Full Text Available Public sector marketing is a modern-day scientific discipline which is getting more and more attention. Institutions of higher education provide a specific kind of services to their users, which makes these institutions a part of the public sector. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Full Text Available Economy in Bosnia and Herzegovina is striving towards growth and increased employment and it has been proven by empirical studies worldwide that higher education contributes to socio-economic development of a country. Universities are important for generation, preservation and dissemination of knowledge in order to contribute to socio-economic benefits of a country. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

Full Text Available During research found that state regulation of higher education establishments activity is a special branch of the state, during which its authorities with the help of planning, organizing, monitoring is carried out the current regulation of the activities of higher education establishments, provide organization (integrationof the total interaction of students and teachers. Proposed to allocate the financial strategy of higher educational establishments as a major in strategic management of the higher education system. In this regard, it argued that the integration capacity of the university to the regional reproductive system will optimize government funding of higher educational establishments. Also, it helps to determine the main directions of further economic and financial development of the higher education system, prioritizing the development of already existing educational and training facilities in different regions of the state, the provision of appropriate state support for higher education establishments, which training necessary specialists for the state’s economy. The improvement the public administration system of a high school should be carried out through the formation of a coordination mechanism for higher education establishments. The introduction of this mechanism will provide an opportunity to identify the main activities of the higher education establishments adapt to the operating conditions of the region, based on the trends in the development of higher education, and to provide the basic needs of the labor market in the relevant specialists.

Full Text Available Canada's postsecondary institutions are becoming increasingly involved with technology enhanced learning, generally under the rubric of distance education. Growth and activity in distance education stems from rapid developments in communication and information technologies such as videoconferencing and the Internet. This case study focuses on the use of new technologies, primarily within the context of higher education institutions operating in Canada's English speaking provinces. Capitalising on the interactive capabilities of "new" learning technologies, some distance education providers are starting to behave more like conventional educational institutions in terms of forming study groups and student cohorts. Conversely, new telecommunications technologies are having a reverse impact on traditional classroom settings, and as a result conventional universities are beginning to establish administrative structures reflective of those used by distance education providers. When viewed in tandem, these trends reflect growing convergence between conventional and distance learning modes, leading to the hybridisation of higher education in Canada.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Full Text Available The purpose of this paper is to provide a review of the main issues surrounding the concept of market orientation applied in the context of higher education. Considering the important changes taking place in this sector, a strong willingness of universities to adopt marketing concepts can be noticed. The paper seeks to provide a retrospect on this process, starting with the incorporation of marketing in higher education, and moving on to its implementation, which has come to be known as market orientation. Following a stream of the most relevant literature in the field, we present definitions of the main concepts, and integrate them in the education context, with the purpose of establishing the relevance and importance of market orientation for achieving a sustainable competitive advantage and higher institutional performance. The paper does not aim at providing an exhaustive literature review, but rather at presenting the main elements that define a market orientation, and at supporting its implementation, by outlining the significant benefits that could follow. While theoretical by nature, this research contributes to the body of literature in the field, through closely examining the conceptualization and operationalization of market orientation, and also providing the fundamental components that define the concept and help its implementation. Furthermore, the paper provides practitioners with a number of suggested research directions, which could potentially help improve educational institutions’ activity, while also contributing to a better understanding of the concept, and to building richer theories in the field of marketing education. Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.

Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. Full Text Available There is growing interest in the use of virtual gaming worlds in education, supported by the increased use of multi-user virtual environments (MUVEs and massively multiplayer online role-playing games (MMORPGs for collaborative learning. However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Full Text Available Higher education has come to be included in the list of items considered to be of priority and of strategic importance for the future of a nation: a generally accepted conviction that development requires an ever increasing level of education in the population. In Brazil, however, only 10.6% of those aged between 18 and 24 manage to enter higher education. How to increase access and obtain greater equity whilst providing quality education is a central issue in education policy. In the last decade solutions have been proposed to provide greater access and equity based on the diversification of the system with the creation of new types of HEIs, new types and modalities of courses, as well as those proposals including affirmative action (PROUNI and the policy of quotas. The analysis of statistical data, interviews, documents, and legislation reveals the current situation: the amplification of access as well as the implementation of social inclusion policies, has, particularly in the private higher education sector, resulted in the production of a socially perverse democratization effect.

