National survey and community advisory board development for a bipolar disorder biobank.

The aim of the present study was to engage a national advocacy group and local stakeholders for guidance in developing a bipolar disorder biobank through a web-based survey and a community advisory board. The Depression and Bipolar Support Alliance and the Mayo Clinic Bipolar Biobank conducted a national web-based survey inquiring about interest in participating in a biobank (i.e., giving DNA and clinical information). A community advisory board was convened to guide establishment of the biobank and identify key deliverables from the research project and for the community. Among 385 survey respondents, funding source (87%), professional opinion (76%), mental health consumer opinion (79%), and return of research results (91%) were believed to be important for considering study participation. Significantly more patients were willing to participate in a biobank managed by a university or clinic (78.2%) than one managed by government (63.4%) or industry (58.2%; both p bipolar disorder developing in a child of an affected parent and which medications to avoid. The advisory board endorsed the use of a comprehension questionnaire to evaluate participants' understanding of the study (e.g., longevity of DNA specimens, right to remove samples, accessing medical records) as a means to strengthen the informed consent process. These national survey and community advisory data support the merit of establishing a biobank to enable studies of disease risk, provided that health records and research results are adequately protected. Full Text Available The article is focused on the analysis of organizational and legal conditions for the functioning of the highest advisory bodies in the fields of research and higher education, created at the state level at the central governing institutions in Ukraine and selected European countries. The article is aimed at the research of the model of formation and functioning of the national advisory bodies on research and higher education in Poland, Germany, and Czech Republic in the system of science management, based on the national legislation. It is proved that advisory bodies are an important element of the system of public governance, as well as actors in shaping of the national science and higher education policy. They are formed in a democratic way due to the principle of shared governance and mostly of institutional representation. The article considered selected aspects of the establishment of the National R&D Council of Ukraine, as stated in the Law of Ukraine «On Scientific and R&D Activity» comparing with the relevant European institutions. The analysis of the concept for the National Council for Science and Technologies (R&D of Ukraine along with the administrative and management risks could be considered while implementation of the Law of Ukraine «On Scientific and R&D Activity».

Located at Lawrence Livermore National Laboratory, NARAC provides 24/7 tools and expert services to map the spread of hazardous material accidentally or intentionally released into the atmosphere. NARAC graphical products show affected areas and populations, potential casualties, and health effect or protective action guideline levels. LLNL experts produce quality-assured analyses based on field data to assist decision makers and responders. NARAC staff and collaborators conduct research and development into new science, tools, capabilities, and technologies in strategically important areas related to airborne transport and fate modeling and emergency response. We describe the digital library (DL) for the National Advisory Committee for Aeronautics (NACA), the NACA Technical Report Server (NACATRS). The predecessor organization for the National Aeronautics and Space Administration (NASA), NACA existed from 1915 until 1958. The primary manifestation of NACA's research was the NACA report series. We describe the process of converting this collection of reports to digital format and making it available on the World Wide Web (WWW) and is a node in the NASA Technical Report Server (NTRS). We describe the current state of the project, the resulting DL technology developed from the project, and the future plans for NACATRS.

The Canadian Heart Rhythm Society (CHRS) Device Advisory Committee was commissioned to respond to advisories regarding cardiac rhythm device and lead performance on behalf of the CHRS. In the event of an advisory, the Chair uses an e-mail network to disseminate advisory information to Committee members broadly representative of the Canadian device community. A consensus recommendation is prepared by the Committee and made available to all Canadian centres on the CHRS Web site after approval by the CHRS executive. This collaborative approach using an e-mail network has proven very efficient in providing a rapid national response to device advisories. The network is an ideal tool to collect specific data on implanted device system performance and allows for prompt reporting of clinically relevant data to front-line clinicians and patients. IAEA Launches Expert Advisory Service for Research Reactor Infrastructure, First Mission to Nigeria

The International Atomic Energy Agency (IAEA) has launched a new peer review service to assist Member States in the development of infrastructure for nuclear research reactors, expanding the range of its expert advisory missions. The first Integrated Nuclear Infrastructure Review for Research Reactors (INIR-RR) was conducted this week in Nigeria at the invitation of the Government, which is planning to build the country’s second research reactor. Research reactors are used for research, development, education and training. They play a vital role across several fields, producing radioisotopes used in research, medicine, industry and agriculture. Operation of a research reactor requires a national infrastructure — including a legal and regulatory framework — to ensure that national and international obligations are met during planning, design, construction, operation and decommissioning.

