    Research and development on precision catalytic polymerization aims at developing polymerizing catalysts that can control arbitrarily the molecular weight and three-dimensional regularity by which rapid enhancement can be expected in performance of additional polymerization type polymers, and the primary structure of terminal groups. Works are being done on two sub-themes of ultimate additional polymerization and orientation catalyst polymerization. The research and development of the ultimate additional polymerization included structural control in polymerization reaction in vinyl chloride, vinylester and acrylic monomers, radical polymerization with precision orientation control, anionic polymerization with precision structural control, and precision polymerization utilizing asymmetric metal porphyrin complexes. In the research and development of the orientation catalyst polymerization, the orientation catalyst polymerization was researched and developed, elementary reaction of metallocene was elucidated, high-performance carrier catalysts were developed, advanced function polymers were synthesized at high precision based on metathesis, and improvement of functions of polyolefin was researched and developed. Surveys and studies were carried out on fundamental technologies common to the above two themes re-commissioned to five universities. (NEDO)

    It is said that the image of ultraprecision improved from 0.1[mu]m to 0.01[mu]m within recent years. Ultraprecision machining is a production technology which forms what is called nanotechnology with ultraprecision measuring and ultraprecision control. Accuracy means average machined sizes close to a required value, namely the deflection errors are small; precision means the scattered errors of machined sizes agree very closely. The errors of machining are related to both of the above errors and ultraprecision means the combined errors are very small. In the present ultraprecision machining, the relative precision to the size of a machined object is said to be in the order of 10[sup -6]. The flatness of silicon wafers is usually less than 0.5[mu]m. It is the fact that the appearance of atomic scale machining is awaited as the limit of ultraprecision machining. The machining of removing and adding atomic units using scanning probe microscopes are expected to reach the limit actually. 2 refs.

    For development of radical-controlled synthesis technology of aromatic compounds using enzyme-related catalysts and synthesis technology of ordered compounds, and development of synthesis technology of new polymer groups with non-covalent bond linkages and new topological structures, this R and D on multi-dimensional polymers is promoting 2 research themes, (1) precise polymer synthesis technology using enzyme-related catalysts, and (2) chemical synthesis technology for polymers with non-covalent bond linkages and new topological structures. The joint research on (1) precise polymer synthesis technology using enzyme-related catalysts established the high-yield synthesis technology of phenol dimer first in the world. The joint research first studied the synthesis using 2,6-dimethylphenol as monomer through synthesis of phenol groups using ferrosalen, and obtained the mixture of polymer components more than 10,000 in molecular weight and low-molecular weight components by using 1,4- dioxane as solvent.     The paper described the R and D of technologies for creating original high-functional materials under the R and D system of industrial scientific technology. Japan chemical Innovation Institute (JCII) is conducting intensive joint researches under consignment from NEDO with private companies, universities and national research institutes. Among those, the paper reported the fiscal 1997 results of the following two researches conducted as development of precise structure control materials for enhancement of oil refining: precision catalytic polymerization and multi-dimensional space polymer. As to the precision catalytic polymerization, the paper is aimed at developing base technologies for the molecular weight and stereoregularity by which remarkable improvement in performance of addition polymerization type polymer can be expected, and on the development of a polymerization catalyst which arbitarily controls the primary structure such as end group structure and of a precision addition polymerization process. Subthemes are addition polymerization with limit and oriented catalytic polymerization. In relation to multi-dimensional space polymer, the paper is aimed at developing highly selective polymerization technology of aromatic compounds using enzyme related catalysts and synthesis technology of regular structure polymer, and synthesis technology of new polymer group having a new chain pattern except covalent bond/new polymer group having characteristics in three-dimensional space geometric structure. 244 refs,, 160 figs., 94 tabs.

    Survey and research on the precision control of primary structure of polymeric materials and the precision evaluation technology have been conducted to develop advanced polymeric materials. It is proposed that the three basic processes of polymer synthesis, i.e., addition, condensation, and biomimesis, in forming the precision polymerization skeleton are to be covered through a centralized joint research effort with participation of industry, academia, and the government institute and under the leadership of researchers from academic institutions as the team leaders. For the study of technology trends, international conferences held in UK, Germany, and Hawaii are introduced, and domestic meetings, i.e., Annual Polymer Congress and Polymer Conference, are summarized. In addition, Precision Polymerization Forum and International Workshop on Precision Polymerization were held. The basic studies include a quantum-chemical elucidation of the elementary process in polymerization reaction, time-resolved analysis of polymerization process and polymer properties, synthesis of polymers with controlled microstructures by coordination polymerization using metal complexes, synthesis of polymer with controlled microstructures by precision polycondensation, molecular recognition in catalyst-reaction site, and synthesis of imprinting polymers. 246 refs., 117 figs., 14 tabs.

    In order to simplify the coke manufacturing process, a coke production mechanism in coal pyrolysis was discussed. Australian bituminous coal which can produce good coke was used for the discussion. At a temperature raising rate of 50{degree}C per minute, coal weight loss increases monotonously. However, in the case of 3{degree}C, the weight loss reaches a peak at a maximum ultimate temperature of about 550{degree}C. The reaction mechanism varies with the temperature raising rates, and in the case of 50{degree}C per minute, volatiles other than CO2 and propane increased. Weight loss of coal at 3{degree}C per minute was caused mainly by methane production at 550{degree}C or lower. When the temperature is raised to 600{degree}C, tar and CO2 increased, and so did the weight loss. Anisotropy was discerned in almost of all coke particles at 450{degree}C, and the anisotropy became remarkable with increase in the maximum ultimate temperature. Coke and volatiles were produced continuously at a temperature raising rate of 50{degree}C per minute, and at 3{degree}C per minute, the production of the coke and volatiles progressed stepwise as the temperature has risen. 7 refs., 6 figs.

    Various magnetic information data from solidification or deposition up to date are contained in rocks. For the analysis of remanent magnetism, in general, the stable thermal remanent magnetization and the secondary magnetization are separately evaluated using vector variations determined by the location changes of magnetic pole from ac demagnetization or thermal demagnetization. Especially, in geothermal fields, the remanent magnetism in rocks is complicated due to the predominant alteration. When the remanent magnetism of rocks can be precisely measured and the primary and secondary magnetization can be evaluated, important data can be obtained, which represent oriented core samples required for evaluating the geothermal reservoirs. A rock remanent magnetism measuring system using superconductive magnetic shield has been developed, to evaluate the location of magnetic pole. This system can distinguish the remanent magnetization in rocks, and can be applied to the remanent magnetism in rocks in which the location of dipole model is shifted from the center of core. Important basic data of orientation information in rocks can be provided. 6 figs.

    Group activities in fiscal 1993 are reported. In the study of hydrogenation refining of the naphtha fraction under the project for 'the upgrading of coal oil and the development of oil blending technology,' a hydrogenation experiment is conducted for deheterocyclicity for in the naphtha fraction (90-180 degrees C). The neutralization process is found to greatly accelerate denitrification, multiplying the rate constant 2-5 times at 300 degrees C. In the research and development of application technologies, the ASTM-D4625-86 method is applied to the storage test of crude oils such as naphtha from liquefied Yallourn coal, kerosene, and light oil, and the results are compared with those from natural storage. It is then found that this acceleration test is applicable even to oils from coal liquefaction. In the research and development of novel catalysts, it is found, relative to the 1st-stage hydrogenation catalyst, that an increase in the amount of supported tungsten enhances the activity and life of the catalyst and, relative to the 2nd-stage hydrocracking catalyst, that YD zeolite is effective in prolonging the life of the catalyst.     Pyroelectric conversion systems were surveyed as the techniques for effective utilization of low-temperature waste heat sources. Described herein are the principle of pyroelectric power generation, including pyroelectric phenomenon, origin of pyroelectricity in polymers, and pyroelectric polymers and copolymers; utilization of the pyroelectric phenomenon, including hysteresis of pyroelectric materials, general pyroelectric conversion principle, pyroelectric conversion cycle, analysis of power output by an Olsen cycle, comparison with a steam engine, and power outputting methods; pyroelectric conversion systems, including heat regeneration method, plate type pyroelectric conversion devices using the heat regeneration method, and voltage controlling methods; and pyroelectric conversion outputting, including calculations of power output and loss, conduction-caused loss, pumping loss, and pyroelectric converter efficiency. Other items described herein include conceptual designs of 1 and 100 kW pyroelectric converters for utilization of waste heat, and current status of pyroelectric converter development at CANMET Energy Technology Center.     HFCSMT system has been developed to enhance resolution in CSMT technology. The system covers a frequency band of 1.4kHz-106kHz for transmission, and measurement is performed using 16 frequencies. The transmitter power amplifier operating on a 12V cell is capable of a maximum output of approximately 3A, and the signals can be received at points several 100s of meters away. As for the selection of frequencies, synchronization is ensured for the receiver set no matter what instant the measuring process is commenced, the process being fully automated including the gain control. Phase and amplification values obtained for the electric and magnetic fields are subjected to A/D conversion. The data are stored in the microcomputer memory as apparent resistivity and phase data, and are forwarded to the host computer upon termination of the measuring process. Since both analog processing and digital processing are used, the measurement process is over in approximately 96 seconds. This system is being tested in various fields of technology. 1 fig.

    The suspention of TiO {sub 2} (rutile structure, 99.9%, 300 mesh) photocatalyst in ethanol was irradiated under ultraviolet light in an argon atmosphere at 25 centigrade. Acetaldehyde, methane and hydrogen were detected as products. When the photocatalysis of TiO {sub 2} itself was examined comparing with the result of blank test without using catalyst, the activity of TiO {sub 2} was confirmed only for the formation of acetaldehyde among the products. The yields of acetaldehyde increased with increasing addition of catalyst. The increasing rate of methane yields was rather small and the methane yields were lower than those in the blank tests. The hydrogen yields were almost same as in the blank tests. Acetal was formed in the blank test but was not formed with addition of TiO {sub 2}. It was provided that TiO {sub 2} was an effective catalyst for the formation of acetaldehyde. 6 ref., 5 figs.

    To investigate the energy demand and supply structure in Japan, the international trend of approaches to global warming problems and the mitigation options to global warming in the energy related sectors have been surveyed. For the United Nations Framework Convention on Climate Change, an Ad-hoc Group has discussed relevant topics after the 1st conference of the Parties. Meetings of the Group primarily focused on what objectives to set for the reduction of greenhouse gas (GHG) emissions in and in and after 2000. IPCC completed their Technical Paper in November 1996 in which technologies and measures to reduce GHG emissions and to enhance GHG sinks were analyzed and evaluated in various aspects. This Paper discusses about each sector of institutional buildings sector, transport sector, industrial sector, and energy supply sector. Especially, in the energy supply sector, promising approaches to reduce future emission include more efficient conversion of fossil fuels, switching to low-carbon fossil fuels, decarbonization of flue gas and fuels, CO2 storage, switching to nuclear energy, and switching to renewable sources of energy. 5 refs., 2 figs., 14 tabs.

