Full Text Available This paper examines the roles and the functions that the Islamic committee members play at the Muslim Religious Committee Council in the Patani province in propagating and preserving Islam as a religion under the Thai Constitution. Other councils for example, Narathiwat Muslim Religious Committee Council (NMRCC, Yala Muslim Religious Committee Council (YMRCC and Satul Muslim Religious Committee Council (SMRCC also embarks upon their own roles besides solving the matrimonial disputes among the Muslims in the deep south. This is due to the fact that the sole purpose of the establishment of the Muslim Religious Committee Councils is to propagate the Islamic teachings and monitor the affair of Muslims in those four provinces. Unfortunately, in the recent year, there are some allegations and misunderstandings as to the roles played by the committee. Although there have been attempts to clarify such misconception, no attempt has been made to provide sufficient information and concrete solutions to the above problems. To a large extent those roles and functions are being carried out by the committee since the beginning of the establishment of the councils. Hence, this paper intends to investigate the roles and the functions of the committee in the Patani Muslim Religious Committee Council by exploring the current tasks and responsibilities of the Islamic committee members in the sphere of propagating and preserving the Islamic teachings as well as conducting the dispute resolution mechanism. Finally, the author will provide some possible solutions and suggestions to the current problems faced by PMRCC.

Effects of the audit committee and the fiscal council on earnings quality in Brazil

Full Text Available ABSTRACT This study evaluates the effects of the audit committee and the fiscal council with their different characteristics on earnings quality in Brazil. The proxies of earnings quality used are: relevance of accounting information, timeliness, and conditional conservatism. The sample consists of Brazilian companies listed on the Brazilian Securities, Commodities, and Futures Exchange (BM&FBOVESPA with annual liquidity above 0.001 within the period from 2010 to 2013. Data were collected from the database Comdinheiro and the Reference Forms of companies available on the website of the Brazilian Securities and Exchange Commission (CVM or the BM&FBOVESPA. The samples used in the study totaled 718, 688, and 722 observations for the value relevance, timeliness, and conditional conservatism models, respectively. The results indicate that different arrangements of the fiscal council and the existence of the audit committee differently impact the accounting information properties. The presence of the fiscal council positively impacted the relevance of equity, while the presence of the audit committee, the relevance of earnings. Conditional conservatism is evidenced in the group of companies with a permanent fiscal council, demonstrating that it is significant as a governance mechanism, rather than the installation for temporary operation when asked by shareholders in an ordinary general meeting. The presence of both showed significant earnings for the market, but they were not timely, something which exposes restriction to the relevance found. Lastly, the powered fiscal council showed a positive association only concerning the relevance of equity.

