Programs of the Office of Energy Research: Revision

In establishing each of the Federal Agencies that have been successively responsible for energy technologies and their development - the Atomic Energy Commission, the Energy Research and Development Administration, and, currently, the US Department of Energy (DOE) - Congress made specific provisions for the conduct of advanced and fundamental research. The purpose of this research has been to support the energy technology development programs by providing insight into fundamental science and associated phenomena and developing new or advanced concepts and techniques. Today, this responsibility rests with the Office of Energy Research (ER), DOE, whose present programs have their origins in pioneering energy-related research of this nature, which was initiated nearly 40 years ago. The Director, Office of Energy Research, also acts as the chief scientist and scientific advisor to the Secretary of Energy for the entire spectrum of energy research and development (R and D) programs of the Department. ER programs include several thousand individual projects and hundreds of laboratories, universities, and other research facilities throughout the Unites States. In the following pages, each of these programs and activities are described briefly for the information of the scientific community and the public at large. 5 figs., 6 tabs

Changing emphasis at the NRC's Office of Nuclear Regulatory Research

One of the major objectives of the Office of Research is to ensure availability of sound technical information for timely decision making in support of the NRC's safety mission. The Office of Research is changing some of its emphasis to better meet the expected needs of the NRC's regulatory offices. Long-standing programs in support of operating reactors are nearing completion. These programs include plant aging and severe accident research for currently operating plants. This meeting will also address the new challenges faced by the NRC in its review of the advanced light water and non-light water reactors. As plant aging and severe accident research programs are nearing completion, the research activities are coming to focus on the emerging technologies, for example, digital instrumentation and control systems, both as replacement equipment for operating plants and as the technology of choice and necessity for the advanced reactors. Necessity, because analog equipment is becoming obsolete. Other examples include the use of new materials in operating plants, human factors considerations in the design and operation of the advanced plants, thermal-hydraulic characteristics of the advanced reactors, and new construction techniques

The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE's goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT and E) for environmental cleanup, waste management, and related technologies. The program is designed to resolve major technical issues, to rapidly advanced beyond current technologies for environmental restoration and waste management operations, and to expedite compliance with applicable environmental laws and regulations. iPad use in Iowa Research Network family physician offices.

Through a cancer research infrastructure building grant, iPads were given to health care providers in family physician offices. The purpose of this study was to determine the use and application of iPads in the Iowa Research Network. A Qualtrics survey was sent to 81 iPad recipients after institutional review board approval. Fifty-nine percent responded and 85% reported they have used the iPad. The main reason for use of the iPad was browsing the World Wide Web for health care information. Open-ended comments supported use of the iPad for photographic documentation of wound and other skin lesions for insertion into the medical record and it helped improve clinic flow by making it easier to put orders in the system through the iPad. Tablet uses are variable in physician offices with provider's gathering health care information from the Internet and securing education material for patients as the frequent usages. © The Author(s) 2014.

The US Department of Energy's (DOE) Office of Energy Research (OER) sponsors programs designed to encourage and support interaction between US colleges and universities and DOE research facilities. Faculty members, graduate students, undergraduates, and recent postgraduates participate in research and receive advanced training at DOE laboratories. Staff members from DOE laboratories visit campuses to deliver energy-related lectures and participate in seminars and classroom discussions. Oak Ridge Associated Universities (ORAU) has been involved in the developemnt and administration of these collaborative research programs since their inception. During FY 1987, ORAU administered appointments for the Office of Energy Research under the following two umbrella programs: University/DOE Laboratory Cooperative Program (Lab Co-op); Science and Engineering Research Semester (SERS). In addition, ORAU participated in a project to collect and assess information from individuals who had held research appointment as undergraduate students during a four-year period from 1979 to 1982. All of these activities are summarized in this report

Full Text Available The purpose of this study was to examine the information behavior of female police officers involved in undercover prostitution work. Seven Vice Officers were interviewed during the summer of 2003 and two were observed during one decoy operation. The model, Information Seeking of Professionals, provided the framework for understanding their needs within the context of their role as decoys. The results revealed that the officers need a variety of information and start seeking it before they transfer to the Vice Unit. Their work demands the use several methods of informal communication, including signals and dress code. Information sources include the men who solicit their services, the female sex workers with whom they share space, members of the community, and their fellow officers who are responsible for protecting their lives.

