    Suzanne F. Delbanco is the executive director of Catalyst for Payment Reform (CPR), a nonprofit organization working for coordinated action among the largest purchasers of healthcare and health plans to reform the way we pay for healthcare in the United States to improve quality and cost. In addition to her duties at CPR, Suzanne is on the Advisory Committee to the Director and the National Biosurveillance Advisory Subcommittee of the Centers for Disease Control and Prevention. She also serves on the boards of HCI3, the Anvita Health Advisory Council, the executive committee of the California Maternal Quality Care Collaborative, and participates in the Healthcare Executives Leadership Network. Before CPR, Suzanne was President, Health Care Division at Arrowsight Inc., a company using video to help hospitals measure the performance of healthcare workers and provide them with feedback while they are working to improve adherence to safety and quality protocols. From 2000 to 2007, Suzanne was the founding CEO of The Leapfrog Group. The Leapfrog Group uses the collective leverage of its large corporate and public members to initiate breakthrough improvements in the safety, quality, and affordability of healthcare for Americans. Before joining Leapfrog, Suzanne was a senior manager at the Pacific Business Group on Health where she worked on the Quality Team.     Full Text Available Claude Cahun is a writer and photographer born in Nantes in 1894. The purpose of this work is to explore her polymorphic and fluctuating identity through the artistic and affective link with her partner Suzanne Malherbe. Starting from the analysis of the iconic themes composing the visual symbol used by the two artists to sanction the exclusivity of their affair, we can conclude that Claude Cahun, by the means of her partner, becomes the absolute protagonist of her work, demolishing the wall between reality and art.

    Full Text Available Racial discrimination, colonialism, marginalization, and imperial politics are the components of Martinican author Suzanne Lacascade's 1924 novel, Claire-Solange, âme africaine . This little-known work is shrouded in mystery. Less information is available about the author or under what circumstances she conceptualized and completed her novel. Lacascade probably contributed to various reviews and journals of the first days of the Négritude movement. The novel offers one of the first discourses on race, racial mixing, hierarchy, and colonialism as construed by blacks and whites. The author defies the power of men over women in French society of the early twentieth century. Racialized parameters are synthesized, most significantly, through the protagonist Claire-Solange's views and opinions on, two environments: the first is France, whose language she speaks fluently but in which she feels foreign; and the second African, a mythical place to which she is drawn due to her African ancestry filtered through her island home of Martinique. The author offers her readers a window on the life of a mulatta woman who is caught in the middle of white and black, forced, in the end, to live in a French, beige in-between, forever considered an étrangère because of her color.

A partir del caso de la artista norteamericana Suzanne Lacy, con quien las autoras han mantenido diversos encuentros de carácter público en el Centro de Arte Contemporáneo Matadero de Madrid, se pormenorizan las estrategias que el feminismo ha trabado en torno al arte público y se busca una redefinición de los ejes principales que sustentan el medio artístico actual: la autoría, la obra y su difusión y el valor final de la pieza. La investigación continúa con los estudios de caso de la artista ciberfeminista Shu Lea Cheang, la artista de origen paraguayo Faith Wilding y el colectivo madrileño Toxic Lesbian.

    Full Text Available The present paper has tried to apply Bhabha's significant notions such as mimicry, ambivalence and stereotype to Suzanne Collins' The Hunger Games. Bhabha believes that in the interaction of the colonizer and the colonized both cultures are affected and neither culture can claim to have a pure and fixed status. In the process of interaction, the identity of both colonizer and the colonized undergoes serious changes. The colonizer stereotypes the colonized, regarding them as the inferior, thoughtless beings. The colonized seeing them in power internalize what they say, perceiving themselves as backward and the colonizer as superior, sophisticated beings. As they consider the colonizer as the sophisticated, powerful culture, they try to imitate them (this is actually what the colonizer wants which are not the exact copy but the parody of them, causing crack in the dominance of the colonizer. In this interaction, not only the colonized's identity but also the colonizer's alters. This is in fact what happens in Collins' The Hunger Games. The characters in the novel when encountering the colonizer's culture change their identity and become who they want them to be; however, the characters also through some resistance make the colonizer to follow what they assign for them. Moreover, during the course of the novel, the characters find an ambivalent character as a result of experiencing unhomeliness. This ambivalence makes them have a double consciousness, to be attracted toward the colonized culture and at the same time repulsed it.