The globalization culture of the higher education system in Ukraine is primarily associated with the process of innovative education of society. Then a certain complexity takes place, which is conditioned by the continuous inclusion of the totalitarian system into Ukrainian space. As a result, its economy, as well as social and cultural spheres, could not develop freely and independently. That is why advancing the globalization of higher education the Anglo-American model of the world order should be taken as a basis, as well as the expansion of Euro-Atlantic cultural values, which are approved particularly for a foreign higher school, which main advantage is critical thinking, that contributes to the formation of a creative approach to any human activity. The article analyzes the preconditions under which universities cannot rely on the national education system as the current conditions require the implication of the Bologna Process to accelerate the process of European integration. Since last years the formation and consideration of higher education as a commodity has been taking place, where its commercialization goes up to the level of the world market not paying much attention to the quality of educational services. One of the most terrible threats to the national system of higher education is the emergence of providers in education. Considering the poor economic development of the country it leads to increasing the «brain drain» abroad. The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Full Text Available The rise in the living standards in most of the world, the rise in population and schooling rates have increased the demand for higher education. The attribution of semi public property becomes determinant to decide whom will provide the supply and the production in semi public properties is realized by means of a supply and demand mechanism. The supply of higher education is mostly secured in accordance with the public demand as well as the resources available.  In addition, the fact that higher education services have produced significant benefits has led to over demand. This situation relates to a simple economic rule that a commodity or service which costs almost nothing or little will increase until the mariginal benefit of its demand equals to 0 or almost 0. However, the educational supply and demand is difficult to identify in accordance to the supply and demand and balance of price as observed in the economic theory. The high profits that would be attracted in the future are significant factors influencing individual’s decisions for investment. The decision for investment depends on the possible return in the future, the cost of investment, and the current interest rates. Higher education with investment purposes is influenced by these three factors and higher education is demanded more and more by individuals on the expectation that they will gain high profits In theory, it is accepted that the basic factors identifying the demand for higher education are in harmony with empirical research results in several countries including Turkey.

Topicality of the research is confirmed by increasing student involvement into the educational process, when not only the academic staff and administration participate in the improvement of higher education institution's activity, but also education customers - students. This adds a new dimension to the issue of monitoring education quality and student satisfaction with higher education. This issue echoes the ideas of M. Weber about the relationship between such components as cognitive motivation, personal development and student satisfaction with higher education. Besides, it is essential to focus on the approach of R. Barnet to defining the quality of education with the emphasis on a priority of development of an educational institution as the system that meets customers' needs. Monitoring student satisfaction with education quality has become an integral part of the educational process not only in a number of European universities, which have used this monitoring for decades, but also in Russian universities, which are interested in education quality improvement. Leading universities in Russia, including Peter the Great St. Petersburg Polytechnic University, are implementing policies targeted at increasing student satisfaction with higher education quality. Education quality monitoring as a key element in the system of providing feedback to students contributes greatly to this process.

Since the early 1990s, nurse education in the UK has been directly influenced by Department of Health policy and by the structure and management of higher education. Market forces, consumer values, increasing demand for quality and accountability, and technological advances have influenced the academic landscape and the provision for nurse education within it. Despite the recent Government confirmation that new nurses will all be educated to degree level from 2013, the future direction of nursing, and nurse education, is still far from certain. The Government proposes significant change to the higher educational sector in order to enhance employer engagement. Foundation degrees are an integral component of the Government's policy for developing the vocational skills and for widening participation in higher education. As a result of this, and other policy initiatives, it is likely that a smaller supply of graduate nurses will provide future leadership and supervision in the delivery of nursing. It is also likely that there will be greater demand for postgraduate-level education for registered nurses.

Full Text Available The role that higher education plays in the promotion of sustainable development outstands in the declarations on Education for Sustainable Development (ESD, besides being a research priority in higher education. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available The article investigates the economical efficiency of investments in higher education in modern conditions of Russia. The beginning of the article includes a characteristic of the existing empiric research concerning the efficiency of investments in human capital assets. Further the author of the article introduces the results of pay off calculation of private investments in higher education. The result of the research was that in modern conditions of Russia investments in higher education are exceedingly advantageous. High norms of higher education feedback and short period of pay off of these investments explain the reasons of continuously growing demand for it on the part of the population, especially young people. The article proves that the level of population education in Russia is quite high, however accumulated human capital asset is used insufficiently effective. Many people with higher education are forced to take jobs not requiring higher education.  Sharp shift in educational behavior of Russian people raises new demands to labor market. Graduates of higher educational institutions, appearing on a labor market, form qualitatively different demands towards it. But tempo of Russian economics development today can not provide job positions for all graduates of higher educational institutions. That is why structural change of economics is needed.

