At the November 14-15, 2000, meeting of the Fusion Energy Sciences Advisory Committee, a Panel was set up to address questions about the Theory and Computing program, posed in a charge from the Office of Fusion Energy Sciences (see Appendix A). This area was of theory and computing/simulations had been considered in the FESAC Knoxville meeting of 1999 and in the deliberations of the Integrated Program Planning Activity (IPPA) in 2000. A National Research Council committee provided a detailed review of the scientific quality of the fusion energy sciences program, including theory and computing, in 2000.

Presentations for the 1st muon science experimental facility advisory committee meeting (MuSAC)

The J-PARC Muon Science Advisory Committee, so called 'MuSAC', is organized under the J-PARC Project Director during construction period, in order to discuss the following items related to the Muon Science Facility at J-PARC and to report to the Project Director and Muon Science Facility construction team. The committee will review and advise the following subjects: 1) Project definition of the experimental facility to be constructed in Materials and Life Science Facility of J-PARC, 2) Content of the 1st phase experimental program. This issue is the collection of the documents presented at the title meeting. (J.P.N.)

Plasma Science Committee (PLSC)

The Plasma Science Committee (PLSC) is a standing committee under the auspices of the Board on Physics and Astronomy, Commission on Physical Sciences, Mathematics, and Applications of the National Academy of Sciences--National Research Council. Plasma sciences represent a broad and diverse field. The PLSC has accepted the responsibility of monitoring the continuing development and assessing the general health of the field as whole. Although select advisory bodies have been created to address specific issues that affect plasma science, such as the Fusion Policy Advisory Committee (FPAC), the PLSC provides a focus for the plasma science community that is unique and essential. The membership of the PLSC is drawn from research laboratories in universities, industry, and government. Areas of expertise on the committee include accelerators and beams, space physics, astrophysics, computational physics and applied mathematics, fusion plasmas, fundamental experiments and theory, radiation sources, low temperature plasmas, and plasma-surface interactions. This booklet is reporting a committee-report and materials presented at the Second J-PARC Muon-Science-Experimental-Facility Advisory Committee (MuSAC) held at KEK on February 19 and 20, 2004. Distinguished examples of deep considerations and discussions are the following three directions: 1) as for the facility construction, new high-radiation effect on graphite-production target was pointed out; 2) towards the first-beam experiment, more detailed instrumentations were proposed; 3) regarding financial and muon-power arrangements for the future facility operation, the concept of 'core-user' was introduced. The content included executive summary, introduction, response to recommendations from the 1st MuSAC meeting, review of J-PARC MSL construction plan, core funding issues, access to muon beams for Japanese physicists, conclusions and recommendations and appendices. Under the International Atomic Energy Agency (IAEA), the International Nuclear Information System (INIS) Programme commenced in 1970 and ever since INIS has been acting as a database system available worldwide through information networks each time providing bibliographic information then full text documents of literature, technical reports, etc. on peaceful use of nuclear science and technology, thoroughly supported and maintained by INIS Secretariat in Vienna, on the other hand the inputs for INIS are provided by Member States and Organizations in their own boundaries. As for the INIS activity in Japan, while, the Japan Atomic Energy Research Institute (JAERI), then succeeded as the Japan Atomic Energy Agency (JAEA) as of today, the both have been responsible with the INIS activity in Japan as the INIS National Centre for Japan based on the request of the “former” Science and Technology Agency of the Japanese Government, an advisory committee had have a very important role for the INIS activity in Japan by enthusiastically advising the whole related to the activity from advanced and comprehensive viewpoints of expertise. This report describes about it, the Advisory Committee of International Nuclear Information System (INIS) for Japan, successfully been held 34 times from Oct. 1970 to Mar. 2005. The field of personality and culture was given a significant impetus during the 1930s with the establishment of the Advisory Committee on Personality and Culture (1930-1934) by the Social Science Research Council. This committee provided an early formulation of personality and culture that emphasized the interdisciplinary focus on the processes of personality formation within small-scale social settings. The committee's formulation also coupled personality and culture with a liberal social engineering approach geared toward cultural reconstruction. Major social scientists and clinicians were involved in the activities of the committee, including Edward Sapir, W. I. Thomas, E. W. Burgess, E. A. Bott, Robert S. Woodworth, Harry Stack Sullivan, C. When Dwight Eisenhower became President in January 1953, the United States had just tested November 1, 1952 its 11 megaton prototype of a hydrogen bomb, and Eisenhower sought enduring peace and economy by basing the U.S. military strategy on nuclear weaponry and a downsizing of the military forces. The detonation by the Soviet Union of a 400-kt fusion-containing device in August 1953 enhanced concern about U.S. vulnerability, and in early 1954 the unexpectedly large yield of the BRAVO test elevated fears for the actual survival of societies against the nuclear threat. Eisenhower initially sought a world moratorium on nuclear tests, but was unable to win over his Administration and met with an obscure Scientific Advisory Committee of the Office of Defense Mobilization (SAC-ODM) on March 27, 1954 for a mutual exploration of what science and technology might bring to national security. The resulting 42-man (!) Technological Capabilities Panel (TCP) had a remarkable impact on the President himself and the direction of the country's strategic missile and intelligence activities and structure, as well as a new emphasis on federal support of university research. Rooted in MIT Summer Studies, the TCP reported on March 17, 1955 on the problems of surprise attack, the overall U.S. offensive capability, and, especially, on its Part V, ``Intelligence: Our First Defense Against Surprise.'' That panel, chaired by Edwin Land, inventor of polarizing sheet and instant photography, originated the U-2 and OXCART (SR-71) strategic reconnaissance aircraft and the CORONA film-return imaging satellites. The President's Science Advisory Committee (PSAC) was created in the White House in 1957 from the SAC-ODM and had major impact throughout the 1960s until its termination by President Richard Nixon in 1973. The presentation traces its story and that of some of its panels from personal experience of the author and his colleagues.

The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an Advisory Committee on Nuclear Safety Research in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Nuclear Safety Research evaluated the adequacy of the plans of nuclear safety research to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of eight specialists from outside the JAERI conducted its activities from June 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advanced and of the oral presentations made at the Advisory Committee meeting which was held on July 27, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. This report describes the result of the evaluation by the Advisory Committee on Safety Research. (author)
