  20. Energy service contracting in DOD

    International Nuclear Information System (INIS)

    Dahle, D.E.

    1993-01-01

The U.S. Department of Defense (DOD) annually consumes about $3 Billion in energy to operate facilities at military installations worldwide, representing about 80% of utility operating expense for all Federal facilities. Recent legislation and a Presidential Executive Order have directed DOD by Fiscal Year 2000 to reduce facility energy consumption by 20%, from the level of energy used in Fiscal Year 1985. To achieve this goal it is estimated that energy efficiency improvement investments between $2-3 billion would be required. Considering the competition for resources within DOD as it experiences downsizing and restructuring, DOD will need to seek opportunities to tap alternative investment strategies through energy service contracting to leverage Federal resources. Shared Energy Savings and Operations and Maintenance Energy Services contracting activities in the Department of the Navy will be used to address how such acquisition methods can contribute to achieving DOD energy efficiency goals

    1990-05-01

The DoD method for robust estimating of variances of measurement series (time series) without the exclusion of outliers is described in detail, including its mathematical-statistical basis. In particular, it is proved that the total of all n(n-1)/2 absolute differences obtainable from n measurement values (realizations of random variables) may be subdivided into groups, each of them consisting of stochastically independent differences only. This is necessary for theoretical foundation of the DoDM estimator. Numerical examples of possible applications are given. Thereby, the evaluation of IDA-80 data presented earlier is completed applying the DoDM estimator. (orig.) [de

Driven by increasing amount of music available electronically the need and possibility of automatic classification systems for music becomes more and more important. Currently most search engines for music are based on textual descriptions like artist or/and title. This paper presents a system for automatic music description, classification and visualization for a set of songs. The system is designed to extract significant features of a piece of music in order to find songs of similar genre or a similar sound characteristics. The description is done with the help of MPEG-7 only. The classification and visualization is done with the self organizing map algorithm.

    International Nuclear Information System (INIS)

    Fournier, D.F. Jr.

    1993-01-01

The Model Low Energy Installation Program is a demonstration of an installation-wide, comprehensive energy conservation program that meets the Department of Defense (DoD) energy management goals of reducing energy usage and costs by at least 20%. It employs the required strategies for meeting these goals, quantifies the environmental compliance benefits resulting from energy conservation and serves as a prototype for DoD wide application. This project will develop both analysis tools and implementation procedures as well as demonstrate the effectiveness of a comprehensive, coordinated energy conservation program based on state-of-the-art technologies. A military installation is in reality a small to medium sized city. It generally has a complete utilities infrastructure including water supply and distribution, sewage collection and treatment, electrical supply and distribution, central heating and cooling plants with thermal distribution, and a natural gas distribution system. These utilities are quite extensive and actually consume about 10-15% of the energy on the facility not counting the energy going into the central plants

  11. Toward Integrated DoD Biosurveillance: Assessment and Opportunities.

Moore, Melinda; Fisher, Gail; Stevens, Clare

    2014-01-01

In the context of the 2012 National Strategy for Biosurveillance, the Office of Management and Budget (OMB) asked the Department of Defense (DoD) to review its biosurveillance programs, prioritize missions and desired outcomes, evaluate how DoD programs contribute to these, and assess the appropriateness and stability of the department's funding system for biosurveillance. DoD sought external analytic support through the RAND Arroyo Center. In response to the questions posed by OMB request, this study finds the following: (1) Current DoD biosurveillance supports three strategic missions. Based mostly on existing statute, the highest-priority mission is force health protection, followed by biological weapons defense and global health security. (2) Guidance issued by the White House on June 27, 2013, specified priorities for planning fiscal year 2015 budgets; it includes an explicit global health security priority, which strengthens the case for this as a key DoD biosurveillance strategic mission. (3) DoD biosurveillance also supports four desired outcomes: early warning and early detection, situational awareness, better decision making at all levels, and forecast of impacts. (4) Programs and measures that address priority missions-force health protection in particular-and desired outcomes should be prioritized over those that do not do so. (5) More near-real-time analysis and better internal and external integration could enhance the performance and value of the biosurveillance enterprise. (6) Improvements are needed in key enablers, including explicit doctrine/policy, efficient organization and governance, and increased staffing and improved facilities for the Armed Forces Health Surveillance Center (AFHSC). (7) AFHSC has requested additional funding to fully implement its current responsibilities under the 2012 Memorandum of Understanding between the Assistant Secretaries of Defense for Health Affairs and for Nuclear, Chemical, and Biological Defense Programs

