Full Text Available Purpose: A research was made into user satisfaction with regard to the quality of library services in one of the Slovenian public libraries. The aim was to establish the type of service quality level actually expected by the users, and to determine their satisfaction with the current quality level of available library services.Methodology: The research was performed by means of the SERVQUAL measuring tool which was used to determine the size and direction of the gap between the detected and the expected quality of library services among public library users.Results: Different groups of users provide different assessments of specific quality factors, and a library cannot satisfy the expectations of each and every user if most quality factors display discrepancies between the estimated perception and expectations. The users expect more reliable services and more qualified library staff members who would understand and allocate time for each user’s individual needs. The largest discrepancies from the expectations are detected among users in the under-35 age group and among the more experienced and skilled library users. The results of factor analysis confirm the fact that a higher number of quality factors can be explained by three common factors affecting the satisfaction of library users. A strong connection between user satisfaction and their assessment of the integral quality of services and loyalty has been established.Research restrictions: The research results should not be generalised and applied to all Slovenian public libraries since they differ in many important aspects. In addition, a non-random sampling method was used.Research originality/Applicability: The conducted research illustrates the use of a measuring tool that was developed with the aim of determining the satisfaction of users with the quality of library services in Slovenian public libraries. This article is only the second in the Dissertations into Practice series to highlight the role of public libraries in health information. It is the result of an investigation into the provision of health information in East Sussex Library and Information Service, which formed the basis of Anneliese Ingham's dissertation for her MA in Information Studies at the University of Brighton. At the time Anneliese was doing her research, the service was experimenting with different ways of providing healthcare information at one of its main libraries, and they were interested in the impact of this. The provision of health information to the public is one of my own research interests, and I was Anneliese's dissertation supervisor. I thought she produced a very good piece of work, and the results she highlights in this article are applicable to all public library authorities. respondents who reported ages between 18 and 79 years. Seventy-one percent of these reported having a bachelor’s degree or higher. The study uses some contrasting data from the men’s responses where appropriate. In terms of library use, out of the 184 respondents, 42% came to the library monthly, while 36% visited the library weekly. Sixty-two percent of respondents knew they could email the library and 72% knew that they could call the library with questions. As for reasons for library use, the most prominent response was to borrow books rather than buying them. The second most common reason for using the library related to children’s books and programming for children. Other common reasons for library use included research activities, using public computers, reading, use of services such as photocopying and tax forms, and to volunteer or tutor. The library was also used as a place of solitude, where women could find a place and time for themselves. The author compared the men’s results to the women’s responses, and found that coming to the library for books was lower on the list, and very few men mentioned children’s library services. Men came to the library more often than women to study or read. In terms of using technology, the female respondents were fairly tech-savvy. Seventy-four percent of respondents felt comfortable using computers. Only 5% replied that using computers meant more work for them. Eighty-two percent said they used a computer on a regular basis, and 98% reported that they had used the Internet. Out of those who use the Internet, 91% used it at home, 64% used it at work, and 34% used it at the public library. Ninety-eight percent of women who used the Internet used a search engine such as Google or Yahoo to find information. Topics frequently mentioned were medical and travel information, information for their children, and shopping. Design - Unobtrusive observation without informed consent. Setting - Public library branches in the greater Vancouver area, British Columbia, Canada. Subjects - Reference librarians. Methods - A 19-year-old posing as a high school student approached reference desk staff at 20 public library branches. The student proxy, “Angela”, was instructed to ask for books on forming a gay-straight alliance at her school and, if there was a full reference interview, to also ask for recommendations of novels that the group might read. She recorded the reactions, both verbal and nonverbal, using Reference and User Services Association guidelines as a template. Library administrators were aware of the potential visits and permitted the research, but the reference desk staff were not aware of a potential visit by the student proxy. The researcher claimed that her method, while deceptive, was necessary to obtain authentic reactions from the library staff. Main Results - Most reference librarians approached by Angela made adequate attempts to assist her, although a few library staff reacted negatively to her query. Half of the librarians reacted positively to the patron’s request, with most of the others providing neutral responses. Very few of the librarians actually taught the patron how to use the library’s catalog to search for materials, and most of the librarians were unable to find appropriate materials due to not knowing the appropriate search terms. Full Text Available The article reports on an investigation of the provision of gay and lesbian literature and of information services to gays and lesbians in Cape Town’s public libraries. Although by definition public libraries serve all members of a community, the international literature suggests that they neglect the reading and information needs and interests of gays and lesbians. The progressive South African Constitution views the rights of gays and lesbians as human rights; yet homophobia is prevalent. Using a questionnaire, the study explored attitudes and practices of 69 senior librarians, responsible for collection development, across all six of Cape Town’s library districts. The situation was found to be “spotty” with only 26 respondents believing that their library service is meeting the needs of gays and lesbians. The survey found contradictions between stated beliefs and behaviours. Thus, although most agree that LGBT rights to information and equal services are human rights, only 55% consider LGBT people in their selection procedures and very little material is acquired. Information services are thin with, for example, only 10% of the libraries in the survey providing LGBT related information in their community information files.

Full Text Available ABSTRACTPurpose: The article presents the 2010 Slovenian public library statistics. Performance indicators are compared to library regulations and standards, and to the goals of the Resolution on the 2008-2011 National Programme for Culture. Opening time, library space and equipment, the size of collections and the number of additions are surveyed. Staff structure and financial data are presented as well as the data about visitors, registered members, loans and other library services. Methodology/approach: Data collected via the annual statistical survey of Slovenian public libraries are used. They were collected and published by the Library System Development Centre at the National & University Library. Results: Data show the stability of the public library income. The level of resources has been generally increased. The number of loans and visits are still rising whereas the number of registered users is slightly dropping. The extent of digitalisation of library materials has been significantly increased. Research limitation: The average value of performance indicators is presented. Originality/practical implications: Results can be used for monitoring public library development.

The Glenn Technical Library is a science and engineering library that primarily supports research activities at the Glenn Research Center, and provides selected services to researchers at all of the NASA research centers. Resources available in the library include books, journals, CD-ROMs, and access to various online sources, as well as live reference and inter-library loan services. The collection contains over 77,000 books, 800,000 research reports, and print or online access to over 1,400 journals. Currently the library operates within the Logistics and Technical Information Division, and is funded as an open-access resource within the GRC. Some of the research units at the GRC have recently requested that the library convert to a "pay-for-services" model, in which individual research units could fund only those journal subscriptions for which they have a specific need. Under this model, the library would always maintain a certain minimum level of pooled-expense services, including the ready reference and book collections, and inter-library loan services. Theoretically the "pay-for-services" model would encourage efficient financial allocation, and minimize the extent to which paid journal subscriptions go unused. However, this model also could potentially negate the benefits of group purchases for journal subscriptions and access. All of the major journal publishers offer package subscriptions that compare favorably in cost with the sum of individual subscription costs for a similar selection of titles. Full Text Available Education services also define the activities of Slovene public libraries. In planning targeted services they are often faced with development lagging. The accelerated progress in this field also reminds them of their lagging and points to a very uneven development and quality level of library activities in the various environments they are centered in. Perhaps due to such conditions public libraries do not excell in developing activities to satisfy education needs of their users. Even so, some successful cases point to the fact that libraries know how to act and could be successful under suitable conditions. The article presents an overview on how the law-defined needs for liferlong education (learning, education of users and information literacy, are meet through aquisition policies and through the realisation of different events taking into account the various levels of literacy of the participating population. The analysis of available reports and data point to the fact that libraries could be more successful if supported by increased expert help backed by financial aid.
Full Text Available The aim of this article is to stimulate the unified practice of the settlement of value added tax. This article draws from international and domestic law sources, which are fundamental for the taxation in Slovenia. As a rule, library publications are taxed with a 20% rate of value added tax, for imports into the European Union as well as within the European Union. The exception are printed publications which are, in the European Union, taxed with the lower, 8,5% rate and are tax exempt for imports from non-member countries of the European Union. The interlibrary loan is still entirely tax exempt,regulated as in the rest of Europe and abroad. If the purchases are made from other European Union countries or from countries outside the EU, from the perspective of the nacional economy, the so called self-taxation in the country receiving library publications is strongly supported.

The paper provides a review of current practices related to evaluation support services reported by seven biomedical and research libraries. A group of seven libraries from the United States and Canada described their experiences with establishing evaluation support services at their libraries. A questionnaire was distributed among the libraries to elicit information as to program development, service and staffing models, campus partnerships, training, products such as tools and reports, and resources used for evaluation support services. The libraries also reported interesting projects, lessons learned, and future plans. The seven libraries profiled in this paper report a variety of service models in providing evaluation support services to meet the needs of campus stakeholders. The service models range from research center cores, partnerships with research groups, and library programs with staff dedicated to evaluation support services. A variety of products and services were described such as an automated tool to develop rank-based metrics, consultation on appropriate metrics to use for evaluation, customized publication and citation reports, resource guides, classes and training, and others. Implementing these services has allowed the libraries to expand their roles on campus and to contribute more directly to the research missions of their institutions. Libraries can leverage a variety of evaluation support services as an opportunity to successfully meet an array of challenges confronting the biomedical research community, including robust efforts to report and demonstrate tangible and meaningful outcomes of biomedical research and clinical care. These services represent a transformative direction that can be emulated by other biomedical and research libraries.

