  5. Regulating services as measures of ecological resilience on DoD lands

    Knowledge of the capacity and flow of ecosystem services can help DoD land managers make decisions that enhance cost-effectiveness, minimize environmental damage, and maximize resources available for military missions. We demonstrated a methodology to quantify and map selected regulating services (RS), which helps land managers envision tradeoffs. Our objectives were to 1) estimate current capacity of and demand for selected RS within DoD lands, 2) examine the effects of future DoD land management and climate changes on the capacity and flow of these RS, and 3) project how land-use and climate changes in nearby lands affect future demand for RS. Our approach incorporates widely accepted models and equations, remote sensing, GIS analysis, and stakeholder involvement. Required data include land cover/use, soil type, precipitation, and air temperature. We integrated data into the a) Surface Curve Number Method and b) Revised Universal Soil Loss Equation to estimate capacity of sediment, nitrogen (N) and surface-water regulation. Capacities and flows of RS vary greatly across landscapes and are likely to vary as climate changes or development occurs. Analyses of RS capacity and flow can help managers and planners prioritize actions in the context of best management practices and compatible use buffers. Staff surveys indicated that our approach was informative and easy to use. Implementation may be most limited by on-installation personnel time.

    Full Text Available Insulin/IGF-I-like signaling (IIS has both cell autonomous and non-autonomous functions. In some cases, targets through which IIS regulates cell-autonomous functions, such as cell growth and metabolism, have been identified. In contrast, targets for many non-autonomous IIS functions, such as C. elegans dauer morphogenesis, remain elusive. Here, we report the use of genomic and genetic approaches to identify potential non-autonomous targets of C. elegans IIS. First, we used transcriptional microarrays to identify target genes regulated non-autonomously by IIS in the intestine or in neurons. C. elegans IIS controls expression of a number of stress response genes, which were differentially regulated by tissue-restricted IIS. In particular, expression of sod-3, a MnSOD enzyme, was not regulated by tissue-restricted IIS on the microarrays, while expression of hsp-16 genes was rescued back to wildtype by tissue restricted IIS. One IIS target regulated non-autonomously by age-1 was cyp-35B1/dod-13, encoding a cytochrome P450. Genetic analysis of the cyp-35B1 promoter showed both DAF-16 and HSF-1 are direct regulators. Based on these findings, we propose that hsf-1 may participate in the pathways mediating non-autonomous activities of age-1 in C. elegans.

    The U.S. Department of Defense (DOD) annually consumes about $3 Billion in energy to operate facilities at military installations worldwide, representing about 80% of utility operating expense for all Federal facilities. Recent legislation and a Presidential Executive Order have directed DOD by Fiscal Year 2000 to reduce facility energy consumption by 20%, from the level of energy used in Fiscal Year 1985. To achieve this goal it is estimated that energy efficiency improvement investments between $2-3 billion would be required. Considering the competition for resources within DOD as it experiences downsizing and restructuring, DOD will need to seek opportunities to tap alternative investment strategies through energy service contracting to leverage Federal resources. Shared Energy Savings and Operations and Maintenance Energy Services contracting activities in the Department of the Navy will be used to address how such acquisition methods can contribute to achieving DOD energy efficiency goals

    Full Text Available The paper discusses the renewed short selling regulation (Regulation (EU No 236/2012 in the European Union. The focus is on the provisions that deal with prohibiting short selling in exceptional market circumstances. The Regulation further enforces certain obligations to report and disclose short positions. It is concluded that banning short selling is not an effective tool to contain extreme price volatility. The difference-in-differences regression and repeated measures GLM were used to test whether short selling bans were successful in containing volatility of those Spanish and Italian stocks that were subject to two back-to-back prohibitions during the years 2011-2013. The results are consistent with the majority of previous research, suggesting that the effectiveness of short sale constraints in reducing volatility is limited at best. Furthermore, there are evidence of counterproductive effects: constraints on short selling may actually increase volatility as well as deteriorate liquidity.     This rule reissues the current regulations and: Establishes policy, assigns responsibilities, and implements the non-funding and non-reporting provisions in DoD for: Provision of early intervention services (EIS) to infants and toddlers with disabilities and their families, as well as special education and related services to children with disabilities entitled under this part to receive education services from the DoD; implementation of a comprehensive, multidisciplinary program of EIS for infants and toddlers with disabilities and their families who, but for age, are eligible to be enrolled in DoD schools; provision of a free appropriate public education (FAPE), including special education and related services, for children with disabilities, as specified in their individualized education programs (IEP), who are eligible to enroll in DoD schools; and monitoring of DoD programs providing EIS, and special education and related services for compliance with this part. This rule also establishes a DoD Coordinating Committee to recommend policies and provide compliance oversight for early intervention and special education.

