Since its creation in 1970, the International Nuclear Information System (INIS) has collected and provided access to more than 3.8 million bibliographic references to publications, documents, technical reports, non‐copyrighted documentation, and other grey literature, as well as over a million full texts. Overall, there are 800 GB of data in the INIS repository. Public interest in accessing this collection has been remarkable. This year alone, there were more than one million sessions and almost two million page views. During the same period, there were 1.6 million full text document downloads. The INIS collection consists of seven types of literature – computer media, patents, books, reports, journal articles, miscellaneous and audio‐visuals. This paper provides an overview of the INIS collection subject coverage, and the distribution of different types of grey literature. It also provides INIS repository access statistics based on Google Analytics and other Web search data pertaining to public interest in accessing these different types of literature and the uniqueness of the collection. As one of the world's largest collections of published information on the peaceful uses of nuclear science and technology, INIS represents an extraordinary example of world cooperation. 154 INIS members share and allow access to their valuable nuclear information resources, preserving them for future generations and offering a freely available nuclear knowledge repository. In China, the assessment of the earthquake disasters information is mainly based on the inversion of the seismic source mechanism and the pre-calculated population data model, the real information of the earthquake disaster is usually collected through the government departments, the accuracy and the speed need to be improved. And in a massive earthquake like the one in Mexico, the telecommunications infrastructure on ground were damaged , the quake zone was difficult to observe by satellites and aircraft in the bad weather. Only a bit of information was sent out through maritime satellite of other country. Thus, the timely and effective development of disaster relief was seriously affected. Now Chinese communication satellites have been orbiting, people don't only rely on the ground telecom base station to keep communication with the outside world, to open the web page,to land social networking sites, to release information, to transmit images and videoes. This paper will establish an earthquake information collection system which public can participate. Through popular social platform and other information sources, the public can participate in the collection of earthquake information, and supply quake zone information, including photos, video, etc.,especially those information made by unmanned aerial vehicle (uav) after earthqake, the public can use the computer, potable terminals, or mobile text message to participate in the earthquake information collection. In the system, the information will be divided into earthquake zone basic information, earthquake disaster reduction information, earthquake site information, post-disaster reconstruction information etc. and they will been processed and put into database. The quality of data is analyzed by multi-source information, and is controlled by local public opinion on them to supplement the data collected by government departments timely and implement the calibration of simulation results ,which will better guide

The Cancer Imaging Archive (TCIA) is the U.S. National Cancer Institute's repository for cancer imaging and related information. TCIA contains 30.9 million radiology images representing data collected from approximately 37,568 subjects. This data is organized into collections by tumor-type with many collections also including analytic results or clinical data. TCIA staff carefully de-identify and curate all incoming collections prior to making the information available via web browser or programmatic interfaces. Each published collection within TCIA is assigned a Digital Object Identifier that references the collection. Additionally, researchers who use TCIA data may publish the subset of information used in their analysis by requesting a TCIA generated Digital Object Identifier. This data descriptor is a review of a selected subset of existing publicly available TCIA collections. It outlines the curation and publication methods employed by TCIA and makes available 15 collections of cancer imaging data.

The Public Information Plan is intended to be used in conjunction with the DOE-UMTRA Project ''Public Participation Plan'' to describe the Department of Energy's plan for involving the public in the decision-making process related to the Uranium Mill Tailings Remedial Action (UMTRA) Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control of Act of 1978, PL95-604. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites. The objective of the Public Information Plan of the UMTRA Project is timely and sufficient dissemination of factual information to promote understanding of the project by federal, state, and local officials, the media, special interest groups, and the general public; and thereby to encourage informed participation in the project by the public and government officials. The Uranium Mill Tailings Radiation Control Act provides for public involvement in remedial action planning, with special consideration given to landowners, Indian tribes, and the states. According to the Act, the Secretary of Energy shall hold public hearings in the states where processing sites, vicinity properties, and disposal sites are located. Public participation in the UMTRA Project will not, however, be limited to those mechanisms formally required by law. Culture collections contain indispensable information about the microorganisms preserved in their repositories, such as taxonomical descriptions, origins, physiological and biochemical characteristics, bibliographic references, etc. However, information currently accessible in databases rarely adheres to common standard protocols. The resultant heterogeneity between culture collections, in terms of both content and format, notably hampers microorganism-based research and development (R&D). The optimized exploitation of these resources thus requires standardized, and simplified, access to the associated information. To this end, and in the interest of supporting R&D in the fields of agriculture, health and biotechnology, a pan-European distributed research infrastructure, MIRRI, including over 40 public culture collections and research institutes from 19 European countries, was established. A prime objective of MIRRI is to unite and provide universal access to the fragmented, and untapped, resources, information and expertise available in European public collections of microorganisms; a key component of which is to develop a dynamic Information System. For the first time, both culture collection curators as well as their users have been consulted and their feedback, concerning the needs and requirements for collection databases and data accessibility, utilised. Users primarily noted that databases were not interoperable, thus rendering a global search of multiple databases impossible. Unreliable or out-of-date and, in particular, non-homogenous, taxonomic information was also considered to be a major obstacle to searching microbial data efficiently. Moreover, complex searches are rarely possible in online databases thus limiting the extent of search queries. Curators also consider that overall harmonization-including Standard Operating Procedures, data structure, and software tools-is necessary to facilitate their work and to make high-quality data easily accessible

