test consisted of an escape/avoidance task. The results showed that the animals in the uncontrollable condition performed worse than those in the controllable and no treatment conditions. Social submission and dominance reduced vulnerability of the subjects against learned helplessness. Submission had a facilitating effect on subsequent learning, independently of whether pretreatment was controllability or uncontrollability. Learned mastery was observed in the submissive condition, because submission benefited the subjects in the controllable condition in comparison with the untreated subjects, and dominance impaired the subjects in the controllable condition. As part of the Copenhagen Accord, individual countries have submitted greenhouse gas reduction proposals for the year 2020. This paper analyses the implications for emission reductions, the carbon price, and abatement costs of these submissions. The submissions of the Annex I (industrialised) countries are estimated to lead to a total reduction target of 12-18% below 1990 levels. The submissions of the seven major emerging economies are estimated to lead to an 11-14% reduction below baseline emissions, depending on international (financial) support. Global abatement costs in 2020 are estimated at about USD 60-100 billion, assuming that at least two-thirds of Annex I emission reduction targets need to be achieved domestically. The largest share of these costs are incurred by Annex I countries, although the costs as share of GDP are similar for Annex I as a group and the seven emerging economies as a group, even when assuming substantial international transfers from Annex I countries to the emerging economies to finance their abatement costs. If the restriction of achieving two-thirds of the emission reduction target domestically is abandoned, it would more than double the international carbon price and at the same time reduce global abatement costs by almost 25%.

Hindrance of conservation biology by delays in the submission of manuscripts.

Timely dissemination of scientific findings depends not only on rapid publication of submitted manuscripts, a topic which has received much discussion, but also on rapid submission of research after the research is completed. We measured submission delay (time from the last date of data collection to the submission of a manuscript) for every paper from 14 journals in 2007 and compared these submission delays among four fields of biology (conservation, taxonomy, behavior, and evolution). Manuscripts published in leading journals in the field of conservation biology have the longest delays in publication of accepted manuscripts and the longest intervals between completion of research and submission of the manuscript. Delay in manuscript submission accounts for more than half of the total time from last date of data collection to publication. Across fields, the number of authors was significantly negatively correlated with submission delay, but conservation journals had the second highest number of authors and the greatest submission delay, so submission of conservation manuscripts was not hindered by a shortage of collaboration relative to other fields. Rejection rates were greater in conservation journals than in behavior and evolution, but rejection times were faster; thus, there were no obvious net differences among fields in the time papers spent waiting to be rejected. Publication delay has been reduced significantly in the last 7 years, but was still greater in conservation journals than in any of the other three fields we studied. Thus, the urgent field of conservation biology is hindered in both preparation and publication of manuscripts.

To evaluate the impact of SciELO and MEDLINE indexing on the number of articles submitted to Jornal de Pediatria. Analysis of total article submission, submission of articles from foreign countries and acceptance figures in the following periods: stage I - pre-website (Jan 2000-Mar 2001); stage II - website (Apr 2001-Jul 2002); stage III - SciELO (Aug 2002-Aug 2003); stage IV - MEDLINE (Sep 2003-Dec 2004). There was a significant trend toward linear increase in the number of submissions along the study period (p = 0.009). The number of manuscripts submitted in stages I through IV was 184, 240, 297, and 482, respectively. The number of submissions was similar in stages I and II (p = 0.148), but statistically higher in Stage III (p SciELO indexing was associated with an increase in Brazilian manuscript submissions to Jornal de Pediatria, whereas MEDLINE indexing led to an increase in both Brazilian and foreign submissions.

Full Text Available In this article the possibility of application of the balanced scorecard (BSC were considered for system for submission of suggestion for improvement (SSSI from employees. The authors consider SSSI as one of subsystems of the general management system which is aimed at motivating employees to work more effectively, the use of creative potential of employees, achieve additional revenue and improvement internal processes in the company. The BSC includes indicators, which are divided into four categories: Finance, Clients, Processes, Resources. Since SSSI has its own distinctive features compared with other systems that influence the management of the system, explaining exactly what indicators to SSSI should be used for each category is given special attention. The result described in the article is the balanced scorecard for the system for submission of suggestion for improvement, which will be effective in implementing and improving SSSI for organizations of any size and any kind of activity. The offered balanced scorecard system consists of 10 indicators which will help to estimate system from four main parties. So financial side will be characterize by indicators that show what economic benefit the company can receive from offers, the personnel – the sum of the paid awards, the client (in this case the client is the company – number of the submitted, implemented ideas and an involvement of the personnel. Indicators of internal business processes directly are interconnected with stages of the considered process and characterize the speed of passing of each of them, and also quality and number of offers.