The Economic and Social Council of the UN met in Geneva for its fifty-third summer session from July 3-28. A request for a study regarding the world's multinational corporations, a call on the Governments concerned for action to stop the reported clandestine trafficking in labor from Africa to Europe, far-reaching recommendations on land reform, and measures to eliminate mass poverty and unemployment in the developing countries, were some of the major decisions taken by the Economic and Social Council. Of particular interest to the Agency are the following matters: 1. Science and Technology A standing committee on science and technology, for which the Council at this session approved terms of reference and a programme of work, was established last year to provide guidance and to make recommendations on matters relating to assistance in the application of science and technology to development. Under the mandate as approved, the standing committee was given the power to suggest scientific and technological policies to promote development in the interest of all mankind. It will assist the Council in co-ordinating the activities of United Nations bodies in the field of science and technology and in appraisal of this field during the decade of the 1970s. 2. The Council also decided to return to the question of United Nations sponsorship of the Protein Advisory Group (PAG) in the summer of 1973. It invited the Secretary-General, in the meantime, to work out proposals for the operation and administration of a special protein fund. 3. United Nations Revolving Fund for Natural Resources Exploration The Council further has recommended that at its forthcoming session the General Assembly should consider the establishment of a United Nations Revolving Fund for Natural Resources Exploration with a view to finalizing and approving the Statute. The Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) was established on April 9, 1984 by the Office of Science and Technology Policy (OSTP) under the authority of the Federal Coordinating Council for Science, Engineering and Technology (FCCSET). It is chaired by OSTP. CIRRPC membership consists of those agencies having specific responsibilities or interest in radiation research and/or policy. CIRRPC has two elements: The Committee itself, consisting of subcabinet and senior policy level representatives, and a Science Panel, consisting of senior radiation scientists from the respective member agencies. The structure and membership of CIRRPC is shown in Figure 2. It was decided at the inception of CIRRPC to identify the radiation issues of concern to the Federal agencies, Congress, and professional societies faced with radiation policy or scientific issues. It was felt that a current list of national radiation issues should be assembled so that CIRRPC could concentrate on these issues and the dividends from CIRRPC's resources could be maximized at the earliest possible time. The Plasma Science Committee (PLSC) of the National Research Council (NRC) is charged with monitoring the health of the field of plasma science in the United States. Accordingly, the Committee identifies and examines both broad and specific issues affecting the field. Regular meetings, teleconferences, briefings from agencies and the scientific community, the formation of study panels to prepare reports, and special symposia are among the mechanisms used by the PLSC to meet its charge. This progress report presents a review of PLSC activities from July 15, 1991 to May 31, 1992. The details of prior activities are discussed in earlier reports. This report also includes the status of activities associated with the PLSC study on opportunities in plasma science and technology. During the above period, the PLSC has continued to track and participate in, when requested, discussions on the health of the field. Much of the perspective of the PLSC has been presented in the recently-published report Research Briefing on Contemporary Problems in Plasma Science. That report has served as the basis for briefings to representatives of the federal government as well as the community-at-large. In keeping with its charge to identify and highlight specific areas for scientific and technological opportunities, the PLSC completed publication of the report Plasma Processing of Materials: Scientific and Technological Opportunities and launched a study on new opportunities in plasma science and technology

The field of personality and culture was given a significant impetus during the 1930s with the establishment of the Advisory Committee on Personality and Culture (1930-1934) by the Social Science Research Council. This committee provided an early formulation of personality and culture that emphasized the interdisciplinary focus on the processes of personality formation within small-scale social settings. The committee's formulation also coupled personality and culture with a liberal social engineering approach geared toward cultural reconstruction. Major social scientists and clinicians were involved in the activities of the committee, including Edward Sapir, W. I. Thomas, E. W. Burgess, E. A. Bott, Robert S. Woodworth, Harry Stack Sullivan, C. By letter of 13 May 2003 the Council consulted Parliament, pursuant to Articles 31 and 32 of the EURATOM Treaty, on the proposal for a Council directive (EURATOM) on the management of spent nuclear fuel and radioactive waste (COM(2003) 32 - 2003/0022(CNS)). At the sitting of 15 May 2003 the President of Parliament announced that he had referred the proposal to the Committee on Industry, External Trade, Research and Energy as the committee responsible and the Committee on the Environment, Public Health and Consumer Policy for its opinion (C5-0229/2003). The Committee on Industry, External Trade, Research and Energy appointed Alejo Vidal-Quadras Roca Rapporteur at its meeting of 22 May 2003. The committee considered the Commission proposal and draft report at its meetings of 9 July, 9 September, 6 October, 3 November and 27 November 2003. At the last meeting it adopted the draft legislative resolution by 36 votes to 7, with 2 abstentions. The opinion of the Committee on the Environment, Public Health and Consumer Policy is attached. The Staff Council met Tuesday, December 4th in an ordinary session. In agreement with the Statutes of the CERN Staff Association the Staff Council had to elect the Executive Committee for  2013. As there were no elections to the Staff Council this year, Michel Goossens, outgoing president and unique candidate for that fonction, presented a list for the Executive Committee which is quite similar to that of 2012. Some people change functions: Céline Grobon becomes Vice-President, Marcel Aymon Secretary, and Lawrence Faisandel Treasurer. Philippe Trilhe is the new departmental delegate to EN Department. Ten years ago, on April 9, 1984, the Science Advisor to the President, and Director of the Office of Science and Technology Policy, established the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) to meet the need for an interagency committee to address Congressionally mandated and agency-identified issues related to radiation research and policy. CIRRPC replaced the Committee on Interagency Radiation Policy, a committee of the Federal Coordinating Council for Science, Engineering and Technology, and assumed the responsibilities of the Interagency Radiation Research Committee and the Radiation Policy Council, whose charters had expired. Since then, CIRRPC has been recognized as an effective and respected mechanism for coordinating radiation policy among Federal agencies and as an efficient coordinator and evaluator of Federal efforts on designated radiation research projects. In the last 10 years, CIRRPC has established various Policy and Science Subpanels to undertake the oftentimes difficult task of resolving and coordinating agency policies and responses to issues dealing with radiation. These subpanels addressed such issues as the metrication of radiation units, the policy impact of the radioepidemiological tables, naturally occurring and accelerator-produced radioactive materials, radon protection and health effects, predisaster planning for human health effects research, and ionizing radiation risk assessment. These subpanels and their work represent CIRRPC's continuing effort to seek a common position on issues of national significance and interest

