    Full Text Available This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.

    Within the context of international public health, 'global health' seems to be emerging as a recognized term of preference. This article presents a critical analysis of the meaning and importance of 'global health' and situates its growing popularity within a historical context. A specific focus of this work is the role of the World Health Organization - WHO in both 'international' and 'global' health, and as na agent of transition from one to the other. Between 1948 and 1998, the WHO went through a period of hardship as it came up against an organizational crisis, budget cuts and a diminished status, especially when confronted with the growing influence of new, power players like the World Bank. We suggest that the WHO has responded to this changing international context by inititating its own process of restructuring and repositioning as an agent for coordinating, strategically planning and leading 'global health' initiatives.

This article provides a brief overview of important international stakeholders in the practice of neurology, including global disease-specific programs, United Nations agencies, governmental agencies with international influence, nongovernmental organizations, international professional organizations, large private donors, private-public partnerships, commercial interests, armed forces, and universities and colleges. The continued engagement of neurologists is essential for the growing number of international organizations that can and should incorporate neurologic disease into their global agendas.

The new rebuilding and communication technologies create a new type of public character: the visible sphere – non-located, non-dialogical and open. This article presents the process of internal discussion in our agency about its clients, who differ from those of an industrial or commercial organization. A proposal for the classification of clients, as well as the process that has led to a client portfolio, are presented and steps to improve services from the perspective of the client are suggested.

    The nuclear energy takes a big part in the world's energy production. The nuclear techniques are used in most fields of life. Nevertheless the use of radioactive materials may cause prejudice to human beings by radiation contamination. The International Commission on Radiological Protection gives the general rules and regulations to avoid this danger. In the publication No. 30, the ICRP gives a metabolic model for the respiratory system and values of Annual Limit of Intake. The ALI for inhalation supposes a standard AMAD (Activity Median Aerodynamic Diameter) of 1 um. We have measured the AMAD in a laboratory under different conditions of functioning in order to show its variation. Then we have analysed the effect of this variation on the internal contamination monitoring. Thus we have calculated the Effective Committed Dose (ECD), the ALI, then the Derived Investigation Level (DIL) for different values of AMAD for Whole-Body Counting (WBC)

Synthesis of articles of authors of lead scientific and practical journal Ukraine "Accounting and Auditing" for the 1994-2015 biennium pointed out that despite the coverage of current journal articles provisions, principles, requirements, rules and other modern techniques. On internal control and comprehensive set of reasonable response to the organization and classification of internal control is absent. This leads to continue the search key components of the organization's internal control. The above basic concepts in publications on the organization of internal control were used in the formation of a set of principles of control. According to the requirements of the OECD field of internal control includes risk management, cost control, change in control, complete information to guarantee the effectiveness of internal control systems, providing the ability to make decisions and so on.     Full Text Available In addition to determining social responsibility policies that affect the market and social actors, certain governments also set objectives related to their internal activity. For example, one of the activities of the German government is to implement the concept of social responsibility into public institutions. In the Netherlands, one of the government tasks is to set an example for responsible practices (government as a role model. The aim of this paper is to examine firstly whether public sector entities set an example for responsible practices, especially with regard to respect for the environment, and secondly, whether public sector organizations in Poland significantly differ from organizations abroad in terms of their practices in the field of environmental protection. A questionnaire was a basis for data collection. The questionnaires were distributed to representatives of deliberately selected public sector organizations located primarily in Europe. The study was conducted in 2012–2013 on a group of 220 public sector organizations (102 Polish and 118 other European. The paper presents only the selected part of research. Public sector organizations in Poland do not have internal mechanisms of environmental responsibility. There is a significant discrepancy between the state of the environmental responsibility of organizations located in Poland and abroad. Obtained results show that public sector organizations, those in Poland in particular, are making their first steps in developing internal environmental responsibility.

However, the influence and legacies of the public health eras during which such policies are formulated remain largely underappreciated. The limited appreciation of this relationship may hinder consistent adoption of public health policies by nation-states, and encumber disinvestment from ineffective or anachronistic policies. This article reviews seven public health eras and highlights how each era has influenced international policy formulation for leprosy control—“the fertile soil for policy learning”. The author reiterates the role of health leadership and health activism in facilitating consistency in international health policy formulation and implementation for leprosy control.

The Thalassemia International Federation (TIF is one such organization focusing on the control of thalassemia around the world. The current paper aims at presenting a comprehensive overview of the mission, goals, objectives and activities of this organization. Our ultimate goal is to highlight TIF’s public health paradigm and diffuse its success at an international levels for others to follow. TIF is devoted to disseminating information, knowledge, experience and best practices around the world to empower patients with thalassemia and their relatives, support health professionals providing care to such patients and promote national and international policies, which secure equal access to quality care for all patients with thalassemia.