    The separation and refining technology sub-committee has held two meetings in this fiscal year. The first sub-committee meeting (October 9, 1987) was held for the major agenda of the research and development of the basic studies; as the summary of the achievements in fiscal 1986, the up-grading by fractions and of the total fraction collectively, up-grading of kerosene and light oil fractions, up-grading of medium to heavy fractions; and as the study plans for fiscal 1987, the up-grading of coal liquefied oil, a technology to separate hetero compounds, development of their applications, and the reports and deliberations thereon. The major agenda of the second sub-committee meeting (February 10, 1988) were the interim report on the achievements in research of up-grading the coal liquefied oil in fiscal 1987, the interim reports on research achievements in the technology to separate hetero compounds and development of its applications, and the reports and deliberations thereon. The conventional up-grading sub-committee was dissolved in fiscal 1987 to form a new organization, whereas the 'separation and refining sub-committee' was founded newly. With respect to the up-grading matters, reports were given on the achievements thereon as a result of using a micro reaction device and a bench reaction device as in the past, and on the achievements in the application development.     Nozzles in fuel injectors for direct injection gasoline engines are exposed to high temperature combustion gases and soot. In such a rigorous environment, it is a fear that fuel flow rate changes in injectors by deposit formation on nozzles. Fundamental factors of nozzle deposit formation were investigated through injector bench tests and engine dynamometer tests. Deposit formation processes were observed by SEM through engine dynamometer tests. The investigation results reveal nozzle deposit formation mechanism and how to suppress the deposit. 4 refs., 8 figs., 3 tabs.

    In the paradigm that propelled polymer chemistry, there are involved the establishment of polymer concept, engineering plastics, regulation of higher ordered structure, and precision polymerization. The first two produced the polymer chemistry era in the 20th century. The regulation of higher ordered structure and the precision polymerization are the fundamental technologies supporting the polymer chemistry of the 21st century. The precision polymerization is a technology for regulating the stereospecificity, sequential structure, and molecular weight of polymers by regulating atoms and molecules and is referred to the following important techniques to be concrete. In the precision addition polymerization, stereospecific regulation and purification of active site to give living polymers are required while, in the precision condensation polymerization, regulation of condensation probability process to be secondary Marcov chain is necessary, as is the establishment of non-defect condensation condition avoiding high temperature deterioration and the like. In the biomimetic precision polymerization, key issues are the method of incorporating molecular recognition control and sequential structure control by living organs into an industrial process. If the higher ordered structure can be regulated by the precision polymerization, it is possible to obtain numerous high performance/high functional materials such as superconductors. (NEDO)

    It is thought that iron-based catalysts for coal liquefaction exercise their catalytic activity by forming pyrrhotite (Fe(1-x)S). However, there are still a lot of unknown problems remained concerning the formation and agglomeration behaviors of pyrrhotite. These make a difficulty for improving the activity of iron-based catalysts. In this study, sulfiding behaviors of {alpha}-iron oxyhydroxide ({alpha}-FeOOH) and {gamma}-iron oxyhydroxide ({gamma}-FeOOH) were investigated to reveal the formation and agglomeration behaviors of pyrrhotite. It was found that pyrrhotite was easily converted from ferric oxyhydroxide catalysts having large specific surface areas at the sulfiding temperature below 250{degree}C, and fine crystallites of pyrrhotite were formed at the initial stage of sulfiding. Crystal growth of pyrrhotite at the sulfiding temperature over 350{degree}C depended on the catalyst forms. It was also found that smaller crystallites of pyrrhotite were formed from {gamma}-FeOOH than from {alpha}-FeOOH and amorphous iron oxyhydroxide. 5 refs., 7 figs., 1 tab.

    This paper reports the achievements on research of pyroelectric power generation systems in fiscal 1998. In the research, a small continuous pyroelectric conversion equipment was fabricated and experimented. The experiment using an aluminum foil electrode revealed that the foil melts during discharge opening holes, thus making it impossible to increase net conversion efficiency. The net conversion efficiency was derived in an experiment using foil evaporated with indium instead of the aluminum foil. Indium has inferior electric conductivity to aluminum, but is melting point is as low as 145.6 degrees C. Therefore, if a pyroelectric film had electric fatigue due to use over an extended period of time, indium may be melted to make recovering and reusing pyroelectric copolymer possible. Thus, the indium electrode was found suitable for pyroelectric conversion. Analysis of the experimental data indicated that the final possible net output can be 7.6 W/m{sup 2} if each operation variable considered possible in the future is superimposed on the pyroelectric film. This survey revealed that low-temperature waste heat can be converted to high voltage continually by using the pyroelectric conversion equipment at CANMET Energy Technology Centre. (NEDO)

    For the purpose of studying how the energy supply/demand structure in Japan should be, a report on the secondary IPCC (Intergovernmental Panel on Climate Change) evaluation was analyzed. Possibilities of reducing the world CO2 emissions in association with the energy consumption were studied in the five assumed cases. Every case says that CO2 can be reduced to 1/3 of the 1990 level by 2100. In a case of the use of biomass as main fuel (1), the use of primary energy is suppressed to two times the 1990 level, and photovoltaic/wind/biomass power generation is introduced in a large quantity. Synthetic methanol and hydrogen are used for transportation and commercial/residential use fuels. There are four more assumed cases: the use of nuclear power as a substitute for renewable energy in the power generation in (1), the use of natural gas of 1.5 times that used in (1), the substitution of coal for biomass used in (1), and the assumption that the demand for primary energy in 2100 will be twice that used in (1). In Japan it is assumed that basically the nuclear power generation will be expanded, that the photovoltaic and waste power generation will be introduced in a large quantity, and that synthetic methanol and hydrogen are mainly used as transportation and commercial/residential use fuels. It is necessary, therefore, to analyze conditions under which the quantity introduction of such non-fossil energy is made possible. 11 figs., 31 tabs.

    In order to develop high function catalyst for the ultra clean fuel refining and other purposes, the catalyst was studied in correlation between the function and structure. Hydrogenation power of aromatic ring and hydrogenolysis power of carbon-carbon bonding, which are principal functions of catalyst in the hydrogenation refining, were evaluated with model material. 30 kinds of catalyst were figure shown in classification result of evaluation. As for the mutual operation of molybdenum and carrier, it is necessary for molybdenum sulfide to be highly dispersed on carrier in order to heighten the hydrogenation activity. While the hydrogenolysis activity, as necessitating electrically negative molybdenum type to be formed on carrier, is manifested by the formation of Bronsted acidity point with hydrogen sulfide, adhering thereto. As for the molybdenum sulfide catalyst, mainly hydrogenation activity point, in case that structure, similar to molybdenum disulfide, is dispersed as a single layer on carrier, and hydrogenolysis activity point, in case that it forms a multi-layer structure thereon, are formed in edge part of respective crystal. The lowering in activity under a long time sevre condition, which mainly are carbonic material deposition, matallic adhesion, etc., is also influenced by the structural change in catalyst. 10 refs., 5 figs. 2 tabs.

    Outlines of various energy supply/demand analytical models are surveyed. With environmental problems gathering importance, a number of models are being introduced in which energy supply/demand structures, long-term climate changes, and impacts of policy options on social economy are linked to each other. Some socioeconomic impact models cover a single country and others the whole world. They are various in type, ranging from dynamic optimization models to static balance models. Twenty-four models are chosen, and grouped into two types respectively covering Japan and the whole world from a geographical viewpoint and into three groups in view of their structures. Under an optimization model, such optimization is accomplished as economic growth maximization and energy cost minimization and so forth under given energy supply restrictions. Under a general balance type econometric model, an adjustment process in which capital and labor and production are coordinated across multiple departments is expressly stated. Under a partial balance type econometric model, a demand function for goods is given and optimum behavior such as consumption maximization is indirectly described. (NEDO)

    In order to perform efficient and safe controlled blasting, attaining sufficient detonation from explosive is important. Therefore, a mechanism of detonation in a bore hole was studied. Two detonation phenomenon measuring methods were established: one is a continuous detonation speed measuring method by using a resistance wire probe, and another is a detonation mark observing and evaluating method using aluminum and metallic lead plates. Assuming delay blastings in multiple bore holes used practically, discussions were given on detonation phenomena of explosives under pressurized condition. Under dynamic pressure condition, size of the pressurization and delay time of the detonations affected largely the detonation. Discussions were given on blasting effect and safety according to difference in forward initiation and reverse initiation. The reverse initiation method was verified to have excellent blasting effect, maintain good face conditions, and assure safety against inflammable gases. A precision initiation method was developed, which can control the initiation time of a detonator more precisely. The initiation accuracy is more than 1000 times greater than the ordinary instantaneously detonating electric detonator. The precision control of the initiation time proved to develop greater crack propagation. Vibration and stone scattering were also controlled. This paper also describes application of the method to a rock elastic wave exploration technique. 136 refs., 99 figs., 13 tabs.

    An apparatus is developed to establish a system which allows utilization of hydrogen safely and easily, and its applicability to a hydrogen system for domestic purposes is tested. The system converts solar energy by the photovoltaic cell unit into power, which is used to generate hydrogen by electrolysis of water at the hydrogen generator, stores hydrogen in a metal hydride , and sends stored hydrogen to the burner and fuel cell units. It is found that a hydrogen occluding alloy of LaNi4.8Al0.2 stores hydrogen to approximately 80% when cooled to 20 to 25degC, and releases it to 10% when heated to 40degC. The fuel cell uses a solid polymer as the electrolyte. The hydrogen gas burner is a catalytic combustion burner with a Pt catalyst carried by expanded Ni-Al alloy. The optimum distance between the burner and object to be heated is 22mm. High safety and fabrication simplicity are confirmed for use for domestic purposes.     This evaluation committee report covers the project entitled 'Development of high-function ultrathin film for new oil refining process' which was under way for three years from fiscal 1998 through 2000. The evaluation committee is so designed that researchers outside the organization responsible for the project performs an objective and impartial evaluation of the national project concerned as to its objective, goal, plan, operation, implementation system, rate of progress toward achievement, and the significance of the results achieved. The committee aims to disclose to the taxpayer the actualities of State-run research and development projects by making them transparent to people's eyes, which is one of the duties of the committee, and to elevate the value of the research results by impartially and duly evaluating them. In this report, the outlines of the project and of the obtained research results are introduced in Chapter 1, and then the details of the evaluation of the project are described in Chapter 2. It is stated that the organic/inorganic laminate membrane fabrication technology utilizing low temperature TiO{sub 2} film formation is evaluated high. It is also stated that the effect of the analysis and evaluation technology is expected to spread and find its use in various industrial fields. (NEDO)

    This paper reports discussions on subsurface structure of the Kobe area by means of microgravity survey. A Bouguer anomaly distribution graph was obtained (which is close to a near straight line) by measuring the gravity at measurement points with an interval of about 25 m along a traverse line (with a total length of about 1.7 km) in an approximately NNW-SSE direction crossing the downtown of the city of Kobe. Viewing the residuals to a straight line linking the values at both ends of the traverse line revealed that the gradient in the Bouguer anomaly distribution changes as if it is bent at a point near the center of the traverse line as a boundary. Deriving the residuals from fine changes seen in a distribution graph for the residuals made clear that this residual distribution has two discontinuous points. The paper indicates that the bending point in the former case corresponds to a reverse fault in a base bed of a flat land as compared with the result of model calculation on the base structure and gravity distribution. The discontinuous points in the latter case agree with positions of fault distribution derived by a reflection elastic wave survey. 6 refs., 4 figs.