Social anxiety, submissiveness, and shame in men and women: a moderated mediation analysis.

Research suggests a positive relationship between social anxiety and shame; however, few studies have examined this relationship or potential mechanisms. Common behaviours of persons with social anxiety disorder (SAD), such as submissive behaviours, may be more consistent with societal expectations of women than men and therefore more likely to be associated with shame in socially anxious men than women. We examined the hypothesis that submissive behaviours would mediate the relationship between social anxiety and shame in men, but not in women, with SAD. Moderated mediation was examined in a cross-sectional dataset. Gender was modeled to moderate the paths from social anxiety to submissive behaviours and from submissive behaviours to shame. We also examined an alternative model of the relationships among these variables and the potential contributory role of depression. Men (n = 48) and women (n = 40) with SAD completed the Social Interaction Anxiety Scale, Submissive Behaviour Scale, Internalized Shame Scale, and Beck Depression Inventory. Analyses supported the hypothesized model. The relationship between submissive behaviours and shame was greater in men than women with SAD; the relationship between social anxiety and submissive behaviours was not. Controlling for depression, moderation remained evident although diminished. Results for the comparison model did not support gender moderation. Submissive behaviours mediated the relationship between social anxiety and shame in men, but not women, with SAD. These findings provide preliminary evidence for a model of shame in SAD and may help to further elucidate specific features of SAD that differ between men and women. Although researchers have argued that the display of submissive behaviours might allow the socially anxious individual to limit or prevent attacks on the self, our results suggest that there are greater costs, with regard to feelings of shame, associated with such behaviours for men. In November 2004, the Government of Australia made a submission to the Commission on the Limits of the Continental Shelf (CLCS) for 10 extended continental shelf (ECS) regions, utilizing Article-76 of the United Nations Convention on the Law of the Sea (UNCLOS). With information provided in the Australian Executive Summary, the USGS examined the 10 regions of the submission from geological, morphological, and resource perspectives. By their own request, the Australians asked that CLCS take no action on the Australian-Antarctic Territory. The major limitation in this analysis is that no bathymetric soundings or detailed hydrographic profiles were provided in the Australian Executive Summary that might show why the Foot of the Slope (FOS) was chosen or where the 2,500-m contour is located. This represents a major limitation because more than half of the 4,205 boundary points utilize the bathymetric formula line and more than one-third of them utilize the bathymetric constraint line. CLCS decisions on the components of this submission may set a precedent for how ECSs are treated in future submissions. Some of the key decisions will cover (a) how a 'natural prolongation' of a continental margin is determined, particularly if a bathymetric saddle that appears to determine the prolongation is in deep water and is well outside of the 200-nm limit (Exmouth Plateau), (b) defining to what extent that plateaus, rises, caps, banks and spurs that are formed of oceanic crust and from oceanic processes can be considered to be 'natural prolongations' (Kerguelen Plateau), (c) to what degree UNCLOS recognizes reefs and uninhabited micro-islands (specifically, rocks and/or sand shoals) as islands that can have an EEZ (Middleton and Elizabeth Reefs north of Lord Howe Island), and (d) how the Foot of the Slope (FOS) is chosen (Great Australian Bight). DTlite was originally written and implemented by a user to simplify submission of entries into Jefferson Lab?s electronic logbook, but has subsequently been maintained and developed by the controls software group. The use of a separate, script-based tool for logbook submissions (as opposed to a web-based submission tool bundled with the logbook database/interface) provides many advantages to the users, as well as creating many challenges to the programmers and maintainers of the electronic logbook system. The NICE Single Technology Appraisal (STA) process in the UK has been underway for five years. Evidence Review Groups (ERGs) critically appraise submissions from manufacturers on the clinical and cost effectiveness of new technologies. This study analysed the ERGs' assessment of the strengths and weaknesses of 30 manufacturers' submissions to the STA process. Thematic analysis was performed on the textual descriptions of the strengths and weakness of manufacturer submissions, as outlined by the ERGs in their reports. Various themes emerged from the data. These themes related to the processes applied in the submissions; the content of the submission (e.g. the amount and quality of evidence); the reporting of the submissions' review and analysis processes; the reliability and validity of the submissions' findings; and how far the submission had satisfied the STA process objectives. STA submissions could be improved if attention were paid to transparency in the reporting, conduct and justification of review and modelling processes and analyses, as well as greater robustness in the choice of data and closer adherence to the scope or decision problem. Where this adherence is not possible, more detailed justification of the choice of evidence or data is required. Copyright © 2011 Elsevier Ireland Ltd. All rights reserved.