Diagnosis of the public goods failure associated with particular ecosystem services is critical to the development of the appropriate international response. There are two categories of international environmental public goods that are most likely to be undersupplied. One has an additive supply technology and the other has a weakest link supply technology. The degree to which the collective response should be targeted depends on the importance of supply from any one country. In principle, the solution for the undersupply lies in payments designed to compensate local providers for the additional costs they incur in meeting global demand. Targeted support may take the form of direct investment in supply (the Global Environment Facility model) or of payments for the benefits of supply (the Payments for Ecosystem Services model).

    Full Text Available Ebola virus disease (EVD, previously known as Ebola hemorrhagic fever, is a severe illness caused by Ebola filovirus, and is often fatal if left untreated. The first case of the current EVD was diagnosed in Guinea in March 2014, and since then it has spread to Sierra Leone, Liberia, Nigeria, and Senegal. The current review has been performed with an objective to explore the magnitude of the current Ebola virus epidemic and identify the multiple determinants that have resulted in the exponential growth of the epidemic. An extensive search of all materials related to the topic was done for almost two months (August-October in Pubmed, Medline, World Health Organization website and Google Scholar search engines. Relevant documents, reports, recommendations, guidelines and research articles focusing on the different aspects of Ebola virus and its current outbreak, published in the period 2002-2014 were included in the review. Keywords used in the search include Ebola virus, Ebola virus disease, Ebola hemorrhagic fever, Ebola vaccine, and Ebola treatment. The current EVD epidemic has turned out to be extensive, severe, and uncontrollable because of a delayed response and ineffective public health care delivery system. In fact, multiple challenges have also been identified and thus a range of interventions have been proposed to control the epidemic. In conclusion, the 2014 epidemic of EVD has shown to the world that in absence of a strong public health care delivery system even a rare disease can risk the lives of millions of people. The crux of this epidemic is that a large scale and coordinated international response is the need of the hour to support affected and at-risk nations in intensifying their response activities and strengthening of national capacities.

    International Nongovernmental Organizations (INGOs) have played critical roles in improving the quality of primary health care in ordinary time and, indeed, responding to epidemic crises in developing countries. Due to a lack of empirical research for effectiveness of their responding activities, the legitimacy and accountability of nonprofits' engagement in the health crisis as a critical responder is doubted. This paper aims to examine the effectiveness of INGOs in a context of managing a fatal epidemic outbreak of Ebola in Sierra Leone during May-November, 2014; building healthcare infrastructures, providing medical supplies, educating local residents, and training response staffs. The analysis results show that development of healthcare infrastructures and provision of medical supplies have been significantly effective in terms of decreasing the severity of the crisis in chiefdoms. The findings imply that policy tools, which allow INGOs to enter to the field in a timely manner, can improve the effectiveness of INGOs' responses in current and future epidemic outbreaks in developing countries where people suffer from a lack of health infrastructures.

Given the background of the Organization, it is important to emphasize that the main reason for the establishment of the Shanghai organization was the need for the united front against the strengthening of the region at the turn of centuries against dangerous trends of terrorism, extremism, separatism, the growth of organized crime. Despite the conflict of interests and the internal and external development challenges thirteen-year history of evolution of the SCO, to some extent proves its effectiveness, moreover, there are the preconditions for its consistent transition to a more comprehensive organization.

The relevance of the research topic is due to the need to harmonize the procurement policy of the Government of Ukraine with the international legal framework and with broad political objectives within the European integration strategy. The organizational framework and principles of implementing public procurement in the EU Member States were analyzed. Special attention was paid to normative provision of public procurement by the EU Member States; peculiarities of the use of national or harmonized rules of public procurement in accordance with the amount of the procurement contract; restrictions and conditions for public authorities in the selection of applicants for bidding. Five types of public procurement procedures used in the EU have been characterized, namely: open procedure, limited procedure, negotiation procedure, competitive dialog, electronic auctions. The need to address the social and legal aspects of public procurement in international practice has been substantiated and the possibilities for resolving these problems have been presented.