    The purpose of this paper is to provide a author capability of current author indexing practices in journal literature indexing practices in 'Journal of Nuclear Science and Technology of Japan'. This Journal employed keywords freely assigned by author and not taken from INIS Thesaurus or other vocabulary list. Author examined 413 literatures, comparing keywords assigned by the literatures' authors with descriptor's (ATOMINDEX) assigned by an experienced professional indexer. The results of the comparisons showed that the average set of terms assigned by author included about 70% of all the terms assigned to the same literature by the professional indexer. Authors eventually would contribute, for the most effective point to create reference to information is at the time of its generation. Consequently, it may be possible to transfer them easily to descriptors in every secondary information system. (author)

    Authoring tools that are accessible and that enable authors to produce accessible Web content play a critical role in web accessibility. Widespread use of authoring tools that comply to the W3C Authoring Tool Accessibility Guidelines (ATAG) would ensure that even authors who are neither knowledgeable about nor particularly motivated to produce accessible content do so by default. The principles and techniques of ATAG are discussed. Some examples of accessible authoring tools are described including authoring tool content management components such as TinyMCE. Considerations for creating an accessible collaborative environment are also covered. As part of providing accessible content, the debate between system-based personal optimization and one universally accessible site configuration is presented. The issues and potential solutions to address the accessibility crisis presented by the advent of rich internet applications are outlined. This challenge must be met to ensure that a large segment of the population is able to participate in the move toward the web as a two-way communication mechanism.

    Authors are a substantial part of queries in digital libraries, where the results are reflecting the service quality and success. Ambiguous author names can confuse users and cause an inaccurate relation between authorships and individual researchers. Providing a set of disambiguated authors is challenging and related to data integration, since this is done in several ways and by different systems, both manually and automatically. Many disambiguation algorithms have been proposed in the literature, where the most solutions are solving the ambiguities by applying machine learning techniques. However, such problems cannot be solved with an accuracy of 100%.     We examined the usefulness (precision) and completeness (recall) of the Author-ity author disambiguation for PubMed articles by associating articles with scientists funded by the National Institutes of Health (NIH). In doing so, we exploited established unique identifiers-Principal Investigator (PI) IDs-that the NIH assigns to funded scientists. Analyzing a set of 36,987 NIH scientists who received their first R01 grant between 1985 and 2009, we identified 355,921 articles appearing in PubMed that would allow us to evaluate the precision and recall of the Author-ity disambiguation. We found that Author-ity identified the NIH scientists with 99.51% precision across the articles. It had a corresponding recall of 99.64%. Precision and recall, moreover, appeared stable across common and uncommon last names, across ethnic backgrounds, and across levels of scientist productivity.

    Full Text Available This paper aims to explore the authority of the FSA as one of the institutions that deal with crime investigation in banking institutions, especially in Islamic Banking. Investigators FSA has great authority other than the authority to conduct investigations that are not owned by other investigators. The existence of this authority would lead to overlapping investigation with a given investigation agencies such as the police and the prosecutor. Fundamental problems are experienced by the FSA in conducting the investigation is less availability of human resources of FSA investigator. Therefore, inevitably required cooperation with the Police in effecting the FSA investigation. Effectiveness of investigations conducted by the FSA task for banking crimes that occurred in Islamic Banking is need synergy of communication and coordination with the DSN as an institution authorized by the Islamic Banking Act to provide recommendations to other agencies including the FSA if there is suspicion of a criminal offense in Islamic Banking.

    Full Text Available The majority decision in Makate v Vodacom (Pty Ltd [2016] ZACC 13 recognises a new form of actual authority – authority by representation. However, the decision is based on a misinterpretation of English law and is inconsistent with an extensive body of South African case law and the view held by several South African text–book writers. It remains to be seen whether the decision will be regarded as binding authority. If it is accepted as binding, the principle of agency by representation which it establishes will need to be clarified and developed in certain respects to ensure that it does not operate unfairly.

