    The field research of oil conservation was conducted in developing countries, in particular, Vietnam where a steep increase in oil consumption is anticipated in the future. Energy conservation is the most effective direct measures to control combustion of fossil fuels, and an important issue to be promoted by all countries in the world to prevent global warming and reserve energy resources. In fiscal 1994, main industries in the northern part of Vietnam were researched. In fiscal 1995, the report meeting of plant survey results in the northern part and the technical seminar of energy-saving in industrial field were held, and plants around Ho Chi Minh City in the southern part of Vietnam were researched. Although Vietnam has recently acquired membership in ASEAN and is undergoing dramatic economic growth, has many problems in environmental measures. Japan has top-ranking results on energy-saving in industrial field, and the transfer of such superior technologies and techniques will greatly contribute to resource and global warming problems as well as pollution control measures in Vietnam. 13 refs., 25 figs., 26 tabs.

    Current status of Islamic fundamentalism and Islamic fundamentalist, exceeding the category of public peace problem, have become what can`t be neglected. Victories of the FIS at the Algerian general election in 1991 and of the Welfare-party at the Turkish general election in 1995 endorsed the facts mentioned above. Islamism occurred in several areas and have been propagated into local areas widely. In almost all developing nations in Middle East, modernization and westernization have been carried on by the elite classes, but fruits of the above have been far from expectations. It can be said that the youngers who couldn`t join in elites are declaring negative feelings in their frustration against the elite classes by means of protesting strongly against the modernization. The best policy against this status is considered to admit that anyone who is in a certain situation can turn into an fundamentalist, whom is not a special person at all.

This study investigated the daily lifestyle habits that affect physical activity in young children.Methods: The relationship between physical activity, assessed by means of a Mini-Mitter Actiwatch device, and observed daily lifestyle habits was analyzed for 204 children, aged 12 to 40 months (average: 22.6 months, for whom 6-consecutive-day data from both the Actiwatch and sleep log were obtained.Results: An older age, male gender, and early waking time showed significant positive correlations with physical activity level. Multiple regression analysis revealed that these three variables were significant predictors of physical activity.Conclusion: Promoting an early rising time is suggested to be an important element of cultivating good health in young children.Keywords: physical activity, children, actigraphy, morning light

    The technologies prefixed with 'super' have offered the conveniences in the various aspects of the society including the industrial field up to present. Firstly a conception 'super high speed transportation system' has realized the 'supersonic aircraft' and 'ultra super express train', etc. such as a linear motor car, and moreover is developing the 'superconducting propulsive ship' and so forth. In the information oriented society, the information processing speed of computer has made a rapid progress by the development of very high speed large scale integrated circuit etc. In the field of manufacture, there are the magnetic head of video tape recorder and the lens of camera as products close to us manufactured by the 'super precision working.' As for the products adhered closely to ous lives, there are medical equipments, wedling machine, fish detector, etc. utilizing the 'ultrasonic wave', as well as 'supermultistoried building,' etc. Furthermore, turning a loon on the world of culture and art, the activities of the 'surrealism' are giving a substantial effect. It is important that the technology prefixed with 'super' will be let developed, and not only the conveniences, but also the harmony between the human being and nature will be realized in a better form in the future as well.

    This survey was conducted to construct the core of intelligent social infrastructure technology (ISIT), and to investigate its practical application to industries and society. For realizing the ultra-safe and ultra-reliable society, it is necessary to develop the ISIT which can integrate various social infrastructures, such as architecture, city, energy, and lifeline systems required for living. For the systematization of cities, it is necessary to process and control the intelligent information by holding integrated and transverse information in common, as to logistics, lifeline, communication, monitoring, and control. For the communication engineering, the centralized systems are acceleratingly to be converted into the distributed network systems. For the mechanical engineering, intelligent control and robot technology are required. For the architectural engineering, a concept exceeding the conventional antiseismic structure idea is investigated. It is necessary to develop a new information technology providing an intelligent social infrastructures by merging the information networks and the physical world seamlessly.     This paper is a record of the special lecture given at the Institute of Energy Economics in July 1996. Significance of the Islamic fundamentalism, reasons for its rapid growth and proliferation, and measures thereto are described as plainly as in spoken lecture language. This fundamentalism is a borrowing from the Christianity terminology meaning the fundamentalism, which is referred to as returning to the original doctrine of the Bible or the Koran. Having become controlled by the industrialized countries in Europe and America is because of taking actions contrary to the ways instructed in the Koran (not, however, denying utilization of modern science and technology). The Islamic ideology feels symbolic victory in Third Middle East War, the Iranian Revolution, the war in Lebanon, and blocking the invasion of the Soviet Union into Afghanistan. The ideology takes actions to achieve political requests by entrusting the issues to religion, which are furthered by incompetence of the governments and poverty of people. In this sense, there should be roles to be played by Japan whose history of exploitation differs from that in Europe and America.