These organizations may function as agents of world solidarity and aim directly or indirectly at the promotion of understanding between people and consequently at the establishment of peace. They also carry out activities that aim at influencing national and international politics relevant to their respective goals. In this field, the IOC, as the most important International Non-Governmental Organization in the field of sport, plays a significant role. With an activity spanning more than a century, the IOC has been able to unify nations under the notion of Olympic ideals.     The paper presents an overview of current public policy issues relating to biological standardisation and control, drawing on the extensive background material assembled for two recent international reviews, and previously published work. It identifies a number of factors which are destabilising the current system and promoting a climate for change. These include the squeeze on public sector resources, the growth in volume and complexity of biologicals, developing world needs, concerns about harmonisation and new social and ethical issues. It is argued that this situation presents important opportunities for reviewing the existing boundaries between regulatory scientists, industry, and the public, for international agreement on priorities and for harmonisation and mutual recognition. While considerable progress has already been made on these issues at national, regional and global level, there is a need for fuller international participation and the additional impetus that would come from a higher-profile commitment by governments. Such commitment will also be important for the vital questions of sustaining the scientific base and securing the resource for an effective, truly worldwide programme of standardisation and control. An international approach will also be essential in steering biologicals control through the difficult social and ethical questions of the future. WHO, in collaboration with national authorities, has a key role to play in these developments.

    Full Text Available Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general. Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.

    International organizations have defined and managed different aspects of migrant health issues for decades, yet we lack a systematic understanding of how they reach decisions and what they do on the ground. The present article seeks to clarify the state of knowledge on the relationship between international organizations and migrant health in Europe. To do so, we review the operations of six organizations widely recognized as key actors in the field of migrant health: the European Commission, the Regional Office for Europe of the World Health Organization, the International Organization on Migration, Médecins du Monde, Médecins Sans Frontières, and the Open Society Foundation. We find that international organizations operate in a complementary fashion, with each taking on a unique role in migrant health provision. States often rely on international organizations as policy advisors or sub-contractors for interventions, especially in the case of emergencies. These linkages yield a complex web of relationships, which can vary depending on the country under consideration or the health policy issue in question.

    Full Text Available The application of internal marketing in organizations has been researched by scholars for nearly three decades, but literature has little empirical research in the public sector. There is a latent debate on the relevance of internal marketing in the public sector, given the need to provide a more effective service to the citizens. Given the possibility that the internal-market orientation is an antecedent of job satisfaction, the objective of this research was to measure the level of internal market orientation in the public sector, and the Military Fire Department of the State of Espírito Santo (MFDESS was surveyed using quantitative research. The instrument for data collection was a structured questionnaire, which follows the model used by Gounaris (2006 in research with employees of a hotel chain in Greece. 522 firefighters were surveyed. The choice of this organization was due to the importance of the service performed and the society visibility, given the direct relationship with life and assets of the taxpayers. Therefore, the level of job satisfaction of firefighters is relevant for the achievement of excellence in their missions. The results showed that firefighters have the perception that there is little internal-market orientation in the Military Fire Department and the level of job satisfaction is low. The research result converged with the literature on the direct relationship of the internal-market orientation with job satisfaction. Furthermore, the research concluded that job satisfaction is influenced by the identification of the exchange of value, segment internal market, job description, management concern and training.

    Full Text Available For the past two decades organized crime has become a transnational phenomenon, and its impact is still far from being fully known and understood by common people. Its forms of manifestation, whether explicit, or subtle, are permanently evolving and adapting. As a result, its interference with the activities from the legal area makes it difficult to identify and counteract. After a long period of time when it was more a peripheral phenomenon, current transnational organized crime tends to become a major danger to the political, social and economic stability of the states. Through its nature and goals, as well as through the complexity of its forms of manifestation, transnational organized crime represents a major challenge for the state and nonstate organizations that deal with national and international security This paper focuses on the phenomenon starting from some of the most influent theories in international relations, presents the current features of transnational organized criminal groups and analyzes the causes and the favoring factors of the phenomenon, as well as the impact of the phenomenon upon national and international security at political, economic-financial and military level. The approach is an interdisciplinary one and also covers the nexus between transnational organized crime and international terrorism.

International human rights standards dictate that in such cases, societies still must choose the least harmful way to address the emergency and that emergency measures must be proportionate and designed specifically to meet transparently defined and realistic goals. The pursuit of drug prohibition meets none of these criteria. Standard public health and scientific approaches that should be part of policy-making on drugs have been rejected in the pursuit of prohibition. The idea of reducing the harm of many kinds of human behavior is central to public policy in the areas of traffic safety, tobacco and alcohol regulation, food safety, safety in sports and recreation, and many other areas of human life where the behavior in question is not prohibited. But explicitly seeking to reduce drug-related harms through policy and programmes and to balance prohibition with harm reduction is regularly resisted in drug control. The persistence of unsafe injection-linked HIV and HCV transmission that could be stopped with proven, cost-effective measures remains one of the great failures of the global responses to these diseases. Drug policy that is dismissive of extensive evidence of its own negative impact and of approaches that could improve health outcomes is bad for all concerned. Countries have failed to recognise and correct the health and human rights harms that pursuit of prohibition and drug suppression have caused and in so doing neglect their legal responsibilities. They readily incarcerate people for minor offenses but then neglect their duty to provide health services in custodial settings. They recognize uncontrolled illegal markets as the consequence of their policies, but they do little to protect people from toxic, adulterated drugs that are inevitable in illegal markets or the violence of organized criminals, often made worse by policing.     The third session of the International Conference on the Establishment of an International Maritime Satellite System established the International Maritime Satellite Organization (INMARSAT) in 1976. Its main functions are to improve maritime communications via satellite, thereby facilitating more efficient emergency communications, ship management, and maritime public correspondence services. INMARSAT's aims are similar to those of the Intergovernmental Maritime Consultative Organization (IMCO), the main United Nations organization dealing with maritime affairs. The specific functions of INMARSAT have been established by an Intersessional Working Group (IWG) which met three times between general conference meetings. Initial investment shares for the creation of INMARSAT were shared by the United States (17%), the United Kingdom (12%), the U.S.S.R. (11%), Norway (9.50%), Japan (8.45%), Italy (4.37%), and France (3.50%).