This research focuses on the evaluation of quality indicators for the external evaluation of higher education at Military Education Centres in Spain and it is funded by a joint project between University of Granada and MADOC. The technique used for collecting and analysing information was a content description of several documents provided by these military educational authorities, arising the identification and extraction of relevant indicators on the evaluation of higher education. It is analysed the current state of higher agricultural education and integration current state policy of Ukraine Higher Education into the European educational space which allowed to identify problems and highlighted areas for further development. It is considered that it is necessary to establish cooperation in the triangle «production ­ education – science», extend the impact of scientists and experts on the content of  educational sector, come educational standards to needs and challenges of the real economy, as upgrades of industry standards for higher education, forming curricula, new teaching methods. Professionals training is possible only in a simulation of modern production principles, including the European Union. It is necessary to strengthen the position of agricultural universities as international educational and scientific centers in the framework of the European educational space. This refers to the practice and teaching students abroad, teachers training, participation in international programs, joint research. Ukrainian agricultural education system has competitive advantages despite the general neglect and can be considered unique in the educational market, it has conditions for the creation and testing of innovative products for different agro­climatic zones within a region. This provides the results of knowledge­based real conditions of agricultural production. Among the weaknesses of the education system it is possible to note a lack of cooperation with employers, lack of logistical and information and communication resources, mismatch of modern innovative designs and high technologies. Full Text Available The current state of higher choreographic education and features of professional training of choreographers in the German-speaking countries, in particular Austria, Germany and Switzerland were analyzed. It is found that most of the German-speaking countries are Germany, Austria and Switzerland, which became the object of study. The considered the structure of higher choreographic education in the German-speaking countries. Universities, higher dance schools and higher art schools are functioning in Germany. Universities and academies are functioning in Austria and Switzerland. The institutions of theatre sciences, faculty of pedagogy and psychology, departments of performing arts are the structural units of the universities. The institutions of higher education have both private and state ownership. It is found out that the main areas for which training is future choreographers in the German-speaking countries there is a "Dance", "Dance pedagogy", "Modern dance", "Science of dance", "Choreography". German-speaking countries recognized by the training of specialists in the specialty choreography of Modern dance that has no analogues in Ukraine. The term of study is four (bachelor and two (master years. Full Text Available The problem of competitiveness of higher education, efficiency of its functioning and training graduates of higher educational establishments according to the current and future needs of the market are among the key issues of socio-economic development strategy in EU countries. The aim of the study is to determine the competitiveness of faculties of major higher educational establishments based on the use of the cluster analysis and rating evaluations provided by national experts. The paper describes the methodology of rating evaluation of faculties of higher educational establishments in Slovakia on the basis of such components as: educational process; attractiveness of the program; science and research activities; doctoral studies; attracted grants. Shortcomings of the approach to faculty rating evaluations based on the averaged value have been determined. In order to improve analysis of the competitive positions of individual faculties of higher educational establishments in Slovakia, the cluster analysis was used and the results of breaking the faculties into five groups were presented. To forecast changes in the competitive positions of faculties of higher educational establishments in Slovakia, discriminant functions enabling to determine possible qualitative changes in the state of the faculties’ competitiveness due to external or internal factors have been built.

Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available Higher education is a mixed commodity. Considering its attribute, it is a service benefiting its users directly and society indirectly. Therefore it is necessary that higher education be catered continuously. In this context, higher education institutions should prompt the dynamics of societal development and lead the society toward better future. One of fundamental task for universities is to provide positive externalities for the entire society. However, universities often face important financial difficulties to extent the externalities they provide. In recent years alternative resources also are employed in financing higher education. For instance it is universally accepted application that some of the costs of higher education are accrued to the direct beneficiaries or the students. In some countries however higher education is solely funded by public resources because higher education in these countries is considered as public good. However in the recent years, a widespread belief suggests that public resources are not fit for efficient use, therefore alternative means of higher education finance are being explored. One such means appears to be an income-contingent system or student borrowing system. This method eases the burden of public finance and allows for students to assume a partial cost of higher education.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

This paper wants to point out the student’s perception regarding two main directions: one about the master students’ expectation regarding how an internationalized master should be organized and should function, and second the degree of satisfaction of the beneficiaries of internationalized master programs from Babe-Bolyai University. This article is based on an empirical qualitative research that was implemented to students of an internationalized master from the Faculty of Economics and Business Administration. This research can be considered a useful example for those preoccupied to increase the quality of higher education and conclusions drawn have relevance both theoretically and especially practically.

The paper attempts to tackle the push for stronger international presence which brings favourable conditions for internationalisation strategy at institutional level. Based on useful methods from quality management and business process reengineering, the author proposed a coherent organizational model for a higher education institution strategy, mainstreaming key areas as international mobility for students and staff, internationalization and improvement of curricula and new e-learning methods, and strategic cooperation, partnerships and capacity building with international stakeholders. Full Text Available The paper presents a survey conducted in November of 2013 in 120 higher education institutions in the Western Balkans Countries, with purpose to determine which models are used for quality improvement in Western Balkans higher educational institutions, and whether critical conditions for continuous quality improvement have been met by applying those models. Data were obtained by using questionnaire which consisted of 24 questions related to 2 previously defined hypotheses. Gathered data were tested with Student's t test to determine if there is a significant difference between the groups of higher educational institutions which use different quality models, as well as between private and public higher educational institutions. Authors argue that the rules imposed by Governments do not provide sufficient incentive for meeting the critical conditions for the continuous quality improvement. Legal framework and mandatory accreditation conducted by government bodies lead higher educational institutions to fulfil the formal requirements, distancing them from the essence of quality management, i.e. from self-criticism and motivation to consistently deliver better results than the previous ones and giving them the illusion of achieving quality through compliance with formal criteria.

