In December 2004, President Bush issued the US Policy on space-based positioning, navigation, and timing (PNT), providing guidance on the management of the Global Positioning System (GPS) and other space- based PNT systems. The policy established the National Executive Committee (EXCOM) to advise and coordinate federal agencies on matters related to space-based PNT. Chaired jointly by the deputy secretaries of defense and transportation, the EXCOM includes equivalent level officials from the Departments of State, the Interior, Agriculture, Commerce, and Homeland Security, the Joint Chiefs of Staff, and the National Aeronautics and Space Administration (NASA). A National Coordination Office (NCO) supports the EXCOM through an interagency staff. Since establishing the EXCOM and NCO in 2005, the organizations have quickly grown in influence and effectiveness, leading or managing many interagency initiatives including the development of a Five-Year National Space-Based PNT Plan, the Space-Based PNT Interference Detection and Mitigation (IDM) Plan, and other strategic documents. The NCO has also facilitated interagency coordination on numerous policy issues and on external communications intended to spread a consistent, positive US message about space-based PNT. Role of the NCO - The purpose of the EXCOM is to provide top-level guidance to US agencies regarding space-based PNT infrastructure. The president established it at the deputy secretary level to ensure its strategic recommendations effect real change in agency budgets. In parallel to the evolution of Management Information Systems from simple data files to complex data bases, the stand-alone computer systems have been migrating toward fully integrated systems serving the work force. The next major productivity gain may very well be to make these highly sophisticated working level Data Base Management Systems (DMBS) serve all levels of management with reports of varying levels of detail. Most attempts by the DBMS development organization to provide useful information to management seem to bog down in the quagmire of competing working level requirements. Most large DBMS development organizations possess three to five year backlogs. Perhaps Office Automation is the vehicle that brings to pass the Management Information System that really serves management. A good office automation system manned by a team of facilitators seeking opportunities to serve end-users could go a long way toward defining a DBMS that serves management. Here the forecasting process is described in detail, as well as first verification of archived forecasts using methods commonly used in operational weather prediction. Real-time verification available for operational flare forecasting use is also described. The influence of human forecasters is highlighted, with human-edited forecasts outperforming original model results and forecasting skill decreasing over longer forecast lead times.

The UK Met Office Space Weather Operations Centre (MOSWOC) has produced space weather guidance twice a day since its official opening in 2014. Guidance includes 4-day probabilistic forecasts of X-ray flares, geomagnetic storms, high-energy electron events and high-energy proton events. Evaluation of such forecasts is important to forecasters, stakeholders, model developers and users to understand the performance of these forecasts and also strengths and weaknesses to enable further development. Met Office terrestrial near real-time verification systems have been adapted to provide verification of X-ray flare and geomagnetic storm forecasts. Verification is updated daily to produce Relative Operating Characteristic (ROC) curves and Reliability diagrams, and rolling Ranked Probability Skill Scores (RPSSs) thus providing understanding of forecast performance and skill. Results suggest that the MOSWOC issued X-ray flare forecasts are usually not statistically significantly better than a benchmark climatological forecast (where the climatology is based on observations from the previous few months). By contrast, the issued geomagnetic storm activity forecast typically performs better against this climatological benchmark.

Full Text Available Background: The work of administrative officers depends a lot on their capability in memorizing. Increased fitness is strongly associated with a better memory. This study was conducted to determine the relationship between cardiopulmonary fitness and short term memory. Methods: This analytical cross sectional study was carried out from August to September 2014. Subjects from administrative offices within Universitas Padjadjaran were chosen by simple random sampling. 101 individuals were selected, comprising of 68 males and 33 females. Data were obtained through Digit Span Test for short term memory and the cardiopulmonary fitness was measured using Harvard Step Test. The VO2 Max obtained was correlated with the Digit Span Test score. Results: The mean for cardiopulmonary fitness of males was found to be 36.1, with standard deviation 8.63, whereas mean cardiopulmonary fitness for females was found to be 32.94, with standard deviation 7.5. For correlation analysis, the result of Spearman’s rank analysis from the study showed that the p-value is 0.00. Comparing to the significance level α=5%, the p value is worth less, thus the null hypothesis, Ho is rejected. Therefore, it could be concluded that there was a relationship between cardiopulmonary fitness and short term memory of male and female administrative officers at Universitas Padjadjaran. The Met Office Space Weather Operations Centre was founded in 2014 and part of its remit is a daily Space Weather Technical Forecast to help the UK build resilience to space weather impacts; guidance includes 4 day geomagnetic storm forecasts (GMSF) and X-ray flare forecasts (XRFF). It is crucial for forecasters, users, modelers, and stakeholders to understand the strengths and weaknesses of these forecasts; therefore, it is important to verify against the most reliable truth data source available. The present study contains verification results for XRFFs using Geo-Orbiting Earth Satellite 15 satellite data and GMSF using planetary K-index (Kp) values from the GFZ Helmholtz Centre. To assess the value of the verification results, it is helpful to compare them against a reference forecast and the frequency of occurrence during a rolling prediction period is used for this purpose. An analysis of the rolling 12 month performance over a 19 month period suggests that both the XRFF and GMSF struggle to provide a better prediction than the reference. However, a relative operating characteristic and reliability analysis of the full 19 month period reveals that although the GMSF and XRFF possess discriminatory skill, events tend to be overforecast.
Full Text Available The objectives of this research were 1 to study the current and the expected Conditions of school management effectiveness, Buriram Office of Primary Educational Service Area 4 and 2 to construct administrative strategies of such schools. Eighty of directors, board chairpersons, teachers and parents were sampled. The instruments for data collection were 5-level rating scale questionnaires with the IOC value between 0.60–1.00 and the reliability value of 0.88 and in-depth interview forms. Quantitative data were analyzed by computer and qualitative data were inductively analyzed. The findings were as follows: 1. Full Text Available Abstract Background Bladder distention is commonly used in diagnosis and treatment of interstitial cystitis (IC. Traditionally performed in the operating room under general or spinal anesthesia (GA, it is expensive and associated with short term morbidity. Office bladder distention using electromotive drug administration (EMDA has been suggested as an alternative that is well tolerated by patients. We report the first comparative findings of patients undergoing both office distention with EMDA and distention in the operating room (OR with GA. Methods This retrospective chart review identified 11 patients participating in two protocols of EMDA bladder distention who also underwent bladder distention under GA either prior to or after the EMDA procedure. Results The median absolute difference in bladder capacity between GA and EMDA was only 25 cc; the median percent difference was 5%. Cystoscopic findings, while not prospectively compiled, appear to have been similar. Conclusion This study represents the first comparison between distention with EMDA versus GA and confirms the technical feasibility of performing bladder distention in an office setting. The distention capacity achieved in the office was nearly identical to that in the OR and the cystoscopic findings very similar. Further investigation into the comparative morbidity, cost, and other outcome measures is warranted to define the ultimate role of EMDA bladder distention in the clinical evaluation and care of patients with IC.

Principles of lean office management increasingly call for space to be stripped of extraneous decorations so that it can flexibly accommodate changing numbers of people and different office functions within the same area. Yet this practice is at odds with evidence that office workers' quality of life can be enriched by office landscaping that involves the use of plants that have no formal work-related function. To examine the impact of these competing approaches, 3 field experiments were conducted in large commercial offices in The Netherlands and the U.K. These examined the impact of lean and "green" offices on subjective perceptions of air quality, concentration, and workplace satisfaction as well as objective measures of productivity. Two studies were longitudinal, examining effects of interventions over subsequent weeks and months. In all 3 experiments enhanced outcomes were observed when offices were enriched by plants. Hospital administrators have been struggling for more than a decade to determine the role and proper position for marketing and marketers within their organizations. Results of a study now confirm the expected--administrators and their chief marketing officers do not see the same marketing actions being conducted for their hospitals. The consequence of such perceptual differences in marketing orientation for the role of marketers within the hospital are significant and are discussed in this article. Of particular importance is the finding that the marketing behaviors of the organization as identified by line managers correlate strongly with both revenues (r = .6r for inpatient revenue) and occupancy levels (r = .44). Additionally, it was found that as little as a 10 percent improvement in a hospital's marketing orientation is associated with a $25 million increase in total net patient revenues and an 8 percentage point increase in occupancy rate.
The National Aeronautics and Space Administration (NASA) has been selecting astronauts since 1959. The first group was called the "Mercury Seven." These seven men were chosen because of their performance as military officers and test pilots, their character, their intelligence, and their guts. Six of these seven flew in the Mercury capsule. Several additional groups were chosen between 1959 and 1978. It was an exciting period in the American space program. Many of these astronauts participated in the Gemini and Apollo programs, traveled and walked on the Moon, docked with the Russians during the Apollo-Soyuz Test Project, and occupied America's first space station, the Skylab. With the onset of the Space Shuttle, a new era began. The astronauts selected in 19 78 broke the traditional mold. For the first time, minorities and women became part of America's astronaut corps. Since then, eight additional groups have been selected, with an increasing mix of African American, Hispanic, Latino, Asian/Pacific Islander, and Native American men and women. These astronauts will continue the American space program into the new millennium by continuing flights on the Space Shuttle and participating in the construction and occupancy of the International Space Station. These astronauts, and those who will be chosen in the future, will lead America and its partners to future voyages beyond the influence of Earth's gravity.

Theexperience of half a century in European integration has proved, given the diversity of the systems ofEuropean law that the most important activity of the European judge was to create the law, to cover somegaps, to define or redefine the principles of administrative law. Since the jurisprudence of the Court of Justiceof the European Union has known a more and more development and recognition in the past decades andespecially at the level of the member states, the European administrative law has been identified with theseprinciples that seem to be defining it in the future in the lack of a general codification of what we call anEuropean administrative space. The purpose of this research is to understand the sources of the Europeanadministrative law analyzing at the same time the legislation of the European Union as well as thejurisprudence of the Court of justice and the other instances of the European Union.

Full Text Available The private persons in any democratic state should have a right to dispute the administrative decisions affecting their rights, freedoms or interests before (among others competent independent courts. It is the key precondition for the principle of transparent and responsible public administration as an integral part of democratic governance. In addition to the “judiciary control of the administrative decisions”, the private persons` human rights against the public administration may be also protected through the Ombudsman office. The increasing importance of the afore mentioned issues relating public administration and the various types of control of the administrative acts been long time ago reflected in the mandate of almost all of the key international inter-governmental organizations, especially the European ones including the Council of Europe, the European Union and the OSCE. The establishment of both effective public administration and administrative justice system has been for a long period of time among the most “important and urgent” final strategic objectives of almost any country in the Balkans region, including Albania, Macedonia and Kosovo. This process included (among others establishing European-like Ombudsman offices in these countries. Against the above background the present paper firstly explains why the administration action must be controlled by the public, and it then outlines the European Right of Good Administration, the Ombudsman Office`s mandate. This is then followed by presenting the concept of European Administrative Space in terms of the Role of the OECD-SIGMA in Developing the Standards of Good Administration. NASA has continually had problems with cost, schedule, performance, reliability, quality, and safety aspects in programs. Past solutions have not provided the answers needed, and a major change is needed in the way of doing business. A new approach is presented for consideration. These problems are all engineering matters, and therefore, require engineering solutions. Proper engineering tools are needed to fix engineering problems. Headquarters is responsible for providing the management structure to support programs with appropriate engineering tools. A guide to define those tools and an approach for putting them into place is provided. Recommendations include establishing a new Engineering and Technology Advancement Office, requesting a review of this proposal by the Administrator since this subject requires a top level decision. There has been a wide peer review conducted by technical staff at Headquarters, the Field Installations, and others in industry as discussed.

