    In 1986, 21 m 3 of transuranic (TRU) waste was inadvertently buried in a shallow land burial trench at the Area 5 Radioactive Waste Management Site on the Nevada Test Site (NTS). The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office is considered five options for management of the buried TRU waste. One option is to leave the waste in-place if the disposal can meet the requirements of Title 40 Code of Federal Regulations (CFR) Part 191, 'Environmental Radiation Protection Standard for Management and Disposal of Spent Nuclear Fuel, High-Level, and Transuranic Radioactive Wastes'. This paper describes analyses that assess the likelihood that TRU waste in shallow land burial can meet the 40 CFR 191 standards for a geologic repository. The simulated probability of the cumulative release exceeding 1 and 10 times the 40 CFR 191.13 containment requirements is estimated to be 0.009 and less than 0.0001, respectively. The cumulative release is most sensitive to the number of groundwater withdrawal wells drilled through the disposal trench. The mean total effective dose equivalent for a member of the public is estimated to reach a maximum of 0.014 milliSievert (mSv) at 10,000 years, or approximately 10 percent of the 0.15 mSv 40 CFR 191.15 individual protection requirement. The dose is predominantly from inhalation of short-lived Rn-222 progeny in air produced by low-level waste disposed in the same trench. The transuranic radionuclide released in greatest amounts, Pu-239, contributes only 0.4 percent of the dose. The member of public dose is most sensitive to the U-234 inventory and the radon emanation coefficient. Reasonable assurance of compliance with the Subpart C groundwater protection standard is provided by site characterization data and hydrologic processes modeling which support a conclusion of no groundwater pathway within 10,000 years. This strategy will allow for the DOE and the EPA to begin technical discussions on critical WIPP issues before the one-year compliance determination period begins.     Exemption from specific regulations is being sought for the Transuranic Package Transporter Model I (TRUPACT-I) container. The design has successfully undergone extensive testing of a quarter-scale model and a full-scale prototype of the container. Results from the analysis and testing are in the TRUPACT-1 Safely Analysis Report for Packaging (SARP), GA-Al8695/SAND 87-7104 (TTC0735), April 1987 (see Attachment 1). The container was never certified or used because of questions raised during the certification process. Two features of the container design failed to satisfy the regulations for Type B packaging. First, the design utilizes a venting system to control internal and external pressures; this venting system is not allowed by the Code of Federal Regulations, Title 10, Parts 71(h) and 71.51(b) [10 CFR 71.(h) and 71.51(b)]. Second, the maximum quantity fissile material proposed to be hauled in TRUPACT-I exceeded the limits in 10 CFR 71.63(b) for a single-containment container. To correct these design deficiencies, the vents would be plugged during transport, and the maximum quantity of fissile material would be limited to the allowables for a single-containment container. An engineering analysis showed that the container could safely transport radioactive material within the boundaries of the Idaho National Engineering Laboratory (INEL) with the vent system plugged (see Attachment 2). However, some of the requirements for determining pressure on a container need to be changed (i.e., exempted) to reflect conditions unique to the INEL.     The Title VI Stratospheric Ozone Protection Program of the Clean Air Act (CAA) requires promulgation of regulations to reduce and prevent damage to the earth's protective ozone layer. Regulations pursuant to Title VI of the CAA are promulgated in the Code of Federal Regulations (CFR) at Title 40 CFR, Part 822. The regulations include ambitious production phaseout schedules for ozone depleting substances (ODS) including chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, carbon tetrachloride, and methyl chloroform under 40 CFR 82, Subpart A. The regulations also include requirements for recycling and emissions reduction during the servicing of refrigeration equipment and technician certification requirements under Subpart F; provisions for servicing of motor vehicle air conditioners under Subpart B; a ban on nonessential products containing Class 1 ODS under Subpart C; restrictions on Federal procurement of ODS under Subpart D; labeling of products using ODS under Subpart E; and the Significant New Alternatives Policy Program under Subpart G. This paper will provide details of initiatives undertaken at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title VI Stratospheric Ozone Protection Program.     To evaluate the role of potassium (K) in maintaining nitrogen metabolism and osmotic adjustment development of cotton functional leaves to sustain growth under soil drought and rewatering conditions, the plants of two cotton cultivars Siza 3 (low-K sensitive) and Simian 3 (low-K tolerant), were grown under three different K rates (K0, K1, and K2; 0, 150, and 300kgK 2 Oha -1 , respectively) and exposed to drought stress with 40±5% soil relative water content (SRWC). The drought stress was applied at flowering stage by withholding water for eight days followed by rewatering to a well-watered level (75±5% SRWC). The results showed that drought-stressed plants of both cultivars showed a decrease in leaf relative water content (RWC) and osmotic potential in the functional leaves and developed osmotic adjustment with an increase in the contents of free amino acids, soluble sugars, inorganic K, and nitrate as compared to well-watered plants. In drought-stressed plants, nitrogen-metabolizing enzyme activities of nitrogen reductase (NR), glutamine synthetase (GS), and glutamate synthase (GOGAT) were diminished significantly (P≤0.05) along with decreased chlorophyll content and soluble proteins. However, drought-stressed plants under K application not only exhibited higher osmotic adjustment with greater accumulation of osmolytes but also regulated nitrogen metabolism by maintaining higher enzyme activities, soluble proteins, and chlorophyll content in functional leaves as compared to the plants without K application. Siza 3 showed better stability in enzyme activities and resulted in 89% higher seed cotton yield under K2 as compared to K0 in drought-stressed plants, whereas this increase was 53% in the case of Simian 3. The results of the study suggested that K application enhances cotton plants' potential for sustaining high nitrogen-metabolizing enzyme activities and related components to supplement osmotic adjustment under soil drought conditions.     Cfr (cysteine-rich fibroblast growth factor receptor) is an Fgf (fibroblast growth factor)-binding protein without a tyrosine kinase. We have shown previously that Cfr is involved in Fgf18 signalling via Fgf receptor 3c. However, as Cfr is also known as Glg (Golgi apparatus protein)-1 or MG-160 and occurs in the Golgi apparatus, it remains unknown how the distribution of Cfr is regulated. In the present study, we performed a mutagenic analysis of Cfr to show that two distinct regions contribute to its distribution and stability. First, the C-terminal region retains Cfr in the Golgi apparatus. Secondly, the Cfr repeats in the extracellular juxtamembrane region destabilizes Cfr passed through the Golgi apparatus. This destabilization does not depend on the cleavage and secretion of the extracellular domain of Cfr. Furthermore, we found that Cfr with a GPI (glycosylphosphatidylinositol) anchor was predominantly expressed on the cell surface in Ba/F3 cells and affected Fgf18 signalling in a similar manner to the full-length Cfr, indicating that the interaction of Cfr with Fgfs on the cell surface is important for its function in Fgf signalling. These results suggest that the expression of Cfr in the Golgi apparatus and on the plasma membrane is finely tuned through two distinct mechanisms for exhibiting different functions.