This can be achieved by reliability, quality of information and services, and safety of usage.Achieving this, patrons regard library web sites as important reference sources deserving continuous usage for obtaining relevant information. Libraries excuse investment in the development and sustainance of their web sites by the number of visits and by patron satisfaction. Full Text Available Objective – To assess the effectiveness of a collaborative chat reference service in answering different types of question. Specifically, the study compares the degree of answer completion and the level of user satisfaction for simple factual questions vs. more in‐depth subject‐based reference questions, and for ‘local’ (pertaining to a particular library and non‐local questions.Design – Content analysis of 415 transcripts of reference transactions, which were also compared to corresponding user satisfaction survey results.Setting – An online collaborative reference service offered by a large public library system (33 branch and regional locations. This service is part of the Metropolitan Cooperative Library System: a virtual reference consortium of U.S. libraries (public, academic, special, and corporate that provides 24/7 service.Subjects – Reference librarians from around the U.S. (49 different libraries, and users logging into the service via the public library system’s portal (primarily patrons of the 49 libraries. Method – Content analysis was used to evaluate virtual reference transcripts recorded between January and June, 2004. Reliability was enhanced through triangulation, with researchers comparing the content analysis of each transcript against the results of a voluntary exit survey. Full Text Available Purpose: Regional public libraries were initiated in 2003 to connect professional activities of libraries within regional networks and to ensure coordinated library development in a region in cooperation with the Library System Development Centre at the National and University Library performing a coordinating role. The article analyses the performance of public libraries and their integration in regional library networks in order to find out the level of development of conditions of performance of public libraries.Methodology/approach: Statistical data for the year 2009 were the basis for the overview of library activities of ten library regions with regard to applicable legislation and library standards. The level of regional library activities is compared to the socio-economic situation of statistical regions thus representing a new approach to the presentation of Slovenian’s public libraries’ development.Results: Absolute values indicate better development of nine libraries in the central Slovenia region while relative values offer a totally different picture. Four libraries in the region of Nova Gorica prove the highest level of development.Research limitation: Research is limited to the year 2009 and basic statistical analysis.Originality/practical implications: Findings of the analysis are useful for public libraries to plan their development strategy within a region and for financial bodies to provide for adequate financing for library activities in a specific region. The basic condition for successful public library performance is the even and harmonized development of conditions of performance as recommended by library standards.

Service failure frequently occurs. This affects customer expectations which lead to complaint. However, not all dissatisfied customers actually complain. Without customer feedback, it would be impossible for a company to know whether they needed a change for improvement. Thus, complaint management brings a learning experience to organization in order to provide better service. Therefore, it is important to identify customer dissatisfaction through a systematic complaint handling or management. The study proposes a model of systematic complaint management which applied to academic library as a tool of service recovery. As such, the main purpose of this study is to investigate the critical success factors of complaint management towards service quality, customer satisfaction, customer loyalty and the impact to organizational image at academic library. Three academic libraries have been identified and selected for this project, the Library of Tun Sri Lanang, UKM, UTeM and UNIMAS. Using the justice theory, this study investigates the perception of customers on complaint management in terms of outcomes they receive, procedures used by organization and interpersonal treatment. In this study, there are five factors of complaint management identified, which includes speed of recovery, management system, empowerment, culture and psychology and tangible compensation. A questionnaire was designed and used as the data gathering instrument. A total of 600 respondents participated in this study. Ten hypotheses were used to test the relationships between complaint management, service quality, customer satisfaction, customer loyalty and organizational image. To measure the construct relationships, Structural Equation Model (SEM) approach was used. The results show that management system (b = 0.210; p 0.05) do not influence service quality. Data would be gathered with specific applications from the social sciences field. Full Text Available The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability, more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Full Text Available Social networks have rapidly won their place in our life and in the activity of many private and public organizations and institutions. At library level, social networks have demonstrated their role as good marketing tools and their utility for a better communication with users. Public libraries in Romania have lately experienced great transformations in terms of the approach of their relationship with the users and the improvement of their activity. They have also launched a series of new services in order to meet the needs of the community they serve and to attract new users. Implementing and using new applications such as online social networks, more exactly Facebook was one of these recent developments. This paper analyzes the way in which social networks are used at the level of public libraries in Romania by the example of three large public libraries and the way in which these libraries advertise their services through Facebook.

Full Text Available The utilization of the new information and communication technologies implies a series of changes concerning the libraries. Currently it is spoken more and more about a new type of service offered by them, Library 2.0, which brings in foreground the user who becomes a modeler of the library services and resources. The information structures customer is not satisfied anymore by the unidirectional access to the resources, he wanted to be involved in the evaluation of them, making comments and sharing his ideas with another user. In this sense the library managers are looking for more efficient means to deliver services so that to obtain a proper feedback which enable them to take the best measures to make profitable them. NASA research programs are helping humanity understand the origin and evolution of galaxies, stars, and planets, and defining the conditions necessary to support life beyond Earth. The Space Science Institute's (SSI) National Center for Interactive Learning (NCIL) was recently funded by NASA`s Science Mission Directorate (SMD) to develop and implement a project called NASA@ My Library: A National Earth and Space Science Initiative That Connects NASA, Public Libraries and Their Communities. As places that offer their services for free, public libraries have become the "public square" by providing a place where members of a community can gather for information, educational programming, and policy discussions. Libraries are developing new ways to engage their patrons in STEM learning, and NCIL's STAR Library Education Network (STAR_Net) has been supporting their efforts for the last eight years, including through a vibrant community of practice that serves both librarians and STEM professionals. Project stakeholders include public library staff, state libraries, the earth and space science education community at NASA, subject matter experts, and informal science educators. The project will leverage high-impact SMD and library events to catalyze partnerships through dissemination of SMD assets and professional development. It will also develop frameworks for public libraries to increase STEM interest pathways in their communities (with supports for reaching underserved audiences). Research was conducted to identify an ergonomics-based intervention model designed to factor in musculoskeletal disorder (MSD) prevention when library projects are being designed. The first stage of the research involved an a posteriori analysis of 10 recent redesign projects. The purpose of the analysis was to document perceptions about the attention given to MSD prevention measures over the course of a project on the part of 2 categories of employees: librarians responsible for such projects and personnel working in the libraries before and after changes. Subjects were interviewed in focus groups. Outcomes of the analysis can guide our ergonomic assessment of current situations and contribute to a better understanding of the way inclusion or improvement of prevention measures can support the workplace design process.

Full Text Available Marketing communication is a field of marketing which is indispensable, alongside other fields, for a successful realization of the development strategy in an organization. Advertising, public relations and publicity, sales promotion, direct selling, personal selling and direct marketing are marketing communication tools. The supply of an organisation can be presented by an optimal combination of tools. A public image can be created, new users of products and services can be attracted. Public libraries, as information centres offer various services - lending library materials, supplying information, and various other activities and events for individual target groups. A multiyear project was outlined that included an information needs assessment, a training class for public library staff, information kiosks at library branches for delivering printed consumer health materials, and a series of health-related programming. Full Text Available Objective – To determine the general public’s levels of social tolerance toward public library materials containing racist content in order to present opinion data to librarians within a framework of scholarly perspectives that they can use for making decisions about intellectual freedom and controversial materials in libraries.Design – Percentage and regression analysis of the General Social Survey longitudinal trend study dataset.Setting – United States, 1976-2006.Subjects – Random samples of 26,798 primarily English-speaking adults aged 18 and up.Methods – The author analyzed responses from the well-respected and frequently used General Social Survey (GSS, which has been conducted by the National Opinion Research Center since 1972. The GSS is a closed-ended survey including a variety of demographic measures. Between the years 1976 and 2006, it also included a question to gauge the support of removing a book with racist beliefs about African Americans from the public library. The surveys were conducted irregularly over this thirty-year span, and in total the question was asked nineteen times garnering 26,798 responses. Spanish speakers were not included until 2006.The author examined the data in multilevel cross-tabulations using percentages, and calculated chi-square for independence using frequencies. A multiple regression analysis was conducted to determine the predictive value of the independent variables examined on opinions of book removal. The author examined different variables, including education level, race, age, parental status, sex, geographic factors, religious affiliation, political party, and political conservatism. Occupation was not used in the regression analysis because sample sizes in some categories were too small. The study investigated veterinary medicine librarians' experience with and perceptions of research data services. Many academic libraries have begun to offer research data services in response to researchers' increased need for data management support. To date, such services have typically been generic, rather than discipline-specific, to appeal to a wide variety of researchers. An online survey was deployed to identify trends regarding research data services in veterinary medicine libraries. Participants were identified from a list of contacts from the MLA Veterinary Medical Libraries Section. Although many respondents indicated that they have a professional interest in research data services, the majority of veterinary medicine librarians only rarely or occasionally provide data management support as part of their regular job responsibilities. There was little consensus as to whether research data services should be core to a library's mission despite their perceived importance to the advancement of veterinary research. Furthermore, most respondents stated that research data services are just as or somewhat less important than the other services that they provide and feel only slightly or somewhat prepared to offer such services. Lacking a standard definition of "research data" and a common understanding of precisely what research data services encompass, it is difficult for veterinary medicine librarians and libraries to define and understand their roles in research data services. Nonetheless, they appear to have an interest in learning more about and providing research data services.

Full Text Available The present paper analyzes the emergence of Bulgarian digital libraries with pirated literature as a form of compensation for the failure of both the state and the market to provide easy access to electronic books in Bulgarian. These grass-roots digital libraries can be understood best through an analysis of the dichotomies between formal and informal economy, law and ethics, commercial and non-commercial interest, bricolage and engineering. Sharing of books online in Bulgaria has its historical precedent in the sharing of cultural objects during socialism and is part of the larger logic of informal economy as a form of independence from/resistance to the state. While many of the books in these electronic libraries are uploaded in infringement of copyright, the creators and users of the sites defend them on the basis of what is ethically right and claim that they contribute to the spread of knowledge. The paper emphasizes the rhetorical force of the word ‘library’ which is being appropriated by both commercial and non-commercial actors. Without underestimating the value provided by many of the grass-roots digital libraries discussed, the analysis leads to the question whether the bottom-up collaborative strategy for digitizing books is the optimal one in terms of the variety of titles offered and the overall coherence of digital archives. In short, should sharing replace more traditional state policies in the field of culture?

This study bridges a gap between public library and emergency management policy versus practice by examining the role of public libraries in the community resource network for disaster recovery. Specifically, this study identifies the opportunities and challenges for public libraries to fulfill their role as a FEMA-designated essential community organization and enhance community resilience. The results indicate there are several opportunities for libraries to enhance community resilience by offering technology resources and assistance; providing office, meeting, and community living room space; serving as the last redundant communication channel and a repository for community information and disaster narratives; and adapting or expanding services already offered to meet the changing needs of the community. However, libraries also face challenges in enhancing community resilience, including the temptation to overcommit library capacity and staff capability beyond the library mission and a lack of long-term disaster plans and collaboration with emergency managers and government officials. Implications for library and emergency management practice and crisis research are discussed. © 2013 Society for Risk Analysis.