This report provides a compilation of summaries of the research projects supported by the Office of Health and Environmental Research (OHER) during Fiscal Year 1984. OHER is a component of the Office of Energy Research within the US Department of Energy, responsible for developing a comprehensive understanding of the health and environmental effects of energy technology development and use as well as other Departmental operations. The OHER program is broad in scope and diverse in character with substantial commitments to both applied and basic research. The research projects have been organized to reflect the major themes and focus of the OHER program. Each research category is preceeded by a short narrative to provide some perspective of the scope of activities which follow. Within each research category, the summaries are organized by efforts performed in DOE laboratories (onsite laboratories) and those performed elsewhere (offsite contractors) to help characterize their respective role in the program. The compilation of project titles and summaries, despite its volume, is still a relatively superficial source of information. It does not provide a sound basis for considering program quality or even relevance

This research was undertaken to estimate the societal benefits and costs of selected past research performed for the Office of Health and Environmental Research (OHER) of the US Department of Energy (DOE). Three case studies of representative OHER and DOE research were performed. One of these, the acid rain case study, includes research conducted elsewhere in DOE. The other two cases were the OHER marine research program and the development of high-purity germanium that is used in radiation detectors. The acid rain case study looked at the research benefits and costs of furnace sorbent injection and duct injection, technologies that might reduce acid deposition precursors. Both appear to show benefits in excess of costs. We examined in detail one of the OHER marine research program's accomplishments - the increase in environmental information used by the Outer Continental Shelf leasing program to manage bidding for off-shore oil drilling. The results of an econometric model show that environmental information of the type supported by OHER is unequivocally linked to government and industry leasing decisions. The germanium case study indicated that the benefits of germanium radiation detectors were significant.

Development is evaluated for the COIG (Central Calculation Office for Coal Industry Enterprises), founded in 1950. In the first phase of its activities the Office concentrated on preparation of statistical data on coal industry in Poland. Range of activities was enlarged in 1969 after the ICL 1904S computer was installed. In 1975 CIOG was transformed into a research institute. CIOG consists of a central unit in Katowice and 7 branches. It has 1600 employees (including 96 researchers). CIOG develops computerized control systems and information systems for coal mining (19 information systems have been developed). The Office analyzes coal reserves, efficiency of coal mining, coal losses, resource conservation, mining systems, energy consumption in mining. It also coordinates development of computerized control systems in mines and organizes training for coal mine personnel.

Maintaining order is a key goal for prison managers. Much of the research on order maintenance focuses, however, on disruptions of order, even when order is more common. Examining factors related to perceptions on how officers get inmates to comply is, therefore, an important consideration. Using a survey of correctional officers from a Mid-Atlantic state, this study considers three dimensions of French and Raven's theory on the bases of power. The focus is to examine correctional orientation and compliance regarding three dimensions of power that rely on informal control and relationships. The results indicate that officers' belief in rehabilitative ideals is consistently related to the dimensions of legitimate, referent, and expert control. Other individual and organizational factors are also related to dimensions of power. Implications for policies and for future research are discussed. © The Author(s) 2015.

The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.

Information resource preferences by general pediatricians in office settings: a qualitative study

Full Text Available Abstract Background Information needs and resource preferences of office-based general pediatricians have not been well characterized. Methods Data collected from a sample of twenty office-based urban/suburban general pediatricians consisted of: (a a demographic survey about participants' practice and computer use, (b semi-structured interviews on their use of different types of information resources and (c semi-structured interviews on perceptions of information needs and resource preferences in response to clinical vignettes representing cases in Genetics and Infectious Diseases. Content analysis of interviews provided participants' perceived use of resources and their perceived questions and preferred resources in response to vignettes. Results Participants' average time in practice was 15.4 years (2–28 years. All had in-office online access. Participants identified specialist/generalist colleagues, general/specialty pediatric texts, drug formularies, federal government/professional organization Websites and medical portals (when available as preferred information sources. They did not identify decision-making texts, evidence-based reviews, journal abstracts, medical librarians or consumer health information for routine office use. In response to clinical vignettes in Genetics and Infectious Diseases, participants identified Question Types about patient-specific (diagnosis, history and findings and general medical (diagnostic, therapeutic and referral guidelines information. They identified specialists and specialty textbooks, history and physical examination, colleagues and general pediatric textbooks, and federal and professional organizational Websites as information sources. Participants with access to portals identified them as information resources in lieu of texts. Research is carried out to fulfill SKIs overall goals in accordance with the directives from the Swedish government and parliament, in particular to be a driving force in safety related work when justified by operating experience, research results and technical progress, towards licensees as well as in international cooperation in safety; to promote the maintenance and development of competence in the safety related work at the SKI as well as the licensees and generally in the country, and as a specific role for the Office of Reactor Safety as designated in the internal routines to take initiative to encourage and carry out research into areas of importance for the Office as well as ensuring that research results are disseminated and used both within SKI and in the general work concerning nuclear safety. Research efforts within the Office of Reactor safety are carried out in the form of separate projects which form part of the priority work plans. At the start of FY 1990, the atmospheric sciences and carbon dioxide research programs within the Office of Health and Environmental Research (OHER) were gathered into the new Atmospheric and Climate Research Division (ACRD). One of the central missions of this new division is to provide the Department of Energy with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. This information is vital to the definition and implementation of a sound national energy strategy. Because much of the work done at PNL during FY 1990 falls under the umbrella of the new ACRD, we are including in this volume the progress and status reports for all OHER atmospheric and climate research projects at PNL. The description of ongoing atmospheric and climate research at PNL is organized along two broad research areas; atmospheric research and climate research. This report describes the progress in FY 1990 in each of these areas. A divider page summarizes the goals of each area and lists projects that support research activities.

