Full Text Available Linear railroad facilities have been producing an adverse impact on the environment by polluting it with oil products for an extensive period of time. The authors of the article consider several mechanisms of contamination and the pattern of its spread into soils. Currently, areas that used to be unsuitable for development as urban lands for geological or environmental reasons are now being intensively developed. The study is exemplified by a city outstretched onto the complex terrain. Complex topography contemplates geological, tectonics-related, hydrological conditions, exogenous processes and anthropogenic factors. In this connection, the main purpose of the study is to analyze the geo-ecological factors that impact urban lands in complex geo-morphological conditions with a view to their functional use against minimal environmental risks to assure the most favorable conditions for humans. Towards this end, the authors have applied the following theoretical and practical methods of research, including a pilot study, namely (1 the geomorphological analysis of urban lands, (2 the monitoring and analysis of the anthropogenic impact produced onto various constituents of the environment, and (3 development of methods of functional use of urban lands in complex geomorphological conditions. The authors have monitored contaminated lands to develop their recommendations for their development in complex geomorphological conditions, namely: 1. Urban development planning should be performed with consideration for the geomorphological elements taken as a whole, as they are closely connected to one another. 2. Selection of methods of rehabilitation of urban lands must be preceded by the zoning of the territory based on its geological and environmental properties.

The United States railroad industry plays a key role in transporting materials to support our industrial economy. One of the oldest industries in the US, the railroads have developed over 150 years into their present physical and operational configuration. Energy conservation proposals to change industry facilities, equipment, or operating practices must be evaluated in terms of their cost impact. A current, comprehensive and accurate data baseline of railroad economic activity and energy consumption is presented. Descriptions of the history of railroad construction in the US and current equipment, facilities, and operation practices follow. Economic models that relate cost and energy of railroad service to the volume of railroad output and to physical and operational parameters are provided. The analyses and descriptions should provide not only an analytical baseline for evaluating the impact of proposed conservation measures, but they should also provide a measure of understanding of the system and its operations to analysts and policy makers who are involved in proposing, analyzing, and implementing such changes.

The Women's Service Section (WSS) investigated federally controlled railroad stations and yards at the end of World War I. Few women worked in car cleaning before the war, and railroad management preferred to block women workers, especially African Americans, from gaining any kind of foothold in railroad work. African American women were the single largest group of railroad car cleaners during this period but they were routinely denied adequate facilities, including toilets, locker rooms, and dining facilities throughout the railroad system. By raising the issues of facilities, workers' rights, and public health, these women shaped federal policy and widened the agenda of the WSS to include a direct attack on segregated workplaces. This article argues that African American women car cleaners launched an industrial campaign that wove together concerns about racism, sexism, and health issues, and successfully removed barriers to women working in a predominately male industry.

Railroads are important to the U.S. economy. They transport freight efficiently, requiring less energy and emitting fewer pollutants than other modes of surface transportation. While the railroad industry has steadily improved its fuel efficiency--by 16% over the last decade--more can, and needs to, be done. The ability of locomotive manufacturers to conduct research into fuel efficiency and emissions reduction is limited by the small number of locomotives manufactured annually. Each year for the last five years, the two North American locomotive manufacturers--General Electric Transportation Systems and the Electro-Motive Division of General Motors--have together sold about 800 locomotives in the United States. With such a small number of units over which research costs can be spread, outside help is needed to investigate all possible ways to reduce fuel usage and emissions. Because fuel costs represent a significant portion of the total operating costs of a railroad, fuel efficiency has always been an important factor in the design of locomotives and in the operations of a railroad. However, fuel efficiency has recently become even more critical with the introduction of strict emission standards by the U.S. Environmental Protection Agency, to be implemented in stages (Tiers 0, 1, and 2) between 2000 and 2005. Some of the technologies that could be employed to meet the emission standards may negatively affect fuel economy--by as much as 10-15% when emissions are reduced to Tier 1 levels. Lowering fuel economy by that magnitude would have a serious impact on the cost to the consumer of goods shipped by rail, on the competitiveness of the railroad industry, and on this country's dependence on foreign oil. Clearly, a joint government/industry R&D program is needed to help catalyze the development of advanced technologies that will substantially reduce locomotive engine emissions while also improving train system energy efficiency. Such considerations as the level of traffic, the relative financial health of individual railroads, the capacity of the associated supply and engineering/construction industries, and the logical connecting points at classifying yards, as well as the national interest value of creating a continuous system, continental in scope, were used to construct a scenario for railroad electrification that closely approximates how an electrification program might be implemented. For the economic reasons cited, much of the US railroad system would remain conventionally powered. This scenario provides for an electrified network involving 14 mainlines operated by 10 companies that could transport much of the nation's rail-borne freight. Five years of planning and engineering work would be required for each link before construction could begin. With 1000 miles or less of electrified route per year, 14 years would be needed to construct the 9000-mile network of our scenario. (The scenario constructed runs from 1980 to 1998.) The analysis was aided with the construction of the SRI Railroad Industry Model. Basically a model of industry operations and finances, the model produces income statements and balance sheets at yearly intervals. Railroad energy costs, railroad freight levels, maintenance costs, purchases and leases of rooling stock, electrification facility investments, future inflation, rate setting practices, annual depreciation, taxes, and profits were calculated.

Full Text Available The aim of the paper is to present the results of a survey of railroad employees’ motivation for a healthy lifestyle. For this purpose a specific questionnaire was developed. The study was performed on 245 Slovene railroad workers (168 of them blue-collar ones. The great majority (66.9% were found to be overweight or obese (BMI 25 or more, with no significant difference between blue- and white-collar workers. The great majority of them were in general aware of having unhealthy nutrition and an unhealthy lifestyle. Most of the employees felt the need to improve (at least in part their nutrition (74.7% and lifestyle (78.0%; the majority (67.8% also declared that they could adopt a healthier lifestyle despite the constraints of everyday life and work conditions; however, 57.6% said that they had been already putting considerable effort into a healthier nutrition and lifestyle. Thus the effort needed to overcome constraints toward a healthier lifestyle seems to be the key problem: the majority (54.3% would rather choose walking than running or other intensive forms of exercise; they are not ready to do it for more than one hour per day (60%, and they are not ready to give up permanently food that they like and that is considered unhealthy. The differences in motivations for a healthy lifestyle between blue- and white-collar workers were not significant at the 0.05 level. Further research in this field is needed; however, it seems that the methods of efficient marginal modifications of lifestyle are required. The US Department of Energy (DOE) conducted remedial action during 1993 at the Pompton Plains railroad spur and eight vicinity properties in the Wayne and Pequannock Townships in New Jersey as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are in the vicinity of the DOE-owned Wayne Interim Storage Site (WISS), formerly the W.R. Grace facility. The property at the Pompton Plains Railroad Spur, Pequannock, New Jersey is one of these vicinity properties. At the request of DOE, a team from Oak Ridge National Laboratory conducted an independent radiological verification survey at this property. The purpose of the survey, conducted between September and December 1993, was to confirm the success of the remedial actions performed to remove any radioactive materials in excess of the identified guidelines. The verification survey included surface gamma scans and gamma readings at 1 meter, beta-gamma scans, and the collection of soil and debris samples for radionuclide analysis. The pollution status and horizontal distribution of heavy metals (Ni, Pb, Cr, Zn, Cu, and Cd) in the soil on railroad side along the Zhengzhou-Putian section of Longxi-Haizhou Railroad were studied by collecting soil samples along a sampling section perpendicular to the railroad at the distances of 0, 10, 20, 30, 50, 100, 200, 300, and 500 m from the railroad edge. The concentrations of heavy metals in the sampling soils were higher than those of the control site. The concentrations of Pb, Zn, and Cd were found to be the highest in the soils at the railroad edge, and then decreased with increasing distance from the railroad. The highest concentrations of Ni, Cr, and Cu in soils were located at about 10-30 m from the railroad. Compared with the single factor pollution index (SFPI) of heavy metals calculated for the control site, the average SFPI from the sampling sites decreased in the order of Cr ＞ Cd ＞ Pb ＞ Zn ＞ Ni > Cu. There were notable negative correlations between the integral pollution index (IPI) of soil heavy metals at all sampling sites and the distances from the railroad. According to three IPIs calculated from the background values of heavy metals in och-aquic Cambisols, the heavy metal concentrations in the control soil, and the 2nd levels for soil heavy metals in GB15618-1995, the study area could be divided, based on the distances from the railroad, into four pollution zones: heavy pollution zone (0-10 m), medium pollution zone (10-50 m), slight pollution zone (50-100 m), and warning zone (100-500 m), respectively.

Surface run-off waters polluted by harmful substances existing in railroad track body (ballast section) flow along railroad tracks and within macadam, go down into subterranean ground flow and then enter neighbouring rivers and water basins. This is an interim report on a task within a large, ongoing study by the University of Nevada, Reno to examine the safety of Nevada railroads. The overall goal, of which this year's research is a middle stage, is to develop models based on the use of geographic information systems (GIS). These models are to enable the selection of the best and safest railway routes for the transport of high-level nuclear waste across Nevada to the proposed repository at Yucca Mountain. Last year's research concluded that the databases are adequate and that GIS are feasible and desirable for displaying the multi-layered data required to reach decisions about safety. It developed several database layers. This report deals with work during 1993 on the use of geographic information systems (GIS) for rail-route selection. The goal was to identify and assemble many of the databases necessary for the models. In particular, the research aimed to identify (a) any problems with developing database layers; and (b) the level of effort required. This year's effort developed database layers for two Nevada counties: Clark and Lincoln. The layers dealt with: topographic information, geologic information, and land ownership. These are among the most important database layers. The database layers were successfully created. No significant problems arose in developing them. The level of effort did not exceed the expected level. The most effective approach is by means of digital, shaded relief maps. (Sample maps appear in plates.) Therefore, future database development will be straightforward. Research may proceed on the full development of shaded relief elevation maps for Elko, White Pine, Nye and Eureka counties and with actual modeling for the selection of a route or routes between the UP/SP line in northern Nevada and Yucca Mountain