In 1994, the Food and Drug Administration Office of Women's Health (FDA-OWH) was created to provide leadership and policy direction for the Agency regarding issues of women's health. Within its first year, the FDA-OWH established a science program for women's health research, promoting the development of sound policy and regulation. In a little over a decade, the program has provided approximately 14 million dollars to fund more than 100 women's health research studies covering a broad range of health topics affecting women across their lifespan. Some studies, such as those elucidating drug effects on QT prolongation in women and drug-dietary supplement interaction, have had significant influence on regulatory decisions. Other studies have provided sound scientific data on sex and gender differences supporting FDA guidelines to protect women's health. This paper describes the science program at the FDA-OWH, providing examples of how funded research impacts regulatory policy.

This Accountability Report consolidates reports required by various statutes and summarizes NASA's program accomplishments and its stewardship over budget and financial resources. It is a culmination of NASA's management process, which begins with mission definition and program planning, continues with the formulation and justification of budgets for the President and Congress, and ends with the resulting scientific and engineering program accomplishments. The report covers activities from October 1, 1998, through September 30, 1999, with a discussion of some subsequent events. Program accomplishments included the deployment and operation of the Chandra X-ray Observatory, the delivery of supplies and equipment needed to live and operate on the International Space Station, and the development of the first global 3-D map of Mars. Achievements are highlighted in the Statement of the Administrator and summarized in the performance section of this report.
Full Text Available Introduction. In recent years, a decline in the level of physical activity has been observed all over the world. The number of professions where work is performed in a sitting position has increased. This has had many consequences for our health, the society, and the economy. The aim of this work was to determine which forms of physical activity are the most popular in administrative and office workers, depending on the motives which encourage them to be active. Material and methods. In 2014, a diagnostic survey was carried out among 937 persons in administrative and office positions using a questionnaire form designed by the authors. The study involved persons aged 18 to 65 years, and most of the respondents were female (n = 669. A qualitative analysis of the data was carried out using logistic regression, and the findings were considered statistically significant at p < 0.05. Results. Changing the shape of one’s body was found to be the main determinant of using the gym among the respondents. Persons who jogged regularly, on the other hand, did so in order to increase physical fitness, and those who practised Nordic walking were motivated by the need to care for their health. As far as swimming is concerned, persons who had friends that engaged in this form of activity undertook it almost ten times more often than those who did not have such support from their family and friends (OR = 9.58. Respondents who desired to meet new people were over five times more likely to choose team games as an active form of spending their leisure time (OR = 5.21 than other respondents. Finally, those who engaged in physical activity in order to strengthen family bonds preferred playing and playing games with children in the open air. Conclusions. The predominant forms of physical activity which were regularly performed by the respondents were walking, cycling, and doing gymnastic exercise at home. A number of Important Issues in energy research and development which warrant special attention by the Energy Research and Development Office (ERDO) are identified and examined. Six matters considered to be of sufficient weight to be labeled Important Issues are: nuclear reactor siting policy: nuclear energy centers; the development of solar electric power; exploitation of western oil shale; improvements in mining technology for coal; assuring uranium fuel supplies; and automotive energy systems. The environmental issue is treated separately. Actions that ERDO can take to help resolve the issues are discussed.
Thanks to the rapid developments in science and technology in recent decades, especially in the past two decades, forensic sciences have been making invaluable contributions to criminal justice systems. With scientific evaluation of physical evidence, policing has become more effective in fighting crime and criminals. On the other hand, law enforcement personnel have made mistakes during the detection, protection, collection, and evaluation of physical evidence. Law enforcement personnel, especially patrol officers, have been criticized for ignoring or overlooking physical evidence at crime scenes. This study, conducted in a large American police department, was aimed to determine the perceptions of patrol officers, their supervisors and administrators, detectives, and crime scene technicians about the forensic science needs of patrol officers. The results showed no statistically significant difference among the perceptions of the said groups. More than half of the respondents perceived that 14 out of 16 areas of knowledge were important for patrol officers to have: crime scene documentation, evidence collection, interviewing techniques, firearm evidence, latent and fingerprint evidence, blood evidence, death investigation information, DNA evidence, document evidence, electronically recorded evidence, trace evidence, biological fluid evidence, arson and explosive evidence, and impression evidence. Less than half of the respondents perceived forensic entomology and plant evidence as important for patrol officers.

Space heating is the largest energy end use, consuming more than 7 quintillion joules of site energy annually in the U.S. building sector. A few recent studies showed discrepancies in simulated space-heating energy use among different building energy modeling programs, and the simulated results are suspected to be underpredicting reality. While various uncertainties are associated with building simulations, especially when simulations are performed by different modelers using different simulation programs for buildings with different configurations, it is crucial to identify and evaluate key driving factors to space-heating energy use in order to support the design and operation of low-energy buildings. In this study, 10 design and operation parameters for space-heating systems of two prototypical office buildings in each of three U.S. heating climates are identified and evaluated, using building simulations with EnergyPlus, to determine the most influential parameters and their impacts on variations of space-heating energy use. The influence of annual weather change on space-heating energy is also investigated using 30-year actual weather data. The simulated space-heating energy use is further benchmarked against those from similar actual office buildings in two U.S. commercial-building databases to better understand the discrepancies between simulated and actual energy use. In summary, variations of both the simulated and actual space-heating energy use of office buildings in all three heating climates can be very large. However these variations are mostly driven by a few influential parameters related to building design and operation. The findings provide insights for building designers, owners, operators, and energy policy makers to make better decisions on energy-efficiency technologies to reduce space-heating energy use for both new and existing buildings.
Full Text Available The Uganda Constitution of 1995 spelt out the principle of decentralization by devolution. Accordingly, from 1995 to 2005, district local governments had a dejure mandate to hire and fire all categories of civil servants through their respective district service commissions (DSCs. Following the Constitutional amendment in September 2005, the right to hire and fire district chief administrative officers (CAOs reverted to central government. Critics of recentralization of CAO appointments contend that the shift in the policy and legislation for managing CAOs runs contrary to the principles of decentralization by devolution. This paper argues that recentralization of CAOs has confused reporting, reduced the autonomy of sub-national governments in civil service management, undermined accountability of CAOs to elected councils, and shifted the loyalty of CAOs from local governments with and for which they work to central government that appoints and deploys them. To deepen accountability in local governments, the paper advocates for decentralization of CAO appointments, but for participation of central government in recruitment of CAOs within the confines of a separate personnel system. It further calls for a rethinking of the current call by the 9th Parliament to recentralize human resource in health in local governments owing to accountability challenges of managing the civil service in sub-national governments under an integrated personnel system.
Full Text Available For daylighting purpose, office buildings should have a shallow plan and increase the ratio of surface to building’s volume. However, intensive use of air-conditioning drives office building’s plan to be deep with a minimum surface to volume ratio. This leads to the presence of areas that have insufficient daylight level at the work plane. Considering limitations of some daylighting methods in distributing daylight to these areas, Horizontal Light Pipe (HLP was selected. The aim of this research was to evaluate and explain the effect of HLP branching on daylight quantity and distribution inside open plan office space. Experimental with simulation as a tool was used as the research method. HLP branching’s uniformity ratio, illuminance and Daylight Factor were compared with unbranching HLP, simultaneously with daylighting standards. Results showed that office space with HLP-L branching had higher daylight level than HLP-T branching, 296 lux and 295 lux, HLP-L and HLP-T, respectively. However, HLP-T branching distributed daylight more evenly than HLP-L branching, with uniformity ratio as 1.49:1 and 1.50:1, HLP-T and HLP-L, respectively. Both of them met the illuminance target value and uniformity at work plane. Light’s deflection and improvement amount of opening distribution decreased average illuminance and Daylight Factor up to 3.59%. Those also decreased uniformity of daylight inside the space.

Full Text Available Abstract Background Studies of the efficacy of vitamin C treatment for fatigue have yielded inconsistent results. One of the reasons for this inconsistency could be the difference in delivery routes. Therefore, we planned a clinical trial with intravenous vitamin C administration. Methods We evaluated the effect of intravenous vitamin C on fatigue in office workers. A group of 141 healthy volunteers, aged 20 to 49 years participated in this randomized, double-blind, controlled clinical trial. The trial group received 10 grams of vitamin C with normal saline intravenously, while the placebo group received normal saline only. Since vitamin C is a well-known antioxidant, oxidative stress was measured. Fatigue score, oxidative stress, and plasma vitamin C levels were measured before intervention, and again two hours and one day after intervention. Adverse events were monitored. Results The fatigue scores measured at two hours after intervention and one day after intervention were significantly different between the two groups (p = 0.004; fatigue scores decreased in the vitamin C group after two hours and remained lower for one day. Trial also led to higher plasma vitamin C levels and lower oxidative stress compared to the placebo group (p Conclusion Thus, intravenous vitamin C reduced fatigue at two hours, and the effect persisted for one day. There were no significant differences in adverse events between two groups. High dose intravenous vitamin C proved to be safe and effective against fatigue in this study. This paper presents a brief history of psychology and psychiatry roles in psychological selection and how these roles have evolved into the Behavioral Sciences Branch at the Johnson Space Center USC), Houston, TX. Since the initial selection of the Mercury Seven, the first United States astronauts, psychologists and psychiatrists have been involved in astronaut selection activities. Initially very involved in psychological selection of astronauts, the role of behavioral health specialists waned during the Gemini and Apollo years. With the onset of the NASA/Mir/International Space Station Program, the introduction of payload and mission specialists, and international collaboration, the evolving need for behavioral health expertise became apparent. Medical and psychological selection processes were revisited and the Johnson Space Center developed a separate operational unit focused on behavioral health and performance. This work unit eventually became the Behavioral Sciences branch of the Space Medicine and Health Care Systems Office. Research was allocated across groups at JSC, other NASA space centers, and the National Space Biomedical Research Institute, and was funded by NASA Headquarters. The current NASA focus on human space exploration to the Moon and beyond re-emphasizes the importance of the human-centered approach.

The feasibility of applying strategic business planning techniques which are developed and used in the private sector to the planning of certain projects within the NASA Office of Space and Terrestrial Applications was assessed. The methods of strategic business planning that are currently in use in the private sector are examined. The typical contents of a private sector strategic business plan and the techniques commonly used to develop the contents of the plan are described, along with modifications needed to apply these concepts to public sector projects. The current long-range planning process in the Office of Space and Terrestrial Applications is reviewed and program initiatives that might be candidates for the use of strategic business planning techniques are identified. In order to more fully illustrate the information requirements of a strategic business plan for a NASA program, a sample business plan is prepared for a hypothetical Operational Earth Resources Satellite program.

After 21 invalid responses had been removed, 347 valid copies were retrieved. Reliability analysis, factor analysis and hierarchical regression were used to analyse the data. The research outcomes show the significant effects of Office Space and Colour on Knowledge Sharing and Work Stress among employees. Based on the outcomes, certain conclusions and suggestions are proposed.

Full Text Available The authors propose an analysis of the public administration reform in Romania by assessing whether the Romanian civil servants perform their duties according to the regulations of the European Administrative Space. The paper offers a socio-statistic perspective on the internalization of the European Administrative Space principles, namely, the rule of law, openness towards citizens, and public administration responsibility in a Romanian context, after the European Union accession. Designed within the framework of modern theories of organizational sociology that see internalization as a process of organizational learning and change, and using a relevant sample of Romanian civil servants, the paper offers important and useful results for the future Romanian policies and strategies in an integrated European arena.

It is beneficial to find out the relationship of the spatial layout and low-carbon design in order to reduce buildings’ carbon emissions in the conceptual design phase. This paper analyzes and compares shape coefficient values, annual energy consumption and lighting performance of office buildings of different space layout types in Shanghai. Based on morphological characteristics of different types, the study also analyzes and presents low-carbon design strategies for each single type. This study assumes that architects should conduct passive and active design according to the specific building space layout, so that to make best use of the advantages and bypassing the disadvantages, in order to maximally reduce buildings’ carbon emissions.