  12. Reduced complexity FFT-based DOA and DOD estimation for moving target in bistatic MIMO radar

    KAUST Repository

    Ali, Hussain

    2016-06-24

In this paper, we consider a bistatic multiple-input multiple-output (MIMO) radar. We propose a reduced complexity algorithm to estimate the direction-of-arrival (DOA) and direction-of-departure (DOD) for moving target. We show that the calculation of parameter estimation can be expressed in terms of one-dimensional fast-Fourier-transforms which drastically reduces the complexity of the optimization algorithm. The performance of the proposed algorithm is compared with the two-dimension multiple signal classification (2D-MUSIC) and reduced-dimension MUSIC (RD-MUSIC) algorithms. It is shown by simulations, our proposed algorithm has better estimation performance and lower computational complexity compared to the 2D-MUSIC and RD-MUSIC algorithms. Moreover, simulation results also show that the proposed algorithm achieves the Cramer-Rao lower bound. © 2016 IEEE.

Directory of Open Access Journals (Sweden)

    2016-01-01

Full Text Available A novel MUSIC-type algorithm is derived in this paper for the direction of departure (DOD and direction of arrival (DOA estimation in a bistatic MIMO radar. Through rearranging the received signal matrix, we illustrate that the DOD and the DOA can be separately estimated. Compared with conventional MUSIC-type algorithms, the proposed separate MUSIC algorithm can avoid the interference between DOD and DOA estimations effectively. Therefore, it is expected to give a better angle estimation performance and have a much lower computational complexity. Meanwhile, we demonstrate that our method is also effective for coherent targets in MIMO radar. Simulation results verify the efficiency of the proposed method, particularly when the signal-to-noise ratio (SNR is low and/or the number of snapshots is small.

  13. INIS: Authority List for Journal Titles

    International Nuclear Information System (INIS)

    1992-01-01

This is the nineteenth revision of the INIS: Authority List for Journal Titles (IAEA-INIS-11). It lists 10,797 journal titles which have contained articles within the scope of INIS. The purpose of this Authority List is to provide descriptive cataloguers with a standard abbreviation for journal titles and to assist users of INIS products with a tool for verifying the full title of a journal. A journal, or periodical, is generally published within a defined, fixed interval between issues, which usually has more than one issue a year, and which usually includes a mixture of articles, letters, summaries, etc. Within this definition, annuals such as Annual Review of Nuclear Science are included. Series titles as, for example the McGraw-Hill Series in Nuclear Engineering, are not included in this Authority. Entries: Each entry consists of: - the full journal title (highlighted); - the abbreviated title; - ISSN, if available; - CODEN, if available; - additional information related to the journal title. Arrangement: In Part I, the full journal titles are grouped by country or international organization name and ordered alphabetically, followed by the ISSN, the CODEN in square brackets if available, and then the abbreviated title. The abbreviated title is based on the rules of ISO 4: Documentation - International Code for the Abbreviation of Titles of Periodicals. The abbreviations of the words are taken from the ISDS List of Periodical Title Word Abbreviation. In Part II, the order of the citations is reversed: the abbreviated journal titles are arranged alphabetically, followed by country code. Then the full journal titles are followed by the country of publication, and if available, ISSN and CODEN. Additional Information: There is important information related to the journal titles which are fundamental for tracing the history of the title and the present status. They are listed below and are entered whenever applicable: - Ceased publication; - Superseded by

  16. Abbreviated Title of the Artwork in the System of Signs by Ch. Peirce

Directory of Open Access Journals (Sweden)

    Grigoriy Valeryevich Tokarev

    2015-09-01

Full Text Available The article is devoted to the semiotic aspect of the functioning of the abbreviated title of the postmodern artwork. The authors analyze the relationship of title-sign to the object which it replaces. The title is considered from the perspective of three main features peculiar of the sign in accordance with the Charles S. Peirce's theory. This fact allows us to conclude that, being a sign, the abbreviated title replaces a literary text, which is also expressed in symbolic form of the author's knowledge of reality. In this aspect the title becomes the metasign of its text. It is shown that in this connection, decoding and interpretation process take place in two stages – before reading the text and in the process of its reading and interpretation. It is alleged that the result of the interpretation of the title depends on the reader's competence which is determined by their individual literary scope, as well as by the skills of productive work with the text. On the basis of the classification of signs created by Charles Pierce, it was found that the abbreviated title has a complex semiotic nature combining the features of indexicality, conventionality, and iconicity, the latter of which may be present only in the abbreviated title.

