Full Text Available In this paper the author analyzes a civil law responsibility of the Contractor for project deficiencies resulting in reduced quality of the construction, i.e. not affecting its solidity. Primary obligation of the Contractor is to perform works in compliance with professional standards, the contract and the approved project. The Contractor cannot change the approved project at will, even when he has designed it. Hence, the question must be raised of the obligation of the Contractor to strictly abide by the project, assigned to him by the Authority, regardless of evident deficiencies of the Project and of his responsibility for performing works in compliance with the said project resulting in deficiencies in the construction, that is construction works. If the latter hypothesis is correct, then it must be established what deficiencies in the project fall under the responsibility of the Contractor (visible or hidden, i.e. the issue of dividing responsibility between the Project Designer and the Contractor in terms of the project deficiencies must be set up and solved. Finally, it is also important to define the realization of rights and duties of the Contractor in case the Contractor has to recede from the Project. Building green requires effort from various parties, from those who plan, design, manage and construct the building. Contractors are responsible for converting the design on paper into a real building and their role at the construction site support environmental sustainability by implementing responsible construction practices. Inefficient or inexperienced contractor in green construction project may find that delivering this type of project is not an easy task due to added requirement in design, stringent practices at site and the use of green technology and materials. Adopting suitable strategies at firm level will assist in preparatory process and readiness of delivering the green project. This paper reviews the strategies at firm level to deliver green construction project. From extensive literature review, it was discovered that there are six strategies to be adopted by the contractor. Understanding these strategies is expected to promote more contractors to be proactive in delivering green projects.

Full Text Available Construction projects do not require a large capital outlay but a large working capital to start up the project. Unfortunately, for small contractors there are very limited options available from the banks or other lending institutions to cover this large working capital requirement in the absence of sufficient collateral. The “Project Finance” method presented in this paper is recommended as the most effective method for small contractors in the United States. The problems of small and start up contractors in funding their projects have been little addressed in the literature. The current financing practices were observed through both the literature review and interviews with contractors and bankers in the western Michigan area and subsequently a system has been proposed which could help a small start-up company seeking higher growth. The growth rates that can be achieved using the project finance system in contrast to the traditional “line of credit” arrangements as illustrated in this paper show that the project finance model is beneficial.

This project had two major tasks: Task 1. The construction of a new air/helium facility to collect detailed measurements of Rayleigh-Taylor (RT) mixing at high Atwood number, and the distribution of these data to LLNL, LANL, and Alliance members for code validation and design purposes. Task 2. The collection of initial condition data from the new Air/Helium facility, for use with validation of RT simulation codes at LLNL and LANL. This report describes work done in the last twelve (12) months of the project, and also contains a summary of the complete work done over the three (3) life of the project. As of April 1, 2006, the air/helium facility (Task 1) is now complete and extensive testing and validation of diagnostics has been performed. Initial condition studies (Task 2) is also complete. Detailed experiments with air/helium with Atwood numbers up to 0.1 have been completed, and Atwood numbers of 0.25. Within the last three (3) months we have been able to successfully run the facility at Atwood numbers of 0.5. The progress matches the project plan, as does the budget. We have finished the initial condition studies using the water channel, and this work has been accepted for publication on the Journal of Fluid Mechanics (the top fluid mechanics journal). Mr. Nick Mueschke and Mr. Wayne Kraft are continuing with their studies to obtain PhDs in the same field, and will also continue their collaboration visits to LANL and LLNL. Over its three (3) year life the project has supported two(2) Ph.D.'s and three (3) MS's, and produced nine (9) international journal publications, twenty four (24) conference publications, and numerous other reports. The highlight of the project has been our close collaboration with LLNL (Dr. Oleg Schilling) and LANL (Drs. Dimonte, Ristorcelli, Gore, and Harlow)
The Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance contractor (TAC) Quality Assurance Implementation Plan (QAIP) outlines the primary requirements for integrating quality functions for TAC technical activities applied to the surface and ground water phases of the UMTRA Project. The QAIP is subordinate to the latest issue of the UMTRA Project TAC Quality Assurance Program Plan (QAPP) (DOE, 1993a), which was developed using US Department of Energy (DOE) Order 5700.6C quality assurance (QA) criteria. The QAIP addresses technical aspects of the TAC UMTRA Project surface and ground water programs. All QA issues in the QAIP shall comply with requirements contained in the TAC QAPP (DOE, 1933a). Because industry standards for data acquisition and data control are not addressed in DOE Order 5700.6C, the QAIP has been formatted to the 14 US Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) QA requirements. DOE Order 5700.6C criteria that are not contained in the CERCLA requirements are added to the QAIP as additional requirements in Sections 15.0 through 18.0. Project documents that contain CERCLA requirements and 5700.6 criteria shall be referenced in this document to avoid duplication. Some studies have investigatedthe infl uence of culture at different levels – such as nationalculture, industry culture, organisational culture and professionalculture. As a project-based industry, the construction industryneeds to have more insight concerning cultural issues at theproject level and their infl uence on the performance of constructionprojects. Few studies, however, have focused on culture at theproject level. This paper uses a questionnaire survey to determinethe perceptions of Chinese contractors about the impact of projectculture on the performance of local construction projects. This isaugmented by a series of in-depth interviews with senior executivemanagers in the industry. The fi ndings indicate that specifi c projectculture does contribute signifi cantly towards project outcomes.In particular, goal orientation and fl exibility, as two dimensionsof project culture, have a negative statistical correlation withperceived satisfaction of the process, commercial success, futurebusiness opportunities, lessons learnt from the project, satisfactionwith the relationships, and overall performance. Full Text Available The magnitude of business dynamics has increased rapidly due to increased complexity, uncertainty, and risk of large-scale infrastructure projects. This fact made it increasingly tough to “go alone” into a contractor. As a consequence, joint venture contractors with diverse strengths and weaknesses cooperatively bid for bidding. Understanding project complexity and making decision on the optimal joint venture contractor is challenging. This paper is to study how to select joint venture contractors for undertaking large-scale infrastructure projects based on a multiattribute mathematical model. Two different methods are developed to solve the problem. One is based on ideal points and the other one is based on balanced ideal advantages. Both of the two methods consider individual difference in expert judgment and contractor attributes. A case study of Hong Kong-Zhuhai-Macao-Bridge (HZMB project in China is used to demonstrate how to apply these two methods and their advantages.

Full Text Available There are many studies of contractor selection based on clients and the selection of suppliers by contractors. However, supplier selection specifically related to green construction projects has been much less studied. Green construction differs from conventional construction because of differences in its underlying principles and use of environmentally-friendly materials and technologies. This paper studies how procurers in contractor companies in Sweden adopt green projects and how contractor perception of supplier mastery of green knowledge affects supplier selection. The investigation is based on a set of semi-structured interviews conducted among three large contractors in Sweden. A main finding is that the perceived differences between green and conventional projects do not change supplier selection dramatically. An implication is that “greener projects” is a more appropriate denotation than “green project”. Evidence shows that suppliers’ green knowledge is an important factor in supplier selection, as respondents rated suppliers’ knowledge of green projects as very important, and to fix his, there was a consensus among respondents about the need for close collaboration between contractors and suppliers. To ensure knowledge acquisition from suppliers and to increase their competitive advantage over rivals, contractors collaborate with their suppliers in a partnering setting. It is anticipated that the results of this study will be used to fill the gap in the literature on supplier selection in green projects and can also be used for construction firms contemplating getting involved in green projects.

Full Text Available Delay in construction projects is a situation where the project cannot be completed under the planned time. It is a common issue faced in the construction industry all over the world especially in developing countries. In the Malaysian construction industry, 17.3% of construction projects experience more than 3 months delay and some of them are abandoned. Hence, the study of factors contributing to delay is very important in order to reduce the number of projects that experience delay in project delivery. Three objectives of the research have been formulated, namely (1 to identify factors that contribute to delay in construction projects; (2 to analyse and rank the causes of delay rated by contractors; and (3 to study the effects of delay in construction projects. One hundred questionnaires were distributed during data collection stage and only 36 responses received. The respondents only consist of contractors and sub-contractors because the scope of the research focuses on contractors' perception. The data collected was analysed using SPSS software. Seven factors that contribute to delay were identified through literature review, namely contractors' financial difficulties, construction mistakes and defective work, labour shortage, coordination problems, shortage of tools and equipment, material shortage and poor site management. Of those factors, the three most important factors were found to be labour shortage, contractors' financial difficulties and construction mistakes and defective works. Besides project delay, the research shows that cost overrun and extension of time (EOT are the most common effects of delay in construction projects.