Global Assessment of Functioning (GAF) is an assessment instrument that is known worldwide. It is widely used for rating the severity of illness. Results from evaluations in psychiatry should characterize the patients. Rating of GAF is based on collected information. The aim of the study is to identify the factors involved in collecting information that is relevant for rating GAF, and gaps in knowledge where it is likely that further development would play a role for improved scoring. A literature search was conducted with a combination of thorough hand search and search in the bibliographic databases PubMed, PsycINFO, Google Scholar, and Campbell Collaboration Library of Systematic Reviews. Collection of information for rating GAF depends on two fundamental factors: the sources of information and the methods for information collection. Sources of information are patients, informants, health personnel, medical records, letters of referral and police records about violence and substance abuse. Methods for information collection include the many different types of interview - unstructured, semi-structured, structured, interviews for Axis I and II disorders, semistructured interviews for rating GAF, and interviews of informants - as well as instruments for rating symptoms and functioning, and observation. The different sources of information, and methods for collection, frequently result in inconsistencies in the information collected. The variation in collected information, and lack of a generally accepted algorithm for combining collected information, is likely to be important for rated GAF values, but there is a fundamental lack of knowledge about the degree of importance. Research to improve GAF has not reached a high level. Rated GAF values are likely to be influenced by both the sources of information used and the methods employed for information collection, but the lack of research-based information about these influences is fundamental. Full Text Available Objective – To understand public library users’ perceptions of ability to locate, evaluate, and use health information; to identify barriers experienced in finding and using health information; and to compare self-ratings of skills to an administered instrument. Design – Mixed methods. Setting – Main library and two branches of one public library system in Florida. Subjects – 20 adult library users purposively selected from 131 voluntary respondents to a previously conducted survey (Yi, 2014 based on age range, ethnicity, gender, and educational level. Of the 20, 13 were female; 11 White, 8 Black, 1 Native American; most had attained college or graduate school education levels (9 each, with 2 having graduated from high school. 15 respondents were aged 45 or older. Methods – Intensive interviews conducted between April and May 2011 used critical incident technique to inquire about a recalled health situation. Participants responded to questions about skill self-appraisal, health situation severity, information seeking and assessment behaviour, use of information, barriers, and outcome. Responses were compared to results of the short form of the Test of Functional Health Literacy in Adults (S-TOFHLA test, administered to participants. Main Results – On a scale of 100, participants’ S-TOFHLA scores measured at high levels of proficiency, with 90% rating 90 points or above. Self-ratings of ability to find health information related to recalled need were ”excellent” (12 participants or “good” (8 participants. Fourteen participants did not seek library assistance; 12 began their search on the Internet, 5 searched the library catalogue, and 3 reported going directly to the collection. Resource preferences were discussed, although no frequency descriptions were provided. 90% of participants self-rated their ability to evaluate the quality of health information as “good” or “excellent.” Participants selected authority

Contemporary research is expanding understandings of occupation beyond that of the individual's doing, including the shared and social nature of occupation. The concept of collective occupation has been introduced to capture this broader understanding. This study aimed to explicate the concept of occupation in a Greek town. Ethnographic methodology was used and primary data were collected through observation, participation, and informal interviews. Analysis involved a hermeneutic process to develop a narrative of occupation in the town, including action, setting, and plots. Occupation, a dynamic and multidimensional process, served to maintain the self, family, and social fabric and balance between and within them. Collective occupation maintained the social fabric through three forms: informal daily encounters in public spaces, organization and associations, and celebration and commemoration. Occupational therapists may consider engaging with the potential power of such collective occupation when working toward social change to enable just and inclusive societies.