    In order to protect tissue recipients, the Food and Drug Administration drafted Title 21, Section 1271 of the Code of Federal Regulations 1271 (21 CFR 1271) to address infectious disease risk. These regulations apply to tissues but not vascularized organs. Pancreatic islet cells are regulated under 21 CFR 1271. These regulations require qualification of suppliers of critical materials and services with regard to 21 CFR 1271 compliance. As part of supplier qualification, all organ procurement organizations (OPOs) in the United States were sent a questionnaire covering the key components of these regulations. Of the 57 OPOs, 29 (51%) were in compliance based upon survey results. Twelve (21%) were not compliant in one or more areas. All indicated plans to become compliant. The remaining 15 (27%) either failed or refused to complete the survey, some indicating 21 CFR 1271 did not apply to OPOs. Using 2006 data, OPOs compliant with 21 CFR 1271 recovered 50% of the organs procured in the United States. These findings represent a challenge for allogeneic islet cell transplant programs whose raw material must comply with 21 CFR 1271. OPOs should work toward understanding and complying with 21 CFR 1271. Regulatory agencies should work toward enhancing safety of the pancreas supply by facilitating compliance through harmonization of requirements.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) in 2013 at 19 uranium mill tailings disposal sites established under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978.1 These activities verified that the UMTRCA Title I disposal sites remain in compliance with license requirements. DOE operates 18 UMTRCA Title I sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) in accordance with Title 10 Code of Federal Regulations Part 40.27 (10 CFR 40.27). As required under the general license, a long-term surveillance plan (LTSP) for each site was prepared by DOE and accepted by NRC. The Grand Junction, Colorado, Disposal Site, one of the 19 Title I sites, will not be included under the general license until the open, operating portion of the cell is closed. The open portion will be closed either when it is filled or in 2023. This site is inspected in accordance with an interim LTSP. Long-term surveillance and maintenance services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective actions; and performing administrative, records, stakeholder relations, and other regulatory stewardship functions. Annual site inspections and monitoring are conducted in accordance with site-specific LTSPs and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up or contingency inspections, or corrective action in accordance with the LTSP.     In July of 1991, the Nuclear Regulatory Commission published a Final Rule in the Federal Register amending regulations governing medical therapeutic administrations of byproduct material and certain uses of radioactive sodium iodide. These amendments required implementation of a Quality Management Program (QMP) to provide high confidence that the byproduct material -- or radiation from byproduct material -- will be administered as directed by an authorized user physician.     This study reviewed three bodies of current Mine Safety and Health Administration (MSHA) gassy mine regulations, to address whether the Code of Federal Regulations (CFR) Title 30, Part 57 Safety and Health Standards - Metal and Nonmetal Underground Mines, Section 21-Gassy Mines, or Parts 75 Mandatory Safety Standards - Underground Coal Mines, and Part 77 Mandatory Safety Standards - Surface Coal Mines and Surface Work Areas of Underground Coal Mines, are more applicable to a subsurface repository design. Part 57.21 is determined to be most applicable. There are, however, three sections in Parts 75 and 77 which address certain applicable items in greater detail and, therefore, will provide a more conservative design approach in these areas than Part 57.21, and should be incorporated into the basis for design. Study work also revealed that proposed CFR Title 30, Part 58 Mine Safety and Health - Metal and Nonmetal Standards, will have to be considered during design work if and when these have been promulgated. 9 refs., 1 fig., 1 tab

