In science "there is no bad publicity": papers criticized in comments have high scientific impact.

Comments are special types of publications whose aim is to correct or criticize previously published papers. For this reason, comments are believed to make commented papers less worthy or trusty to the eyes of the scientific community, and thus predestined to have low scientific impact. Here, we show that such belief is not supported by empirical evidence. We consider thirteen major publication outlets in science, and perform systematic comparisons between the citations accumulated by commented and non commented articles. We find that (i) commented papers are, on average, much more cited than non commented papers, and (ii) commented papers are more likely to be among the most cited papers of a journal. Since comments are published soon after criticized papers, comments should be viewed as early indicators of the future impact of criticized papers.

Public comments and responses to the 1989 Hanford cleanup five-year plan

In April 1990 the US Department of Energy (DOE) issued a site- specific Five-Year Plan (DOE-RL 1989a) on Hanford's cleanup for public review and comment. The plan guides Hanford in carrying out DOE's national plan for environmental restoration and waste management. During the 90-day public comment period, DOE held nine public meetings to answer questions and gather comments on the plan. This report is in three main sections. The first presents consolidated public comments and responses. These were compiled from both verbal comments from public meetings and written comments. The second section contains comments not responded to in this plan. Those comments were outside this plan's scope, related to how we gathered public comments, or intended for and directed to DOE-Headquarters. In the appendixes are the written comment letters we received and a short glossary and list of special terms we use. The source of comments is shown in parentheses after the comment. The individual who made the comment, the city of the public meeting, or the organization name is generally used. When several sources gave the same comment, a source was not listed. 26 refs

Self-Governance on Trial: A Public Sphere Analysis of News Website Forum Comments

Full Text Available The online public sphere offers society an opportunity to pursue self-governance through rational-critical discourse of public issues. However, testing the effectiveness of the sphere involves studying the structure of the online forum (e.g. whether the forum allows for pseudonymous comments or not and the quality of the content in the forum. This research studied online news forums on the topics of gun control and civil unions in Colorado to see what barriers to participating in the forum might exist in the structure of the forum and then what types of content was produced in the forum. The research showed that a forum allowing commenters to use a pseudonym led to comments with more exchange and critique of reasoned normative positions and use of supporting facts. However, neither the pseudonymous forum nor the identified forum had stronger levels of commitment to constructive dialogue in the forum. Also, commenters showed no reflexivity in their comments, meaning that participants were not assessing their own positions or changing their perspectives based on the arguments of others. While this shows that reducing barriers to accessing the forum helps to produce a public sphere environment, there is still work to be done in improving the level of constructive dialogue and stimulating negotiation and consensus building.

Proposed standby gasoline rationing plan: public comments

Under the proposed plan, DOE would allocate ration rights (rights to purchase gasoline) to owners of registered vehicles. All vehicles in a given class would receive the same entitlement. Essential services would receive supplemental allotments of ration rights as pririty firms. Once every 3 months, ration checks would be mailed out to all vehicle registrants, allotting them a certain amount of ration rights. These checks would then be cashed at Coupon Issuance Points, where the bearer would receive ration coupons to be used at gasoline stations. Large users of gasoline could deposit their allotment checks in accounts at ration banks. Coupons or checks would be freely exchangeable in a white market. A certain percentage of the gasoline supply would be set aside in reserve for use in national emergencies. When the plan was published in the Federal Register, public comments were requested. DOE also solicited comments from private citizens, public interest groups, business and industry, state and local governments. A total of 1126 responses were reveived and these are analyzed in this paper. The second part of the report describes how the comments were classified, and gives a statistical breakdown of the major responses. The last section is a discussion and analysis of theissue raised by commenting agencies, firms, associations, and individuals. (MCW)

The Department of Energy (DOE) Richland Field Office (RL) updated its Site-Specific Plan (DOE-RL 1991a) dealing with cleanup and operation of the Hanford Site in September 1991. The plan provides direction as to how DOE will carry out the national strategy for managing and cleaning up the Hanford Site wastes resulting from production of nuclear weapons. The plan is updated annually. We asked the public to comment on the plan during its 60-day public comment period. This report presents the comments and provides responses. The introduction explains how the comments were gathered and how we responded. This report is in four main sections: (1) comments and responses addressed locally; (2) comments forwarded to DOE-Headquarters for their response (these responses will appear in the National Five-Year Plan [DOE 1991a]); (3) comments we did not respond to here because they were outside the scope, or about how we gathered the public's comments; and (4) the appendices, which include a glossary, a list of acronyms used in the document, and the letters and cards we received reproduced in their entirety

This report provides a summary and analysis of public comments on the proposed license renewal rule for the nuclear power plants (10 CFR Part 54) published in the Federal Register on 17 July 1990. It also documents the NRC's resolution of the issues raised by the commenters. Comments from 121 organizations and 76 individuals were reviewed and analyzed to identify the issues, including those pertaining to the adequacy of the licensing basis, the performance of an integrated plant assessment, backfit considerations, and need for public hearings. The analysis included grouping of commenters' views according to the issues raised. The public comments analyzed in this report were taken into consideration in the development of the final rule and revisions to the supporting documents