It represents a major threat to the rule of law, democracy, enjoyment of human rights, fairness and social justice. It hinders economic development and endangeres sustainable development, empowerishes national economies, and facilitates the emergence of other threats, such as organized crime. Fighting corruption has become more urgent than ever. This paper deals with the public liability of domestic public officials, highlighting the substantive main international standards for fighting corruption in public services in the international legal instruments adopted by the United Nations and the Council of Europe, such as the United Nations Conventions against Corruption, and the two Convention of Council of Europe, on Civil Law and on Criminal Law. The paper argues that corruption can be prosecuted after the fact, but first and foremost it requires prevention. Preventive policies include the establishment of anti-corruption bodies and enhanced transparency in the financing of election campaigns and political parties. States must endeavour to ensure that their public services are subject to safeguards that promote efficiency, transparency and recruitment based on merit. Once recruited, public servants should be subject to codes of conduct, requirements for financial and other disclosures, and appropriate disciplinary measures. Transparency and accountability in matters of public finance must also be promoted, and specific requirements are established for the prevention of corruption in particularly critical areas of the public sector such as the judiciary and public procurement. Those who use public services must expect a high standard of conduct from their public servants. Preventing public corruption also requires an effort from all members of society at large.

    Full Text Available In Howarth 2002 a limited amount of data was presented for preliminary analysis of the phraseology of international press conferences. Tliat study focused on the distinction between spontaneous and scripted spoken English and examined whether these styles of speech could be correlated with differences in phraseological performance. The current study broadens the scope of this research and aims to investigate in more detail the nature of the language used in public international settings between native- and non-native speakers. It will draw on a corpus of approximately 2.5 million words of transcribed press conferences, containing large numbers of exchanges between native and non-native spokespeople and journalists. 'The press conferences have been conducted during the last eight years in Former Yugoslavia and have the common subject matter of peace-keeping and security. In addition to using a variety of corpus analyses (e.g. keywords, recurrent word combinations, fixed phrases, the study will attempt to deepen our understanding of this genre.

Having this in mind we will try to briefly present in the current work the main reasons why we believe that the international organizations, NATO in particular, have started to see themselves as brand and to create a so called “commercial identity” by becoming a brand. By applying the conceptual and analytical framework used in analyzing the marketing strategies of the private companies we will try to see whether NATO is about to become a brand. Our starting point will be a 2008 statement of Jean-François Bureau, deputy general secretary responsible with NATO’s public diplomacy: “We have the green light to think about a branding policy for NATO”. Nowadays global society, perceptions tend to become more important than reality itself, and thus positive perceptions tend to become crucial. NATO has suffered an image decline in the last decade, therefore some new communication measures tend to impose themselves. The distinction between soft power and propaganda must be carefully analyzed when we speak about branding NATO. Thus we hope to bring some necessary clarifications in the area of NATO branding. Is there a brand? Is a brand going to be constructed? How does it differ from a commercial society? Does NATO need its own TV channel? Raising questions and offering a new perspective is, in the end, our primary goal, as a debate on this subject is a must that offers a new perspective in the area of theory of international organizations.