Full Text Available The success of international construction projects is fraught with various challenges such as competitiveness, lack of resources, versatile global economy, and specific conditions in the host country. Malaysian contractors have been venturing into global construction market since early 1980s. However, their venturing was not successful all the time. The number of international projects awarded to Malaysian contractors has reduced drastically during the past decade. Taking advantage of this experience, this paper aims to identify the success criteria and success factors of international construction projects. The data was collected from 120 respondents using a questionnaire survey and analysed using principal component analysis and regression analysis. The results revealed three principal criteria of project success namely, Management Success, Functional Success, and Organisation Success. The main components of success factors include Team Power and Skills, Resource Availability, External Environment, Organisation Capability, Project Support, and Project Organisation. Further analysis emphasized the importance of strong financing capacity of contractors, project social environment, and competence of the project manager in achieving project success. The results of this paper can serve as a guideline for contractors and project managers to achieve success in this context. Future studies may provide in-depth analysis of success criteria and success factors specific for construction project type and host-country location.

This document is a plan presenting the process, strategies and approaches for vendor contracting by the Tank Farm Contractor. The plan focuses on contracting structures, practices, methods, and desired approaches in contracting. The U.S. Department of Energy (DOE), Office of River Protection (ORP) has contracted with the CH2M HILL Hanford Group, Inc. (CHG), as the Tank Farm Contractor (TFC), to support vitrification of Hanford Site tank waste by the Privatization Contractor. During Waste Feed Delivery Phase 1, waste will be retrieved from certain double-shell tanks and delivered to the Privatization Contractor to meet contract feed delivery requirements. Near-term project goals include upgrading infrastructure systems; retrieving and delivering the waste; and accepting the waste packages for interim onsite storage and disposal. Project Delivery includes individual projects assigned to provide the infrastructure and systems responsible to provide engineering, design, procurement, installation/construction, and testing/turnover of systems for retrieval of waste from Hanford double-shell tanks. This plan sets the requirements for projects work scope, contracting practices, structures, methods, and performance measurements. The plan is designed to integrate Life-Cycle Projects acquisitions and provide a consistent contracting approach. Construction industry of Pakistan is creating a number of opportunities in employment as well as plays a role model for economy development of the country. This construction industry has a serious issue of cost overrun in all construction projects especially in construction of highway projects. Cost overrun is a serious and critical issue in construction of highway projects which gives negative impact to construction practitioners because it is not only cross the approved budget but also approved time of the project. The main objective of this study is to find out critical factors causing cost overrun in highway projects of Sindh according to contractors' perspectives. Deep literature review was carried out and a total of 64 factors of cost overrun were identified. To achieve the objective, a questionnaire was designed and distributed among 16 selected respondents who have more than 20 years of experience in construction of highway projects. The results from analysis found that most critical factors of cost overrun in the order of importance include financial and cash flow difficulties faced by contractor, frequent changes in design, changes in price of materials, poor planning by client, change in scope of project, change in specification of materials and delay in taking decisions. This study will assist contractors to narrow down some of the critical factors that would lead to cost overrun, and therefore be prepared with the ways to mitigate these problems in construction of highway projects of Sindh province.

The objective of the research work that underpins this paper was to investigate the Factors and Consequences of construction projects on local contractors. A construction project is commonly acknowledged as successful when the aim of the project is achieved in terms of predetermined objectives that are mainly completed the project on time, within budget and specified quality in accordance with the specifications and to stakeholders’ satisfaction. One of the most important problems that may arise in the construction project is delays and the magnitude of these delays varies considerably from project to project. This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Considering the magnitude and complexity of the scope of work being transitioned, completion in four months will require significant effort by all parties. To better ensure success, the M and O Contractor has developed a pre-award phase that is intended to maximize readiness for transition. Priority is given to preparation for facility assessments and processing of personnel, as these areas are determined to be on the critical path for transition. The history of China's contractors performing in the overseas construction markets is divided into 3 major phases, namely the planning economy era, reform and openness perios and the latest nwe millennium. However, the know-how and techniques of modern project management have been widely deployed in China for merely 2 decades. While competing with those veterans in overseas markets, China's contractors still lack adequate advantages as well as experiences, leading to the underperformance or even failures. A 2-dimension framework of overseas project management, comprising the external risk and internal function aspects , is proposed. Based on the analysis of 2 recent cases in Saudi Arabia an Poland respectively, it's foung that the low cost strategy management in risk, commerce, cost, human resources, etc. are their fatal weaknesses.

It is the key of motivating sub-contractors working hard and mutual cooperation, ensuring implementation overall goal of the project that to design rational incentive mechanism for general contractor. Based on the principal-agency theory, the subcontractor efforts is divided into two parts, one for individual efforts, another helping other subcontractors, team Cooperation incentive models of multiple subcontractors are set up, incentive schemes and intensities are also given. The results show that the general contractor may provide individual and team motivation incentives when subcontractors working independently, not affecting each other in time and space; otherwise, the general contractor may only provide individual incentive to entice teams collaboration between subcontractors and helping each other. The conclusions can provide a reference for the subcontract design of general and sub-contractor dynamic alliances.
Full Text Available Construction project consultants share the characteristics of helping their clients address problems and improve upon project performance; they have a passion for the wisdom and expertise they bring to the project, and they have the ability to galvanize clients into action. However, it is an open secret that many projects often delay. Also, it is a known fact that most project contract figures swell more than double the original tender figure. Meanwhile, there are supervising consultants who are engaged and paid to manage such important projects. Their role however, is to complement the effort of contractors to ensure a successful completion of a project. The aim of this research is to identify factors affecting the performance of consultants on government projects, and to rank these factors according to their relative importance from the perspective of consultants. Analysis of the factors considered in a survey indicate that the main factors negatively affecting the performance of consultants are: urgency of the project at hand, project duration, variations, political influence from higher authority, timely decision making on the part of the consulting team and the experience of the design team on the project. The others are the ability of the consultants to work as a team, creativity on the part of the consultants in controlling cost and developing own efficiencies so that contract sums are kept within budget .

It has been found that a low level of trust among members of a construction project team leads to poor performance in China. Many researchers have described the challenges, consequently advocating partnering as an attractive approach for more valuable cooperation. Because substantial investments have been poured into construction projects since the year 2000, trust research will improve the performance of construction projects and will be meaningful to the Chinese construction industry. The purpose of this paper is to investigate the attributes affecting owners' trust of contractors, to understand the potential properties of these factors, and to rank the factors in order of importance. Twenty-four attributes are identified from a literature review. Supported by qualitative reviews, a questionnaire is conducted to obtain relevant data, and 168 valid responses are obtained for data analysis. Principal component analysis (PCA) is employed to find the factor structure of the identified trust attributes. By the method of PCA, the attributes are extracted into eight factors, including interaction history, information sharing and communication, contract and institution, relation-specific investment, reputation, integrity, competence, and opportunistic behaviour. The value and originality of this paper are embodied in using PCA to understand the various attribute groupings and to illuminate trust impact factors in the Chinese context. When they understand the critical factors affecting trust better, owners and contractors can devise more appropriate strategies to improve performance.
Full Text Available Imbalance between anticipated and actual progress in the development of urban construction projects suggests that there are many obstacles and risks which not only causes the urban management be unsustainable, but the reconstruction and development of urban space is also seriously threatened. In this study, the library research on issues related to the risk of construction projects was done, then some interviews were conducted with experts and managers informed and involved in the projects, and finally questionnaires were distributed to identify and classify the impact of the risks of the implementation of the construction projects. After analyzing the data, the results indicated that the experts listed the most significant risks as the delays in the payment of contractors' claims and statements due to the lack of handling financial instruments, the governance of relationships rather than rules in the tenders resulting from employer actions, low commitment to the quality of work provided by their subcontractors, failure to complete the detail engineering by foreign contractors on time, weaknesses in contractors' financial resources, and offering lower prices than reasonable by contractors to win the tender. All of these require special attention and other kinds of risks are important at the next level. Finally, the solutions for eliminating or reducing risks in high-risk areas have been offered to provide tranquility for contractors and employers.