In order to narrow the risk perception gap as seen in social investigations between the general public and people who are involved in nuclear industry, public comments on high-level radioactive waste (HLW) disposal have been conducted to find the significant talking points with the general public for constructing an effective risk communication model of social risk information regarding HLW disposal. Text mining was introduced to examine public comments to identify the core public interest underlying the comments. The utilized test mining method is to cluster specific groups of words with negative meanings and then to analyze public understanding by employing text structural analysis to extract words from subjective expressions. Using these procedures, it was found that the public does not trust the nuclear fuel cycle promotion policy and shows signs of anxiety about the long-lasting technological reliability of waste storage. To develop effective social risk communication of HLW issues, these findings are expected to help experts in the nuclear industry to communicate with the general public more effectively to obtain their trust. In March 1993, the US Department of Energy, Richland Operations Office (DOE-RL) published its annual Site-Specific Five-Year Plan. The Site-Specific Plan is published to inform the public about the background, status, and plans for Environmental Restoration (ER) and Waste Management (WM) activities at the Hanford site. It is the only document that seeks to bring all ER and WM elements together in one document. The Site-Specific Plan is a companion document to the National Five-Year Plan that deals with all the sites within the DOE complex on a summary level. This Response to Comments document does not try to address every question or concern raised during the public comment period. Some questions were outside the scope of the Five-Year Plan, some we could not decipher, others were variations of the same question. The initial round of public meetings was held in Portland, Oregon, and Seattle, Pasco, and Olympia, Washington. At the request of the Oregon Department of Energy (ODOE) and the Washington State Department of Ecology (Ecology), a second round of meetings was held in Portland and Olympia. Both agencies felt that the first two meetings were held with too little advance notice, and before the Plan could be distributed. Once the public meetings were over and the comment period closed, we then compiled the public comments, largely from audio tapes of the meetings. In June 1988 the Nuclear Regulatory Commission (NRC) issued for public comment the proposed Revision 2 of the Standard Review Plan (SRP) Sections 2.5.2, 3.7.1, 3.7.2. and 3.7.3. Comments were received from six organizations. Brookhaven National Laboratory (BNL) was requested by NRC to provide expert consultation in the seismic and soil-structure interaction areas for the review and resolution of these comments. For this purpose, a panel of consultants was established to assist BNL with the review and evaluation of the public comments. This review was carried out during the period of October 1988 through January 1989. Many of the suggestions given in the public comments were found to be significant and a number of modifications to appropriate SRP sections are recommended. Other public comments were found to have no impact on the proposed Revision 2 of the SRP. Major changes are recommended to the SRP sections dealing with (a) Power Spectral Density (PSD) and ground motion requirements and (b) soil-structure interaction requirements. This report contains specific recommendations to NRC for resolution of the public comments made on the proposed Revision 2 of the SRP

On February 2, 1996, the U.S. Department of Energy (DOE) issued the Draft Environmental Impact Statement for the Nevada Test Site and Off-Site Locations in the State of Nevada (NTS EIS) for review by the state of Nevada, Indian tribes, local governments, other federal agencies, groups and organizations, and the general public. The formal comment period lasted 90 days, ending May 3, 1996. As part of the comment process, the DOE held public hearings in St. George, Utah, and in Pahrump, Reno, and Las Vegas, Nevada. Community Workshops were held in Caliente, Tonopah, Boulder City, and North Las Vegas, Nevada, in conjunction with the University of Nevada Las Vegas to discuss the Draft NTS EIS. Volume 3 of the Final NTS EIS contains 3 chapters. Chapter 1 summarizes the major issues raised by the public. The Department of Energy (DOE) issued a Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials Programmatic Environmental Impact Statement (S ampersand D PEIS) (DOE/EIS-0229) on January 14, 1997. In that Record of Decision, DOE stated its decision to pursue a strategy for plutonium disposition that allows for immobilization of surplus weapons plutonium in glass or ceramic forms and irradiating the surplus plutonium as mixed oxide (MOX) fuel in existing reactors, while reserving the option to immobilize all the surplus weapons plutonium. The Department also decided that the extent to which either or both of these disposition approaches would ultimately be deployed would depend in part upon future National Environmental Policy Act (NEPA) review for surplus weapons plutonium disposition. On May 22, 1997, DOE published in the Federal Register (62 FR 28013) a Notice of Intent to prepare an environmental impact statement (tiered from the S ampersand D PEIS) on the disposition of United States' surplus weapons-usable plutonium. The purpose of the Notice of Intent was to describe DOE's proposed action, to solicit public input, and to announce the schedule for the public scoping meetings. During the public scoping period (May 22 - July 22, 1997), the public was invited to submit written comments by U.S. mail, fax, or through the Office of Fissile Materials Disposition's Website, as well as to provide oral comments by voicemail or by participating in public scoping meetings. Written and oral comments on the scope of the SPD EIS that were submitted during the formal comment period have been uniquely identified and have become part of the official record. On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

During the first quarter of 1988, the Nuclear Regulatory Commission (NRC) prepared a proposed Revision 2 to the NUREG-0800 Standard Review Plan (SRP) Sections 2.5.2 (Vibratory Ground Motion), 3.7.1 (Seismic Design Parameters), 3.7.2 (Seismic Systems Analysis) and 3.7.3 (Seismic Subsystem Analysis). The proposed Revision 2 to the SRP was a result of many years' work carried out by the NRC and the nuclear industry on the Unresolved Safety Issue (USI) A-40: ''Seismic Design Criteria.'' The background material related to NRC's efforts for resolving the A-40 issue is described in NUREG-1233. In June 1988, the proposed Revision 2 of the SRP was issued by NRC for public review and comments. Comments were received from Sargent and Lundy Engineers, Westinghouse Electric Corporation, Stevenson and Associates, Duke Power Company, General Electric Company and Electric Power Research Institute. In September 1988, Brookhaven National Laboratory (BNL) and its consultants (C.J. Costantino, R.P. Kennedy, J. Stevenson, M. Shinozuka and A.S. Veletsos) were requested to carry out a review of the comments received from the above six organizations. The objective of this review was to assist the NRC staff with the evaluation and resolution of the public comments. This review was initiated during October 1988 and it was completed on January 1989. As a result of this review, a set of modifications to the above mentioned sections of the SRP were recommended by BNL and its consultants. This paper summarizes the recommended modifications. 4 refs

Sexist comments are not perceived equally in the eyes of women. We extend previous research by examining the degree to which multiple types of potentially sexist comments made by multiple types of men are perceived as sexist. Further, we examine the degree to which three possible mediators--prototypicality, perceived intent, and interdependence--explained these effects. Female undergraduate students (N = 248) were randomly assigned to read a scenario in which a hostile sexist, benevolent sexist, or objectifying comment was made by one of three types of men: a stranger, their boss, or their boyfriend. Results demonstrate that hostile sexism was perceived as more sexist than benevolent sexism or objectification. Comments made by boyfriends were also rated as less sexist than those made by bosses or strangers. Furthermore, perceptions of prototypicality of the comment or perpetrator and perceived intent to harm mediated the effect of study manipulations on perceptions of sexism.

