    In the GDR, the ERAM (Endlager fuer radioaktive Abfaelle, Morsleben), an operating unit of Volkseigenes Kombinat Kernkraftwerke 'Bruno Leuschner' in Greifswald, is responsible for the central collection and ultimate disposal of radioactive waste. From the licensing body's point of view an assessment is given of the legislation for radioactive wastes, especially as to their collection, transport to and handling in the final repository. As a result, some conclusions are drawn concerning future work in this field. 9 tabs., 34 refs. (author)

    This report for the Swiss Federal Department of the Environment, Transport, Energy and Communication (DETEC) takes a look at work done within the framework of the research programme on radioactive wastes. The paper discusses the development of various projects and the associated organisations involved. Both long-term and short-term topics are examined. The long-term aspects of handling radioactive wastes include organisation and financing as well as the preservation of know-how and concepts for marking the repositories. Communication with the general public on the matter is looked at along with public perception, opinion-making and acceptance. Waste storage concepts are looked at in detail and aspects such as environmental protection, monitoring concepts, retrievability and encasement materials are discussed. Finally, ethical and legal aspects of radioactive waste repositories are examined. The paper is completed with appendixes dealing with planning, co-ordination and the responsibilities involved

    With respect to the management of high-level radioactive waste in Germany, there is agreement on these premises: - The waste is to be stored permanently in the Federal Republic of Germany. - A repository is to be operational by 2030. - Final storage is to be achieved in geologic formations. Differences of opinion exist about these questions: - Should there be only one repository for all types of radioactive waste, or would a breakdown into waste generating heat and waste generating only negligible amounts of heat in different repositories be useful under aspects of safety and requirement? - Will a new site selection procedure be required in an effort to find a suitable site, and would such a selection procedure be able to meet the deadline of 2030 for an operational repository? - After the end of legal proceedings, should the Konrad repository be revamped for waste generating negligible amounts of heat? The analysis presented shows that an operational repository for waste generating heat can be made available only in connection with continued exploration work at Gorleben and demonstration of the suitability of that site and subsequent construction of the repository. If the search for a repository site were started from scratch, the date of commissioning such a facility would be after 2050. In this way, that approach would miss the purpose of not shifting the waste management issue to future generations. Acting responsibly means to build the Konrad repository speedily after completion of the legal proceedings about a permit and, in this way, avoid the addition of more interim stores for waste generating negligible amounts of heat. Further exploration of Gorleben is the way agreed upon and necessary for the creation of a repository for high-level radioactive waste generating heat by 2030.     friedlichen Nutzung der Kernenergie in Deutschland an beruecksichtigt. Bereits 1957 wird in einem Memorandum der Deutschen Atomkommission der Hinweis auf die Notwendigkeit der sicheren Beseitigung der radioaktiven Abfaelle formuliert. Der Gesetzgeber hat diese Anregung aufgegriffen und schon im Atomgesetz vom 23.12.1959 Vorschriften zur schadlosen Verwertung radioaktiver Stoffe angelegt. Von der Bundesrepublik wurde in Zusammenhang mit dem Nuklearen Entsorgungszentrum auch nach einem geeigneten Endlagerstandort gesucht. Nach einer intensiven Standortsuche durch die Bundesregierung und das Land Niedersachsen benannte die Niedersaechsische Landesregierung 1977 Gorleben als Standort. Vorausgegangen war ein 3-stufiges Auswahlverfahren, in dem mehr als 140 Standorte betrachtet wurden. Die Arbeiten zur Erkundung des Standortes Gorleben begannen 1979 und wurden am 01.10.2000 zur Klaerung von konzeptionellen und sicherheitstechnischen Zweifeln der Bundesregierung unterbrochen. Vom BMU wird die Verfuegbarkeit eines (Hochaktiv-)Endlagers im Jahr 2030 angestrebt. Aus technischer Sicht ist eine Inbetriebnahme eines Endlagers fuer waermeentwickelnde Abfaelle in Gorleben ab dem Jahr 2025 noch erreichbar, sofern sich der Salzstock nach zuegigem Abschluss der Erkundungsarbeiten als geeignet erweist. Auf die absehbaren Problemfelder wird hingewiesen. Ein weiteres Projekt der Bundesregierung ist die Nutzung der Schachtanlage Konrad als Endlager fuer schwach- und mittelradioaktive Abfaelle. Der Planfeststellungsbeschluss wurde nach gut 20 Jahren im Mai 2002 erteilt und ist zurzeit noch beklagt. Aus den dargestellten Angaben zum erwarteten Abfallvolumen der nicht-waermeentwickelnden EVU-Abfaelle in Verbindung mit dem moeglichen Beginn des Einlagerungsbetriebs Konrad 2013 werden detaillierte Ergebnisse vorgestellt.   8. Refinancing of the search for a repository and of the repository for heat generating radioactive waste. Pt. 1

    The final disposal of radioactive waste is a state task that is assigned to the Federal Government pursuant to section 9a (3) sentence 1 of the Atomic Energy Act (AtG). Since the early 1970's, the Federal Government has been actively searching for and exploring final disposal sites for radioactive waste. In a proceeding accompanied by the intensive participation of technical experts and the public, the Gorleben salt dome (Salzstock) has emerged as a presumably suitable disposal site from a mining standpoint (eignungshoeffig) according to the current status of the exploration. The cost of these exploratory measures - and the subsequent construction - will be financed by the waste producers, in particular the utility companies, by means of advance payments on their contributions. Part I of this article will evaluate the selection and exploration of the Gorleben salt dome to date and examine the provisions on the pre-financing burden from the point of view of constitutional law. Constitutional objections can also be raised against the regulation in section 21b (4) AtG that was introduced in 1998, which excludes a refunding of the pre-financing contributions even if the repository is never erected or operated. Part II of this article, which will appear in the next issue, will take up the question of whether a search for an alternative repository site, as the Federal Ministry for the Environment (BMU) envisions in the working draft of an 'Act on the search for and selection of a site for a repository for heat generating radioactive waste' (Gesetz zur Suche und Auswahl eines Standortes fuer ein Endlager fuer waermeentwickelnde radioaktive Abfaelle), is likewise to be refinanced as a contribution by the parties obliged to make advance payments.     Gas formation caused by corrosion of metals is a pivotal point with respect to the safety analysis of deep geological repositories. Solid corrosion products are formed unavoidably during the gas formation. The volumes of these solid corrosion products are multiples of the original waste volume. These solid corrosion products are chemically extremely stable and result in a pressure increase inside the repository. This pressure is considerably higher than that of the overlaying rock. The question that arises is, why this aspect is not considered in the consulted documents.

    ENTRIA, short for ''Disposal Options for Radioactive Residues: Interdisciplinary Analyses and Development of Evaluation Principles'', is a joint project of twelve institutes or departments of German universities and research institutions as well as a partner from Switzerland. The fundamentally new approach here is the plurality of represented disciplines. ENTRIA analyzes radioactive waste management subjects from the viewpoint of natural sciences, engineering, arts, law and social science. ENTRIA works independently from politics, operators und interest groups. ENTRIA performs purely scientific research analyzing the three most important radioactive waste management option:''Final disposal in deep geological formations without any arrangements for retrieval (maintenance-free deep geological disposal)'', ''disposal in deep geological formations with arrangements for monitoring and retrieval'' and ''surface storage''. Based on these options ENTRIA developed generic ''reference models'' and generic host-rockdependent container models (ENCON). All these models are of generic character, but are elaborated to an extent, e.g. with respect to reversibility time scales, as is necessary for a comparative differentiated evaluation. Long-term surface storage is considered and evaluated because of the increasingly apparent need to address interim storage not only as (temporary) alternative, but also as a necessary part of the overall process. Besides disciplinary work packages performed in ENTRIA several tasks combine the expertise and perspective of disciplines which could classically be considered ''far apart''. A key task is the creation of interdisciplinary evaluation principles. This article provides insight into interdisciplinary working within ENTERIA and describes the present status of this work from the perspective of the authors. However, this is not a final result agreed on by all ENTRIA partners but subject to ongoing discussion and changes.

    In Cernavoda/Romania investigations and planning from a low and middle radioactive waste disposal site have been carried out. A multitude of hydrogeological, geological, engineering geological criteria`s and constructional security measures were examined with respect to the strict regulations for such a waste site. This studies and measures are shortly analyzed and discussed in this paper. In accordance with the selection criteria for such a hazardous waste site, several laboratory and `in situ` tests, soil-mechanic studies, numerical modeling and foundation tests for soil stabilization with the CONSOLID-System are presented.   12. Refinancing of the search for a repository and of the repository for heat generating radioactive Waste. Pt. 2

    Part I of this article, which appeared in the preceding issue, described in general terms the background to the search for a disposal site and the result of the exploration to date of the repository, which would appear to be suitable from a mining standpoint according to the present knowledge. According to the rules in effect up to now, the exploration and construction would be financed by advance payments on the contributions of the waste producing companies, in particular the utility companies. The working draft of an 'Act on the search for and selection of a site for a repository for heat generating radioactive waste' (Gesetz zur Suche und Auswahl eines Standortes fuer ein Endlager fuer waermeentwickelnde radioaktive Abfaelle) from autumn 2012 provides for a new version of section 21b Atomic Energy Act, under which the costs for 'carrying out a repository selection procedure pursuant to the Repository Selection Act (Standort-auswahlgesetz)' would be allocated to the future users of the repository who are obliged to make contributions as a 'necessary expense'. Part II evaluates this provision of the working draft on the basis of the financial constitutional law. A comparison of sites is not a measure that could be allocated to the future users of the repository who are obliged to make contributions as a 'necessary expense'. Moreover, there is a lack of responsibility for the financing and of a legally relevant advantage that would be conferred by a cumulative alternative repository search for the later users of the repository who are obliged to provide the pre-financing. The costs can therefore not be allocated to the later users as either a contribution or a special charge, not even by way of an association with mandatory membership (Zwangsverband). They must be borne by the state. Consequently, the allocation stipulated by provision would constitute an impermissible charge under financial constitutional law. (orig.)

    Abfallverbrennungsanlagen nachtraeglich um leistungsfaehige Rauchgasreinigungssysteme ergaenzt werden. Dies fuehrte zu einem erheblichen Anstieg der Kosten und Behandlungsgebuehren mit dem entsprechenden Druck zur optimierten Nutzung. Zusaetzliche Behandlungskapazitaeten werden benoetigt fuer heizwertreiche Abfaelle. Sie koennen zwar in konventionellen Abfallverbrennungsanlagen fuer Hausmuell behandelt werden, bedingen aber aufgrund des hoeheren Heizwertes eine Durchsatzreduzierung was die Kostensituation weiter negativ beeinflusst. Daher favorisieren aktuelle Konzepte die Behandlung heizwertreicher Abfaelle in spezifischen, dezentralen Anlagen. Die ueblicherweise kleinen Anlagen gehen einher mit hohen Nebenkosten der Errichtung. Zur Abschaetzung des Optimierungspotentials bestehender Abfallverbrennungsanlagen wurde deren Auslastungssituation untersucht. Bei umfangreichen Messkampagnen am MHKW Darmstadt konnte selbst bei 100%iger Auslastung der Verbrennungseinheit in der Rauchgasreinigungsanlage eine Luecke aufgezeigt werden, die durch eine entsprechend angepasste Vorschaltanlage aufgefuellt werden koennte. Eine solche Vorschaltanlage definiert zusammen mit der bestehenden Abfallverbrennungsanlage eine HYBRID-Abfallbehandlungsanlage. Die Bereitstellung eines Instrumentariums zur Unterstuetzung der Entscheidungsfindung bei der Konzeption solcher Anlagen ist Gegenstand dieser Arbeit. (orig.)

    The Bundesamt fuer Strahlenschutz (BfS - Federal Office for Radiation Protection) has established waste acceptance requirements for the Konrad repository. These requirements were developed on the basis of the results of a site-specific safety assessment. They include general requirements on waste packages and specific requirements on waste forms and packagings as well as limitations for activities of individual radionuclides and limitations to masses of non-radioactive harmful substances. Requirements on documentation and delivery of waste packages were additionally included.

    radioaktive Abfaelle verantwortlich. Fruehzeitig mit der Inbetriebnahme der ersten Kernkraftwerke wurden in den 1960er Jahren entsprechende Schritte eingeleitet. Diese resultierten u.a. in den Beschluessen und Auswahlverfahren der 1970er und 1980er Jahre zum Salzstock Gorleben sowie zum ehemaligen Eisenerzbergwerk Konrad als potenzielle Endlagerstandorte. Die Bundesregierung hat im Jahr 2000 fuer Gorleben ein drei- bis maximal zehnjaehriges Moratorium fuer die weiteren Erkundungsarbeiten festgelegt, um aus Sicht des Bundesministeriums fuer Umwelt, Naturschutz und Reaktorsicherheit (BMU) bestehende Zweifel abzuarbeiten. Fuer Konrad wurde im Mai 2002 ein positiver Planfeststellungsbeschluss erteilt. Nach Erlangung der Rechtssicherheit koennte ab etwa 2010-2012 die Einlagerung beginnen. Im Februar 1999 wurde der Arbeitskreis Auswahlverfahren Endlagerstandorte (AkEnd) durch das BMU berufen. Der Auftrag bestand in der Entwicklung eines nachvollziehbaren Verfahrens fuer die Suche und die Auswahl von Standorten zur Endlagerung aller Arten radioaktiver Abfaelle in Deutschland. Das vom AkEnd abschliessende vorgestellte Verfahren birgt erhebliche Unsicherheiten, u.a. bezueglich der rechtlichen Umsetzbarkeit, des erforderlichen Zeitbedarfs und der Finanzierung. Es koennen sich mit Blick auf den Salzstock Gorleben allein durch zusaetzliche Erkundungen und Verfahren Mehrkosten gegenueber der Weiterfuehrung der Projekttaetigkeiten in Hoehe von 3 bis 5 Mrd. Euro ergeben. Aehnlich hohe Mehrbelastungen - insbesondere fuer die oeffentliche Hand - sind bei einer Verzoegerung der Einlagerung in Konrad zu erwarten. Eine moeglichst zuegige Endlagerung aller Abfallarten in tiefen geologischen Formationen ist unter sicherheitstechnischen Aspekten anderen Alternativen vorzuziehen. Daher sollte unter Beruecksichtigung aller Faktoren eine weitere Erkundung von Gorleben zuegig abgeschlossen und das Projekt Konrad realisiert werden. (orig.)

    The site selection law (hereinafter StandAG) adopted on 23.07 2013 and entirely entered into force on 01.01.2014 shall clarify especially the site selection question of a final repository for highly radioactive waste until the year 2031. For this purpose, the act regulates a comprehensive procedure with multiple public participations and multiple interventions of the legislator. Thus the legislator hopes for an accepted dispute decision on a permanent basis - meaning acceptance. It remains to be seen, if this expectation is realistic. The StandAG and the decisions provided already rise potential for dispute. Added to this is a large number of dispute potential with regard to scouting out in connection with the site selection - despite of legal regulations for scouting out sites and remaining sites- and required authorisation. The potential shall be reported below.