    This report describes the licensing process (both safety and environmental) that would apply if the Department of Defense (DOD) chooses to obtain licenses from the US Nuclear Regulatory Commission (NRC) for using nuclear energy for power and luminous sources. The specific nuclear energy sources being considered include: small or medium-size nuclear power reactors; radioisotopic thermoelectric generators with 90 Sr or 238 Pu; radioisotopic dynamic electric generators with 90 Sr or 238 Pu; and applications of radioisotopes for luminous sources (lights) with 3 H, 85 Kr, or 147 Pm. The steps of the licensing process are summarized in the following sections, with particular attention given to the schedule and level of effort necessary to support the process

    In this paper, we present our preliminary results of high aspect ratio 3D PEDOT pillar study by drop-on demand (DOD) direct printing system. Design of the experimental setup and the fabrication of the DOD PEDOT pillar are introduced. Currently, the system can achieve a PEDOT pillar with a height of 300 μm and 80 μm in diameter. The proposed PEDOT 3D printing process has a wide range of potential applications in the eletronics and display industry.

    The Model Low Energy Installation Program is a demonstration of an installation-wide, comprehensive energy conservation program that meets the Department of Defense (DoD) energy management goals of reducing energy usage and costs by at least 20%. It employs the required strategies for meeting these goals, quantifies the environmental compliance benefits resulting from energy conservation and serves as a prototype for DoD wide application. This project will develop both analysis tools and implementation procedures as well as demonstrate the effectiveness of a comprehensive, coordinated energy conservation program based on state-of-the-art technologies. A military installation is in reality a small to medium sized city. It generally has a complete utilities infrastructure including water supply and distribution, sewage collection and treatment, electrical supply and distribution, central heating and cooling plants with thermal distribution, and a natural gas distribution system. These utilities are quite extensive and actually consume about 10-15% of the energy on the facility not counting the energy going into the central plants

    In the context of the 2012 National Strategy for Biosurveillance, the Office of Management and Budget (OMB) asked the Department of Defense (DoD) to review its biosurveillance programs, prioritize missions and desired outcomes, evaluate how DoD programs contribute to these, and assess the appropriateness and stability of the department's funding system for biosurveillance. DoD sought external analytic support through the RAND Arroyo Center. In response to the questions posed by OMB request, this study finds the following: (1) Current DoD biosurveillance supports three strategic missions. Based mostly on existing statute, the highest-priority mission is force health protection, followed by biological weapons defense and global health security. (2) Guidance issued by the White House on June 27, 2013, specified priorities for planning fiscal year 2015 budgets; it includes an explicit global health security priority, which strengthens the case for this as a key DoD biosurveillance strategic mission. (3) DoD biosurveillance also supports four desired outcomes: early warning and early detection, situational awareness, better decision making at all levels, and forecast of impacts. (4) Programs and measures that address priority missions-force health protection in particular-and desired outcomes should be prioritized over those that do not do so. (5) More near-real-time analysis and better internal and external integration could enhance the performance and value of the biosurveillance enterprise. (6) Improvements are needed in key enablers, including explicit doctrine/policy, efficient organization and governance, and increased staffing and improved facilities for the Armed Forces Health Surveillance Center (AFHSC). (7) AFHSC has requested additional funding to fully implement its current responsibilities under the 2012 Memorandum of Understanding between the Assistant Secretaries of Defense for Health Affairs and for Nuclear, Chemical, and Biological Defense Programs

    Full Text Available A novel MUSIC-type algorithm is derived in this paper for the direction of departure (DOD and direction of arrival (DOA estimation in a bistatic MIMO radar. Through rearranging the received signal matrix, we illustrate that the DOD and the DOA can be separately estimated. Compared with conventional MUSIC-type algorithms, the proposed separate MUSIC algorithm can avoid the interference between DOD and DOA estimations effectively. Therefore, it is expected to give a better angle estimation performance and have a much lower computational complexity. Meanwhile, we demonstrate that our method is also effective for coherent targets in MIMO radar. Simulation results verify the efficiency of the proposed method, particularly when the signal-to-noise ratio (SNR is low and/or the number of snapshots is small.