Fissile and high-level radioactive wastes are currently transported over long distances by truck and by rail transportation systems. The primary form of fissile material is spent reactor fuel. Transportation operations within DOE are controlled through the Transportation Operations and Management System. DOE projected increases in the rate of shipments have generated concern by railroad companies that railroad workers may be exposed to levels of radiation sufficiently high that a radiation protection program may need to be implemented. To address railroad company concerns, the Health and Safety Research Division at Oak Ridge National Laboratory has estimated doses to railroad workers for two exposure scenarios that were constructed using worker activity data obtained from CSX Transportation for crew and maintenance workers. This characterization of railroad worker activity patterns includes a quantitative evaluation of the duration and rate of exposure. Throughout the United States, there is an accelerating abandonment of redundant and/or unprofitable light-density railroad lines. This abandonment can be economically harmful to both the shippers and the communities that were previously served. Although greater dependence upon truck transportation is a viable alternative in many cases, other situations indicate that the greatest priority should be attached to preserving some form of local railroad service. The objective of this research was to develop a handbook to assist shippers, local and state governments, and rail planners when their Class I rail service is scheduled for abandonment. Two major options are detailed in the handbook. The first regards innovative procedures which may be used by local groups in attempting to preserve service by the existing Class I carrier. The second approach considers the alternative of operating the particular line as an independent railroad.
INTERLINE is an interactive computer program that finds likely routes for shipments over the US railroad system. It is based on a shortest path algorithm modified both to reflect the nature of railroad company operations and to accommodate computer resource limitations in dealing with a large transportation network. The first section of the report discusses the nature of railroad operations and routing practices in the United States, including the tendency to concentrate traffic on a limited number of mainlines, the competition for traffic by different companies operating in the same corridors, and the tendency of originating carriers to retain traffic on their systems before transferring it to terminating carriers. The theoretical foundation and operation of shortest path algorithms are described, as well as the techniques used to simulate actual operating practices within this framework. The Energy Conservation Projects to benefit the railroad industry using the Norfolk Southern Company as a model for the railroad industry has five unique tasks which are in areas of importance within the rail industry, and specifically in the area of energy conservation. The NIU Engineering and Technology research team looked at five significant areas in which research and development work can provide unique solutions to the railroad industry in energy the conservation. (1) Alternate Fuels - An examination of various blends of bio-based diesel fuels for the railroad industry, using Norfolk Southern as a model for the industry. The team determined that bio-diesel fuel is a suitable alternative to using straight diesel fuel, however, the cost and availability across the country varies to a great extent. (2) Utilization of fuel cells for locomotive power systems - While the application of the fuel cell has been successfully demonstrated in the passenger car, this is a very advanced topic for the railroad industry. There are many safety and power issues that the research team examined. (3) Thermal and emission reduction for current large scale diesel engines - The current locomotive system generates large amount of heat through engine cooling and heat dissipation when the traction motors are used to decelerate the train. The research team evaluated thermal management systems to efficiently deal with large thermal loads developed by the operating engines. (4) Use of Composite and Exotic Replacement Materials - Research team redesigned various components using new materials, coatings, and processes to provide the needed protection. Through design, analysis, and testing, new parts that can withstand the hostile environments were developed. (5) Tribology Applications - Identification of tribology issues in the Railroad industry which play a significant role in the improvement of energy usage. Proceeding from the requirements of a measuring method for determining the degrees of densification and of soiling of railroad beds, conclusions are drawn for the use of a radiometric technique, considering measuring geometry, radiation energy, and instrumentation. Results obtained from laboratory experiments with a ballast pressure unit are presented. It is pointed out that the application of radiometric density measurements has to be linked with investigations of the behaviour of the rock species used, in order to obtain a valid interpretation of the measured density with regard to the properties and the composition of the railroad bed. Rail transportation has been an important part of the North American transportation network since the 19th century and it continues to be a major contributor to the economic well-being and the global competitiveness of the U.S. The recent expansion in freight rail volumes and forecasts for continuous growth, together with more favorable attitudes for urban passenger rail present several challenges for the rail industry. One of the challenges is the availability of a well educated engineering workforce. The rail industry has recognized a need to attract new railroad professionals from various disciplines for management and technical positions, but most universities eliminated railroad engineering from their curricula after the recruitment levels faded several decades ago. Today, railroad expertise and related engineering courses exist at only a few universities and most students graduate without any exposure to rail topics. While industry representatives have expressed their concern about a future workforce, little data is available on the extent of the demand, on the characteristics and skills of preferred candidates, and on the role that universities can play. A benchmarking study was undertaken to investigate the demand for university engineering graduates and assess whether current methods are sufficient to attract, educate, recruit, train and retain engineering students in the railroad profession. Data was collected from industry human resources and training managers to define the quantitative and qualitative needs for railroad engineers. In addition, recently hired engineers working in the rail industry were surveyed to determine the extent of their university exposure in rail topics and how it affected their career choice. The surveys indicated an increase of over 300 percent in the annual recruitment for railroad engineers by the participating companies between 2002 and 2005. Rail transportation is a vital segment of DOE's spent fuel program. Most of the shipments from reactors to a repository or to a Monitored Retrievable Storage facility will be by rail, and essentially all of the shipments from an MRS to a repository. Casks must move economically and efficiently, while at the same time providing adequate safety to the public and transport workers, and meeting the legal/institutional constraints. Shippers are faced with the problem of procuring transportation services in a safe manner at a reasonable cost, trying to balance freight charges against cask inventory costs. Carriers are cautious about accepting potentially high hazard materials in routine service, and are worried about uninsured losses in case of accidents. Both shippers and carriers operate under different scheduling and operational criteria. Technical and institutional constraints add to the complexity of the operation. Standardization of shipping casks and rail car design will ease the resolution of the complex problems now existent. Full Text Available This paper presents an empirical investigation to study the relationship between emotional intelligence and job performance in railroad industry. The study uses two questionnaires, one for measuring emotional intelligence adopted from Salovey and Mayer (1989 [Salovey, P., & Mayer, J. D. (1989. Emotional intelligence. Imagination, Cognition and Personality, 9(3, 185-211.] and the other one for measuring job performance. The study selects 300 full time employees who work for railroad industry in city of Tehran, Iran, distributes two questionnaires among the employees and managed to collect all filled ones. Using Spearman correlation, the study has determined a positive and meaningful relationship between emotional intelligence and job performance (r = 0.796, Sig. = 0.000. Graphical abstract: In this study, we develop a portable high-efficiency electromagnetic energy harvesting system with supercapacitors that converts the energy of track vibrations into electricity. The generated electricity is stored in the supercapacitors and used in remote areas for safety facilities or in standby power supplies for rail-side equipment. The proposed system consists of a mechanical transmission and a rectifier. Acting as the energy input and transmission, Gears and a rack amplify the small vibrations of the track, and one-way bearings enhance efficiency by transforming bidirectional motion to unidirectional rotation. Supercapacitors are used in the energy harvesting system for the first time. The supercapacitors permit the storage of energy from rapidly changing transient currents and a steady power supply for external loads. The proposed system is demonstrated through dynamic simulations, which show the rapid response of the system. Full Text Available Purpose. The intersection of highways and railways in one level – railway crossing, is a zone of increased danger for rail and road transport. Nearly half of all crossings are available on the main directions of passenger transportation. From this comes the problem of maintenance and service locations of intersection roads and railways. The purpose of this work is to evaluate the processes of emergence and development of inequalities in the area of railroad crossings and identify the factors that cause them. Methodology. The presence of derogation from the plan and profile within the railway crossing and approaches to it reduces evenness of riding and passenger comfort. Today, there are various possibilities for shooting natural geometry of a railway track. For research on a large number of areas during long service life, the tape of a track measuring car remains the most convenient. However, this tool is directed to assess the state of the railway line and does not determine the exact geometrical position. When trying to determine valid outlines of the track inequalities on track measuring tape, some difficulties arise. Findings. Performed statistical analysis showed a steady trend of growth of inequalities in the area of the railway crossings. Generally, the level of inequalities in the vertical plane increases in1.3−3.2 times and in 1.2−2.0 times in the horizontal plane (compared with areas that are outside crossing. During the deflection lines of action in the area of railroad crossing concrete slabs work as ribs that limit deflections of rail-tie grating. As the condition of our infrastructure continues to deteriorate, and the loads carried by our bridges continue to increase, an ever growing number of railroad and highway bridges require load limits. With safety and transportation costs at both ends of the spectrum. the need for accurate load rating is paramount. This paper describes a method that has been developed for efficient load testing and evaluation of short- and medium-span bridges. Through the use of a specially-designed structural testing system and efficient load test procedures, a typical bridge can be instrumented and tested at 64 points in less than one working day and with minimum impact on rail traffic. Various techniques are available to evaluate structural properties and obtain a realistic model. With field data, a simple finite element model is 'calibrated' and its accuracy is verified. Appropriate design and rating loads are applied to the resulting model and stress predictions are made. This technique has been performed on numerous structures to address specific problems and to provide accurate load ratings. The merits and limitations of this approach are discussed in the context of actual examples of both rail and highway bridges that were tested and evaluated.

Full Text Available During the Era of Railroad building (primarily the last half of the 19th century, it was far more profitable to lay track than to operate railroads due to the subsidiesfrom various levels ofgovernment and the competition between cities to be located on as many lines as possible, and the overcharging of the railroads by the construction companies. Railroads compensated for this glut by cross-subsidizing the unprofitable branch lines with revenues from the main lines. But as competition from other modes took hold, this was increasingly difficult to do. Therefore, by the early 20th century, railroads began to slowly shed some of the lightly trafficked lines. Regulatory changes in the 1980s made abandonment easier, and wholesale discarding of lines, including former mainlines, became common. But by the turn of the century,foreign imports put a greater demand on rail transportation, and lack of capacity caused many of the remaining lines to become very congested, in turn, causing extensive delays.