As technology in medical education expands from teaching tool to crucial component of curricular programming, new demands arise to innovate and optimize educational technology. While the expectations of today's digital native students are significant, their experience and unique insights breed new opportunities to involve them as stakeholders in tackling educational technology challenges. The objective of this paper is to present our experience with a novel medical student-led and faculty-supported technology committee that was developed at Vanderbilt University School of Medicine to harness students' valuable input in a comprehensive fashion. Key lessons learned through the initial successes and challenges of implementing our model are also discussed. A committee was established with cooperation of school administration, a faculty advisor with experience launching educational technologies, and a group of students passionate about this domain. Committee membership is sustained through annual selective recruitment of interested students. The committee serves 4 key functions: acting as liaisons between students and administration; advising development of institutional educational technologies; developing, piloting, and assessing new student-led educational technologies; and promoting biomedical and educational informatics within the school community. Participating students develop personally and professionally, contribute to program implementation, and extend the field's understanding by pursuing research initiatives. The institution benefits from rapid improvements to educational technologies that meet students' needs and enhance learning opportunities. Students and the institution also gain from fostering a campus culture of awareness and innovation in informatics and medical education. The committee's success hinges on member composition, school leadership buy-in, active involvement in institutional activities, and support for committee initiatives. Students

Science writer, historian and administrator J.G. Crowther (1899-1983) had an uneasy relationship with the BBC during the 1920s and 1930s, and was regarded with suspicion by the British security services because of his left politics. Nevertheless the Second World War saw him working for 'establishment' institutions. He was closely associated with the BBC's Overseas Service and employed by the British Council's Science Committee. Both organizations found Crowther useful because of his wide, international knowledge of science and scientists. Crowther's political views, and his international aspirations for the British Council's Science Committee, increasingly embroiled him in an institutional conflict with the Royal Society and with its president, Sir Henry Dale, who was also chairman of the British Council's Science Committee. The conflict centred on the management of international scientific relations, a matter close Crowther's heart, and to Dale's. Dale considered that the formal conduct of international scientific relations was the Royal Society's business rather than the British Council's. Crowther disagreed, and eventually resigned from the British Council Science Committee in 1946. The article expands knowledge of Crowther by drawing on archival documents to elucidate a side of his career that is only lightly touched on in his memoirs. It shows that 'Crowther's war' was also an institutional war between the Science Committee of the British Council and the Royal Society. Crowther's unhappy experience of interference by the Royal Society plausibly accounts for a retreat from his pre-war view that institutional science should plan and manage BBC science broadcasts.