    In the field of gas supply, radionuclide techniques are suitable for the routine monitoring of transport mains by means of highly active tracer clouds and a measuring scraper as well as for exact leakage detection in local gas distribution systems. Very good results are obtained in the case of mains lying lower than 1.5 m if the length and alignment of the pipe section allow a towing probe to be pulled through. This was investigated systematically on a model stretch under practical conditions. The attempts to detect leakages were made with the aid of the radioactive isotope 41 Ar. Under conditions close to practice concerning pipe bedding, branching, pre-pressure, and leakage diameter, a leak with leakage rates as small as approx. 1 l/min could be measured with the aid of a towing probe with a precision of +-0.5 m. This accuracy is another advantage of this method. Branching and fittings with a big dead volume do not interfere with the evaluation.     SVZ Schwarze Pumpe is a plant for production of synthesis gas from hydrocarbon-containing materials and for synthesis gas utilisation as chemical feedstock and for power generation. In the trial operation phase of 1992-1994 and the commercial operation since 1995, about 372,800 t of solid waste were processed (about 255,100 t of which were waste platics), and about 372,800 t of liquid and pasty waste. The waste composition may vary considerably. Since 1995, gasification of preprocessed domestic waste has been an area of particular interest. In all cases, pollutant emissions were found to be below the legal specifications. The synthesis gas has a high degree of purity, while the gasifier slag is classified as class I waste as specified in the TA Siedlungsabfall (Technical Code for Domestic Waste Management).     As explained in the present article, operators of nuclear power plants are responsible for the safe final disposal of the radioactive wastes they produce on the strength of the polluter pays principle. To shift the burden of responsibility for safe disposal to society as a whole would violate this principle and is therefore not possible. The polluter pays principle follows from more general principles of the fair distribution of benefits and burdens. Instances of its implementation are to be found in the national Atomic Energy Law as well as in the European Radioactive Waste and Spent Fuel Management Directive. The polluters in this case are in particular responsible for financing the installation and operation of final disposal sites. The reserves accumulated so far for the decommissioning and dismantling of nuclear power plants and disposal of radioactive wastes, including the installation and operation of final disposal sites, should be transferred to a public-law fund. This fund should be supplemented by the polluters to cover further foreseeable costs not covered by the reserves accumulated so far, including a realistic cost increase factor, appropriate risk reserves as well as the costs of the site selection procedure and a share in the costs for the safe closure of the final disposal sites of Morsleben and Asse II. This would merely be implementing in the sphere of atomic law that has long been standard practice in other areas of environmental law involving environmental hazards.

    The long-term success of surgery is often diminished by excessive wound healing, which makes another intervention necessary. Locally applied radionuclides with short range radiation can prevent such benign hyperproliferation. As pure electron emitter with a half-life of 14.3 days and a mean energy of 694.9 keV (E{sub max}=1710.48 keV) {sup 32}P is a suitable radionuclide which can be produced from the stable {sup 31}P by the capture of thermal neutrons (1 x 10{sup 14} /s/cm{sup 2}) in a nuclear reactor. After a typical irradiation time (14 days) the ratio of {sup 32}P to {sup 31}P is 1.4 x 10{sup -5} to 1. Implants made of polymer and/or bioabsorbable material functioning as a carrier of the radioactive emitter allow - as opposed to metallic implants - for new applications for this type of radiotherapy. In this thesis a manufacturing method for previously not available organic, radioactive implants has been developed and a corresponding dosimetry system has been established. By means of ion implantation, {sup 32}P ions with up to 180 keV can be shot some 100 nm deep into organic implant materials. For a typical dose (15 Gy over 7 days, 1 mm distance from the implant) an activity of 75 kBq is needed corresponding to 1.3 x 10{sup 11} {sup 32}P ions. The sputter ion gun, which has been optimized for this application, creates an ion beam with high beam current (> 14 {mu}A P{sup -}) and low emittance (< 4 {pi} mm mrad {radical}(MeV)). Because of the good beam quality also small implants (<1 mm{sup 2}) can be manufactured with high efficiency. The unintentionally co-implanted portion of molecules and nuclides of the same mass (e.g. {sup 31}PH, {sup 16}O{sub 2} and {sup 32}S) could be reduced from approximately 500 to 50 by an improvement of the isotope selection at {sup 32}P beam creation. Hence, in comparison with the best hitherto existing implantation methods, the radiation dose of the implant could be reduced by an order of magnitude. With regard to the beta dosimetry of 1-2 MeV electrons, the challenge arises from the short range (few millimeters only) in the tissue and the resulting steep dose decay. Therefore a Monte Carlo Simulation has been developed, based on the library GEANT4. In this dose planning system, apart form the possibility of schematic geometry, calculations based on patients computer tomography data have been made possible. For the validation of this simulation, a system for three-dimensional dosimetric measurements has been developed by means of a plastic scintillator in a water phantom. The simulations could be reproduced within a deviation of 10%. Furthermore, to establish a quality control for each implant produced, an electron counter system has been developed to measure activity. The calibration has been carried out by liquid scintillation counting. Additionally, Monte Carlo Simulations have been performed to allow for calibration of implant materials, which can hardly be diluted such as the used materials silicone or nickel titanium alloys. The measured changes of the material properties of silicone and the bioabsorbable polymer PLGA, which occur due to the production process, were reasonable, confirming the suitability as an implant material, in particular for the long-lasting fixation of the radionuclide. The implants have been tested in the context of two preclinical studies: (i) Otorhinolaryngology faces problems with congested paranasal sinuses, which entail infections. By the implantation of a radioactive silicone stent with an irradiation time of 7 days, it has been shown that an artificially created opening can be kept open on a long-term basis. (ii) In the field of ophthalmology the glaucoma is a wide-spread disease, which can cause blindness, resulting from an elevated intra-ocular pressure. However, it can be treated by a surgical intervention. For the first time, a bioabsorbable, radioactive implant has been used that is suitable to keep the artificially created drainage open, and hence, is able to lower the intra-ocular pressure on a long-term basis. As opposed to other applications described above, the sterilizing effect of high doses - not the effect of attenuating the would healing process by low doses - has been tested in humans in a clinical study with patients suffering from metastasis bone disease in the lumbar spine. Spirals made of nickel titanium alloy and containing {sup 32}P have been placed inside the metastasis of an affected lumbar vertebra by a microsurgical intervention followed by an irradiation with approx. 100 Gy. The three patients, who have been treated by this method so far, are in good health and have shown a good tolerance of the implants. Numerous new application fields for the radiotherapy of benign and malignant diseases are possible with the tools and methods developed and established in the course of this thesis. (orig.)

    In order to do justice to the principle laid down in the Waste Management Technical Code that wastes disposed of underground in salt rock formations should remain clear of the biosphere for an indefinite time and without the need for later remedial measures and in order to realise the concept of so-called pollution-free disposal (mainly in non-saline formations) it is necessary to have verified knowledge on the types of waste concerned, the geological and hydrogeological conditions at the disposal site and in its surroundings, and on the future development of the entire disposal system. The long-term safety of a disposal site (or that of any kind of underground disposal of materials) depends on whether water or aqueous solutions can act on the host rock or on the wastes deposited in it, the extent to which this can result in dissolving processes and/or contaminant mobilisation and, finally, on whether this can conceivably lead to an impairment of the intended barriers and to a disposal of contaminants in the nearer or farther surroundings of the underground disposal site. This means in particular that the wastes themselves and their reactivity with fluid components in geological systems must be well-known or else examined and duly assessed. The following final report therefore is intended as a contribution to creating the requisite database for types of waste relevant to underground disposal. It has been possible here to collect important information on arising waste quantities and critical waste constituents and assess their hazard potential and so provide a basis for further research and development work.     Material stream analysis can serve as a basis for decisions on which materials should be kept in circulation, and in what quantity, and which materials it is better to remove from the recycling system and dispose of as waste. Wastes destined for disposal are mostly transferred to waste treatment plants and landfills. The role of thermal treatment as part of the disposal system is to destroy or decompose organic pollutants contained in the waste, concentrate and remove inorganic pollutants, make the heat arising during the treatment process available for use as energy, and make the greatest possible physical use of the treatment residues. The present paper reviews the current regulations for the promotion of recycling and investigates selected material streams and the fate of these materials. In connection with the residue quality of household waste incineration slag as a thermal waste treatment product it also considers the influence of waste management measures on wastes destined for disposal.     The nuclear waste management strategy continues to be confronted with harsh criticism, but so far the Government`s policy has been backed by judgments of the administrative and civil courts and by the Federal Constitutional Court. Resolving the nuclear waste problem in good time will need firm adherence to the strategy adopted, and all attempts of blockaders to bribe waste management policy into a stalemate are inacceptable. Bisher wurden aber alle wesentlichen Entsorgungsschritte von den Verwaltungs- und Zivilgerichten sowie vom Bundesverfassungsgericht bestaetigt.     Endlagerung der radioaktiven Abfaelle und die dafuer notwendigen Mittel dem Staat zur Sicherung uebertragen werden. Fuer die verbleibenden Aufgaben, also insbesondere der Stilllegung und des Rueckbaus der Atomkraftwerke und die Verpackung der radioaktiven Abfaelle zur Zwischenlagerung, sollen die Aufgaben und die Finanzsicherung bei den Unternehmen verbleiben. Fuer die Zwischen- und Endlagerung soll ein oeffentlich-rechtlicher Fonds eingerichtet werden. Gegen eine vollstaendige Einzahlung von insgesamt 23,3 Mrd. Euro sollen die Risiken fuer die Zwischen- und Endlagerung auf den Staat uebergehen. Mit der vollstaendigen Uebertragung der Mittel sowie der erfolgten Zahlung des vollen Risikozuschlags soll die Haftung der Betreiber fuer Zwischenlagerung und Endlagerung enden. Fuer Stilllegung und Rueckbau der Atomkraftwerke und die Verpackung der radioaktiven Abfaelle soll es danach weiterhin beim System der handelsrechtlichen Rueckstellungen bleiben. Im Hinblick auf Zwischen- und Endlagerung soll zwar eine Abkehr vom System der handelsrechtlichen Rueckstellungen erfolgen. Allerdings sollen die Betreiber enthaftet werden - zu einem Zeitpunkt, in dem die ueber Jahrzehnte und in Jahrzehnten anfallenden Kosten nur ansatzweise bezifferbar sind.

In BAM's ConDrop research project (Numerical Drop Test Analyses of Steel Sheet Containers for the Konrad Repository), scientists are developing a method to predict the deformation and failure behaviour of containers for low- and intermediate- level radioactive waste for the Konrad repository. [German] Numerische Simulationen erlauben Einblicke in Materialien, technische Verfahren oder Prozesse, die mit Mitteln der Messtechnik kaum oder nur unter grossem Aufwand moeglich sind.     Cigeo is the French project for the repository of the high activity and intermediate long-lived radioactive waste. It will be situated at a depth of 500 m, In a clayish rock formation.     In its amended form the German Household Waste Technical Code favours physical and thermal utilisation of wastes against dumping. Industrial processes offer various ways of utilising wastes with a high calorific value, e.g. in nonferrous metal production. Besides portraying this branch of industry in Germany the present paper investigates to what extent this topic has already found coverage and what potential it holds for the utilisation of wastes. By way of example it describes a successful demonstration of the physical utilisation of sewage sludge in lead production. Burning these materials requires proper handling and must correspond to state-of-the-art practices, especially as regards clean air measures. The ordinance on fire-places for wastes and other fuel materials (17th ordinance for the protection against nuisances) contains not only relevant emission limits but makes also stipulations as to the design of fire-places, emission monitoring, and general rules.     Full Text Available Radiostrontium, radiocesium and macromineral concentrations were measured in metatarsal or metacarpal bones from 78 reindeer (59 calves and 19 adults in the Vågå reindeer herding district in Southern Norway. Samples were collected in the period August 1988 to May 1989. Radiocesium concentrations increased from August through the winter. Radiostrontium varied slightly around an average value 1810 Bq/kg DM. Mg concentrations decreased through the winter, the concentrations of other minerals and bone density showed only small variations. No signs of mineral deficiencies were observed.     The success achieved with large-scale plants for mechanical-biological residual waste treatment has led to a change of course in waste pretreatment. In view of the low emissions via the water and gas routes from landfilled wastes and the low costs of waste treatment some authorising authorities have meanwhile issued special licences pursuant to clause no. 2.4 of the Technical Code on Household Waste, thus enabling mechanical-biological residual waste treatment plants to continue operations beyond the year 2005. Beside offering a means of treatment and disposal, cost-effective mechanical-biological pretreatment also provides an opportunity for going over to material-flow-specific residual waste treatment. These process stages permit recirculating valuable materials and using other materials for energy production. They can be retrofitted on a modular basis in existing plants. If these advantages of the present innovative pretreatment methods are not used, then mechanical-biological pretreatment can still serve as a preparatory stage for thermal treatment. To date there has been no practical experience with this innovative method of residual waste treatment. However, industrial-scale trials have shown that each individual treatment stage is capable of being carried out successfully. [Deutsch] Die guten Erfolge im grosstechnischen Betrieb von Anlagen zur mechanisch-biologischen Restabfallbehandlung haben zu einer Kursaenderung bei der Vorbehandlung von Abfaellen gefuehrt.     In the frame of CHRISTA several options with different safety concepts for the final disposal of heat generating radioactive wastes were studied. The German safety requirements and the demonstration of the geological barrier integrity are based on an enclosure concept (ewG) that was developed primarily for salt and clay formations. The applicability of these requirements for crystalline host rocks had to be investigated. The enclosure functio0n is based on low hydraulic permeability of the host rock in combination with geotechnical barriers closing the access. With respect to the transferability of the Swedish/Finnish KBS-3 concept it has to be remarked, that the national standards in Sweden and Finland require the safety demonstration for 100.000 years (in Germany 1 million years). The Swedish/Finish container concept is based on a copper sheathed container with adjacent buffer; MOX fuel elements are not foreseen. The report concludes that the actual German safety concept based on geological barriers is to be preferred compared to technical barriers.