    Naturally, a human being has a rhythm with a period of about one day for hormone distribution and body temperature. This rhythm is called circadian rhythm. An ecological watch controlling this rhythm exists in supraoptic nucleus of brain, and its inherent period is clarified to be about 25 hours. Light, temperature, sound, smell and the like are the elements to improve arousal degree of brain and adjust the interior watch. However, a strong light does not only have the direct effect on improving immediately arousal degree and performance but can also shift the interior watch. Specifically, the interior watch becomes slower when a human body is bathed in an intensive light in midnight, whereas it becomes faster when bathed in an intensive light at daybreak. Consequently, this phenomenon can be used to shift the sleepy peak of a person on night duty from the working time to daytime sleeping time zone. The technology using light to improve arousal degree is utilized in space shuttles, atomic power plants, petroleum refineries and the like in USA. (NEDO)

    Geothermal resources have been evaluated in the Copahue district. For this survey administrated by JICA, drilling of a deep test well with a small bore (COP-3) and blowout tests were conducted. This district is located at the east side of the Andes elongated in the N-S direction. Volcanoes with similar active periods and active states are distributed in the N-S direction, which forms a divide with the Pacific Ocean side. The Copahue-Caviahue composite volcano in the surveyed area is located nearly in the central part of the volcanic zone, which forms a special ring topography. Geology of the Copahue district consists of volcanic effusive rocks during the Tertiary and Quaternary periods. There are five prospecting fields with geothermal indications in the surveyed area. From the survey, an area of about 13 km{sup 2} was evaluated as a geothermal resource field. Especially, in the area of about 4 km{sup 2} including COP-1, 2 and 3 wells, the steam predominant type reservoirs were found out. As a result of estimation of the geothermal resource potential by the volumetric method, a highly prospective power generation potential of 30 MW was evaluated in the field where the steam predominant type reservoirs were confirmed by the boring wells. 7 refs., 13 figs., 1 tab.

    It is recently, that is, in and after the 1980s that socio-scientific approaches began to be made to studies on `risk`. It started to be made clear that the progress of the scientific technology does not necessarily bring about good news to man, and obvious estrangement has begun to appear between scientific evaluation and social evaluation of risk. The subject of risk communication (RC) study is to tackle a proposition whether the estrangement will continue to exist as estrangement or the estrangement can be made smaller by any means. This paper explains the recent trend of the study. For example, as for how each individual thinks about risk, that is, the risk perception, a new framework is trially being constructed by introduction of the quantitative method using psychometrics. A duty of RC is to serve to bridge the gap between scientific technology and society which are controlled by values which are incompatible with each other.     The system to which new energy technology and energy saving technology were introduced was constructed for case studies of urban areas including core cities and the peripheral areas, and the quantitative analysis was conducted on environmental effects, etc. In the energy supply system model, the following element technologies were all considered: cogeneration system, sewage water heat, river water heat, the photovoltaic power generation, energy storage/heat storage/cold heat storage, adsorption type refrigerator, etc. Also considered were power interchange between clusters, system power buying/power selling, heat interchange or no heat interchange, etc. As a result, it was found that when constructing the energy system which synthetically takes into account thermoelectric ratios, rates of simultaneous loads, ratios of daytime/nighttime in the energy supply and demand in the urban area, the energy saving effect multiplicatively increases, and the energy system using cogeneration and unused energy such as refuse and sewage in the urban area and river water brings an energy saving effect of 32% especially in the concentrated cluster. 83 figs., 45 tabs.