The detailed Action Plan and timetable for implementing the recommendations of the External Review Committee were among the principle items. The Plan is based on actions that address specific recommendations, from the redeployment of staff to the LHC to improved financial controls and budgetary tools. It was well received by the Committees and will be presented to the full CERN Council in December. In the meantime, many actions are underway, such as the restructuring of the Accelerator Sector, and the establishment of an external committee to review costs and progress of the LHC on an annual basis. In March, 1955, the Prime Minister requested that the Medical Research Council should appoint an independent committee to report on the medical and genetic aspects of nuclear radiation and in the following month the Council appointed us members of such a committee, under the chairmanship of Sir Harold Himsworth, to undertake this task. In June, 1956, our Report to the Medical Research Council (Cmd. 9780) was presented to Parliament by the Lord President of the Council. In the following months our Genetics Panel met twice for the primary purpose of putting forward further recommendations for research and in June, 1958, we ourselves, at the Council's request, met again in full session to prepare a statement (Cmnd. 508) on the Report of the United Nations Scientific Committee on the Effects of Atomic Radiation. During the whole of this period the subject has been kept under regular review by various standing committees of the Council. We ourselves met again in November, 1959, following a request from the Medical Research Council that we should prepare a further considered statement of the position in this field and the report which follows is the result of this request.

The June meeting of Council is always a very busy one, having approval of the next year’s budget and the MTP as fixed agenda points. This year in addition, we had discussions on enlargement, as well as on the pension fund. I’d like to use this message to bring you up to date on all of those matters.   I’ll begin with the good news that the 2015 budget and MTP were recommended for approval by Finance Committee on Wednesday, and approved by Council on Thursday. This is extremely good news, and a solid vote of confidence from Council in the current economic situation. Coupled with that, I am pleased to report that at the half way stage of 2014, some 89% of budget contributions for the year have been received. Included are reports from the philosophy committee for radiation hygiene and committees for food irradiation, disposal of radioactive waste and categorised radionuclide laboratories, guide-lines for radiation safety in hospitals and clinics, isotope laboratories, legal responsibility of radiation accidents, computer tomography, supplementary advice for nuclear energy, combustion furnace for radioactive waste, experiments on subjects with radioactive materials and systematic dental X-ray examination. Today we deem it necessary to come before you and convey in person, dear delegates, the concerns and worries of the staff. Indeed, the last 18 months we have observed a tendency of Council to take matters, in particular in the field of pensions, into its own hands, bypassing established governance structures, which Council has itself put into place. Bioethical and bio-political questions are increasingly tackled by committees, councils, and other advisory boards that work on different and often interrelated levels. Research ethics committees work on an institutional or clinical level; local advisory boards deal with biomedical topics on the level of particular political regions; national and international political advisory boards try to answer questions about morally problematic political decisions in medical research and practice. In accordance with the increasing number and importance of committees, the quality of their work and their functional status are being subjected to more and more scrutiny. Besides overall criticism regarding the quality of their work, particular committees giving political advice are often suspected of being incompatible with democratic values, such as respect for affected parties, representation of diverse values and transparency in the decision-making processes. Based on the example of the German National Ethics Council, whose inauguration caused a still ongoing debate on the aims and scopes of committees in general, this paper discusses: (1) the requirements of modern democratic societies in dealing with complex scientific-technical problems; (2) the composition and organisation of committees working as political advisory boards; and (3) the appointment procedures and roles of laymen and experts, and here in particular of ethicists, who may legitimately be taken on by a committee. I will argue that bioethics committees do not necessarily endanger democratic values, but can considerably improve their realisation in democratic decision-making procedures--if, and only if, they do not act as substitutes for parliamentarian processes, but help prepare parliamentarian processes to be organised as rationally as possible.

Constitutional Democracy and Caretaker Committee in Nigeria Local Government System: An Assessment

Full Text Available The 1976 Local Government Reform among other landmark changes unified the local government system in Nigeria, and the 1979 constitution made local governments the third tier of government and provided for a system of local government by democratically elected councils. More recently, elected local government councils have been dissolved and replaced with Transition Committees or Caretaker Committees appointed by the Governors’ of their respective states. This paper therefore, examines the impact of the caretaker committees in Nigerian Local Government on the practice of constitutional democracy. The discussion is framed by the theoretical perspectives and Nigerian literature on local government and constitutional democracy, and by the recent phenomenal wave of dissolving elected local government councils and subsequent replacement with caretaker committees. Contrary to popular belief, that local government as the third tier of government has failed to achieve the objective for which it was created, this paper observes that party politics has been the bane of Nigerian local government since its inception, and that democratically elected local councils with political and financial autonomy are the major conditions for an effective and efficient multi-purpose local government system in Nigeria.