    Optimisation of thermal treatment processes is chiefly geared to the following aims: in terms of process engineering, to the homogenisation of input materials, improvement of process effectivity (increased reaction rates), intensification of mixing and exploitation of residence time (approximation to thermodynamic equilibria); in ecological terms, to the minimisation of material flows and pollutant generation and limitation of emissions; and in economic terms to the simplification of process techniques, maximisation of net energy production, and minimisation of the quantity and pollutant content of arising wastes. The present contribution takes a closer look at some of these ways of optimisation.     This report describes the 'Model Inventory for Radioactive Materials MIRAM 14'. The objective of MIRAM 14 is to quantify and comprehensively characterise all Swiss radioactive waste that has been already produced and will arise in the future. The MIRAM 14 data provide the basis for long-term safety analyses as well as the planning of the deep geological repositories and related facilities. Furthermore, MIRAM 14 provides a platform that enables the development of alternative scenarios for wastes expected to arise in the future. This report includes: · an overview of the structure and contents of MIRAM 14; · the methods used for the characterisation and inventorying of existing and future wastes; · 162 waste-sort reports covering the entire spectrum of Swiss waste for a 'base scenario' (i.e. a 60-year operating lifetime for the existing Swiss NPPs, except Mühleberg NPP which is to be shut-down in 2019, and the collection of waste from medicine, industry and research until 2065); · a summary of the expected volumes, material and nuclide inventories of Swiss radioactive waste, that are to be disposed of in the deep geological facilities; · a graphical representation of the evolution of volumes and radiological characteristics of various waste categories up to the end of the assumed end of the repository operation (2075) and for a subsequent time period of one million years. MIRAM 14 is based on the 'Information System for Radioactive Materials ISRAM', which compiles the waste into waste package types and individual additional documentation for each waste package produced. Chapter 2 describes how this information is used to generate 162 waste sorts covering the entire spectrum of radioactive wastes in Switzerland. Chapter 3 describes the characterisation and inventorying of the different waste categories. This work provides the background for the material and nuclide declarations of the waste sorts. The structure and scope of the waste sort reports is discussed in Chapter 4. The reports contain information on waste type (raw waste) and origin, waste package hull, volume, material and nuclide inventory, radiotoxicity, dose rate and heat production, surface/mass ratios and information on radiolytic gas production. The evolution in time of the most important radiological characteristics is additionally presented graphically. Chapter 5 presents the total volumes and inventories of Swiss radioactive waste for the base scenario. Concluding; Chapter 6 presents graphs showing the evolution in volumes, inventories and radiotoxicity of the waste over the duration of waste production and a time period up to 10{sup 6} years.     The topic of nuclear disposal has been treated in juridical regard up to now only rudimentary. To this day the federation has not met the legal obligation existing for roughly 40 years to set up a plant for the safekeeping and for the permanent storage of highly-radioactive waste. Repeatedly changed disposal-conceptual approaches have contributed perpetually to a temporal shift of the ''dumping question'' into an uncertain future. Against this background it seems necessary on to examine whether such a ''politics of ephemeral solution attempts'' is legally to be accepted (any longer). Hence, including the recently remitted site selection law the author works out extensively the removal regime applying in Germany for highly radioactive long-lasting rubbish and verifies his compatibility with the European law, the German constitutional law and the thematically relevant International treaty law.

    In the research project on the ''Review and development of safety-related assessments of disposal facilities with negligible heat generation; development and provision of the necessary set of tools, using the example of the Konrad disposal facility'' (Untersuchung und Entwicklung von sicherheitstechnischen Bewertungen fuer Endlager fuer Abfaelle mit vernachlaessigbarer Waermeentwicklung; Entwicklung und Bereitstellung des notwendigen Instrumentariums am Beispiel des Endlagers Konrad - Forschungsvorhaben 3612R03410), the state of the art in science and technology of the safety-related assessments and sets of tools for building a safety case was examined. The reports pertaining to the two work packages described the further development of the methodology for accident analyses (WP 1) and of building a safety case (WP 2); also, comparisons were drawn on a national and international scale with the methods applied in the licensing procedure of the Konrad disposal facility. As part of the project, the report of Work Package 1 depicts the methodology of the operating safety analysis in order to control malfunctions and incidents (accident analysis) using the example of the Konrad mine accident analysis. Set of criteria in this connection is the state-of-the-art international and national comprehensive body of legislation identifying the incident requirements. In extracts complementary safety analysis procedures of other countries are presented where applicable. It becomes apparent, that the majority of the investigated countries use a deterministic accident analyses to identify incidents. Here, common international practice is to com-plement the deterministic accident analysis by a probabilistic analysis. This procedure acts on the IAEA (International Atomic Energy Agency) terms of reference using both deterministic and probabilistic methods for the determination of facility hazard potentials.     There is already a multitude of products on the market, which contain synthetic nanomaterials (NM), and for the coming years an increase of such products can be expected. Consequently, it is predictable that more nanomaterial-containing waste will occur in the residual waste that is predominately disposed in thermal waste treatment plants. However, the knowledge about the behaviour and effects of nanomaterials from nanomaterial-containing waste in this disposal route is currently still low. A research project of the German Environment Agency on the ''Investigation of potential environmental impacts when disposing nanomaterial-containing waste in waste treatment plants'' will therefore dedicate itself to a detailed examination of emission pathways in the thermal waste treatment facilities. The tests carried out i.a. on an industrial waste incineration plant and a sludge incineration plant with controlled addition of titanium dioxide at the nanoscale, showed that no increase in the emissions of NM in the exhaust gas was detected. The majority of the NM was found in the combustion residues, particularly the slag.

    The Grimsel rock laboratory (Hasli valley, Berner Oberland, Switzerland) has been used since 1984 by NAGRA (Nationale Genossenschaft fuer die Lagerung radioaktiver Abfaelle, Wettingen, Switzerland). It is about 450 metres deep under the Juchli ridge in the crystalline rock basement of the Aar massif. Within the framework of an international cooperation, a great many research topics in connection with the underground storage of radioactive waste are being studied at this location. Their focus is, inter alia, on the following: hydrogeological investigations of crevice water movement, investigations of geophysical structures and rock tension measurements, migration of radionuclides in an individual crevice. So far, hydrogeological and hydrogeochemical conditions have only been studied as far as they related to the needs of individual investigations, and systematic information on global waterways in the Juchli basement was scarce. By contrast, this work aimed at the chemical characterization of surface and spring waters in the catchment area of the rock laboratory as well as the crevice waters in the day-drift system, the description of the chemical development of the waters during their passage through the crevice system, and the assessment of the mean underground retention time of crevice waters by means of different stable and radioactive isotopes.     The NET.EXCEL project concerns the forming of a network of European end users for analysing the present status and future needs in research, technical development and demonstration (RTD) for the disposal of highly radioactive waste in the three classical rock media: salt, clay/clay sediments and crystalline rock. The aim is to generate values additional to that gained by the individual participants: Svensk Kaernbraenslehantering AB (Sweden), Posiva Oy (Finland), Empresa Nacional de Residuos Radioactivos SA (Spain), Gesellschaft fuer Anlagen- und Reaktorsicherheit mbH (Germany), Agence nationale pour la gestion des dechets radioactifs (France), Nationale Genossenschaft fuer die Lagerung radioaktiver Abfaelle (Swizerland), Organisme National des Dechets Radioactifs et des Matieres Fissiles Enrichies (Belgium) and United Kingdom Nirex Limited (UK). The practical way to carry out the needed RTD-activities and the principles behind the process to establish priorities for the necessary RTD-work is quite similar among the participants. Common ground has been analysed for the role/responsibilities of the participating organisations, for the establishment of priorities for the RTD work and for the modus operandi of the organisations to carry out the RTD. The issue of prioritising the potential RTD activities and the factors taken into account by the participating organisations have been summarised and analysed with respect to the common denominator in the project.     Gruenen nach der Bundestagswahl von 1998 wurde zur Entsorgung der deutschen Kernkraftwerke ein von der bis dahin angestrebten Praxis abweichender Weg vereinbart. Unter anderem soll nur ein einziges Endlager in tiefen geologischen Formationen etwa ab dem Jahr 2030 zur Verfuegung stehen. Die Erkundung des Salzstockes Gorleben soll aufgrund bestehender Zweifel unterbrochen werden bei paralleler grundsaetzlicher Diskussion zu potenziell geeigneten Wirtsgesteinen und Standorten. Der von der Bundesregierung einberufene 'Arbeitskreis Auswahlverfahren Endlagerstandorte (AkEnd)' soll mit diesen Vorgaben wissenschaftliche Standortkriterien erarbeiten. Die Autoren, Mitglieder des AkEnd, kommen aufgrund von fachlichen Erkenntnissen sowie der historisch gewachsenen Entsorgungs- und Standortsituation in Deutschland zu dem Schluss, dass ein Mehr-Endlager-Konzept substanzielle Vorteile aufweist. Folgende Aspekte werden dafuer genannt: - Entsorgungskonzeption: Das Mehr-Endlager-Konzept bietet mit dem weit fortgeschrittenen Endlagerprojekt Konrad eindeutige Vorteile.     The progress of modern natural and technological science and their far-reaching consequences affecting the distant future require increasingly practice-oriented ethical concepts. In the discussions about responseable acting, the question of the ethical tenability of nuclear energy nowadays takes a special position. Above all the problem of the disposal of radioactive wastes - the effects of which on the distant future have to be prognosticated - is controversially discussed in society. The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) commissioned Gesellschaft fuer Anlagen- und Reaktorsicherheit mbH (GRS) in the context of the project ''Disposal of radioactive wastes in the context of ethical objectives'' to summarise the current national and international status of ethical aspects in connection with the disposal of radioactive wastes. One aim of this report is to derive criteria to form the basis of a comprehensive discussion of the ethical aspects of the disposal of radioactive wastes. These criteria are to describe, as far as possible, all content-related aspects that result from radioactive waste disposal. The issues in this report resulting from the opinions, comments and publications presented are to serve as a basis for an experts' meeting at which the important ethical criteria concerning the responsible management of radioactive waste disposal are to be discussed at an interdisciplinary level with all those involved. The results of this report are based on an investigation which gathered the available national and international statements, principles, and criteria relating to the ethical aspects of the disposal of radioactive wastes and to sustainable development in the context of the technological impact assessment up to beginning of 2000. In the meantime, the debate in Germany has become somewhat more pragmatic, i. a. due to the work of the research group ''Arbeitskreis Auswahlverfahren Endlagerstandorte (AkEnd)'' and as a result of the above-mentioned discussions that have been going on in the meantime.     The question of the final di9sposal of nuclear waste is a problem of international importance. The solution of the problem is of increasing urgency; the discussion is controversial and implies a lot of emotions. In Germany there is consensus that the nuclear wastes have to be disposed within the country in deep geological formations. This kind of final disposal is predominantly a geological problem and has to be solved from the geological point of view. The geologist Ulrich Dornsiepen presents the problems of the final disposal in an objective way without ideology and generally understandable. Such a presentation is necessary since the public information and participation is demanded but the open geological questions and their scientific solutions are never explained for the public. [German] Die Frage der endgueltigen Lagerung von Atommuell ist ein Problem von nationaler Tragweite, dessen Loesung immer dringender wird, bisher aber sehr kontrovers diskutiert wird und mit vielen Emotionen verknuepft ist. Es besteht in Deutschland ein Konsens, diese Abfaelle innerhalb der Landesgrenzen dauerhaft in tief liegenden Gesteinsschichten abzulagern. Diese Art der Endlagerung ist aber in erster Linie ein geologisches Problem und so auch nur von geologischer Seite her zu loesen. Daher stellt der Geologe Ulrich Dornsiepen die Problematik der Endlagerung objektiv, ideologiefrei und allgemein verstaendlich dar. Ein solches Hoerbuch ist dringend noetig, da zwar die Information und Beteiligung breiter, betroffener Bevoelkerungsteile eingefordert, aber niemals versucht wird, die offenen geologischen Fragen und ihre wissenschaftliche Loesung verstaendlich zu machen.

    The 1996 Act on Recycling and Waste Management specified that waste production should be reduced first of all, and that waste still produced should be recycled or used for power generation. Dumping and `classic` incineration are permissible only if it is the more acceptable solution from an environmental point of view. There are two categories of thermal treatment: Thermal treatment of `waste for dumping`, and use of the energy content of `waste for utilisation`. Fuer die thermische Behandlung von Abfaellen denfiniert das KrW-/AbfG deshalb zwei Wege mit unterschiedlichen Ansaetzen: Zum einen die thermische Behandlung von `Abfaellen zur Beseitigung`, wie sie bisher in vielen Anlagen zur Muellverbrennung realisiert worden ist und zum anderen die energetische Nutzung von `Abfaellen zur Verwertung`. Der vorliegende Beitrag soll die Auswirkung dieser Vorgabe auf zukuenftige Abfallwirtschaftskonzepte unter Beruecksichtigung der derzeitigen Situation der thermischen Restabfallbehandlung darstellen.     Construction, operation and decommissioning of nuclear waste repositories require sophisticated design, high-tech technical implementation and reliable performance assessment studies. Geotechnical methods have been applied in many research projects and tailored to the high standards of nuclear waste disposal. Exemplary the development of methods for the characterization of excavation damaged zones (EDZ) is discussed in this paper. Well known geotechnical and geophysical methods have been adapted to fulfil the requirements of essential high resolution in space and the necessity of long term observations. The achieved improvements in measurement techniques and data processing allow to describe the properties of the EDZ in detail. Scientist have accepted the challenge and fulfilled the special requirements of measuring, monitoring and modelling in the field of nuclear waste disposal. The newly developed methods should be checked for their applicability to other geotechnical problems in order to achieve more detailed results than with standard methods. (orig.)

    At present German policy envisages interim storage of all radioactive waste (for approximately 30 years) until a final repository is available. This therefore leads to higher standards for storage containers. Silicone elastomers (polysiloxanes), materials on the basis of silicon and oxygen with organic substituents, have various physical and chemical properties and seem to be suitable for the long-term storage of low- and intermediate-level radioactive waste. The aim of the present work is the qualification of a new coating material for storage containers. The use of polysiloxanes in other applications was also investigated. An important criterion for the coating is the simplicity of its application. Moreover, it should also have a high adhesion on steel as well as providing protection against corrosion. These properties were investigated for different polysiloxanes. The spraying tests showed that polysiloxane material with a viscosity of up to 45 000 mPas could be applied by the airless spraying method. An elastic coating was produced which could ensure protection against mechanical impacts. In the framework of water vapour experiments, a very high diffusion constant was determined. The corrosion test confirmed that the polysiloxane coating provided only insufficient corrosion protection if the sample was in contact with water and water vapour at the same time. This problem was solved by using an additional priming coat of 60 {mu}m zinc paint. The adhesion test showed that polysiloxanes have different levels of adhesion. The best adhesion was determined for condensation-cured silicones. The addition-cured materials had a lower adhesion, which was improved by the application of a priming coat. The outcome of these investigations is a wide spectrum of applications for polysiloxanes which can be used as firmly adhering coatings or removable decontamination layers. (orig.)