Full Text Available There has been increased dependence on subcontracting within the construction industry, the operational relationship between the Main Contractor (MC and Subcontractor (SC plays a significant role in successful delivery of projects. Through the literature review this paper argues that despite SCs bring added value to construction projects, the increased reliance on SCs has strained relationships between the MC and SC. Also MCs are more concerned with risk and price reduction which undermine the relationship heavily. Current practices in the construction industry in managing SCs were evaluated through a case study and semi-structured interviews. A questionnaire survey was used to investigate the ways of facilitating the interface between the MC and SC in general. The study highlighted that prevailing adverse relationships and culture in the industry are influencing the success of construction projects. The lack of trust is a key factor affecting the relationships between MC and SCs. However, the proactive involvement of the MC with SCs in maintaining continuity of the team from procurement to construction stage and transparency in the processes were key success factors for successful completion of the project.

To make innovation and continuous improvement as a norm, some traditional practices must become unlearnt. Change for growth and competitiveness are required for sustainability for any profitable business such as the construction industry. The leading companies are willing to implement Total Quality Management (TQM) principles, to realise potential advantages and improve growth and efficiency. Ironically, researches recollected quality as the most significant provider for competitive advantage in industrial leadership. The two objectives of this paper are 1) Identify TQM effectiveness in residential projects and 2) Identify the client satisfaction/dissatisfaction areas using Analytical Hierarchy Process (AHP) and suggest effective mitigate measures. Using statistical survey techniques like set of questionnaire survey, it is observed that total quality management was applied in some leading successful organization to an extent. The main attributes for quality achievement can be defined as teamwork and better communication with single agreed goal between client and contractor. Onsite safety is a paramount attribute in the identifying quality within the residential projects. It was noticed that the process based quality methods such as onsite safe working condition; safe management system and modern engineering process safety controls etc. as interlinked functions. Training and effective communication with all stakeholders on quality management principles is essential for effective quality work. The recent trend in the United States and Shell Oil Company EandP has been to increase use of contractors to do specialized work. Many companies now use contractors almost exclusively for operations such as drilling, well workovers, construction, and many specialty and routine maintenance tasks. Today, approximately 75% of Shell Oil Company's actual operating work force in EandP is contract. Clearly, HSandE considerations must become an increasingly important part of the contractor selection process. This paper reports on the Shell Oil Company's evolution from a bidder selection process to a program of Matching Owner and Contractor. The No Child Left Behind Act (NCLB)'s emphasis of reading, language arts, and mathematics (RLA&M) and its de-emphasis of science has been a source of great concern among educators. Through an objectivist and constructionist framework, this study explored the unforeseen effects of the NCLB on public science education among Title I (TI) and non-Title I (NTI) students. The research questions focused on the effects of NCLB on Criterion Referenced Competency Test (CRCT) scores in the high-stakes subjects of reading, language arts, mathematics and the low stakes subject of science among TI and NTI 3rd, 4th, and 5th grade students in a north Georgia County during the 2010/2011 school year. This study also compared instructional time TI and NTI teachers dedicated to science. A causal-comparative quantitative methodology was used to analyze Georgia's public domain CRCT scores. Three independent-samples t tests showed that TI schools exhibited significantly lower Science CRCT scores than did NTI students at all grade levels (p need students with strong science foundations. Further study is recommended to analyze the factors associated with this science gap between TI and NTI students.

The Contingency Contractor Optimization Tool - Prototype was developed in Phase 3 of the OSD ATL Contingency Contractor Optimization project to support strategic planning for contingency contractors. The planning tool uses a model to optimize the Total Force mix by minimizing the combined total costs for selected mission scenarios. In May 1988, Shell Western E and P Inc. (SWEPI) and partners Elf Aquitaine Petroleum and Conoco Inc. signed a letter of intent with Canadian Marine Drilling Ltd. (Canmar) for provision of exploratory drilling and marine services on leases in OCS Lease Sale 109 in the Chukchi Sea, Alaska. The 5450 blocks offered in the remote sale area west of Point Barrow ranged from 3 to 240 miles (5 to 380 km) offshore in water depths from 26 to 263 feet (8 to 80 m). The principal interest tracts were at least 75 miles (120 km) offshore and north of 70 degrees N latitude. The remoteness and total lack of any oilfield infrastructure required considerable planning and coordination between Operator and Contractor in order to carry out the three-year drilling program efficiently and safely in an environmentally harsh and, at the same time, sensitive area. SWEPI and Canmar developed a close working relationship from the start of the project through a number of participative approaches to the problems that had to be solved. This paper reports that these included strong reliance on operational planning meetings, post-season analyses, and an overall emphasis on the teamwork required of both parties to carry out the first-ever drilling program in the Chukchi Sea. Full Text Available United States State Highway Agencies (SHAs use Incentive/Disincentives (I/D to minimize negative impacts of construction on the traveling public through construction acceleration. Current I/D practices have the following short-comings: not standardized, over- or under-compensate contractors, lack of auditability result in disincentives that leave SHAs vulnerable to contractor claims and litigation and are based on agency costs/savings rather than contractor acceleration. Presented within this paper is an eleven-step I/D valuation process. The processes incorporate a US-nationwide RUC and agency cost calculation program, CA4PRS and a time-cost tradeoff I/D process. The incentive calculation used is the summation of the contractor acceleration and a reasonable contractor bonus (based on shared agency savings with an optional reduction of contractor’s own saving from schedule compression (acceleration. The process has a capability to be used both within the US and internationally with minor modifications, relies on historical costs, is simple and is auditable and repeatable. As such, it is a practical tool for optimizing I/D amounts and bridges the gap in existing literature both by its industry applicability, integrating the solution into existing SHA practices and its foundation of contractor acceleration costs.

Heat exchangers (HXs) are critical components in a wide range of heat transfer applications, from HVAC (Heating Ventilation and Cooling) to automobiles to manufacturing plants. They require materials capable of transferring heat at high rates while also minimizing thermal expansion over the usage temperature range. Conventionally, metals are used for applications where effective and efficient heat exchange is required, since many metals exhibit thermal conductivity over 100 W/m K. While metal HXs are constantly being improved, they still have some inherent drawbacks due to their metal construction, in particular corrosion. Polymeric material can offer solution to such durability issues and allow designs that cannot be afforded by metal construction either due to complexity or cost. A major drawback of polymeric material is their low thermal conductivity (0.1-0.5? W/mK) that would lead to large system size. Recent improvements in the area of filled polymers have highlighted the possibility to greatly improve the thermal conductivity of polymeric materials while retaining their inherent manufacturing advantage, and have been applied to heat sink applications. Therefore, the objective of this project was to develop a robust review of materials for the manufacturing of industrial and commercial non-metallic heat exchangers. This review consisted of material identification, literature evaluation, as well as empirical and model characterization, resulting in a database of relevant material properties and characteristics to provide guidance for future heat exchanger development.

Full Text Available The performance of contractors is known to be a key determinant of client satisfaction.Here, using factor analysis, clients’ satisfaction is defined in several dimensions. Based onclients’ assessment of contractor performance, a number of satisfaction models developedusing the multiple regression (MR technique are presented. The models identify arange of variables encompassing contractor performance, project performance and respondent(i.e. client attributes as useful predictors of satisfaction levels. Contractor performanceattributes were found to be of utmost importance indicating that clientsatisfaction levels are mainly dependent on the performance of the contractor. Furthermore,findings suggest that subjectivity is to some extent prevalent in clients’ performanceassessment. The models demonstrate accurate and reliable predictive power as confirmedby validation tests. Contractors could use the models to help improve their performanceleading to more satisfied clients. This would also promote the development ofharmonious working relationships within the construction project coalition.

This volume highlights the scientific content of the 2006 Hydrogen Contractors Meeting sponsored by the Division of Materials Sciences and Engineering (DMS&E) on behalf of the Office of Basic Energy Sciences (BES) of the U. S. Department of Energy (DOE). Hydrogen Contractors Meeting held from May 16-19, 2006 at the Crystal Gateway Marriott Hotel Arlington, Virginia. This meeting is the second in a series of research theme-based Contractors Meetings sponsored by DMS&E held in conjunction with our counterparts in the Office of Energy Efficiency and Renewable Energy (EERE) and the first with the Hydrogen, Fuel Cells and Infrastructure Technologies Program. The focus of this year’s meeting is BES funded fundamental research underpinning advancement of hydrogen storage. The major goals of these research efforts are the development of a fundamental scientific base in terms of new concepts, theories and computational tools; new characterization capabilities; and new materials that could be used or mimicked in advancing capabilities for hydrogen storage.

Full Text Available Contractor selection is a critical activity, which plays an important role in the overall success of any construction project. The implementation of fuzzy multiple criteria decision attribute (MCDA in selecting contractors has the advantage of rendering subjective and implicit decision making more objective and transparent. An additional merit of fuzzy MCDA is the ability to accommodate quantitative and qualitative information. In this paper, an integrated VIKOR–AHP methodology is proposed to make a selection among the alternative contractors in one of Iranian construction industry projects. In the proposed methodology, the weights of the selection criteria are determined by fuzzy pairwise comparison matrices of AHP.