This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The Air Force Office of Scientific Research (AFOSR) annually sponsors approximately 5000 research scientists at 1000 universities and laboratories, generating about 10,000 Ph.D. graduates per decade, all expected to publish their basic research findings in peer-reviewed journals. After a brief introduction of the nature of AFOSR's support to basic research in the U.S. and international scientific communities, work it supports at the frontiers of materials science is highlighted. One focused research theme that drives our investment is the MEANS program. It begins with the end in mind; materials are designed with practicable manufacture as an explicit initial goal. AFOSR's broad research portfolio comprises many materials. Nanotechnology efforts include optical materials that reduce distortion to the scale of the nanoparticles themselves. Advances in semiconductors include breakthroughs in Group III nitrides, some of which emanated from Asia under sponsorship from AFOSR's Asian office. Advances in structural materials include those for use at ultra-high temperatures and self-healing composites. The role of the Chief Research Informatics Officer (CRIO) is emerging in academic health centers to address the challenges clinical researchers face in the increasingly digitalized, data-intensive healthcare system. Most current CRIOs are the first officers in their institutions to hold that role. To date there is very little published information about this role and the individuals who serve it. To increase our understanding of the CRIO role, the leaders who serve it, and the factors associated with their success in their organizations. The Clinical Research Informatics Working Group of the American Medical Informatics Association (AMIA) conducted a national survey of CRIOs in the United States and convened an expert panel of CRIOs to discuss their experience during the 2016 AMIA Annual Symposium. CRIOs come from diverse academic backgrounds. Most have advance training and extensive experience in biomedical informatics but the majority have been CRIOs for less than three years. CRIOs identify funding, data governance, and advancing data analytics as their major challenges. CRIOs play an important role in helping shape the future of clinical research, innovation, and data analytics in healthcare in their organizations. They share many of the same challenges and see the same opportunities for the future of the field. Better understanding the background and experience of current CRIOs can help define and develop the role in other organizations and enhance their influence in the field of research informatics.

There is concern that potentially harmful pollutants may be emitted from office equipment. Although office equipment has been a focal point for governmental efforts to promote energy efficiency through programs such as the US EPA's Energy Star, little is known about the relationship between office equipment use and indoor air quality, and information on pollutant emissions is sparse. In this review, we summarize available information on emission rates and/or ambient concentrations of various pollutants that are related to office equipment use. Experimental methods used in the characterization of emissions are briefly described. The office equipment evaluated in this review includes computers (desktops and notebooks), printers (laser, ink-jet and all-in-one machines) and photocopy machines. Reported emission rates of the following pollutant groups are summarized: volatile organic chemicals (VOCs), ozone, particulate matter and several semivolatile organic chemicals (SVOCs). The latter include phthalate esters, brominated flame retardants, organophosphate flame retardants and polycyclic aromatic hydrocarbons (PAHs). We also review studies reporting airborne concentrations in indoor environments where office equipment was present and thought to be a significant contributor to the total pollutant burden (offices, residences, schools, electronics recycling plants). For certain pollutants, such as organophosphate flame retardants, the link between emission by office equipment and indoor air concentrations is relatively well established. However, indoor VOCs, ozone, PAHs and phthalate esters can originate from a variety of sources, and their source apportionment is less straightforward. This literature review identifies substances of toxicological significance, with the purpose of serving as a guide to evaluate their potential importance with respect to human exposures.

Current Swiss politics concerning age and ageing are orientated towards the principle "out-patient before in-patient". As part of new regulations, in 2011 all communities were required to set up information offices to answer questions about out-patient and in-patient care. The aim of this qualitative study was to analyse in which form and under which conditions such information offices are run. A qualitative study was conducted which consisted of semistructured interviews with managers of information offices. They were analysed using qualitative content analysis. The analysis shows that on the one hand the information offices have the potential to serve an important role in the communities and that they have a highly complex, demanding and responsible function. On the other hand the results illustrate that in organisational respects the situation is highly heterogeneous and unregulated. For the running of the information offices, there is need for action such as the definition of general framework, quality standards, qualifications and values profiles, objectives, mission, responsibility and legitimation, instruments for networking and cooperations.

