Full Text Available Scholarly journals are known as the most important medium for scholarly communication since long time back. As technology transforms the flow of information and idea everywhere, it changes the nature of scholarly communications and publishing of scholarly journals as well. The electronic scholarly publishing rapidly produced an expectation, among researchers of the availability of articles at their desktop, rather than the previous scenario of visiting the library to read a print journal issue. There are lots of technological improvements in electronic journals publishing. The present paper looks at some of technical issues in electronic publishing such as DOI, DOI-X, CrossRef, Citation/Reference Linking, OpenURL, SFX and MetaLib which are being used in the World Wide Web.

Full Text Available During the last years, dramatic changes in the electronic publishing landscape have created new roles and changed the traditional ones. Presently, some libraries have capitalised on their experience and knowledge in information technology and electronic publishing to undertake such activities, while at the same time they spearhead the campaign for Open Access spreading within academic communities. The Library & Information Centre (LIC of the University of Patras (UoP, Greece, has been playing an active role in promoting Open Access (OA in Greece. Since 2007, LIC has been experimenting with OA publishing practices and tools within the framework of various R&D projects. Two of the major results of these efforts are the ‘Pasithee’ e-publishing platform and the ‘Dexamene’ digital archive for Greek scholarly journals. Both platforms are based on OJS-Open Journal Systems e-publishing software. The two facilities were appropriately modified to meet the LIC’s publishing and archiving requirements respectively. Currently two journals are being hosted on each platform and all four are from the Humanities. The LIC is negotiating with more publishers and editorial teams to host their journals. In this article we focus on: - technical and managerial key issues of the development and operation phases, - services and procedures, - the business model, - technological, procedural and legal issues and problems that were encountered when working together with publishers, editors and authors, and - future plans for improving and upgrading our e-publishing services into an integrated institutional platform to cover all kinds of publications and data types (monographs, conference proceedings, teaching material, bulletins, magazines etc.. A Study of Innovative Features in Scholarly Open Access Journals

Background The emergence of the Internet has triggered tremendous changes in the publication of scientific peer-reviewed journals. Today, journals are usually available in parallel electronic versions, but the way the peer-review process works, the look of articles and journals, and the rigid and slow publication schedules have remained largely unchanged, at least for the vast majority of subscription-based journals. Those publishing firms and scholarly publishers who have chosen the more radical option of open access (OA), in which the content of journals is freely accessible to anybody with Internet connectivity, have had a much bigger degree of freedom to experiment with innovations. Objective The objective was to study how open access journals have experimented with innovations concerning ways of organizing the peer review, the format of journals and articles, new interactive and media formats, and novel publishing revenue models. Methods The features of 24 open access journals were studied. The journals were chosen in a nonrandom manner from the approximately 7000 existing OA journals based on available information about interesting journals and include both representative cases and highly innovative outlier cases. Results Most early OA journals in the 1990s were founded by individual scholars and used a business model based on voluntary work close in spirit to open-source development of software. In the next wave, many long-established journals, in particular society journals and journals from regions such as Latin America, made their articles OA when they started publishing parallel electronic versions. From about 2002 on, newly founded professional OA publishing firms using article-processing charges to fund their operations have emerged. On the Peripheries of Scholarly Infrastructure: A look at the Journals Using Open Journal Systems

Although there have been calls for scholarly infrastructure to be inclusive, new layers of infrastructure are built without a clear understanding of the breadth of scholarly journals that lie on the peripheries of the existing infrastructure. In the hopes that future infrastructure can take a wider range of journals into account, this paper presents the results of an effort to track the number, location, and rate of publication of journals using Open Journal Systems, an open source manuscript management and publication system built by the Public Knowledge Project. The method employed, which involves a combination of scanning weblogs, scraping webpages, and harvesting metadata, has yielded an estimated 9,828 journals that have collectively published 2,565,300 articles since 1990. These journals are distributed across 136 countries on 6 continents, and, in 2015, around a fifth of the OJS journals were published in low or low-middle income countries, and over a third in upper-middle income countries, suggesting that the majority of OJS journals are on the on the “periphery” of today's global scholarly infrastructure. As infrastructure and services continue to be developed, this paper argues, it is necessary to look to such journal so that the infrastructure that is built can be developed in a way that is truly inclusive of the global nature of scholarship. Croatian Medical Journal citation score in Web of Science, Scopus, and Google Scholar.

To analyze the 2007 citation count of articles published by the Croatian Medical Journal in 2005-2006 based on data from the Web of Science, Scopus, and Google Scholar. Web of Science and Scopus were searched for the articles published in 2005-2006. As all articles returned by Scopus were included in Web of Science, the latter list was the sample for further analysis. Total citation counts for each article on the list were retrieved from Web of Science, Scopus, and Google Scholar. The overlap and unique citations were compared and analyzed. Proportions were compared using chi(2)-test. Google Scholar returned the greatest proportion of articles with citations (45%), followed by Scopus (42%), and Web of Science (38%). Almost a half (49%) of articles had no citations and 11% had an equal number of identical citations in all 3 databases. The greatest overlap was found between Web of Science and Scopus (54%), followed by Scopus and Google Scholar (51%), and Web of Science and Google Scholar (44%). The greatest number of unique citations was found by Google Scholar (n=86). The majority of these citations (64%) came from journals, followed by books and PhD theses. Approximately 55% of all citing documents were full-text resources in open access. The language of citing documents was mostly English, but as many as 25 citing documents (29%) were in Chinese. Google Scholar shares a total of 42% citations returned by two others, more influential, bibliographic resources. The list of unique citations in Google Scholar is predominantly journal based, but these journals are mainly of local character. Citations received by internationally recognized medical journals are crucial for increasing the visibility of small medical journals but Google Scholar may serve as an alternative bibliometric tool for an orientational citation insight.

Plagiarism Continues to Affect Scholarly Journals.

I have encountered 3 cases of plagiarism as editor of the Journal of Korean Medical Science (JKMS). The first one was copying figures from a JKMS article without citation, the second was submission of a copied manuscript of a published article to JKMS, and the third was publishing a copied JKMS article in another journal. The first and third cases violated copyrights of JKMS, but the violating journals made no action on the misconduct. The second and third cases were slightly modified copies of the source articles but similarity check by the Crosscheck could not identify the text overlap initially and after one year reported 96% overlap for the second case. The similarity of the third case was reported 3%. The Crosscheck must upgrade its system for better reliable screening of text plagiarism. The copy of the second case was committed by a corrupt Chinese editing company and also by some unethical researchers. In conclusion, plagiarism still threatens the trustworthiness of the publishing enterprises and is a cumbersome burden for editors of scholarly journals. We require a better system to increase the vigilance and to prevent the misconduct.

Full Text Available The article describes the evolution of scholarly communication through scholarly journals. It gives a short overview of the historical development, starting from the first journals in the 17th century to problems in the 20th century (such as increase in the number of journals, problems of accessibility, visibility, and journal access crisis. The open access (OA movement is described. It arose from the “old tradition” facing new technologies and was supposed to be the solution to the journal crisis that culminated in 1990s. The idea, defined in the Budapest Open Access Initiative, was to assure free and unrestricted online availability of peer-reviewed journal literature. The beginnings of formal scholarly communication, back in 1665, had similar ideas of making research results available to the widest possible public. The idea was excellent – removing access barriers would increase visibility, impact and quality of research. Research has shown that OA articles have better impact and visibility (Lawrence, Brody, Harnad, Haajem, etc.. However, publishing scientific information has its costs. New models have been developed, some of them causing new restrictions and barriers. The most popular model is the author-pays model (article processing charges, APC – if authors can afford to pay the processing charges, their work is published and thus more visible and more citable. However, if they cannot, a new problem arises – some research results, although valuable, are not published in open access and therefore they have lower visibility and impact. Another problem is the phenomenon of the so-called predatory publishers. Those publishers use the APC model but neglect quality control mechanisms in order to make profit. Their criteria for publishing are not positive peer-reviews but payments made by authors or their institutions. Predatory journals, or journals that charge an article processing charge (APC) to authors, yet do not have the hallmarks of legitimate scholarly journals such as peer review and editing, Editorial Boards, editorial offices, and other editorial standards, pose a number of new ethical issues in journal publishing. This paper discusses ethical issues around predatory journals and publishing in them. These issues include misrepresentation; lack of editorial and publishing standards and practices; academic deception; research and funding wasted; lack of archived content; and undermining confidence in research literature. Full Text Available AbstractIn the current century, English is the language for the research and dissemination of scientific findings. But for many scholars, English is a foreign language. This is especially true among the emerging and developing nations (EDNs, such as the BRICS nations, encompassing Brazil, Russia, India, China, and South Africa. The present study conducted a survey examining the translational integrity and overall impression of translated summary materials (abstracts and titles from the five highest ranking (SCImago Journal Rank Brazilian journals in the field of psychology. Analysis proceeded with two models. In the first model, translated summary materials from 12 randomly-selected articles from four of the five journals were evaluated by a panel of three native English-language scholars. Findings indicated an inverse relationship between the overall impression of the materials and their: abstract errors, r(34 = -0.61, p < .001; and total errors, r(34 = -0.62, p < .001; suggesting a direct relationship between the translational integrity of these EDN materials and the overall impression they leave with native English-language scholars. A second model added 3 additional articles from the fifth journal (English-language only to the materials described. The findings from this second model suggested that for EDN journals, an investment in language resources may substantially improve the impression they leave with native English-language scholars, and thus promote wider dissemination of their findings.

