Full Text Available Half a century after the first scientific meeting dedicated to marine spiny-skinned animals (Deuterostomia: Echinodermata was held in Washington, DC, we take this opportunity to provide information on a number of historical aspects related to the echinoderm scientific community. Apart from shedding light on the historical origins of modern echinoderm conferences, the present contribution presents photographs taken during the first meeting of echinoderm researchers in 1963 as well as during the first installments of the International Echinoderm Conference and the European Conference on Echinoderms. Furthermore, we provide background information on publication series dedicated solely to the Echinodermata as well as descriptions of selected digital resources that focus on echinoderms. Finally, we present a number of echinoderm conference logos and flyers in addition to selected information about specific echinoderm meetings.

Mock communities are an important tool for validating, optimizing, and comparing bioinformatics methods for microbial community analysis. We present mockrobiota, a public resource for sharing, validating, and documenting mock community data resources, available at http://caporaso-lab.github.io/mockrobiota/. The materials contained in mockrobiota include data set and sample metadata, expected composition data (taxonomy or gene annotations or reference sequences for mock community members), and links to raw data (e.g., raw sequence data) for each mock community data set. mockrobiota does not supply physical sample materials directly, but the data set metadata included for each mock community indicate whether physical sample materials are available. At the time of this writing, mockrobiota contains 11 mock community data sets with known species compositions, including bacterial, archaeal, and eukaryotic mock communities, analyzed by high-throughput marker gene sequencing. IMPORTANCE The availability of standard and public mock community data will facilitate ongoing method optimizations, comparisons across studies that share source data, and greater transparency and access and eliminate redundancy. These are also valuable resources for bioinformatics teaching and training. This dynamic resource is intended to expand and evolve to meet the changing needs of the omics community.

Publication rates and determinants of publication were studied based on abstracts presented at pancreatic meetings. All abstracts presented at the 1994 and 1995 annual meetings of the European Pancreatic Club (EPC) and the American Pancreatic Association (APA) were followed up by searching MEDLINE. Publication rates were compared using log-rank tests and multiple logistic regression. The prestige of the publishing journals was compared using Kruskal-Wallis tests on scientific impact factors (SIF). Overall, 340 abstracts were presented at the EPC, and 254 were presented at the APA. Of these, 203 (59.7%, EPC) and 138 (54.3%, APA) were later published in peer-reviewed journals. Publication rates did not differ by study type or country region of origin. In addition, median SIFs were similar by conference (APA vs. EPC) and research type (basic science vs. clinical studies) (overall, 1.7). However, North American and North/West European articles were published in higher impact journals as compared with those from other countries. Publication rates and median journal SIFs in pancreas research are similar to those reported from other medical specialty meetings. There is no difference by conference, type of research, or origin (North American vs. European).

Identifying Socio-Cultural Factors That Impact the Use of Open Educational Resources in Local Public Administrations

Full Text Available The goal of this paper is to define relevant barriers to the exchange of Open Educational Resources in local public administrations. Building upon a cultural model, eleven experts were interviewed and asked to evaluate several factors, such as openness in discourse, learning at the workplace, and superior support, among others. The result is a set of socio-cultural factors that shape the use of Open Educational Resources in public administrations. Significant factors are, in this respect, the independent choice of learning resources, the spirit of the platform, the range of available formats and access to technologies. Practitioners use these factors to elaborate on the readiness of public administrations towards the use of open e-Learning systems. To academic debates on culture in e-Learning, the results provide an alternative model that is contextualized to meet the demands of public sector contexts. Overall, the paper contributes to the lack of research about open e-Learning systems in the public sector, as well as regarding culture in the management of learning and knowledge exchange.

Australia, along with other countries, has introduced New Public Management (NPM) into public sector hospitals in an effort to contain healthcare costs. NPM is associated with outsourcing of service provision, the meeting of government performance indicators, workforce flexibility and rationing of resources. This study explores the impact of rationing of staffing and other resources upon delivery of care outside of business hours. Data was collected through semistructured interviews conducted with 21 nurses working in 2 large Australian metropolitan hospitals. Participants identified four strategies associated with NPM which add to workload after-hours and impacted on the capacity to deliver nursing care. These were functional flexibility, vertical substitution of staff, meeting externally established performance indicators and outsourcing. We conclude that cost containment alongside of the meeting of performance indicators has extended work traditionally performed during business hours beyond those hours when less staffing and material resources are available. This adds to nursing workload and potentially contributes to incomplete nursing care. © 2016 John Wiley & Sons Ltd.

During 11-12 August 2014, a Protein Bioinformatics and Community Resources Retreat was held at the Wellcome Trust Genome Campus in Hinxton, UK. This meeting brought together the principal investigators of several specialized protein resources (such as CAZy, TCDB and MEROPS) as well as those from protein databases from the large Bioinformatics centres (including UniProt and RefSeq). The retreat was divided into five sessions: (1) key challenges, (2) the databases represented, (3) best practices for maintenance and curation, (4) information flow to and from large data centers and (5) communication and funding. An important outcome of this meeting was the creation of a Specialist Protein Resource Network that we believe will improve coordination of the activities of its member resources. We invite further protein database resources to join the network and continue the dialogue.

The discussion was organized by the SMD Astrophysics EPO Forum through a Special Interest Group Meeting at the 2010 ASP Annual Meeting in Boulder. Our session took advantage of the simultaneous presence of EPO professionals and the Cosmos in the Classroom participants to seek out diverse perspectives on and experiences in higher education.