Full Text Available The study of collective behavior has traditionally relied on a variety of different methodological tools ranging from more theoretical methods such as population or game-theoretic models to empirical ones like Monte Carlo or multi-agent simulations. An approach that is increasingly being explored is the use of information theory as a methodological framework to study the flow of information and the statistical properties of collectives of interacting agents. While a few general purpose toolkits exist, most of the existing software for information theoretic analysis of collective systems is limited in scope. We introduce Inform, an open-source framework for efficient information theoretic analysis that exploits the computational power of a C library while simplifying its use through a variety of wrappers for common higher-level scripting languages. We focus on two such wrappers here: PyInform (Python and rinform (R. Inform and its wrappers are cross-platform and general-purpose. They include classical information-theoretic measures, measures of information dynamics and information-based methods to study the statistical behavior of collective systems, and expose a lower-level API that allow users to construct measures of their own. We describe the architecture of the Inform framework, study its computational efficiency and use it to analyze three different case studies of collective behavior: biochemical information storage in regenerating planaria, nest-site selection in the ant Temnothorax rugatulus, and collective decision making in multi-agent simulations.

While looking for information in scientific database, we are overwhelmed by the amount of information that we encounter. In this big data collection, getting information with added-value could be strategic for nuclear verification. In our study, we have worked about ''best practices'' in collecting, processing and analyzing open source scientific and technical information. First, we were insistent on working with information authenticated by referees such as scientific publications (structured information). Analysis of this structured data is made with bibliometric tools. Several steps are carried out: collecting data related to the paradigm, creating a database to store data generated by bibliographic research, analyzing data with selected tools. With analysis of bibliographic data only, we are able to get: · a panoramic view of countries that publish in the paradigm, · co-publication networks, · organizations that contribute to scientific publications, · countries with which a country collaborates, · areas of interest of a country, . . . So we are able to identify a target. On a second phase, we can focus on a target (countries for example). Working with non-structured data (i.e., press release, social networks, full text analysis of publications) is in progress and needs other tools to be added to the process, as we will discuss in this paper. In information analysis, methodology and expert analysis are important. Software analysis is just a tool to achieve our goal. This presentation deals with concrete measures that improve the efficiency and effectiveness in the use of open source S&T information and in the management of that information over time. In the present study, we used a structured approach based on publicly available information to identify the corporate political activity (CPA) strategies of three major actors in the dairy industry in France. We collected publicly available information from the industry, government and other sources over a 6-month period, from March to August 2015. Data collection and analysis were informed by an existing framework for classifying the CPA of the food industry. Setting/Subjects Our study included three major actors in the dairy industry in France: Danone, Lactalis and the Centre National Interprofessionnel de l'Economie Laitière (CNIEL), a trade association. During the period of data collection, the dairy industry employed CPA practices on numerous occasions by using three strategies: the 'information and messaging', the 'constituency building' and the 'policy substitution' strategies. The most common practice was the shaping of evidence in ways that suited the industry. The industry also sought involvement in the community, establishing relationships with public health professionals, academics and the government. Our study shows that the dairy industry used several CPA practices, even during periods when there was no specific policy debate on the role of dairy products in dietary guidelines. The information provided here could inform public health advocates and policy makers and help them ensure that commercial interests of industry do not impede public health policies and programmes.

before the Operation of the facility. The Slovenian Protection against Natural and Other Disasters Act (PNODA) stipulates the notification to the affected population in case of an emergency only. Distributing prior information to the population likely to be affected is not mandatory. Based an the provisions of the PNODA the system for dissemination of information to the affected population has been established. The notification centres serve as the communication nodes which collect the initial information and distribute it according to pre-defined scheine to local or state authorities or other organisations. For alerting the population the siren system can be triggered from the notification centre. If the sirens are activated the population should go indoors and listen to the advice given by the selected radio stations and TV channels. The nuclear emergency plans are devised and maintained by the civil protection authorities. The regulation on emergency planning requires organisation of a public hearing before the emergency plans are adopted. Although the prior information to the population is not enforced by law, the Krsko NPP issued and distributed brochure to the population in the urgent protective actions planning zone. In Slovenia the urgent protective actions planning zone is the area within 10 km around the Krsko NPP. For the information flow in case of a nuclear or radiological emergency the following organizations are the most important: the National Civil Protection Headquarters together with the Regional Civil Protection Headquarters for potentially affected population; the Governmental Office for Information for general type of news for the rest of (non affected) population. In this connection, the informing party must appear trustworthy and avoid that a teacher : pupil relationship is created. In addition, the changes in the socio-political environment must be taken into account. Evidence-based information needs of public health workers: a systematized review.