Full Text Available The Quick Response (QR code was first developed in 1994 by Denso Wave Incorporated, Japan. From that point on, it came into general use as an identification mark for all kinds of commercial products, advertisements, and other public announcements. In scholarly journals, the QR code is used to provide immediate direction to the journal homepage or specific content such as figures or videos. To produce a QR code and print it in the print version or upload to the web is very simple. Using a QR code producing program, an editor can add simple information to a website. After that, a QR code is produced. A QR code is very stable, such that it can be used for a long time without loss of quality. Producing and adding QR codes to a journal costs nothing; therefore, to increase the visibility of their journals, it is time for editors to add QR codes to their journals.

Full Text Available Each fiscal year, as academic librarians throughout the United States prepare materials budgets, a national “groan” ensues. Regardless of their format (i.e. print or digital, serial subscription costs are escalating, in the process impacting the role of the library in advancing scholarly communication . This paper examines some of the economic issues concerning open-access (OA journal publishing. The importance of quantitative literacy is suggested for librarians and academics seeking a better understanding of alternatives to traditional journal subscription models and to anyone considering ventures into OA publishing. Quantitative literacy is essential for managing alternatives to the rising cost of scholarly communication.The OA movement is gaining traction at the national level, following mandates from the National Institutes of Health and at some large research universities that host institutional repositories. Science faculty has been engaged in scholarly communication OA models since the 1970s. More broadly, discussions in academe have focused on OA and its impact on peer review, promotion and tenure, intellectual property rights, and measures of institutional and faculty productivity. Studies concerning the OA movement’s economics are most commonly reported in academic librarianship literature, a trend that may serve as a barrier to a broader understanding of OA’s role in scholarly communication. This paper provides background information on the crisis in serials costs and suggests that metrics favor OA models publishing models. A concluding proposal concerning library-funded OA serial collections is offered as a catalyst for further discussions.

Scientometric Analysis of Scientific Validity of Medical Archives Regarding Other Medical Journals in Bosnia and Herzegovina.

Medical Archives is the oldest medical journal in Bosnia and Herzegovina (B&H) (founded in 1947.). A total of 104 articles were published in Medical Archives during 2015. Analyzing the type of articles, original articles are present in majority during 2015-80.7% (in last seven years, 561 (76%) were original out of 738). In last seven years, 651 (88.2%) articles were from the field of clinical medicine (preclinical disciplines, in the last three years are more represented than in previous years). Collaboration rate in 2015 was 0,92. Articles written in collaboration of five authors (21.1 %) are found to be predominant. From year to year, most often required time for a decision on acceptance or on the revision prior acceptance is between 50 and 60 days (30% of cases in 2015). During 2015, 47.1% of articles were originally from B&H (eleven countries were represented). H index of Medical Archive for 2014 was 12, and does not vary during the last decade. In 2015 in B&H about twenty-five journals are issued in the field of biomedical and life sciences in general (six are indexed on Medline/PubMed, one is indexed in the Science Citation Index Expanded (SCIE)/Web of Science base). According to GoogleScholar the biggest h5 index has Bosnian Journal of Basic Medical Sciences (BJBMS) and Medical Archives, while the biggest h5 median has BJBMS i Acta Informatica Medica. The highest H-index (13) in B&H has Izet Masic MD, PhD, Enver Zerem MD, PhD and Semir Vranic MD, PhD, while highest g-index (22) has Enver Zerem MD, PhD (analyzed by software package "Publish or Perish"). By comparing the state of medical publishing in B&H with neighboring countries (Croatia, Serbia, Montenegro), we have concluded that B&H is behind Croatia and Serbia by following parameters: Total Documents, Total Cites and H index but in front of Montenegro.

“Terms and conditions of use” for journal articles and scholarly journals : A survey on the licensing processes associated with electronic scholarly materials

Copyright policies and terms directly affect the approach taken by journal editors, authors and readers regarding dealing with of articles and/or copyrighted materials. However Japanese academic society publishers have some trouble in licensing processes for copyrighted materials as previous studies pointed out. In 2011 we conducted a survey on “terms and conditions of use” of electronic journal and the licensing practices associated with electronic scholarly materials. The survey showed commercial publishers have enough announcements on reuse of copyrighted materials for readers. On the other hand Japanese academic societies' cares for readers tend to not enough. They publish journals both in Japanese and in English. Subsequently, English and Japanese templates of “terms and conditions of use” for Japanese academic society publishers were proposed. The templates were developed based on an understanding of the International Association of Scientific, Technical and Medical Publishers' “STM Permissions Guidelines,” which were designed to establish a standard and reasonable approach to granting permission for republication to all signatory publishers.The survey showed that Japanese academic society publishers and commercial publishers are facing the same issues regarding acceptable use of electronic supplemental materials for journal articles. The large-scale analysis of scholarly artifact usage is constrained primarily by current practices in usage data archiving, privacy issues concerned with the dissemination of usage data, and the lack of a practical ontology for modeling the usage domain. As a remedy to the third constraint, this article presents a scholarly ontology that was engineered to represent those classes for which large-scale bibliographic and usage data exists, supports usage research, and whose instantiation is scalable to the order of 50 million articles along with their associated artifacts (e.g. authors and journals) and an accompanying 1 billion usage events. The real world instantiation of the presented abstract ontology is a semantic network model of the scholarly community which lends the scholarly process to statistical analysis and computational support. They present the ontology, discuss its instantiation, and provide some example inference rules for calculating various scholarly artifact metrics.

Going, going, still there: using the WebCite service to permanently archive cited web pages.