To identify public health open educational resources (OER) available online, map the identified OER to The Public Health Skills and Career Framework (PHSCF), and triangulate these findings with public health practitioners. Systematic online search for public health OER. An online search was undertaken using a pre-defined set of search terms and inclusion/exclusion criteria. Public health OER were then mapped against the UK PHSCF. The findings of the search were discussed with public health specialists to determine whether or not they used these resources. A number of public health OER were identified, located on 42 websites from around the world. Mapping against the UK PHSCF demonstrated a lack of coverage in some areas of public health education. It was noted that many of the OER websites identified were not those generally used in practice, and those sites preferred by public health specialists were not identified by the online search. Public health OER are available from a number of providers, frequently universities and government organizations. However, these reflect a relatively small pool of original OER providers. Tagging of websites does not always identify their public health content. In addition, users of public health OER may not use search engines to identify resources but locate them using other means. Cross-Jurisdictional Resource Sharing in Changing Public Health Landscape: Contributory Factors and Theoretical Explanations.

Local health departments (LHDs) are striving to meet public health needs within their jurisdictions, amidst fiscal restraints and complex dynamic environment. Resource sharing across jurisdictions is a critical opportunity for LHDs to continue to enhance effectiveness and increase efficiency. This research examines the extent of cross-jurisdictional resource sharing among LHDs, the programmatic areas and organizational functions for which LHDs share resources, and LHD characteristics associated with resource sharing. Data from the National Association of County & City Health Officials' 2013 National Profile of LHDs were used. Descriptive statistics and multinomial logistic regression were performed for the 5 implementation-oriented outcome variables of interest, with 3 levels of implementation. More than 54% of LHDs shared resources such as funding, staff, or equipment with 1 or more other LHDs on a continuous, recurring basis. Results from the multinomial regression analysis indicate that economies of scale (population size and metropolitan status) had significant positive influences (at P ≤ .05) on resource sharing. Engagement in accreditation, community health assessment, community health improvement planning, quality improvement, and use of the Community Guide were associated with lower levels of engagement in resource sharing. Doctoral degree of the top executive and having 1 or more local boards of health carried a positive influence on resource sharing. Cross-jurisdictional resource sharing is a viable and commonly used process to overcome the challenges of new and emerging public health problems within the constraints of restricted budgets. LHDs, particularly smaller LHDs with limited resources, should consider increased resource sharing to address emerging challenges.

One of the most time-sensitive and logistically-challenging emergency response operations today is to provide mass prophylaxis to every man, woman and child in a community within 48 hours of a bioterrorism attack. To meet this challenge, federal, state and local public health departments in the USA have joined forces to develop, test and execute large-scale bioterrorism response plans. This preparedness and response effort is funded through the US Centers for Disease Control and Prevention's Cities Readiness Initiative, a programme dedicated to providing oral antibiotics to an entire population within 48 hours of a weaponised inhalation anthrax attack. This paper will demonstrate how the State of Florida used a logistics modelling tool to improve its CRI mass prophylaxis plans. Special focus will be on how logistics modelling strengthened Florida's resource management policies and validated its public information strategies.

Pandemic influenza may exacerbate existing scarcity of life-saving medical resources. As a result, decision-makers may be faced with making tough choices about who will receive care and who will have to wait or go without. Although previous studies have explored ethical issues in priority setting from the perspective of clinicians and policymakers, there has been little investigation into how the public views priority setting during a pandemic influenza, in particular related to intensive care resources. To bridge this gap, we conducted three public town hall meetings across Canada to explore Canadian's perspectives on this ethical challenge. Town hall discussions group discussions were digitally recorded, transcribed, and analyzed using thematic analysis. Six interrelated themes emerged from the town hall discussions related to: ethical and empirical starting points for deliberation; criteria for setting priorities; pre-crisis planning; in-crisis decision-making; the need for public deliberation and input; and participants' deliberative struggle with the ethical issues. Our findings underscore the importance of public consultation in pandemic planning for sustaining public trust in a public health emergency. Participants appreciated the empirical and ethical uncertainty of decision-making in an influenza pandemic and demonstrated nuanced ethical reasoning about priority setting of intensive care resources in an influenza pandemic. Policymakers may benefit from a better understanding the public's empirical and ethical 'starting points' in developing effective pandemic plans.

Throughout the western United States, increased demand for energy is driving the rapid development of oil, gas (including shale gas and coal-bed methane), and uranium, as well as renewable energy resources such as geothermal, solar, and wind. Much of the development in the West is occurring on public lands, including those under Federal and State jurisdictions. In Colorado and New Mexico, these public lands make up about 40 percent of the land area. Both states benefit from the revenue generated by energy production, but resource managers and other decisionmakers must balance the benefits of energy development with the potential consequences for ecosystems, recreation, and other resources. Although a substantial amount of geospatial data on existing energy development and energy potential is available, much of this information is not readily accessible to natural resource decisionmakers, policymakers, or the public. Furthermore, the data often exist in varied formats, requiring considerable processing before these datasets can be used to evaluate tradeoffs among resources, compare development alternatives, or quantify cumulative impacts. To allow for a comprehensive evaluation among different energy types, an interdisciplinary team of U.S. Geological Survey (USGS) scientists has developed an online Interactive Energy Atlas for Colorado and New Mexico. The Energy and Environment in the Rocky Mountain Area (EERMA) interdisciplinary team includes investigators from several USGS science centers1. The purpose of the EERMA Interactive Energy Atlas is to facilitate access to geospatial data related to energy resources, energy infrastructure, and natural resources that may be affected by energy development. The Atlas is designed to meet the needs of various users, including GIS analysts, resource managers, policymakers, and the public, who seek information about energy in the western United States. During our recent information meetings, we discussed four topics: the new Saved Leave Scheme (LTSLS); the new developments concerning pensions; the MARS Advancement and Promotion scheme and its 2012 budget; the recently updated Administrative and Operation Circulars. These meetings were attended by a large number of staff members and were a great opportunity for the Staff Association to engage in direct dialogue with the staff in the various departments. The vast majority of questions or comments were on the LTSLS and on the possibility to save leave, which is to be taken at the end of a career.  A few comments were also made on MARS, a system many considered to be not very motivating and that takes up a lot of resources for minimal positive results. To evaluate the publication rate of submitted abstracts accepted for presentation at the 2010 Canadian Ophthalmological Society (COS) Annual Meeting in peer-reviewed journals. A retrospective analysis and literature search of abstracts presented at the 2010 COS Annual Meeting. Abstracts accepted as an oral presentation or poster from the 2010 COS Annual Meeting were tabulated by type of presentation (oral vs poster), subspecialty, study design, number of authors, and principal investigator's institution. A PubMed search was conducted for each abstract by key word, first author, and last author. The year of publication, journal, and impact factor were recorded for identified publications. Publication rate was calculated by type of presentation, subspecialty, study design, number of authors, and institution. A total of 175 abstracts were presented at the 2010 COS Annual Meeting. There were 105 oral (60%) and 70 poster (40%) presentations. The overall publication rate was 45.7%; 49.5% for oral presentations and 40.0% for posters. Cornea (57.6%) and public health (54.5%) had the highest publication rates of all subspecialties. Randomized control trials (71.4%) and cohort studies (70.0%) had higher publication rates than other study designs. Overall, 28.8% of abstracts were published in the Canadian Journal of Ophthalmology. The average impact factor of all publications was 2.73. Of abstracts presented at the 2010 COS Annual Meeting, 45.7% were published within 5 years after the conference. This publication rate is within the upper end of previously reported meeting publication rates for medical societies. Copyright © 2017 Canadian Ophthalmological Society. Published by Elsevier Inc. Priority setting of ICU resources in an influenza pandemic: a qualitative study of the Canadian public's perspectives