    This publication proposes a synthesis of a study which aimed at analysing the present and future place of wood-energy in the European Union as the main renewable resource used to produce heat and electricity. This study comprised an analysis of European markets of solid biomass and of regulation, case studies on wood-energy producer markets (North America, Eastern Europe, Brazil and Africa), a study of preparation modes (shredding, granulation, roasting) and biomass transport. This study is based on bibliographical searches in national and European sources, and on field data collected by the various bodies involved in this study. This synthesis notably discusses the following issues: solid biomass is the main renewable resource for the EU and has many applications; European objectives for solid biomass by 2020 are very ambitious; markets are becoming international to face the EU's increasing demand; pellet production in North America is strongly increasing; in Europe, eastern European countries are the main exporters; Brazil has an export potential which is still to be confirmed; the African trade with Europe is still in its infancy.     Full Text Available Strategy as Practice analyzes what people do in relation to the development of strategy in organizations, providing insights into current issues in strategy that require a more micro level of understanding (JOHNSON et al., 2007. Considering the perspective of strategy as practice arising from the emerging strategies, we noticed the lack of studies to understand how these activities occur in a daily basis of organization characterizing as informal strategies (WHITTINGTON, 2007. Therefore, this study proposes to address this issue, showing the occurrence of informal strategizing at a public organization under the strategy-as-practice perspective. For this we held a qualitative research through a single case study (EISENHARDT, 1989 in a municipality in southern Brazil. Data were collected through semi-structured interviews with officials of different levels of the organization; direct observation, with notebook guide and analysis of documents provided by the organization, encouraging the triangulation of data. Informal strategies were mainly identified on customer service activities when an applicant’s request is not strictly met under the law or the legislation is dubious and opens room for double-meaning surveying, interpretation and information communication.

    The health threat posed by radionuclides has stimulated increased efforts to developed characterization on the biological behavior of radionuclides in humans in all ages. In an effort motivated largely by the Chernobyl nuclear accident, the International Commission on Radiological Protection (ICRP) is assembling a set of age specific biokinetic models for environmentally important radioelements. Radioactive substances in the air, mainly through the respiratory system and digestive tract, is inside the body. Radioactive substances are unevenly distributed in various organs and tissues. Therefore, the degree of damage will depend not only on the dose of radiation have but also on the critical organ, which is the most accumulation of radioactive substances, which leads to the defeat of the entire human body. The main objective of radiation protection, to avoid exceeding the maximum permissible doses of external and internal exposure of a person to prevent the physical and genetic damage people. The maximum tolerated dose (MTD) of radiation is called a dose of radiation a person in uniform getting her for 50 years does not cause changes in the health of the exposed individual and his progeny.     The International Association for Promoting Geoethics (IAPG) was founded in 2012, during the 34th IGC in Brisbane (Australia), to provide a multidisciplinary platform for widening the discussion and creating awareness about principles and problems of ethics as applied to the geosciences. It is a scientific, non-governmental, non-political, non-profit, non-party institution, headquartered at the Italian Institute of Geophysics and Volcanology in Rome, Italy. IAPG focuses on behaviors and practices where human activities interact with the Earth system, and deals with the ethical, social and cultural implications of geoscience knowledge, education, research, practice and communication. Its goal is to enhance awareness of the social role and responsibility of geoscientists in conducting their activities such as geoeducation, sustainability, and risk prevention. IAPG is a legally recognized non-profit association with members in 115 countries on 5 continents, and currently has 26 national sections. It is noted that long term programs aimed at optimizing schoolchildren nutrition have a beneficial effect on the children's health, culture of their nutrition and quality of life. The importance of carrying out similar programs in Russia is beyond any doubt: according to population research, the basic principles of good nutrition are often not observed, and school breakfasts and lunches do not correspond to the age physiological needs of children and teenagers for nutrient materials and energy. In this situation, the available experience of using vitaminbenriched products as well as vitamin and mineral complexes in children will permit to quickly resolve the existing problems of the improper, and sometimes, insufficient, nutrition.Key words: school nutrition, organization, international experience.

    To describe global patterns among health-care accreditation organizations (AOs) and to identify determinants of sustainability and opportunities for improvement. Web-based questionnaire survey. Organizations offering accreditation services nationally or internationally to health-care provider institutions or networks at primary, secondary or tertiary level in 2010. s) External relationships, scope and activity public information. Forty-four AOs submitted data, compared with 33 in a survey 10 years earlier. Of the 30 AOs that reported survey activity in 2000 and 2010, 16 are still active and stable or growing. New and old programmes are increasingly linked to public funding and regulation. While the number of health-care AOs continues to grow, many fail to thrive. Successful organizations tend to complement mechanisms of regulation, health-care funding or governmental commitment to quality and health-care improvement that offer a supportive environment. Principal challenges include unstable business (e.g. limited market, low uptake) and unstable politics. Many organizations make only limited information available to patients and the public about standards, procedures or results.