    The different regulations relative to nuclear energy since the first of January 1999 are given here. Two points deserve to be noticed: the decree of the third august 1999 authorizing the national Agency for the radioactive waste management to install and exploit on the commune of Bures (Meuse) an underground laboratory destined to study the deep geological formations where could be stored the radioactive waste. The second point is about the uranium residues and the waste notion. The judgment of the administrative tribunal of Limoges ( 9. july 1998) forbidding the exploitation of a storage installation of depleted uranium considered as final waste and qualifying it as an industrial waste storage facility has been annulled bu the Court of Appeal. It stipulated that, according to the law number 75663 of the 15. july 1965, no criteria below can be applied to depleted uranium: production residue (possibility of an ulterior enrichment), abandonment of a personal property or simple intention to do it ( future use aimed in the authorization request made in the Prefecture). This judgment has devoted the primacy of the waste notion on this one of final waste. (N.C.)

Upgrade of teaching labs, student support to attend professional conferences, salary support for graduate students. The US Department of Energy (DOE) has funded Purdue University School of Nuclear Engineering during the period of five academic years covered in this report starting in the academic year 1996-97 and ending in the academic year 2000-2001. The total amount of funding for the grant received from DOE is $416K. In the 1990's, Nuclear Engineering Education in the US experienced a significant slow down. Student enrollment, research support, number of degrees at all levels (BS, MS, and PhD), number of accredited programs, University Research and Training Reactors, all went through a decline to alarmingly low levels. Several departments closed down, while some were amalgamated with other academic units (Mechanical Engineering, Chemical Engineering, etc). The School of Nuclear Engineering at Purdue University faced a major challenge when in the mid 90's our total undergraduate enrollment for the Sophomore, Junior and Senior Years dropped in the low 30's. The DOE Matching Grant program greatly strengthened Purdue's commitment to the Nuclear Engineering discipline and has helped to dramatically improve our undergraduate and graduate enrollment, attract new faculty and raise the School of Nuclear Engineering status within the University and in the National scene (our undergraduate enrollment has actually tripled and stands at an all time high of over 90 students; total enrollment currently exceeds 110 students).     The Hawai'i Space Grant Consortium is composed of ten institutions of higher learning including the University of Hawai'i at Manoa, the University of Hawai'i at Hilo, the University of Guam, and seven Community Colleges spread over the 4 main Hawaiian islands. Geographic separation is not the only obstacle that we face as a Consortium. Hawai'i has been mired in an economic downturn due to a lack of tourism for almost all of the period (2001 - 2004) covered by this report, although hotel occupancy rates and real estate sales have sky-rocketed in the last year. Our challenges have been many including providing quality educational opportunities in the face of shrinking State and Federal budgets, encouraging science and technology course instruction at the K-12 level in a public school system that is becoming less focused on high technology and more focused on developing basic reading and math skills, and assembling community college programs with instructors who are expected to teach more classes for the same salary. Motivated people can overcome these problems. Fortunately, the Hawai'i Space Grant Consortium (HSGC) consists of a group of highly motivated and talented individuals who have not only overcome these obstacles, but have excelled with the Program. We fill a critical need within the State of Hawai'i to provide our children with opportunities to pursue their dreams of becoming the next generation of NASA astronauts, engineers, and explorers. Our strength lies not only in our diligent and creative HSGC advisory board, but also with Hawai'i's teachers, students, parents, and industry executives who are willing to invest their time, effort, and resources into Hawai'i's future.     Full Text Available This paper analyzes, from the perspective of Administrative Law, one of the sources of public funding of political parties in Spain: the grants to Political Groups in the Legislative Assemblies. This paper focuses on the study of the legal status of those grants, which have received little attention from the legal literature, despite its importance and despite the fact that they are poorly regulated. In this regard, this paper analyzes the legal nature of those grants and it concludes that they are authentic public subsidies. On the basis of this conclusion, the fundamental aspects of those grants become the subject of the study: the requirements and obligations of Political Groups, the procedure for the award of the grants, the control activity and the refund of the grant. As a result, this analysis makes clear the limits and errors of the meager regulation contained in parliamentary Regulations. Last, but not least, several solutions are proposed, taking the General Subsidies Act as a reference.