Research Information Center was established in Fusion Research Center at Naka site as a new section of Department of Technical Information of Japan Atomic Energy Research Institute. A library materials management system utilizing an office computer was introduced to provide good services. The system is a total-system centered on services at counter except purchase business and the serviced materials are books, reports, journals and pamphlets. The system has produced good effects on many aspects, e.g. a significantly easy inventory of library materials, and complete removal of user's handwriting for borrowing materials, by using an optical chracter recognition handscanner. The comfortable space can be changed by season, age, physical condition and the like. However, the current systems are not able to resolve them absolutely. This research proposes the Homeostasis lighting control system based on the mechanism of biotic homeostasis for making the algorithms of apparatus control. Homeostasis are kept by the interaction of the three systems, endocrine system, immune system, and nervous system. By the gradual reaction in the endocrine system, body's protective response in the immune system, and the electrical reaction in the nerve system, we can keep the environments against variable changes. The new lighting control system utilizes this mechanism. Firstly, we focused on legibility and comfort in the office space to construct the control model learning from the endocrine and immune systems. The mechanism of the endocrine system is used for ambient lights in the space is used considering circadian rhythm for comfort. For the legibility, the immune system is used to control considering devices near the human depending on the distance between the human. Simulations and the demonstration were conducted to show the feasibility. Finally, the nerve system was intruded to enhance the system.
Full Text Available The purposes of this study to study and compare the satisfaction of parent towards the management of the Administration of School under the Mahasarakham Educational Service Area Office 1, regarding five individual aspects including ; academic aspects, teacher aspects, school environment. Student behaviors and the relationship between school and parents. The participants were 365 parents of students. The instrument utilized in the research was a set of questionnaire developed by the researcher. The reliability of the research instrument was.93. The statistical data used in the analysis consists of percentage, mean, and standard deviation. The comparison of satisfaction of parent towards the management was accomplished by t-test independence and one-way analysis of variance. The data analysis yielded the following results. The parents showed a high level of satisfied with the Administration of School Under the Mahasarakham Education Service Area Office 1 in all the individual aspects. The comparison of satisfaction of different level of education and occupation showed insignificant differences both in the overall motivation and in accordance with the satisfaction aspects.

Full Text Available The current social, economic and political status determined the issue of O.U.G 74/13 which regards some measures for improvement and re-organization of the activity of National Agency of Fiscal Administration, also for modification and completion of some legal acts and of H.G 520/2013 regarding organization and operation of National Agency of Fiscal Administration, legal acts which even if they are suppose to reform the administrative system, they reflect some problems regarding the legality of the release from the office of the public clerks, this measure being applied arbitrarily and discretionary, violating at the same time the right to work of the public clerks. The present work analyses some aspects regarding the legality of applying two legal acts issued by the Government, which are O.U.G 74/2013 and H.G. 520/2013, which were considered by the issuer as being necessary in relation to the process of re-organization of activity of National Agency of Fiscal Administration. We are analyzing at the same time all the irregularities found in practice, because applying the O.U.G 74/2013 and H.G. 520/2013 generated discriminations, on one hand caused by the confusion determinate by the writing of the legal acts, and on the other hand, by the enforcement of some legal provision which generated an conflict with other legal acts. Even though the main purpose of these legal initiatives was to reform, restructure and reorganize the activity of National Agency of Fiscal Administration, enforcing these legal acts led to a series of illegal acts even abusive, which violates the fundamental rights ensured by the Constitution, referring to the right to work, and also the guarantees offered by the law 188/1999R regarding the Status of Public Clerks.
Infection control is an integral part of pediatric practice in outpatient settings as well as in hospitals. All employees should be educated regarding the routes of transmission and techniques used to prevent transmission of infectious agents. Policies for infection control and prevention should be written, readily available, updated annually, and enforced. The Centers for Disease Control and Prevention standard precautions for hospitalized patients with modifications from the American Academy of Pediatrics are appropriate for most patient encounters. As employers, pediatricians are required by the Occupational Safety and Health Administration (OSHA) to take precautions to protect staff likely to be exposed to blood or other potentially infectious materials while on the job. Key principles of infection control include the following: hand-washing before and after every patient contact, separation of infected, contagious children from uninfected children, safe handling and disposal of needles and other sharp medical devices, appropriate use of personal protection equipment such as gloves, appropriate sterilization, disinfection and antisepsis, and judicious use of antibiotics.

The U.S. Food and Drug Administration Office of Women's Health (FDA OWH) has supported women's health research for ∼20 years, funding more than 300 studies on women's health issues, including research on diseases/conditions that disproportionately affect women in addition to the evaluation of sex differences in the performance of and response to medical products. These important women's health issues are studied from a regulatory perspective, with a focus on improving and optimizing medical product development and the evaluation of product safety and efficacy in women. These findings have influenced industry direction, labeling, product discontinuation, safety notices, and clinical practice. In addition, OWH-funded research has addressed gaps in the knowledge about diseases and medical conditions that impact women across the life span such as cardiovascular disease, pregnancy, menopause, osteoporosis, and the safe use of numerous medical products.

The National Aeronautics and Space Administration (NASA) recently began development of a new reusable launch vehicle. The program office is located at Marshall Space Flight Center (MSFC) and is called the Second Generation Reusable Launch Vehicle (2GRLV). The purpose of the program is to improve upon the safety and reliability of the first generation reusable launch vehicle, the Space Shuttle. Specifically, the goals are to reduce the risk of crew loss to less than 1-in-10,000 missions and decreased costs by a factor of 10 to approximately $1,000 per pound of payload launched to low Earth orbit. The program is currently in the very early stages of development and many two-stage vehicle concepts will be evaluated. Risk reduction activities are also taking place. These activities include developing new technologies and advancing current technologies to be used by the vehicle. The Environments Group at MSFC is tasked by the 2GRLV Program to develop and maintain an extensive series of analytical tools and environmental databases which enable it to provide detailed atmospheric studies in support of structural, guidance, navigation and control, and operation of the 2GRLV.

The task of extracting the meaningful information from the raw data is highly involved and will require data processing capabilities that do not exist today. The results are presented of a three year examination of this subject, using an earlier report as a starting point. The general conclusion is that there are areas in which NASA's data management practices can be improved and recommends specific actions. These actions will enhance NASA's ability to extract more of the potential data and to capitalize on future opportunities.

Full Text Available In this essay we analyze the geostrategy of economic spaces in the sphere of new links in the global economy, placing Latin America in the scenario of the new world order. The geostrategic dimension of economic spaces includes spatial redefinitions as a result of new global strategies of the major transnational corporations. This is, therefore, of a space-time configuration of scenarios in the articulation between the importance of the place, action site, and expression of power. Territorial administration adopts new outlines, sharing and is linked to the logistics of market interests. In the new configuration of interests of global economics, the spatial barriers are set aside and global places are created, representing fragmentations of territorialized space. Territorialization of global productive spaces represents deterritorialization of national spaces. Forms of power and influence of power radiate from them in all directions. Power and administration of territory in the large complex economic and political organisms – regional blocks – confront each member’s historic reality, the inequalities of the rates of development, culture and social levels. These realities are hard to harmonize and eventually categorize hegemonic centers of power and a national fringe of dependence. Global geostrategy, therefore, takes over, redefines and reorders productive circulation spaces, establishing new relations of power and administration of territories. Historically, Latin America continued to depend heavily on the economic order established by the colonizing countries and this dependence gradually shifted to the world financial supremacies. This dependence intensified the indebtedness process that today characterizes the so-called market of foreign debts, with significant reflections on the internal social order.

A prototypical office building meeting the prescriptive requirements of the 2008 California building energy efficiency standards (Title 24) was used in EnergyPlus simulations to calculate the energy savings potential of demand controlled ventilation (DCV) in five typical California climates per three design occupancy densities and two minimum ventilation rates. The assumed minimum ventilation rates in offices without DCV, based on two different measurement methods employed in a large survey, were 38 and 13 L/s per occupant. The results of the life cycle cost analysis show DCV is cost effective for office spaces if the typical minimum ventilation rate without DCV is 38 L/s per person, except at the low design occupancy of 10.8 people per 100 m2 in climate zones 3 (north coast) and 6 (south Coast). DCV was not found to be cost effective if the typical minimum ventilation rate without DCV is 13 L/s per occupant, except at high design occupancy of 21.5 people per 100 m2 in climate zones 14 (desert) and 16 (mountains). Until the large uncertainties about the base case ventilation rates in offices without DCV are reduced, the case for requiring DCV in general office spaces will be a weak case. Under the Title 24 Standards office occupant density of 10.8 people per 100 m2, DCV becomes cost effective when the base case minimum ventilation rate is greater than 42.5, 43.0, 24.0, 19.0, and 18.0 L/s per person for climate zone 3, 6, 12, 14, and 16 respectively.
NASA OSS Launch Vehicle and Propulsion Programs are responsible for the launch of approximately 20 automated science and applications spacecraft per year. These launches are for NASA programs and those of other U. S. government agencies, private organizations, such as the Comsat Corporation, foreign countries, and international organizations. Launches occur from Cape Kennedy, Florida; Vandenberg Air Force Base, California; Wallops Island, Virginia; and the San Marco Platform in the Indian Ocean off Kenya. Spacecraft launched by this program contribute in a variety of ways to the control of and betterment of the environment. Environmental effects caused by the launch vehicles are limited in extent, duration, and intensity and are considered insignificant.

The objectives of the program, which began in 1965 at JSC and 1964 nationally, are to (1) further the professional knowledge of qualified engineering and science faculty, (2) stimulate an exchange of ideas between participants and NASA, (3) enrich and refresh the research and teaching activities of participants' institutions, and (4) contribute to the research objectives of the NASA Centers. Each faculty fellow spent at least 10 weeks at JSC engaged in a research project commensurate with her/his interests and background, and worked in collabroation with a NASA/JSC colleague. This document is a compilation of the final reports on the research projects done by the faculty fellows during the summer of 2000.

The United States Federal Aviation Administration’s Office of Commercial Space Transportation(AST) authorizes the launch and reentry of expendable and reusable launch vehicles and the operation of launch and reentry sites by United States citizens or within the United States. It authorizes these activities consistent with public health and safety, the safety of property, and the national security and foreign policy interests of the United States. In addition to its safety role, AST has the role to encourage, facilitate, and promote commercial space launches and reentries by the private sector. AST’s promotional role includes, among other things, the development of information of interest to industry, the sharing of information of interest through a variety of methods, and serving as an advocate for Commercial Space Transportation within the United States government. This dual safety and promotion role is viewed by some as conflicting. AST views these two roles as complementary, and important for the current state of commercial space transportation. This paper discusses how maintaining a sound safety decision-making process, maintaining a strong safety culture, and taking steps to avoid complacency can together enable safe and successful commercial space transportation.
The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system.

This paper presents findings of baselining activities being performed to characterize software practices within the National Aeronautics and Space Administration. It describes how such baseline findings might be used to focus software process improvement activities. Finally, based on the findings to date, it presents specific recommendations in focusing future NASA software process improvement efforts. The findings presented in this paper are based on data gathered and analyzed to date. As such, the quantitative data presented in this paper are preliminary in nature.

In the past, the only kind of medicines used for symptomatic treatment of space motion sickness (SMS) in space had been oral, transdermal, or suppositories. This paper describes the effect of the first intramuscular (IM) administration of Phenergan (50-mg in single dose) on SMS in one subject who exhibited grade-3 symptoms and signs which persisted unabated throughout the first and the second flight days aboard the Space Shuttle. Thirty minutes after the injection, the subject had completely recovered. His symptoms were gone, his appetite was back, and he had no recurrences for the remainder of the flight. Since that experiment, intramuscular injections have been given nine more times on subsequent flights, with similar results.

