Energy service contracting in DOD

The U.S. Department of Defense (DOD) annually consumes about $3 Billion in energy to operate facilities at military installations worldwide, representing about 80% of utility operating expense for all Federal facilities. Recent legislation and a Presidential Executive Order have directed DOD by Fiscal Year 2000 to reduce facility energy consumption by 20%, from the level of energy used in Fiscal Year 1985. To achieve this goal it is estimated that energy efficiency improvement investments between $2-3 billion would be required. Considering the competition for resources within DOD as it experiences downsizing and restructuring, DOD will need to seek opportunities to tap alternative investment strategies through energy service contracting to leverage Federal resources. Shared Energy Savings and Operations and Maintenance Energy Services contracting activities in the Department of the Navy will be used to address how such acquisition methods can contribute to achieving DOD energy efficiency goals

Follow the Money: School Spending from Title I to Adult Earnings

Full Text Available Title I funding has been the largest federal program of K–12 education for the past fifty years, the objective being to eliminate the educational disadvantage associated with poverty. I provide new evidence on the long-term effects of school spending from Title I on children's educational and adult economic outcomes. To study effects of Title I, I link school district spending and administrative data on Title I funding to nationally representative data on children born between 1950 and 1977 and followed through 2011. Models include controls for birth cohort and school district fixed effects, childhood family–neighborhood characteristics, and other policies. I find that increases in Title I funding are significantly related to increases in educational attainment, high school graduation rates, higher earnings and work hours, reductions in grade repetition, school suspension or expulsion, incarceration, and reductions in the annual incidence of poverty in adulthood; effects on educational outcomes are more pronounced for poor children.

The Secretary amends the regulations governing programs administered under Title I of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB) (referred to in these regulations as the Title I program) and the regulations governing programs under Part B of the Individuals with Disabilities Education Act (IDEA) (referred to in these regulations as the IDEA program). These regulations provide States with additional flexibility regarding State, local educational agency (LEA), and school accountability for the achievement of a small group of students with disabilities whose progress is such that, even after receiving appropriate instruction, including special education and related services designed to address the students' individual needs, the students' individualized education program (IEP) teams (IEP Teams) are reasonably certain that the students will not achieve grade-level proficiency within the year covered by the students' IEPs.

Toward Integrated DoD Biosurveillance: Assessment and Opportunities.

In the context of the 2012 National Strategy for Biosurveillance, the Office of Management and Budget (OMB) asked the Department of Defense (DoD) to review its biosurveillance programs, prioritize missions and desired outcomes, evaluate how DoD programs contribute to these, and assess the appropriateness and stability of the department's funding system for biosurveillance. DoD sought external analytic support through the RAND Arroyo Center. In response to the questions posed by OMB request, this study finds the following: (1) Current DoD biosurveillance supports three strategic missions. Based mostly on existing statute, the highest-priority mission is force health protection, followed by biological weapons defense and global health security. (2) Guidance issued by the White House on June 27, 2013, specified priorities for planning fiscal year 2015 budgets; it includes an explicit global health security priority, which strengthens the case for this as a key DoD biosurveillance strategic mission. (3) DoD biosurveillance also supports four desired outcomes: early warning and early detection, situational awareness, better decision making at all levels, and forecast of impacts. (4) Programs and measures that address priority missions-force health protection in particular-and desired outcomes should be prioritized over those that do not do so. (5) More near-real-time analysis and better internal and external integration could enhance the performance and value of the biosurveillance enterprise. (6) Improvements are needed in key enablers, including explicit doctrine/policy, efficient organization and governance, and increased staffing and improved facilities for the Armed Forces Health Surveillance Center (AFHSC). (7) AFHSC has requested additional funding to fully implement its current responsibilities under the 2012 Memorandum of Understanding between the Assistant Secretaries of Defense for Health Affairs and for Nuclear, Chemical, and Biological Defense Programs

Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.

Proven and innovative logistics management approaches and techniques used for developing and supporting DoD and Strategic Defense Initiative Office (SDIO) systems are described on the basis of input from DoD to the SEI Synthesis Group; SDIO-developed logistics initiatives, innovative tools, and methodologies; and logistics planning support provided to the NASA/Johnson Planet Surface System Office. The approach is tailored for lunar/Martian surface operations, and provides guidelines for the development and management of a crucial element of the SEI logistics support program. Full Text Available A novel MUSIC-type algorithm is derived in this paper for the direction of departure (DOD and direction of arrival (DOA estimation in a bistatic MIMO radar. Through rearranging the received signal matrix, we illustrate that the DOD and the DOA can be separately estimated. Compared with conventional MUSIC-type algorithms, the proposed separate MUSIC algorithm can avoid the interference between DOD and DOA estimations effectively. Therefore, it is expected to give a better angle estimation performance and have a much lower computational complexity. Meanwhile, we demonstrate that our method is also effective for coherent targets in MIMO radar. Simulation results verify the efficiency of the proposed method, particularly when the signal-to-noise ratio (SNR is low and/or the number of snapshots is small.