This study assessed public health workers' evidence-based information needs, based on a review of the literature using a systematic search strategy. This study is based on a thesis project conducted as part of the author's master's in public health coursework and is considered a systematized review. Four databases were searched for English-language articles published between 2005 and 2015: PubMed, Web of Science, Library Literature & Information Science Index, and Library, Information Science & Technology Abstracts (LISTA). Studies were excluded if there was no primary data collection, the population in the study was not identified as public health workers, "information" was not defined according to specific criteria, or evidence-based information and public health workers were not the major focus. Studies included in the final analysis underwent data extraction, critical appraisal using CASP and STROBE checklists, and thematic analysis. Thirty-three research studies were identified in the search, including twenty-one using quantitative methods and twelve using qualitative methods. Critical appraisal revealed many potential biases, particularly in the validity of research. Thematic analysis revealed five common themes: (1) definition of information needs, (2) current information-seeking behavior and use, (3) definition of evidence-based information, (4) barriers to information needs, and (5) public health-specific issues. Recommendations are given for how librarians can increase the use of evidence-based information in public health research, practice, and policy making. Further research using rigorous methodologies and transparent reporting practices in a wider variety of settings is needed to further evaluate public health workers' information needs.

Public approval hinges not only on delivering the information the public wants but on providing tangible evidence that we are listening to public concerns. We must respond. Public acceptance depends on making real change which speaks to people's concerns. The message that the public wants to hear is that government are listening and acting on what they hear. In Canada, the nuclear regulator is increasingly active in the public arena. We held cross-country consultations as we prepared Canada's strong new Act and regulations. We have developed information vehicles such as the Radiation Index and our web site. We continue to extensively involve the public in our licensing process. All licensing hearings are open to the public. Nothing is harder to capture than public trust. This conference marks a substantial investment in learning and in our common future. The Public Information Plan is intended to be used in conjunction with the U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project Public Participation Plan. The Public Participation Pion describes the DOE procedure for involving the public in the decision-making process related to the UMTRA Project during the stages at which public participation is required and solicited. This Public Information Plan describes the department's procedure for communicating with the public about project policies, plans, and activities. Together, these complementary plans describe the DOE public affairs program for the UMTRA Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, (Public Law (PL) 95-6041), as amended. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites, which are located in 10 states, 9 of them west of the Mississippi River. The public has a right to know about proposed government actions and to be heard in the planning of activities that influence their lives. The UMTRA Project is unclassified and the DOE provides accurate information about policy and project activities to interested stakeholders, including the news media, in a timely way. The DOE encourages states and local governments, as well as individuals, to join actively in the decision-making process. This is intended to ensure that the resulting decisions are made with full knowledge of the public's views and that these decisions address the public's concerns to the extent possible within the law. To measure public trust in a health information sharing in a broadly defined health system (system trust), inclusive of health care, public health, and research; to identify individual characteristics that predict system trust; and to consider these findings in the context of national health initiatives (e.g., learning health systems and precision medicine) that will expand the scope of data sharing. Survey data (n = 1,011) were collected in February 2014. We constructed a composite index of four dimensions of system trust-competency, fidelity, integrity, and trustworthiness. The index was used in linear regression evaluating demographic and psychosocial predictors of system trust. Data were collected by GfK Custom using a nationally representative sample and analyzed in Stata 13.0. Our findings suggest the public's trust may not meet the needs of health systems as they enter an era of expanded data sharing. We found that a majority of the U.S. public does not trust the organizations that have health information and share it (i.e., the health system) in one or more dimensions. Together, demographic and psychosocial factors accounted for ~18 percent of the observed variability in system trust. Future research should consider additional predictors of system trust such as knowledge, attitudes, and beliefs to inform policies and practices for health data sharing. © Health Research and Educational Trust.

Collective benefits in traffic during mega events via the use of information technologies.

Information technologies today can inform each of us about the route with the shortest time, but they do not contain incentives to manage travellers such that we all get collective benefits in travel times. To that end we need travel demand estimates and target strategies to reduce the traffic volume from the congested roads during peak hours in a feasible way. During large events, the traffic inconveniences in large cities are unusually high, yet temporary, and the entire population may be more willing to adopt collective recommendations for collective benefits in traffic. In this paper, we integrate, for the first time, big data resources to estimate the impact of events on traffic and propose target strategies for collective good at the urban scale. In the context of the Olympic Games in Rio de Janeiro, we first predict the expected increase in traffic. To that end, we integrate data from mobile phones, Airbnb, Waze and transit information, with game schedules and expected attendance in each venue. Next, we evaluate different route choice scenarios for drivers during the peak hours. Finally, we gather information on the trips that contribute the most to the global congestion which could be redirected from vehicles to transit. Interestingly, we show that (i) following new route alternatives during the event with individual shortest times can save more collective travel time than keeping the routine routes used before the event, uncovering the positive value of information technologies during events; (ii) with only a small proportion of people selected from specific areas switching from driving to public transport, the collective travel time can be reduced to a great extent. An Evidence Based Methodology to Facilitate Public Library Non-fiction Collection Development