In the next decade the Commission’s powers were considerably diminished by a series of Supreme Court decisions in cases in which the railroads appealed ICC rulings. In only one case during this period, the United States v. Trans-Missouri Freight Association, did the Court uphold an ICC decision. This Streamlined Approach for Environmental Restoration (SAFER) Plan addresses the actions needed to achieve closure for Corrective Action Unit (CAU) 539, Areas 25 and 26 Railroad Tracks, as identified in the Federal Facility Agreement and Consent Order (FFACO). A modification to the FFACOwas approved in May 2010 to transfer the two Railroad Tracks corrective action sites (CASs) from CAU 114 into CAU539. The two CASs are located in Areas 25 and 26 of the Nevada Test Site: • 25-99-21, Area 25 Railroad Tracks • 26-99-05, Area 26 Railroad Tracks This plan provides the methodology for field activities needed to gather the necessary information for closing the two CASs. There is sufficient information and process knowledge from historical documentation and investigations of similar sites regarding the expected nature and extent of potential contaminants to recommend closure of the CAU 539 Railroad Tracks CASs using the SAFER process. Additional information will be obtained by conducting a field investigation before selecting the appropriate corrective action for each CAS. The results of the field investigation should support a defensible recommendation that no further corrective action is necessary. If it is determined that complete clean closure cannot be accomplished during the SAFER, then a hold point will have been reached and the Nevada Division of Environmental Protection (NDEP) will be consulted to determine whether the remaining contamination will be closed under the alternative corrective action of closure in place with use restrictions. This will be presented in a closure report that will be prepared and submitted to the NDEP for review and approval. This Closure Report (CR) presents information supporting the closure of Corrective Action Unit (CAU) 539: Areas 25 and 26 Railroad Tracks, Nevada National Security Site, Nevada. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; U.S. Department of Energy (DOE), Environmental Management; U.S. Department of Defense; and DOE, Legacy Management. The corrective action sites (CASs) within CAU 539 are located within Areas 25 and 26 of the Nevada National Security Site. Corrective Action Unit 539 comprises the following CASs: (1) 25-99-21, Area 25 Railroad Tracks; and (2) 26-99-05, Area 26 Railroad Tracks The purpose of this CR is to provide documentation supporting the completed corrective actions and provide data confirming that the closure objectives for CASs within CAU 539 were met. To achieve this, the following actions were performed: (1) Reviewed documentation on historical and current site conditions, including the concentration and extent of contamination; (2) Conducted radiological walkover surveys of railroad tracks in both Areas 25 and 26; (3) Collected ballast and soil samples and calculated internal dose estimates for radiological releases; (4) Collected in situ thermoluminescent dosimeter measurements and calculated external dose estimates for radiological releases; (5) Removed lead bricks as potential source material (PSM) and collected verification samples; (6) Implemented corrective actions as necessary to protect human health and the environment; (7) Properly disposed of corrective action and investigation wastes; and (8) Implemented an FFACO use restriction (UR) for radiological contamination at CAS 25-99-21. The purpose of this study is to improve the efficiency, reliability and safety related to railroad maintenance tasks through an evaluation of the consequences of failures. The brake system was selected based on the failure data obtained from railroad vehicles in operation as one of the safety systems in railroad vehicles. The failure causes, failure effects, and the criticality of the failure mode were drawn for 62 failure modes of the braking system through the use of an FMECA for the 30 sub-devices having primary functions. The various maintenance tasks for the braking system were categorized into the 62 failure modes and failure consequences using the FMECA and the logic of maintenance decisions. Braking systems manufactured by the same manufacturer and operated by two different operators were studied in an effort to analyze preventive maintenance and to evaluate the adequacy of preventive maintenance tasks for the 62 failure modes. Based on results of the evaluation of these preventive maintenance tasks, new maintenance tasks were proposed, and concrete cost-cutting effects were determined from the calculation of the maintenance time and expected costs, using a preventive maintenance template developed specifically for railroad vehicles

This paper attempts to summarize some railroad viewpoints on issues concerning transportation of spent fuel and high-level waste and to outline Interstate Commerce Commission decisions arising over differing opinions about the manner of such transportation. Although the railroad position includes a number of legal arguments, it also involves operating expertise and a number of well-based questions concerning the safety of casks under actual operating conditions in regular trains. The commonly-used estimates of accident frequency and severity in regular trains are severe underestimates based on a mistake in the annual number of railroad car-miles, inadequacies in and misunderstanding of accident reporting, and invalid assumptions, especially concerning fires, which some actual data suggest are far more frequent than assumed. Thus, railroads estimate casks could be involved in at least 12 accidents involving severe fires by 1990. A number of unanswered questions about casks and perceived inadequacies in testing lead to a conservative railroad position. These include the possibility of escape routes of materials other than by breach such as weld and pressure relief valve failures and direct radiation hazards through loss of shielding. These doubts are fostered through experience with accidents more severe than those used in testing or certification as well as these questions. Also, there is doubt concerning the integrity of fuel rod cladding (used as a second level of containment) in credible accident situations. Moreover, the damage estimates of $1,000 per man rem have been shown to have no relationship to damages in a transportation accident.Added safety is expected in special trains for at least 17 reasons involving speed, transit time, routing, train consist, crew alertness, reduced slack and other reduced hazards and accident opportunities

We have completed a case-control analysis of mesothelioma deaths among current and retired U.S. railroad employees. Cause-specific death certificates were obtained for 87% of 15,059 deaths reported by the railroad retirement board, and 20 mesotheliomas were identified according to death certificate diagnosis. A 10:1 matched analysis with railroad workers dying of nonmalignant, nonaccidental causes yielded a very strong association with prior railroad work in jobs with potential asbestos exposure (odds ratio = 7.2, 95% lower confidence limit = 3.3). Consideration of railroad occupations with regular asbestos exposures (e.g., skilled trades, steam locomotive repair) yielded an odds ratio of 21.4 (95% lower confidence limit = 8.7), but the occupations with potential intermittent exposure (e.g., engineers, firemen, carmen) yielded a nonsignificant odds ratio of 2.3 (95% lower confidence limit = 0.5). Applying mesothelioma mortality rates from this study to the population of U.S. railroad workers at risk yields an estimate of 416 cases of mesothelioma occurring among U.S. railroad workers between 1981 and 2000.
An essential prerequisite for integrating disabled persons is their mobility. The special transport approach, both in terms of handling capacity and cost involved, is increasingly turning out to be unable to achieve future-oriented solutions in this context. Disabled people wish to use the transport services available to the general public. They therefore demand public transportation policies to provide for their access to the mainstream system, ideally independent of outside assistance. Deutsche Bundesbahn, the German federal railways, in the field of tension between the need to orient its business policies on economic and financial considerations and disabled persons' demands that vehicles and premises be designed in a barrier-free manner, seeks to achieve solutions that are responsive to users' needs and at the same time economically justifiable. On account of the 19th century infrastructure legacy and a wide range of rolling stock in long- and short-distance rail travel, this can however be realized only step by step. The facilities offered to disabled people so far range from free use of short-distance trains to the accessibility-oriented design of coaches for the Intercity Express, the future of the railways in the European rapid transit network. The various services and facilities provided are hoped to foster disabled persons' decision in favour of the environmentally compatible rail mode of travelling.

Railroads are a key part of the distribution system for hazardous materials and, thus, much hazardous material passes through railyards en route to intermediate or final consumers. Relative to the use of public roads, railroads offer several advantages for the movement of radioactive wastes. These include the ability to accommodate large, heavy containers, the ability to transfer large volumes in a single movement, and the safety of a dedicated, centrally controlled right-of-way. The principal disadvantage of railroads is that the shipper has considerably less freedom to specify the route a shipment will take. The lower density of the railroad network, the need to coordinate waste shipments with other traffic in the system, and the private ownership of the US network all reduce the shippers routing power. Although the shipper can dictate an exact route, this could require the use of a special train at an increased cost. Before considering the general use of special trains to move radioactive wastes, it is first desirable to determine how these materials would move as general rail traffic. Derailments are the most common type of train accident in the United States. They cause damage to infrastructure, rolling stock and lading, disrupt service, and have the potential to cause casualties, and harm the environment. Train safety and risk analysis relies on accurate assessment of derailment likelihood. Derailment rate - the number of derailments normalized by traffic exposure - is a useful statistic to estimate the likelihood of a derailment. Despite its importance, derailment rate analysis using multiple factors has not been previously developed. In this paper, we present an analysis of derailment rates on Class I railroad mainlines based on data from the U.S. Federal Railroad Administration and the major freight railroads. The point estimator and confidence interval of train and car derailment rates are developed by FRA track class, method of operation and annual traffic density. The analysis shows that signaled track with higher FRA track class and higher traffic density is associated with a lower derailment rate. The United States is experiencing an unprecedented boom in shale oil production, leading to a dramatic growth in petroleum crude oil traffic by rail. In 2014, U.S. railroads carried over 500,000 tank carloads of petroleum crude oil, up from 9500 in 2008 (a 5300% increase). In light of continual growth in crude oil by rail, there is an urgent national need to manage this emerging risk. This need has been underscored in the wake of several recent crude oil release incidents. In contrast to highway transport, which usually involves a tank trailer, a crude oil train can carry a large number of tank cars, having the potential for a large, multiple-tank-car release incident. Previous studies exclusively assumed that railroad tank car releases in the same train accident are mutually independent, thereby estimating the number of tank cars releasing given the total number of tank cars derailed based on a binomial model. This paper specifically accounts for dependent tank car releases within a train accident. We estimate the number of tank cars releasing given the number of tank cars derailed based on a generalized binomial model. The generalized binomial model provides a significantly better description for the empirical tank car accident data through our numerical case study. This research aims to provide a new methodology and new insights regarding the further development of risk management strategies for improving railroad crude oil transportation safety. One of the issues to be considered in the analysis of alternative repository sites for nuclear wastes is the pattern of shipments from reactors and other waste sources to the repository. In the United States, regulations and costs make rail shipments the preferred mode for high-level radioactive waste. The railroad network of the United States is owned by approximately 100 corporations that simultaneously compete for traffic and cooperate to move shipments that require carriage by more than one company. Because changing companies usually delays a shipment, there is a tendency to minimize the number of carriers involved in moving it. Moreover, when several carriers are required, the originating company (specified by the shipper) tends to retain the shipment on its portion of the network. These characteristics are nearly unique among the world's rail systems, and they must be recognized in any model of paths of future shipments through the network. This paper describes the development of a rail routing program that can be applied to the movement of radioactive materials throughout the United States. Shipments can be initiated at a specific location on a specific railroad. A route can be generated and displayed on a map of the United States. The particular route generated depends upon the emphasis placed on various classes of rail lines. Demonstration routings illustrate predicted routes of normal freight shipments, the effect of blocking passage through selected cities, and the effect that the existence of independent railroad companies can have on the patterns of shipments