Full Text Available The new millennium is seen as an epoch of entrepreneurship with entrepreneurs perceiving novel opportunities, organizing resources, undertaking risks to pursue their goals in establishing innovative ventures for scaling new horizons. Women entrepreneurs have the potency to confront numerous challenges, such as creating equity, equilibrium, ensuring sustainable and inclusive socio economic development in divergent economies, by seizing tremendous business opportunities in the contemporary commercial world. Kerala, the southern State of India, is experiencing an economic renovation through technological transformation and, in particular, through the growth of women oriented Micro, Small and Medium Enterprises (MSMEs. The study aims to; identify the growth trends of women’s entrepreneurship in the micro enterprises of Kerala; examine whether women’s entrepreneurial activities significantly vary across the form of women owned enterprises, type of organization and nature of activity; and also explore the prospects and challenges faced by women entrepreneurs through micro entrepreneurial activities. Research methodology involves the application of descriptive quantitative analysis on the secondary data primarily collected from the database of Directorate of Industries and District Industries Centre for a period of 7 years extending from 2007-08 to 2013-14. Findings reveal that MSMEs spawn better income distribution, by operating in heterogeneous areas of the economy with limited capital and creating more employment opportunities, thereby reducing poverty and inequalities. The trend analysis reflects an escalation in the number of enterprises, investments, profits and employment opportunities generated especially through micro enterprises of women. They play a crucial role in the economy in terms of creating self employment and generating employment opportunities for others. A paradigm shift is seen in the role of women’s entrepreneurship in terms of innovation, attitudes, leadership qualities, competitiveness, entrepreneurial skill and absorbing new entrants to the job market, empowering marginalized women.

Full Text Available This study investigated entrepreneurial intention among graduate students of USM Engineering Campus. Applying the Theory of Planned Behavior (TPB; Ajzen, we examined the empirical model of entrepreneurial intention determinants. Although research has been conducted in entrepreneurial intention, limited study has been done among Iranian graduate students who are studying abroad. This research aims to fill this gap using Entrepreneurial Intention Questionnaire (EIQ, version 3.1. Accordingly, a survey study was applied and Iranian graduate students of the USM Engineering Campus were studied using the census method. The authors propose an empirical model and tested its reliability and validity using structural equation modeling. Data was analyzed using Spss16 and Amos18 software. Results revealed that the level of knowledge about business sources of assistance for entrepreneurs in addition to components of the TPB, affected entrepreneurial intention. Empirical model ‘s goodness of fit indices indicated good model fit x2=1.047, df=2, probability 0.592; NFI= 0.981; CFI= 1.000; RMSEA=0.000. It seems that current empirical model could be a guide for future research on this important topic.

Full Text Available Attribute selection is one of the steps before patent clustering. Various attributes can be used for clustering. In this study, the effect of using citation and citation title words, respectively, in form of bibliographic coupling and citation title words sharing, were measured and compared with each other, as patent attributes. This study was done in an experimental method, on a collection of 717 US Patent cited in the patents belong to 977/774 subclass of US Patent Classification. Fuzzy C-means was used for patent clustering and extended BCubed precision and extended BCubed recall were used as evaluation measure. The results showed that the clustering produced by bibliographic coupling had better performance than clustering used citation title words and existence of cluster structure were in a wider range of exhaustivity than citation title words.

  5. Common occupational classification system - revision 3

    Energy Technology Data Exchange (ETDEWEB)

    Stahlman, E.J.; Lewis, R.E.