This study examines differences in the types of titles for articles that show high altmetric activity (highly alted articles) versus highly cited articles. This work expands on previous research on document titles in combination with a grounded theory approach to develop a codebook in which articles were manually coded based on 11 characteristics. The results show that there are differences and similarities in titles across many of the examined characteristics; highly cited titles and highly mentioned titles on Wikipedia have some similar characteristics such as they have the the highest percentage of substantive words; in addition, there are no or very few titles referencing outside or with humor/lightness on both platforms. Twitter and Facebook also showed some similarities having the highest percentage of humorous/light titles and lowest percentage of substantive words in their titles. (Author)

The U.S. Department of Defense (DoD) is committed to using electronic commerce in the future with the over 300,000 vendors interested in doing business with DoD. Electronic commerce will move DoD from a paper-based world to one based on electronic transactions enabled by the exchange of formatted, electronic messages referred to as electronic data interchange (EDI). With electronic commerce, DoD plans to reduce costs, increase effectiveness, and make it easier for vendors to deal with DoD. Benefits from electronic commerce are enhanced when many businesses use the same standards for EDI messages themselves and their transmission. The fewer standards used, the less time and resources must be spent translating messages and agreeing on how to use different standards. To enhance benefits and smooth the transition to electronic commerce for itself and its vendors, DoD has chosen to use the widely accepted American National Standards Institute (ANSI) X12 standards for EDI messages, coupled with international standards for delivering messages and organizing addresses. In the past 18 months, EDI standards sponsored by a United Nations body and serving the same purpose as ANSI X12 message standards have begun to gain wider acceptance internationally.

The Social Cognitive Theory (SCT) is a widely used theory for nutrition education programming. Better understanding the relationships between knowledge, self-efficacy, and behavior among children of various income levels can help to form and improve nutrition programs, particularly for socioeconomically disadvantaged youth. The purpose of this study was to determine the relationships between knowledge, self-efficacy, and behavior among fifth grade students attending Title I (≥40% of students receiving free or reduced school meals) and non-Title I schools (students receiving free or reduced school meals). A validated survey was completed by 55 fifth grade students from Title I and 122 from non-Title I schools. Differences in knowledge, self-efficacy, and behavior scores between groups were assessed using t test and adjusted for variations between participating schools. Regression analysis was used to determine the relationships between knowledge, self-efficacy, and behavior. In adjusted models, the Title I group had significantly lower scores on several knowledge items and summary knowledge (P = 0.04). The Title I group had significantly lower scores on several behavior variables including intakes of fruits (P = 0.02), vegetables (P = 0.0005), whole grains (P = 0.0003), and lean protein (P = 0.047), physical activity (P = 0.002) and summary behavior (P = 0.001). However the Title I group scored higher on self-efficacy for meal planning (P = 0.04) and choosing healthy snacks (P = 0.036). Both self-efficacy (β = 0.70, P knowledge (β = 0.35, P = 0.002) strongly predicted behavior; however, only self-efficacy remained significant in the Title I group (self-efficacy, β = 0.82, P = 0.0003; knowledge, β = 0.11, P = 0.59). Results demonstrate disparities in nutrition knowledge and behavior outcomes between students surveyed from Title I and non-Title I schools, suggesting more resources may be necessary for lower income populations

This project will develop both analysis tools and implementation procedures as well as demonstrate the effectiveness of a comprehensive, coordinated energy conservation program based on state-of-the-art technologies. A military installation is in reality a small to medium sized city. It generally has a complete utilities infrastructure including water supply and distribution, sewage collection and treatment, electrical supply and distribution, central heating and cooling plants with thermal distribution, and a natural gas distribution system. These utilities are quite extensive and actually consume about 10-15% of the energy on the facility not counting the energy going into the central plants

Increasing educational indebtedness influences medical students to pursue specialization: a military recruitment potential?