Recent NASA/DOE studies for the Space Exploration Initiative have demonstrated a critical need for the ground-based testing of nuclear rocket engines. Experience in the ROVER/NERVA Program, experience in the Nuclear Weapons Testing Program, and involvement in the new nuclear rocket program has motivated our detailed assessment of the facilities used for the ROVER/NERVA Program and other facilities located at the Nevada Test Site (NTS). The ROVER/NERVA facilities are located in the Nevada Research L, Development Area (NRDA) on Jackass Flats at NTS, approximately 85 miles northwest of Las Vegas. To guide our assessment of facilities for an engine testing program we have defined a program goal, scope, and process. To execute this program scope and process will require ten facilities. We considered the use of all relevant facilities at NTS including existing and new tunnels as well as the facilities at NRDA. Aside from the facilities located at remote sites and the inter-site transportation system, all of the required facilities are available at NRDA. In particular we have studied the refurbishment of E-MAD, ETS-1, R-MAD, and the interconnecting railroad. The total cost for such a refurbishment we estimate to be about $253M which includes additional contractor fees related to indirect, construction management, profit, contingency, and management reserves. Based on an extended Theory of Planned Behavior (TPB, Ajzen, 1985, 1991), we conducted surveys in order to explain and predict violations at a railroad crossing, among pedestrians (n=153) and car drivers (n=151). Measures were made with respect to three chronologically related railroad crossing situations that varied in risk level. The situations were described in scenarios and depicted on photographs. The participants were recruited in the suburbs of Paris, at two automated railroad crossings with four half-barriers. We found that the pedestrians had stronger crossing intentions than did car drivers, especially at the more congested crossing of the two under study. For both categories of road users, intentions and the amount of intention variance explained by the extended TPB factors decreased significantly with risk level. In the most dangerous situations, risk-taking was the most unlikely and the least predictable Self-reported past frequency of crossing against safety warning devices was the main predictor of the intention to commit this violation again, especially among males, followed by the attitude and the injunctive norm in favor the violation. Moreover, car drivers were influenced in their crossing intentions by the descriptive norm. The presence of another vehicle on the tracks when the safety warning devices were activated was perceived not as facilitating, but as an additional risk factor. The discussion addresses the importance of taking into account these determinants of violations in conceiving countermeasures. In the paper we present results of vibration measurements in the train and on the base of the railroad in tunnels of Warsaw Underground. Measurements were performed at straight and curved sections of the track. The paper is focused on the influence of the lateral slip in rail/wheel contact zone on the generation of vibrations and a noise. Vibrations were analyzed in terms of accelerations, velocities or displacements as a function of time and frequency. Results ware compared with the experiment of rolling of the wheel with lateral sleep. In both cases we observed double periodic oscillations.

Full Text Available In 1900 the Pennsylvania Railroad Company implemented a pioneering pension plan that became a model for American business in the twentieth century. Although scholars have described the two-stage creation as management’s effort to achieve corporate efficiency and control over its labor force, this paper demonstrates a more complicated, untidy evolution. Employees played a vital, active role in the quarter-century development of the pension scheme, repeatedly shaping the process and its results directly and indirectly, consciously and unconsciously. Furthermore, the plan’s evolution was a messy, often decentralized, and incremental process considerably at oddsw ith the firm’s reputation for systematic, analytical management.

Many environmental regulations encourage the use of 'clean' inputs. When the suppliers of such an input have market power, environmental regulation will affect not only the quantity of the input used but also its price. We investigate the effect of the Title IV emissions trading program for sulfur dioxide on the market for low-sulfur coal. We find that the two railroads transporting coal were able to price discriminate on the basis of environmental regulation and geographic location. Delivered prices rose for plants in the trading program relative to other plants, and by more at plants near a low-sulfur coal source.

In both high speed and freight rail systems, the modern construction method is Continuous Welded Rail (CWR). The purpose of the CWR method is to eliminate joints in order to reduce the maintenance costs for both the rails and the rolling stock. However the elimination of the joints increases the risk of rail breakage in cold weather and buckling in hot weather. In order to predict the temperature at which the rail will break or buckle, it is critical to have knowledge of the temperature at which the rail is stress free, namely, the Rail Neutral Temperature (Rail-NT).The University of California at San Diego has developed an innovative technique based on non-linear ultrasonic guided waves, under FRA research and development grants for the non-destructive measurement of the neutral temperature of railroad tracks. Through the licensing of this technology from the UCSD and under the sponsorship of the FRA Office of Research and Development, a field deployable prototype system has been developed and recently field tested at cooperating railroad properties. Three prototype systems have been deployed to the Union Pacific (UP), Burlington Northern Santa Fe (BNSF), and AMTRAK railroads for field testing and related data acquisition for a comprehensive evaluation of the system, with respect to both performance and economy of operation. The results from these tests have been very encouraging. Based on the lessons learned from these field tests and the feedback from the railroads, it is planned develop a compact 2nd generation Rail-NT system to foster deployment and furtherance of FRA R&D grant purpose of potential contribution to the agency mission of US railroad safety. In this paper, the results of the field tests with the railroads in summer of 2013 are reported.

A rail routine model, INTERLINE, has been developed at the Oak Ridge National Laboratory to investigate potential routes for transporting radioactive materials. In Version 5.0, the INTERLINE routing algorithms have been enhanced to include the ability to predict alternative routes, barge routes, and population statistics for any route. The INTERLINE railroad network is essentially a computerized rail atlas describing the US railroad system. All rail lines, with the exception of industrial spurs, are included in the network. Inland waterways and deep water routes along with their interchange points with the US railroadsystem are also included. The network contains over 15,000 rail and barge segments (links) and over 13,000 stations, interchange points, ports, and other locations (nodes). The INTERLINE model has been converted to operate on an IBM-compatible personal computer. At least a 286 computer with a hard disk containing approximately 6 MB of free space is recommended. Enhanced program performance will be obtained by using arandom-access memory drive on a 386 or 486 computer

Seismic interferometry applied to 120 hr of railroad traffic recorded by an array of vertical component seismographs along a railway within the Rio Grande rift has recovered surface and body waves characteristic of the geology beneath the railway. Linear and hyperbolic arrivals are retrieved that agree with surface (Rayleigh), direct and reflected P waves observed by nearby conventional seismic surveys. Train-generated Rayleigh waves span a range of frequencies significantly higher than those recovered from typical ambient noise interferometry studies. Direct P-wave arrivals have apparent velocities appropriate for the shallow geology of the survey area. Significant reflected P-wave energy is also present at relatively large offsets. A common midpoint stack produces a reflection image consistent with nearby conventional reflection data. We suggest that for sources at the free surface (e.g. trains) increasing the aperture of the array to record wide angle reflections, in addition to longer recording intervals, might allow the recovery of deeper geological structure from railroad traffic. Frequency-wavenumber analyses of these recordings indicate that the train source is symmetrical (i.e. approaching and receding) and that deeper refracted energy is present although not evident in the time-offset domain. These results confirm that train-generated vibrations represent a practical source of high-resolution subsurface information, with particular relevance to geotechnical and environmental applications.

Computer support is centered on the Remote Access Data Station (RADS), which is equipped with a 1000 lpm printer, 1000 cpm reader, and a 300 cps paper tape reader with 500-foot spools. The RADS is located in a data preparation room with four 029 key punches (two of which interpret), a storage vault for archival magnetic tapes, card files, and a 30 cps interactive terminal principally used for job inquiry and routing. An adjacent room provides work space for users, with a documentation library and a consultant's office, plus file storage for programs and their documentations. The facility has approximately 2,600 square feet of working laboratory space, and includes two fully equipped photographic darkrooms, sectioning and autoradiographic facilities, six microscope cubicles, and five transmission electron microscopes and one Cambridge scanning electron microscope equipped with an x-ray energy dispersive analytical system. Ancillary specimen preparative equipment includes vacuum evaporators, freeze-drying and freeze-etching equipment, ultramicrotomes, and assorted photographic and light microscopic equipment. The extensive physical plant of the animal facilities includes provisions for holding all species of laboratory animals under controlled conditions of temperature, humidity, and lighting. More than forty rooms are available for studies of the smaller species. These have a potential capacity of more than 75,000 mice, or smaller numbers of larger species and those requiring special housing arrangements. There are also six dog kennels to accommodate approximately 750 dogs housed in runs that consist of heated indoor compartments and outdoor exercise areas

This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; U.S. Department of Energy (DOE), Environmental Management; U.S. Department of Defense; and DOE, Legacy Management. The corrective action sites (CASs) within CAU 539 are located within Areas 25 and 26 of the Nevada National Security Site. Corrective Action Unit 539 comprises the following CASs: • 25-99-21, Area 25 Railroad Tracks • 26-99-05, Area 26 Railroad Tracks The purpose of this CR is to provide documentation supporting the completed corrective actions and provide data confirming that the closure objectives for CASs within CAU 539 were met. Full Text Available Intermodal rail/road freight transport constitutes an alternative to long-haul road transport for the distribution of large volumes of goods. The paper introduces the intermodal transportation problem for the tactical planning of mode and service selection. In rail mode, shippers either book train capacity on a per-unit basis or charter block trains completely. Road mode is used for short-distance haulage to intermodal terminals and for direct shipments to customers. We analyze the competition of road and intermodal transportation with regard to freight consolidation and service cost on a model basis. The approach is applied to a distribution system of an industrial company serving customers in eastern Europe. The case study investigates the impact of transport cost and consolidation on the optimal modal split.