    A questionnaire was developed for the purpose of measuring Baumrind's (1971) permissive, authoritarian, and authoritative parental authority prototypes. It consists of 30 items per parent and yields permissive, authoritarian, and authoritative scores for both the mother and the father; each of these scores is derived from the phenomenological appraisals of the parents' authority by their son or daughter. The results of several studies have supported the Parental Authority Questionnaire as a psychometrically sound and valid measure of Baumrind's parental authority prototypes, and they have suggested that this questionnaire has considerable potential as a valuable tool in the investigation of correlates of parental permissiveness, authoritarianism, and authoritativeness.

These modifications begin to address ways that current "next-generation" catalogs fail to fully harness all of the bibliographic tools available for indexing and presenting author information.   16. Changing author counts in five major general medicine journals: effect of author contribution forms.

    Objective and indirect evidence was used to determine whether required author contribution forms were associated with a decrease in author counts in four major general medicine journals (British Medical Journal [BMJ], Journal of the American Medical Association [JAMA], Canadian Medical Association Journal [CMAJ], and the Lancet). The number of authors listed per article before and after the introduction of explicit author contribution requirements were counted and compared with that found for the New England Journal of Medicine (NEJM) that did not require such disclosure. The primary hypothesis was that author counts decreased more in the BMJ, CMAJ, JAMA, and the Lancet after introduction of the rules than they did in the NEJM. The number of authors listed per original research article published in the five general medical journals with the greatest 2004 Impact Factors in the first issue of each month in the years before and after introduction of required author contribution forms was compared. Introduction of the required author contribution forms by the four leading general medical journals did not result in a drop in the rate of increasing authors per article per year, or in the number of authors per article compared with the control. Overall, there was a trend of an increasing number of authors listed per article. Based on the presented objective and indirect evidence, required author contribution forms were not associated with a decrease in author counts.

    The present studies examined whether differences in need for cognitive closure (NCC) were related to differences in regulatory control when confronted with authority. In two studies, levels of regulatory control were measured when participants resisted (Study 1; N = 46) or prepared to resist the influence attempt of an authority figure (Study 2; N = 50). Results showed that resisting the influence attempt from a high-authority figure was more depleting for participants higher in NCC compared to individuals lower in NCC. However, when they were given instructions and time to prepare the act of resistance, individuals high in NCC actually showed an increase in regulatory control. Authority is usually viewed as a general principle of influence; however, the present studies suggest that there are individual differences that influence how people may experience interactions with authorities. © 2013 Wiley Periodicals, Inc.

  2. Percentage-based Author Contribution Index: a universal measure of author contribution to scientific articles.

    Deciphering the amount of work provided by different co-authors of a scientific paper has been a recurrent problem in science. Despite the myriad of metrics available, the scientific community still largely relies on the position in the list of authors to evaluate contributions, a metric that attributes subjective and unfounded credit to co-authors. We propose an easy to apply, universally comparable and fair metric to measure and report co-authors contribution in the scientific literature. The proposed Author Contribution Index (ACI) is based on contribution percentages provided by the authors, preferably at the time of submission. Researchers can use ACI to compare the contributions of different authors, describe the contribution profile of a particular researcher or analyse how contribution changes through time. We provide such an analysis based on contribution percentages provided by 97 scientists from the field of ecology who voluntarily responded to an online anonymous survey. ACI is simple to understand and to implement because it is based solely on percentage contributions and the number of co-authors. It provides a continuous score that reflects the contribution of one author as compared to the average contribution of all other authors. For example, ACI(i) = 3, means that author i contributed three times more than what the other authors contributed on average. Our analysis comprised 836 papers published in 2014-2016 and revealed patterns of ACI values that relate to career advancement. There are many examples of author contribution indices that have been proposed but none has really been adopted by scientific journals. Many of the proposed solutions are either too complicated, not accurate enough or not comparable across articles, authors and disciplines.     Full Text Available In this article, the authors suggest that one method for increasing awareness of the benefits of data sharing can be affected by administering a survey, hopefully encouraging either a minority or majority influence on other members of the behavioural science community. The authors describe the process for creating such a survey and provide their survey, although untested. This is a well-timed article as the existing literature on social and behavioural science data is quite thin. The majority/minority influence of norms is a nice theoretical construct to explore. This is definitely one approach to increase awareness of the benefits of data sharing.