    The paper analyzed various factors regulating the energy demand in aged households and viewed the future residential use energy demand in the aging society. In Part 1, based on the family budget survey annual report, a study was made of the energy consumption situation of aged people and the trend of the future residential energy consumption. In Part 2, a study was conducted based on survey data on the U.K., France, Sweden and Denmark. In Western countries which are the developed countries of aging, the energy conservation policy effectively worked for the space heating demand which is highest of all, and factors of the energy consumption increase by aging were absorbed. However, since in Japan, aging is rapidly advancing and further there are relatively more factors which connect to an increase in energy consumption in aged households as compared with Western countries, it is thought that Japan is in a situation where the energy consumption increases more often, influenced by aged households. 91 refs., 130 figs., 41 tabs.

    This survey is aimed at acquiring the basic data required for judging a possibility of development/import of steam coal in Indonesia (west of Java, north of Sumatra and west of Sumatra). Areas for survey are Meulaboh coal field in north Sumatra, Ombilin III area in West Sumatra, and Bayah coal field in West Java. The survey includes the field survey to grasp the situation of coal seam existence, coal quality, coal amount, etc. and activities for collecting the related data and information from the organizations concerned. The Meulaboh coal field has a technical possibility of open pit mining of medium scale. However, the heating value is extremely low, around 4,300 kcal/kg. Judging from this coal quality, there is no possibility of exporting it. It can be said that Ombilin coal is the world's top class steam coal. Accordingly, the demand can be expected both in export use and domestic use. As to Bayah coal, Bemmelen (1949) concluded that the coal was extremely excellent in quality, but had great disadvantages such as thin coal seam, discontinuity, and complicated geological structure. Based on the assumption that supply capacity of coal will be expanded for thermal power plants, and large rise is anticipated in the coal price, and in order to solve the problems in the plan for migrating the population from Jawa Island where serious population concentration has been taking place, and in the regional promotion and development, the Indonesian Government has made open to foreign business entities in June 1978 the development of coal in the Kalimantan area. Nine corporations including those from Japan have participated in the international bid. The Indonesian Governments seeks in this project a product sharing system, rather than the acquisition of foreign currencies or the profit sharing from export earnings. The Government considers Japan as one of the coal exporting markets, and expects utilization of the Japan's advantageous institutional financing. It is urged that Japan should discuss the coal development in the Kalimantan area as part of dispersion of the coal supply sources upon considering the ocean transportation distance and the close economic relationship with the country.     Concrete methods of technology-related strategy construction were studied, and a prototype was built. Proposed as a basic concept was a method to follow the steps of the grasping of people's needs, mapping of people's needs, translation of people's needs into technological tasks, and finally the matching of technological tasks and technological seeds. Questionnaires were conducted and it was learned that safety and comfort, computerization, environment, and energy were the needs, and then they were set as the major targets. In this study, a process was taken up in which safety and comfort and computerization develop into technological tasks. A study was made of people's needs on a needs matrix, and intermediate targets in the field of safety and comfort were established. They are the 'building of an environment in which everyone is independent and a participant in social activities,' the 'construction of a safe and comfortable life,' and the 'sustenance and enhancement of good health.' Intermediate targets set for the field of computerization are an 'efficient electric government and administration,' 'information disclosure and distribution on the global scale,' and the 'maintenance of peace and order in the cyberspace.'     This project aims to carry out the COP3 (Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change) protocol. In the clinker calcination sector, the wet kiln will be replaced by a dry NSP (new suspension preheater) kiln, and the existing four lines of material manufacturing facility and of clinker calcination facilities will be converted into single lines, respectively. Skills of the highest level will be applied to each of the facilities. The dry process will be dispensed with thanks to the dry kiln, which leads to drastic energy efficiency improvement. The change from ball mills to roller mills reduces electric power consumption. Energy reduction is expected to be 48,554 tons/year in oil at a saving rate of 39%. Greenhouse gas reduction is expected to be 216,960 tons/year in CO2 at a reduction rate of 28.5%. Provided that the construction cost is 98-million US dollars and the yield is 762-thousand tons, the internal rate of ROI (return on investment) will be 5.7% after tax (fully self-financed). ROE (return on equity) values are calculated under various borrowing conditions, and then it is found that the project will be feasible if a low interest loan with a long term of repayment is available. Since all the cement mills are obsolescent in the republic, the conversion of the present kilns into NSP type kilns will gain public favor. (NEDO)