Full Text Available Given the variation in human papillomavirus (HPV vaccine coverage across Canada, and debate regarding delivery of HPV vaccines in Catholic schools, we studied online comments on Canadian news websites to understand public perceptions of HPV and HPV vaccine.We searched English- and French-language Canadian news websites for 2012 articles that contained the terms "HPV" or "human papillomavirus." Articles about HPV vaccinations that contained at least one comment were included. Two researchers independently coded comments, analyzing them for emerging themes.We identified 3073 comments from 1198 individuals in response to 71 news articles; 630 (52.6% individuals expressed positive sentiments about HPV vaccination (2.5 comments/individual, 404 (33.7% were negative (3.0 comments/individual, 34 (2.8% were mixed (1.5 comments/individual and 130 (10.8% were neutral (1.6 comments/individual. Vaccine-supportive commenters believed the vaccine is safe and effective. Common themes in negative comments included concerns regarding HPV vaccine safety and efficacy, distrust of pharmaceutical companies and government, and belief that school-age children are too young for HPV vaccine. Many comments focused on whether the Catholic Church has the right to inform health policy for students, and discussion often evolved into debates regarding HPV and sexual behaviour. We noted that many individuals doubted the credibility of vaccine safety information.The majority of commenters do not appear to be against HPV vaccination, but public health messaging that focuses on both the vaccine's safety profile, and its use as a means to prevent cancer rather than sexually transmitted HPV infection may facilitate its acceptance.

This report summarizes public participation in the environmental scoping process for the Puget Sound Reinforcement Project, a Bonneville Power Administration (BPA) and Puget Sound area utilities study of voltage stability in northwestern Washington state. The environmental scoping phase of the Puget Sound project consisted of a series of public meetings and a public comment period. The content of these meetings is summarized in 2.0, Public Involvement. In 3.0, Comment Summary, the report summarizes comments received via meetings, mail and phone. The report ends with a description of the next steps in the project. Chapter 4.0, describes the decision process to be used by BPA and area utilities. The authors investigated the effects of reading different types of online comments about a company on people's attitude change based on individual's prior attitude toward the company. Based on Social Judgment Theory, several hypotheses were tested. The results showed that the effects of online comments interact with individuals' prior attitudes toward a corporation. People with a strong negative attitude toward a corporation were less influenced by other's online comments than people with a neutral attitude in general. However, people with a prior negative attitude were more affected by refutational two-sided comments than one-sided comments. The results suggest that the effects of user generated content should be studied in a holistic manner, not only by investigating the effects of online content itself, but also by examining how others' responses to the content shape or change individuals' attitudes based on their prior attitudes.

The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for the decommissioning of NRC-licensed facilities. As part of this rulemaking, On August 20, 1994 the NRC published a proposed rule for public comment. Paragraph 20.1406(b) of the proposed rule would require that the licensee convene a Site Specific Advisory Board (SSAB) if the licensee proposed release of the site for restricted use after decommissioning. To encourage comment the NRC held a workshop on the subject of $SABs on December 6, 7, and 8, 1994. This report summarizes the 567 comments categorized from the transcript of the workshop. The commenters at the workshop generally supported public participation in decommissioning cases. Many participants favored promulgating requirements in the NRC's rules. Some industry participants favored relying on voluntary exchanges between the public and the licensees. Many participants indicated that a SSAB or something functionally equivalent is needed in controversial decommissioning cases, but that some lesser undertaking can achieve meaningful public participation in other cases. No analysis or response to the comments is included in this report

The Act requires that the DOE issue general guidelines for the recommendation of sites for repositories. The guidelines are to be developed in consultation with three Federal agencies (the Council on Environmental Quality, the US Environmental Protection Agency, and the US Geological Survey) and with interested Governors and issued with the concurrence of the US Nuclear Regulatory Commission. To meet this directive, the DOE convened a task force of program experts to develop proposed guidelines, issued the proposed guidelines on February 7, 1983, and invited comments from the specified Federal agencies, interested Governors, and the general public. Public hearings on the proposed guidelines were held in March at the following locations: Chicago, New Orleans, Washington, DC, Salt Lake City, and Seattle. After considering the resulting comments and preparing responses to them, the task force prepared a draft of this comment-response document and a set of alternative guidelines; these documents were issued on May 27, 1983. This document summarizes the record of comments that directly led to the alternative guidelines of May 27, 1983. It contains synopses of comments, presents the responses of the task force to the comments, and briefly describes how the proposed guidelines of February 7, 1983, were revised to produce the alternative guidelines of May 27, 1983. 13 references

In 2014, the National Institutes of Health (NIH) requested public comments on a draft policy requiring NIH-funded, U.S.-based investigators to use a single institutional review board (sIRB) for ethical review of multicenter studies. The authors conducted a directed content analysis and qualitative summary of the comments and discuss how they shaped the final policy. Two reviewers independently assessed support for the policy from a review of comments responding to the draft policy in 2016. A reviewer conducted an open text review to identify prespecified and additional comment themes. A second researcher reviewed 20% of the comments; discrepancies were resolved through discussion. The NIH received 167 comments: 65% (108/167) supportive of the policy, 23% (38/167) not supportive, and 12% (21/167) not indicating support. Clarifications or changes to the policy were suggested in 102/167 comments (61%). Criteria for selecting sIRBs were addressed in 32/102 comments (31%). Also addressed were IRB responsibilities (39/102; 38%), cost (27/102; 26%), the role of local IRBs (14/102; 14%), and allowable policy exceptions (19/102; 19%). The NIH further clarified or provided additional guidance for selection criteria, IRB responsibilities, and cost in the final policy (June 2016). Local IRB reviews and exemptions guidance were unchanged. In this case study, public comments were effective in shaping policy as the NIH modified provisions or planned supplemental guidance in response to comments. Yet critical knowledge gaps remain and empirical data are necessary. The NIH is considering mechanisms to support the establishment of best practices for sIRB implementation.