In addition, we take into consideration combining e-learning architectures with software in an e-learning system interconnected with the National Registry of Qualifications of Higher Education, in view of developing and information system that correlates educational supply from higher education from Romania with labor market demands through qualifications. The scientific endeavor consists of original architectural solutions to integrate data, systems, processes, services from various sources and to use them in the proposed system. The practical result of the scientific endeavor is represented by design of architectures required for developing an e-learning system interconnected with the National Registry of Qualifications from Romania, which involve in first stage the qualifications provided by higher education. The integration enables correlation of competences with content areas and specific items from various teaching subjects, thus evaluating the usefulness for this registry from learning/educational perspective. Using the proposed information system in enables correlation among qualifications, content of educational program and continuous self-evaluation opportunities, which facilitate monitoring of progress and adjustment of learning content.

Research purposes: The aim of this study was to determine the HR competencies at a merged higher education institution. Other objectives were to establish the satisfaction of academics, administrative staff and management regarding the HR competencies and the importance thereof. Motivation for the study: Human resource professionals require assistance by providing HR competencies necessary to add value at a merged higher education institution. Research designs, approaches and methods: A quantitative research design was employed as the research strategy. The questionnaire was based on the literature, the business plan and the HR balanced scorecard report. The target population was 1363 permanent staff on one campus and the response rate was 28%. A principal factor analysis, spider charts and box plots were utilised for data analysis. The results indicated business knowledge, HR practices, personal skills and management skills as the vital HR competencies. Practical implications: Staff were not satisfied with the current HR competencies and consequently this necessitated attention to improve the deficient areas. Contribution: This study shows that limited research was done with regard to HR competencies in the South African higher education backdrop.

Full Text Available The article provides a description of good practice in connection with the completed consolidation of two higher education institutions – the Lower Silesian College of Enterprise and Technology in Polkowice and the Copper Belt Technical College in Lubin into the Jan Wyżykowski University with its seat in Polkowice and a Branch Faculty in Lubin. This process began in autumn of 2015 and was brought to completion by the decision of the Minister of Science and Higher Education. The author points to image implications and marketing challenges, discusses the rebranding process (new logo and name as well as the actions this entailed. The article also deals with the creation of a new website, actions within interconnected social media, the ongoing billboard and media advertising campaign. Several difficulties that promotion department staff of are faced with in connection with the consolidation process of two higher education establishments were identified by the author, which include building a brand from scratch and communicating with staff with respect to the planned and implemented changes.

This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. Adoption of technology requires more that merely installing a product. This paper outlines a framework for a strategic change process that can be utilized by educators for the purpose of the selection as well as successful implementation of educational technologies within their setting, in particular, online course management systems. The four steps of this process include strategic analysis, strategy making, strategic plan design, and strategic plan implementation. The choice to embrace a new system and the extent and speed of its implementation depends upon internal factors such as resources, organizational culture, faculty readiness, anticipated degree of resistance, and the degree of variance from the status quo. A case from the author’s experience provides one example of how the use of distance learning technology was strategically implemented.

The World Health Organization has identified developing the knowledge and skills of healthcare professionals who are involved in dementia care as a priority. Most healthcare professionals lack the necessary knowledge, skills and understanding to provide high quality dementia care. While dementia education amongst most UK university health and social care programmes is inconsistent, we know little about the provision of dementia education in European universities. To examine the provision of accredited higher education on dementia in European countries, to illustrate that it is highly variable despite universities being the major provider of education for healthcare professionals internationally. An exploratory research design was used. The providers of higher education undergraduate and postgraduate programmes in the Czech Republic, Portugal, Scotland, Slovenia, Spain, Sweden. Higher Education Institutions who provide undergraduate and postgraduate education in the fields of nursing, medicine, psychology, social work, physiotherapy, occupational therapy, and gerontology in six European countries. The data was collected using a structured questionnaire. Researchers in each country conducted an internet-based search using the websites of Higher Education Institutions to identify existing accredited dementia education. These searches revealed a lack of dementia education in undergraduate health and social care study programmes. Three of the six countries offered postgraduate study programmes on dementia. Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Full Text Available Employment of applicants of pharmaceutical higher education has both positive and negative impact on the quality of educational services provided by institutions, especially in terms of knowledge and skills acquired by student. Objective is to study peculiarities of higher education employment, full-time training, and features driving them to conclude labor agreements. Materials and methods. During the study, we used juridical and comparative legal methods of analysis. Results. The study has defined the following features of the employment of applicants of higher education in the health care institutions, pharmaceutical enterprises and organizations. The current legislation provides the applicants of higher education enrolled in HEIs for full-time training with a right to make a free choice of the field of study, profession, type of occupation and work. The relationship developed between an applicant and higher education institutions are not to be regarded as an employment relationship. The working under the items of labor agreement for person who combine it with the full-time education is not a part or combination or sharing, and is considered the main place of job. Thus, it stipulates maintenance of records book of the employed worker according to the general procedure. An applicant of higher education has discretion to choose working hours (full- or part-time working day, full- or part-time working week with taking into consideration the HEIs schedule and only in the free time. When full-time operating in frameworks of collective agreement at enterprise, institution, or organization, having accounted peculiarities of operation, non-standardized working day for some positions can be set. The current legislation stipulates possibility of employment for persons without higher pharmaceutical education to the health care institutions on the clearly defined positions. Predictors of Career Adaptability Skill among Higher Education Students in Nigeria