    1996-05-01

Workforce planning has become an increasing concern within the DOE community as the Office of Environmental Restoration and Waste Management (ER/WM or EM) seeks to consolidate and refocus its activities and the Office of Defense Programs (DP) closes production sites. Attempts to manage the growth and skills mix of the EM workforce while retaining the critical skills of the DP workforce have been difficult due to the lack of a consistent set of occupational titles and definitions across the complex. Two reasons for this difficulty may be cited. First, classification systems commonly used in industry often fail to cover in sufficient depth the unique demands of DOE`s nuclear energy and research community. Second, the government practice of contracting the operation of government facilities to the private sector has introduced numerous contractor-specific classification schemes to the DOE complex. As a result, sites/contractors report their workforce needs using unique classification systems. It becomes difficult, therefore, to roll these data up to the national level necessary to support strategic planning and analysis. The Common Occupational Classification System (COCS) is designed to overcome these workforce planning barriers. The COCS is based on earlier workforce planning activities and the input of technical, workforce planning, and human resource managers from across the DOE complex. It provides a set of mutually-exclusive occupation titles and definitions that cover the broad range of activities present in the DOE complex. The COCS is not a required record-keeping or data management guide. Neither is it intended to replace contractor/DOE-specific classification systems. Instead, the system provides a consistent, high- level, functional structure of occupations to which contractors can crosswalk (map) their job titles.

    2007-01-01

This document is a review of five documents on information assurance from the Department of Defense (DoD), namely 5200.40, 8510.1-M, 8500.1, 8500.2, and an ''interim'' document on DIACAP [9]. The five documents divide into three sets: (1) 5200.40 & 8510.1-M, (2) 8500.1 & 8500.2, and (3) the interim DIACAP document. The first two sets describe the certification and accreditation process known as ''DITSCAP''; the last two sets describe the certification and accreditation process known as ''DIACAP'' (the second set applies to both processes). Each set of documents describes (1) a process, (2) a systems classification, and (3) a measurement standard. Appendices in this report (a) list the Phases, Activities, and Tasks of DITSCAP, (b) note the discrepancies between 5200.40 and 8510.1-M concerning DITSCAP Tasks and the System Security Authorization Agreement (SSAA), (c) analyze the DIACAP constraints on role fusion and on reporting, (d) map terms shared across the documents, and (e) review three additional documents on information assurance, namely DCID 6/3, NIST 800-37, and COBIT{reg_sign}.

    2016-07-01

This study examines differences in the types of titles for articles that show high altmetric activity (highly alted articles) versus highly cited articles. This work expands on previous research on document titles in combination with a grounded theory approach to develop a codebook in which articles were manually coded based on 11 characteristics. The results show that there are differences and similarities in titles across many of the examined characteristics; highly cited titles and highly mentioned titles on Wikipedia have some similar characteristics such as they have the the highest percentage of substantive words; in addition, there are no or very few titles referencing outside or with humor/lightness on both platforms. Twitter and Facebook also showed some similarities having the highest percentage of humorous/light titles and lowest percentage of substantive words in their titles. (Author)

  9. Variation of Linguistic Form of News Titles of Indonesian National Newspapers

Directory of Open Access Journals (Sweden)

    Atiqa Sabardila

    2017-09-01

Full Text Available This descriptive-qualitative study aims at describing the linguistic form on news title. Related to data classification, this study uses segmenting immediate constituents technique. This technique is also utilized to separate the elements of the sentence function. The data is combined based on the similarities of their pattern and category. Furthermore, in order to classify the similarity of the meaning on the phrase or clause on title, this study provides the paraphrase and substitutes the constituent position of function in clause to recognize the arrangement. Moreover, in identifying the constituent of omitted clause, the technique is by inserting or expanding the structure of the title. The variation of the linguistic form is also based on whether or not the figurative language of the title appears. The news title is written by considering these several aspects: phonology, lexicon, grammatical, sentence modus, cohesion, and figurative language. Those aspects are intended to fulfill several functions, such as informing, influencing, preserving the social connection between the server and the receiver of the information or delivering the response about a phenomenon. Based on these several aspects, the characteristics of the linguistics of the titles give the practically ease of understanding for those who are learning to write the straight news discourse.

  14. A change of course: The importance to DoD of international standards for electronic commerce

    Science.gov (United States)

    Payne, Judith E.