Within the US Department of Energy's (DOE's) Office of Health and Environmental Research (OHER), the atmospheric sciences and carbon dioxide research programs are part of the Environmental Sciences Division (ESD). One of the central missions of the division Is to provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. This information is vital to the definition and Implementation of a sound national energy strategy. This volume reports on the progress and status of all OHER atmospheric science and climate research projects at the Pacific Northwest Laboratory (PNL). Research at PNL provides basic scientific underpinnings to DOE's program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements (ARM), the Computer Hardware, Advanced Mathematics and Model Physics (CHAMMP), and quantitative links programs to form DOEs contribution to the US Global Change Research Program. Climate research in the ESD has the common goal of improving our understanding of the physical, chemical, biological, and social processes that influence the Earth system so that national and international policymaking relating to natural and human-induced changes in the Earth system can be given a firm scientific basis. Full Text Available High quality and timely data management and secure storage of data, both during and after completion of research, are an essential prerequisite for sharing that data. It is therefore crucial that universities and research institutions themselves formulate a clear policy on data management within their organization. For the implementation of this data management policy, high quality support for researchers and an adequate technical infrastructure are indispensable. This practice paper will present an overview of the merging federated data infrastructure in the Netherlands with its front office – back office model, as a use case of an efficient and effective national support infrastructure for researchers. We will elaborate on the stakeholders involved, on the services they offer each other, and on the benefits of this model not only for the front and back offices themselves, but also for the researchers. We will also pay attention to a number of challenges that we are facing, like the implementation of a technical infrastructure for automatic data ingest and integrating access to research data.

The NASA Glenn Office of Equal Opportunity Programs works to provide quality service for all programs and/or to assist the Center in becoming a model workplace. During the summer of 2004, I worked with Deborah Cotleur along with other staff members to create and modify customer satisfaction surveys. This office aims to assist in developing a model workplace by providing functions as a change agent to the center by serving as an advisor to management to ensure equity throughout the Center. In addition, the office serves as a mediator for the Center in addressing issues and concerns. Lastly, the office provides assistance to employees to enable attainment of personal and organizational goals. The Office of Equal Opportunities is a staff office which reports and provides advice to the Center Director and Executive Leadership, implements laws, regulations, and presidential executive orders, and provides center wide leadership and assistance to NASA GRC employees. Some of the major responsibilities of the office include working with the discrimination complaints program, special emphasis programs (advisory groups), management support, monitoring and evaluation, contract compliance, and community outreach. During my internship in this office, my main objective was to create four customer satisfaction surveys based on EO retreats, EO observances, EO advisory boards, and EO mediation/counseling. I created these surveys after conducting research on past events and surveys as well as similar survey research created and conducted by other NASA centers, program for EO Advisory group members, leadership training sessions for supervisors, preventing sexual harassment training sessions, and observance events. I also conducted research on the style and format from feedback surveys from the Marshall Equal Opportunity website, the Goddard website, and the main NASA website. Advanced Information Technology Investments at the NASA Earth Science Technology Office

The NASA Earth Science Technology Office (ESTO) regularly makes investments for nurturing advanced concepts in information technology to enable rapid, low-cost acquisition, processing and visualization of Earth science data in support of future NASA missions and climate change research. In 2012, the National Research Council published a mid-term assessment of the 2007 decadal survey for future spacemissions supporting Earth science and applications [1]. The report stated, "Earth sciences have advanced significantly because of existing observational capabilities and the fruit of past investments, along with advances in data and information systems, computer science, and enabling technologies." The report found that NASA had responded favorably and aggressively to the decadal survey and noted the role of the recent ESTO solicitation for information systems technologies that partnered with the NASA Applied Sciences Program to support the transition into operations. NASA's future missions are key stakeholders for the ESTO technology investments. Also driving these investments is the need for the Agency to properly address questions regarding the prediction, adaptation, and eventual mitigation of climate change. The Earth Science Division has championed interdisciplinary research, recognizing that the Earth must be studied as a complete system in order toaddress key science questions [2]. Information technology investments in the low-mid technology readiness level (TRL) range play a key role in meeting these challenges. ESTO's Advanced Information Systems Technology (AIST) program invests in higher risk / higher reward technologies that solve the most challenging problems of the information processing chain. This includes the space segment, where the information pipeline begins, to the end user, where knowledge is ultimatelyadvanced. To examine the current levels of information technology (IT) use in a primary care practice-based research network (PBRN) in order to inform future development of its infrastructure. Every primary care practitioner who is a member of the Kentucky Ambulatory Network (KAN),as well as the office managers of each practice. Practitioners included family practitioners, general practitioners, nurse practitioners and physician assistants. A cross-sectional study using two survey instruments: one for office managers and one for practitioners. The office manager survey included questions related to the current state of IT within the practice, plans for enhancement and general IT issues from the perspective of managing a practice. The practitioner survey was designed to measure current IT use and attitudes of primary care practitioners. Response rates for the surveys were 46% (n = 68) for the office managers and 51% (n = 116) for practitioners. All but one practice had internet access; however, 43% had only dial-up service. Only 21% of practitioners use an electronic medical record (EMR), with dollar cost being the barrier reported most frequently (58%). More than half of the office managers were either 'somewhat interested' (45%) or 'very interested' (17%) in a low-cost, standardised EMR that was, at the time, to be sponsored by the American Academy of Family Physicians. For practitioners, 71% were either 'somewhat' or 'very' interested in such a system. Responses to other IT issues are reported. While interest in enabling information technologies was high in KAN, adoption was variable, with use of several key technologies reported as low.The results suggest that research in this network that would be dependent on or enhanced by IT might be impeded and, generally, greater attention should be given to enhancing the IT infrastructure in primary care.