Full Text Available Objective – This research was designed as a pilot study to test a methodology for subject based collection analysis for public libraries. Methods – WorldCat collection data from eight Australian public libraries was extracted using the Collection Evaluation application. The data was aggregated and filtered to assess how the sample’s titles could be compared against the OCLC Conspectus subject categories. A hierarchy of emphasis emerged and this was divided into tiers ranging from 1% of the sample. These tiers were further analysed to quantify their representativeness against both the sample’s titles and the subject categories taken as a whole. The interpretive aspect of the study sought to understand the types of knowledge embedded in the tiers and was underpinned by hermeneutic phenomenology. Results – The study revealed that there was a marked tendency for a small percentage of subject categories to constitute a large proportion of the potential topicality that might have been represented in these types of collections. The study also found that distribution of the aggregated collection conformed to a Power Law distribution (80/20 so that approximately 80% of the collection was represented by 20% of the subject categories. The study also found that there were significant commonalities in the types of subject categories that were found in the designated tiers and that it may be possible to develop ontologies that correspond to the collection tiers. Conclusions – The evidence-based methodology developed in this pilot study has the potential for further development to help to improve the practice of collection development. The introduction of the concept of the epistemic role played by collection tiers is a promising aid to inform our understanding of knowledge organization for public libraries. Collective bargaining: An analysis of hurdles and applicability in the public sector

Full Text Available This article discusses the arguments against adopting collective bargaining in the public sector and its benefits. Collective bargaining in the public sector is viewed primarily as undermining democratic governance in one way and paradoxically it is seen as an essential part of democratic governance. In the former view, collective bargaining in the public sector is seen as an interference with administrative law for personal benefit to the detriment of the taxpayer. Proponents of this view argue that unionising public sector employees encourages disloyalty to the government at the expense of public welfare. In the later view, public sector collective bargaining is viewed as a fundamental human right in a pluralistic society. Advocates of this view posit that, public sector unions provide a collective voice that stimulates improvement of government services as well as sound administration of law. They also argue that, public sector collective bargaining represents public policy interests and serves as a watchdog to government’s monopoly power in employment matters. Public sector unions raise employee salaries and perks to levels higher than they would have been in the absence of collective bargaining. These two opposite views are subjected to a critical analysis in this paper, with empirical evidence for both the benefits of public sector collective bargaining and arguments against public sector unions. The article found that public sector collective bargaining depends on the socio-economic background of states although international laws favour public sector unionism.

The Nuclear Regulatory Authority of the Slovak Republic (UJD) is around to serve the public. This is a regulatory institution that furnishes truthful and independent information on nuclear safety of nuclear installations, including information on management of radioactive wastes, spent fuel, nuclear materials, control and record-keeping thereof, as well as information on other fuel cycle phases. UJD seeks to provide information in an orderly, accurate and comprehensible manner in such a way that it cannot be disclaimed, as the public has the right to know the truth. In formulating information, regularity, consistency and openness are of high importance, because information presented cannot serve a controversy. UJD furnishes information independently and separately from that issued by nuclear power plant operators. As a central administration authority, UJD provides on request, within the field of its responsibility, in particular the information on safety of nuclear energy installations independently from nuclear programme implementers, allowing the public and the media to check up the data and information thereon. A significant element of the information is the demonstration that the area of nuclear energy uses in the Slovak Republic has its binding rules and the compliance therewith is controlled by the state through an independent institution - UJD. As early as in 1995 the foundations laid were at UJD for the concept for broad public information on UJD activity and on safety of nuclear installations by opening UJD Information Centre. This Centre provides communication with the public and the media, thereby contributing to fashioning among the public a favourable image of the independent state supervision over nuclear safety. The Information Centre was extended in 2000. In 2000, 76 contributions on domestic and foreign UJD activities were sent in to Slovak press agencies, dailies and electronic media. The success of the health care system depends on the accuracy, correctness and trustworthiness of the information, and the privacy rights of individuals to control the disclosure of personal information. A national policy on health informational privacy should be guided by ethical principles that respect individual autonomy while recognizing the important collective interests in the use of health information. At present there are no adequate laws or constitutional principles to help guide a rational privacy policy. The laws are scattered and fragmented across the states. Constitutional law is highly general, without important specific safeguards. Finally, a case study is provided showing the important trade-offs that exist between public health and privacy.