Full Text Available Abstract Background Pandemic influenza may exacerbate existing scarcity of life-saving medical resources. As a result, decision-makers may be faced with making tough choices about who will receive care and who will have to wait or go without. Although previous studies have explored ethical issues in priority setting from the perspective of clinicians and policymakers, there has been little investigation into how the public views priority setting during a pandemic influenza, in particular related to intensive care resources. Methods To bridge this gap, we conducted three public town hall meetings across Canada to explore Canadian's perspectives on this ethical challenge. Town hall discussions group discussions were digitally recorded, transcribed, and analyzed using thematic analysis. Results Six interrelated themes emerged from the town hall discussions related to: ethical and empirical starting points for deliberation; criteria for setting priorities; pre-crisis planning; in-crisis decision-making; the need for public deliberation and input; and participants' deliberative struggle with the ethical issues. Conclusions Our findings underscore the importance of public consultation in pandemic planning for sustaining public trust in a public health emergency. Participants appreciated the empirical and ethical uncertainty of decision-making in an influenza pandemic and demonstrated nuanced ethical reasoning about priority setting of intensive care resources in an influenza pandemic. Policymakers may benefit from a better understanding the public's empirical and ethical 'starting points' in developing effective pandemic plans.

In the province of Ontario, many of the public health units (PHUs) now possess and use social media as part of their daily health promotion and communication operations. To explore this topic, a planning meeting was held to generate deeper insights toward the use of these forms of technology for preventative services delivery. The planning meeting was held with 50 participants, comprising representatives from 20 of the 36 PHUs in Ontario, interested academics, students and government representatives. A nominal group technique (NGT) was used to build consensus related to future research needs, as related to public health and social media. Participants generated a range of insights around the use of social media, including the need for: leadership buy-in and resource allocation; social media policy and governance structure; performance measurement and evaluation; practices related to engagement with program recipients and addressing the lack of resources faced by many health units. Future research priorities were also generated, related to evaluating the cost-benefit of social media activities and understanding behaviour change implications. Further research is needed to evaluate the functionality, leadership and competency requirements and impact(s) of these new forms of health communication technology within public health service delivery. To examine publication outcomes of neonatology abstracts presented at Pediatric Academic Society (PAS) meeting, and to analyze variables affecting publication. All neonatology studies accepted for presentation (oral or poster) at 2008 PAS meeting were identified. A biphasic manual PubMed search of published articles was performed using a pre-designed algorithm. A total of 1078 neonatology abstracts were presented at the meeting, among them 481 (44.62%) published by 2016. Abstracts presented orally versus posters (56.11 versus 42.32%; P<0.001) and basic science versus clinical abstracts (53.08 versus 40.2%; P<0.001) were more likely to be published. Positive or negative results of a study or its sample size did not predict rates of publication. Less than half of the abstracts presented at the PAS meeting were published within 8 years. The 1992 Resource Program will propose actions to meet future loads placed on the Bonneville Power Administration (BPA). It will also discuss and attempt to resolve resource-related policy issues. The Resource Program assesses resource availability and costs, and analyzes resource requirements and alternative ways of meeting those requirements through both conservation and generation resources. These general resource conclusions are then translated to actions for both conservation and generation. The Resource Program recommends budgets for the Office of Energy Resources for Fiscal Years (FY) 1994 and 1995. BPA's Resource Program bears directly on an important BPA responsibility: the obligation under the Northwest Power Act{sup 3} to meet the power requirements of public and private utility and direct service industrial (DSI) customers according to their contractual agreements. To determine the publication rate of abstracts presented by Korean investigators at national and international radiological meetings, and to identify predictive factors of publication. Abstracts presented at the annual meetings of the Korean Radiological Society (KRS), and abstracts presented by Korean investigators at the annual meetings of the Radiological Society of North America (RSNA) and European Congress of Radiology (ECR) from 2001 to 2002 were searched for subsequent publication, using PubMed and the Korean Medical Database. The following variables were evaluated. 1) The overall publication rate; 2) the publication rates according to the radiological subspecialty, presentation type (oral or poster), sample size (≤ 20, 21 50, or > 50), study design (prospective or retrospective), statistical analysis (present or absent), and study outcome (positive or negative); 3) the time to publication; 4) the journal where the study was published; 5) consistency between the abstract and the final publication. Of 1,097 abstracts, 301 (27.4%) were subsequently published, at an average of 15.8 ± 13.8 months after presentation in 48 journals. The publication rates for studies presented at the RSNA (35.4%) and ECR (50.5%) conferences were significantly higher than that for the KRS conference (23.6%, p < 0.05). Vascular/interventional radiology studies had the highest publication rate (33.1%), whereas musculoskeletal radiology studies had the lowest publication rate (17.1%). Other factors associated with subsequent publication were prospective design, use of statistical testing, and a positive study outcome. The publication rate is significantly lower for the KRS (23.6%) meeting abstracts as compared to those of the RSNA (35.4%) and ECR (50.5%). The NASA Education and Public Outreach (E/PO) Forums developed and provided resources for scientists through a five-year cooperative agreement. Through this work, the