Full Text Available May the changes in the representations of the public library be propitiated by readers' appropriations of the Internet? To answer this question, a theoretically-driven and empirically-based research was developed in a public library in Portugal, combining the analysis of documents uses, the ethnography of space and Internet use, of social relations developed while reading, with the analysis of representations of the public library. No clear-cut association emerged between social-demographics or user profiles, and representations, in general. No disruptive Internet "impact" was found: Internet use may contribute to reinforce traditional representations of the library, while it may also update and democratise other representations. If the library and the Internet are represented as synonymous, the former does not make sense without the latter; but an Internet widespread and intensive use conflicts with the image of an institution dedicated to high-brow culture. Changes in uses of the public library are, instead, clearly associated with new types of readers, which in their turn reflect changes in urban social composition. Full Text Available Objective – To explore the role and expectations of patrons and staff about the role of a public library in enabling citizens’ “health information work.” This involves helping citizens take responsibility for their own health care by finding and using health information.Design – Case study.Setting – A single, UK public library with a self-service delivery model based in a city centre in the spring of 2006. Self-service also applies to reference services and is designed to “empower users to locate and use information on their own.”Subjects – 202 library visitors who came to the library specifically to find health information completed a questionnaire, 15 of these visitors were later interviewed; 19 library staff (10 librarians, 6 library officers and 3 senior managers.Methods – Mixed quantitative and qualitative methods. A print questionnaire was administered to adult library users (age 18 and over. Semi-structured interviews were conducted with fifteen randomly selected library users who completed the questionnaire, sixteen library staff who worked directly with library users, and with three librarians in senior management positions in the library. Full Text Available Public Service Motivation concept was developed in North America and focuses on specific motivations of public servants, such as employee satisfaction, organizational commitment, reward preferences, organizational and individual performance. Other types of motivation, as financial consideration, are relevant but have less important influences with regard to this kind of work outcomes. This strengthen the assertion for a diversified motivational strategy, which affect various types of motivation, while not losing sight of the public value that one organization shows and therefore valuing public service motivation as a specific contribution to work outcomes. The concept has been increasingly applied in European public administration. This paper presents Status Quo of international Public Service Motivation research and locates in them empirical evidences from contries that are already working with this concept, like Austria. It also analyses implications for central questions of public management. The main focus of this article is general appropriateness and possible applications for Romanian public management research.

Full Text Available The purpose of this article is to explain what academic and national libraries can do to continue to offer services and facilities at a time of economic difficulties. It identifies a number of methodologies and opportunities that are open to libraries and takes the view that it is never wise to waste a good crisis, because all threats are really opportunities in disguise. The article looks at the initial economic context for European research libraries and then examines ways in which libraries can tackle the threats which the current financial crisis poses. Joint procurement is one way in which libraries can achieve value for money, and the paper examines the role of JIS C Collections in the UK. Innovation through collaboration and shared services are also ways in which libraries can innovate/make savings in a cost-effective way by sharing the burden of costs around the partnership. The paper gives two examples: one which is now well established, the DART-Europe portal for Open Access e-theses; and one which is in the early stages of being discussed — a cloud-based solution for true collaborative cataloguing amongst the UK’s research and national libraries. The European Research Area (ERA and the contributions that libraries can make to this infrastructure through innovative EU project funding are analysed in some detail by looking at LI BER’s EU project portfolio. Within the Consultative Committee for Space Data Systems (CCSDS), there is an effort to standardize data transfer between ground stations and control centers. CCSDS plans to publish a collection of transfer services that will each address the transfer of a particular type of data (e.g., tracking data). These services will be called Cross Support Transfer Services (CSTSs). All of these services will make use of a common foundation that is called the CSTS Framework. This library implements the User side of the CSTS Framework. "User side" means that the library performs the role that is typically expected of the control center. This library was developed in support of the Goddard Data Standards program. This technology could be applicable for control centers, and possibly for use in control center simulators needed to test ground station capabilities. The main advantages of this implementation are its flexibility and simplicity. It provides the framework capabilities, while allowing the library user to provide a wrapper that adapts the library to any particular environment. The main purpose of this implementation was to support the inter-operability testing required by CCSDS. In addition, it is likely that the implementation will be useful within the Goddard mission community (for use in control centers).

Full Text Available As part of its Library Spaces Business Plan initiative, for four weeks in early 2012 Edmonton Public Library (EPL conducted a survey of its customers about how they use the library’s spaces and what they want from their library spaces. Using both print and online versions, the survey received 1517 responses which collected both quantitative and qualitative data. Findings revealed the ongoing importance of collections and quiet in library spaces, as well as the growing importance of providing social and group space in the library. Results of the survey indicate EPL’s customers do not consider the spaces a separate aspect from the collections and services the library provides. The results of the survey also emphasized the importance of regularly consulting with customers about library spaces to ensure the spaces continue to fulfill their needs as the role of the library, and the space needs associated with it, evolve.

Full Text Available The Great Flood of 1936 damaged thousands of buildings, ruined millions of dollars’ worth of infrastructure and personal property, and left thousands of citizens homeless in Pennsylvania. Among affected institutions were 14 public libraries that lost books and records and/or sustained structural damage during the flood. This article recounts the experiences of the four libraries with the largest claims: the Cambria Library (Johnstown, the Annie Halenbake Ross Library (Lock Haven, Milton Public Library, and the James V. Brown Library (Williamsport. Lessons learned, unexpected opportunities to reshape collections and services, and advancement of professional knowledge about conservation of water-soaked materials are discussed. In addition, the article provides details about the Pennsylvania Library Association’s successful pursuit of state rehabilitation funds for affected libraries. Although the Great Flood of 1936 was an experience that no one would wish to repeat, it represents some silver linings in terms of public library history.
The library was established in 1958 and has since acquired a large and steadily increasing collection of nuclear science literature. The collection can be divided into three broad categories: (a) books, (b) periodicals, and (c) technical reports and official documents. There are at present approximately 19000 books in the library. The books cover all aspects of nuclear science and technology as well as some relevant branches of economics, law and other subjects. In addition, there are numerous reference books, both on science and on other subjects related to the work of the Agency. The library receives 7 00 periodicals, mostly of a scientific or technical nature. Sixty-three per cent of the periodicals are obtained by subscription and some 30 per cent as presentation copies. The rest of the periodicals are received under an exchange of publications. Of particular interest to research workers is a comprehensive collection of abstracting journals. The technical reports and documents are usually obtained from Member Governments and other international organizations, including the United Nations and the specialized agencies. There are nearly 50 000 reports, some 30 000 of which are on microcards. As international organizations and Member States supply the library with their documents and other publications on atomic energy on a routine basis, the collection in the library now represents much of the world's unclassified material on different branches of nuclear science and technology. Full Text Available AbstractPurpose: The article explains the role of user education in public libraries based on the assessment of users’ educational needs in a selected public library. We present a part of the results of the needs assessment study conducted on users of the Ljubljana City Library (LCL. In this presentation, we focus on the thematic areas of users’ interest, the most appropriate time of day and the most appropriate period of the year for participating in education. The aim of presenting this information is to support the development of an appropriate adult education provision and an effective use of human, financial and material resources in public libraries.Methodology/approach: The basic research method used was descriptive and causal non- experimental. The study involved 943 adults LCL users who have filled in an online or a printed form of the questionnaire.Results: Results of data analysis showed that users express a greater degree of interest in the following course topics: travel, foreign languages, literature, public speaking and health. They express the lowest degree of interest in the topics: policy, motoring and mathematics. Afternoons and evenings suit them best, whereas the autumn and winter season are in their view the best time of the year for participating in education. The analysis also showed some statistically significant differences in relation to sex, age, status and educational level of the users.Research limitation: By the practical application of results the characteristics of the sample of users and the environment from which they come, as well as the shortcomings of the questionnaire as an instrument for data collection, have to be considered.Originality/practical implications: The data obtained are useful in preparing the basis of educational activities in LCL, as well as for the design of educational programs in other comparable public libraries and other providers of adult education. Full Text Available The purpose of this article is to explain what academic and national libraries can do to continue to offer services and facilities at a time of economic difficulties. It identifies a number of methodologies and opportunities that are open to libraries and takes the view that it is never wise to waste a good crisis, because all threats are really opportunities in disguise. The kernel of this paper was delivered at the 10th Anniversary special EISZ Consortium Members’ Meeting on 2 December 2011, in Budapest, Hungary. It builds on an earlier talk delivered in Thessaloniki, Greece, on 14–15 November 2011 at the 20th Pan-Hellenic Academic Libraries Conference, entitled ‘Academic Libraries and Financial Crisis: Strategies for Survival’. Both these presentations are available in UCL Discovery. This article draws on themes used in both presentations, and introduces a new one on the topic of copyright reform. The article looks at the initial economic context for European research libraries and then examines ways in which libraries can tackle the threats which the current financial crisis poses. Joint procurement is one way in which libraries can achieve value for money, and the paper examines the role of JISC Collections in the UK. Innovation through collaboration and shared services are also ways in which libraries can innovate/make savings in a cost-effective way by sharing the burden of costs around the partnership. The paper gives two examples: one which is now well established, the DART-Europe portal for Open Access e-theses; and one which is in the early stages of being discussed — a cloud-based solution for true collaborative cataloguing amongst the UK’s research and national libraries. This paper intends to propose a solution that will provide citizens, businesses and medical enterprises with improved access to medical virtual public services. Referred medical services are based on existing national medical Web services and which support medically required services provided by physicians and supplementary health care practitioners, laboratory services and diagnostic procedures, clinics and hospitalsÃ¢Â€Â™ services. Requirements and specific rules of these medical services are considered, and personalization of user preferences will to be supported. The architecture is based on adaptable process management technologies, allowing for virtual services which are dynamically combined from existing national medical services. In this way, a comprehensive workflow process is set up, allowing for service-level agreements, an audit trail and explanation of the process to the end user. The process engine operates on top of a virtual repository, providing a high-level semantic view of information retrieved from heterogeneous information sources, such as national sources of medical services. The system relies on a security framework to ensure all high-level security requirements are met. In particular, storytelling activities have a significantly positive effect on enhancing children’s interest and ability in reading. Because of human resource shortages at public libraries, providing these services depends on volunteers. The public libraries should enhance the competencies of volunteers who engage in storytelling, and provide appropriate training for maintaining as well as improving the effectiveness of storytelling services. Therefore, this study was conducted to examine the storytelling training of storytelling volunteers. The study used in-depth interviews to obtain information on the experiences, ideas, and suggestions of public library storytelling volunteers at Taipei Public Library. Current education and training of storytelling volunteer encompasses demand analysis, implementation methods, course content, assessment of effectiveness, and suggestions for adjusting education and training in public library. Finally, the present study results are provided for education and training of storytelling volunteers for public libraries.