Full Text Available This paper examined predictors of career adaptability skill among higher  education students in Nigeria. A sample of 603 higher education students randomly selected from six colleges of education in Nigeria participated in this study.  A set of self-reported questionnaire was used for data collection, and multiple linear regression analysis was used to analyze the data.  Results indicated that 33.3% of career adaptability skill was explained by the model.  Four out of the five predictor variables significantly predicted career adaptability skill among higher education students in Nigeria.  Among the four predictors, career self-efficacy sources was the most statistically significant predictor of career adaptability skill among higher education students in Nigeria, followed by personal goal orientation, career future concern, and perceived social support respectively.  Vocational identity did not statistically predict career adaptability skill among higher education students in Nigeria.  The study suggested that similar study should be replicated in other parts of the world in view of the importance of career adaptability skill to the smooth transition of graduates from school to the labor market.  The study concluded by requesting stakeholders of higher institutions in Nigeria to provide career exploration database for the students, and encourage career intervention program in order to enhance career adaptability skill among the students.

Background: The role of radiographers with respect to image interpretation within clinical practice is well recognised. It is the expectation of the professional, regulatory and academic bodies that upon qualification, radiographers will possess image interpretation skills. Additionally, The College of Radiographers has asserted that its aspiration is for all radiographers to be able to provide an immediate written interpretation on skeletal trauma radiographs by 2010. This paper explores the readiness of radiography education programmes in the UK to deliver this expectation. Method: A postal questionnaire was distributed to 25 Higher Education Institutions in the UK (including Northern Ireland) that provided pre-registration radiography education as identified from the Society and College of Radiographers register. Information was sought relating to the type of image interpretation education delivered at pre- and post-registration levels; the anatomical range of image interpretation education; and education delivery styles. Results: A total of 19 responses (n = 19/25; 76.0%) were received. Image interpretation education was included as part of all radiographer pre-registration programmes and offered at post-registration level at 12 academic centres (n = 12/19; 63.2%). The anatomical areas and educational delivery methods varied across institutions. Conclusion: Radiography education providers have embraced the need for image interpretation education within both pre- and post-registration radiography programmes. As a result, UK education programmes are able to meet the 2010 College of Radiographers aspiration.

Energy efficiency interventions in UK higher education institutions

This paper provides an insight into energy efficiency interventions studies, focusing on issues arising in UK higher education institutions (HEIs) in particular. Based on a review of the context for energy efficiency and carbon reduction programmes in the UK and the trends in higher education sector, existing external and internal policies and initiatives and their relevant issues are extensively discussed. To explore the efficacy of some internal intervention strategies, such as technical, non-technical and management interventions, a survey was conducted among UK higher education institutions between February and April 2008. Consultation responses show that there are a relatively high percentage of institutions (83%) that have embarked on both technical and non-technical initiatives, which is a demonstration to the joined-up approach in such area. Major barriers for intervention studies are also identified, including lack of methodology, non-clarity of energy demand and consumption issues, difficulty in establishing assessment boundaries, problems with regards to indices and their effectiveness and so on. The modernisation of higher education implies new educational requirements that, stimulated by the innovative telecommunication technologies together with novel educational materials and methodologies, lead to the development of distance learning environments. In order to provide the basis for the development of a distance learning environment based on video conferencing systems and develop a blended learning courses methodology, the TEMPUS Project VICES Videoconferencing Educational Services (2009-2012) was launched in 2009. The project is being carried out by the University of Florence and the Ss Cyril and Methodius University in Skopje with the co-operation and expertise of consortium members in Europe and Western Balkans and it foresees the implementation of videoconferencing educational modules in the frame of the DEREC Curriculum. In all above projects, the technical and methodological aspects related to environment protection and natural resources enhancement is highlighted.