Fourms have supported scientists who are involved in E/PO and who wish to become involved. Forums have conducted interviews, facilitated education oral and poster sessions, provided ‘Help Desks’ for more information, curated activities, as well as produced guides, pamphlets, and tips sheets. Our interviews with over 30 planetary scientists allowed us to identify needs and target gaps in resources, ensuring we could provide scientists with effective support and products. Interviews were conducted in collaboration with the AAS Division of Planetary Sciences, with the goal of better understanding scientists’ requirements, barriers, attitudes, and perception of education and outreach work. We collected information about how scientists were engaged in E/PO activities (or not), what support they did or did not have, what resources they used in their efforts, and what resources they would like to have to support and improve their E/PO engagement. The Forums have convened and/or supported E/PO oral and poster sessions at a variety of annual meetings. These sessions allowed scientists to network, share lessons learned, and become aware of new resources and products. These meetings included the DPS, AAS, LPSC, AGU, ASP, IAU, and more. ‘Help Desks’ were offered to allow scientists the chance to have extended one-on-one conversations with E/PO providers in order to share their programs, and learn how to become involved. These have been particularly popular with early career scientists looking to extend their E/PO efforts. A host of education activities developed by the space science community have been archived at the NASA site “Wavelength” (nasawavelength.org). Projections of future availability of uranium to meet present and future nuclear power requirements depend on the reliability of uranium resource estimates. Lack of harmony of the definition of the different classes of uranium reserves and resources between countries makes the compilation and analysis of such information difficult. The problem was accentuated in the early 1990s with the entry of uranium producing countries from the former Soviet Union, eastern Europe and China into the world uranium supply market. The need for an internationally acceptable reserve/resource classification system and terminology using market based criteria is therefore obvious. The law from December 30, 1991, precisely defines 3 axes of researches for the management of high level and long-lived radioactive wastes: separation/transmutation, surface storage and underground disposal. A global evaluation report about these researches is to be supplied in 2006 by the French government to the Parliament. A first synthesis of the knowledge gained after 14 years of research has led the national commission of the public debate (CNDP) to organize a national debate about the general options of management of high-level and long-lived radioactive wastes before the 2006 date line. The debate comprises 4 public hearings (September 2005: Bar-le-Duc, Saint-Dizier, Pont-du-Gard, Cherbourg), 12 round-tables (October and November 2005: Paris, Joinville, Caen, Nancy, Marseille), a synthesis meeting (December 2005, Dunkerque) and a closing meeting (January 2006, Lyon). This document is the synthesis of the debates of the third public hearing at Pont-du-Gard. This meeting gathers representatives of the different actors of the nuclear industry, ministers, public authorities, non governmental organizations who argue the questions asked by peoples from the audience. A review of the evolution of public-land law and policies concludes that: (1) Public-land and resources law cannot be divorced from history; in spite of recent developments, one cannot understand present problems without understanding their historical derivation. (2) Public-land management will always be as controversial as it is interesting because the perfect balance of resource uses in unattainable. (3) Multiple-use, sustained-yield management has failed; instead, like Christianity, it has never really been tried. (4) From the ecological maxim that everything is connected to everything else comes the notion that the isolation of public-land and resources law as a field of study is inherently artificial. Developments off federal lands that seem unrelated to them will heavily influence public-land policy: recreation pressures could decline in rough inverse proportion to gasoline prices; horizonal divestiture of oil companies would change the whole coal picture; mandatory recycling could lower demand for all virgin resources; and so on. Some notion of conservation is almost certainly going to be among the Nation's highest priorities in the next several decades.

The 86 th annual meeting of the Georgia Public Health Association (GPHA) and joint conference with the Southern Health Association was held in Atlanta, Georgia, on April 13-14, 2015, with pre-conference (April 12 th ) and post-conference (April 14 th ) Executive Board meetings. As Georgia's leading forum for public health researchers, practitioners, and students, the annual meeting of the GPHA brings together participants from across the state to explore recent developments in the field and to exchange techniques, tools, and experiences. Historically, the GPHA conference has been held in Savannah (n=24); Jekyll Island (n=20); Atlanta (n=16); Augusta (n=4); and Gainesville (n=1). There was no annual meeting during the early years (1929-1936); during World War II (1941-1943 and 1945); and for four years during the 1980s. Between 2006 and 2010, GPHA held one-day annual meetings and business sessions with educational workshops. Several new initiatives were highlighted as part of this year's conference. These included a "move and groove" physical activity lounge, registration scholarships for students with a dedicated meet-and-greet reception, an expanded exhibit hall, presentation and approval of three resolutions (related to healthy foods at official activities and events; weapons at official activities and events; and memorials), and approval of the 2015 legislative policy positions and amended association bylaws. The theme for the conference was Advocacy in Action for Public Health . Specifically, the program addressed ensuring access to care; protecting funding for core programs, services, and infrastructure; eliminating health disparities; and addressing key public health issues important to the state of Georgia. One hundred and nine (109) abstracts were submitted for peer review; 36 were accepted for poster and 40 for workshop presentations. Meeting human resources for health staffing goals by 2018: a quantitative analysis of policy options in Zambia