An increasing number of medical school libraries offer chat service to provide immediate, high quality information at the time and point of need to students, faculty, staff, and health care professionals. Part 2 of Chat Reference Service in Medical Libraries presents a snapshot of the current trends in chat reference service in medical school libraries. In late 2002, 25 (21%) medical school libraries provided chat reference. Trends in chat reference services in medical school libraries were compiled from an exploration of medical school library Web sites and informal correspondence from medical school library personnel. Many medical libraries are actively investigating and planning new chat reference services, while others have decided not to pursue chat reference at this time. Anecdotal comments from medical school library staff provide insights into chat reference service.
Full Text Available This article discusses the role of academic librarians in handling copyright-related issues, including their required skills and knowledge about copyright. IP (intellectual property issues have become more important in publishing and in accessing and reusing scientific research, and new technology and delivery mechanisms have increased copyright issues. Due to the complications and general confusion about copyright, there is a growing need for official support. Academic librarians often have only an informal mandate to work in this area and therefore lack confidence, sufficient knowledge and training. They seldom have the authority to work with copyright education in a formalized way. Legitimacy can be achieved by collaborating with other university units with an interest in copyright. Co-operation with other libraries and library organizations is also an important way to share experiences and increase knowledge about copyright. Libraries can contribute to improved IP services once they have established that copyright is a library matter, found tools for copyright education and embedded these activities into library routines.

A massive open online course, or MOOC, is an noncredit education activity that delivers learning content to anyone with access to the Internet. Individual courses are generally free of charge, while a certificate can have small costs. The University of Wisconsin-Madison has exploring the use of MOOC as part of its Wisconsin Idea. In the 2015, a series of MOOCs focusing on the environment were offered via Coursera. One of those MOOCS was "Changing Weather and Climate of the Great Lakes Region." This 4-week course features a new season each week through short lectures and activities covering Great Lakes weather, observed changes in the climate, and societal impacts of climate change. (https://www.coursera.org/course/greatlakesclimate) The MOOC conveyed information from NOAA's National Weather Service (NWS) Weather-Ready Nation initiative as well as findings from the recent National Climate Assessment and the Wisconsin Initiative on Climate Change Impacts (WICCI). The course was organized by members of the Department of Atmospheric and Oceanic Sciences and the Cooperative Institute for Meteorological Satellite Studies; material included discussion, videos for lectures as well as guest lecturers. There were also weekly visits by the course team to 21 public libraries throughout the state of WI. The library collaboration as facilitated by WiLS (Wisconsin Library Services - wils.org), who organized the application and selection process. The public libraries hosted local residents and course instructors in discussions of course content in the context of their communities as well as strategies to mitigate the climate change impacts. This presentation will discuss the public library discussions experience and the our evaluation of the impact of including a face-to-face component in the MOOC activity on engagement and learning.

This report highlights the main topics under discussion in Britain currently: (1 it is recognized that a modern public library is a very complicated organization serving a large clientele aiming to meet their very many requirements; (2 volunteers, new technologies and modern management and marketing techniques should be utilized to improve the services to rural areas; (3 although services to rural areas pose specific problems, people who live in these areas have the right to demand equal services; (4 although only some services can be offered directly, in rural areas, everyone should have equal opportunities in reaching all library and information services; (5 cooperation with local people by library authorities can be a solution to some of the problems. To describe scientific information usage and publication patterns of the Centers for Disease Control and Prevention (CDC) Public Health Library and Information Center patrons. Administratively collected patron usage data and aggregate data on CDC-authored publications from the CDC Library for 3 consecutive years were analyzed. The CDC Public Health Library and Information Center, which serves CDC employees nationally and internationally. Internal patrons and external users of the CDC Library. Three-year trends in full-text article publication and downloads including most common journals used for each purpose, systematic literature searches requested and completed, and subscriptions to a weekly public health current literature awareness service. From 2011 to 2013, CDC scientists published a total of 7718 articles in the peer-reviewed literature. During the same period, article downloads from the CDC Library increased 25% to more than 1.1 million, completed requests for reviews of the scientific literature increased by 34%, and electronic subscriptions to literature compilation services increased by 23%. CDC's scientific output and information use via the CDC Library are both increasing. Researchers and field staff are making greater use of literature review services and other customized information content delivery. Virtual public health library access is an increasingly important resource for the scientific practice of public health.

In much the same way that the field of artificial intelligence produced a cult which fervently believed that computers would soon think like human beings, the existence of electronic books has resurrected the paperless society as a utopian vision to some, an apocalyptic horror to others. In this essay we have attempted to provide realistic notions of what digital libraries are likely to become if they are a popular success. E-books are capable of subsuming most of the media we use today and have the potential for added functionality by being interactive. The environmental impact of having millions more computers will be offset to some degree, perhaps even exceeded, by the fact that televisions, stereos, VCR's, CD players, newspapers, magazines, and books will become part of the computer system or be made redundant. On the whole, large-scale use of digital libraries is likely to be a winning proposition. Whether or not this comes to pass depends on the directions taken by today's researchers and software developers. By involving the public, the effort being put into digital libraries can be leveraged into something which is big enough to make a real change for the better. If digital libraries remain the exclusive property of government, universities, and large research firms, then large parts of the world will remain without digital libraries for years to come, just as they have remained without digital phone service for far too long. If software companies try to scuttle the project by patenting crucial algorithms and using proprietary data formats, all of us will suffer. Let us reverse the errors of the past and create a truly open digital library system.

Full Text Available It addresses the expansion of the exercise of citizenship for digital media and the obstacles caused by this modality of access to information due to the high digital exclusion rates of the Brazilian population. The Internet is characterized as an important means of increasing access to information, but requires skills for a navigation that can meet the informational needs of the user. In this sense, initiatives to promote digital inclusion are necessary. The public library is institution that is able to provide this inclusion, enabling users to search and use information. The research sought to identify institutions that provide Internet access to the community, including the constitution of supported initiatives by public policies of digital inclusion and analyzing the service offered to the community.

A questionnaire was mailed to 148 publicly and privately supported academic health sciences libraries affiliated with Association of American Medical Colleges (AAMC-accredited medical schools in the United States and Canada to determine level of access and services provided to the general public. For purposes of this study, "general public" was defined as nonaffiliated students or health care professionals, attorneys and other nonhealth-related professionals, patients from affiliated or other hospitals or clinics, and general consumers. One hundred five (71%) libraries responded. Results showed 98% of publicly supported libraries and 88% of privately supported libraries provided access to some or all of the general public. Publicly supported libraries saw greater numbers of public patrons, often provided more services, and were more likely to circulate materials from their collections than were privately supported libraries. A significant number of academic health sciences libraries housed a collection of consumer-oriented materials and many provided some level of document delivery service, usually for a fee. Most allowed the public to use some or all library computers. Results of this study indicated that academic health sciences libraries played a significant role in serving the information-seeking public and suggested a need to develop written policies or guidelines covering the services that will be provided to minimize the impact of this service on primary clientele.
Full Text Available Alberta is the wealthiest province in Canada. It is also the only jurisdiction in NorthAmerica where the majority of local library boards charge patrons to use their publiclibraries.There are many reasons why these fees came into being in the 1980s and continue toexist today. Library trustees see them as an easy source of funds for their cashstrappedlibraries, some librarians feel that they help instill a sense of value in librarymaterials and services, library patrons realise the fees are often less than the cost of asingle paperback book and don’t mind paying them.But the main reason the fees still exist is because of the unique form of conservatismespoused by the popular Alberta premier Ralph Klein, who favoured big business, lowertaxes, and privatization of public services while leading the province from 1992 to 2006.Klein’s policies included a focus on user-pay models for all manner of services. Payingfor library cards is something that Alberta’s citizens have accepted for the most part. Butbecause of Alberta’s strong support for user-pay models, this isn’t just an issue for thelibrarians, patrons, and politicians of that province. The possibility also exists thatlibraries in other provinces could be opened up to a GATS challenge by for-profitcorporations outside of Canada because of Alberta’s current user fee policies.How this unique user fee arrangement developed, the current situation, and what thefuture may bring will be the subject of this paper.

Academic medical libraries have a responsibility to inform library users regarding retracted publications. Many have created policies and procedures that identify flawed journal articles. A questionnaire was sent to the 129 academic medical libraries in the United States and Canada to find out how many had policies and procedures for identifying retracted publications. Of the returned questionnaires, 59% had no policy and no practice for calling the attention of the library user to retracted publications. Forty-one percent of the libraries called attention to retractions with or without a formal policy for doing so. Several responding libraries included their policy statement with the survey. The increasing number of academic medical libraries that realize the importance of having policies and practices in place highlights the necessity for this procedure.