Cost of medical education and student indebtedness has increased dramatically. This study surveyed medical students on educational debt, educational costs, and whether indebtedness influenced career choice. Responses should impact (1) Department of Defense (DoD) recruitment of physicians and (2) future of primary care. The authors surveyed 188 incoming medical students (University of Medicine and Dentistry of New Jersey-New Jersey Medical School, Class of 2012) concerning educational indebtedness, perceptions about educational costs, and plans regarding loan repayment. Data were analyzed and expressed as mean +/- standard error. Students with loans anticipated their medical educational costs to be $155,993. 62% felt costs were "exorbitant," and 28% "appropriate." 64% planned to specialize, whereas only 9% chose primary care. 28% of students planning specialization said income potential influenced their decision. 70% of students said cost was a factor in choosing New Jersey Medical School over a more expensive school. Students anticipated taking about 10 years to repay loans. As medical educational costs and student indebtedness rise, students are choosing less costly education and career paths with higher potential future earnings. These trends will negatively impact health care availability, accessibility, and cost. DoD programs to provide financial assistance in exchange for military service are not well publicized. These findings should increase DoD recruitment opportunities.

The work of specialist nursing has been under scrutiny for many years in the UK due to a perception that it is not cost-effective. A common issue is the lack of consistency of job titles, which causes confusion to the public, employing organisations, colleagues and commissioners of services. Lack of consistency has implications for the wider perception of advanced specialist practice in the worldwide community and the workforce more generally. This study aims to understand the variation in job titles in the UK population. A pre-existing data set of accrued studies into the work of nurses working in specialisms was mined for insight (N = 17,960). This study used knowledge discovery through data and descriptive statistics to perform secondary analysis. Mining these data revealed 595 job titles in use in 17,960 specialist posts once the specialism had been removed. The most commonly used titles were Clinical Nurse Specialist, Nurse Specialist/Specialist Nurse, Advanced Nurse Practitioner and Nurse Practitioner. There were three other primary groupings. These were variants with a specialist or technical prefix of suffix, for example Nurse Endoscopist, variants of seniority such as trainee, senior nurse for [specialism] or variants of function such as Nurse Prescriber. The clustering was driven primarily by pay band. A total of 323 posts were recorded as holding titles such as Advanced Nurse Practitioner or Specialist Nurse who were not registered with the Nursing & Midwifery Council. In this data set, there is a large array of titles, which appear to have little relationship with other factors like education. This is confusing to the public, employers and those commissioning services. It also demonstrates that the previous assumptions by Council for Healthcare Regulatory Excellence that advanced practice labels are associated with career progression are unsound and should be addressed by the regulator. © 2017 John Wiley & Sons Ltd.

The purpose of this report is to provide descriptive cataloguers with a standard entry for the full title of a journal. In addition to the full journal title, the ISSN (International Standard Serial Number), administered by the ISSN International Centre, Paris, France, and/or CODEN, assigned by Chemical Abstracts Service, USA, are given in this manual. Regulating services as measures of ecological resilience on DoD lands

Knowledge of the capacity and flow of ecosystem services can help DoD land managers make decisions that enhance cost-effectiveness, minimize environmental damage, and maximize resources available for military missions. We demonstrated a methodology to quantify and map selected regulating services (RS), which helps land managers envision tradeoffs. Our objectives were to 1) estimate current capacity of and demand for selected RS within DoD lands, 2) examine the effects of future DoD land management and climate changes on the capacity and flow of these RS, and 3) project how land-use and climate changes in nearby lands affect future demand for RS. Our approach incorporates widely accepted models and equations, remote sensing, GIS analysis, and stakeholder involvement. Required data include land cover/use, soil type, precipitation, and air temperature. We integrated data into the a) Surface Curve Number Method and b) Revised Universal Soil Loss Equation to estimate capacity of sediment, nitrogen (N) and surface-water regulation. Capacities and flows of RS vary greatly across landscapes and are likely to vary as climate changes or development occurs. Analyses of RS capacity and flow can help managers and planners prioritize actions in the context of best management practices and compatible use buffers. Staff surveys indicated that our approach was informative and easy to use. Implementation may be most limited by on-installation personnel time.

The specific nuclear energy sources being considered include: small or medium-size nuclear power reactors; radioisotopic thermoelectric generators with 90 Sr or 238 Pu; radioisotopic dynamic electric generators with 90 Sr or 238 Pu; and applications of radioisotopes for luminous sources (lights) with 3 H, 85 Kr, or 147 Pm. Little is known about the impact of different marketing strategies on enrollment of online courses for health professionals. The authors compared one aspect of marketing, course titles, for online classes about herbs and dietary supplements (HDS). The authors marketed two titles-one knowledge-oriented, the other behavior-oriented-for each of seven online HDS classes. The two titles were (1) "Introduction to topic" (Knowledge) and (2) "Talking with patients about topic" (Behavior). The seven classes were two general (introduction and safety) and five specialty (women, children, the elderly, depression, and gastrointestinal) topics. The Area Health Education Center in northwest North Carolina marketed the classes. Altogether, 195 clinicians enrolled in an average of 7.6 classes per enrollee (1,487 total). For every class, enrollment was higher for knowledge-oriented than behavior-oriented titled classes (average of 124 versus 89 enrollees per class, P online classes on an unfamiliar topic. Additional marketing research is needed to inform efforts to enroll clinicians into courses on more familiar topics.