As a result correlation analysis, significant relationship has determined between submissive acts and self esteem (r=- 0.42, p<0.01. According to the findings; submissive acts were negatively correlated with self esteem. CONCLUSION: Communications and interpersonal relationships are very important for nursing. Nurses play a vital communication role in the healthcare system. Assertiveness and self esteem is necessary for effective nurse communication. Because of the process of becoming a nurse is started at nursing school, nursing education should be more promote to self esteem and decreased to submissive behaviours through educational methods. It would appear that the government's concern is primarily related to the link between energy generation and use and greenhouse gas emissions. This submission highlights the roles of demand growth, efficient delivery and effective implementation of policy framework. It is stated that the outset that energy policy should not be driven solely or even primarily by the greenhouse issue - economic sustainability is clearly at least of equal relevance. METHODS: Analysis of total article submission, submission of articles from foreign countries and acceptance figures in the following periods: stage I - pre-website (Jan 2000-Mar 2001; stage II - website (Apr 2001-Jul 2002; stage III - SciELO (Aug 2002-Aug 2003; stage IV - MEDLINE (Sep 2003-Dec 2004. RESULTS: There was a significant trend toward linear increase in the number of submissions along the study period (p = 0.009. The number of manuscripts submitted in stages I through IV was 184, 240, 297, and 482, respectively. The number of submissions was similar in stages I and II (p = 0.148, but statistically higher in Stage III (p < 0.001 vs. Stage I and p = 0.006 vs. Stage II and Stage IV (p < 0.001 vs. stages I and II, and p < 0.05 vs. stage III. The Toxic Substances Control Act Test Submissions Database (TSCATS) was developed to make unpublished test data available to the public. The test data is submitted to the U.S. Environmental Protection Agency by industry under the Toxic Substances Control Act. Test is broadly defined to include case reports, episodic incidents, such as spills, and formal test study presentations. The database allows searching of test submissions according to specific chemical identity or type of study when used with an appropriate search retrieval software program. Studies are indexed under three broad subject areas: health effects, environmental effects and environmental fate. Additional controlled vocabulary terms are assigned which describe the experimental protocol and test observations. Full Text Available In this paper I would like to present fragments of the Russian chronicles from the 13th and 14th centuries dedicated to the period of submission of Rus’ to the Mongols in 1237–1260. The process of submission of Russia to the Golden Horde is divided into two periods. The first one (1237–40 regards properly the Mongol invasion of Russian territories. The second period (1240–60 concerns the gradual submission of Russia to the Golden Horde, the process which had a more peaceful nature. The Mongol invasion was the defining moment for Kievan Rus’: for the first time in its history, the Russian population underwent a full-scale extermination with the destruction of chief towns. Contemporary to the invasion, Russian chronicles describe warfare at length and show emotional involvement as well. The requirement of the Mongol governors of absolute submission to their power with payment of the tenth share from all types of income and property are perceived as absolutely inadmissible. The succeeding destruction of the main towns of Russia, the last centres of resistance, is perceived in chronicles as a divine punishment for lack of military cooperation between the Russian princes. The Mongols themselves are presented as tabsolutely alien to orthodox culture and their pagan customs cause disgust in the authors of Russian chronicles. The subsequent period of the gradual submission of Russia to the Golden Horde is not less important in the evolution of political and cultural relations between nomads and the Russian settled population. Russian chronicles testify to fast restoration of towns after the Mongol invasion and stabilization of economic life. The governors of the Golden Horde are limited by the requirement of formal submission of the Russian princes which avoided direct military showdowns. Russia gradually became involved in the fiscal system of the Mongolian empire, but in exchange Russian princes receive a considerable political autonomy.