The Environmental Protection Agency (EPA) is currently developing standards for the management, storage, and disposal of Low-Level Radioactive Waste (LLW). The Atomic Energy Act delegated EPA, among other provisions, the authority to establish generally applicable standards for the disposal of radioactive waste to ensure that the public and the environment are adequately protected from potential radiation impacts. As an initial effort to open communications on a standard for LLW, the Agency developed a preproposal draft (Preproposal Draft of 40 CFR Part 193 - 30 Nov 94) and circulated it to interested parties for review and comment. The extended comment period ended April 12, 1995. A summary of the comments received and analyzed to date follows. After all comments have been analyzed, the rule will undergo an Agency clearance process and be sent to the Office of Management and Budget for review. Full Text Available During the 2009 H1N1 pandemic, a vaccine was made available to all Canadians. Despite efforts to promote vaccination, the public's intent to vaccinate remained low. In order to better understand the public's resistance to getting vaccinated, this study addressed factors that influenced the public's decision making about uptake. To do this, we used a relatively novel source of qualitative data--comments posted on-line in response to news articles on a particular topic. This study analysed 1,796 comments posted in response to 12 articles dealing with H1N1 vaccine on websites of three major Canadian news sources. Articles were selected based on topic and number of comments. A second objective was to assess the extent to which on-line comments can be used as a reliable data source to capture public attitudes during a health crisis. The following seven themes were mentioned in at least 5% of the comments (% indicates the percentage of comments that included the theme: fear of H1N1 (18.8%; responsibility of media (17.8%; government competency (17.7%; government trustworthiness (10.7%; fear of H1N1 vaccine (8.1%; pharmaceutical companies (7.6%; and personal protective measures (5.8%. It is assumed that the more frequently a theme was mentioned, the more that theme influenced decision making about vaccination. These key themes for the public were often not aligned with the issues and information officials perceived, and conveyed, as relevant in the decision making process. The main themes from the comments were consistent with results from surveys and focus groups addressing similar issues, which suggest that on-line comments do provide a reliable source of qualitative data on attitudes and perceptions of issues that emerge in a health crisis. The insights derived from the comments can contribute to improved communication and policy decisions about vaccination in health crises that incorporate the public's views.

Based on the request of the US Department of Energy, the Centers for Disease Control of the US Department of Health and Human Services organized a panel to review the feasibility and usefulness of conducting further epidemiologic studies of delayed health effects around the Department of Energy's Savannah River Plant. The review and recommendations of the panel were documented in a report entitled Epidemiologic Projects Considered Possible to Undertake in Populations Around the Savannah River Plant. On November 30, 1984, the Department of Energy announced in the Federal Register (49 FR 47095) the conduct of a public meeting and a 30-day public comment period between December 1 and December 30, 1984, on the recommendations of the review panel. Based on the request of the US Department of Energy, the Centers for Disease Control of the US Department of Health and Human Services organized a panel to review the feasibility and usefulness of conducting further epidemiologic studies of delayed health effects around the Department of Energy's Savannah River Plant. The review and recommendations of the panel were documented in a report entitled Epidemiologic Projects Considered Possible to Undertake in Populations Around the Savannah River Plant. On November 30, 1984, the Department of Energy announced in the Federal Register (49 FR 47095) the conduct of a public meeting and a 30-day public comment period between December 1 and December 30, 1984, on the recommendations of the review panel. Based on the requests of individuals and representatives of organizations attending the December 18, 1984, public meetings, the Department of Energy subsequently announced in the Federal Register on December 31, 1984 (49 FR 50767) an extension of the public comment period to January 31, 1985. This report documents the public meeting and comment process, and provides responses to the public comments that were submitted during this process. In addition, this report contains the Department of Energy's position based on the recommendations of the Centers for Disease Control review panel and the public comments. 23 refs., 16 tabs.

Notice of availability of the draft environmental impact statement for storage of US spent power reactor fuel was published by DOE in the Federal Register on September 6, 1978. A subsequent notice was published in the Federal Register on December 14, 1978, on the availability of the draft EISs on storage of foreign fuel, on charge for spent fuel storage, and a supplement to the draft EIS on storage of US fuel. Copies of the draft EISs were distributed for review and comment by appropriate Federal agencies, state governments, and other organizations and individuals who were known to have an interest in spent fuel storage activities and those who requested them. Comments and views concerning the draft EISs were requested from other interested agencies, organizations, and individuals by means of the Federal Register notices. Approximately 1600 copies each of the draft Domestic, Foreign, and Charge EISs were distributed for comment. The closing date for comments to be received on the draft EISs was February 15, 1979. Copies of the EISs (upon publication) and comment letters received were placed for public inspection in DOE public document rooms at 10 locations throughout the country. To the extent practicable, comments received after the closing date were also considered in the preparation of the final EIS. A total of 78 comment letters (some with supplements) were received. Objective: To examine how journals and magazines disseminate research evidence and guidance on best practice to health professionals by aligning commentaries on measles, mumps, and rubella vaccine (MMR) evidence in journals with key events in the MMR controversy. Design: Content analysis. Data sources: Comment articles in six commonly read UK publications. Main outcome measures: Number of comment pieces by publication, year and article type; trends in the focus, tone and inclusion of recommendations on MMR. Results: 860 articles met the inclusion criteria (BMJ n = 104, Community Practitioner n = 45, Health Visitor n = 24, Practice Nurse n = 61, Nursing Standard n = 61 and Pulse n = 565). Of these 860 comment pieces, 264 made some reference to evidence endorsing the safety of MMR. Around one in 10 were rated as negative (10.9%, n = 29) or neutral (11.3%, n = 30) in relation to MMR safety, and nearly a quarter (22.7%, n = 60) were rated as mixed. Following the publication of Wakefield et al’s 1998 paper there was a period of neutrality. In 2000, despite growing public concerns and widespread media coverage, fewer than 20 comment pieces were published. Less than a quarter of comment pieces (n = 196, 22.7%) included recommendations. Conclusion: While a period of neutrality may reflect a professional response to uncertainty by holding back until consensus emerges, it may also represent a missed opportunity to promote evidence-based practice. This volume contains several appendices. Appendix A contains the list of individuals and organizations providing comments at various stages of the rulemaking process. The names of commenters at the public meetings are listed in the order that they spoke at the meeting; those who submitted written comments are listed by docket number. Appendix B contains the summaries of comments made. Each comment summary is identified by a unique comment number. Appendix C presents the concerns and NRC staff responses. Each concern embodies one or more comments on similar or related issues. The associated comment numbers are referenced for each concern. The concerns are organized by topic areas. Human comment dynamics in on-line social systems