Tobacco use is a major concern to the Military Health System of the Department of Defense (DoD). The 2011 DoD Health Related Behavior Survey reported that 24.5% of active duty personnel are current smokers, which is higher than the national estimate of 20.6% for the civilian population. Overall, it is estimated that tobacco use costs the DoD $1.6 billion a year through related medical care, increased hospitalization, and lost days of work, among others. This study evaluated future health outcomes of Tricare Prime beneficiaries aged 18-64 yr (N = 3.2 million, including active duty and retired military members and their dependents) and the potential economic impact of initiatives that DoD may take to further its effort to transform the military into a tobacco-free environment. Our analysis simulated the future smoking status, risk of developing 25 smoking-related diseases, and associated medical costs for each individual using a Markov Chain Monte Carlo microsimulation model. Data sources included Tricare administrative data, national data such as Centers for Disease Control and Prevention mortality data and National Cancer Institute's cancer registry data, as well as relative risks of diseases obtained from a literature review. We found that the prevalence of active smoking among the Tricare Prime population will decrease from about 24% in 2015 to 18% in 2020 under a status quo scenario. However, if a comprehensive tobacco control initiative that includes a 5% price increase, a tighter clean air policy, and an intensified media campaign were to be implemented between 2016 and 2020, the prevalence of smoking could further decrease to 16%. The near 2 percentage points reduction in smoking prevalence represents an additional 81,240 quitters and translates to a total lifetime medical cost savings (in 2016 present value) of $968 million, with 39% ($382 million) attributable to Tricare savings. Full Text Available In the present study we examined the relationship between parental educational level, joint storybook reading and children's language competence. Our sample included 123 5-year-old children attending one of the Slovenian preschools. Frequency of parent-child joint storybook reading was measured indirectly with the children's book title checklist, which was used in the Slovenian language environment for the first time, and which, in comparison with the parents' report about how often they read to their children, represents a more objective measure of storybook exposure. By using checklist we avoid socially desirable responses, which parents give because they think that reading is important for children's language development. We found out that parental education is positively related to the parental familiarity with the titles of books for children. Furthermore, the results show that storybook exposure is, regardless of parental educational level, a factor of home environment which makes an important contribution to the development of children's language competence.

Full Text Available In this essay I reflect on the fortieth anniversary of the Mink Equal Opportunity in Education Act of 1972 (Title IX, which prohibited discrimination based on sex in federally funded education programs in the United States and inspired educational programs that encourage girls to pursue math and science careers. I argue that despite the feminist underpinnings of Title IX, in recent years feminism has discouraged the advancement of women in math and science by excluding quantitative research from its publications, quantitative researchers from women's and gender studies programs, and quantitative training from its curriculum. I examine my own experience of growing up with Title IX programs, the long-term ramifications of those programs, and my recent struggles to do feminist demography to show how the relationship of feminism to the promotion of quantitative sciences has changed over time. I argue that there is an unfinished revolution in feminism and a stall in the development of feminist quantitative social science research that can only be resolved by creating intellectual space for feminist quantitative work in the academy.

Many Australian and New Zealand surgeons use the title 'Mister' rather than 'Doctor', a practice dating back to traditions established over 600 years ago. The Royal Australasian College of Surgeons is currently undergoing a period of critical self-reflection, embodied by its 'Respect' campaign. Active measures to embrace diversity and encourage women into surgery are underway. This paper reviews the historical basis to the use of gendered titles and their current use amongst fellows. De-identified demographic data from the college register of active fellows was searched by self-identified title, country or state, and gender. Data were further reviewed by surgical sub-specialty and year of fellowship. The college dataset suggests that there is significant variance in the preference for gendered titles, determined predominantly by geography rather than specialty. The highest use of gendered titles (by male and female surgeons) was in Victoria/Tasmania (58% male, 22% female) and New Zealand (81% male, 17% female). By contrast, only 2% of female surgeons in other states elected a gendered title (Miss/Mrs/Ms). Surgery is the only profession that continues to use gendered titles. As the College of Surgeons moves towards greater equity and diversity, consideration should be given to phasing out the use of gendered titles, which serve to divide rather than unite our profession. © 2017 Royal Australasian College of Surgeons.