    The ceramic gas turbines (CGT's) for, e.g., cogeneration and portable power generation systems are studied and evaluated for their environmental preservation, energy saving and economic characteristics. Types of utilization and market sizes are also studied for, e.g., portable power generation systems. The items studied include current status of cogeneration systems in USA, and recognition of cogeneration systems in Japan. The study results lead to the conclusions that the biaxial CGT for portable power generation systems is a promising substitute for diesel engines as the power source in the future, and 300kW class CGT's will have the markets of 170,000 units and potentially 450,000 units, because of their expected wide applicability. The studies on their economic, energy-saving and environmental load reduction effects indicate that one unit brings the economic effects totaling 616,000 yen, due to reduced fuel consumption and NOx abatement. They could reduce NOx emissions by 8,090 t/y for automobiles and 6,570 t/y for the others, when they fill the potential markets. (NEDO)

    The presentations made at the above-named session of the NEDO (New Energy and Industrial Technology Development Organization) forum held in Tokyo on September 20, 2001, are collected in this report. Introduced in a lecture entitled 'March toward hydrogen/fuel cell society' were NEDO's PEFC (polymer electrolyte fuel cell) related project of its hydrogen energy technology development office and the WE-NET (World Energy Network) hydrogen program. Reported in a lecture entitled 'Toward the practical application of PEFC' were Yamanashi University Clean Energy Center's achievements in the study of polymer electrolyte film, electrodes and separators for PEFC, removal of carbon monoxide by selective oxidation, and so forth. Discussed in a lecture entitled 'Development of high efficiency energy system technologies for transportation and residential/commercial sectors' were the development of a hydrogen-fueled 1kW stack and the result of efforts to develop element technologies for power generation systems fueled by natural gas, methanol, etc. Explained also were the outline and the progress of the project in relation with the fuel cell popularization infrastructure construction project and the fiscal 2001 research and development and the future outlook in relation with the 2nd-phase technology development for WE-NET.     In addition to many drastic changes, e.g. high aging population, globalization, and information renovation, Japan is also facing many structural problems such as government budget reform. This report enumerates the several problems using `Medium-Term Economic Forecasting System 1998,` which is composed of the macro econometric model, fiscal model, energy demand model, interindustry model and regional econometric model. Forecasting with this model, the average economic growth rate is predicted as 1.6%/year over the following decade. To avoid a serious demand shortage, an additional government expenditure of 40 to 50 trillion yen is necessary. Technological progress and investment for human capital are two policy measures that can help offset the supply constraints caused by a decrease in the labor force and savings rate decline. The industrial analysis outlook indicates that the production share of electrical machinery industry will expand, yet the information technology industry will be the leader in the Japanese economy so long as the information infrastructure is supported. Regionally, private investment in each region can help to offset the current expanding differences of regional productivities. As the difference in the utilization of public capital in each region contributes to the disparity of the public investment multiplier, this should be examined as a possible policy tool. From the industrial changes, we also see a change in the energy demand, as the growth rate of total energy demand.     In addition to many drastic changes, e.g. high aging population, globalization, and information renovation, Japan is also facing many structural problems such as government budget reform. This report enumerates the several problems using 'Medium-Term Economic Forecasting System 1998,' which is composed of the macro econometric model, fiscal model, energy demand model, interindustry model and regional econometric model. Forecasting with this model, the average economic growth rate is predicted as 1.6%/year over the following decade. To avoid a serious demand shortage, an additional government expenditure of 40 to 50 trillion yen is necessary.     With an objective to attain a guideline for putting ceramic gas turbine (CGT) into practical application, conceptual discussions on the CGT based industrial cogeneration system (CGS) and the CGT based CGS simulations were performed to discuss quantitatively the effects of the system introduction, and estimate latent markets based on the result of calculating the introduction effects. In addition, investigations were carried out on Germany as the advanced nation with regard to the systems according to utilization patterns, load profiles, operation cost, exhaust gas measures, and the related laws and regulations. The activities may be summarized specifically as follows: 1) putting the back-data for industrial energy demand into order; 2) calculation of CGT introduction effects in industrial areas; 3) discussions on latent demand and social adaptability of CGT in the industrial area; and 4) investigations in overseas countries. Item 2 is composed of the conceptual design of industrial CGT/CGS, and the simulations on the actual status of energy demand in industrial business operation centers and on the effects of the industrial CGT/CGS. In Section 2, discussions were given on heat-power characteristics of the CGT, and energy utilization systems as the feasibility study on applicability of the cogeneration using the CGT. In Section 3, discussions were given on corrosion resistance of non-oxide based ceramics in relation with durability of the CGT, and oxidation behavior of silicon carbides in high temperature steam.     Ceramic gas turbine (CGT) is superior in the aspects of high efficiency, low pollution, multi-kind fuel performance, small size, and light weight. Its utilization field is broad, whereas putting it into practical use at an early time is desired from the viewpoints of energy conservation, reduction in CO2 emission, resource conservation, and economic influence. The utilization field of CGT may include cogeneration and portable power generator, but putting it into practical use requires that it be superior in environment protection performance such as gas exhaust, noise and vibration, economic performance, safety, and adaptability with the utilization fields. From such a viewpoint, discussions were given on its adaptability with the society based on different characteristics of the CGT, and other conditions such as related laws and regulations. The first edition investigated the developmental trends in ceramic materials, and the second edition studied the CGT utilizing systems, in particular, the status of utilization and proliferation of the current cogeneration systems. The edition evaluated various conditions required for conceptual design of the system.     The New Sunshine Project, promoted by Ministry of International Trade and Industry, has developed a 300 kW ceramic gas turbine CGT302 (biaxial, regenerative type) in March 1999, which attains a turbine inlet temperature of 1,334 degrees C and thermal efficiency of 42.1%. The conditions of optimum utilization of the system are studied for eventual commercialization and spread of these systems, including analysis of load types for specific purposes, prediction of operation management, economics of CGT, environmental impacts, and possibility of diversification of the fuel. The CGT cost analysis results indicate that a CGT system is well viable when the incremental initial cost of the power generator is kept below 70,000 yen/kW over the conventional system. The system can be doubled in scale at the largest. It can be further scaled up, when hybrid members with metallic materials are used. CGT is a basic technique for (system energy). In other words, the 21st. century will be the age of (system energy), i.e., (gas turbine). (NEDO)