The goal of the Fall 1987 class of EGM 4000 was the investigation of engineering aspects contributing to the development of NASA's Controlled Ecological Life Support System (CELSS). The areas investigated were the geometry of plant growth chambers, automated seeding of plants, remote sensing of plant health, and processing of grain into edible forms. The group investigating variable spacing of individual soybean plants designed growth trays consisting of three dimensional trapezoids arranged in a compact circular configuration. The automated seed manipulation and planting group investigated the electrical and mechanical properties of wheat seeds and developed three seeding concepts based upon these properties. The plant health and disease sensing group developed a list of reliable plant health indicators and investigated potential detection technologies.

To determine the optimal timing of vaginal misoprostol administration in nulliparous women undergoing office hysteroscopy. Randomized double-blind placebo-controlled study. University teaching hospital. One hundred twenty nulliparous patients were randomly allocated in a 1:1 ratio to the long-interval misoprostol group or the short-interval misoprostol group. In the long-interval misoprostol group, two misoprostol tablets (400 μg) and two placebo tablets were administered vaginally at 12 and 3 hours, respectively, before office hysteroscopy. In the short-interval misoprostol group, two placebo tablets and two misoprostol tablets (400 μg) were administered vaginally 12 and 3 hours, respectively, before office hysteroscopy. The severity of pain was assessed by the patients with the use of a 100-mm visual analog scale (VAS). The operators assessed the ease of the passage of the hysteroscope through the cervical canal with the use of a 100-mm VAS as well. Pain scores during the procedure were significantly lower in the long-interval misoprostol group (37.98 ± 13.13 vs. 51.98 ± 20.68). In contrast, the pain scores 30 minutes after the procedure were similar between the two groups (11.92 ± 7.22 vs. 13.3 ± 6.73). Moreover, the passage of the hysteroscope through the cervical canal was easier in the long-interval misoprostol group (48.9 ± 17.79 vs. 58.28 ± 21.85). Vaginal misoprostol administration 12 hours before office hysteroscopy was more effective than vaginal misoprostol administration 3 hours before office hysteroscopy in relieving pain experienced by nulliparous patients undergoing office hysteroscopy. From the dawn of consciousness, humans have looked up and wondered about what the universe holds. It is that sense of wonder and thirst for knowledge that astronomy has helped fuel. In this paper we look at how education and public outreach has been a major element in preparing the next generation of astronomers and in sharing with the public the excitement of discoveries we make when we explore the Universe. The National Aeronautics and Space Administration (NASA) has a clear set of goals and objectives related to education and public outreach. These goals follow directly from NASA's mission ``to inspire the next generation of explorers''. Making progress towards achieving these goals has become an important part of the broad justification for public support of space science. Here we will describe a number of education and public outreach initiatives that are examples of the plethora of NASA funded programs and resources.

The National Aeronautics and Space Administration (NASA) Lunar Helium-3/Fusion Power Workshop was held April 25-26, 1988, in Cleveland, Ohio, to discuss the feasibility of mining 3 He from the lunar regolith for use in terrestrial fusion applications, which was said to offer an economic payoff for space missions. The development of the moon as a source of materials for use on earth is being studied by NASA's Office of Exploration as a potential next step in extending human presence into the solar system. Full Text Available Objective to analyze the problems of identifying and impleading the persons guilty of corruptive administrative offenses and the role of the Prosecutorrsquos Office in this activity. In the process of research the author proposed a new wording of Article 19.28 of the Russian Administrative Code providing for liability of not only legal entities but also individuals engaged in entrepreneurial activities without forming a legal entity. Scientific novelty the existing problems of impleading for committing corruptive administrative offences are identified and classified the ways of their solution are proposed. Practical significance the research results can be used in the practical work of prosecutors as well as in the development of proposals on improvement of the Russian Code of Administrative Offences.

As the science operations center for the Hubble Space Telescope and the James Webb Space Telescope, the Space Telescope Science Institute (STScI) is uniquely positioned to captivate the imagination and inspire learners of all ages in humanity’s quest to understand fundamental questions about our universe and our place in it. This presentation will provide an overview of the impact of the STScI’s Office of Public Outreach’s efforts to engage students, educators, and the public in exploring the universe through audience-based news, education, and outreach programs.At the heart of our programs lies a tight coupling of scientific, education, and communications expertise. By partnering scientists and educators, we assure current, accurate science content and education products and programs that are classroom-ready and held to the highest pedagogical standards. Likewise, news and outreach programs accurately convey cutting-edge science and technology in a way that is attuned to audience needs. The combination of Hubble’s scientific capabilities, majestic imagery, and our deep commitment to create effective programs to share Hubble science with the education community and the public, has enabled the STScI Office of Public Outreach programs to engage 6 million students and ½ million educators per year, and 24 million online viewers per year. Hubble press releases generate approximately 5,000 online news articles per year with an average circulation of 125 million potential readers per press release news story. We will also share how best practices and lessons learned from this long-lived program are already being applied to engage a new generation of explorers in the science and technology of the James Webb Space Telescope.

Exposure to fine particulate matter (PM2.5) in both the short and long term has been known to cause deaths and health effects, especially related to the heart, blood vessels, and lungs. Based on this information, researchers conducted this study at a motor vehicle testing center unit at Pulo Gadung, in Jarkarta, to determine the concentration of PM2.5 that workers were exposed to. The major source of PM2.5 in this area is from the exhaust of gas emissions from motor vehicles, which is one of the largest contributors to the levels of PM in urban areas. Ten mechanics were picked from 16 mechanics that work in this station. Four administration workers from different posts were also picked to participate. The researcher conducted the PM2.5 personal exposure measurement during weekdays from 6 to 14 April 2015 (2 workers/day). This research was conducted to measure the particle number concentration with size administrative officer group that consisted of four administrative workers were exposed to an average of 103.28 μm/m3. Once converted and compared with the World Health Organization Air Quality Guidelines, the PM2.5 exposure of the mechanics and administrative officers exceeded the recommended exposure (25 μm/m3).

The scope of this paper is to review the National Nuclear Security Administration Office of Defense Nuclear Security (DNS) program management documents and to examine the underlying processes. The purpose is to identify recommendations for improvement and to influence the rewrite of the DNS Program Management Plan (PMP) and the documentation supporting it. As a part of this process, over 40 documents required by DNS or its stakeholders were reviewed. In addition, approximately 12 other documents produced outside of DNS and its stakeholders were reviewed in an effort to identify best practices. Full Text Available The article makes a comparison between the laws of the Roman authorities, particularly those of the late empire based on the constitutions of the emperors, and constitutional and Italian administrative law (including the most recent legislation on the issue of access and promotion in public administration. In the article it is observed how in both laws the principle of meritocracy emerges, and proposals are made, in the light of the Roman experience, on how such a principle, which we can all agree with, can be concretely implemented.

The Department of Veterans Health Administration Office of Nursing Service has embarked on a multiyear transformational process, an example of which is the development of an organization-wide nursing handbook. The development of this handbook offered the opportunity to improve collaboration, redefine expectations and behavior, as well as prepare for the future of Nursing within the Veterans Health Administration. The lessons learned from this process have revolved around the themes of leadership skills for managing high-level change often in a virtual environment; constant collaboration; that the practice of nursing will continue to evolve on the basis of new evidence, technology, customer expectations, and resources; and that the process to accomplish this goal is powerful.
At the request of the Western Area Power Administration (Western), an audit of 17 areas was conducted with respect to possible overcharges on a power contract between Western and Basin Electric Power Cooperative (Basin), Contract No. DE-MP65-82WP-19001. The contract for Western`s purchase of electric power from Basin was entered into on April 15, 1982, and was in effect from January 1, 1986, through October 31, 1990. During this 58-month period, Basin billed Western approximately $197.6 million. Overall, it was found that Basin overcharged Western approximately $23.8 million. These overcharges occurred because Basin: (1) did not recognize or amortize as gain its overestimate of completion and correction costs for Antelope Valley Station (AVS) Unit 2; (2) did not amortize the gain on the sale/leaseback of AVS Unit 2 as an offset to lease costs; (3) billed Western prematurely for lease and interest costs; (4) overcharged for the cost of coal by including administrative and general expenses and profit, as well as incorrectly calculating discounts, royalty payments, and imputed interest costs; (5) made faulty calculations of amortization rates for deferred costs; (6) used a shorter depreciation period for AVS common facilities than it had used for other power plants; (7) retained tax benefit transfers; and (8) charged Western for interest and depreciation that had been paid by others. In addition to the $23.8 million in overcharges, interest accrued on the overcharges through December 31, 1996 was estimated to be approximately $22.1 million, resulting in a total of $45.9 million due Western.

This paper describes and provides exa.mples of a technique called Design-by-Prototype used in the development of research hardware at the National Aeronautics and Space Administration's (NASA) Ames Research Center. This is not a new idea. Artisans and great masters have used prototyping as a design technique for centuries. They created prototypes to try out their ideas before making the primary artifact they were planning. This abstract is itself a prototype for others to use in determining the value of the paper it describes. At the Ames Research Center Design-by-Prototype is used for developing unique, one-of-a-kind hardware for small, high-risk projects. The need tor this new/old process is the proliferation of computer "design tools" that can result in both excessive time expended in design, and a lack of imbedded reality in the final product. Despite creating beautiful three-dimensional models and detailed computer drawings that can consume hundreds of engineering hours, the resulting designs can be extremely difficult to make, requiring many changes that add to the cost and schedule. Much design time can be saved and expensive rework eliminated using Design-by-Prototype.

The consumers who utilize the Veterans Health Administration healthcare system are older, and most are learning to live with chronic diseases. Their desires and needs have driven changes within the Veterans Health Administration. Through patient satisfaction initiatives and other feedback sources, consumers have made it clear that they do not want to wait for their care, they want a say in what care is provided to them, and they want to remain as independent as possible. Two interdisciplinary processes/models of healthcare are being implemented on the national level to address these issues: advanced clinic access and care coordination. These programs have a synergistic relationship and are integrated with patient self-management initiatives. Positive outcomes of these programs also meet the needs of our staff. As these new processes and programs are implemented nationwide, skills of both patients and nursing staff who provide their care need to be enhanced to meet the challenges of providing nursing care now and into the 21st century. Veterans Health Administration Office of Nursing Services Strategic Planning Work Group is defining and implementing processes/programs to ensure nurses have the knowledge, information, and skills to meet these patient care demands at all levels within the organization.