    An overview of Western Canada Sedimentary Basin (WCSB) natural gas supply, past, present and future, was presented. Reserves are considered as being more than adequate to meet supply requirements. In the long term, it is expected that there will be sufficient gas to fill all existing and currently planned pipelines serving the WCSB. Nevertheless, it does not pay to take anything for granted. One of the challenges facing the natural gas industry in an integrated North American market is to maintain a balance between deliverability and take-away capacity. Competition between fuels is also a factor that complicates matters. Measures taken by TransCanada Pipelines to prepare for the expected heightened competition were reviewed. Chief among them is the recent TransCanada/Nova merger which is expected to increase efficiency, decrease costs, provide a solid platform for continued growth, create customer-driven energy solutions and enable the new entity to successfully compete in an integrated North American market. The accord reached between CAPP, NOVA, SEPAC and TransCanada Pipelines and the status of the new Alberta tolls are further examples of measures taken by TransCanada Pipelines to prepare for all contingencies by leaving nothing to chance

    Federal health services grants amounted to about $1.8 billion in fiscal year 1985. The total amount was about $100 million less, about 6 percent, than in 1980. Reductions in the health planning program accounted for most of the decline in absolute dollars. The four formula grants to State agencies amounted to about $1.0 billion in 1985, about 60 percent of the total. The largest formula grants were for maternal and child health services and for alcohol, drug abuse, and mental health services. Project grants to selected State and local agencies amounted to about $.8 billion. There was 12 such grants in 1985 (compared with 34 in 1980). The largest, for community health services, equaled almost half the total. In real, inflation-adjusted dollars, the decline in Federal funds for these programs exceeded a third during the 5-year period. The overall dollar total in real terms in 1985 approximated the 1970 level. The ratio of formula grants to project grants in 1985 was similar to that in 1965. Studies of the impact of changes in Federal grants have found that while the development of health programs has been seriously constrained in most cases, their nature has not been substantially altered. In some cases broader program approaches and allocations have been favored. Established modes of operations and administration have generally been strengthened. Some efficiencies but few savings in administration have been identified. Replacement of reduced Federal funding by the States has been modest but has increased over time, especially for direct service activities. These changes reflect the important influence of professionalism in the health fields and the varying strengths of political interest and influence among program supporters. The long-term impact on program innovation is not yet clear.

    The Sun Grant Initiative partnered with the US Department of Energy (DOE) in 2008 to create the Regional Biomass Feedstock Partnership Competitive Grants Program. The overall goal of this project was to utilize congressionally directed funds to leverage the North Central Regional Sun Grant’s Competitive Grant program at South Dakota State University (SDSU) to address key issues and research gaps related to development of the bioeconomy. Specific objectives of this program were to: 1. Identify research projects through a Regional Competitive Grants program that were relevant to the sustainable production, harvest, transport, delivery, and processing/conversion of cost-competitive, domestically grown biomass. 2. Build local expertise and capacity at the North Central Regional Sun Grant Center at SDSU through an internal selection of key bioenergy research projects. To achieve these, three nationwide Request for Applications (RFA) were developed: one each in 2008, 2009, and 2010. Internal, capacity building projects at SDSU were also selected during each one of these RFAs. In 2013 and 2015, two additional Proof of Concept RFAs were developed for internal SDSU projects. Priority areas for each RFA were 1) Biomass feedstock logistics including biomass harvesting, handling, transportation, storage, and densification; 2) Sustainable biomass feedstock production systems including biomass crop development, production, and life-cycle analysis; 3) Biomass production systems that optimize biomass feedstock yield and economic return across a diverse landscape while minimizing negative effects on the environment and food/feed production; and 4) Promotion of knowledge-based economic development in science and technology and to advance commercialization of inventions that meet the mission of the Sun Grant Initiative. A total of 33 projects were selected for funding through this program. Final reports for each of these diverse projects are included in this summary report

    Proven and innovative logistics management approaches and techniques used for developing and supporting DoD and Strategic Defense Initiative Office (SDIO) systems are described on the basis of input from DoD to the SEI Synthesis Group; SDIO-developed logistics initiatives, innovative tools, and methodologies; and logistics planning support provided to the NASA/Johnson Planet Surface System Office. The approach is tailored for lunar/Martian surface operations, and provides guidelines for the development and management of a crucial element of the SEI logistics support program. A case study is presented which shows how incorporation of DoD's proven and innovative logistics management approach, tools, and techniques can substantially benefit early logistics planning for SEI, while also implementing many of DoD's recommendations for SEI.