    This paper relates to the forecasting method of the electric power demands (kWh and kW) of a region, approached by not only time series analysis but economic and social indexes. Those indexes, based on historical statistics such as census and establishment statistics, are rearranged from an administrative division to a managerial division of the electric power company, and applied as fundamental information for forecasting the area`s kWh and also sales promotion. This method of forecasting the area`s kWh is based on the concept that area`s kWh is strongly connected with the population their lifestyle and their activity within the region. In the paper, the framework of the computational model system and forecast result are discussed. The population, number of households and their members, and number of employed persons, are all evaluated. The forecasting method of the area`s population proposed here is based on the concept that the transition of population consists of both natural growth and immigration. By estimating both factors, the future area`s population can be easily forecasted. The information of whether the population is increasing or decreasing is useful for forecasting the region`s kWh and required sales promotion. 8 refs., 8 figs., 3 tabs.

    A questionnaire investigation about the present situation, current problems and countermeasure to be discussed with by material technology groups in the eight chemical companies was carried out. It has become clear from the analysis of answers obtained that the roll of material group has been changing under the diminishing construction of new plant and the increased needs of stable and sustainable plant operation. The present major subjects of material groups, which are pointed out in the answers, are such new technological problems as the plant life estimation, the dissemination and handing down of material technology and the upbringing of technology successors. The countermeasures to meet those requirements made clear are such technology developments as a new monitoring system, preparation of database on material technology and closer cooperation with relatied associations. It is hoped for that the findings of this study would lead to further and more detailed indentification of common problems to be solved and development of practical countermeasures therefor.     The paper grasps the present situation of economy and industry in Kazakhstan and studies a policy for developing the industrial machine manufacturing industry of the country. Since the independence in 1992, the country is now at the great turning point in politics, economy, society and industry. The country is forced to convert from the industrial structure of one local area where much of its own discretion had not been given under the economy system of power centralization to the industrial structure which meets the international economic market system as an independent country. Making good use of agricultural and industrial property in the former U.S.S.R., the country needs to export energy resource like oil, natural gas and coal, and abundant ore resource like iron and non-ferrous metal, which were added with values. As the technical base for it, fostering and strengthening of the industrial machine manufacturing industry is important. At present, the situation is that because of the economic sluggishness, the country cannot manufacture domestically even basic mechanical parts and simply-manufactured parts which are required by the domestic energy industry, machine manufacturing industry, and other industries.     In view of possibility of the future tightness in natural gas supply, establishment of coal gasification technology was set as the final objective, which can supply cheaply and stably the substitution natural gas of high quality by using coal existing affluently over the world as the raw material. An investigative research is carried out under a five-year plan on society compatibility required to assess the possibility of the practical application thereof. Fiscal 1997 has performed in continuation from the previous year the 'survey on process level elevation' and 'survey on the society compatibility'. This report summarizes the achievements thereon. In the investigative research on the process level elevation, the Shell's methane synthesis process based on an oxygen blown and dry feed coal gasifier was evaluated, and the calculation process was pursued on material balance in a hydrogasification reactor as having been performed in the 'survey on developing the coal hydrogasification technology' in which its reasonability was verified. In the survey on the society compatibility of the process, a survey was carried out on natural gas (including non-conventional methane hydrate and coal bed methane) and coals as raw materials for hydrogasification.     