During the Longitudinal Study of Astronaut Health, data were collected on 310 NASA astronauts and 981 nonastronaut NASA employees. The nonastronauts were matched to the astronauts on age, sex, and body mass index, to evaluate acute and chronic morbidity and mortality. The primary outcomes were composites of clinical CVD end points (myocardial infarction, congestive heart failure, stroke, and coronary artery bypass surgery) or coronary artery disease (CAD) end points (myocardial infarction and coronary artery bypass surgery). Of the astronauts, 5.2% had a clinical CVD end point and 2.9% had a CAD end point compared with the nonastronaut comparisons with 4.7% and 3.1% having CVD and CAD end points, respectively. In the multivariate models adjusted for traditional risk factors, astronauts had a similar risk of CVD compared with nonastronauts (adjusted hazard ratio, 1.08; 95% CI, 0.60-1.93; P =0.80). Risk of a CAD end point was similar between groups (hazard ratio, 0.97; CI, 0.45-2.08; P =0.93). In astronauts with early spaceflight experience, the risk of CVD (hazard ratio, 0.80; CI, 0.25-2.56; P =0.71) and CAD (hazard ratio, 1.23; CI: 0.27-5.61; P =0.79) compared with astronauts with no experience were not different. These findings suggest that being an astronaut is not associated with increased long-term risk of CVD development. © 2017 The Authors. In light of the changing Defense Complex mission, the high cost to storing and protecting nuclear materials, and in consideration of scarcity of resources, it is imperative that the U.S. Department of Energy (DOE) owned nuclear materials are managed effectively. The U.S. Department of Energy, National Nuclear Security Administration (NNSA) Strategic Action Plan outlines the strategy for continuing to meet America's nuclear security goals, meeting the overall mission challenges of DOE and NNSA as well as giving focus to local missions. The mission of the NNSA/NSO Nuclear Materials Management (NMM) Program is to ensure that nuclear material inventories are accurately assessed and reported, future material needs are adequately planned, and that existing Nevada Test Site (NTS) inventories are efficiently utilized, staged, or dispositioned. The NNSA/NSO understands that the NTS has unique characteristics to serve and benefit the nation with innovative solutions to the complex problems involving Special Nuclear Materials, hazardous materials, and multi-agency, integrated operations. The NNSA/NSO is defining infrastructure requirements for known future missions, developing footprint consolidation strategic action plans, and continuing in the path of facility modernization and improvements. The NNSA/NSO is striving for the NTS to be acknowledged as an ideal location towards mission expansion and growth. Full Text Available The way the public administration is organized affects the progress of the national community, in general, and of the local communities, in particular. A good management of public affairs from territorial units is not possible without the organizational design of the local administrative mechanism. From such a way, the pages of this paper are devoted to the study in mirror of the organization way of the Romanian and Greek local administrative systems, both territorially and functionally. By examining the territorial and functional administrative organisation we highlighted the peculiarities encountered and we extracted the similarities and the differences in the two local public administrations taken into consideration. As a result of the investigations conducted we found that at the basis of both local administrations are found clear regulations that expressly provide the territorial and functional organisational bases; with reference to the territorial organisation, for both administrative systems we have identified a structure with three levels of government, the difference being given by the existence of other specific territorial divisions; regarding the organs through which is realised the management of public affairs, in both administrations we find own authorities for each of the levels of government; the duration of the mandate of the Romanian local administration authorities differs from the one of the Greek administration authorities; most of administrative authorities of the two systems are elected by direct vote and only for some of them the setting occurs through indirect voting or appointment. Overall, we found that, at least regarding the criteria analyzed, between the two local public administrations there are no consistent differences, the territorial and functional organisational specificities being similar in equal measure.

Full Text Available The XVII century became the time of statement as a part of the Russian state for Siberia. For huge territory which was attached in the east this period designated the need of its economic development. This development included among other fixing of information about territory both as the written texts arranging the population, lands, duties (tyaglo and in the form of the cartographical documents which were fixing the new region, allocating administrative points and etc. This article presents the comparative analysis of office administration and cartographic materials of the specified period such as the Census book of the Tara District of 1701 and the Chorographic Drawing book by S.U. Remezov. Despite the differences in objectives set for the compilers of the investigated sources, both this documents in many respects are intertwined in implementation of own intentions. This stipulated their parallel cross-lightning of the perspective connected with development of the population of a certain territory. There are given some examples which are connected with descriptions of the social and economic plan, structure of the population, housekeeping methods, the environmental conditions, means of communication and their extents. It allows to verify the identification, comparison and mutual addition of information of the Census book and Chorographic book. Moreover it confirms possibility of getting of new information which allows to visually assess the situation which developed in Middle Priirtyshje in specified historical period of time. It is obvious that drawings of S.U. Remezov have refracted the fiscal document Census book so authors suggest that it will allow to perform further historical reconstruction of the population of this territory at a boundary of the XVII–XVIII centuries.

In 1985, a total of 126 talented high school students gained first hand knowledge about science and engineering careers by working directly with a NASA scientist or engineer during the summer. This marked the sixth year of operation for NASA's Summer High School Apprenticeship Research Program (SHARP). The major priority of maintaining the high standards and success of prior years was satisfied. The following eight sites participated in the Program: Ames Research Center, Ames' Dryden Flight Research Facility, Goddard Space Flight Center, Goddard's Wallop Flight Facility, Kennedy Space Center, Langley Research Center, Lewis Research Center, and Marshall Space Flight Center. Tresp Associates served as the SHARP contractor and worked closely with NASA staff at headquarters and the sites just mentioned to plan, implement, and evaluate the program.

The first steps for In Situ Resource Utilization (ISRU) on target bodies such as the Moon, Mars and Near Earth Asteroids (NEA), and even comets, involve the same sequence of steps as in the terrestrial mining of resources. First exploration including prospecting must occur, and then the resource must be acquired through excavation methods if it is of value. Subsequently a load, haul and dump sequence of events occurs, followed by processing of the resource in an ISRU plant, to produce useful commodities. While these technologies and related supporting operations are mature in terrestrial applications, they will be different in space since the environment and indigenous materials are different than on Earth. In addition, the equipment must be highly automated, since for the majority of the production cycle time, there will be no humans present to assist or intervene. This space mining equipment must withstand a harsh environment which includes vacuum, radical temperature swing cycles, highly abrasive lofted dust, electrostatic effects, van der Waals forces effects, galactic cosmic radiation, solar particle events, high thermal gradients when spanning sunlight terminators, steep slopes into craters / lava tubes and cryogenic temperatures as low as 40 K in permanently shadowed regions. In addition the equipment must be tele-operated from Earth or a local base where the crew is sheltered. If the tele-operation occurs from Earth then significant communications latency effects mandate the use of autonomous control systems in the mining equipment. While this is an extremely challenging engineering design scenario, it is also an opportunity, since the technologies developed in this endeavor could be used in the next generations of terrestrial mining equipment, in order to mine deeper, safer, more economical and with a higher degree of flexibility. To review the use of patient-reported outcome (PRO) data in medical product labeling granted by the US Food and Drug Administration (FDA) for new molecular entities and biologic license applications by the FDA Office of Hematology and Oncology Products (OHOP) between January 2010 and December 2014, to elucidate challenges faced by OHOP for approving PRO labeling, and to understand challenges faced by drug manufacturers to include PRO end points in oncology clinical trials. FDA Drug Approval Reports by Month were reviewed to obtain the number of new molecular entities and biologic license applications approved from 2010 to 2014. Drugs approved by the FDA OHOP during this period were selected for further review, focusing on brand and generic name; approval date; applicant; indication; PRO labeling describing treatment benefit, measures, end point status, and significant results; FDA reviewer feedback on PRO end points; and study design of registration trials. First in class, priority review, fast track, orphan drug, or accelerated approval status was retrieved for selected oncology drugs from 2011 to 2014. Descriptive analyses were performed by using Microsoft Excel 2010. Of 160 drugs approved by the FDA (2010-2014), 40 were approved by OHOP. Three (7.5%) of the 40 received PRO-related labeling (abiraterone acetate, ruxolitinib phosphate, and crizotinib). Compared with nononcology drugs (2011-2014), oncology drugs were more likely to be orphan and first in class. The majority of oncology drug reviews by FDA were fast track, priority, or accelerated. Although symptoms and functional decrements are common among patients with cancer, PRO labeling is rare in the United States, likely because of logistical hurdles and oncology study design. Recent developments within the FDA OHOP to capture PROs in oncology studies for the purpose of product labeling are encouraging. © 2016 by American Society of Clinical Oncology.
NICT (National Institute of Information and Communications Technology) has been in charge of space weather forecast service in Japan for more than 20 years. The main target region of the space weather is the geo-space in the vicinity of the Earth where human activities are dominant. In the geo-space, serious damages of satellites, international space stations and astronauts take place caused by energetic particles or electromagnetic disturbances: the origin of the causes is dynamically changing of solar activities. Positioning systems via GPS satellites are also im-portant recently. Since the most significant effect of positioning error comes from disturbances of the ionosphere, it is crucial to estimate time-dependent modulation of the electron density profiles in the ionosphere. NICT is one of the 13 members of the ISES (International Space Environment Service), which is an international assembly of space weather forecast centers under the UNESCO. With help of geo-space environment data exchanging among the member nations, NICT operates daily space weather forecast service every day to provide informa-tion on forecasts of solar flare, geomagnetic disturbances, solar proton event, and radio-wave propagation conditions in the ionosphere. The space weather forecast at NICT is conducted based on the three methodologies: observations, simulations and informatics (OSI model). For real-time or quasi real-time reporting of space weather, we conduct our original observations: Hiraiso solar observatory to monitor the solar activity (solar flare, coronal mass ejection, and so on), domestic ionosonde network, magnetometer HF radar observations in far-east Siberia, and south-east Asia low-latitude ionosonde network (SEALION). Real-time observation data to monitor solar and solar-wind activities are obtained through antennae at NICT from ACE and STEREO satellites. Although NASA is currently considering a number of future human space exploration mission concepts, detailed mission requirements and vehicle architectures remain mostly undefined, making technology investment strategies difficult to develop and sustain without a top-level roadmap to serve as a guide. This paper documents the process and results of an effort to define a roadmap for Environmental Control and Life Support Systems (ECLSS) capabilities required to enhance the long-term operation of the International Space Station (ISS) as well as enable beyond-Low Earth Orbit (LEO) human exploration missions. Three generic mission types were defined to serve as a basis for developing a prioritized list of needed capabilities and technologies. Those are 1) a short duration micro-gravity mission; 2) a long duration microgravity mission; and 3) a long duration partial gravity (surface) exploration mission. To organize the effort, a functional decomposition of ECLSS was completed starting with the three primary functions: atmosphere, water, and solid waste management. Each was further decomposed into sub-functions to the point that current state-of-the-art (SOA) technologies could be tied to the sub-function. Each technology was then assessed by NASA subject matter experts as to its ability to meet the functional needs of each of the three mission types. When SOA capabilities were deemed to fall short of meeting the needs of one or more mission types, those gaps were prioritized in terms of whether or not the corresponding capabilities enable or enhance each of the mission types. The result was a list of enabling and enhancing capability needs that can be used to guide future ECLSS development, as well as a list of existing hardware that is ready to go for exploration-class missions. Rodents have been the most frequently flown animal model used to study physiological responses to the space environment. In support of future of space exploration, the National Aeronautics and Space Administration (NASA) envisions an animal research program focused on rodents. Therefore, the development of a rodent diet that is suitable for the spaceflight environment including long duration spaceflight is a high priority. Recognizing the importance of nutrition in affecting spaceflight physiological responses and ensuring reliable biomedical and biological science return, NASA developed the nutrient-upgraded rodent food bar (NuRFB) as a standard diet for rodent spaceflight. Depending on future animal habitat hardware and planned spaceflight experiments, modification of the NuRFB or development of a new diet formulation may be needed, particularly for long term spaceflights. Research in this area consists primarily of internal technical reports that are not readily accessible. Therefore, the aims of this contribution are to provide a brief history of the development of rodent spaceflight diets, to review the present diet used in rodent spaceflight studies, and to discuss some of the challenges and potential solutions for diets to be used in future long-term rodent spaceflight studies. The concept of decentralized (remote) neighborhood offices, linked together through a self-sustaining communications network for exchanging voice messages, video images, and digital data was quantitatively evaluated. Hardware and procedures for the integrated multifunctional system were developed. The configuration of the neighborhood office center (NOC) is explained, its production statistics given, and an experiment for NOC network integration via satellite is described. The hardware selected for the integration NOC/management information system is discussed, and the NASA teleconferencing network is evaluated.