    The liquefaction reaction system of an NEDOL process coal liquefaction 1t/d PSU was opened and checked to investigate the cause of the rise of differential pressure between liquefaction reactors of the PSU. The liquefaction test at a coal concentration of 50 wt% using Tanito Harum coal was conducted, and it was found that the differential pressure between reactors was on the increase. By the two-phase flow pressure loss method, deposition thickness of deposit in pipelines was estimated at 4.4mm at the time of end operation, which agreed with a measuring value obtained from a {gamma} ray. The rise of differential pressure was caused by deposit formation in pipelines connecting reactors. The main component of the deposit is calcite (CaCO3 60-70%) and is the same as the usual one. It is also the same type as the deposit on the reactor wall. Ca in coal ash is concerned with this. To withdraw solid matters deposited in the reactor, there are installed pipelines for the withdrawal at the reactor bottom. The solid matters are regularly purged by reverse gas for prevention of clogging. As the frequency of purge increases, the deposit at the reactor bottom decreases, but the deposit attaches strongly to pipelines connecting reactors. It is presumed that this deposit is what Ca to be discharged out of the system as a form of deposition solid matter naturally in the Ca balance precipitated as calcite in the pipeline connecting the reactor. 3 refs., 5 figs., 4 tabs.

    Chlorination of drinking water is an inevitable process for the purification of drinking water. It has been made clear that injected free chlorine reacts with organic matter in water to produce chlorinated by-products. Many of those compounds are toxic, and studies have been made on the international water quality standard. Water quality standard has been revised also in Japan. The sources of organic matter which is the cause for production of chlorinated by-products vary according to the kinds and conditions of the water source for drinking water. Removal of precursors in the original water, removal of by-products, and change in the disinfection system with alternate disinfectant for chlorine are among the measures for decreasing chlorinated by-products at water purification plants, but the first one is employed as the basis method. It is expected that more severe regulation may be imposed on the quality of the water source for drinking water, and more strict oxidation and disinfection systems is inevitable for water management based on the new water quality standard. 10 refs., 5 figs., 2 tabs.

    Research and development has been made on technologies to reduce sulfur content in light oil and on optimization of light oil quality. This paper summarizes the achievements in fiscal 2000. In the study of enhancing the desulfurization rate in gas oil deep hydrodesulfurization process, it was found that NiHY zeolite having Ni introduced by using the ion exchange method shows stable activity, whereas the target of sulfur content of 50 ppm or lower was achieved by adding the third constituent and by optimizing the impregnation solution to pH3. In the study of the Ni, Mo/alumina catalyst, the desulfurization activity was enhanced by optimization of carrier pore size to 120 to 140 angstroms and by addition of phosphorus and silica, having the target of sulfur content of 50 ppm or lower achieved. In the research of manufacturing low-sulfur light oil using heavy oil desulfurization and hydrocracking, optimization was performed on the catalyst used in the latter stage of heavy oil desulfurization, and evaluation was given on the performance in combination of commercially available hydrometallation catalyst/middle part HDS catalyst/bottom part HDS catalyst. As a result, achievement of the target of sulfur content in the desulfurized light oil of 300 ppm or lower was verified. Life evaluation test is in continuation on the heavy oil hydrocracking catalyst. (NEDO)

    Fourier seismology capable of determining quantities related to elastic wave velocity dispersibility and non-elastic damping is under development, and studies are under way for the development of a sub-surface probing technology utilizing this seismology. It is deemed that the above-said quantities are related to the occurrence of earthquakes, behavior of sub-surface water, and migration of magma. In this method, precisely controlled sinusoidal waves are radiated and the received spectral data is subjected to cepstrum analysis, advantageous over other methods in that it achieves a high S/N ratio in a non-destructive way, facilitates deep structure analysis, and capable of monitoring changes with the elapse of time in such a structure. A newly-developed high-mobility transportable quake generator is described, which covers a wider frequency range and aims at the short-distance exploration of sub-surface conditions. Important components of the quake generator include an eccentric mass bearing capable of dealing with high-speed rotation enabling high frequency oscillation, variable mechanism for the primary moment of inertia, exciter and ground surface coupler allowing operations on a soft ground, and torque cancelling mechanism for the excitation of SH waves only. 3 figs.

    Detailed surveys were performed on Britain, Germany and Spain being the major coal producing countries in Europe with regard to a general view on the status of energy demand and supply, the status of demand and supply of coal, business institutions, and related policies in each country. The status of demand and supply of coal, and related policies in the three countries may be summarized as follows: In Britain, the ratio of coal accounted for in the primary energy supply is 18.0% in 1998, and the coal production amounted to 35.5 mill.TCE/year; closure of underground mining coal mines is discussed recently; the congress is deliberating re-introduction of the subsidy system which had been once discontinued; in Germany, the ratio of coals accounted for in the primary energy supply in 1997 was 14% in bituminous coal and 11% in brown coal; the quantities of production of bituminous coal and brown coal in 1998 were 41.8 and 50.6 mill.TCE/year, respectively; the number of mines has decreased because of the unification; the subsidy policy is in continuation; in Spain, the ratio of coal accounted for in the primary energy supply was 13.5% in 1997 and the quantity of coal production in 1998 was 12.5 mill.TCE/year; unification of coal operators has not been advanced as far as in Germany; and the subsidy is provided as in Germany.     This paper reports the achievements in fiscal 2000 in development of a technology to evaluate reliability of petroleum refining facilities. The development efforts were made mainly on analyses by simulation and neural net (NN) that utilize computers. In the high-temperature system facilities, the creep damage generation is governed by different factors including impurities. The evaluation on joint life requires simultaneous use of low temperature zone long-time test. Verification was made on application of non-destructive inspection, such as use of ultrasonic waves in the accelerated creep zone. Defect detecting capability was identified when an ultrasonic wave flaw detection model is used for buried piping. In the pulse eddy current flaw detection, a coil most superb in totality was selected by means of simulation, by which corrosion and wall thickness of piping and devices were detected from outside the sheathing materials. Development was made on a technology to diagnose and evaluate corrosion of tank in operation by using the AE method. The remaining life of transformers is determined by how seriously the coil insulating paper has been deteriorated, and furfural in the oil was found effective for the parameters. Particularly, application of the NN was revealed to be effective in estimating electric motor deterioration. A high-temperature sulfide corrosion rate estimating model was developed from the operation and measurement data of the facilities by applying the NN and TCBM. (NEDO)

    This paper is a research report concerning the water and soil maintenance and the technical advance of disaster preventing function of forests. As for the water maintenance control to clarify the water maintenance function of forests and to advance retaining and increasing technique, amount of precipitation on valleys and ridges, amount of evapotranspiration in a summer rainy season, underground water in woodlands and water circulating characteristics in montane zones were studied. The amount of evapotranspiration and the crown interception in water drainage area in Tsukuba forest of Japan were surveyed. A formula to estimate the flow rate was derived by surveying the change of flow rate through cutting forests at a riverhead in a heavy snow area and by analyzing data at 29 drainage areas. As for the clarification of the occurring mechanism of a soil disaster and the development of forest conservation technique, a simulation of boulder flow flood at a practical damaged district was carried out and it could be estimated by a tank model that the water level at a collector well fallen down in a landslide area. As for the survey of disaster preventing function of forests and the improvement of disaster preventing means, if damaged trees in frozen damage and discoloration area are pruned, the discoloration becomes very slight. The arborescent trees were selected from the standing tree density or forest physiognomy for the frequent land of full-depth avalanche. Japanese beeches, maples, oaks and Magnolia hypoleuca are suitable for a heavy snowarea. 1 tab.

    We measure the distribution of activation locus of brain cortex area and its time-sequence against various kinds of stimulus by using the fMRI that can visualize directly brain activities. Next, we try to make a simulation model of the information processing system of brain, and aim at establishment of new evaluation index for environment-human interface based objectively or quantitatively on brain activity data. we challenged to examining quantitatively brain activities by using functional MRI instrumentation technique. We made a effort to acquire functional MRI technique by repetition of pilot studies, and were successful in visualization of visual cortex (primary sensory area). In the latter period, sensory areas whose function had not been studied sufficiently and higher functional areas of brain which related to memory, attention and emotion were studied. The identification of action locus of gustatory area was tried using functional MRI studies. In studies about the ability of spatial attention, experiments elucidating locus participating in space perception and attention and its function were advanced. It was suggested that activation locus of brain was different between a color-form matched stimulus and a mismatched stimulus. The MRI measurement added the information of musculoskeletal system to the current analysis of human body configuration and gesture character, and a more detailed analysis of human body became possible. This is, an useful analysis was suggested by a plan of shoes pattern. (NEDO)

    The technologies are developed for efficiently, economically improving quality of automobile fuels by, e.g., abatement of environmental pollutants present in the oil products. For improvement of hydrodesulfurization rate of gas oil deep hydrodesulfurization process, the catalyst components high in isomerization ability of the hard-to-desulfurize compounds are investigated, and effectiveness of zeolite is confirmed. For production of low-sulfur gas oil by hydrodesulfurization and hydrocracking of heavy oil, the catalyst with small pores is preferable for desulfurization of gas oil as the co-product of the treatment of heavy oil in the presence of catalyst for heavy oil desulfurization. For hydrocracking, the catalysts are prepared, on a trial basis, for achieving the target gas oil sulfur content of 10ppm or less by optimizing the zeolite and matrix properties. For suitability of gas oil qualities, it is found that the hydrogenation step is the rate-determining step among the reaction routes involved in the hydrogenation of difficult-to-desulfurize compounds. The data of low-sulfur gas oil qualities in Europe are collected. (NEDO)

    An ultrafine iron particle preparing process was developed, which wses gaseous phase pyrolysis in magnetic field of iron pentacarbonyl, Fe(CO){sub 5}, based on the fact that Fe(CO){sub 5} has peculiar characters that its boiling point is as low as 103{degree}C, and starts decomposing in a low temperature zone of 100{degree}C or lower. Vaporizing and introducing into a reactor an fe(CO){sub 5}, andPyrolyzing it at 200-600{degree}C while being diluted with nitrogen and applied with a magnetic field produced uitrafine iron particles of a necklace-like chain comprisinh primary particles having diameter of 15 to 25 nm with 10 to 40 of them linked in a straight chain. It was found that the specific surface area is 30-50 m{sup 2}/g, with the diameter converted from the specific surface area being relatively close to the average diameter obtained from TEM photograph, and that the particle has few pores. Magnetically the iron powder has a coercivity of 123-131 KA/m and a specific saturation magnetization of 120-140 Am{sup 2}/kg, and is expected to be applied as a high density magnetic recording medium. 5 refs.,8 figs., 3 tabs.