Full Text Available Abstract Background The Ministry of Health (MOH in Zambia is currently operating with fewer than half of the health workers required to deliver basic health services. The MOH has developed a human resources for health (HRH strategic plan to address the crisis through improved training, hiring, and retention. However, the projected success of each strategy or combination of strategies is unclear. Methods We developed a model to forecast the size of the public sector health workforce in Zambia over the next ten years to identify a combination of interventions that would expand the workforce to meet staffing targets. The key forecasting variables are training enrolment, graduation rates, public sector entry rates for graduates, and attrition of workforce staff. We model, using Excel (Office, Microsoft; 2007, the effects of changes in these variables on the projected number of doctors, clinical officers, nurses and midwives in the public sector workforce in 2018. Results With no changes to current training, hiring, and attrition conditions, the total number of doctors, clinical officers, nurses, and midwives will increase from 44% to 59% of the minimum necessary staff by 2018. No combination of changes in staff retention, graduation rates, and public sector entry rates of graduates by 2010, without including training expansion, is sufficient to meet staffing targets by 2018 for any cadre except midwives. Training enrolment needs to increase by a factor of between three and thirteen for doctors, three and four for clinical officers, two and three for nurses, and one and two for midwives by 2010 to reach staffing targets by 2018. Necessary enrolment increases can be held to a minimum if the rates of retention, graduation, and public sector entry increase to 100% by 2010, but will need to increase if these rates remain at 2008 levels. In forensic sciences, the fate of abstracts presented at international meetings has not yet been assessed. The purpose of this study is to estimate publication ratio and evaluate possible predictors of publication after the 58th edition of the 2006 American Academy of Forensic Sciences annual meeting. Section of the meeting, type of presentation (oral platform or poster), number of authors per abstract and per paper, time span to publication, countries involved, and journal of publication were tabulated. A total of 623 abstracts were presented, from which 102 were subsequently published as a full paper. The overall publication rate was 16.4%, ranging from 3.4% (jurisprudence) to 28.8% (toxicology). The type of presentation (oral platform or poster) did not significantly affect the outcome of the abstract. However, a higher number of authors, foreign authors, and international collaboration were found to be good predictive factors of publication. © 2010 American Academy of Forensic Sciences.

Report on the CSC project group meeting on alternative energy resources

Under its coordinated R and D programme the Commonwealth Science Council in cooperation with the Ministry of Agriculture, Food and Consumer Affairs, Barbados, organized a meeting to identify suitable projects for inter-country collaboration. Specifically the meeting had three aims: 1. Review present state of activities in alternative energy resources and assess small scale energy needs in the region. 2. Identify specific projects for inter-country collaboration. 3. Draft joint project proposals for such collaboration. A small group of experts (Annex VII) from Britain, Canada, USA and CSC secretariat staff made detailed plans for the Barbados meeting. With a view to assessing real energy needs locally, the Group recommended that a study be undertaken in Barbados prior to the meeting. A report on such a study was presented at the meeting. Member countries were also invited to prepare country papers. In addition, following the planning Group's recommendation, several technical papers were prepared. These covered subjects ranging from conceptual aspects to clarify objectives, assumptions and criteria to a review of all alternative energy technologies

For small undertakings, the information requirement may be met by a public meeting organized by the proponents of the project. This guide provides specific instructions on giving notice of the meeting, availability of documentation, choice of a chairperson, agenda, the roles of the proponents and the regulatory agencies, and means of obtaining feedback from the public. AGU's Public Affairs team presented two workshop luncheons and hosted 17 oral and poster sessions at the 2011 Fall Meeting. Topics ranged from defining the importance of the geosciences, to climate change science for communities and institutions. The workshop luncheon "How to Be a Congressional Science Fellow or Mass Media Fellow" was a well-attended event with more than 115 participants. The luncheon provided the opportunity for audience members to ask fellow scientists about their experiences working either in Congress or as a reporter for a news organization. For scientists looking to expand their expertise outside the academic environment, these AGU fellowships are fantastic opportunities.

The European Union (EU) faces a serious resource challenge. It is dependent on external sources of energy and other raw materials, and this makes it vulnerable to resource availability and price fluctuations. If not managed, this could have serious implications for Europe and its competitiveness, for public and private sectors, for citizens and for overall European well-being. The EU takes environmental challenges seriously, at least on paper, and has developed a number of internal policies and initiatives to tackle problems related to loss of biodiversity, inefficient use of resources and poor waste management. It is widely recognised that the EU should work together to tackle the energy challenge. At the same time, the EU has a two-fold approach to the external dimensions of resource challenges. Firstly, the EU has made sustainable development a fully-fledged component of its own narrative worldwide. Secondly, as do all actors, it has an interest in protecting its self-interests amidst increasing global competition over resources. However, in order to tackle the resource challenge effectively, the EU must both turn words into action within Europe and clarify its external strategy and the means to implement it