Report of the Project Research on Disaster Reduction using Disaster Mitigating Information Sharing Technology

For the purpose of reducing disaster damage by applying information sharing technologies, "the research on disaster reduction using crisis-adaptive information sharing technologies" was carried out from July, 2004 through March 2007, as a three year joint project composed of a government office and agency, national research institutes, universities, lifeline corporations, a NPO and a private company. In this project, the disaster mitigating information sharing platform which is effective to disaster response activities mainly for local governments was developed, as a framework which enables information sharing in disasters. A prototype of the platform was built by integrating an individual system and tool. Then, it was applied to actual local governments and proved to be effective to disaster responses. This paper summarizes the research project. It defines the platform as a framework of both information contents and information systems first and describes information sharing technologies developed for utilization of the platform. It also introduces fields tests in which a prototype of the platform was applied to local governments.

This study aimed to analyze and evaluate the information needs of medical equipment offices. Methods: This descriptive applied cross-sectional study was carried out in 2010. The population of the study included the managers of statistic and medical records at the offices of vice-chancellor for treatment in 39 medical universities in Iran. Data were collected by using structured questioners. With regard to different kinds of designing information systems, sampling was done by two methods, BSP (based on processes of job description) and CSF method (based on critical success factors). The data were analyzed by SPSS-16. Results: Our study showed that 41% of information needs were found to be critical success factors of managers of office. The first priority of managers was "the number of bed and bed occupancy in hospitals". Of 29 identified information needs, 62% were initial information needs of managers (from the viewpoints of managers). Of all, 4% of the information needs were obtained through the form, 14% through both the form and database, 11% through the web site, and 71% had no sources (forms, databases, web site). Conclusion: Since 71% of the information needs of medical equipment offices managers had no information sources, the development of information system in these offices seems to be necessary. Despite the important role of users in designing the information systems (identifying 62% of information needs), other scientific methods is also needed to be utilized in designing the information systems.

Introduction: Rare diseases present unique challenges to meet the numerous and varied needs of the rare diseases community and it is required to identify and address these needs. Significant financial and personnel resources are required to address these needs identified. The Office of Rare Diseases Research (ORDR at the USA National Institutes of Health (NIH has attempted to meet many of these needs in collaborative efforts with the research Institutes and Centers of NIH and other partners in the private and public sectors in the USA and around the world. Several of the activities of the NIH and the ORDR are presented as possible collaborative efforts available to research investigators and include the Rare Diseases Clinical Research Network, the Bench-to-Bedside research program at NIH, the Genetic and Rare Diseases Information center, the genetic test development program, and the information on clinical research studies made available through Clinical trials.gov. The value of an appropriate family medical history is discussed as are the provisions of the Genetic Information Non-Discrimination Act of 2008 (GINA. Definitions of rare or orphan diseases vary from country to country and may cause some confusion to the rare diseases community.

Conclusions: Rare diseases are not limited by geographical or historical boundaries and global partnerships of the rare diseases community are experiencing rapid expansion to assist in the development of orphan products for the prevention, diagnosis and treatment of rare diseases and conditions. The unmet needs of the rare diseases community require additional innovative research and educational programs to reach the extensive global populations affected by the thousands of different rare diseases including activities with the National Organization for Rare Disorders and the Genetic Alliance.

Within the US Department of Energy`s (DOE`s) Office of Health and Environmental Research (OHER), the atmospheric sciences and carbon dioxide research programs are part of the Environmental Sciences Division (ESD). One of the central missions of the division is to provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. This information is vital to the definition and implementation of a sound national energy strategy. This volume reports on the progress and status of all OHER atmospheric science and climate research projects at the Pacific Northwest Laboratory (PNL). PNL has had a long history of technical leadership in the atmospheric sciences research programs within OHER. Within the ESD, the Atmospheric Chemistry Program (ACP) continues DOE`s long-term commitment to study the continental and oceanic fates of energy-related air pollutants. Research through direct measurement, numerical modeling, and laboratory studies in the ACP emphasizes the long-range transport, chemical transformation, and removal of emitted pollutants, oxidant species, nitrogen-reservoir species, and aerosols. The Atmospheric Studies in Complex Terrain (ASCOT) program continues to apply basic research on density-driven circulations and on turbulent mixing and dispersion in the atmospheric boundary layer to the micro- to mesoscale meteorological processes that affect air-surface exchange and to emergency preparedness at DOE and other facilities. Research at PNL provides basic scientific underpinnings to DOE`s program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements (ARM), the Computer Hardware, Advanced Mathematics and Model Physics (CHAMMP), and Quantitative Links programs to form DOE`s contribution to the US Global Change Research Program.