Two years after the initial 2002 study, a greater number of academic health science libraries are offering digital reference chat services, and this number appears poised to grow in the coming years. This 2004 follow-up study found that 36 (27%) of the academic health science libraries examined provide digital chat reference services; this was an approximately 6% increase over the 25 libraries (21%) located in 2002. Trends in digital reference services in academic health science libraries were derived from the exploration of academic health science library Web sites and from digital correspondence with academic health science library personnel using e-mail and chat. Full Text Available Objective – To determine whether and how Danish university and higher education students use public libraries for studypurposes.Design – Online survey.Setting – Post‐secondary programs in Denmark.Subjects – 1,575 students in university‐level programs or other higher education programs (vocational three‐to‐four‐year programs in Denmark.Methods – A sample of students was drawn from the national database of students by selecting every student born on the 15th of every month (approximately 4,900 students. A letter describing the study and with an invitation to fill out an online questionnaire was sent to all students in the sample. There were 1,694 valid responses (approximately 35% response rate. Students following short vocational programs were deemed to be under‐represented and these subjects were omitted from the analysis of this report,which reflects the response of 1,575 students. The online questionnaire gathered demographic details (gender, age, educational institution, study topic, study year, geographical location, access to the Internet, etc. and used 110 questions or statements to gather information about student information‐seeking behaviour related to study purposes. These included use of the physical library and satisfaction with services, use of search engines, awareness and use of library Web‐based services, study behaviour, and participation in information literacy activities. In October 1998, the National Library of Medicine (NLM) launched a pilot project to learn about the role of public libraries in providing health information to the public and to generate information that would assist NLM and the National Network of Libraries of Medicine (NN/LM) in learning how best to work with public libraries in the future. Three regional medical libraries (RMLs), eight resource libraries, and forty-one public libraries or library systems from nine states and the District of Columbia were selected for participation. The pilot project included an evaluation component that was carried out in parallel with project implementation. The evaluation ran through September 1999. The results of the evaluation indicated that participating public librarians were enthusiastic about the training and information materials provided as part of the project and that many public libraries used the materials and conducted their own outreach to local communities and groups. Most libraries applied the modest funds to purchase additional Internet-accessible computers and/or upgrade their health-reference materials. However, few of the participating public libraries had health information centers (although health information was perceived as a top-ten or top-five topic of interest to patrons). Also, the project generated only minimal usage of NLM's consumer health database, known as MEDLINEplus, from the premises of the monitored libraries (patron usage from home or office locations was not tracked). The evaluation results suggested a balanced follow-up by NLM and the NN/LM, with a few carefully selected national activities, complemented by a package of targeted activities that, as of January 2000, are being planned, developed, or implemented. Full Text Available This paper is an attempt to determine whether the Romanian public district libraries use their websites as marketing instruments. It is based on a study conducted during February-March 2006. The study consists of the analysis of a questionnaire that was completed by 20 of the 26 district libraries that owned a website at the time and offers information about the evolution of the number of libraries that developed their own website, the users they target, the services they promote online, their plans for developing the websites and the advantages they have for the library and its users.

Full Text Available Patrons of public libraries are more diverse and complex than those of other types of libraries, implying potentially more unexpected and difficult situations. Negative emotions such as frustration and anxiety are generated among librarians when they must handle problem patrons, an effort that may influence the work efficiency of librarians and their physical and mental health. This study conducted a semi-structured in-depth interview, using public service librarians in Taiwan as subjects, to explore the categories of problem patrons and their behavioral characteristics. According to the results, the behavioral characteristics of problem patrons can be divided into 6 categories: interfering with others, violating library regulations, influencing library works, improperly using resources and facilities, breaking laws, and exhibiting a psychological disorder as well as violating social norms. On the basis of the research results, this study offers suggestions for future reference when public libraries must handle problem patrons.

Full Text Available Objective – To investigate the perceived alignment between academic library services and high-impact practices (HIPs that affect student retention. Design – Survey questionnaire. Setting – Public comprehensive universities in the United States of America with a Carnegie classification of master’s level as of January 2013. Subjects – 68 library deans or directors out of the 271 who were originally contacted. Methods – The author used Qualtrics software to create a survey based on the HIPs, tested the survey for reliability, and then distributed it to 271 universities. Library services were grouped into 1 of 3 library scales: library collection, library instruction, or library facilities. The survey consisted of a matrix of 10 Likert-style questions addressing the perceived level of alignment between the library scales and the HIPs. Each question provided an opportunity for the respondent to enter a “brief description of support practices” (p 477. Additional demographic questions addressed the years of experience of the respondent, undergraduate student enrollment of the university, and whether librarians held faculty rank. Main Results – The author measured Pearson correlation coefficients and found a positive correlation between the library scales and the HIPs. The purpose of this paper is to explore library and information service impact on patient care quality. A large-scale critical incident survey of physicians and residents at 56 library sites serving 118 hospitals in the USA and Canada. Respondents were asked to base their answers on a recent incident in which they had used library resources to search for information related to a specific clinical case. Of 4,520 respondents, 75 percent said that they definitely or probably handled patient care differently using information obtained through the library. In a multivariate analysis, three summary clinical outcome measures were used as value and impact indicators: first, time saved; second, patient care changes; and third, adverse events avoided. The outcomes were examined in relation to four information access methods: first, asking librarian for assistance; second, performing search in a physical library; third, searching library's web site; or fourth, searching library resources on an institutional intranet. All library access methods had consistently positive relationships with the clinical outcomes, providing evidence that library services have a positive impact on patient care quality. Electronic collections and services provided by the library and the librarian contribute to patient care quality.

More than two million pairs of eclipse glasses were distributed free through public libraries in the U.S. for the solar eclipse of the Sun taking place on August 21, 2017. About 7,000 organizations, including public library branches, bookmobiles, tribal libraries, library consortia, and state libraries took part in the celestial event of the century. Many organizations received a package of free safe-viewing glasses, plus a 24-page information booklet about eclipse viewing and suggested program ideas. An educational video was also produced on how best to do public outreach programs about the eclipse. The project was supported, in part, by the Gordon and Betty Moore Foundation, with additional help from Google, NASA, the Research Corporation, and the National Science Foundation (NSF). The program was managed through the Space Science Institute's National Center for Interactive Learning as part of its STAR Library Network (STAR_Net). Resources developed by STAR_Net for this event included an Eclipse Resource Center; a newsletter for participating libraries to learn about eclipses and how to implement an effective and safe eclipse program; eclipse program activities on its STEM Activity Clearinghouse; webinars; and connections to subject matter experts from NASA's and the American Astronomical Society's volunteer networks. This presentation will provide an overview of the extensive collaboration that made this program possible as well as highlight the national impact that public libraries made in their communities.

Full Text Available Objective – To explore how public services librarians in academic libraries perceive their duties and experience job satisfaction especially in relation to faculty status (tenure track or non‐tenure. Design – A multi‐site study.Setting – Academic libraries in the United States.Subjects – Academic public service librarians.Methods – In March 2004, an online survey containing 25 questions was sent out to 1,510 academic librarians across the UnitedStates. The survey included demographic and professional work‐related questions, but mainly focused on retrieving information about librarian feelings, thoughts, and perceptions in relation to six aspects of the role of the public service librarian, namely: reference, collections, publishing, teaching, committee, and management activities. The survey data was stored in an SQL database and analyzed in various ways to try to see if there were correlations in the replies. In some cases, Chi‐square was used to test for statistical significance.Main results – 328 (22% out of 1,510 potential replies were received. 74% came from public universities and 26% from private institutions. 23% of the respondent librarians had received their MLS before 1980, 34% between 1980 and 1994, and 43% 1995 or later. About 50% had worked as an academic librarian fewer than 10 years and 50% for 10 or more years. About 50% had worked at their current institution five years or fewer and the other 50% for six years ormore. 49% had job descriptions which clearly indicated the relative emphasis of each of the main areas of their job. 50% came from tenure‐track and non‐tenure‐track institutions alike. The librarians were asked to reply to “most” and “least” questions. Full Text Available This paper, based on a few articles written by specialists from different European countries, contains an objective analysis of the way the marketing techniques and instruments are implemented in libraries. In Europe, we can see that library marketing is present in different forms; in some countries it is more intense and in others it is less strong. We will surprisingly discover manifestations of marketing in unexpected places, in less developed countries, with few financial possibilities but opened to this domain and oriented towards the users, and in more developed but traditional countries, marketing techniques are in an incipient phase. In this study, public relations works, the most important factor affecting the customer satisfaction, are handled and it is tried to determine the effect of public relations works conducted at Selcuk University Central Library on the customer satisfaction. In the study used descriptive methods, data were obtained from all customer groups who came to the Central Library through questionnaire. It was come out that all customer groups who came to the Central Library were satisfied with public relations works related to the library's physical elements and service elements, but they were not content with public relations works conducted out of the organization in order to improve the customer relations. Public libraries are located in all communities, and two thirds of adults visit one each year. Libraries give the public access to computers and the Internet, and librarians offer technical assistance for accessing information. The interests and training needs of public librarians for assisting the public in accessing health information have not been addressed. One public library/librarian in each North Carolina county was randomly selected to complete a written questionnaire to assess health-related information services and librarians' skills for providing these services. 84% of librarians (83/99) completed the questionnaire. Results indicate that librarians answer more than 10 health-related questions per week, feel moderately comfortable answering these questions, and are very interested in receiving additional training for addressing health-related questions. Creating public library/public health partnerships holds much promise for enhancing the ability of community members to access desired health information.

In collaboration with the University of Iowa libraries' public relations coordinator, the education team developed a marketing campaign for Hardin House Calls. Marketing strategies included designing a new logo, meeting with external relations representatives and faculty, distributing a user survey, and producing and distributing posters and advertisements. These marketing strategies greatly increased the visibility and use of Hardin House Calls. The campaign also led to a series of faculty development sessions, education collaborations with smaller health sciences departments, and collection development opportunities. Promoting an instructional service through a public relations frameworkwas found to be a highly successful strategy.

Librarians in many venues may anticipate a wide range of reference questions related to HIV and AIDS. Information on HIV/ AIDS is now available in medical, academic, and public libraries and on the Internet, and ranges from the most complex science to the most private disclosures about personal behavior. In this article, the 913 reference questions asked between May 2002 and August 2004 in a special library in a mid-western community-based AIDS service organization are described and analyzed.
Full Text Available ABSTRACTSince 2004, the Ciril Kosmač Library of Tolmin has been continuously preparing a radio show on books and libraries on the local radio station Alpski val. The show has been used as an advertising platform or as a means of primary library promotion. The radio show is regarded as one of the tools of what is termed market communication, and it is intended to provide broad public information on the services of a public library, to promote the library’s activities and holdings and to foster a reading culture. The aim of the show is to stimulate the potential user interest in visiting and using the services of a public library, to expand the circle of users and consequently raise the number of visits and library loans. The title of the show, its audio image, target audience, metapromotion and substantive concept are all key to planning the radio show on books and libraries. The radio show is an example of an effective tool that helps to establish the library’s ties with the local community. This example of best practices shows that it is worth pursuing this activity in Slovenia’s public libraries and highlighting it on their websites.