Presentations at scientific meetings are often used to influence clinical practice, yet many presentations are not ultimately published in peer-reviewed journals. Previously reported publication rates for orthopaedic specialties have varied from 34% to 52%. In addition, the publication rate of accepted abstracts is a strong indicator of meeting quality, and it has a potential effect on clinical practice. To date, no studies have investigated publication rates in the field of sports medicine, and specifically for abstracts presented at American Orthopaedic Society for Sports Medicine (AOSSM) meetings. To determine the overall publication rate of abstracts presented at AOSSM annual meetings and whether there were differences in publication rates between poster and podium presentations. Descriptive epidemiology study. A comprehensive search was performed using PubMed and Google Scholar for all published manuscripts pertaining to abstracts presented at the 2006 to 2010 AOSSM annual meetings. Abstracts were classified according to presentation type (podium, poster) and subsequently were categorized into subspecialty area and study design. For published abstracts, the journal and publication date were recorded. A total of 1665 abstracts were submitted to AOSSM annual meetings from 2006 to 2010, with 444 abstracts accepted (26.7% overall acceptance rate); there were 277 podium presentations and 167 posters. Of these 444 abstracts, 298 (67.1%) were published within 3 years in peer-reviewed journals. The overall publication rates for podium and poster presentations were 73.3% and 56.9%, respectively. For the combined years of 2006 to 2010, podium presentations were 2.08 (95% CI, 1.39-3.11) times more likely to be published compared with poster presentations. The overall publication rate of abstracts presented at AOSSM annual meetings (67.1%) was much higher than that reported for other orthopaedic meetings (34%-52%), highlighting the overall educational value and

Public enterprises in natural resource industries: an economic analysis

Public enterprises are playing an ever increasing role in natural resource industries. This research analyzes the reason for this involvement, i.e., what have been the objectives of public firms, the objectives of other firms; and the reasons behind exploration in natural resource industries. An answer to the first question was obtained by estimating the objective function of a publicly owned uranium company operating in Saskatchewan, Canada. It was assumed the company solved a linear quadratic optimal control problem. The conclusion was that over the period 1974-1984 the company preferred to trade off profits for higher employment, larger reserve holdings, and greater output. The objectives of the other firms in the Saskatchewan uranium industry were also investigated. It was found that producers integrated with utilities can expect to make a much greater rate of return on exploration that nonintegrated producers, since the former group stands to gain both from the reduction in costs and the reduction in price resulting from exploration. The suggests that overinvestment in the Saskatchewan uranium industry may be a problem. The final item investigated is the normative question of what the objective of a public firm operating alongside a private firm in an oligopolistic industry should be in order that resources in the industry are used efficiently; the answer to this question depends upon the structure of the industry

A critical analysis of publication rates of national oncology meeting abstracts in Turkey

Full Text Available Purpose: In this study our aim is to analyze the publication rates of abstracts, which were presented between 2006 and 2011 years in biennial National Cancer Meeting of Turkey (NCM and Turkish Medical Oncology Society Meeting (TMOSM and to determine the timely change of publication rates and to predict the quality of the abstracts. Methods: All abstracts, which are either accepted as podium or poster presentations in NCM and TMOM between 2006 and 2011, are extracted. Subsequent publication rate of those abstracts were defined by searching PubMed and Turkish Medical Index. Results: Between 2006 and 2011, overall 2451 abstracts were presented in annual NC and TMOS meetings. Of these 2451 abstracts, 286 of them (11.7% were published in consecutive years. Median publication interval was 11 months. While 28 of 286 (9.8% abstracts were published in national journals, 258 of them (90.2% were published in international journals. 97 of a total of 424 podium presentations (22.9% were published. The publication rate was correlated with the type of presentation (OP vs. PP: 22.9% vs. 9.3%, p < 0.001. The highest publication rate was for prospective studies (%14.4. Majority of abstracts (53.1% were published in journals indexed within the science citation index (SCI. Rest of the published abstracts were in index of SCI-expanded. Conclusions: Non-publication of research abstracts is a problem for 88.3% of abstracts of this study. Active engagement of scientists in Education and Public Outreach (E/PO) activities results in benefits for both the audience and scientists. Most scientists are trained in research but have little formal training in education. The Planetary Science Education and Public Outreach (E/PO) Forum helps the Science Mission Directorate support scientists currently involved in E/PO and to help scientists who are interested in becoming involved in E/PO efforts find ways to do so through a variety of avenues. We will present current and future opportunities and resources for scientists to become engaged in education and public outreach. Full Text Available Improving the performance of health sector human resources is a goal pursued by all developed or developing countries. However, the lack of human resources planning and lack of clear and transparent human resources policies may lead to a crisis in this area. Human resource planning should be a priority in terms of health policies. In Romania, the lack of a planning concept and the lack of a policy on human resources has led to the actual context, with a human resources crisis of public health organizations. The role that human resources play in the health care system is indisputable. Essential to achieve quality performance in health care is human resources management. To overcome the human resources crisis that public health organizations in Romania is facing , specialists in the field have made several key recommendations: development of a coherent policy formation, development and allocation of human resources in health, increasing the number of medical staff and opportunities of professional career development in the medical field. Health system reform involves changing some aspects of employment, working conditions, degree of decentralization of management, skills, salary system and staff motivation.

A retrospective study. The aim of this study was to determine the publication rate and impact factors (IFs) among all abstracts presented at the 2010 and 2012 meetings of the International Society for the Study of Lumbar Spine (ISSLS). The publication rate of abstracts presented at overseas meetings was reported to be around 50%. However, the publication rate and IFs of oral and poster presentations made at ISSLS meetings were unclear. Moreover, whether the publication rates and IFs differed for papers associated with oral or poster presentations at ISSLS meetings was unknown. We investigated all 1126 abstracts (oral, special posters, general posters) presented at ISSLS meetings held between 2010 and 2012. PubMed was searched to identify publications and IFs were determined using journal citation reports. We also compared the publication rates and IFs between oral and poster presentations. The overall publication rate was 50.1% for three ISSLS meetings (564 publications/1126 abstracts). The overall publication rate for oral presentations, special posters, and general posters given in the 2010 to 2012 meetings was 62.0%, 48.3, and 46.6%, respectively. Overall, papers related to oral presentations had significantly higher publication rates than those of special and general posters (P = 0.0002). The average IFs of publications associated with abstracts presented at three ISSLS meetings was 2.802 for oral presentations, 2.593 for special posters, and 2.589 for general posters. There were no significant differences in average IFs between oral and poster presentations (P > 0.05). The publication rate for abstracts presented at ISSLS meetings was high and similar to publication rates for abstracts presented at other meetings concerning orthopedic and spine research. However, there was no significant difference in IFs between oral and poster presentations, suggesting that abstract evaluations cannot predict IFs of the eventual publication. 4.