    Using the 1957-2004 data from the Wisconsin Longitudinal Study, we explore the effect of job authority in 1993 (at age 54) on the change in depressive symptoms between 1993 and 2004 (age 65) among white men and women. Within-gender comparisons indicate that women with job authority (defined as control over others' work) exhibit more depressive symptoms than women without job authority, whereas men in authority positions are overall less depressed than men without job authority. Between-gender comparisons reveal that although women have higher depression than men, women's disadvantage in depression is significantly greater among individuals with job authority than without job authority. We argue that macro- and meso-processes of gender stratification create a workplace in which exercising job authority exposes women to interpersonal stressors that undermine health benefits of job authority. Our study highlights how the cultural meanings of masculinities and femininities attenuate or amplify health-promoting resources of socioeconomic advantage. © American Sociological Association 2014.

    Authoring is still considered a bottleneck in successful Interactive Storytelling and Drama. The claim for intuitive authoring tools is high, especially for tools that allow storytellers and artists to define dynamic content that can be run with an AI-based story engine. We explored two concrete authoring processes in depth, using various Interactive Storytelling prototypes, and have provided feedback from the practical steps. The result is a presentation of general issues in authoring Interactive Storytelling, rather than of particular problems with a specific system that could be overcome by 'simply' designing the right interface. Priorities for future developments are also outlined.

    The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

    In this study, we leverage human evaluations, content analysis, and computational modeling to generate a comprehensive analysis of readers' evaluations of authors' communication quality in social media with respect to four factors: author credibility, interpersonal attraction, communication competence, and intent to interact. We review previous research on the human evaluation process and highlight its limitations in providing sufficient information for readers to assess authors' communication quality. From our analysis of the evaluations of 1,000 Twitter authors' communication quality from 300 human evaluators, we provide empirical evidence of the impact of the characteristics of the reader (demographic, social media experience, and personality), author (profile and social media engagement), and content (linguistic, syntactic, similarity, and sentiment) on the evaluation of an author's communication quality. In addition, based on the author and message characteristics, we demonstrate the potential for building accurate models that can indicate an author's communication quality.

  3. Liberalism, authority, and bioethics commissions.

    Bioethicists working on national ethics commissions frequently think of themselves as advisors to the government, but distance themselves from any claims to actual authority. Governments however may find it beneficial to appear to defer to the authority of these commissions when designing laws and policies, and might appoint such commissions for exactly this reason. Where does the authority for setting laws and policies come from? This question is best answered from within a normative political philosophy. This paper explains the locus of moral authority as understood within one family of normative political theories--liberal political theories--and argues that most major "liberal" commentators have understood both the source and scope of ethics commissions' authority in a manner at odds with liberalism, rightly interpreted. The author argues that reexamining the implications of liberalism for bioethics commissions would mean changing what are considered valid criticisms of such commissions and also changing the content of national bioethics commission mandates. The author concludes that bioethicists who participate in such commissions ought to carefully examine their own views about the normative limits of governmental authority because such limits have important implications for the contribution that bioethicists can legitimately make to government commissions.

    Full Text Available The movement in the European Union territory of the family members de jure or de facto - parents married or not, on the one hand, and their children, on the other hand, the birth of litigation related to the content, exercising or limiting the parental authority in the event at least one holder of parental authority is in a Member State other than where the minor child is, and the interest of achieving a good administration of justice within the European Union, led to the development of Community instruments in the area of parental authority, which has provisions on conflicts of jurisdiction, conflict of laws, recognition and enforceability, enforcement, legal aid and cooperation between central authorities, designating the applicable law. In the first part of the study we have analyzed the rules of jurisdiction by establishing the jurisdiction of the court hearing with an application for parental responsibility, whether there are pending divorce proceeding or not. In the second part of the study, we have limited the analysis to the rules applicable to the law causes that have as object parental authority.