The present invention provides a BWR type reactor facility capable of suppressing the amount of steams generated by the mutual effect of a failed reactor core and coolants upon occurrence of an imaginal accident, and not requiring spacial countermeasures for enhancing the pressure resistance of the container vessel. Namely, a means for supplying cooling water at a temperature not lower by 30degC than the saturated temperature corresponding to the inner pressure of the containing vessel upon occurrence of an accident is disposed to a lower dry well below the pressure vessel. As a result, upon occurrence of such an accident that the reactor core should be melted and flown downward of the pressure vessel, when cooling water at a temperature not lower than the saturated temperature, for example, cooling water at 100degC or higher is supplied to the lower dry well, abrupt generation of steams by the mutual effect of the failed reactor core and cooling water is scarcely caused compared with a case of supplying cooling water at a temperature lower than the saturation temperature by 30degC or more. Accordingly, the amount of steams to be generated can be suppressed, and special countermeasure is no more necessary for enhancing the pressure resistance of the container vessel is no more necessary. During September and October 2001, 15 events were recorded on the first grade and 1 on the second grade of the INES scale. The second grade event is in fact a re-classification of an incident that occurred on the second april 2001 at Dampierre power plant. This event happened during core refueling, a shift in the operation sequence led to the wrong positioning of 113 assemblies. A preliminary study of this event shows that this wrong positioning could have led, in other circumstances, to the ignition of nuclear reactions. Even in that case, the analysis made by EDF shows that the consequences on the staff would have been limited. Nevertheless a further study has shown that the existing measuring instruments could not have detected the power increase announcing the beginning of the chain reaction. The investigation has shown that there were deficiencies in the control of the successive operations involved in refueling. EDF has proposed a series of corrective measures to be implemented in all nuclear power plants. The other 15 events are described in the article. In the 1964 Alaska earthquake, the federally owned Alaska Railroad sustained damage of more than $35 million: 54 percent of the cost for port facilities; 25 percent, roadbed and track; 9 percent, buildings and utilities; 7 percent, bridges and culverts; and 5 percent, landslide removal. Principal causes of damage were: (1) landslides, landslide-generated waves, and seismic sea waves that destroyed costly port facilities built on deltas; (2) regional tectonic subsidence that necessitated raising and armoring 22 miles of roadbed made susceptible to marine erosion; and (3), of greatest importance in terms of potential damage in seismically active areas, a general loss of strength experienced by wet waterlaid unconsolidated granular sediments (silt to coarse gravel) that allowed embankments to settle and enabled sediments to undergo fiowlike displacement toward topographic depressions, even in fiat-lying areas. The term “landspreading” is proposed for the lateral displacement and distension of mobilized sediments; landspreading appears to have resulted largely from liquefaction. Because mobilization is time dependent and its effects cumulative, the long duration of strong ground motion (timed as 3 to 4 minutes) along the southern 150 miles of the rail line made landspreading an important cause of damage. Sediments moved toward natural and manmade topographic depressions (stream valleys, gullies, drainage ditches, borrow pits, and lakes). Stream widths decreased, often about 20 inches but at some places by as much as 6.5 feet, and sediments moved upward beneath stream channels. Landspreading toward streams and even small drainage ditches crushed concrete and metal culverts. Bridge superstructures were compressed and failed by lateral buckling, or more commonly were driven into, through, or over bulkheads. This paper seeks to illuminate the status of transportation safety and risk for large-quantity shipments of spent commercial reactor fuel and mixed and hazardous wastes by examining road and rail accident and vehicular travel data from the mid-1990s. Of special interest are the effect of speed limit changes on controlled-access expressways (chiefly the Interstate Highway System) and the possible effect of season-to-season climatic variation on road transport. We found that improvements in railroad technology and infrastructure have created a safer overall operating environment for railroad freight shipments. We also found recent evidence of an increase in accident rates of heavy combination trucks in states that have raised highway speed limits. Finally, cold weather increases road transport risk, while conditions associated with higher ambient temperatures do not. This last finding is in contrast to rail transport, for which the literature associates both hot and cold temperature extremes with higher accident rates

Full Text Available Purpose. Determination of improvement ways of admissible speeds of train movement on the difficult sections of а railroad plan. Methodology. Mathematical modeling of the train traffic is used to achieve the purpose of research. The average weighted speed and elevation of outer rail is predicted on this basis. Findings. The case analysis of the speeds determination in curved sections of track was carried out. The above mentioned track sections adversely affect the ride comfort and the intensity of the way disorder, as well as the reasons that contribute to the speed limits traffic on the railways of Ukraine. The technique of performing the calculations for determining the permissible train speeds was developed and tested on real curves of railways, were the accelerated movement of trains was introduced. Proposals on automate calculations in distances and services by way of determining the permissible speeds in curves were developed. Originality. Methodology of determining the permissible motion speeds and elevation of outer rails on the difficult sections of the railway plan was developed. This approach allows you to get a rational decisions on reorganization of plan based on local conditions. Practical value. The developed technique of definition of admissible speeds of motion in curves was implemented as a program DopShvid. The program was tested on real railway sections, where the accelerated train motion was introduced.

Full Text Available AbstractThe knowledge on the active moving load of a bridge is crucial for the achievement of the information on the behavior of the structure, and thus foresee maintenance, repairs and better definition of the logistics of its active vehicles. This paper presents the development of the algorithms for the application of the Bridge-Weigh In Motion (B-WIM method created by Moses for the weighing of trains during motion and also for the characterization of the rail traffic, allowing the obtainment of information like passage's train velocity and number and spacing of axles, eliminating the dynamic effect. There were implemented algorithms for the determination of the data referring to the geometry of the train and its loads, which were evaluated using a theoretical example, in which it was simulated the passage of the train over a bridge and the loads of its axles were determined with one hundred percent of precision. In addition, it was made a numerical example in finite elements of a reinforced concrete viaduct from the Carajás' Railroad, in which the developed system reached great results on the characterization and weighing of the locomotive when the constitutive equation of the Brazilian Standards was substituted by the one proposed by Collins and Mitchell.

This research is focused on energy harvesting from track vibration in order to provide power for the wireless sensors which monitor railroad health. Considering that track vibration has vibration energy, a new method is proposed in the paper to harvest energy based on the piezoelectric effect. The piezoelectric generator called drum transducer is the key part for track vibration energy harvesting. The model of drum transducer is established and the simulation results show that it can generate 100 mW in real track situation. In addition, an experiment rig is developed and its vibration model is also established. The simulation and experiment results show that peak open-circuit voltage of piezoelectric generator is about 50–70 V at the full load of the train. The whole track vibration energy harvesting system is analytically modeled, numerically simulated, and experimentally realized to demonstrate the feasibility and the reliability of the theoretical model. This paper is the theoretical basis of harvesting, recovering and recycling of the track vibration energy for track safety. (paper)

To enable the smart technologies, such as the positive train controls, rail damage detection and track health monitoring on the railroad side, the electricity is required and in needed. In this paper, we proposed a novel ball-screw based electromagnetic energy harvester for railway track with mechanical-motion-rectifier (MMR) mechanism, to harvest the energy that usually dissipated and wasted during train induced track vibration. Ball screw based design reduces backlash during motion transmission, and MMR nonlinear characteristics with one way clutches makes the harvester convert the bi-direction track vibration into a generator's unidirectional rotation, which improves the transmission reliability and increases the energy harvesting efficiency. A systematic model combining train-rail-harvester was established to analyze the dynamic characteristic of the proposed railway energy, and lab and in-field tests were carried out to experimentally characterize the proposed energy harvester. In lab bench test showed the proposed harvester reached a 70% mechanical efficiency with a high sensitivity to the environment vibration. In filed test showed that a peak 7.8W phase power was achieved when a two marshaling type A metro train passed by with a 30 km/h.

Track failures due to cross tie degradation or loss in ballast support may result in a number of problems ranging from simple service interruptions to derailments. Structural Health Monitoring (SHM) of railway track is important for safety reasons and to reduce downtime and maintenance costs. For this reason, novel and cost-effective track inspection technologies for assessing tracks' health are currently insufficient and needed. Advancements achieved in recent years in cameras technology, optical sensors, and image-processing algorithms have made machine vision, Structure from Motion (SfM), and three-dimensional (3D) Digital Image Correlation (DIC) systems extremely appealing techniques for extracting structural deformations and geometry profiles. Therefore, optically based, non-contact measurement techniques may be used for assessing surface defects, rail and tie deflection profiles, and ballast condition. In this study, the design of two camera-based measurement systems is proposed for crossties-ballast condition assessment and track examination purposes. The first one consists of four pairs of cameras installed on the underside of a rail car to detect the induced deformation and displacement on the whole length of the track's cross tie using 3D DIC measurement techniques. The second consists of another set of cameras using SfM techniques for obtaining a 3D rendering of the infrastructure from a series of two-dimensional (2D) images to evaluate the state of the track qualitatively. The feasibility of the proposed optical systems is evaluated through extensive laboratory tests, demonstrating their ability to measure parameters of interest (e.g. crosstie's full-field displacement, vertical deflection, shape, etc.) for assessment and SHM of railroad track.

The Great Basin is a province of high average heat flow (approximately 90 mW m-2), with higher values characteristic of some areas and relatively low heat flow (characteristic of an area in south-central Nevada known as the Eureka Low. There is hydrologie and thermal evidence that the Eureka Low results from a relatively shallow, hydrologically controlled heat sink associated with interbasin water flow in the Paleozoic carbonate aquifers. Evaluating this hypothesis and investigating the thermal state of the Eureka Low at depth is a high priority for the US Geological Survey as it prepares a new national geothermal resource assessment. Part of this investigation is focused on Railroad Valley, the site of the largest petroleum reservoirs in Nevada and one of the few locations within the Eureka Low with a known geothermal system. Temperature and thermal conductivity data have been acquired from wells in Railroad Valley in order to determine heat flow in the basin. The results reveal a complex interaction of cooling due to shallow ground-water flow, relatively low (49 to 76 mW m-2) conductive heat flow at depth in most of the basin, and high (up to 234 mW m-2) heat flow associated with the 125??C geothermal system that encompasses the Bacon Flat and Grant Canyon oil fields. The presence of the Railroad Valley geothermal resource within the Eureka Low may be reflect the absence of deep ground-water flow sweeping heat out of the basin. If true, this suggests that other areas in the carbonate aquifer province may contain deep geothermal resources that are masked by ground-water flow.