Human comment is studied using data from ‘tianya’ which is one of the most popular on-line social systems in China. We found that the time interval between two consecutive comments on the same topic, called inter-event time, follows a power-law distribution. This result shows that there is no characteristic decay time on a topic. It allows for very long periods without comments that separate bursts of intensive comments. Furthermore, the frequency of a different ID commenting on a topic also follows a power-law distribution. It indicates that there are some “hubs” in the topic who lead the direction of the public opinion. Based on the personal comments habit, a model is introduced to explain these phenomena. The numerical simulations of the model fit well with the empirical results. Our findings are helpful for discovering regular patterns of human behavior in on-line society and the evolution of the public opinion on the virtual as well as real society.

Agreement was reached in principle between State/Territory and the Commonwealth of Australia Governments that a suitable site for a radioactive wastes repository must be found. The discussion papers resulting from the Phase 1 and Phase 2 of the site selection study were released for public comment. The national repository will be for disposal of low level and short-lived intermediate level radioactive wastes streaming from the medical, research and industrial use of radioisotopes in Australia. The purpose of this report is to summarise and respond in general terms to comment received on the discussion paper -Phase 2 of the study. Forty five submissions were received. Of these: 18 supported the Phase 2 study approach and the concept of a national repository; 13 did not state a clear position but either requested more information or provided constructive comment on the siting process; 7 supported the site selection approach and the repository concept but suggested that the repository should not be sited in a particular area; 3 opposed the siting of the repository in their vicinity but not necessarily the repository concept and site selection approach; 4 opposed the concept of a national repository. This compares with 124 submissions on Phase 1 of the study, of which 57 opposed the national repository concept (52 of these were from letters elicited by Greenpeace) and 48 supported the establishment of a national repository and the site selection approach proposed. 3 figs

This PEIS assesses the potential impacts of alternative management strategies for depleted uranium hexafluoride (UF 6 ) currently stored at three DOE sites: Paducah site near Paducah, Kentucky, Portsmouth site near Portsmouth, Ohio; and K-25 site on the Oak Ridge Reservation, Oak Ridge, Tennessee. The alternatives analyzed in the PEIS include no action, long-term storage as UF 6 , long-term storage as uranium oxide, use as uranium oxide, use as uranium metal, and disposal. DOE's preferred alternative is to begin conversion of the depleted UF 6 inventory as soon as possible, either to uranium oxide, uranium metal, or a combination of both, while allowing for use of as much of this inventory as possible. This volume of the Final PEIS contains the comments and DOE's responses to comments received during the comment period. Chapter 2 contains photocopies of written submissions received by DOE on the Draft PEIS; DOE's responses to those comments are listed in Chapter 3. Full Text Available Regular consumption of sugar sweetened beverages (SSBs is associated with weight gain, type 2 diabetes, and dental caries. The UK will introduce a levy on the manufacturers of SSBs in 2018. Details will be negotiated over the next two years. How the UK public views SSB taxes is likely to be an important determinant of the content and success of the final policy. We aimed to capture the views, ideas and concerns of commenters on major UK news websites on SSB taxes.We conducted a qualitative analysis of reader comments to online news coverage of one proposal for an SSB tax in the UK. 1645 comments on four articles were included. Three underpinning themes influenced support or opposition to the tax: the balance between individual responsibility and autonomy, and population need; mistrust of the intention of the proposed tax and those promoting it; and variations in the perceived complexity of unhealthy diets and obesity associated with variations in what are considered appropriate interventions. Arguments under each theme were used to justify both support and opposition in different cases.As the final form of the UK SSB tax is negotiated, effort should be made to address the concerns we identified. Our results suggest these efforts could usefully focus on emphasising the social and environmental determinants of diet and obesity, reinforcing the benefits of the tax to the NHS, and pitching the tax as playing into a variety of different conceptualisations of obesity.

To investigate these issues, we examined the strength of positive and negative sentiment expressed in response to TEDx and TED-Ed talks posted on YouTube (n = 655, the effect of several variables on comment and reply sentiment (n = 774,939, and the projected effects that sentiment-based moderation would have had on posted content. We found that most comments and replies were neutral in nature and some topics were more likely than others to elicit positive or negative sentiment. Videos of male presenters showed greater neutrality, while videos of female presenters saw significantly greater positive and negative polarity in replies. Animations neutralized both the negativity and positivity of replies at a very high rate. Gender and video format influenced the sentiment of replies and not just the initial comments that were directed toward the video. Finally, we found that using sentiment as a way to moderate offensive content would have a significant effect on non-offensive content. These findings have far-reaching implications for social media platforms and for those who encourage or prepare students and scholars to participate online.

Currently, the increasing number of article submissions to scientific journals forces editors to be more selective in their acceptance of papers. Consequently, editors have increased the frequency of their use of scientific referee mechanisms. For many researchers, the publication of a scientific article in a high impact factor journal is a gradual and difficult process. After preparation and submission of a manuscript, one of the most important issue is responding to the comments of referees. However, there is a paucity of published reports in the literature describing how to respond to these comments. The aim of this review is to assist researchers/authors in responding to referee comments as part of the publication process for scientific articles.