    The development of new seismic sounding system based on the new concept of ACROSS (Accurately Controlled Routine-Operated Signal System) are aimed. The system includes not only new seismic sources but also the analyzing software specialize for the monitoring of the change in subsurface velocity structure, especially in the area of fluid resources. Powerful sources with good portability are strongly required for the practical data acquisition. Portable ACROSS sources (HIT) are developed. The system is mainly used to obtain the high resolution structure with relatively short penetration distance. The principal specifications are as follows: (1) 100Hz in maximum. (2) Linearly oscillating single force. This is generated by the combined two rotator moving opposite directions. (3) Variable force with little work. (4) Very simple source-ground coupler just put even on the soft ground. The system was operated at Yamagawa geothermal plant for two months. The result of the experiments are: (1) We confirmed the stability of the source over wide frequency range up to 100Hz. (2) We confirmed that amplitude and phase of ACROSS signal can be obtained very precisely. (3) Very small change of signal which arise from subsurface velocity change are detected. This indicates that the system can detect the slight velocity change due to variation of subsurface fluid system. (NEDO)

    A new separation and purification method for lactic acid from fermentation broth is proposed by which poly-lactic acid produced from unpurified lactic acid is catalytically depolymerized into lactide fractions then further purified into lactide. In the present study, thermal depolymerization catalysts were investigated for commercial use. Iron catalysts, especially metallic iron, and ferrous oxide and lactate, were found to provide almost the same catalytic activity and lactide composition in depolymerization products and those in tin octoate and antimony oxide catalysts. Ferrous oxide was also applied to depolymerize poly-lactic acid derived form unpurified lactic acid to compare catalytic activity and lactide composition and was confirmed to show results similar to those of pure polymer. Based on these findings, it is concluded that iron catalysts can be used commercially. Furthermore, catalytic depolymerization of poly-lactic acids with different molecular weights were studied. Polymers with Mw 5,000-10,000 were found to be better for production of lactide, based on the behavior of depolymerization and lactide content in the product. 5 refs., 9 figs., 1 tab.

    Efforts are made to develop a welding design support system capable of increasing reliability and enhancing welding efficiency. Activities are conducted in the six fields of (1) the development of welding process simulation models, (2) development of welded section structure simulation models, (3) development of simulation models for predicting welding caused deformation, (4) integration of the models, (5) analysis of the welding phenomenon, and (6) the elucidation of the defect generation mechanism. In field (1), efforts are made to develop an arc plasma model, a molten pool convective heat transportation model, and a welding process model. In the effort to develop an arc plasma model, studies are made about a stationary axisymmetric arc in its steady state and about a constitutive equation and computation algorithm for developing a model in which a tungsten electrode (cathode) and an arc plasma welding pool (anode) are integrated. Furthermore, the simulation outcomes are experimentally verified. Satisfactory models are obtained as far as qualitative properties are concerned. (NEDO)

    The following were selected as themes necessary and important for the safety of the forthcoming hydrogen energy system, based on the fiscal 1974 document survey result, and the fiscal 1975 research results. First as for low- temperature storage of hydrogen, since safe discharge of hydrogen gas generated in a storage tank is important, gas motor discharging usually used for such transport tanks as tank lorry, and burn bond discharging suitable for discharge of a large amount of hydrogen were selected as test items. Next as for storage and transport of low-temperature hydrogen such as liquid hydrogen, a low-temperature control valve to control the amount of liquid hydrogen for transport was selected as a test item. Under the assumption of the model tests on the above 3 items in fiscal 1976, various studies and trial designs were made on concrete test equipment.     At present, in oil refineries in Japan, the term of the continued operation in oil refining facilities is shorter than that in Europe and America because of the regulation on the open inspection period for boilers and hazardous material storage tanks. As a result, the refining cost is comparatively higher than in Europe and America due to the increase in inspection/repair cost and decrease in operational rate. Therefore, it is becoming important to effectively supply petroleum products by keeping stability in oil refining facilities of the whole Japan and prolonging the term of the continued operation of oil refining facilities, etc. In this R and D, the technical development is conducted which is needed for the long-term continued operation of oil refining facilities. The items for the R and D are as follows: assessment technology of reliability of oil refining high temperature system facilities, assessment technology of reliability of piping/storage facilities in oil refinery, assessment technology of reliability of oil refining power system facilities, technology of management support system in oil refining facilities. In this fiscal year, technical survey, data collection, and construction of the basic concept of developmental technology were mostly conducted. Also conducted were trial manufacture of various probes for non-fracture inspection use, oscillators, etc., and basic design of inspection equipment and trial manufacture of a part of them.     This research project was designed to develop the advanced measurement system for higher mental activities. Specifically, the following five issues were investigated: 1) the measurements of the mental activity on situations with ecological validity. 2) the construction of systematized measurement systems. 3) the development for integrated multiple measurement indices. 4) the development for comprehensive algorithm models. 5) the revision of concept for measurement of the mental activity.     Phase 1 survey in fiscal 1996 was conducted based on `Agreement on the comprehensive survey of a coal transportation system in South Sumatra` concluded between NEDO and the Ministry of Mine and Energy in Indonesia. In the survey, conducted were collection of data on coal fields and site surveys, collection of data on inland transportation and site surveys, collection of data on harbors and site surveys, and worked out were a simplified database and a coal transportation plan by optimization of the coal chain system. The area for survey is the periphery of the Musi River of South Sumatra. The results of the simulation by LP models were as follows: When the coal of Bukit Asam coal mine is $25/t in price, only coal of 5500Kcal/kg is profitable, and when $27/t in price, coal of 4500Kcal/kg also becomes profitable. This shows that if the coal is of good quality, it can pay arriving at Suralaya, independent of the distance of transportation. 47 figs., 63 tabs.

    In fiscal 1975, research was made on (1) some problems and their solutions for practical hydrogen purification storage transport (HPST) systems, and (2) analysis and optimization of HPST systems. The material-energy flow diagram and rough hydrogen system relevance tree were prepared, and the position of HPST system in hydrogen systems was considered together with use of liquid hydrogen. In (1), the current technologies and problems were arranged for every component of purification system, storage system, transport and distribution system, and metal hydride. Study was also made on some problems and solutions for their R and D. In (2), study was made on the basic model of HPST, and the compatibility with a total energy system. Overseas and Industrial Research Institute (IRI)'s trial calculation results were arranged for HPST cost data as input data for trial calculation of optimization. As for a safety and reliability, study was made on the target, system and main R and D fields for the safety management of HPST system, referring to the concept of safety managements in nuclear power generation and LNG system.     The purpose of this study is to develop a high-rate and clean chemical vapor deposition (CVD) process as a breakthrough technique to overcome the problems that particles generated in the gas phase during CVD process for preparation of functional thin films cause reduced product yield and deterioration of the films. In the CVD process proposed here, reactant gas and generated particles are electrically charged to control the motion of them with an electric field. In this study, gas-phase nucleation phenomena are evaluated both theoretically and experimentally. A high-rate, ionized CVD method is first developed, in which reactant gas and generated particles are charged with negative ions generated from a radioisotope source and the UV/photoelectron method, and the motion of the charged gas and particles is controlled with an electric field. Charging and transport processes of fine particles are then investigated experimentally and theoretically to develop a clean CVD method in which generated particles are removed with the electric forces. As a result, quantitative evaluation of the charging and transport process was made possible. We also developed devices for measuring the size distribution and concentration of fine particles in low pressure gas such as those found in plasma CVD processes. In addition, numerical simulation and experiments in this study for a TEOS/O{sub 3} CVD process to prepare thin films could determine reaction rates which have not been known so far and give information on selecting good operation conditions for the process.     On BTX production process from low-temperature tar obtained by pyrolysis of coal, the effect of exchanged metallic species and reaction temperature were studied using metallic ion-exchanged Y-zeolite as catalyst. In experiment, three kinds of coals with different produced tar structures such as Taiheiyo and PSOC-830 sub-bituminous coals and Loy Yang brown coal were used. Y-zeolite ion-exchanged with metal chloride aqueous solution was used as catalyst. Zn{sup 2+}, Ni{sup 2+} and In{sup 3+} were used as metal ions to be exchanged. The experiment was conducted by heating a pyrolysis section up to 600{degree}C for one hour after preheating a contact reforming section up to a certain proper temperature. As a result, the Ni system catalyst was effective for BTX production from aromatic-abundant tar, while the Zn system one from lower aromatic tar. In general, relatively high yields of toluene and xylene were obtained at lower temperature, while those of benzene at higher temperature. 4 figs., 1 tab.