Heterogeneity of Human Research Ethics Committees and Research Governance Offices across Australia: An observational study.

Conducting ethically grounded research is a fundamental facet of all investigations. Nevertheless, the administrative burdens of current ethics review are substantial, and calls have been made for a reduction in research waste. To describe the heterogeneity in administration and documentation required by Human Research Ethics Committees (HRECs) and Research Governance Offices (RGOs) across Australia. In establishing a nationwide study to investigate the molecular aetiology of Giant Cell Arteritis (GCA), for which archived pathological specimens from around Australia are being recruited, we identified variation across separate HREC and RGO requirements. Submission paperwork and correspondence from each collaborating site and its representative office for research were reviewed. This data was interrogated to evaluate differences in current guidelines. Twenty-five pathology departments across seven Australian States collaborated in this study. All states, except Victoria, employed a single ethics review model. There was discrepancy amongst HRECs as to which application process applied to our study: seven requested completion of a "National Ethics Application Form" and three a "Low Negligible Risk" form. Noticeable differences in guidelines included whether electronic submission was sufficient. There was variability in the total number of documents submitted (range five to 22) and panel review turnaround time (range nine to 136 days). We demonstrate the challenges and illustrate the heavy workload involved in receiving widespread ethics and governance approval across Australia. We highlight the need to simplify, homogenise, and nationalise human ethics for non-clinical trial studies. Reducing unnecessary administration will enable investigators to achieve research aims more efficiently.

Methods In establishing a nationwide study to investigate the molecular aetiology of Giant Cell Arteritis (GCA, for which archived pathological specimens from around Australia are being recruited, we identified variation across separate HREC and RGO requirements. Submission paperwork and correspondence from each collaborating site and its representative office for research were reviewed. This data was interrogated to evaluate differences in current guidelines. Results Twenty-five pathology departments across seven Australian States collaborated in this study. All states, except Victoria, employed a single ethics review model. There was discrepancy amongst HRECs as to which application process applied to our study: seven requested completion of a “National Ethics Application Form” and three a “Low Negligible Risk” form. Noticeable differences in guidelines included whether electronic submission was sufficient. There was variability in the total number of documents submitted (range five to 22 and panel review turnaround time (range nine to 136 days. Conclusion We demonstrate the challenges and illustrate the heavy workload involved in receiving widespread ethics and governance approval across Australia. We highlight the need to simplify, homogenise, and nationalise human ethics for non-clinical trial studies. Forensic science information needs of patrol officers: The perceptions of the patrol officers, their supervisors and administrators, detectives, and crime scene technicians

Thanks to the rapid developments in science and technology in recent decades, especially in the past two decades, forensic sciences have been making invaluable contributions to criminal justice systems. With scientific evaluation of physical evidence, policing has become more effective in fighting crime and criminals. On the other hand, law enforcement personnel have made mistakes during the detection, protection, collection, and evaluation of physical evidence. Law enforcement personnel, especially patrol officers, have been criticized for ignoring or overlooking physical evidence at crime scenes. This study, conducted in a large American police department, was aimed to determine the perceptions of patrol officers, their supervisors and administrators, detectives, and crime scene technicians about the forensic science needs of patrol officers. The results showed no statistically significant difference among the perceptions of the said groups. More than half of the respondents perceived that 14 out of 16 areas of knowledge were important for patrol officers to have: crime scene documentation, evidence collection, interviewing techniques, firearm evidence, latent and fingerprint evidence, blood evidence, death investigation information, DNA evidence, document evidence, electronically recorded evidence, trace evidence, biological fluid evidence, arson and explosive evidence, and impression evidence. Less than half of the respondents perceived forensic entomology and plant evidence as important for patrol officers.