Science Scores in Title I Elementary Schools in North Georgia: A Project Study

The No Child Left Behind Act (NCLB)'s emphasis of reading, language arts, and mathematics (RLA&M) and its de-emphasis of science has been a source of great concern among educators. Through an objectivist and constructionist framework, this study explored the unforeseen effects of the NCLB on public science education among Title I (TI) and non-Title I (NTI) students. The research questions focused on the effects of NCLB on Criterion Referenced Competency Test (CRCT) scores in the high-stakes subjects of reading, language arts, mathematics and the low stakes subject of science among TI and NTI 3rd, 4th, and 5th grade students in a north Georgia County during the 2010/2011 school year. This study also compared instructional time TI and NTI teachers dedicated to science. A causal-comparative quantitative methodology was used to analyze Georgia's public domain CRCT scores. Three independent-samples t tests showed that TI schools exhibited significantly lower Science CRCT scores than did NTI students at all grade levels (p need students with strong science foundations. Further study is recommended to analyze the factors associated with this science gap between TI and NTI students.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. Little is also known about the intermediary-based system that is used to transfer the results of federally funded R&D to the U.S. aerospace industry. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports, present a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis the technical communication practices of U.S. aerospace engineers and scientists who were members of the American Institute of Aeronautics and Astronautics (AIAA) and identified themselves as educators.

Inscribing Authority: Female Title Bearers in Jewish Inscriptions

Full Text Available This paper investigates representations of gender in the material culture of the ancient synagogue. The pertinent data are numerous dedicatory and funerary inscriptions linking individual Jews, men and women, with titles seemingly associated with leadership in Late Antique synagogues (ca. 200–600 CE. Bernadette Brooten’s influential 1982 monograph argued against the prevailing tendency to characterize these titles as indications of power, authority, and responsibility when associated with men but as meaningless flattery when applied to women. She suggests that synagogue titles denote power, authority and responsibility on all title bearers equally, both men and women. I question the continued utility of proffering female title-holders as enumerable examples of powerful women rescued from their forgotten place in history. Using theoretical insights developed by historians Elizabeth Clark and Gabrielle Spiegel, this paper will engage a comparative analysis with the work of Riet van Bremen and Saba Mahmood to develop new methods of conceptualizing women’s authority in early Jewish communities. I propose that viewing women’s synagogue titles as culturally constructed representations allows for a fruitful inquiry into how women’s titles were used by male-dominated synagogue communities in their self-articulation and public presentation of Judaism.

Title IX of the Education Amendments of 1972 prohibited discrimination on the basis of sex in all curricular and extracurricular activities at educational institutions that receive federal funding. The measurement data of 28 interlaboratory analysis performed under the IDA-80 programme are evaluated by the DoD (Distribution of Differences) method with respect to the RSDs of the interlaboratory spreads and the within-laboratory uncertainty components. Numerous monographs on psychiatry education have appeared without a review specifically intended to assist psychiatry faculty and trainees in the selection of appropriate volumes for study and reference. The authors prepared this annotated bibliography to fill that gap. The authors identified titles from web-based searches of the topics "academic psychiatry," "psychiatry education," and "medical education," followed by additional searches of the same topics on the websites of major publishers. Forty-nine titles referring to psychiatry education specifically and medical education generally were identified. The authors selected works that were published within the last 10 years and remain in print and that met at least one of the following criteria: (1) written specifically about psychiatry or for psychiatric educators; (2) of especially high quality in scholarship, writing, topic selection and coverage, and pertinence to academic psychiatry; (3) covering a learning modality deemed by the authors to be of particular interest for psychiatry education. The authors reviewed 19 books pertinent to the processes of medical student and residency education, faculty career development, and education administration. These included 11 books on medical education in general, 4 books that focus more narrowly on the field of psychiatry, and 4 books addressing specific learning modalities of potential utility in the mental health professions. Most of the selected works proved to be outstanding contributions to the medical education literature.

Full Text Available Few style guides recommend a specific source for citing the title of a Web page that is not a duplicate of a printed format. Sixteen Web bibliographies were analyzed for uses of two different recommended sources: (1 the tagged title; (2 the title as it would appear to be from viewing the beginning of the page in the browser (apparent title. In all sixteen, the proportion of tagged titles was much less than that of apparent titles, and only rarely did the bibliography title match the tagged title and not the apparent title. Convenience of copying may partly explain the preference for the apparent title. Contrary to expectation, correlation between proportion of valid links in a bibliography and proportion of accurately reproduced apparent titles was slightly negative.