It is important for policy makers to be able to critique alcohol industry claims opposed to improved alcohol marketing regulation. The Australian National Preventive Health Agency reviewed alcohol marketing regulations in 2012 and stakeholders were invited to comment on them. In this study we used thematic analysis to examine submissions from the Australian alcohol industry, based on a system previously developed in relation to tobacco industry corporate political activity. The results show that submissions were a direct lobbying tactic, making claims to government that were contrary to the evidence-base. Five main frames were identified, in which the alcohol industry claimed that increased regulation: (1) is unnecessary; (2) is not backed up by sufficient evidence; (3) will lead to unintended negative consequences; and (4) faces legal barriers to implementation; underpinned by the view (5) that the industry consists of socially responsible companies working toward reducing harmful drinking. In contrast with tobacco industry submissions on public policy, which often focused on legal and economic barriers, the Australian alcohol industry placed a heavier emphasis on notions of regulatory redundancy and insufficient evidence. Five main frames were identified, in which the alcohol industry claimed that increased regulation: (1) is unnecessary; (2) is not backed up by sufficient evidence; (3) will lead to unintended negative consequences; and (4) faces legal barriers to implementation; underpinned by the view (5) that the industry consists of socially responsible companies working toward reducing harmful drinking. In contrast with tobacco industry submissions on public policy, which often focused on legal and economic barriers, the Australian alcohol industry placed a heavier emphasis on notions of regulatory redundancy and insufficient evidence. This may reflect differences in where these industries sit on the 'regulatory pyramid', alcohol being less regulated than tobacco.

Full Text Available We all are aware of the organizational omnipresence. Projects within the organizations are ubiquitous too. Projects achieve their goals successfully if they are planned, scheduled, controlled and implemented well. The project lifecycle of initiating, planning, scheduling, controlling and implementing are very well-planned by project managers and the organizations. Successful projects have well-developed risk management plans to deal with situations impacting projects. Like any other organisation, a university does try to access funds for different purposes too. For such organisations, running a project is not the issue, rather getting a project proposal approved to fund a project is the key. Project proposal processing is done by the nodal office in every organisation. Usually, these nodal offices help in administration and submission of a project proposal for accessing funds. Seldom are these nodal project offices within the organizations facilitate a project proposal approval by proactively reaching out to the project managers. And as project managers prepare project proposals, little or no attention is made to prepare a project proposal risk plan so as to maximise project acquisition. Risk plans are submitted while preparing proposals but these risk plans cater to a requirement to address actual projects upon approval. Hence, a risk management plan for project proposal is either missing or very little effort is made to treat the risks inherent in project acquisition. This paper is an integral attempt to highlight the importance of risk treatment for project proposal stage as an extremely important step to preparing the risk management plan made for projects corresponding to their lifecycle phases. Several tools and techniques have been proposed in the paper to help and guide either the project owner (proposer or the main organisational unit responsible for project management. Previous works on the effect of self-construal in interpersonal behaviours tend to adopt a main effect approach. The present research proposes an interactive approach in understanding two response patterns in dyadic conflict by combining self-construal and the stance of the opponent. Independent self-construal was hypothesised to be associated with a self-centred pattern of conflict response, which is characterised by taking contending responses regardless of whether the stance of the opponent is dominant or submissive. Relational self-construal was hypothesised to be associated with a tuning-in pattern of conflict response, which is characterised by showing contending responses when the opponent is submissive but yielding responses when the opponent is dominant. With trait self-construal measured and opponent's stance manipulated, Study 1 provided initial support for the hypotheses. Study 2 showed a three-way interaction effect between trait self-construal, manipulated self-construal and the opponent's stance on actual conflict responses during discussion of a scenario. The effect of self-construal manipulation was only observed among people who were low in trait independent self-construal and average in trait relational self-construal. The results pinpoint the importance of considering personal and opponent factors simultaneously in understanding the dynamics of dyadic conflict processes. © 2015 International Union of Psychological Science.