One path is the contaminant transmission through air by direct inhalation and the other is through the body contact of contaminated surfaces and walls. Mixed ventilation principles used today reduces the probability of cross contamination by increasing the distance between the stations challenging the efficient use of the space or by supplying more fresh air in the space which is energy inefficient. In this work, new cooling and ventilation configuration is studied by modeling using computational fluid dynamics with consideration of space occupancy density while providing good indoor air quality. The configuration considers a ceiling personalized ventilation system equipped with desk fans. The ability of the computational fluid dynamics model in computing the thermal, velocity and concentration fields was validated by experiments and published data. The main objective of the performed experiments was to ensure that the developed computational fluid dynamics model can capture the effect of the desk fan flow rate on particle behavior. The studied system is found to provide acceptable indoor air quality at shorter distance between the occupants compared to the mixing system at considerable energy savings. Indoor air quality is important because people spend most of their time in closed rooms. If volatile organic compounds (VOCs) are present at elevated concentrations, they may cause a deterioration in human well-being or health. The identification of indoor emission sources is carried out by comparison indoor and outdoor air composition. The aim of the study was to determinate the concentration of VOCs in indoor air, where there was a risk of elevated levels due to the kind of work type carried out or the users complained about the symptoms of a sick building followed by an appropriate interpretation of the results to determine whether the source of the emission in the tested room occurs. The air from residential, office and laboratory was tested in this study. The identification of emission sources was based on comparison of indoor and outdoor VOCs concentration and their correlation coefficients. The concentration of VOCs in all the rooms were higher or at a similar level to that of the air sampled at the same time outside the building. Human activity, in particular repair works and experiments with organic solvents, has the greatest impact on deterioration of air quality.

To determine the response of participants to the Pine Ridge-Mayo National Aeronautics and Space Administration telemedicine project. We describe a 3-month demonstration project of medical education and clinical consultations conducted by means of satellite transmission. Postparticipation questionnaires and a postproject survey were used to assess the success of the activity. Patients and employees at the Pine Ridge Indian Health Service Hospital in southwestern South Dakota and employees at Mayo Clinic Rochester participated in a telemedicine project, after which they completed exit surveys and a postproject questionnaire to ascertain the acceptability of this mode of health care. Almost all Pine Ridge and Mayo Clinic participants viewed the project as beneficial. The educational sessions received favorable evaluations, and almost two-thirds of the patients who completed evaluations thought the consultation had contributed to their medical care. More than 90% of the respondents from Pine Ridge and more than 85% of the respondents from Mayo Clinic Rochester said that they would recommend participation in this project to others. More than 90% of respondents from Pine Ridge and 80% of Mayo respondents agreed with the statement that the project should continue. These data suggest that a program of clinical consultation services, professional education, and patient education available by telemedicine might be viewed as beneficial.

Human resources have an important role in fulfilling vision and mission. University of A is one of the private educational institutions in East Java to achieve the goal must be managed properly that can be utilized optimally, this can be done by analyzing workload and performance or optimizing the number of employees. The purpose this research is measure workload and effect the employee’s performance. Measurement of workload is using National Aeronautics and Space Administration-Task Load Index (NASA-TLX method, NASA-TLX method is rating multidimentional subjective mental workload that divides the workload based on the average load of 6 dimensions, and the measurement of performance is using questionnaire with 5 scales by likert scale. The results showed that employees who have Medium workload is 8%, High workload is 84% and Very high workload is 8%. The result of the questionnaire showed the category of employee’s performance, simply performance is 24% and satisfactory performance is 76%. From the statistical test by using Chi Square method, it is known that the value = 5,9915 and = 2,2225, the result shows < , then is accepted and is rejected. Thus, there is influence between the workload of employees and the employees’s performance.

This report provides a summary of the radionuclide releases from the United States (U.S.) Department of Energy (DOE) National Nuclear Security Administration facilities at Sandia National Laboratories, New Mexico (SNL/NM) during Calendar Year (CY) 2014, including the data, calculations, and supporting documentation for demonstrating compliance with 40 Code of Federal Regulation (CFR) 61, Subpart H--NATIONAL EMISSION STANDARDS FOR EMISSIONS OF RADIONUCLIDES OTHER THAN RADON FROM DEPARTMENT OF ENERGY FACILITIES. A description is given of the sources and their contributions to the overall dose assessment. In addition, the maximally exposed individual (MEI) radiological dose calculation and the population dose to local and regional residents are discussed.

The Integrated Budget Office Toolbox (IBOT) combines budgeting, resource allocation, organizational funding, and reporting features in an automated, integrated tool that provides data from a single source for Johnson Space Center (JSC) personnel. Using a common interface, concurrent users can utilize the data without compromising its integrity. IBOT tracks planning changes and updates throughout the year using both phasing and POP-related (program-operating-plan-related) budget information for the current year, and up to six years out. Separating lump-sum funds received from HQ (Headquarters) into separate labor, travel, procurement, Center G&A (general & administrative), and servicepool categories, IBOT creates a script that significantly reduces manual input time. IBOT also manages the movement of travel and procurement funds down to the organizational level and, using its integrated funds management feature, helps better track funding at lower levels. Third-party software is used to create integrated reports in IBOT that can be generated for plans, actuals, funds received, and other combinations of data that are currently maintained in the centralized format. Based on Microsoft SQL, IBOT incorporates generic budget processes, is transportable, and is economical to deploy and support.

Full Text Available The functional typology of human settlements is shaped, among others, by their political-administrative function. Its distinctive place is determined by subjective factors, such as the political-administrative decisions, which have changed the course of some settlements to the benefit of others, or reverted them from their normal, natural evolution. That means outside involvement in space organization to the detriment of self-organization, the latter being the outcome of the permanent tendency of territorial systems to rebalance from exogenous factors-induced dysfunctions. Lately, the country’s territorial-administrative organization has been steadily challenged years over the past few based either on the 1925 administrative map, or on the disparities in the structure of the present counties and the economic and social fluxes going on at the local level of the settlements system. In view of the above, we have attempted to work out an optimal model for the administrative organization of Romania’s territory by proceeding from the distance between communal seats and the town towards which they gravitate. Full Text Available The purpose of this article is to relate and compare job stress predictors with physical activity levels, age, seniority, and gender in administrative employees in the Costa Rican public sector. A total of 395 individuals from this sector were surveyed. Subjects answered a socio-demographic questionnaire (age, gender, seniority, and marital status. In order to assess job stress predictors, the Job Stress Survey (JSS was applied, which was comprised of two dimensions (intensity and frequency and including predictors such as pressure at work (PT, lack of social support (FA, lack of organization (FO, and lack of personal accomplishment (FRP. To determine the level of physical activity, a short version of the IPAQ was applied. Results indicate that male subjects have a slightly higher level of physical activity compared to female subjects. In addition, females show higher levels of job pressure as a stress predictor. Subjectively, the higher the physical activity level the lower the stressors, compared to lower levels of physical activity. We conclude that the high levels of physical inactivity exhibited may be associated with higher job stress perceived and that role overload could be an important factor to consider as a source of stress in females.

Full Text Available The objective of the study was to compare the concentration of lidocaine in different body fluids/tissues after subarachnoid space and intravenous administrations of a lethal dose of lidocaine. Totally 18 dogs were used in the experiment. Six dogs were given subarachnoid anesthesia, another were given an intravenous injection of a dose of 75 mg/kg weight of lidocaine hydrochloride in 5 min and the last 6 dogs were used as the blank control dogs and given a subarachnoid space injection or a femoral artery injection of the same volume of sodium chloride. As soon as its vital signs disappeared, each dog was dissected and the specimen, such as brain, cerebrospinal fluid (CSF in lateral ventricle, CSF in subarachnoid space, spinal cord (cervical spinal cord, thoracic spinal cord, lumbar spinal cord, and waist spinal cord, heart, lung, liver, spleen, kidney, bile, urine, heart blood, peripheral blood, muscle in injection location, and muscle in no injection location, were collected for analysis of lidocaine immediately. Analysis was performed with gas chromatography-mass spectrometry (GC-MS. NASA is considering a number of future human space exploration mission concepts. Although detailed requirements and vehicle architectures remain mostly undefined, near-term technology investment decisions need to be guided by the anticipated capabilities needed to enable or enhance the mission concepts. This paper describes a roadmap that NASA has formulated to guide the development of Environmental Control and Life Support Systems (ECLSS) capabilities required to enhance the long-term operation of the International Space Station (ISS) and enable beyond-Low Earth Orbit (LEO) human exploration missions. Three generic mission types were defined to serve as a basis for developing a prioritized list of needed capabilities and technologies. Those are 1) a short duration micro gravity mission; 2) a long duration transit microgravity mission; and 3) a long duration surface exploration mission. To organize the effort, ECLSS was categorized into three major functional groups (atmosphere, water, and solid waste management) with each broken down into sub-functions. The ability of existing, flight-proven state-of-the-art (SOA) technologies to meet the functional needs of each of the three mission types was then assessed. When SOA capabilities fell short of meeting the needs, those "gaps" were prioritized in terms of whether or not the corresponding capabilities enable or enhance each of the mission types. The resulting list of enabling and enhancing capability gaps can be used to guide future ECLSS development. A strategy to fulfill those needs over time was then developed in the form of a roadmap. Through execution of this roadmap, the hardware and technologies needed to enable and enhance exploration may be developed in a manner that synergistically benefits the ISS operational capability, supports Multi-Purpose Crew Vehicle (MPCV) development, and sustains long-term technology investments for longer duration missions. Nonspecific building-related symptoms among occupants of modern office buildings worldwide are common and may be associated with important reductions in work performance, but their etiology remains uncertain. Most reported research into environmental risk factors for these symptoms has focused on ventilation system-related factors, dampness, and particle removal through filtration and cleaning, with relatively few studies of other potential sources of indoor contaminants. We analyzed data collected by the U.S. Environmental Protection Agency (EPA) from a representative sample of 100 large U.S. office buildings--the Building Assessment and Survey Evaluation (BASE) study--using multivariate-adjusted logistic regression models with generalized estimating equations. We estimated odds ratios (ORs) and 95% confidence intervals (CIs) for associations between seven building-related symptom outcomes and a diverse set of potential indoor and outdoor sources for indoor pollutants. Although most of the investigated risk factors showed no apparent association with building-related symptoms, some interesting associations resulted. Increased prevalence of symptoms was associated with carpets older than one year (lower respiratory symptoms), non-carpeted floors (upper and lower respiratory symptoms), older furniture (eye and skin symptoms), infrequent vacuuming (upper respiratory, eye, and skin symptoms and headache), and masonry exterior walls (cough, eye symptoms, and fatigue/concentration difficulty). For the many potential risk factors assessed, almost none had been investigated previously, and many associations found here may have been by chance. Additional confirmatory research focused on risk factors initially identified here is needed, using more objective measures of health outcomes and risk factors or exposures.

To investigate the marginal accuracy of Cerec three-dimensional (3D) all-ceramic crowns, in terms of gap and overhang, and to analyze the "operators' experience" and "cement space" effects on the marginal fit. Thirty virtual models were obtained from a metal master die by scanning by three different operators: operator 1 (novice), operator 2 (beginner), and operator 3 (expert) (n = 10). These were further divided into two subgroups of five each, based on the cement space settings: 10 μm and 20 μm. Monolithic ceramic crowns (n = 10) were designed and milled for each virtual model and subjected to marginal gap and overhang evaluation at six designated margin locations. The influence of operators' experience and cement space on the marginal fit of the crowns was assessed by performing Box tests and MANOVA (multiple analysis of variance) (α = .05). Kruskal Wallis test was also used to analyze the interactions between the operators' experience and the cement space. The overall mean ± SD marginal gaps and overhangs for the Cerec 3D crowns, were 154 ± 56 μm and 74 ± 74 μm for novice, 158 ± 53 μm and 86 ± 66 μm for beginner, and 155 ± 52 μm and 47 ± 76 μm for expert, respectively. The MANOVA and Kruskal Wallis tests found no significant differences (P > .05) between the operators, in terms of gap and overhang, for all cement settings. The operator experience did not seem to influence the marginal accuracy of Cerec 3D fabricated crowns.