    The report is intended as information for the German Bundestag and Bundesrat as well as for the general population interested in issues of radiological protection. The information presented in the report shows that in 1996, the radiation dose to the population was low and amounted to an average of 4 millisievert (mSv), with 60% contributed by natural radiation sources, and 40% by artificial sources. The major natural source was the radioactive gas radon in buildings. Anthropogenic radiation exposure almost exclusively resulted from application of radioactive substances and ionizing radiation in the medical field, for diagnostic purposes. There still is a potential for reducing radiation doses due to these applications. In the reporting year, there were 340 000 persons occupationally exposed to ionizing radiation. Only 15% of these received a dose different from zero, the average dose was 1.8 mSv. The data show that the anthropogenic radiation exposure emanating from the uses of atomic energy or applications of ionizing radiation in technology is very low.     The special investigation programme for monitoring radioactive immissions, which was primarily concerned with drinking water, initially led to the discovery of high rates of precipitate pollution by I-131, I-132, Cs-134, Cs-137 and Te-132. Since initial investigations had revealed no increases in total alpha and tritium values, gamma-spectrometric determinations were effected exclusively for single nuclides. Later on, a considerable accumulation of the nuclides Cs-134, Cs-137 and Ru-103 was discoverd in the sediments of surface bodies of water and in sewage sludges. The effects of the reactor accident on surface water are still being monitored in a long-term metering programme. (DG).

    Apart from large quantities of energy, the cement industry also depends for the manufacture of its product on certain raw materials such as limestone, marl, alum earth etc. which are typically produced by open pit mining. As a consequence, cement works in the course of time become surrounded with holes of different depth in the Earth`s surface which are later used for the disposal of household waste. Interestingly, the chemical composition of this household waste is not substantially different from that of the raw materials initially extracted from the Earth for the purpose of cement manufacture. Moreover, in contravention of medium-term trends in legislation on surface landfilling this dumped waste contains chemically bound energy. What could be more obvious, therefore, than to consider using household waste as a raw material and energy source for cement burning? [Deutsch] Die Zementindustrie benoetigt zur Herstellung ihres verkaufsfaehigen Produkts neben grossen Mengen von thermischer Energie insbesondere Rohstoffe wie Kalkstein, Mergel, Tonerde usw., die typischerweise im Tagebau gewonnen werden, es entstehen in der Nachbarschaft von Zementwerken also mehr oder weniger tiefe Loecher in der Erdoberflaeche, die in vielen Faellen bereits wieder zur Deponierung von Siedlungsabfaellen genutzt werden. Diese Siedlungsabfaelle unterscheiden sich in der chemischen Zusammenarbeit ihrer Asche interessanterweise nicht sehr von den Rohstoffen, die fuer die Zementproduktion aus der Erde gegraben werden, desweiteren enthalten sie chemisch gebundene Waermeenergie, was gemaess der mittelfristigen Gesetzeslage einer oberirdischen Deponierung eigentlich entgegensteht.   13. Analysis and interpretation of borehole hydraulic tests in deep boreholes: principles, model development, and applications

    A review of the literature on hydraulic testing and interpretive methods, particularly in low-permeability media, indicates a need for a comprehensive hydraulic testing interpretive capability. Physical limitations on boreholes, such as caving and erosion during continued drilling, as well as the high costs associated with deep-hole rigs and testing equipment, often necessitate testing under nonideal conditions with respect to antecedent pressures and temperatures. In these situations, which are common in the high-level nuclear waste programs throughout the world, the interpretive requirements include the ability to quantitatively account for thermally induced pressure responses and borehole pressure history (resulting in a time-dependent pressure profile around the borehole) as well as equipment compliance effects in low-permeability intervals. A numerical model was developed to provide the capability to handle these antecedent conditions. Sensitivity studies and practical applications are provided to illustrate the importance of thermal effects and antecedent pressure history. It is demonstrated theoretically and with examples from the Swiss (National Genossenschaft fuer die Lagerung radioaktiver Abfaelle) regional hydrogeologic characterization program that pressure changes (expressed as hydraulic head) of the order of tens to hundreds of meters can results from 1 0 to 2 0 C temperature variations during shut-in (packer isolated) tests in low-permeability formations. Misinterpreted formation pressures and hydraulic conductivity can also result from inaccurate antecedent pressure history. Interpretation of representative formation properties and pressures requires that antecedent pressure information and test period temperature data be included as an integral part of the hydraulic test analyses

    At the Radeberg sewage treatment plant of the local administration union (AZV) 'Obere Roeder', the first entirely joint co-fermentation facility for sewage sludge, organic waste and organic trade waste to have been erected in all Germany went operative. Expected turnover rates and gas yields of the fermentation plant could be attained subject to the concentrations of materials processed during the start-up phase. The advantages of co-fermentation at sewage treatment plant lie in the perfect matching of sewage treatment and sludge digestion on the one hand with organic waste fermentation on the other hand, so that the respective advantages complement each other while the disadvantages are balanced out by the combination. In terms of environmentally compatible, sustainable processing of organic waste and production residues, co-fermentation at sewage treatment plant represents a convenient and economical solution. [German] Auf der Klaeranlage des AZV 'Obere Roeder' in Radeberg ist zum ersten Mal in Deutschland eine vollstaendig gemeinsame Covergaerung von Klaerschlamm, Bioabfaellen und gewerblichen organischen Reststoffen in Betrieb gegangen. Erwartete Umsatzleistungen und Gasausbeuten der Vergaerungsanlage konnten entsprechend der erzielten Stoffkonzentrationen in der Inbetriebnahmephase erreicht werden. Die Vorteile der Covergaerung auf Klaeranlagen liegen in der perfekten Abstimmung zwischen Klaeranlage und Klaerschlammfaulung einerseits und der Vergaerung von Bioabfaellen andererseits, so dass sich die Vorteile der jeweiligen Verfahren ergaenzen, bzw. sich die Nachteile durch die Kombination beider Verfahren aufheben. Im Hinblick auf oekologische, nachhaltige Verwertung organischer Abfaelle und Produktionsreststoffe bietet die Covergaerung auf Klaeranlagen eine sinnvolle, sich auch wirtschaftlich rechnende Loesung.     The physical recycling and energy conversion of wastes has for a long time been a topic of discussion. Some of the most interesting questions in this connection concern specific applications such as the co-combustion of sewage sludge in power plants, substitution of plastic wastes for primary fuels in burning processes in the cement industry etc. This paper also undertakes a comparative study of different applications, giving additional consideration to the state of the art in thermal waste treatment. Different processes can of course only be compared by taking the entirety of expenditures on additives and auxiliary energy into account and assuming equal side constraints for all processes. A further requirement is that the waste materials` specific properties that are relevant to the application in question have to be taken into account. This concerns in particular the effects of the substitution of waste-derived fuels (secondary fuels) for primary fuels on, for example, heat transfer conditions during the combustion process, flow conditions, and the resultant temperature distribution, transport of feedstock, and specific energy expenditure. Secondary fuels must be suited for substitution in various respects, e.g. in their material properties, and their combustion and thermal behaviour. The present paper deals in particular with the requirements on wastes as substitutes for primary fuels with regard to combustion and thermal behaviour. For this purpose it briefly discusses some important aspects of heat transfer in firing plants and industrial furnaces. An important criterion in assessing fuel substitution is the energy exchange ratio, which expresses value of the substitute fuel relative to that of the primary fuel and should be duly considered when making comparative studies. Focussing on aspects of process engineering the paper also deals exemplarily with the influence of fuel substitution on, e.g. furnace temperature, exhaust gas quantities etc. in clinker burning processes in the cement industry. To do justice to the steel and iron industry it also deals with fuel substitution in a natural gas fired cokeless cupola furnace. [Deutsch] Die energetische und die stoffliche Verwertung von Abfaellen ist ein bereits seit langem diskutiertes Thema. Dabei interessieren zunaechst die Fragestellungen im Zusammenhang mit dem jeweils spezifischen Einsatz wie z.B. bei der Co-Verbrennung von Klaerschlamm in Kraftwerksfeuerungen, der Substitution von Primaerbrennstoffen durch Kunststoffabfaelle beim Brennprozess in der Zementindustrie usw. Darueber hinaus wird weiter der Vergleich der jeweiligen Anwendung untereinander sowie die Gegenueberstellung mit den zum Stand der Technik gehoerenden thermischen Abfallbehandlungsverfahren diskutiert. Diese Verfahrensvergleiche muessen selbstverstaendlich unter Einbeziehung aller insgesamt erforderlichen Aufwendungen an Zusatzstoffen und Zusatzenergie mit gleichen Randbedingungen durchgefuehrt werden. Dabei sind u.a. die sich aus den spezifischen Eigenschaften der Abfallstoffe fuer den jeweiligen Anwendungsfall ergebenden Besonderheiten zu beruecksichtigen. Das betrifft insbesondere die Auswirkungen einer Substitution von Primaerbrennstoffen durch Ersatzbrennstoffe aus Abfaellen (Sekundaerbrennstoffe) z.B. bei einem Brennprozess auf die Waermeuebertragungsbedingungen, die Stroemungsverhaeltnisse und damit zusammenhaengend auf die Temperaturverteilungen, den Guttransport und den spezifischen Energieaufwand. Ersatzbrennstoffe muessen sich sowohl aus stofflicher Sicht als auch aus brennstoff- und waermetechnischer Sicht fuer eine Substitution eignen. In dem vorliegenden Beitrag wird insbesondere auf die Anforderungen an Abfaellen, die zur Substitution von Primaerbrennstoffen dienen aus brennstoff- und waermetechnischer Sicht eingegangen. Hierzu werden zunaechst kurz einige wesentliche Gesichtspunkte der Waermeuebertragung in Feuerungen und Industrieoefen eroertert. Wichtig fuer die Bewertung einer Brennstoffsubstitution ist das sogenannte Energieaustauschverhaeltnis. Dieses Verhaeltnis drueckt die Wertigkeit eines Ersatzbrennstoffes im Vergleich zu dem Primaerbrennstoff aus und muss bei einer vergleichenden Bilanzierung entsprechend beruecksichtigt werden. Weiter werden in dem Beitrag beispielhaft fuer den Klinkerbrennprozess in der Zementindustrie verschiedene Auswirkungen der Brennstoffsubstitution z.B. auf Ofentemperaturen, Abgasmengenstroeme usw. aus verfahrenstechnischer Sicht angesprochen. Aus dem Bereich der Stahl- und Eisenindustrie wird auf die Brennstoffsubstitution bei einem erdgasbefeuerten, kokslosen Kupolofen eingegangen. (orig.)

    The state of the art in science and technology fir shaft seals with long-term stability is summarized regarding their applicability for high-level waste repository in Germany. The concepts and drafts for the shaft sealing systems ERAM, Asse, Konrad, the WIPP side, the RESEAL concept, the NAGRA concept and the project LASA are reviewed. The methodology of applying partial factors in a safety analysis is summarized and the applicability of this method for geotechnical sealing structures is confirmed. To establish geomechanical boundary conditions of the host rocks and clay stone the stress-strain behavior of the rock mass adjoining the shaft has to be identified including time-dependent thermo-mechanical processes. The general and special requirements for the design of shaft sealing systems, especially in salt rock and clay formations are described, derived from the safety requirements (BMU 2010). Finally general information needs were identified.

    Long-term interim storage for several hundred years is an option on the management of high-level radioactive wastes. The decision on final disposal is postponed. Worldwide the long-term interim storage is not part of the disposal concept - a geologic final repository is the ultimate aim. Using today's technology the interim storage over several hundred years is supposed to be uncritical. Aging management is the most important challenge - the renewal of the facilities would have to be expected. Possible social change and their impact on the interim storage problem has not been considered.

    In a research project for the Federal Environmental Office (DKZ 3709 33 340), the effects of compost on agricultural land were analyzed and described in a form that enables the information to be integrated in balancing and evaluation specifications of eco-balances. The project was supplemented by a detailed eco-balance in order to assess inhowfar these regulations affect the waste management options for biomass waste from private households. It is found that separate collecting and utilisation are ecologically sound according to the recent findings. (orig.) [German] Mit einem Forschungsprojekt fuer das Umweltbundesamt (DKZ 3709 33 340) sollten die Auswirkungen von Kompostgaben auf Ackerflaechen naeher analysiert und in einer Form beschrieben werden, die eine Einbindung ueber Bilanzierungs- und Bewertungsvorschriften von Oekobilanzen ermoeglichen. Dies ist zwar nicht in allen Faellen gelungen. Jedoch konnten deutliche Fortschritte erzielt werden. Das Projekt wurde durch eine umfassende Oekobilanz abgeschlossen, um zu pruefen, inwieweit diese Aenderungen Auswirkungen auf die Beurteilung der einzelnen Entsorgungsoptionen fuer Bioabfaelle aus Haushalten haben.     The activities of the regional government of Northrhine-Westfalia concerning a regulating framework for the co-fermentation of several types of biological waste in sewage plants comprise a LCA-type valuation. This shall illuminate the ecological pros and cons of this way of treatment related to the casual alternatives (e.g. composting or waste fermentation). The LCA has been adopted to waste management belongings. The results show an ecological equivalency between the co-fermentation and its alternative ways of recovery for most of the investigated types of waste. Especially those which arose by food production. A co-fermentation of municipal biowaste turns out to be relatively disadvantageous. Strong influence is due to the single case frame conditions like the content of pollutants, the way of sewage sludge disposal, technical conditions of the sewage plant, even also distances of delivery. [German] Die Aktivitaeten des Landes Nordrhein-Westfalen zur Regelung der Mitbehandlung diverser biogener Abfaelle in Faulbehaeltern von Klaeranlagen wurden durch eine umfassende oekobilanzielle Bewertung begleitet. Dabei galt es, die oekologische Sinnhaftigkeit dieser Art der Verwertung im Vergleich zu den ueblichen Entsorgungsalternativen je nach Abfall zu bestaetigen bzw. zu widerlegen. Als Bewertungsmethode wurde der Oekobilanzansatz mit Anpassung an abfallwirtschaftliche Fragestellungen herangezogen. Im Ergebnis zeigt sich die Co-Fermentation bei vielen Abfaellen - insbesondere solchen aus der Nahrungsmittelproduktion - den Alternativen gegenueber (z.B. der Kompostierung oder der Nassvergaerung) als oekologisch gleichwertig. Vergleichsweise unguenstig ist die Situation dagegen bei haeuslichem Bioabfall.     In order to keep German brown coal competitive, new technologies for enhanced efficiency of power generation from brown coal were developed in the past few years. At a water content of 50-60 percent by weight, much energy is lost for evaporation. Reduction of the water content will incur a 5 percent effiency enhancement. A new process was developed at Dortmund university, i.e. mechanical/thermal dehydration in which the water contained in brown coal is removed by heat and mechanical pressure. The process is described, and its applicability for other moist fuels, e.g. peat or waste from the paper and wood processing industry ist discussed. (orig./SR) [Deutsch] Damit Braunkohle in Deutschland als heimischer und subventionsfreier Energietraeger diesen Stellenwert behaupten und in Zukunft weiter ausbauen kann, wurde in den letzten Jahren verstaerkt die Entwicklung neuer Technologien zur Effizienzsteigerung der Braunkohleverstromung vorangetrieben. Bei der Verbrennung von Braunkohlen mit Wassergehalten von 50-60 Gew.-% ist in herkoemmlichen Kraftwerken ein erheblicher Teil des Energieinhaltes zur Verdampfung des Wassers mit Hilfe von heissen Rauchgasen in sogenannten Mahltrockungsanlagen erforderlich. Durch eine energetisch guenstige Reduzierung des Wassergehaltes vor der Verbrennung sind hier Wirkungsgradsteigerungen um bis zu 5 Prozentpunkte moeglich. Ein neues, fuer diese Aufgabenstellung einsetzbares Verfahren ist das am Lehrstuhl Energieprozesstechnik und Stroemungsmechanik der Universitaet Dortmund entwickelte Mechanisch/Thermische Entwaesserungsverfahren (MTE-Verfahren). Durch die kombinierte Anwendung von Waerme und mechanischem Druck laesst sich das in der Kohle enthaltene Wasser in fluessiger Form entfernen. Neben der Darstellung des MTE-Verfahrens am Beispiel von Braunkohle soll im folgenden auch auf die Moeglichkeiten der Anwendung des Verfahrens fuer andere feuchte Brennstoffe wie Torf und Abfaelle aus der Papier- und Holzverarbeitung eingegangen werden