Full Text Available This study examined the submissive behaviors of second level of elementary school students at with respect to some variables. Participants were 430 students, 172 (42,6 % girls and 231 (57,4 % boys. Among these participants, 156 (38,6 % were 6th graders, 104 (26% were 7th graders, and 143 (35,4% were 8th graders. The data were collected using Student Personal Information Form developed by researchers and Submissive Behaviors Scale. The data collected were analyzed using t-test, One-way ANOVA, Tukey Test, and Mann–Whitney U test. The findings revealed that students’ levels of submissive behaviors significantly differed by the variables including school type, gender, school class level, achievement, residence, economic level, mother’s and father’s education level, violence by mother and father.

grid-control is a lightweight and highly portable open source submission tool that supports all common workflows in high energy physics (HEP). It has been used by a sizeable number of HEP analyses to process tasks that sometimes consist of up to 100k jobs. grid-control is built around a powerful plugin and configuration system, that allows users to easily specify all aspects of the desired workflow. Job submission to a wide range of local or remote batch systems or grid middleware is supported. Tasks can be conveniently specified through the parameter space that will be processed, which can consist of any number of variables and data sources with complex dependencies on each other. Dataset information is processed through a configurable pipeline of dataset filters, partition plugins and partition filters. The partition plugins can take the number of files, size of the work units, metadata or combinations thereof into account. All changes to the input datasets or variables are propagated through the processing pipeline and can transparently trigger adjustments to the parameter space and the job submission. While the core functionality is completely experiment independent, full integration with the CMS computing environment is provided by a small set of plugins.

Full Text Available The purpose of the research is conducted to know the implementation of internal control on the process of submission and payment of claims by BPJS Kesehatan Yogyakarta. As well as knowing the process of submission and payment of claims. This type of research is qualitative research using ethnomethodology approach. Researchers use ethnomethodology method as the basis to expose the daily activities of the process of submission and payment of claims. Technique of Data collection through interviews with relevant informants and make direct observation to the object of research. The results of this research are to answer the problem and the purpose of this research, that BPJS Kesehatan has implemented internal control with maximum. Internal controls are capable to detect red flags in the submission process and payment of claims. Although there are some "problems" that occur also in the realm of BPJS kesehatan, but the management has been controlling against the various risks that are most likely to occur mainly in the process of submission and payment of claims. Thus the strengthening of internal control system in all aspects of activity in BPJS Kesehatan should always be attempted.

Review of laboratory submissions from New World camelids in England and Wales (2000-2011).

Sample submissions to the Animal Health and Veterinary Laboratories Agency's (AHVLA's) diagnostic laboratory network in England and Wales were reviewed for diseases affecting New World camelids (NWCs). In the years 2000-2011, 6757 submissions were analysed, including 5154/6757 (76.3%) for diagnosing a disease problem and 1603/6757 (23.7%) for monitoring (no clinical disease). Wasting (weight loss, ill-thrift) was the most commonly reported clinical sign across all age groups. A diagnosis was reached for 1765/5154 (34.2%) diagnostic submissions. The proportion of submissions with diagnoses was higher for carcasses than non-carcass samples and multiple diagnoses were more likely to be reached from carcasses. Parasitic diseases were collectively the most common problem, including parasitic gastroenteritis (319/1765, 18.2%), coccidiosis (187/1765, 10.6%), fascioliasis (151/1765, 8.6%), ectoparasitic infestations (86/1765, 4.9%) and cryptosporidiosis (24/1765, 1.4%). The most frequently diagnosed non-parasitic problems included nutritional diseases (182/1765, 10.3%), septicaemia (104/1765, 5.9%, including 45 cases of colisepticaemia), gastric ulceration (79/1765, 4.5%), tumours/neoplastic diseases (65/1765, 3.7%), tuberculosis (57/1765, 3.2%), clostridial diseases (44/1765, 2.5%), congenital anomalies (41/1765, 2.3%), peritonitis (39/1765, 2.2%) and Johne's disease (20/1765, 1.1%). We present a Web portal for CMS Grid submission and management. The portal is built using a JBoss application server. It has a three tier architecture; presentation, business logic and data. Bean based business logic interacts with the underlying Grid infrastructure and pre-existing external applications, while the presentation layer uses AJAX to offer an intuitive, functional interface to the back-end. Application data aggregating information from the portal as well as the external applications is persisted to the server memory cache and then to a backend database. We describe how the portal exploits standard, off-the-shelf commodity software together with existing Grid infrastructures in order to facilitate job submission and monitoring for the CMS collaboration. This paper describes the design, development, current functionality and plans for future enhancements of the portal.