    Full Text Available Tobacco addiction is a complex, multicomponent phenomenon stemming from nicotine's pharmacology and the user's biology, psychology, sociology, and environment. After decades of public denial, the tobacco industry now agrees with public health authorities that nicotine is addictive. In 2000, Philip Morris became the first major tobacco company to admit nicotine's addictiveness. Evolving definitions of addiction have historically affected subsequent policymaking. This article examines how Philip Morris internally conceptualized addiction immediately before and after this announcement.We analyzed previously secret, internal Philip Morris documents made available as a result of litigation against the tobacco industry. We compared these documents to public company statements and found that Philip Morris's move from public denial to public affirmation of nicotine's addictiveness coincided with pressure on the industry from poor public approval ratings, the Master Settlement Agreement (MSA, the United States government's filing of the Racketeer Influenced and Corrupt Organizations (RICO suit, and the Institute of Medicine's (IoM's endorsement of potentially reduced risk products. Philip Morris continued to research the causes of addiction through the 2000s in order to create successful potentially reduced exposure products (PREPs. While Philip Morris's public statements reinforce the idea that nicotine's pharmacology principally drives smoking addiction, company scientists framed addiction as the result of interconnected biological, social, psychological, and environmental determinants, with nicotine as but one component. Due to the fragmentary nature of the industry document database, we may have missed relevant information that could have affected our analysis.Philip Morris's research suggests that tobacco industry activity influences addiction treatment outcomes.     Full Text Available In the present article author reveals the order of creation, structure, aims and objectives of national and international intergovernmental aeronautical organizations, governing procedure for flight operations and providing direct air traffic control over sovereign territory and abroad. In this article, author notes that in the world there are three main organizational and legal forms of air traffic control systems to ensure coordination between civil and military air navigation services (agencies. In the Russian Federation, author notes that air navigation services on behalf of the State are made by the State Corporation for Air Traffic Management that has the legal status of the commercial organization - the Federal State Unitary Enterprise. Author analyzes the work of the Organization for the Civil Air Navigation Services (CANSO, the International Federation of Air Traffic Controllers (IFATCA. During the study author also concludes that in the past decade, there is the steady trend of transferring functions of air navigation from the State to commercial organizations (joint stock companies and limited liability companies, which are financed from the funds received as payment for air traffic services. The responsibility for the improper maintenance of international air navigation, of course, is borne by the State. Author notes that regional and international intergovernmental aeronautical organizations operate in respect of all aircraft (public, civil, experimental, i.e., perform general air navigation, unlike ICAO, which takes standards and recommended practices, rules and procedures for safety and air traffic services only to civil aircraft, that does not ensure the creation of a regulatory framework for the global unification of aeronautical processes.

    At the 2005 IAEA general conference, several member states have asked the other members to engage in using the International Nuclear Event Scale (Ines) as a key harmonized element in public information practices. Created in 1989 to communicate on nuclear events at nuclear installations, this scale was recently upgraded to include the radiological risk as well as defects in safety provisions for radioactive sources or the transport of radioactive material. Even if communication tools should not be used to compare regulatory performances or enforce regulatory provisions the awareness of the public on the radiation risk is a positive contributor to the improvement of radiation protection. The experience feed back from the trial period of use of the upgraded Ines scale (July 2004- June 2006) demonstrates that a same tool allows an homogenous communication on a wide range of events, from nuclear safety events in nuclear power plants to deterministic effects of radiation among industrial radiographers. The next step for the extension of the Ines scale will be focused on medical events. - A prerequisite to any attempt to rank events in a scale is to define what should be considered as an event. This is not obvious as far as medical events are considered. The French Nuclear Safety Authority is currently working on a list of criteria to be used by licensees to determine the categories of events to be notified to the regulatory Authority. It is intended to organize the widest possible consultation among all stakeholders. The European IRPA conference is a good opportunity to discuss this issue and a way forward finding an international consensus on public information practices. (author)