A high-speed optical circuit network is one that offers users rate-guaranteed connectivity between two endpoints, unlike today’s IP-routed Internet in which the rate available to a pair of users fluctuates based on the volume of competing traffic. This particular research project advanced our understanding of circuit networks in two ways. First, transport protocols were developed for circuit networks. In a circuit network, since bandwidth resources are reserved for each circuit on an end-to-end basis (much like how a person reserves a seat on every leg of a multi-segment flight), and the sender is limited to send at the rate of the circuit, there is no possibility of congestion during data transfer. Therefore, no congestion control functions are necessary in a transport protocol designed for circuits. However, error control and flow control are still required because bits can become errored due to noise and interference even on highly reliable optical links, and receivers can, due to multitasking or other reasons, not deplete the receive buffer fast enough to keep up with the sending rate (e.g., if the receiving host is multitasking between receiving a file transfer and some other computation). In this work, we developed two transport protocols for circuits, both of which are described below. Second, this project developed techniques for internetworking different types of connection-oriented networks, which are of two types: circuit-switched or packet-switched. In circuit-switched networks, multiplexing on links is “position based,” where “position” refers to the frequency, time slot, and port (fiber), while connection-oriented packet-switched networks use packet header information to demultiplex packets and switch them from node to node. The latter are commonly referred to as virtual circuit networks. Selection of the most suitable contractor is an important process in public construction projects. This process is a major decision which may influence the progress and success of a construction project. Improper selection of contractors may lead to problems such as bad quality of work and delay in project duration. Especially in the construction projects of public buildings, the proper choice of contractor is beneficial to the public institution. Public procurement processes have different characteristics in respect to dissimilarities in political, social and economic features of every country. In Turkey, Turkish Public Procurement Law PPL 4734 is the main regulatory law for the procurement of the public buildings. According to the PPL 4734, public construction administrators have to contract with the lowest bidder who has the minimum requirements according to the criteria in prequalification process. Public administrators are not sufficient for selection of the proper contractor because of the restrictive provisions of the PPL 4734. The lowest bid method does not enable public construction administrators to select the most qualified contractor and they have realised the fact that the selection of a contractor based on lowest bid alone is inadequate and may lead to the failure of the project in terms of time delay Eand poor quality standards. In order to evaluate the overall efficiency of a project, it is necessary to identify selection criteria. This study aims to focus on identify importance of other criteria besides lowest bid criterion in contractor selection process of PPL 4734. In this study, a survey was conducted to staff of Department of Construction Works of Eskisehir Osmangazi University. According to TOPSIS (Technique for Order Preference by Similarity to the Ideal Solution) for analysis results, termination of construction work in previous tenders is the most important criterion of 12 determined criteria. Keeping pace with recent advances in construction technology is a challenge for the cost estimating engineer. Using an estimating style that simulates the actual construction process and is similar in style to the contractor's estimate will give a realistic view of underground construction costs. For a contractor-style estimate, a mining method is chosen; labor crews, plant and equipment are selected, and advance rates are calculated for the various phases of work which are used to determine the length of time necessary to complete each phase of work. The durations are multiplied by the cost or labor and equipment per unit of time and, along with the costs for materials and supplies, combine to complete the estimate. Variations in advance rates, ground support, labor crew size, or other areas are more easily analyzed for their overall effect on the cost and schedule of a project. 14 figs

A purely price-based approach to contractor selection has been identified as the root cause for many serious project delivery problems. Therefore, the capability of the contractor to execute the project should be evaluated using a multiple set of selection criteria including reputation, past performance, performance potential, financial soundness and other project specific criteria. An industry-wide questionnaire survey was conducted with the objective of identifying the important criteria for adoption in the selection process. In this work, a fuzzy set based model was developed for contractor prequalification/evaluation, by using effective criteria obtained from the percept of construction professionals, taking subjective judgments of decision makers also into consideration. A case study consisting of four alternatives (contractors in the present case) solicited from a public works department of Pondicherry in India, is used to illustrate the effectiveness of the proposed approach. The final selection of contractor is made based on the integrated score or Overall Evaluation Score of the decision alternative in prequalification as well as bid evaluation stages.

Full Text Available Excessive consumption of paper and poor management of documentation are weaknesses that may have a significant impact on productivity of organizations. For this reason, he began to develop the initiative to implement the concept of “paperless office” in the “Núcleo La Victoria de la Universidad Nacional Experimental Sur del Lago (UNESUR” in Venezuela, part of their academic processes, particularly in the related “Grades and Diplomas Section”. The research conducted was descriptive and feasible project. The proposal identified resource savings associated with implementing this practice. The results indicate that it is feasible to implement and which has a major impact on productivity; however, must be accompanied by measures for backup and information security, so its application in other areas of the university organization will be proposed, which can serve as an example for application in business organizations.

The formation, execution and liquidation of State contracts are also a potential cause of State patrimonial damages. Perhaps for this reason, many State contractors are prosecuted as if they were public spending managers. The question, however, is not as simple. The fiscal liability process has a qualified recipient: the fiscal manager. The U.S. Department of Energy (DOE) prepares site-wide environmental impact statements (SWEIS) on sites that are to remain in operation in order to provide an estimate of the cumulative environmental impacts from projected future operations at the site. DOE has relied on outside contractors rather than the site management and operating (M&O) contractors to prepare EISs, in order to preclude the potential for conflict of interest. The first three companies have worked together effectively on the UMTRA Project for more than 10 years. The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. Contractor evaluation methods in Japan's public works procurement, beginning with construction business licensure, going through biennial preliminary firm rating, up to project-by-project prequalification and comprehensive point rating, were developed during the period when public works were mostly procured through designated competitive bidding. It is essential to focus attention on contractor evaluation methods for introducing different types of procurement procedures which enhance the use of technological capabilities held by private businesses. An overall review of contractor evaluation procedures should be conducted in view of the present situation, where the open competitive bidding has become mainly used in combination with comprehensive evaluation, as well as to allow for further diversification of procurement methods. In Western countries, improvements have been made for the past several years in contractor evaluation procedures with more emphasis on "Value for Money." Advanced efforts made by these countries will be useful as a reference for overhauling Japan's contractor evaluation system. This study conducts a comparative review of contractor evaluation procedures for public procurement in Western countries such as the United States, the United Kingdom and France by identifying similarities and differences between those of Japan and the above mentioned countries. This reveals that a contractor's technical or professional ability is looked at separately from its economic and financial standing in those countries studied, and there is no case like Japan in which those two factors are integrated into one for evaluation.

The contract strategies developed by the two major E and P companies operating in the North Sea emphasize teamwork between operator and contractors to achieve the common goal of maximizing project value. These strategies have had significant repercussions across the whole industry. This paper compares these strategies and concludes that although they are structurally different, they have the same fundamental objectives. It describes the evolution of what these operators consider to be their core business, with the resultant changing roles for both operator and contractor staff. Several examples of results achieved through implementing these changes are described, highlighting the need for a structured performance measurement system to quantify the success of these initiatives. Finally, the potential for even greater efficiency improvements through further industry-wide cooperation is emphasized

As the title of the grant clearly states, this project has explores a unique way that makes use of manmade proteins to turn solar energy into chemical fuels. A major impetus to the work is that there is growing support for the view that two related forces will impact on future livability of Earth. The first is the finite supply of fossil fuels to power the Earth making it prudent to save this resource for the creation of useful chemicals. The second is that burning fossil fuels to generate power releases “greenhouse” gases into the atmosphere. There is mounting evidence that this is a major contribution to the warming trend in the Earth’s atmosphere and biosphere.

Full Text Available Design and build is a popular form of procurement worldwide. In its conventional form, it is characterised by the integration between design and construction. Novation, a variant of design and build where design responsibility is transferred from designer to contractor as procurement evolves, has gained in popularity. However, the characteristics of the process, although well identified, continue to create confusion and problems for clients and contractors alike. This paper focuses on the dynamics of design and build novation from the principal contractor's and architect's perspectives. It embraces key aspects of both the pre-contract and post-contract environment. Its contribution forms a part of a major UK Government funded research project investigating design and build best practice. The findings presented in this paper broadly indicate that contractors believe novated design and build can be disadvantageous and that considerable fragmentation can be created in what should be an integrated procurement approach.