A Grid is a very dynamic, complex and heterogeneous system, whose reliability can be adversely conditioned by several different factors such as communications and hardware faults, middleware bugs or wrong configurations due to human errors. As the infrastructure scales, spanning a large number of sites, each hosting hundreds or thousands of hosts/resources, the occurrence of runtime faults following job submission becomes a very frequent and phenomenon. Therefore, fault avoidance becomes a fundamental aim in modern Grids since the dependability of individual resources spread upon widely distributed computing infrastructures and often used outside of their native organizational boundaries, cannot be guaranteed in any systematic way. Accordingly, we propose a simple job optimization solution based on a user-driven fault avoidance strategy. Such strategy starts from the introduction within the grid information system of several on-line service-monitoring metrics that can be used as specific hints to the workload management system for driving resource discovery operations according to a fault-free resource-scheduling plan. This solution, whose main goal is to minimize the execution time by avoiding execution failures, demonstrated to be very effective in incrementing both the user perceivable quality and the overall grid performance.

An intuitive assumption is to believe that the number of submissions made to a veterinary diagnostic laboratory is dictated by the financial state of the industries using the laboratory. However, no research is available to document how the economics of a food animal industry affects laboratory submissions and therefore disease monitoring and surveillance efforts. The objective of this study was to determine if economic indices associated with the Ontario swine industry can account for the variability seen in these submissions. Retrospective swine submissions made to the Animal Health Laboratory at the University of Guelph, Guelph, Ontario from January 1998 to July 2009 were compiled. The following economic, demographic, and health variables impacting Ontario swine production were selected for analysis: auction price, lean-hog futures, currency exchange rate, price of corn, an outbreak of porcine circovirus type-2 associated diseases (PCVAD), government incentive program, number of farms in province, and average farm size. All independent variables identified by unconditional associations to have a significance of P≤0.2 with the outcome of monthly submission count were included in a multivariable negative binomial model. A final model was identified by a backwards elimination procedure. A total of 30,432 swine submissions were recorded. The mean frequency of monthly submissions over 139 months was 212.9 (SD=56.0). After controlling for farm size, the number of pigs in Ontario, higher submission counts were associated with a weaker CAD$ versus US$, higher auction prices, and a PCVAD outbreak (Pvolatility and disease outbreaks in the Ontario swine industry drive submissions to the laboratory. In conclusion, lab submissions are a useful source of animal health data for disease surveillance; however, surveillance activities should also monitor the economics of the industry. Whilst scientists are by default motivated by intellectual challenges linked to the area of their interest rather than have an interest in the financial component related to their work, the reality of today is that funding for their work does not come automatically More and more governments provide project-related funding rather than multipurpose funding that covers the total annual costs of a research performing entity (such as a university department). So, like it or not, researchers have to present their research ideas and convince funding bodies about the usefulness and importance of their intended research work. Writing the research proposal is not simply typing words and punctuation. It requires succinctly and clearly chronicling the facts, as well as crafting a convincing line of reasoning for funding the project. For the best result, both the logical, verbal left side of the brain and the intuitive, creative right side of the brain need to work as a team. This article covers the process of writing a proposal, from research idea to submission to the funding body. The key to good writing is linking the text into a logical project flow. Therefore, in the early stage of writing an RTD proposal, developing the chain of reasoning and creating a flow chart is recommended to get a clear overview of the entire project and to visualise how the many work packages are connected.