    With the enactment of Title 10, Code of Federal Regulation, Part 61, ''Licensing Requirements for Land Disposal of Radioactive Waste'' came the imposition of new requirements on licensees who dispose of radioactive waste via shallow land burial. Specifically, 10CFR61 both imposed a waste classification system requiring segregation of waste according to hazard and established waste performance characteristics required to enhance stability of the burial site. In order to provide licensees with guidance regarding implementation of applicable requirements of 10CFR61, the NRC low level Waste Licensing Branch issued two Technical Positions. To demonstrate compliance of asphalted radwaste produced with oxidized asphalt with 10CFR61 criteria and the NRC's Technical Position, five utilities combined resources. The five utilities sponsoring the program were Public Service Electric and Gas Company, Niagara Mohawk Power Company, Detroit Edison Company, New Hampshire Yankee, and Consumers Power Comany

    Title 4 of the Clean Air Act Amendments (CAAA) of 1990 (Pub.L. 101-549) authorizes a system of tradeable SO 2 allowances in order to reduce Utility SO 2 emissions in a cost-effective manner. The CAAA also expanded and strengthened regulation of urban ozone nonattainment (Title 1), air toxics (Title 3) and utility NO x emissions (Title 4). Implementation of the requirements of each of these titles will force the utility industry to incur additional control expenditures. Utilities also face the potential for regulation of CO 2 emissions within the next decade, and increased regulation and reclassification of high volume combustion wastes, i.e., scrubber sludge, fly ash and bottom ash. Unfortunately for the utility industry, many of the issues in Titles 1, 3, 4 and other regulations have not been resolved, even though utility Phase 1 compliance planning has begun. This paper will examine compliance conflicts and synergies resulting from utility compliance with Title IV SO 2 requirements. The fundamental question addressed is: what multi-media effects are introduced and what opportunities exist through utility compliance with Title 4-SO 2 . Several issues will be addressed including: (1) the potential impact of non-SO 2 regulation on utility compliance and compliance costs, (2) the flexibility of utility SO 2 compliance options, (3) the synergies and co-pollutant effects associated with particular compliance options, (4) the impact of the timing and uncertainty of the various rules on utility compliance choice