    Extensive experiments on combustion of biological materials and residues in fluidized bed combustors and dust combustors have been carried out at the Department of Power Plant Engineering of Dresden University since the early nineties. Particular interest was taken in mixing brown coal with sewage sludge, sugar pulp and waste wood. The experiments were supplemented by modelling in a research project funded jointly by the BMBF and Messrs. Lurgi since early 1997. A combustion cell model designed by Siegen University is being modified for the new mixed fuels, and preliminary investigations were carried out on a batch reactor while the modelling work was continued. [Deutsch] An dem Lehrstuhl fuer Kraftwerkstechnik der TU Dresden werden seit Anfang der 90-iger Jahre umfangreiche experimentelle Untersuchungen zur Verbrennung von Bio- und Reststoffen in Wirbelschicht- und Staubfeuerungen durchgefuehrt. Dabei war vor allem die Zufeuerung dieser Stoffe in Waermeerzeugeranlagen auf Braunkohlenbasis von besonderem Interesse. Experimentell konnte nachgewiesen werden, dass sowohl Biobrennstoffe als auch Abfaelle in zirkulierenden Wirbelschichtfeuerungen umweltschonend zur Waermeerzeugung eingesetzt werden koennen. Als Beispiel wird das an Hand von Braunkohle-Klaerschlammgemischen sowie Bagasse- und Holz-Braunkohlegemischen gezeigt. Neben den experimentellen Untersuchungen bietet die Modellierung der Verbrennungsvorgaenge ein geeignetes Mittel um Voraussagen zu anderen Mischungsanteilen sowie anderen geometrischen Abmessungen machen zu koennen. Seit Anfang 1997 wird dazu ein vom BMBF und der Firma Lurgi gefoerdertes Forschungsvorhaben bearbeitet. Ein von der Universitaet Gesamthochschule Siegen fuer die Braunkohleverbrennung konzipiertes Zellenmodell wird auf die neuen Brennstoffgemische erweitert.     Y-90 plays an important role in nuclear medicine and is of particular interest in radiation synovectomy (RSO) and in Selective internal radiation therapy (SIRT). Longer-lived impurities were investigated in a pharmaceutical used in RSO and in glass microspheres applied for SIRT. For this, measurements were carried out to identify gamma-emitting impurities. Especially in the late measurements, after decay of Y-90, impurities such as Y-88 and Y-91, Zn-65, Eu-152, Gd-153, Tb-160 und Yb-169 were identified, which accounted for less than 0,01 % of the total radioactivity at the calibration date, so that all pharmaceutical requirements were met. The impurities, however, have to be taken into account in waste management and clearance. Assuming typical masses, waste from RSO can undergo unrestricted clearance based on the clearance values tabulated in the German Radiation Protection Ordinance, provided sufficient decay storage. For waste from SIRT with glass microspheres, however, other clearance or disposal options have to be found.

Diese koennen fuer verschiedene Saetze von Freigabewerten allerdings stark differieren, was zu Inkompatibilitaeten zwischen Freigabepfaden fuehrt. Ziel ist daher der Vergleich der Konservativitaetsniveaus verschiedener Wertesaetze, wozu Konservativitaeten fuer Freigabewerte fuer Abfaelle zur Deponierung und fuer metallische Reststoffe analysiert werden. Es wurden Methoden erarbeitet, um den Grad an Konservativitaet quantitativ zu erfassen. Die Situation bei der Freigabe zur konventionellen Deponierung wurde analysiert, indem die aktuelle und zukuenftige Situation des Abfallaufkommens hinsichtlich Massen, Nuklidvektoren, geographischer Verteilung und Deponierung probabilistisch modelliert und die resultierende Dosisverteilung berechnet wurden. Als Freigabekriterium wurden die Grenzwerte fuer die Freigabe zur konventionellen Deponierung gemaess des SSK-Empfehlungsentwurfs von 1995 angesetzt. Auf der Basis realistischer Szenarien fuer die Exposition des Deponiepersonals und bei Zugrundelegung der Grenzwerte des SSK-Empfehlungsentwurfs wurde eine Dosisverteilung ermittelt, die zeigt, dass der Bereich des radiologischen Schutzziels im Bereich von 10 {mu}Sv/a nicht verlassen wird, auch wenn groessere Massen als 100 Mg/a freigegebenen Materials deponiert werden. Eine Beschraenkung der jaehrlich freigegebenen Masse oder Aktivitaet ist daher nicht erforderlich.     The final storage of radioactive waste and spent fuel in Germany - who, in Germany, has any interest in this subject, especially now that the new Atomic Energy Act has been adopted, and who is going to read this article? The author, Professor Klaus Kuehn, examines this question, analyzing in his contribution the current situation and the points of view of those who may be interested in this topic. In Prof. Kuehn's opinion, the addresses in particular are these: - the federal government, - the opposition in the federal parliament, - the federal states, - the Federal Ministry for the Environment, - the Federal Ministry for Research, - the Federal Ministry of Economics, - the Federal Office for Radiation Protection, - the operators of nuclear power plants, - the Working Group Elaborating Procedures for Selecting Repository Sites (AkEnd).     Co-combustion plants, in which fuel is partly substituted by waste materials, are subject to the 17th BImSchV (Nuisance Control Ordinance) provided that the thermal fraction of 25% is not exceeded. Emission limits are calculated proportionately on the basis of limiting values for emissions from coal power stations (13th BImSchV) and waste incinerators (17th BImSchV). Compared to coal, waste has higher concentrations of heavy metals and halogens, which results in enhanced emissions of heavy metal compounds and chlorides with the flue gas and gasification gas. Plant operators intending to opt for co-combustion must check if the existing flue gas purification system is efficient enough to meet the specifications of the 17th BImSchV. In general, thermodynamic modelling is the most common method of evaluation and optimisation for high-temperature processes of this kind.     A new conceptual-configurative approach and a new simulation tool for the development of an improved process and system understanding for HAW disposal systems - without and with direct long term monitoring are presented and discussed. With regard to the final repository development, a retrieveability of the heat generating high radio active waste during the storage phase and a general recoverability during the first 500 years after closure of the repository in the post closure phase are required. Both for the monitoring of the repository during the storage phase as well as thereafter, a direct monitoring of the storage horizon could be implemented as an alternative to an indirect monitoring.

    On December 15, 1997, the Central Intermediate Storage Facility for radioactive materials (ZWILAG) delivered a request to the Swiss Federal Council for an operational licence for the conditioning installation and the incineration and melting installation at the Central Intermediate Storage Facility (ZZL). For the whole project, the general licence was granted on June 23, 1993. The construction of the whole installation as well as the operation in the storage halls with reception, hot cell and transhipment station were licensed on August 12, 1999. The Federal Agency for the Safety of Nuclear Installations (HSK) examined the request documentation of ZWILAG from the point of view of nuclear safety and radiation protection. The results of the examination are contained in this report. In general, the examination leads to a positive decision. During the realisation process many project adaptations have brought improvements to the installation as far as radiation protection and the treatment of wastes are concerned. HSK requests from a former licensing process were taken into account by ZWILAG. The present examination contains many remarks and requests that the HSK considers necessary. The most important remarks are issued as special references as far as they do not appear as proposals in the licence obligations. In general, the reference form was chosen when the fulfilment of the request can be guarantied by HSK within the framework of a release process. Several references inform ZWILAG of problems for which HSK wishes to receive the results of extended inquiries or where HSK will assist in testing or demonstrations. Other references concern requests for plant documentation. Further, calculations of radioactive material release during normal operation is considered as being necessary. Based on its examination, HSK concludes that the conditions are fulfilled for the safe operation of the conditioning installation and of the incineration and melting installation as long as its remarks and references are taken into account

    In Germany, stringent official regulations govern the handling and final storage of radioactive waste. For this reason, the Federal Government has opted for final storage of radioactive waste with negligible heat generation in deep geological formations. At present the Konrad mine in Salzgitter will be rebuilt as a final disposal, the start of operation is scheduled for 2014. Radioactive waste with negligible heat generation originates from the operation and decommissioning of nuclear power plants, the medical sector or from research establishments. The requirements of the planning approval decision to build up the disposal Konrad, published on the 22{sup nd} of May 2002, obligate the waste producer to consider the limits for chemotoxic substances and to document the waste content. Before the radioactive waste can be stored in the final disposal, it is necessary to characterize the waste composition, relating to the concentration of water polluting substances. In particular for the wastes produced in the year before 1990, the so-called old wastes, there is a lack of documentation. The chemotoxicity of old wastes can mostly only characterized by time consuming and destructive methods. Furthermore these methods produce high costs, which depend on the arrangements to avoid contamination, to comply with the radiation protection and for the conditioning of the wastes. A prototype system, based on the Prompt-Gamma-Neutron-Activation-Analysis (PGNAA) with 14 MeV neutrons, has been developed in this work. This system allows the characterization of large samples, like 25 and 50 l drums. The signature of the element composition is in this processed by gamma-ray spectroscopy. This work was focused, in addition to the feasibility of the system, to the neutron and photon transport in large samples. Therefore the neutron and photon self-absorption in dependence of the sample composition were the main part of interest. Computer simulations (MCNP) and experiments were performed to understand this correlation. Several homogeneous and inhomogeneous sample drums were produced for the qualification of the prototype system. The sample drums were characterized with different systems and methods to verify the results of the PGNAA-Prototype-System. At the end of the present work, the detection limits of selected elements for different irradiation and measurement conditions were determined. The element compilation refers to relevant elements for the final disposal Konrad. The results of the measurements, which were realized with the PGNAA-Prototype-System, show, that a non-destructive characterization of large samples is possible. Furthermore a routine test procedure, based on the results of the present work, is in development to characterize 200 l drums. (orig.)

    Full Text Available Many of the lichen species that are important in the lichen dominated plant communities in the Norwegian mountains are important reindeer winter forage. They are also organisms that collect fall-out from the atmosphere. The Chernobyl accident brought, among other, radioactive Cesium, and from lichens this follow the food chain to reindeer and finally man. From region to region this fall-out was unevenly distributed and methods are needed to compare winter ranges and to monitor the developement of radioactive levels in the lichen carpet. Cornicularia divergens, Alectoria ochroleuca, Cetraria nivalis, Cladina mitis, C. stellaris and Stereocaulon pa¬schale was collected in the Dovre mountains to compare species levels and to study collection methods. We found that from spot to spot there is a very large variation between samples, even within the same species. Because of this we are not able to show significant species differences.     Pursuant to the new BMU safety requirements of September 2010 imposed upon the final storage of radioactive waste generating heat, the operator of a repository in Germany must establish a monitoring program which furnishes relevant measured information during the operations phase and for a defined period of time after closure of the repository. Within the framework of a feasibility study, an assessment basis was established to show in what format information about the status of a closed repository mine could be obtained technically without impairing the safety of barriers, for instance, by cable ducts. As a conceptual design basis, processes and measured quantities relevant to monitoring were attributed to the components of the current safety demonstration concept. For one model variant, monitoring possibilities of these processes were shown on the basis of monitoring modules. Some first experiments are being carried out in European underground laboratories about the use of wireless transmission systems in the repository area. On the basis of those activities, experiments could also be designed in the German exploratory mine of Gorleben in order to examine to what extent information obtained by monitoring could be transmitted in a wireless mode in rock salt formations. As far as the autonomous supply of electricity to measurement systems is concerned, which must be guaranteed on a long-term basis, there is now a possibility of using thermoelectric isotope generators or betavoltaic batteries.     The mass and biogas potentials of organic municipal and industrial solid wastes, as well as of wastes harvested on public grounds, have been determined. The mass potential was found to be around 285'000 tons of digestible organic matter per year. By digesting all this matter, theoretically, about 130'000'000 m[sup 3] of biogas or 3 PJ of energy could be generated yearly. The practical realizable potential is estimated to be nearly 2 PJ/a, including the savings by substituting the energy needed nowadays for the importation of peat and for the production of artificial fertilizers. Considering the fact, that the incineration of organic wastes costs more than biological treatment, the potential is relatively easy to realize. More than 50% of the humus losses of Swiss soils could be compensated by the application of digestion and composting technology. The different technologies for anaerobic digestion of solid organic wastes are compared: the thermophilic, one-stage digestion seems to be further advanced in development than (mesophilic) two-stage digestion. Co-digestion of sludges of municipal waste water treatment plants and solid organic wastes may be advantageous for rural areas. An appropriate marketing strategy for the application of the solid product, however, has to be looked at. Because the two-stage process seems to have some advantages regarding the rate of organic matter breakdown, the product quality and the hygienic conditions, a mesophilic two-stage experimental plant has been constructed. The results of the first experiment of a simple combination of a percolated hydrolytic step with a pulsating, dynamic anaerobic filter are presented.     Liquid radioactive wastes containing carbon-14 are not acceptable for radioactive waste repository. At present incineration is the only approved way of treatment in Germany. But capacities are limited and incineration by itself is known to be a technically complex and rather expansive process. Therefore within an experimental proof of concept it should be examined whether an electrochemical incineration process is also applicable for this purpose. The R and D activities mainly comprised the gathering of informations about the chemical nature and constitution of such liquid wastes from enterprises, research laboratories and a number of the state owned collecting facilities, numerous electrochemical examinations with typical organic substances and finally electrolysis tests with original carbon-14 waste solution at lab-scale. We were able to demonstrate that electrochemical oxidation permits almost quantitative mineralization of the organic waste substances. The carbon dioxide released during electrolysis was completely fixed as solid calcium carbonate which is acceptable for final repository. An estimate shows that in comparison to conventional incineration a substantial decrease in the costs of treatment and repository can be expected.     This report helps to the popularization of the Nagra works accomplished for the management and disposal of the radioactive wastes in Switzerland. In Switzerland the disposal of radioactive wastes is clearly regulated. The disposal programme describes the process according to which the long-term storage of radioactive wastes has to be implemented to guaranty safety for mankind and environment. The disposal of radioactive wastes in deep geological repositories is a task of national importance. Until a deep repository can get into operation, several licence stages are necessary. After the overall licence given by the Federal Council is accepted by the parliament, it may still be the subject of an optional referendum. There are three different types of radioactive wastes: the low- and intermediate-level wastes (L/ILW) and the high-level wastes (HLW). Two different deep geological repositories are needed, one for the L/ILW wastes and another one for the HLW wastes. Before the repositories begin operation, the wastes are stored on the ground in interim storage facilities. The general licence for the construction of the repositories is expected to be granted before 2020. Afterwards the construction of both repositories can be undertaken. The repository for L/ILW wastes will not start operation before 2030. The start of operation of the repository for HLW wastes is not expected before 2040. This repository will be designed in such a way that the spent fuel assemblies which are stored as HLW wastes, could be withdrawn even after the closure of the repository.