    1991-12-01

The U.S. Department of Defense (DoD) is committed to using electronic commerce in the future with the over 300,000 vendors interested in doing business with DoD. Electronic commerce will move DoD from a paper-based world to one based on electronic transactions enabled by the exchange of formatted, electronic messages referred to as electronic data interchange (EDI). With electronic commerce, DoD plans to reduce costs, increase effectiveness, and make it easier for vendors to deal with DoD. Benefits from electronic commerce are enhanced when many businesses use the same standards for EDI messages themselves and their transmission. The fewer standards used, the less time and resources must be spent translating messages and agreeing on how to use different standards. To enhance benefits and smooth the transition to electronic commerce for itself and its vendors, DoD has chosen to use the widely accepted American National Standards Institute (ANSI) X12 standards for EDI messages, coupled with international standards for delivering messages and organizing addresses. In the past 18 months, EDI standards sponsored by a United Nations body and serving the same purpose as ANSI X12 message standards have begun to gain wider acceptance internationally.

This classification allows to clearly organize in an international way the overall refrigerants used in the world thanks to a codification of the refrigerants in correspondence with their chemical composition. This note explains this codification: prefix, suffixes (hydrocarbons and derived fluids, azeotropic and non-azeotropic mixtures, various organic compounds, non-organic compounds), safety classification (toxicity, flammability, case of mixtures). Classification shapes medicine and guides its practice. Understanding classification must be part of the quest to better understand the social context and implications of diagnosis. Classifications are part of the human work that provides a foundation for the recognition and study of illness: deciding how the vast expanse of nature can be partitioned into meaningful chunks, stabilizing and structuring what is otherwise disordered. This article explores the aims of classification, their embodiment in medical diagnosis, and the historical traditions of medical classification. It provides a brief overview of the aims and principles of classification and their relevance to contemporary medicine. It also demonstrates how classifications operate as social framing devices that enable and disable communication, assert and refute authority, and are important items for sociological study.

    1993-04-01

This document is the second of a planned four-volume work that comprehensively discusses the security classification of information. The main focus of Volume 2 is on the principles for classification of information. Included herein are descriptions of the two major types of information that governments classify for national security reasons (subjective and objective information), guidance to use when determining whether information under consideration for classification is controlled by the government (a necessary requirement for classification to be effective), information disclosure risks and benefits (the benefits and costs of classification), standards to use when balancing information disclosure risks and benefits, guidance for assigning classification levels (Top Secret, Secret, or Confidential) to classified information, guidance for determining how long information should be classified (classification duration), classification of associations of information, classification of compilations of information, and principles for declassifying and downgrading information. Rules or principles of certain areas of our legal system (e.g., trade secret law) are sometimes mentioned to .provide added support to some of those classification principles.

    Science.gov (United States)

    1993-12-01

Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.

  18. Classification of Flotation Frothers

Directory of Open Access Journals (Sweden)

    Jan Drzymala

    2018-02-01

Full Text Available In this paper, a scheme of flotation frothers classification is presented. The scheme first indicates the physical system in which a frother is present and four of them i.e., pure state, aqueous solution, aqueous solution/gas system and aqueous solution/gas/solid system are distinguished. As a result, there are numerous classifications of flotation frothers. The classifications can be organized into a scheme described in detail in this paper. The frother can be present in one of four physical systems, that is pure state, aqueous solution, aqueous solution/gas and aqueous solution/gas/solid system. It results from the paper that a meaningful classification of frothers relies on choosing the physical system and next feature, trend, parameter or parameters according to which the classification is performed. The proposed classification can play a useful role in characterizing and evaluation of flotation frothers.

A good title for a research article is the one which, on its own, is able to introduce the research work to the fullest extent, but in a concise manner. Writing scientific titles that are informative and attractive is a challenging task. International Nuclear Information System (INIS)

    Flores, A.Y.