Full Text Available Career advancement in Indonesian academia is nationally regulated. It, theoretically, provides equal opportunities for men and women to be productive and successful. The purpose of this study is to analyze gender effects on academic career productivity and success. Seven-hundred and fifty questionnaires were distributed randomly to eight Islamic Higher Education Institutions in seven provinces, from which 220 (Men = 57.7%, and Women = 42.3% respondents returned the questionnaires with an analyzable quality. Descriptive and multivariate analyses are employed for analyzing and presenting the results. The paper argues that women in Islamic Higher Education Institutions are less productive in terms of publications, hold lower academic rank and leadership positions, and earn significantly less than men. It further argues that Islamic Higher Education Institutions should provide specific empowerment for women by, for example, providing support for their continuing education, professional development, and career opportunities.

In this context, correct information to all stakeholders and decision-makers with a set of standards and recommendations to really contribute to quality assurance becomes an immediate need. It is mandatory to take the constructive decisions in all academic structures designed to ensure and assess the quality and conservation values and experience to date of the institution empowered to ensure this fundamental parameter of education and its financing. The diversity of higher education pathways that facilitate insertion of the graduate labor market is a recognized value of the European Higher Education Area, but the understanding of how to implement / manage this diversity, in terms of socially recognized needs to be commonly accepted quality standards the content of education, still remains to be a concern for many academic communities collateral or an enigma. Public higher education institutions are established in order to produce public services (education, research quality (which can be measured by various indicators. To achieve this, they use limited public financial resources, subject to strict rules, especially when it comes to the budget.

Full Text Available The paper highlights a case study of a rural girls college located in a remote village of Gurdaspur district in Indian Punjab. The idea of this unique college was conceptualised by one Baba Aya Singh, a social and religious activist, from a village near the college way back in 1925. It was really a revolutionary idea because female education in India, particularly higher education, was a distant dream at that time. The college was, however, started with only 14 rural girls after about half-a-century when the great visionary Baba Aya Singh had a dream to educate the rural girls. Access to and affordability of higher education is the uniqueness of this college. The student has to pay only Rs. 5800 (about US $ 65 per annum, which includes both the tuition fee and boarding and lodging. It is equally significant to note that the entire expenses of the college are met by this and the produce of agricultural land of the college. The college does not take any outside help. The meritorious senior class students teach the junior class students. The college in its own humble, but significant, way made a revolutionary contribution to the education of poor rural girls who, otherwise, would not have dreamt of college education. Apart from, class-room teaching and bookish knowledge, the students are taught social, ethical and management skills in a most natural manner. The product of the college has proved to be the agents of change and rural transformation.

The Russian polytechnic education is going through the sequence of transformations started with introduction of bachelor and master degrees in the higher education instead of the previous “specialists”. The next stage of reformation in the Russian polytechnic education should imply the growth in quality of teaching and learning experience that is possible to achieve by accumulating the best education practices of the world-class universities using the benchmarking method. This paper gives an overview of some major distinctive features of the foreign benchmark higher education institution and the Russian university of polytechnic profile. The parameters that allowed the authors to select the foreign institution for comparison include the scope of educational profile, industrial specialization, connections with the leading regional corporations, size of the city and number of students. When considering the possibilities of using relevant higher education practices of the world level, the authors emphasize the importance of formation of a new mentality of an engineer, the role of computer technologies in engineering education, the provision of licensed software for the educational process which exceeds the level of a regional Russian university, and successful staff technologies (e.g., inviting “guest” lecturers or having 2-3 lecturers per course).

Full Text Available Higher vocational training (HVE is a new form of post-secondary education that was introduced in 2009 in Sweden. The aim for HVE is to address the demands of a highly skilled Swedish workforce. Compared to other forms of adult and higher education it is less institutionalized and, based on Swedish standards, gives great opportunities for the provider to decide regarding the contents and design. The purpose of this study was to analyze a the quality of the course, Learning at Work (LIA, and (b to develop instruments and indicators to explore the quality of the student learning in working life as part of HVE. The design of research instruments was based on hypotheses to uncover the background, the learning process and effect parameters In LIA offered at 12 different HVE sites in Sweden within the areas of health care, computer science, technology and business administration. The survey data of forty-two students and thirty-six workplace supervisors were analyzed. The results of the study show that the quality of the learning at work (LIA varies considerably between different programs and different students. In most programs, it has a significant development potential. A well-functioning LIA is characterized by adequate learning content, an open work climate between colleagues, accuracy and dedication, frequent supervisor feedback, and regular communication between the Program Director and the supervisors. It is important that the educational provider requires workplaces with capacity to offer the students relevant and qualified work content. LIA should offer qualified work content providing knowledge of breadth and depth. Knowledge gained from school-based training should be challenged and must achieve curriculum goals. An important finding is the lack of definitions and criteria for quality, and the risk of quality differences between educational providers. Full Text Available In this article we share the paths of an investigation carried out by a group of researchers from different Brazilian universities (FORPEC, which, based on the results of the investigation, built a network of information and research involving various education institutions. While describing this group’s pathway, the text presents innovating experiences of curriculums in higher education which provided important and significant pedagogic changes in their projects. During the period of investigation, 6 (six projects of university courses with innovation proposals were brought up and analyzed. This analysis allowed for the elaboration of innovation concepts for Higher Education, identify active innovating methodologies, create and implant innovative projects in Higher Education, as well as give the start off to investigation concerning the development of the docents integrating the innovating curricular projects. Toward Integral Higher Education Study Programs in the European Higher Education Area: A Programmatic and Strategic View