CAR (Cloud Absorption Radiometer) is a multi-angular and multi-spectral airborne radiometer instrument, whose radiometric and geometric characteristics are well calibrated and adjusted before and after each flight campaign. CAR was built by NASA (National Aeronautics and Space Administration) in 1984. On 16 May 2008, a CAR flight campaign took place over the well-known calibration and validation site of Railroad Valley in Nevada (38.504 deg N, 115.692 deg W).The campaign coincided with the overpasses of several key EO (Earth Observation) satellites such as Landsat-7, Envisat and Terra. Thus, there are nearly simultaneous measurements from these satellites and the CAR airborne sensor over the same calibration site. The CAR spectral bands are close to those of most EO satellites. CAR has the ability to cover the whole range of azimuth view angles and a variety of zenith angles depending on altitude and, as a consequence, the biases seen between satellite and CAR measurements due to both unmatched spectral bands and unmatched angles can be significantly reduced. A comparison is presented here between CARs land surface reflectance (BRF or Bidirectional Reflectance Factor) with those derived from Terra/MODIS (MOD09 and MAIAC), Terra/MISR, Envisat/MERIS and Landsat-7. In this study, we utilized CAR data from low altitude flights (approx. 180 m above the surface) in order to minimize the effects of the atmosphere on these measurements and then obtain a valuable ground-truth data set of surface reflectance. Furthermore, this study shows that differences between measurements caused by surface heterogeneity can be tolerated, thanks to the high homogeneity of the study site on the one hand, and on the other hand, to the spatial sampling and the large number of CAR samples. These results demonstrate that satellite BRF measurements over this site are in good agreement with CAR with variable biases across different spectral bands. During the 2010 Greenhouse gas Observing SATellite (GOSAT) calibration and validation campaign at Railroad Valley (RRV) playa, NV, unexpected methane and carbon dioxide fluctuations were observed at the dry lakebed. Possible sources included the presence of natural gas (thermogenic methane) from oil deposits in the surrounding playa, and/or methane production from microbial activity (biogenic) in the subsurface of the playa. In the summer of 2011, measurements were undertaken to identify potential methane sources at RRV. The biogenicity of the methane was determined based on δ13C values and methane/ethane ratios. Soil gas samples and sediments were collected at different sites in the playa and surrounding areas. The soils of the playa consist of a surface crust layer (upper ~ 10 cm) grading to a dense clay below about 25 cm. Soil gas from the playa, sampled at about 20 and 80 cm depths, reflected atmospheric methane concentrations, ranging from 2 to 2.4 ppm, suggesting that no methane was produced within the playa. Natural springs on the northeast and western border of the playa, detected as methane hotspots from a flyover by the Sensor Integrated Environmental Remote Research Aircraft (SIERRA), were also sampled. Bubbles in these springs had methane concentrations that ranged from 69 to 84% by volume. In addition, ethane was detected at very low concentrations, giving methane/ethane ratios in excess of 100,000, indicating biogenic methane in the springs. Soils and sediments collected at the playa and spring sites were incubated in vials over a period of ~23 days. Methane production was observed in the spring sites (avg. 228.6 ± 49.1 nmol/g/d at Kate Springs), but was not evident for the playa sites. The incubation data, therefore, corroborated in situ methane concentration measurements. Particulate organic carbon (POC) was low for all sites samples (0.05-0.38%), with the exception of Kate Springs, which had a much higher POC concentration of 3.4 ± 0
The Bechtel Hanford, Inc. facility transition instruction was initiated in response to the need for a common, streamlined process for facility transitions and to capture the knowledge and experience that has accumulated over the last few years. The instruction serves as an educational resource and defines the process for transitioning facilities to long-term surveillance and maintenance (S and M). Generally, these facilities do not have identified operations missions and must be transitioned from operational status to a safe and stable configuration for long-term S and M. The instruction can be applied to a wide range of facilities--from process canyon complexes like the Plutonium Uranium Extraction Facility or B Plant, to stand-alone, lower hazard facilities like the 242B/BL facility. The facility transition process is implemented (under the direction of the US Department of Energy, Richland Operations Office [RL] Assistant Manager-Environmental) by Bechtel Hanford, Inc. management, with input and interaction with the appropriate RL division and Hanford site contractors as noted in the instruction. The application of the steps identified herein and the early participation of all organizations involved are expected to provide a cost-effective, safe, and smooth transition from operational status to deactivation and S and M for a wide range of Hanford Site facilities

The fact that shut-down applications have been filed for nuclear power plants, suggests to have a scrutinizing look at the scopes of assessment and decision available to administrations and courts for the protection of facilities inventories relative to legal and constitutional requirements. The paper outlines the legal bases which need to be observed if purposeful calculation is to be ensured. Based on the different actual conditions and legal consequences, the author distinguishes between 1) the legal situation of facilities licenced already and 2) the legal situation of facilities under planning during the licencing stage. As indicated by the contents and restrictions of the pertinent provisions of the Atomic Energy Act and by the corresponding compensatory regulation, the object of the protection of facilities inventor in the legal position of the facility owner within the purview of the Atomic Energy Act, and the licensing proper. A number of properties in the Albany/Colonie area have been identified as being potentially contaminated with uranium originating from the former National Lead Company's uranium forming plant in Colonie, New York. The Niagara-Mohawk property on Railroad Avenue in Colonie, New York, was the subject of a radiological investigation initiated June 11, 1987. This commercial property is an irregularly shaped lot partially occupied by an electric power substation and associated transmission lines. Portions of the property that were swampy and heavily vegetated were inaccessible to the survey team. There are no buildings on the property. A diagram showing the approximate boundaries and the 15-m grid network established for measurements on the property is shown. NUCEF is a multipurpose research facility in the field of safety and advanced technology of nuclear fuel cycle back-end. Various experiment facilities and its supporting installations, in which nuclear fuel materials, radio isotopes and TRU elements can be handled, are arranged in more than one hundred rooms of two experiment buildings. Its construction was completed in middle of 1994 and hot experiments have been started since then. NUCEF is located on the site (30,000 m 2 ) of southeastern part in the Tokai Research Establishment of JAERI facing to the Pacific Ocean. The base of Experiment Buildings A and B was directly founded on the rock existing at 10-15 m below ground level taking the aseismatic design into consideration. Each building is almost same sized and composed of one basement and three floors of which area is 17,500 m 2 in total. In the basement, there are exhaust facilities of ventilation system, treatment system of solution fuel and radioactive waste solution and storage tanks of them. Major experiment facilities are located on the first or the second floors in each building. An air-inlet facility of ventilation system for each building is equipped on the third floor. Most of experiment facilities for criticality safety research including two critical facilities: Static Experiment Critical Facility (STACY) and Transient Experiment Critical Facility (TRACY) are installed in Experiment Building A. Experiment equipments for research on advanced fuel reprocessing process and on TRU waste management, which are named BECKY (Back End Fuel Cycle Key Elements Research Facility), are installed in laboratories and a-g cells in Experiment Building B. In the early stage of the project, a comprehensive survey was conducted to identify the feasibility of using available facilities and of interface between those facilities. It was found out that the shielded cell M6 interface between those facilities. It was found out that the shielded cell M6 of IMEF could be used for the main process experiments of DUPIC fuel fabrication in regard to space adequacy, material flow, equipment layout, etc. Based on such examination, a suitable adapter system for material transfer around the M6 cell was engineered. Regarding the PIEF facility, where spent PWR fuel assemblies are stored in an annex pool, disassembly devices in the pool are retrofitted and spent fuel rod cutting and shipping system to the IMEF are designed and built. For acquisition of casks for radioactive material transport between the facilities, some adaptive refurbishment was applied to the available cask (Padirac) based on extensive analysis on safety requirements. A mockup test facility was newly acquired for remote test of DUPIC fuel fabrication process equipment prior to installation in the M6 cell of the IMEF facility. The Safety and Tritium Applied Research (STAR) facility has been established to provide a laboratory infrastructure for the fusion community to study tritium science associated with the development of safe fusion energy and other technologies. STAR is a radiological facility with an administrative total tritium inventory limit of 1.5 g (14,429 Ci) . Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility. Appropriate classification of radioactive facilities into groups of comparable risk constitutes one of the problems faced by most Regulatory Bodies. Regarding the radiological risk, the main facts to be considered are the radioactive inventory and the processes to which these radionuclides are subjected. Normally, operations are ruled by strict safety procedures. Thus, the total activity of the radionuclides existing in a given facility is the varying feature that defines its risk. In order to rely on a quantitative criterion and, considering that the Annual Limits of Intake are widely accepted references, an index based on these limits, to support decisions related to radioactive facilities, is proposed. Full Text Available Background: Introduction of health impact assessment (HIA as a national legal requirement for planned economic activity projects in 2002 and the further development of related procedures and methodological requirements has boosted the number of HIAs carried out both as an integrated part of environmental impact assessment (EIA procedures as well as an independent activity. Most of HIAs have been conduct for local projects. The HIA for the reconstruction of the southern section of the railroads in Klaip da National Seaport is one of the local HIAs in Lithuania carried out as an independent procedure. Methods: The HIA for the reconstruction of the southern section of the railroads in Klaipda National Seaport was carried out following the national legal procedure for the cases not foreseen in the Law on Environmental Impact Assessment of Planned Economic Activity and the national HIA methodological regulations. The HIA included a literature review, analysis of related technical documentation, data on existing and estimated air pollution and environmental noise levels and possible health consequences, analysis of local demographic and health statistics; interviews with the residents living in proximity of the planned activity, analysis of public complaints on existing activities at Klaip da National Seaport, site visit and round table discussions with the proponent of the planned activity, planning company and representatives of the public health authority. The standard or intermediate type of perspective HIA was applied. Results: The HIA report has pointed out noise, vibration, ambient air pollution, psychological factors as related to possible negative impact on health of residents living in the mostly exposed locations. Interviews with inhabitants living in proximity of the planned activity have shown that majority of them knew nothing about the reconstruction plans. At the end of 2012 the proton irradiation facility at the CERN PS  will shut down for two years. With this in mind, we have been developing a new ATLAS scanning facility at the University of Birmingham Medical Physics cyclotron. With proton beams of energy approximately 30 MeV, fluences corresponding to those of the upgraded Large Hadron Collider (HL-LHC) can be reached conveniently. The facility can be used to irradiate silicon sensors, optical components and mechanical structures (e.g. carbon fibre sandwiches) for the LHC upgrade programme. Irradiations of silicon sensors can be carried out in a temperature controlled cold box that can be scanned through the beam. The facility is described in detail along with the first tests carried out with mini (1 x 1 cm^2 ) silicon sensors.