The U.S. Geological Survey (USGS) produces geospatial databases and topographic maps for the United States of America. A part of that mission includes conducting research in geographic information science (GIScience) and cartography to support mapping and improve the design, quality, delivery, and use of geospatial data and topographic maps. The Center of Excellence for Geospatial Information Science (CEGIS) was established by the USGS in January 2006 as a part of the National Geospatial Program Office. CEGIS (http://cegis.usgs.gov) evolved from a team of cartographic researchers at the Mid-Continent Mapping Center. The team became known as the Cartographic Research group and was supported by the Cooperative Topographic Mapping, Geographic Analysis and Monitoring, and Land Remote Sensing programs of the Geography Discipline of the USGS from 1999-2005. In 2006, the Cartographic Research group and its projects (http://carto-research.er.usgs.gov/) became the core of CEGIS staff and research. The National Center for Atmospheric Research (NCAR) in Boulder, Colorado, is a leading institution in scientific research, education and service associated with exploring and understanding our atmosphere and its interactions with the Sun, the oceans, the biosphere, and human society. NCAR draws thousands of public and scientific visitors from around the world to its Mesa Laboratory facility annually for educational as well as research purposes. Public visitors include adult visitors, clubs, and families on an informal visit to NCAR and its exhibits, as well as classroom and summer camp groups. Additionally, NCAR provides extensive computational and visualization services, which can be used not only for scientific, but also public informational purposes. As such, NCAR's audience provides an opportunity to address both formal and informal education through the programs that we offer. The widespread use of computing in the American economy would not be possible without a thoughtful, exploratory research and development (R&D) community pushing the performance edge of operating systems, computer languages, and software libraries. These are the tools and building blocks — the hammers, chisels, bricks, and mortar — of the smartphone, the cloud, and the computing services on which we rely. Engineers and scientists need ever-more specialized computing tools to discover new material properties for manufacturing, make energy generation safer and more efficient, and provide insight into the fundamentals of the universe, for example. The research division of the U.S. Department of Energy’s (DOE’s) Office of Advanced Scientific Computing and Research (ASCR Research) ensures that these tools and building blocks are being developed and honed to meet the extreme needs of modern science. West Virginia University (WVU) and the US Department of Energy Morgantown Energy Technology Center (DOE/METC) entered into a Cooperative Agreement on August 29, 1992 titled `Decontamination Systems Information and Research Programs`. Requirements stipulated by the Agreement require WVU to submit Technical Progress reports on a quarterly basis. This report contains the efforts of the fourteen research projects comprising the Agreement for the period April 1 to June 30, 1995. During this period three new projects have been funded by the Agreement. Since its establishment, the Department of Energy`s Office of Health and Environmental Research (OHER) has had responsibility for conducting biological research to develop the knowledge needed to identify, understand, and anticipate the long-term health consequences of energy use and development, including the potential health impacts of radiation. The Health Effects Research Program has established the basis for understanding the health consequences of radiation for humans, developed radiation dosimetry methodology, characterized and evaluated the health impacts of fossil fuels, and developed and conducted research to determine the health impacts of inhaled toxicants. The results of this research have provided input for setting genetic standards for radiation and chemical exposure.

LBL performs basic and applied research and develops technologies in support of the Office of Health and Environmental Research`s mission to explore and mitigate the long-term health and environmental consequences of energy use and to advance solutions to major medical challenges. The ability of the Laboratory to engage in this mission depends upon the strength of its core competencies. In addition, there are several key capabilities that are cross-cutting, or underlie, many of the core competencies. Attention is focused on the following: Facilities and resources; research management practices; research in progress; program accomplishments and research highlights; program orientation; work for non-OHER organizations DOE; critical issues; and resource orientation.

Understanding the Information Research Process of Experienced Online Information Researchers to Inform Development of a Scholars Portal

Full Text Available Objective - The main purpose of this study was to understand the information research process of experienced online information researchers in a variety of disciplines, gather their ideas for improvement and as part of this to validate a proposed research framework for use in future development of Ontario’s Scholars Portal.Methods - This was a qualitative research study in which sixty experienced online information researchers participated in face-to-face workshops that included a collaborative design component. The sessions were conducted and recorded by usability specialists who subsequently analyzed the data and identified patterns and themes.Results - Key themes included the similarities of the information research process across all disciplines, the impact of interdisciplinarity, the social aspect of research and opportunities for process improvement. There were many specific observations regarding current and ideal processes. Implications for portal development and further research included: supporting a common process while accommodating user-defined differences; supporting citation chaining practices with new opportunities for data linkage and granularity; enhancing keyword searching with various types of intervention; exploring trusted social networks; exploring new mental models for data manipulation while retaining traditional objects; improving citation and document management. Conclusion – The majority of researchers in the study had almost no routine in their information research processes, had developed few techniques to assist themselves and had very little awareness of the tools available to help them. There are many opportunities to aid researchers in the research process that can be explored when developing scholarly research portals. That development will be well guided by the framework ‘discover, gather, synthesize, create, share.’

The US Department of Energy`s (DOE`s) Office of Health and Environmental Research (OHER) atmospheric sciences and carbon dioxide research programs provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. PNL has had a long history of technical leadership in the atmospheric sciences research programs within OHER. Within the Environmental Sciences Division of OHER, the Atmospheric Chemistry Program continues DOE`s long-term commitment to understanding the local, regional, and global effects of energy-related air pollutants. Research through direct measurement, numerical modeling, and analytical studies in the Atmospheric Chemistry Program emphasizes the long-range transport, chemical transformation, and removal of emitted pollutants, photochemically produced oxidant species, nitrogen-reservoir species, and aerosols. The atmospheric studies in Complex Terrain Program applies basic research on atmospheric boundary layer structure and evolution over inhomogeneous terrain to DOE`s site-specific and generic mission needs in site safety, air quality, and climate change. Research at PNL provides basic scientific underpinnings to DOE`s program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements, the Computer Hardware, Advanced Mathematics and Model Physics, and Quantitative Links program to form DOE`s contribution to the US Global Change Research Program. The description of ongoing atmospheric and climate research at PNL is organized in two broad research areas: atmospheric research; and climate research. This report describes the progress in fiscal year 1993 in each of these areas. Individual papers have been processed separately for inclusion in the appropriate data bases.