  7. Author contributions to ecological publications: What does it mean to be an author in modern ecological research?

    Full Text Available Authorship is a central element of scientific research carrying a variety of rewards and responsibilities, and while various guidelines exist, actual author contributions are often ambiguous. Inconsistent or limited contributions threaten to devalue authorship as intellectual currency and diminish authors' responsibility for published content. Researchers have assessed author contributions in the medical literature and other research fields, but similar data for the field of ecological research are lacking. Authorship practices in ecological research are broadly representative of a variety of fields due to the cross-disciplinary nature of collaborations in ecological studies. To better understand author contributions to current research, we distributed a survey regarding co-author contributions to a random selection of 996 lead authors of manuscripts published in ecological journals in 2010. We obtained useable responses from 45% of surveyed authors. Reported lead author contributions in ecological research studies consistently included conception of the project idea, data collection, analysis, and writing. Middle and last author contributions instead showed a high level of individual variability. Lead authorship in ecology is well defined while secondary authorship is more ambiguous. Nearly half (48% of all studies included in our survey had some level of non-compliance with Ecological Society of America (ESA authorship guidelines and the majority of studies (78% contained at least one co-author that did not meet International Committee of Medical Journal Editors (ICMJE requirements. Incidence of non-compliance varied with lead author occupation and author position. The probability of a study including an author that was non-compliant with ESA guidelines was lowest for professor-led studies and highest for graduate student and post doctoral researcher-led studies.     In recent years, an increasing number of care procedures previously under the physician's authority have been placed in the hands of registered nurses. The purpose of this study was to examine the attitudes of nurses towards expanding nurses' authority and the relationships between these attitudes and job satisfaction facets, professional characteristics, and demographics. A cross-sectional study was conducted between 2010 and 2011 in three major medical centers in Israel. Participants included 833 nurses working in 89 departments. Attitudes toward the expansion of nurses' authority were assessed by self-report questionnaire, as well as job satisfaction facets including perception of professional autonomy, nurse-physician working relations, workload and burnout, perceptions of quality of care, and nursing staff satisfaction at work. Nurses reported positive attitudes toward the expansion of nurses' authority and moderate attitudes for interpretation of diagnostic tests in selected situations. The results of multivariate regression analyses demonstrate that the nurses' satisfaction from professional autonomy and work relations were the most influential factors in explaining their attitudes toward the expansion of nurses' authority. In addition, professionally young nurses tend to be more positive regarding changes in nurses' authority. In the Israeli reality of a nurse's shortage, we are witnessing professional transitions toward expansion of the scope of nurses' accountability and decision-making authority. The current research contributes to our understanding of attitudes toward the expansion of nurses' authority among the nursing staffs. The findings indicate the necessity of redefining the scope of nursing practice within the current professional context.

    Full Text Available Internet is anonymous, this allows posting under a false name, on behalf of others or simply anonymous. Thus, individuals, criminal or terrorist organizations can use Internet for criminal purposes; they hide their identity to avoid the prosecuting. Existing approaches and algorithms for author identification of web-posts on Russian language are not effective. The development of proven methods, technics and tools for author identification is extremely important and challenging task. In this work the algorithm and software for authorship identification of web-posts was developed. During the study the effectiveness of several classification and feature selection algorithms were tested. The algorithm includes some important steps: 1 Feature extraction; 2 Features discretization; 3 Feature selection with the most effective Relief-f algorithm (to find the best feature set with the most discriminating power for each set of candidate authors and maximize accuracy of author identification; 4 Author identification on model based on Random Forest algorithm. Random Forest and Relief-f algorithms are used to identify the author of a short text on Russian language for the first time. The important step of author attribution is data preprocessing - discretization of continuous features; earlier it was not applied to improve the efficiency of author identification. The software outputs top q authors with maximum probabilities of authorship. This approach is helpful for manual analysis in forensic linguistics, when developed tool is used to narrow the set of candidate authors. For experiments on 10 candidate authors, real author appeared in to top 3 in 90.02% cases, on first place real author appeared in 70.5% of cases.