Academics have a duty towards peers and scholars alike to engage in research work and to publish their findings. This also assists in establishing personal academic success as well as the attainment of research grants. In the past, authors used to publish their research articles for free but access to these articles was restricted to subscription users only. Recently, open access publishing has gained momentum, whereby such articles are made freely accessible online. However open access publishing comes with a price tag for the author through article processing charges. Open access may also question a journal's credibility within the academic world if improperly implemented. This is particularly so following the unsolicited bombardment of researchers' email accounts with invitations for submissions to predatory open access journals. Full Text Available How do scientists decide where to submit manuscripts? Many factors influence this decision, including prestige, acceptance probability, turnaround time, target audience, fit, and impact factor. Here, we present a framework for evaluating where to submit a manuscript based on the theory of Markov decision processes. We derive two models, one in which an author is trying to optimally maximize citations and another in which that goal is balanced by either minimizing the number of resubmissions or the total time in review. We parameterize the models with data on acceptance probability, submission-to-decision times, and impact factors for 61 ecology journals. We find that submission sequences beginning with Ecology Letters, Ecological Monographs, or PLOS ONE could be optimal depending on the importance given to time to acceptance or number of resubmissions. This analysis provides some guidance on where to submit a manuscript given the individual-specific values assigned to these disparate objectives.

Reducing the exposure of children and young people to the marketing of unhealthy foods is a core strategy for reducing the high overweight and obesity prevalence in this population. The Advertising Standards Authority (ASA) has recently reviewed its self-regulatory codes and proposed a revised single code on advertising to children. This article evaluates the proposed code against eight criteria for an effective code, which were included in a submission to the ASA review process from over 70 New Zealand health professors. The evaluation found that the proposed code largely represents no change or uncertain change from the existing codes, and cannot be expected to provide substantial protection for children and young people from the marketing of unhealthy foods. Government regulations will be needed to achieve this important outcome.

Incensole acetate (IA), a constituent of Boswellia resin ('frankincense'), was previously demonstrated to exhibit an antidepressive-like effect in the Forced Swim Test (FST) in mice following single dose administration (50 mg/kg). Here, we show that acute administration of considerably lower dose (10 mg/kg) IA to selectively bred mice, showing prominent submissive behavior, exerted significant antidepressant-like effects in the FST. Furthermore, chronic administration of 1 or 5 mg/kg per day of IA for three consecutive weeks dose- and time-dependently reduced the submissiveness of the mice in the Dominant-Submissive Relationship test, developed to screen the chronic effect of antidepressants. This behavioral effect was concomitant to reduced serum corticosterone levels, dose-dependent down-regulation of corticotropin releasing factor and up-regulation of brain derived neurotrophic factor transcripts IV and VI expression in the hippocampus. These data suggest that IA modulates the hypothalamic-pituitary-adrenal (HPA) axis and influences hippocampal gene expression, leading to beneficial behavioral effects supporting its potential as a novel treatment of depressive-like disorders.

Modeling healthcare authorization and claim submissions using the openEHR dual-model approach

Background The TISS standard is a set of mandatory forms and electronic messages for healthcare authorization and claim submissions among healthcare plans and providers in Brazil. It is not based on formal models as the new generation of health informatics standards suggests. The objective of this paper is to model the TISS in terms of the openEHR archetype-based approach and integrate it into a patient-centered EHR architecture. Methods Three approaches were adopted to model TISS. In the first approach, a set of archetypes was designed using ENTRY subclasses. In the second one, a set of archetypes was designed using exclusively ADMIN_ENTRY and CLUSTERs as their root classes. In the third approach, the openEHR ADMIN_ENTRY is extended with classes designed for authorization and claim submissions, and an ISM_TRANSITION attribute is added to the COMPOSITION class. Another set of archetypes was designed based on this model. For all three approaches, templates were designed to represent the TISS forms. Results The archetypes based on the openEHR RM (Reference Model) can represent all TISS data structures. The extended model adds subclasses and an attribute to the COMPOSITION class to represent information on authorization and claim submissions. The archetypes based on all three approaches have similar structures, although rooted in different classes. The extended openEHR RM model is more semantically aligned with the concepts involved in a claim submission, but may disrupt interoperability with other systems and the current tools must be adapted to deal with it. Conclusions Modeling the TISS standard by means of the openEHR approach makes it aligned with ISO recommendations and provides a solid foundation on which the TISS can evolve. Although there are few administrative archetypes available, the openEHR RM is expressive enough to represent the TISS standard. Needing a nudge: the effect of encouragement on submission rates and journal selection.