Detecting spam comments on Indonesia’s Instagram posts

In this paper we experimented with several feature sets for detecting spam comments in social media contents authored by Indonesian public figures. We define spam comments as comments which have promotional purposes (e.g. referring other users to products and services) and thus not related to the content to which the comments are posted. Three sets of features are evaluated for detecting spams: (1) hand-engineered features such as comment length, number of capital letters, and number of emojis, (2) keyword features such as whether the comment contains advertising words or product-related words, and (3) text features, namely, bag-of-words, TF-IDF, and fastText embeddings, each combined with latent semantic analysis. With 24,000 manually-annotated comments scraped from Instagram posts authored by more than 100 Indonesian public figures, we compared the performance of these feature sets and their combinations using 3 popular classification algorithms: Na¨ıve Bayes, SVM, and XGBoost. We find that using all three feature sets (with fastText embedding for the text features) gave the best F 1-score of 0.9601 on a holdout dataset. More interestingly, fastText embedding combined with hand-engineered features (i.e. without keyword features) yield similar F 1-score of 0.9523, and McNemar’s test failed to reject the hypothesis that the two results are not significantly different. This result is important as keyword features are largely dependent on the dataset and may not be as generalisable as the other feature sets when applied to new data. For future work, we hope to collect bigger and more diverse dataset of Indonesian spam comments, improve our model’s performance and generalisability, and publish a programming package for others to reliably detect spam comments.

When one talks of public involvement, one immediately thinks of a public hearing. Six problems with the public hearing system are listed and discussed. The constraints involved in the public hearing process are: 1) asking for technical information from general folks; 2) overwhelming the public with complex information; 3) having a format that intimidates the speaker and allows no opportunity for useful dialogue; 4) obtaining a skewed picture of an issue because one hasn't had truly representative comments; 5) citizens having overblown expectations of what public involvement means, and becoming frustrated and cynical when their advice isn't heeded; and 6) convincing the powers that be that a comprehensive program is a wise investment. Comparing types of local public health agencies in North Carolina.

Some states are considering restructuring local public health agencies (LPHAs) in hopes of achieving long-term efficiencies. North Carolina's experience operating different types of LPHAs, such as county health departments, district health departments, public health authorities, and consolidated human services agencies, can provide valuable information to policy makers in other states who are examining how best to organize their local public health system. To identify stakeholders' perceptions of the benefits and challenges associated with different types of LPHAs in North Carolina and to compare LPHA types on selected financial, workforce, and service delivery measures. Focus groups and key informant interviews were conducted to identify stakeholders' perceptions of different LPHA types. To compare LPHA types on finance, workforce, and service delivery measures, descriptive statistical analyses were performed on publicly available quantitative data. North Carolina. Current and former state and local public health practitioners, county commissioners, county managers, assistant managers, state legislators, and others. In addition to identifying stakeholders' perceptions of LPHA types, proportion of total expenditures by funding source, expenditures per capita by funding source, full-time equivalents per 1000 population, and percentage of 127 tracked services offered were calculated. Stakeholders reported benefits and challenges of all LPHA types. LPHA types differ with regard to source of funding, with county health departments and consolidated human services agencies receiving a greater percentage of their funding from county appropriations than districts and authorities, which receive a comparatively larger percentage from other revenues. Types of LPHAs are not entirely distinct from one another, and LPHAs of the same type can vary greatly from one another. Is the future of meat palatable? Perceptions of in vitro meat as evidenced by online news comments.

To understand current public perceptions of in vitro meat (IVM) in light of its potential to be a more environmentally sustainable alternative to conventional meat. A qualitative content analysis of the comments made on online news articles highlighting the development of IVM and the world's first IVM hamburger in August 2013. News article comment sections across seven US-based online news sources (The New York Times, The Los Angeles Times, The Washington Post, The Wall Street Journal, USA Today, Cable News Network and National Public Radio). Four hundred and sixty-two commenters who made eight hundred and fourteen publicly available online comments addressing IVM. Key themes in commenter perceptions of IVM included environmental and public health benefits, but also negative themes such as IVM's status as an unnatural and unappealing food. Overall, the tone of comments was more negative than positive. Findings suggest that while the environmental and public health motivations for developing and in turn consuming IVM resonate with some segments of the population, others find that reasoning both uncompelling and problematic. Concerns about IVM as an unnatural and risky product also appear to be a significant barrier to public acceptance of IVM. Supporters of IVM may wish to begin to develop a regulatory strategy for IVM to build public trust and explore messaging strategies that cast IVM as a new technology with benefits to individuals rather than primarily a solution to global challenges. Those in the public health nutrition field can make an important contribution to the emerging public discussion about IVM.

The US Department of Energy has the responsibility for developing the technology required for managing commercial radioactive wastes in an environmentally acceptable manner. As part of this responsibility, DOE has prepared a draft environmental impact statement on the management of commercially generated radioactive waste. The draft GEIS is intended to provide environmental input for the selection of an appropriate program strategy for the permanent isolation of commercially generated high-level and transuranic wastes. This report provides the NRC position with respect to the reactor pressure vessel safety analysis required according to the rules given in the Code of Federal Regulations, Title 10 (10 CFR). An analysis is required whenever neutron irradiation reduces the Charpy V-notch upper shelf energy level in the vessel steel to 50 ft-lb or less. Task A-11 was needed because the available engineering methodology for such an analysis utilized linear elastic fracture mechanics principles, which could not fully account for the plastic deformation or stable crack extension expected at upper shelf temperatures. The Task A-11 goal was to develop an elastic-plastic fracture mechanics methodology, applicable to the beltline region of a pressurized water reactor vessel, which could be used in the required safety analysis. The goal was achieved with the help of a team of recognized experts. Medical and public health societies advocate that healthcare providers (HCPs) counsel at-risk patients to reduce firearm injury risk. Anonymous online media comments often contain extreme viewpoints and may therefore help in understanding challenges of firearm safety counseling. To help inform injury prevention efforts, we sought to examine commenters' stated opinions regarding firearm safety counseling HCPs. Qualitative descriptive analysis of online comments posted following news items (in May-June, 2016) about a peer-reviewed publication addressing when and how HCPs should counsel patients regarding firearms. Among 871 comments posted by 522 individuals, most (57%) were generally negative toward firearm discussions, 17% were positive, and 26% were neutral/unclear. Two major categories and multiple themes emerged. "Areas of agreement" included that discussions may be valuable (1) when addressing risk of harm to self or others, (2) in pediatric injury prevention, and (3) as general safety education (without direct questioning), and that (4) HCPs lack gun safety and cultural knowledge. "Areas of tension" included whether (1) firearms are a public health issue, (2) counseling is effective prevention practice, (3) suicide could/should be prevented, and (4) firearm safety counseling is within HCPs' purview. Among this set of commenters with likely extreme viewpoints, opinions were generally negative toward firearm safety conversations, but with some support in specific situations. Providing education, counseling, or materials without asking about firearm ownership was encouraged. Engaging firearm advocates when developing materials may enhance the acceptability of prevention activities.