Full Text Available Library management using manual system is no longer adequate to handle the workload in the library routines, librarians must use application of library automation. To provide a good working performance, librarians use strategy, competences and certain habits, which are referred to as a ritual performance. The performance of the ritual is the demonstration of competence spontaneously by individuals in dealing with individuals, groups and organizations, which contains elements of personal ritual, the work ritual, social ritual, and organization ritual. The research focuses in the automation based library management in the context of the performance of the ritual. This study used a qualitative approach with case study method. The findings suggest that the personal ritual shows the personal habits of librarians to do their tasks, ritual librarian's work show responsibility towards their duties, social rituals strengthen the emotional connection between librarians and leaders, as well as ritual organizations suggest the involvement of librarians in giving their contribution in decision making. Conclusions of this study shows that the performance of rituals librarian at Depok Public Library gives librarians the skills to implement automation systems in the library management, and reflect the values of responsibility, mutual trust, and mutual respect. Full Text Available A systematic and transparent layout of library material on book shelves of public libraries is one of the essential conditions for successful viewing and searching of materials. The research tried to determine the contemporary classification system of library material for the youth. The data needed for the research was gathered and analyzed by a questionnaire completed by five randomly selected central public libraries. Special collections, arrangement and classification of certain fiction and specialized monographic publications for infants, teenagers and adolescents were analyzed. It was of our interest to observe whether the libraries assign the elements of a call number - which are evident on the library material and in online catalogs – according to standards and current instructions. The article also focuses on the unity and differences of the technical processing, and on color and/or image of labels which additionally explain the classification and the contents of the monographic publications for the youth.

A study to determine the impact that the Area Health Education Center type of programs may have on health science libraries was conducted by the Extramural Programs, National Library of Medicine, in conjunction with a contract awarded by the Bureau of Health Manpower, Health Resources Administration, to develop an inventory of the AHEC type of projects in the United States. Specific study tasks included a review of these programs as they relate to library and information activities, on-site surveys on the programs to define their needs for library services and information, and a categorization of library activities. A major finding was that health science libraries and information services are generally not included in AHEC program planning and development, although information and information exchange is a fundamental part of the AHEC type of programs. This study suggests that library inadequacies are basically the result of this planning failure and of a lack of financial resources; however, many other factors may be contributory. Academic, medical and research libraries frequently implement Web 2.0 services for users. Several reports notwithstanding, characteristics and effectiveness of services are unclear. To find out: the Web 2.0 services implemented by medical, academic and research libraries; study designs, measures and types of data used in included articles to evaluate effectiveness; whether the identified body of literature is amenable to a systematic review of results. Scoping review mapping the literature on the topic. Searches were performed in 19 databases. research articles in English, Italian, German, French and Spanish (publication date ≥ 2006) about Web 2.0 services for final users implemented by academic, medical and research libraries. Reviewers' agreement was measured by Cohen's kappa. From a data set of 6461 articles, 255 (4%) were coded and analysed. Conferencing/chat/instant messaging, blogging, podcasts, social networking, wikis and aggregators were frequently examined. Services were mainly targeted at general academic users of English-speaking countries. Data prohibit a reliable estimate of the relative frequency of implemented Web 2.0 services. Case studies were the prevalent design. Most articles evaluated different outcomes using diverse assessment methodologies. Full Text Available Web-scale discovery services for libraries provide deep discovery to a library’s local and licensed content, and represent an evolution, perhaps a revolution, for end user information discovery as pertains to library collections. This article frames the topic of web-scale discovery, and begins by illuminating web-scale discovery from an academic library’s perspective – that is, the internal perspective seeking widespread staff participation in the discovery conversation. This included the creation of a discovery task force, a group which educated library staff, conducted internal staff surveys, and gathered observations from early adopters. The article next addresses the substantial research conducted with library vendors which have developed these services. Such work included drafting of multiple comprehensive question lists distributed to the vendors, onsite vendor visits, and continual tracking of service enhancements. Together, feedback gained from library staff, insights arrived at by the Discovery Task Force, and information gathered from vendors collectively informed the recommendation of a service for the UNLV Libraries.

Full Text Available Introducing e-books into Swedish libraries has been influenced by the idea of equal access to all media for all Swedish citizens as well as by librarians’ wish to provide the best possible service to their users. Libraries perceived this new resource and service as a way of fulfilling their specific function in a democratic society, which is usually described as mediation (or transfer of knowledge and culture to all. This is a common basis for the incorporation of new media and information resources (including e-books into Swedish academic and public libraries. Apart from this common platform, we see other similarities in working with e-books in both types of libraries, but also a number of differences. Most of them relate to the position of libraries within their respective context and in relation to their specific role. Academic libraries are quite influential players in the global scholarly communication and supporters of both research and study processes. As such they are embedded in a mainly international market of scientific information and scholarly materials. They have significant resources provided by their parent universities for the acquisition of scholarly material and a wide choice of commercially available material from different providers. They are also incorporated into a national library consortium with great negotiation power. Thus, they have more freedom to experiment with a variety of business and pricing models offered on the international market. They also have a high competence in publishing and are often publishers themselves. One of the factor that influenced the development of science is the existence of the library, which in this case is the college libraries. Library, which is located in the college environment, aims to supply collections of literatures to support research activities as well as educational for students of the college. Conceptually, every library now starts to practice environmental principles. For example, “X” library as a central library claims to be an environmental friendly library for practicing environmental friendly management, but the X library has not inserted the satisfaction and service aspect to the users, including whether it is true that environmental friendly process is perceived by library users. Satisfaction can be seen from the comparison between expectations and reality of library users. This paper analyzes the level of library user satisfaction with library services in the campus area and the gap between expectations and reality felt by the library users. The result of the research shows that there is a disparity between the hope of library management, which is sustainable and environmentally friendly with the reality in the management of the library, so that it has not given satisfaction to the users yet. The gap value of satisfaction that has the biggest difference is in the library collection with the value of 1.57; while for the smallest gap value is in the same service to all students with a value of 0.67.
Full Text Available Web search engines (WSE are powerful and popular tools in the field of information service management. This study is an attempt to examine the impact and usefulness of web search engines in providing virtual reference services (VRS within academic libraries in Pakistan. The study also attempts to investigate the relevant expertise and skills of library professionals in providing digital reference services (DRS efficiently using web search engines. Methodology used in this study is quantitative in nature. The data was collected from fifty public and private sector universities in Pakistan using a structured questionnaire. Microsoft Excel and SPSS were used for data analysis. The study concludes that web search engines are commonly used by librarians to help users (especially research scholars by providing digital reference services. The study also finds a positive correlation between use of web search engines and quality of digital reference services provided to library users. It is concluded that although search engines have increased the expectations of users and are really big competitors to a library’s reference desk, they are however not an alternative to reference service. Findings reveal that search engines pose numerous challenges for librarians and the study also attempts to bring together possible remedial measures. This study is useful for library professionals to understand the importance of search engines in providing VRS. The study also provides an intellectual comparison among different search engines, their capabilities, limitations, challenges and opportunities to provide VRS effectively in libraries.

Full Text Available Edmonton Public Library (EPL hosted its first hackathon for International Open Data Day 2014. International Open Data Day promotes open data policies in local, regional, and national governments worldwide, in the spirit of transparency and civic innovation. The open data movement, like public libraries, values access to information and civic engagement, and it offers opportunities for public libraries to improve their efficiency, transparency, and programming. Celebrating the event provided the Library with the additional benefit of strengthening our relationship to local government. This case study provides a practical introduction to hosting an open data hackathon as a first step to engaging the open data movement. Two follow-up surveys, one immediately after the hackathon and another five months later, were used to assess the event and determine how the Library could better support the open data community in the future. The majority of hackathon participants labelled themselves beginner programmers, were not regular library users, and appreciated the opportunity to meet city employees and other hackers who shared their interests. The Library was encouraged to increase our output of open data and to host more hackathons. Results also suggested room for improvement in the areas of developing a more formal structure to the event, connecting participants with similar interests, and providing long term support for app development. By hosting a hackathon for International Open Data Day, EPL gained both the information and the relationships necessary to release meaningful datasets and put itself in an excellent position to understand and respond to the interests and needs of the open data community.

Methods – Respondents completed a 23-question survey about their use of library resources and services in preparation for publishing, presenting, and teaching. The library services in the survey included literature searches completed by librarians and document delivery for preparation of publications, presentations, and lecture material. The survey also included questions about how resources were being accessed in preparation for scholarship. The survey sought information on whether respondents published articles or chapters or presented papers or posters in the previous three years. If respondents answered in the affirmative to one of the aforementioned methods of scholarship, they were provided with further questions about how they access library resources and whether they sought mediated literature search and document delivery services in preparation for their recent presentations and publications. In 1964, in view of the increasingly important role of computers in atomic energy, the Nuclear Energy Agency of the Organization for Economic Co-operation and Development established a Computer Programme Library (CPL) at Ispra, Italy. The original purpose of this Library, then consisting chiefly of programmes for reactor calculations, was to improve communication between the originators of the computer programmes and the scientists and engineers in Member States of the OECD who used them, thus furthering the efficient and economic use of the many large and expensive computers in the countries concerned. During the first few years of the Library's operation, a growing interest in its activities became evident in countries which were not members of the OECD. The Director General of the International Atomic Energy Agency, aware that such countries which were Member States of the IAEA could benefit from the Library's services, concluded an agreement with the Nuclear Energy Agency in 1967 to the effect that these services would be extended to all IAEA Member States. In March 1968, the Director General announced by circular letter that these services were available, and requested the governments of Member States that were not members of OECD to nominate establishments to participate in the activities of the Computer Programme Library. Full Text Available Objective: To examine how Canadian academic medical libraries are supporting mobile apps, what apps are currently being provided by these libraries, and what types of promotion are being used. Methods: A survey of the library websites for the 17 medical schools in Canada was completed. For each library website surveyed, the medical apps listed on the website, any services mentioned through this medium, and any type of app promotion events were noted. When Facebook and Twitter accounts were evident, the tweets were searched and the past two years of Facebook posts scanned for mention of medical apps or mobile services/events. Results: All seventeen academic medical libraries had lists of mobile medical apps with a large range in the number of medical relevant apps (average=31, median= 23. A total of 275 different apps were noted and the apps covered a wide range of subjects. Five of the 14 Facebook accounts scanned had posts about medical apps in the past two years while 11 of the 15 Twitter accounts had tweets about medical apps. Social media was only one of the many promotional methods noted. Outside of the app lists and mobile resources guides, Canadian academic medical libraries are providing workshops, presentations, and drop-in sessions for mobile medical apps. Conclusion: While librarians cannot simply compare mobile services and resources between academic medical libraries without factoring in a number of other circumstances, librarians can learn from mobile resources strategies employed at other libraries, such as using research guides to increase medical app literacy.