This paper describes the currently accepted alternatives for decommissioning retired light water reactor fuel cycle facilities and the current state of decommissioning technology. Three alternatives are recognized: Protective Storage; Entombment; and Dismantling. Application of these alternatives to the following types of facilities is briefly described: light water reactors; fuel reprocessing plants, and mixed oxide fuel fabrication plants. Brief descriptions are given of decommissioning operations and results at a number of sites, and recent studies of the future decommissioning of prototype fuel cycle facilities are reviewed. An overview is provided of the types of operations performed and tools used in common decontamination and decommissioning techniques and needs for improved technology are suggested. Planning for decommissioning a nuclear facility is dependent upon the maximum permitted levels of residual radioactive contamination. Proposed guides and recently developed methodology for development of site release criteria are reviewed. 21 fig, 32 references

Surface rolling is a cold-working technique used for hardening the surface of steel and ductile cast iron components. This process increases the surface hardness and improves the fatigue properties of components, so it is commonly used to treat railroad car wheel axles. The present paper examines the influence of this surface strengthening technique on the microstructure of the railroad car wheel axle material by hardness tests, optical microscopy (OM), and other novel examination methods, such as scanning electron microscopy (SEM), X-ray line profile analysis (XLPA), non-destructive magnetic evaluation (NDE) and automated electron backscatter diffraction (EBSD). The results show that surface rolling causes an increase in hardness down to a depth of ∼10 mm. It is also shown, that the increase in hardness is not due to grain refinement or change in grain morphology; thus it is likely to be caused by an increase in dislocation density

The diversity of radiation sterilization systems available today places renewed emphasis on the need for thorough Quality Assurance audits of these facilities. Evaluating compliance with Good Manufacturing Practices is an obvious requirement, but an effective audit must also evaluate installation and performance qualification programs (validation_, and process control and monitoring procedures in detail. The present paper describes general standards that radiation sterilization operations should meet in each of these key areas, and provides basic guidance for conducting QA audits of these facilities.

The enhancement of the CUTLASS database management system to provide improved facilities for data handling is seen as a prerequisite to its effective use for future power station data processing and control applications. This particularly applies to the larger projects such as AGR data processing system refurbishments, and the data processing systems required for the new Coal Fired Reference Design stations. In anticipation of the need for improved data handling facilities in CUTLASS, the CEGB established a User Sub-Group in the early 1980's to define the database facilities required by users. Following the endorsement of the resulting specification and a detailed design study, the database facilities have been implemented as an integral part of the CUTLASS system. This paper provides an introduction to the range of CUTLASS Database facilities, and emphasises the role of Database as the central facility around which future Kit 1 and (particularly) Kit 6 CUTLASS based data processing and control systems will be designed and implemented. The purpose of this report is to provide a baseline physical characterization of Mound`s facilities as of September 1993. The baseline characterizations are to be used in the development of long-term future use strategy development for the Mound site. This document describes the current missions and alternative future use scenarios for each building. Current mission descriptions cover facility capabilities, physical resources required to support operations, current safety envelope and current status of facilities. Future use scenarios identify potential alternative future uses, facility modifications required for likely use, facility modifications of other uses, changes to safety envelope for the likely use, cleanup criteria for each future use scenario, and disposition of surplus equipment. Full Text Available The Great Engineering Projects are events that change the space, altering their natural and socio-cultural elements. The socio-spatial effects of these developments can be positive and / or negative. The construction of the North – South railway is considered a major project. This suggests a path with railways of approximately 2100 km across the Midwest and north of the country, connecting the north with the Carajás Railroad and south with the Central Atlantic Railroad. With that reduces freight costs for long distances, and can raise the economic development of the Brazilian Cerrado. Despite the developmental objectives of the FNS, this paper seeks to reflect on the impact that the railroad can bring to the rural and urban in the city of Anápolis - GO, taking place as a category of this analysis. There is no way to integrate, include, accommodate a large number of people who ‘has no place’ in society exclusionary. Moreover, the forms of inclusion and reinstatement are increasingly encountered and degrading little to a condition of social welfare. Aiming to spatialize and illustrate this reflection, the geographical treatment that is intended to give the perspective of space - place mentions the construction of a major infrastructure project in the transport logistics Mid- Region the Center of Goiás, at the southern entrance of the city of Anápolis, in State of Goiás, the North South Railway - FNS and its socio-spatial implications.

For many years, the NEA has been examining advanced reactor issues and disseminating information of use to regulators, designers and researchers on safety issues and research needed. Following the recommendation of participants at an NEA workshop, a Task Group on Advanced Reactor Experimental Facilities (TAREF) was initiated with the aim of providing an overview of facilities suitable for carrying out the safety research considered necessary for gas-cooled reactors (GCRs) and sodium fast reactors (SFRs), with other reactor systems possibly being considered in a subsequent phase. The TAREF was thus created in 2008 with the following participating countries: Canada, the Czech Republic, Finland, France, Germany, Hungary, Italy, Japan, Korea and the United States. In a second stage, India provided valuable information on its experimental facilities related to SFR safety research. The study method adopted entailed first identifying high-priority safety issues that require research and then categorizing the available facilities in terms of their ability to address the safety issues. For each of the technical areas, the task members agreed on a set of safety issues requiring research and established a ranking with regard to safety relevance (high, medium, low) and the status of knowledge based on the following scale relative to full knowledge: high (100%-75%), medium (75 - 25%) and low (25-0%). Only the issues identified as being of high safety relevance and for which the state of knowledge is low or medium were included in the discussion, as these issues would likely warrant further study. For each of the safety issues, the TAREF members identified appropriate facilities, providing relevant information such as operating conditions (in- or out-of reactor), operating range, description of the test section, type of testing, instrumentation, current status and availability, and uniqueness. The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.

The Radiological Research Accelerator Facility (RARAF) is based on a 4-MV Van de Graaff accelerator, which can be used to generate a variety of well-characterized radiation beams for research in radiobiology and radiological physics. It is part of the Radiological Research Laboratory (RRL), and its operation is supported as a National Facility by the US Department of Energy. RARAF is available to all potential users on an equal basis, with priorities based on the recommendations of a Scientific Advisory Committee. Facilities and services are provided to users, but the research projects themselves must be supported separately. This chapter presents a brief description of current experiments being carried out at RARAF and of the operation of the Facility from January through June, 1986. Operation of the Facility for all of 1985 was described in the 1985 Progress Report for RARAF. The experiments described here were supported by various Grants and Contracts from NIH and DOE and by the Statens Stralskyddsinstitut of Sweden
How a European Synchrotron Radiation Facility has developed into a detailed proposal recently accepted as the basis for construction of the facility at Grenoble is discussed. In November 1977, the General Assembly of the European Science Foundation (ESF) approved the report of the ESF working party on synchrotron radiation entitled Synchrotron Radiation - a Perspective View for Europe. This report contained as one of its principal recommendations that work should commence on a feasibility study for a European synchrotron radiation laboratory having a dedicated hard X-ray storage ring and appropriate advanced instrumentation. In order to prepare a feasibility study the European Science Foundation set up the Ad-hoc Committee on Synchrotron Radiation, which in turn formed two working groups: one for the machine and another for instrumentation. This feasibility study was completed in 1979 with the publication of the Blue Book describing in detail the so called 1979 European Synchrotron Radiation Facility. The heart of the facility was a 5 GeV electron storage ring and it was assumed that mainly the radiation from bending magnets will be used. The facility is described

The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects
The objective of the PSDF would be to provide a modular facility which would support the development of advanced, pilot-scale, coal-based power systems and hot gas clean-up components. These pilot-scale components would be designed to be large enough so that the results can be related and projected to commercial systems. The facility would use a modular approach to enhance the flexibility and capability for testing; consequently, overall capital and operating costs when compared with stand-alone facilities would be reduced by sharing resources common to different modules. The facility would identify and resolve technical barrier, as well as-provide a structure for long-term testing and performance assessment. It is also intended that the facility would evaluate the operational and performance characteristics of the advanced power systems with both bituminous and subbituminous coals. Five technology-based experimental modules are proposed for the PSDF: (1) an advanced gasifier module, (2) a fuel cell test module, (3) a PFBC module, (4) a combustion gas turbine module, and (5) a module comprised of five hot gas cleanup particulate control devices. The final module, the PCD, would capture coal-derived ash and particles from both the PFBC and advanced gasifier gas streams to provide for overall particulate emission control, as well as to protect the combustion turbine and the fuel cell

One of the important requirements of a heavy ion accelerator is the maintenance of a clean, ultrahigh vacuum (UHV) environment in the accelerating tubes as well as in the beamlines. This becomes necessary in order to minimise transmission losses of the ion beam due to charge exchange or scattering during collisions with the residual gas atoms. In view of these considerations, as an essential ancillary facility, a UHV laboratory with all required facilities has been set up for the pelletron accelerator and the work done in this laboratory is described. First the pelletron accelerator vacuum system is described in brief. The UHV laboratory facilities are described. Our operational experience with the accelerator vacuum system is discussed. The development of accelerator components carried out by the UHV laboratory is also discussed. (author)