Scholars are increasingly citing electronic "web references" which are not preserved in libraries or full text archives. WebCite is a new standard for citing web references. To "webcite" a document involves archiving the cited Web page through www.webcitation.org and citing the WebCite permalink instead of (or in addition to) the unstable live Web page. This journal has amended its "instructions for authors" accordingly, asking authors to archive cited Web pages before submitting a manuscript. Almost 200 other journals are already using the system. We discuss the rationale for WebCite, its technology, and how scholars, editors, and publishers can benefit from the service. Citing scholars initiate an archiving process of all cited Web references, ideally before they submit a manuscript. Authors of online documents and websites which are expected to be cited by others can ensure that their work is permanently available by creating an archived copy using WebCite and providing the citation information including the WebCite link on their Web document(s). Editors should ask their authors to cache all cited Web addresses (Uniform Resource Locators, or URLs) "prospectively" before submitting their manuscripts to their journal. Editors and publishers should also instruct their copyeditors to cache cited Web material if the author has not done so already. Finally, WebCite can process publisher submitted "citing articles" (submitted for example as eXtensible Markup Language [XML] documents) to automatically archive all cited Web pages shortly before or on publication. Finally, WebCite can act as a focussed crawler, caching retrospectively references of already published articles. Copyright issues are addressed by honouring respective Internet standards (robot exclusion files, no-cache and no-archive tags). 'Continuous effort, not strength or intelligence, is the key to understanding our potential.' Margaret J Wheatley. The focus of any academic or research author is to share his or her findings, and to gain respect and reward for publishing. The ideal journal is one that not only publishes an article quickly but also helps the author to improve the article before publication through peer review, selects only the best research so that the author's article lies alongside other high quality articles, and provides maximum (and long-term) visibility and access to the article. Unfortunately, in the real world, authors need to make tradeoffs between high quality journals, those that work quickly, those that are willing to accept the article and those that provide the best access. Into this mix has come the potential of open access as a means of increasing visibility: journals publish the article without a subscription barrier so anyone, anywhere, can read the article. However, the growth of open access (pushed by institutions, grant bodies and governments as a means of improving human health and knowledge) has come with some unforeseen consequences. In this article, Jeffrey Beall discusses one recent phenomenon that has arisen from the open access movement: that of 'predatory publishers'. These are individuals or companies that use the open access financial system (author pays, rather than library subscribes) to defraud authors and readers by promising reputable publishing platforms but delivering nothing of the sort. They frequently have imaginary editorial boards, do not operate any peer review or quality control, are unclear about payment requirements and opaque about ownership or location, include plagiarised content and publish whatever somebody will pay them to publish. Until recently, Web of Science was the only database available to track citation counts for published articles. Other databases are now available, but their relative performance has not been established. To compare the citation count profiles of articles published in general medical journals among the citation databases of Web of Science, Scopus, and Google Scholar. Cohort study of 328 articles published in JAMA, Lancet, or the New England Journal of Medicine between October 1, 1999, and March 31, 2000. Total citation counts for each article up to June 2008 were retrieved from Web of Science, Scopus, and Google Scholar. Article characteristics were analyzed in linear regression models to determine interaction with the databases. Number of citations received by an article since publication and article characteristics associated with citation in databases. Google Scholar and Scopus retrieved more citations per article with a median of 160 (interquartile range [IQR], 83 to 324) and 149 (IQR, 78 to 289), respectively, than Web of Science (median, 122; IQR, 66 to 241) (P Scopus retrieved more citations from non-English-language sources (median, 10.2% vs 4.1%) and reviews (30.8% vs 18.2%), and fewer citations from articles (57.2% vs 70.5%), editorials (2.1% vs 5.9%), and letters (0.8% vs 2.6%) (all P Scopus, and Google Scholar produced quantitatively and qualitatively different citation counts for articles published in 3 general medical journals.

Approaching data publication as part of the scholarly communication enterprise: some obstacles, some solutions (Invited)

Many datasets collected by academic research teams, despite being difficult or impossible to effectively reproduce, are never shared with the wider community even after the findings based upon them appear in print. This limits the extent to which published scientific findings can be verified and cuts short the opportunity for data to realize their full potential value through reuse and repurposing. While many scientists perceive data to be public goods that should be made available upon publication, they also perceive limited incentive for doing so themselves. This, combined with the lack of mandates for data archiving and the absence of a trusted public repository that can host any kind of data, means that the practice of data archiving is rare. When data are shared post-publication, it is often through ad hoc mechanisms and under terms that present obstacles to reuse. When data are archived, it is generally achieved through routes that do not ensure preservation or discoverability. To address this mix of technical and sociocultural obstacles to data reuse, a consortium of journals in ecology and evolutionary biology recently launched a digital data repository (Dryad) and developed a joint policy mandating data archiving at the time of publication. Dryad has a number of features specifically designed to make it possible for universal data archiving to be achieved with low-burden and low-cost at the time of publication. These include a streamlined submission process through the exchange of metadata through integration with the manuscript processing system, handshaking with more specialized data repositories, and metadata curation that is assisted by automated generation of cataloging terms. To directly benefit data depositors, data are treated as a citable scholarly product through the assignment of trackable data DOIs. Full Text Available Objective. Perform a brief reflection on knowledge management in archives, emphasizing the connections necessary for a dialogue between archive, knowledge and technology. Method. It consists in review of material previously published in the areas of Management Science, Archival Science and Information Science. The sources consulted consist of books, theses, texts on websites and scientific journal articles indexed in Google Scholar. Thus, the collected data is analyzed qualitatively. Results. There is a close relationship between the archive, knowledge and technology. In this sense, the document has the role of interlocutor in this dialogue. The interdisciplinary scenario envisioned, enhance existing rapprochement between the archival practices and knowledge management, in order to make possible a feedback cycle that will support the practices related to the management, either, of knowledge, of information or of documents. Conclusions. There is need for further studies to address the potential of the archives in order to fill possible gaps theory thus reach multiple looks more points interdisciplinary convergence. Finally, there is the informational potential of archives, then mediated by technology information, can enrich the knowledge management practices, and for this it is essential to strengthen the interdisciplinary relationships between Management Science, Archival Science and Information Science.

Citation metrics and h indices differ using different bibliometric databases. We compiled the number of publications, number of citations, h index and year since the first publication from 340 soil researchers from all over the world. On average, Google Scholar has the highest h index, number of publications and citations per researcher, and the Web of Science the lowest. The number of papers in Google Scholar is on average 2.3 times higher and the number of citations is 1.9 times higher compared to the data in the Web of Science. Scopus metrics are slightly higher than that of the Web of Science. The h index in Google Scholar is on average 1.4 times larger than Web of Science, and the h index in Scopus is on average 1.1 times larger than Web of Science. Over time, the metrics increase in all three databases but fastest in Google Scholar. The h index of an individual soil scientist is about 0.7 times the number of years since his/her first publication. There is a large difference between the number of citations, number of publications and the h index using the three databases. From this analysis it can be concluded that the choice of the database affects widely-used citation and evaluation metrics but that bibliometric transfer functions exist to relate the metrics from these three databases. We also investigated the relationship between journal's impact factor and Google Scholar's h5-index. The h5-index is a better measure of a journal's citation than the 2 or 5 year window impact factor.

ScienceCentral, a free or open access, full-text archive of scientific journal literature at the Korean Federation of Science and Technology Societies, was under test in September 2013. Since it is a Journal Article Tag Suite-based full text database, extensible markup language files of all languages can be presented, according to Unicode Transformation Format 8-bit encoding. It is comparable to PubMed Central: however, there are two distinct differences. First, its scope comprises all science fields; second, it accepts all language journals. Launching ScienceCentral is the first step for free access or open access academic scientific journals of all languages to leap to the world, including scientific journals from Croatia.

Full Text Available This paper presents the rationale, common practices, challenges, and some personal anecdotes from a journal editor on the production, use, and re-use of peer-reviewed scholarly articles as open educational resources (OER. The scholarly and professional discourse related to open educational resources has largely focused on open learning objects, courseware, and textbooks. However, especially in graduate education, articles published in scholarly journals are often a major component of the course content in formal education. In addition, open access journal articles are critical to expanding access to knowledge by scholars in the developing world and in fostering citizen science, by which everyone has access to the latest academic information and research results. In this article, I highlight some of the challenges, economic models, and evidence for quality of open access journal content and look at new affordances provided by the Net for enhanced functionality, access, and distribution.In the 17 years since I graduated with a doctorate degree, the climate and acceptance of open access publishing has almost reversed itself. I recall a conversation with my PhD supervisor in which he argued that publishing online was not a viable option as the product would not have permanency, scholarly recognition, or the prestige of a paper publication. His comments reflect the confusion between online resources and those described as open access, but as well illustrate the change in academic acceptance and use of open access products during the past decade. The evolution from paper to online production and consumption is a disruptive technology in which much lower cost and increased accessibility of online work opens the product to a completely new group of potential users. The peer-review crisis is posing a risk to the scholarly peer-reviewed journal system. Journals have to ask many potential peer reviewers to obtain a minimum acceptable number of peers accepting reviewing a manuscript. Several solutions have been suggested to overcome this shortage. The Korean Journal of Urology began to be published exclusively in English in 2010 and is indexed in PubMed Central/PubMed. This study analyzed a variety of citation indicators of the Korean Journal of Urology before and after 2010 to clarify the present position of the journal among the urology category journals. The impact factor, SCImago Journal Rank (SJR), impact index, Z-impact factor (ZIF, impact factor excluding self-citation), and Hirsch Index (H-index) were referenced or calculated from Web of Science, Scopus, SCImago Journal & Country Ranking, Korean Medical Citation Index (KoMCI), KoreaMed Synapse, and Google Scholar. Both the impact factor and the total citations rose rapidly beginning in 2011. The 2012 impact factor corresponded to the upper 84.9% in the nephrology-urology category, whereas the 2011 SJR was in the upper 58.5%. The ZIF in KoMCI was one fifth of the impact factor because there are only two other urology journals in KoMCI. Up to 2009, more than half of the citations in the Web of Science were from Korean researchers, but from 2010 to 2012, more than 85% of the citations were from international researchers. The H-indexes from Web of Science, Scopus, KoMCI, KoreaMed Synapse, and Google Scholar were 8, 10, 12, 9, and 18, respectively. The strategy of the language change in 2010 was successful from the perspective of citation indicators. The values of the citation indicators will continue to increase rapidly and consistently as the research achievement of authors of the Korean Journal of Urology increases.