Sustainable Energy Technology develops, manufactures and markets products for emerging alternative and renewable energy markets. The aim of the collaboration is to advance the development and commercialization of Darrieus type wind turbines for use in China and other markets around the world. Sustainable Energy will license its technology and expertise in advancing the Chinook 250 vertical axis wind turbine technology, beginning with the construction and testing of a commercial proto-type 250 kW turbine at a test site in southern Alberta. A memorandum of understanding was signed by Guo Shuyan on behalf of the China Renewable Energy Technologies Delegation. It was noted that Shuyan is currently vice chairman of the finance and economic committee of the National People's Congress and was also the executive director of the Three Gorges Project Construction Committee. Sustainable Energy is a leader in vertical axis wind turbines, and the Chinook 250 design was developed with support from Canada's National Research Council in 1999 in order to provide a simple, low-cost turbine that will reduce costly diesel fuel consumption for power generation on small islands in remote areas and throughout the developing world. The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an advisory Committee on Research and Development of Nuclear Energy Technology in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Research and Development of Nuclear Energy Technology evaluated the adequacy of the plans of safety research to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of nine specialists from outside the JAERI conducted its activities from July 2004 to August 2004. Recognizing the central importance of effective communication, education, and policy across all of the domains of radiation safety and radiation protection, the National Council on Radiation Protection and Measurements (NCRP) established a new committee in 2013. Program Area Committee 7 (PAC 7) was created to develop projects and provide guidance on "Radiation Education, Risk Communication, Outreach, and Policy." After identifying individuals with relevant expertise who were willing to serve, the Committee held its inaugural meeting in 2014. In 2015, the Committee increased its membership and began carrying out an expanded program of activities. One area of activity has involved providing input and feedback on risk communication issues to NCRP and other agencies. Another area of work has involved liaising with other NCRP committees (e.g., Council Committee 1 and PAC 3) to help incorporate psychosocial and risk communication issues into projects. Future efforts of NCRP's newest PAC are expected to include the development of authoritative reports and commentaries dealing with critical issues and challenges in radiation risk communication, education, and policy.

From preliminary indications the experiment seems to be working, but a full year of data, including a renewal cycle, is needed to assess the success of the experiment. This week’s Council meeting was dominated by discussions about the long-term, sustainable future of CERN. Key points are progress on the Medium-Term Plan, the successful LHC restart, and enlargement.   The budget proposed by management for 2016 was well received, as were the measures to mitigate against the recent change in exchange rates. These items will be put to the vote in September. Discussions on CERN staff employment conditions were conducted in a constructive atmosphere this week, and will continue in future Council meetings. The Council also clearly voiced its congratulations for the smooth and successful start of LHC run 2, coming on top of a clear run of spectacular scientific and technological successes over recent years. The Plasma Science Committee (PLSC) is a standing committee under the auspices of the Board on Physics and Astronomy, Commission on Physical Sciences, Mathematics, and Applications of the National Academy of Sciences--National Research Council. Plasma sciences represent a broad and diverse field. The PLSC has accepted the responsibility of monitoring the continuing development and assessing the general health of the field as whole. Although select advisory bodies have been created to address specific issues that affect plasma science, such as the Fusion Policy Advisory Committee (FPAC), the PLSC provides a focus for the plasma science community that is unique and essential. The membership of the PLSC is drawn from research laboratories in universities, industry, and government. Areas of expertise on the committee include accelerators and beams, space physics, astrophysics, computational physics and applied mathematics, fusion plasmas, fundamental experiments and theory, radiation sources, low temperature plasmas, and plasma-surface interactions. The Research Evaluation Committee, which consisted of 14 members from outside of the Japan Atomic Energy Research Institute (JAERI), set up an Ad Hoc Review Committee on Information Technology in accordance with the Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations in order to evaluate the adequacy of the R and D programs pertaining to the establishment and utilization of the Information Technology Based Laboratory (ITBL) to be implemented for five years starting in Fiscal Year 2001 at Center for Promotion of Computational Science and Engineering and Department of Environmental Sciences of JAERI. The Ad Hoc Review Committee consisted of eight specialists from outside of JAERI. The Ad Hoc Review Committee conducted its activities from February to March 2001. The evaluation was performed on the basis of the materials submitted in advance and of the oral presentations made at the Ad Hoc Review Committee meeting which was held on February 9, 2001, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. To establish a more precise use of the term alcoholism, a 23-member multidisciplinary committee of the National Council on Alcoholism and Drug Dependence and the American Society of Addiction Medicine conducted a 2-year study of the definition of alcoholism in the light of current concepts. The goals of the committee were to create by consensus a revised definition that is (1) scientifically valid, (2) clinically useful, and (3) understandable by the general public. Therefore, the committee agreed to define alcoholism as a primary, chronic disease with genetic, psychosocial, and environmental factors influencing its development and manifestations. The disease is often progressive and fatal. It is characterized by impaired control over drinking, preoccupation with the drug alcohol, use of alcohol despite adverse consequences, and distortions in thinking, most notably denial. Each of these symptoms may be continuous or periodic.