Following competitive tendering and the Finance Committee decision, the contract was awarded to the Swiss firm 'Facilities Management Network (FMN)'. The owners of FMN are two companies 'M+W Zander' and 'Avireal', both very experienced in this field of facilities management. The contract entered into force on 1st July 2002. CERN has grouped together around 20 different activities into this one contract, which was previously covered by separate contracts. ORION will be a user-oriented research facility for understanding the physics and developing the technology for future high-energy particle accelerators, as well as for research in related fields. The facility has as its centerpiece the Next Linear Collider Test Accelerator (NLCTA) at the Stanford Linear Accelerator Center (SLAC). The NLCTA will be modified with the addition of a new, high-brightness photoinjector, its drive laser, an S-band rf power system, a user laser room, a low-energy experimental hall supplied with electron beams up to 60 MeV in energy, and a high-energy hall supplied with beams up to 350 MeV. An 8 MeV Microtron accelerator installed and commissioned in Mangalore University to strengthen research activities in the area of Radiation Physics and allied sciences is also being used extensively for coordinated research programs in basic and applied areas of science and technology involving researchers from national laboratories and sister universities of the region. The electron accelerator with its versatile features extends energetic electrons, intense photons and neutrons of moderate flux to cater to the needs of the users of the facility. It is highly desirable that automatic or remotely controlled machines perform inspection and maintenance tasks in nuclear facilities. Toshiba has been working to develop multi-functional robots, with one typical example being a master-slave manipulator for use in reprocessing facilities. At the same time, the company is also working on the development of multi-purpose intelligent robots. One such device, an automatic inspection robot, to be deployed along a monorail, performs inspection by means of image processing technology, while and advanced intelligent maintenance robot is equipped with a special wheel-locomotion mechanism and manipulator and is designed to perform maintenance tasks. To meet this objective, we at Los Alamos, have been involved in the design of a storage facility with the goal of providing storage capabilities for this and other nuclear materials. Patient Treatment Room at the Bevalac is now in full operation. In the design of this facility, emphasis has been placed on creating an atmosphere appropriate to a clinical facility; the usual features of an irradiation cave have been hidden behind carpets, curtains and paint. Patient positioning is done with a Philips Ram-style couch, with additional fixtures to accommodate a patient in the seated or standing, as well as the supine, position. Dosimetry apparatus, collimators, ion chambers and the beam flattening system used to produce the highly uniform 20 cm diameter therapy field are described.
The RCRA Facility Stabilization Initiative was developed as a means of implementing the Corrective Action Program's management goals recommended by the RIS for stabilizing actual or imminent releases from solid waste management units that threaten human health and the environment. The overall goal of stabilization is to, as situations warrant, control or abate threats to human health and/or the environment from releases at RCRA facilities, and/or to prevent or minimize the further spread of contamination while long-term remedies are pursued. The Stabilization initiative is a management philosophy and should not be confused with stabilization technologies
The facility of the present invention comprises a radioactive liquid storage vessel, an exhaust gas dehumidifying device for dehumidifying gases exhausted from the vessel and an exhaust gas processing device for reducing radioactive materials in the exhaust gases. A purified gas line is disposed to the radioactive liquid storage vessel for purging exhaust gases generated from the radioactive liquid, then dehumidified and condensed liquid is recovered, and exhaust gases are discharged through an exhaust gas pipe disposed downstream of the exhaust gas processing device. With such procedures, the scale of the exhaust gas processing facility can be reduced and exhaust gases can be processed efficiently. (T.M.)

As a mirror fusion facility, the Tandem Mirror Experiment (TMX) at the Lawrence Livermore Laboratory (LLL) is both new and different. It utilizes over 23,000 ft 2 of work area in three buildings and consumes over 14 kWh of energy with each shot. As a systems design, the facility is broken into discreet functional regions. Among them are a mechanical vacuum pumping system, a liquid-nitrogen system, neutral-beam and magnet power supplies, tiered structures to support these supplies, a neutron-shielded vacuum vessel, a control area, and a diagnostics area. The following facility effluent monitoring plan determinations document the evaluations conducted for the Westinghouse Hanford Company 200 Area facilities (chemical processing, waste management, 222-S Laboratory, and laundry) on the Hanford Site in south central Washington State. These evaluations determined the need for facility effluent monitoring plans for the 200 Area facilities. The facility effluent monitoring plan determinations have been prepared in accordance with A Guide for Preparing Hanford Site Facility Effluent Monitoring Plans, WHC-EP-0438 (WHC 1991). The Plutonium/Uranium Extraction Plant and UO 3 facility effluent monitoring plan determinations were prepared by Los Alamos Technical Associates, Richland, Washington. This map displays over 1,700 records of mineral facilities within the countries of Europe and western Eurasia. Each record represents one commodity and one facility type at a single geographic location. Facility types include mines, oil and gas fields, and plants, such as refineries, smelters, and mills. Common commodities of interest include aluminum, cement, coal, copper, gold, iron and steel, lead, nickel, petroleum, salt, silver, and zinc. Records include attributes, such as commodity, country, location, company name, facility type and capacity (if applicable), and latitude and longitude geographical coordinates (in both degrees-minutes-seconds and decimal degrees). The data shown on this map and in table 1 were compiled from multiple sources, including (1) the most recently available data from the U.S. Geological Survey (USGS) Minerals Yearbook (Europe and Central Eurasia volume), (2) mineral statistics and information from the USGS Minerals Information Web site (http://minerals.usgs.gov/minerals/pubs/country/europe.html), and (3) data collected by the USGS minerals information country specialists from sources, such as statistical publications of individual countries, annual reports and press releases of operating companies, and trade journals. Data reflect the most recently published table of industry structure for each country at the time of this publication. This test report documents the results obtained while conducting operational testing of the sampling equipment in the 225-WC building, the PFP Wastewater Sampling Facility. The Wastewater Sampling Facility houses equipment to sample and monitor the PFP's liquid effluents before discharging the stream to the 200 Area Treated Effluent Disposal Facility (TEDF). The majority of the streams are not radioactive and discharges from the PFP Heating, Ventilation, and Air Conditioning (HVAC). The streams that might be contaminated are processed through the Low Level Waste Treatment Facility (LLWTF) before discharging to TEDF. The sampling equipment consists of two flow-proportional composite samplers, an ultrasonic flowmeter, pH and conductivity monitors, chart recorder, and associated relays and current isolators to interconnect the equipment to allow proper operation. Data signals from the monitors are received in the 234-5Z Shift Office which contains a chart recorder and alarm annunciator panel. The data signals are also duplicated and sent to the TEDF control room through the Local Control Unit (LCU). Performing the OTP has verified the operability of the PFP wastewater sampling system. Nuclear facilities have a long estimable lifetime but necessarily limited in time. At the end of their operation period, basic nuclear installations are the object of cleansing operations and transformations that will lead to their definitive decommissioning and then to their dismantling. Because each facility is somewhere unique, cleansing and dismantling require specific techniques. The dismantlement consists in the disassembly and disposing off of big equipments, in the elimination of radioactivity in all rooms of the facility, in the demolition of buildings and eventually in the reconversion of all or part of the facility. The Fast Flux Test Facility (FFTF), located on the Hanford site a few miles north of Richland, Washington, is a major link in the chain of development required to sustain and advance Liquid Metal Fast Breeder Reactor (LMFBR) technology in the United States. This 400 MWt sodium cooled reactor is a three loop design, is operated by Westinghouse Hanford Company for the US Department of Energy, and is the largest research reactor of its kind in the world. The purpose of the facility is three-fold: (1) to provide a test bed for components, materials, and breeder reactor fuels which can significantly extend resource reserves; (2) to produce a complete body of base data for the use of liquid sodium in heat transfer systens; and (3) to demonstrate inherent safety characteristics of LMFBR designs
The guide describes how the Finnish Radiation and Nuclear Safety Authority (STUK) controls pumps and their motors at nuclear power plants and other nuclear facilities. The scope of the control is determined by the Safety Class of the pump in question. The various phases of the control are: (1) review of construction plan, (2) control of manufacturing, and construction inspection, (3) commissioning inspection, and (4) control during operation. STUK controls Safety Class 1, 2 and 3 pumps at nuclear facilities as described in this guide. STUK inspects Class EYT (non-nuclear) pumps separately or in connection with the commissioning inspections of the systems. This guide gives the control procedure and related requirements primarily for centrifugal pumps. In order to promote the Advanced Radiation Technology Project, Japan Atomic Energy Research Institute constructed TIARA facility composed of four ion accelerators at Takasaki Radiation Chemistry Research Establishment for the period from 1988 to 1993. A 3MV tandem accelerator and an AVF cycrotron were completed in 1991 as the first phase of the construction, and a 3MV single-ended accelerator and a 400kV ion implanter were completed in 1993 as the second phase. Three electrostatic accelerators, the tandem, the single-ended and the implanter, were installed in the Multiple-beam facility of TIARA and have been operated for various experiments with using single, dual and triple beams without any serious trouble. This report describes the constructive works, machine performances, control systems, safety systems and accessory equipments of the electrostatic accelerators. (author)

A universal test facility (UTF) for Space Station Freedom is developed. In this context, universal means that the experimental rack design must be: automated, highly marketable, and able to perform diverse microgravity experiments according to NASA space station requirements. In order to fulfill these broad objectives, the facility's customers, and their respective requirements, are first defined. From these definitions, specific design goals and the scope of the first phase of this project are determined. An examination is first made into what types of research are most likely to make the UTF marketable. Based on our findings, the experiments for which the UTF would most likely be used included: protein crystal growth, hydroponics food growth, gas combustion, gallium arsenide crystal growth, microorganism development, and cell encapsulation. Therefore, the UTF is designed to fulfill all of the major requirements for the experiments listed above. The versatility of the design is achieved by taking advantage of the many overlapping requirements presented by these experiments.

The ISOLDE facility has undergone numerous changes over the last 17 years driven by both the physics and technical community with a common goal to improve on beam variety, beam quality and safety. Improvements have been made in civil engineering and operational equipment while continuing developments aim to ensure operations following a potential increase in primary beam intensity and energy. This paper outlines the principal technical changes incurred at ISOLDE by building on a similar publication of the facility upgrades by Kugler (2000 Hyperfine Interact. 129 23-42). It also provides an insight into future perspectives through a brief summary issues addressed in the HIE-ISOLDE design study Catherall et al (2013 Nucl. Instrum. Methods Phys. Res. B 317 204-207).

Bird centrifuges, canyon pumps and agitators, and various canyon piping systems or ''jumpers.'' For example, centrifuge or evaporator pots can be decontaminated and rebuilt for about 60 percent of the 1974 replacement cost. The combined facilities can decontaminate and repair 6 to 10 pieces of major equipment per year. Decontamination time varies with type of equipment and radioactivity levels encountered

The Buried Waste Integrated Demonstration (BWID) is a program of the Department of Energy (DOE) Office of Technology Development whose mission is to evaluate different new and existing technologies and determine how well they address DOE community waste remediation problems. Twenty-three Technical Task Plans (TTPs) have been identified to support this mission during FY-92; 10 of these have identified some support requirements when demonstrations take place. Section 1 of this report describes the tasks supported by BWID, determines if a technical demonstration is proposed, and if so, identifies the support requirements requested by the TTP Principal Investigators. This is the final report of a study group organized to investigate questions surrounding the acquisition of a large mass storage facility. The programatic justification for such a system at Brookhaven is reviewed. Several candidate commercial products are identified and discussed. A draft of a procurement specification is developed. Some thoughts on possible new directions for computing at Brookhaven are also offered, although this topic was addressed outside of the context of the group's deliberations. 2 figures, 3 tables.