Arbitral action and preventive methods against predatory journal practice

Full Text Available As open access model of journal publication increases, predatory journals, which deceive scholars to publish journals in fake database websites and exploit them for publishing fee, is also increasing. There are two types of predatory journals. First, journal hijacking and cybersquatting generally create fake database website by mimicking authentic database website, thereby defrauding scholars for publication fee. Second, journal phishing use scam emails to steal scholars’ personal information. If scholars suffered damage from predatory journals, scholars can take either arbitral or judicial actions. Arbitral action follows arbitrational resolution process termed Uniform Domain-Name Dispute-Resolution Policy. Scholars can join Uniform Domain-Name Dispute-Resolution Policy proceeding with legal entity that has right to authentic database website, which will result in cancellation or transfer of fake database website. In contrast, scholars can take judicial action under Anticybersquatting Consumer Protection Act, which may help scholars to recover an actual monetary damage from predatory journals. Nonetheless, taking precaution to avoid predatory journals is the best course of action, rather than going through arduous cure procedures. Scholars may prevent predatory journals by carefully examining fake database website names or email addresses, or observing unreasonable number of published article issues in predatory journal websites.

The problems of managing and searching large archives of scientific journal articles can potentially be addressed through data mining and statistical techniques matured primarily for quantitative scientific data analysis. A journal paper could be represented by a multivariate descriptor, e.g., the occurrence counts of a number key technical terms or phrases (keywords), perhaps derived from a controlled vocabulary ( e . g . , the American Meteorological Society's Glossary of Meteorology) or bootstrapped from the journal archive itself. With this technique, conventional statistical classification tools can be leveraged to address challenges faced by both scientists and professional societies in knowledge management. For example, cluster analyses can be used to find bundles of "most-related" papers, and address the issue of journal bifurcation (when is a new journal necessary, and what topics should it encompass). Similarly, neural networks can be trained to predict the optimal journal (within a society's collection) in which a newly submitted paper should be published. Comparable techniques could enable very powerful end-user tools for journal searches, all premised on the view of a paper as a data point in a multidimensional descriptor space, e.g.: "find papers most similar to the one I am reading", "build a personalized subscription service, based on the content of the papers I am interested in, rather than preselected keywords", "find suitable reviewers, based on the content of their own published works", etc. Such services may represent the next "quantum leap" beyond the rudimentary search interfaces currently provided to end-users, as well as a compelling value-added component needed to bridge the print-to-digital-medium gap, and help stabilize professional societies' revenue stream during the print-to-digital transition.

Examining the Impact of the National Institutes of Health Public Access Policy on the Citation Rates of Journal Articles

Methods A list of journals across several subject areas was developed from which to collect article citation data. Citation information and cited reference counts of the articles published in 2006 and 2009 from 122 journals were obtained from the Scopus database. The articles were separated into categories of NIH funded, non-NIH funded and whether they were deposited in PubMed Central. An analysis of citation data across a five-year timespan was performed on this set of articles. Results A total of 45,716 articles were examined, including 7,960 with NIH-funding. An analysis of the number of times these articles were cited found that NIH-funded 2006 articles in PMC were not cited significantly more than NIH-funded non-PMC articles. However, 2009 NIH funded articles in PMC were cited 26% more than 2009 NIH funded articles not in PMC, 5 years after publication. This result is highly significant even after controlling for journal (as a proxy of article quality and topic). Conclusion Our analysis suggests that factors occurring between 2006 and 2009 produced a subsequent boost in scholarly impact of PubMed Central. The 2008 Public Access Policy is likely to be one such factor, but others may have contributed as well (e.g., growing size and visibility of PMC, increasing availability of full-text linkouts from PubMed, and indexing of PMC articles by Google Scholar). ORCID, the Open Researcher and Contributor ID, is a non- profit, community-driven effort to create and maintain a registry of unique researcher identifiers and a transparent method of linking research activities and outputs to these identifiers. Together with other persistent identifiers for scholarly works such as digital object identifiers (DOIs) and identifiers for organizations, ORCID makes research more discoverable. It helps ensure that one's grants, publications and outputs are correctly attributed. It helps the research community not just in aggregating publications, but in every stage of research, viz. publishing, reviewing, profiling, metrics, accessing and archiving. Funding agencies in Austria, Australia, Denmark, Portugal, Sweden and the UK, and the world's leading scholarly publishers and associations have integrated their systems with ORCID registry. Among the BRICS countries, China and South Africa are adopting ORCID avidly. India is yet to make a beginning. If research councils and funding agencies in India require researchers to adopt ORCID and link ORCID iDs to funding as well as tracking performance, it will help them keep track of the workflow. Journal editors can also keep track of contributions made by different authors and work assigned to different reviewers through their ORCID iDs.

Medical literature searches provide critical information for clinicians. However, the best strategy for identifying relevant high-quality literature is unknown. We compared search results using PubMed and Google Scholar on four clinical questions and analysed these results with respect to article relevance and quality. Abstracts from the first 20 citations for each search were classified into three relevance categories. We used the weighted kappa statistic to analyse reviewer agreement and nonparametric rank tests to compare the number of citations for each article and the corresponding journals' impact factors. Reviewers ranked 67.6% of PubMed articles and 80% of Google Scholar articles as at least possibly relevant (P = 0.116) with high agreement (all kappa P-values PubMed searches and Google Scholar searches often identify different articles. In this study, Google Scholar articles were more likely to be classified as relevant, had higher numbers of citations and were published in higher impact factor journals. The identification of frequently cited articles using Google Scholar for searches probably has value for initial literature searches. © 2012 The authors. A foundational element of reproducibility and reusability is the open and persistently available presentation of research data. However, many common approaches for primary data publication in use today do not achieve sufficient long-term robustness, openness, accessibility or uniformity. Nor do they permit comprehensive exploitation by modern Web technologies. This has led to several authoritative studies recommending uniform direct citation of data archived in persistent repositories. Data are to be considered as first-class scholarly objects, and treated similarly in many ways to cited and archived scientific and scholarly literature. Here we briefly review the most current and widely agreed set of principle-based recommendations for scholarly data citation, the Joint Declaration of Data Citation Principles (JDDCP. We then present a framework for operationalizing the JDDCP; and a set of initial recommendations on identifier schemes, identifier resolution behavior, required metadata elements, and best practices for realizing programmatic machine actionability of cited data. The main target audience for the common implementation guidelines in this article consists of publishers, scholarly organizations, and persistent data repositories, including technical staff members in these organizations. But ordinary researchers can also benefit from these recommendations. The guidance provided here is intended to help achieve widespread, uniform human and machine accessibility of deposited data, in support of significantly improved verification, validation, reproducibility and re-use of scholarly/scientific data.

Citation Analysis of Hepatitis Monthly by Journal Citation Report (ISI), Google Scholar, and Scopus.