To examine the effects of the National Aeronautics and Space Administration Mission-X: Train Like an Astronaut program (MX) on children's health-related knowledge and behaviors of a sample of US participants. A nonexperimental pilot intervention study in 5 cities with a pre-post comparison of children's health-related knowledge and behaviors in the United States in 2014 and 2015. Children (n = 409) with a mean age (standard deviation) of 10.1 (1.7) years. Children answered pre- and postintervention questionnaires. We measured the differences in children's health knowledge on nutrition and physical fitness and behaviors on diet and physical activity as scores. A 6-week web- and school-based intervention for a healthier lifestyle by introducing physical fitness and science activities based on actual astronaut training under a teacher's supervision. Participants significantly improved both of their health behaviors on physical activity ( P < .001) and diet ( P = .06) and their health knowledge regarding nutrition ( P < .001) and physical fitness ( P < .001) after the intervention. The improvement in children's behaviors ( P < .001), knowledge ( P < .001), and the total score ( P < .001) after intervention did not significantly vary by sex or age, after adjusting for year of participation and state of residency. The MX seems effective in improving health behaviors and health knowledge of participating children, which may serve as a model for sustainable global child health promotion program. Previous research shows that police officers are at a higher risk for noise induced hearing loss (NIHL). Little data exists on the occupational tasks, outside of the firing range, that might lead to the increased risk of NIHL. The current study collected noise dosimetry from patrol officers in a smaller department and a larger department in southern Wisconsin, United States. The noise dosimeters simultaneously measured noise in three virtual dosimeters that had different thresholds, criterion levels, and exchange rates. The virtual dosimeters were set to: the Occupational Safety and Health Administration (OSHA) hearing conservation criteria (OSHA-HC), the OSHA permissible exposure level criteria (OSHA-PEL), and the American Conference of Governmental Industrial Hygienists (ACGIH). In addition to wearing a noise dosimeter during their respective work days, officers completed a log form documenting the type of task performed, the duration of that task, if the task involved the use of a siren, and officer characteristics that may have influenced their noise exposure, such as the type of dispatch radio unit worn. Analysis revealed that the normalized 8-hour time weighted averages (TWA) for all officers fell below the recommended OSHA and ACGIH exposure limits. The tasks involving the use of the siren had significantly higher levels than the tasks without (p = 0.005). The highest noise exposure levels were encountered when patrol officers were assisting other public safety agencies such as a fire department or emergency medical services (79 dBA). Canine officers had higher normalized 8-hr TWA noise exposure than regular patrol officers (p = 0.002). Officers with an evening work schedule had significantly higher noise exposure than the officers with a day or night work schedule (p = 0.023). Full Text Available We examine the response of the Met Office Hadley Centre's HadGEM2-AO climate model to simulated geoengineering by continuous injection of SO2 into the lower stratosphere, and compare the results with those from the Goddard Institute for Space Studies ModelE. Despite the differences between the models, we find a broadly similar geographic distribution of the response to geoengineering in both models in terms of near-surface air temperature and mean June–August precipitation. The simulations also suggest that significant changes in regional climate would be experienced even if geoengineering was successful in maintaining global-mean temperature near current values, and both models indicate rapid warming if geoengineering is not sustained.

Formation flying consists of multiple spacecraft orbiting in a required configuration about a planet or through Space. The National Aeronautics and Space Administration (NASA) Benchmark Tetrahedron Constellation is one of the proposed constellations to be launched in the year 2009 and provides the motivation for this investigation. The problem that will be researched here consists of three stages. The first stage contains the deployment of the satellites; the second stage is the reconfiguration process to transfer the satellites through different specific sizes of the NASA benchmark problem; and, the third stage is the station-keeping procedure for the tetrahedron constellation. Every stage contains different control schemes and transfer procedures to obtain/maintain the proposed tetrahedron constellation. In the first stage, the deployment procedure will depend on a combination of two techniques in which impulsive maneuvers and a digital controller are used to deploy the satellites and to maintain the tetrahedron constellation at the following apogee point. The second stage that corresponds to the reconfiguration procedure shows a different control scheme in which the intelligent control systems are implemented to perform this procedure. In this research work, intelligent systems will eliminate the use of complex mathematical models and will reduce the computational time to perform different maneuvers. Finally, the station-keeping process, which is the third stage of this research problem, will be implemented with a two-level hierarchical control scheme to maintain the separation distance constraints of the NASA Benchmark Tetrahedron Constellation. For this station-keeping procedure, the system of equations defining the dynamics of a pair of satellites is transformed to take in account the perturbation due to the oblateness of the Earth and the disturbances due to solar pressure. Although workplace workload assessments exist in different fields, an endoscopy-specific workload assessment tool is lacking. To validate such a workload tool and use it to map the progression of novice trainees in gastroenterology in performing their first endoscopies. The National Aeronautics and Space Administration Task Load Index (NASA-TLX) workload assessment tool was completed by eight novice trainees in gastroenterology and 10 practicing gastroenterologists⁄surgeons. An exploratory factor analysis was performed to construct a streamlined endoscopy-specific task load index, which was subsequently validated. The 'Endoscopy Task Load Index' was used to monitor progression of trainee exertion and self-assessed performance over their first 40 procedures. From the factor analysis of the NASA-TLX, two principal components emerged: a measure of exertion and a measure of self-efficacy. These items became the components of the newly validated Endoscopy Task Load Index. There was a steady decline in self-perceived exertion over the training period, which was more rapid for gastroscopy than colonoscopy. The self-efficacy scores for gastroscopy rapidly increased over the first few procedures, reaching a plateau after this period of time. For colonoscopy, there was a progressive increase in reported self-efficacy over the first three quartiles of procedures, followed by a drop in self-efficacy scores over the final quartile. The present study validated an Endoscopy Task Load Index that can be completed in <1 min. Practical implications of such a tool in endoscopy education include identifying periods of higher perceived exertion among novice endoscopists, facilitating appropriate levels of guidance from trainers.

Childhood obesity has become a global epidemic. Development of effective and sustainable programs to promote healthy behaviors from a young age is important. This study developed and tested an intervention program designed to promote healthy eating and physical activity among young children in South Korea by adaptation of the US National Aeronautics and Space Administration (NASA) Mission X (MX) Program. The intervention program consisted of 4 weeks of fitness and 2 weeks of nutrition education. A sample of 104 subjects completed pre- and post-surveys on the Children's Nutrition Acknowledgement Test (NAT). Parents were asked for their children's characteristics and two 24-hour dietary records, the Nutrition Quotient (NQ) at baseline and a 6-week follow-up. Child weight status was assessed using Korean body mass index (BMI) percentiles. At baseline, 16.4% (boy: 15.4%; girl: 19.2%) of subjects were overweight or obese (based on BMI≥85%tile). Fat consumption significantly decreased in normal BMI children (48.6 ± 16.8 g at baseline to 41.9 ± 18.1 g after intervention, P < 0.05); total NQ score significantly increased from 66.4 to 67.9 ( P < 0.05); total NAT score significantly improved in normal BMI children (74.3 at baseline to 81.9 after the program), children being underweight (from 71.0 to 77.0), and overweight children (77.1 at baseline vs. 88.2 after intervention, P < 0.001). The 6-week South Korean NASA MX project is feasible and shows favorable changes in eating behaviors and nutritional knowledge among young children.

We hypothesized that the National Aeronautics and Space Administration "threat and error" model (which is derived from analyzing >30,000 commercial flights, and explains >90% of crashes) is directly applicable to pediatric cardiac surgery. We implemented a unit-wide performance initiative, whereby every surgical admission constitutes a "flight" and is tracked in real time, with the aim of identifying errors. The first 500 consecutive patients (524 flights) were analyzed, with an emphasis on the relationship between error cycles and permanent harmful outcomes. Among 524 patient flights (risk adjustment for congenital heart surgery category: 1-6; median: 2) 68 (13%) involved residual hemodynamic lesions, 13 (2.5%) permanent end-organ injuries, and 7 deaths (1.3%). Preoperatively, 763 threats were identified in 379 (72%) flights. Only 51% of patient flights (267) were error free. In the remaining 257 flights, 430 errors occurred, most commonly related to proficiency (280; 65%) or judgment (69, 16%). In most flights with errors (173 of 257; 67%), an unintended clinical state resulted, ie, the error was consequential. In 60% of consequential errors (n = 110; 21% of total), subsequent cycles of additional error/unintended states occurred. Cycles, particularly those containing multiple errors, were very significantly associated with permanent harmful end-states, including residual hemodynamic lesions (P < .0001), end-organ injury (P < .0001), and death (P < .0001). Deaths were almost always preceded by cycles (6 of 7; P < .0001). Human error, if not mitigated, often leads to cycles of error and unintended patient states, which are dangerous and precede the majority of harmful outcomes. Efforts to manage threats and error cycles (through crew resource management techniques) are likely to yield large increases in patient safety. Copyright © 2015. Published by Elsevier Inc.

In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In addition to but separate from the Red and Blue Teams commissioned by the NASA Administrator, NASA's Associate Administrator for Space Communications commissioned a Blue Team to review the Office of Space Communications (Code O) Core Program and determine how the program could be conducted faster, better, and cheaper, without compromising safety. Since there was no corresponding Red Team for the Code O Blue Team, the Blue Team assumed a Red Team independent attitude and challenged the status quo. The Blue Team process and results are summarized. The Associate Administrator for Space Communications subsequently convened a special management session to discuss the significance and implications of the Blue Team's report and to lay the groundwork and teamwork for the next steps, including the transition from engineering systems to systems engineering. This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

The setting for this case study is the Dolph Briscoe, Jr. Library, University of Texas Health Science Center at San Antonio, a health sciences campus with medical, dental, nursing, health professions, and graduate schools. During 2008-2009, major renovations to the library building were completed including office space for a faculty development department, multipurpose classrooms, a 24/7 study area, study rooms, library staff office space, and an information commons. The impetus for changes to the library building was the decreasing need to house collections in an increasingly electronic environment, the need for office space for other departments, and growth of the student body. About 40% of the library building was remodeled or repurposed, with a loss of approximately 25% of the library's original space. Campus administration proposed changes to the library building, and librarians worked with administration, architects, and construction managers to seek renovation solutions that meshed with the library's educational mission.