For the purpose of promoting the introduction of new energy and enhancing the awareness of it in Yokaichi City, Shiga Prefecture, an investigational study was conducted of the energy demand amount of the city, existence amount of new energy, project for new energy introduction, etc., and a new energy vision was worked out. The energy consumption amount of the city was estimated at approximately 1,004,638 drums in terms of oil drum (200L). By sector, the energy consumption amount was 66.1% in the industrial sector, 17.4% in the transportation sector and 16.5% in the commercial/residential sector. The rate of energy source was 62.2% of fossil fuel, etc., and 37.9% of electric power. As the project for new energy introduction, the following were studied: promotion of introduction of solar energy collector/photovoltaic power generation to general households; introduction of photovoltaic power generation/solar hot water supply space heating system to public facilities; road preparation by installation of street light using photovoltaic power generation; installation of micro wind power generator at the disaster-prevention base; introduction of biomass energy such as wood pellet stove to public facilities; project of rape blossoms (cultivation of rape/production and consumption of rape oil/recovery of waste cooking oil/BDF).     With an objective of saving energy and reducing greenhouse gas emission, investigations and discussions were given on modification of Cherkassyoblenegro Combined Heat and Power Station in the Republic of Ukraine. The project calls for shutdown of the first block and the heat supplying auxiliary boilers being the oldest facilities in the existing station, and utilization of the second block for emergency use. The new facilities will consist of natural gas burning gas turbine combined cycle cogeneration facilities of 200-MW class including two gas turbines, one steam turbine, two each of waste heat recovery boilers, ducts and stacks. As a result of the discussions, if the project execution period is set for 20 years, the energy saving effect would be 144,215 tons of crude oil equivalent annually, and the greenhouse gas emission reducing effect would be 431,421 t-CO2 annually. The total fund amount required for the project is estimated to be 185,700,000 dollars. With regard to the profitability, the internal profit rate for the total fund after tax would be 8.3%, and the principal and interest repayment multiplying factor for single year would be greater than 1.9, whereas the profitability can be anticipated if the financing is available under generous conditions.     Discussions were given on the modification plan for Atyrau Refinery in Kazakhstan as a basic survey on promotion of joint implementation based on the COP3. The plan is intended mainly on modernization of overaged refineries, energy conservation, and prevention of pollution. The gists of the plan consist of improvement of quality of diesel oil and gasoline, reduction of production ratio of fuel heavy oil, plant efficiency enhancement, and environmental improvement. The crude oil selected in consideration of the demand in market was the light-gravity Tengiz crude oil whose production increase was attempted. For product quality, a plan was established to modify the facilities to realize improvement in content of light oil, sulfur and aroma, production of non-leaded gasoline, and octane value improvement in consideration of exporting the product into European markets. Since this project is applied to a private corporation, it is necessary that the project is commercially viable. However, the commercially low profitability makes the implementation of the project difficult unless such conditions as crude oil price and product sales price would be improved largely. Effect of the carbon dioxide gas reduction as a result of the implementation would be 180,000 tons annually, but in terms of cost effect, the implementation requires an investment of 500 Dollars per ton of carbon dioxide, thus the effect is low. Reduction in other greenhouse effect gas is not large quantitatively. (NEDO)