Citation analysis as one of the most widely used methods of bibliometrics can be used for computing the various impact measures for scholars based on data from citation databases. Journal Citation Reports (JCR) from Thomson Reuters provides annual report in the form of impact factor (IF) for each journal. We aimed to evaluate the citation parameters of Hepatitis Monthly by JCR in 2010 and compare them with GS and Sc. All articles of Hepat Mon published in 2009 and 2008 which had been cited in 2010 in three databases including WoS, Sc and GS gathered in a spreadsheet. The IFs were manually calculated. Among the 104 total published articles the accuracy rates of GS and Sc in recording the total number of articles was 96% and 87.5%. There was a difference between IFs among the three databases (0.793 in ISI [Institute for Scientific Information], 0.945 in Sc and 0.85 GS). The missing rate of citations in ISI was 4% totally. Original articles were the main cited types, whereas, guidelines and clinical challenges were the least ones. None of the three databases succeed to record all articles published in the journal. Despite high sensitivity of GS comparing to Sc, it cannot be a reliable source for indexing since GS has lack of screening in the data collection and low specificity. Using an average of three IFs is suggested to find the correct IF. Editors should be more aware on the role of original articles in increasing IF and the potential efficacy of review articles in long term impact factor.

Pushing Traditional Publishing Boundaries in the Journal of Astronomy & Earth Science Education JAESE

Responding to the community's need for an archival journal to document program evaluation and educational impact of programs and innovations, the Journal of Astronomy & Earth Science Education (JAESE.org) is a scholarly, peer-reviewed journal designed to serve the discipline-based astronomy, planetary, and geosciences education research community. JAESE's first issue was published on December 31, 2014 and has published four volumes and seven issues since that time. By far, the median article topic has been focused on planetarium education research, while there have only been a few articles on conventional solid-Earth geosciences education research. Although there is not yet an even distribution of topics across the field, there is a relatively even distribution among author demographics. Authors include a range of both junior and senior members of the field. There have been significantly more female authors than male authors. Submissions are distributed as blind-copies to two or three peer reviewers with authors' names and identifying information redacted from the manuscript. The average time to complete the first round of peer-review reviewers is 6.2-weeks. There have been too few manuscripts to reliably publish a "percentage acceptance rate." Taken together, JAESE's guiding Editorial Advisory Board judges this to be a successful first few years. In a purposeful effort to make JAESE authors' scholarly works as widely accessible as possible, JAESE adopted an open-access business model. JAESE articles are available to read free-of-charge over the Internet, delivered as PDFs. To date, the most common way articles are downloaded by readers is through Google Scholar. Instead of charging readers and libraries recurring subscription fees, JAESE charges authors a nominal submission fee and a small open-access fee, averaging about $700 USD. A comparison of citations across multidisciplinary psychology journals: a case study of two independent journals.

Citation rates and impact factors are often used in an attempt to evaluate the apparent prestige of scholarly journals and the quality of research published by individual scholars. However, the apparent prestige of "top tier" journals may reflect aggressive marketing and advertising efforts as much as scholarship. Some journals have retained their independence from professional organizations and the funding, marketing, and advocacy policies that may be associated with such organizations. While lacking as much visibility as organizational journals and sometimes considered "lower tier," independent journals may be able to provide comparable scientific quality as measured by citation rates. To test this, the citation rates of 169 articles published by a frequently cited scholar were compared across first- and second-tier journals, including many sponsored and marketed by large professional organizations, and to rates for two independent journals combined, Psychological Reports and Perceptual and Motor Skills. Citation rates were higher for first-tier journals but for most comparisons, especially those that controlled for heterogeneity of variance, results did not differ in statistically significant ways among the three tiers of journals, though some nonsignificant trends (p journals appear to be a relatively weak indicator of scientific merit; journals at any tier contain articles that are useful and of good quality.

Legends of the field: influential scholars in multicultural counseling.

This study identified the most frequently cited scholars across 28 leading multicultural textbooks used in the training of counselors and counseling psychologists. Four spheres or clusters of multicultural scholars were identified and were characterized, respectively, as having either a profound, highly significant, significant, or important impact on the academic multicultural training of counseling graduate students. The top-cited scholars across the textbooks were also examined in relation to their scholarly productivity (number of publications) and their impact (number of citations) in peer-reviewed journals. Specifically, multicultural scholars were assessed on the delta-beta coefficient, Scopus and PsycINFO publications count, Scopus citations, and the increasingly popular h-index of scientific impact. Limitations of the study and implications of the findings for counseling training were highlighted.

The New Landscape of Ethics and Integrity in Scholarly Publishing

Scholarly peer-reviewed publications serve five major functions: They (i) have served as the primary, useful archive of scientific progress for hundreds of years; (ii) have been one principal way that scientists, and more recently departments and institutions, are evaluated; (iii) trigger and are the source of much communication about science to the public; (iv) have been primary revenue sources for scientific societies and companies; and (v) more recently play a critical and codified role in legal and regulatory decisions and advice to governments. Recent dynamics in science as well as in society, including the growth of online communication and new revenue sources, are influencing and altering particularly the first four core functions greatly. The changes in turn are posing important new challenges to the ethics and integrity of scholarly publishing and thus science in ways that are not widely or fully appreciated. For example, the expansion of electronic publishing has raised a number of new challenges for publishers with respect to their responsibility for curating scientific knowledge and even preserving the basic integrity of a manuscript. Many challenges are realted to new or expanded financial conflicts of interest related to the use of metrics such as the Journal Impact Factor, the expansion of alternate business models such as open access and advertising, and the fact that publishers are increasingly involved in framing communication around papers they are publishing. Solutions pose new responsibilities for scientists, publishers, and scientific societies, especially around transparency in their operations.

Full Text Available Professional  journals  are  used  to  disseminate  the  knowledge of scholars in the profession and to provide clinicians with guidance for best practice.  This  article  aimed  to  retrospectively  review  the  role  of the  South African  Journal  of  Physiotherapy  and  its  contribution  to  the profession.  An archival  research  design  was  used  to  collect  information from  the  archives of  the  South  African  Society  of  Physiotherapy website.  The  information  was retrieved  using  a  data  capture  sheet and descriptive  statistics  were  used throughout  to  establish  frequencies  for the  relevant  information.  During  the identified period, 170 articles were published. The greatest number of papers originated in South Africa (81%, 8% from the rest of Africa and 11% written by international authors. Authors with a Masters degree contributed almost 50% of the papers and those with doctorates were responsible for at least 25% of the papers. Most of the papers presented original research (81% with secondary research such as reviews and scholarly papers accounting for 19% of the total. The most common speciality area addressed through research  was  linked  to musculoskeletal  conditions.  The  journal  appears  to  have  provided  an important  platform  for  South African academics and emerging researchers to publish their findings. It is suggested that the journal should give preference to papers that deal with issues that are unique to South Africa and sub-Saharan Africa, as these are the least likely to be published elsewhere. In addition, the journal should emphasise papers that will advance the profession.

Citation Analysis of Iranian Journal of Basic Medical Sciences in ISI Web of Knowledge, Scopus, and Google Scholar.

Citation tracking is an important method to analyze the scientific impact of journal articles and can be done through Scopus (SC), Google Scholar (GS), or ISI web of knowledge (WOS). In the current study, we analyzed the citations to 2011-2012 articles of Iranian Journal of Basic Medical Sciences (IJBMS) in these three resources. The relevant data from SC, GS, and WOS official websites. Total number of citations, their overlap and unique citations of these three recourses were evaluated. WOS and SC covered 100% and GS covered 97% of the IJBMS items. Totally, 37 articles were cited at least once in one of the studied resources. Total number of citations were 20, 30, and 59 in WOS, SC, and GS respectively. Forty citations of GS, 6 citation of SC, and 2 citations of WOS were unique. Every scientific resource has its own inaccuracies in providing citation analysis information. Citation analysis studies are better to be done each year to correct any inaccuracy as soon as possible. IJBMS has gained considerable scientific attention from wide range of high impact journals and through citation tracking method; this visibility can be traced more thoroughly.

Selecting An Open Access Journal for Publication: Be Cautious

Nurse scholars and clinicians seek to publish their research and scholarly findings to strengthen both nursing science and clinical practice. Traditionally subscription-based publications have been the mainstay of knowledge dissemination. However, subscription costs have tended to restrict access to many journals to a small, specialized, academic community, a limitation that has contributed to the development of open access (OA) publications. OA journals have a powerful appeal as they allow greater access to scholars and consumers on a global level. However, many OA journals depend on an author-pays model that may lead to unintended and undesirable consequences for authors. Today, it is easier than ever to share scholarly findings, but authors need to be vigilant when selecting a journal in which to publish. In this article, we discuss the background of open access journals and describe key consideration to distinguish between reputable publications and those that may lead authors astray. We conclude that despite controversy and concerns related to publishing in OA journals, these journals do provide opportunities for researchers and clinicians to raise the profile of their work and ensure a robust, scholarly communication system.