    The US Department of Energy (DOE) is proposing that two rules for radiation protection be included in Title 10 of the US Code of Federal Regulations (CFR). These proposed rule are 10 CFR Part 834, ''Radiation Protection of the Public and the Environment,'' and 10 CFR Part 835. ''Radiation Protection for Occupational Workers.'' Both would apply to normal operations at all DOE and DOE contractor facilities where ionizing radiation exposure could occur. The proposed rules are based on existing DOE Orders for radiation protection of workers, the public, and the environment. Proposed rule 10 CFR Part 834 essentially incorporates Order DOE 5400.5, ''Radiation Protection of the Public and the Environment'' (DOE 1990a), which was issued on February 8, 1990. Proposed rule 10 CFR Part 835 incorporates DOE 5480.11, ''Radiation Protection for Occupational Workers'' (DOE 1988a), which was issued on December 21, 1988. The intent in codifying these Orders is to provide the DOE with regulations for protection of members of the public and radiation workers against ionizing radiation and to enhance enforcement of the requirements under the Price Anderson Amendments Act (PAAA 1988). The proposed rules are designed to preserve the radiation protection provisions of the DOE Orders. The purpose of this environmental assessment (EA) is to provide an analysis that can be used to determine whether the proposed action -- promulgation of proposed 10 CFR Part 834 and 10 CFR Part 835 -- significantly affects the quality of the environment within the meaning of the National Environmental Policy Act (NEPA 1969). This EA identifies alternatives to the proposed action and examines what impact each of the alternatives would have on environmental quality

    The different regulations relative to nuclear energy since the first of January 1999 are given here. Two points deserve to be noticed: the decree of the third august 1999 authorizing the national Agency for the radioactive waste management to install and exploit on the commune of Bures (Meuse) an underground laboratory destined to study the deep geological formations where could be stored the radioactive waste. The second point is about the uranium residues and the waste notion. The judgment of the administrative tribunal of Limoges ( 9. july 1998) forbidding the exploitation of a storage installation of depleted uranium considered as final waste and qualifying it as an industrial waste storage facility has been annulled bu the Court of Appeal. It stipulated that, according to the law number 75663 of the 15. july 1965, no criteria below can be applied to depleted uranium: production residue (possibility of an ulterior enrichment), abandonment of a personal property or simple intention to do it ( future use aimed in the authorization request made in the Prefecture). This judgment has devoted the primacy of the waste notion on this one of final waste. (N.C.)

The purpose of this Authority List is to provide descriptive cataloguers with a standard abbreviation for journal titles and to assist users of INIS products with a tool for verifying the full title of a journal. A journal, or periodical, is generally published within a defined, fixed interval between issues, which usually has more than one issue a year, and which usually includes a mixture of articles, letters, summaries, etc. Within this definition, annuals such as Annual Review of Nuclear Science are included. Series titles as, for example the McGraw-Hill Series in Nuclear Engineering, are not included in this Authority. Entries: Each entry consists of: - the full journal title (highlighted); - the abbreviated title; - ISSN, if available; - CODEN, if available; - additional information related to the journal title. Arrangement: In Part I, the full journal titles are grouped by country or international organization name and ordered alphabetically, followed by the ISSN, the CODEN in square brackets if available, and then the abbreviated title.   7. The SNS target station preliminary Title I shielding analyses