Mentorship within academic institutions influences research productivity; no published studies have addressed whether encouragement on a national level would have similar effects. We studied whether contact by a journal's editorial board members would affect submission rates or journal selection by authors. Authors of potentially publishable conference materials presented at national conferences sponsored by the Society of Teachers of Family Medicine were randomized to receive an invitation to submit work to Family Medicine or to receive no contact. After 2 years, we surveyed authors regarding whether a manuscript had been attempted and, if completed, where it had been submitted and eventually published. A total of 345 submissions were reviewed, 72 met inclusion criteria, and 41 authors responded to the survey (57%). There were no differences in demographics, scholarly activity in general, or faculty status between study groups. There was no significant difference in whether manuscripts based on targeted projects had been written, completed, submitted, or published. There was a significant difference in where manuscripts were submitted with the inviting journal receiving proportionately more submissions from the group of authors that had been contacted (90% Contacted group, 43% No-Contact). Simple encouragement from editorial board members of a national peer-reviewed journal in the form of a single e-mail invitation did not increase the scholarly production of authors. Encouragement may, however, increase the likelihood that completed works are submitted to the inviting journal, which is a useful finding for journals interested in soliciting scholarly works of interest.

Full Text Available Recently, massive open online courses (MOOCs have been offering a new online approach in the field of distance learning and online education. A typical MOOC course consists of video lectures, reading material and easily accessible tests for students. For a computer programming course, it is important to provide interactive, dynamic, online coding exercises and more complex programming assignments for learners. It is expedient for the students to receive prompt feedback on their coding submissions. Although MOOC automated programme evaluation subsystem is capable of assessing source programme files that are in learning management systems, in MOOC systems there is a grader that is responsible for evaluating students’ assignments with the result that course staff would be required to assess thousands of programmes submitted by the participants of the course without the benefit of an automatic grader. This paper presents a new concept for grading programming submissions of students and improved techniques based on the Java unit testing framework that enables automatic grading of code chunks. Some examples are also given such as the creation of unique exercises by dynamically generating the parameters of the assignment in a MOOC programming course combined with the kind of coding style recognition to teach coding standards.

Today, nursing education which educates the future members of the nursing profession aims to gain them high self-esteem, selfconfidence and self-compassion, independence, assertiveness and ability to establish good human relations. This aim can only be achieved through a contemporary curriculum supporting students in the educational process and enabling those in charge to make arrangements by taking the characters and needs of each individual into account. The study aims to investigate self-compassion, self-confidence and submissive behaviours of undergraduate nursing students studying in different curriculums. This descriptive, cross-sectional, comparative study was carried out with the 1st- and 4th-year students of the three schools, each of which has a different curriculum: conventional, integrated and Problem Based Learning (PBL). The study data were collected with the Self-Compassion Scale (SCS), Self-Confidence Scale (CS) and Submissive Acts Scale (SAS): The data were analyzed through frequency distribution, means, analysis of variance and the significance test for the difference between the two means. The mean scores the participating students obtained from the Self-Compassion, Self-confidence and Submissive Acts Scales were 3.31±0.56, 131.98±20.85 and 36.48±11.43 respectively. The integrated program students' mean self-compassion and self-confidence scores were statistically significantly higher and their mean submissive behaviour scores were lower than were those of the students studying in the other two programs (pscales revealed that there was a statistically significant relationships between the SCS and CS values (r=0.388, p<0.001), between the SCS and SAS values (r=-0307, p<0.001) and between the CS and SAS values (r=-0325, p<0.001). The Canadian Electricity Association represents 95 per cent of all generation, transmission, distribution and retail services provided to customers across Canada. For the past 6 years, it has provided technical analysis to the federal government on how tax changes could improve the environmental performance and competitiveness of an industry that has undergone massive restructuring, including unbundling and increased competition. The massive power outage in August 2003 heightened industry concerns over aging infrastructures and the need for major investment. This pre-budget submission to the Minister of Finance recommends improvements to the capital cost allowance (CCA) tax rates and increasing the CCA rate for used equipment. The Canadian Electricity Association argues that these improvements are fundamental to the ability of the industry to enhance its environmental performance and reduce greenhouse gas emissions. It was also suggested that new investment in supply, transmission and distribution should be encouraged to avoid potential shortfalls in supply, future peaking shortages and price spikes due to system constraints. The proposed changes would align CCA rates with the electricity assets while encouraging investment in the electricity sector.