The development of novel technologies for the safe and effective delivery of radiation is critical to advancing the field of radiation oncology. The Emerging Technology Committee of the American Society for Therapeutic Radiology and Oncology appointed a Task Group within its Evaluation Subcommittee to evaluate new electronic brachytherapy methods that are being developed for, or are already in, clinical use. The Task Group evaluated two devices, the Axxent Electronic Brachytherapy System by Xoft, Inc. (Fremont, CA), and the Intrabeam Photon Radiosurgery Device by Carl Zeiss Surgical (Oberkochen, Germany). These devices are designed to deliver electronically generated radiation, and because of their relatively low energy output, they do not fall under existing regulatory scrutiny of radioactive sources that are used for conventional radioisotope brachytherapy. This report provides a descriptive overview of the technologies, current and future projected applications, comparison of competing technologies, potential impact, and potential safety issues. Geothermal energy technology: issues, R and D needs, and cooperative arrangements

In 1986, the National Research Council, through its Energy Engineering Board, formed the Committee on Geothermal Energy Technology. The committee's study addressed major issues in geothermal energy technology, made recommendations for research and development, and considered cooperative arrangements among government, industry, and universities to facilitate RandD under current severe budget constraints. The report addresses four types of geothermal energy: hydrothermal, geopressured, hot dry rock, and magma systems. Hydrothermal systems are the only type that are now economically competitive commercially. Further technology development by the Department of Energy could make the uneconomical hydrothermal resources commercially attractive to the industry. The economics are more uncertain for the longer-term technologies for extracting energy from geopressured, hot dry rock, and magma systems. For some sites, the cost of energy derived from geopressured and hot dry rock systems is projected within a commercially competitive range. The use of magma energy is too far in the future to make reasonable economic calculations.

The United Nations (U.N.) Security Council unanimously passed Resolution 1540 in April 2004. This landmark measure legally charges all U.N. Member States to enact and enforce effective measures to prevent the proliferation of weapons of mass destruction and their means of delivery by preventing illicit trafficking of chemical, biological, radiological, and nuclear (CBRN) materials and related technologies. Revelations regarding the expansiveness of the A.Q. Khan network provided a clear impetus for the Resolution. Resolution 1540 is distinctive because it is the first time the U.N. Security Council has required all Member States to act to prevent the illicit trafficking of CBRN materials and their means of delivery. It is also unique in that it specifically addresses prevention of CBRN proliferation and trafficking among non-state actors. The Resolution has a direct impact on the management of nuclear materials and nonproliferation policy in the future. Consequently, the INMM Nonproliferation and Arms Control Technical Division and the INMM Northeast Chapter initiated a professional workshop on March 15, 2005 to engage topical experts in a discussion of U.N. Security Council Resolution 1540. Although Resolution 1540 is now one year old and the Committee established to monitor its implementation has begun its work, many in the nonproliferation and nuclear materials management communities have not learned of the Resolution or have not yet recognized its significance. This article provides a summary of and perspectives on the workshop discussion that was conducted on a not-for-attribution basis