    The effective use of the valuable substances found in waste materials can make an important contribution to climate protection and the conservation of fossil and mineral resources. In order to harness the potential contribution of biomass waste streams, it is necessary to consider the potential of the waste in connection with that of the total biomass. In this project, relevant biogenous material streams in the forestry, the agriculture as well as in several industries are studied, and their optimization potentials are illustrated. Scenarios are then developed, while taking various other environmental impacts into considerations, to explore possible optimized utilization of biomass streams and biomass waste substances for the future. Straw that is not needed for humus production and currently left on the field can be used for its energy content. The realisation of this potential would be significant contribution towards climate protection. The energetic use of liquid manure without negatively influencing its application as commercial fertilizer can also be similarly successful because of its large volume. The results of our study also support an increased energetic use of saw residues as fuel (in form of pellets) in small furnaces. For household organic wastes, the report suggests the fermentation with optimized energy use and intensified marketing of the aerobically treated compost as peat substitution. While for waste cooking fat that is currently disposed in the residual waste, a separate collection and direct use in motors that are used as combined heat and power generation are recommended. For meat and bone meal and communal sludge that are not being used substantial currently or in the future, phosphorus can be recovered with promising success from the ash produced when the waste is burnt in mono incinerators. These technical options should however be tested against disposal standard. (orig.)

    The purpose of this report is to present an overview of the anticipated risks of geological disposal of radioactive wastes and to compare these to 'conventional' risks, which voluntarily or involuntarily are associated with human activities and have accompanied mankind for long times. Radioactive wastes which result from the generation of electricity by commercial nuclear reactors as well as those originating from research, industrial and medical applications necessitate prolonged isolation from the biosphere to their long-lived, although decaying, toxicity. Chapter 2 of this report contains a survey of the nature and extent of the potential hazard of radioactive waste, drawing attention to the fact that the toxicity of radionuclides is comparable to that of nonradioactive chemical compounds. The possibility of adverse effects on the public cannot be ruled out for either kind of waste. Current plans aim at the safe and effective disposal of radioactive wastes in deep and stable geological formations which should serve as hosts for engineered final repositories. For a final repository to be suitable, the site chosen should be free from circulating groundwater or the free movement of the groundwater must be strongly restricted. In order to prevent radioactive substances migrating away from the final repository in which they have been placed, it is planned to utilise natural and man-made barriers which function largely independently from each other. Thorough knowledge of the properties of man-made barriers, is as important as knowledge of the natural barriers, which are determined by the geology and hydrogeology of the site of the final repository. This principle of protection is known as a 'multiple-barrier concept' and is considered capable of providing safe disposal of radioactive wastes.

    In Germany the mechanical component inspection of transport containers for radioactive materials is performed by BAM (Bundesanstalt fuer Materialforschung und -pruefung) under consideration of national and international standards and guidelines. Experimental and calculative (analytical and numerical) techniques combined with material and/or component testing are the basis of assessment concepts according the state of the art. The authors describe the experiences of BAM concerning assessment and description of the mechanical behavior of shock absorbing components, including modeling strategies, material models, drop tests and experiment-calculation comparison. Energy absorbing components are used to reduce the impact forces at the container in case of a transport accident. In Germany wood filled thin-walled constructions are used. The deformation behavior of the wood is a main part of the calculative simulation procedures in comparison with experimental tests.

    The Bundesanstalt fuer Materialforschung und -pruefung (BAM) is the responsible German authority for component testing of packaging containers for radioactive materials in the frame of the licensing process. The tests are performed according to the national and international legal regulations for the transport of radioactive materials. This includes the evaluation of the mechanical and thermal behavior under defined testing conditions and the radionuclide release in case of severe accidents. The most important test concerning the accident resistance is the experimental drop tests from 9 m height on a firm base plate and from 1 m height on a steel mandrel. The tested sample was a 1:2 model cask CASTOR {sup registered} HAW/Tb2 of the original type CASTOR {sup registered} HAW28M. The tests were performed at the BAM test ground in Hortswalde. The documented test results will be part of the safety analysis in the frame of the licensing process for the transport and storage cask.

Die Wirtschaftlichkeit von MBA-Konzepten haengt daher entscheidend von den im Einzelfall vorhandenen bzw. realisierbaren Kosten fuer die Deponierung der stabilisierten Feinfraktion (ca. 20%) sowie den Kosten fuer die energetische Verwertung der abgetrennten heizwertreichen Abfaelle ab (ca. 30%).     For purposes of assessing the dumpability of wastes, Article 1 - Ordinance on the Environmentally Responsible Landfilling of Household Wastes (AbfAblV) - of the Ordinance on the Environmentally Responsible Landfilling of Household Wastes and Biological Waste Treatment Plants defines classificaton criteria for biologically and mechanically treated wastes destined for landfilling. The practical experiences that have been gathered with these classification criteria and values were evaluated in a questionnaire-based survey. This was done in particular for the purpose of verifying and validating proposals on the methodology of respiration and fermentation tests. A general finding has been that the application and implementation of the regulations of the AbfAblV is fraught with difficulties. This is evident for one thing in the frequency of analyses and for another in the difficulty of complying with the limit values of the classification criteria. The authors are in support of demands that the methodological specifications for AT{sub 4} and GB21 and their classification values in connection with those for TOC both in the solid phase and in the eluate and with the calorific values H{sub o} must be thoroughly reassessed and revised after further practical experiences have been gathered.     As a lesson from the Fukushima nuclear disaster, a radical change has taken place in climate and energy policy in Germany since 2011. This is characterized by the phase-out of the nuclear energy, which is fixed by the 13th Atomic Enforcement Act, by the end of 2022. This entails a multitude of complex legal questions and subsequent problems. The latest decisions are the forthcoming decisions of the BVerfG on the constitutional consistency of the nuclear phase-out law and nuclear fuel tax, Vattenfall's much discussed arbitration award before the ICSID arbitration court, and controversial legal questions both in the context of the decommissioning and dismantling of nuclear power plants and the disposal of highly radioactive waste. In addition, the moral-ethical evaluation of the nuclear phase-out and the power turn-around is the focus of the interdisciplinary approach. The problem clusters are analyzed by the contributions of the anthology. He documents a conference organized by Professor Dr. Markus Ludwig, which took place on April 8, 2016, at the University of Wuerzburg, within the framework of a project funded by the Fritz Thyssen Stiftung (''The Law of the Energy Transition'').     The plant concept is based on combustion of a multitude of substitute fuels. According to the substitute fuel specifications for general entrepreneur EBARA, comminution of waste materials in a slow shredder should be sufficient, and experience so far has shown that this is indeed the case. The plant was commissioned in 2011, and the envisaged performance parameters were achieved after some initial difficulties, i.e. the envisaged volumes of waste could be combusted. The efficiency of heat generation was below expectations, however, as the integrated heat exchangers did not run at full capacity. Reconstruction of the plant is now planned with a view to optimizing the energy yield. It is expected that the energy efficiency goals will be reached in 2013. Modernisation will comprise retrofitting of a flue gas circulation system for better temperature control in the fluidized bed and for optimum energy yield. All other plant components - off-gas filters, water/steam cycle and turbine - work satisfactorily according to the planned parameters. (orig.) Entsprechend der EBS-Spezifikation fuer den Generalunternehmer EBARA sollte fuer eine ausreichende Stueckgroesse eine Zerkleinerung der Abfaelle mit einem langsam laufenden Shredder ausreichen. In der bisherigen Inbetriebnahme hat sich gezeigt, dass dies grundsaetzlich von der Anlagentechnik, bis auf eine Einschraenkung, auch erreicht wird. Die Inbetriebnahme der Anlage wurde 2011 fuer den Dauerbetrieb abgeschlossen. Nach anfaenglichen Schwierigkeiten hat die Firma EBARA die vertraglichen Leistungsparameter im Bereich der Verbrennung erreicht. Die vorgesehenen EBS-Mengen koennen verbrannt werden. Bisher is allerdings die Waermeausbeute hinter den Erwartungen zurueckgeblieben, da die Einbauten in der Wirbelschicht, das sind integrierte Waermetauscher (HRC's), bisher ihre vollstaendige Leistung nicht erbracht

    The present article describes how the recent decision to phase out nuclear energy has created an opportunity to gain public acceptance of a nuclear waste repository in Germany. Now that the phase-out has been finalised the amount of radioactive waste requiring disposal has become quantifiable. This has created clarity as to the magnitude of the environmental problem waiting to be solved. The longer it takes to get the final storage of radioactive wastes underway the greater will be the risk that in the end nobody is prepared to assume responsibility and the cheapest solution - in the literal sense of the word - is adopted, which is to export the wastes abroad. Since more than a year the political leadership has been struggling to work out the details of a law governing the search for a final repository. The recent approval given by the government of the federal state of Lower Saxony has come in time to throw the door wide open ahead of the federal elections for a procedure that can count on broad support among the political leadership.     For the transport, interim storage and disposal of radioactive waste, it is assumed to have knowledge of the radioactive and non-radioactive inventory. In order to determine the radioactive inventory destructive (e.g. α-, β-, γ-measurements according to wet chemical sample preparation) and non-destructive (e.g. γ-scanning and neutron measurements) measurement methods are used. For the characterization of non-radioactive substances a prototype for the assay of small-volume (50 L) samples was constructed and parameterized using the neutron activation analysis (NAA) with a pulsed 14 MeV neutron source. Subsequently, the non-destructive analytical method called MEDINA (Multi Element Detection Based on Instrumental Neutron Activation) for 200 l waste drums was developed in a cooperation between RWTH Aachen University and Forschungszentrum Juelich GmbH. The aim of this thesis is to investigate and characterize heterogeneous mixed samples regarding their material composition as well as their inhomogeneous distribution. For this purposes, studies were carried out on 200 l steel drums with heterogeneous matrices using the NAA in the MEDINA facility. The samples are composed out of a mixture of concrete and polyethylene (PE) bodies. Due to its high hydrogen content, the PE can have a strong influence on the neutron moderation and neutron absorption and can thereby occur as a possible disturbance variable in the characterization of the non-radioactive inventory. For these studies a pulsed 14 MeV neutron source is used to record the prompt and delayed γ-rays between the neutron pulses, separately. Thus, the performance of the MEDINA method relating to strongly moderating mixed matrices and their characterization is studied. In order to optimize the measurement of delayed γ-rays without any appreciable interference of prompt γ-rays, the decay of thermal neutrons was studied and the thermal neutron die-away time was determined. It ranges between 2 and 5 ms according to the irradiated matrix. For the acquisition of the delayed γ-rays spectra a waiting time of about 12 ms after the end of the neutron pulses is needed. Furthermore, the influence of heterogeneity on the quantification of symmetrical and asymmetrical mixed samples made out of concrete and PE was investigated using prompt gamma neutron activation analysis (PGNAA). The results are consistent with the expected values with an uncertainty of ± 34 % (2σ) (symmetric samples) and ± 35 % (2σ) (asymmetric samples). The characterization in terms of the elemental composition of symmetrical mixed samples using the cyclic neutron activation analysis (CNAA) showed that the results are in good agreement with the expected values with an uncertainty of �± 39 % (2σ). In this context the detection limits for selected chemotoxic substances were determined in symmetrical mixed samples. Depending on the PE content of the sample, detection limits ranging between 14 and 24 mg / kg for cadmium, 520 and 740 mg / kg for mercury and 5.5 and 53 g / kg for lead are achieved (measurement time approx. 30 minutes). In addition, the performance of the MEDINA method for the quantification of a local concentrated element mass (cadmium plate) in homogeneous samples and asymmetric mixed samples made out of concrete and PE was studied. For this purpose, a numerical model for localization and quantification of a local concentrated sample using the a priori information of the PGNAA has been developed and successfully tested. The results of this quantification using the cadmium plate as local concentrated element mass are consistent with the expected values with an uncertainty of ± 54 % (2σ) for the homogeneous samples. Furthermore, the influence of additional iron (local concentrated iron sample, homogeneous iron content and iron inliners of varied thickness) in the sample matrix were investigated according to the determination of the thermal neutron flux. Additional masses of iron can be identified and their influence on the determination of the thermal neutron flux can be corrected accordingly.

    The present Federal support concept is the basis for applied fundamental research concerning final disposal of heat generating radioactive wastes. The use-oriented fundamental research is aimed to the development of a scientific-technical basis for the realization of a final repository for heat-generating radioactive wastes and spent nuclear fuel, to the continuous advancement of the state of science and technology with respect to final waste disposal and a substantial contribution to the constitution, development and preservation of scientific-technological competence in the field of nuclear waste management in Germany. The concept includes research and development work concerning final disposal in the host rock salt, clays and crystalline rocks (granite). The research and development main issues are the final disposal system, the system behavior, further topics in relation to final disposal and nuclear materials surveillance.