    The Department of Energy (DOE) has given the Spallation Neutron Source (SNS) project approval to begin Title I design of the proposed facility to be built at Oak Ridge National Laboratory (ORNL). During the conceptual design phase of the SNS project, the target station bulk-biological shield was characterized and the activation of the major targets station components was calculated. Shielding requirements were assessed with respect to weight, space, and dose-rate constraints for operating, shut-down, and accident conditions utilizing the SNS shield design criteria, DOE Order 5480.25, and requirements specified in 10 CFR 835. Since completion of the conceptual design phase, there have been major design changes to the target station as a result of the initial shielding and activation analyses, modifications brought about due to engineering concerns, and feedback from numerous external review committees. These design changes have impacted the results of the conceptual design analyses, and consequently, have required a re-investigation of the new design. Furthermore, the conceptual design shielding analysis did not address many of the details associated with the engineering design of the target station. In this paper, some of the proposed SNS target station preliminary Title I shielding design analyses will be presented. The SNS facility (with emphasis on the target station), shielding design requirements, calculational strategy, and source terms used in the analyses will be described. Preliminary results and conclusions, along with recommendations for additional analyses, will also be presented. (author)

    Full Text Available The new millennium is seen as an epoch of entrepreneurship with entrepreneurs perceiving novel opportunities, organizing resources, undertaking risks to pursue their goals in establishing innovative ventures for scaling new horizons. Women entrepreneurs have the potency to confront numerous challenges, such as creating equity, equilibrium, ensuring sustainable and inclusive socio economic development in divergent economies, by seizing tremendous business opportunities in the contemporary commercial world. Kerala, the southern State of India, is experiencing an economic renovation through technological transformation and, in particular, through the growth of women oriented Micro, Small and Medium Enterprises (MSMEs. The study aims to; identify the growth trends of women’s entrepreneurship in the micro enterprises of Kerala; examine whether women’s entrepreneurial activities significantly vary across the form of women owned enterprises, type of organization and nature of activity; and also explore the prospects and challenges faced by women entrepreneurs through micro entrepreneurial activities. Research methodology involves the application of descriptive quantitative analysis on the secondary data primarily collected from the database of Directorate of Industries and District Industries Centre for a period of 7 years extending from 2007-08 to 2013-14. Findings reveal that MSMEs spawn better income distribution, by operating in heterogeneous areas of the economy with limited capital and creating more employment opportunities, thereby reducing poverty and inequalities. The trend analysis reflects an escalation in the number of enterprises, investments, profits and employment opportunities generated especially through micro enterprises of women. They play a crucial role in the economy in terms of creating self employment and generating employment opportunities for others. A paradigm shift is seen in the role of women’s entrepreneurship in terms of innovation, attitudes, leadership qualities, competitiveness, entrepreneurial skill and absorbing new entrants to the job market, empowering marginalized women.

    Full Text Available This study investigated entrepreneurial intention among graduate students of USM Engineering Campus. Applying the Theory of Planned Behavior (TPB; Ajzen, we examined the empirical model of entrepreneurial intention determinants. Although research has been conducted in entrepreneurial intention, limited study has been done among Iranian graduate students who are studying abroad. This research aims to fill this gap using Entrepreneurial Intention Questionnaire (EIQ, version 3.1. Accordingly, a survey study was applied and Iranian graduate students of the USM Engineering Campus were studied using the census method. The authors propose an empirical model and tested its reliability and validity using structural equation modeling. Data was analyzed using Spss16 and Amos18 software. Results revealed that the level of knowledge about business sources of assistance for entrepreneurs in addition to components of the TPB, affected entrepreneurial intention. Empirical model ‘s goodness of fit indices indicated good model fit x2=1.047, df=2, probability 0.592; NFI= 0.981; CFI= 1.000; RMSEA=0.000. It seems that current empirical model could be a guide for future research on this important topic.