The provisions of the Environmental Protection and Enhancement Act (EPEA) regarding the relationship between a company and an independent contractor were reviewed. The EPEA was introduced in September 1993 and significantly altered the environmental laws in the province of Alberta. The provisions of the EPEA that apply to the petroleum industry are conservation and reclamation as well as provisions concerning release of substances, contaminated sites and penalties. Companies that pollute may be held liable for reclamation, even if the work was carried out by an independent contractor and despite the fact that the independent contractor is not an employee of the company. Under the current EPEA laws, companies may not be able to effectively shift responsibility for environmental liabilities to independent contractors even where the contractor was negligent. This paper presented suggestions regarding contractor agreements and due diligence to help minimize the risk of liability to companies. This publication, comprising the proceedings of the fifth contractor`s meeting organized by the Commission of the European Communities, Directorate-General for Energy, provides an overview of the photovoltaic demonstration projects which have been supported in the framework of the energy demonstration programme since 1983. It includes reports by each of the contractors who submitted proposals in 1987 and 1988, describing progress within their projects. Projects accepted from earlier calls for proposals and not yet completed were reviewed by a rapporteur and are discussed in the summary section. The results of the performance monitoring of all projects and the lessons drawn from the practical experience of the projects are also presented in the summaries and conclusions. Contractors whose projects were submitted in 1989 were also present at the meeting and contributed to the reported discussions. This proceeding is divided into four sessions (General, Housing, technical presentations, other applications) and 24 papers are offered.

Malaysia is facing an increase in the generation of waste and of accompanying problems with the disposal of this waste. In the last two decades, extensive building and infrastructure development projects have led to an increase in the generation of construction waste material. The construction industry has a substantial impact on the environment, and its environmental effects are in direct relation to the quality and quantity of the waste it generates. This paper discusses general characteristics of the construction contractors, the contractors' willingness to pay (WTP) for improved construction waste management, determining factors which affect the amount of their willingness to pay, and suggestions and policy implications in the perspective of construction waste management in Malaysia. The data in this study is based on contractors registered with the construction industry development board (CIDB) of Malaysia. Employing the open ended contingent valuation method, the study assessed the contractors' average maximum WTP for improved construction waste management to be RM69.88 (1US$=3.6 RM) per tonne of waste. The result shows that the average maximum WTP is higher for large contractors than for medium and small contractors. The highest average maximum WTP value is RM88.00 for Group A (large contractors) RM78.25 for Group B (medium-size contractors) and RM55.80 for Group C (small contractors). One of the contributions of this study is to highlight the difference of CIDB registration grade in the WTP for improved construction waste management. It is found that contractors' WTP for improved waste collection and disposal services increases with the increase in contractors' current paid up capital. The identified factors and determinants of the WTP will assist the formulation of appropriate policies in addressing the construction waste problem in Malaysia and indirectly improve the quality of construction in the country.

The main objective of this study is to install a multi-parameter borehole system and surface array consisting of eight broadband sensors as close to the main Marmara Fault (MMF) in the western Marmara Sea as possible, and measure continuously the evolution of the state of the fault zone surrounding the MMF and to detect any anomaly or change which may occur before earthquakes by making use of the data from these arrays. The multi-parameter borehole system is composed of very wide dynamic range and stable borehole (VBB) broad band seismic sensor, and incorporate 3-D strain meter, tilt meter, and temperature and local hydrostatic pressure measuring devices. All these sensors are installed in 146m-deep borehole. All the sensor outputs are digitized; total of 11*24 bit-channels and 6*20 bit-channels. Real-time data transmission to the main server of the Marsite Project at Kandilli Observatory in Istanbul is accomplished. The multi-parameter borehole seismic station uses the latest update technologies and design ideas to record "Earth tides" signals to the smallest magnitude -3 events, as the innovative part of the Marsite Project. Bringing face to face the seismograms of microearthquakes recorded by borehole and surface instruments portrays quite different contents. The shorter recording duration and nearly flat frequency spectrum up to the Nyquist frequencies of borehole records are faced with longer recording duration and rapid decay of spectral amplitudes at higher frequencies of a surface seismogram. The main causative of the observed differences are near surface geology effects that mask most of the source related information the seismograms include, and that give rise to scattering, generating longer duration seismograms. In view of these circumstances, studies on microearthquakes employing surface seismograms may bring on misleading results. The primary objective of this project was to improve our ability to predict performance of an Enhanced Geothermal System (EGS) reservoir over time by relating, in a quantitative manner, microseismic imaging with fluid and temperature changes within the reservoir. Historically, microseismic data have been used qualitatively to place bounds on the growth of EGS reservoirs created by large hydraulic fracturing experiments. Previous investigators used an experimentally based fracture opening relationship (fracture aperture as a function of pressure), the spatial extent of microseismic events, and some assumptions about fracture frequency to determine the size of an EGS reservoir created during large pumping tests. We addressed a number of issues (1) locating microearthquakes that occur during hydraulic fracturing, (2) obtaining more information about a reservoir than the microearthquake locations from the microearthquake data, for example, information about the seismic velocity structure of the reservoir or the scattering of seismic waves within the reservoir, (3) developing an improved methodology for estimating properties of fractures that intersect wellbores in a reservoir, and (4) developing a conceptual model for explaining the downward growth of observed seismicity that accompanies some hydraulic injections into geothermal reservoirs. We used two primary microseismic datasets for our work. The work was motivated by a dataset from the Salak Geothermal Field in Indonesia where seismicity accompanying a hydraulic injection was observed to migrate downward. We also used data from the Soultz EGS site in France. We also used Vertical Seismic Profiling data from a well in the United States. The work conducted is of benefit for characterizing reservoirs that are created by hydraulic fracturing for both EGS and for petroleum recovery.

This report summarizes all the projects supported by the Advanced Fusion Concepts Branch of the Applied Plasma Physics Division of the Office of Fusion Energy, US Department of Energy. Each project summary was written by the respective principal investigator using the format: title, principal investigators, funding levels, purpose, approach, progress, plans, milestones, graduate students, graduates, other professional staff, and recent publications. This report is organized into three sections: Section one contains five summaries describing work in the reversed-field pinch program being performed by a diversified group of contractors, these include a national laboratory, a private company, and several universities. Section two contains eight summaries of work from the compact toroid area which encompasses field-reversed configurations, spheromaks, and heating and formation experiments. Section three contains summaries from two other programs, a density Z-pinch experiment and high-beta Q machine experiment. The intent of this collection of project summaries is to help the contractors of the Advanced Fusion Concepts Branch understand their relationship with the rest of the branch's activities. Full Text Available A construction project comprises of a number of work packages, which are subjected to delays. These delays may be caused by many on-site factors. The aim of this research is to represent owner and contractors perceptions towards delay factors that frequently occur in structural and finishing works. Data for analysis were gathered by distributing questionnaire. A total of 198 sets of questionnaire were gathered and used for subsequent analyses. In general, design changes during construction are perceived by respondents as the most frequent factor to cause delay in all structural and finishing works. The results also show that there are a number of differences between owner’s and contractor’s perceptions towards the occurrences of the factors. Whilst most contractors concern that information factors related to project design and scope frequently causing delays in construction works, owners consider many contractor originated factors, as most frequent delay causes.

This project aims to explore and develop enabling methodology and techniques for nano-scale characterization of microbe cell surface contact mechanics, interactions and adhesion quantities that allow for identification and quantification of indicative properties related to microorganism migration and transport behavior in porous media and in subsurface environments. Microbe transport has wide impact and therefore is of great interest in various environmental applications such as in situ or enhanced subsurface bioremediation,filtration processes for water and wastewater treatments and protection of drinking water supplies. Although great progress has been made towards understanding the identities and activities of these microorganisms in the subsurface, to date, little is known of the mechanisms that govern the mobility and transport of microorganisms in DOE’s contaminated sites, making the outcomes of in situ natural attenuation or contaminant stability enhancement unpredictable. Conventionally, movement of microorganisms was believed to follows the rules governing solute (particle) transport. However, recent studies revealed that cell surface properties, especially those pertaining to cell attachment/adhesion and aggregation behavior, can cause the microbe behavior to deviate from non-viable particles and hence greatly influence the mobility and distribution of microorganisms in porous media.This complexity highlights the need to obtain detailed information of cell-cell and cell-surface interactions in order to improve and refine the conceptual and quantitative model development for fate and transport of microorganisms and contaminant in subsurface. Traditional cell surface characterization methods are not sufficient to fully predict the deposition rates and transport behaviors of microorganism observed. This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared. The co-venturers withdrew from the project for two reasons: federal financial assistance to the project was seen to be highly uncertain; and funds were being expended at an unacceptably high rate.