    An investigational study was conducted of a project for energy conservation and greenhouse effect gas reduction by introducing the steam injection gas turbine generator to production facilities of the Siam Cement Industry Corporation (SCI) in Thailand. In the project, studies were made on the following: no purchases of electric power by introduction of the steam injection gas turbine generator; additional heating by gas turbine exhaust gas by introduction of the kiln combustion air heater; remodeling of the preheater of raw materials, and the partial calcination before kiln sintering by introduction of the calcination furnace. As a result of the study, the energy conservation amount was 1,200 toe/y, and the greenhouse effect gas reduction amount was approximately 8,000 t-CO2/y, which led to the reserve power for increased production of clinker by about 18%. The size of investment was 314.5 million Baht in total. As to the evaluation of economical efficiency of the investment, the actual period of ROI was a little less than 5 years, and the internal earning rate was 17.7%, which substantially met with SCI's standards for equipment investment. However, there are problems on the gas supply infrastructure, recovery of the white cement demand, etc. (NEDO)

    The project is a joint effort of Japan and the Philippines to develop a thermolysis/gasification system, in which woodwaste now remaining unexploited in the Philippines is subjected to thermolysis/gasification and the resulting gas is used in a gas engine for the generation of electric power, in a 5-year period beginning in fiscal 1990. In this fiscal year, element technology verification tests are conducted, components of a demonstration plant are manufactured, and procurement is made as required, which completes all the tasks allotted to this fiscal year. All the constituents of the said demonstration plant fabricated or procured since fiscal 1991 are packed up and forwarded to Industrial Technology Development Institute (ITDI) of the Philippines, and engineering guidance is extended and test operations are carried out at the site of plant installation. In line with the said endeavors, on-site investigations are performed and researches are conducted together with ITDI scientists concerning the construction work and element technology confirmation. On the other hand, the Philippine side performs the second phase of civil engineering and construction carried over from the first phase. The demonstration plant is completed, adjustment and test operations are carried out, which means that the project is in progress as initially scheduled. (NEDO)

    The paper summarized the results of Phase 1 and Phase 2 surveys conducted based on `Agreement on the comprehensive survey of a coal transportation system in South Sumatra` concluded between NEDO and the Ministry of Mine and Energy in Indonesia. In addition to the data collection and site surveys made in Phase 1, conducted in Phase 2 were determination of sites for harbors, determination of a scenario on coal transportation from coal mines to harbors, optimization of the coal transportation system, social/economic assessment, and proposal on the optimum transportation system. The results of the simulation were as follows: It is the most advantageous to transport coal from coal deposit area to harbor by rail and from harbor to Paiton by barge weighed over 10,000 tons. Tanjung Api Api is the most advantageous as harbor. The production scale which is profitable became more than 15 million tons. The present coal price of PTBA is $25/t arriving Suralaya.     This paper discusses low-temperature storage of hydrogen, and safety in the refining stage thereof. Discussions were given on a device to discharge safely hydrogen evaporated from a liquefied hydrogen storing tank rolly. A testing equipment of a 1/10 size of a full size equipment was fabricated on a trial basis. The equipment was used to test discharging a gaseous mixture containing hydrogen at concentration of about 2%, while air is being supplied from a blower directly connected to a gas motor (rotating on gas pressure) with treatment rate of 15 Nm{sup 3}/h. In order to keep the hydrogen concentration below the lower explosion limit of 4%, uniformity in the spatial distribution of the concentration is important. Full consideration should be given thereto in future designing works. With a cryogenic adsorption refining device for hydrogen, oxygen content is adsorbed, and hydrogen is refined. During regeneration of the adsorption device, oxygen is discharged. Experiments on regeneration methods were performed for comparing and discussing oxygen discharge behavior by using three systems: nitrogen purge, hydrogen purge, and temperature raising. Cases were found in which oxygen concentration in the exhaust gas exceeds the lower explosion limit of 4%. There is a number of important assignments to assure safety, including specific measures to prevent the above excess, reciprocal influence of multiple impurities, and removal of ignition sources.     Safety technology is necessary and indispensable for future materialization of a hydrogen energy system. The survey was made from a viewpoint of safety technology in refining hydrogen at low temperature and in storing it in a low temperature liquid state. Japan has so far had no experiences for the handling and consumption of liquid hydrogen except the partial use at laboratory. Accordingly, collected here was literature on the storage, transportation, handling, low temperature refining of the liquid, etc. The present state of technology in Japan and abroad was grasped and items in the safety relation were picked up. As to the existing literature on the hydrogen relation, there is much literature on the U.S. NASA project, and there is also much on practical business details such as the handling of a large quantity of liquid. Therefore, from each literature mostly on the above, the literature on the liquid storage, transportation use storage tank and refining method was reviewed and arranged, and at the same time, the items were picked up of the safe disposal method, disaster prevention relation, and measuring relation.     With an objective of promotion of geothermal development in the Otaki area in Nagano Prefecture, precision structural test well drilling and investigation works have been carried out, and the result thereof reported. The investigated area is an inclined land with an area of 70 km{sup 2} at altitudes of 1,000 to 2,000 m in the southern foot of the Mitake volcano having Otaki River as the southern border. The investigation has performed during the period from March 2 to September 30, 1987 the drilling of the N61-OT-5 test well hole (depth of 502.0 m), temperature logging, temperature restoration test, water injection test, and core test. The result of the investigation may be summarized as follows: existence of the stratigraphic succession as predicted by ground surface investigation, and existence of the Mesozoic and Palaeozoic strata of the Mino belt were verified; the Mesozoic and Palaeozoic strata of the Mino belt being the base bed have only small cracks, and very little alteration can be identified; X-ray diffraction of powder from test drilled cores recognized very little minerals altered by hot water; and the temperature logging and temperature restoration test identified no temperature indication that clearly indicates existence of heat sources. As a conclusion, there is no alteration due to hot water down to 500 m below the surface in the vicinity of the investigation well, and the possibility of a geothermal reservoir to exist is extremely low.     In relation to coal liquefaction reaction, the effect of the coexistence of transferable hydrogen (TH) from process solvent on reduction of radical concentration and the effect of pre-heat treatment on average structure of coals were studied. In experiment, change in radical concentration with temperature rise was measured using the system composed of Yallourn coal and process solvent. The results are as follows. Process solvent with a wide boiling point range of 180-420{degree}C is effective in suppressing an increase in radical concentration even at higher temperature. The effect of hydrogen-donating solvent increases with TH. It was also suggested that high-boiling point constituents in solvent stabilize radicals even over 400{degree}C by vapor phase hydrogenation. The experimental results of pre-heat treatment are as follows. Although the conversion improvement effect of TH is equivalent to that of the model solvent, TH tends to produce soluble products with smaller ring numbers. It was thus suggested that pre-heat treatment in process solvent is effective to inhibit retrogressive reactions. 6 refs., 5 figs., 1 tab.

    This paper discusses how to promote international lateral work sharing and how to strengthen infrastructures in the petroleum industry, as a problem prevailing over the petroleum refining facilities in Japan. Excess distillation facilities have been applied with the disposition policy. However, in view of the supply and demand situation in petroleum products for medium to long term span in the world with the pan-Pacific region as the main concern, that applicable to Japan, and that experienced during the Persian Gulf crisis, the excess facility disposition policy was revised, particularly on white kerosene, of which supply and demand tightness is concerned about, so that production capacities may be increased as required. Japan, a large presence in the international economics, is required to work more positively on petroleum refining facilities located in the oil producing countries and intermediate locations to promote the international lateral work sharing. On the one hand, in order to strengthen the infrastructures in the Japanese petroleum industry, it is necessary to promote rationalization and use at higher efficiency of the oil supply system, and convergence of the the petroleum industry, including joint investments for projects exceeding capabilities of individual enterprises. 3 tabs.

    The paper described the present situation of the waste treatment system for the environmental engineering and the problems. The final waste treatment plants are in the tighter and tighter condition, and therefore the waste treatment system ought to be changed to a system in which importance is placed on the size reduction, weight reduction, and recycle. Accordingly, the waste treatment system becomes more characterized as a resource feedback process, and should be given more credit as a system for production of secondary resource. The problem is arrangement of conditions of technology, cost and legislation system for smoothing such recycling flow. Of course, it is natural that the most important subject of the system is to secure the environmental preservation by the waste treatment. As future subjects, needed are understanding of the waste treatment as a resource reproductive system, relation with other industries, and review of the legislation system.     As a result of search for systems which have aggregate structures, the displacement reaction products of Ti with CoO or NiO are found to have aggregate structures in which the produced oxides and metals are entangled with each other. The displacement reaction of Ti with CoO or NiO is investigated at the temperature of 1273K. In the reaction of either couple, aggregate products are produced, and reacted layer is observed in the TiO2 matrix wherein Co or Ni phases are three dimensionally entangled in finely dispersed state of micron order. 2 layers of cavitated and dense TiO2 layers are found in the reacted layer. The thicknesses of the reacted layer are not constant according to locations, but thick portions are grown obeying the parabolic rate law. As a result of the study on the possibility of fabricating cermet by the reaction between powders, finely mixed characteristic structures are found to be easily obtained using systems which can produce aggregate structures. 24 refs., 9 figs.

    It is urgently necessary for the Philippines, which has no promising energy source to replace imported oil and lacks hard currencies, to reduce dependence on oil. The country, consisting of a number of islands, has faced many difficulties in construction of large-scale power transmission grids covering wide areas, which greatly retard development of local industries and dissemination of electricity. Therefore, great expectations have been placed on the techniques this project plans to develop for utilization of wastes as the energy source. This 5-year project (FY 1990 to 1994) is aimed at joint research and development of (thermal decomposition/gasification and power generation system) for transforming large quantities of wood-wastes/agri-wastes left unutilized into electric power, in which thermal decomposition/gasification of the wastes is combined with gas engine/power generator systems, and thereby to establish the systems suitable for the developing country.     This 5-year joint project (FY 1990 to 1994) by Japan and the Philippines is aimed at joint research and development of (thermal decomposition/gasification and power generation system) for transforming large quantities of wood-wastes/agri-wastes left unutilized in the Philippines into electric power, in which thermal decomposition/gasification of the wastes is combined with a gas engine system. The field tests of the demonstration plant successfully produce power of 100 kW by burning only the low-calorie gas with a heating value near critical level for self-sustained combustion, obtained by gasification of sawdust by the fluidized gasifier and refined, attaining the object of the project. It is confirmed that a 200 to 300 kW class commercial plant can be designed and constructed basically by scaling up the 100 kW demonstration plant. The other data obtained by the field tests include those for improved operability and maintainability, gas purification, and reducing sizes of the facilities, including utility facilities. (NEDO)