Ultimately, these two instruments are not only about short-term market success, but rather about the perspectives of climate protection and resource conservation. The focus of this report is therefore on the long-term significance of the current design of government grants and EEWaermeG. We will introduce and discuss the quantitative goals and structural changes strived for as well as - on a slightly shorter time horizon - the quality assurance regulations which must accompany the steady and stable growth of renewable energies. In the process, we will elaborate in particular on heat pumps, which have recently been added to the government support programme, along with solar collectors. Some explanations regarding the structural relationships between EEWaermeG and government grants round off this contribution. (author)

    The U.S. Department of Defense (DoD) is committed to using electronic commerce in the future with the over 300,000 vendors interested in doing business with DoD. Electronic commerce will move DoD from a paper-based world to one based on electronic transactions enabled by the exchange of formatted, electronic messages referred to as electronic data interchange (EDI). With electronic commerce, DoD plans to reduce costs, increase effectiveness, and make it easier for vendors to deal with DoD. Benefits from electronic commerce are enhanced when many businesses use the same standards for EDI messages themselves and their transmission. The fewer standards used, the less time and resources must be spent translating messages and agreeing on how to use different standards. To enhance benefits and smooth the transition to electronic commerce for itself and its vendors, DoD has chosen to use the widely accepted American National Standards Institute (ANSI) X12 standards for EDI messages, coupled with international standards for delivering messages and organizing addresses. In the past 18 months, EDI standards sponsored by a United Nations body and serving the same purpose as ANSI X12 message standards have begun to gain wider acceptance internationally.

    Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.

    Childhood anxiety is associated with low levels of parental autonomy granting and child perceived control, elevated child emotional reactivity and deficits in child emotion regulation. In early childhood, low levels of parental autonomy granting are thought to decrease child perceived control, which in turn leads to increases in child negative emotion. Later in development, perceived control may become a more stable, trait-like characteristic that amplifies the relationship between parental autonomy granting and child negative emotion. The purpose of this study was to test mediation and moderation models linking parental autonomy granting and child perceived control with child emotional reactivity and emotion regulation in anxious youth. Clinically anxious youth (N = 106) and their primary caregivers were assessed prior to beginning treatment. Children were administered a structured diagnostic interview and participated in a parent-child interaction task that was behaviorally coded for parental autonomy granting. Children completed an ecological momentary assessment protocol during which they reported on perceived control, emotional reactivity (anxiety and physiological arousal) and emotion regulation strategy use in response to daily negative life events. The relationship between parental autonomy granting and both child emotional reactivity and emotion regulation strategy use was moderated by child perceived control: the highest levels of self-reported physiological responding and the lowest levels of acceptance in response to negative events occurred in children low in perceived control with parents high in autonomy granting. Evidence for a mediational model was not found. In addition, child perceived control over negative life events was related to less anxious reactivity and greater use of both problem solving and cognitive restructuring as emotion regulation strategies.     Because of an accidental release in 1986 of low-level waste stored at the Wright-Patterson Air Force Base, Ohio, several individuals inhaled small amounts of a radioactive substance. GAO examined the Nuclear Regulatory Commission's oversight of the Department of Defense's use, handling, and disposal of radioactive material and found that no comprehensive DOD waste disposal program exists and none of the three services knows the full extent of its low-level radioactive waste disposal problems. Throughout the 1980s, the Army and the Air Force had, on occasion, been banned from disposal sites for failing to comply with federal and state requirements. By December 1992, two of the three sites now used by DOD to disposed of waste will close, and only a limited number of new sites may be available for several years. In the interim, DID will pay substantial surcharges to dispose of waste. After January 1993, DOD will have to comply with disposal requirements for as many as 16 sites or store waste on-site pending the availability of new sites. This report discusses how GAO believes DOD needs to take full advantage of the time between now and January 1993 to establish a low-level radioactive waste disposal program. DOD also needs to work with other federal agencies, compacts, and states to determine the feasibility of dedicating a portion of one or more disposal sites for the government's use