    1991-01-01

This report was about the rationale which the US Department of Energy had with low-level radioactive waste (LLW) classification. It is based on the Nuclear Regulatory Commission's classification system. DOE site operators met to review the qualifications and characteristics of the classification systems. They evaluated performance objectives, developed waste classification tables, and compiled dose limits on the waste. A goal of the LLW classification system was to allow each disposal site the freedom to develop limits to radionuclide inventories and concentrations according to its own site-specific characteristics. This goal was achieved with the adoption of a performance objectives system based on a performance assessment, with site-specific environmental conditions and engineered disposal systems

The history of how this shift came about is described. The history of both the definitions and the classifications of the various neurologic conditions is then reviewed. First is a review of movement disorders as a group; then, the evolving classifications for 3 of them--parkinsonism, dystonia, and tremor--are covered in detail. Thomas, Celeste C; Philipson, Louis H

    2015-01-01

This article highlights the difficulties in creating a definitive classification of diabetes mellitus in the absence of a complete understanding of the pathogenesis of the major forms. This brief review shows the evolving nature of the classification of diabetes mellitus. No classification scheme is ideal, and all have some overlap and inconsistencies. The only diabetes in which it is possible to accurately diagnose by DNA sequencing, monogenic diabetes, remains undiagnosed in more than 90% of the individuals who have diabetes caused by one of the known gene mutations. The point of classification, or taxonomy, of disease, should be to give insight into both pathogenesis and treatment. It remains a source of frustration that all schemes of diabetes mellitus continue to fall short of this goal. Copyright © 2015 Elsevier Inc. All rights reserved.

    2016-01-01

This is a preliminary report on photometric supernova classification. We first explore the properties of supernova light curves, and attempt to restructure the unevenly sampled and sparse data from assorted datasets to allow for processing and classification. The data was primarily drawn from the Dark Energy Survey (DES) simulated data, created for the Supernova Photometric Classification Challenge. This poster shows a method for producing a non-parametric representation of the light curve data, and applying a Random Forest classifier algorithm to distinguish between supernovae types. We examine the impact of Principal Component Analysis to reduce the dimensionality of the dataset, for future classification work. The classification code will be used in a stage of the ANTARES pipeline, created for use on the Large Synoptic Survey Telescope alert data and other wide-field surveys. The final figure-of-merit for the DES data in the r band was 60% for binary classification (Type I vs II).Zaidi was supported by the NOAO/KPNO Research Experiences for Undergraduates (REU) Program which is funded by the National Science Foundation Research Experiences for Undergraduates Program (AST-1262829).

A good classifier can correctly predict new data for which the class label is unknown, so it is important to construct a high accuracy classifier. Hence, classification techniques are much useful in ubiquitous computing. Associative classification achieves higher classification accuracy than some traditional rule-based classification approaches. However, the approach also has two major deficiencies. First, it generates a very large number of association classification rules, especially when t...

    2014-06-01

Full Text Available The purpose of the present research is to apply a Multilayer Perceptron (MLP neural network technique to create classification models from a portfolio of Non-Performing Loans (NPLs to classify this type of credit derivative. These credit derivatives are characterized as the amount of loans that were not paid and are already overdue more than 90 days. Since these titles are, because of legislative motives, moved by losses, Credit Rights Investment Funds (FDIC performs the purchase of these debts and the recovery of the credits. Using the Multilayer Perceptron (MLP architecture of Artificial Neural Network (ANN, classification models regarding the posterior recovery of these debts were created. To evaluate the performance of the models, evaluation metrics of classification relating to the neural networks with different architectures were presented. The results of the classifications were satisfactory, given the classification models were successful in the presented economics costs structure.

  10. Future Health and Economic Impact of Comprehensive Tobacco Control in DoD: A Microsimulation Approach.

Tobacco use is a major concern to the Military Health System of the Department of Defense (DoD). The 2011 DoD Health Related Behavior Survey reported that 24.5% of active duty personnel are current smokers, which is higher than the national estimate of 20.6% for the civilian population. Overall, it is estimated that tobacco use costs the DoD $1.6 billion a year through related medical care, increased hospitalization, and lost days of work, among others. This study evaluated future health outcomes of Tricare Prime beneficiaries aged 18-64 yr (N = 3.2 million, including active duty and retired military members and their dependents) and the potential economic impact of initiatives that DoD may take to further its effort to transform the military into a tobacco-free environment. Our analysis simulated the future smoking status, risk of developing 25 smoking-related diseases, and associated medical costs for each individual using a Markov Chain Monte Carlo microsimulation model. Data sources included Tricare administrative data, national data such as Centers for Disease Control and Prevention mortality data and National Cancer Institute's cancer registry data, as well as relative risks of diseases obtained from a literature review. We found that the prevalence of active smoking among the Tricare Prime population will decrease from about 24% in 2015 to 18% in 2020 under a status quo scenario. However, if a comprehensive tobacco control initiative that includes a 5% price increase, a tighter clean air policy, and an intensified media campaign were to be implemented between 2016 and 2020, the prevalence of smoking could further decrease to 16%. The near 2 percentage points reduction in smoking prevalence represents an additional 81,240 quitters and translates to a total lifetime medical cost savings (in 2016 present value) of $968 million, with 39% ($382 million) attributable to Tricare savings. A comprehensive tobacco control policy within the DoD could significantly