Full Text Available Ever since 1990's the models of electronic publishing have been substantially reviewed at international levels and open institutional repositories were rather restructurized. The scholars have placed their works into the open repositories or the open journals as well as personal web sites. The focus of this study is to determine awareness for open access concept of scholarly electronic publishers. In this respect, a questionnaire was administered to scholarly electronic publishers in Turkey. The data were collected from 101 electronic publishers. It was found out that 72% of electronic publishers are aware of the open access concept, and 97% of them support self archiving. Consequently, diff erent types of works can be placed into the institutional open repositories in Turkey and their functionality can be increased within a relatively shorter time.

A framework for assessing impact of units of scholarly communication based on OAI-PMH harvesting of usage information

The wide-spread implementation of institutional repositories (IR), digital libraries, preprint services, and open access journals has dramatically changed the communication options that are available to scholars. At the same time, scholarship itself is becoming digital, thereby fundamentally extending the notion of a unit of scholarly communication beyond journal papers to include multimedia files, data sets, simulations, visualizations, etc. Meanwhile, the evaluation of scholarly performance remains bound to the use of citation data derived from a subset of all available communication channels (pre-selected journals), and an ever decreasing subset of all communicated units (journal papers). Electronic publishing and the Internet are changing the discipline of the journals managed by traditional publishers. Under their budget constraint, scholars and librarians are struggling for the choice of new medium for obtaining needed information goods and services, traditional publishers are developing operation schemes for electronic access to their intellectual assets, and governments are searching for optimal subsidy policies for acquisition of electronic resources. This study applies traditional economic approaches to scholarly electronic journal publishing. There are four basic economic issues that this study will address: scholars and libraries’ demand for sources of scholarly articles, the production and distribution of scholarly journal, scholar electronic journal pricing strategies, and the externalities of shared information goods and services. Part 1 of this three-part article discusses the market economics of scholarly electronic journal publishing business work. It also describes choices among scholars, librarians, and publishers. [Self-archiving of biomedical papers in open access repositories].

Open-access literature is digital, online, free of charge, and free of most copyright and licensing restrictions. Self-archiving or deposit of scholarly outputs in institutional repositories (open-access green route) is increasingly present in the activities of the scientific community. Besides the benefits of open access for visibility and dissemination of science, it is increasingly more often required by funding agencies to deposit papers and any other type of documents in repositories. In the biomedical environment this is even more relevant by the impact scientific literature can have on public health. However, to make self-archiving feasible, authors should be aware of its meaning and the terms in which they are allowed to archive their works. In that sense, there are some tools like Sherpa/RoMEO or DULCINEA (both directories of copyright licences of scientific journals at different levels) to find out what rights are retained by authors when they publish a paper and if they allow to implement self-archiving. PubMed Central and its British and Canadian counterparts are the main thematic repositories for biomedical fields. In our country there is none of similar nature, but most of the universities and CSIC, have already created their own institutional repositories. The increase in visibility of research results and their impact on a greater and earlier citation is one of the most frequently advance of open access, but removal of economic barriers to access to information is also a benefit to break borders between groups.

We have established archives for programs, data, papers etc. in physics (mainly for plasma physics). The archives are located at computer ftp.muni.cz in the directory pub/muni.cz/physics. These archives can be reached by anonymous FTP or by gopher server gopher.muni.cz (147.251.4.33). At the present time, programs for PC, cross sections for electrons, swarm parameters and rate constants stored are in the archives. We would like to collect the programs for calculations in physics (mainly for PC). We suppose that each program should have a testing example and some description. We would also like to collect physical constants and experimental or theoretical data (e.g. cross sections, swarm parameters and rate constants), which are important for other calculation or for comparison with the results of others studies. Interested scholars are invited to sent us their programs, data, preprints and reports for these archives. The website Sci-Hub enables users to download PDF versions of scholarly articles, including many articles that are paywalled at their journal's site. Sci-Hub has grown rapidly since its creation in 2011, but the extent of its coverage has been unclear. Here we report that, as of March 2017, Sci-Hub's database contains 68.9% of the 81.6 million scholarly articles registered with Crossref and 85.1% of articles published in toll access journals. We find that coverage varies by discipline and publisher, and that Sci-Hub preferentially covers popular, paywalled content. For toll access articles, we find that Sci-Hub provides greater coverage than the University of Pennsylvania, a major research university in the United States. Green open access to toll access articles via licit services, on the other hand, remains quite limited. Our interactive browser at https://greenelab.github.io/scihub allows users to explore these findings in more detail. For the first time, nearly all scholarly literature is available gratis to anyone with an Internet connection, suggesting the toll access business model may become unsustainable. © 2018, Himmelstein et al.

Full Text Available Articles published in scholarly journals, such as this one, tend to be mainly addressed to researchers at universities. Industrial follow-up and implementation of results from a scholarly article appears to be the exception, rather than the rule. Research grant specifications, as well as university policies, favor the generation of new knowledge, rather than the implementation of good ideas. But without patent protection, corporations have low motivation to expend the considerable effort to reduce ideas to practice after they have been openly published. The author speculates that the situation could be much more dynamic if there were a system of priority of implementation. According to such a system, the first company to successfully implement an idea that first appears in a peer-reviewed journal article, as validated by its debut in the marketplace, would have a grace period during which competitors would have to pay them a fee to sell a generic version of the same thing.

Research productivity for the scholar is often evaluated on the basis of his/her journal articles; however, specific journals are said to possess a higher measure of impact than others(Archambault & Larivière, 2009; Garfield, 2006; Glänzel & Moed, 2002). When a scholar decides where to publish, (s)he might consider a journal’s impact factor. Although Garfield (1973) claimed that citation counts to individual articles will determine the impact factor of a journal, newer evidence points to the contrary: a journal with a high impact factor can also influence an article’s readership and subsequent citation rates (Larivière & Gingras, 2010). This “chicken-and-egg” dispute (i.e., citations first or impact first?) can be tested, but can still have negative consequences for how journals are selected, rated, listed, and used by policymakers for developing measures of scholarly performance. For instance, in countries like Denmark and Spain classified journal lists are now being produced and used in the calculation of nationwide performance indicators. As a result, Danish and Spanish scholars are advised to contribute to journals of high “authority” (as in the former) or those within a high class (as in the latter). This can create a few problems. Peer review is the cornerstone of scholarly publishing and it is essential that peer reviewers are appointed on the basis of their expertise alone. However, it is difficult to check for any bias in the peer-review process because the identity of peer reviewers generally remains confidential. Here, using public information about the identities of 9000 editors and 43000 reviewers from the Frontiers series of journals, we show that women are underrepresented in the peer-review process, that editors of both genders operate with substantial same-gender preference (homophily), and that the mechanisms of this homophily are gender-dependent. We also show that homophily will persist even if numerical parity between genders is reached, highlighting the need for increased efforts to combat subtler forms of gender bias in scholarly publishing.

Full Text Available The emergence of networked digital methods of scholarly dissemination has transformed the role of the academic library in the context of the research life cycle. It now plays an important role in the dissemination of research outputs (e.g. through repository management and gold open access publication processing as well as more traditional acquisition and collection management. The University of Manchester Library and Manchester University Press have developed a strategic relationship to consider how they can work in partnership to support new approaches to scholarly publishing. They have delivered two projects to understand researcher and student needs and to develop tools and services to meet these needs. This work has found that the creation of new journal titles is costly and provides significant resourcing challenges and that support for student journals in particular is mixed amongst senior academic administrators. Research has suggested that there is more value to the University in the provision of training in scholarly publishing than in the creation of new in-house journal titles. Where such titles are created, careful consideration of sustainable business models is vital.