The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an Advisory Committee on Nuclear Safety Research in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Nuclear Safety Research evaluated the adequacy of the plans of nuclear safety research to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of eight specialists from outside the JAERI conducted its activities from June 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advanced and of the oral presentations made at the Advisory Committee meeting which was held on July 27, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. This report describes the result of the evaluation by the Advisory Committee on Safety Research. (author)

This presentation describes the tools and services provided by the National Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore National Laboratory (LLNL) for modeling the impacts of airborne hazardous materials. NARAC provides atmospheric plume modeling tools and services for chemical, biological, radiological, and nuclear airborne hazards. NARAC can simulate downwind effects from a variety of scenarios, including fires, industrial and transportation accidents, radiation dispersal device explosions, hazardous material spills, sprayers, nuclear power plant accidents, and nuclear detonations. NARAC collaborates on radiological dispersion source terms and effects models with Sandia National Laboratories and the U.S. Nuclear Regulatory Commission. NARAC was designated the interim provider of capabilities for the Department of Homeland Security's Interagency Modeling and Atmospheric Assessment Center by the Homeland Security Council in April 2004. The NARAC suite of software tools include simple stand-alone, local-scale plume modeling tools for end-user's computers, and Web- and Internet-based software to access advanced modeling tools and expert analyses from the national center at LLNL. Initial automated, 3-D predictions of plume exposure limits and protective action guidelines for emergency responders and managers are available from the center in 5-10 minutes. These can be followed immediately by quality-assured, refined analyses by 24 x 7 on-duty or on-call NARAC staff. NARAC continues to refine calculations using updated on-scene information, including measurements, until all airborne releases have stopped and the hazardous threats are mapped and impacts assessed. Model predictions include the 3-D spatial and time-varying effects of weather, land use, and terrain, on scales from the local to regional to global. The Secretary of Energy requested that the Office of Nuclear Energy prepare a strategic national plan that outlines the Department's role in the future development of civilian nuclear power and that the Energy Research Advisory Board establish an ad hoc panel to review and comment on this plan. The Energy Research Advisory Board formed a panel for this review and three subpanels were formed. One subpanel was formed to address the institutional issues surrounding nuclear power, one on research and development for advanced nuclear power plants and a third subpanel on light water reactor utilization and improvement. The subpanel on light water reactors held two meetings at which representatives of the DOE, the NRC, EPRI, industry and academic groups made presentations. This is the report of the subpanel on light water reactor utilization and improvement. This report presents the subpanel's assessment of initiatives which the Department of Energy should undertake in the national interest, to develop and support light water reactor technologies

This presentation describes the tools and services provided by the National Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore National Laboratory (LLNL) for modeling the impacts of airborne hazardous materials. NARAC provides atmospheric plume modeling tools and services for chemical, biological, radiological, and nuclear airborne hazards. NARAC can simulate downwind effects from a variety of scenarios, including fires, industrial and transportation accidents, radiation dispersal device explosions, hazardous material spills, sprayers, nuclear power plant accidents, and nuclear detonations. NARAC collaborates on radiological dispersion source terms and effects models with Sandia National Laboratories and the U.S. Nuclear Regulatory Commission. NARAC was designated the interim provider of capabilities for the Department of Homeland Security's Interagency Modeling and Atmospheric Assessment Center by the Homeland Security Council in April 2004. The NARAC suite of software tools include simple stand-alone, local-scale plume modeling tools for end-user's computers, and Web- and Internet-based software to access advanced modeling tools and expert analyses from the national center at LLNL. Initial automated, 3-D predictions of plume exposure limits and protective action guidelines for emergency responders and managers are available from the center in 5-10 minutes. These can be followed immediately by quality-assured, refined analyses by 24 x 7 on-duty or on-call NARAC staff. NARAC continues to refine calculations using updated on-scene information, including measurements, until all airborne releases have stopped and the hazardous threats are mapped and impacts assessed. Model predictions include the 3-D spatial and time-varying effects of weather, land use, and terrain, on scales from the local to regional to global. The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an Advisory Committee on Research Support and Collaborative Activities in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Research Support and Collaborative Activities evaluated the adequacy of the plans of research support and collaborative activities to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of nine specialists from outside the JAERI conducted its activities from June 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advance and of the oral presentations made at the Advisory Committee meeting which was held on July 21, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. This report describes the result of the evaluation by the Advisory Committee on Research Support and Collaborative Activities. (author)