The periodical literature on group instructional services in health sciences libraries was analyzed to determine the nature of these services, their target audiences, and their institutional settings. Three kinds of reports were identified: descriptions of services (70%), reviews of the literature (10.5%), and future-oriented articles that advocate various group instructional services (19.5%). Five target audiences were identified: library users, staff, librarian peers, library science students, and patients. Instructional services were offered primarily in medical school/center libraries, hospital libraries, and the National Library of Medicine and its Regional Medical Libraries (RMLs). To a lesser extent, health sciences educational services are offered through other professional school libraries, library associations and consortia, and schools of library science. There are gaps in the literature in the areas of library experience with marketing, evaluation, administration of the offered educational services, and continuing education for health sciences librarians.

Full Text Available Library management using manual system is no longer adequate to handle the workload in the library routines, librarians must use application of library automation. To provide a good working performance, librarians use strategy, competences and certain habits, which are referred to as a ritual performance. The performance of the ritual is the demonstration of competence spontaneously by individuals in dealing with individuals, groups and organizations, which contains elements of personal ritual, the work ritual, social ritual, and organization ritual. The research focuses in the automation based library management in the context of the performance of the ritual. This study used a qualitative approach with case study method. The findings suggest that the personal ritual shows the personal habits of librarians to do their tasks, ritual librarian's work show responsibility towards their duties, social rituals strengthen the emotional connection between librarians and leaders, as well as ritual organizations suggest the involvement of librarians in giving their contribution in decision making. Conclusions of this study shows that the performance of rituals librarian at Depok Public Library gives librarians the skills to implement automation systems in the library management, and reflect the values of responsibility, mutual trust, and mutual respect.

Physical distance diminishes the ease of access to direct reference services for public health users. To bridge the gap, the library developed the Mobile Reference Service to deliver on-site information assistance with regular office hours each week. Between September 2006 and April 2007, a total of 57 in-depth reference transactions took place over 25 weeks, averaging 2 transactions per week in a 2-hour period. Overall reference transactions from public health users went up 28%, while liaison contacts with public health users doubled compared to the same period the year before. Full Text Available Healthcare in Poland is mainly financed by public sector entities, among them the National Health Fund (NFZ, state budget and local government budgets. The task of the National Health Fund, as the main payer in the system, is chiefly currently financing the services. The state budget plays a complementary role in the system, and finances selected groups of services, health insurance premiums and investments in healthcare infrastructure. The basic role of the local governments is to ensure access to the services, mostly by performing ownership functions towards healthcare institutions.
The Library Services Alliance is a unique multi-type library consortium committed to resource sharing. As a voluntary association of university and governmental laboratory libraries supporting scientific research, the Alliance has become a leader in New Mexico in using cooperative ventures to cost-effectively expand resources supporting their scientific and technical communities. During 1994, the alliance continued to expand on their strategic planning foundation to enhance access to research information for the scientific and technical communities. Significant progress was made in facilitating easy access to the on-line catalogs of member libraries via connections through the Internet. Access to Alliance resources is now available via the World Wide Web and Gopher, as well as links to other databases and electronic information. The medical libraries of Vietnam maintain high profiles within their institutions and are recognized by health care professionals and administrators as an important part of the health care system. Despite the multitude of problems in providing even a minimal level of medical library services, librarians, clinicians, and researchers nevertheless are determined that enhanced services be made available. Currently, services can be described as basic and unsophisticated, yet viable and surprisingly well organized. The lack of hard western currency required to buy materials and the lack of library technology will be major obstacles to improving information services. Vietnam, like many developing nations, is about to enter a period of technological upheaval, which ultimately will result in a transition from the traditional library limited by walls to a national resource that will rely increasingly on electronic access to international knowledge networks. Technology such as CD-ROM, Integrated Services Digital Network (ISDN), and satellite telecommunication networks such as Internet can provide the technical backbone to provide access to remote and widely distributed electronic databases to support the information needs of the health care community. Over the long term, access to such databases likely will be cost-effective, in contrast to the assuredly astronomical cost of building a comparable domestic print collection. The advent of new, low-cost electronic technologies probably will revolutionize health care information services in developing nations. However, for the immediate future, the medical libraries of Vietnam will require ongoing sustained support from the international community, so that minimal levels of resources will be available to support the information needs of the health care community. Full Text Available Purpose: Models of organization of library services for the blind and partially sighted from the view of special and public librarianship in selected countries were examined.In addition, theoretical and legislative frameworks, professional guidelines and trends are explored. Some terminological inconsistencies and obstacles in performing the services are also presented.Methodology/approach: The explorative-comparative study carried in the years 2008-2010 includes the comparative analysis of data acquired by the survey and literature desktop research. The research sample included 14 countries - eleven European countries, USA,Australia, and Canada.Results: The findings show great varieties among the selected countries, however,there is the trend of moving the organization of services based on a private charitable association to the formalized state supported system. The majority of countries have applied the centralized model with one specialized (national library. There is rarely a case of formal inclusion of public libraries in the organization of services. Recent major professional interests in the field of providing library services to visually impaired are broadening the copyright exceptions and user groups, and the implementation of information technology for bigger production of alternative formats and availability of library materials.Research limitation: The low rate of survey response and the differences in the organization of library services influenced on the lack of data and low level of data comparability.Originality/practical implications: The results are useful for designing a model of library services in Slovenia.

The Shared Hospital Electronic Library of Southern Indiana (SHELSI) research project was designed to determine whether access to a virtual health sciences library and training in its use would support medical decision making in rural southern Indiana and achieve the same level of impact seen by targeted information services provided by health sciences librarians in urban hospitals. Based on the results of a needs assessment, a virtual medical library was created; various levels of training were provided. Virtual library users were asked to complete a Likert-type survey, which included questions on intent of use and impact of use. At the conclusion of the project period, structured interviews were conducted. Impact of the virtual health sciences library showed a strong correlation with the impact of information provided by health sciences librarians. Both interventions resulted in avoidance of adverse health events. Data collected from the structured interviews confirmed the perceived value of the virtual library. While librarians continue to hold a strong position in supporting information access for health care providers, their roles in the information age must begin to move away from providing information toward selecting and organizing knowledge resources and instruction in their use.

What we didn't know is that public libraries across the nation would play such an integral role in the health insurance enrollment process. Every research laboratory has a wealth of biomedical data locked up, which, if shared with other experts, could dramatically improve biomedical and healthcare research. With the PhysiomeSpace service, it is now possible with a few clicks to share with selected users biomedical data in an easy, controlled and safe way. The digital library service is managed using a client-server approach. The client application is used to import, fuse and enrich the data information according to the PhysiomeSpace resource ontology and upload/download the data to the library. The server services are hosted on the Biomed Town community portal, where through a web interface, the user can complete the metadata curation and share and/or publish the data resources. A search service capitalizes on the domain ontology and on the enrichment of metadata for each resource, providing a powerful discovery environment. Once the users have found the data resources they are interested in, they can add them to their basket, following a metaphor popular in e-commerce web sites. When all the necessary resources have been selected, the user can download the basket contents into the client application. The digital library service is now in beta and open to the biomedical research community.

The other important libraries in the city are Bayern State National Library, Maximillian University Library, a technical highschool library and the "Deutsches Musuem" Library. All these libraries are financed locally. The author introduces these libraries briefly and compares German libraries with Turkish libraries. He concludes that although theoretically there are not distinctive differences, in practice, buildings and their layout are better in Germany where more variety of services are offered. In Turkey standardization has not been realized yet. Turkey needs to computerize and network to improve the services offered in an efficient way.

The intention of the Government of Tanzania is to establish more health information resource canters in all health facilities. With this regard, health information science personnel are needed to provide adequate and accurate health information services. However, availability of these personnel remains to be a challenge because of their non-existence. To identify the current status and local impact of health sciences libraries and user perception of these libraries, as a prerequisite to the development of a competence-based curriculum for health information science training in Tanzania. A needs assessment was carried out using a convenience sample of local respondents, including librarians, trainers, academicians, students, health care providers, and patients and families, drawn from national, referral, regional, district hospitals, health training institutions, and universities from both government and nongovernment entities in Tanzania. A focus group approach was used to gather data from respondents. Results from this assessment revealed that health science libraries in Tanzania are faced with the challenges of insufficient infrastructure, old technology, limited facilities and furniture, inadequate and incompetent library staff, lack of health sciences librarians, outdated and insufficient resources, and low knowledge and use of information technologies by library clients. Most respondents would prefer to have both physical and electronic libraries, as well as librarians with specialized health information science skills, to cope with changing nature of the medical field. The findings obtained from this assessment are strong enough to guide the development of a curriculum and training strategy and an operational plan and training packages for health information professionals. We attempt to assess the publication impact of a digital library (DL) of aerospace scientific and technical information (STI). The Langley Technical Report Server (LTRS) is a digital library of over 1,400 electronic publications authored by NASA Langley Research Center personnel or contractors and has been available in its current World Wide Web (WWW) form since 1994. In this study, we examine calendar year 1997 usage statistics of LTRS and the Center for AeroSpace Information (CASI), a facility that archives and distributes hard copies of NASA and aerospace information. We also perform a citation analysis on some of the top publications distributed by LTRS. We find that although LTRS distributes over 71,000 copies of publications (compared with an estimated 24,000 copies from CASI), citation analysis indicates that LTRS has almost no measurable publication impact. We discuss the caveats of our investigation, speculate on possible different models of usage facilitated by DLs , and suggest retrieval analysis as a complementary metric to citation analysis. While our investigation failed to establish a relationship between LTRS and increased citations and raises at least as many questions as it answers, we hope it will serve as a invitation to, and guide for, further research in the use of DLs.