As they assume manageable responsibility, each party also has opportunities for greater reward. Innovations in cooperation can create a win-win situation. In a win-win contract all parties benefit from the new relationships between operator, contractor, and service company. The win-win situation can only be achieved by allowing the contracting parties to become much more closely involved in drilling operations. Ethics is becoming one of the most important requirements for successful business in the 21st century. The construction industry cannot be exceptional from this trend. However construction ethics management requires different approaches from other industries, as the products of the industry are construction projects which are completely different from mass production. Contractors and designers are two major participants in construction projects. The roles and responsibilities of these two project stakeholders decisively influence all aspects of construction project. Practically ethical perceptions of contractors and designers are one of main aspects to be considered for the effective and efficient management of ethics for the construction industry. This research has investigated the ethical perceptions of contractors and designers in the China construction industry. A questionnaire survey which contains 15 ethical issues and 6 demographic factors has been conducted. 170 construction professionals from construction companies and consulting companies have been participated in this survey. These 15 ethical issues are ranked in terms of seriousness, frequency and importance for both contractors and designers as a single group to understand the overall perceptions in the industry. The analysis has also been conducted for contractors and designers respectively to make comparisons between them. The top three serious ethical issues in the industry are ‘Bribery and corruption’, ‘Failure to practice whistle-blowing’ and ‘Improper bidding practices’. Contractors and designers showed similar outcomes for the top five important ethical issues. But for the middle ranged ethical issues, they showed some differences. Further researches are required to identify the causes of the similarity and differences.

The abundant generation of construction and demolition (C&D) waste presents a significant challenge to the sustainable development of the construction industry in Mainland China. As the implementer of construction activities, the contractor's C&D waste management performance plays an important role in C&D waste minimization. This paper aims to investigate the determinants of the contractor's C&D waste management behavior in Mainland China. The Theory of Planned Behavior (TPB) was selected as the basis of the theoretical model. In addition, three contextual constructs (i.e., economic viability, governmental supervision, and project constraints) were introduced, formulating the initial model. Based on the initial model, eight constructs were identified and seven hypotheses were proposed. A questionnaire survey was conducted to collect data and a Structural Equation Modeling (SEM) analysis was employed to test the proposed hypotheses. Results showed that the C&D waste management intention is not a significant determinant of contractor's C&D waste management behavior. The most important determinant is economic viability, followed by governmental supervision as the second most important determinant. Nevertheless, the construct of project constraints is an insignificant determinant for contractor's adoption of C&D waste management behavior. The research findings imply that, in Mainland China, the government, at this stage, plays an important role in guiding and promoting the contractor to exhibit better C&D waste management behavior. Results of a few studies on the title subject, carried out within the framework of the NOVEM programme EWAB, were presented at a contractors meeting. The overall conclusion of the presentation was that energy from biomass has a large potential. However, the cost effectiveness of the different options has to be improved. One of the tools used in a successful waste minimization pollution prevention (WMin/P2) program is a process waste assessment (PWA). Full Text Available Industrialised Building System (IBS is the term coined by the government and industry in Malaysia to represent the construction industry and the application of prefabrication method in building construction. The purpose of this exploratory research paper is to highlight business strategy being pursued by large Malaysian contractors in adopting IBS. The paper uses case study as research method. The analysis is based primarily on cross-case analysis and pattern matching technique. The paper observes contractors which involved in IBS are part of larger holding companies in a corporate set-up include design and manufacturing subsidiaries. The companies positioned themselves as one-stop total solution provider for IBS and offer a wider range of services from design, production, and installation to clients. To become competitive and able to create total solution, contractors need to establish cluster and consortium of integrated project team by creating a partnership when and where it is needed. A vendor development programme modelled along the lines of the development of automotive industry should also be established. Future empirical studies should extensively examine these areas, especially the development of business model for contractors. The availability of this model could help to accelerate the uptake of IBS among contractors.

This Management Assessment of Tank Waste Remediation System (TWRS) Contractor Readiness to Proceed With Phase 1B Privatization documents the processes used to determine readiness to proceed with tank waste treatment technologies from private industry, now known as TWRS privatization. An overall systems approach was applied to develop action plans to support the retrieval and disposal mission of the TWRS Project. The systems and infrastructure required to support the mission are known. Required systems are either in place or plans have been developed to ensure they exist when needed. Since October 1996 a robust system engineering approach to establishing integrated Technical Baselines, work breakdown structures, tank farms organizational structure and configurations, work scope, and costs has become part of the culture within the TWRS Project. An analysis of the programmatic, management, and technical activities necessary to declare readiness to proceed with execution of the mission demonstrates that the system, personnel, and hardware will be on-line and ready to support the private contractors. The systems approach included defining the retrieval and disposal mission requirements and evaluating the readiness of the Project Hanford Management Contract (PHMC) team to support initiation of waste processing by the private contractors in June 2002 and to receive immobilized waste shortly thereafter. The objective is to describe the process used by the Office of River Protection (ORP) for evaluating and implementing Contractor-initiated changes to the Waste Treatment and Immobilization Plant (WTP) Authorization Basis (AB). The WTP Project's history has provided a unique challenge for establishing and maintaining an ORP-approved AB during design and construction. Until operations begin, the project cannot implement the classic Unreviewed Safety Question (USQ) process to determine when ORP approval of Contractor-initiated changes is required. A 'quasiUSQ' process has been implemented that defines when AB changes could occur. The three types of AB changes are (1) Limited Scope Changes, (2) Authorization Basis Deviations, and (3) Authorization Basis Amendment Request (ABAR). DOE RL/REG 97-13, 'Office of River Protection Position on Contractor-Initiated Changes to the Authorization Basis', describes the process the WTP Contractor must follow to make changes to the AB, with and without ORP approval. The process uses a 'safety evaluation' process that is similar to the USQ process but at a more qualitative level. The maturation of the WTP Contractor's facility design and activities, and other changing conditions, resulted in a process that allows the Contractor to make changes to the AB without ORP approval; however, those changes that may significantly affect nuclear safety do require ORP approval. This process balances the WTP regulatory principle of efficiency with assurance that adequate safety will not be compromised. The process has reduced the number of ABARs requiring ORP approval and reduced the potential for delays in design and procurement activities

This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). This Quality Assurance Program Plan (QAPP) provides the primary requirements for the integration of quality functions into all Technical Assistance Contractor (TAC) Project organization activities. The QAPP is the written directive authorized by the TAC Program Manager to accomplish this task and to implement procedures that provide the controls and sound management practices needed to ensure TAC contractual obligations are met. The QA program is designed to use monitoring, audit, and surveillance functions as management tools to ensure that all Project organization functions are executed in a manner that will protect public health and safety, promote the success of the Project, and meet or exceed contract requirements. The key to ensuring compliance with this directive is a two-step professional approach: utilize the quality system in all areas of activity, and generate a personal commitment from all personnel to provide quality service. The quality staff will be experienced, trained professionals capable of providing maximum flexibility to Project goal attainment. Such flexibility will enable the staff to be more cost effective and to further improve communication and coordination. The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

Full Text Available The objective of this study was to describe the financial conditions of forestry contractors, concerning life quality aspects, condition of work and equipments, operational costs, and economic credit to invest in new technologies. Five companies had been analyzed, with an annual income between US$ 400,000.00 and US$ 1,720,000.00, with an average of US$ 950,000.00. The number of employees varied between 33 and 181, and the companies were classified in terms of size as: one small, two average, and two big. The main difficulties to invest in new machines were high financial taxes, more than 12% an year, and a lack of long term contracts to guarantee the payment capability. It was observed that the contractors did not consider the capital remuneration and a correct depreciation of machines, resulting in an average machine life higher than 10 years. The final conclusions were that the costs were above the paid values for the services, when computed the depreciation and capital remuneration, with negative results in the financial analyzes of three companies. Finally, the mechanization process increased the workers life quality, however, the annual income was around US$ 2,112.00 per worker, approximately 39% lower than the average Brazilian population.