    This paper evaluates impacts of the maturity of Japan`s economy and society and the improvement in automotive fuel efficiency on the demand for automotive fuels by FY 2010. Standard case and lower order case were examined. When the traffic volume of passenger cars in FY 1995 is assumed to be 100, it become 121 and 119 in standard and lower order cases, respectively. The traffic volume of lorries become 106 and 102 in standard and lower order cases, respectively, which showed a rather small growth. Deterioration rate of the fuel consumption was estimated by considering the difference in fuel consumption of new cars and existing cars. Although the fuel consumption will be lowered by FY 2000 when the cassation rate of ordinary passenger cars will rapidly increase, the impact will be lowered after that. For lorries for commercial use, the running fuel consumption will be gradually lowered due to the increased carrying capacity and vehicle weight a lorry with improving the transportation efficiency. Decreased running speed by traffic jam is also a cause of the deterioration of fuel consumption. When a policy of improvement in the fuel consumption is promoted in a background of CO2 issues, the fuel consumption of each vehicle will be gradually improved. The peak of fuel demand will be in FY 2005 by considering the changes in economical and social structures and the improvement in fuel consumption for the environmental protection. 5 figs., 3 tabs.

    For the purpose of promoting the introduction of new energy and enhancing the awareness of it in Daito Town, Shimane Prefecture, an investigational study was conducted of the energy demand of the town, existence amount of new energy, project for new energy introduction, etc., and a new energy vision was worked out. The energy demand amount of the town was estimated at 141,437 x 10{sup 6} kcal, and the amount of CO2 emitted from this was 15,787 t-C. By sector, the energy demand amount consisted of 38% in the transportation sector, 37% in the commercial/residential sector and 26% in the industrial sector. As the project for new energy introduction, the following were studied: formation of the zone for learning new energy; introduction of solar system/thermoelectric supply system to the center for providing school lunch; introduction of thermoelectric supply system by stockbreeding biomass gas turbine; introduction of large wind power system; introduction of micro hydraulic power system/heat pump using waste hot water as heat source to tourist facilities/townspeople exchange facilities; introduction of photovoltaic power system/solar system/cogeneration system/solar car to public facilities; district thermoelectric supply using wood biomass.     For construction of a sustainable society by active use of bio-technology, a research study was made on the current state of active use of bio-technology for every industrial or social field, and the basic recognition and orientation for practice and diffusion of bio-technology. The previous typical examples of the effect of bio-technology on energy and social systems were evaluated from not only an affirmative viewpoint but also a compensatory viewpoint. Based on these examples, promising features of bio-technology and measures for active use of such features were showed for the future energy and social systems from a technological viewpoint.     With an objective of saving energy and reducing greenhouse gas emission, discussions have been given on improvement measures for lighting equipment in the Sao Paulo State Primary Schools in the Federative Republic of Brazil. Measures for the energy saving are composed of modification to high-efficiency lighting equipment using electronic ballasts, high-efficiency fluorescent lamps, and reflectors, and introduction of control systems using lighting control sensors. In the survey, taking up 3,000 schools as the objects of implementation, a project scheme was established that the energy saving measures will be introduced, and the investment cost will be recovered by concluding the ESCO service for five years, after which the school side enjoys the profit for five years. As a result of the discussions, the total project cost will amount to 2.82 billion yen, with which the energy saving quantity would be 7,636 tons annually as converted to crude oil, or 114,540 tons during a period of 15 years as the achievement of the project as a whole. Greenhouse gas emission would be reduced by 7,397 t-CO2 on an annual average, or 110,949 t-CO2 in the project as a whole. Discussions on the profitability revealed that the internal profit rate can be calculated as 15.73%, indicating that the profitability can be envisaged. (NEDO)

An approach upon structuring an industry crossing network may be taken effective for further effective utilization of the energies and resources. The present survey is intended to extract problems therefrom. It is also intended to perform surveys and studies on the following three points: (1) process-linking with different industries aimed at zero wasting in industrial complexes and electric furnaces dispersed adequately nationwide, (2) effective use and cascading utilization of energies and resources, and (3) a circulating type economic system simulation using metallic material industry as the core.     With an objective to evaluate feasibility of practical use and economy of the coal hydrogasification technology (the ARCH process), survey and research have been performed. This paper summarizes the achievements in fiscal 1999. In the survey on the social acceptability, survey has been made on the future trend in the demand and supply and the price of LNG, LPG, and coal for hydrogasification. As a result, it was discovered that the price of LNG imported into Japan is determined as if linked with the crude oil price, and Saudi Arabia is the price leader of the LPG price. With respect to the survey on the possibility of international cooperation, surveys were conducted on the prospects of the long-term demand and supply in China, natural gas resources, and the demand and supply thereof. The feasibility study has estimated the product gas manufacturing cost after the process has been improved. In the trial calculation on the three-mode cost, it was discovered that, although the profit from byproducts is great, the BTX maximized mode causes the manufacturing cost to be higher by as much as 2 to 3 yen per Nm{sup 3} than that of other modes because of higher unit consumption in raw materials and higher construction cost.     People with slight disabilities on motion. capability can be active in daily life using properly designed motion-assisting devices. Using these device in various cases would help the disabled participate in production activities, and would promote social integration of the disabled as rehabilitation in a broad sense. This research aims at developing such a device capable to help human motion by forearm based on technology and science in robotics. Two different methods are discussed in this research in order to develop robotic orthosis with good performance for assisting human motion by forearm. The first method is constructing a robotic orthosis with electronic motors and force sensors to produce a desired mechanical impedance. This orthosis was carefully designed such that mechanical safety for human is realized. The validity of the mechanism is illustrated by several experiments. The second method is constructing a low cost robotic orthosis with pneumatic actuators. A new type of pneumatic actuator is developed to realize this orthosis. Experimental results show that physical therapy can be performed effectively using this orthosis operated by direct teaching. (NEDO)