Surplus plutonium disposition environmental impact statement. Public scoping meeting: Comment summary report

The Department of Energy (DOE) issued a Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials Programmatic Environmental Impact Statement (S ampersand D PEIS) (DOE/EIS-0229) on January 14, 1997. In that Record of Decision, DOE stated its decision to pursue a strategy for plutonium disposition that allows for immobilization of surplus weapons plutonium in glass or ceramic forms and irradiating the surplus plutonium as mixed oxide (MOX) fuel in existing reactors, while reserving the option to immobilize all the surplus weapons plutonium. The Department also decided that the extent to which either or both of these disposition approaches would ultimately be deployed would depend in part upon future National Environmental Policy Act (NEPA) review for surplus weapons plutonium disposition. On May 22, 1997, DOE published in the Federal Register (62 FR 28013) a Notice of Intent to prepare an environmental impact statement (tiered from the S ampersand D PEIS) on the disposition of United States' surplus weapons-usable plutonium. The purpose of the Notice of Intent was to describe DOE's proposed action, to solicit public input, and to announce the schedule for the public scoping meetings. During the public scoping period (May 22 - July 22, 1997), the public was invited to submit written comments by U.S. mail, fax, or through the Office of Fissile Materials Disposition's Website, as well as to provide oral comments by voicemail or by participating in public scoping meetings. Written and oral comments on the scope of the SPD EIS that were submitted during the formal comment period have been uniquely identified and have become part of the official record. The purposes of this study were to investigate the publication rates of presentations at the 2006 meeting of the American Academy of Optometry (AAO), differences in the publication rates of platform versus poster presentations, consistency of the meeting abstract compared with the full-length journal article, whether abstracts were clinical or basic science, and when and in which journals articles appeared. Abstracts were obtained directly from the AAO. Literature searches using PubMed and VisionCite were performed to locate peer-reviewed journal articles based on those abstracts. Whether the article was based on a poster or platform presentation, congruence of the information in the abstract and the article (i.e., authorship, title, methods, and conclusions), type of study (clinical or basic science), subject category, and journal and year in which the article appeared were recorded. We identified 518 proceeding abstracts, 108 of which ultimately were published between 2006 and 2013, giving an overall publication rate of 21%. Thirty-three percent of platform presentations eventually were published versus 18% of posters. Congruency showed that 17% of articles had the same title as the meeting abstract, 36% had the same authorship, and 53% had the same methods. Eighty-one percent of articles were clinical in nature, whereas 19% of them were basic science. Thirty-seven percent of articles dealt with the subjects of cornea and contact lenses. Articles were found in 39 different journals, with 34% of them appearing in Optometry and Vision Science. Eighty-eight percent of articles were published within 4 years after the meeting. The publication rate from the 2006 AAO meeting was 21%. Platform presentations were more likely to be published than posters. Congruency rates of abstracts to articles are lower than national meetings in other fields. The vast majority of articles were published within 4 years after the meeting.

To estimate the proportion of abstracts presented at meetings of the Latin American Society for Pediatric Research that are fully-published, to describe the reasons for not publishing papers, and to assess the impact of funding on the publication rate. Abstracts presented at meetings held between 2005 and 2009 were included. Authors were contacted and invited to take a survey on the publication of their work or the reasons not to do it. Information was collected on 232 (71.4%) of the 325 abstracts presented. Of these, 58.6% were fully-published (136/232). Funded studies (40.0%) had more chances of publication (OR: 2.2; 95% CI: 1.2-3.9). "Lack of time" was the most common reason for failure to publish (35/96). 58.6% of abstracts presented at meetings of the Latin American Society for Pediatric Research, were published as full-text articles; lack of time was the most common reason for failure to publish. Funded research had more chances of being published.

Public health human resources: a comparative analysis of policy documents in two Canadian provinces

Background Amidst concerns regarding the capacity of the public health system to respond rapidly and appropriately to threats such as pandemics and terrorism, along with changing population health needs, governments have focused on strengthening public health systems. A key factor in a robust public health system is its workforce. As part of a nationally funded study of public health renewal in Canada, a policy analysis was conducted to compare public health human resources-relevant documents in two Canadian provinces, British Columbia (BC) and Ontario (ON), as they each implement public health renewal activities. Methods A content analysis of policy and planning documents from government and public health-related organizations was conducted by a research team comprised of academics and government decision-makers. Documents published between 2003 and 2011 were accessed (BC = 27; ON = 20); documents were either publicly available or internal to government and excerpted with permission. Documentary texts were deductively coded using a coding template developed by the researchers based on key health human resources concepts derived from two national policy documents. Results Documents in both provinces highlighted the importance of public health human resources planning and policies; this was particularly evident in early post-SARS documents. Key thematic areas of public health human resources identified were: education, training, and competencies; capacity; supply; intersectoral collaboration; leadership; public health planning context; and priority populations. Policy documents in both provinces discussed the importance of an educated, competent public health workforce with the appropriate skills and competencies for the effective and efficient delivery of public health services. Integrated resource planning (IRP) is an approach to utility resource planning that integrates the evaluation of supply- and demand-site options for providing energy services at the least cost. Many utilities practice IRP; however, most studies about IRP focus on investor-owned utilities (IOUs). This scoping study investigates the IRP activities and needs of public utilities (not-for-profit utilities, including federal, state, municipal, and cooperative utilities). This study (1) profiles IRP-related characteristics of the public utility sector, (2) articulates the needs of public utilities in understanding and implementing IRP, and (3) identifies strategies to advance IRP principles in public utility planning.