Malaysia has developed Green Building Index (GBI) as the green rating tool for buildings and townships to encourage sustainability in the construction industry. Understanding the roles and tasks of a contractor is essential in accomplishing the GBI assessment on a green building project. However, there are challenges in adapting the GBI. The objective of this paper is to identify the knowledge of contractor for each area of assessments in GBI’s checklist. Data were collected through the questionnaire surveys to the selected contractors, which were involved in GBI projects. The findings revealed that most of the respondents agreed and acknowledged the impact of each criterion in the assessment. Thus, it is highly recommended to educate and change the public perception on the awareness of the green building. Aside, more research and development (R&D) process should be encouraged to accelerate the GBI certificate implementation in the construction industry. In conclusion, proper education training, more legislative and financial framework are essential for the future of green building projects.
Readiness to Proceed With Phase 1B Privatization documents the processes used to determine readiness to proceed with tank waste treatment technologies from private industry, now known as TWRS privatization. An overall systems approach was applied to develop action plans to support the retrieval and disposal mission of the TWRS Project. The systems and infrastructure required to support the mission are known. Required systems are either in place or plans have been developed to ensure they exist when needed. Since October 1996 a robust system engineering approach to establishing integrated Technical Baselines, work breakdown structures, tank farms organizational structure and configurations, work scope, and costs has become part of the culture within the TWRS Project. An analysis of the programmatic, management, and technical activities necessary to declare readiness to proceed with execution of the mission demonstrates that the system, personnel, and hardware will be on line and ready to support the private contractors. The systems approach included defining the retrieval and disposal mission requirements and evaluating the readiness of the Project Hanford Management Contract (PHMC) team to support initiation of waste processing by the private contractors in June 2002 and to receive immobilized waste shortly thereafter. The Radon Contractor Proficiency Program consists of several elements that collectively help to ensure the proficiency of radon mitigators and give the public greater confidence in their capability. Contractors who participate in the program must pass a written examination, adhere to mitigation guidelines, keep records of work, meet continuing education requirements and pass a re-examination every two years. Upon meeting the program's requirements, mitigators are listed in EPA's National RCP Proficiency Report. The first Report released on May 15, 1990 listed 636 contractors. The second Report, to be release in August, will list 895 contractors, representing an increase of 40 per cent
The report, a supplement to the RCP Proficiency Report, will further assist governmental officials in providing advice to the public on the selection of proficient radon mitigation contractors. These reports list 1,123 contractors who have met the requirements of the RCP Program as of December 15, 1990. The Proficiency Report provides information on each contractor's name, RCP identification number, company name, address, phone number, and geographic service area. The report provides two additional tables, indexed by company name and by RCP identification number. The report is intended to help users quickly identify a proficient contractor if only the company name is known, or to verify which contractor is associated with a particular ID number

On that date a Title Transfer Agreement between the three Parties covering the enriched uranium in question entered into force, the text of which is reproduced herein for the information of all Members.

This paper captures a first detailed attempt to quantitatively analyze the innovation history of the space sector. Building on a communication satellite innovation metric and a spacecraft innovation framework developed as part of an ongoing project, this paper presents a preliminary model of global communication satellite innovation. In addition to innovation being a function of the rate of performance normalized by price, innovation was found to be strongly influenced by characteristics of the customer-contractor contractual relationship. Specifically, Department of Defense contracts tend to result in a lower level of innovation on average as compared to other customers. Also, particular customer-contractor pairs perform differently and exhibit a second order relationship in time.
The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project's objectives in FY95 were to validate DOE's PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex
A fundamental premise of the US Nuclear Regulatory Commission (NRC) licensing and inspection program is that licensees are responsible for the proper construction and safe and efficient operation of their nuclear power plants. The Federal government and nuclear industry have established a system for the inspection of commercial nuclear facilities to provide for multiple levels of inspection and verification. Each licensee, contractor, and vendor participates in a quality verification process in compliance with requirements prescribed by the NRC's rules and regulations (Title 10 of the Code of Federal Regulations). The NRC does inspections to oversee the commercial nuclear industry to determine whether its requirements are being met by licensees and their contractors, while the major inspection effort is performed by the industry within the framework of quality verification programs. This periodical covers the results if inspections that were performed by the NRC's Special Inspection Branch, Vendor Inspection Section, and that were distributed to the inspected organizations during the period from July through September 1997
US Department of Energy contractors continue to conduct research targeting the productive and responsible use of the more than 536,000 tons of municipal solid waste (MSW) that is generated each day in the United States. It is becoming more and more prudent to improve current methods of MSW management and to continue to search for additional cost-effective, energy-efficient means to manage our MSW resource. This bibliography is an updated version of Municipal Waste to Energy: An Annotated Bibliography of US Department of Energy Contractor Reports, by Caroline Brooks, published in 1987. Like its predecessor, this bibliography provides information about technical reports on energy from municipal waste that were prepared under grants or contracts from the US Department of Energy. The reports listed focus on energy from municipal waste technologies and energy conservation in wastewater treatment. The bibliography contains three indexes -- an author index, a subject index, and a title index. The reports are listed alphabetically in the subject areas and may appear under more than one subject. All of the reports cited in the original MSW bibliography are also included in this update. The number of copies of each report originally published varied according to anticipated public demand. However, all reports are available in either microfiche or hard copy form and may be ordered from the National Technical Information Service (NTIS), US Department of Commerce, Springfield, VA 22161. Explicit information on ordering reports is included in Appendix A.
The report lists those individual contractors in the United States who have met the requirements of the Radon Contractor Proficiency (RCP) Program as of August 18, 1990. These requirements are designed to provide minimum proficiency criteria for individuals who design and supervise the installation of radon mitigation systems in buildings. (Some States have more stringent requirements as part of their radon certification programs. The States should be consulted directly for details on their programs; see Section 5 for a list of State radon contacts). The RCP Program measures the proficiency of an individual contractor, not their company. Therefore, users of the report who select a mitigation firm should ensure that the services are provided by the listed contractor. The purpose of this plan is to establish the Environmental Restoration Contractor (ERC) Waste Minimization and Pollution Prevention (WMin/P2) Program and outline the activities and schedules that will be employed to reduce the quantity and toxicity of wastes generated as a result of restoration and remediation activities. It is intended to satisfy the US Department of Energy (DOE) and other legal requirements. As such, the Pollution Prevention Awareness program required by DOE Order 5400.1 is included with the Pollution Prevention Program. This plan is also intended to aid projects in meeting and documenting compliance with the various requirements for WMin/P2, and contains the policy, objectives, strategy, and support activities of the WMin/P2 program. The basic elements of the plan are pollution prevention goals, waste assessments of major waste streams, implementation of feasible waste minimization opportunities, and a process for reporting achievements. Full Text Available To ensure the health and safety of their workforce and protection of their assets and the environment, a global oil and gas company operating in Indonesia requires comprehensive identification and evaluation of job hazards that were included in work permitting process prior work execution in the field. Based on 20 data points obtained in August 2013, start-working time for contractors who worked for Capital Project Management (CPM Team in Facility B was in average at 09.05 a.m. The aim of this paper is to present how the firm implemented Lean Six Sigma to reduce non-added value activities while fulfilling to its safety requirements and to share lessons learned from practical and theory testing perspective. The methodology used is Lean Six Sigma’s DMAIC (Define, Measure, Analyze, Improve, Control as mandated by the corporate policy of the firm. This research adopts a mix-methods approach, by using both qualitative and quantitative data. This study was a one year longitudinal study of the Lean Six Sigma implementation to improve contractors’ work preparation process. The improvement resulted in reduction of non-value added activities and successfully increased the available working time per day by 59.3 minutes in average. The results of this case study reconfirm Lean Six Sigma as a good management theory since it shows a consistency between the theory and the real practice in a global oil and gas company in Indonesia.
Members of the Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance Contractor (TAC) are responsible to notify management of TAC occurrence reporting and processing system (ORPS) classified occurrences .An ORPS occurrence is an unexpected or unplanned event on DOE property which causes bodily harm, death, damage to government property, exposure to toxic or hazardous substances above acceptable limits to workers, the environment, or general public. Examples of potential reportable occurrences include, but not limited to, site personnel exposures to airborne contaminants, incidents which could expose the general public to high levels of radiation or other contaminants, a vehicle accident resulting in property damage or personnel injuries. Listed TAC manager/staff contacts, with the assistance of TAC ORPS Program Coordinators, will determine if the occurrence is reportable under Department of Energy (DOE) Order M 232.1-2. The reportable occurrences will be classified as emergency, unusual, or off-normal. If determined to be reportable, listed TAC manager/staff will verbally report the details of the occurrence to the DOE Duty Officer within 2 hours of initial notification, and provide a written report of the event by noon the following work day