In this feasibility study, Japan-China joint field survey, and both proximate and ultimate analyses of obtained raw materials were carried out. Based on the experimental result in the pilot briquette plant in Chongqing City, study was made on the necessary of the 1 Mtons/y class pilot plant in the pilot area including Nantong coal mine in Chongqing City, and the location, investment, production cost and distribution means of the plant. Based on the evaluation result on CO{sub 2} reduction effect, economical efficiency, environment effect and social effect, its urgency and effectiveness as international cooperation project by yen credit were also confirmed.     This paper is a survey report for fiscal 1999 on structuring of the circulation type economic society harmonizing with environment. In order for Japan in the 21st century to solve various problems while maintaining sustainable development of the industries and economy, structuring the industrial technology strategies is indispensable. In order to establish targets to structure the circulation type society harmonizing with environment, small targets were broken down and specific technological examples were extracted as seen from categories based on flows of goods and the policy aspects. Then, from the viewpoints of extrication from wastes, reduction of risks caused by harmful substances, and growth under suppression of the global warming, case studies were performed on policy aspects toward the year 2010. Based on these studies, images of the emphasizing strategies were prepared, that are built on three pillars of 'R', the reduction, reuse and recycling. Specific technological examples were extracted comprehensively and specifically from research and development themes in research institutions inside and outside Japan to prepare a fundamental material for establishing the small targets. Furthermore, the examples were classified from the aspects of the three Rs. Areas of technological development seeds and areas with fewer seeds were made clear successfully. (NEDO)

    Activities have been advanced to establish necessary basic technologies by making clear the possibilities and problems in applying gas hydrate technologies to industrial fields. Activities have been taken in the following three fields: 1) industrial utilization and social systematization of gas hydrate technologies, 2) conceptual design of gas hydrate utilization technologies, and 3) researches on basic technologies to utilize the gas hydrate technologies in industries. In Item 1), discussions were given on significance of social systematization of the gas hydrate technologies, conditions for social systematization of the gas hydrate technologies, the current status of natural gas development and industrial utilization of the gas hydrate technologies.     Investigations were performed on important properties when utilization of gas hydrates to industries is discussed, such as production and decomposition speeds and storage stability. Activities have been taken in the following two fields: 1) experimental studies on production and decomposition of gas hydrates, and 2) summarized view on research related to gas hydrate self-retention effect. In Item 1), a production device of stirring system using rotating blades with gas circulation holes (self-suction type) was fabricated to have discussed the production and decomposition speeds. It was made clear that the production speed is governed by the over-cooling degree under the appropriate gas circulation and appropriate stirring conditions, and that the decomposition speed becomes abnormally high unless the self-retention status is maintained. In Item 2), following the introduction, seven researches were introduced, including the first observation of abnormal reaction of gas hydrate under the decreased pressure condition, the research by Yu. P. Handa related to gas hydrate decomposition below zero degree C, and the research by E. Mayer and A. Hall Brucker related to unexpectedly stable nitrogen, oxygen, carbon monoxide and argon clathrate gas hydrate formed from amorphous solid water. (NEDO)

Datong, Shanxi Province, is a largest city of coal production, enables the long-term coal supply for coal hydrogasification, and has a plan for remodeling of old facilities and construction of new facilities for the introduction of natural gas, and therefore, the city is suitable for the construction of coal hydrogasification plant.