Full Text Available The aim of this study was to understand online public perceptions of the debate surrounding the choice of annual influenza vaccinations or wearing masks as a condition of employment for healthcare workers, such as the one enacted in British Columbia in August 2012.Four national and 82 local (British Columbia Canadian online news sites were searched for articles posted between August 2012 and May 2013 containing the words "healthcare workers" and "mandatory influenza vaccinations/immunizations" or "mandatory flu shots and healthcare workers." We included articles from sources that predominantly concerned our topic of interest and that generated reader comments. Two researchers coded the unedited comments using thematic analysis, categorizing codes to allow themes to emerge. In addition to themes, the comments were categorized by: 1 sentiment towards influenza vaccines; 2 support for mandatory vaccination policies; 3 citing of reference materials or statistics; 4 self-identified health-care worker status; and 5 sharing of a personal story.1163 comments made by 648 commenters responding to 36 articles were analyzed. Popular themes included concerns about freedom of choice, vaccine effectiveness, patient safety, and distrust in government, public health, and the pharmaceutical industry. Almost half (48% of commenters expressed a negative sentiment toward the influenza vaccine, 28% were positive, 20% were neutral, and 4% expressed mixed sentiment. Of those who commented on the policy, 75% did not support the condition to work policy, while 25% were in favour. Of the commenters, 11% self-identified as healthcare workers, 13% shared personal stories, and 18% cited a reference or statistic.The perception of the influenza vaccine in the comment sections of online news sites is fairly poor. Most Common Publication Types in Radiology Journals:: What is the Level of Evidence?

This study aimed to assess the most common publication types in radiology journals, as well as temporal trends and association with citation frequency. PubMed was searched to extract all published articles having the following "Publication Type" indices: "validation studies," "meta-analysis," "clinical trial," "comparative study," "evaluation study," "guideline," "multicenter study," "randomized study," "review," "editorial," "case report," and "technical report." The percentage of articles within each category published within clinical radiology journals was computed. Normalized percentages for each category were also computed on an annual basis. Citation counts within a 2-year window following publication were obtained using Web of Science. Overall trends were assessed. Publication types with the highest fraction in radiology journals were technical reports, evaluation studies, and case reports (4.8% to 5.8%). Publication types with the lowest fraction in radiology journals were randomized trials, multicenter studies, and meta-analyses (0.8% to 1.5%). Case reports showed a significant decrease since 1999, with accelerating decline since 2007 (P = 0.002). Publication types with highest citation counts were meta-analyses, guidelines, and multicenter studies (8.1 ± 10.7 to 12.9 ± 5.1). Publication types with lowest citation counts were case reports, editorials, and technical reports (1.4 ± 2.4 to 2.9 ± 4.3). The representation in radiology journals and citation frequency of the publication types showed weak inverse correlation (r = -0.372). Radiology journals have historically had relatively greater representation of less frequently cited publication types. Various strategies, including methodological training, multidisciplinary collaboration, national support networks, as well as encouragement of higher level of evidence by funding agencies and radiology journals themselves, are warranted to improve the impact of radiological research

Many public policy programs fail to translate ambitious headlines to on-the-ground action. The reasons for this are many and varied, but for public administration and management scholars a large part of the gap between ambition and achievement is the challenge associated with the operation of the machinery of government itself, and how it relates to the other parties that it relies on to fulfill these outcomes. In their article, Carey and Friel set out key reasons why public health scholars should seek to better understand important ideas in public administration. In commenting on their contribution, I draw out two critical questions that are raised by this discussion: (i) what are boundaries and what forms do they take? and (ii) why work across boundaries? This thesis aims to contribute to the construction of a theoretical and methodological framework for the analysis of symbolic mediations which occur in the public sphere during public debates. Firstly, we discuss the epistemological conditions of a search for ideological forms shaped by the circulation of discourses. Secondly, we show that conversations about civil nuclear power among internet users on comment boards of online news web sites are structured by a limited number of frames of intelligibility that we call 'modes of apprehension'. These modes of apprehension never occur in their canonic form: they only appear by fragments in the speech of individuals. Hence, an argumentative analysis of discourse can be used to rebuild them by reordering the multiple 'topoi' in consistent and coherent universes of meaning. Bringing out these modes of apprehension, forged and perpetuated by the circulation of discourses, has three main interests: we highlight some of the symbolic mediations of the social communication about civil nuclear power after Fukushima; we underline some of the main political and philosophical issues of the question; and we examine some of the dominant ideological sedimentations of our modernity. Using a generalized coordinate along with a proper invertible coordinate transformation, we show that the Euler–Lagrange equation used by Bagchi et al (2013 J. Phys. A: Math. Theor. 46 032001) is in clear violation of Hamilton’s principle. We also show that the Newton equation of motion they have used is not in a form that satisfies the dynamics of position-dependent mass (PDM) settings. The equivalence between the Euler–Lagrange equation and Newton’s equation is now proved and documented through the proper invertible coordinate transformation and the introduction of a new PDM byproducted reaction-type force. The total mechanical energy for the PDM is shown to be conservative (i.e., dE/dt = 0, unlike Bagchi et al's (2013) observation). (comment)