    For the above-said purposes, studies were conducted involving the construction of a database on supercooling and nucleation and on alloy species and functionality. Composition, concentration, supercooling method, container, atmosphere, maximum degree of supercooling, cooling rate, and the contents of the study to be made were investigated in the study of items for databasing. Also, in an experiment dealing with alloy species remaining to be exploited, the coagulation of drop size GaSb alloy was investigated. In the study of the formation of a quasi-stable phase in functional alloy, it was demonstrated that a nonequilibrium or quasi-stable phase might be quantitatively formed by use of a containerless process. In the study of texture control, texture fining by causing flowability was particularly investigated, and it was suggested that not only nucleation but also growth to follow should be properly controlled for the fining of coagulated texture. In the study of simulation of texture prediction, construction of a database on practical alloy nucleation frequency and stochastic simulation of coagulated texture to be built on this database were taken up.     The results of studies conducted in the 3-year period beginning in fiscal 1974 are collected in this report. Dealt with in Chapter 1 are hydrogen production systems that constitute the stages before and after a hydrogen refining/transporting/storing subsystem, the future outlook of a hydrogen supply system with consideration bestowed on its connection with hydrogen-using systems, and how subsystems involving transportation and storage should be in such a hydrogen supply system. In Chapter 2, for the purpose of helping the construction in the future of a total energy system for hydrogen, the flows of energy and substances in Japan based on the records of fiscal 1974 and charts of the actualities of hydrogen utilization are shown. In Chapter 3, tentative designs of hydrogen supply systems are taken up for assessment. In Chapter 5, subsystems for a hydrogen supply system including topological patterns are tentatively designed. In Chapter 6, the transportation and storage of hydrogen are quantitatively evaluated, and assessment is conducted about investment for the embodiment of a topological model, selection of a profitable system, and environmental safety. Reference is also made in this chapter to research and development policies under which a hydrogen system to be the target is manifestly defined, where the aim of such research and development is declared and the need of its achievement is emphasized.     In view of the prospective demand for coal in China and of the current state of transportation, a development plan is formulated for Tangkou Mining Area (of model mines) for the purpose of realizing efficient exploitation of coal. The infrastructures for coal transportation are complete in this area, and delivery of coal is easy from this area to the coal demanding regions. Although coal seams are quite deep in the ground, the important ones contain rich reserves. Exploitation is carried out under a vertical shaft scheme, in which pits extend horizontally at the level of 950m below the sea surface. As for production, an annual yield of 3-million ton is predicted thanks to two compositely mechanized coal faces. Coal is won by the monolayer side hole method in the case of seams not thicker than 4.0m, and by the caved stope method in the case not thinner than 4.0m. Employed for the mines are 1077 people. Operation days are 300, efficiency 15t/man/shift. The annual sale in total is expected to be worth 759-million 534.6-thousand yuan. To be required for the construction will be 1.2-billion yuan for mines and 0.2-billion yuan for coal dressing facilities, or 1.4-billion yuan in all, and the figures indicate that the plan is economically promising. 43 figs., 119 tabs.

    O/W (oil in water) emulsion is produced by micro-channel emulsification method, and the effects of surfactant concentration on the pressures at which droplet generation starts and stops are evaluated in connection with the water phase and oil phase interfacial tension. In addition, the effects of surfactant concentration and operational pressure on the droplet size are investigated by measuring the generated droplet distribution, mean droplet size, standard deviation, geometrical standard deviation, and the possibility of producing mono-dispersion emulsion whose droplet size is large than 10 micron. The breakthrough pressure and the minimum pressure for droplet generation become low with the increase of SDS (sodium lauryl sulfate) concentration. The surfactant concentration, however, is found to have no effect on the breakthrough pressure and the minimum pressure for droplet generation when the SDS concentration exceeds the critical micelle concentration. It is true also for a system added with NaCl. As regards droplet size, uniform 20{mu}m droplet is obtained irrespective of the surfactant concentration and pressure. 13 refs., 10 figs., 2 tabs.

    Operating a 50 t/d fixed bed pilot plant, hydroprocessing of de-ashed coal liquid bottoms (DAO) derived from Victorial Brown coal liquefaction has been carried out in Australia using a newly developed Ca-Ni-Mo/Al {sub 2} O {sub 3} catalyst. This catalyst has a great advantage compared with conventional molybdenum catalysts in that there is less coke formation using this catalyst as indicated by 5,000 h runs in a 0.1 t/d bench scale plant. In this paper, the catalyst active center and the role of Ca in the Ca-Ni-Mo/Al {sub 2} O {sub 3} catalyst were analyzed using Raman, TPS-XPS, EXAFS and AES methods. Molybdenum is loaded as CaMoO {sub 4} and X-ray diffraction data. But the oxide is changed to MoS {sub 2} after sulfiding treatment. Data of the Mo-S bond obtained from EXAFS analysis indicated that MoS {sub 2} has a tendency to pile up on the Ca-Ni-Mo/Al {sub 2} O {sub 3} catalyst. 20 refs., 12 figs., 5 tabs.

    It is intended to develop a human cooperating and coexisting robot system that can move around freely during operation and shutdown of a oil refining plant to perform different works. This paper describes the achievements in fiscal 2000. With regard to the navigation and maintenance work functions, design was made on the robot induction system and its conception to perform the works after the robot has reached a place of the work. The specifications required for the robot supporting agent were made clear, and the constituting modules were designed to exchange information with the robot. Specifications were compiled for a portable remote operation device intended of operating different vehicles. Investigations were carried out on such protection technologies as interference check and shock absorbing materials to protect the robot platform. A method was developed to acquire posture and motion patterns of a human demonstrator, using only the upper half of the body, from the images captured by a head-mounted camera. Discussions were given on the specifications, systems and image processing algorithms required for vision-navigated autonomous walking, whose practicability was verified. Autonomous walking by means of map-based guidance, and hand operating technologies were also discussed. (NEDO)

    As to empty fruit bunches (EFB) which are wasted at the Lahad Datu plant of Felda Vegetable Oil Products Co. in Malaysia, a project was studied for energy substitution and greenhouse effect gas reduction by fluidized bed cogeneration facilities using this as fuel. In the project, studied was the introduction of on-site cogenerator of 7,800kW in generating-end output, and that of IPP cogenerator of 16,000kW as reference. As a result of the study, the energy substitution amount in toe in 20 years was approximately 376 k tons in case of on-site power generation/fluidized bed boiler and approximately 695 k tons in case of IPP and fluidized bed boiler. The amount of greenhouse effect gas emission in toe in 20 years was approximately 5,757 k tons and 11,654 k tons, respectively. Concerning the profitability, the internal earning rate was 3.32-8.47% in case of on-site power generation/fluidized bed boiler and 9.13-14.65% in case of IPP/fluidized bed boiler.     In order to heighten the grade by the present mobile wireless telegraphy system, through the experimentation and research on both data transmission and error correction methods, both data and facsimile transmission were confirmed to be possible together with the following result: In the character transmission by a CPU connection and other encoded transmissions in which even an error by one bit considerably influences the contents of data, 1200bps, as able to be widened in service area, is profitable. While the data transmission in the mobile wireless telegraphy generates many errors due to phasing and noise along the propagation route. To attenuate those errors, error correction encoding is effectively applied with a correction method to be selected by kind of data. Further the 150MHz band, as more largely influenced by urban noise than the 400MHz band, narrows service area in the urban district.     Based on the June 1998 agreement with Indonesia on a comprehensive survey of the Kalimantan coal transportation system, plans for developing transportation infrastructures and coal mines were established, and a survey was carried out to realize efficient coal development and transportation. In proceeding with the future development of the South Kalimantan coal, it was made clear that the domestic Indonesian demand and export demand thereon can be fully expected, and latent supply capability thereto exists sufficiently. However, although the latent supply capability is available, the coal transportation infrastructures are insufficient, hence new construction of railways and coal shipping ports is necessary. The present survey has prepared an LP model for the coal transportation infrastructures, and performed case studies on six coal transportation scenarios composed of potential existing or new roads, waterways, railways and coal shipping ports. It was found promising economically that, for either case of domestic or export supply, Tg. Selatan port shall be newly built in addition to IBT port and NPLCT port, to link the ports by a railway network to be built newly. (NEDO)

    Discussions have been given on identification of actual status of exhaust gas emission during driving, starting, and idling of automobiles, on technologies to enhance fuel consumption and reduce exhaust gas emission, and on technologies to measure harmful substances. In the investigation of effects of environmental temperatures on evaporation gas, it was shown that fuel evaporation generated from the fuel tank increases as the average ambient temperature rises. In the investigation of effects of environmental temperatures on exhaust gas and fuel consumption, it was discovered that the effects of environmental temperatures on 10{center_dot}15 mode regulated exhaust gas differ depending on vehicles, and no definite difference due to combustion systems was recognized. Carbon monoxide and THC under the 11 mode regulation showed a trend to increase when the environmental temperature falls down. In the investigation of effects of fuel properties on exhaust gas, no definite difference due to combustion systems was recognized as a result of measurements using various types of gasoline having different distillation properties. In the investigation of analysis methods for harmful substances, development has been made on an analysis method mainly for 1-3 butadiene. (NEDO)

    Surveys were conducted of the trends of coal companies in the U.S. and Australia and of the lookout for new coal field development in Australia for the purpose of contributing to the stable supply of coal in the future. In the U.S., the coal industry has experienced serious changes in these ten years, and various corporations, such as Peabody, Arch Coal, CONSOL, and Kennecott have come to resort to drastic measures for their survival. In Australia, coal price is lower and contract terms are shorter with less demand for coal supply thanks to the economic crisis in Asia. As for demand for coal in Asia, on the other hand, it is deemed that in 2010 there will be a 41% increase over the 1995 level and that, therefore, coal field preservation and new field exploitation are necessary. Since production by strip mining in New South Wales State is to decrease in 2012 and after, it is expected that new projects will start only after 2012. Comprehensive development projects are going to be launched in the areas surrounding the Surat district, Queensland State, and therefore new projects will be easier to start in this region. Since the Surat coal is to be collected after a little stripping, it is expected that it will be able to compete with the Indonesian coal. (NEDO)