Abstract to publication ratio for papers presented at scientific meetings: how does emergency medicine compare?

The aims of the present study were to determine the publication rate of abstracts presented by Australasian emergency physicians at major emergency medicine meetings and to identify the site of publication of papers. All free paper abstracts presented (oral and poster) by Australasian emergency physicians and trainees at five Australasian College for Emergency Medicine/Australasian Society for Emergency Medicine and International Conference on Emergency Medicine meetings between 1995 and 1998 were identified retrospectively from conference programmes. In order to determine whether or not the abstract had been published, the PubMed database (http://www4.ncbi.nlm.nih.gov/PubMed/) was searched using the presenter's name and key words from the abstract. In addition, a hand search of the non-abstracted journal Emergency Medicine was conducted. Of the 207 free paper abstracts identified, 73 (35%) had been published as full articles. Papers were published in a variety of journals; however, Emergency Medicine accounted for almost half the published papers. The mean time between presentation and publication was 12.6 months (median 11 months). The abstract to publication rate for papers presented by Australasian emergency physicians and trainees at Australasian College for Emergency Medicine/Australasian Society for Emergency Medicine and International Conference on Emergency Medicine meetings is 35%, which is lower than that reported by some other established specialities, but comparable to rates reported for US-based national and international emergency medicine meetings. Future research should look at barriers to the publication of findings and ways to assist the publication process.

Previous studies in various medical specialties have shown that fewer than 50% of abstracts presented at meetings are subsequently published. The purpose of the present study was to determine the publication rate of abstracts presented at the annual meetings of the American Association of Oral and Maxillofacial Surgeons. The titles and authors of the abstracts from all oral abstract session presentations and posters by American contributors were collected from the Final Programs of the American Association of Oral and Maxillofacial Surgeons annual meetings for 2006 to 2009. A PubMed search for published articles through December 2010 was then performed using the authors' names, abstract titles, and key words. A total of 311 abstract presentations were done at the 4 annual meetings. Of these, only 85 (24%) were subsequently published. No difference was found between abstracts from oral or poster presentations. Most of the articles were published in the Journal of Oral and Maxillofacial Surgery. Because of deficiencies that can occur in abstracts and the need to disseminate the information they contain, it is important to take the appropriate measures to ensure that full articles are subsequently published. Analysis of full-text publication and publishing predictors of abstracts presented at an Italian public health meeting (2005-2007).

In Public Health, a thorough review of abstract quality evaluations and the publication history of studies presented at scientific meetings has never been conducted. To analyse the long-term outcome of quality abstracts submitted to conferences of Italian Society of Hygiene and Public Health (SItI) from 2005 to 2007, we conducted a second analysis of previously published material aiming to estimate full-text publication rate of high quality abstract presented at Italian public health meetings, and to identify predictors of full-text publication. The search was undertaken through scientific databases and search engines and through the web sites of the major Italian journals of Public Health. For each publication confirmed as a full text paper, the journal name, impact factor, year of publication, gender of the first author, type of study design, characteristics of the results and sample size were collected. The overall publication rate of the abstracts presented is 23.5%; most of the papers were published in Public Health journals (average impact factor: 3.007). Non universitary affiliation had resulted in a lower probability of publication, while some of the Conference topics had predisposed the studies to an increased likelihood of publication as well as poster form presentation. The method presented in this study provides a good framework for the evaluation of the scientific evidence. The findings achieved should be taken into consideration by the Scientific Societies during the contributions selection phase, with the aim of achieving a continuous improvement of work quality. In the future, it would be interesting to survey the abstract authors to identify reasons for unpublished data.

The Spanish Society of Cardiology holds an annual national meeting with a large number of presentations but the number of full-text publications resulting from these presentations and the journals accepting these manuscripts is unknown. This study aimed to identify the full-text publication rate of accepted abstracts and to analyze the bibliometric features of subsequent publications. We randomly selected a sample of 300 oral presentations at the meetings of the Spanish Society of Cardiology in 2002, 2005 and 2008. Subsequent publications were identified through the Science Citation Index-Expanded, Scopus, Índice Médico Español, and Índice Bibliográfico Español en Ciencias de la Salud. Of 300 abstracts, 115 resulted in 147 full publications, representing a publication rate of 38.33%. The meeting with the highest publication rate (43%) was held in 2005. The subject category with the highest number of publications was Pediatric Cardiology/Congenital Heart Disease (58.8%). Time to full publication was usually 2 years (30.61%). Articles were published in 57 journals. The journals publishing the highest number of articles were Revista Española de Cardiología (n=55; 37.41%) and the European Heart Journal (n=8; 5.44%). The high percentage of articles published in the upper half of journals listed in Journal Citation Reports under the category of cardiac and cardiovascular system (83%) can be taken as an objective quality indicator of the results presented at these meetings. However, more than 60% of the abstracts did not result in full publications, thus depriving the scientific community of potentially interesting results. Agreeements between entities within the public sector and public procurement rules

Full Text Available This paper examines how European and Spanish public procurement rules tackle agreements between entities within the public sector. In Spain these agreemets were initially above those rules, but now they cannot have the same object as a contract. Spanish law is not in line with European law, since under European law agreements are valid even if their object could be attained with a contract, provided that they meet some requirements. On the other hand, attention is paid to these requisites, laid down by Eurepean law, in order to ascertain if agreements are asked to comply with harder rules than «in house providing», and if it has to be so. Public entities are not obliged to «buy» if they can fulfill their needs with their own resources. And «their own resources» include the resources of entities or bodies closely related, or even any entity within the public sector. Otherwise decentralized States, in which there are many autonomous entities whose cooperation involves agreements between independent bodies, would be impaired.