    The health of populations is related to the norms and characteristics of society and its socio-economic organization. The causes of food-related ill health are located at the national and international levels and the cure must be sought in good governance. Thus, it is obvious that a Master's Degree in International Public Health must include a thorough overview of the "food chain" from "plough to plate" within the political, economical, socio-economic changes, environmental, industrial, scientific, and health contexts. Nutritional deficiencies are addressed by a variety of measures, including food supply and utilization programs, specific supplementation for high-risk groups, and food fortification to reach a general population. All are part of a wide-based public health nutrition approach, applicable in developed, redeveloping, and newly developing countries. This article is based on experience in teaching Public Health Nutrition to a mixed group of foreign students from different countries. Our goal is to prepare students for a variety of public health careers related to nutrition and health. The aim of this course is to introduce current roles and aspects of food and nutrition policy, focusing on food and nutrition security, human rights for food and nutrition, and the complex interactions among local and global systems. Students are introduced to nutrition screening, assessment, and research skills, and nutrition in emergency situations and in disaster relief. During the course the students learn about the design and the evaluation of nutrition interventions at the individual, community, and national level. The course gives a broad-based examination of major themes related to development and underdevelopment, poverty and wealth, equality and inequality.     In August 1991, negotiations between Canada, the USA, and 33 European countries led to an international protocol on reducing the emissions of volatile organic compounds (VOC), which are responsible for serious ozone pollution problems. This was the third transborder pollution agreement developed under the auspices of the United Nations Economic Commission for Europe. Certain aspects of negotiations related to an earlier protocol developed for SO 2 and nitrogen oxide emissions had reappeared during the VOC negotiations, and these aspects are discussed. The VOC protocol proposes three approaches to satisfy basic obligations: reducing VOC emissions of a country by 30%, reducing VOC emissions by 30% in certain regions, and ensuring a freeze in VOC emissions in a country starting on a specified date. The protocol also introduces a new concept, that of zones of tropospheric ozone management. In Canada, plans for management of nitrogen oxides and VOC have been adapted to the ozone problem, and the management plan has been developed by a consultation process involving all sectors of society including industry, environmental groups, and governments. In Canada, it will be sufficient to reduce total VOC emissions by 16% during a first phase and to increase these reductions slightly in the second phase. Special ozone management zones in the Quebec City/Windsor corridor and the Fraser River valley have been established

Então são referidos dados sobre a cooperação bilateral sanitária brasileira, nos quais se pode verificar o reconhecimento formal das ONGs como parceiras dos Estados. Isso permite refletir sobre o papel das ONGs na cooperação e se percebe que, embora o direito internacional legitime a atuação das ONGs, ele regula essa atuação de modo incipiente. Isso sugere importantes aspectos a serem aperfeiçoados na relação jurídica que as ONGs travam com Estados no campo da saúde pública.This article discusses the possibility of the NGOs acting on international health cooperation and how this acting is regulated. Firstly, the international cooperation and its relation with public health is presented. After that, data on Brazilian bilateral health cooperation are brought in, in which it is possible to find the formal recognition of NGOs as partners of States. This allows the consideration of the role of NGOs in health cooperation. Although the action of NGOs is legitimated by international law, their regulation is just beginning. This suggests important issues to be improved in the legal relation between NGOs and States in the field of public health.

This change is particularly rapid in the Pacific Basin where industrialisation and economic growth is acting as the catalyst for change in every area of society. Rapid global communications, single issue pressure groups and an expectation by the general public and other stakeholders to be consulted and involved in every stage of corporate decision-making, place increased pressures upon the world's corporate structures. This paper will analyse the changes currently taking place and look forward into the next century. The author will then examine the possible impact of these societal changes upon the global nuclear industry and propose ways in which the industry can respond to these changes before they negatively impact the business. He will examine the role of nuclear power in a changing world, its relationship with its various stakeholders, and suggest ways in which the industry can gain the initiative in its communications programmes of the future.     Full Text Available The author argues that the emergence of the first permanent intergovernmental (IIGO and non-governmental (INGO organizationsin the second half of the XIX-th century was due to common causes. He tries to justify the need to consider them not as independent objects of study, but as the phenomenon, caused by the high level of internationalization of economic life of states and of socio-economic consequences of the industrial revolution, reached in this period. The emergence of IIGOs, based on international treaty, was accompanied by establishment of a large number of INGOs operating in similar fields of human activity, which performed supplementary functions and regulated areas of cooperation and public needs, not covered by interstate agreements. The article presents the main factors that in later stages of internationalization and development of contemporary international relations gave the impetus to emergence and development of international organizations, including the military-technological revolution, that gave birth to mass destruction weapons and avalanche-like growth of the number of human and material losses during wars and military conflicts, the Cold War between world communism and world capitalism, the collapse of the colonial system and formation ofa new main contradiction of the world politics between the "Club of rich countries" and states of the "global periphery", beginning of development of regional integration processes and, finally, the emergence of global problems. The article emphasizes that both IIGOs and INGOs evolved from the supportive tools in implementation of multilateral interaction of sovereign states towards becoming an integral part of contemporary international relations, fulfilling many vital functions of modern human society and its citizens.     Full Text Available The purpose of this study is to better understand how the complex problem of human trafficking is addressed in international debates. How the discussion about human trafficking develops and how it is debated ultimately influences how the decision-making process unfolds. In order to understand the formation of public policy and laws, therefore, it is important to study the debate that occurs prior to decision making. This analysis focuses on the narratives used by major, well-established human rights and political actors that argue for necessary actions to be undertaken—such as the formation of new policies and laws in the European Union—as an attempt to protect citizens of the EU and other regions in the world from becoming victims of trafficking networks. Our research examines how the topic of human trafficking is framed and how this framework is intertwined in the debate with other social problems. We focus on how human trafficking is discussed by two well-established human rights Non-Governmental Organizations (NGOs, Amnesty International (Amnesty and Human Rights Watch (HRW, in addition to the European Parliament (EP. The research questions for this study include: (1 In what context is human trafficking discussed by the three actors? (2 How do these actors frame the definition of human trafficking in their presentations? To answer these questions, we have conducted a systematic content analysis of documents that include official statements and research reports of the NGOs, as well as resolutions and recommendations of the EP. Altogether, 240 documents were analyzed in detail. These findings indicate that the two human rights organizations, Amnesty and Human Rights Watch, along with the European Parliament, all address human trafficking as an important social problem, albeit to varying degrees.   9. Publication rates of public health theses in international and national peer-review journals in Turkey.