The physical spaces in which we conduct psychotherapy are an important yet underacknowledged aspect of psychotherapeutic work. Although a few contemporary publications have provided suggestions for the creation of welcoming, comfortable, and efficient practice spaces, considerations of what it means to transform a room into a therapeutic space have remained largely absent from recent literature. This paper reviews the existing literature on this subject and describes the ways in which the therapist's office is intimately tied to several processes of the therapy itself, by way of creating an adaptive environment that is able to meet the needs of both therapist and client over the course of their work together. © 2018 Wiley Periodicals, Inc.
Privacy is cultural, socially embedded in the spatial, temporal, and material aspects of the lived experience. Definitions of privacy are as varied among scholars as they are among those who fight for their personal rights in the home and the workplace. Privacy in the workplace has become a topic of interest in recent years, as evident in discussions on Big Data as well as the shrinking office spaces in which people work. An article in The New York Times published in February of this year noted that "many companies are looking to cut costs, and one way to do that is by trimming personal space". Increasingly, organizations ranging from tech start-ups to large corporations are downsizing square footage and opting for open-office floorplans hoping to trim the budget and spark creative, productive communication among their employees. The question of how much is too much to trim when it comes to privacy, is one that is being actively addressed by the National Aeronautics and Space Administration (NASA) as they explore habitat designs for future space missions. NASA recognizes privacy as a design-related stressor impacting human health and performance. Given the challenges of sustaining life in an isolated, confined, and extreme environment such as Mars, NASA deems it necessary to determine the acceptable minimal amount for habitable volume for activities requiring at least some level of privacy in order to support optimal crew performance. Ethnographic research was conducted in 2013 to explore perceptions of privacy and privacy needs among astronauts living and working in space as part of a long-distance, long-duration mission. The allocation of space, or habitable volume, becomes an increasingly complex issue in outer space due to the costs associated with maintaining an artificial, confined environment bounded by limitations of mass while located in an extreme environment. Full Text Available The Romanian society, the state, the administration and the judiciary are facing several essential challenges of the contemporary world, and these challenges have to be addressed as soon as possible. The position and the role of the Public Prosecutor’s Office within the rule of law should be clarified since it is a well known fact that the judiciary and public administration systems are not yet capable to manage the changes necessary for the integration in the European juridical space. With the advancement of the Romanian public administration reform, the Public Prosecutor’s Office and the public administration have become the two main actors involved in the struggle against corruption. Corruption is considered to be an important factor underlying the inability of the public administration and the judiciary systems to act and to meet the citizen’s needs. The Romanian citizen has been facing the burden of corruption and bureaucracy, and the Public Prosecutor’s Office is one of the institutions called upon not to eradicate this phenomenon, but to prevent it and to keep it under control. Within the current framework, when the political and legal debate raises issues regarding a new review of the Romanian Constitution, one of the questions raised is whether the Public Prosecutor’s Office is a public authority belonging to the executive or to the judiciary. The commercial development of space offers enabling benefits to space exploration. This paper examines how those benefits can be realized, and how the Space Product Development Office of the National Aeronautics and Space Administration is taking the first steps towards opening the space frontier through vital and sustainable industrial development. The Space Product Development Office manages 15 Commercial Space Centers that partner with US industry to develop opportunities for commerce in space. This partnership directly benefits NASA exploration in four primary ways. First, by actively involving traditional and non-traditional companies in commercial space activities, it seeks and encourages to the maximum extent possible the fullest commercial use of space, as directed by NASA's charter. Second, the commercial research and technologies pursued and developed in the program often have direct applicability to NASA priority mission areas. This dual use strategy for research and technology has the potential to greatly expand what the NASA scientific community can do. Third, the commercial experiment hardware developed by the Commercial Space Centers and their industrial partners is available for use by NASA researchers in support of priority NASA research. By utilizing low cost and existing commercial hardware, essential NASA research can be more readily accomplished. Fourth, by assisting industry in understanding the use of the environment of space and in helping industry enhance the tools and technologies for NASA and commercial space systems, the market for commercial space utilization and the capability for meeting the future growing market needs is being developed. These two activities taken together form the beginning of a new space economy that will enable sustainable NASA exploration of the universe.

The C3P &. NASA International Workshop on Environment and Alternative Energy was held on November 15-18, 2011 at the European Space Agency (ESA)'s Research and Technology Centre (ESTEC) in Noordwijk, The Netherlands. The theme of the workshop was "Global Collaboration in Environmental and Alternative Energy Strategies". The workshop was held at ESTEC's conference center. More than 110 individuals from eleven countries attended the workshop. For the first time since the inception of NASA-C3P workshops, a full day was dedicated to a student session. Fifteen students from around the globe gave oral presentations along with poster displays relating to the latest technologies in environmental and alternative energy strategies. Judges from NASA, C3P and ESA awarded plaques to the top three students. In addition to the students, thirty eight U.S. and international subject matter experts presented on the following general environmental-related topics: (1) Hazardous materials management and substitution in support of space operations (2) Emerging renewable and alternative energy technologies (3) Sustainable development and redevelopment (4) Remediation technologies and strategies The workshop also included a panel discussion on the topic of the challenges of operating installations across borders. The strength of the Exploration Systems Mission Directorate ESMD Faculty Project lies in its ability to meet National Aeronautics Space Administration NASA's Strategic Educational Outcome 1 by developing a sustainable and long-term integration of student involvement at academic institutions with all NASA Centers. This outcome is achieved by a three-fold approach: 1) by collecting Senior Design projects pertaining to Constellation work performed at each of the ten NASA Centers, 2) by engaging students at Minority Serving Institutions in the art of systems engineering and systems design of technologies required for space exploration, and 3) by identifying potential internships at each Center relative to exploration that provide students who are supported by their institutional Space Grant to engage in on-going mission-level and explorative systems designs. The NASA Langley Research Center has transformed a Cirrus Design SR22 general aviation (GA) aircraft into an Unmanned Aerial Systems (UAS) Surrogate research aircraft which has served for several years as a platform for unmanned systems research and development. The aircraft is manned with a Safety Pilot and a Research Systems Operator (RSO) that allows for flight operations almost any-where in the national airspace system (NAS) without the need for a Federal Aviation Administration (FAA) Certificate of Authorization (COA). The UAS Surrogate can be remotely controlled from a modular, transportable ground control station (GCS) like a true UAS. Ground control of the aircraft is accomplished by the use of data links that allow the two-way passage of the required data to control the aircraft and provide the GCS with situational awareness. The original UAS Surrogate data-link system was composed of redundant very high frequency (VHF) data radio modems with a maximum range of approximately 40 nautical miles. A new requirement was developed to extend this range beyond visual range (BVR). This new requirement led to the development of a satellite communications system that provided the means to command and control the UAS Surrogate at ranges beyond the limits of the VHF data links. The system makes use of the Globalstar low earth orbit (LEO) satellite communications system. This paper will provide details of the development, implementation, and flight testing of the satellite data communications system on the UAS Surrogate research aircraft.

The plans for the present series of full-scale experimental fires were initiated at the suggestion of NASA following the presentation of a film and discussion illustrating Battelle-Columbus' recent work in fire research. That film showed bedroom-type fires carried out as a part of a program to determine the influence of the cyclic characteristics of real fires under limited ventilation on the burning and pyrolysis properties of the room furnishings. A new series of fires was suggested by NASA designed to show the performance of new fire resistant and fire retardant materials by providing comparative fire and smoldering environmental conditions. More recently, the goal for the new series of fires was written in a meeting with NASA personnel and others at Battelle on May 3 and 4, 1972. The goal was as follows: To establish the need for special materials of improved fire safety in domiciliary settings of public concern, and to assess, in a professionally acceptable manner, the potential of materials arising from the new space-age technology for this purpose. It was anticipated that some new materials arising from the space-age technology and not yet available through conventional commercial channels might provide significant improvements in fire safety if the best of the commercially available materials showed important shortcomings in this area. It was the intent of this program to assess the benefits that could accrue from the use of these new materials. Fire safety is a matter requiring the evaluation of a number of factors. For example, fire resistance and fire spread, visibility during the fire, toxicity of evolved gases, and the fire-fighting problem that is created must be evaluated before the relative hazard can be assessed. The plan of the program provided for sampling and instrumentation to evaluate these factors, consistent with the goal of technological utilization that has been specified. The Multi-Purpose System Simulator (MPSS) model was used to investigate the current and projected performance of the Monitor and Control Display System (MACDS) at the Goddard Space Flight Center in processing and displaying launch data adequately. MACDS consists of two interconnected mini-computers with associated terminal input and display output equipment and a disk-stored data base. Three configurations of MACDS were evaluated via MPSS and their performances ascertained. First, the current version of MACDS was found inadequate to handle projected launch data loads because of unacceptable data backlogging. Second, the current MACDS hardware with enhanced software was capable of handling two times the anticipated data loads. Third, an up-graded hardware ensemble combined with the enhanced software was capable of handling four times the anticipated data loads.

Full Text Available Nowadays, office workspaces consist of four (4 different generations; Veterans, Boomers, X-ers and Millenial, which different generation have different preferences. It is essential as Facilities Management Manager to understand the effects of the workspace design satisfactions on the generational of office employee and to improve the office working spaces. This research is focused only for government offices building in Selangor which consisted of ten (10 departments. This study aims to investigate the office workspace configuration that has been implemented in government offices as this influence the satisfaction of the employee and the organisation as a whole a long with creating better office workspace in reaching suitable office workspace. The study is a cross-sectional survey that used self-administered structured questionnaire to the target population of employees. Out of the one hundred and ninety (190 questionnaire administered, one hundred and eighty six (186 questionnaire were obtained constituting 98% for analysis. Non-parametric of SPSS approach was used to analyse data such as cumulative percentage of Demographic variables, percentage of the elements of workspace design (usability, flexibility, controllability and suitability, the level of employee’s satisfaction and the mean rank of the preference of crucial choices in creating better office workspace (Location, Use, Layout, Appearance, Support Spaces and Standardisation. The study develops understanding of which elements of satisfactions of workspace design and the crucial choices in creating better office workspace in providing satisfying design features. The study thereby provides advice for facility management decision making.

Full Text Available Background: For patients undergoing in vitro fertilization, lower pregnancy rates are observed inthe presence of uterine cavity anomalies and correction of these anomalies has been associated withimproved pregnancy rates. Office hysteroscopy has been proven to have superior sensitivity andspecificity in evaluation of the endometrial cavity. Diagnostic hysteroscopy can be performed inan office with minimal discomfort and at a much lower cost than in an operating room. Our studywas done to evaluate the importance of office hysteroscopy in diagnosis of pathology in normalappearing infertility work up.Materials and Methods: This study was performed from September 1, 2006 till September 1, 2008at Imam Khomayni hospital, Ahwaz, Iran. All infertile patients who had unexplained infertilityor uterine factor infertility were enrolled in the study and underwent office hysteroscopy. Theparticipants were divided into two groups. Group one was composed of 54 patients with unexplainedinfertility and group two was composed of 53 patients with abnormal vaginal sonography orhysterosalpangography.Results: Of the 54 patients with unexplained infertility; 33 patients (61.2% had normal and 21patients (38.8% had abnormal hysteroscopic findings. Among 53 patients in the uterine factorgroup, there were 7 women (13.3% who had a normal hysteroscopy and abnormal sonography orhysterography.Conclusion: In group one (unexplained infertility, there was a 38.8% positive finding in officehysteroscopy in spite of normal hysterosalpingography and sonography results. Therefore, it seemsthat office hysteroscopy should be a part of a routine work up in infertile patients.

To demonstrate the efficacy and feasibility of the office hysteroscopy in the treatment of the endouterine pathologies. retrospective, descriptive and observational. We included all the office hysteroscopies performed since February-2000 to August-2004 (n=84) in a private medical office. We performed 32 diagnostic procedures without anesthesia and 52 operative procedures with anesthesia (I.V. sedation). We used a Karl Storz diagnostic telescope and a Bettocchi operative telescope. Postoperative care was in the office since 90 minutes and all patients went home without complications, Mean age of the patients was 38+/-10 years. The indications to perform the procedure were infertility and abnormal transvaginal bleeding. There were not complications. All of the diagnostic procedures were done without anesthesia and we verified patient satisfaction with a pain store since 1 to 10 points. Twenty patients could get pregnant after the procedure and in two patients we detected endometrial carcinoma. With these results, we can assume that office hysteroscopy is a procedure with minimal complications when is performed by expert hands and with excellent patients' satisfaction and benefit.

This article discusses the concept of the strategic security officer, and the potential that it brings to the healthcare security operational environment. The author believes that training and development, along with strict hiring practices, can enable a security department to reach a new level of professionalism, proficiency and efficiency. The strategic officer for healthcare security is adapted from the "strategic corporal" concept of US Marine Corps General Charles C. Full Text Available This research paper explores important marketing aspects of commercial real estate, specifically the opinion of managers, on the importance and the effect of location and other factors pertaining to office space, such as office interior, transportation links, office building architecture etc., on corporate image. In addition, other features and issues that arise from the choice of office space were also researched. The results showed that the majority of the surveyed population of managers believe that office space affects corporate image; in particular, that office space location has the greatest effect on corporate image, followed by office interior design. The effect of office space location on corporate image and the effect of location on the decision to use or purchase company products and/or services is most explicit with banks or financial sector companies and with the providers of high value-added and highly intangible professional services, such as legal services, marketing agencies and similar professional services. The respondents believe that the decision to relocate to a new office space needs to involve to the greatest extent the President of the Management Board, Board members or the Director and company owner(s. Furthermore, 64.83% of the respondents believe the Marketing Director should be involved in the decision to relocate. The need for a larger or a smaller space ranked highest of all reasons for relocating to a new office space.