The purpose of this study is to compare the WoS with a national Chinese bibliometric database at the level of individual authors and measure the extent of the overlap of the group of authors that are the most active in the two data sources. The results indicate that Chinese scholars do not have homogeneous publication patterns: some very productive scholars mostly publish in international (WoS) journals while others prefer to diffuse their research results in national Chinese journals. Disciplines that are most international in scope exhibit a much higher level of overlap than those of the social sciences and humanities. These results suggest that the WoS does not accurately represent Chinese research activities, especially in social science and humanities, but that it also has a relative overlap with the Chinese national scientific literature in the natural and medical sciences. Finding and Recommending Scholarly Articles

The rate at which scholarly literature is being produced has been increasing at approximately 3.5 percent per year for decades. This means that during a typical 40 year career the amount of new literature produced each year increases by a factor of four. The methods scholars use to discover relevant literature must change. Just like everybody else involved in information discovery, scholars are confronted with information overload. Two decades ago, this discovery process essentially consisted of paging through abstract books, talking to colleagues and librarians, and browsing journals. A time-consuming process, which could even be longer if material had to be shipped from elsewhere. Now much of this discovery process is mediated by online scholarly information systems. All these systems are relatively new, and all are still changing. They all share a common goal: to provide their users with access to the literature relevant to their specific needs. To achieve this each system responds to actions by the user by displaying articles which the system judges relevant to the user's current needs. Recently search systems which use particularly sophisticated methodologies to recommend a few specific papers to the user have been called "recommender systems". These methods are in line with the current use of the term "recommender system" in computer science. We do not adopt this definition, rather we view systems like these as components in a larger whole, which is presented by the scholarly information systems themselves. In what follows we view the recommender system as an aspect of the entire information system; one which combines the massive memory capacities of the machine with the cognitive abilities of the human user to achieve a human-machine synergy.

Scholarly context not found: one in five articles suffers from reference rot.

Full Text Available The emergence of the web has fundamentally affected most aspects of information communication, including scholarly communication. The immediacy that characterizes publishing information to the web, as well as accessing it, allows for a dramatic increase in the speed of dissemination of scholarly knowledge. But, the transition from a paper-based to a web-based scholarly communication system also poses challenges. In this paper, we focus on reference rot, the combination of link rot and content drift to which references to web resources included in Science, Technology, and Medicine (STM articles are subject. We investigate the extent to which reference rot impacts the ability to revisit the web context that surrounds STM articles some time after their publication. We do so on the basis of a vast collection of articles from three corpora that span publication years 1997 to 2012. For over one million references to web resources extracted from over 3.5 million articles, we determine whether the HTTP URI is still responsive on the live web and whether web archives contain an archived snapshot representative of the state the referenced resource had at the time it was referenced. We observe that the fraction of articles containing references to web resources is growing steadily over time. We find one out of five STM articles suffering from reference rot, meaning it is impossible to revisit the web context that surrounds them some time after their publication. When only considering STM articles that contain references to web resources, this fraction increases to seven out of ten. We suggest that, in order to safeguard the long-term integrity of the web-based scholarly record, robust solutions to combat the reference rot problem are required. In conclusion, we provide a brief insight into the directions that are explored with this regard in the context of the Hiberlink project.

Knowledge sharing in global health research - the impact, uptake and cost of open access to scholarly literature.

In 1982, the Annals of Virology published a paper showing how Liberia has a highly endemic potential of Ebola warning health authorities of the risk for potential outbreaks; this journal is only available by subscription. Limiting the accessibility of such knowledge may have reduced information propagation toward public health actors who were indeed surprised by and unprepared for the 2014 epidemic. Open access (OA) publication can allow for increased access to global health research (GHR). Our study aims to assess the use, cost and impact of OA diffusion in the context of GHR. A total of 3366 research articles indexed under the Medical Heading Subject Heading "Global Health" published between 2010 and 2014 were retrieved using PubMed to (1) quantify the uptake of various types of OA, (2) estimate the article processing charges (APCs) of OA, and (3) analyse the relationship between different types of OA, their scholarly impact and gross national income per capita of citing countries. Most GHR publications are not available directly on the journal's website (69%). Further, 60.8% of researchers do not self-archive their work even when it is free and in keeping with journal policy. The total amount paid for APCs was estimated at US$1.7 million for 627 papers, with authors paying on average US$2732 per publication; 94% of APCs were paid to journals owned by the ten most prominent publication houses from high-income countries. Researchers from low- and middle-income countries are generally citing less expensive types of OA, while researchers in high-income countries are citing the most expensive OA. Although OA may help in building global research capacity in GHR, the majority of publications remain subscription only. It is logical and cost-efficient for institutions and researchers to promote OA by self-archiving publications of restricted access, as it not only allows research to be cited by a broader audience, it also augments citation rates. Reasons to temper enthusiasm about open access nursing journals.

Open access is a relatively new phenomenon within nursing science. Several papers from various nursing journals have been published recently on the disadvantages of the traditional model of purchasing proprietary fee-based databases to access scholarly information. Just few nursing scholars are less optimistic about the possible benefits of open access nursing journals. A critical reflection on the merits and pitfalls of open access journals along insights from the literature and personal opinion. Two arguments are discussed, providing justification for tempering enthusiasm about open access journals. First, only research groups with sufficient financial resources can publish in open access journals. Second, open access has conflicting incentives, where the aim is to expand production at the expense of publishing quality articles; a business model that fits well into a neoliberal discourse. There are valid reasons to criticise the traditional publishers for the excessive costs of a single article, therefore preventing the dissemination of scholarly nursing information. On the contrary, the business model of open access publishers is no less imbued with the neoliberal tendency of lining the pockets.

The role of gender in scholarly authorship.

Full Text Available Gender disparities appear to be decreasing in academia according to a number of metrics, such as grant funding, hiring, acceptance at scholarly journals, and productivity, and it might be tempting to think that gender inequity will soon be a problem of the past. However, a large-scale analysis based on over eight million papers across the natural sciences, social sciences, and humanities reveals a number of understated and persistent ways in which gender inequities remain. For instance, even where raw publication counts seem to be equal between genders, close inspection reveals that, in certain fields, men predominate in the prestigious first and last author positions. Moreover, women are significantly underrepresented as authors of single-authored papers. Academics should be aware of the subtle ways that gender disparities can occur in scholarly authorship.

Modern Publishing Approach of Journal of Astronomy & Earth Sciences Education

Filling a needed scholarly publishing avenue for astronomy education researchers and earth science education researchers, the Journal of Astronomy & Earth Sciences Education - JAESE published its first volume and issue in 2014. The Journal of Astronomy & Earth Sciences Education - JAESE is a scholarly, peer-reviewed scientific journal publishing original discipline-based education research and evaluation, with an emphasis of significant scientific results derived from ethical observations and systematic experimentation in science education and evaluation. International in scope, JAESE aims to publish the highest quality and timely articles from discipline-based education research that advance understanding of astronomy and earth sciences education and are likely to have a significant impact on the discipline or on policy. Articles are solicited describing both (i) systematic science education research and (ii) evaluated teaching innovations across the broadly defined Earth & space sciences education, including the disciplines of astronomy, climate education, energy resource science, environmental science, geology, geography, agriculture, meteorology, planetary sciences, and oceanography education. The publishing model adopted for this new journal is open-access and articles appear online in GoogleScholar, ERIC, and are searchable in catalogs of 440,000 libraries that index online journals of its type. Rather than paid for by library subscriptions or by society membership dues, the annual budget is covered by page-charges paid by individual authors, their institutions, grants or donors: This approach is common in scientific journals, but is relatively uncommon in education journals. To describe and assess the effectiveness of a formal scholarly activity program for a highly integrated adult and pediatric neurology residency program. Starting in 2011, all graduating residents were required to complete at least one form of scholarly activity broadly defined to include peer-reviewed publications or presentations at scientific meetings of formally mentored projects. The scholarly activity program was administered by the associate residency training director and included an expanded journal club, guided mentorship, a required grand rounds platform presentation, and annual awards for the most scholarly and seminal research findings. We compared scholarly output and mentorship for residents graduating within a 5-year period following program initiation (2011-2015) and during the preceding 5-year preprogram baseline period (2005-2009). Participation in scholarship increased from the preprogram baseline (24 of 53 graduating residents, 45.3%) to the postprogram period (47 of 57 graduating residents, 82.1%, p Neurology.