    Thesis is an important part of specialisation and doctorate education and requires intense work. The aim of this study was to investigate the publication rates of Turkish Public Health Doctorate Theses (PHDT) and Public Health Specialization (PHST) theses in international and Turkish national peer-review journals and to analyze the distribution of research areas. List of all theses upto 30 September 2009 were retrieved from theses database of the Council of Higher Education of the Republic of Turkey. The publication rates of these theses were found by searching PubMed, Science Citation Index-Expanded, Turkish Academic Network and Information Center (ULAKBIM) Turkish Medical Database, and Turkish Medline databases for the names of thesis author and mentor. The theses which were published in journals indexed either in PubMed or SCI-E were considered as international publications. Our search yielded a total of 538 theses (243 PHDT, 295 PHST). It was found that the overall publication rate in Turkish national journals was 18%. The overall publication rate in international journals was 11.9%. Overall the most common research area was occupational health. Publication rates of Turkish PHDT and PHST are low. A better understanding of factors affecting this publication rate is important for public health issues where national data is vital for better intervention programs and develop better public health policies.

    Full Text Available The paper deals with the issue of functional relations between the structure of theinternal audit and external audit in the public domain. The introduction isaddressed to international standards and regulatory framework that stipulates theneed for consolidation of the cooperation relations between the two categories ofprofessionals, namely, internal auditors and external public auditors. The authoremphasizes the importance of developing and of signing the Protocol ofcooperation and collaboration between the two audit authorities that are the Courtof Accounts and The Public Finance that support the professional partnership. Thearticle also presents the terms of the Protocol signed between external audit andinternal audit in the public sector. Finally, it is concluded that the increasing therole of internal audit in the implementation and development of management andinternal control system within public entities, is conditioned by the functionality ofthe collaboration and cooperation relationships between the two audits.

  17. Child organ trafficking: global reality and inadequate international response.

    In organ transplantation, the demand for human organs has grown far faster than the supply of organs. This has opened the door for illegal organ trade and trafficking including from children. Organized crime groups and individual organ brokers exploit the situation and, as a result, black markets are becoming more numerous and organized organ trafficking is expanding worldwide. While underprivileged and vulnerable men and women in developing countries are a major source of trafficked organs, and may themselves be trafficked for the purpose of illegal organ removal and trade, children are at especial risk of exploitation. With the confirmed cases of children being trafficked for their organs, child organ trafficking, which once called a "modern urban legend", is a sad reality in today's world. By presenting a global picture of child organ trafficking, this paper emphasizes that child organ trafficking is no longer a myth but a reality which has to be addressed. It argues that the international efforts against organ trafficking and trafficking in human beings for organ removal have failed to address child organ trafficking adequately. This chapter suggests that more orchestrated international collaboration as well as development of preventive measure and legally binding documents are needed to fight child organ trafficking and to support its victims.

  19. Citizens’ Perceptions on Social Responsibility in Public Administration Organizations: A Case Study on Spain

    Full Text Available This paper analyzes citizens’ expectations on social responsibility of public administration organizations in comparison to other public and private organizations, and argues that the mission attributed to different institutions in society might guide citizens’ perceptions and thresholds of satisfaction with sustainability standards. Three different survey studies were carried out to analyze citizens’ expectations of social responsibility of public administration organizations, private companies and a public university in the same Spanish region. A list of indicators defining internal and external social responsibility practices was developed to compare expectations in the three institutional contexts, and MANOVA was used to test differences between participants in the three surveys. Results support the notion that citizens’ expectations of social responsibility are related to perceived organizational goals in private and public contexts and the specific dimension of responsibility considered. Particularly, participants displayed higher expectations of external social responsibility in public administration organizations than in private companies and the public university analyzed, whereas citizens’ expectations of internal social responsibility were more homogeneous in public and private contexts. Implications of the study and suggestions for further research are discussed.