A Self-Determination Perspective on Online Health Information Seeking: The Internet vs. Face-to-Face Office Visits With Physicians.

This study elucidates the experiential and motivational aspects of online health information beyond the theoretically limited instrumental perspective that dominates the extant literature. Based on a sample of 993 online health information seekers in India, the survey found that online health information seeking offers individuals greater autonomy, competence, and relatedness compared to face-to-face office visits with physicians. According to self-determination theory, individuals are motivated to act by a sense of volition and experience of willingness, validation of one's skills and competencies, and feeling of connection with others who shaped one's decisions. These 3 psychological needs, which motivate individuals to pursue what they innately seek as human beings, help explain why individuals turn online for health information. T tests showed that all 3 self-determination theory constructs -autonomy, competence, and relatedness-were higher for online health information seeking than for face-to-face office visits with physicians. A regression analysis found that 2 variables, autonomy and relatedness, explained online health information seeking. Competence was not a significant factor, likely because of competency issues faced by individuals in interpreting, understanding, and making use of online health information. The findings, which do not suggest that online health information seeking would displace physicians as many have feared, offer promise for an integrated system of care. Office visits with physicians would necessarily evolve into an expanded communicative space of health information seeking instead of an alternative channel for health information.

Linking international trademark databases to inform IP research and policy

Researchers and policy makers are concerned with many international issues regarding trademarks, such as trademark squatting, cluttering, and dilution. Trademark application data can provide an evidence base to inform government policy regarding these issues, and can also produce quantitative insights into economic trends and brand dynamics. Currently, national trademark databases can provide insight into economic and brand dynamics at the national level, but gaining such insight at an international level is more difficult due to a lack of internationally linked trademark data. We are in the process of building a harmonised international trademark database (the “Patstat of trademarks”), in which equivalent trademarks have been identified across national offices. We have developed a pilot database that incorporates 6.4 million U.S., 1.3 million Australian, and 0.5 million New Zealand trademark applications, spanning over 100 years. The database will be extended to incorporate trademark data from other participating intellectual property (IP) offices as they join the project. Confirmed partners include the United Kingdom, WIPO, and OHIM. We will continue to expand the scope of the project, and intend to include many more IP offices from around the world. In addition to building the pilot database, we have developed a linking algorithm that identifies equivalent trademarks (TMs) across the three jurisdictions. The algorithm can currently be applied to all applications that contain TM text; i.e. around 96% of all applications. In its current state, the algorithm successfully identifies ~ 97% of equivalent TMs that are known to be linked a priori, as they have shared international registration number through the Madrid protocol. When complete, the internationally linked trademark database will be a valuable resource for researchers and policy-makers in fields such as econometrics, intellectual property rights, and brand policy. This study sought to define a scalable architecture to support the National Health Information Network (NHIN). This architecture must concurrently support a wide range of public health, research, and clinical care activities. The architecture fulfils five desiderata: (1) adopt a distributed approach to data storage to protect privacy, (2) enable strong institutional autonomy to engender participation, (3) provide oversight and transparency to ensure patient trust, (4) allow variable levels of access according to investigator needs and institutional policies, (5) define a self-scaling architecture that encourages voluntary regional collaborations that coalesce to form a nationwide network. Our model has been validated by a large-scale, multi-institution study involving seven medical centers for cancer research. It is the basis of one of four open architectures developed under funding from the Office of the National Coordinator of Health Information Technology, fulfilling the biosurveillance use case defined by the American Health Information Community. The model supports broad applicability for regional and national clinical information exchanges. This model shows the feasibility of an architecture wherein the requirements of care providers, investigators, and public health authorities are served by a distributed model that grants autonomy, protects privacy, and promotes participation.

The Training and Information Division provides centralized direction and coordination for the training and information activities of the Center for Energy and Environment Research (formerly Puerto Rico Nuclear Center). The Division Head serves as Educational Officer, Technical Information Officer, and Public Information Officer. Training responsibilities include registering students; maintaining centralized records on training activities; preparing reports for ERDA; scheduling the utilization of training facilities; providing audiovisual equipment; assisting in the preparation of courses, seminars, symposia, and meetings; administering fellowship programs; and providing personal assistance to students in matters such as housing and immigration. The Division Head represents the Director on the Admissions Committee. On behalf of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) the Federal Office for Radiation Protection (BfS) awards research grants for projects in the field of radiation protection. The findings of these projects serve as decision aiding information in the development of radiation protection regulations as well as in the fulfilment of specific tasks in the field of radiation protection. Planning, technical and administrative preparation, awarding of contracts, general support as well as the technical evaluation of research and study projects are tasks of the Federal Office for Radiation Protection.