There are six national ethics commissions in Finland. The National Advisory Board on Research Ethics was first established in 1991, followed by the National Advisory Board on Biotechnology and the Board on Gene Technology in 1995. The National Advisory Board on Health Care Ethics was established in 1998, followed by its Sub-Committee on Medical Research Ethics in 1999. The Co-operation Group for Laboratory Animal Sciences was established in 2001. Only the Board on Gene Technology works as a national authority and gives binding opinions and recommendations about the use of genetically modified organisms. The Sub-Committee on Medical Research Ethics acts a national research ethics committee and gives opinions about research projects. Other advisory boards do not make legally binding decisions, but their expertise gives a lot of power to their opinions and statements. The commissions work in close collaboration with each other, having regular meetings. They arrange seminars and conferences, and share information with each other. The commissions also share duties and information in international collaboration. How the voice and opinions of these commissions is heard in society lies in the wide, multi-professional expertise of their members. Large commissions and wide expertise may make it difficult to find consensus in their opinions and statements, although wide expertise may, more than discussion in a small expert group, help to further process difficult ethical issues. Collaboration between different bodies is important in order to share duties, and also to add more emphasis to the statements and opinions where different bodies share interests. In our country, the interest that national commissions share is research ethics, where the advisory boards and their members have discharged collaborative activities for years.

Funding for radiation protection science and policy has been in decline for more than a decade. Agencies that set policies and standards for radiation protection depend on external expert groups for advice, and unless the funding situation is stabilized, the ability of these advisory organizations to provide timely advice will be compromised. This paper examines the history of radiation protection policy in the United States, reviews the funding patterns of international and national radiation protection advisory bodies, and suggests recommendations for assuring that radiological and radiation protection science remains an important part of the nation's public health policy agenda. Five major advisory organizations are the focus of this paper--ICRP, ICRU, NCRP, National Research Council BEIR Committees, and UNSCEAR. The recommendations developed in this paper address the following issues: (1) the need to coordinate activities among national and international advisory bodies in order to minimize overlap of work scope and ensure comprehensive coverage of major radiation protection issues; (2) the need to reevaluate activities and operations of advisory groups in the context of an ever-changing radiation protection landscape; and (3) the need to establish the NCRP as the major federal advisory organization for radiation protection in the United States and to stabilize funding through Congressional appropriations

Currently, there is a lack of consensus regarding the accepted terminology pertaining to the pressure ulcer healing progression and recidivism. This lack of uniformity can negatively impact initiation of treatment pathways, completion of appropriate interventions, clinical documentation, medical coding, patient education, discharge planning and healthcare revenue through out the healthcare system. The purpose of this paper is to introduce a standard nomenclature as it pertains to pressure ulcer healing progression and any recidivism that may occur. The National Pressure Ulcer Advisory Panel has formulated a framework of terms regarding pressure ulcer progression. We also developed a clearer nomenclature for lack of progress and recidivism of pressure ulcers. This document should serve as a starting point for the discussion of the pressure ulcer care, research, and terminology. © 2014 by the Wound Healing Society.

In order to promote understanding of UK governance and assurance relating to electronic health records research, we present and discuss the role of the Independent Scientific Advisory Committee (ISAC) for MHRA database research in evaluating protocols proposing the use of the Clinical Practice Research Datalink. We describe the development of the Committee's activities between 2006 and 2015, alongside growth in data linkage and wider national electronic health records programmes, including the application and assessment processes, and our approach to undertaking this work. Our model can provide independence, challenge and support to data providers such as the Clinical Practice Research Datalink database which has been used for well over 1,000 medical research projects. ISAC's role in scientific oversight ensures feasible and scientifically acceptable plans are in place, while having both lay and professional membership addresses governance issues in order to protect the integrity of the database and ensure that public confidence is maintained.

Co-researching with people who have intellectual disabilities: insights from a national survey.

Inclusive research with people with intellectual disabilities is growing internationally but with few studies examining its feasibility. In undertaking a national study exploring what life was like in Ireland for people with intellectual disabilities, a community of practice was developed involving a core group of co-researchers: five people with intellectual disabilities, four university researchers and three service support staff. An additional cadre of 15 co-researchers with intellectual disabilities was recruited to undertake data gathering and analysis with 23 focus groups involving 168 participants. The research experience was documented through oral feedback, progress reports, minutes and a project review. The key learning is documented arising from the setting up of an inclusive advisory group and implementation of each of six research steps. The study demonstrates feasibility and the added value of university co-researchers recruiting and developing skills together with co-researchers with intellectual disabilities. Topics for further research and development are identified. This paper tells you about how people with intellectual disabilities worked with a group of university researchers. Both groups were called co-researchers and together they ran 23 focus groups across Ireland. People with intellectual disabilities talked about their lives and what could make them better. They said they needed to have a good place to live; a job; enough money; relationships; and acceptance as respected citizens. The university co-researchers wrote about what it was like doing research together and how people with intellectual disabilities joined the advisory group; decided on the questions; ran focus groups; and presented findings. Together they grew into a community of researchers where the university co-researchers shared their research skills and people with intellectual disabilities shared what it was like living with a disability.