Telling stories is a cliché for best practice in science videos. It's upheld as a method to capture audience attention in many fields. Findings from neurobiology research show character-driven stories cause the release of the neurochemical oxytocin in the brain. Oxytocin motivates cooperation with others and enhances a sense of empathy, in particular the ability to experience others' emotions. Developing character tension- as in our video design showcasing scientists along with their work- holds the viewers' attention, promotes recall of story, and has the potential to clearly broadcast the feelings and behaviors of the scientists. The brain chemical change should help answer the questions: Why should a viewer care about this science? How does it improve the world, or our lives? Is just a story-driven video the solution to science outreach? Answer: Not in our multi-media world. Frontier Scientists (FS) discovered in its three year National Science Foundation project titled 'Science in Alaska: using Multimedia to Support Science Education': the storied video is only part of the effort. Although FS created from scratch and drove a multimedia national campaign throughout the project, major reach was not achieved. Despite FS' dedicated web site, YouTube channel, weekly blog, monthly press release, Facebook and G+ pages, Twitter activity, contact with scientists' institutions, and TV broadcast, monthly activity on the web site seemed to plateau at about 3000 visitors to the FS website per month. Several factors hampered the effort: Inadequate funding for social media limited the ability of FS to get the word to untapped markets: those whose interest might be sparked by ad campaigns but who do not actively explore unfamiliar agencies' science education content. Finding a contract vehicle that balances the concerns of the customer and the contractor in a development project can be difficult. The customer wants a low price and an early delivery, with as few surprises as possible as the project progresses. The contractor wants sufficient cost and schedule to cover risk. Both want to clearly define what each party will provide. Many program offices do not want to award cost plus contracts because their funding sources will not allow it, their boards do not want an open ended commitment, and they feel like they lose financial control of the project. A fixed price incentive contract, with a mutually agreed upon target cost, provides the owner with visibility into the project and input into the execution of the project, encourages both parties to save costs, and stimulates a collaborative atmosphere by aligning the respective interests of customers and contractors.

Full Text Available Introduction: Quality and efficiency of health, safety, and environment (HSE management systems play a vital role in achieving their goals. Considering outputs and objective achievement make continuous improvement of services and products, internal and external customer satisfaction, adopting a systematic way for performing various tasks, system performance and analysis very important. The present study was conducted to construct a proper framework for assessing MAPNA group contractors in terms of their health, safety, and environment performance. . Method: In the first step of the study, all documents and literature associated with performance assessment were reviewed. In the second step, using a focus group approach, a basic model for assessing HSE management system was designed. Lastly, the framework was tested and credited on three major contractors of MAPNA group. Results: The proposed framework was composed of five criteria. The main criteria was the pattern of HSE process implementation which had seven sub-criteria and 120 guiding hints. Moreover, the five criteria were able to assess the organizational capabilities in terms of health, safety, and environment management.. Conclusion: The proposed framework make contractors able to promote their HSE performances by identifying organizational strong and weak points, prioritizing improvement projects, and also monitoring the pace of improvement in achieving organizational excellence..

Full Text Available The new millennium is seen as an epoch of entrepreneurship with entrepreneurs perceiving novel opportunities, organizing resources, undertaking risks to pursue their goals in establishing innovative ventures for scaling new horizons. Women entrepreneurs have the potency to confront numerous challenges, such as creating equity, equilibrium, ensuring sustainable and inclusive socio economic development in divergent economies, by seizing tremendous business opportunities in the contemporary commercial world. Kerala, the southern State of India, is experiencing an economic renovation through technological transformation and, in particular, through the growth of women oriented Micro, Small and Medium Enterprises (MSMEs. The study aims to; identify the growth trends of women’s entrepreneurship in the micro enterprises of Kerala; examine whether women’s entrepreneurial activities significantly vary across the form of women owned enterprises, type of organization and nature of activity; and also explore the prospects and challenges faced by women entrepreneurs through micro entrepreneurial activities. Research methodology involves the application of descriptive quantitative analysis on the secondary data primarily collected from the database of Directorate of Industries and District Industries Centre for a period of 7 years extending from 2007-08 to 2013-14. Findings reveal that MSMEs spawn better income distribution, by operating in heterogeneous areas of the economy with limited capital and creating more employment opportunities, thereby reducing poverty and inequalities. The trend analysis reflects an escalation in the number of enterprises, investments, profits and employment opportunities generated especially through micro enterprises of women. They play a crucial role in the economy in terms of creating self employment and generating employment opportunities for others. A paradigm shift is seen in the role of women’s entrepreneurship in terms of innovation, attitudes, leadership qualities, competitiveness, entrepreneurial skill and absorbing new entrants to the job market, empowering marginalized women.
Full Text Available This study investigated entrepreneurial intention among graduate students of USM Engineering Campus. Applying the Theory of Planned Behavior (TPB; Ajzen, we examined the empirical model of entrepreneurial intention determinants. Although research has been conducted in entrepreneurial intention, limited study has been done among Iranian graduate students who are studying abroad. This research aims to fill this gap using Entrepreneurial Intention Questionnaire (EIQ, version 3.1. Accordingly, a survey study was applied and Iranian graduate students of the USM Engineering Campus were studied using the census method. The authors propose an empirical model and tested its reliability and validity using structural equation modeling. Data was analyzed using Spss16 and Amos18 software. Results revealed that the level of knowledge about business sources of assistance for entrepreneurs in addition to components of the TPB, affected entrepreneurial intention. Empirical model ‘s goodness of fit indices indicated good model fit x2=1.047, df=2, probability 0.592; NFI= 0.981; CFI= 1.000; RMSEA=0.000. It seems that current empirical model could be a guide for future research on this important topic.

Sandia National Laboratories (Sandia) is in Phase 3 Sustainment of development of a prototype tool, currently referred to as the Contingency Contractor Optimization Tool - Prototype (CCOTP), under the direction of OSD Program Support. CCOT-P is intended to help provide senior Department of Defense (DoD) leaders with comprehensive insight into the global availability, readiness and capabilities of the Total Force Mix. The CCOT-P will allow senior decision makers to quickly and accurately assess the impacts, risks and mitigating strategies for proposed changes to force/capabilities assignments, apportionments and allocations options, focusing specifically on contingency contractor planning. During Phase 2 of the program, conducted during fiscal year 2012, Sandia developed an electronic storyboard prototype of the Contingency Contractor Optimization Tool that can be used for communication with senior decision makers and other Operational Contract Support (OCS) stakeholders. Phase 3 used feedback from demonstrations of the electronic storyboard prototype to develop an engineering prototype for planners to evaluate. Sandia worked with the DoD and Joint Chiefs of Staff strategic planning community to get feedback and input to ensure that the engineering prototype was developed to closely align with future planning needs. The intended deployment environment was also a key consideration as this prototype was developed. Initial release of the engineering prototype was done on servers at Sandia in the middle of Phase 3. In 2013, the tool was installed on a production pilot server managed by the OUSD(AT&L) eBusiness Center. The purpose of this document is to specify the CCOT-P engineering prototype platform requirements as of May 2016. Sandia developed the CCOT-P engineering prototype using common technologies to minimize the likelihood of deployment issues. Full Text Available Hazardous waste is substance that threaten people and environment in case of improper storage, disposal and transport due to its concentration, physical and chemical properties. Companies producing hazardous waste as a result of several activities mostly do not have any own disposal facilities. In addition, they do not pay attention enough to determine the right contractor as a disposal facility. On the other hand, there are various qualitative and quantitative criteria affecting the selection of the contractor and conflicting with each other. The aim of the performed study is to assist one of these companies producing hazardous waste in the selection of the best contractor that eliminates hazardous waste economic and harmless way. In the study, contractor weights in percentage is calculated by using Analytic Network Process (ANP as one of the multi-criteria decision making (MCDM methods and widely used in the literature which considers both qualitative and quantitative criteria. In the next step, by the help of the mathematical model, contractors that will be given which type of hazardous waste are identified. This integrated approach can be used as a guide for similar firms.

Iskandar Malaysia is an advanced economic hub which is rapidly growing in the State of Johor. It has been an attractive place for Foreign Direct Investment (FDI) to invest. Many sectors are affected by the presence of FDI including the construction sector. This paper highlights the investigation on the effects of FDI to the local contractor in the Iskandar Malaysia Development. In this study, a questionnaire survey was carried out to gain the information on problems from internal factors and external factors that caused the limitation on involvement in FDI project by local contractors. 73 numbers of local contractor registered under CIDB in class G5, G6 and G7 are the respondents. Frequency analysis and Average Index Analysis are used for the results. This study provides the factors that impacted local construction players in Iskandar Malaysia Development. This study has portrayed that FDI plays a vital and significant role in spearheading the active involvement of local contractors in an urban sustainable development.