Full Text Available Current transportation planning processes often incorporate public input, but the types of engagement techniques can affect the ability of practitioners to meaningfully include local ideas. This study incorporates literature integrating communicative rationality with participatory mapping, supported by a case study focusing on two public engagement techniques. A transportation planning process in Central Texas is evaluated in terms of the geographic specificity and positionality of comments received from open-ended responses on a questionnaire and a facilitated mapping session, and reviews this input for relevance to developing a transportation plan. Although all input received from the public can be valuable in the process, location-based comments may be more actionable by transportation planners. Participants’ perceived roles likely affect their level of engagement, which planners can facilitate to maximize the quality of involvement. Planners are advised to understand the positionality of project stakeholders and professionals, designing involvement methods considering geographic specificity appropriate for each project.

New media changes the dissemination of public health information and misinformation. During a guest appearance on the Today Show, US Representative Michele Bachmann claimed that human papillomavirus (HPV) vaccines could cause "mental retardation". The purpose of this study is to explore how new media influences the type of public health information users access, as well as the impact to these platforms after a major controversy. Specifically, this study aims to examine the similarities and differences in the dissemination of news articles related to the HPV vaccination between Google News and Twitter, as well as how the content of news changed after Michele Bachmann's controversial comment. This study used a purposive sampling to draw the first 100 news articles that appeared on Google News and the first 100 articles that appeared on Twitter from August 1-October 31, 2011. Article tone, source, topics, concerns, references, publication date, and interactive features were coded. The intercoder reliability had a total agreement of .90. Results indicate that 44.0% of the articles (88/200) about the HPV vaccination had a positive tone, 32.5% (65/200) maintained a neutral tone, while 23.5% (47/200) presented a negative tone. Protection against diseases 82.0% (164/200), vaccine eligibility for females 75.5% (151/200), and side effects 59.0% (118/200) were the top three topics covered by these articles. Google News and Twitter articles significantly differed in article tone, source, topics, concerns covered, types of sources referenced in the article, and uses of interactive features. Most notably, topic focus changed from public health information towards political conversation after Bachmann's comment. Before the comment, the HPV vaccine news talked more often about vaccine dosing (Ppolitics (P=.01) and talked more about HPV vaccine eligibility for males (P=.01). Contagious comments: what was the online buzz about the 2011 Quebec measles outbreak?

Full Text Available BACKGROUND: Although interruption of endemic measles was achieved in the Americas in 2002, Quebec experienced an outbreak in 2011 of 776 reported cases; 80% of these individuals had not been fully vaccinated. We analyzed readers' online responses to Canadian news articles regarding the outbreak to better understand public perceptions of measles and vaccination. METHODS: We searched Canadian online English and French news sites for articles posted between April 2011 and March 2012 containing the words "measles" and "Quebec". We included articles that i concerned the outbreak or related vaccination strategies; and ii generated at least ten comments. Two English and two bilingual researchers coded the unedited comments, categorizing codes to allow themes to emerge. RESULTS: We analyzed 448 comments from 188 individuals, in response to three French articles and six English articles; 112 individuals expressed positive perceptions of measles vaccination (2.2 comments/person, 38 were negative (4.2 comments/person, 11 had mixed feelings (1.5 comments/person, and 27 expressed no opinion (1.1 comments/person. Vaccine-supportive themes involved the success of vaccination in preventing disease spread, societal responsibility to vaccinate for herd immunity, and refutation of the autism link. Those against measles vaccination felt it was a personal rather than societal choice, and conveyed a distrust of vaccine manufacturers, believing that measles infection is not only safe but safer than vaccination. Commenters with mixed feelings expressed uncertainty of the infection's severity, and varied in support of all vaccines based on perceived risk/benefit ratios. CONCLUSION: The anti-vaccine minority's volume of comments translates to a disproportionately high representation on online boards. Public health messages should address concerns by emphasizing that immunization is always a personal choice in Canada, and that the pharmaceutical industry is strictly

Full Text Available The research aims to highlight how the forums of the Romanian online publications may often become spaces for right-wing extremist propaganda. The case study includes about 1.000 comments of the readers, expressed on the articles about a protest of several intellectuals against a TV program of the Romanian public Television (TVR, where Corneliu Zelea Codreanu, the founder of the Iron Guard, a Nazi organization created in 1927, was presented as a romantic hero. The results of the content analysis of comments revealed the stigmatizing themes, the stereotypes and the extremist ideas identified on the forums of these articles. In addition, the comparison between the electronic platforms of the publications showed the importance of their features and of the characteristics of audiences regarding the content of the comments.

The interpersonal, dialogic features of social networking sites have untapped potential for public health communication. We ran a Facebook advertising campaign to raise statewide awareness of Michigan's newborn screening and biobanking programs. We ran a Facebook advertising campaign to stimulate public engagement on the complex and sensitive issue of Michigan's newborn screening and biobank programs. We ran an 11-week, US $15,000 Facebook advertising campaign engaging Michigan Facebook users aged 18-64 years about the state's newborn screening and population biobank programs, and we used a novel "engagement spectrum" framework to contextualize and evaluate engagement outcomes ranging from observation to multi-way conversation. The campaign reached 1.88 million Facebook users, yielding a range of engagement outcomes across ad sets that varied by objective, content, budget, duration, and bid type. Ad sets yielded 9009 page likes (US $4125), 15,958 website clicks (US $5578), and 12,909 complete video views to 100% (US $3750). "Boosted posts" yielded 528 comments and 35,966 page post engagements (US $1500). Overall, the campaign led to 452 shares and 642 comments, including 176 discussing newborn screening and biobanking. Facebook advertising campaigns can efficiently reach large populations and achieve a range of engagement outcomes by diversifying ad types, bid types, and content. This campaign provided a population-based approach to communication that also increased transparency on a sensitive and complex topic by creating a forum for multi-way interaction.