Full Text Available This essay somehow arbitrarily freezes my ongoing attempt to grasp the present situation and future possibilities of higher education courses, programs, institutions and initiatives that are inspired by integral and likeminded approaches. The focus in this essay is on the European Higher Education Area and its specifics, whereas some implicit or explicit comparisons with the USA are made. My reflections are triggered by the recurrent observation that in Europe there seems to be i more demand than offer of integrally oriented higher education programs, ii an imbalance between overused but little successful and underused but potentially more promising strategies to implement such programs, iii little or no learning from past failures, and iv little mutual awareness, communication and collaboration between different activists and initiatives in this field. The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Given that; most past attempts to implement programs inspired by an integral worldview have failed from the start, or disappeared after a relatively short period, or are marginalised or becoming remainstreamed, this essay aims to devise a potentially more promising strategic corridor and describes the contours of the results that could be brought about when following a developmental trajectory within this corridor. Full Text Available The relevance of the research is due to the necessity of integration of persons with health limitations and disabilities into the educational space of higher education institutions. With regard to this, the paper is aimed at finding out the extent of readiness of the educational activity subjects for results-oriented cooperation in inclusive educational practice of the higher school. The leading approach to studying this problem is the retrospective interdisciplinary analysis that allows an integrated consideration of the universities' readiness for full-fledged integration of people with health limitations and disabilities into the educational process. In the paper, the results of research into students' attitude toward the disabled and HL people and their readiness for results-oriented cooperation are presented, and the specific problems of psychological and social support rendering are described. The value references system of students with health limitations and disabilities has been found out, and grounds have been provided for having to include the subjects that form a tolerant attitude to special needs people into the student-training content. It has also been proven that qualified professional training has to be ensured for the academic teaching staff, infrastructure has to be provided, and an integrated program has to be developed that would allow personifying the academic process adjusted for the development particularities of students with health limitations. The materials of the paper are of practical importance for educational activity subjects involved into the higher-school inclusive educational practice.

Full Text Available This study offers insight into the European Qualifications Framework (EQF, as agreed and detailed by the Romanian qualifications framework, applied to the economic sector. By means of a survey conducted on 92 employing companies, it validates the importance of competencies for the Romanian labour market and employers` degree of satisfaction with the competencies of business graduates. In terms of typology, employers attach more importance to transversal competencies than to professional competencies, both at conceptual level and as degree of acquirement following higher education. The empirical analysis provides data on employers` ranking of transversal and professional competencies and identifies the classes of competencies deemed to be in short supply on the labour market. Through its results, the study enhances the relationship between the higher education system and the labour market, providing key information for an efficient implementation of the competence-based education system.

Their complexity and timeliness defines multifunctional activity of higher educational institutions, diversity of funding sources, the variety of forms and types of educational, scientific, industrial and economic activities, the need for monitoring of the market of educational services and the labor market (including the need for employment of graduates, the necessity for adaptation to continuously changing economic conditions. Materials and Methods: system approach and method of comparison were used in analysing the current state of development and organisation of the automated information systems of higher education. These methods were also used to compare the qualitative characteristics of different technologies and methods of creation of the automated information systems. Results: the foreign and domestic educational institution management automation systems SIMS. net, Capita Education, SPRUT, Galaxy of Higher Educational Institution Management”, and “GSVedomosty” were analysed. Disadvantages of the functional module AIS – AWP pertaining to the University Rector of the higher educational institution were found. The improvement of higher educational institution AIS by implementing decision support systems for the management, made on the basis of the model of SaaS (software as a service is discussed. Full Text Available The vast use of the Internet and the increasingly widespread access to the latest technologies have become the main reason for the development of remote teaching services. In an effort to modernize the educational offer, higher education institutions placed, in their programs of studies, different possibilities of teaching using „distance learning”. This trend is already very common in the world’s largest universities. The Polish higher education system, keeping the pace with current trends, has created a legal foundation for the use of modern forms of teaching. The current approach to teaching is also a response to the offer of leading universities of the world and thus the search for competitive advantage in the international educational market. The aim of the article is to present main objectives of the teaching method of e ‑learning, and at the same time, to present the legal status and the rules for the use of e ‑learning in Polish higher education. This article provides some insights into the challenges regarding inclusion in higher education of students with disabilities. It does this by elucidating aspects of the proceedings of the Education Commission at the African Network on Evidence-to-Action on Disability (AfriNEAD) Symposium, which took place in Zimbabwe in November 2011. The presentations specifically focused on the education of people with disabilities from early childhood through to higher education. This article, however, is informed by presentations focusing on increasing access to higher education. The article is focused on the implementation of evidence in practice, research and policies stemming from rigorous debate and scientific foundations, whilst taking into account the dynamic realities of the higher education context. Themes such as the systemic approach needed for inclusion to be successful, increasing access and the dynamic role of students with disabilities are highlighted.