    This paper presents results of preliminary geologic site characterization and hydrogeologic conceptual model development for the 250-km 2 Kirtland Air Force Base (KAFB) and associated lands in central New Mexico. The research, development, and other operational activities of the Department of Defense (DoD) and Department of Energy (DOE) on KAFB over the last 50 years have resulted in diverse hazardous, radioactive, and mixed-waste environmental concerns. Because multiple federal, state, and local agencies are responsible for administrating the involved lands and because of the nature of many U.S. environmental regulations, individual contaminated and potentially contaminated DoD and DOE environmental restoration (ER) sites on KAFB are commonly handled as distinct entities with little consideration for the cumulative environmental and health risk from all sites. A site-wide characterization program has been undertaken at Sandia National Laboratories/New Mexico (SNL/NM), under the auspices of the DOE, to construct a conceptual hydrogeologic model for the base. This conceptual model serves as the basis for placing each ER site into a broader context for evaluating background (i.e., non-contaminated) conditions and for modeling of possible contaminant pathways and travel-times. Regional and local hydrogeologic investigations from KAFB can be used as models for characterizing and evaluating other sites around the world where combined civilian and military environmental programs must work together to resolve environmental problems that may present health risks to workers and the general public

    Tobacco use is a major concern to the Military Health System of the Department of Defense (DoD). The 2011 DoD Health Related Behavior Survey reported that 24.5% of active duty personnel are current smokers, which is higher than the national estimate of 20.6% for the civilian population. Overall, it is estimated that tobacco use costs the DoD $1.6 billion a year through related medical care, increased hospitalization, and lost days of work, among others. This study evaluated future health outcomes of Tricare Prime beneficiaries aged 18-64 yr (N = 3.2 million, including active duty and retired military members and their dependents) and the potential economic impact of initiatives that DoD may take to further its effort to transform the military into a tobacco-free environment. Our analysis simulated the future smoking status, risk of developing 25 smoking-related diseases, and associated medical costs for each individual using a Markov Chain Monte Carlo microsimulation model. Data sources included Tricare administrative data, national data such as Centers for Disease Control and Prevention mortality data and National Cancer Institute's cancer registry data, as well as relative risks of diseases obtained from a literature review. We found that the prevalence of active smoking among the Tricare Prime population will decrease from about 24% in 2015 to 18% in 2020 under a status quo scenario. However, if a comprehensive tobacco control initiative that includes a 5% price increase, a tighter clean air policy, and an intensified media campaign were to be implemented between 2016 and 2020, the prevalence of smoking could further decrease to 16%. The near 2 percentage points reduction in smoking prevalence represents an additional 81,240 quitters and translates to a total lifetime medical cost savings (in 2016 present value) of $968 million, with 39% ($382 million) attributable to Tricare savings.     We describe grant-to-send, a novel collision avoidance algorithm for wireless mesh networks. Rather than announce packets it intends to send, a node using grant-to-send announces packets it expects to hear others send. We present evidence that inverting collision avoidance in this way greatly improves wireless mesh performance. Evaluating four protocols from 802.11 meshes and 802.15.4 sensor networks, we find that grant-to-send matches or outperforms CSMA and RTS/CTS in all cases. For example, in a 4-hop UDP flow, grantto- send can achieve 96% of the theoretical maximum throughput while maintaining a 99.9% packet delivery ratio. Grant-tosend is also general enough to replace protocol-specific collision avoidance mechanisms common to sensor network protocols. Grant-to-send is simple. For example, incorporating it into 802.11 requires only 11 lines of driver code and no hardware changes. Furthermore, as it reuses existing 802.11 mechanisms, grant-to-send inter-operates with current networks and can be incrementally deployed. © 2010 IEEE.

    The project examines how the results of NASA/DOD research diffuse into the aerospace R&D process, and empirically analyzes the implications of the aerospace knowledge diffusion process. Specific issues considered are the roles played by government technical reports, the recognition of the value of scientific and technical information (STI), and the optimization of the STI aerospace transfer system. Information-seeking habits are assessed for the U.S. aerospace community, the general community, the academic sector, and the international community. U.S. aerospace engineers and scientists use 65 percent of working time to communicate STI, and prefer 'internal' STI over 'external' STI. The isolation from 'external' information is found to be detrimental to U.S. aerospace R&D in general.