  11. Laryngeal Cysts in Adults: Simplifying Classification and Management.

    Science.gov (United States)

    Heyes, Richard; Lott, David G

    2017-12-01

Objective Laryngeal cysts may occur at any mucosa-lined location within the larynx and account for 5% to 10% of nonmalignant laryngeal lesions. A number of proposed classifications for laryngeal cysts exist; however, no previously published classification aims to guide management. This review analyzes contemporary laryngeal cyst management and proposes a framework for the terminology and management of cystic lesions in the larynx. Data Sources PubMed/Medline. Review Methods A primary literature search of the entire Medline database was performed for all titles of publications pertaining to laryngeal cysts and reviewed for relevance. Full manuscripts were reviewed per the relevance of their titles and abstracts, and selection into this review was according to their clinical and scientific relevance. Conclusion Laryngeal cysts have been associated with rapid-onset epiglottitis, dyspnea, stridor, and death; therefore, they should not be considered of little significance. Symptoms are varied and nonspecific. Laryngoscopy is the primary initial diagnostic tool. Cross-sectional imaging may be required, and future use of endolaryngeal ultrasound and optical coherence tomography may revolutionize practice. Where possible, cysts should be completely excised, and there is growing evidence that a transoral approach is superior to transcervical excision for nearly all cysts. Histology provides definitive diagnosis, and oncocytic cysts require close follow-up. Implications for Practice A new classification system is proposed that increases clarity in terminology, with the aim of better preparing surgeons and authors for future advances in the understanding and management of laryngeal cysts.

    2017-10-01

Sentence classification is one of the significant issues in Natural Language Processing (NLP). Feature extraction is often regarded as the key point for natural language processing. Traditional ways based on machine learning can not take high level features into consideration, such as Naive Bayesian Model. The neural network for sentence classification can make use of contextual information to achieve greater results in sentence classification tasks. In this paper, we focus on classifying Chinese sentences. And the most important is that we post a novel architecture of Convolutional Neural Network (CNN) to apply on Chinese sentence classification. In particular, most of the previous methods often use softmax classifier for prediction, we embed a linear support vector machine to substitute softmax in the deep neural network model, minimizing a margin-based loss to get a better result. And we use tanh as an activation function, instead of ReLU. The CNN model improve the result of Chinese sentence classification tasks. Experimental results on the Chinese news title database validate the effectiveness of our model.

This resulted in a system of casemix classification known as diagnosis related groups (DRGs). This paper traces the development of DRGs and their evolution from the initial version to the All Patient Refined DRGs developed in 1991.

    2018-03-01

Many Australian and New Zealand surgeons use the title 'Mister' rather than 'Doctor', a practice dating back to traditions established over 600 years ago. The Royal Australasian College of Surgeons is currently undergoing a period of critical self-reflection, embodied by its 'Respect' campaign. Active measures to embrace diversity and encourage women into surgery are underway. This paper reviews the historical basis to the use of gendered titles and their current use amongst fellows. De-identified demographic data from the college register of active fellows was searched by self-identified title, country or state, and gender. Data were further reviewed by surgical sub-specialty and year of fellowship. The college dataset suggests that there is significant variance in the preference for gendered titles, determined predominantly by geography rather than specialty. The highest use of gendered titles (by male and female surgeons) was in Victoria/Tasmania (58% male, 22% female) and New Zealand (81% male, 17% female). By contrast, only 2% of female surgeons in other states elected a gendered title (Miss/Mrs/Ms). Surgery is the only profession that continues to use gendered titles. As the College of Surgeons moves towards greater equity and diversity, consideration should be given to phasing out the use of gendered titles, which serve to divide rather than unite our profession. © 2017 Royal Australasian College of Surgeons.