  19. Variation in job titles within the nursing workforce.

    The work of specialist nursing has been under scrutiny for many years in the UK due to a perception that it is not cost-effective. A common issue is the lack of consistency of job titles, which causes confusion to the public, employing organisations, colleagues and commissioners of services. Lack of consistency has implications for the wider perception of advanced specialist practice in the worldwide community and the workforce more generally. This study aims to understand the variation in job titles in the UK population. A pre-existing data set of accrued studies into the work of nurses working in specialisms was mined for insight (N = 17,960). This study used knowledge discovery through data and descriptive statistics to perform secondary analysis. Mining these data revealed 595 job titles in use in 17,960 specialist posts once the specialism had been removed. The most commonly used titles were Clinical Nurse Specialist, Nurse Specialist/Specialist Nurse, Advanced Nurse Practitioner and Nurse Practitioner. There were three other primary groupings. These were variants with a specialist or technical prefix of suffix, for example Nurse Endoscopist, variants of seniority such as trainee, senior nurse for [specialism] or variants of function such as Nurse Prescriber. The clustering was driven primarily by pay band. A total of 323 posts were recorded as holding titles such as Advanced Nurse Practitioner or Specialist Nurse who were not registered with the Nursing & Midwifery Council. In this data set, there is a large array of titles, which appear to have little relationship with other factors like education. This is confusing to the public, employers and those commissioning services. It also demonstrates that the previous assumptions by Council for Healthcare Regulatory Excellence that advanced practice labels are associated with career progression are unsound and should be addressed by the regulator. © 2017 John Wiley & Sons Ltd.

    Full Text Available In terms of terminology, both the doctrine and national regulation or community law are making confusion between the terms „payment instruments” and „means of payment” when they need to designate the document through which is made the payment to a pecuniary obligation by the debtor. In order to highlight the legal status of warant as payment tool of international trade law has been used both the method of comparative law and rules of interpretation specific to the international trade law science, and rules of interpretation common to all branches of law, including commercial and banking law. Thus, in a first perspective was considered the concept of “instrumentum” according to which as long as the document by which is made the payment of a pecuniary obligation relating to a legal relationship with a foreign element is a document, either on a material support or dematerialized, we hold that the appropriate term to describe this is payment instrument and not means of payment, because the latter means, on the one hand, how the payment is made, and on the other hand, international liquidity - in currency - used in economic exchanges. From another perspective, have been considered the proposals to update national legislation both in terms of financial and banking practice set globally and the progress made in information technology, widely used to achieve crossborder payments.

  9. Implementation of the Clean Air Act, Title III, Section 112(r) Prevention of Accidental Release Rule requirements at U.S. DOE Oak Ridge Reservation facilities

    Title III, Section 112(r) of the Clean Air Act (CAA) Amendments of 1990 requires the Environmental Protection Agency (EPA) to promulgate regulations to prevent accidental releases of regulated substances and to reduce the severity of those releases that do occur. The final EPA rule for Risk Management Programs under Section 112(r)(7) of the CAA, promulgated June 20, 1996, applies to all stationary sources with processes that contain more than a threshold quantity of any of 139 regulated substances listed under 40 CFR 68.130. All affected sources will be required to prepare a risk management plan which must be submitted to EPA and be made available to state and local governments and to the public. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of the Prevention of Accidental Release Rule. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the K-25 Site. The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the K-25 Site conducts a variety of research and development activities and is the home of a mixed waste incinerator. ORR activities underway and soon to be undertaken toward implementation of the Prevention of Accidental Release Rule include: compilation of inventories of regulated substances at all processes at each of the three ORR Facilities for determination of affected processes and facilities; plans for inventory reduction to levels below threshold quantities, where necessary and feasible; determination of the overlap of processes subject to the OSHA PSM Standard and determination of parallel requirements; preparation of Risk Management Plans and Programs for affected processes and facilities including detailed requirements

  10. Comparing the characteristics of highly cited titles and highly alted titles

    This study examines differences in the types of titles for articles that show high altmetric activity (highly alted articles) versus highly cited articles. This work expands on previous research on document titles in combination with a grounded theory approach to develop a codebook in which articles were manually coded based on 11 characteristics. The results show that there are differences and similarities in titles across many of the examined characteristics; highly cited titles and highly mentioned titles on Wikipedia have some similar characteristics such as they have the the highest percentage of substantive words; in addition, there are no or very few titles referencing outside or with humor/lightness on both platforms. Twitter and Facebook also showed some similarities having the highest percentage of humorous/light titles and lowest percentage of substantive words in their titles. (Author)