Full Text Available The recent changes in higher education impose an increased usage of marketing in this field, because this is the path to a more profound understanding of consumers' needs and to identifying the correct market position of the higher education institution. Moreover, it is helpful in developing various study programmes which provide graduates with the necessary skills to successfully meet the requirements of the labour market. At the same time, the employment of marketing in the academic environment not only contributes to correctly informing the public as regards the education offer and the benefits of being the holder of an academic degree, but it also strengthens the academic image and reputation on the market. Results show that higher education encompasses the particularities of services, and therefore, the marketing activities should be adapted to this field. Furthermore, adopting marketing in current activities not only helps higher education institutions in elaborating some concrete actions of attracting quality students, but it also consolidates the academic image on the market.

Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Racism, Equity, and Quality of Education for International Students in South Korean Higher Education Institutes

This study aims to understand equity issues of international students' learning in Korean higher education institutions by engaging with the issue of racism and identifies how international students in Korea reshape their learning trajectory and how we could provide equitable and quality education for international students.Espousing a qualitative case study design,six students from different background were interviewed to examine features of perceived institutional racism based on their learning experience in Korea.Major findings showed that internationalization has not been fulfilled in terms of engaging with international students although Korean government and higher education institutions have developed relevant policy to attract international students.This study indicates that Korean universities need to reconstruct their social,cultural,and institutional systems to embrace equity,diversity and inclusiveness to empower international students' capacity.

Funding medical education: should we follow a different model to general higher education?

Full Text Available ISSUE. There has been much recent discussion on the funding of medical education. There has also been much discussion about the funding of higher education more generally. EVIDENCE. The topics of discussion have included the rising costs of education; who should pay; the various potential models of funding; and how best to ensure maximum returns from investment. IMPLICATIONS. Medical education has largely followed the emerging models of funding for higher education. However there are important reasons why the funding models for higher education may not suit medical education. These reasons include the fact that medical education is as important to the public as it is to the learner; the range of funding sources available to medical schools; the strict regulation of medical education; and the fact that the privatisation and commercialisation of higher education may not been in keeping with the social goals of medical schools and the agenda of diversification within the medical student population.

Practice, is a type of educational process which allows to realize theoretical knowledge to the applied sphere. In particular it allows to provide an object visually, creating its image and visually adequate perception. This work is devoted to development of laboratory base of technical college with use of robots manipulators on occupations. Its relevance is shown. The overview of modern stands is provided in different higher education institutions, the analysis of their benefits and shortcomings is this. The task of creation of the robot manipulator for sorting of objects of color is set. The robot model including an automatic management system it is developed. The sensor of color, the regulator and the executive mechanism allowing to move objects to the corresponding reservoirs is its part. Possibilities of further development of a question, in particular, creations of physical model for use are given in laboratory works.

Full Text Available The paper considers the problems of financing higher education institutions and focuses on formation of estimates of higher education institutions in Ukraine. The study established that the public and municipal education institutions financed by estimate and budget, which is determined by the amount and directions of use funds for implementation of functions and achieving the goals. The estimate has 2 components: general and special fund. The paper describes the practice of using general and special funds of higher education institutions. The results present the features of financing public and private higher education institutions. Public higher education institutions acutely feel the lack of financial resources. Tuition fees at public higher education institutions are calculated according to the requirements of the budget legislation. The conclusions suggest the prospects of financing higher education institutions in Ukraine. Higher education institutions need to give special attention to financial planning, optimization of financing sources and expenditures. It is necessary to reform the models, methods and forms of financing higher education sector.

(1 It seems that there are some differences between two typesof private sector in higher education. One type of private financial support in higher education comes purely from private sector without any contribution of public sector. The second type of private finance in the higher education especially the type which has grown recently in Iranianhigher education is a type of combination between public higher education and private sector the so called international branch of the university till recent years, and nowadays called selfgoverning campus of the university. (2 In this type of private contribution to public higher education those who have no or little money must pass very hard national examination to be accepted in the university, and those who can pay the tuition fee could enter to the best schools of that university without the exam (in the firstyear of the project or by loose standards or lower cut off scores.