    For the purpose of clarifying measures for reducing fuel consumption and exhaust gas of automobiles, survey was made of effects of environmental temperatures and fuel properties on exhaust gas. In the survey of effects of environmental temperatures, experiment on exhaust gas was carried out by changing the laboratory temperature from 5 degrees C to 35 degrees C using direct injection gasoline engine. As a result, it was found out that environmental temperatures have effects exhaust gas according to changes in purification rate by rise in catalytic temperature, changes in air/fuel ratio by changes in air density, control methods to secure starting-up/drivability, etc. In the survey of effects of gasoline properties, study was made on effects of distillation properties, especially, 90% distillation temperature (T90) on exhaust gas. As a result, in 10(center dot)15 mode, CO and THC decreased with a decrease in T90 both in three-way catalytic car and direct injection car. Especially, CO decreased to about 1/4 when decreasing T90 from 151 degrees C to 116 degrees C. NOx increased in three-way catalytic car and decreased in direct injection car with a decrease in T90.     With the Datong mining area as the object, a Japan-China joint survey was carried out on improvement in coal development. The Datong coal field is the largest coal field in China. Measures for improving and stabilizing the quality of the coal are planned to achieve stable supply of high-grade coal to Japan. The city of Datong occupies a large part of the Datong coal field, producing more than 40 million tons. Minable reserve quantity reaches 2.47 billion tons. Measures to prevent foreign materials (such as detonators and metal pieces) from mixing in, and quality stabilization are the problems to be solved. Required measures include first of all not putting out used detonators, optimization and multiplexing of the magnet separator installing positions. Variation in the grade of original coal may include regional variation and that caused from coal beds, whereas optimization in coal dressing is important in improving the grade of coal product. The coal dressing rate at three coal mines possessing a coal dressing factory is 40 to 50%, and twelve other coal mines depend on sieve sorting. An on-line analyzer for product coal grade control is also required. Coal shipment and storage management is also important.     Molibdophosphoric acid (PMo) reacts with malachite green (MG{sup +}) to form a colored ion associate (MG{sup +}- PMo) in an acidic solution according to the formula : HMG{sup 2+}+H{sub 3}PMo{sub 12}O{sub 40}{yields}(MG{sup +})H{sub 2}PMo{sub 12}O{sub 40}+2H{sup +}. A protonated form HMG{sup 2+} is yellow (the absorption mximum at 446 nm), whereas the ion associate MG{sup +} is blue green (the absorption maximum at 650 nm). MG{sup +} is found to accelerate the formation of PMo. Water-miscible organic solvents such as methanol,ethanol and propanol also accelerate the formation of PMo as well as the formation of MG sup + - PMo. Some anionic surfactants decelerate the reaction, however, contribute to the suppression of the baseline drift in a flow injection analysis (FIA).     Research and development is conducted to construct an autonomous system optimum for application to production agriculture. In the development of a mechanical vision-aided navigation sensor, a sensor system is developed and found to be fit for practical application. In the development of a No. 2 robot controller and an automatic steering unit, a controller equipped with a CAN (control area network) interface is built, and found to function normally. As for the navigation of tractors, algorithm for the control of autonomous self-propelled operation and a data transmission control system are developed, and tested. In the GPS (Global Positioning System)-aided mapping of the yields of wheat and potato, mapping algorithm is studied. A fertilizer distributor and a weeder which are operated by instructions from a tractor are tested for behavior, a sensor system is developed to do jobs on the farm, and a database system for farm-related information management is developed.     This questionnaire survey was intended to investigate the actual state of maintenance such as materials used, conditions for use, anti-corrosion measures, and cases and handling of damage, concerning primary apparatus in the direct/indirect desulfurization equipment and the fluidized catalytic crackers, which are owned by each oil refinery and which are analogous to coal liquefaction equipment. The questionnaire was intended for the following equipment and apparatus, with the actual state of their maintenance investigated. 1. Questionnaire concerning maintenance of direct desulfurization (reactor, high temperature separation tank, material furnace tube, reactor exit piping, high temperature heat exchanger, low temperature heat exchanger, and pressure reducing valve), 2. Questionnaire concerning maintenance of indirect desulfurization (reactor, high temperature separation tank, material furnace tube, reactor exit piping, high temperature heat exchanger, low temperature heat exchanger, and pressure reducing valve), 3.     A study was made on factors of the formation of high-quality thin films in the pulse laser deposition (PLD) method, a synthesis method of high-grade functional material thin films. In the experiment, plume current measurements using Cu target were conducted for the control of electric and magnetic fields. Especially, the measuring evaluation was made of the two-dimensional distribution including not only the central part of the substrate placed opposite to the target, but the periphery of the substrate. As a result, the following was found out. The distribution of charged particles in the plume is different in positive charge and negative charge, and the negative charge is dispersed/distributed more widely. Accelerating/decelerating effects of charged particles by the electric field are saturated when the bias voltage absolute value is approximately 100V. Ionization is promoted by giving the magnetic field, and the plume distribution is expanded. Positive charged particles of the plume in the magnetic field are decelerated. In the distribution control by giving the electric field, it is effective to think improvement of the distribution not by attracting charged particles by the electric field, but by shutting out charged particles of the same polarity. 29 refs., 75 figs., 2 tabs.

    A report is made outlining the economic situation and industrial policies in Russia and the actual state of energy consuming industries (thermoelectric power generation, oil refining, and iron making) in that country. In Russia, energy efficiency is much lower than in advanced countries in the West, and the improvement of energy efficiency is a serious task to solve in the Russian fuel energy department. Cited to explain the poor efficiency are facilities growing antiquated, delay in the introduction of new technologies and instruments, insufficient maintenance, and the weak consciousness of energy saving. Although the electric power circle and energy related departments are conscious of the need of endeavors for improving energy efficiency, yet it is too difficult for corporations themselves to invest heavily in facilities. When Japan implements a model project for saving energy in Russia, it will be greatly contributing to the improvement of energy supply/demand in Russia, to the stabilization of social and economic states in that country, and to the prevention of global warming.     Research and development is conducted of a flexible manufacturing system which uses mini-scale production cells capable of dealing with environmental and energy conservation problems, to be operated for the manufacture of small quantities of multiple kinds of goods. The concept of total system is that work pieces fall within the dimensions 15mm diameter times 50mm in length and that 14 kinds of cells be built out of 36 kinds of units. A control system chart is prepared, in which the units, the cells, and the whole are to be allotted to their respective control units according to their functions. In the development and designing of units to constitute mini-scale production cells and functional elements for them, problems to arise from miniaturization are considered, miniaturized tool rests are designed, built-in motor type main shafts are designed, and it is now expected that cylinder grinding cells will roughly satisfy the target dimensions and weight.     NiW {sub 2} B {sub 2} (M phase), existing in trinary Ni-W-B system, was measured in standard Gibbs free energy (GF) of formation in the temperature range from 1273K to 1423K by an electromotive force method (EMF) with use of solid oxide electrolyte. First, oxide phase in equilibrium with three-phase M-W-Ni solid solution region was confirmed to be B {sub 2} O {sub 3}. Binary Ni-W system solid solution in equilibrium with M phase and W phase is constant in composition with Ni-16.4mo1%W in the above temperature range. WO {sub 2} and WO {sub 2.72} were actually measured in GF. As Ni-W solid solution is in equilibrium with WO {sub 2} and WO {sub 2.72}, binary Ni-W system was measured in activity by the EMF, and Ni-16.4mo1%W solid solution was calculated in GF of mixing by use of the above measured GF of WO {sub 2} and WO {sub 2.72}. Finally with use of sample in M-W-Ni solid solution region, M phase was calculated in GF by the EMF.     Evaluation was given on coal production quantity and coal transportation capability in areas scheduled of future development in Karimantan, Indonesia. Discussions were given on an optimal coal transportation system in East Karimantan Province. The coal production quantity in East Karimantan in fiscal 1999 was 35.27 million tons, accounting for 48% of the total Indonesian coal production. Production of 81.90 million tons is anticipated in 2020. Quality of the coal being produced is low in ash and high in water content in general. Calorific power is 5800 kcal or more. Sulfur content is 0.5% or more, not necessarily a low sulfur coal. The result of analyzing the optimal transportation routes by using the LP model may be summarized as follows: such scenarios are regarded to be largely profitable and advantageous that assume making railways utilizable as the land transportation in addition to use of trucks, belt conveyers, and barges, expanding coal terminals at the ports of PBCT, KPC, BCT and NPLCT, and newly building ports at Tarakan, TgSengatta, BPCTH, and Mangkapadie. A highly precise and robust automatic driving algorithm was developed by adopting RTK-GPS as a navigation sensor, optical fiber gyroscope and machine vision to have them perform active sensor fusion. Autonomous operation was possible with an error of about 15 cm at a speed as high as 3 m/s. Development and prototype fabrication were carried out on a prototype of the precision fertilizer application machine using GPS precise spatial mapping for farm fields, and a precision weeder. In developing the crawler type autonomous vehicle, the obstacle detecting method, the communication system between the base station and the mobile station, and the specifications of the working machine were established. A yield sensor, soil sensing and pasture sensing were discussed, and a method for collecting information required for precise work was proposed.     Evaluation was given on improvement measures to enhance quality of coal in Shanxi Province in China (Datong coal), which is exported to Japan in a large quantity. Quality problems in the Datong coal are mixture of foreign materials and quality level variation. In spite of the demands from the Japanese side, no large progress has been made in the past decade. As a result of discussions, the following improvement measures were enumerated: review on works at blast boring facings, more thorough cleaning of freight cars at the mines, exhaustive separation and recovery of plus 50 mm in coal dressing, completely mechanized boring, dressing treatment on coals purchased from other mines, whole grain size dressing treatment, establishment of the sales system of one mine selling one kind of coal, use of dedicated freight cars for Datong coal for export in railway transportation, assurance of dedicated coal storage yards in embarking ports, and improvement in the blending system at embarking ports. Understanding on quality control by highest executives at the Datong Mining Bureau and managers of each mine has been considerably deepened through the present investigation having been done over two fiscal years. As a result, the quality control mechanism was structured, the whole grain size dressing is performed, simplified dressing facilities were newly installed, and magnet separators were installed additionally.     The effort aims to develop a reactor and its peripheral devices and process management technology therefor and to develop chlorosilane hydrogen-reduction process technology as part of the endeavors to develop a low cost production process for silicon for photovoltaic cells for the purpose of building a model plant capable of approximately 10 tons/year in terms of SOG (spin on glass) silicon. A study is made of ten operations (total reaction time of 2,264 hours), and it turns out that the electric power consumption efficiency is near the initially planned value. The yield of Si is, however, but 16.5% which is lower than the initially planned value of 20%. The value is elevated to 18% by raising the reactor temperature. To prevent overcleaning, a reactor with its internal walls experimentally coated with SiC is tested. The problems with devices other than the reactor tube are extraction rendered difficult by anomalously grown granules and processing devices choked by Si powder contained in waste gas after reaction. The first problem is settled by modifying the extraction tube but the other still needs a remedy. The produced granules are found to be high in quality. The seed producing roll crusher is operated for a total of 92 hours yielding 857kg in total. (NEDO)

The installation of a 10 tons/year class model plant for SOG-Si production is completed in July 1982. Flaws are removed after a test run, and four reactions are accomplished without damage on the reactor tube in the period from February-end to March-beginning marking 550 hours of operation in total. Thanks to the four operations, 1,086kg of granules are experimentally produced and an electric power consumption rate of 30.6KWH/kg Si is achieved, control of the flowing particle amount by reactor differential pressure is accomplished and the same of the yield by recovered silane liquid composition analysis, and essence is seized of operation control technologies. In an experimental apparatus for seed production, Si is crushed by a roll crusher and then subjected to separation by a quartz-made air elutriator. A high yield of 130kg is obtained after crushing for 75 hours. (NEDO)

    The operation continues of the experimental device capable of producing 10 tons/year of SOG (spun on glass)-Si, and efforts are under way to carry out improvements, to verify such improvements for the results, and to develop operation control technologies. During the operation, improvements are made with respect to the length of stable operation period, granule quality, and device operation, and the results are verified. An automated control test system is verified, and a reactor tube newly developed by Shin-Etsu Chemical Company is subjected to a durability verification test. On the other hand, development is started of SiC-CVD (chemical vapor deposition) technology for materials for large reactor tubes, studies are started on a basic experimental device, basic studies are conducted for designing a large reactor, and investigations are conducted of a large plant conceptual design, an automated control system for reactors, and so forth. The results achieved are all found to be satisfactory. Above all, the granule quality is improved to be quite high in purity, and a cast cell made from improved granules exhibits a photoelectric conversion efficiency to exceed 13%. It is also found that the newly developed reactor tube is stronger than conventional reactor tubes and will be advantageous over others in the future enlargement of devices. (NEDO)