Full Text Available It is quite impressive the visibility of online publishing compared to offline. Lawrence (2001 computed the percentage increase across 1,494 venues containing at least five offline and five online articles. Results shown an average of 336% more citations to online articles compared to offline articles published in the same venue. If articles published in the same venue are of similar quality, then they concluded that online articles are more highly cited because of their easier access. Full Text Available This paper discusses Open Access to scientific knowledge and its impacts on research. It overviews some of the major issues regarding the use of information technologies in scholarly communication activities, highlighting recent issues such as repository selfarchiving (green road and Open Access journals (golden road. Such issues are focused both as a reaction of researchers to the current business models of commercial scholarly publishers and as an awareness of the increasingly impact of documents available in Open Access. It adds to this discussion information about the necessary policies to fully implement Open Access. Authors describe the main technology facilities that support Open Access, such as OAI compliant Repositories and Journal Management systems. Moreover, future perspectives that should guide academic and government policies, decisions and actions that can assure Open Access, particularly in Portuguese Speaking Countries, are discussed.

A new danger threatens the integrity of scholarly publishing: predatory journals. Internet-only, "open-access" publishing is a valid way for researchers to reach the public without a paywall separating them. But, of thousands of open-access scientific journals today, as many as twenty-five percent are believed to be fake, existing only to make money by charging authors high processing fees. In sham journals, peer review is cursory or absent: as many as eighty to ninety percent of submitted manuscripts are accepted, many within days, without any editorial comment. Predatory journalism can be remarkably good at mimicking reputable publishers. Sham journals use names and logos that closely resemble those of legitimate journals, intentionally confusing site visitors. Untrustworthy publications have not received the widespread, damning publicity they deserve. If junk science is not confronted and eliminated, it will continue to tarnish and undermine ethical, open-access scholarly publishing. Full Text Available Most scholars argue that cross-national research is indispensable for establishing the generalizability of theories and the validity of interpretations derived from single-nation studies. Another important aspect of comparative studies is that they force us to test our interpretations against cross-cultural diferences and inconsistencies. In journalism studies, the advantages of cross-national research are obvious. While the empirical inquiry into news-making has generated a vast quantity of data, some of the more fundamental questions in journalism research remain largely unresolved: What shapes the news and the structures of journalism most? Is it politics, economy, or culture? How do the conventional Western values of objective journalism ft in with non-Western cultures? In this article, I would like to propose the creation of a “World Journalism Survey”, modeled after the World Values Survey, for a better map of the cultural diferences in journalism practices around the world.

Full Text Available Various kinds of metrics used for the quantitative evaluation of scholarly journals are reviewed. The impact factor and related metrics including the immediacy index and the aggregate impact factor, which are provided by the Journal Citation Reports, are explained in detail. The Eigenfactor score and the article influence score are also reviewed. In addition, journal metrics such as CiteScore, Source Normalized Impact per Paper, SCImago Journal Rank, h-index, and g-index are discussed. Limitations and problems that these metrics have are pointed out. We should be cautious to rely on those quantitative measures too much when we evaluate journals or researchers.

Full Text Available A study was carried out to clarify the term 'scholarly publication' and to explore the role of this activity in the scholarly communication process. Desk research was supplemented by responses to a questionnaire from key figures in the development of emerging scholarly communicative behaviours. This facilitated development of a working definition of scholarly publication consisting of a list of criteria. These may be used to analyse the degree to which emerging formats can be categorised as scholarly publications and to identify the means by which these formats may be supplemented so that their status may be promoted to that of ‘scholarly publication’, i.e., documents that meet all of the publication needs of scholarly communities.

Strategies and guidelines for scholarly publishing of biodiversity data

Full Text Available The present paper describes policies and guidelines for scholarly publishing of biodiversity and biodiversity-related data, elaborated and updated during the Framework Program 7 EU BON project, on the basis of an earlier version published on Pensoft's website in 2011. The document discusses some general concepts, including a definition of datasets, incentives to publish data and licenses for data publishing. Further, it defines and compares several routes for data publishing, namely as (1 supplementary files to research articles, which may be made available directly by the publisher, or (2 published in a specialized open data repository with a link to it from the research article, or (3 as a data paper, i.e., a specific, stand-alone publication describing a particular dataset or a collection of datasets, or (4 integrated narrative and data publishing through online import/download of data into/from manuscripts, as provided by the Biodiversity Data Journal. The paper also contains detailed instructions on how to prepare and peer review data intended for publication, listed under the Guidelines for Authors and Reviewers, respectively. Special attention is given to existing standards, protocols and tools to facilitate data publishing, such as the Integrated Publishing Toolkit of the Global Biodiversity Information Facility (GBIF IPT and the DarwinCore Archive (DwC-A. A separate section describes most leading data hosting/indexing infrastructures and repositories for biodiversity and ecological data.

Beyond journalism: Theorizing the transformation of journalism.

Journalism has enjoyed a rich and relatively stable history of professionalization. Scholars coming from a variety of disciplines have theorized this history, forming a consistent body of knowledge codified in national and international handbooks and canonical readers. However, recent work and analysis suggest that the supposed core of journalism and the assumed consistency of the inner workings of news organizations are problematic starting points for journalism studies. In this article, we challenge the consensual (self-)presentation of journalism - in terms of its occupational ideology, its professional culture, and its sedimentation in routines and organizational structures (cf. the newsroom) in the context of its reconfiguration as a post-industrial , entrepreneurial , and atypical way of working and of being at work. We outline a way beyond individualist or institutional approaches to do justice to the current complex transformation of the profession. We propose a framework to bring together these approaches in a dialectic attempt to move through and beyond journalism as it has traditionally been conceptualized and practiced, allowing for a broader definition and understanding of the myriad of practices that make up journalism.

Full Text Available Open Researchers and Contributors ID (ORCID launched its registry services in October 2012. Consequently, adding personal information to the ORCID registry became routine work for researchers. To add ORCID to an online article, the tag needs to be included in the Journal Article Tag Suite extensible markup language file, if such a file has been produced by the publisher. Subsequently, all co-authors’ ORCID can be easily and conveniently collected and then integrated into the manuscript management system. In the current age of information and the Internet, journals need to keep pace with the surge of new standards and technologies. Editors should be able to accept and apply these new systems rapidly.

To analyse current ranking (2013) of institutions, journals and researchers in the Republic of Macedonia. the country rankings of R. Macedonia were analyzed with SCImago Country & Journal Rank (SJR) for subject area Medicine in the years 1996-2013, and ordered by H-index. SCImago Institutions Rankings for 2013 was used for the scientific impact of biomedical institutions in the Republic of Macedonia. Journal metrics from Elsevier for the Macedonian scholarly journals for the period 2009-2013 were performed. Source Normalized Impact per Paper (SNIP), the Impact per Publication (IPP), and SCImago Journal Rank (SJR) were analysed. Macedonian scholarly biomedical journals included in Google Scholar metrics (2013, 2012) were analysed with h5-index and h5-median (June 2014). A semantic analysis of the PubMed database was performed with GoPubMed on November 2, 2014 in order to identify published papers from the field of biomedical sciences affiliated with the country of Macedonia. Harzing's Publish or Perish software was used for author impact analysis and the calculation of the Hirsh-index based on Google Scholar query. The rank of subject area Medicine of R. Macedonia according to the SCImago Journal & Country Rank (SJR) is 110th in the world and 17th in Eastern Europe. Of 20 universities in Macedonia, only Ss Cyril and Methodius University, Skopje, and the University St Clement of Ohrid, Bitola, are listed in the SCImago Institutions Rankings (SIR) for 2013. A very small number of Macedonian scholarly journals is included in Web of Sciences (2), PubMed (1), PubMed Central (1), SCOPUS (6), SCImago (6), and Google Scholar metrics (6). The rank of Hirsh index (h-index) was different from the rank of number of abstracts indexed in PubMed for the top 20 authors from R. Macedonia. The current biomedical scientific impact (2013) of institutions, academic journals and researchers in R. Macedonia is very low. There is an urgent need for organized measures to improve the quality