Methods – This research is organized around four primary research questions that examine the effect of liaison librarian physical, co-located embeddedness on the following: 1 the frequency of walk-up reference transactions of the embedded location versus the service desk; 2 the frequency of reference and instructional transactions with liaison areas after the implementation of embedded services; 3 the frequency of walk-up transactions at embedded sites compared to the number of reference and instructional transactions after embeddedness began; and 4 liaison librarian participation in new collaborative or integrative activities with their liaison areas. Researchers used data collected between Fall 2012 and Spring 2014 and compared this to data collected in the pre-embedded period for Fall 2010 to Fall 2011. Data sources included the library’s locally developed reference services statistics tracking tool, individual librarians’ calendar appointment records, and librarian performance agreements. The analysis uses descriptive statistics. Full Text Available The Northrhine-Westphalian Library Service Center (hbz launched its LOD service lobid.org in August 2010 and has since then continuously been improving the underlying conversion processes, data models and software. The present paper first explains the background and motivation for developing lobid.org . It then describes the underlying software framework Phresnel which is written in PHP and which provides presentation and editing capabilities of RDF data based on the Fresnel Display Vocabulary for RDF. The paper gives an overview of the current state of the Phresnel development and discusses the technical challenges encountered. Finally, possible prospects for further developing Phresnel are outlined.

Purdue University is a major agricultural, engineering, biomedical, and applied life science research institution with an increasing focus on bioinformatics research that spans multiple disciplines and campus academic units. The Purdue University Libraries (PUL) hired a molecular biosciences specialist to discover, engage, and support bioinformatics needs across the campus. After an extended period of information needs assessment and environmental scanning, the specialist developed a week of focused bioinformatics instruction (Bioinformatics Week) to launch system-wide, library-based bioinformatics services. The specialist employed a two-tiered approach to assess user information requirements and expectations. The first phase involved careful observation and collection of information needs in-context throughout the campus, attending laboratory meetings, interviewing department chairs and individual researchers, and engaging in strategic planning efforts. Based on the information gathered during the integration phase, several survey instruments were developed to facilitate more critical user assessment and the recovery of quantifiable data prior to planning. Given information gathered while working with clients and through formal needs assessments, as well as the success of instructional approaches used in Bioinformatics Week, the specialist is developing bioinformatics support services for the Purdue community. The specialist is also engaged in training PUL faculty librarians in bioinformatics to provide a sustaining culture of library-based bioinformatics support and understanding of Purdue's bioinformatics-related decision and policy making.

Full Text Available The paper deals with the issue of efficiency of public passenger transport through financial support from public funds from the perspective of improving road safety. The aim is to verify the hypothesis that financing public passenger transport from public funds is a significant tool to influence the number of passengers carried by individual automobile transport, and thus it can be used a tool for influencing road safety in a particular territory. The first part of the paper analyses the sources for financial support of public passenger transport. The next part describes the assumptions for improving road safety through increasing the support of public passenger transport. The last part analyses possible impacts of financing public passenger transport on the road safety in relation to the specified hypothesis.

This is a descriptive study that used qualitative method. While collecting data of MIHK, observations, interviews, and documents were used as data collection technique and the data was analyzed in that sense. IFLAs “Guidelines for Children s Libraries Services” was used as aframework to evaluate thefindings. According to the results, MCPL system is very successful in regard to accomplishing the terms of IFLA ’s guidelines to support preschool children; however in fulfilling all of these there is a definite need for strong financial structure and support from the society.

Despite the advent of the electronic age and the wide dissemination of information of all kinds via the Internet, the specialized library can and will become an active pole in the knowledge-based society. By exploiting their scientific authority and consequent validation of information accuracy, libraries can build a bridge between science and the public. The "Declaration Concerning the Evolving Role of Libraries in Research Centres" (2007) describes a moment of great impetus in the professional activity of librarians but is also a cry of alarm for the unique situation of the libraries in research centres. This presentation will consider the theoretical context of this point of view and focus on libraries in main European research centres. Particular attention will be paid to their relationship with the dissemination of scientific information to the general public and their role in public outreach.

This system is unique in its use of an automated authority system and highly sophisticated machine filing algorithms. The primary aim was the rigorous control of established forms and their cross-reference structure. The original impetus for creation of the system, and its most highly visible product, is a photocomposed book catalog. Many worked in local libraries.Methods – In this pilot study, studentsvolunteered to participate in a confidential process that involved telling their stories of their post-Hurricane Katrina experiences. Data was collected in a natural setting (the libraries in which the students worked, and inductive reasoning was used to build themes based on these research questions: What post-disaster problems related to public libraries were noted in the students’ narratives? What post-disaster public library services were noted in the narratives?NVivo7 qualitative analysis software was used to analyze and code the narratives. Passages related to public libraries were coded by library location and student. These passages were analyzed for themes related to post-disaster challenges and disaster-recovery services pertaining to public libraries. Main Results – Ten of the 72 narratives contained passages related to public libraries. The libraries included four in Alabama, one in Louisiana, and five in Mississippi. There is a great need for health services research in the public health system and in the German public health service. However, the public health service is underrepresented in health services research in Germany. This has several structural, historical and disciplinary-related reasons. The public health service is characterised by a broad range of activities, high qualification requirements and changing framework conditions. The concept of health services research is similar to that of the public health service and public health system, because it includes the principles of multidisciplinarity, multiprofessionalism and daily routine orientation. This article focuses on a specified system theory based model of health services research for the public health system and public health service. The model is based on established models of the health services research and health system research, which are further developed according to specific requirements of the public health service. It provides a theoretical foundation for health services research on the macro-, meso- and microlevels in public health service and the public health system. Prospects for public health service are seen in the development from "old public health" to "new public health" as well as in the integration of health services research and health system research. level of information literacy and their feelings with regard to being information literate, the nature of their exposure to IL training, the benefits they derived from such training, and their desire for further training. Public service librarians and other staff were also interviewed in a similar manner. These questions sought to ascertain staff views on the role of the public library with regard to IL training; perceptions of the need for and expected outcomes of such training; as well as the current situation pertinent to the provision of IL skills training in their respective libraries in terms of staff competencies, resource allocation, and the forms of training and evaluation. Interviews were recorded and transcribed. Data were interpreted via qualitative content analysis through the use of NVivo software.Main Results – Men were more frequent users of public library computers than women, outnumbering them by a ratio ranging from 2:1 to 3.4:1. Customers appeared to be mostly under the age of 30 and of diverse ethnicities. The average income of interviewed customers was less than the Canadian average. The site observations revealed that customers were seen using the Internet mainly for the purposes of communication (e.g., e‐mail, instant messaging, online dating services. Such use was observed 78 times in four of the libraries. Entertainment accounted for 43 observations in all five sites and comprised activities such as online games, music videos, and movie listings. Twenty‐eight observations involved business/financial uses (e.g., online shopping, exploration of investment sites, online banking. Purpose: The quality of medical services provided by competing public hospitals is the primary consideration of the public in determining the selection of a specific hospital for treatment. The main objective of strategic planning is to improve the quality of public hospital medical services. This paper provides an introduction to the history, significance, principles and practices of public hospital medical service strategy, as well as advancing the opinion that public hospital service strategy must not merely aim to produce but actually result in the highest possible level of quality, convenience, efficiency and patient satisfaction.
Full Text Available Objective – This study examined low or non-use of the library at St. Martin’s College, UK and determined the possible reasons for this. Additionally, this study investigated the other sources of information non-users were accessing. The results were then fed into the library’s future strategic planning cycle. Methods – Using data from the TALIS management system, a postal survey was distributed to students who registered as low or non-users. Non-users were considered a hard-to-reach target group, and a further classroom-based survey was administered.Results – The findings showed that students in part-time and distance learning courses were the largest group of non-users. Other factors influencing non-use included the purchase of books, use of the Internet, and a lack of awareness of services available.Conclusions – The library service needs to target non-traditional student groups, particularly those taught off-campus, with innovative induction techniques. This survey highlighted the need to embed information skills teaching into the curriculum and a recent restructure of the department has enabled this to happen with a more focused approach to academic liaisonship.

The paper discusses some of the current and potential markets for satellite data communications as projected by the Public Service Satellite Consortium (PSSC). Organizations in the public service sector are divided into three categories, depending on their expected benefits and organizational changes due to increased satellite telecommunications use: A - modest institutional adjustments are necessary and significant productivity gains are likely; B - institutional requirements picture is promising, but more information is needed to assess benefits and risk; and C - major institutional adjustments are needed, risks are high but possible benefits are high. These criteria are applied to the U.S. health care system, continuing education, equipment maintenance, libraries, environmental monitoring, and other potential markets. The potential revenues are seen to be significant, but what is needed is a cooperative effort by common carriers and major public service institutions to aggregate the market.

NASA research programs are helping humanity understand the origin and evolution of galaxies, stars, and planets, how our Sun varies and impacts the heliosphere, and defining the conditions necessary to support life beyond Earth. As places that offer their services for free, public libraries have become the "public square" by providing a place where members of a community can gather for information, educational programming, and policy discussions. Libraries are also developing new ways to engage their patrons in STEM learning. The Space Science Institute's (SSI) National Center for Interactive Learning (NCIL) was funded by NASA`s Science Mission Directorate (SMD) to develop and implement a project called NASA@ My Library: A National Earth and Space Science Initiative That Connects NASA, Public Libraries and Their Communities. NCIL's STAR Library Network (STAR_Net) is providing important leverage to expand its community of practice that serves both librarians and STEM professionals. Seventy-five libraries were selected through a competitive application process to receive NASA STEM Facilitation Kits, NASA STEM Backpacks for circulation, financial resources, training, and partnership opportunities. Initial survey data from the 75 NASA@ My Library partners showed that, while they are actively providing programming, few STEM programs connected with NASA science and engineering. With the launch of the initiative - including training, resources, and STEM-related event opportunities - all 75 libraries are engaged in offering NASA-focused programs, including with NASA subject matter experts. This talk will highlight the impacts the initiative is having on both public library partners and many others across the country.