    The aim is to develop a fluidized bed reactor high in productivity and low in power consumption for the realization of mass production of low cost polycrystalline silicon usable for solar cell construction. An experimental device capable of producing 10 tons/year of SOG (spun on glass)-Si is built and operated. The fluidized bed reactor treating trichlorosilane as the material and the product quality achieve the initially set goals, and the essence is seized of operation management technology. In fiscal 1986, for development of the technology into a practical application technology, designs are prepared for a larger reactor unit and a large plant of the commercial scale. From the viewpoints of production efficiency and cost, the enlargement of a reactor unit is an inevitable task to discharge before practical application. There are two challenges to meet. One is the development of technologies for manufacturing large reactor tubes strong enough to withstand practical service and the other the development of a reactor structure fit for dimensional enlargement. It is then found that the concept of an economically optimum design relative to device series or device block formation is variable in the case of large plants, dependent on the scale of production, and that therefore it is necessary to arrange problems in a proper order to facilitate further deliberation.     Since its construction in 1982, the experimental device capable of 10 tons/year production of SOG (spun on glass)-Si has been in operation, and the trichlorosilane processing fluidized bed reactor has achieved its goals in performance and product quality. Element studies continue for the enlargement of the reactor unit for practical application and for the designing of a large plant of the commercially viable scale. In fiscal 1987, element studies are conducted for the enlargement of the reactor unit. Concerning the development of technologies for the manufacture of large reactor tubes strong enough to withstand practical application, efforts are made to strengthen materials for the fabrication of reactor element tubes (230mm and 500mm in diameter), to develop SiC-CVD (chemical vapor deposition) technology to provide reactor tube materials with resistance to corrosion, and to develop a single reactor tube structure indispensable for device enlargement. For the verification of such element technologies, in line with the study of experimental device operation capable of 10 tons/year SOG-Si production, studies are conducted on continuous stable operation technologies for the fluidized bed reactor, maintenance and improvement of product quality, and enhancement of durability of constituent parts and components.     In fiscal 1984, studies are conducted for long-time stabilized operation of the device (extension of reactor tube service life, elimination of flaws in the granule extraction process, control of deposited silicon), improved granule quality (measures to deal with Cu pollution), cost reduction (improvement on yield of silicon after reaction, reduction in electric power consumption rate), and so forth. The results are found to be satisfactory in outline. The problem of strengthening the reactor tube material itself remains to be solved, however, with many knotty issues to settle before practical application. In the effort to deliberate these difficulties, as many as 4,377 hours (reaction hours) in total are spent in fiscal 1984. During the operation, 8.3 tons of granules are produced of which approximately 7 tons are fed to the next stage of processing. The quality of granules produced in this way is stable thanks to efforts to prevent pollution and to prolong continuous reaction time, and is found to satisfy NEDO (New Energy and Industrial Technology Development Organization) specifications.     The previous report explained that an excellent spherical particulate pigment with a grain size of 0.5 mm or less can be obtained by preparing multinuclear aluminum lakes from acidic dyes and multinuclear aluminum salt using water droplets in a W/O emulsion as reaction fields. This paper describes preparing pigments varying the charging concentrations of the pigments in a W/O emulsion and the droplet particle size to discuss the mechanism of forming the pigments. As a result, it was found that the particle sizes in the produced pigments have a clear correlation with the charging concentrations of the pigments and the droplet particle sizes in the W/O emulsion. A pigment produced in the W/O emulsion forms only in its own droplets, and reflects its particle sizes. Films dispersed with pigments having different particle sizes were prepared to discuss their tinting abilities, whereas it was clarified that the smaller the particle size, the higher the tinting ability and the higher saturation in colored paint films. 6 refs., 9 figs., 3 tabs.

    The research and development project is implemented for the polymerization catalysts and precise polymerization processes which can freely control the primary structures, e.g., molecular weight, regularity, branching and terminal group structures, of the polymers produced by polycondensation and ring-opening polymerization, in order to drastically improve their functions, and the FY 1999 results are reported. The basic studies on the precise polycondensation successfully lead to chemoselective synthesis of polymers by the direct polymerization, and synthesis of polyamides of narrow molecular weight distribution and high-molecular-weight aliphatic polyesters. The other items studied include precisely, regularly sequential polymerization by amine activation, innovative synthesis of polycarbonate, precise control of branching structures, regioselective oxidative coupling polymerization, and matrix polycondensation. The basic studies on the controlled ring-opening polymerization cover cationic ring-opening polymerization behavior of 6-membered thiocarbonate derivative having an ester group, to generalize the polymerization controlled by neighboring group participation.     The chlorosilane hydrogen-reduction technology development period may be divided into the first phase (fiscal 1980-1985) and the second phase (fiscal 1986-1988). During the former phase, efforts were exerted to develop a small experimental device (10 tons/year class) and technologies to operate the same. Important challenges were to cause reaction to occur only on the seed grains in the reactor and to create a proper material for the reactor tube. In the latter phase, element technologies were developed, indispensable for the development of a practical reactor. Endeavors exerted to solve these challenges were the development of a high-strength large-diameter reactor tube, the development of an SiC-CVD (chemical vapor deposition) coating technology, and the development of a technology to join parts to the ceramic-made reactor tube. After eight years' striving, a fluidized bed reactor has been successfully constructed, capable of continuously reducing trichlorosilane by hydrogen. The success promises stable production and supply of polycrystalline silicon. The SOG (spun on glass)-Si produced by the reactor is pure enough to serve the purpose of photovoltaics, and its unit cost has been lowered as initially intended. (NEDO)

    A farming supporting system that enables autonomous driving was developed from a viewpoint that the development of super manpower saving technology including automation helps sustainable development of the Japanese agriculture. The following were conducted: development of autonomous driving vehicle, development of automated operation unit, field space mapping for precision agriculture and development of groups of PF (precision farming) work machine (weeder, controller, fertilizer applicator, harvesting machine), development of groups of field work sensor (simple soil analytical system, crop growing sensor, glass yield sensor), development of field information managing database, development of work optimized application software. The operation test on the integration system was made at the model production field. The operation experiment using fertilizer applicator, controller and autonomous driving tractor was carried out at a beet field of 2ha in the farming zone in Tokachi, Hokkaido, and the results were obtained as expected. Further, as to the precision agriculture introduced with developmental equipment, etc., 20% of the energy consumption is expected to be reduced. (NEDO)

    The goal is to prepare a base for the development of polymerizing catalysts and precision polymerization processes which will enable the arbitrary control of molecular weight, regularity, branching, and primary structures such as terminal groups, which effort will lead to a remarkable advancement in condensation polymerization and open-ring polymeric material performance. Endeavors are on to fulfill two separate purposes, that is, precision condensation polymerization and controlled open-ring polymerization. In the study of precision condensation polymerization, at issue are basic studies and the development of precision control technologies for arrangement, molecular weight, branching, and matrix condensation polymerization. Also at issue are the development of technologies of position selective oxidization polymerization and precision conjugate high-molecular condensation synthesis. Concerning open-ring control polymerization, precision control technologies will be developed involving branching, molecular weight, crosslinking, arrangement, and the structure of cyclocarbonate open-ring polymerization. Open-ring control polymerization technologies are also under study by use of organic metal complexes. A survey of technological trends is also explained. (NEDO)

    The purpose of the project in FY 1998 is 'Experimental verification for EV spread promotion.' Two of a 3-month experiment were conducted in Yokohama MM21 area (Yokohama, Kanagawa) and in Tama Newtown (Inage, Tokyo) using a total of 100 (50 each) small EVs. The development was aimed at of an urban type rental-car system in Yokohama and of a car-sharing type second-car system for residential in Inage. As to these responses to ITS technology, the basic vehicle operation system was made common in both areas, and the daily use system was made a regional system considered of purposes of use, regional characteristics, etc. The experimental verification was worked on as almost expected in terms of the vehicle management, monitor assessment, responses from persons concerned in both areas. Therefore, it is said that the R and D have almost reached a point where there can be seen a possibility of system commercialization. Through the experimental verification, the development was able to be smoothly promoted of the basic technology and element technology which are thought to be needed for the commercialization of EV. From the experience of this experimental verification, it is judged that it is desirable to tackle the commercialization by a membership system when the commercialization of EV joint use system is planned in future.     Hydrogen gas as material is produced mostly by steam reforming of hydrocarbons, and includes a considerable amount of impurities such as carbon dioxide, nitrogen and oxygen. The concentration of impurities in the refined gas is approximately 1ppm. In the liquefaction process of hydrogen liquefaction plant, the gases entering the low temperature portion near the free expansion valve (J-T valve) are mostly oxygen and nitrogen. When oxygen is solidified, attached, accumulated near J-T valve, it incurs a possibility of exploding for reason of impact force, etc. by contact with the valve portion. A mixture of hydrogen and oxygen ignites at the minimum value of approximately 0.02 milli-joule, and therefore it has great danger of explosion. As viewed from a point of danger prevention, there is a possibility of explosion when the hydrogen-oxidizing agent mixture is formed. Accordingly, it is necessary to conduct an experiment for confirming the explosion at J-T valve portion. From viewpoints of prevention of explosion accident and running operation, it is necessary to experimentally grasp the definite allowable oxygen concentration. Further, it is necessary to establish a technology to continuously and accurately measure the concentration of trace impurities in hydrogen gas. (NEDO)

    The development was proceeded with of technology to produce iron oxide/porous carbon composite catalyst which promotes dehalogenation of thermal-degraded oil at low cost and in large quantity. This catalyst enables the improvement in operability and safety in the liquefaction process for mixed plastic and in quality of oil product. The development is also made of a regional distributed small batch liquefaction system with processing ability of 1t/day. Studies were made in the following 6 fields: 1) analysis of the dehalogenation performance of catalyst and the evaluation; 2) development of a method to industrially produce halogen compound refining catalyst; 3) R and D of a method to analyze environmental components; 4) evaluation study of halogen resistant materials and halogen resistant technology; 5) development of a small test device for commercialization of the liquefaction/degradation process; 6) comprehensive investigational study. In 1), the performance of prototype catalyst was confirmed, and the structure was analyzed. Also developed was iron chloride/SiO{sub 2} catalyst which converts organic halogen to inorganic halogen.