    The work carried through in the period of report January 1 - December 31, 1985 comprised the following: Impacts of the composition of the synthetic substrate on the space-and-time-related yield of microbial methane production, and further experiments for the characterization of screened methanogenic bacteria. Screening for co-cultures decomposing propionic acid was taken up, in order to elucidate problems encountered in tracing the decomposition paths of propionic acid in mixed cultures. Comparative experiments were conducted with different reactor configurations for obtaining methane from cow and bullock liquid manures; these provided new results in comparison with data published, as far as gas yield and gas productivity as a function of space load are concerned.     The decision for or against a potential site for a nuclear waste repository is highly complex and requires decision-makers to consider multiple assessment criteria. The complexity of each site and its characteristics, and the differing opinions among members of the public and advocacy groups mean t hat conflicts of interest are likely to arise. In this paper, the author suggests that multi-criteria analysis models could be used to provide methodological support during the selection process. The models can map these types of decision situations and suggest coherent solutions with relatively little formal effort. They allow users to compare different opt ions simultaneously and ensure that t heir decision-making Is conscious rather than arbitrary.

    Radioecological models are used for the assessment of potential exposures of a population to radionuclides from final repositories for high level radioactive waste. Due to the long disposal time frame, changes in model relevant exposure pathways need to be accounted for. Especially climate change will result in changes of the modelled system. Reference biosphere models are used to asses climate related changes in the far field of a final repository. In this approach, model scenarios are developed for potential future climate states and defined by parameters derived from currently existing, similar climate regions. It is assumed, that habits and agricultural practices of a population will adapt to the new climate over long periods of time, until they mirror the habits of a contemporary population living in a similar climate. As an end point of the models, Biosphere Dose Conversion Factors (BDCF) are calculated. These radionuclide specific BDCF describe the exposure of a hypothetical population resulting from a standardized radionuclide contamination in near surface ground water. Model results are subject to uncertainties due to inherent uncertainties of assumed future developments, habits and empirically measured parameters. In addition to deterministic calculations, sensitivity analysis and probabilistic calculations were done for several model scenarios, to control the quality of the model and due to the high number of parameters used to define different climate states, soil types and consumption habits.

    The long-term safety analysis of repositories for radioactive waste is based on the modeling of the releases of nuclides from the waste matrix and the subsequent transport through the near and far field of the repository system to the living part of the environment (biosphere). For the conversion of the nuclide release into a potential hazard (e. g. into an effective dose), a conceptual biosphere model and a mathematical exposure model is used. The parametrization of the mathematical model can be carried out deterministic as well as probabilistic using distributions and Monte Carlo simulation. However, to date, particularly in the context of the probabilistic safety analysis for deep-geological repositories, there is no uniform procedure for the derivation of the distributions to be used. The distributions used by the analyst are mostly chosen according to personal conviction and often illogical with respect to the underlying nature of the actual model parameter, but model results are in part very dependent on the type of the selected distributions of the input parameters. Furthermore, there less studies available on the influence of interactions and correlations or other dependencies between the radiological input parameters of the model. Therefore, the impact of different types of distributions (empirical, parametric) for different input parameters as well as the influence of interactions and correlations between input parameters on the results of the mathematical exposure modeling were analyzed in the present study. The influence of the type of distribution for the representation of the variability of the physical input parameter as well as their interactions and dependencies could be identified as less relevant. However, by means of Monte Carlo simulation of the second order, the composition of the corresponding samples or the condition of the sample moments to be used for the construction of parametric distributions were determined as the essential factors for influencing modeling results. According to this, the influence of the variability is a multiple of the uncertainty of a physical parameter (the composition of the sample or the moments of the corresponding sample) and its variability (the type of the chosen empirical or parametric distribution). These findings should be taken into account in the future regarding probabilistic exposure modeling approaches in the context of long-term safety analysis of repositories for radioactive waste.

    Concerning naturally occurring radioactive material (NORM) from the oil/ and gas industry most of the industrial countries were lacking clear regulatory frameworks in waste legislation for many years. In the meanwhile on several places in Europe, but also in some of the GCC states in the Middle East such as in the United Arab Emirates and in Oman specialized treatment facilities are either in the stage of construction or already in operation. In particular, pilot plants for the decontamination of NORM-contaminated equipment have been tested recently. The paper reflects on the generation and the technical characterization of NORM but also the legislation compared on international level. Particularly an overview was provided by comparing the common practice on disposal in the North American Countries in comparison to Germany, the UK but also Australia. In addition the successful treatment of produced water from crude oil separation in a ''Constructed Wetland'' in the Sultanate Oman is briefly highlighted.

    The mass and biogas potentials of organic municipal and industrial solid wastes, as well as of wastes harvested on public grounds, have been determined. The mass potential was found to be around 285`000 tons of digestible organic matter per year. By digesting all this matter, about 130`000`000 m{sup 3} of biogas or 3 PJ of energy could be generated yearly. The practical realizable potential is estimated to be nearly 2 PJ/a, including the savings by substituting the energy needed nowadays for the importation of peat and for the production of artificial fertilizers. Considering the fact, that the incineration of organic wastes costs more than biological treatment, the potential is relatively easy to realize. More than 50% of the humus losses of Swiss soils could be compensated by the application of digestion and composting technology. The different technologies for anaerobic digestion of solid organic wastes are compared: the thermophilic, one-stage digestion seems to be further advanced in development than mesophilic two-stage digestion. Co-digestion of sludges of municipal waste water treatment plants and solid organic wastes may be advantageous for rural areas. An appropriate marketing strategy for the application of the solid product, however, has to be looked at. Because the two-stage process seems to have some advantages regarding rate of organic matter breakdown, product quality and hygienic conditions, a mesophilic two-stage experimental plant has been constructed. The results of the first experiment of a simple combination of a percolated hydrolytic step with a pulsating, dynamic anaerobic filter ar presented. Data on the quality of the solid product from anaerobic digestion of biogenic solid wastes and an economic comparison of composting vs. digestion are given. (author) 9 figs., 11 tabs., 75 refs.

    The combustion and gasification characteristics of Rhenish brown coal, domestic waste, waste plastics, wood and sewage sludge were investigated in a bubbling atmospheric fluidized bed in the laboratory scale. The residual coke was combuted in the presence of oxygen with varying operating parameters or else gasified in the presence of carbon dioxide.     The paper describes a mathematical model for estimating the internal radiation exposure via different exposure pathways through radioactive discharges from nuclear facilities (paragraph 45, rad. prot. law) into rivers. The connections between the compartments of an ecological system are shown in their main types. Not all exposure pathways described are relevant for all cases; the experts have to carry out the evaluation using their knowledge of the local circumstances.     Transport casks for radioactive materials with a Type-B package certificate have to ensure that even under severe accident scenarios the radioactive content remains safely enclosed, in an undercritical arrangement and that ionising radiation is sufficiently shielded. The impact limiter absorbs in an accident scenario the major part of the impact energy and reduces the maximum force applied on the cask body. Therefore the simulation of the behaviour of impact limiting devices of transport casks for nuclear material is of great interest for the design assessment in the package approval as well as for risk analysis in the field of transport of radioactive materials. The behaviour of the impact limiter is influenced by a number of parameters like impact limiter construction, material properties and loading conditions. Uncertainties exist for the application of simplified numerical tools for calculations of impact limiting devices. Uncertainities exist when applying simplified numerical tools. A model describing the compression of wood in axial direction of wood under large deformations for simulation with complex numerical procedures like dynamic Finite Element Methods has not been developed yet. Therefore this thesis concentrates on deriving a physical model for the behaviour of wood and analysing the applicability of different modeling techniques. A model describing the compression of wood in axial direction under large deformations was developed on the basis of an analysis of impact limiter of prototypes of casks for radioactive materials after a 9-m-drop-test and impact tests with wooden specimens. The model describes the softening, which wood under large deformation exhibits, as a function of the lateral strain constraint. The larger the lateral strain restriction, the more energy wood can absorb. The energy absorption capacity of impact limiter depends therefore on the ability of the outer steel sheet structure to prevent wood from evading from the main absorption zone. This constitutes a model for the compression of impact limiters. In order to absorb significantly energy, wood must be stabilised by stiff cask or impact limiter structures. An elastic recovery has to be added to after the drop test measured deformations. The Projected Fringe Method for the 3-dimensional surface digitalisation was applied successfully for the first time. The method allows to determine and chart the surface of the impact limiter in advance and after the test. Therefore it is suitable for a damage and deformation documentation of impact limiting devices subjected to a drop test. A simplified numerical tool for the calculation of rigid body decelerations and impact limiter deformations was developed. This tool can be applied purposefully in the design assessment of transport casks for radioactive materials under certain limitations. For a risk analysis different accident scenarios, for instance the impact on real targets, can be evaluated and compared to the regulatory impact in a simple and cost-efficient way. A full scale model of the CONSTOR {sup registered} V/TC was subjected to a 9-m-drop-test. The rigid-body-deceleration as an evaluation scheme, which is widely used up to now is not suited for an assessment of the loading of the package under accident conditions for casks like the CONSTOR {sup registered} V/TC with large, relative to each other movable masses. The cask can not be treated as a rigid body. A substitute model on the basis of conclusions from impact limiter analysis and wooden specimen impact tests was developed for the axial compression of wood. The substitute model takes the lateral strain constraint as triaxiality of the stress field into account. The applicability of different material formulations for the substitute model as well as further modeling techniques were analysed. Of the proposed combinations none could simulate the behaviour of wood under large deformations in an acceptable manner. Different modeling strategies for impact limiter of radioactive materials transport packages were analysed and evaluated. The Finite Element Method can be applied purposeful in type assessment and in risk analysis. Prerequisite is an extensive verifiction with experimental methods, where the boundary conditions of the simulation have to be adjusted to the conditions in the impact limiter concerning lateral strain restriction.     Unlike the shaft barriers used for the dry preservation of former mine workings and underground storage sites, shaft seals designed for radioactive-waste repositories must also fulfil additional requirements associated with the design diversity of the sealing system. This diversity makes use of the simple redundancy principle in order to prevent the proliferation of defects. In practice this means combining several sealing elements made from different materials or from materials with different properties. The R and D project, Shaft sealing systems for final repositories for high-level radioactive waste (ELSA) - phase 2: concept design for shaft seals and testing of the functional elements of shaft seals', which was funded by the Federal Ministry for Economic Affairs and Energy (BMWi), set out to investigate potential sealing elements for the two host-rock options rock salt and mudstone. This paper combines the text that the authors presented at the First International Freiberg Shaft Colloquium held at the Freiberg University of Mining and Technology on 01.10.2014 with a presentation on the sealing elements that were investigated as part of the R and D project.

    The final storage of high-level radioactive waste, which is said to be still open while, in fact, it was solved technically a long time ago and is only being blocked for political reasons, as well as alleged technical risks of German nuclear power plants which have never been demonstrated or proven, are listed again and again as grounds for opting out of the use of nuclear power. There is hardly any doubt that one of the main causes underlying also these arguments, and thus the main reason for the insufficient public acceptance of nuclear power in Germany at the present time as a safe, inexpensive, and non-polluting source of primary energy, is the widespread fear of radiation (radiophobia). Consequently, solutions proposed for successfully managing this radiophobia must be examined. Continued scientific studies of the subject do not seem to be promising, as funds are available at present only for continuing the search for negative biological effects. Important preconditions for a change in attitude are the appropriate initiatives to be taken by the relatively small number of sufficiently independent experts of proven scientific repute. Initiatives of this kind can now be observed in numerous countries and regions in the world. It must be pointed out in this connection, as is underlined again and again by experienced experts, that risk acceptance is not a matter of factual arguments, but of emotions. Psychological and pedagogic sensitivity certainly are important elements in changing public opinion in the interest of a more realistic assessment of the radiation risk and the acceptance of nuclear power.     Reaktortankeinbauten einschliesslich des Ablassens des Reaktortankwassers. Im Anschluss wurde nach erteilter Genehmigung durch die zustaendige Behoerde im Oktober 2001 mit dem Abbau des Reaktorblocks, der zentralen Einrichtung des Forschungsreaktors, begonnen. In einem ersten Schritt wurden Reaktorbuehne und Reaktoranbauten durch das mit der Gesamtplanung und -durchfuehrung beauftragte Konsortium GNS/SNT entfernt. Dabei fielen ca. 50 Mg Schwerbeton und ca. 25 Mg Stahl an. Der Abbau des eigentlichen Reaktorblocks erfolgt in mehreren Teilschritten. Zum Einsatz kommen verschiedenste bewaehrte Trennverfahren. Es werden rund 170 Mg radioaktiver Abfaelle mit einer Gesamtaktivitaet von ca. 3,5.10{sup 11} Bq anfallen. Eine installierte Freimessanlage gewaehrleistet eine effektive und sichere radiologische Bewertung der anfallenden Abbaukomponenten, von denen ca. 750 Mg freigegeben werden koennen. Im 1. Halbjahr 2003 soll der Abbau des Reaktorblocks abgeschlossen werden. (orig.)

    The Working Group on Procedures for the Selection of Repository Sites (AkEnd) had been appointed by the German Federal Ministry for the Environment (BMU) to develop procedures and criteria for the search for, and selection of, a repository site for all kinds of radioactive waste in deep geologic formations in Germany. ILK in principle welcomes the attempt on the part of AkEnd to develop a systematic procedure. On the other hand, ILK considers the two constraints imposed by BMU inappropriate: AkEnd was not to take into account the two existing sites of Konrad and Gorleben and, instead, work from a so-called white map of Germany. ILK recommends to perform a comprehensive safety analysis of Gorleben and define a selection procedure including the facts about Gorleben and, in addition, to commission the Konrad repository as soon as possible. The one-repository concept established as a precondition by BMU greatly restricts the selection procedure. There are no technical or scientific reasons for such concept. ILK recommends to plan for separate repositories, which would also correspond to international practice. The geoscientific criteria proposed by AkEnd should be examined and revised. With respect to the site selection procedure proposed, ILK feels that procedure is unable to define a targeted approach. Great importance must be attributed to public participation. The final site selection must be made under the responsibility of the government or the parliament. (orig.)     A material and energy analysis of Osnabrueck university was established with the goal of drawing up an environmental management concept for universities in general. The eco-balance was established in accordance with environmental specifications for energy, traffic, water, waste water, materials, waste and terrain. An environmental protection programme was developed on this basis, as well as an environmental information system for the university. The final stage comprised networking activities (eco-campus.net). A bibliography is presented. [German] In Abschnitt I wird zunaechst eine Zusammenfassung der Projektergebnisse gegeben (Kapitel 2). Die ausfuehrliche Darstellung des Projektes beginnt in Kapitel 3 mit einem Ueberblick ueber das Projekt und seine Entstehung. In Kapitel 4 wird ein Ueberblick ueber die Universitaet Osnabrueck gegeben; in Kapitel 5 wird die Notwendigkeit eines UMS' fuer Hochschulen begruendet und als eines der moeglichen Instrumente die EG-Oeko-Audit-Verordnung beschrieben.     The main project, where this sub project contributed to, has been structured into two modules: module A (funded by the federal ministry of economics, managed by KIT) and module B (funded by the federal ministry of education and research, managed by acatech). Partners in module A were DBE TECHNOLOGY GmbH, the Gesellschaft fuer Anlagen- und Reaktorsicherheit mbH (GRS), the Helmholtz-Zentrum Dresden-Rossendorf (HZDR), the Karlsruher Institute of Technology (KIT) and the Rheinisch-Westfaelische Technische Hochschule (RWTH) Aachen, in co-operation with the Forschungszentrum Juelich (FZJ). Modul B has been executed by the Zentrum fuer Interdisziplinaere Risiko- und Innovationsforschung der Universitaet Stuttgart (ZIRIUS). The overall coordination has been carried out by the Deutsche Akademie der Technikwissenschaften (acatech). The social implications have been evaluated in module B based on the analysis of the scientific and technological aspects in module A. Recommendations for communication and actions to be taken for the future positioning of P and T have been developed. In the project part, coordinated by HZDR - status of R and D - an overview on the whole topic P and T is given. The topic is opened by a short description of reactor systems possible for transmutation. In the following the R and D status of separation technologies, safety technology, accelerator technology, liquid metal technology, spallation target development, transmutation fuel and structural material development, as well as waste conditioning is described. The topic is completed by the specifics of transmutation systems, the basic physics and core designs, the reactor physics, the simulation tools and the development of Safety Approaches. Additionally, the status of existing irradiation facilities with fast neutron spectrum is described. Based on the current R and D status, the research and technology gaps in the topics: separation and conditioning, accelerator and spallation target, and reactor are characterized and a strategy as well as a roadmap for closing these gaps has been developed. In addition the major contributions of HZDR to the main project are described. The major parts are the description of the potential and the limits of P and T, the requirements and challenges for transmutation systems and the related efficiency, as well as the safety features of accelerator driven subcritical systems including the transient behavior and the safety characteristics.

    The project Climate protection, natural resources management and soil improvement by combined Energetic and Material Utilization of lignocellulosic agricultural WAstes and residues (CEMUWA) was implemented with long-term partners from Egypt and Germany leaded by the Department Waste Management and Material Flow from September 2011 until October 2013. Aim of the project was the development of technologies for the utilization of agricultural wastes and residues at the example of rice straw, with the focus on the energetic and material use. In the long term a contribution to climate protection and natural resource management could be reached. The focus was on investigations in the field of biogas, ethanol and butanol production including pretreatment as well as the material use in horticulture. The results show that the biogas and ethanol production with adapted pretreatments of rice straws is possible. The technical adaptation of a biogas plant (eo-digestion) would be associated with about 20% higher investment costs and higher operating costs with an approximately 15% higher energy demand. In Germany, however, this may still economically by the substitution of expensive or difficult available energy crops (reduction of substrate costs by 30 to 35% for a 600 kWel-BGP using maize silage). The investigated solutions for material use in Egypt showed good results, which in some cases exceeded the expectations. By the use of rice straw imported peat substrates could be substitute or irrigation water saved, what is ecologically and economically useful. The production of ethanol from rice straw was implemented on laboratory scale and preconditions for investigations in semi-industrial and partly pilot scale were created. The bilateral project'' was funded in the framework of the German-Egypt-Research-Fond (GERF) by the German Federal Ministry of Education and Research (BMBF) and the Egyptian Science and Technology Development Fund in Egypt (STDF). The total budget was 225.000,- EUR (funding for the University of Rostock: 87.813,00 EUR, for the Egyptian partners: 99.909,00 EUR).

Dabei beruecksichtigte die Bearbeitung folgende grundsaetzlichen Positionen: - Die VGB-Mitgliedsunternehmen sind bereit, sich an der Loesung der oben genannten Aufgaben zu beteiligen, soweit dies ohne Beeintraechtigung ihrer Verpflichtungen zur Energieversorgung moeglich ist. - Die Uebernahme derartiger Verpflichtungen kann nur unter Wahrung der genehmigungsrechtlichen Voraussetzungen erfolgen. Dies gilt fuer die Qualitaet und die anfallenden Mengen der zu uebernehmenden Abfaelle, fuer die Emissionen und fuer die Entsorgung der Verbrennungsrueckstaende. - Der Betrieb von Kraftwerksanlagen beinhaltet eine weitgehende Verwertung der anfallenden Prozessrueckstaende, die nach Moeglichkeit durch die Mitverbrennung nicht beeintraechtigt werden darf. - Die technische Aufgabe der Mitverbrennung von geeigneten Rueckstaenden und Abfaellen ist in der Regel loesbar. Sie stellt eine Alternative und Ergaenzung zu reinen Abfallverwertungsanlagen oder Anlagen zur Verwertung von geeigneten Rueckstaenden dar. Darueber hinaus sind einige Unternehmen daran interessiert, durch Abschoepfen der Zuzahlungen fuer diese Abfallverwertung wirtschaftliche Vorteile zu erlangen. Eine VGB-Arbeitsgruppe hat sich bereits 1990 bis 1992 auf dieser Basis mit der Mitverbrennung auseinandergesetzt und die Grundlagen fuer die im folgenden dargestellten Ueberlegungen erarbeitet. Verbesserungen der Prozesstechniken bei galvanotechnischen und metallchemischen Verfahren bieten deshalb eine wirksame Moeglichkeit, die Ursachen dieser Umweltbelastung zu verringern. Ziel dieses Teilvorhabens war es, potentielle Optimierungsmoeglichkeiten fuer die betrachteten Unternehmen oekologisch und oekonomisch zu beurteilen und bei der Optimierung mitzuwirken. Fuer dieses Teilvorhaben wurde festgelegt, im Sinne der systemanalytischen Bottom-up-Vorgehensweise zu arbeiten. Daraus ergibt sich fuer die methodische Vorgehensweise eine Ableitung des verallgemeinerungsfaehigen Instrumentes aus der Analyse der Vorgehensweisen bei den speziellen Beispielen, die als Musterloesungen bearbeitet werden. Mit der Vorgabe des methodischen Rahmens erfolgte eine Vorauswahl der methodischen Elemente aus der Oekobilanzmethode und der Betriebswirtschaftslehre. Zusaetzlich zu diesen beiden Methoden wurden zur inhaltlichen und strukturellen Gliederung verfahrenstechnische und systemanalytische Methoden angewandt. Innerhalb dieses Teilvorhabens wurde fuer die Zielerfuellung ein objektives Beurteilungs- und Optimierungsinstrument entwickelt und erprobt. Mit Hilfe dieses Instrumentes koennen Veraenderungen in einem System dahingehend beurteilt werden, ob sie in den Gesamtsystemgrenzen die oekologischen und oekonomischen Belastungen tatsaechlich reduzieren. Zur Unterstuetzung des Instrumentes wurden mehrere EDV-Programme genutzt und entwickelt. Des weiteren wurden verallgemeinerungsfaehige Prozessmodelle erarbeitet und Algorithmen zur Ermittlung und Durchsetzung von stoffflussminimierten Technologien abgeleitet und in allgemeingueltiger Weise dargestellt. The Planeness of framed GEM foils was determined, whereby height differences up to 1 mm resulted. [German] Im Rahmen des Detektorkonzeptes International Linear Detector fuer das kuenftige Beschleunigerprojekt International Linear Collider, an dem Elektronen und Positronen bei Schwerpunktsenergien von 500 GeV zur Kollision gebracht werden, soll eine Zeit-Projektions-Kammer als zentrale Spurkammer eingesetzt werden. Mit der Verwendung einer derartigen Kammer als Spurdetektor ist eine dreidimensionale Rekonstruktion der Spurpunkte moeglich. Durchfliegt ein Teilchen das Gasvolumen innerhalb der Kammer, ionisiert es einzelne Gasatome und die entstandenen Elektronen bewegen sich nach der Verstaerkung in der GEM-Anordnung (engl. Gas Electron Multiplier) zur Anode, so dass eine zweidimensionale Projektion der Teilchenspur moeglich ist. Die dritte Dimension wird aus der Driftzeit der Elektronen errechnet. Die Vorteile dieses Auslesesystems bestehen darin, dass eine bessere Ortsaufloesung als mit einer Vieldraht-Proportional-Kammer erreicht wird und die rueckdriftenden Ionen stark unterdrueckt werden koennen. Ziel dieser Arbeit sind Untersuchungen fuer ein GEM-Modul, das in einem grossen TPCPrototypen genutzt werden soll. Hinsichtlich verschiedener Anforderungen gilt es unterschiedliche GEMs zu vergleichen, um eine optimale Auswahl treffen zu koennen. In einem am DESY vorhandenen kleinen Prototypen wurden Messungen zur Erfassung von GEM-beschreibenden Parametern durchgefuehrt. Die Inbetriebnahme der Test-TPC war Bestandteil dieser Arbeit.     The research project concerning the development of a generic concept for final repositories in crystalline rock formations has identified three different concepts for long-term safe enclosure efficacy: (i) the KBS-3 concept as pursued in Sweden and Finland based on corrosion resistant copper containers and bentonite buffers in vertical bore holes; (ii) The concept of ''multiple enclosure efficient rock zones'', based on several spatially separated rock zones that allow the demonstration of efficient enclosure; (iii) the concept of a ''superposed enclosure efficient rock zone'', where a sedimentary coverage of the crystalline host rock (for instance clay or salt) shows enclosure efficacy. For each of these concepts a separate final repository concept was developed covering the construction of shafts, ramps and transport routes, the preparation of boreholes, and the backfilling and closure technology, the planning of mine buildings, ventilation, time and cost estimation.

    Mankind has been living in a field of natural radiation; in Switzerland, the natural dose is around 3 mSv per year. It can be assumed that an artificial dose smaller than the natural one is harmless and can therefore be tolerated. However, nuclear power plants, medicine, industry and research produce radioactive wastes whose radioactivity is mostly higher than the natural level. These wastes must therefore be concentrated and enclosed until the decay reduces the dose rate to a harmless level. For this, it is foreseen that the radioactive wastes will be disposed of in deep-lying geological strata. The enclosure must be guarantied in such a way that, at any time, the radiation suffered by mankind and environment due to the radioactive wastes stays under the statutory limit of 1 mSv/a. The judgement of the quality of the deep underground repository is divided into 3 chapters: a) based on the geological and hydro-geological properties of the host rock, the proof of safety shows that the chosen repository site is safe for the long term; b) the proof of site guaranties that the repository needed can be built in the chosen host rock; c) the proof of implementation demonstrates that the repository can be built with the actual technical means proposed. The forecast for the development of the safety of the repository in the long term is fairly inaccurate, the most difficult factor being the developments in mankind's way of life. Therefore, conservative assumptions must be taken into account to cover even the most unlikely cases. The former project 'Gewaehr' presented by the National Co-operative for the Disposal of Nuclear Wastes (NAGRA) in 1978 was based on crystalline rock; it was rejected because it was not possible to find a sufficiently large area without geologic faults for the repository. In new investigations, NAGRA found a suitable layer of Opalinus clay in Zurich's Weinland. In the neighbourhood of the layer discovered, there are neither noticeable beds of other materials nor is there geothermal potential in deep geological layers, which could cause possible conflicts with an underground repository. NAGRA research demonstrates that the bed of Opalinus clay has sufficient dimensions, a very low permeability, undisturbed stratification and that the rock has suitable mechanical properties and exhibits long-term geological stability. As far as this site is concerned, NAGRA has shown that, at suitable depth, a sufficiently large domain of Opalinus clay exists which shows the required safety properties for a geological underground repository. For the construction of a repository, however, more scientific data has to be obtained: a) the neighbouring rock layers below and above the Opalinus clay layer must be characterised in more detail; b) the hydro-geological data bases must be widened and confirmed, including data on the neighbouring layers; c) the erosion process resulting from possible glaciers has to be better understood. On the basis of the mechanical rock properties of Opalinus clay, building a deep repository is considered possible in the layer found at the proposed depth. After disposal of the wastes, the repository will be back-filled in such a way that it would be possible to retrieve the waste containers, as long as the ramps and tunnels are not sealed. The safety of the waste disposal facility is defined by 3 main elements: a) the radioactive wastes have to be disposed of in an underground repository far from man's living environment; b) the radioactive materials must stay safely enclosed in the repository until their radioactivity has decreased through radioactive decay; c) the release of radioactive materials may not produce such levels of radioactivity that are harmful to man or the environment. For this purpose, the NAGRA project foresees many technical and natural barriers: 1) the radioactive wastes are fixed in stable chemical matrices which are practically not soluble in water; 2) the spent fuel assemblies (FA) and the high-level waste (HAA) barrels are packed into containers which guarantee absolute enclosure for at least 10,000 years; 3) the FA and HAA containers are stored in a tight Bentonite filling (cement for the low- and intermediate-level wastes, LMA) which at first slows down the access of corrosive substances to the containers and then diminishes the release of wastes; 4) the water- tightness of the surrounding Opalinus clay prevents any contact with water; 5) the rock layers above and below the Opalinus clay protect the host rock and the repository against natural or human influences; 6) the choice of a stable and settled tectonic site guarantees suitable conditions for at last 1 million years. With these characteristics for the repository, the safety analyses show that even for the most conservative conditions the calculated radioactive dose mostly remains below the statutory limit of 1 mSv/a

    A new conceptual-configurative approach and a new simulation tool for the development of an improved process and system understanding for HAW disposal systems - without and with direct long-term monitoring are presented and discussed. With regard to the final repository development, a retrievability of the heat-generating high-radioactive waste during the storage phase and a general recoverability during the first 500 years after closure of the repository in the post-closure phase are required. Both for the monitoring of the repository during the storage phase as well as thereafter, a direct monitoring of the storage horizon could be implemented as an alternative to an indirect monitoring.

    In the research project on the ''Review and development of safety-related assessments of disposal facilities with negligible heat generation; development and provision of the necessary set of tools, using the example of the Konrad disposal facility'' (3612R03410), the state of the art in science and technology of the safety-related assessments and sets of tools for building a safety case was examined. The reports pertaining to the two work packages described the further development of the methodology for accident analyses (WP 1) and of building a safety case (WP 2); also, comparisons were drawn on a national and international scale with the methods applied in the licensing procedure of the Konrad disposal facility. A safety case as well as its underlying analyses and methods always has to be brought up to date with the development of the state of the art in science and technology. In Germany, two safety cases regarding the long-term safety of disposal facilities have been prepared. These are the licensing documentation for the Konrad disposal facility in the year 1990 and the research project regarding the preliminary safety case for the Gorleben site (Vorlaeufige Sicherheitsanalyse Gorleben - VSG) in the year 2013, both reflecting the state of development of building a safety case at the respective time. Comparing the two above-mentioned examples of safety cases and taking recent international recommendations and national regulations into account, this report on Work Package 2 presents the development of the international state of the art in science and technology. This has been done by summarising the essential differences and similarities of each element of the safety case for the Konrad disposal facility on the one hand and the VSG and the international status on the other hand.
